Rodriguez Algra, Executive Director Date: November 23, 2011 Re: VCM Quarterly Report Below you will find some key highlights of our work this past quarter. Volunteer Generation Fund Grant Update Over the last 3 months Volunteer Centers of Michigan (VCM) staff has worked in partnership with the Michigan Community Service Commission (MCSC) to provide support and resources as the Volunteer Generation Grantees have gone live with the HandsOn Connect volunteer registration software. Staff facilitated a discussion during the Volunteer Generation grantee September meeting to identify future training and resources needs. VCM and MCSC staffs are currently working to identify training topics and a schedule for the 2012 grant year. A variety of toolkit and resource materials have been developed for use by the grantees as they train their staff and community partners. Four toolkits are currently available through the “resource” tab on the mivolunteers.org website. Two additional toolkits have been developed and are ready to be uploaded to the site. The toolkits titles include:       Skilled Volunteers Growing Your Volunteer Program* Risk Assessment* Project Planning* Volunteer Recruitment Volunteer Retention The three starred (*) presentations have been uploaded to slideshare.net so that other organizations have access to the information. The Slideshare site indicates the three presentations have had more than 500 views with 8 embeds. The Slideshare site gives credit to MNA and provides a link to the MNA Facebook page. In addition to the PowerPoint presentation each toolkit provides trainer notes, a resource page, as well as at least one additional resource or tool, and a related fact sheet. Each fact sheet is designed to stand alone so that each could be distributed separately from the presentation materials. Trainer, Sandra Miller, has also responded to requests for resources and support by the individual grantees. �VCM has engaged a new consultant to help support our work with the Volunteer Generation Fund grantees, Chelsea Martin began her work with us in November. She will be instrumental in providing additional support to our 14 HOC affiliates in the following areas:       Facilitate training calls and webinars Maintain regular communication with HOC staff Develop promotional materials for the HOC system Coordinate outreach to HOC Volunteer Connector Organizations Support the ongoing work related to the development and implementation of the statewide HOC portal Support for National Days of Service initiatives HandsOn Connect Volunteer Management Technology Several communities in Michigan are in the process of deploying HandsOn Connect, a groundbreaking volunteer management technology. Unlike previous volunteer management systems, this new platform is located “in the clouds,” allowing all information to be stored on the internet. VCM and the MCSC are working together to have 14 Michigan communities operating with HandsOn Connect by early 2012. The following centers are already live with the new system. HandsOn Battle Creek United Way of Jackson County Volunteer Center Volunteer Northwest Michigan Volunteer Center of Southwest Michigan Volunteer Center of Greater Kalamazoo Counties Covered Lenawee Calhoun Jackson Antrim, Benzie, Grand Traverse, Kalkaska , Leelanau Cass, Berrien, Van Buren Kalamazoo County HandsOn Connect Statewide Volunteer Portal HandsOn Connect has opened the door for a new and exciting opportunity for the entire state of Michigan. This winter, the MCSC and VCM will continue our work to enhance our first phase of a statewide volunteer portal. This will be a one stop access point for anyone to find volunteer opportunities in Michigan. The volunteer portal will include a widget embedded on the VCM and MCSC websites, with search results being housed at www.volunteermichigan.org. The portal will serve as the entry point for volunteers to search for projects from all communities using HandsOn Connect. Here volunteers can review search results at the state level, click through to view project details, and sign up for specific projects at the local level. It will allow aggregated data feeds from other technology platforms, including All For Good, the national volunteer search engine used by Serve.gov. HandsOn Connect will provide robust reporting and analytics that can be collected locally, as well as statewide. �VCM VISTA Project Update In the current quarter, VCM VISTAs have made huge strides building capacity for their volunteer centers to meet community needs and carry out poverty alleviation initiatives. In addition to providing community partners with volunteer management training, VCM VISTAs have forged new partnerships between their centers and community organizations as well as expanded upon existing partnerships in an effort to engage new volunteers to serve during the 2011 September 11th National Day of Service and Remembrance. Teresa Zbiciak, serving with the Heart of West Michigan United Way Volunteer Center, assisted with the annual Day of Caring, which engaged over 1,600 volunteers who served in excess of 5,000 hours throughout the greater Grand Rapids Community. Volunteers were recruited from 46 different businesses and community organizations. Eighty-One different service projects were completed for 58 host agencies and schools with an estimated dollar value of $106,800! Anthony Sacco with Volunteer Lenawee!, worked diligently to develop volunteer positions and coordinate volunteer responsibilities with partners including the City of Adrian, the William G. Thompson House, Moe’s Pizzeria, Adrian Public Library, the Lenawee YOUTH Council, and the Michigan Community Service Commission to coordinate a canned food drive. The project enlisted the help of local partner agencies that collected canned food contributions and recruited volunteers to create sculptures using the cans. The proceeds and canned food were donated to the South Central Michigan Food Bank. Benjamin Crockett with Char-Em United Way assisted in implementing an annual Day of Caring, which included partnering with two county agencies on aging to determine the needs of local elderly residents. Twenty-one elderly homes were fixed up and manicured thanks to 20 teams of 150 volunteers – not including all of Charlevoix High School’s students! Volunteers were also utilized on twenty-eight additional projects that addressed such community needs as hunger and park beautification. Matthew Reaume, VISTA Leader with Volunteer Centers of Michigan, assisted in organizing and implementing the nation’s largest single-day service project on 9/11 by working with a collaborative committee (A-OK Detroit) comprising representatives from interfaith and local community service organizations. The event encompassed 19 separate projects, and engaged 733 volunteers, 32 of which came from military families and were led by 80 volunteer leaders. As a result, over 150 “Thank You” cards were sent to active military and veterans. Over 300 backpacks filled with school supplies have been given to local Detroit students. Seventy arts & craft supply kits will allow over 2,100 Detroit students to engage their creativity as part of their daily learning. Over 2,000 boxes of food were assembled, which will feed over 2,500 individuals (mostly homebound seniors) who face hunger. Over 5,450 individuals directly benefitted from this project. In the 2010-2011 Program Year, VCM VISTA’s have had the following impact:  Leveraged $5,993 in direct financial support, and $43,131 worth of in-kind contributions for their volunteer centers �         Fostered 42 new partnerships with business, faith-based, and community organizations including 8 K-12 schools and 6 Higher Ed institutions Created 25 opportunities for 37 volunteer leaders