Dear John:
Thank you for your interest in our AmeriCorps programming in Southeastern Michigan. We at
the Michigan Community Service Commission (MCSC) are particularly proud of the $1,885,000
investment we have made in the City Year Detroit (CYD) program over the past three years.
The MCSC has taken its commitment to CYD very seriously. In fact, the MCSC was the only
state service commission in the nation to fund a City Year program out of its formula allotment
for AmeriCorps programming from the Corporation for National and Community Service.
Formula funding is a capped amount of federal funding and is a precious resource for state
commissions. However, we felt that it was important to demonstrate our commitment to
Southeastern Michigan and to CYD.
MCSC's investment in CYD to date is second only to the unprecedented commitment of the
Kresge Foundation, which has provided challenge grant funds to build an endowment for CYD.
This will make CYD the only endowed City Year program in the nation.
I hope that this brief description provides you with some sense of our investment in CYD and
commitment to further strengthening the nonprofit sector in Detroit. Please contact me if you

2:30 p.m. In preparation for our meeting, I am sending you a descriptive
brochure articulating the goals of ConnectMichigan Alliance and the Endowment

As we near the end of your contracted service to the ConnectMichigan Alliance
Campaign, I want to express thanks and appreciation to you and your staff on
behalf of the ConnectMichigan Alliance Board, the Campaign Leadership
Committee, and the four founding partners of the ConnectMichigan Alliance.
You are leaving us well-postured to successfully reach our $20 million goal..
John, Kyle, Tim and I recently met to discuss the transition to a staff-directed
campaign on October 1, 2001. We are confident in our abilities to move forward

I.
PURPOSE
Mrs. Engler spoke to the Governor about making a thank you call to William White, President and CEO
of the C.S. Mott Foundation for his willingness to commit a $1 million pledge to the ConnectMichigan
Alliance Campaign (CMA)-a $20 million endowment campaign to strengthen service and volunteerism in
Michigan.
II.
BACKGROUND
Mrs. Engler made the request in her role as Co-chair of the ConnectMichigan Alliance (CMA) Campaign.
She asked that I contact you to ensure that the call is placed on the Governor's schedule.
The Governor's involvement started with the $10 million challenge grant he made to the campaign as part
of last year's budget supplemental. I, along with Mrs. Engler and others met with the Governor last year
about this initiative and he has been thoroughly briefed on the CMA (formerly known as the Alliance). A
copy of the case statement, organizational chart and brief description of the Alliance is attached.
Robert Collier initially approached Mr. White from the Council of Michigan Foundations on behalf of the
campaign, and he asked Mr. White to commit $1 million. He agreed and Rob, after gaining the approval
of Mrs. Engler, said that either Mrs. Engler or the Governor would follow up with a call after a written
proposal had been submitted. The proposal was submitted and has been received by the Foundation.
Mrs. Engler said that it would be better for the Governor to make the call to give the conversation and
consideration of the proposal higher status given that $1 million is a leadership gift to the campaign.
The call should be made this week (11/27- 12/1) or the beginning of next week (12/4-12/5) as the C.S.
Mott Foundation Board of Trustees will meet on December 6, 2000 to consider and hopefully fund the
proposal. A call from the Governor would transmit to the Board, just how committed the State of
Michigan is to this endeavor and give the proposal more significance.

EVENT SCENARIO
The Governor might want to inform Mr. White that he (the Governor) understands that there was a $ 1
million grant proposal submitted to his office and that it had been assigned to his executive assistant,
Kevin F. Walker on November 7, 2000 and that the Governor would greatly appreciate the C.S. Mott
Foundation's participation in the campaign.
This $1 million contribution would be matched by SI million in state funding as part of a S10 million
challenge grant. The funds ($10 million from the private sector and $10 million from the state) will be
housed in an endowment at the Capital Region Community Foundation and will support the programs and
activities of the state's premiere volunteer support programs including: Volunteer Centers of Michigan,
Michigan Campus Compact, America's Promise: The Alliance for Youth, Make A Difference Day and
the Volunteer Recognition Clearinghouse.
It is vital to the campaign that the largest foundations in the State of Michigan commit lead gifts of at
least $ 1 million.
As an update to the Governor on the Campaign, the W.K. Kellogg Foundation has committed $1 million
to the campaign and its CEO, Wm. Richardson has agreed to co-chair the campaign along with Mrs.
Engler and Mrs. Julie Fisher Cummings.
Dr. Russell G. Mawby (in his capacity as Chair of the MCSC) called Mr. White Wednesday, November
29, 2000 to give him a "heads up" that the Governor would be calling.

