(PRELIMINARY DRAFT- IDEAS FOR DISCUSSION) l\1NF Priorities: DRAFT Goals and Objectives 1991-92 PROGRAM GOALS (a composite of three Board workine eroups 10/28/91) 1. Two-Year Campaign Strategy on Giving and Volunteering a. Campai~n for Voluntarism (1991): A workplan will be drafted at the 12/16 organizational meeting of the campaign committee. In addition, however, there are opportunities for trustees to play key roles in Campaign 1 s success. For example: i. All trustees will make a priority for personal participation or senior organizational representation (staff and/or trustees) in the work of the Campaign for Voluntarism. ii. All trustees will seek ways to integrate the Campaign into their own organizations 1 work and to promote the Campaign through their members and leadership networks. iii. All trustees will actively promote the Campaign to community leaders and policymakers, with the aim of promoting a lasting climate of commitment to volunteering among Michigan 1 s leadership, communities and institutions. b. "Give 5" Campaign: The Campaign Committee from 1992 will be reconstituted as the "Give 5" Campaign Committee, with key additions including the Michigan chapters of the National Society of Fund Raising Executives. Those additional members are already involved in the early design of a 1993 campaign. i. All trustees will make a priority for personal participation or senior organizational representation (staff and/or trustees) in the work of the "Give 5" Campaign. ii. Staff will gather information from states with experience conducting largescale "GiveS" campaigns. �iii. All trustees will assist staff and the Campaign Committee to identify communities already considering such a campaign (such as Lansing) and others willing to explore it. iv All trustees will seek ways to integrate the Campaign into their own organizations 1 work and to promote the Campaign through their members and leadership networks. v. All trustees will actively promote the Campaign to community leaders and policymakers, with the aim of promoting a lasting climate of commitment to giving and volunteering among Michigan 1 s leadership, communities and institutions. 2. Annual Grantma1cers/Grantseekers Seminar: An excellent Program Committee has already finalized the plan for Grantmakers/Grantseekers Seminar IV (GGIV) in 1992. For the future of this capstone MNF event, it would be useful for the trustees to define a working framework for planning and operations. For example: i. All trustees will make a priority for personal participation or senior organizational representation (staff and/or trustees) in planning and implementation of the Grantmakers/Grantseekers Seminar, as well as for registering and attending the event. ii. The Executive Committee will appoint a Task Group to work with staff to draft an overall GOALS STATEMENT to guide the future planning of the GG Seminar, so that it is integrated closely with MNF's mission and has a broad framework to guide planning from year to year. iii. All Trustees will actively promote the GG Seminar as a pivotal event in the life of Michigan 1 s nonprofit community, and will actively solicit input from their networks to guide its future design. 3. Public Policy Summits. with papers: The Program and Public Policy Committees will produce the first Summit this February 28, with Robert Payton as keynote speaker, followed by a roundtable discussion taped for publication and broadcast. The board 1 s concept was that this would be the first in a series, and that the tapes would be disseminated throughout the state in widening circles of local and regional dialogues, to achieve greater awareness of the issues. i. All trustees will make a priority for personal participation, if invited, and will participate actively in determining topics and securing insightful, engaging participants, particularly to insure that the series is cohesiveness and has cumulative impact. ii. All trustees will actively seek and promote (in coordination with staff) avenues for the dissemination of the tapes into local/regional discussions, and to encourage continued attention to the issues raised in the tapes. �---- - - - - - 4. Trustees will recognize themselves as the antennae for the Forum and will bring to the attention of staff or the committee any issues of concern generally. iii. Upon adoption of a position on a public policy issue, all trustees will, when appropriate, encourage their organizations to take a consistent position, and will actively and substantially communicate those positions to their leadership networks, their members, and to public policy makers. Young present, the meeting was called to order at 1:05 p.m. 2. Review of the Minutes: The committee reviewed and approved the minutes from the August 6, 1991 meeting of the Membership Committee. 3. Review of the DRAFT Brochure: M. Lewis discussed the development of the DRAFT MNF brochure. It will be used not only to garner membership, but also to disseminate information on MNF. It includes descriptive information on MNF activities and can also be adapted to include timely information on MNF summits and initiatives. In reviewing the brochure, the committee stressed the importance of outlining and clarifying membership benefits as MNF continues to campaign for members. The committee also made note of minor language and graphic changes. 4. Review of potential Network Associates: The committee reviewed the list of potential Network Associates and the comments and suggestions which had been received from MNF Trustees. The committee again noted the importance of using the brochure for informational as well as membership purposes. Staff will continue to work with Trustees, especially the Michigan League for Human Services, to further define the membership mailing list. �5. Development of Membership Campaign Strategy: After discussion, the committee decided that for the membership campaign to be successful, it would need the personal appeal of MNF's Trustees behind it. The frrst phase of the campaign will involve mailing out the brochure with a cover letter from individual MNF Trustees who have knowledge of the targeted organization (planned for November). Staff will provide the Trustees with a sample form letter which can be personally modified by each Trustee. Trustees will follow-up this written communication with a personal phone call approximately two weeks after the brochure is mailed. The second phase of the campaign will begin in January with an evaluation of the efforts to date and a second, broader mailing targeted to a specific group of individuals, such as those who attended GGIIT. As a benefit of membership, organizations will receive discounts on MNF events. This second mailing could be timed to arrive prior to the registration period for GGIV, thus providing potential members with a natural incentive to join MNF immediately. 6. Determination of Candidate to replace Helen Milliken: The committee discussed the resignation of Helen Milliken from the Board of Trustees for health reasons and reviewed the names of potential replacements which had been submitted by MNF Trustees. The committee recommended that Elizabeth Upjohn be named as an AtLarge Member of MNF. The full Board of Trustees will consider this recommendation on October 28, 1991. 7. Confirmation of the Slate of Officers: In order to insure continuity and stability during MNF's crucial start-up years, the committee recommended that MNF's current officers remain in office for a second term. The committee also discussed the need to identify future officers and committee chairs so that they may become familiar with the responsibilities associated with these positions. 8. Accordingly, if you circulate the working paper , I would appreciate your attaching a copy of this memo to it. c c: Bob smucker �Independent Sector Nonprofit Criteria Project Draft 5/30/91 THE ROLE OF THE VOLUNTARY SECTOR The Voluntary sector Defined. From its birth, America has been greatly enriched by the strength of its voluntary sector. So diverse that we often lose sight of its underlying unity, the voluntary sector comprises those ·non-commercial, nongovernmental organizations committed to advancing the public good. All operate as nonprofits, subject to a fundamental legal ban on private benefit. Controlled by volunteer boards, their assets irrevocably dedicated to public purposes, the organizations of the voluntary sector are, in a very real sense, owned by the public. They pursue a broad range of public service activities, grouped in this report under eight heads: Arts, civic and Human Rights ·, Education, Environment, Health, Public Aifairs, Religion, and Social Welfare . . The size of the Voluntary Sector . . The most recent comprehensive estimates show that in 1987, the approximately 907,000 organizations of the voluntary sector employed approximately 10% of the total work force, as compared with 7~% in the business ·sector and 18% in government. Voluntary sector organizations had total financial support of $327 billion, of which roughly 27% was from contributions, 26% from government support, and 39% from fees and dues. This financial support was powerfully supplemented by nearly 90 million volunteers, who provided an estimated 14.8 billion hours of service, with an estimated value of $80 billion. The Contribution o! the Voluntary Sector. While these data provide some sense of the sector's size, they do not provide a true measure of its importance in American life. This must be understood, instead, in terms of the important social and cultural values that the sector embodies and sustains. As leaders from other countries increasingly recognize, much of what is best in the American character is nurtured by, and finds expression through, the voluntary sector. j ! Givinq, serv~ce, and Community. The voluntary sector affirms that each person has a basic moral obligation to care for and serve others. This communitarian ethic is a critical counterweight to the individualism of the free market. By challenging people to give time and money for the public good, voluntary organizations do much to create the fundamental sense of community without which business and government could not function. 