Michigan's New Partnerships VISTA project is administered by the Michigan Nonprofit Association in partnership with the Council of Michigan Foundations and the Michigan Community Service Commission. PROGRAM FOCUS: In six areas of the state, VISTAs will support the New Partnerships concept for community problem solving, through communication, citizen action and collaboration among private, nonprofit, and government sectors. VCM/AmeriCorps is administered by the staff of the Volunteer Centers of Michigan and is funded by the Corporation for National Service and the Michigan Community Service Commission. PROGRAM FOCUS: VCM/AmeriCoi-ps is designed to meet the needs of Michigan's young people, systems that effect them, and the communities in which they live. The primary focus of VCM/AmeriCorps will be the development and support of initiatives designed to increase young people's participation in strengthening their community. VCM/AmeriCorps will "get things done" by engaging youth during the after school hours in the achievement of structured goals which are tailored to meet the individual needs of each community. The program consists of 15 full-time and 30 part-time AmeriCorps volunteers which will be placed in any selected Volunteer Center throughout the state of Michigan. Volunteer Centers will be selected through an RFP process which gages the center's need and capacity for fulfilling the program's requirements and objectives. LOCATIONS: FOCUS GOALS : • Develop and implement opportunities for over 800 people in each service area to engage in volunteer service. • Orchestrate partnerships with schools, church groups, and other youth related organizations to create five sustainable service projects. • Provide training opportunities for community organizations to enhance their skills in working with youth volunteers. • Serve as a ''team leader" with groups of young people in developing and implementing service projects. • • Engage youth in technology . Welcome and Call to Order: The meeting was called to order by Chairperson R. Cole at 2:15 p.m. 2. Review of Minutes: The minutes of the October 16, 1995, meeting were approved. 3. Chair's Report: R. Cole reported on the establishment of the Russell G. Mawby Fund for Volunteerism. MNA received a $500,000 endowment grant from the W.K. Kellogg Foundation in the name of Russ Mawby. The funds will be used to fund programs that promote volunteerism and a life long service ethic in young people. R. Cole introduced Jennifer Fauss, the Points of Light Foundation Youth Engaged in Service (YES) Ambassador. MNA will house this position within its offices for the next nine months. In her position as YES Ambassador, Jennifer will serve as an MNA staff member and work closely with Volunteer Centers of Michigan and the Michigan Campus Compact. R. Cole informed the committee of Blue Cross Blue Shield's willingness to work with MNA on redesigning its publications and printed materials. Representatives from Blue Cross Blue Shield of Michigan and its ad agency, TraverRohrback, recently met with MNA staff members to accomplish this goal. The Russell G. Mawby Award, co-sponsored by MNA and CMF, will be presented at the Governor's Community Service Awards Dinner on May 16 at the Lansing Center. �Helen Philpott is co-chairing the selection committee comprised of three MNA trustees and three CMF trustees. Calendars were distributed to executive committee members to plan future executive committee meetings. The MNA staff will collect and review the calendars. Future meeting dates will be announced at the April 4 executive committee meeting. R. Cole announced that the meeting agenda does not include a report from the president. D. Egner will give his report at the executive session at the end of the meeting. R. Cole reported that Donna Clarke, vice president and COO of MNA will be departing the MNA staff on May 17. Donna will graduate top of her class from Cooley Law School this spring. She has been offered a position to practice law with the firm of Howard and Howard in Lansing. Executive committee members congratulated D. Clarke on her outstanding achievement and thanked her for her many years of service to MNA. R. Cole commented on the success of the Governor's Summit on February 12, 1996. The committee discussed separating the religious sector into its own category. Sr. Monica Kostielney raised concerns about the divisiveness this may cause. The executive committee expressed concern about keeping the religious sector separate from the nonprofit community. The committee directed D. Egner to communicate this concern with the Council of Michigan Foundations and the Michigan Community Service Commission. MNA switched its health insurance carrier from Blue Cross Blue Shield of Michigan to Physicians Health Plan (PHP). R. Cole, in support of D. Egner's decision, shared this administrative decision with the committee. PHP offers MNA a significant cost savings. 4. Fund Development Report: M. Moomaw informed the committee that plans for the George W. Romney Fund for Volunteerism are underway. The goal of the campaign is to raise 1.5 million dollars. Lenore Romney has agreed to serve as honorary chair of the Campaign. In addition, honorary involvement is expected from the Romney children, Governor and Mrs. Engler, and former governors and their spouses. The campaign will be structured in a team format and will officially be kicked off in May 1996. D. Johnson requested that the committee see something in writing on the campaign. She also suggested that a firm commitment for at least one-third of the funds be in place before the campaign is kicked off. R. Cole suggested that a monument of Governor Romney be placed on the capital lawn - something that demonstrates his involvement in community service. The committee charged D. Egner with putting together a list of ideas on how to organize this effort. �M. Moomaw reported on the development and progress of MNA Regional Member Meetings. Four to five meetings are being planned across the state to service current members and recruit new members. Each meeting will include a fundraising seminar followed by a networking reception. Two meetings have been scheduled in the Detroit area for March 27, 1996 and April 24, 1996. Plans are underway to re-build the MCC Venture Grant Process. M. Moomaw shared the past success of venture grants and the significant impact they have on higher education institution's decision to be a member of MCC. M. Moomaw is developing strategies to seek corporate contributions and grants for the funding of this program. 5. Finance Committee Report: J. King reviewed MNA's income and expense statement as of January 31, 1996. It was suggested that the revenue and expense statement be modified to include a column for June 30, 1996 projections. This column will allow the board to see what MNA's financial position will be at the end of the fiscal year. 6. Membership Committee Report: D. Clarke acknowledged and thanked Chairman R. Cole for arranging a meeting with representatives from Blue Cross Blue Shield of Michigan to help in redesigning MNA publications and printed materials. To date MNA has 350 members. Membership renewal notices have been changed to more closely resemble an invoice. Retention rate is up to 80% compared to 74% at this point last year. The MNA staff will be contacting members at least once a year by phone to discuss MNA services. The board-driven membership campaign to date has resulted in six new members. 7. Program and Services Update: D. Clarke updated the committee on plans for Grantmakers/Grantseekers VIII (GG8) scheduled for May 17 at the Lansing Center. CMF will again co-sponsor the conference. Dr. Bill Richardson, president of the W.K. Kellogg Foundation, will deliver the morning keynote address. The committee is currently pursuing potential keynote speakers for the afternoon. Louis Sullivan, who the committee was pursuing for the last several months, has a scheduling conflict and can not attend. Conference brochures will be sent out in early April. D. Egner updated the committee on the Community Renewal Conference scheduled for May 16 at the Lansing Center. This conference will follow the MNA annual board meeting. Lester Salamon, director of the Institute for Policy Studies at Johns Hopkins University, will be the keynote speaker. Following the conference MNA and CMF will host a legislative reception. The Governor's Community Service Awards Dinner will follow the reception from 7:00 p.m. to 10:00 p.m. D. Clarke reported that to date the nonprofit classified service has been very successful. The service is attracting new members for MNA. MNA is contracting with commissioned sales representatives to help sell ad space. �8. Michigan Campus Compact Report: Lisa McGettigan provided a brief overview of the recent activities of MCC's four main constituency groups; presidents, faculty, staff and students. The MCC presidents met on January 29, 1996 at the W.K. Kellogg Foundation in Battle Creek. The presidents are trying to coordinate a meeting in late May that would coincide with conferences being hosted by other higher education associations. This meeting would allow for more participation from presidents as well as serve as a recruitment method for MCC. The Student Community Action Network (SCAN), held their first annual student leadership conference at Grand Valley State University on January 27, 1996. The successful conference was designed and facilitated by students. The MCC faculty committee is planning their first annual Faculty Institute on March 29, 1996 at Lansing Community College. The goal of the conference is to give faculty members from across the state an opportunity to collaborate on service learning initiatives. The MCC Community Service Coordinators are planning a student recognition ceremony for April 13, 1996. This is an opportunity for MCC to formally acknowledge the outstanding commitment to service demonstrated by students attending MCC member institutions. 