CormectMichigan Alliance (CMA) is requesting a grant from the Charles Stewart
Mott Foundation and the W.K. Kellogg Foundation of $500,000.00 for the next
two fiscal years, to insure that the fundraising and programming capacity of the
Alliance and those served by CMA is secured for the future. The specific amount
requested from the Charles Stewart Mott Foundation is $125,000.00 in the year
2002 and $125,000.00 in the year 2003 . An equal amount has been awarded by
the W .K. Kellogg Foundation.
As a result of the declining economy and the terrorist action of September 11,
2001, the operational income expected from monies raised for CMA has fallen
short of original projections. From the thirty major contributors who have
supported CMA to date, in the amount of$5,507,660.00, only two have paid the
pledge in total. The rest of the contributors have made pledges for multiple years,
with the average being five years. Moreover, notwithstanding the fact that the
State of Michigan has been extremely generous in matching pledges as well as
cash, the economy has been such that the interest earned on the approximately
$7.5 million, in the permanent endowment, has been much less than budgeted for
the operations and for the staffing of the program coordinator (who was to be
hired in September of2001), which has been pushed back to July of2002.
Because of this shortfall we will be required to seek permission to take funds from
our permanent endowment corpus by April of this year, if we do not receive this
support from the Charles Stewart Mott Foundation.

CMA was created to ensure strong, stable and coordinated support for Michigan' s
volunteers. Through a $20 million endowment, CMA is uniting the combined
forces of its founding partners to permanently sustain and expand the "volunteer
infrastructure" for which Michigan is known and heralded. All of the partners of
this initiative have developed innovative approaches to working effectively on a
statewide level with varied constituencies in ways that serve as national models.
Once the campaign is complete, CMA will have the capacity to fully advance
upon achieving its goal of providing avenues for every Michigan citizen to serve
their community through volunteer service and civic action. This goal will be met
in local communities throughout Michigan by:

Providing increased access to training and technical assistance
necessary to build the capacity of local nonprofits to meet their
communities' most pressing social, charitable, economic, cultural,
educational, faith-based, and civic needs;
Providing access to a strong and healthy Volunteer Center for
every resident;
Increasing grant opportunities for Volunteer Centers to engage
more citizens in volunteerism and service;
Increasing grant opportunities for service-learning programs to
engage more young people in service;
Maximizing state and federal government resources to empower
local communities to address their local challenges; and
Increasing the understanding and use of service-learning in the
work of community-based nonprofits, K -12 schoo Is and higher
education institutions.
CMA programs and services address four areas of need, which were identified
through a two-year planning process that engaged more than seventy executives
representing local nonprofit organizations. Those areas include Youth
Volunteerism, Community Volunteerisrn, Higher Education, and Training and
Technical Assistance.
More than seventy local nonprofit leaders from communities throughout
Michigan participated in a two-year planning process. Their charge was to create
a vision for their local communities by drawing upon their common experiences

in the development of a statewide strategic plan that would have significant
impact and relevance at the local level. In their deliberations, planners considered
the following facts :
Overall Significance of Michigan's Volunteers
• Almost 90 percent of all charitable organizations, participating in Public
Sector Consultants' (PSC) 1997 survey, rely on volunteers. Charitable
organizations indicated they averaged 180 volunteers and nearly 9,500
volunteer hours, which translates to 4.6 full-time workers per organization.
PSC estimates that more than 1 million volunteers contribute nearly 60
million hours to Michigan nonprofit organizations, an equivalent of more
than 28,000 full-time employees and nearly $760 million in donated labor.
• According to Michigan Giving & Volunteering, a 1999 statewide report
published jointly by the Council of Michigan Foundations and the Michigan
Nonprofit Association, 46.7 percent ofMichigan adults volunteered during
the past twelve months - the majority indicating they are volunteering more
hours annually than in the past.
• Michigan Giving & Volunteering also revealed that 81.3 percent of those
who did not volunteer in 1999 indicated they had not been asked to do so over half said they had been volunteers in the past.
Changing Dynamics and Capacity Challenges in Supporting
Volunteerism and Service-Learning
• As a requirement for graduation, many school districts and institutions of
higher education are mandating students complete a set number of hours of
volunteer service annually. While the intent is to civically engage young
people in a meaningful experience, the need for formal training available to
nonprofit organizations, to the schools and to youth far exceeds its
availability.
• The percentage of students engaged in service-learning through institutions
of higher education has annually increased at a double-digit pace over the
past several years. Over 17 million hours of service were contributed by
undergraduates nation wide. As this trend continues, institutions of higher
education will require expanded support services such as those provided by
CMA to ensure the quality of service-learning programs.
• Michigan corporations are experiencing a growing need to engage in local
initiatives to improve the quality of life in the communities in which they
are located. Increasingly, communities are looking to their corporate
citizens to provide human resources - board members and volunteers - in

support of community projects. Both corporations and nonprofit
organizations are experiencing challenges in terms of their organizational
capacities to effectively manage, maintain and support this community
resource.
• Family volunteerism is a growing trend as many families are looking for
opportunities to spend quality time together in service to their communities.
With the demand for quality family volunteer experiences increasing, local
nonprofit organizations need specialized training and technical assistance to
effectively serve this constituency.
The CMA endowment was created to provide resources for innovative
grantrnaking, program development, and operational costs. On an annual basis,
the endowment allows the organization to sustain current initiatives and focus on
the development of new programs. Though the endowment earnings will be
significant, it is anticipated that CMA will continue to fundraise on a limited
basis. New dollars that CMA will seek on a limited basis will support new
program development versus operational costs. CMA will rely on the endowment
earnings, program fees, corporate sponsorships and fees for service for revenue
generation. It is not anticipated that CMA will seek funding through membership
or annual campaigns.
Attached to this letter is a five year revenue and expense budget with a detailed
memorandum on the start up year and years 2002 through 2006.

