Welcome and Call to Order: The meeting was called to order by Public Policy Committee Chair D. Johnson at 10:10 a.m. 2. Approval of September 27. 1995 Minutes: A. Marston requested that item number two of the September 27 , 1995 minutes be corrected . The minutes should read, "A motion to support all tax incentives for charitable giving was passed. " The minutes were approved by the committee with this correction. 3. Review of Public Policy Goals: D. Egner introduced a draft document of public policy goals and guidelines for discussion. The document consisted of background information on the role and impact of nonprofit organizations in Michigan, a strategy section, and current legislative positions taken by the MNA Board of Trustees and/or the Public Policy Committee. The committee reviewed each item of the document. Background Section: D. Johnson requested that sources be cited for data information contained in the background section of the document. Legislative Strategy: D. Johnson recommended targeting individuals within different geographic regions to build a communication network with legislators in their district. Nonprofit Strategy: No changes were recommended to this section of the document. Public Strategy: The committee recommended moving item A-1 regarding Crain's Nonprofit News to the Nonprofit Strategy Section as item C. D. Johnson recommended that the media contact list be broader than the Southeast Michigan media market. She also recommended developing a media kit. �Current Legislative Positions Taken By MNA Board of Trustees and/or the Public Policy Committee: The committee reviewed each item referenced in this section. The committee decided to revise and/or add text to this section of the document that more broadly defines legislative bills. Changes to the existing language would make the guidelines more informative. The following information references recommended changes to each item under section IV: IV-A: section regarding tax incentives- no changes recommended. IV-B: it was recommend that the reference to "Istook" be removed . IV-C: section regarding national service- no changes recommended . IV-D: section regarding sales and use tax legislation . It was recommended to reword this section and remove reference of specific bill numbers. IV-E-1 & 3: sections regarding criminal background checks on volunteers and background checks for volunteer drivers. It was recommended to combine these two sections into one. The new description should reflect MNA's interest of volunteerism and service issues . IV-E-2 : section regarding Michigan's charitable solicitation act. It was recommended that this statement be re-written to be more descriptive and broad in its meaning. IV-E-4: section regarding changes in the federal tax code. E. Blews suggested language to rewrite this section. The committee approved his suggested language. His rewrite was worded as follows: Carefully monitor and actively engage in the growing debate over changes in the federal income tax system, to preserve and encourage federal tax policies which support charitable contributions to and enhance voluntary activity in the nonprofit sector. 4. Legislative Updates : F. Dirks provided an update on the status of National Service. He reported that National Service is caught in the midst of a federal budget debate. Proposals have been circulated to substantially reduce levels of funding and/or completely eliminate funding. F. Dirks announced that First Lady and Public Policy Committee Member Michelle Engler was appointed to the Points of Light Foundation Board of Trustees. D. Egner reported that the Istook amendment to federal legislation that limits organizations receiving federal funds to lobby government at any level was removed from legislation in the last congressional session . However, D . Egner communicated that there is considerable speculation that similar legislation will be proposed in the current legislative session. D. Clarke updated the committee on recent activity related to Senate Bill 94, a bill introduced by Senator Bouchard regarding volunteer background checks. The bill was reported on in the January 11 meeting of the Senate Committee on Families, Mental Health and Human Services. The bill is still in committee and is expected to be brought up in the near future for further discussion and testimony. The Public Policy Committee unanimously supported a motion that supports legislation regarding criminal background checks that are voluntary, have a minimal charge, and apply the checks to those persons that serve in situations that represent a reasonable risk. 2 �D. Egner reported on legislation introduced by Representative McNutt that would require volunteer background checks. Sam Singh and representatives of the Volunteer Centers of Michigan continue conversations with Representative McNutt regarding this bill . E. Blews reported on the possibility of a federal flat tax. It was decided that MNA will research proposals on the flat tax and its impact on charitable giving. It was suggested that MNA draw on the research conducted by national organizations also representing the nonprofit sector. 5. Tax Incentive Task Force Report: Prior to D . Egner's report on recent activities of the Tax Incentive Task Force, A. Marston requested that the record reflect her "not in favor" position of unfunded tax incentives. D. Egner updated the committee on his work with Robert Ivory, Russell Mawby and David Haynes regarding developing a tax deduction for charitable giving. He reported that through meetings with Senator Posthumus, Representative Hertel, Speaker Hillegonds and State Treasurer Doug Roberts, they have all indicated favorable interest in the initiative. However, Governor Engler has called for no more tax cuts. The committee is working with an economist to develop ideas of ways to fund this initiative. The Task Force is scheduled to meet in February to review the economist's recommendations . 6. Sales Tax: At the September 27, 1995 public policy meeting, the committee approved MNA's support of House Bills 4550 and 4649 concerning sales tax collected on charitable organizations. Both bills are currently in committee and are not expected to move to the floor. The committee recommended continued support of these bills as long as there are no changes that would effect the spirit of the sales tax exemption. 7. Rewriting Michigan's Charitable Solicitation Act: J. Tuchinsky introduced a draft document prepared by a sub-committee comprised of himself, MaryAnn Pierce and Donna Clarke regarding a proposed re-write of Michigan's Charitable Solicitation Act. D. Johnson recommended that the sub-committee invite participation from Julia Darlow from the State Bar Association . D. Johnson also recommended that the document include specific changes in the proposed legislation that would differ from the existing legislation. Public Policy Committee members should review the draft document and send their comments or changes to 1. Tuchinsky. The committee elected to open their next meeting to MNA members, NSFRE members, and other groups concerned about this legislation to share their views, concerns and ideas. D. Egner offered to work with the sub-committee in coordinating and preparing for the meeting. The meeting was set for April 4, 1996 from 9:30a.m.12:00 p.m. E. Blews recognized and thanked J. Tuchinsky, M. Pierce and D. Clarke for their hard work on this effort. 8. Other Items: D. Egner reported on legislation sent to him from Senator Hoffman's office regarding designating charitable organizations as beneficiaries in life insurance policies. Apparently 45 states currently allow for such a provision. D. Egner recommended that the legislation include an additional statement regarding private contributions as well as language that addresses issues of fraud. D. Egner will circulate a copy of the bill with changes to the committee for their review. 3 �9. Welcome and Call to Order: The meeting was called to order by Public Policy Committee Chair D. Johnson at 9:40a.m. 2. Approval of January 23. I 996 Minutes: The minutes from the January 23 , 1996 meeting were reviewed and approved by the committee. 3. Review of Public Policy Goals: D. Egner introduced a revised version of the committee's public policy goals and guidelines document. The committee approved the document and recommended it be presented to the full board for approval. 