9. Volunteer Centers of Michigan Report: A. Cantrell reported on VCM's upcoming election of officers. The recommended slate of officers includes Carolyn Harvey as president, Kathy Rossow as vice president and Amy Smitter as secretary. S. Singh reported that VCM is hosting the Points of Light Foundation's Capacity Building Institute on March 10 and 11, 1996. The conference is designed to assist volunteer centers in developing plans and skills to move towards implementing the vision of VC2000. S. Singh reintroduced Jennifer Fauss and described some of the activities she will be working on with VCM. VCM is in the final stages of securing a contract with Red Ridge Software Company for volunteer management software. In addition, VCM is working to develop access for volunteer centers on the World Wide Web. S. Singh reported he is meeting with the Michigan Association of Volunteer Administrators (MAVA) and POLF to discuss ways to strengthen relationships between volunteer organizations. 10. Public Policy Report: D. Johnson reported on the public policy committee meeting on January 23, 1996. The committee has developed a draft set of guidelines and principles regarding policy items supported by MNA. The guidelines will be reviewed for final revisions at the committee's April 4, 1996 meeting. The executive committee approved the guidelines and, barring any major changes from the public policy committee, recommended that they be submitted to the MNA board at the May 16, 1996 meeting for final adoption of the document. �In conjunction with their April 4 meeting, the public policy committee will hold an open forum for MNA members and other interested groups to share their comments regarding the proposed rewrite of Michigan's Charitable Solicitation Act. The executive committee approved the public policy committee sharing the guidelines document with members present at the open forum on April 4, 1996. 11. Nominating Committee Report: Sr. Monica Kostielney updated the committee on board vacancies. Nominations from members are currently being solicited. The nominating committee is scheduled to meet on March 26, 1996 to review nominations and recommend candidates to fill these vacancies. 12. Chair's Report: R. Cole reported on the success of the MNA regional member meeting hosted on March 27, 1996 by Blue Cross Blue Shield. 4. Nominating Committee Report: D. Egner reviewed the committee's nominations for vacant board positions. After discussion, the committee approved the recommended candidates and recommended that the slate of candidates be presented to the full board on May 16, 1996. 5. MCC provided transportation for students to attend the annual COOL conference in Washington, D.C. in March. With MCC's support, Michigan was well represented by young people at this event. The first annual Faculty Institute was hosted at Lansing Community College on March 29, 1996. This one day workshop provided an opportunity for faculty members to discuss issues related to service learning. A student recognition ceremony is being hosted on April 13, 1996 to honor outstanding student service. �6. Volunteer Centers of Michigan Report: S. Singh reported on the successful Points of Light Foundation Capacity Building Institute hosted on March 10 and 11, 1996 by VCM. He also reported that the volunteer centers are working on developing their own Web page. This would allow volunteer centers to post their volunteer opportunities on the Internet. A document describing Connect America was distributed and discussed. Also noted was S. Singh's recent appointment to the Points of Light Foundation Board of Directors. 7. Public Policy Report: D. Johnson reported on the public policy committee meeting held earlier in the day (April 4, 1996). The committee completed its work on the draft set of guidelines and principles regarding policy items supported by MNA. The guidelines will be presented at the MNA Board meeting on May 16 for final adoption. A public forum was held to discuss the committee's work on a possible re-write of Michigan's Charitable Solicitation Law. D. Johnson recognized the hard work of committee members Joe Tuchinsky, MaryAnn Pierce and Donna Clarke in moving this effort forward. A meeting with members of the Attorney General's office has been set to continue discussion on this project. 8. Program and Services Update: D. Clarke updated the committee on plans for Grantmakers/Grantseekers VIII (GG8) scheduled for May 17 at the Lansing Center. A copy of the GG8 brochure was distributed. D. Clarke recognized Robert Hencey from the W.K. Kellogg Foundation for his valuable assistance in developing and producing this year's brochure. The brochure is in the process of being sent to MNA's mailing list that consists of more than 12,0000 names. Dr. William Richardson will provide the morning keynote address. Plans are underway to announce the George W. Romney Fund for Volunteerism and pay tribute to the former Governor during the afternoon keynote portion of the conference. D. The official kick-off of the Fund will be held on May 17, 1996 in conjunction with Grantmakers/Grantseekers VIII, along with a tribute to Governor Romney. A proposal for $750,000 was submitted to the W. K. Kellogg Foundation (WKKF). An outline of the Campaign structure was distributed and reviewed. M. Grill announced that she is working with TreverRohrback in developing a public relations piece for the campaign. M. Grill reviewed her work on re-building the MCC Venture Grant Process. Efforts are being focused on seeking corporate contributions and researching and developing grant proposals. Finance Report: J. Welcome and Call to Order: The meeting was called to order by Chairman King at 9:45 a.m. 2. Review of Revenue and Expense Statement as of January 31. 1996: The second quarter Michigan Nonprofit Association financial statements (attachment 1) were reviewed by the committee. The second quarter statements are MNA's first statements since converting from cash to accrual accounting. The committee suggested that an "expected year end" column be added to the expense/revenue statement. Staff will make that change on future reports. Following discussion, the expense/revenue statement and balance sheet were approved as presented. D. Egner announced the receipt of a $500,000 grant from the W. K. Kellogg Foundation to implement the Russell G. Mawby Fund for Youth Service and Volunteerism. The grant will be paid in two $250,000 payments. The first payment was received in early February and the second will be sent this fall. 3. Discussion on Draft Reserves and Investments Policy: The committee reviewed and discussed the draft reserves and investments policy. The committee offered several changes to clarify the objectives of the provisions. Staff will make these changes and present the final draft of the policy to committee at its next meeting. 4. Egner reviewed the internal procedure for developing the 96-97 budget. After discussion, the committee unanimously approved that the 96-97 Suggested Budget be sent to the Executive Committee for approval. The committee also discussed the need for MNA to work toward a six month operating reserve. 4. Review February 29. 1996 Finance Statement: The committee reviewed the February 29, 1996 Statement of Revenue and Expenses as well as the Balance Sheet. After discussion, the committee voted unanimously to receive the reports. 5. Review of MNA Investment Policies: The committee reviewed and approved MNA Investment Policies. 6. Restricted Investment-Mawby Fund & Endowment Receivable-Mawby Fund: MNA was fortunate to receive a $500,000 endowment from the W.K. Kellogg Foundation in the name of Russell G. Mawby. The funds from this endowment will be used to enhance youth volunteerism programs in Michigan. $250,000 of the grant was received. The other $250,000 is a receivable that will be paid in the late summer or early fall of 1996. Accounts Receivable-MCC Dues & Accounts Receivable-Grant: Both of these line items are receivables from Michigan State University. The MCC dues amount will be paid prior to the end of MNA's fiscal year. The funds reported in the accounts receivable grant line item is the remains of the W.K. Kellogg Foundation grant that has been approved for tJansfer. We are awaiting the funds from MSU' s Grants and Contracts Office. Accounts Receivable-Classified Ads: These are funds due MNA from organizations that have placed classified advertisements in Crain's Nonprofit News. Liabilities and Fund Balance Defe"ed Member Revenue & Defe"ed Membership Revenue MCC: With the switch to an accrual accounting system, MNA is now deferring the appropriate portion of member dues as they are received each month. To date, dues deferred to next fiscal year equal more than $33,000. Defe"ed Grant Revenue: $507,500 is deferred from the $950,000 Kellogg Grant received in 1995. Fund Balance: The operating fund balance is $27,455. The equipment fund balance is $9,830. Revenue over expenses equals $640,045 . Revenue over expenses includes the $500,000 from the Mawby Fund that is in permanent endowment. STATEMENT OF REVENUE AND EXPENSES Revenue General Contributions: General contributions are down somewhat because of the late invoicing ofboard members for their personal contributions. We anticipate that we will finish the year at approximately $2,250. Interest and Dividends: The two line items of interest in dividends include interest from the Mawby Fund and interest drawn from other investments. The deferred revenue from the W.K. Kellogg grant received in 1995 is responsible for the return of$22,813 . We project that MNA will finish the year at just over $33,000 in these two line items. 