5 YEAR BUDGET PROJECTION
The information below is an explanation of the budget projection for Fiscal Year Two "20022003" through Fiscal Year Five "2005-2006".
Revenue
General Contributions: No activity anticipated.
Interest and Dividends: Interest earned on the money market fund and endowment fund. In year
two (2), $714,787 was needed to balance the budget which is a shortfall of$324,663 . The budget
projection is favorable in years three through five.
Restricted Grants(new) : Various grant awards anticipated throughout each of the projected years
with a 3% increase from year to year.
Unrestricted Grants (existing): Remaining restricted grants for Michigan Campus Compact that
are transferred from the Temporarily Restricted Assets section of the Statement of Financial
Position as expenditures occur.
Program Fees: Fee revenue anticipated for several programs and events for the Michigan
Campus Compact and Volunteer Centers ofMichigan. The change from year to year is a 3%
increase for additional participation.
Membership Dues: Dues for membership to the Michigan Campus Compact and Volunteer
Centers of Michigan. The change from year to year is a 3% increase of additional recruitments.
Consulting: Consulting opportunities anticipated for The Volunteer Centers of Michigan
Director. The change from year to year is a 3% increase for additional opportunities.
Sponsorships: Sponsorship anticipated for the MCC programs and events. CMA anticipates
$20,000 in sponsors for the general budget in years four and five. The change from year to year
is a 3% increase in sponsors.
Publications: Bookstore sales anticipated at the MCC Institute on Service Learning and other
events. The change from year to year is a 3% increase for additional participation.
Miscellaneous Income: No activity anticipated.
�Expenses
Salaries: The start-up year ended with seven (7) FfE' s on staff. In July of the second year, a
full-time Special Events Coordinator is budgeted to start. Therefore, the second and third years
will be operated by eight (8) FfE's with a cost of living increase of3 % . In July of the fourth
year, a full-time Sp~cial Events Coordinator for the Detroit Area and an Administrative Assistant
is budgeted to start. This brings the total to ten (10) FfE's for the follrth and fifth years with a
cost of living increase of 3%.
Benefits: Benefits correspond with the salary costs associated with the full-time employees.
The benefits consist of health, dental, life, & disability insurance, retirement, and employer
liability costs. A 20% increase on health insurance costs was budgeted in the second year.
Health insurance was budgeted to increase 15% for the remaining years.
Liability Insurance: Directors & Officers liability insurance and general liability insurance with
a 3% increase from year to year.
Contract Services: Several contracted services are anticipated throughout each of the years.
Each year was budgeted with a 3% increase. These contracts consist of payroll, mail sorting,
legal, auditing, training and MNA accounting, fundraising, and technical services . The changes
from year to year are from the changes in MNA services. MNA is contacted to provide
accounting and fundraising services in the second year. The third year, MNA will provide
accounting and website services. In the fourth and fifth years, MNA will provide accounting,
website and administrative support services.
Office Supplies: Office supply costs anticipated with a 3% increase from year to year.
Additional costs anticipated the fourth year for the costs associated with the FfE in Detroit.
Copying: Copying costs anticipated with a 3% increase from year to year. Additional costs

Additional printing costs anticipated the fourth year for the costs associated with the FfE in
Detroit.
Subscriptions/Publications: Subscriptions and publications anticipated each year with a 3%
increase in costs.
Organization Dues: National Campus Comp·act and other miscellaneous dues anticipated with a
3% increase from year to year. The 3% increase is largely based on the Compact Compact
national fees associated with the Michigan Campus Compact membership recruitment.

anticipated with a 3% increase in costs each year.

Occupancy: Occupancy leasing contract costs for the business address at 1048 Pierpont Street,
Suite 3, in Lansing, Michigan.

Donors may deduct contributions to you only to the extent that their

Ruling 67-246, published in Cumulative Bulletln 1967-2, on page 104, gives
guidelines regarding when taxpayers may deduct payments for admission to, or
other participation in, f undraising activities for charity.
Contributions to you are deductible by donors beginning October 11,2000.
You are not required to file Form 990, Return of Organization Exempt From
Income Tax, if your gross recei~ts each year are normally $25,000 or less.
If
you receive a Form 990 package ln the mall, simply attach the label ~rovided,
check t he box in the heading to indicate that your annual gross recelpts are
normally $25,000 or less, and sign the return. Because you will be treated as

a public charity for return filing purposes during your entire advance ruling
period, you should file Form 990 for each year in ¥our advance ruling period
that you exceed the $25,000 filing threshold even Lf your sources of support

If a return is required, it must be filed by the 15th day of the fifth
month after the end of your annual accounting period. A penalty of $20 a day
is charged when a return is filed late, unless there is reasonable cause for
the delay. However, the maximum penalty charged cannot exceed $10,000 or
5 percent of your gross recei~ts for the year, whichever is less. For
organizations with gross rece1pts exceeding $1,000,000 in any year, the penalty
is $100 per day per return, unless there is reasonable cause for the delay.
The maximum penalty for an organization with gross receipts exceeding
$1,000,000 shall not exceed $50,000. This penalty may also be charged if a