4. Legislative Updates : The following legislative updates were provided : • National service: D . Egner reported that funding for National Service has been approved for the remainder of this fi scal year. However, funding for next year is still being debated. • Istook Amendment: D . Egner reported that the lstook amendment did not pass through the U.S. Senate. However, the National Council of Nonprofit Associations expects that pieces of this legislation will be introduced with other bills throughout the year. • Senate Bill 94- Criminal Background Checks: D. Clarke reported that Senate Bill 94 passed through the Michigan Senate and is currently in the House Judiciary Committee. No activity is expcted on this bill until the Fall. • Senate Bill 142 - Nonprofit Annual Reports : D. Enger reported that this bill, which removes requirements for nonprofits filing annual reports, was signed into law at the end of February. MNA will send a copy of the bill to the Committee • Senate Bill 702- Life Insurance: D. Egner reported on legislation introduced by Senator Hoffman regarding designating charitable organizations as beneficiaries in 1 �life insurance policies. MNA has agreed to work with Senator Hoffman on developing appropriate language that would address issues of fraud. D. Egner recommended the committee support this legislation. D. Johnson said the Council of Michigan Foundations would be helpful in working on this legislation, and that NSFRE chapters should be contacted for support. • Senate Bill 890 - Charitable Contribution Credit: D . Egner reported on Senator Schuette's bill to create a tax credit for any contribution made to a nonprofit organization. The impact of the legislation is projected to be too costly. There is speculation that this bill in its current form will not move out of committee. 5. Tax Incentive Task Force Report: D. Egner updated the committee on his work with Robert Ivory, Russell Mawby and David Haynes regarding developing a tax deduction for charitable giving. He reported that the committee recently met with Senator Emmons and Representative Bullard . Both legislators expressed an interest in moving this item forward. However, legislative items involving tax deductions or lost revenue will not be addressed until mid or late fall. 6. Other Items: MNA is still gathering data on the negative impact a flat tax would have on nonprofit organizations. Gene Keilitz, United Way of Michigan , is working on a report pertaining to this topic. The report will be shared with the committee when it is completed . 7. Rewriting Michigan's Charitable Solicitation Act: D. Egner provided a brief history on how the charitable solicitation re-write came about. J . Tuchinsky introduced a draft document prepared by a sub-committee comprised of himself, MaryAnn Pierce and Donna Clarke regarding a re-write of Michigan's Charitable Solicitation Act. Also distributed to the committee was a document outlining the difference between the proposed legislation and the current law. Marion Gorton, Director of the Charitable Trust Section for the State Attorney General's office as well as Joe Kilman attended the meeting and expressed their willingness to work with MNA and the sub-committee on drafting new legislation . They agreed to participate in future meetings with the sub- to move this project forward. An open forum to discuss this legislative effort was planned to follow the MNA public policy committee meeting. 8. In Michigan there are over 40,000 nonprofit organizations that are responsible for much of what we consider the quality of life in our communities. Nonprofit organizations provide more than half of our state's health care, nearly twelve percent of its education, an increasing number of social services, most of our arts and culture, and all of the religious and spiritual aspects of life. Often the contributions of nonprofit organizations are taken for granted, but they touch everyone regardless of race, creed, gender, social or economic condition. Economically, Michigan's nonprofit sector has a tremendous impact on our state and local communities. When measured as a part of personal consumption expenditures of the gross national product, the nonprofit sector accounts for 19.6 percent of all services performed. In 1992, nonprofits in Michigan contributed an estimated 15.5 billion dollars in services and stimulated an additional 16.7 billion dollars in equivalent community service volunteer efforts. Nonprofit organizations in Michigan employ more than 270,000 people, accounting for approximately six percent of the Michigan work force. When the volunteer equivalent employees are added, nonprofit employment jumps to more than ten percent of total employment in our state. The nonprofit sector has been the fastest growing employment category in Michigan. It has increased at a rate five times greater than any other employment category in the 1980's. The nonprofit sector has accounted for more than 20 percent of the net jobs gained in the state of Michigan in the last fifteen years. Given the importance of the Michigan nonprofit sector as an employer, an economic contributor, and a quality of life provider, it has done little to increase its influence in the public policy arena. Seldom do nonprofit organizations exercise their rights to communicate concerns and opportunities with elected or appointed officials. In part, this lack of interaction with the public sector can be contributed to the diversity of the nonprofit sector and the difficulty of organizing a comprehensive public policy program around that diversity. However, increasing media scrutiny of nonprofit activities and growing legislation impacting nonprofit organizations have created an increased need for the nonprofit sector to speak with one strong common voice. The Michigan Nonprofit Association, formerly known as the Michigan Nonprofit Forum, was founded in 1989. One of the purposes for MNA's founding was to provide a common forum where nonprofit organizations could discuss legislative issues of importance in Michigan. The board of trustees of the Michigan Nonprofit Association have charged the Public Policy Committee with carrying out its legislative and public policy strategy. The following goal statements reflect positions and guidelines established by the board of trustees for the Public Policy Committee's actions. (Statistics taken from "Dimensions of the Independent Sector, " a 1992 publication of the Independent Sector; "The State of Nonprofit Michigan, " written in 1994 by Dr. Mark Wilson; and "Volunteering in Michigan: Findings of a Statewide Survey in 1993, " published by the institute for Public Policy and Social Research at Michigan State University.) 1 �I. Legislative Strategy A. B. Create a greater understanding among elected and appointed officials about the role nonprofit organizations and volunteerism play in a civil society. 1. Goal: Co-host a public/private/nonprofit summit with the Michigan Community Service Commission and the Council of Michigan Foundations that promotes greater use of public/private/nonprofit partnerships that address community problems and improvement. 2. Goal: Host an annual event that brings together legislators and key department personnel with leaders in the nonprofit sector. 3. Goal: Promote the nonprofit sector to legislators and key officials through special mailings and information that highlight the impact of the nonprofit sector in Michigan. 4. Goal: Create a network of nonprofit leaders to communicate sector-wide issues with Michigan Legislators from their home districts. Monitoring Potential Legislation 1. II. Goal: Work with MNA members and the Public Policy Committee to identify specific legislation affecting Michigan's nonprofit community and take a supportive or opposing position where appropriate. (A list of existing positions on legislation is described in Section IV.) Nonprofit Strategy A. Inform MNA members and other nonprofit organizations of pending legislation that has a potential impact on the nonprofit sector in Michigan. B. Conduct and co-host local, regional, and state meetings that educate nonprofit organizations on public policy issues, building relationships with legislators and elected officials, and engage nonprofit leaders in active discussion. C. Work with Grain's Nonprofit News on the development and content of its nonprofit newsletter. �HI. Public Strategy A. IV. Increase the public's understanding of the nonprofit sector in Michigan and its role in the civil society. 1. Goal: Create a media strategy for editorial boards and key media reporters. 