May 25. 1855
My dear friend,
I wrote you sometime since to say to Mrs. Carter not to expect me till I should inform her
I was better. Yesterday I had another attack in the region of the heart which frustrates
me. So please tell her not to keep rooms for me till I write again. I may not be able to go
to Washington as I hoped. But I don not yet despair. My physician tells me he can cure
me in a few weeks thoroughly. He says the affection is from sympathy with the liver &
will be relieved. I had been treated for the wrong complaint.
I am in great suspense about Virginia. If our friends there had made an open organization
& got rid of the secrecy, I should have had no apprehensions. In Wilmington when we
had near 500 majority last year with an open ticket, a secret nomination almost ruined us.
We elected the mayor by only 30 majority & lost the treasurer by 80.

I have been today visited with another severe attack of sickness; and if not too
inconvenient with you to say to Mrs. Carter that I cannot have here, till I am favoured
with a return of health. Let her not expect me till I write to you again.
This sickness which I fear proceeds from a disease of the heart has caused me pain &
disappointment and much because. It postpones to an uncertain day the period of pleasure
I had anticipated in meeting you & other dear friends in Washington.

My dear Sir,
Ms. Beale informed me last summer by letter, that Mrs. Carter was not willing to give me
a separate table for less than $200 a month. I think that exorbitant with the simple
accommodations I require. True, I would not hesitate to give that or more for such
accommodations as I have at home. But they are not to be had at a Washington boarding
house. I shall therefore seek other quarters and if necessary you will oblige me by so
saying to Mrs. Carter. I am yet uncertain where I shall go. Now my dear friend is the
time for the K.N.s [Know Nothings] to dissolve their lodge & concern with the outsiders
in an open

organization. Such a move would save us next year. Without that, rely on it they will be
beaten and let me add, they ought to be beaten. How can we who are true Americans out
of their Lodges expect to sustain nominations made in secret without our knowledge or
consent? Virginia, Georgia, North Carolina and Delaware at least, will oppose any
nominations made in secret. So I am informed will Kentucky. What there is to be done?
Are we to expect a dissolution of the secret lodge or must we be driven to adopt measures
for their defeat? I will submit to no such tyranny as is imposed by party obligation to vote
for candidates in whom nominations I am not allowed to participate. Besides

secrecy now subjects us to a load of obliging which we ought not to bear.

My dear Sir, I have been absent from this my summer home, for the last twelve days, and
returned last evening --- During this absence, your letter of the 4th inst, was received. I
have now the pleasure to acknowledge its receipt, and to thank you for it.
The intelligence which you give me, quite realizes the expectations which I had formed
of our strength in that position of the Union, from whence you write. Beyond the
four Whig states of NE, I have never entertained a hope. New Hampshire has in my
judgement, been long since delivered vow to her idols, and such a Hurricane, as swept
over the Union in 1840, could alone rouse Maine from her lethargy ---

The intelligence from Pennsylvania, Ohio, and Florida is cheering. That from the two
former received by telegraph here, assures us that we have carried those states --- and we
have like information in the ordinary mode from Florida. This intelligence cannot fail to
influence the vote of Georgia. Here we stand as to the number of members of Congress,
as we did before, having lost in one district by only seventy five votes, and in another by
the personal unpopularity of the nominee --- we have however gained since the last
election, a thousand votes, reducing the Democratic majority throughout the states to two
hundred and sixty --- how we know, (in many instances I have made personal enquiry)
that thus are in every county, some democrats who will vote the Taylor ticket, and there
is not a Whig in the State, who (will

vote for Gen. Cass --- our friends therefore are very sanguine that we shall carry the state
by a large majority --- my own opinion is that we shall carry it, but that the majority will
not be large --- the feeling of the people of this state and the Carolinas, is with Gen.
Taylor, even in So Carolina, if the election were by the people, we might have hopes --In the District of that state on the North side of Savannah River opposite to this place, a
Taylor democrat has beaten the regularly nominated Democratic Cass candidate, by
a large vote, -- the election having been put upon that issue --- Taylor or Cass --I wonder that good people of Massachusetts do not see the propriety of altering an
election law, which puts it in the power of a minority to defeat an election – but the
defect there, and in Vermont, will be made up by the gain of Representatives in
Pennsylvania --- and from Ohio and Florida, we get two Whig Senators. I got tomorrow
to a great mass meeting in the Gold Region.