1 Pluralism. The voluntary sector affirms the value of diversity and dissent, champions the rights of women and minorities, and provides a structure through which individuals and groups are encouraged to act on their own values and beliefs about the public good. The sector thus allows American society to address, through voluntary action, myriad public problems on which the majority consensus required for governmental action does not exist. Discussion Draft - Not for General Circulation �,. j civic Participation. The voluntary sector encourages civic participation and advocacy in the public interest. By providing the principal means and inspiration for individuals to join together to advocate for positive social change, the sector sustains and renews our democratic process. The voluntary sector affirms the dignity and worth of each person, and the importance to both the individual and society of encouraging the fullest development of human potential. The sector embodies America's commitment to excellence in education, scholarship, research, and artistic expression. Voluntary organizations also affirm the importance in human development of strong families, sound health, a healthy environment, and positive moral character. j Compassionate Response to Ruman Need. The :voluntary sector calls upon society to respond compassionately to persons in need. As America's social conscience, voluntary organizations mobilize community resources to care for the poor, the sick and disabled, the elderly and others with special needs, both here and around the world. Faith. The religious organizations of the voluntary sector encourage persons in their search for meaning and purpose through religious faith, and provide for the practical expression of faith through a broad range of charitable enterprises. Religious organizations play a crucial role in sustaining the values of justice, compassion, and service. The Volilntarv Sector• s Relation to Government, Business, and the Public. Absent the voluntary sector, neither government nor business could sustain these values, and yet · both are critically dependent upon them. Both government and business, and, indeed, every American, thus have a fundamental interest in·preserving a strong voluntary sector. As a first step toward this goal, i t is important that both business and governmental leaders, and the public, have a deeper understanding of, and involvement with the voluntary sector. Beyond this. i t is important that government: (~) preserve charitable tax exemption and contribut·ion deduction rules that provide full support for tlle, full range of voluntary sector organizations, ( 2) encourage the advocacy efforts of voluntary organizations, (3) respect the voluntary sector's need for independence and the limits of the voluntary sector's financial resources, and (4) develop partnerships with the voluntary sector that reflect the sector's unique ability to mobilize community resources and adaot to the needs of diverse communities. · Likewise, it is imoortant that business: (~) provide strong financial support for the voluntary sector, (2) encourage employees to give time and money to support voluntary organizations, and (3} understand and support the appropriate role of earned income activities by voluntary organizations. Finally, it is important that every American accept the responsibility of service, and, through gifts of time and money, sustain and extend the uniquely American tradition of volunteer response to public needs. The service of the nonprofit sector to the public depends on an interactive partnership between service providers, funders, policy makers and the public. The Michigan nonprofit community should promote constructive dialogue among all these parties. C. In order to assist in re-educating the public and public leaders with concrete evidence of the PUBLIC BENEFIT of the nonprofit sector, the Michigan nonprofit community should encourage and undertake studies of its many unique benefits provided to the community at large. Welcome and Call to Order: With the Chair present, the meeting was called to order at 3:15p.m. 2. Review of the Minutes: The committee reviewed and approved the minutes from the August 6, 1991 Executive Committee meeting. 3. Committee Reports: A. Bud~et!Finance Committee: In the absence of Chairman R. Ivory and at his request, M. Lewis presented the report of the Finance Committee. She noted the 1990-91 annual fmancial statement, which was approved at the August 6 Executive Committee Meeting. Then she reviewed the 1991-92 first quarterly report, which includes a revised 1991-92 proposed budget. The revisions recommended by the Finance Committee include adjustments to account for previously unbudgeted income (primarily from interest, reimbursements and unanticipated member contributions). The recommendations from the Finance Committee (attached) included: 1. The approval of $1500 for staff development. 2. The approval of $2500 for equipment to cover the costs of a postage meter, a car phone, and repairs on equipment currently owned by the Forum. 3. The approval of $3500 for MNF's first audit. 4. The approval of $2750 for rent and $466.35 for parking, in order to anticipate real costs of adequate office space and utilities. 5. The approval of $3150 for miscellaneous expenses in anticipation of the cost of Director and Officers Liability. �After discussion and a motion duly seconded, the quarterly report and adjusted 199192 budget were adopted unanimously. Additionally, the Finance Committee recommended that the current ceiling on checks without co-signature ($1000) be raised to $2000. M.Lewis noted that, now that MNF is located away from the United Way of Michigan, the current ceiling has proven to be awkward and time-consuming. Following a motion duly seconded, the new proposed ceiling was adopted unanimously. B. A..llitit: G. Stevens reported that KPMG Peat Marwick completed an audit of MNF's first seven months, through its audit of the United Way of Michigan for 1990. KPMG is currently reviewing the remaining MNF fiscal data in order to provide MNF with a quote on a full-year audit. C. Membership/Nominating Committee: L. Young reported on the Membership Committee's meeting earlier that afternoon. He discussed the development of the DRAFT MNF brochure, which will be used not only to invite and encourage additional memberships, but also to disseminate information on MNF. In reviewing the brochure, the committee stressed the importance of outlining and clarifying membership benefits as MNF continues to campaign for members. The committee also made note of minor language and design changes. The committee also reviewed the list of potential Network Associates and the comments and suggestions which had been received from MNF Trustees. Staff will continue to work with Trustees, especially the Michigan League for Human Services, to further define the membership mailing list. Further, the committee decided a successful membership campaign will need the personal appeal of MNF's Trustees behind it. The first phase of the campaign will involve mailing out the brochure with a cover letter from individual MNF Trustees who have knowledge of the targeted organization (planned for November). Staff will provide the Trustees with a sample form letter which can be personally modified by each Trustee. Trustees will follow-up this written communication with a personal phone call approximately two weeks after the brochure is mailed. The second phase of the campaign will begin in January with an evaluation of the efforts to date and a second, broader mailing. As a benefit of membership, organizations will receive discounts on MNF events. This second mailing could be timed to arrive prior to the registration period for the Grantmakers/Grantseekers Seminar IV, thus providing potential members with a natural incentive to join MNF immediately. The Executive Committee reviewed and discussed this information and agreed that it should be reviewed by the full board at the October 28, 1991 meeting for formal ratification. 2 �- Nominations. L. Young discussed the resignation of Helen Milliken from the Board of Trustees for health reasons and recommended on behalf of the membership committee that Elizabeth Upjohn be named as an At-Large Member of MNF. The executive committee agreed that R. Mawby would discuss this proposition with Elizabeth Upjohn on behalf of MNF. On behalf of the membership committee, L. Young recommended that MNF's current officers remain in office for a second term. The committee also discussed the need to identify future officers and committee chairs so that they may become familiar with the responsibilities associated with these positions. The full Board of Trustees will be presented with these nominating recommendations on October 28, 1991. D. Pro~ram and Public Policy Committees: E. Blews reviewed the joint work of the program and public policy committees. Work continues on the summit planned for January 1992. MNF invited Janne Gallagher, author of the Independent Sector's White Paper on the nonprofit sector, to attend the next joint program/public policy committee meeting, however, she will be unable to attend. E. Blews will therefore meet her in Washington in the near future. E. Blews also discussed a framework to guide the program and public policy committees' work in the future. This framework includes: 1. Constructing the meetings as formal FORUMS - events which bring together leadership from across the sector to learn from one another, address shared issues and develop agendas. 2. Developing a larger public policy agenda, to put specific issues in perspective and give MNF a framework for considering those issues; thus creating a proactive versus reactive environment. 3. Identification of the tangible and intangible benefits nonprofits provide their communities as concrete evidence of PUBLIC BENEFIT, to assist in reeducating the public and public leaders. 4. Seeking rulings from local, state, and federal bodies which clarify and define the nonprofit sector This framework will allow MNF to generate a series of policy papers and tapes which can be used through MNF' s networks across the state and structured into regional/local roundtables, in effect, to create a curriculum for enlightening key audiences across the state. E. Grantmakers/Grantseekers IV Proeram Committee: J. Lore reviewed the work of the GGIV program committee. Keynote Speaker. I. Lore emphasized that the keynote speaker sets the tone for the entire conference. The opening session needs a charismatic, thoughtprovoking speaker who is in-tune with the independent sector, someone of prominence and broad-based appeal. For the flrst three years the opening speaker has been a male. This year the GGIV program committee would like to invite a female to be the opening speaker. Two names under consideration are Elizabeth Dole and Marian Wright Edelman. - 4. Discussion of the Annual Meeting and Priorities for 1991-92: Due to time constraints, R. Mawby and M. Lewis suggested that the committee postpone the report of the Executive Director and the preliminary executive review so that they could concentrate on the discussion of the annual meeting and priorities for 1991-92. After discussion, the committee agreed that priority setting should be the main focus of the annual meeting. Trustees should evaluate and identify immediate, annual and long term goals of the Forum. M. Lewis reviewed preliminary plans to incorporate breakout sessions in which trustees would be able to discuss and evaluate MNF' s priorities for 1991-92. The committee noted that it would be helpful for trustees to have the list of proposed priorities in advance of the October 28, 1991 meeting. Recommendations of the Finance Committee to the Executive Committee on October 8. 