Created 47 different skills-based volunteer opportunities which 156 individuals filled Engaged 279 collegiate volunteers who served 1,307 hours of service Engaged 137 Baby Boomers to volunteer 1,641hours Engaged 2,373 community volunteers who served 11,033 hours of service Engaged 4,450 volunteers to serve in National Days of Service Provided 12 volunteer management trainings to community partners represented by 219 individuals Provided 37 public awareness events aimed at increasing the understanding of those living in poverty, reaching 821 individuals VCM*VISTA Grant Award VCM was awarded a grant through the HandsOn Network to support five AmeriCorps VISTA members for the 2011-2012 grant years. Host sites will be located in: the Detroit Cities of Service Office, United Way of St. Clair County Volunteer Center, Resource Genesee and the Volunteer Center of Southwest Michigan. In addition, we also recruited and placed four VISTA members through the Corporation for National and Community Service state office. These VISTAs will start their year of service in November in the following locations: HandsOn Battle Creek, Heart of West Michigan United Way, Char-Em United Way and the Eastern Upper Peninsula United Way. VISTA member, Anthony Sacco will continue serving at Volunteer Lenawee for a third year. VCM also recruited a new VISTA Leader, who will begin his year of service in December, 2011 and will be located in the MNA Lansing office. To give you a flavor for these exciting service related activities, I have attached the campus reports from the minutes of both meetings. Also, in an effort to provide the services most important to campus compact institutions the following survey was sent to campus representatives in early October. The results ofthis survey are being compiled currently. I have made arrangements to visit all of the compact campuses before the end of the calendar year. I will visit with each institution's president, community service coordinator, key faculty members engaged in service learning, and students that have been involved in service learning and service activities. Alma: Will be going to a selective/competitive work study program due to the success of the program and in working with agencies. Their service learning courses (15-20) are now designated in the course catalogues. Joel from Kellogg will be speaking on volunteerism and leadership in America at Alma on Nov. 20- flyers will be sent to CSC's. That same evening there will be a hunger banquet that same evening as part of the Global Hunger and Poverty program. Central Michigan University: The provost has been taking Denise to many meetings with him. She appreciated the opportunity and still finds their faculty to be the toughest audience. They are planning an alternative spring break and volunteer fair this semester. University of Michigan: U ofM will have 60 Alternative Spring Break Site Leaders (31 sits 2 leaders per site). This was the first year that there have been faculty and staff site leaders since it is a year-long commitment. Great fundraising idea: students raise 80% of the budget by cleaning the football and basketball stadiums. Doing Into the Streets four times a year for different populations (freshmen, campuswide, MLK holiday, and staff that get release time). Anita is also going to send out flyers for the speakers coming to campus (Alice Walker's daughter, Greg Luganis...). A Jeanne Gray update: she is living in Denver and just took a job at a minimum security facility for boys doing case and group counseling. Wayne State University: Just completed Campus Plunge using 5 sites. Have been thinking about a mid winter retreat, probably a nice indoor facility, chance to re energize. Planning an alternative spring break. The Planned Parenthood Founder will be speaking on Nov. 1 (breakfast is at 8:30, lecture at 9:00) and all are invited. Oakland Community College: COOL (student organization) planning service projects at Ronald McDonald house and soup kitchen. SVLP is working with high school student tutoring program. They have planned a Halloween party (Oct. 21) and participation in Make a Difference Day (Oct. 28), Into the Streets (Oct. 7), and Students Against Hunger program "Empty Bowl" where many student groups worked together. Students from Macomb were also involved. Grand Valley State University: Has a new volunteer center! Working on Break Away site leader training on Nov. 11 -open to all. The Break Away conference will be in Nashville Nov. 20-22. This is the third year for Leadership and Service - connected with four campuses. Public school teachers and AYF cosponsoring. They have 15 new courses funded through the philanthropy center. Jay is looking for a graduate assistant looking to get their Masters degree in the Education program. The Habitat Chapter got all of the Dept. of Safety's lost and found items donated and had an auction. Adrian: Over 600 hours of service were provided by the freshmen class in one day. Adrian is working on connecting with volunteer agencies, volunteer centers in town. Lansing Community College: Moved their Volunteer Services area to Student Life office. They were involved in Welcome Week activities (students very pleased). Terri helped with the volunteer fair (thank you) and it was very successful. LCC will be involved in Make a Difference Day. The Leadership �Academy has 15first year students enrolled (each receiving a scholarship). Nex1 year their will be two classes (1st and 2nd year students). There wiU a1so be discussion groups in the summer with faculty, staff and student participants. The staff has a1so attended many classes to talk about service learning. Western Michigan University: Enrollment is up! Service learning grants are coming through too - they had been doing stuff for years and now it is connecting! Terri now has a graduate assistant (Randy)! She has many students going to Break Away- anyone interested in car pooling? She has funding for a van. They sponsored a volunteer opportunities fair where agencies met with students - eva1uations good (she says due to the buttons). Terri worked with a group of students on teaching a class component on AIDS, it won a national award and they are invited to go the National Honors conference to present. She has a service component in her Interpersonal Communications class. She is working on a welfare reform teleconference to make sure it is reformed the right way. They will be doing Into the Streets, Trick or Treat for Loaves and Fishes with Intemationa1 Students (canned goods). They a1so do Into the Streets twice a year. Terri spoke to each group of freshmen through the orientation department. 