1 �Kellogg Grant to VCM: This $50,000 is from a 1994 grant to MNA These funds are earmarked for VCM capacity building and will be offset by the program grant line item. Grants and Contracts: Grants and contracts are just below $329,000. We anticipate that we will finish the year slightly above $350,000 in this line item. The annual budget $500,000 amount . included $150,000 for MCC Venture Grants. We have delayed the start of the MCC Venture Grant program to the next fiscal year. An offsetting entry in the expense column will result in no financial 4flpact of this delay. Program Fees: Several program items are now being tracked separately because of the shift in our accounting program. We anticipate that total program fee income by year end will be $84,500. The majority of these funds will come in during the month of May as part of the Grantmakers/Grantseekers revenue. Member Dues: Member dues have been split into more specific categories. As of the March statement, inter-departmental transfers have not taken place to accurately indicate dollars paid by each of the three classifications. It is anticipated that we will end the year at approximately $127,000 in total dues paid The annual budget of$158,000 was approved by the board before the shift to an accrual accounting system. This move to an accrual system will result in year end figures being below the budgeted amount; however, our cash position will actually exceed the annual budget. Expenses Salaries: MNA is running below budget on salary e:11:penditures. We anticipate ending the year at approximately $287,000. A large part of this savings is a result of starting two budgeted positions later in the fiscal year than anticipated. Benefits: Benefits are running under budget at the same pace as salaries. We anticipate ending the year · at $84,500. Liability Insurance, Travel Expenses, and Contract Services: These line items will finish near the annual budgeted amount. Office Expenditures: As ofMarch 31 office expenditures exceeded $59,000. We anticipate that we will finish the year at just over $74,000. The majority of this overage is a result of$5,000 spent to furnish and equip additional offices after the MCC merger. Meeting Expenses: The majority of these expenditures will occur at the Grantmakers/ Grantseekers Seminar. We anticipate finishing the year at just under $40,000. Program Grants: The $125,000 budgeted in program grants is an entry that offsets the majority of the $150,000 of revenue budgeted in Grants and Contracts for Venture Grants. $50,000 will be paid out in this line item this year for VCM capacity building. New program initiatives include a service and volunteerism super conference that will be conducted in March of 1997 and a number of training and workshops conducted by the Volunteer Centers of Michigan and Michigan Campus Compact. Additionally, there are additional revenue increases in the Crain's Nonprofit Classified Service. Substantial differences between the 1995-96 projected year end and the 1996-97 budget are outlined below. Unrestricted Income Interest and Dividends: Increases in this budgeted item result from revenues from the Russell G. Mawby Fund. A $500,000 grant is earmarked for increasing and enhancing volunteer service for Michigan's young people. Grants and Contracts: The 1996-97 budget includes $222,500 of the W.K. Kellogg Foundation funds currently in restricted grant revenue. Program Fees: The budget includes the addition of$60,000 for the volunteerism super conference, $28,000 from Crain's Nonprofit Classified Service, and additional revenue from meetings and trainings. Member Dues: Increases here represent additional member institutions joining the Michigan Campus Compact and additional MNA members. Program Grants: Included in the 1996-97 budget is $30,000 from the W.K. Kellogg Foundation grant for volunteer center capacity building. An additional $50,000 will be raised for the MCC Venture Grants program. �Expense Salaries: The budgeted number represents a 5% increase pool for existing MNA employees. The 95-96 projected numbers are significantly lower because two full-time employees and one half-time employee were on staff only a portion of the fiscal year. Benefits: The increase in benefits corresponds to the increase in staff salaries. Liability Insurance: We have budgeted for a 5% increase in this line item. Contract Services: The major increase in this area is an increase in purchase space from Crain 's Nonprofit News. Additional program fee revenue has offset this expense. Office Operations: Budgeted increase in office operations are a result of additional expenses incurred in the above mentioned new programming initiatives. Meetings: New program initiatives increase the meeting budget for 199697 substantially when compared to 1995-96. The majority of this expenditure increase is a result of the super conference mentioned above. Travel: A 10% increase has been budgeted in travel for 1996-97. We anticipate greater in-state travel for both the director ofVCM and the director ofMCC as they conduct site visits of all of their constituents. Program Grants: $50,000 has been budgeted for MCC Venture Grants for 199697. These funds will be raised during the fiscal year. $30,000 has been budgeted for volunteer center capacity building; this expense is offset by revenue in the program grants line item. To maintain a reserve equal to a minimum of six (6) months worth of operating funds in the :MNA fund balance at all times; 2. To assure sufficient liquidity to meet operating and contingent expenses; 3. To obtain a reasonable return on the investment of surplus funds; 4 . To avoid speculative investments which could jeopardize the safety of the invested assets. .. ___ Responsibilities: It shall be the responsibility of the MNA president: 1. To establish the association' s annual budget with the advice and consent of the board of directors; 2. To determine the amount of surplus funds that are available each year for investment; 3. To invest those surplus funds as authorized; 4 . To provide at least quarterly financial reports to the MNA finance and executive committees; 5. To obtain a bond or employee dishonesty policy at the $50,000 level, covering all employees who have access to the financial accounts of the association; 6. To obtain finance committee approval for investments that exceed $10,000; 7. To obtain board approval for the selection of an investment advisor should one be retained . .·. Maturity Restrictions: No investment shall be purchased maturing longer than five years from the date of the purchase and 75 percent of the portfolio shall have a maturity of not more than two years. Authorized Investments: The :MNA president, in consultation with the Finance Committee chair, is authorized to invest the association' s surplus funds on her or his individual initiative with or without the advice of an investment advisor as follows: 1. US obligations and any obligation that is fully guaranteed by the US Government may be purchased without regard to amount; 2. R o m n e y Fund for Volunteerism The Michigan Nonprofit Association and the Volunteer Centers of Michigan have announced the creation of the George W. Romney Fund to increase and improve volunteerism in Michigan. With a goal of $ 1.5 million, the endowment fund, named for Michigan's former governor, will distribute money to benefit local volunteer centers and innovative volunteer programming throughout Michigan. Romney was recognized nationally as a leader ^ in the volunteer movement. He founded the National Volunteer Center, served as a f o u n d i n g trustee of the Points of Light Foundation and the Michigan Nonprofit Association, and spearheaded the development of a number of volunteer centers in Michigan. Three years ago, in collaboration with Michigan's First Lady, Michelle Engler, and former First Lady, Janet Blanchard, Romney started the Michigan Campaign for Volunteerism, an initiative to increase the number of volunteers in Michigan and to strengthen Michigan's volunteer centers. Since its inception, the number of volunteer centers in Michigan has grown from nine to 27. The fund will begin making grants in 1997 and will be administered by the Michigan Nonprofit Association. Organizations and individuals interested in making contributions to the George W. Romney was a man of strong beliefs whose values were the focal point of his daily life. He had a passion for community which made him a powerful leader and citizen. George Romney cherished his role as a volunteer. The night before his passing he was at a dinner for the Volunteer Leadership Coalition and introduced himself in his usual way, "George Romney, volunteer." He was proud of his many achievements in the area of volunteerism. Romney was a true believer when he declared, "The most powerful - problem-solving force on Earth is the organized, voluntary cooperation of a free people." Romney Fund for Volunteerism was developed to increase and improve volunteerism in M i c h i g a n . A goal of $1.5 m i l l i o n has been set. Concepts important in the development of the Romney Fund: r* Romney believed successful volunteer centers and programs that utilize volunteers include three essentials: • Leadership • Funds to build local infrastructure • Media support With these points in mind, one focus of the fund is to strengthen the local volunteer centers. This will be accomplished by distributing $750,000 to the local volunteer centers to establish their own e n d o w m e n t f u n d s . These endowment f u n d s will be supplemented by a one-to-one cash match raised at the local level. In addition to providing grants to volunteer centers, the fund will m a i n t a i n $750,000 in an endowment for volunteer projects across the state. Monique has a long and rich relationship with service. She has worked with the Student Offering Service (SOS) as Gerontology Coordinator where she places students in area nursing homes. She has coordinated and volunteered in the Adopt-a-Grandparent program. As a member of Students United for Nature (SUN), she has implemented a spring clean-up in her community. Monique has also developed training seminars for health care providers while at the county commission on aging. Not only has she been active in service, but Monique has worked to instill service components into her honor societies, Gamma Delta Alpha and Chi Epsilon Mu Chemistry Honor Society. Just recently, Monique was named a finalist for the 1995 Howard R. Swearer Student Humanitarian Award, the highest honor a college student can receive nationally for his/her community service efforts. Jufte £u6ec~ Julie is a senior at the University of Michigan studying Psychology. Julie has been involved with Project SERVE in many capacities while at the U of M. She has been a co-chair for Campus Programs; an Alternative Spring Break Site Leader; and a Child/Youth Coordinator. Julie has also advised the Ann Arbor Community Foundation Youth Council and has helped to plan and implement the annual Youth Summit in Detroit. She has been a group facilitator for the Homeless Empowerment Relationship Organization and for Ryan Correctional Facility. Her volunteerism has lead her to the Father Pat Jackson House to