The program will allow undergraduates to experience an elementary classroom and teach the need for all scientists to remain involved with the public in service activities. •Calvin College: Servant Leadership Academy - The purpose of the Servant Leadership Academy is to help student leaders of campus service initiatives develop their understanding of community leadership and increase their team leadership skills. At least 13 students will participate in the leadership academy. They will create ten or more projects in partnership with community organizations which will involve more than 200 other Calvin students. •Central Michigan University: Eyes to the Future: A Model Collaborative - This will be a unique collaboration involving middle school students and CMU preservice students in service learning. This project will encourage 180 seventh graders from a rural, under-served community to start developing career goals. CMU preservice teachers will also gain experience in providing community service via the classroom. The project will result in an implementation and management manual for replication at other schools. •Eastern Michigan University: Academic Service Learning Longitudinal Study - A longitudinal study will be conducted to measure the long-term impact of academic service learning on students' learning and civic awareness. Community agency representatives, faculty members, and students will collaborate to design the survey which will capture specific data pertaining to academic service learning courses. A final report and subsequent findings will be shared in the form of a journal article or presentation. •Eastern Michigan University: Academic Service Learning Training Model - Faculty, students and community members will collaborate to design a training module which will serve as an educational tool about academic service learning. The module will explain the necessary "next steps" towards including an academic service learning component as a part of a curriculum. This training module will be piloted with nigh school, community college and university faculty. •Kalamazoo College: Migrant Worker Camp Project - The Social Justice Committee will collaborate with other student organizations on the Migrant Worker Camp Project. These groups will provide tutoring opportunities to children and interested adults; a constructive play time for smaller children; and assistance to adults needing help translating written materials. The long-term goal of the project is to demonstrate the need for partnership when working toward social justice. �•Lake Superior State University: Student Volunteer Bureau - The purpose of the Bureau is to encourage students to participate in on-going volunteer assignments in the community; assess the specific needs of the local community; work with community civic leaders to identify appropriate service placements for the students; establish a structure to place interested students with community agencies; provide general training for all student volunteers; and promote campus volunteerism. The Bureau will consolidate all community service efforts on campus into a central, student-driven organization which will encourage more students to participate in service activities. •Michigan State University: Access to Community Service & Internship Information Via The World Wide Web - The Service Learning Center provides MSU students, faculty and staff with information about local, national and international internship and community opportunities. The proposed Access to Community Service & Internship Information Via the World Wide Web project would allow the Service Learning Center to make this information available via electronic communication (World Wide Web). Accessibility to this information would dramatically increase as students throughout Michigan continue to use the Internet. •Oakland Community College: Service Learning Ambassadors - A group of students from Oakland Community College, Eastern Michigan University, and the University of Michigan will be trained to become Service Learning Ambassadors. The Ambassadors will use their newly acquired knowledge to mentor a group of high school students and prepare them for life after high school. This group will identify and prioritize areas of need within their community and develop and implement service projects to address these needs. •Olivet College: Three Networks - The goal of the Three Networks project is to enlist three synergistic, overlapping networks to establish a model community/service learning office at Olivet College. The three networks that will serve collectively as the primary implementation agents for the program are: 1) an internal network of faculty, staff, and students; 2) a professional network of project directors; and 3) a community advisory group. •Western Michigan University: Saturday's Kids - This project will bring children from one neighborhood together with young adults from another neighborhood to allow them to teach, learn, encourage, and bond with each other. Students from WMU, Kalamazoo College and Kalamazoo Valley Community College will go twice a month to the Kalamazoo Boys and Girls Club to provide social and educational programming for the children. Students will be asked to reflect on the service experience within the framework of their academic learning. •Western Michigan University: "Healing Racism": Training for Community Service - Four colleges and two high schools will collaborate on a series of workshops to improve multicultural awareness and create a cadre of trained facilitators to provide services to additional educational institutions and community organizations. Individual staff members have specific accountability for each project and have developed objective statements for their teams. Below are a list of teams and objectives categorized by the staff person in charge of each team. A brief status report on each team is included. David Egner Nonprofit Capacity Building and Training Objective: To improve the efficiency and effectiveness of Michigan's nonprofit organizations by working with nonprofit management service organizations and institutions of higher education to provide needed curriculum and training on issues related to nonprofit management and program activities. Activities: We are currently working with the four management service organizations (MSO)'s: Direction Center in Grand Rapids; the Accounting Aid Society in Detroit; Nonprofit Enterprises at Work in Ann Arbor; and the Nonprofit Alliance in Battle Creek; to strategize a state plan for nonprofit technical assistance. A proposal was submitted to the Aspen Institute this summer to study the training needs of nonprofit organizations above the Bay City/Muskegon line in Michigan's lower peninsula and the nonprofits in Michigan's upper peninsula. Additionally, the Aspen proposal provided an opportunity to research a variety of technologies in delivering training through distance learning techniques. We will leam of the Aspen Institute's interest in this proposal by mid-November. A similar proposal was submitted to AmeriTech and focused on the needs of community arts organizations. This proposal, again submitted with the MSO's, also included the use of distance learning technology in six demonstration sites. We will hear from AmeriTech in November as well. In the area of higher education, the Council of Michigan Foundations and the President's Council State Universities of Michigan have just released a publication titled "Nonprofit Management Training Resource Catalog.1" This pamphlet highlights the existing curriculum and training programs for nonprofit organizations that are provided by higher education institutions throughout the state. Michigan State University has asked MNA to work with a team of faculty members to develop a proposal to create a virtual university for nonprofit organizations. We will provide further details on this project as they become available. �Public Policy Objective: To create a greater understanding among elected and appointed officials and the public about the role of nonprofit