80% of WMU's footba11 players are volunteering in the community. Their athletic department is very supportive. Michigan State University: The office has moved from the student life office to career services and placement. They do a great dea1 of work study placements. They sponsored a non-profit career fair. They have a placement program on-line. There are over 900 local positions. Students can apply from anywhere (on and off campus). They are keeping their fingers crossed for an mM grant. Members of their staff spoke to the 6500 new freshmen in groups of 200 at a time. This is a very successful way for them to get new students involved, a1though they are questioning the follow-through. The MSU Day of Caring was huge. They will a1so be involved in Into the Streets. The students are very active and excited. The office spends a lot of time meeting with faculty and doing many presentations. There is a service learning requirement for some classes and the office assists with placement. They are continuing with the internships and advisors working with them. The new faculty member in the HALE program is assisting in doing some grant writing. The office a1so advises eight student groups with a service focus. Andrews University: Will have their 2nd annua1 volunteer fair on Oct. 26. They will take part in Make a Difference Day and Into the Streets. They have a partnership program with the churches where students go back to their "home" areas during the summer and work for the churches. They get money from the churches, campus, and fundraise so that when they come back they have a stipend waiting for them. The Upton Foundation has given them a $90,000 incorporate community, service and leadership into the classroom. Faculty members get $1,000 and student helpers $500. Larry said that there was an unsolicited article written in the local paper about their office serving as a "pipeline of opportunities for service learning" - the best publicity that he could hope for. �Michigan Campus Compact SCAN (Student Community Action Network) Campus Updates (Taken from tbe October 6, 1995 Meeting Minutes) Albion: The college is "embattled". Faculty and administration have been working out faculty cuts due to perceived new building. Albion will participate in Make a Difference Day on Oct. 28 where there will be senior leaf raking done by college and community organizations. There will be a reopening of a historic theater in town and community service events that will coincide. There had been a Special Olympic event held on Oct. 5. The students involved in community service at Albion are having fun and t.Iying to get more students involved. They said they are continually looking for faculty and staff support. Oakland: Kelly Masters, the past Community Service Coordinator has gone to work for United Way Community Services. They miss her. The Student Volunteer Leadership Program (SLVP) integrates community service/service learning with high school students. The program took place in July and August They attended MCC's Camp Miniwanca Service and Leadership conference and also served as primary group leaders at the CMF camp. Their SVLP, Catholic Social Services, and Special Olympics programs are still going strong. They will be participating in Make a Difference Day with Wayne State and also working on Into The Streets. They are currently looking for an advisor. They, too, are looking for ways to get faculty, staff, and administrators involved in integrating service into the curriculum. Wavne State: Is participating in Into The Streets where they are coordinating many projects. They are also involved in Habitat for Humanity, Break Away and National Make a Difference Day. Kalamazoo: Also involved in Habitat for Humanity, Senior Citizens bingo, taking latch key kids to the planetarium, vets hospital and pumpkin carving. Eastern Michigan: Are having their Big Kid Connection that will involve 115 volunteers that will work in the high schools. They are also involved in Best Buddies which is a program that pairs college students with mentally disabled people in the community. They have planned an Alternative Spring Break (ASB) program. SAHA (Students Against Hunger and Homelessness}, a Martin Luther King project and Make a Difference Day are all programs that are happening on EMU's campus. Alma: There is a new service leadership coordinator on campus. SOS, a student run organization in the past is now possibly getting merged with the Volunteer Center. This organization worked to bring faculty and students together. Alma has a student that sits on the faculty board that makes decisions on academic classes that have a service component. Alma will be involved in Make a Difference Day. The Volunteer Fair will be an open house this year where 12 service departments will have tables set up and a lot of volunteers will be involved. Alma is also sponsoring a lock-in with Central Michigan and their SADD chapter. Western Michigan: WMU is participating in Into The Streets where they will be providing transportation for those who don't have rides. The Greek system is highly involved in the planning and sponsorship. Aaron Cantrell will be there as a speaker. They are hoping to have other colleges come and volunteer with them. They will be having a candle fund-raiser, participating in Care Center bingo, doing door hangers, and trick or treating for canned goods that will involve their international students. They will furnish participants with rolls of film so that they can take pictures of their experiences. They will also be providing breakfast and dinner at the end of the day. They have eight sites lined up for ASB's and already have their site leaders chosen. Their board has expanded to include members from RHA and international affairs. �Grand Valley State University: GVSU will also have a trick or treat for canned goods for all of west Michigan. The food they collect will supply two Grand Rapids soup kitchens for a year! GVSU is hosting a ASB site leader training open to all in November. They have between six and eight sites selected. They are participating in Best Buddies and report a host of new coordinators. Their structure and number of volunteers allows for two volunteers per issue (ASB, Best Buddies, PALS, Hunger and Homelessness, Habitat for Humanity, Literacy, Seniors, Youth, Volunteer Corps, Substance Abuse, Health, and Disabilities). All were impressed with Becky's ability to rattle all of them om She also stated that faculty involvement was a great challenge for them. There is tremendous interest and enthusiasm about being a community partner. Each partner Is required to meet our quality standards and sign a code of ethics and confidentiality statement. Beginning in September 2000, our workshop series will expand to 25 workshops, all with volunteer trainers. Consulting arrangements occur on a weekly basis. Our recognition program includes our first anniversary open house, featuring our Volunteer Superstars. The event took place on April 14 and we celebrated with more than 65 guests. In conjunction with the event and National Volunteer Week, the Youth Volunteer Action Guide was released. Recruit Volunteer Staff for the Center The Support Center continues to value wonderful volunteer staff support. So far this year, more than 40 people have volunteered for the Center, providing technical expertise for the web site and data profile search, clerical help, database entry, staffing registration tables, serving as board members, receptionists, library support and more. At our events, various nonprofit leaders assist in management of the event, such as with our Nonprofit Leadership Forums, our first anniversary open house and National Volunteer Week activity. That assistance results in team volunteering. All of our 18 workshop were done by volunteer trainers as well. Co-Sponsor at least three Volunteer Community Events The Day of Caring was suspended by United Way of Jackson County due to lack of an Executive Director. While we did participate in the Colin Powell Kick-Off event for Jackson County's Promise to Kids (JCPTK), we did not hold a Youth Summit in April as planned. This was due to a restructuring by the JCPTK Leadership Team. We actively participate In the initiative and are now collecting data to link nonprofit needs, such as for volunteers or mentors to commitments of all kinds. Two additional volunteer related events have been added for the fall training calendar, including two workshop on How to Be a Good Mentor, and How to Work with Mentors In the New Millennium. Make a Difference Day Is still planned for October 2000. Directly Sponsor at least Five Additional Volunteer Events Vigreport2000.6.15.00 �The activity for National Volunteer Week was fantastic. More than 65 attended our Volunteer Superstar/First Anniversary Open House. Four superstars were honored and featured on the