help teen mothers; to be a peer counselor for 76-GUJDE; to work with children in a domestic violence shelter; and to work with cancer-stricken children. Sfiirorufa :N. Stewart Shironda is a sophomore at Michigan State University studying Physiology. She has been active with the Lansing City Rescue Mission, where she volunteers to provide meals to the homeless and coordinates transportation to and from the mission. She has also coordinated a food drive for the greater Lansing area. Shironda volunteered at the Help the Homeless Project where she mentored and supported one homeless woman in an effort to get her off the street. She has been a mentor at the Lansing Boys and Girls Club and recruited other MSU students to be mentors for the center. CBrian 'l'rem6fy Brian is a senior at Grand Valley State University (GVSU) studying Health Science. He has been actively involved in raising awareness regarding the needs and capabilities of individuals with disabilities through the Project A.B.L.E. program. Brian has developed "Into the Schools," an experiential educational program targeting local elementary youth by simulating various disabilities. This "Empathy Training" program has also become an annual presentation to students at Grand Valley State University. Brian has co-coordinated the "Stride for Pride" fundraiser- a 12.5 mile wheelchair push benefiting the West Michigan Easter Seal Society. He volunteered and presented at the 1996 Service Learning Winter Workshop sponsored by MCC and GVSU. Brian also volunteered at the Muscular Dystrophy Association 's summer camp; a physical therapy clinic; as well as Campus Ministry Service Saturdays. He teaches in both the history and the urban studies departments, and is Executive Editor of Universities and Community Schools. Harkavy recently served as Director of the Penn Program for Public Service, Vice Dean of the School of Arts and Sciences, and Executive Director of the Program for Assessing and Revitalizing the Social Sciences (also at the University). He is currently consultant to the U.S. Department of Housing and Urban Development for the creation of its new Office of University Partnerships. Harkavy received his doctorate in history from the University of Pennsylvania in 1979. His research has focused on school and community revitalization in Philadelphia and other cities. In recent years, he has written on how to involve universities effectively in democratic partnerships with local public schools and their communities. The West Philadelphia Improvement Corps (WEPIC), a partnership linking the University of Pennsylvania and the West Philadelphia community, emerged and developed from seminars and research projects he directs with other colleagues at the University. We are expecting 100 students and their advisors from MCC member colleges and universities to attend. The purpose of the conference is to: enhance students' understanding of the principles of good practice for community service/service learning; to positively impact the community service/service learning movement; to engage students in thoughtful action; and to explore their roles as active citizens in a democracy. • MCC Faculty/Staff Community Service Learning Awards The Fifth Annual Michigan Campus Compact Faculty/Staff Community Service Learning Awards will recognize a faculty or staff member from each MCC member campus for their contributions throughout the year in the area of community service learning through modeling, influence, or instruction. Award recipients will be notified in June and asked to participate in the 1997 Faculty/Administrator Institute. • Venture Grant Cycle 13 Approximately $10,000 has been made available for Venture Grants for member institutions to use in the fall of 1996. Venture Grants are financial awards ranging up to $2,500 made available to individuals or groups on MCC member campuses who wish to develop or expand community service programs and service learning opportunities. Cycle 13 began April 26, 1996, and Request for Proposals will be due on June 7, 1996. Recipients will be notified on June 21, 1996 of their award that can be used during the fall of 1996. • MCC Web Page/List Serve Volunteer Centers of Michigan is assisting Michigan Campus Compact in creating a web page for MCC that will be linked to many organizations in the state and across the country. This method of communication will be a useful way to tell others about MCC, its purpose, services and members. MCC will also be developing list serves for faculty, students, and staff of member institutions. • Site Visits Site visits have been scheduled with all 23 member and 6 potential member institutions. Lisa McGettigan has conducted 20 site visits to date, and will be conducting the nine remaining site visits within the next two months. �COMPLETED ACTIVITIES • 1996 Annual MCC Faculty/Administrator Institute Over 80 faculty members and chief academic affairs officers attended the First Annual MCC Faculty/Administrator Institute which was held on Friday, March 29, 1996 at Lansing Community College. Dr. Ira Harkavy, Director of the Center for Community Partnerships at the University of Pennsylvania, was the keynote speaker. Dr. Harkavy, along with over 25 faculty members and academic administrators presented interactive and stimulating workshops on how to integrate and sustain service learning on college campuses in Michigan. • 1996 MCC Annual Recognition Ceremony Michigan Campus Compact recognized over 21 students at the Annual Recognition Ceremony held on Saturday, April 13, 1996 at the Kellogg Center in East Lansing. Over 55 faculty, staff, family, and friends attended the ceremony to celebrate the outstanding contributions to community service these student leaders have made. There were 17 recipients of the Commitment to Service Award, which recognized students who demonstrated commitment to community service through a wide variety of activities. The Outstanding Community Impact Award, given for exceptional service and endeavors in addressing pressing community issues, was presented to four students from the following institutions: Alma College; Grand Valley State University; Michigan State University; and the University of Michigan. Dr. Alan Stone, President of Alma College and Vice Chair of the MCC Operating Council, gave the welcome and presented the awards. Ms. Monique Averill, a junior at Alma College and finalist for the national 1995 Howard R. Swearer Student Humanitarian Award, gave an inspiring keynote address. David Egner, President and CEO of the Michigan Nonprofit Association, closed the evening with a very a heart warming speech. • COOL Bus The state of Michigan was well represented at the Campus Opportunity Outreach League's (COOL) National Convention in Washington, D.C., March 20 - 24, 1996. A group of key stakeholders in MNA' s work will convene on January 25, 1996 from 9:30a.m. to 2:00p.m. to work on the evaluation design. John Seeley, president of Formulative Evaluation Research Associates (FERA) will lead this small group of individuals through a design process. Any board members interested in attending the evaluation meeting should call the MNA offices. Istook Amendment Update - The Istook "Silence America" Amendment to limit nonprofit lobbying is temporarily dead. The amendment, which was temporarily attached to the continuing resolution and to the lobbying disclosure bill, was removed from all proposed legislation. However, it is anticipated that the amendment will again be pushed by Congressman Istook in 1996. We will continue to keep you updated on Istook and other public policy issues of importance to nonprofit organizations in Michigan. Tax Incentive for Charitable Giving Update - Since our board meeting, the tax incentive task force has met with Senate Majority Leader Dick Posthumus and House Speaker Paul Hillegonds about the possibility of introducing legislation that would provide a tax deduction for charitable giving. Both meetings were very successful. We anticipate that a draft bill will be introduced sometime in the spring of 1996. Finally, we want to pass along best wishes to you and your families for a joyous holiday season and a happy New Year. MNA's Role as a Convener A. Continue to work cooperatively with other organizations to conduct conferences and seminars important to the nonprofit sector. Accomplishments: On February 12, 1996, MNA, the Council of Michigan Foundations and the Michigan Community Service Commission cosponsored "A Time for New Partnerships." This was a leadership summit called by the Governor which focused on collaborative relationships between the three major sectors of society. Eighty-five leaders from throughout Michigan's private, government, and nonprofit sectors attended this important meeting. On May 16, 1996, MNA will cosponsor "Community Renewal: A Time for New and Renewed Partnerships,'' with the Council ofMichigan Foundations and the Michigan Community Service Commission. This meeting is a follow-up to "A Time for New Partnerships." The seminar will provide an opportunity for leaders from the public, private, and nonprofit sectors to explore the importance of new and renewed partnerships for local community problem solving. The MNA is continuing to co-sponsor a nonprofit leadership forum series in the greater Detroit area. These forums cover a variety of topics of importance and interest to nonprofit organizations in greater Detroit. MNA co-sponsored the National Center for Nonprofit Boards training in Novi on April15, 1996. The training focused on developing and managing an effective board. MNA has also made arrangements to offer a discounted registration price for its members to attend the Indianapolis Center on Philanthropy' s Fund Raising School. The Fund Raising School is regarded as one of the top fund raising training programs in the country. MNA worked collaboratively with a number of Michigan organizations to conduct conferences, workshops, individual breakout sessions, and trainings throughout the year. These activities included: Nonprofit Enterprises At Work "Service Learning Conference" in Ann Arbor; the Council of Michigan Foundations annual conference in Kalamazoo; Michigan' s Children's Trust Fund annual conference at Boyne Mountain; the Detroit Area Chapter of the National Society