First, I have included a copy of the latest draft of the bylaws document. The changes reflect our latest conversations with all the Alliance partners. I am also enclosing a copy of the memo I have sent to Sandra Cotter at Dykema Gossett, PLLC requesting assistance in developing the next generation of agreement documents. Second, Joel Orosz facilitated a meeting with Bill Richardson, CEO of the W.K. Kellogg Foundation. Mrs. Engler, Sam Singh and I were all in attendance along with Anne Petersen, Senior Vice President for the Foundation. This was a really good conversation. Dr. Richardson said that he would be willing to help us in our effort to form the Alliance. His help would include helping to secure funds from the private sector. He advised us to: 1. Build a campaign strategy that fully utilizes and supports the fundraising volunteers. 2. Craft a case statement that explains how much of the work of the Alliance organizations has been geared around building a foundation for volunteerism in Michigan. Over time, we have been able to build on that foundation with a number of initiatives and now it is time to put the final piece in place. Gave an eloquent explanation that included an analogy of a lighthouse. What we have been doing is putting the base and the tower together. Now it is time to assemble the torch and lamp that will project our work around volunteerism well into the future. 3. Develop a leadership team for the fundraising effort (he agreed to serve on this team) that includes coalitions of foundations, businesses, individuals and organizations that support service and volunteerism. Needless to say, the Fisher / Cummings family was mentioned as a critical player. 4. State your case in terms of synergy, efficiencies and legacies so that individuals and organizations understand that the Alliance can be a powerful force for social change and community problem solving. Romney Building on the second floor. �The Alliance An Overview to Date Prepared for the MCSC by MCSC and MNA staff Draft (As of March 20, 2000) Background: In the past decade, Michigan has seen the development of a number of statewide infrastructure organizations focusing on the promotion of volunteerism and community service. The Michigan Campus Compact (MCC) was developed in 1989 to recognize the service contribution institutions of higher education were making to their communities. A few months later, a small group of community based volunteer centers began the Volunteer Centers of Michigan (VCM). A year later, the Michigan Nonprofit Association (MNA) (known then as the Michigan Nonprofit Forum) was developed to enhance the understanding of the nonprofit sector including the advancement of philanthropy and volunteerism. Finally in 1991, newly elected Governor John Engler created by Executive Order the Michigan Community Service Commission (MCSC) to administer public funds to coordinate and promote service and volunteerism. Over the years, all four organizations have worked collaboratively with one another. In the mid1990's, both VCM and MCC entered into partnerships with the MNA. These partnerships have strengthened all three organizations and have resulted in immense administrative savings. In addition to the administrative savings, the programs and activities of all three organizations have been enhanced by this unique partnership. Under new leadership, the MNA (and its affiliates) and the MCSC have made a concerted effort for a new intentional and effective partnership. As the field of service and volunteerism continues to change and be challenged by "outside influences," serious conversations between MNA and MCSC have occurred regarding the need for a sustainable support system for existing and developing volunteer initiatives. Three primary motivators - the need to provide well-rounded support services to the volunteerism field; the desire not to duplicate services and programs; and the potential changes in federal programs that support volunteerism - lead to a reasonable conclusion that we can be much more effective as a unified front than as two separate entities. However, it is also acknowledged that some activities/functions MUST remain separate - again, for the greater good of the field. What seems to make the most sense is the development of a third entity that would support and develop common functions of MNA and MCSC, while maintaining its neutrality and program-focus. This conceptual organization, unofficially dubbed "The Alliance" for purposes of conversation, has received a great deal of support from sector leaders and partner organizations, and the official stages of planning have begun. Purpose: The purpose of "The Alliance" is to centralize state-level, volunteer programming efforts in a manner that ensures long-term sustainability. Initially, "The Alliance" would administer programming and technical assistance currently administered by MNA, VCM, MCC, and MCSC. "The Alliance" would continue to partner with additional organizations as deemed appropriate. An endowment fund would be created to support "The Alliance" which would secure its existence in perpetuity. 