2. Goal: Work to support and promote existing recognition programs around Michigan, i.e. the Governor's Service Awards, the Golden Rule Awards, the Nonprofit Excellence Award, etc. Current Legislative Positions Taken by the Michigan Nonprofit Association's Board of Trustees and/or the Public Policy Committee A. Support tax incentives for charitable giving to Michigan nonprofit organizations. Activities: A task force was appointed by the MNA board to support the introduction of legislation. Task force members have met with key members of the legislature and the Engler administration to gain their support for a tax deduction for charitable giving in Michigan. All have expressed an interest in moving forward legislation. B. Oppose legislation that would propose limiting the ability of nonprofit organizations to communicate and interact with elected or appointed officials. Activities: MNA worked through its board, members, and board member networks to communicate information and the need to contact Michigan's Congressional Delegation on the Istook amendment. The amendment was removed from any legislation in the last congressional session. There is considerable speculation that similar legislation will be proposed in the current congressional session. C. Support legislation that would continue funding of the national service program. Activities: MNA has sent letters of support for the National Service program to the Michigan Congressional Delegation. The National Service debate appears to be a lost in discussions about the federal budget. Proposals have been circulation at various funding levels, as well as those eliminating funding altogether. �D. Support of legislation that exempts from Michigan sales and use tax the contribution portion of fundraising sales by charitable organizations Activities: MNA has supported House Bills 4550 and 4649. The bills clarified and broadened sales and use tax exemptions for 501(c)3 organizations in Michigan. Both bills remain in Committee and are not predicted to move to the floor. £. Support legislation that enhances volunteerism and the ability of Michigan citizens to contribute their time and talents to community service. Activities: Senate Bill 94, dealing with criminal background checks on volunteers and employees working with children, was reported on in the January 11 and February 1 meetings of the Senate Committee on Families, Mental Health, and Human Services. The bill, introduced by Senator Bouchard originally in 1991, past the Senate and is now in the House judicial Committee. MNA has been working with the Senator's staff for the last several months on the bill. The Public Policy Committee has supported the concept of the bill. The committee cautions that several issues must be considered, such as the cost to nonprofits, voluntary participation, and applying the checks only to those persons which serve in situations that represent "reasonable risk." Representative McNutt is working to introduce legislation that would require background checks for volunteer drivers. Sam Singh and representatives of the Volunteer Centers of Michigan continue conversations with Representative McNutt. F. Support legislation that encourages and/or increases private charitable giving and opposes potential fraudulent practices under the guise of fund raising. Activities: MNA has been reviewing the potential for a rewrite of Michigan's Charitable Solicitation Act. A draft document has been prepared for review with the MNA Public Policy Committee, MNA members, and various stakeholders in the potential rewrite. The Attorney General's office was represented at an April 4 meeting of the Public Policy Committee. After a thorough review, VCM's computer consultant, Bill Nethercut, recommended that the volunteer centers utilize a volunteer management program developed by Red Ridge Software Company. In March, VCM officially endorsed this software company and brokered a 20% discount for all volunteer centers in Michigan. • The Internet In April, VCM along with MCC and MNA began the process to develop a site on the World Wide Web. The Web sites will be developed by Max Laynov, a student intern from Michigan State University. The sites should be completed by mid-June of 1996. VOLUNTEER CENTER CAPACITY BUILDING • Capacity Building Institute On March 10 and 11, 1996, VCM hosted the Points of Light Foundation's Capacity Building Institute. Thirty members of the volunteer center network attended the two day conference which focused on marketing, diversity training, board development and issue orientated problem solving. • Volunteer Center Summit On March 21 and 22, VCM participated in a national volunteer center summit hosted by the Points of Light Foundation. The summit, held in Washington, DC, brought leaders from across the country together to discuss the future of volunteer center development. • Capacity Building Grants Thanks to the generosity of the W.K. Kellogg Foundation, money is available this fiscal year for capacity building grants. VCM announced and issued a request for proposal to existing volunteer centers interested in accessing funds to enhance local volunteer center capacity. Results on the proposal should be made public at the end of May. • Points of Light Foundation Youth Engaged in Service (YES) Ambassador The Volunteer Centers of Michigan, the Michigan Campus Compact, and the Michigan Nonprofit Association were approved as a host site for the YES Ambassador program. Jennifer Fauss was hired in mid-January to serve as the YES Ambassador and immediately began working on youth related issues. �• Volunteer Centers of Michigan Executive Board The VCM Nominating Committee has submitted a slate of recommended candidates for the 1996-97 VCM Executive Board. The 1996-97 nominated officers are: President Carolyn Harvey, Battle Creek; Vice President - Kathy Rossow, Niles; Secretary - Amy Smitter, Albion. This slate will be voted on by the VCM Operating Council at their June 25 board meeting. VOLUNTEER CENTERS OF MICHIGAN OUTREACH • Connect Michigan/Connect America VCM and MNA developed and submitted a proposal to the Points of Light Foundation to establish VCM and MNA as Michigan's partner in the national initiative Connect America. Connect America is a national movement to remind all Americans of what can be accomplished when we work together. We have begun meeting with the Points of Light Foundation to discuss the strategy for implementing this program. • George W. Roniney Fund for Volunteerism in Michigan VCM continues to collaborate with Michigan Nonprofit Association in the campaign to develop a statewide endowment in the name of George W. Romney. This $1.5 million campaign has two major focuses: 1) strengthen local volunteer centers and 2) enhance volunteer projects across the state. • Collaborations VCM continues its strong commitment to strengthening the state infrastructure for volunteerism. We have committed staff time and resources to various organizations in the state such as: The Michigan Community Service Commission; Points of Light Foundation; Michigan Association of Volunteer Administrators; Michigan Campus Compact; and American Red Cross. • National Volunteer Week National Volunteer Week this year was April 21-27, marking the 23rd year that the week was commemorated around the country. Our local volunteer centers conducted volunteer recognition award programs, developed community service events and organized local media campaigns to highlight volunteer activities within their communities. VCM collaborated with the Michigan Community Service Commission to develop and distribute materials that promoted statewide activities for National Volunteer Week. II. MNA's Role as a Convener A. Continue to work cooperatively with other organizations to conduct conferences and seminars important to the nonprofit sector. B. Work with Michigan's nonprofit management service organizations to establish a statewide calendar of events; and work toward a statewide technical assistance plan that includes a distance-learning component. C. Work with the higher education and research community to build greater understanding of Michigan's nonprofit sector through research, curriculum, and community programs. D. Complete Grantmakers/Grantseekers DC. E. Conduct "Regional Meetings" to give existing members an opportunity to network, provide a recruiting opportunity for potential new members, and share current information on issues important to the nonprofit sector in Michigan. F. Conduct a volunteer "Super Conference" in March 1997 that brings together organizations and associations in