of Fund Raising Executives "Fund Raising Day Seminar"; the Capital Area Chapter of the National Society of Fund Raising Executives "Fund Raising Day Seminar"; the Direction Center' s "Managing a Nonprofit from a Financial Perspective Seminar" in Grand Rapids; the Council of Michigan Foundations "Summer Youth Camp"; and the Nonprofit Management Association Conference held in Detroit. �- -- - - - - -- - - - B. Work with Michigan's nonprofit management service organizations to establish a statewide calendar ofevl!nts and work toward a state technical assistance plan. Accomplishments: Four of Michigan's management service organizations (MSOs) have been meeting quarterly for the last two years. These organizations include Direction Center in Grand Rapids, Nonprofit Enterprises at Work in Ann Arbor, Accounting Aid Society in Detroit, and Nonprofit Partnership in Battle Creek. The coalition is working to develop a distance learning program for nonprofit trainings. This program would be targeted primarily at the northern Lower Peninsula and the Upper Peninsula of Michigan. A proposal for planning this program is being submitted to the Aspen Michigan Project in June. MNA will serve as the fiscal agent for the grant. In December of 1997 a proposal will be developed to implement this project. MNA continues to use its member mailing and newsletter as an on-going calendar of training activities for Michigan's management service organizations. MNA has been working in partnership with the Council of Michigan Foundations and the Presidents Council to establish a higher education-based nonprofit training curriculum throughout the state. C. Work with the higher education and research community to build greater understanding of Michigan 's nonprofit sector through research, curriculum, and community programs. Accomplishments: MNA continues to serve on the advisory committee to the Aspen Michigan Project. The Project, funded by the W.K. Kellogg Foundation, is focused on nonprofit sector research in Michigan. MNA continues to work with the Institute of Public Policy and Social Research at MSU to develop research that measures Michigan's attitude towards nonprofit organizations, volunteerism, and giving trends. These surveys have been developed to parallel national research being done by the Independent Sector. MNA continues to support the work of Wayne State University through endorsement and dissemination of their research. MNA distributed the State ofNonprofit Detroit, a study looking at nonprofit activities in the greater metropolitan area. Additional research on Detroit's nonprofit community is planned for 1996-97. D. Complete Grantmakers/Grantseekers VIII. Accomplishments: Grantrnakers/Grantseekers VTII is scheduled for May 17, 1996 at the Lansing Center, Lansing. MNA and CMF have successfully expanded the conference format to include more breakout sessions. 2 �E. Conduct "Regional Meetings " permitting existing members an opportunity to network and providing a recruiting opportunity for potential new members. (goal added January, 1996) Accomplishments: lbree regional meeting were conducted in the Spring: March 27 at the Southfield offices of Blue Cross and Blue Shield, Apri124 at St. John Hospital and Medical Center in Detroit, and Apri130 at the Midland Arts and Culture Center. Nearly 200 nonprofit executives attended the 90 minute fund development workshops and the receptions that followed. II. MNA's Role in Encouraging Voluntary Giving and Service A. Complete the affiliation with the Michigan Campus Compact by hiring the MCC director, rebuilding relationships with MCC stakeholders, completing a customer assessment, and developing a working plan to meet customer need and expectation. Accomplishments: The Michigan Campus Compact affiliation was completed on July 1, 1995. The director ofMCC began on August 14, 1995. In an effort to rebuild relationships with MCC stakeholders and to obtain a greater understanding of their expectations, the director ofMCC developed and mailed a survey in the fall of 1995. Additionally, a majority of the 23 member institutions have been visited. During each site visit, the director ofMCC met with the institution's president, faculty engaged in curriculum-based service learning, community service coordinator, and students. In response to student expectation, a winter workshop was conducted by the Student Community Action Network (SCAN). The conference was held on January 27, 1996 at Grand Valley State University. Approximately 100 students were in attendance. MCC continues to be the only campus compact in the country that maintains its student focus . A students awards recognition ceremony was held on April13, 1996. Responding to the identified expectations and needs of faculty, MCC conducted a Faculty Institute on March 29, 1996. The preliminary evaluations of the event indicate that the program was successful. One hundred percent of those evaluated suggested that the Institute should become an annual event. The objective of the Institute is to further develop higher education curriculum that is service learning based. The MCC Operating Council met on January 29, 1996 in Battle Creek. The Operating Council is composed of the presidents ofMCC institutions. The Operating Council continued its support and endorsement ofMCC' s efforts. Additionally, the presidents discussed and assisted in the development of the funding program that will result in MCC Venture Grants. MCC also continues hosting quarterly meetings of the Community Service Coordinators and the Curriculum Development Committee. 3 �B. Develop and implement a regional system oftraining and support for Volunteer Centers of Michigan. Accomplishments: The director ofVCM has established five regions for volunteer center training. The volunteer centers that are housed in these regions will work collaboratively to host training sessions that will benefit volunteer centers and local nonprofit organizations. The regional system will be further developed in 1996-97. C. Conduct at least one statewide training to assist Volunteer Centers with local capacity building. Accomplishments: On March 10 and 11, 1996, in Lansing, VCM hosted the Points of Light Foundation Capacity Builders Se~. Approximately 40 volunteer center directors, staff and board members attended this session. l}le evaluations were outstanding. D. Build a working partnership with the Points ofLight Foundation in order to provide greater resources and visibility to Michigan 's Volunteer Centers. Accomplishments: MNANCM's relationship with the Points of Light Foundation has grown considerably in the last year. MNA staff played a significant role in the Points of Light Foundation Volunteer Center Start Up Academy last summer. Two MNA staff members attended the Points ofLight Foundation Volunteer Center Summit in March. The Summit focused on the next stage of volunteer center development and mission. Jennifer Fauss joined the MNA team in January, 1996 as a Points of Light Foundation Youth Engaged in Service (YES) Ambassador. Sam Singh was appointed to the Board ofDirectors ofthe Points of Light Foundation in March. E. Continue work collaboratively with the Michigan Community Service Commission, the Michigan Association ofVolunteer Administrators and other volunteer promoting and serving organizations. Accomplishments: Our cooperative relationship with the Community Service Commission was demonstrated through our co-hosting of meetings and events in 1995-96. In addition to the meetings listed in this report, MNA, VCM, and MCC worked with the Commi~sion on activities during Make A Difference Day in October 1995 and National Volunteer Week in April of 1996. F Research and establish a common software program for Volunteer Centers data base management. Accomplishments: The director ofVCM worked with the VCM Operating Council to evaluate a number of database software applications in 1995-96. VCM has endorsed SAM and the volunteer centers will begin purchasing and utilization of the program in the next several months. 4 �G. -.._.. Begin planning of the 1997 Michigan "Super Conference. " Accomplishments: Preliminary meetings for the "Super Conference" were conducted this year. Tentatively, the conference is scheduled for March 1997. ill. MNA's Role in Disseminating information A Review eristing publications and develop a publications plan within the strategic marketing plan ofMNA.. Accomplishments: Thanks to the generosity of Blue Cross and Blue Shield of Michigan, MNA has been reviewing all of its publications and its logo. MNA will be receiving a report back from Blue Cross and Blue Shield and their ad agency, TraverRohrback. A full series of recommendations will be given to MNA in the near future. B. Move the "Member Mailing" to a monthly format and the newsletter to a semi-annual publication used primarily as a marketing tool. Accomplishments: The member m3.iling has been moved to a monthly format. The feedback to this move has been positive by MNA members. The newsletter continues to be used as a marketing tool and mailed on a semi-annual basis. C. Work in partnership with the Michigan Society ofAssociation Executives to produce the "1996 Michigan Association and Nonprofit Compensation and Benefit Survey. " Accomplishments: The Compensation and Benefit Survey is currently being compiled by Management Resource Center, Inc. in Troy, Michigan. The survey will be released in early May and available for sale at the Gtantmakers/Grantseekers Seminar. D. Establish Technology-based dissemination/communication vehicles for MNA, VCM and MCC members and key stakeholders. Accomplishments: Web sites will be functioning for MNA, VCM, and MCC in late spring or early summer. These web sites will allow members of all of these organizations, and perspective members, to receive information via the Internet. Additionally, we are establishing list serves for MCC's faculty, community service coordinators, and students. 