1991 (Incorporated into the 1991-92 Proposed Budget as Presented) The following recommendations draw on unbudgeted income from 1990-91 and projected for 1991-92, from interest, reimbursements and additional board contributions. 1. Staff Development: The committee recommends approval of $1500 for staff development. These funds will be used primarily for computer training and training of the administrative assistant in such skills as nonprofit accounting and budgeting. 2. EQuipment: Currently, funds budgeted for equipment are largely earmarked for the networked computer system approved last year, and for the Grantmakers/Grantseekers Seminar IV. The committee recommends approval of an additional $2500 for equipment. With current funds, this will cover: - a postage meter ($2000) -car phone ($300) and related monthly costs ($500) --repairs, including a pending computer repair on MNF's original computer. 3. Audit: Estimates are now being sought for MNF's first audit. Based on experience, the UWM Director of Finance estimates that the cost will be between $3000 and $3500. For that purpose, the committee recommends approval of $3500 for the audit. 4. Rent and Utilities: MNF is now in donated space, where the cost of parking is minimal. However, the board should continue to anticipate realistic costs in the budget. This is particularly true since MNF has grown-- now with 3 staff and 2 interns-- and current space is inadequate. To anticipate the real costs of adequate office space and utilities, the committee recommends approval of $2750 for rent and $466 for parking. 5. Miscellaneous Expenses: In anticipation of costs of Directors and Officers Liability insurance (bids are pending), the committee recommends approval of $3150 for Miscellaneous Expenses. ADDmONAL RECOMMENDATION on the Check-writine Policy: Now that MNF is located away from the United Way of Michigan, the current ceiling on checks without cosignature ($1000) has proven to be very awkward and time-consuming. The committee recommends that the board adopt a new ceiling of $2000. The issue of "tipping" MNF is currently being reviewed by the Kellogg Foundation. Kellogg and MNF are working with the United Way of Michigan to resolve this situation. Regarding office space, James Votruba of MSU has informed M. Lewis that MNF may continue to use office space in the Kellogg Center indefinitely. MSU is also working to provide one additional office for MNF. Due to the uncertain future of the Michigan Council for the Arts, B. Goldman, the current Executive Director, suggested that L. Young replace her as the Membership Committee's Chair. For an interim period, L. Young was appointed Acting Chair. The committee decided that it would be appropriate to send B. Goldman a letter of appreciation for all of her efforts on behalf of MNF. [Subsequently, it was learned that B. Goldman would not be leaving the Council immediately, and that she will continue 1 �to serve on the MNF board but, since her future is still uncertain, she prefers that L. Young continue as Acting Chair.] Several Organizational members have new leadership: Ann Rosewarne is the new Executive Director of the Michigan Health Council, and Gerard Keidel is the new Executive Director of the Michigan Association of School Administrators. Further, the Jewish Community Council has a new Board Representative, Kathleen Strauss. Given these changes in the board make-up, the Executive Committee was asked to consider restructuring the various board committees, and recommendations for committee assignments were invited. The committee was also asked to reflect on a replacement for Helen Milliken, who was forced to resign from the board for health reasons. MNF's role in several significant statewide initiatives was reviewed. MNF, working with the Council of Michigan Foundations and the Michigan Campus Compact, sponsored a series of planning meetings leading to a design for a Youth Service Michigan plan. The plan is currently being recommended to the new Governor's Commission on Youth Service Michigan. In conjunction with the Michigan Association of Broadcasters, MNF is developing a media campaign to promote volunteering during a Michigan Year of the Volunteer during 1992. With Governor Romney's leadership, MNF is designing a Michigan Campaign for Voluntarism, with corporate leadership and broad-based involvement, to promote voluntarism next year. MNF is working with the Volunteer Centers of Michigan to create an expanded network of VAC's across the state. MNF is collaborating with the Nonprofit Michigan Project (Mark Wilson) and researchers at colleges and universities across the state for better information on the nonprofit sector. 3. Committee Updates: A. Budget & Finance Committee. R. Ivory presented four finance reports covering Income & Expenses for Year 1 (1990-1991), Proposed Budget for Year 2 (1991-1992), Revised Year 2 Budget Including Grantmakers Grantseekers Seminar Budget, and a comparison of Original and Revised Budgets for Year 1. Following discussion, the committee provisionally approved the budget reports, pending Finance Committee review. The committee also recommended that for future discussions only the combined budget report be used. The committee also unanimously agreed to invoice MNF Organizational Members for their 1992 dues contribution at this time. B. Audit. G. Stevens stated that MNF should consider contracting for an audit versus having it done pro bono. This would provide legal recourse should any problems arise. Further, G. Stevens suggested that in light of the fact that KPMG Peat Marwick has completed a partial audit of MNF through its audit of the United Way of Michigan, they should be approached to perform a sub-audit on the remaining MNF fiscal data. 2 �C. Membership. L. Young reported that the Membership Committee met earlier that morning. At that time the committee reviewed the bylaws amendments in Article I & m, the membership structure, and the dues and contributions schedule which were approved by the Board of Trustees on 5/9/91. The committee stressed the current need to define and clarify benefits of membership which are associated with each category of Membership. In reviewing the dues structure, the committee reiterated that it would not actively solicit members among current MNF membership organizations, except in consultation and collaboration with the Organizational Member. Further, as recommended by the board, the committee reviewed the category of "Other Members." Committee members determined that this category strictly serves as a bookmark, not an active category. It merely allows the board to create new membership categories in the future, should it choose to do so. The committee recommended that the entire membership structure continue to be reviewed as the membership grows. In light of MNF' s dues and contributions schedule, the committee determined that MNF should begin a targeted membership drive during the fall of 1991. A brochure will be developed which will be mailed in October to a targeted membership list consisting of 100 organizations. This target list will be made available to Organizational Members for comment before the campaign begins. Organizational Members will also provide one-to-one follow-up contact to organizations targeted for membership. D. Public Policy Committee and Program Committee. E. Blews and B. McDonald, the respective co-chairs, reported on the joint committee meeting held on July 26, 1991. The committees are planning a public policy summit which will highlight the common characteristics of nonprofits organizations, as well as the mutuality of interest and concern which exists among them. This would help to define what the nonprofit sector is, why it is necessary, and how it serves the public good. The committees agreed that the audience for the summit should be composed of representatives from the nonprofit sector, the government, and the private sector. Participation will be by invitation only and will be limited to fifty individuals. The seminar will open with a one-hour scholarly presentation on the definition of the nonprofit sector. This presentation will include a legal history of nonprofits, as well as a current overview of the nonprofit sector in Michigan. This presentation will be followed by a one-hour discussion on the unique value of nonprofits in today's society. This discussion will include individuals from the nonprofit sector who represent broad and diverse nonprofit interests. The third and final session of the seminar will focus on a moderated 3 �roundtable discussion which involves individuals from both the nonprofit and public sectors, as well as the private sector. This session will address a specific issue, such as education or health, which involves and affects all three sectors. The panelists will number from 15-20, with an audience of 30-35. The moderator should be a thought-provoking individual who is well-versed in the issue at hand. All three session will be videotaped, to be made available to a larger public. Given the extensive planning for an event of this nature, the committee decided to look at late fall of 1991 or early 1992 for possible seminar dates. E. Blews, B. McDonald, and M. Lewis are working together to fine-tune the invitation list, the date and site, and a follow-up strategy. After discussion, the Executive Committee decided that it would be best to have the summit in January of 1992 so that it would not conflict with the many events already planned for the fall of 1991. E. Grantmakers/Grantseekers Committee. J. Lore reported that GGill was the most successful seminar to date. Over 1260 people were in attendance. Diana Sieger of the Grand Rapids Foundation will replace Dorothy Johnson of the Council of Michigan Foundations as co-chair for GGIV, which is scheduled for April 24, 1992, at the Hyatt Regency in Dearborn. After discussion the committee decided to raise the registration fee for GGIV to $50. This price will be reduced to $40 if an organization is a member of MNF. This fee increase will help to defray some of the costs of conducting the seminar, now heavily subsidized by the Kellogg Foundation. 