organizations and volunteerism in a civil society. To work with nonprofit organizations to take a pro-active stand on public policy issues that broauly effect Michigan's nonprofit sector. See the Public Policy Committee report (Attachment 9). Retirement Objective: Activities: To develop a retirement program for Michigan nonprofit organizations that offers a competitive return and competitive fee structure. Discussions continue with MetLife about the development of MNA's retirement program. Currently, John McKendry, our legal counsel in this matter, is meeting with legal counsel from MetLife and FasCor, the third party administrator that works closely with MetLife. Documents should be completed for signature in the next few weeks. MNA's retirement program will finally be in the marketplace by January 1, 1997. Nonprofit Technology Objective: To improve the capacity of nonprofit organizations in Michigan by increasing their access to technology and the information that can be delivered through technology vehicles. Activities: MNA has developed a partnership with Michigan State University to develop a demonstration project to determine what types of technology best deliver information and training to nonprofit organizations. MSU has committed up to $15,000 for the hiring of an intern who will research and plan the demonstration project. We will seek funding in early 1997 to test the project. A concept paper is attached to this report for your review. Mary Grill MNA Regional Meetings Objective: To serve as a planning team for regional meetings to provide nonprofit organizations with needed information, to facilitate member recruitment, and to improve member retention. Activities: This team has just begun the process of planning two regional meetings for the fell of 1996. We will begin work on planning 1997's regional meetings in the next few weeks. The George W. Romnev Fundraising Team Objective: To put strategies in place to meet the $ 1.5 million goal of the Romney campaign. To develop policies to govern the Romney Fund. Activities: See the Fund Development Report (Attachment 4). Michigan Campus Compact Funding Team Objective: To develop and implement funding strategies that will benefit MCC member institutions. Activities: This team is currently working to develop proposals to the Corporation for National Service and the Michigan Community Service Commission to obtain federal grant dollars for MCC �institutions. Additionally, the team is working to develop a proposal in conjunction with the Indiana Campus Compact to develop a faculty fellowship program. Lisa McGettiean Faculty Institute Objective: To plan, implement, and evaluate the annual Faculty Institute on Service Learning. Activities: This team has just begun the process of planning the Faculty Institute which will take place in the spring of 1997. Recognition Objective: To create, implement, and evaluate the recognition systems for students and faculty. Activities: This team has just begun to meet and develop plans for the spring, 1997 Recognition Ceremonies. Service Leadership Conference Objective: To plan, implement, and evaluate the annual Service Leadership Conference. Activities: This team has just met and reviewed the evaluations of last year's conference held at Camp Miniwanca in August. The team is reviewing the possibility of moving the camp to late spring of 1997 and finding a location that might provide a more cost effective camp for 1997. Student Winter Workshop Objective: To plan, implement, and evaluate the annual Student Winter Workshop. Activities: The Student Community Action Network (SCAN) met in September and started discussions about this year's Student Winter Workshop. Planning for the workshop will begin in October. Venture Grants Objective: To evaluate the process and criteria for the Venture Grant cycles on an ongoing basis. To review grant proposals and make recommendations to the MCC Executive Committee for their final approval. Activities: Venture Grants were made for the fell of 1996 during last summer. (See Venture Grants Report, Attachment 6). The team will be reviewing the process by which these grants were made and making recommendations for improvement for the next round of Venture Grants. �Amanda Osbome Grantmakers/Grantseekers IX Objective: To generate ideas and coordinate administrative support for the annual conference. Activities: See Attachment 8. Membership Objective: To generate ideas and strategies to recruit and retain new members. Activities: Amanda will describe in the Executive Committee meeting a number of new member services that have come on-line for MNA. Additionally, please see the Membership Committee Report (Attachment 7). Member Publications Objective: To create and develop information that describes who MNA is and gives important information about the nonprofit sector to MNA members. To use publications as an important communications tool between MNA and its members. Activities: The team is currently in the process of developing an informational piece that describes MNA, MCC, and VCM. Additionally, the team is discussing the possibility of printing an annual report and membership directory for MNA that would be available in early 1997. The team continues to review MNA's member mailing and semi-annual newsletter. Sam Singh AmeriCorps Team Objective: To oversee and guide the implementation of the Volunteer Centers of Michigan's AmeriCorps program. Activities: The team has developed a proposal that has been approved by the Corporation for National Service to place 15 full-time and 30 part-time AmeriCorps participants in Volunteer Centers in order to develop youth volunteer opportunities. (See Attachment 5) ConnectMichigan™ Objective: To provide leadership and guidance to the ConnectMichigan™ campaign. Activities: A summary of ConnectMichigan™ accompanies the committee's materials (Attachment 5). Russ Mawby, Chairman Emeritus of the W.K.Kellogg Foundation and Michelle Engler, First Lady and Chair of the Michigan Community Service Commission have agreed to be cochairs for this important initiative. SuperConference Objective: To provide internal support to the statewide conference on volunteerism. Activities: Mike Tate has agreed to chair the SuperConference, an effort that will bring together organizations from across the state that utilize volunteers with the purpose of developing capacity and collaborative opportunities. The planning committee has established a program �subcommittee that will develop the program for the conference that will take place on March 10 and 11, 1997 in Grand Rapids. VISTA Objective: Activities: To help and guide the implementation of the New Partners in Michigan VISTA program. A brief summary of the VISTA program is attached (Attachment 5). The New Partners initiative places three VISTA members in each of six targeted communities to strengthen the communities by developing new partnerships between the business, nonprofit, and the public sectors. Youth Volunteerism Objective: To strengthen the state's network for youth service. Activities: Jennifer Fauss, the YES Ambassador, has been developing relationships with organizations and networks that work with young people throughout Michigan. She will also participate in the AmeriCorps training program and conduct a portion of the VISTA training program. Additionally, the Volunteer Centers have a new and exciting opportunity in a partnership with Olivet College. Each of the 27 Volunteer Centers will have up to $30,000 in Olivet scholarships to award to young people in their communities that have demonstrated their commitment to service. In Michigan there are over 40,000 nonprofit organizations that are responsible for much of what we consider the quality of life in our communities. Nonprofit organizations provide more than half of our state's health care, nearly twelve percent of its education, an increasing number of social services, most of our arts and culture, and all of the religious and spiritual aspects of life.1 Often the contributions of nonprofit organizations are taken for granted, but