You are not required to file federal income tax returns unless you are

DO WE NEED A FUND RAISING
CONSULTANT?
�Some organizations don't, most do for a major capital campaign.
Major institutions (hospitals, universities, etc.) make use of counsel during
campaigns even though they employ highly paid, experienced staff and usually can
attract experienced volunteer leadership. They know campaigns require a special effort
the special skills of outside counsel.
Campaigns managed by counsel usually raise more money than campaigns run
without counsel. For the most part, counsel-driven campaigns take less time, use leaders
more effectively and the total cost (expenses plus fees) is usually less than 10-15% of the
funds pledged. Experienced staff is helpful, but can they do their normal responsibilities
and conduct a major campaign? Experienced fund raising volunteers are important but no
substitute for the efforts of an experienced manager to make sure a solid campaign plan is
in place and executed. Besides, it is usually the campaign director motivating the
volunteers.
Types of Fund Raising Counsel
There are several types of fund raising consulting options available to non-profit
organizations.
Consulting Firms - These firms usually provide the most comprehensive
consulting services for major campaigns. Services range from having senior
executives do periodic consultations with organizations (a service usually
reserved for major institutional clients such as hospitals and universities) to fulltime resident counsel. Resident Counsel, usually a younger person who works
under the direct supervision of an executive, moves to your city and works
completely for your organization.
Most consulting firms charge on a flat fee basis based on the time and service
provided. Almost none work on a percentage basis. The more service required,
the higher the fee. In almost every circumstance, a resident director firm will cost
more than an executive consultant firm. There are relative strengths and
weaknesses to each. Be certain to interview EVERYONE in the firm who you'll
be working with- not just the executive making the sales pr.esentation.
Consulting Firms are not "Solicitation Firms". Consulting Firms work to teach,
train, motivate and orient organizations to succeed in fund raising. Like any
consulting arrangement, volunteer and staff leaders must be very involved and
active in the campaign to succeed.
Independent Consultants - There are numerous individuals who consult with
organizations - either full-time or an adjunct to their full-time job. Many are
quality individuals with excellent track records. Some are just in it to earn extra
money or are between jobs. The major difference between an Independent
Consultant and Consulting Firm is the number of people available to work on the
�campaign. Consulting Firms will almost always use a "team approach", thereby
increasing the quality and amount of advice and guidance available.
Almost always, Independent Consultants are less expensive than Consulting
Firms - mostly because they provide less time and resources than the Consulting
Firm, and their overhead is considerably lower.
There are many very good Independent Consultants, but the same criteria should
be used in retaining an Independent Consultant that is used in retaining a
Consulting Firm. In retaining an Independent Consultant, remember that this is
the person you will be working with throughout the campaign- there is no one
else. If it turns out that you lose confidence in this individual, chances are your
campaign will be delayed and possibly jeopardized.
Solicitation Firms- There are companies, usually telemarketing firms, that will
call or otherwise contact thousands of people to seek support. They usually charge
based on a percentage of the funds raised -often times taking much of the income.
Many consider this type of arrangement to be unethical.
Fees Based On A Percentage of Funds Raised -And How Much Will a Campaign Cost?
Most fund raising consulting firms charge on a flat fee basis, based on time and
service provided. Most will not accept assignment on contingency or percentage
basis. This is consistent with the industry's Code of Professional Ethics.
Most fund raising consulting firms do this for three specific reasons:
I.
Ethics. Virtually every major association or professional organization
associated with fund raising prohibits consulting firms from charging a
percentage of the funds raised. As a member of many of these groups,
most firms subscribe to these ethical prohibitions.
2.
Clients Best Interest. Organizations need to realize, especially small and
medium size groups with little experience, that there is simply no way a
charity can hire someone to "do" their fund raising. A major campaign
requires the cooperation of the Board of Directors, Senior Staff,
Community Volunteers and Professional Fund Raisers. When a consultant
charges on a percentage basis, often times volunteers are less motivated to
follow the advice of counsel. The focus of the campaign too easily
becomes "well, of course you want me to make that visit- you'll make
money" instead of a team work approach that will further the mission of
the group.
Additionally, a percentage fee will often lead a client to pay much, much
more than necessary in a successful campaign. Generally a small or
medium size campaign should have total fund raising costs between 10
�medium size campaign should have total fund raising costs between 10
and 15 percent of the goal. A successful campaign (one that raises more
than the goal) should have the effect of lowering the percentage spent on
the campaign- again increasing the motivation of volunteers to be
involved and committed to the campaign.
3.
Long Term. As fund raising counsel we should focus on the long-term
fund raising needs as well as the imme~iate goals of the campaign. When
paid as a percentage of "cash in the door," counsel will have a tendency to
focus on the short-term cash needs and not build the long-term programs
and cultivation vehicles necessary to ensure successful fund raising in the
future.
For a campaign with a goal of up to $1,000,000, the total costs would
probably range from 10 to 15% of the goal. It would generally take
between six months and one year to conduct this type of campaign.
For a $1,000,000 to $2,000,000 goal, the costs would be 7- 10%. It would
generally take between eight months and a year and a half to conduct this
.