1 �Funding: The current vision is to secure $20 million in endowment funds, from two funding streams: • State: It is proposed that the State of Michigan support and fund an endowment not to exceed $10 million to continue its commitment to volunteerism in our state. This endowment would be managed by a private foundation (new or existing) and would generate approximately $500,000 annually that would be allocated directly to "The Alliance" for administrative and program funding. • Private: An additional $10 million would be sought in match funds to the State endowment, which would be placed into the same private endowment. This additional $500,000 income would be expected to enhance "The Alliance" budget in Year two of its existence, bringing the annual budget of $ 1 million. Activity to Date • June 1999—"Serious" conversations between MNA and MCSC leadership begin. • July/August 1999—Seek general concept support form the Governor, Ms. Engler, MNA Chairperson, VCM Chairperson and MCSC Executive Committee. September 1999—Proposal is brought to MCSC, MNA Board, VCM Advisory Committee, and MCC Executive Committee for feedback. • October/November 1999—Administrative and program structure is finalized, fund development plan outlined. • November 1999—Acquire legal feedback on the process. • December 1999—Plan is presented for preliminary approval to MCSC, MNA, VCM and MCC. • January 2000—MNA chair and President meet with Governor Engler and MCSC staff to discuss the State's role in the creation of the Alliance. • January 2000—MNA Executive Committee meets and empowers staff to start researching the options for the endowment and fund development plans. January 2000—A committee of board members from MCC, VCM, MNA and MCSC is formed to start negotiations. • February 2000—Committee meets and charges staff to present a common mission and goal statements for the Alliance. • March 2000—Committee meets for second time and endorses the mission statement and goals and charges staff to develop a timeline, staff structure, bylaws and board development for their April meeting. It is an organization that is near and dear to my heart and soul. Thank you also for your concerns about our Board meetings. I am pleased to report to you that we have scheduled the two required meetings for March and October in 2003. Apparently, Julie, September and December dates have been difficult for many of our Trustees. The meetings in 2003 are schedule for March 27 and October 16. That should help attendance next year. Julie, I know it seems at this point in our campaign like a formidable task to reach our goal. However, I do want to encourage you to maintain that wonderful optimistic spirit you exhibit in all of your volunteer work. I can tell you we will reach our goal. I have spoken to Ed Blews and Sam Singh about the possibility of the Michigan Nonprofit Association contributing approximately $1,300,000 from two volunteer endowments to the ConnectMichigan Alliance Endowment Campaign. While this cannot be made public, both Ed and Sam are preparing a request to be presented to the MNA Board. In fact, Sam and Ed will be meeting with the Executive Committee this week and hope to take this request to the entire MNA Board at their December 17 meeting. If this contribution is approved, and knowing that we will receive some level of support from DaimlerChrysler, our potential for success is high. The video is being crafted to explain to donors and the public exactly the purpose behind the ConnectMichigan Alliance. The questions are all geared around the theme of Michigan's history of volunteerism and why the state investment is important. The questions are in bold and the answers I have given are off the top of my head and need more work, but I wanted to get you something. Kyle Please explain why Michigan has such a rich history in terms of volunteerism. Volunteers and the charitable actions they take on the part of others helps to weave the civil fabric of our society. It (volunteerism) acts to bind us in a commonality unique to American society. In Michigan we see volunteerism as a way of connecting with others in ways we can't through our jobs, our schools or the media. Governor Romney believed that civic engagement and individual responsibility were the cornerstones of our democracy. His belief that people helping people was the most enduring form of community problem solving rings true today. - young people serving in their communties - the croping up of volunteer centers across the state - national attention to volunteering through programs like AmeriCorps, the Peace Corps, Big Brothers/Big Sisters and many other programs. No where are these intitiaves more prevelant than in Michigan where we have a strong association of volunteer centers; a nationally reknown state commission on volunteerism; an impressive number of colleges and universities devoted to instilling an ethic of service in their students, faculty and staff; and one of the nation's best associations of nonprofits and grant makers. Michigan truly is the Volunteer State. Why do you believe that the coming together of these organizaitons will benefit every community in Michigan? In its simplest form, the ConnectMichigan Alliance is about bringing these tremendous forces