cover of our Youth Volunteer Action Guide, which reached more than 36,000 homes on April 10, 2000. Several volunteer workshops are planned for our next training calendar, Including Working with Youth Volunteers, Volunteer Liability, Mentoring and more. Complete the Strategic Plan and Carry Out its Objectives Our board worked very hard on the strategic plan and It Is completed. While quite ambitious, we feel It Is a doable plan. We have also developed an operational plan. We are carrying out the objectives with the board actively involved. Our particular emphasis Is on member services. Continue Marketing and Communications Plan We continually promote and market our services. At least once per month, our members receive valuable communication from us with consistent use of font, logo and character. We continue to add member services. We recently developed a list of attorneys and accountants willing to work probono or at discounted rates. We send our quarterly newsletter out to 500 on our mailing list and are featured in the local newspaper with frequency. We are planning to start a radio show with a local radio station this year. Our marketing strategies are part of our strategic plan. Serve as a key player for JCPTK We have actively served on the Leadership Team for JCPTK since February 2000. While the Promise has moved ahead, it was the decision of the Leadership Team to step back and refocus our thoughts on our mission, vision, values and goals as well as organizational structure before plunging ahead with much more activity. This is progressing well. More updates will soon follow. Continue Service Delivery to Jackson's Nonprofits Last year, we had 81 members. We currently stand at 112 members. Our goal for this year is 150 members. All services are carefully evaluated, and our results will be detailed in our annual report. Our Fail training series is now confirmed. 25 workshop of all kinds will take place beginning in September. Our technical assistance and resource library are still heavily utilized. The common issues for nonprofit seeking assistance are strategic planning, board development and fund raising. We also see many volunteers seeking opportunities. Progress Toward Community Wide Service Projects We have completed Martin Luther King, Jr. Day promotional campaign and public service announcements about volunteerism in general. Our involvement in Jackson County Promise to Kids is on-going. The National Volunteer Week activities were a great success as was the Youth Volunteer Action Guide. A second edition will go out in October In preparation for Make A Difference Day. Vlgreport2000.6.15.00 �Our Mentoring workshop this fall will be aimed at all the county citizens. Our student Intern, solely focused on volunteerism from January to April 2000 also established a coordination network for promoting youth volunteerism called the Youth Ambassador Program. We now have a database of the specific contact person for each school (all fourteen districts from elementary to high school). This was a lot of work! This network will allow us to directly involve all of our schools in our county wide service projects. It will be very helpful for Make A Difference Day in October 2000. Please Describe Fund Raising Objectives and Progress. Include Challenges and Plans for Second Period Fund Raising. The Center met the match for the VIG grant by obtaining commitments from major foundations and nonprofits In Jackson County. Our endowment stands at $231,000. Our fund raising plan Is part of our strategic plan. We are now establishing sponsors for our events and will look for some fund raising expertise to assist with our match for next year's VIG. Together, we recruited approximately 400 volunteers for the three-day period. This year will be our second year of helping with the festival. Last year's festival was the best first year the National Council of the Arts has ever seen In the 23 years of the festival. The primary reason was volunteer support, organization and how informed and knowledgeable volunteers were about their respective positions. This year, most of the volunteers have returned and the great part is that they had so much fun last year and gained so much insight into what will make it even better that they are helping with the organization of the festival. We also coordinated the Nickelodeon Big Help on June 22, 2000. There were more than 2,000 volunteers that turned out for the event. Many were parents, adults and many of them were youth interested in volunteerism. The participants spent the day touring the Big Help Bus and renovating the Baker/Donora Focus Center's Park. They planted flowers, a community garden, built bird houses, built a compost bin and even constructed a walking path. As a result of the day, the summer program has seen a 30% increase in participation from the neighborhood and more parents are getting Involved in the daily operation of the center. The most successful outcome of the event is that there is a much greater awareness about what services the focus center provides the neighborhood and classes are now much more attended. For the Volunteer Center of Mid-Michigan, it was an opportunity to build the capacity of the focus center to support its own volunteer needs through people who work/live in that area. We also have several youth groups who perform monthly volunteer projects through the VCMM. The Indian Cultural Group Is one of them. They are a group of students from Okemos who share an Interest in their Indian heritage and a desire to make a difference in the community through volunteerism. Examples of projects that they have completed include: Refurbishing school bleachers at Dansville high school, landscaping a playground and a park clean up at Lake Lansing Parks. We also work with a group from Pine Lodge which is a residential treatment program for boys ages 17-21. They are tough kids with tremendous potential. They have taken on some of the dirtiest projects for non-profits such as the Creation Station's remodeling project. The station provides educational products for teachers and daycare providers out of recyclable Items. They painted, cleaned and scrubbed a warehouse clean for the agency. They also cleaned, organized and converted a mess oflarge donations (couches, refrigerators, tables) for Refugee Services. They also painted and cleaned up their office space to make it more user friendly. In addition, they did a great deal of work for Ingham County's Park and Recreation Program at the Lake Lansing Site. The work this group has performed has proven that youth not only have potential and endless energy, but given the right direction and influence, there Is no telling how far these young men could go in life. This note is a brief update to help you understand our progress toward getting your commission the support you need through a strong national organization. What is the future of our Association? Your association’s future is strong. We are at the final stages of our audit resolution process (described in more detail below) and have developed and implemented strong fiscal and management systems. There is a tremendous need for support of state commissions and the voice they need to have with financial supporters and policy makers. Several states are transitioning leadership at both the staff and commissioner levels. This new group of national service leaders will need to understand the complicated issues facing them and their work as they support our nation’s volunteers. National issues will need to be addressed. State commissions have demonstrated new value in their work on emergency response and relief efforts across the country. Decisions on critical state commission specific issues are on the horizon. The new AmeriCorps rules