4. Rewrt of the Executive Director. M. Lewis reported briefly on highlights of the annual report, which will be distributed to Trustees after Labor Day. 5. Review of the Proposed Personnel Manual. M. Lewis circulated the proposed MNF Personnel Manual among the committee members. After discussion, members were asked to review the manual and forward any comments to B. Ivory for consideration. 6. Su~gestions for At-large Member. Committee members discussed the resignation of Helen Milliken from the Board of Trustees for health reasons. R. Mawby asked the committee to consider potential replacements. Several names were mentioned. Staff will work to further identify potential candidates and will keep the committee informed of its progress. 7. Discussion of a Goal-Setting Process. Due to time constraints, the committee decided to table this issue until the next meeting of the Executive Committee on October 8, 1991. In the meantime, M. Lewis will meet with R. Review of the Minutes: The committee reviewed and approved the minutes from the August 6, 1991 Executive Committee meeting. 3. Committee Reports: A. Budget/Finance Committee: In the absence of Chairman R. Ivory and at his request, M. Lewis presented the report of the Finance Committee. She noted the 1990-91 annual financial statement, which was approved at the August 6 Executive Committee Meeting. Then she reviewed the 1991-92 first quarterly report, which includes a revised 1991-92 proposed budget. The revisions recommended by the Finance Committee include adjustments to account for previously unbudgeted income (primarily from interest, reimbursements and unanticipated member contributions). The recommendations from the Finance Committee (attached) included: 1. The approval of $1500 for staff development. 2. The approval of $2500 for equipment to cover the costs of a postage meter, a car phone, and repairs on equipment currently owned by the Forum. 3. The approval of $3500 for MNF's first audit. �4. The approval of $2750 for rent and $466.35 for parking, in order to anticipate real costs of adequate office space and utilities. 5. The approval of $3150 for miscellaneous expenses in anticipation of the cost of Director and Officers Liability. After discussion and a motion duly seconded, the quarterly report and adjusted 199192 budget were adopted unanimously. Additionally, the Finance Committee recommended that the current ceiling on checks without co-signature ($1000) be raised to $2000. Stevens reported that KPMG Peat Marwick completed an audit of MNF's first seven months, through its audit of the United Way of Michigan for 1990. KPMG is currently reviewing the remaining MNF fiscal data in order to provide MNF with a quote on a full-year audit. C. Membership/Nominating Committee: L. Young reported on the Membership Committee's meeting earlier that afternoon. He discussed the development of the DRAFT MNF brochure, which will be used not only to invite and encourage additional memberships, but also to disseminate information on MNF. In reviewing the brochure, the committee stressed the importance of outlining and clarifying membership benefits as MNF continues to campaign for members. The committee also made note of minor language and design changes. The committee also reviewed the list of potential Network Associates and the comments and suggestions which had been received from MNF Trustees. Staff will continue to work with Trustees, especially the Michigan League for Human Services, to further define the membership mailing list. Further, the committee decided a successful membership campaign will need the personal appeal of MNF's Trustees behind it. The first phase of the campaign will involve mailing out the brochure with a cover letter from individual MNF Trustees who have knowledge of the targeted organization (planned for November). Staff will provide the Trustees with a sample form letter which can be personally modified by each Trustee. Trustees will follow-up this written communication with a personal phone call approximately two weeks after the brochure is mailed. The second phase of the campaign will begin in January with an evaluation of the efforts to date and a second, broader mailing. As a benefit of membership, organizations will receive discounts on MNF events. This second mailing could be �timed to arrive prior to the registration period for the Grantmakers/Grantseekers Seminar IV, thus providing potential members with a natural incentive to join MNF immediately. The Executive Committee reviewed and discussed this information and agreed that it should be reviewed by the full board at the October 28, 1991 meeting for formal ratification. Nominations. L. Young discussed the resignation of Helen Milliken from the Board of Trustees for health reasons and recommended on behalf of the membership committee that Elizabeth Upjohn be named as an At-Large Member of MNF. The executive committee agreed that R. Mawby would discuss this proposition with Elizabeth Upjohn on behalf of MNF. On behalf of the membership committee, L. Young recommended that MNF's current officers remain in office for a second term. The committee also discussed the need to identify future officers and committee chairs so that they may become familiar with the responsibilities associated with these positions. The full Board of Trustees will be presented with these nominating recommendations on October 28, 1991. D. Program and Public Policy Committees: E. Blews reviewed the joint work of the program and public policy committees. Work continues on the summit planned for January 1992. MNF invited Janne Gallagher, author of the Independent Sector's White Paper on the nonprofit sector, to attend the next joint program/public policy committee meeting, however, she will be unable to attend. E. Blews will therefore meet her in Washington in the near future. E. Blews also discussed a framework to guide the program and public policy committees' work in the future. This framework includes: 1. Constructing the meetings as formal FORUMS ~ events which bring together leadership from across the sector to learn from one another, address shared issues and develop agendas. 2. Developing a larger public policy agenda, to put specific issues in perspective and give MNF a framework for considering those issues; thus creating a proactive versus reactive environment. 3. Identification of the tangible and intangible benefits nonprofits provide their communities as concrete evidence of PUBLIC BENEFIT, to assist in reeducating the public and public leaders. �4. Seeking rulings from local, state, and federal bodies which clarify and define the nonprofit sector. This framework will allow MNF to generate a series of policy papers and tapes which can be used through MNF's networks across the state and structured into regional/local roundtables, in effect, to create a curriculum for enlightening key audiences across the state. Review of the Minutes: The committee reviewed and approved the minutes from the August 6, 1991 Executive Committee meeting. 3. Committee Reports: A. Budget/Finance Committee: In the absence of Chairman R. Ivory and at his request, M. Lewis presented the report of the Finance Committee. She noted the 1990-91 annual financial statement, which was approved at the August 6 Executive Committee Meeting. Then she reviewed the 1991-92 first quarterly report, which includes a revised 1991-92 proposed budget. The revisions recommended by the Finance Committee include adjustments to account for previously unbudgeted income (primarily from interest, reimbursements and unanticipated member contributions). The recommendations from the Finance Committee (attached) included: 1. The approval of $1500 for staff development. 2. The approval of $2500 for equipment to cover the costs of a postage meter, a car phone, and repairs on equipment currently owned by the Forum. 3. The approval of $3500 for MNF's first audit. �4. The approval of $2750 for rent and $466.35 for parking, in order to anticipate real costs of adequate office space and utilities. 5. The approval of $3150 for miscellaneous expenses in anticipation of the cost of Director and Officers Liability. After discussion and a motion duly seconded, the quarterly report and adjusted 199192 budget were adopted unanimously. Additionally, the Finance Committee recommended that the current ceiling on checks without co-signature ($1000) be raised to $2000. M.Lewis noted that, now that MNF is located away from the United Way of Michigan, the current ceiling has proven to be awkward and time-consuming. Following a motion duly seconded, the new proposed ceiling was adopted unanimously. B. Audit: G. Stevens reported that KPMG Peat Marwick completed an audit of MNF's first seven months, through its audit of the United Way of Michigan for 1990. KPMG is currently reviewing the remaining MNF fiscal data in order to provide MNF with a quote on a full-year audit. C. Membership/Nominating Committee: L. Young reported on the Membership Committee's meeting earlier that afternoon. He discussed the development of the DRAFT MNF brochure, which will be used not only to invite and encourage additional memberships, but also to disseminate information on MNF. In reviewing the brochure, the committee stressed the importance of outlining and clarifying membership benefits as MNF continues to campaign for members. The committee also made note of minor language and design changes. The committee also reviewed the list of potential Network Associates and the comments and suggestions which had been received from MNF Trustees. Staff will continue to work with Trustees, especially the Michigan League for Human Services, to further define the membership mailing list. Further, the committee decided a successful membership campaign will need the personal appeal of MNF's Trustees behind it. The first phase of the campaign will involve mailing out the brochure with a cover letter from individual MNF Trustees who have knowledge of the targeted organization (planned for November). Staff will provide the Trustees with a sample form letter which can be personally modified by each Trustee. Trustees will follow-up this written communication with a personal phone call approximately two weeks after the brochure is mailed. The second phase of the campaign will begin in January with an evaluation of the efforts to date and a second, broader mailing. As a benefit of membership, organizations will receive discounts on MNF events. This second mailing could be timed to arrive prior to the registration period for the Grantmakers/Grantseekers Seminar IV, thus providing potential members with a natural incentive to join MNF immediately. �The Executive Committee reviewed and discussed this information and agreed that it should be reviewed by the full board at the October 28, 1991 meeting for formal ratification. Nominations, L. Young discussed the resignation of Helen Milliken from the Board of Trustees for health reasons and recommended on behalf of the membership committee that Elizabeth Upjohn be named as an At-Large Member of MNF. The executive committee agreed that R. Mawby would discuss this proposition with Elizabeth Upjohn on behalf of MNF. On behalf of the membership committee, L. Young recommended that MNF's current officers remain in office for a second term. The committee also discussed the need to identify future officers and committee chairs so that they may become familiar with the responsibilities associated with these positions. The full Board of Trustees will be presented with these nominating recommendations on October 28, 1991. D. Program and Public Policy Committees: E. Blews reviewed the joint work of the program and public policy committees. Work continues on the summit planned for January 1992. MNF invited Janne Gallagher, author of the Independent Sector's White Paper on the nonprofit sector, to attend the next joint program/public policy committee meeting, however, she will be unable to attend. E. Blews will therefore meet her in Washington in the near future. E. Blews also discussed a framework to guide the program and public policy committees' work in the future. This framework includes: 1. Constructing the meetings as formal FORUMS — events which bring together leadership from across the sector to learn from one another, address shared issues and develop agendas. 