they touch everyone regardless of race, creed, gender, social or economic condition. Economically, Michigan's nonprofit sector has a tremendous impact on our state and local communities. When measured as a part of personal consumption expenditures of the gross national product, the nonprofit sector accounts for 19.6 percent of all services performed.2 In 1992, nonprofits in Michigan contributed an estimated 15.5 billion dollars in services and stimulated an additional 16.7 billion dollars in equivalent community service volunteer efforts.3 Nonprofit organizations in Michigan employ more than 270,000 people, accounting for approximately six percent of the Michigan work force. When the volunteer equivalent employees are added, nonprofit employment jumps to more than ten percent of total employment in our state. The nonprofit sector has been the fastest growing employment category in Michigan. It has increased at a rate five times greater than any other employment category in the 1980's. The nonprofit sector has accounted for more than 20 percent of the net jobs gained in the state of Michigan in the last fifteen years.4 Devolution, the shift of funds and responsibility from federal government to state government and, eventually, to local bodies of government will increase the important role that nonprofit organizations have played in Michigan communities. Shifts in funding and responsibility will result in a number of communities developing models for community action and problem solving that will depend upon public/private/nonprofit partnerships and increased services from community-based nonprofit organizations. Unfortunately, nonprofits in general are not prepared for the increased responsibility that is forthcoming. The majority of nonprofit organizations, because of scarce resources or geographic isolation, have limited access to the curriculum, training and networks necessary to meet community needs and develop an ethic of collaborative problem solving. In order to meet this pressing need to empower nonprofit organizations and prepare them for the increased accountability that they will face in our communities, capacity building systems and networks must be developed. Nonprofit organizations must have opportunities to participate in education and training programs, to network with like organizations facing similar challenges, to increase utilization of technology in program �and service delivery, and to increase access to information directly impacting the organization's effectiveness and efficiency. Currently, there are a number of efforts that are attempting to institutionalize the use of technology in the delivery of specific services. Two examples of these activities include the Nonprofit America project, a partnership at the federal level that will utilize technology to deliver public policy information, and ComNet, a server on the University of Michigan campus designated for low cost utilization by human service nonprofit organizations. Unfortunately, these examples, as well as others, are limited in their abilities to deliver much needed services to nonprofit organizations. There is a need to develop a more comprehensive technology-based model for delivering training, information and networking opportunities to nonprofit organizations. The Michigan Nonprofit Association (MNA) is proposing a partnership with Michigan State University (MSU) to develop four demonstration models of technology-based service delivery to nonprofit organizations. Using Volunteer Centers of Michigan (VCM), the association representing Michigan's 27 volunteer centers , MNA proposes the development and observation of four distinct models that will serve as a guide for the future development of nonprofit technology delivery systems in Michigan. Proposed Demonstration Model MNA is proposing a working partnership with Michigan State University (MSU) to develop four types of technology-based delivery systems that will be piloted and tested in Michigan's Volunteer Centers. Because of their common purpose and activity, the Volunteer Centers will provide a comparable set of outcomes that will serve as a measure of the effectiveness of each of the four delivery systems. Additionally, the Volunteer Centers operate in communities that represent Michigan's diversity and culture. Volunteer Centers are located in our state's most rural and most populated areas. The divergence of budget and staff size of the 27 Volunteer Centers portrays Michigan's nonprofit sector. The four delivery systems proposed range from a basic on-line service subscription to an University supported server connecting four to six Volunteer Centers. (See the attached diagram) The variety of the types and amount of services offered through the four delivery models will permit MNA and MSU to document, over the course of one year, the most cost effective and efficient means of utilizing technology to build the capacity of community-based nonprofit organizations. The documentation will lead to a strategic plan to develop the technological capabilities of key community-based nonprofit organizations; resulting in increased services, partnerships and innovative community problem solving. The attached diagram illustrates the four proposed delivery models. The "Buick" System is based on the existing Intermediate School District (ISD) model operating at MSU. Working with MSU faculty and staff the system will provide four to six Volunteer Centers �with a nearly full service model of technology-based training, networking, conference capabilities, Web page design, Internet access, and hardware and software support. The Extension Supported System will be supported in four to six communities by the MSU Cooperative Extension staff. The sites for this delivery system will be selected based on the current technological expertise in the Cooperative Extension offices. The Higher Education Partnership System will attempt to develop collaborative partnerships with four to six colleges and universities. The support provided by the institutions will vary based on their commitment to the development of the demonstration model. However, a minimum commitment of staff assistance and technology access will be determined in the project's planning stage. America Online (AOL) subscriptions will be provided in the fourth and final delivery system. The Volunteer Centers participating will receive only a basic personal computer system and limited training on the AOL system. MNA's needs from MSU MNA, working cooperatively with MSU, will pursue funding and will provide administrative support for the project. We are requesting the assistance of MSU in the project planning and proposal development process. Specifically, MNA is requesting that MSU provide a full-time technology intern for a minimum of four months. Additionally, we are requesting office space and equipment for the intern. The intern will survey the Volunteer Centers to determine their current technological capabilities. This survey will include but not be limited to: an assessment of each Volunteer Center's hardware and software needs; an appraisal of Volunteer Center staff training needs; analysis of the needed training and services that will be provided through each delivery system; and evaluating the ability of Cooperative Extension offices and potential college and university partners to provide technical support. Upon the completion of the survey, the intern will be responsible for developing an equipment and software budget for the project, and will assist in the writing of funding proposals. Welcome and Call to Order: The meeting was called to order by Chairperson R. Cole at 9:50 a.m. 2. Review of Minutes [Tab 1]: The minutes of the November 1, 1995, meeting were approved as printed and distributed. 3. Chair's Report: R. Cole announced that Donna Clarke would present the membership committee report in the absence of Committee Chair Mary Kramer. Also, Michael Tate would provide the public policy committee report on behalf of Committee Chair Dottie Johnson. R. Cole announced that fellow trustee N. Charles Anderson is a candidate for the Detroit School Board of Education. 