will be published soon, a meeting of State Commission Executive Directors will be convened in April, and the appropriations process will soon begin for FY 2006 with the President’s unveiling of his budget on February 7, 2005. The need for an association identifying and forwarding your interests is strong. The ASC Board is working to determine how best to meet your needs in the constantly changing environment in which you work. Who is running ASC? Due to the suspension of federal funds and the increased expenses incurred due to the audit by the Inspector General of the Corporation for National and Community Service, ASC currently has no staff, but the office in Washington, DC is still available thanks to the support of the Points of Light Foundation where ASC is housed. The ASC Board is handling the limited day-to-day operations of the organization and the completion of special projects like the W.K. Kellogg Foundation funded commissioner training initiative. The full Board of Directors will be meeting on February 9-10 in Washington, DC. to determine the next steps. This meeting was designed around your responses to formal and informal surveys as to what your national association can and should do for you. The Board will develop an action plan out of this meeting and share it with the full membership for your input. What is the status of the ASC and CNCS Inspector General Audit? ASC has overhauled its fiscal and management systems and has implemented comprehensive policies and procedures to ensure the integrity of the organization’s operations. On Wednesday, February 2, 2005 the ASC Board of Directors sent its final response to the Inspector General's (IG) report to the Corporation for National and Community Service. This is the final step prior to the CNCS issuing a management decision that will begin to determine the balance of the grant funds due to ASC. Once the CNCS Office of Grants Management submits its management decision to the IG, the IG has 30 days to provide comment. This means that ASC should know its financial status by March of 2005. The official responses to date are posted on the ASC website (see: www.asc-online.org). �ASC also completed its A-133 Audits for the 2001-2003 fiscal years as required by the OMB standards for grantees of federal funds. The ASC Board also took the added step of having an independent auditor examine the 2004 records to ensure that all the remedies we put in place are working. This step was taken to ensure that the organization's newly established policies and procedures are adequate to ensure trust and reliability in its systems. While a full A-133 audit for the 2004 records would have been the preferred method, we are unable to do so until the IG audit is completed and we close out our CNCS grant. However, this report affirms that, to the extent that ASC systems can be tested, ASC is operating the payroll, general expenses and budgeting systems appropriately. When am I going to receive my invoice for dues and what will my contribution support? Normally you would receive an invoice for dues renewal on the anniversary of your joining the Association. The Board of ASC felt strongly that the members should not receive an invoice for dues until the organization has a well-defined plan for moving forward that was based on stakeholder input. That plan will come out some time after the Board's Feb. 9-10 meeting. Once the plan is solidified, your organization will receive a final copy for input followed by an invoice for dues payment. Your dues payment will support the activities and functions of the organizational plan. However, at the previous billing rate, if all dues are paid in full, the dues would generate less than $150,000 annually. Much like many of your organizations, our Association must slim down while also working to diversify and develop significant increases in the organization's revenue streams. This is why the organization's future plans must be narrowed and targeted on what members see as the most important function(s). What support can I expect in the short-term (next four to six months)? The ASC Board will be working to determine what services it can continue to provide in the future based on stakeholder input and the revenue streams available. The Peer-to-Peer grant activities have been suspended. If you have Peer-to-Peer training needs, please contact the CNCS directly through your assigned program officer. In December, the MCSC notified VCM that while the Michigan’s Volunteer Investment Grant dollars were zeroed out for FY 05, the MCSC might be able to garner $200,000 for support of Volunteer Centers for this year. The MCSC met with the leadership of VCM to discuss how these dollars could be used to increase the capacity and sustainability of Volunteer Centers across the state. The MCSC reiterated its goal to support efforts that would demonstrate the importance and value of Michigan’s Volunteer Centers. All parties agreed that this funding (still named Volunteer Investment Grants) would be important as a public investment in the work of Volunteer Centers. There were four principles generated from the conversations that are listed below. It is important that we all understand these important provisos related to the Volunteer Investment Grants and the process we are implementing.     The VIG should be targeted toward increasing capacity, value and identification of the work of the Volunteer Centers. The MCSC would like to invest in a “systems” approach and not a series of individual community grants. The MCSC is not intending for this funding to be used in the same way as the initial VIG program and will not require matching toward endowments. The funding is not in hand and needs to be referred to as prospective and not guaranteed. I convened the Executive Committee with the leadership of MCSC to determine how this funding might best be utilized while meeting the goals of the MCSC. Out of that meeting, VCM staff drafted a plan and presented that plan to the Executive Committee for submission to the MCSC Board of Directors. We believe this plan meets all of the criteria discussed and will benefit the entire network. It was approved provisionally because funds are not currently available and may not be available until April. This grant will be used to: 1. Coordinate and employ a professional research firm to develop the following: a. A profile of the 30 VCM member Volunteer Centers in Michigan b. Common outputs and outcomes c. Challenges faced in meeting community needs and funding programs d. The social capitol of the programs and services performed by Volunteer Centers for the nonprofit and public sectors, further translated into monetary terms. 2. Provide a national online community searchable database for all Volunteer Centers for a three year period. This tool will be used to increase recruitment of volunteers, make the Volunteer Centers more accessible and visible to agencies and volunteers, and improve data gathering and reporting. 3. Set up a statewide system to track and gather data from all persons and organizations that benefit from Volunteer Centers in order to build case statements that will convey the value of community volunteerism and Volunteer Centers to our communities and funders. 