5 �- - - - - - - -- -- IV. -- -------- Proactive Public Policy A. Continue the effort to establishing legislation to expand incentives for charitable giving. Accomplishments: MNA continues to work with CMF and United Way of Michigan in its pursuit of tax incentives for charitable giving. David Haynes, Public Affairs Associates, is still on retainer as our lobbyist representative. ·. In 1995-96 we had key meetings with Speaker of the House Paul Hillegonds, House Minority Leader Curtis Hertel, Treasurer Doug Roberts, Senate Majority Leader Dick Posthumus, Senate Finance Committee Chair Joanne Emmons, and House Finance Committee Chair Willis Bullard, Jr. This will be an ongoing effort for MNA. Given the current situation regarding state finances and taxes, action is not anticipated on this effort until at least the fall of 1996. B. Develop working principles and guidelines for A1NA 's public policy positions and activities. Accomplishments: The MNA Public Policy Committee developed guidelines that were presented to the MNA Executive Committee on February 21, 1996 and will be presented to the full Board on May 16, 1996. These guidelines will be distributed to the MNA membership after final Board approval. C. Continue tracking of legislative bills and issues affecting the nonprofit sector in Michigan. Accomplishments: MNA has continued to track legislation at the state and federal level. In terms of federal legislation, MNA continues to inform its members and key nonprofits in the state of activities surrounding the Istook amendment to limit nonprofit lobbying. MNA has opposed this legislation in writing to Michigan's delegation. Additionally, MNA continues to compile research around the effects of a flat tax on charitable giving. At the state level there were a number of bills that were tracked and reported to the Public Policy Committee. MNA testified on three occasions in support of Senate Bill 94, a bill that would require criminal background checks for volunteers working with children. MNA worked extensively behind the scenes with staff members from Senator Bouchard' s office to make Senate Bill 94 friendly to nonprofit organizations. Other bills that were tracked and the action that was taken can be found in the Public Policy Guidelines. D. Provide opportunities for A1NA members to interact with legislators and key appointed officials. Accomplishments: MNA will host with CMF a legislative reception on May 16, 1996 following the Community Renewal conference . .· 6 �V. Services To Members A. Continue the development ofthe nonprofit retirement program. Accomplishments: Little progress was made in the development of the nonprofit retirement program in 1995-96. However, in March of 1996 activity around the program began to boil again. We are working diligently with MetLife Resources to develop a private label plan that will meet the original expectations established for the program. We hoped to have a detailed report of our progress with MetLife at our May 16, 1996 board meeting. B.. Pursue additional member discounts and services through vendors: Accomplishm~ts: By the end of the fiscal year at least one new discount will be on board at MNA. C. Develop a jobs classified service for Michigan 's nonprofit sector. Accomplishments: Through a partnership with Crain 's Nonprofit News MNA has successfully established a nonprofit jobs classified service in Michigan. The program has been running since December, 1995. The remainder of this fiscal year MNA will expand its efforts by working with management service organizations to secure more classified ads. D. Develop a program where Volunteer Centers can act as a distributor ofMNA memberships and services. Accomplishments: We are still in the process of developing a volunteer center distribution system for MNA memberships and services. It is our goal to have a working model underway this summer. VI. Board Organization/Management A. Pursue a nam~ change for the organization. Accomplishments: Michigan Nonprofit Forum officially became the Michigan Nonprofit Association on November 1, 1995. B. Continue active utilization ofMNA committees. Accomplishments: The Public Policy Committee, Finance Committee, Nominating Committee, Audit Committee, Executive Committee, Volunteer Centers of Michigan Operating Council, and Michigan Campus Compact Operating Council all had successful meetings in 1995-96. Additionally, we utilized a member focus group to assist us in the development of programs and services. 7 �-~---- - .. VIL Financial Management/Fund Raising A. Finish the fiscal year at or below budgeted expenditures. Accomplishments: MNA will finish the fiscal year below the budgeted expenditures B. Establish the MCC venture grants program. Accomplishments: The MCC Venture Grants program was delayed in the fiscal year because of a late start ofthe director of fund development. Additionally, the amount of Venture grants that pass through the system in a given year needs to be re-evaluated. We will begin 1996-1997 with $10,000 available for MCC grants. C. Move the finances from a cash to an accrual accounting system. Accomplishments: The finances were moved to an accrual basis in December 1995 . 1bis accounting system will help MNA to more accurately track its financial health. D. Develop new funding sources, particularly focused on the foundation and corporate communities. Accomplishments: The Russell G. Mawby Endowment of$500,000 was announced in 1995-96. The endowment will assist MNA in its efforts in volunteerism. E. Working with Volunteer Centers ofMichigan begin development of the George W. Romney Fund to Increase and Improve volunteerism in Michigan. (Added August 1995). Accomplishments: Plans for the George W . Romney Fund to Increase and Improve Volunteerism in Michigan have begun. Lenore Romney has agreed to serve as honorary chair. John and Michelle Engler have agreed to serve as honorary co-chairs and are inviting the living governors and first ladies of Michigan to join them. A letter was recently approved by the Governor and Michelle to invite division chairs to join the Romney campaign. A $750,000 grant proposal was sent to the W .K. Kellogg Foundation and is being seriously considered for funding. VIII. Staff Donna Clarke will leave MNA on May 17, 1996. She completed her Juris Doctorate from Thomas Cooley Law School in April. Donna has accepted a position with the firm of Howard and Howard in their Lansing office. We will greatly miss her dedication, her eye for detail, her sense of humor and her leadership. With Donna's departure, the staff will be reorganized, the attached organizational chart will give you the details of the new structure. Mary Grill will become vice president on May 20, 1996. MNA continues to work with the Institute of Public Policy and Social Research at MSU to develop research that measures Michigan's attitude towards nonprofit organizations, volunteerism, and giving trends. These surveys have been developed to parallel national research being done by the Independent Sector. MNA continues to support the work ofWayne State University through endorsement and dissemination oftheir research. MNA distributed the State ofNonprofit Detroit, a study looking at nonprofit activities in the greater metropolitan area. Additional research on Detroit's nonprofit community is planned for 1996-97. D. Complete Grantmakers!Grantseekers VIll. Accomplishments: Grantmakers/Grantseekers VIll is scheduled for May 17, 1996 at the Lansing Center, Lansing. MNA and CMF have successfully expanded the conference format to include more breakout sessions. 2 �E. Conduct "Regional Meetings" permitting existing members an opportunity to network and providing a recruiting opportunity for potential new members. (goal added January, 1996) Accomplishments: Three regional meeting were conducted in the Spring: March 27 at the Southfield offices of Blue Cross and Blue Shield, April 24 at St. John Hospital and Medical Center in Detroit, and April 30 at the Midland Arts and Culture Center. Nearly 200 nonprofit executives attended the 90 minute fund development workshops and the receptions that followed. II. MNA' s Role in Encouraging Voluntary Giving and Service A. Complete the affiliation with the Michigan Campus Compact by hiring the MCC director, rebuilding relationships with MCC stakeholders, completing a customer assessment, and developing a working plan to meet customer need and expectation. Accomplishments: The Michigan Campus Compact affiliation was completed on July 1, 1995 . The director ofMCC began on August 14, 1995 . In an effort to rebuild relationships with MCC stakeholders and to obtain a greater understanding of their expectations, the director ofMCC developed and mailed a survey in the fall of 1995 . Additionally, a majority of the 23 member institutions have been visited. During each site visit, the director ofMCC met with the institution' s president, faculty engaged in curriculum-based service learning, community service coordinator, and students. In response to student expectation, a winter workshop was conducted by the Student Community Action Network (SCAN). The conference was held on January 27, 1996 at Grand Valley State University. Approximately 100 students were in attendance. MCC continues to be the only campus compact in the country that maintains its student focus . A students awards recognition ceremony was held on April 13, 1996. Responding to the identified expectations and needs of faculty, MCC conducted a Faculty Institute on March 29, 1996. The preliminary evaluations of the event indicate that the program was successful. One hundred percent of those evaluated suggested that the Institute should become an annual event. The objective of the Institute is to further develop higher education curriculum that is service learning based. The MCC Operating Council met on January 29, 1996 in Battle Creek. The Operating Council is composed of the presidents ofMCC institutions . The Operating Council continued its support and endorsement ofMCC's efforts. Additionally, the presidents discussed and assisted in the development of the funding program that will result in MCC Venture Grants. MCC also continues hosting quarterly meetings of the Community Service Coordinators and the Curriculum Development Committee. 