Michigan that are working with volunteers. MNA's Role in Encouraging Voluntary Giving and Service A. Complete the establishment of the George W. Romney Fund for Volunteerism in Michigan. B. Utilize the revenues from the Russell G. Mawby Fund for Volunteerism in Michigan to complete an assessment of youth volunteerism and intergenerational volunteer programs. C. Work in conjunction with the Points of Light Foundation and Michigan partners to develop Connect Michigan, a program that will be a model for the Connect America effort. D. Through efforts of Michigan Campus Compact, provide direct consultation and service to member colleges and universities in Michigan. E. Provide opportunities for presidents of Michigan's colleges and universities to interact and gather information on campus-based service/service learning. This will be accomplished by: 1. Meetings of the MCC Operating Council; and 2. Establishing a stronger relationship with the three associations representing the higher education community. �III. F. Provide opportunities for faculty members of MCC institutions to broaden their knowledge and utilization of curriculum-based service learning. This will be accomplished by: 1. Hosting curriculum development committee meetings for MCC members; 2. Conducting a Faculty Institute on Service Learning in Spring, 1997; and 3. Making curriculum development resources available through venture grants. G. Provide students of MCC colleges and universities an opportunity to expand their leadership skills and community service experience. This will be accomplished by: 1. Conducting a student leadership camp in the summer of 1996; 2. Co-hosting a winter student work shop at an MCC institution; 3. Meetings of the Student Community Action Network (SCAN); and 4. Making project development funds available through venture grants. H. Provide greater communication and opportunities to share successes and concerns among the MCC institutions. This will be accomplished by: 1. Meetings of Community Service Coordinators; and 2. The development of "list-serves" and an MCC web site. I. Recognize the MCC institutions efforts and outstanding contributions to service/service learning. This will be accomplished by hosting a recognition program to honor faculty and students. J. Continue the development and implementation of a regional system of training and support for Volunteer Centers in Michigan. K. Conduct at least one statewide training that assists Volunteer Centers with local capacity building. L. Continue efforts to build a working partnership with the Points of Light Foundation in order to provide greater resources and visibility to Michigan's Volunteer Centers. M. Continue to work collaboratively with the Michigan Community Service Commission, the Michigan Association of Volunteer Administrators and other volunteer promoting and serving organizations. N. To facilitate greater visibility and communication among Volunteer Centers and those they service, establish a web site for VCM and begin the process of developing and enhancing local technology. O. Work with Volunteer Centers to strengthen their efforts in Board of Trustee education and development. MNA's Role in Disseminating information A. Continue the publishing of a monthly "Member Mailing" and semi-annual newsletter. B. Work in partnership with the Michigan Society of Association Executives to market and distribute the "1996 Michigan Association and Nonprofit Compensation and Benefit Survey." �IV. C. Establish technology-based dissemination/communication vehicles for MNA members and potential members. D. Work with the Cooley Clinic to disseminate "Cooley Clinic Ink", a publication focused on nonprofit legal issues in Michigan, and to develop stand alone pamphlets on nonprofit legal issues. E. Continue to develop and expand relationships with nonprofit publishers, including the National Center for Nonprofit Boards and Jossey-Bass. Proactive Public Policy A. Legislative Strategy 1. Create a greater understanding among elected and appointed officials about the role nonprofit organizations and volunteerism play in a civil society. a. Host an annual event that brings together legislators and key department personnel with leaders in the nonprofit sector. b. Promote the nonprofit sector to legislators and key officials through special mailings and information that highlight the impact of the nonprofit sector in Michigan. c. Create a network of nonprofit leaders to communicate sector-wide issues with Michigan Legislators from their home districts. 2.. Monitoring Potential Legislation a. Work with MNA members and the Public Policy Committee to identify specific legislation affecting Michigan's nonprofit community and take a supportive or opposing position where appropriate. (A list of existing positions on legislation is described in Section FV-D.) B. Nonprofit Strategy 1. Inform MNA members and other nonprofit organizations of pending legislation that has a potential impact on the nonprofit sector in Michigan. 2. Conduct and co-host local, regional, and state meetings that educate nonprofit organizations on public policy issues, building relationships with legislators and elected officials, and engage nonprofit leaders in active discussion. 3. Work with Grain's Nonprofit News on the development and content of its nonprofit newsletter. C. Public Strategy 1. Increase the public's understanding of the nonprofit sector in Michigan and its role in the civil society. a. Create a media strategy for editorial boards and key media reporters. b. Work to support and promote existing recognition programs around Michigan, i.e. the Governor's Service Awards, the Golden Rule Awards, the Nonprofit Excellence Award, etc. �D. V. Current Legislative Positions Taken by the Michigan Nonprofit Association's Board of Trustees and/or the Public Policy Committee 1. Support tax incentives for charitable giving to Michigan nonprofit organizations. 2. Oppose legislation that would propose limiting the ability of nonprofit organizations to communicate and interact with elected or appointed officials. 3. Support legislation that would continue funding of the national service program. 4. Support legislation that promotes a sales and use tax exemption for nonprofit activities concerning sales tax collected on charitable organizations. 5. Support legislation that enhances volunteerism and the ability of Michigan citizens to contribute their time and talents to community service. 6. Support legislation that encourages and/or increases private charitable giving and opposes potential fraudulent practices under the guise of fund raising. 7. Carefully monitor and actively engage in the growing debate over changes in the federal income tax system, to preserve and encourage federal tax policies which support charitable contributions to and enhance voluntary activity in the nonprofit sector. Services To Members A. Continue the development of the nonprofit retirement program. B.. Pursue additional member discounts and services through vendors. C. The program will allow undergraduates to experience an elementary classroom and teach the need for all scientists to remain involved with the public in service activities. •catvin College: Servant Leadership Academy - The purpose of the Servant Leadership Academy is to help student leaders of campus service initiatives develop their understanding of community leadership and increase their team leadership skills. At least 13 students will participate in the leadership academy. They will create ten or more projects in partnership with community organizations which will involve more than 200 other Calvin students. •central Michigan University: Eyes to the Future: A Model Collaborative- This will be a unique collaboration involving middle school students and CMU preservice students in service learning. This project will encourage 180 seventh graders from a rural, under-served community to start developing career goals. CMU preservice teachers will also gain experience in providing community service via the classroom. The project.will result in an implementation and management manual for replication at other schools. •Easteni Michigan University: Academic Service Learning Longitudinal Study- A longitudinal study will be conducted to measure the long-term impact of academic service learning on students' learning and civic awareness. Community agency representatives, faculty members, and students will collaborate to design the survey which will capture specific data pertaining to academic service learning