4. President's Report [Tab 2J: D. Egner reviewed MNA's 1995-96 program year. He commented on the success on the MNA and Michigan Campus Compact merger. Also noted were MNA's efforts to continue to build collaborative relationships with the Michigan Community Service Commission, Council of Michigan Foundations, Points of Light Foundation, and the nonprofit management service organizations throughout the state. D. Egner announced that May 17, 1996, would be Donna Clarke's last day as Vice President and COO of MNA. She is leaving MNA to practice law with the �firm of Howard and Howard. Mary Grill will assume the Vice President and COO position. 5. Nominating Committee Report [Tab 3]: Sr. Monica Kostielney outlined the nomination and membership election process for the six At-Large Trustee positions. Candidates for the positions included: Benjamin Baldus, Harry Bonner, John Lore, Russell Mawby, Mounir Sharobeem, and Nheena Weyer Ittner. MNA Trustees confirmed the appointment of the six candidates as At-Large Trustees as selected by the MNA membership. Appointments by the Board Chair to fill vacant board positions included: Helen Philpott to the class of 1997, and James Barrett and Michael Bassis to the class of 1998. She also introduced David Price, the new association trustee for Michigan Association for Rehabilitation Organizations. Sr. Monica Kostieleny thanked her committee for all their hard work in completing this process. She expressed gratitude to out going board members Charles Eisendrath and Ronald Means. 6. Proposed Bylaws Changes [Tab 4]: R. Cole led a discussion to update the bylaws to include the organizational name change of Michigan Nonprofit Forum to Michigan Nonprofit Association (MNA); Executive Director to President and CEO, and to eliminate the Campaign for Volunteerism as a standing board committee. A motion to approve the changes passed unanimously. 7. Finance Committee Report [Tab 5&6]: J. King reported on MNA's financial status. MNA's March 31, 1996, financial statement was reviewed and approved unanimously. In addition, MNA's 1996-97 budget was presented. The proposed budget was approved unanimously. 8. Volunteer Centers of Michigan Report [Tab 7]: A. Cantrell reported on the successful Points of Light Foundation Capacity Building Institute hosted on March 10 and 11, 1996, by VCM. He also reported that Carolyn Harvey has been elected as president of the Volunteer Centers of Michigan. S. Singh reported on efforts to create a Web page for Volunteer Centers. In addition, VCM recently reviewed and selected a volunteer management computer software package called "SAM." S. Singh recognized Jennifer Fauss, the Points of Light Foundation's Youth Engaged in Service Ambassador. MNA was approved as a host site for the YES Ambassador program in January of this year. She is working with VCM and MCC on youth related issues. A calendar highlighting Volunteer Center activities for National Volunteer Week, held April 21-27, was reviewed. S. Singh also outlined VCM and MNA's efforts to develop a statewide plan with POLF on their ConnectAmerica project. A motion to accept the report passed unanimously. 9. Michigan Campus Compact Report [Tab 6]: A. Stone reported on the success of the MCC Faculty Institute held in March and the Student Recognition Ceremony hosted in April. L. McGettigan reviewed her report on MCC projects and activities included in trustee's board materials. She updated the board on MCC's Summer Student �Leadership Conference. L. McGettigan thanked everyone for their support during her first year as director. A motion to accept the report passed unanimously. 10. George W. Romney Fund for Volunteerism Report: M. Grill reported on activities to kick off the Romney Fund Campaign. She distributed a brochure that outlines the Campaign goal to secure $1.5 million to strengthen volunteerism throughout the state. The Campaign will be officially launched at the Grantmakers/Grantseekers conference on May 17, 1996. Gifts from the W.K. Kellogg Foundation and the Points of Light Foundation are expected to be announced at the event. 11. Program and Services Update [Tab 9]: D. Egner announced that he has been working with representatives from MetLife on the development of MNA's retirement program. Program details are still being reviewed and discussed. They hope to move the plan forward by late summer. M. Grill reported on the success of the MNA Regional Member meetings. Three meetings were hosted and well attended. She thanked R. Cole and Blue Cross Blue Shield for their valuable assistance in hosting a meeting on March 27; John Lore for hosting a meeting on April 24 at St. Johns Hospital in Detroit; and Judy Rapanos for hosting a meeting on April 30 in Midland. 12. Membership Committee Report: D. Clarke updated the Board on MNA's success with the nonprofit classified service. She also reported that Amanda Osborne, director of member services is working to bring more member discount services on line. 13. Public Policy Report [Tab 10]: M. Tate reported on activities of the MNA Public Policy Committee. He presented and reviewed a set of guidelines and principles drafted by the committee regarding policy items supported by MNA. A motion to approve the public policy guidelines passed unanimously. 14. Community Renewal. Governor's Service Awards, and Grantmakers/Grantseekers Report: D. Clarke provided a preview of the Community Renewal Conference cosposored by MNA, CMF, and the Michigan Community Service Commission, along with the second annual MNA and CMF legislative reception and the Governor's Service awards. She also reviewed conference arrangements and board member assignments for Grantmakers/Grantseekers VIII. 15. Overview of ComJDittee Member Resoonsibilitig A Osborne highlighted the committee member responsibilities listed in the Guide for Planning Committee Members. 4. lleyiew GGVIU Evaluatioa• A brid overview of the OOVIU evaluation results were presented by A. Osborne. She noted that the evaluations serve as an excellent guide for future planning. The evaluation forms showed that the keynote speaker and content of breakout sessions are important for a sucx:essfu1 conference and good attendance. This is espcc:ially important since attendanoe was down last year. S. Discuu Selection ~ Jeeyaote Speaker --- J. Rapanos led the discussion about keynote speaker selection. The list of past keynote speakers was summarized by S. Kan. It was noted that Betty Beene, president of United Way of America, and Stephen Covey, author, were currently being pursued as keynote speakers. Committee discussion included the importaoce of having two keynote speakers representing a national and state focus. It was also noted that foundations and corporate sponsors could be helpful in absorbing speaker fees. The committee expressed the ideas that the keynote speaker should have name recognition, be motivational and have a message that is applicable for attendees. S. Other recommendations included having a keynote speaker during lunch, increasing the time allotted for exhibitors, having a gathering place for panicipants to share information and structuring the networking reception differently. This will strengthen bonds with member organizations beyond the executive director level and provide technical assistance. MNA is currently in the process of establishing an 800-number. MNA should review its member benefits and services to determine specifically what benefits members find valuable. MNA sent surveys to all members in October requesting more detailed information on what MNA services they use. The results from this survey, and the telephone survey completed by FERA, will be utilized to find what benefits members deem valuable. MNA needs to have more contact with the staff of the member organization. Often, when an organization does not renew, it is because the person that originally signed up for membership has left the organization. MNA has started to contact all organizations at the mid-point of their membership to touch base