3 �B. Develop and implement a regional system of training and support for Volunteer Centers of Michigan. Accomplishments: The director ofVCM has established five regions for volunteer center training. The volunteer centers that are housed in these regions will work collaboratively to host training sessions that will benefit volunteer centers and local nonprofit organizations. The regional system will be further developed in 1996-97. C. Conduct at least one statewide training to assist Volunteer Centers with local capacity building. Accomplishments: On March 10 and 11, 1996, in Lansing, VCM hosted the Points of Light Foundation Capacity Builders Seminar. Approximately 40 volunteer center directors, staff and board members attended this session. The evaluations were outstanding. D. Build a working partnership with the Points ofLight Foundation in order to provide greater resources and visibility to Michigan 's Volunteer Centers. Accomplishments: MNANCM' s relationship with the Points of Light Foundation has grown considerably in the last year. MNA staff played a significant role in the Points of Light Foundation Volunteer Center Start Up Academy last summer. Two MNA staff members attended the Points of Light Foundation Volunteer Center Summit in March. The Summit focused on the next stage of volunteer center development and mission. Jennifer Fauss joined the MNA team in January, 1996 as a Points of Light Foundation Youth Engaged in Service (YES) Ambassador. Sam Singh was appointed to the Board ofDirectors of the Points of Light Foundation in March. E. Continue work col/aboratively with the Michigan Community Service Commission, the Michigan Association ofVolunteer Administrators and other volunteer promoting and serving organizations. Accomplishments: Our cooperative relationship with the Community Service Commission was demonstrated through our co-hosting of meetings and events in 1995-96. In addition to the meetings listed in this report, MNA, VCM, and MCC worked with the Commission on activities during Make A Difference Day in October 1995 and National Volunteer Week in April of 1996. F Research and establish a common software program for Volunteer Centers data base management. Accomplishments: The director ofVCM worked with the VCM Operating Council to evaluate a number of database software applications in 1995-96. VCM has endorsed SAM and the volunteer centers will begin purchasing and utilization of the program in the next several months . 4 �G. Begin planning ofthe 1997 Michigan "Super Conference." Accomplishments: Preliminary meetings for the "Super Conference" were conducted this year. Tentatively, the conference is scheduled for March 1997. ill. MNA's Role in Disseminating information A. Review existing publications and develop a publications plan within the strategic marketing plan ofMNA. Accomplishments: Thanks to the generosity of Blue Cross and Blue Shield of Michigan, MNA has been reviewing all of its publications and its logo. MNA will be receiving a report back from Blue Cross and Blue Shield and their ad agency, TraverRohrback. A full series of recommendations will be given to MNA in the near future. B. Move the "Member Mailing " to a monthly format and the newsletter to a semi-annual publication used primarily as a marketing tool. Accomplishments: The member m3iling has been moved to a monthly format. The feedback to this move has been positive by MNA members. The newsletter continues to be used as a marketing tool and mailed on a semi-annual basis. C. Work in partnership with the Michigan Society ofAssociation Executives to produce the "1996 Michigan Association and Nonprofit Compensation and Benefit Survey. " Accomplishments: The Compensation and Benefit Survey is currently being compiled by Management Resource Center, Inc. in Troy, Michigan. The survey will be released in early May and available for sale at the Grantrnakers/Grantseekers Seminar. D. Establish Technology-based dissemination/communication vehicles for MNA , VCM and MCC members and key stakeholders. Accomplishments: Web sites will be functioning for MNA, VCM, and MCC in late spring or early summer. These web sites will allow members of all of these organizations, and perspective members, to receive information via the Internet. Additionally, we are establishing list serves for MCC 's faculty, community service coordinators, and students. 5 �IV. Proactive Public Policy A. Continue the effort to establishing legislation to expand incentives for charitable giving. Accomplishments: MNA continues to work with CMF and United Way of Michigan in its pursuit of tax incentives for charitable giving. David Haynes, Public Affairs Associates, is still on retainer as our lobbyist representative. - In 1995-96 we had key meetings with Speaker of the House Paul Hillegonds, House Minority Leader Curtis Hertel, Treasurer Doug Roberts, Senate Majority Leader Dick Posthumus, Senate Finance Committee Chair Joanne Emmons, and House Finance Committee Chair Willis Bullard, Jr. This will be an ongoing effort for MNA. Given the current situation regarding state finances and taxes, action is not anticipated on this effort until at least the fall of 1996. B. Develop working principles and guidelines for MNA 's public policy positions and activities. Accomplishments: The MNA Public Policy Committee developed guidelines that were presented to the MNA Executive Committee on February 21, 1996 and will be presented to the full Board on May 16, 1996. These guidelines will be distributed to the MNA membership after final Board approval. C. Continue tracking of legislative bills and issues affecting the nonprofit sector in Michigan. Accomplishments: MNA has continued to track legislation at the state and federal level. In terms of federal legislation, MNA continues to inform its members and key nonprofits in the state of activities surrounding the Istook amendment to limit nonprofit lobbying. MNA has opposed this legislation in writing to Michigan' s delegation. Additionally, MNA continues to compile research around the effects of a flat tax on charitable giving. At the state level there were a number of bills that were tracked and reported to the Public Policy Committee. MNA testified on three occasions in support of Senate Bill 94, a bill that would require criminal background checks for volunteers working with children. MNA worked extensively behind the scenes with staff members from Senator Bouchard' s office to make Senate Bill 94 friendly to nonprofit organizations. Other bills that were tracked and the action that was taken can be found in the Public Policy Guidelines. D. Provide opportunities for MNA members to interact with legislators and key appointed officials. Accomplishments: MNA will host with CMF a legislative reception on May 16, 1996 following the Community Renewal conference. 6 �V. Services To Members A. Continue the development of the nonprofit retirement program. Accomplishments: Little progress was made in the development of the nonprofit retirement program in 1995-96. However, in March of 1996 activity around the program began to boil again. We are working diligently with MetLife Resources to develop a private label plan that will meet the original expectations established for the program. We hoped to have a detailed report of our progress with MetLife at our May 16, 1996 board meeting. B.. Pursue additional member discounts and services through vendors: Accomplishm~nts: By the end of the fiscal year at least one new discount will be on board at MNA. C. Develop a jobs classified service for Michigan 's nonprofit sector. Accomplishments: Through a partnership with Crain 's Nonprofit News MNA has successfully established a nonprofit jobs classified service in Michigan. The program has been running since December, 1995 . The remainder of this fiscal year MNA will expand its efforts by working with management service organizations to secure more classified ads. D. Develop a program where Volunteer Centers can act as a distributor of MNA memberships and services. Accomplishments: We are still in the process of developing a volunteer center distribution system for MNA memberships and services . It is our goal to have a working model underway this summer. VI. Board Organization/Management A. Pursue a name change for the organization. Accomplishments: Michigan Nonprofit Forum officially became the Michigan Nonprofit Association on November 1, 1995. B. Continue active utilization ofMNA committees. Accomplishments: The Public Policy Committee, Finance Committee, Nominating Committee, Audit Committee, Executive Committee, Volunteer Centers ofMichigan Operating Council, and Michigan Campus Compact Operating Council all had successful meetings in 1995-96. Additionally, we utilized a member focus group to assist us in the development of programs and services. 7 �VII. Financial Management/Fund Raising A. Finish the fiscal year at or below budgeted expenditures. Accomplishments: MNA will finish the fiscal year below the budgeted expenditures B. Establish the MCC venture grants program. Accomplishments: The MCC Venture Grants program was delayed in the fiscal year because of a late start of the director of fund development. Additionally, the amount of Venture grants that pass through the system in a given year needs to be re-evaluated. We will begin 1996-1997 with $10,000 available for MCC grants. C. Move the finances from a cash to an accrual accounting system. Accomplishments: The finances were moved to an accrual basis in December 1995 . This accounting system will help MNA to more accurately track its financial health. D. Develop new funding sources, particularly focused on the foundation and corporate communities. Accomplishments: The Russell G. Mawby Endowment of$500,000 was announced in 1995-96. The endowment will assist MNA in its efforts in volunteerism. E. Working with Volunteer Centers ofMichigan begin development of the George W Romney Fund to Increase and Improve volunteerism in Michigan. (Added August 1995). Accomplishments: Plans for the George W. Romney Fund to Increase and Improve Volunteerism in Michigan have begun. Lenore Romney has agreed to serve as honorary chair. John and Michelle Engler have agreed to serve as honorary co-chairs and are inviting the living governors and first ladies of Michigan to join them. A letter was recently approved by the Governor and Michelle to invite division chairs to join the Romney campaign. A $750,000 grant proposal was sent to the W.K. Kellogg Foundation and is being seriously considered for funding . VIII. Staff Donna Clarke will leave MNA on May 17, 1996. She completed her Juris Doctorate from Thomas Cooley Law School in April. Donna has accepted a position with the firm of Howard and Howard in their Lansing office. We will greatly miss her dedication, her eye for detail, her sense of humor and her leadership . With Donna's departure, the staff will be reorganized, the attached organizational chart will give you the details of the new structure. Mary Grill will become vice president on May 20, 1996. Welcome and Call to Order: The meeting was called to order by Chairperson R. Cole at 12:30 p.m. 2. Review of Minutes [Tab 1]: The minutes of the May 11 , 1995 , meeting were approved as printed and distributed. 