4. Offer training in March, May and August 2005 that will assist Volunteer Centers in collecting information and measuring results that are the focus of the grant. This includes: Logic Model development to benchmark activities and outcomes and resource development. It is everyone’s hope that through these activities Volunteer Centers can begin to make the public more aware of the important need for volunteerism in communities, leadership role Volunteer Centers can play, and the value of civic engagement in dollars, quality of life and productivity. VCM exists to support local volunteer centers in their efforts to mobilize people and resources to deliver creative solutions to community problems. The mission ofVCM is to strengthen existing volunteer centers, to provide leadership in developing new centers, and to promote and strengthen volunteerism statewide. VCM is affiliated with the Michigan Nonprofit Association (MNA). The mission ofMNA is to promote the awareness and effectiveness of Michigan's nonprofit sector, and to advance the cause ofvolunteerism and philanthropy in the state. MNA serves as the fiscal agent for VCM. VCM member directors serve as the VCM Operating Council, and are represented on the MNA Board of Trustees. Through its affiliation with MNA, VCM also works closely with Michigan Campus Compact, an association of Michigan universities and colleges which promotes citizenship by encouraging service experiences for students. In addition to these affiliate organizations, VCM works closely with the Michigan Community Service Commission, Council of Michigan Foundations, and United Way of Michigan in coordinating a number of services and programs. VCM has been in existence for ten years. It began as an it¥ormal network for peer support and assistance. In 1993, VCM affiliated with MNA (then the Michigan Nonprofit Forum), creating a fulltime staff position to support the network. VCM staff currently consists of a Director, National Service Manager and Assistant National Service Manager, sharing support staff, office space and equipment with MNAandMCC. VCM member centers pay annual dues, which is used entirely for member support expenses (mailings, phone, meetings, etc.). • PROGRAMS AND SERVICES Network Support VCM provides ongoing support to volunteer centers and the volunteerism field through the following services: v' RESOURCE LIBRARY: including over 100 volumes on all aspects of volunteer management, nonprofit management, and streams of service; also includes the University of Colorado Volunteer Management Certificate Program videotape series. �<I' MEMBER MAILINGS: monthly updates/fax alerts on current state and national initiatives, funding opportunities and legislation; promotion of local events and celebration of local center accomplishments. <I' QUARTERLY MEETINGS: for volunteer center directors; feature a morning business meeting and afternoon work session focused on a current issue or topic as identified by the directors. <I' ANNUAL RETREAT: for volunteer center directors to plan strategically for the organization; discuss pertinent issues; network and relax. <I' MICIDGAN ASSOCIATION OF VOLUNTEER ADMINISTRATORS: MAVA is a statewide association of volunteer administrators representing a full range of agencies, organizations, and programs. The mission ofMAVA is to serve as a statewide voice for concerns affecting the voluntary sector and to promote volunteer administration as a profession. Managers of volunteer programs, leaders of volunteer organizations and others who support and promote volunteerism are eligible for membership. MAVA members have access to all VCM/MNA member benefits and services. Training and Technical Assistance VCM and MNA work to support the volunteerism sector in partnership with local volunteer centers. Examples of their training and technical assistance include: <I' REGIONAL TRAININGS: VCM and MNA offer a minimum of two regional training series annually. The fall series is typically an overview of the Basics of Volunteer Management, with the spring series taking on immediate needs identified by the sector (i.e., Spring 1997 covered legal and accounting issues). <I' VOLUNTEERISM SUPERCONFERENCE: VCM is host to the statewide Volunteerism SuperConference, held every two years. The SuperConference is a two-day event bringing representatives from all segments of the volunteer field together for workshops, networking, and resource sharing. The 1998 Volunteerism SuperConference had over 1,400 participants, featuring keynote speakers General Colin Powell, David Sawyer, Dr. John Kretzmann and Marcia Bullard. The SuperConference is held in conjunction with the Governor's Community Service Awards Dinner. <I' LOCAL TRAININGS/CONSULTATION: VCM works with local volunteer centers to develop/secure training opportunities that meet local needs. Public Relations In an effort to promote the impact and opportunities for volunteerism within Michigan, VCM and MNA are examining how we can best be of service to our constituents. At present, the majority of our time is given to the coordination and development of: <I' ConnectMichigan: ConnectMichigan is a multi-layer, statewide public relations campaign to promote volunteerism and community involvement. The ConnectMichigan campaign, as a component of the national Connect America initiative, includes a volunteerism hotline (POLF's 1-800-VOLUNTEER), television and radio public service announcements, written support materials, and outdoor advertising. ConnectMichigan billboard campaigns will focus annually around four major "seasonal" themes: Make A Difference Day, Martin Luther King Jr. Day of Service, National Volunteer Week, and Michigan's Promise. National Service The opportunity to place National Service Members in Michigan communities for the support of local volunteerism was presented to VCM and MNA through both the AmeriCorps and AmeriCorps VISTA programs. We currently administer two statewide service programs: <I' VCM AMERICORPS: MICIDGAN'S AMERICORPS: The purpose ofVCM AmeriCorps is to promote and sustain youth involvement in volunteerism and community problem solving; 2 �and to advance the goals of The Presidents' Summit for America's Future and America's Promise within communities throughout Michigan. VCM AmeriCorps is designed to meet the needs of Michigan's young people, systems that affect them, and the communities in which they live. VCM AmeriCorps places teams of national service volunteers in volunteer centers and partnering agencies throughout the state of Michigan to actively engage youth during after school hours in efforts to solve community problems . ./ NEW PARTNERSHIPS VISTA: The New Partnerships VISTA program places volunteers in four regions of the state to promote and support citizen-driven community problem solving through service and volunteerism. VISTAs support the New Partnerships concept for community problem solving through communication, citizen action and collaboration among private, nonprofit, and government sectors. VISTA efforts strengthen inter-sector partnerships and support citizen-driven community solutions, particularly related to school success and to youth development during non-school hours. Public Policy As well respected statewide entities, VCM and MNA realize a great potential to monitor and impact public policy. In addition to keeping our local constituents apprised of relevant issues, our key activities in this area include: ./ ADVOCACY: VCM and MNA actively address public policy issues that affect volunteer centers and the nonprofit sector. Recent issues demanding our attention include the Volunteer Liability Act and the Youth on Boards Bill . ./ MICIDGAN PUBLIC POLICY INITIATIVE: MNA is also coordinating the Michigan Public Policy Initiative (MPPI) in partnership with the Council of Michigan Foundations. Michigan legislators are facing new challenges in light of term limits and devolution: MPPI is designed to educate legislators about public policy issues the impact the nonprofit sector. MPPI is responsible for the 1998-99 edition of Michigan In Brief and will be holding a series of informational forums highlighting current issues. Financial Support VCM and MNA support the network of volunteer centers and the broader field ofvolunteerism through the