with the members and verify name and address information. Members will also be called one month prior to their renewal date and within one week after they renew. Michigan's New Partnerships VISTA project is administered by the Michigan Nonprofit Association in partnership with the Council of Michigan Foundations and the Michigan Community Service Commission. PROGRAM FOCUS : In six areas of the state, VISTAs will support the New Partnerships concept for community problem solving, through communication, citizen action and collaboration among private, nonprofit, and government sectors. VISTA efforts will strengthen inter-sector partnerships and support citizendriven community solutions particularly related to school success and to youth development during non-school hours. LOCATIONS: Three AmeriCorps*VISTA volunteers will work in each ofthe six areas (centered, but not limited to that town): Jackson, Muskegon, Detroit, Roscommon, Saginaw, and Marquette. FOCUS GOALS : • To assist in collaborative community strategic planning for service and volunteerism. • To assist local collaboratives in developing their own program capacity and alternative funding sources. • To develop community "asset maps," link new partners, and recruit volunteers to meet identified needs. • To facilitate the development of service learning and other community service opportunities, especially in the fonn of"one-stop shopping" models for comprehensive community-based program services. VCM/AmeriCorps is administered by the staff of the Volunteer Centers of Michigan and is funded by the Corporation for National Service and the Michigan Community Service Commission. PROGRAM FOCUS: VCM/AmeriCorps is designed to meet the needs of Michigan's young people, systems that effect them, and the communities in which they live. The primary focus ofVCM/AmeriCorps will be the development and support of initiatives designed to increase young people's participation in strengthening their community. VCM/AmeriCorps will "get things done" by engaging youth during the after school hours in the achievement of structured goals which are tailored to meet the individual needs of each community. The program consists of 15 full-time and 30 part-time AmeriCorps volunteers which will be placed in any selected Volunteer Center throughout the state of Michigan. Volunteer Centers will be selected through an RFP process which gages the center' s need and capacity for fulfilling the program' s requirements and objectives. I'CII/ I ppl �ConnectMichigan™ Overview This October, the Points of Light Foundation in Washington, DC will be launching a national effort to improve communities throughout our nation by encouraging millions of Americans to participate in volunteer service. The program title, ConnectAmerica™, was taken from remarks by former Michigan governor, George Romney. Romney often talked about "reconnecting our communities through service" and connecting individuals of diverse backgrounds to work together to solve community problems. Under the leadership ofthe Michigan Nonprofit Association and the Michigan Community Service Commission, Michigan has started the planning process to initiate a similar concept of connecting citizens in the great state of Michigan. Using the New Partners initiative as a starting point, ConnectMichigan™ will attempt to bring together the leadership of the three major sectors of society, the public, private, and nonprofit sectors, at the state level and in communities. ConnectMichigan' s™ mission statement is: "To increase connection among individuals, organizations, and communities in Michigan through community service that works to solve critical social problems." In order to accomplish this connection at the local level, we propose creating a state steering committee of 12-15 leaders throughout Michigan. The attached diagram illustrates the subsector focus that we propose for ConnectMichigan' s™ leadership. In each of the sub sector listings we have suggested an organization that would represent the interests of that group in the steering committee. Once the leadership ofConnectMichigan™ is in place, we propose hosting two to three steering committee meetings in the next 12 months. The first meeting will be conducted in late 1996 and will focus on developing the 1997 plan for ConnectMichigan™. It is our hope that in this meeting we can agree upon the ConnectMichigan™ mission statement, gamer the public support of each of the steering committee members for the ConnectMichigan™ effort, and identify in each subsector of the ConnectMichigan™ structure two to three communities or programs that will serve as potential models of connecting citizens in communities throughout the state. The Officers of the MNA shall be identical to the Officers of the Board of Trustees. The Officers shall SERVE TERMS OF TWO YEARS AND WILL be elected annually BI-ANNUALLY by a two-thirds affirmative vote of the Trustees present at a duly called and constituted meeting. An Executive Committee has been established; a Program Advisory Committee and Fund Development Committee are in the process of being formed . These committees are designed to enhance the work of MCC and to involve the member institutions in MCC activities. A rough draft of MCC bylaws has been developed and is being circulated to the MCC Executive Committee with the intention of having the bylaws approved at the next Council of Presidents meeting on May 14. The Council of Presidents meeting on May 14 is being hosted by The Kresge Foundation and being held at the Detroit Renaissance Club. Venture Grants The MCC Venture Grant Cycle 14 opened on February 17, 1997, and closes on April7, 1997. Approximately $11 ,000 is available for Venture Grants this cycle. Financial awards will range up to $2,500. Faculty, staff, and students from MCC member institutions are eligible to apply. The selection committee will meet during the week of April 21-25 to make decisions on recommendations for funding . Final approval will be made by the Council of Presidents at their semi-annual meeting on May 14. Annual Student Recognition Ceremony The 1997 Student Recognition Ceremony will be held on Saturday, April12 at 6:00p.m. at the Kellogg Center in East Lansing. Nomination forms were sent to all MCC community service coordinators, presidents, faculty representatives, and SCAN members. Applications and a cover letter were sent to nominated individuals. A selection committee comprised of staff and students reviewed the applications and award recipients were named. Five "Outstanding Community Impact Award" recipients and seventeen "Commitment to Service Award" recipients will be honored at the awards ceremony. Applicants that did not receive either of these awards were sent the "Heart and Soul Award" certificate and letter in the mail. Presidents' Leadership CoUoquium The Presidents' Leadership Colloquium (PLC), sponsored by the national Campus Compact was held on February 22-23, 1997 at the Grand Hyatt Hotel in Washington, DC immediately preceding the ACE (American Council on Education) Annual Meeting. This year' s theme was "Colleges and Universities As Citizens: Connecting Higher Education and Communities." The PLC assembled Campus Compact presidents from around the country to share strategies for enhancing their institutions' commitment to civic engagement and citizenship via a renewed commitment to community service. The speakers were Jeremy Rifkin, John Kretzman, and Ed Zlotkowski. The Thomas Ehrlich Award recipient was Richard Kraft from Colorado State University. The panel of past Howard Swearer recipients included Monisha Kumar (one of three �on the panel), a University ofMI graduate, and one oflast year' s MCC Outstanding Community Impact Award recipients. Poster Contest MCC and the Michigan Community Service Commission co-sponsored a poster contest to promote community service and service learning in higher education in Michigan. Each MCC community service coordinator received information about the contest and were asked to publicize the contest on their campuses. The judging for