2. Developing a larger public policy agenda, to put specific issues in perspective and give MNF a framework for considering those issues; thus creating a proactive versus reactive environment. 3. Identification of the tangible and intangible benefits nonprofits provide their communities as concrete evidence of PUBLIC BENEFIT, to assist in reeducating the public and public leaders. 4. Seeking rulings from local, state, and federal bodies which clarify and define the nonprofit sector This framework will allow MNF to generate a series of policy papers and tapes which can be used through MNF's networks across the state and structured into regional/local roundtables, in effect, to create a curriculum for enlightening key audiences across the state. �E. Grantmakers/Grantseekers IV Program Committee: J. Lore reviewed the work of the GGIV program committee. The theme for this year's conference will be "Living our Mission: Meeting our Public' s Needs. The opening session needs a charismatic, thoughtprovoking speaker who is in-tune with the independent sector, someone of prominence and broad-based appeal. For the first three years the opening speaker has been a male. This year the GGIV program committee would like to invite a female to be the opening speaker. Two names under consideration are Elizabeth Dole and Marian Wright Edelman. 4, Discussion of the Annual Meeting and Priorities for 1991-92: Due to time constraints, R. Mawby and M. Lewis suggested that the committee postpone the report of the Executive Director and the preliminary executive review so that they could concentrate on the discussion of the annual meeting and priorities for 1991-92. After discussion, the committee agreed that priority setting should be the main focus of the annual meeting. Trustees should evaluate and identify immediate, annual and long term goals of the Forum. M. Lewis reviewed preliminary plans to incorporate breakout sessions in which trustees would be able to discuss and evaluate MNF's priorities for 1991-92. The committee noted that it would be helpful for trustees to have the list of proposed priorities in advance of the October 28, 1991 meeting. Welcome and Call to Order: With Co-chairs E. Blews and H. Philpott present, the meeting was called to order at 10:00 a.m. Those present introduced themselves. 2. Review of the Minutes. The committee reviewed the minutes of the July 26, 1991 joint meeting of the public policy and program committees. Following a motion duly seconded, the minutes were unanimously approved. 3. Report of the Executive Director: M. Lewis reported on the progress of MNF during its first year. In this overview, she emphasized the present opportunity for Trustees to revisit MNF's mission and the commitments established by the board, and to use the Year 1 experience to set priorities for Year 2. It is now possible and necessary to clarify a solid identity for the Forum, for the future. Her report was organized on the basis of these commitments made by the Trustees in the original proposal to the W.K. Kellogg Foundation: A. That MNF would promote dialogue on cross-sector issues; �B. That MNF would share information on the sector, to promote greater public understanding and commitment; C. That MNF would clarify public policy issues related to the sector as a whole; D. That MNF would work to increase the capacity of the sector; and E. That MNF would create an operating organization to accomplish these goals. A synopsis of the report of the executive director is attached. As a matter of record, the Co-chairs and the committee thanked M. Lewis for her excellent report and her fine leadership on behalf of MNF during its crucial startup year. The committee also asked M. Lewis to send a synopsis to the committee chairpersons, who will send it to members who were unable to attend today's meeting. E. Blews also discussed MNF's position in opposition to standards governing nonprofits which have been proposed by the Financial Accounting Standards Board (FASB) as further evidence of MNF's impact. The proposed standards would erode financial support for nonprofits, create administrative and valuation burdens and in general distort the financial picture of nonprofits. In light of the information FASB has received, such as MNF's opposition statement, it is re-evaluating the standards. 4. Discussion of a Framework of Guiding Principles for MNF's Work: Chairman Blews proposed that, in order for MNF to establish priorities for the upcoming year, a set of guiding principles would provide a useful framework. Preliminary discussions between the co-chairs and the executive director produced a discussion draft of principles, which committee members had received in advance of the meeting. After lengthy discussion the committee unanimously approved seven Guiding Principles. Further, the committee recommends to the board the adoption of these Principles, from which MNF public policy and program goals will flow. The Principles, listed in priority order, are as follows: A. The future of Michigan's quality of life depends on the commitment of its citizens and future citizens to the values of the nonprofit sector. Therefore it is in the best interest of the sector and the state to actively encourage voluntary giving and service. B. The service of the nonprofit sector to the public depends on an interactive partnership between service providers, funders, policy makers and the public. The Michigan nonprofit community should promote constructive dialogue among all these parties. C. In order to assist in re-educating the public and public leaders with concrete evidence of the PUBLIC BENEFIT of the nonprofit sector, the �Michigan nonprofit community should encourage and undertake studies of its many unique benefits provided to the community at large. D. Michigan's nonprofit sector should define and aspire to the highest management standards of ethics, efficiency, and accountability, while preserving its historic and essential independence. E. The Michigan nonprofit community should develop the rationale for tax exemption (rather than waiting for it to emerge from the pattern of decisions by government officials) and then play an active role in encouraging Michigan's leadership ~ including elected officials — to embrace it. F. The Michigan nonprofit community should encourage positive public policies and incentives to promote giving to and the vitality of the nonprofit sector. G. The Michigan nonprofit sector should take an active role in shaping statewide regulations and rulings that define clear, consistent interpretations and applications for purposes of tax exemption. [ADJOURN TO THE CORNICHE ROOM FOR A WORKING LUNCH] 5. Update and Discussion of the First MNF Summit in January/February 1992: M. Lewis reviewed the previous work of the joint committees on the summit, which will focus on the changing partnership between the nonprofit sector, government and the private sector. Keynote Speaker. The committee discussed the importance of a keynote speaker who is able to articulate the ongoing, multi-dimensional relationship which exists between the nonprofit, private and public sectors. M. Lewis reported that R. Mawby had offered to approach John Gardner, founder of Common Cause and founding president of Independent Sector. The joint committees agreed unanimously that Mr. Gardner would be ideal, and asked M. Lewis to enlist R. Mawby's help in securing him as the speaker at MNF's first summit. In the event that Mr. Gardner is not available, the committee agreed that Elizabeth Dole of the American Red Cross would be an exceptional speaker. Roundtable Participants. As originally conceived, the roundtable will include 15-18 participants with a moderator and speaker(s). Another 30-40 selected persons will form an outer circle as audience, participating in a formal question-and-answer period after the roundtable discussion. The committee noted that this summit is the first in a series, designed to educate audiences across the state, and also to enlighten the invited participants over the long term. The roundtable participants will be selected to include senior level individuals who are in a position to influence policy, organizational actions and conceptual visions. Participants will be carefully chosen to promote lively and informed, as well as balanced, discussion. These preliminary names were suggested: Mariam Noland, �Executive Director, Community Foundation of Southeastern Michigan; Joseph Bianco, President of the Detroit Institute of Art; Douglas Roberts, State Treasurer; Father Cunningham of Detroit; and several MNF Trustees. Committee members reemphasized that the focus of the summit will be on structural changes and their implications, and that the discussion will be grounded in specifics, not purely abstract. The aim will be to achieve a new understanding of and renewed commitment to the nonprofit sector and its mission of voluntary provision of public goods. Moderator. In choosing a moderator for the roundtable discussion, the committee noted the importance of selecting an individual who is committed to achieving a common understanding of the value of the nonprofit sector as it