together to support our state's volunteers. Volunteerism isn't free and it doesn't just happen as some would lead others to believe. Volunteers need support, coordination, technical assistance and resources to effectively impact the lives of others in meaningful ways. The ConnectMichigan Alliance, the ConnectMichigan Alliance Campaign and the endowment that will be formed will ensure that we can recruit, place, support, recognize and engage our volunteers now and in the future. How do you think that this coming together is going to imact the growth of volunteerism in Michigan? As stated earlier—volunteerism isn't free. And if volunteering was easy, more people would be doing it and half of the world's problems would be solved. But it isn't easy and it does take resources to support the work of our state's volunteers. But is about more than just growth. We are seeing a gradual decline in the volunteers in our communities. Hospitals, schools, human societies and other nonprofits are continously hampered by a lack of volunteers. We need to build in the next generations, a sense of duty-a desire to give back through service. The ConnectMichigan Alliance will help do this by providing support to our current volunteers and recruit new volunteers among our young people. And it should be noted that just the process of building the ConnectMichigan Alliance is a demonstration of the kind of innovative thinking we are able to highlight in Michigan. The ConnectMichigan Alliance will be supported by an endowment that was formed through a public private partnership. It is this ingenuity and creative problem solving that typifies how Michigan can get things done. Why did the Governor feel it is important to sign the Bill into law and set up this challenge grant? The ConnectMichigan Alliance respresents something and the Governor and Mrs. Engler and the late Governor George Romney had talked about years ago. What if we could bring together the powerful force of human kindness, harness it and channel it toward the solution of our society's most vexing challenges? How would it happen? What would be needed? Over the past decade the answers to those questions have been answered-one at a time, bit by bit. What support would be needed at the local level? Places where people could go to learn about a volunteer need and where organizations could recruit volunteers. What keeps the support for volunteers strong? Strong nonprofit organizations that have a strong network of support and a voice that is heard at the local, state and national levels. What helps to foster more volunteers? Developing practices in schools, colleges and universities that demostrate and illustrate why, as part of living in a civil society, every young person needs to serve their community. How do you raise the profile of volunteerism and institutionalize its principles? Form high level policy making bodies and organizations that get the attention of policy makers, business leaders and the citizenery at large and speaks to how volunteering can make a difference. When you look at all of these-the Michigan Nonprofit Association, Volunteer Centers of Michgian, Michigan Campus Compact and the Michigan Community Service Commission— you can see these questions answered. Michigan Fundraising Strategy Notes: In addition to reaffirming what is commonly known about Grand Rapids (specifically, that its philanthropic interests are regional in nature), PS explained the unique stewardship that occurs within Grand Rapids specifically and that even within that community, only those who reside in Grand Rapids are considered true members of the community. Most notable examples of this are Bob & Judy Hooker who now reside (a good portion of the time) outside of Michigan. Any message must be tailored to keeping the good things going in Grand Rapids and demonstrating how CMA will provide a continuous level of support into the future. The investments need to show that the money donated is working in Grand Rapids for Grand Rapids. Transition in leadership at the state level was discussed as a possible justification for developing the CMA. PS interests are primarily focused on helping the Englers since Mrs. Engler asked him. While receptive, Peter Secchia clearly did not understand what the CMA would do for Grand Rapids and was not receptive to the concept until we were able to target a specific example of how one of the partners in the CMA was impacting a component of the community (discussed the Creston Neighborhood AmeriCorps program that MCSC currently funds). More examples like this will have to be crafted before seeking funding in this community. The State of Michigan has offered a $10 million in the form of a challenge grant (until Nov. of 2002) toward which $2 million has been secured. The Campaign has a three-pronged strategy: Foundations—statewide the CMA is seeking $4.5-6.5 million Corporations—statewide the CMA is seeking $2.5-4 million Individuals—statewide the CMA is seeking $1.5-3 million We need to develop a strategy for the Big Three Automakers to kick off the Corporate Strategy and Daimler Chrysler is our first approach, although we do have an appointment with Rod G. from General