the poster contest occurred on February 27. The quality of submissions was incredible. The winning poster entry will be unveiled at the Governor' s Community Service Awards program on May 8, 1997. Service Leadership Camp 1997 Service Leadership Conference, "Each One, Reach One," will be held Friday, September 12 through Sunday, September 14, 1997 at the YMCA Storer Camp in Jackson, MI. The Leadership Camp is designed to provide an opportunity for campuses to develop their community service plans for the upcoming school year and develop their leadership teams. COOL Conference The Campus Outreach Opportunity League (COOL) held their national conference on Friday, March 13 - Sunday, March 16, 1997 at Cleveland State University in Cleveland, OH. Students from across the state attended this conference. Each community service coordinator received conference registration information from COOL. MCC did not sponsor a bus this year due to the fact that Cleveland is such a short drive for everyone. SCAN did a great job presenting a session at the conference on creating state-wide student networks. MCC Summer Break Dave Waterhouse (U of M) proposed a new Summer Break initiative that will be sponsored by MCC. This program will address the need that some students/staff have to get together and network during the summer. Since the MCC Service Leadership Camp will be held in September this year, the Summer Break concept will allow anyone interested to do a state-wide service project sometime during the summer months. Faculty Institute on Service Learning The Faculty Institute on Service Learning will occur in the fall of 1997 and will be hosted by the University of Michigan. The tentative focus of the conference will be on research and assessment. The purpose of the Institute is to bring faculty and staff together to learn about service learning that occurs in an academic setting. The Faculty/Staff Service Learning Award recipients will also be recognized in conjunction with the conference. Community Service Coordinator Meeting The last two meeting ofthe year will be from 10:00 a.m. to 2:00p.m. on Monday, April7, 1997 at the Kellogg Center in East Lansing and Friday, June 13, 1997 at Andrews University. �Curriculum Development Committee A working group of the Curriculum Development Committee will meet on Friday, April 11 , 1997 for a one day retreat to work on creating a service learning curriculum that will be shared with other faculty in the state to be used as a training and development tool. On January 22nd, Consumers Energy Company sponsored an MNA regional member meeting in Jackson Dennis Marvin, Executive Director of Consumers Energy Foundation and Carolyn Bloodworth, Secretary/Treasurer of Consumers Energy Foundation, served as hosts of the event. The meeting kicked off with a board development seminar which focused on how the board's role as the organization's most effective advocates can be nurtured and organized. A reception followed the seminar which provided members and potential MNA members an opportunity to network with each other. The seminar attracted over 60 participants and generated 2 new memberships. Additional regional meetings will be planned throughout Michigan as a method of outreach to current members and a recruitment tool for potential members. Welcome and Call to Order: The meeting was called to order by Chairperson R. Cole at 1:15 p.m. 2. Review of Minutes [Tab 1] : The minutes of the May 16, 1996 meeting were approved as printed and distributed . 3. Chair' s Report: R. Cole announced David Egner' s resignation as president and CEO of MNA. He thanked Dave for his years of service and leadership on behalf of MNA and congratulated him on his new position as president of the Hudson-Webber Foundation . A motion to appoint Mary Grill as interim president during the search for MNA' s next president and CEO with an appropriate compensation adjustment passed unanimously. R. Cole suggested the board consider establishing a process to build a statue of George W. Romney on the capital lawn to memorialize his lifelong career of service , especially the years following his term as governor. E. Blews suggested contacting the Friends of the Capitol to pursue the idea and other alternatives. R. Cole concluded his report by informing the board of his new position as Executive Vice President/COO with PPOM . He assured the board he still serves as an executive with Blue Cross Blue Shield of Michigan , a not-for-profit corporation. �4. President 's Report [Tab 2}: D. Egner reviewed MNA's current projects . He highlighted MNA's efforts to expand nonprofit technical assistance in the sector. Proposals for this initiative have been submitted to the Aspen Institute and Ameritech . He commented on the MNA retirement program. Final documents with MetLife should be signed by the end of November, 1996; the program will be up and running by January 1, 1997. D. Egner announced that Michigan State University granted MNA $15 ,000 for a joint University and MNA technology demonstration project. This project will study the delivery of information to nonprofits. Volunteer Centers will be used as models to test four different methods of delivery. R. Cole invited trustees to express their gratitude to D. Egner for his service to MNA at this point in the meeting. 5. Audit Committee Report: Gerard Keidel reviewed the MNA audit report and management letter prepared by David Ambrose , CPA. A motion to accept the audit report passed unanimously . 6. Finance Committee Report [Tab 3] : R. Ivory reported on MNA' s financial status. A motion to approve MNA's 1996-97 amended budget, due to the addition of the AmeriCorps and VISTA programs, passed unanimously. R. Ivory reported that the finance committee was working to develop spending policies for the MNA endowment funds. The board reviewed MNA's first quarter finances for fiscal year 1996-97. A motion to approve the finance report passed unanimously . 7. Search Committee Report: R. Ivory reported on the activities of the search committee in selecting MNA' s next president and CEO. The committee plans to conduct a national search and name a president by mid-January, 1997 . D. Seaman , search committee chair, has arranged for a management recruiter from Michigan Health and Hospital Association to screen resumes and present the top 10-12 candidates to the search committee for interviews. The committee plans to meet and review resumes on January 8, 1997 and conduct interviews on January 13, 1997. A motion to accept the report passed unanimously. 8. Fund Development Report: D. Egner reported that to date MNA has raised 1.13 million dollars for the George W . Romney Fund for Volunteerism. He thanked campaign division chairs for their assistance. D. Egner introduced new staff member Winnie Hendrickson , member services and fund development assistant. She is presently researching venture grant funding opportunities for Michigan Campus Compact. 9. Volunteer Centers of Michigan Report [Tab 5]: S. Singh introduced new staff member Jenni Holsman, manager for the Volunteer Centers of Michigan. S. Singh reported on the New Partnerships for Michigan- VISTA program. The program is in cooperation with Michigan Community Service Commission (MCSC) and the Council of Michigan 2 �Foundations (CMF). Six VISTA sites have been established throughout Michigan: Jackson , Saginaw , Marquette , Muskegon , Detroit, and Roscommon. S. Singh announced that Russell Mawby and Michelle Engler have agreed to serve as ni co-chairs of ConnectMichigan , Michigan 's response to the Points of Light Foundation 's ConnectAmerica plan . Plans for the Volunteerism SuperConference are underway for March 10 and 11 , 1997 at the Amway Grand Plaza Hotel in Grand Rapids. The conference is the first of its kind to bring all groups together throughout the state that utilize volunteers. The conference planning committee is in the process of securing a keynote speaker. C. Harvey thanked M. Grill for her efforts in assisting volunteer centers in raising matching funds for the George W. Romney Fund for Volunteerism . She also reported on a recent grant from the Corporation for National Service and the Michigan Community Service Commission to place AmeriCorps volunteers in Volunteer Centers to actively engage youth in solving community problems. Robin Lynn Schultheiss has been brought on staff to manage this project. C. Harvey updated the board on VCM ' s endeavor with Olivet College to grant responsibility scholarships to high school seniors. Olivet has designed a two-phase scholarship/award program to be administered in cooperation with volunteer centers. Each center has $30 ,000 to utilize in recognizing outstanding community service efforts of high school seniors. These awards can be redeemed for cash towards tuition expenses at Olivet. A motion to accept this report passed unanimously . 