serves public needs. This is absolutely necessary in order to keep the panelists and the agenda on track. The moderator must be a thought-provoking individual who will encourage the panelists to engage in an enlightening and challenging debate. Cochairperson H. Philpott suggested and the committee agreed that Edward O. Blews, Jr., President of the Association of Independent Colleges and Universities of Michigan would be an ideal moderator. E. Blews, being present, tentatively agreed to moderate the panel discussion, pending program development. Subcommittee to Follow Up. Given the time constraints, the chairs agreed to appoint a sub-committee to continue working on the details of the summit. This subcommittee is made up of E. Blews, H. Philpott, K. Gruber, D. It was agreed that such a document should build upon and flow from rather than reinvent efforts to develop such a program at the National level and then integrate unique Michigan perspectives for use within this state. A task force consisting of Edward Blews, Chair, Joyce Brown, Sister Monica Kostielney, Maryellen Lewis, Linda Patterson and Herbert Yamanishi w.as formed. The national organization, "Independent Sector" is developing such a national statement, "The WorJr of the Volunteer Sector" through a steering group organized into eight sub sector groups: arts, dvU and human rights, education, environment, health, public offidal, religion and social welfare. The Michigan Nonprofit Forum's Executive Director Maryellen Lewis and Public Policy Committee Chair Edward Blews have discussed this process and the opportunity for Michigan inputs with Independent Sector Vice President Robert Smucker. In view of the Independent Sector process, it makes much sense to coordinate the Michigan White Paper time frame with the Independent Sector process. From its birth, America has been greatly enriched by the strength of its voluntary sector. So diverse that we often lose sight of its underlying unity, the voluntary sector comprises those ·non-commercial, nongovernmental organizations committed to advancing the public good. All operate as nonprofits, subject to a fundamental legal ban on private benefit. Controlled by volunteer boards, their assets irrevocably dedicated to public purposes, the organizations of the voluntary sector are, in a very real sense, owned by the public. They pursue a broad range of public service activities, grouped in this report under eight heads: Arts, civic and Human Rights·, Education, Environment, Health, Public Affairs, Religion, and Social Welfare . . The Size of the Voluntary Sector . . The most recent comprehensive estimates show that in ~987, the approximately 907,000 organizations of the voluntary sector employed approximately ~0% of the total work force, as compared with 7~% in the business ·sector and ~8% in government. Voluntary sector organizations had total financial support of $327 billion, of which roughly 27% was from contributions, 26% from government support, and 39% from fees and dues. This financial support was powerfully supplemented by nearly 90 million volunteers, who provided an estimated 14.8 billion hours of service, with an estimated value of $80 billion. The Contribution of the Voluntary Sector. While these data provide some sense of the sector's size, they do not provide a true measure of its importance in American life. This must be understood, instead, in terms of the important social and cultural values that the sector embodies and sustains. As leaders from other countries increasingly recognize, much of what is best in the American character is nurtured by, and finds expression through, the voluntary sector. · , J : Givinq, service, and community. The voluntary sector affirms that each person has a basic moral obligation to care for and serve others. This comm.unitarian ethic is a critical counterweight to the individualism of the free market. By challenging people to give time and money for the public good, voluntary organizations do much to create the fundamental sense of community without which business and government could not function. 1 dissent, Pluralism. The voluntary sector affirms the value of diversity.and champions t .h e rights of women and minorities, and prov~des a structure through which individuals and groups are encouraged to act on their own values and beliefs about the public good. As America's social conscience, voluntary · organizations mobilize community resources to care tor the poor, the sick and disabled, the elderly and others with special needs, both here and around the world. Faith. The religious organizations of the voluntary sector encourage persons in their search for meaning and purpose through religious faith, and provide for the practical expression of faith through a broad range of charitable enterprises. Religious organizations play a crucial role in sustaining the values of justice, compassion, and service. The Volun:tarv sector • s Relation to Government, Business, and the lie. Absent the voluntary sector, neither gove.r nment nor business could stain these values, and yet · both are critically dependent upon them. th government and business, and, indeed, every American, thus have a ndamental interest in ·preserving a strong voluntary sector. As a first step toward this goal, it is important that both business governmental leaders, and the public, have a deeper understanding of, involvement with the voluntary sector. Clark �Michigan Nonprofit Forum Evaluation Report Christopher M. Clark Introduction I am here today to tell you a story. It is a story of people and ideas, hopes and concerns, and about your vision of a stronger nonprofit sector for Michigan. In a sense, I have become a biographer of the Michigan Nonprofit Forum, or a portrait artist, trying to capture a faithful likeness. I hope that you recognize the Forum in this story. I mean the word "recognize" in two senses: first, that you agree that my representation appears fair and faithful to your own images of the Forum; and second, that this evaluation report moves you to think differently about, to re cognize the Forum, in the service of a collective and evolving vision of what the Forum will become. In other words, this is your story, with a beginning and a middle, to which you get to add and enact the continuing chapters. Evaluation Approach This is a somewhat unconventional approach to evaluation. Classic program and project evaluation designs evolved from behavioral science approaches to research on schooling and industrial psychologists' ways of describing and analyzing factory production systems. In both traditions, the heart of the evaluation process is definition and measurement of input variables and output variables. The underlying metaphor is that of an efficiently operating, well designed machine. When output was judged to be at favorable levels of quantity and quality, with acceptable and sustainable levels of input, the evaluation was favorable. But when the system was found to be burning too much oil or producing graduates who could not read, the evaluation could lead to suggestions for redesign or even scrapping the system. For several reasons, this classic approach did not seem to be a good match for evaluation of the Forum. The Michigan Nonprofit Forum does not fit comfortably into the factory metaphor. The Forum is not a production system, any more than a family is, or a good conversation among friends. Now, I suppose that an economist could force the family into a factory, model, producing wage earners, tax payers, and consumers. But when I imagine a particularly family, say, my family, evaluated in this way, the model misses the mark. The essence of a family or a conversation or of the Forum is badly distorted or lost entirely by reducing it to a list of inputs and outputs. Coming to an understanding of the Forum presented me with special challenges. The Forum is busy inventing itself as it goes. It is a dynamic set of ideas, people, activities and relationships. Its history is brief, and there were no prior examples of evaluation for me to follow. Much of the Forum's mission is rather abstract and invisible. Its members are strong, intelligent, busy, diverse, and all accustomed to being in charge. And the Fourm is hardly anyone's full time preoccupation. These qualities make evaluation challenging and they make evaluation interesting. So what I have done is to assemble a portrait of the first years of the Michigan Nonprofit �Forum, using your words and images to describe and take the vital signs of the organization. These words come from my synthesis of fifteen interviews of past and present Trustees and committee members and of the returns from a mail survey sent to forty members and interested and knowledgable parties. Basically, I asked five questions in the interviews and survey—questions about the historical past, the present, and about the possible futures of the Forum. In listening to you, and in assembling this mosaic, I have learned much more than the answers to these five questions. Thank you again for your frankness, patience, and generosity with your time. I hope that what I give back to you here provides both satisfaction and food for thought and deliberation as the Forum moves into its critical third year. Results Before I report the details of your answers to the five big evaluation questions let me briefly sketch my overall impression of the state of the Forum. The Forum is a good idea whose time has come. As one of the founding members said, "If the Forum closed down today, it would have to be reinvented tomorrow." For many long time laborers and leaders in the nonprofit sector, the cross-sector connections, conversations and projects are a breath of fresh air and offer the promise of solidarity at a time when we need all the mutual support we can provide one another. Many of you are impressed with how much the Forum has accomplished in its first two years. I also heard some concern that these first years may be a hard act to follow, because our small and dedicated staff and a few key committee chairs have been working at a pace that may be unreasonable to sustain. For this reason and others, many of you see the Forum at a crucial juncture. The time of getting organized and the excitement of doing something novel should now yeild to a period of sharper focus on doing a few things well, on expanding Forum membership and assistance to more local levels, and on securing continuing financial support from multiple sources. The membership seems genuinely proud to be connected with the Forum and also concerned about the challenges to achieving a balance that can be sustained for the long term. Question 1. Have we actually created a Michigan Nonprofit Forum? To what