Motors and will be targeting Ford soon. The Big Three are each being approached for a contribution of $1 million each as the lead gifts for the corporate sector to the campaign. The key will be that all of the Big Three give to the campaign. General Motors Foundation Through funding from both the GM Foundation and corporate contributions, GM supports philanthropic causes through its business sectors in the form of cash contributions ($47.4 million), in-kind donations ($15.2 million) and participation in charity events ($6.2 million). Roderick D. Gillum, serves as chairman of the GM Foundation and GM vice president for corporate relations and diversity. Ms. Dingell serves on the board of the foundation. We are seeking a leadership gift in the form of $1 million. A brief summary of GM Foundation's giving and board membership is attached. The Foundation Strategy has been formed which seeks six million and we have secured $2 million (W.K. Kellogg and C.S. Mott Foundations) toward that goal with two of three leader organizations secured. Only Kresge is remaining and will be approached at the $1 million level. �The Individuals Strategy is developing and will include prominent Southeastern Michigan residents. EVENT SCENARIO Mrs. Engler will introduce the participants and the general concept for the ConnectMichigan Alliance (i.e. that several statewide organizations are forming an endowment for volunteerism to provide support and coordination in perpetuity). After the general concept is introduced, Mrs. Engler will ask Mr. Caldwell and Mr. Monaghan to explain the scope and progress of the campaign and then Ms. Cummings Mr. Pruitt and Ms. Williams will explain how this campaign helps connect corporate philanthropy with community support through this endowment (i.e. this will provide support to the places where employees give their time talent and resources) and how Detroit will be a major focus of the resources and policy of the ConnectMichigan Alliance Board (important to emphasize that Virgil Carr is joining the board and that he and United Way Community Services are supportive of the CMA). Mrs. Engler will then ask Mr. Gillum's and Ms. Dingell's advice on approaching the General Motors Foundation for a $1,000,000 gift AND strategies for approaching Ford and Daimler Chrysler. Mr. Caldwell will leave behind the ConnectMichigan Campaign brochure and have other materials ready just in case. In preparation for any questions, an impact brief is attached that quickly explains potential impact once the fund goal is reached. �CM A Irrpaa on Michigan Summary The ConnectMichigan Alliance Campaign ensures the strength and stability of support for Michigan's volunteers. Through a $20 million endowment, the combined forces of the Michigan Campus Compact (MCC), Michigan Community Service Commission (MCSC), Michigan Nonprofit Association (MNA) and the Volunteer Centers of Michigan (VCM) permanently sustains and expands the "volunteer infrastructure" for which Michigan is known and heralded. All of the partners of this initiative have developed innovative approaches to working effectively on a statewide level with varied constituencies and serve as national models of best practices. Once the campaign is completed, the ConnectMichigan Alliance (CMA) begins to achieve its goal of providing avenues for every Michigan citizen to serve their community through volunteer service and civic action. This goal is met by: • • • • Providing access to a strong and healthy Volunteer Center for every Michigan resident; Having every Michigan college and university encourage citizen service & learning among its students, faculty and staff; Building strong nonprofits to meet our communities' most pressing social, charitable, economic, cultural, educational, faith-based, and civic needs; and Maximizing state and federal government resources to empower communities to address their local challenges. In creating CMA, the four founding partners, MCC, MCSC, MNA and VCM, have created a synergistic application of their services that results in a seamless delivery of support services and programs to volunteer and service-learning initiatives throughout the state. While MNA and MCSC will remain separate entities, they will share a central location with CMA, which will reduce administrative expenses and duplication of services. This arrangement, which is modeled after successful reorganization strategies in the private-for-profit sector, enhances technological capacity and customer service models of the partners. CMA is a statewide initiative. The state of Michigan provided a $10 million challenge grant ($1: $1) toward this initiative. The G S. Mott Foundation and the W. K. Kellogg Foundation each responded to the challenge with lead gifts of $1 million. The remaining $8 million will be developed over the next twelve months through multiple-year pledges and one-time gifts. �What will be the impact? Challenge: Currently, many Michigan citizens are unable to access a volunteer center— places where our individuals and organizations work to match volunteer opportunities with the right individual. Only 54 Michigan counties are currently served by a Volunteer Center. CMA Goal: Increase Access to Volunteer/Civic Engagement Initiatives through Volunteer Centers for All Michigan Citizens Method: Bolster the forces of the Volunteer Centers of Michigan through increased membership, outreach services and site development activities in a substantially different way than could be supported by a dues only supported organization. Impact: All of Michigan's 83 counties will be served by a local Volunteer Center and thereby providing universal access for every Michigan citizen to serve. Challenge: Volunteer Centers have limited access to fund advancement professionals. Goal: Increase Long-term Financial Capacity of Local Volunteer Centers Method: Provide training and technical assistance to Volunteer Centers and their boards in the areas of nonprofit best practices, fundraising, and board development. Impact: Local Volunteer Centers will become financially viable nonprofit organizations through the provision of technical assistance in the development of annual fund advancement plans, and enhanced efforts to build local endowments. Challenge: Accessibility to volunteer opportunities and support is limited by the strength and depth of leadership in a community. Often leadership involves the same pool of volunteers and leaders who either move on or "burn out," leaving the organization without strong and long term support. Goal: Increase Access to Professional Development Opportunities for Staff and Boards of Volunteer-based Nonprofits to Deepen the Leadership in a Community. Method: Support a regional network of training and technical assistance providers than can deliver high quality services at a reasonable cost to local volunteer-based organizations. Impact: Local organization will have a more skilled and dedicated volunteer base because of increased access to regional professional development workshops and seminars �Challenge: Nonprofits and volunteer-based organizations have been unable to stay ahead of emerging trends due to their inaccessibility to technical assistance and financial resources. Goal: Improve the Quality of Life in Every Michigan Comrnunity with Improved Nonprofits— the Engines of Civic Engagement in Local Communities Method: Provide grants, conferences and meeting opportunities to local nonprofits to strategically develop long-term solutions to community problems using service and volunteerism as strategies. Impact: Local organizations -will have access to resources necessary to convene local partners in the development of market-specific programming that encourages youth volunteerism, family volunteerism, rural business volunteer councils, and urban corporate volunteer councils. Challenge: Citizenship, giving, civic engagement and an the ethic of giving back are not the indoctrinating principles our society's institutions and communities instill as they once did. New ways need to be found to instill these values. Goal: Increase the Capacity for Personal and Educational Success of Children and Adolescents Method: Highlight service-learning as a viable and valuable teaching methodology with students, teachers and parents through school partnerships, after-school programs, teacher in-services. Impact: Local Volunteer Centers will develop service-learning and civic engagement programming promoting participation of children in grades K-12. Challenge: Only thirty-five of the state's post-secondary educational institutions have demonstrated their commitment to promoting more civically engaged students, faculty and administrators by committing to the Michigan Campus Compact. Goal: Increase the Capacity for Success and Community Involvement of Young Adults Entering the Workforce. Method: Recruit more higher education chief executives to join the Campus Compact and provide increased services and resources to faculty and students. Impact: Michigan Campus Compact (MCC) will increase service learning and civic engagement programming to reach sixty-five post-secondary educational institutions. Challenge: A number of events, programs and activities are conducted around the state to promote volunteerism, but they are scattered and not universally supported in every Michigan community. Goal: Improve the Quality of Life in Communities Throughout Michigan while Demonstrating and Promoting the Power of Volunteerism. �Method: Develop a state calendar of national service days which are highlighted, promoted and coordinated throughout the ConnectMichigan Alliance. Impact: State level and local organizations will have increased capacity to engage all of Michigan's local communities in civic engagement programming that includes, but is not limited to, America's Promise, Make A Difference Day, National Volunteer Week, and Youth Service Day. Challenge: The tools and terms used to describe the effective means of volunteer community problem solving are not understood and therefore insufficiently supported. Goal: Increase Visibility of the Positive Impacts of Service-Learning, Civic Engagement and Volunteerism Method: Devote human and financial resources toward improving promotional materials, media and access to media markets for ConnectMichigan Alliance and the field of nonprofits and volunteer-based organizations.