courses. A final report and subsequent findings will be shared in the form of a journal article or presentation. Hastem Michigan University: Academic Service Learning Training Model - Faculty, students and community members will collaborate to design a training module which will serve as an educational tool about academic service learning. The module will explain the necessary "next steps" towards including an academic service learning component as a part of a curriculum. This training module will be piloted with high school, community college and university faculty. •Kalamazoo College: Migrant Worker Camp Project- The Social Justice Committee will collaborate with other student organizations on the Migrant Worker Camp Project. These groups will provide tutoring opportunities to children and interested adults; a constructive play time for smaller children; and assistance to adults needing help translating written materials. The long-term goal of the project is to demonstrate the need for partnership when working toward social justice. �•Lake Superior State University: Student Volunteer Bureau- The purpose of the Bureau is to encourage students to participate in on-going volunteer assignments in the community; assess the specific needs of the local community; work with community civic leaders to identify appropriate service placements for the students; establish a structure to place interested students with community agencies; provide general training for all student voluntee~s; and promote campus volunteerism. The Bureau will consolidate all community service efforts on campus into a central, student-driven organization which will encourage more students to participate in service activities. •Michigan State University: Access to Community Service & Internship Information Via The World Wide Web - The Service Learning Center provides MSU students, faculty and staff with information about local, national and international internship and community opportunities. The proposed Access to Community Service & Internship Information Via the World Wide Web project would allow the Service Learning Center to make this information available via electronic communication (World Wide Web). Accessibility to this information would dramatically increase as students throughout Michigan continue to use the Internet. •oakland Community College: Service Learning Ambassadors - A group of students from Oakland Comm~nity College, Eastern Michigan University, and the University of Michigan will be trained to become Service Learning Ambassadors. The Ambassadors will use their newly acquired knowledge to mentor a group of high school students and prepare them for life after high school. This _group will identify and prioritize areas of need within their community and develop and implement service projects to address these needs. •olivet College: Three Networks- The goal of the Three Networks project is to enlist three synergistic, overlapping networks to establish a model community/service learning office at Olivet College. The three networks that will serve collectively as the primary implementation agents for the program are: 1) an internal network of faculty, staff, and students; 2) a professional network of project directors; and 3) a community advisory group. -western Michigan University: Saturday's Kids- This project will bring children from one neighborhood together with young adults from another neighborhood to allow them to teach, learn, encourage, and bond with each other. Students from WMU, Kalamazoo College and Kalamazoo Valley Community College will go twice a month to the Kalamazoo Boys and Girls Club to provide social and educational programming for the children. Students will be asked to reflect on the service experience within the framework of their academic learning. -western Michigan University: "Healing Racism": Training for Community Service- Four colleges and two high schools will collaborate on a series of workshops to improve multicultural awareness and create a cadre of trained facilitators to provide services to additional educational institutions and community organizations. The program will allow undergraduates to experience an elementary classroom and teach the need for all scientists to remain involved with the public in service activities. •Calvin College: Servant Leadership Academy - The purpose of the Servant Leadership Academy is to help student leaders of campus service initiatives develop their understanding of community leadership and increase their team leadership skills. At least 13 students will participate in the leadership academy. They will create ten or more projects in partnership with community organizations which will involve more than 200 other Calvin students. •Central Michigan University: Eyes to the Future: A Model Collaborative - This will be a unique collaboration involving middle school students and CMU preservice students in service learning. This project will encourage 180 seventh graders from a rural, under-served community to start developing career goals. CMU preservice teachers will also gain experience in providing community service via the classroom. The project will result in an implementation and management manual for replication at other schools. •Eastern Michigan University: Academic Service Learning Longitudinal Study - A longitudinal study will be conducted to measure the long-term impact of academic service learning on students' learning and civic awareness. Community agency representatives, faculty members, and students will collaborate to design the survey which will capture specific data pertaining to academic service learning courses. A final report and subsequent findings will be shared in the form of a journal article or presentation. •Eastern Michigan University: Academic Service Learning Training Model - Faculty, students and community members will collaborate to design a training module which will serve as an educational tool about academic service learning. The module will explain the necessary "next steps" towards including an academic service learning component as a part of a curriculum. This training module will be piloted with nigh school, community college and university faculty. •Kalamazoo College: Migrant Worker Camp Project - The Social Justice Committee will collaborate with other student organizations on the Migrant Worker Camp Project. These groups will provide tutoring opportunities to children and interested adults; a constructive play time for smaller children; and assistance to adults needing help translating written materials. The long-term goal of the project is to demonstrate the need for partnership when working toward social justice. �•Lake Superior State University: Student Volunteer Bureau - The purpose of the Bureau is to encourage students to participate in on-going volunteer assignments in the community; assess the specific needs of the local community; work with community civic leaders to identify appropriate service placements for the students; establish a structure to place interested students with community agencies; provide general training for all student volunteers; and promote campus volunteerism. The Bureau will consolidate all community service efforts on campus into a central, student-driven organization which will encourage more students to participate in service activities. •Michigan State University: Access to Community Service & Internship Information Via The World Wide Web - The Service Learning Center provides MSU students, faculty and staff with information about local, national and international internship and community opportunities. The proposed Access to Community Service & Internship Information Via the World Wide Web project would allow the Service Learning Center to make this information available via electronic communication (World Wide Web). Accessibility to this information would dramatically increase as students throughout Michigan continue to use the Internet. •Oakland Community College: Service Learning Ambassadors - A group of students from Oakland Community College, Eastern Michigan University, and the University of Michigan will be trained to become Service Learning Ambassadors. The Ambassadors will use their newly acquired knowledge to mentor a group of high school students and prepare them for life after high school. This group will identify and prioritize areas of need within their community and develop and implement service projects to address these needs. •Olivet College: Three Networks - The goal of the Three