extent does it live up to our original hopes and vision? The first part of this question is easy to answer "yes." The Michigan Nonprofit Forum does indeed exist. The Forum has a staff, an office, a letterhead, a budget, a newsletter, and a telephone. The Forum has members and Trustees and committees who meet and deliberate and act and decide and, by and large, are pleased that the Forum exists, and proud that Michigan is the first state to create such an organization. The Forum has sponsored important activities like the Summit that would not otherwise have happened, and has become a key partner in other activities valuable to the nonprofit sector such as the Grantmakers-Grantseekers Seminars and the Campaign for Volunteerism. To what extent does the Forum live up to the hopes and visions of four or five years ago, when it was a new idea emerging from conversations among a handful of visionaries? The answer is mixed. Most whom I interviewed are amazed at how much the Forum has accomplished in the last two years. Often people cited the Summit as a first class event, where people who would not usually find themselves in the same company came together to listen, to teach, to learn about the importance, scale, and diversity of the nonprofit sector in Michigan. Introductions made at the Summit and at other Forum-sponsored events have grown into personal and institutional connections of mutual benefit. And research on the identity and dynamics of the nonprofit sector in Michigan and nationally has begun and is now being �disseminated. All of these examples of communication, education, networking, research, and pursuit of common interests were certainly important in the founders' hopes for the Forum. But there are also ways that the Forum, as it has come to be, differs from the original vision. Things often take longer than we imagine they should, and the Forum has taken longer to reach today's state of organization than originally pictured. There is a delicate balancing act involved in operating an exciting and ambitious volunteer organization with a very small staff. Forum members have come up with many more good ideas than can be acted on immediatly. It is a good thing that the Forum functions as an incubator of ideas. But it can also be frustrating when we have more good ideas than we can complete. For example, it was easy to agree that the Forum should produce a White Paper on the nonprofit sector in Michigan. It has been much more difficult and time consuming to figure out how to focus it, who should draft it, how detailed it should be, who the intended audiences are, and when and how it will actually appear. The case is similar with the videotapes recorded during the Summit. Moving from hours of recordings to one or more condensed, targeted video productions is more expensive, complex and time consuming than anyone expected. Over and over again, in different ways, interviewees said that now is the time for the Forum to focus on doing a few things very well. One described the Forum as being at the adolescent stage of life. We have tried a wide variety of experiences. Now it is time to assess our short history and be clear with ourselves about which three or four initiatives we have the time, energy, and capacity to do best. No one ventured to spell out exactly what these three or four key activities should be. But some of the nominated features of candidate core activities are that they be pursued in a first class manner by a combination of staff and member time and resources; that they have specific and measurable outcomes within a year or two; and that at least some of these core activities be of direct and obvious benefit to local grass roots parts of the nonprofit sector (e.g., local school boards, county United Way directors, community volunteer centers). Promoting positive public policies and incentives for the nonprofit sector, including tax exemption A general summary of responses to this question is quite positive: the activities and Forum initiatives of the past two years are seen as consistent with the five Guiding Principles adopted by the Trustees. Several respondents expressed delight in the fact that they could think of Forum activities that reflected each of these principles, a pleasantly surprising record given our short history. One trustee noted that, in hindsight, it was wise to frame and adopt these Guiding Principles after the Forum had a year or so to sort itself out. A broad and inspiring vision and mission statement was useful in rallying initial support for the Forum as an idea. After a year of trying to operationalize the vision it was timely to set forth a more specific set �of principles that speak to what we found to be common ground. The Guiding Principles set boundaries on Forum activities, present and future. They remind us of our priorities and, by omission, of what we have decided not to do. More than one respondent suggested that the Guiding Principles could be used as a framework for reports to the Executive Committee about Forum initiatives and accomplishments. This format, in turn, could be used by Trustees and others to inform their own boards of directors and members about the good work and benefits of Forum membership. Voluntary Giving and Service Looking at the five Guiding Principles one at a time, the concensus is that the Forum has accomplished the most in relation to the first two: encouraging voluntary giving and service, and promoting constructive dialogue. Our credits for promoting voluntary giving and service come mostly from Forum affiliation with and support of Governor Romney's Campaign for Volunteerism and the Give 5 Program. Together, Forum involvement in these activities has taken an estimated 25% of staff time and energy, to give you a sense of the scale of our commitment here. Maryelten Lewis was also instrumental in helping make a connection between the Michigan Association of School Boards' resolution encouraging a service option for high school students and the expertise of the Michigan Volunteer Centers to assist local school authorities. This is a good example of how the Forum can work as a linking agent, making alliances for the mutual benefit of organizations that otherwise would not have realized an opportunity. Constructive Dialogue Promoting constructive dialogue within the nonprofit sector is for many the signature activity of the Forum. The word "networking" was mentioned often as a primary benefit of Forum membership. Forum participants report having met and learned from others whom they likely would not have encountered in their typical patterns of educators talking to educators, church people meeting with other church people, and so forth. Once initial contacts have been made through Forum events and committees, members have felt free to call one another in pursuit of common interests and projects. In this sense, the Forum has worked well in moving interesting people out from behind their habits of mind and routines to discover one another and to form new professional friendships and connections. Because there was no other available way to do this and because many members felt somewhat isolated in their work, this was singled out as a highly successful part of the Forum's program. But it is worth noting that a few participants also took a critical view of constructive dialogue. Opening new lines of communication has been a good thing, but some of the conversants are perceived as shaping the conversation more than others and in ways that guard their own organization's interests, i hasten to add that these friendly critics are not imputing selfish motives to particular Forum members. Rather, they are trying to explain the structural features of the Forum that may place constraints on its agenda. Finding common ground is both hard and delicate work. Research and Self-Examination The Summit received high marks for many reasons: the wide range of Michigan sectors and interests represented, the honesty and openness of the participants, the sophistication of the �technical arrangements, and the polish of Ed Blews as master of ceremonies. The Summit also brought us into contact with research on the nonprofit sector in Michigan and nationally, and continued our professional education about the scope, heterogeneity, and challenges of the nonprofit sector. Respondents were enthusiastic about the beginnings of newly specific definitions of the "third sector" and the marshalling of evidence by Mark Wilson, Robert L Payton and others useful in convincing government, business, and the public of the vital importance of supporting the nonprofit sector. At the same time, the research reported at the Summit was seen as but a promising beginning. The developing Scholars Network and the planned Nonprofit Research Conference in December are encouraging examples of how the Forum will continue to promote inquiry about the nonprofit sector in Michigan. Promoting High Standards There is no doubt about the Forum's commitment to promoting high standards of ethics, efficiency and accountability in the Michigan nonprofit sector. There is also no doubt that these matters will take on increasing importance and sensitivity in the coming months and years. The more successful we are in public education about the size and importance of the nonprofit sector the more subject we become to public and political scrutiny and regulation. If we do not articulately regulate ourselves, others will be glad to do it for us. To date, the Forum has flagged the standards issue as important and proposed that the next Summit take accountability as its theme. The proposed White Paper and a draft Code of Ethics for the nonprofit sector hold promise as contributions to high standards. But it is too soon to tell how strong the Forum's contributions in this domain will be. Positive Public Policies The Forum Program Committee and Public Policy Committee are the sources of most of our work to date on promoting positive public policies and incentives for the nonprofit sector, including tax exemption. These have been strong committees and a major agenda item has been the tax credit issue. In late June the Forum sent an alert to members urging them to contact the Michigan Congressional Delegation in connection with pending federal legislation on gifts of appreciated property. Resisting postal rate increases and potentially onerous new accounting standards drafted by the Financial Accounting Standards Board are also important priorities addressed by these combined committees. The Forum has also received a small grant to find out what other states are doing with regard to nonprofit sector advocacy. The general view among members surveyed is that the Forum has made some promising first