development and identification offunding opportunities: ./ GEORGE W. ROMNEY FUND FOR VOLUNTEERISM IN MICIDGAN: To honor George Romney and to keep his vision of volunteerism alive, the Volunteer Centers of Michigan (VCM) and the Michigan Nonprofit Association established the George W. Romney Fund for Volunteerism in Michigan in 1996. This endowment fund will continue Romney's dream by: • building local infrastructure through the establishment of local volunteer center endowment funds, • providing mini-grants to support innovative volunteer projects and programs across the state, and • supporting an annual public relations campaign to spur participation in volunteer programs (ConnectMichigan) . ./ VOLUNTEER INVESTMENT GRANTS: VCM was instrumental in the development of Michigan's Volunteer Investment Grants (VIG). Administered by the Michigan Community Service Commission, $1 million annually is available to community-based, volunteer, 3 �nonprofit agency partnerships that designate and support an agency to function as a community volunteer resource center. VIG strives to meet two goals: • Support and increase volunteerism and community service, and • Leverage local funds supporting local community foundation endowments that help sustain the activities of a community volunteer resource center. Development ofNew Centers VCM supports the development of volunteer centers in local communities through individual consultation, which includes assistance in the areas of board development, strategic funding, collaboration, local need and asset assessments, and inclusion in the peer network of VCM member centers. MAYA members have access to all VCMIMNA member benefits and services. Training and Technical Assistance VCM and MNA work to support the volunteerism sector in partnership with local volunteer centers. Examples of their training and technical assistance include: v' REGIONAL TRAININGS: VCM and MNA offer a minimum oftwo regional training series annually. The fall series is typically an overview of the Basics of Volunteer Management, with the spring series taking on immediate needs identified by the sector (i.e., Spring 1997 covered legal and accounting issues). v' VOLUNTEERlSM SUPERCONFERENCE: VCM is host to the statewide Volunteerism SuperConference, held every two years. The SuperConference is a two-day event bringing representatives from all segments of the volunteer field together for workshops, networking, and resource sharing. The 1998 Volunteerism SuperConference had over 1,400 participants, featuring keynote speakers General Colin Powell, David Sawyer, Dr. John Kretzmann and Marcia Bullard. The SuperConference is held in conjunction with the Governor's Community Service Awards Dinner. v' LOCAL TRAININGS/CONSULTATION: VCM works with local volunteer centers to develop/secure training opportunities that meet local needs. Public Relations In an effort to promote the impact and opportunities for volunteerism within Michigan, VCM and MNA are examining how we can best be of service to our constituents. At present, the majority of our time is given to the coordination and development of: v' ConnectMichigan: ConnectMichigan is a multi-layer, statewide public relations campaign to promote volunteerism and community involvement. The ConnectMichigan campaign, as a component of the national Connect America initiative, includes a volunteerism hotline (POLF's 1-800-VOLUNTEER), television and radio public service announcements, written support materials, and outdoor advertising. ConnectMichigan billboard campaigns will focus annually around four major "seasonal" themes: Make A Difference Day, Martin Luther King Jr. Day of Service, National Volunteer Week, and Michigan's Promise. National Service The opportunity to place National Service Members in Michigan communities for the support of local volunteerism was presented to VCM and MNA through both the AmeriCorps and AmeriCorps VISTA programs. We currently administer two statewide service programs: v' VCM AMERlCORPS: MICHIGAN'S AMERlCORPS: The purpose ofVCM AmeriCorps is to promote and sustain youth involvement in volunteerism and community problem solving; 2 �and to advance the goals of The Presidents' Summit for America's Future and America's Promise within communities throughout Michigan. VCM AmeriCorps is designed to meet the needs of Michigan's young people, systems that affect them, and the communities in which they live. VCM AmeriCorps places teams of national service volunteers in volunteer centers and partnering agencies throughout the state of Michigan to actively engage youth during after school hours in efforts to solve community problems. v' NEW PARTNERSHIPS VISTA: The New Partnerships VISTA program places volunteers in four regions of the state to promote and support citizen-driven community problem solving through service and volunteerism. VISTAs support the New Partnerships concept for community problem solving through communication, citizen action and collaboration among private, nonprofit, and government sectors. VISTA efforts strengthen inter-sector partnerships and support citizen-driven cmrununity solutions, particularly related to school success and to youth development during non-school hours. Public Policy As well respected statewide entities, VCM and MNA realize a great potential to monitor and impact public policy. In addition to keeping our local constituents apprised of relevant issues, our key activities in this area include: v' ADVOCACY: VCM and MNA actively address public policy issues that affect volunteer centers and the nonprofit sector. Recent issues demanding our attention include the Volunteer Liability Act and the Youth on Boards Bill. v' MICHIGAN PUBLIC POLICY INITIATIVE: MNA is also coordinating the Michigan Public Policy Initiative (MPPI) in partnership with the Council of Michigan Foundations. Michigan legislators are facing new challenges in light of term limits and devolution: MPPI is designed to educate legislators about public policy issues the impact the nonprofit sector. MPPI is responsible for the 1998-99 edition of Michigan In Brief and will be holding a series of informational forums highlighting current issues. Financial Support VCM and MNA support the network of volunteer centers and the broader field of volunteerism through the development and identification of funding opportunities: v' GEORGE W. ROMNEY FUND FOR VOLUNTEERISM IN MICHIGAN: To honor George Romney and to keep his vision of volunteerism alive, the Volunteer Centers of Michigan (VCM) and the Michigan Nonprofit Association established the George W. Romney Fund for Volunteerism in Michigan in 1996. Tltis endowment fund will continue Rmru1ey's dream by: • building local infrastructure through the establishment of local volunteer center endowment funds, • providing mini-grants to support innovative volunteer projects and programs across the state, and • supporting an annual public relations campaign to spur participation in volunteer programs (ConnectMichigan). v' VOLUNTEER INVESTMENT GRANTS: VCM was instrumental in the development of Michigan's Volunteer Investment Grants (VIG). Administered by the Michigan Community Service Commission, $1 million annually is available to community-based, volunteer, 3 �nonprofit agency partnerships that designate and support an agency to function as a community volunteer resource center. Since, we really are not functioning as a volunteer center, but are actually regrouping using a Strategic Planning Committee, I did not respond. However, please bear with me, as I explain our unique situation and where our planning process will end up. The Manistee County Volunteer Center is the only Volunteer Center in Michigan under a governmental unit, the Family Independence Agency. SF/SC funds were