Networks project is to enlist three synergistic, overlapping networks to establish a model community/service learning office at Olivet College. The three networks that will serve collectively as the primary implementation agents for the program are: 1) an internal network of faculty, staff, and students; 2) a professional network of project directors; and 3) a community advisory group. •Western Michigan University: Saturday's Kids - This project will bring children from one neighborhood together with young adults from another neighborhood to allow them to teach, learn, encourage, and bond with each other. Students from WMU, Kalamazoo College and Kalamazoo Valley Community College will go twice a month to the Kalamazoo Boys and Girls Club to provide social and educational programming for the children. Students will be asked to reflect on the service experience within the framework of their academic learning. •Western Michigan University: "Healing Racism": Training for Community Service - Four colleges and two high schools will collaborate on a series of workshops to improve multicultural awareness and create a cadre of trained facilitators to provide services to additional educational institutions and community organizations. Individual staff members have specific accountability for each project and have developed objective statements for their teams. Below are a list of teams and objectives categorized by the staff person in charge of each team. A brief status report on each team is included. David Egner Nonprofit Capacity Building and Training Objective: To improve the efficiency and effectiveness of Michigan's nonprofit organizations by working with nonprofit management service organizations and institutions of higher education to provide needed curriculum and training on issues related to nonprofit management and program activities. Activities: We are currently working with the four management service organizations (MSO)'s: Direction Center in Grand Rapids; the Accounting Aid Society in Detroit; Nonprofit Enterprises at Work in Ann Arbor; and the Nonprofit Alliance in Battle Creek; to strategize a state plan for nonprofit technical assistance. A proposal was submitted to the Aspen Institute this summer to study the training needs of nonprofit organizations above the Bay City/Muskegon line in Michigan's lower peninsula and the nonprofits in Michigan's upper peninsula. Additionally, the Aspen proposal provided an opportunity to research a variety of technologies in delivering training through distance learning techniques. We will leam of the Aspen Institute's interest in this proposal by mid-November. A similar proposal was submitted to AmeriTech and focused on the needs of community arts organizations. This proposal, again submitted with the MSO's, also included the use of distance learning technology in six demonstration sites. We will hear from AmeriTech in November as well. In the area of higher education, the Council of Michigan Foundations and the President's Council State Universities of Michigan have just released a publication titled "Nonprofit Management Training Resource Catalog.1" This pamphlet highlights the existing curriculum and training programs for nonprofit organizations that are provided by higher education institutions throughout the state. Michigan State University has asked MNA to work with a team of faculty members to develop a proposal to create a virtual university for nonprofit organizations. We will provide further details on this project as they become available. �Public Policy Objective: To create a greater understanding among elected and appointed officials and the public about the role of nonprofit organizations and volunteerism in a civil society. To work with nonprofit organizations to take a pro-active stand on public policy issues that broauly effect Michigan's nonprofit sector. See the Public Policy Committee report (Attachment 9). Retirement Objective: Activities: To develop a retirement program for Michigan nonprofit organizations that offers a competitive return and competitive fee structure. Discussions continue with MetLife about the development of MNA's retirement program. Currently, John McKendry, our legal counsel in this matter, is meeting with legal counsel from MetLife and FasCor, the third party administrator that works closely with MetLife. Documents should be completed for signature in the next few weeks. MNA's retirement program will finally be in the marketplace by January 1, 1997. Nonprofit Technology Objective: To improve the capacity of nonprofit organizations in Michigan by increasing their access to technology and the information that can be delivered through technology vehicles. Activities: MNA has developed a partnership with Michigan State University to develop a demonstration project to determine what types of technology best deliver information and training to nonprofit organizations. MSU has committed up to $15,000 for the hiring of an intern who will research and plan the demonstration project. We will seek funding in early 1997 to test the project. A concept paper is attached to this report for your review. Mary Grill MNA Regional Meetings Objective: To serve as a planning team for regional meetings to provide nonprofit organizations with needed information, to facilitate member recruitment, and to improve member retention. Activities: This team has just begun the process of planning two regional meetings for the fell of 1996. We will begin work on planning 1997's regional meetings in the next few weeks. The George W. Romnev Fundraising Team Objective: To put strategies in place to meet the $ 1.5 million goal of the Romney campaign. To develop policies to govern the Romney Fund. Activities: See the Fund Development Report (Attachment 4). Michigan Campus Compact Funding Team Objective: To develop and implement funding strategies that will benefit MCC member institutions. Activities: This team is currently working to develop proposals to the Corporation for National Service and the Michigan Community Service Commission to obtain federal grant dollars for MCC �institutions. Additionally, the team is working to develop a proposal in conjunction with the Indiana Campus Compact to develop a faculty fellowship program. Lisa McGettiean Faculty Institute Objective: To plan, implement, and evaluate the annual Faculty Institute on Service Learning. Activities: This team has just begun the process of planning the Faculty Institute which will take place in the spring of 1997. Recognition Objective: To create, implement, and evaluate the recognition systems for students and faculty. Activities: This team has just begun to meet and develop plans for the spring, 1997 Recognition Ceremonies. Service Leadership Conference Objective: To plan, implement, and evaluate the annual Service Leadership Conference. Activities: This team has just met and reviewed the evaluations of last year's conference held at Camp Miniwanca in August. The team is reviewing the possibility of moving the camp to late spring of 1997 and finding a location that might provide a more cost effective camp for 1997. Student Winter Workshop Objective: To plan, implement, and evaluate the annual Student Winter Workshop. Activities: The Student Community Action Network (SCAN) met in September and started discussions about this year's Student Winter Workshop. Planning for the workshop will begin in October. Venture Grants Objective: To evaluate the process and criteria for the Venture Grant cycles on an ongoing basis. To review grant proposals and make recommendations to the MCC Executive Committee for their final approval. Activities: Venture Grants were made for the fell of 1996 during last summer. (See Venture Grants Report, Attachment 6). The team will be reviewing the process by which these grants were made and making recommendations for improvement for the next round of Venture Grants. �Amanda Osbome Grantmakers/Grantseekers IX Objective: To generate ideas and coordinate administrative support for the annual conference. Activities: See Attachment 8. Membership Objective: To generate ideas and strategies to recruit and retain new members. Activities: Amanda will describe in the Executive Committee meeting a number of new member services that have come on-line for MNA. Additionally, please see the Membership Committee Report (Attachment 7). Member Publications Objective: To create and develop information that describes who MNA is and gives important information about the nonprofit sector to MNA members. To