10. Michigan Campus Compact Report [Tab 6] : L. McGettigan reported that the MCC executive committee meeting will be November 27 , 1997 at Grand Valley State University with herself, D . Egner and Presidents Lubbers, Stone , and Jacobson in attendance. The meeting is an opportunity for the committee to review MCC structure and operating issues. The next MCC Operating Council Meeting is December 4, 1997. She also reported that MCC issued $10 ,000 in venture grants to member institutions in September, 1997. A motion to accept the report passed unanimously. 11. Membership Committee Report [Tab 7]: M. Kramer revie~ed findings from a recent membership survey conducted by FERA in conjunction with the MNA evaluation. The survey of renewing and non-renewing members revealed that most members are small organizations with budgets under $100 ,000; members join because they were asked by MNA's President and CEO; and members find the MNA network and information beneficial. In an effort to improve membership retention and recruit new members , M. Kramer recommended that MNA research the feasibility of installing an 800#; implement a day-long, board-driven membership phone drive ; and create more staff contact with members. 3 �A. Osborne reported on new member discounts: Hertz Rental Car; Airborne Express; and PennyWise office products. She also announced the continuation and success of the Classified Connections with Crains Nonprofit News . MNA is in the process of developing a membership directory. She thanked R. Cole and PPOM for generously supporting the production of this document. A. Osborne is also in the process of designing a brochure that highlights MNA, VCM and MCC . A motion to accept the report passed unanimously 12. Program and Services Update [Tab 8]: J. Rapanos reported on plans for the ninth annual Grantmakers/Grantseekers Seminar May 9, 1997 at the Lansing Center. Brochures are expected to be sent out in March . The committee is pursuing Stephen Covey as the keynote speaker. 13. Public Policy Report [Tab 9]: D. Johnson reported on the October 15 , 1996 public policy committee meeting. She reported on the committee ' s discussion pertaining to efforts throughout the country to revoke nonprofits ' tax exempt status, particularly property tax . The public policy committee advised MNA to prepare information that can be used in response to this issue. D. Egner reviewed the status of pending legislation MNA has been following . A motion to accept this report passed unanimously. 14. Other: On behalf of the MNA Board of Trustees, R. Cole presented an engraved desk clock, leather desk set, and pen and pencil set to D. Egner in appreciation for his service to MNA. 15. The Grantmakers Grantseekers Seminar is cosponsored with the Council of Michigan Foundations and features two keynote speakers: Paula Bethea. Chair. Board of Governors, United Way of America and Bill Shore, Founder and Executive Director. Share Our Strength Paula Bethea will share her vision on the future of philanthropy and define the methods of collaboration between grantmakers and grantseekers essential to achieve that vision. She will also discuss how United Way agencies and other nonprofit organizations can form partnerships to encourage and preserve community service. Mr. Shore, in partnership with American Express, devised the Charge Against Hunger Campaign in 1993 It has since become one of the largest corporate commitments ever made to fight hunger in America. He stresses that there are opportunities for nonprofit organizations to not only redistribute wealth, but to actually create new wealth - what he calls community wealth Registration brochures will be sent April 2nd and MNA members will receive a discounted registration price. The Fourth Annual Governor's Community Service Awards - May 8, 1997 - at the Lansing Center in Lansing: These awards are sponsored by the Michigan Community- Service Commission (MCSC), Michigan Nonprofit Association (MNA) and the Council of Michigan Foundations (CMF) The awards seek to recognize the countless Michigan citizens involved in community service and to honor those who demonstrate exemplary commitment and service to others. A registration form for this dinner will be in the Grantmakers/Grantseekers registration brochure. At these awards. The Russell G. Mawby Award, sponsored by CMF and MNA, will be presented This award was established in 1995 upon the retirement of Dr. Mawby from the Chairmanship and Chief Executive Officer position of the W K Kellogg Foundation The award honors the work and philosophy of Dr Mawby in encouraging private action for the public good. MNA and CMF members nominated people for the award in February Last year's winner of The Russell G Mawby Award was Elizabeth Upjohn Mason MNA Retirement Program is extremely close to implementation MetLife. the program provider, is completing the endorsement and marketing agreements. We anticipate that the program will be operational by the end of May 1997 and organizations will be able to sign on to the program at that time Unfortunately, the W.K. Kellogg Foundation has made the decision to keep their retirement program inhouse and will not be a part of the MNA retirement program. The Michigan Society' of Association Executives is considering becoming a part of the MNA program. We should learn of their intentions in April. The Technology Project is a joint venture with Michigan State University' and MNA. The goal of this planning project is to: • • • Explore the advancement of MNA's technology. Submitted by: Mary C Grill Michigan Nonprofit Association 29 Kellogg Center East Lansing, MI 48824 517/353-5038 �Need Devolution, shift in public attitude toward nonprofit organizations, and the changing relationship between public, private, and nonprofit sectors are altering the availability and quality of services in communities throughout Michigan We know little about the effects of these changes on nonprofit organizations and their ability to provide needed services that increase the vitality of communities Furthermore, at a time when these three sectors should be working in partnership in solve pressing social issues, there are few if any, efforts to educate Michigan's legislature and nonprofit organizations on their changing activities and responsibilities. At the end of six years, there will be a complete turnover of Michigan's senators and representatives due to the implementation of term limits. The majority of the new legislators will have limited knowledge regarding nonprofit organizations and the policy issues that affect them. Coupled with this tenet is the growing trend for nonprofit organizations to assume greater responsibility for community regeneration. There is a need for a proactive approach to educating new legislators on the changing issues facing today's nonprofits. Furthermore, potential legislators from municipal and county governments will fill the everchanging seats in Michigan's House of Representatives and Senate. It is critically important to develop a means for early education of prospective legislators and those traditionally uninvolved in nonprofit issues. At universities throughout the state, research is being conducted on issues that should affect the behavior of nonprofit organizations, the legislature, and