used to organize it. All the paper work is in place, all of the t's are crossed and the i's dotted for a volunteer center to begin functioning. End of funds. FIA has incorporated the duties of its Volunteer Services Coordinator with the Volunteer Center Director. It has not and is not working. The current Board of Directors of the Volunteer Center have all kicked in $100 each to have a professional consultant lead a panel of 25 Community Leaders (list attached), through 9 one hour sessions of Strategic Planning with the end result being a marketing/business plan to have a fully operational/functional Volunteer Center for Manistee County. We are on our third session. The interest and excitement level is really growing. We are currently developing the vision of how we want the Volunteer Center organized and what we want it to do. Next will be funding. Preliminary discussions has us going for a Kmart Community grant for start-up funds. Then a marketing plan of possibly recruiting local partners who will commit to ten years of support at a level of $5,000 to $25,000. I hope you find this information of value. Volunteer Centers want to contribute to the success of the Michigan Merit Award’s new requirement for volunteering by scholarship recipients. We are convinced that with the continued support of the VIG grant, Volunteer Centers can be instrumental as the vital link in assisting schools with the new community service mandate of Michigan’s Merit Award. As you know, the scholarship will now require that recipients complete 40 hours of volunteer service during their high school years. Volunteer Centers are already receiving calls about the program from parents, schools and agencies - the community recognizes that we are the best resource to link youth to volunteer opportunities that will appropriately fulfill the new requirements. Volunteer Centers are pleased that this opportunity for civic engagement has been created for students. Youth volunteerism provides the opportunity for career exploration and life experience. It teaches civic responsibility and exposes students to diverse populations and cultures. Local communities will benefit through enhanced quality of life and young people who are more fully engaged in their communities. Many schools may not be equipped, and will be hard pressed to create systems for volunteer management, or to be liaisons to community agencies. Volunteer Centers are uniquely positioned to assist in advancing this program; all Volunteer Centers offer youth services and a growing number of Volunteer Centers host the Michigan Student Service Awards, a similar program with even more stringent requirements (400 hours of service versus 40). Due to this experience, Volunteer Centers have faced and resolved a number of issues surrounding finding of volunteer opportunities for young volunteers, as well as reporting, documentation, liability issues, and other concerns. Due to the massive number of potential Merit Award recipients (over 50,000 in 2004) and the fact that most students will be now be looking for volunteering opportunities and assistance throughout their tenure in high school, the state faces a massive infrastructure problem which will need to be addressed. As many as 200,000 students each year could be looking for volunteer opportunities. We are concerned that already-overextended school �districts will not have the capacity to expedite the program requirements. You may wish to consider the dangers of students, parents and educators falling into an environment of disappointment due to an overwhelmed nonprofit sector overrun with well-intentioned, but unprepared, volunteers. Michigan’s 32 Volunteer Centers serve 85% of the state’s population, and are willing to act as partners in creatively solving this problem. While Volunteer Centers have the knowledge and programmatic expertise, funding for volunteer resource centers is limited, and most will find that the time involved in working closely with all of their local school districts will severely strain their capacity. Altering current authorizing language for Michigan’s VIG to create a simple annual appropriation to assist in administration of the Merit Award program would be an innovative and cost-effective solution. The fate of the VIG lies in the hands of the conference committee determining the final version of the Department of Labor and Economic Growth Appropriations Bill (HB 5521). Please consider maintaining the Volunteer Investment Grant funding, as a method of supporting Michigan’s strong stance on the importance of volunteering, and adding value to the Michigan Merit Award scholarships. The Volunteer Investment Grant can be the vital link that connects our schools and our community organizations to help students enter college as stronger and more committed adults. This mandate will strengthen the learning that students achieve in their preparation for college, by adding an aspect of character education that can only be attained when a person reaches outside of oneself to help others. Volunteer Centers are pleased that this opportunity for civic engagement has been created for students. Youth volunteerism provides the opportunity for career exploration and life experience. It teaches civic responsibility and exposes students to diverse populations and cultures. Local communities will benefit through enhanced quality of life and young people who are more fully engaged in their communities. And communities can benefit significantly too. Youth have much to offer through their enthusiasm, their physical stamina, their curiosity and willingness to experience new situations and their optimism about contributing in a way that will really make a difference. Volunteer Centers have much expertise to share and would like to propose the following activities to assist the Michigan Merit Award Board to meet the needs of schools in setting up parameters and procedures for the new mandate.  Establish a committee of diverse interested parties to examine the issues that will impact the schools and community nonprofits, as they seek to increase the meaningful volunteer opportunities available to youth;  Look at issues of liability, documentation and accessibility;  Facilitate dialogue around the technology and resources that can make opportunities more accessible and record-keeping more consistent;  Set up community systems that involve Volunteer Centers to advise and assist the schools in their responsibilities; and finally,  Consider how to make this new requirement one that will be of benefit to communities as well as students, rather than being burdensome.. The Volunteer Center network can be helpful locally in training a school representative in each district on volunteer management issues, how to work with students around expectations, and tracking/documentation. Volunteer Centers can be resources for information on liability and on best practices. We can offer a youth leadership component, and primarily, we can work with local nonprofits to create more worthwhile opportunities and events, and offer online searchable databases that students can access at any time. While Volunteer Centers have the knowledge and programmatic expertise, funding for volunteer resource centers is limited, and most will find that the time involved in working closely with all of their local school districts could severely strain their capacity. Because we envision the possibility of so many positive aspects for youth and communities as the result of the new volunteer mandate, Volunteer Centers of Michigan (VCM) is already seeking resources that will afford the Volunteer Centers the increased capacity to move forward with proactive and effective systems to handle the overload that will be created very soon.