use publications as an important communications tool between MNA and its members. Activities: The team is currently in the process of developing an informational piece that describes MNA, MCC, and VCM. Additionally, the team is discussing the possibility of printing an annual report and membership directory for MNA that would be available in early 1997. The team continues to review MNA's member mailing and semi-annual newsletter. Sam Singh AmeriCorps Team Objective: To oversee and guide the implementation of the Volunteer Centers of Michigan's AmeriCorps program. Activities: The team has developed a proposal that has been approved by the Corporation for National Service to place 15 full-time and 30 part-time AmeriCorps participants in Volunteer Centers in order to develop youth volunteer opportunities. (See Attachment 5) ConnectMichigan™ Objective: To provide leadership and guidance to the ConnectMichigan™ campaign. Activities: A summary of ConnectMichigan™ accompanies the committee's materials (Attachment 5). Russ Mawby, Chairman Emeritus of the W.K.Kellogg Foundation and Michelle Engler, First Lady and Chair of the Michigan Community Service Commission have agreed to be cochairs for this important initiative. SuperConference Objective: To provide internal support to the statewide conference on volunteerism. Activities: Mike Tate has agreed to chair the SuperConference, an effort that will bring together organizations from across the state that utilize volunteers with the purpose of developing capacity and collaborative opportunities. The planning committee has established a program �subcommittee that will develop the program for the conference that will take place on March 10 and 11, 1997 in Grand Rapids. VISTA Objective: Activities: To help and guide the implementation of the New Partners in Michigan VISTA program. A brief summary of the VISTA program is attached (Attachment 5). The New Partners initiative places three VISTA members in each of six targeted communities to strengthen the communities by developing new partnerships between the business, nonprofit, and the public sectors. Youth Volunteerism Objective: To strengthen the state's network for youth service. Activities: Jennifer Fauss, the YES Ambassador, has been developing relationships with organizations and networks that work with young people throughout Michigan. She will also participate in the AmeriCorps training program and conduct a portion of the VISTA training program. Additionally, the Volunteer Centers have a new and exciting opportunity in a partnership with Olivet College. Each of the 27 Volunteer Centers will have up to $30,000 in Olivet scholarships to award to young people in their communities that have demonstrated their commitment to service. In Michigan there are over 40,000 nonprofit organizations that are responsible for much of what we consider the quality of life in our communities. Nonprofit organizations provide more than half of our state's health care, nearly twelve percent of its education, an increasing number of social services, most of our arts and culture, and all of the religious and spiritual aspects of life.1 Often the contributions of nonprofit organizations are taken for granted, but they touch everyone regardless of race, creed, gender, social or economic condition. Economically, Michigan's nonprofit sector has a tremendous impact on our state and local communities. When measured as a part of personal consumption expenditures of the gross national product, the nonprofit sector accounts for 19.6 percent of all services performed.2 In 1992, nonprofits in Michigan contributed an estimated 15.5 billion dollars in services and stimulated an additional 16.7 billion dollars in equivalent community service volunteer efforts.3 Nonprofit organizations in Michigan employ more than 270,000 people, accounting for approximately six percent of the Michigan work force. When the volunteer equivalent employees are added, nonprofit employment jumps to more than ten percent of total employment in our state. The nonprofit sector has been the fastest growing employment category in Michigan. It has increased at a rate five times greater than any other employment category in the 1980's. The nonprofit sector has accounted for more than 20 percent of the net jobs gained in the state of Michigan in the last fifteen years.4 Devolution, the shift of funds and responsibility from federal government to state government and, eventually, to local bodies of government will increase the important role that nonprofit organizations have played in Michigan communities. Shifts in funding and responsibility will result in a number of communities developing models for community action and problem solving that will depend upon public/private/nonprofit partnerships and increased services from community-based nonprofit organizations. Unfortunately, nonprofits in general are not prepared for the increased responsibility that is forthcoming. The majority of nonprofit organizations, because of scarce resources or geographic isolation, have limited access to the curriculum, training and networks necessary to meet community needs and develop an ethic of collaborative problem solving. In order to meet this pressing need to empower nonprofit organizations and prepare them for the increased accountability that they will face in our communities, capacity building systems and networks must be developed. Nonprofit organizations must have opportunities to participate in education and training programs, to network with like organizations facing similar challenges, to increase utilization of technology in program �and service delivery, and to increase access to information directly impacting the organization's effectiveness and efficiency. Currently, there are a number of efforts that are attempting to institutionalize the use of technology in the delivery of specific services. Two examples of these activities include the Nonprofit America project, a partnership at the federal level that will utilize technology to deliver public policy information, and ComNet, a server on the University of Michigan campus designated for low cost utilization by human service nonprofit organizations. Unfortunately, these examples, as well as others, are limited in their abilities to deliver much needed services to nonprofit organizations. There is a need to develop a more comprehensive technology-based model for delivering training, information and networking opportunities to nonprofit organizations. The Michigan Nonprofit Association (MNA) is proposing a partnership with Michigan State University (MSU) to develop four demonstration models of technology-based service delivery to nonprofit organizations. Using Volunteer Centers of Michigan (VCM), the association representing Michigan's 27 volunteer centers , MNA proposes the development and observation of four distinct models that will serve as a guide for the future development of nonprofit technology delivery systems in Michigan. Proposed Demonstration Model MNA is proposing a working partnership with Michigan State University (MSU) to develop four types of technology-based delivery systems that will be piloted and tested in Michigan's Volunteer Centers. Because of their common purpose and activity, the Volunteer Centers will provide a comparable set of outcomes that will serve as a measure of the effectiveness of each of the four delivery systems. Additionally, the Volunteer Centers operate in communities that represent Michigan's diversity and culture. Volunteer Centers are located in our state's most rural and most populated areas. The divergence of budget and staff size of the 27 Volunteer Centers portrays Michigan's nonprofit sector. The four delivery systems proposed range from a basic on-line service subscription to an University supported server connecting four to six Volunteer Centers. (See the attached diagram) The variety of the types and amount of services offered through the four delivery models will permit MNA and MSU to document, over the course of one year, the most cost effective and efficient means of utilizing technology to build the capacity of community-based nonprofit organizations. The documentation will lead to a strategic plan to develop the technological capabilities of key community-based nonprofit organizations; resulting in increased services, partnerships and innovative community problem solving. The attached diagram illustrates the four proposed delivery models. The "Buick" System is based on the existing Intermediate