citizens in general as they strive to improve Michigan's communities. Unfortunately, a great deal of this research is not in a format that can be easily understood and much of this research is shelved rather than disseminated The result is a lack of informed decision-making on the part of program providers, legislators, and citizens as contributors, volunteers, and voters. There is a vital need for an "institute" to serve as a translator for existing research being conducted at Michigan universities and to share information with government, citizens, private sector, and nonprofit organizations. By working with leaders from the three major sectors and a Research Council, the institute would also attempt to stimulate additional research by academic institutions in Michigan. Ultimately, the institute will: • • • improve the decision-making ability of Michigan legislators; strengthen programs and services provided by nonprofit organizations, and enhance the voting decisions made by citizens by providing unbiased research and translation of issues important to the vitality of Michigan communities. Furthermore, by convening leadership from the three major sectors, university researchers and faculty, and citizens in general, the institute would serve as a catalyst for needed partnerships and activities that will improve Michigan communities. �Structure of the Institute Fortunately, the extensive research activities currently conducted at Michigan universities, will enable the institute to operate with limited staff and resources For this reason, and in an effort to bring together the diverse stakeholders of Michigan communities to better understand the issues facing Michigan communities, the institute's long-term structure would be a virtual corporation. During the development of the institute, the following management and advisory councils will be established: • • • Virtual CEO - The Virtual CEO is a leadership pool of key stakeholders from the public, private, and nonprofit sectors. Research Council - The Research Council is a group of university academic officers and researchers. Review Committee - The Review Committee is a coalition of citizens, legislators, practitioners, and media representatives. The Virtual CEO would be composed of a number of organizations that provide leadership to Michigan's nonprofit sector, state government, and the private sector. This group would generate research and translation concepts to the institute's director. When research projects are conducted, the appropriate representatives from the Virtual CEO leadership pool will provide leadership to the direction and intent of the research. Specifically, the leaders acting as a Virtual CEO on individual projects will identify the target audiences that the research should be disseminated to, provide crucial outcome directions to research, and assist in securing any resources needed to assure that the research is completed in an unbiased manner The Research Council will work in conjunction with the Virtual CEO on individual projects. The Council will review the requests for research and translation that is presented by the Virtual CEO. This council will coordinate with the universities in Michigan to develop a strategy that can best complete the identified research. Additionally, the Research Council will work with the virtual CEO to secure needed resources, sample groups, and dissemination methods for the completed research The Review Committee will be composed of citizens, legislators, practitioners, and media representatives. The Review Committee's purpose is to assure that research results are easily understood by the target audiences for each research project. The committee will also consult with the Virtual CEO and Research Council on appropriate dissemination methods for individual research activities. �Developing The Institute Collaborative relationships must be formed and nurtured with the higher education community, government agencies, nonprofit organizations, and other key stakeholders in order to assess the project feasibility and begin developing procedures that will support an ongoing institute We are proposing that the institute be established in two phases. Developmental Phase The Developmental Phase, the basis for this proposal, will begin June 1, 1997, and end December 31, 1998. The following goals and objectives have been established for the Development Phase: • • • • • • Build relationships with key stakeholders in higher education, government agencies, and nonprofit organizations and explore the feasibility of an institute. Conduct an environmental scan to assess existing Michigan research and the dissemination mechanisms in existence. Develop a strategy to "fill in the holes" that are identified in the environmental scan. Create a five-year business plan outlining the implementation of an ongoing institute. Work with nonprofit leaders, state agencies, and citizen groups to establish a Virtual CEO leadership pool, Research Council, and Review Committee. Establish criteria and begin the search for the institute's first director. A consultant will manage the institute's development during its first 18 months. Please see Attachment A for the requirements of a qualified candidate. Implementation Phase The Implementation Phase will: • • • • • • • • Convene the Virtual CEO leadership pool, Research Council, and Review Committee. Name the institute's first director. Coordinate research efforts that complement national research currently being conducted. Work with existing legislative education program. Educate freshman legislators on nonprofit issues. Monitor statewide and national nonprofit policy issues and report findings to key stakeholders. Educate organizations who are not traditional partners of the nonprofit sector (i.e. Michigan Association of Counties, Michigan Municipal League, and Chambers of Commerce). Publish information gathered and monitored by the Research Council. �Long Term Issues Additonal issues to be addressed by the Virtual CEO leadership pool will include, but are not limited to: • • Ongoing relationship of the institute to the host organization. Sustainability of the institute beyond the initial five year business plan. Project Evaluation MNA is currently using Formative Evaluation Research Associates (FERA) to evaluate a number of projects that have been funded by the W.K. Kellogg Foundation. Since FERA is familiar with MNA's operation and staff, we propose that they provide assistance in the development of an evaluation plan for the the institute's grant. A recent study conducted by DeMarche Associates for the Council on Foundations illustrated the impact of different spending policies over time on the assets of a foundation. The study compared the performance of three hypothetical foundations with different pay-out percentages (5%, 6%, 7%) covering the period from 1950-1994. Each foundation starts with a million dollars and has the identical portfolio that is typical of foundations . The findings showed that by the end of 1994, the charitable pay-out of the 5o/o foundation will be 27.4% more that the 6% foundation and 67 .2% more than the 7o/o foundation. Howard serves on the Board of Directors for the Michigan Association ofHospital Development and the American Diabetes Association. Dorothy Silk: A distinguished community volunteer in the Greater Lansing area, Dorothy has dedicated her life to volunteering and serving her community. Currently, she serves as Chairperson ofMichigan Capital Medical Center' s Fitness for Life program, member ofthe Dean' s Community Council at Michigan State University' s College of Arts and Letters, and serves with the Friends of the Kresge Art Museum. She will join the MNA Board as an association trustee for the Michigan Jewish Conference. Ira Strumwasser: Executive Director/CEO of the Blue Cross Blue Shield of Michigan Foundation, Ira has a Ph.D. in community psychology from the University of Michigan. He is the 1995 recipient of the Wilmer Shields Rich Awards for Excellence in Communications- Gold Award, Public Information Campaign.