size campaign.
Above a $2,000,000 goal, the costs might equal4- 8%. It would generally
take over 18 months to conduct this type of campaign.
Benefits of Fund Raising Counsel
Utilizing fund raising counsel has several specific benefits to non-profits.
Experience- consultants that have specialized knowledge in various areas of fund
raising including prospect research, direct mail, personal solicitation, board
enhancement and many others. This allows your organization to have at your
disposal all the resources necessary to conduct a successful fund-raising effort.
Cost Effectiveness - Because clients pay only for the service they need, the costs
associated with using experienced fund raising consultants are minimized. In the
end, use of counsel often allows for as much as a 10 to I return on investment.
Success -Many fund raising consulting firms have successful track records in
terms of capital campaigns. MNA's campaign will draw and build upon those
successes.
Selecting Capital Campaign Consultants
Experience in the nonprofit sector substantiates that no one consultant or
consulting firm is right for every project. Many consultants seem to hint that they can do
it all, but logic should dictate otherwise.
�Selection of the right counsel will be critical for a successful campaign. Selection
of the wrong counsel can doom a campaign from the beginning. For this reason, be
prepared to spend some time evaluating consultants. Don't short-circuit the process for
·
expediency.
Some steps you might consider in selecting a consultant or consulting firm
Step One:
Creating a Pool to Choose From
Select a list of five to seven consultants about whom you would
like additional information.
There are several places to find the names and addresses of
qualified consultants. The best is with associates who have worked
directly with a consulting firm. Check with board members, fellow·
development professionals and institutions in your community.
Be careful, though, to select an associate that faces a similar
situation to yours. Whoever the local University used to raise $200
million might not be best for an organization trying to raise $10
million. Talk to organizations that are in a similar situation to
yours.
Don't limit your search geographically either. If there are similar
organizations to yours throughout the country, call and talk to the
executives there to see who they might have used in their capital
campaign.
Use directories. National Society of Fund Raising Executives has
an excellent directory that lists consultants, their web pages and
contact information.
Advertisements. National publications such as Chronicle of
Philanthropy, Fund Raising Management, Non-Profit Times, and
Contributions Magazine all have ads of ethical capital campaign
consulting firms.
Step Two:
Preliminary Evaluation
First, don't send a Request for Proposal (RFP). Believe it or not, it
is almost impossible to write a RFP that will cover all of the
possibilities. Besides, if you aren't sure exactly what you want,
how can you write an RFP that will get you what you need?
�Instead, call the companies you have selected as your initial pool.
Ask to speak to the president of the company. If the president isn't
available, leave a detailed message about what you want, the size
of your campaign, when you would like to start and other pertinent
information. Then see how long it takes for the president to return
your call. Most consulting firms are small firms and getting to the
top executive isn't that difficult ... and, at least in the beginning,
the president is the person to whom you want to talk.
An interesting way of reducing the number of firms you are
considering is to see who returns your call. If you have left enough
detailed information, and your situation fits within the consulting
firms' business plan, you should hear back from the president very
quickly. If you don't hear back from a firm, they are either not
interested, too busy or not responsive. Either way, your
organization is probably better off not working with that firm.
Arrange a convenient time to talk in detail with the president, or
another executive of the company. Don't just ask for company
materials. The materials you will get will extol the virtues of the
company, but not really provide a lot of useful information. It
probably won't answer your specific questions. The president or
other executive of the company should welcome the opportunity to
discuss in detail your situation and how their firm can assist you.
And you should have some specific questions, including:
(Remember, we are talking about capital campaign consultants
now. Other types of consultants would naturally require other
questions).
I.)
Explain your situation including all pertinent information:
size of goal, annual giving, strength of board, commitment
of staff and board to the campaign, how you think your
community views your organizations and other background
information. Then ask a general questions like: how do you
think your company would start a campaign process for us?
Then listen for the answer. Most experienced executives
will provide you with a lot of detailed information over the
phone and should have at least a standard description of
how they would start a campaign process with you.
2.)
Ask about the firm's experience with similar situations. By
this, we don't mean that if you are a domestic violence
shelter, the firm has to have domestic violence experience.
Look deeper. Explain what you believe the difficulties will
�be in raising the funds and ask if the firm has any
experience with similar situations. Have they worked with
similar organizations?
3.)
Ask for a lot of details about previous campaigns
conducted by the company. If the president can't provide
specific information about previous campaigns, chances are
the president wasn't deeply involved in that particular
campaign. Keep this in mind when the president does the
sales presentation and promises to be "deeply involved" in
your campaign.
4.)
Has the firm worked in similar sized communities?
5.)
Has the firm worked with organizations with your fund
raising history and experience? If your organization has
only raised $10,000 through a special event, your campaign
will be much different than one for an organization that
raises millions each year. Look for similarities ... and
differences.
6.)
Has the firm worked with organizations with similar
staffing and board involvement?
7.)
It's ok to ask about failed campaigns, but don't expect a
firm to "spill its guts" about past failures (and every firm
has campaigns that don't make goal). Evaluate how the
executive responds to the question- and what work they
did outside the original contract to help a struggling
organization.
Take this opportunity to learn. Learn about the company,
learn about capital campaigns, and learn about how the
process works. These executives will almost always take as
much time as you want to answer your questions and share
their experiences. Most small and medium size companies
work on from five to twenty-five campaigns a year (the
bigger ones will work on hundreds). When a good sales