My dear Sir
Your letter of the 1st has been by me for some time. I should have acknowledged it
immediately but wishing to see Monroe and the Editors of the American. I have deferred
doing so till now. And now I am obliged to say to you that sickness in my family
together with the extreme hot weather have prevented me from calling on the proprietors
of these papers on the subject. I am pleased with the idea you suggest and will do any
thing I can to promote it. But for the present can say nothing as to its practicability. I

My dear Sir
I received yours of the 30th a few days ago and have waited only for a leisure moment to
answer it. The American party certainly were brought to the best of their strength in
Philadelphia; and the result was hardly unexpected which demonstrated that it could not
be unanimous. The Northern men seem determined that we shall not have a peaceful and
prosperous country if they can prevent it. But still I think that there is something more
than a germ of a patriotic national party, north and west, which is even now strong, and
which will grow rapidly in the future. I mention this only that we may infer that I do not
give up the hope of finding the new organization.

capable of leading to some permanent vow, notwithstanding the dissent and disturbance
of the recent proceedings. At all events -- I hope.
In regard to the movement we suggest, this hope has some influence upon me yet. I
would not like to do any thing which might impair Mr T.’s chance of nomination in that
body. My present opinion is that they will find Mr. T a reality which they cannot forego.
And that will be because -- as you say -- he is stronger than any party or platform. It
might injure him, therefore, to identify him with a party, by such a nomination as you
propose. I think the course of things will be this -- There will be a series of spontaneous
nominations made through the presses over the whole South -- These will be made first
by Whig Presses -- or presses in affinity with them -- and will be taken up in the same
way by the national Democratic presses -- the anti administration organs of the south.

will say, “to such theme -- and that he is platform enough for them.” Then, the
inclination of the Southern American party will be in the same direction; and we may
have manifestations of this in many quarters -- a series of such preliminary
demonstrations
-- which may be looked for when the time is ripe for it, I fear would be prostrated or put
at hazard by a regular, formal, old party nomination.
There will be great difficulty in any attempt to organize a national convention -- the same
devil of discord which has broken in upon the past conventions will be in waiting to mar
any other we might gather hereafter. I don’t think the people of the south of either party
will go into a national convention, or abide by one if made.
Now, what I should like to see done, would be to make a strong expression of popular
sentiment, without reference to party -- either old or new -- throughout Pennsylvania in
[?] of Mr. T. I believe Pa[Pennsylvania] is strongly set in his favor, and if a course of [?]
nominations were to be commenced there -- so authoritative as to

show the States to be for him, it would inspire the whole south with a fervor in the
subject that would show the rest of the states how useless it would be to nominate any
one else -- and this again would rally the whole Conservative body -- what ever that may
be -- of the North. The American party whose inclinations to Mr. T. an already very
good, would see that their own strength would be greatly increased by adopting the
nomination and giving it the full weight of their organizations. The dissenting Americans
are all fast marching to the Buffalo platform of 1848 -- to its leaders, and to their fate -- I
hope.
I have no time for more than these few desultory hints, to which I ask your reflection; and
I shall be glad to hear from you any suggestions they may induce you to make, as I think
the subject one of great importance, and one, also, to which our friends should be giving
early attention.

I received your letter and was in hopes it would by followed by the papers containing the
notice you spoke of of the commercial question suggested by my report. Will you do me
the favour to send them to me? I forwarded to you a few days ago a copy of the Report on
African Colonization which has at last made its appearance. It was the delay of this
report and the conputation[?] of it through the that prevented me making the competition
we desired of the work of the committee on commerce during the last congress. You will

find this report extremely valuable for the amount and quality of its matters as well as for
the great importance of the question it presents.
In regard to the prospects of the Whig party I think it may be said the every day we are

Dear Sir,
Your favor of the 30th was received last evening. I have not seen Mr. Wise since, and may not
see him ‘till Friday, the day the House stands adjourned to. I will avail myself, however, of the
earliest opportunity to recommend you to him, in case there should be a committee.
It seems to me that Genl. Harrison will be a more formidable antagonist to Mr. Van Buren, than
any other the convention could have selected. There is not a murmur [?] in the Whig ranks,
which proves very clearly the strength of their attachment to their principles and their cause.

Buffalo March 21. 1855
My Dear Sir,
Yours of the 19th inst. has this moment come to hand, and I am surprised at what you
say, that Mr. Clayton had seen the draft of Mr. Webster’s letter on the subject of the
Lobos Islands date June 5th 1852, now in the State Department and that it was endorsed,
“Approved M. F.”
The article in the papers to which you allude was brought to my notice by the edition of
the Coml [Commercial] Advertiser, in which it was stated that I approved the letter
written to Mr. Benson on the subject. I said it was not so and he contradicted it. In truth
no letter was ever written to Mr. Benson.