3. Chair's Report: R. Cole welcomed Michigan Campus Compact Representatives Don Lubbers, president of Grand Valley State University, and Alan Stone, president of Alma College, to the MNF Board of Trustees. The MNF and Michigan Campus Compact affiliation, effective July 1, 1995, calls for three seats on the MNF board to be occupied by MCC presidents. R. Cole announced that Mel Vulgamore, president of Albion College, will also serve on the MNF Board as an MCC representative. R. Cole introduced Michigan Nonprofit Forum new staff members, Lisa McGettigan and Mary Moomaw. L. McGettigan is the director of the Michigan Campus Compact and M. Moomaw is the director of fund development. R. Cole discussed the significant loss of MNF Trustee Governor George Romney. He also reported that Rob Collier, Robert Thayer, and Rodney Brooks have vacated their positions on the Board. R. Cole reported that the MNF Nominating Committee will �meet to review recommendations for filling vacant board seats. Nominations of trustees should be submitted to Sr. Monica Kostielney at the MNF office. 4. Executive Director's Report [Tab 2]: D. Egner reported on MNF's recent activities. He commented on MNF's efforts in distributing nonprofit sector research reports, the State of Nonprofit Michigan and the State of Nonprofit Detroit to MNF members; discussions with the Cooley Clinic to develop a series of legal publications for nonprofits; sending the member mailing out on a monthly basis; and plans to meet with a representative from Blue Cross/Blue Shield of Michigan to redesign MNF's publications. D. Egner also reported that MNF's attorney, John McKendry is working diligently to develop a solid retirement program. The expected date for the program to be functioning is April of 1996. 5. Membership Committee Report: M. Kramer updated the Board on the 1995-96 MNF membership campaign. The goal for this year is 100 new members. Board members were asked to recruit two new members each to help meet this goal. A list of Grantmakers/Grantseekers VII attendees that are not MNF members was circulated. Trustees were asked to contact a minimum of two names on the list for potential membership in MNF. Membership campaign packets will be sent to trustees within the next few weeks. In addition to recruiting new members, the committee would like to increase MNF's current member retention rate of 70% to 80% or above. 6. Discussion of Proposed Name Change and Staff Restructuring [Tab 3]: R. Cole led a discussion to change the organizational name of Michigan Nonprofit Forum to Michigan Nonprofit Association (MNA). A motion to approve the name change passed unanimously. D. Seaman introduced changes to the MNA staff structure. The proposed changes included changing the title of executive director to president and chief executive officer; eliminating the position of director of programs and operations; creating a vice president and chief operating officer position; and creating a director of member services position. 7. Audit Committee Report [Attachment]: D. Seaman reviewed MNA's audit. He reported that MNA's auditor, David Ambrose gave the organization a clean opinion with no exceptions. A motion to approve the audit passed unanimously. 8. Finance Committee Report [Tab 4]: J. King reported on MNA's financial status. A motion to approve the financial report passed unanimously. �9. Volunteer Centers of Michigan Report [Tab 5]: S. Singh reported on VCM's activities. The VCM Operating Council will meet on November 15 at the Marriott Hotel in East Lansing. Items for discussion at the meeting include the development of the George W. Romney Fund. The fund would be established to increase the capacity of volunteer centers across the state. The MNA Board of Trustees officially endorsed the development of the Romney Fund. The VCM Operating Council will also review volunteer management computer software at their meeting. S. Singh distributed a volunteer center calendar of events. The calendar was compiled and developed by David Mayo, intern for the Volunteer Centers of Michigan. S. Singh and M. Engler reported on the Governor's Summit on Volunteerism which will be cohosted by the Michigan Community Service Commission. The Summit is designed to bring representatives from volunteerism, business, government and the nonprofit sector together to discuss ways to more effectively deliver services. The Summit is planned for January or February of 1996. 10. Michigan Campus Compact Report [Tab 6]: A. Lubbers expressed his enthusiasm in the MNA and MCC affiliation. He introduced Lisa McGettigan, director of Michigan Campus Compact. L. McGettigan has been busy conducting site visits with the MCC member institutions and meeting with MCC constituent groups. These groups include the Community Service Coordinators, Student Community Action Network and the MCC Curriculum Development Committee. He reported that the MCC Curriculum Development Committee is looking to find ways that MCC can work with faculty to further develop service-learning within the higher education curriculum. He referenced a "Campus Updates" document included in the MNA Board Book which highlights the many student/service activities occurring on MCC campuses. 11. Program and Services Update [Tab 7]: D. Clarke updated the Board on plans for Grantmakers/Grantseekers VIII (GG8). Visions, Values and Volunteers is the theme for this year's conference scheduled for May 17 at the Lansing Center. The Council of Michigan Foundations will again co-sponsor the conference. Co-Chairs for GG8 will be Judy Rapanos, MNA Board Member and Chair of the Michigan Council for Arts and Cultural Affairs and Maureen Smyth, CMF Board Member and Vice President of the Charles Stewart Mott Foundation. The planning committee is currently pursuing potential keynote speakers D. Clarke reported that MNA is currently working with Grain's Nonprofit News in the development of a nonprofit classified service. The partnership is underway and working smoothly. D. Clarke recognized M. Kramer for her valuable assistance in creating the partnerships. MNA is working to develop more member discount services. Currently being researched are discounts for travel, car rental and office supplies. �12. Tax Incentive Report: R. Ivory reported on MNA's effort to pursue legislation that would create a tax incentive for charitable giving. R. Ivory, R. Mawby, D. Egner and David Haynes of Public Affairs Associates, met with State Treasurer Doug Robert to discuss this effort. He also reported that they are currently working to schedule meetings with State Senator Dick Posthumus and House Speaker Paul Hillegonds. 13. Public Policy Report [Tab 8]: M. Tate reported on the Public Policy committee meeting held on September 27, 1995. The committee is working to develop a set of guidelines and principles regarding policy items supported by MNA. The guidelines will be reviewed by the public policy committee and then sent to the full board. MNA staff is directing much of their attention to the Istook amendment to the PostalTreasury appropriations bill. Legislative updates are being sent to the board and MNA members. The MNA staff will continue to keep everyone apprised on the status of the bill. D. Egner distributed a letter sent to Congressman Ehlers in opposition of the Istook amendment. A motion to contact the Michigan Congressional Delegation and voice opposition to the Istook amendment was passed unanimously by the Board. D. Clarke reported on an effort to help re-write Michigan's Charitable Solicitation Act. She is working with a committee comprised of nonprofit leaders and chaired by Joe Tuchinsky, a member of MNA's Public Policy Committee. The committee is researching ways to clean-up the current legislation. John Lore asked that NSFRE be involved in the process. D. Egner reported on House Bills 4550 and 4649 concerning sales tax collected on charitable organizations. The public policy committee recommended support of both bills. 14. The name of the Corporation shall be Michigan Nonprofit Forum ASSOCIATION(hereinafter referred to as "Forum" MNA). The Forum MNA shall exist for charitable and educational purposes, specifically: Replacing Michigan Nonprofit Forum with Michigan Nonprofit Association and Forum with MNA throughout the bylaws. ARTICLE IV: Officers and Executive Director PRESIDENT (3) Duties of the Chair. The Chair shall servo as the president of the Forum and president of the Board of Trustees. The Chair or, when absent, the Vice Chair shall preside at the regular and special meetings of the Board of Trustees. The Chair shall preside at meetings of the Executive Committee. The Chair shall appoint Committee Members and Committee Chairs, with Board ratification, consistent with designations in these Articles. The Chair shall perform such other duties as are incident to the office or are properly delegated by the Board of Trustees. (9) Executive Director PRESIDENT. The Executive Director PRESIDENT shall serve as the Chief Executive Officer of the MNA. The Executive Director PRESIDENT shall be appointed by the Board of Trustees, through procedures designated or delegated by the Board, and shall serve at the pleasure of the Board. The Executive Director PRESIDENT shall not be a Trustee. Replace the term Executive Director with President throughout the bylaws. ARTICLE V: Committees of the Board of Trustees (h) Michigan Campaign for Volunteerism. The Michigan Campaign For Volunteorism Committee shall oversee and develop policy for the Michigan Campaign for Volunteerism. Members of the Campaign for Volunteerism Committee may include such non Trustees as will promote the effective accomplishment of this part of the Forum's Mission.