steps in promoting positive public policies, but that it is too soon to tell how influential the Forum can be in this domain. Question 3. How has the MNF increased a sense of community within the Michigan nonprofit sector? Many of the issues raised earlier under the heading of "constructive dialogue" were echoed in connection with the Forum's role in promoting a sense of community within the nonprofit sector. Members are pleased to have met and connected with individuals, organizations and causes farther afield than they otherwise would have. Board and committee members who are relatively new to Michigan or to their organizational roles expressed special gratitude to the Forum for bringing them up to speed quickly about the Michigan nonprofit scene. And long time veterans in the nonprofit sector are pleased that, at long last, we are building an infrastructure 6 �for much needed communication, cooperation and coordination. As one veteran said, "Before the Forum our response to legislative developments was fragmentary and often too late to be effective. Now we are able to be more coordinated and proactive." Members of Forum committees expressed delight with the professionalism and energy of fellow committee members and staff. The design of the Forum, with a very small staff, makes it necessary that the Board and committee members do the lion's share of the work, and this has indeed been happening. A sense of community comes from working hard together on common tasks, as Sister Monica reminded me. The Forum office is coming into its own as a source of information about nonprofits. The staff has been responding to 12-15 telephone calls each month in its Nonprofit Information Clearinghouse role, on questions as diverse as how to set up a new nonprofit, personnel policies for nonprofits, training available, state sales tax regulations for church rummage sales, fundraising opportunities, and where to get help recruiting volunteers for the Michigan State Fair. In addition to providing helpful information and referrals, the staff adds inquirers to the Forum mailing list and data base, broadening the statewide nonprofit network. The expressed concern about the Forum's first years in promoting a sense of community have to do with the scope and constituency of the community. Some feel strongly that the next stage of nonprofit sector community building should involve much more attention to including local and county level agencies and actors. The danger, they warn, is that the Forum may be perceived as an exclusive club for state level nonprofit executives that has little to offer locally. At the same time, others urge that we should not allow the Forum to get much bigger because it is challenging enought to sustain a sense of partnership and connection among the present membership. The issue boils down to finding a balanced way to provide intellectual, moral, and practical support for the whole nonprofit sector in Michigan, while avoiding inefficient duplication of services or exhaustion of our staff and working committee members. This presents a classic dilemma, in which two desirable goals compete, and brings us back to the issue of focus. When the Forum Executive Committee charts a course for the next year or two, the question of the size, shape, and membership of the community we hope to affect ought to be debated quite explicitly, for mafiy other decisions are shaped and constrained by this fundamental one. Question 4. To what degree have the activities of the MNF increased awareness and support of the nonprofit sector in Michigan? Increased awareness and support for the nonprofit sector in Michigan are attributed primarily to the Summit and to Forum involvement in the Campaign for Volunteerism. Participating legislators and business people reported being quite impressed with what they had learned about the nonprofit sector at the Summit. In connection with the Campaign for Volunteerism, Maryellen Lewis has travelled and met with representatives and boards of many organizations outside the nonprofit sector, including the State Chamber of Commerce, Rotary Clubs, the Detroit Executive Service Corps, and the Ford Motor Company. Satisfying as these contributions to broader appreciation of the nonprofit sector are, they seem like a modest beginning with greater potential. For the first time, Michigan has a voice that speaks articulately for the nonprofit sector as a whole. The Forum is still learning how to use this voice to widen the circle of awareness and support for the nonprofit sector. The press seems generally not interested in featuring the nonprofit sector as news. This is an impediment to more direct public education about the sector that we have identified and begun to address �through a strong series of sessions at the Grantmakers/Grantseekers Seminars and through a planned series of conversations with media leaders in anticipation of Grantmakers/Grantseekers V. Question 5. To what extent is the Forum sustainable in its present form or in a revised configuration? When I asked the final question about how or whether the Forum can be sustained, I learned that leaders in the nonprofit sector can be at the same time optimistic and have furrowed brows. Virtually everyone said that the Forum can be sustained. No one said that it would be easy. And there was clear concensus that the coming year is a make or break time for lining up a basket of core financial support. As mentioned earlier, you are of two minds about expanding Forum membership to the 400 level that seems possible in Michigan. But even the most enthusiastic promoters of expansion do not think that the Forum can become a duessupported organization. One way or another, the core support for the Forum staff, office and so forth is seen as coming from one or a small number of foundation grants. Expanding the membership rolls is seen as important in persuading prospective funders of the wide scope of support that the Forum can provide in Michigan. A variation on the model of seeking multiple sources for core support is to pursue sponsors of particular Forum activities, like future Summits, the Forum publication and dissemination program, and Internships. We have had success in securing multi-source support for the Grantmakers/Grantseekers Seminars and are pursuing corporate support as well. Several respondents revisited the themes of focus and practical service to local actors in the nonprofit sector when we discussed sustainability. To persuade ourselves, future members, and prospective financial backers of the long term worth of the Forum they urged concentration on two or three manifestly practical and locally beneficial projects. Examples of Forum activities already in the works that speak to this priority include a Resource Guide to technical and managements support and training for nonprofit managers being assembled for fall publication. The Calendar of Training Activities published in the first Newsletter received considerable favorable attention from local nonprofits. And we are also compiling a diredtory of current and emerging higher education programs for nonprofit managers and contributing to a national effort to assemble a battery of easy to use evaluation instruments for nonprofits. Another issue that arose in discussions of sustainability was regionalism. Lansing has been the geographic center of Forum activity, although we have active members as far west as Grand Haven and east to Flint and Detroit. Face to face dialogue is at the heart of Forum activity, yet it demands a great deal of busy people to spend much of a day on the road to attend a two-hour meeting. And this pattern makes it difficult for members and affiliates away from Lansing to feel the fullest sense of ownership and participation. Out of these discussions came ideas and encouragement for sponsoring regional conversations throughout the state. The present Forum could serve as a catalyst and a model for locally organized and sustained networks of mutual support, perhaps growing from community meetings for developing strategies to encourage volunteerism and regional meetings to view and respond to issues raised in the videos of the first Summit. 8 �Conclusions In conclusion, you have convinced me that the Michigan Nonprofit Forum is real, is a good idea in principle, and is an idea whose time has come. To date, you have told me, the promise of the Forum is still greater than its accomplishments. At the same time, our accomplishments are impressive, constructive, and consistent with our Guiding Principles. The highest form of compliment I heard was from Len Young. As he prepared to move to Kansas City, he told me that he intended to help create a Missouri Nonprofit Forum modelled after our own. Even the intitats will be the same. The Forum, fundamentally, is about relationships: Internal relationships among people representing very different kinds of nonprofit organizations in Michigan, and External relationships between the nonprofit sector and government, business, and the public. The word "forum" implies common ground—a democratic place where common interests can be explored and pursued; where each has a voice; a cooperative rather than a competitive space in which encouragement, information exchange, and collaborative connections are the order of the day. Forum founders and members believe that the work of their individual organizations is vital to a free and compassionate society. And they also feel a broader sense of responsibility to nurture the nonprofit sector as a whole; to make incidental connections stronger and to extend the network farther; to help the members feel part of a like-minded, highly principled community; to learn from the hard won experiences of others; and on occasion to speak and act with one strong voice on matters of common interest. In short, the aspirations for the Forum have to do with identity, mutual support, and common ground. In evaluating this first phase of the MNF we can ask whether the nonprofit sector in Michigan has a stronger, clearer identity today than two years ago, I think it has. We can be proud of instances of mutual support among members attributable to the Forum. And we can ask whether the Forum, through its varied activities, has helped to define common ground where mutual interests meet. This has begun to happen and, by your testimony, ought to be pursued even more urgently. The Executive Committee and the Board of Trustees have a set of vital decisions to confront: about membership, focus, financial support, and boundaries. The Forum is growing out of adolescence, and each of you has different ideas about what kind of adult it shall become. I hope my story helps to frame your conversation in a constructive light.