lead comes through the door (and a good lead is dependent
on the firm's goals including type of organization and
geographic location), most executives will be happy to
share a lot of information. If they don't consider your
organization "a good lead", then you should probably
search elsewhere for a consultant anyway.
�After you have received answers to all these questions, ask
the firm to provide you with written information about its
history, client list, and philosophy. All firms will have a
standard packet of information they will provide.
Do not ask for a written proposal ... yet. Just ask for
generic information, but specifically ask for a client list,
references, and history information.
Step Three:
Evaluate Materials
Once the initial information and materials arrive, evaluate them
carefully. Did they include the information you wanted? If not, you
can either call and ask again, or reject the firm from consideration.
You want a firm that is responsive to your requests. How long did
it take them to send the materials - how responsive are they to
your needs?
What do the materials look like? Are they printed or just copied? Is
it a store bought folder with a sticker on the front? Would you be
happy presenting these types of materials to potential major
donors? Remember, the firm you hire will be responsible for
creating your organization's image and materials. If they can't
create strong, quality marketing materials for their own company,
how are they going to create quality campaign materials? Did the
firm sacrifice quality to save money- will they do that with your
campaign?
Step Four:
Presentation
After evaluating the materials, eliminate any firms you aren't
comfortable can do the job for you. Don't be afraid to eliminate all
of them and start over. It is better to delay the process now then
hire the wrong consulting firm.
A small committee might be helpful in selecting the finalists. A
thorough discussion of each company by a committee will help in
developing the priorities of the organization. Don't over structure
the process however. There is probably no need for a "scoring
grid" or other "quantitative" process. A lot of hiring a consultant is
qualitative and instinct. Grids and the like may make committees
feel better, but it rarely leads to retaining better counsel.
Ask for a personal presentation and a proposal. While it is
perfectly acceptable to ask for the proposal prior to a presentation,
�organizations shouldn't use that proposal as a barrier to the
selection process. A presentation from the executives of the firm
can be a great way for a committee to learn firsthand about capital
campaigns ... and have their questions answered without paying a
fee.
While all proposals differ somewhat, they will all contain
essentially the same information. Generally speaking, committees
will fixate on price and costs as a way of eliminating firms. Under
the process outlined above, the organization has asked for proposal
only from firms it feels are capable of conducting the campaign
process- regardless of cost.
Let the firms you have selected -the ones your organization feels
is the best regardless of price - make a full presentation. View the
presentation as a learning experience- an opportunity for your
leaders to have questions answers and your specific situation
reviewed.
A VOID "dog and pony" shows. Having each firm scheduled for 45
minutes at the top of every hour for an evening is not a particularly
valuable way to gain information. Schedule one firm in an evening
and take some time to get to know the people who will be working
with you. Chances are the firm you select will be working with
your organization for months AND will play an important role in
your campaign. To determine whom to retain based on a written
proposal and 30 to 45 minutes of conversation is not effective.
Each presentation should take a minimum of an hour, and can
often take up to 90 minutes to two hours with questions. Take the
time to learn about the people in the company and whether you like
them and can work with them for the next six months to two years.
Remember, you are about to enter into a relationship with a firm
and pay them tens of thousands of dollars- perhaps over a hundred
thousand dollars. You wouldn't hire a CEO on a 45 minutes
interview, why would you hire a consulting firm in such a short
time?
Take into account personality. Your organization's leadership will
have to work with the people you select for months, and possibly
years, so you need to like the people. Get to know everyone who
will be working with you.
INSIST on interviewing and meeting every member of the team
with which you will be working. Many firms, especially larger
�ones, will have an executive make the sales presentation and then a
campaign director will actually do the work. Insist on meeting and
interviewing the campaign director, preferably outside the presence
of the executive. Make certain that the campaign director or person
you will work with on a day to day basis knows what he or she is
doing. This campaign director is the one that will have the greatest
affect on the success or failure of the campaign --make certain he
or she is up to the job.
Any firm that refuses to include the people actually working on the
project in the sales process should be rejected. REMEMBER- it is
the people that will make your campaign a success, not the firm.
Some companies also indicatl that if the organization doesn't like
a particular consultant, the firm will" replace them. Unfortunately,
replacing a consultant in the middle of the project delays the
timetable as the new consultant learns what has already taken place
- and there is no guarantee that you will like the new consultant
any more than the one you are replacing. Insist on meeting and
interviewing the firm member(s) you will be working withBEFORE you sign the contract.
Step Five:
Make the Selection
Assuming you are working with a committee, the committee
should schedule a final meeting to discuss all of the firms you have
interviewed. The selection process is really a subjective process
and the collective wisdom of the committee must be considered.
After the committee has reviewed and discussed all of the
companies, prioritize each company and THEN check the
references. Chances are the references provided will all check out.
After all, no company is going to purposefully list a reference they
know won't say wonderful things.
To really find out the performance of a firm, take a look at their
entire client list. It should be included in their packet of
information, and if not, then request it. After reviewing the list,
pick three of four, more or less at random, and ask the company for
detailed information and contact information. See what these
clients think about the firm.
Finally, evaluate the staff assigned to your campaign. Have the
firm provide contact information for three or four clients each staff
person had worked with in the past. Check out the individuals ...
�not just the company. Make sure to get references on the people
you will be working with, not just the company.