School District (ISD) model operating at MSU. Working with MSU faculty and staff the system will provide four to six Volunteer Centers �with a nearly full service model of technology-based training, networking, conference capabilities, Web page design, Internet access, and hardware and software support. The Extension Supported System will be supported in four to six communities by the MSU Cooperative Extension staff. The sites for this delivery system will be selected based on the current technological expertise in the Cooperative Extension offices. The Higher Education Partnership System will attempt to develop collaborative partnerships with four to six colleges and universities. The support provided by the institutions will vary based on their commitment to the development of the demonstration model. However, a minimum commitment of staff assistance and technology access will be determined in the project's planning stage. America Online (AOL) subscriptions will be provided in the fourth and final delivery system. The Volunteer Centers participating will receive only a basic personal computer system and limited training on the AOL system. MNA's needs from MSU MNA, working cooperatively with MSU, will pursue funding and will provide administrative support for the project. We are requesting the assistance of MSU in the project planning and proposal development process. Specifically, MNA is requesting that MSU provide a full-time technology intern for a minimum of four months. Additionally, we are requesting office space and equipment for the intern. The intern will survey the Volunteer Centers to determine their current technological capabilities. This survey will include but not be limited to: an assessment of each Volunteer Center's hardware and software needs; an appraisal of Volunteer Center staff training needs; analysis of the needed training and services that will be provided through each delivery system; and evaluating the ability of Cooperative Extension offices and potential college and university partners to provide technical support. Upon the completion of the survey, the intern will be responsible for developing an equipment and software budget for the project, and will assist in the writing of funding proposals. Welcome and Call to Order: The meeting was called to order by Chairperson R. Cole at 9:50 a.m. 2. Review of Minutes [Tab 1]: The minutes of the November 1, 1995, meeting were approved as printed and distributed. 3. Chair's Report: R. Cole announced that Donna Clarke would present the membership committee report in the absence of Committee Chair Mary Kramer. Also, Michael Tate would provide the public policy committee report on behalf of Committee Chair Dottie Johnson. R. Cole announced that fellow trustee N. Charles Anderson is a candidate for the Detroit School Board of Education. 4. President's Report [Tab 2J: D. Egner reviewed MNA's 1995-96 program year. He commented on the success on the MNA and Michigan Campus Compact merger. Also noted were MNA's efforts to continue to build collaborative relationships with the Michigan Community Service Commission, Council of Michigan Foundations, Points of Light Foundation, and the nonprofit management service organizations throughout the state. D. Egner announced that May 17, 1996, would be Donna Clarke's last day as Vice President and COO of MNA. She is leaving MNA to practice law with the �firm of Howard and Howard. Mary Grill will assume the Vice President and COO position. 5. Nominating Committee Report [Tab 3]: Sr. Monica Kostielney outlined the nomination and membership election process for the six At-Large Trustee positions. Candidates for the positions included: Benjamin Baldus, Harry Bonner, John Lore, Russell Mawby, Mounir Sharobeem, and Nheena Weyer Ittner. MNA Trustees confirmed the appointment of the six candidates as At-Large Trustees as selected by the MNA membership. Appointments by the Board Chair to fill vacant board positions included: Helen Philpott to the class of 1997, and James Barrett and Michael Bassis to the class of 1998. She also introduced David Price, the new association trustee for Michigan Association for Rehabilitation Organizations. Sr. Monica Kostieleny thanked her committee for all their hard work in completing this process. She expressed gratitude to out going board members Charles Eisendrath and Ronald Means. 6. Proposed Bylaws Changes [Tab 4]: R. Cole led a discussion to update the bylaws to include the organizational name change of Michigan Nonprofit Forum to Michigan Nonprofit Association (MNA); Executive Director to President and CEO, and to eliminate the Campaign for Volunteerism as a standing board committee. A motion to approve the changes passed unanimously. 7. Finance Committee Report [Tab 5&6]: J. King reported on MNA's financial status. MNA's March 31, 1996, financial statement was reviewed and approved unanimously. In addition, MNA's 1996-97 budget was presented. The proposed budget was approved unanimously. 8. Volunteer Centers of Michigan Report [Tab 7]: A. Cantrell reported on the successful Points of Light Foundation Capacity Building Institute hosted on March 10 and 11, 1996, by VCM. He also reported that Carolyn Harvey has been elected as president of the Volunteer Centers of Michigan. S. Singh reported on efforts to create a Web page for Volunteer Centers. In addition, VCM recently reviewed and selected a volunteer management computer software package called "SAM." S. Singh recognized Jennifer Fauss, the Points of Light Foundation's Youth Engaged in Service Ambassador. MNA was approved as a host site for the YES Ambassador program in January of this year. She is working with VCM and MCC on youth related issues. A calendar highlighting Volunteer Center activities for National Volunteer Week, held April 21-27, was reviewed. S. Singh also outlined VCM and MNA's efforts to develop a statewide plan with POLF on their ConnectAmerica project. A motion to accept the report passed unanimously. 9. Michigan Campus Compact Report [Tab 6]: A. Stone reported on the success of the MCC Faculty Institute held in March and the Student Recognition Ceremony hosted in April. L. McGettigan reviewed her report on MCC projects and activities included in trustee's board materials. She updated the board on MCC's Summer Student �Leadership Conference. L. McGettigan thanked everyone for their support during her first year as director. A motion to accept the report passed unanimously. 10. George W. Romney Fund for Volunteerism Report: M. Grill reported on activities to kick off the Romney Fund Campaign. She distributed a brochure that outlines the Campaign goal to secure $1.5 million to strengthen volunteerism throughout the state. The Campaign will be officially launched at the Grantmakers/Grantseekers conference on May 17, 1996. Gifts from the W.K. Kellogg Foundation and the Points of Light Foundation are expected to be announced at the event. 11. Program and Services Update [Tab 9]: D. Egner announced that he has been working with representatives from MetLife on the development of MNA's retirement program. Program details are still being reviewed and discussed. They hope to move the plan forward by late summer. M. Grill reported on the success of the MNA Regional Member meetings. Three meetings were hosted and well attended. She thanked R. Cole and Blue Cross Blue Shield for their valuable assistance in hosting a meeting on March 27; John Lore for hosting a meeting on April 24 at St. Johns Hospital in Detroit; and Judy Rapanos for hosting a meeting on April 30 in Midland. 12. Membership Committee Report: D. Clarke updated the Board on MNA's success with the nonprofit classified service. She also reported that Amanda Osborne, director of member services is working to bring more member discount services on line. 13. Public Policy Report [Tab 10]: M. Tate reported on activities of the MNA Public Policy Committee. He presented and reviewed a set of guidelines and principles drafted by the committee regarding policy items supported by MNA. A motion to approve the public policy guidelines passed unanimously. 14. Community Renewal. Governor's Service Awards, and Grantmakers/Grantseekers Report: D. Clarke provided a preview of the Community Renewal Conference cosposored by MNA, CMF, and the Michigan Community Service Commission, along with the second annual MNA and CMF legislative reception and the Governor's Service awards. She also reviewed conference arrangements and board member assignments for Grantmakers/Grantseekers VIII. 15.