The letter to which the writer intended doubtless to refer was written to Capt. Jewett, and
I believe bore date June 5th. 1852.
The reason why I stated that it did not have my approval was this when the letter was
published in the “Herald” and my attention was just called to it. I was greatly surprised,
as I had no recollection of every having seen such a letter; and thought it strange that Mr.
Webster should have sent such a letter without having submitted it to me. I went directly
to the State Department, and asked to see the drafts, (supposing it possible that in the
hurry of business, I might have see and approved it without recollecting the fact. Mr.
Hunter found and showed me the draft which had no approval of mine upon it and had
not even been folded or enveloped, as was the usual practice in sending up papers for my
examination and approval; and if I

recollect right, even that draft did not contain the post script, directing the letter to be kept
a secret. I therefore concluded with entire confidence that I had never seen or approved
the letter. But you say think it is said that this draft on which my approval is endorsed,
was brought to the department from Marshfield where it was found among Mr. Websters
papers after his death. If this be true, or course I can say nothing about it further, than
that I have no recollection of ever seeing the letter until it was published, and I never
before heard that there was any other draft of it, than that shown to me by Mr. Hunter
which certainly did not contain my endorsement.
I wish you would take this letter and go to Mr. Hunter and ask him to give for me a
statement of the facts in the case, and if any such paper has been placed in the

department since Mr. Webster’s death, ask him to obtain the consul of the Secy. of State
to send it to me for inspection, and I will return it again to the Department. I only desire
to see it for the purpose of doing justice to myself and especially to Mr. Webster. I have
no reason to suppose that Mr. Webster intentionally kept the letter a secret from me. If it
was not submitted for my approval; the neglect arose from accident and not from design;
and he always insisted that it was submitted form my approval, but for the reasons which
I have stated, I always believed that he was mistaken. If, however, the draft is there,
containing my endorsement, that will settle the matter and show that I have been
mistaken, and not he.

I am greatly obliged to you and to Mr. Hunter for your prompt attention to this matter.
Although I have no recollection of the fact, yet I am satisfied from the inspection of the
papers that it has my approval, and I shall direct our papers to say so frankly and give the
facts that led me into error.

Yours of the 11th inst. was duly welcomed. I have communicated with Mr. Everett on the
subject, & regret to find that he is to be at Rochester, N.Y. on the 15th proxo [proximo] &
that the whole of that week will be so occupied as to render it impossible for him to be at
Washington. I am the more sorry for it, because my own engagements leave me little
hope of being able

to conform to the kind suggestion of my old friends Stuart and Conrad. I will still keep it
in mind, however, & try to be there. It would give me real pleasure to meet so many good
men & true, & I trust the reunion will not be without fruit. Meantime, I will quietly
ascertain what Massachusetts, men of the right sort can be relied on for such a purpose, &
in concert with Mr. Everett, will endeavor to have two or three present. I shall try

Thank you for your sympathy my old friend.
I am far from thinking that, when men occupying particular positions in the public mind
are taken away, the world suffers any great loss. I am persuaded that they have done
their work, and that other men are better fitted for the new circumstances of the world
than they were.
For myself, I look upon the work which I had to do as nearly done. It would have been a
gratification to me to have finished the currency according to my own ideas; but very
likely the ideas of others are better. I refer particularly to the restoration of specie
payments and to the declaration as constitutional law that Congress has no power to make
anything else than gold and silver a legal tender in payment of debts. Whether I shall live
to see this or the reverse is for the Divine Wisdom to determine. I shall not be at

the adjourned term, and perhaps not during the regular term which follows: though I am
slowly regaining my strength so far as I can see. I desire to commit the future in this
respect as in all other to Him who has graciously cared for me.

Lockport, Sept. 8, 1855
Dear Sir:
I have received your letter and am gratified to know that our views of national affairs are
in accordance, now as in former and better days. I am living a retired life and had
intended to take no more active part in public affairs. But many friends called for my
opinion on the proposition to transform the Whig Party into a sectional faction. Having
decided views on the subject, I could not refuse to express them without shrinking from
an obvious entry.
Your plan of a compromise between the North and South is very judicious and valuable,
provided you can shew [show] that it is practicable. I would rejoice to see the contest
ended on such a basis. But who are the men in the South that will unite in the movement
and can they carry a sufficient number

of the Southern people with them to effort of any avail? There is the real difficulty, as I
apprehend. You are right in assuming that the present state of affairs is alarming, and
that some remedy must be found. It requires the wisest efforts of considerate and
patriotic men in both sections. I hope there may be a sufficient number of such men to
breast the torrent of sectional fanaticism. That indeed is our only hope. I am ready to
cooperate in all rational endeavors to restore national harmony, and revive the ancient
sentiments of paternity and loyalty to the Union.