Thank you so much for your interest in the ConnectMichigan Alliance, Michigan's vision
for institutionalizing support for our state's volunteers. As we have discussed, the ConnectMichigan
Alliance is a new public/private partnership being viewed as a national model for its new way of
doing business in the nonprofit sector.
The ConnectMichigan Alliance (an incorporated 501 (c)(3) nonprofit organization) was
created with the belief that it is at the community level that problems are solved, but it is the state
level "infrastructure" that helps to develop and sustain local efforts. Rather than looking just to
government to solve community problems, the ConnectMichigan Alliance partners the private sector

As you know, Michigan has a long history and tradition of creating innovative community
solutions through public/private initiatives. Ours was one of the first states to create a state
commission on service and volunteerism—the Michigan Community Service Commission.
Michigan is the home to other nationally recognized firsts: forming a statewide nonprofit
association, a coalition of higher education institutions that view service as an important part of
campus life, and a trade association of volunteer centers—clearinghouses for volunteers and

every Michigan resident. Currently, 85% of Michigan's communities are
serviced by a volunteer center.
Encouraging citizen service & learning among the students, faculty and staff of
every Michigan college and university, thereby expanding beyond the current 35
member institutions.
Strengthening Michigan's nonprofits to meet our communities' most pressing
social, charitable, economic, cultural, educational, faith-based, and civic needs;
and
Maximizing state and federal resources to empower communities to address their
local challenges.
Background:
In October 2000, the partnering organizations of the Michigan Campus Compact,
Michigan Community Service Commission, Michigan Nonprofit Association &
Volunteer Centers of Michigan committed to ensuring the future of the state's volunteer
infrastructure by forming the ConnectMichigan Alliance. Led by former CEO of the
Sisters of St. Joseph Health Systems, Dr. John S. Lore, this innovative partnership
leverages additional financial and human resources; reduces duplication of efforts and
dependence on government; creates a seamless support structure for Michigan's
volunteers; and eliminates wasteful expenditures of vital resources. The
ConnectMichigan Alliance continues one of Michigan's most powerful legacies—service
and volunteerism.
Funding:
In June 2000, Governor Engler and the Michigan Legislature provided a challenge grant
for the ConnectMichigan Alliance Endowment. This grant provides up to $10 million
that must be matched dollar-for-dollar no later than November of 2002.

Pete Secchia has informed me that you may reconsider our original
proposal. John and I thought that a report on our progress towards leveraging the
state's $10 million match in creating a $20 million endowment fund might be
useful in your deliberations.
As of today, ConnectMichigan Alliance (CMA) has realized over $7
million of its $10 million goal. Last week we received a major boost to the
campaign as The Kresge Foundation pledged a $1 million challenge grant to raise
the remaining $3.4 million. We expect favorable responses regarding at least two
other major requests in the next sixty days. John met with General Motors last
week and we are hopeful.
There are four geographic regions to the CMA campaign. We have every
indication at this point that we will reach our campaign goals in Southeastern
Michigan, Midland and out-state communities. Your favorable disposition to
CMA's request would be very timely as several requests are currently under
consideration in West Michigan.
An updated version of CMA's original proposal is attached. Your support
will be part of a $20 million endowment supporting volunteerism and service
throughout the state. Because of the state commitment, your contribution will be
matched, dollar-for-dollar, by the State of Michigan. Your support will also help
to leverage the $1 million challenge grant from The Kresge Foundation.

Increasing the understanding and use of service-learning in the work of community-based nonprofits, K-12 schools and
higher education institutions.
Local Impact: CMA creates a more comprehensive and collaborative approach to community building, improving the ability
of West-Michigan nonprofit and public organizations and institutions to address local needs. As a partner in local initiatives,
CMA is not prescriptive in the application of its resources. Local nonprofits identify community needs and access and apply
CMA programs and services in a manner that best serves the West-Michigan area. In West Michigan, CMA will work closely
with the Heart of West Michigan Volunteer Center, Aquinas College, Davenport University, Calvin College, Grand Rapids
Community College, Grand Valley State University, local school districts such as Grand Rapids Public Schools, and the Grand
Rapids Community Foundation. These collaborative partnerships will ensure CMA programs and services enhance the capacity
of local nonprofit organizations that contribute significantly to improving the quality in West Michigan. The following

Nonprofit organizations will have more skilled and dedicated volunteers and board members because of increased access to
regional professional development workshops and seminars.
The Heart of West Michigan Volunteer Center will increase its organizational capacity to provide universal access for every
local citizen to serve.
Nonprofit organizations will have access to resources necessary to convene local partners in the development of marketspecific programming that encourages youth volunteerism, family volunteerism, rural business volunteer councils, and
urban corporate volunteer councils.
Thousands of local students will experience the benefits of volunteerism before graduating from high school and will have
increased learning through "hands-on" and meaningful learning opportunities that are tied to "real-life" experiences.
Michigan Campus Compact (MCC) will increase service-learning and civic engagement programming to reach all West
Michigan institutions of higher education. This programming will involve thousands of students in local volunteer
activities throughout the community.
Nonprofit organizations will have increased capacity for programming that may include, but is not limited to, America's
Promise, Make A Difference Day, National Volunteer Week, and National Youth Service Day.
Nonprofit organizations will have increased capacity to promote initiatives and recognize the impact of individuals and
groups that participate in service-learning, civic engagement and volunteerism in communities throughout West Michigan.