My dear Sir,
It gives me great pleasure to respond to your inquiry. Whether in my opinion the
rejection of your nomination by the Senate at the late session, was “the result of
misapprehension.”
I am very sure that it was. And I as took the lead in the first movement, I have constantly
& deeply regretted it since --- feeling a strong conviction that you were unjustly
sacrificed.
During the last year, I thought the Senate had been most unjustly & malignantly assailed,
& with purposes & views as I supposed, not about the level of the demagogue, seeking a
contemptible notoriety. And as such was my estimate of the whole transaction that I Wd
have voted to confer office on no man in America whom I knew to be art & part in it.
Several scurrilous & malignant articles appeared in a New York paper, & a member of
Gen. Taylor’s cabinet, shaking unquestionably, left an impression upon me that you were
probably the writer of them.
Upon your nomination coming up, I suggested this with the view of enabling your
friends & particularly Senator Cooper, to set you right. The explanation almost instantly
made, satisfied me that we had no sufficient evidence to reject you, & therefore I
declined voting my reasons. The vote being taken, to my surprise you were rejected.

[in]formation that I deemed reliable, satisfied me beyond all doubt, that you had been
most unjustly dealt with.
I took a deep & steady interest in getting a motion made to reconsider. Cal Bell agreed to
make the motion. But before he got to the floor, Cal Thompson’s name came in for the
same office. I instantly left the Senate chamber to wait upon the President & to request
that Mr. Thompson’s name might be withdrawn --- the favorable result of which I
regarded absolutely certain.
Upon entering the Vice President’s room, I saw that the President was engaged, &
disclosed my business to the Secretary of State; he in view of the extreme pressure for
time, thought it best to let it pass by assuring me the admn. would take care of you & do
you full justice. Relying most confidently on that, I so told Mr. Cooper, & we
determined not to move further in the matter, & confirm Mr. T’s nomination.
Feeling as I do your high claims upon the party in power, & knowing as I do, your ample
& various qualifications, I do not suffer myself to doubt, that the admn. will do you full
and entire justice. Few things could give me more pleasure, & the more particularly, as I
feel unhappy under

undesigned injury I have done you & really shd. regard any proper thing done for you in
light of a personal favor to me.

My Dear Sir
I am getting a little nervous over the possibility of your leaving or loosing your office. Is
there the least danger? If so, can I as Ex. collector and knowing your ability and
efficiency be of any service? I have acquaintance with some of the Senators, with
Senator Fenton especially a very friendly relation exists I think. If you have the least
desire I should tell him or any body else what I know of you as a most capable and
successful officer How you galvinized the offices along this line into life and

became the terror of smugglers and indolent officials. I will do it with great pleasure. I
sincerely hope however there is no danger in your case. It is no flattery but only simple
truth to say that no change could be made at this time without the government suffering
an irreparable loss. It is not possible for a stranger to do your work efficiently

My dear Sir:
Your letter 1st April is just rec’d --- enclosed herewith please find letter to Anthony &
Dixon which I hope will prove beneficial in retaining you in your present position. I was
much surprised to learn from you that any change was likely to be made in your Dept.
Still I aught not to be surprised at any thing just now when there seems to be so many
who are anxious to serve the Government.
What I have written A & D are my true sentiments. Hoping you will be retained where
you now are until the need of rest & quiet cause you to resign,

Hon. G.M. Scofield,
My Dear Sir,
I understand that an effort is being made to remove Judge Sargent from the office of
Commissioner of Customs. Judge Sargent is an old townsman & personal friend of my
father’s & has grown old in the service of the Government, & from titles recd of him by
my father during & since the Mar. I know that he has always been in full sympathy with
the administration of Abraham Lincoln & as bitterly opposed to that of Andrew Johnson.
I have a letter from Mr. Sargent during the trial of A.J. last winter in which he said he
ought to and would be impeached & I should be extremely sorry to see him turned out of
office unless there is good cause for it. Will you please give him your support.