On behalf of the ConnectMichigan Alliance, I want to thank you and the
Richard and Helen DeVos Foundation for the generous gift of $25,000.
Your gift is eligible for a 100 percent match from a $10 million challenge
grant issued by the State of Michigan. This means it triggers the immediate
deposit of a matching gift equal to the entire amount of your gift into the
ConnectMichigan Alliance permanent endowment fund held at the Capital Region
Community Foundation.
Your support for the ConnectMichigan Alliance Campaign ensures the
strength and stability of Michigan's volunteers. Through a $20 million
endowment, the combined forces of the Michigan Campus Compact (MCC),
Michigan Community Service Commission (MCSC), Michigan Nonprofit

I have received your request on behalf of the Connect Michigan Campaign. We
at Rockford Construction, and Chris and I personally, are in the process of
completing all the commitments we have made to the various charities in need
here in West Michigan. At this time, we have not completed where we stand
financially. It is no secret that there is no shortage of places to put our funds and
we have made major commitments to Ferris State University, Aquinas College
Scholarship Fund, God's Kitchen, Henry Street Elementary School, Juvenile
Diabetes Foundation, as well as many others and do not want to make any
commitments we can not keep. We should have everything finalized around
April 15, 2002. At that point, we will have an opportunity to revisit this request.
In the meantime, thank you for all the support you and John give to the State of
Michigan. I look forward to chatting with you in the future.

Dear John:
It was good to meet with you on December 11, 2001 about the Connect Michigan
Alliance project. Congratulations on your new venture. I appreciated the opportunity to learn
more about the current status of Connect Michigan Alliance. I promised to get back to you as to
whether this project may fit within the Foundation's geographic and programmatic missions and
therefore be considered by the Foundation. You identified the Learning to Give component of the
Connect Michigan Alliance, in partnership with the Council of Michigan Foundations, as the
component most closely aligned with the programmatic and geographic missions of The Skillman
Foundation.
After an in-depth review the project as outlined in your Joint Venture Proposal, including
review by the program staff of the Foundation, I regret to say that the proposed project does not
fit within the Foundation's mission. Although the Learning to Give curriculum is an organized
way for young people to learn about philanthropy, the Foundation does not support curriculum
development or promotion of a specific curriculum. Our school reform initiatives under the
Learning Opportunities program area of interest are aimed at improving student achievement
through school-wide and district-wide systemic reforms. Chief among these initiatives are the
Comer Schools and Families Initiative with the Detroit Public Schools and the Schools for the
21st Century initiative. Further, the Foundation's geographic focus generally precludes grants to
organizations outside the tri-county area of Wayne, Oakland and Macomb counties, even for
programs that will be implemented in this area. In this case, the applicant organization is located
in Lansing. Finally, the Foundation also does not make grants for endowments and the request is
for an endowment.
The Skillman Foundation wishes you and the Connect Michigan Alliance project all
success in raising the necessary funds to meet the challenge grant. We regret that we are not able
to support all of the terrific projects that impact children and youth that are presented to the
Foundation, especially projects led by such highly effective staff and volunteers as the Connect
Michigan Alliance.

"Efficiency"
I enjoyed meeting you Tuesday and must say that you seem to have a "grasp" of the issues
facing "Connect Michigan." Thank you for the efforts that you are putting forth. This
project will be a success.
After I left the meeting, I did those tasks that we agreed that I would do, and now I look
forward to receiving my copies of the letters "from Michelle."
I am copying her on this memo because I want her to hear what I said to you in the
meeting. I.e.: "Michelle is a sweetheart and will probably try to soften any "hit" letter that
you want to write. However, try to make it emphatic that if this is important to her and
John, her emphasis will make a difference. Everybody loves Michelle."
That being said, some of the notes that I sent out to the "potentials" will be copied to you in
a "BCC" form. The personal notes telling them to hit the hip, and/or to match another's
gift, is best between them and me.
I look toward the opportunity to go forward under your leadership. Merry Christmas and
Happy New Year to your family.

Thank you both for your generous and thoughtful support of the ConnectMichigan
Alliance Endowment. As a direct result of your $30,000 commitment and due to a direct
match from a State challenge grant, volunteer programs throughout the state will have
$60,000 more dollars to create interest income for perpetuity. Moreover, you have
moved us significantly closer to meeting our $20,000,000 endowment goal by helping
us qualify for the campaign completion matches of $1,100,000.
Please accept the appreciation and true gratitude of our Tri-Chairs, the CMA Board of
Trustees, the CMA Campaign Cabinet, the CMA Staff and certainly the partners of
CMA. A direct result of your commitment will be our ability to better serve our
volunteer constituencies. As requested, we will send a pledge reminder in December of
