Romney Building Lansing, Michigan 1:00 p.m. Attendees: Michelle Engler - Host Edward Blews Kyle Caldwell Sandra Miller Cotter Peggy Hashimepour Joel Orosz Leonard Plachta Anne Rosewarne Kathy Rossow Robin Schultheiss Sam Singh Glen Stevens Tim Swope Via Conference Call: Dorothy Johnson , Terry Pruitt I: Welcome and Introductions Ms. Engler welcomed everyone and asked that everyone introduce themselves. Ms. Engler gave a btief history of the Michigan Community Service Commission (MCSC). Ms. Engler talked about the early years of the MCSC and how the partnerships developed between the Michigan Nonprofit Association (MNA), Michigan Campus Compact (MCC), and the Volunteer Centers of Michigan (VCM). Ms. Engler stated that it was the late Govemor George Romney's dream that all the partners in the field of volunteerism be housed in one building and work together. II. Open Discussion on Concepts and Development of Volunteer Alliance Mr. Caldwell stated that he and Mr. Singh had spoken a long time ago about how the MCSC, MNA, MCC and VCM could all work together in more effective ways. Mr. Caldwell explained that after much discussion, both he and Mr. Singh realized that Michigan needed to help position its volunteer and service field in a way that was free of the political as well as fiscal uncertainties. The question then became, "Who would be best to house this and then we realized we were it (MNA and MCSC)." Mr. Caldwell also stated that, "We also realized that there was no better time than now because all the potentially involved organizations are healthy and are growing with lots of support. That's when we starting talking about the Alliance." �Mr Singh spoke of the different models (for joint ventures) around the counl!y. Mr. Singh explained that most of the models would not work for Michigan so the discussion between Mr. Singh and Mr. Caldwell continued. Finally, the idea of an Alliance came about and both thought that it would work the best for all the organizations. Then it was detennined that there is much work to be done with many questions needing to be answered. Mr. Caldwell explained the MCSC's structure and what programs are under the MCSC and where the MCSC is headed in the future. Ms. Engler talked about the MCSC as a grantmaking organization. Mr. Singh expanded on his previous point by pointing out the efficacy of being able to keep all the partner organizations under one roof and working in the same area. "This will increase philanthropy and volunteerism," he said. Ms. Rossow stated that Volunteer Centers are actively vocalizing their cautious support with this Alliance discussion. Ms. Rossow said that their main concern was, "Can Volunteer Centers continue to grow under the Alliance? To better serve local communities, Volunteer Centers look at the Alliance as how it will affect them locally and really not interested in the state side of it. We need to grow more Volunteer Centers. There are 83 counties in Michigan with only 30 Volunteer Centers either established or emerging, and she said we need to have representation from each county. Ms. Rossow also stated that, "We also feel [strongly] Volunteer Centers are non-partisan. Volunteer Centers feels very strong about being neutral. They must be a place where evetyone can go to get engaged in volunteering." Dr. Plachta stated that there are a number of campus compacts in the country, but not in every state. There are pro's and con's to the Alliance. Dr. Plachta questioned how the Alliance will affect the ability to serve MCC members? Membership of MCC is cmTently in the low thirties and that members need to shar·e infotmation. He also asked, "What will the benefit be? Can there be efficiencies and dis-efficiencies?" Dr. Plachta went on to point out that, "We need to know what freedoms MCC will be getting and what benefits will we be giving up. We need indepth analysis to help decide what MCC will be getting." Ms. Hashimepour explained MCC's current roles and that what they are doing now is not strictly about service, but that service-learning was more their niche. [Ms. Johnson and Mr. Pruitt expressed that it was difficult to hear the participants and requested that they speak up.] Ms. Engler asked, "Who and what functions will be going to the Alliance?" Mr. Singh stated that originally the idea was to house VCM and MCC with the same agreement they cut1'ently have with MNA, but it would be with the Alliance instead of MNA and the endowment would help MCC and VCM do their work and without needing to fundraise on an annual basis. This would allow them to focus on their programs. Mr. Singh said that, "each organization will have the chance to decide their roles. We need to know all the questions so that we can do the research and report back to you at the next meeting." Mr. Stevens talked about the histoty of MNA and how it became to be what it is today and why it is as strong as' it is. He noted that looking at the Alliance from the MNA board point of view, the key issue was this notion of sustainability. 2 �The major objection of MNA, he noted, was the passive nature of our capitol side and the human resources side of the ledger. These two things working together have been very successful. Mr. Stevens noted, "This is a vety political week, but MNA has always been non-pattisan." Mr. Stevens' second observation was that it is vety healthy to have this conversation in the best of times and not in a crisis situation. And those two dynamics are really important and hope will hold for a constructive discussion. "Speaking as a board member, this is an opportunity to achieve those objectives that is important." he said. Mrs. Johnson added that she was present when MCC started and when VCM and MNA merged. She said that, "this is one more step to solidify this so they will become a petmanent pat1 of our state." "From the beginning the conversations around MNA, MCC and VCM where tough and will do the same on this discussion because good things came out of them." she said. Mr. Pruitt stated that the MCSC commissioners really approved of the concept at the last meeting and are now looking for the "nuts and bolts" of the Alliance. One issue he wanted to address, as Mr. Caldwell and Mr. Singh move forward was to have someone provide up-front resourc;es-that is, administrative dollars-to actually do all the mechanical things that have to be done to make this come together. "As we go through this discussion this aftemoon and future meetings, we need to be vety cognizant and constantly probing how do we get these things done and where are the resources to make it happen? The attorney is not pro-bono and we will be accruing some real costs to make this happen and where are the resources to make it happen." he said. Mr. Caldwell stated that Ms. Cotter's firm is not free. Mr. Caldwell informed the patticipants that he needs to hear their (the other participants) ideas and that word of the Alliance and what Michigan is ttying to do, is getting out nationally so others m·e watching what we are doing .. Ms. Engler stated that there is no other state that has the resources that Michigan has. Mr. Stevens stated that the he needed the basic elements and that then the participants needed to get into the specifics. Mr. Stevens asked, "If the Alliance will sustain VCM and MCC, will the Alliance produce a better situation for VCM and MCC? How does the staff feel? What are the expectations?" Mr. Stevens stated that he is in support of the concept, has questions, but if down the road this helps to sustain programs, then it makes sense. Mr. Blews stated that the Alliance has enormous potential. Mr. Blew stated that he had three questions: 1. Will this enhance the organizations? 2. How will this immunize the cost or potential threat from future political changes (administration, governor changes)? 3. Is there a greater need to coordinate the efforts of these four organizations? 3 �On the other hand, Mr. Blews noted, we realize we currently have four very established organizations that have unique and vety important missions and we wouldn't want to create a monolithical system that would deprive these organizations. Ed Blews stated that each organization should provide a mission statement then frame the mission statement for the Alliance and how it ties into other organizations then bring it all back to the group. This would help guide and help understand how to form an Alliance. Ms. Johnson stated that the Alliance needs to be a "1 +1= 3", situation and that then we must define what three means and articulate it for evetyone. Fmther, Ms. Johnson noted that she has seen the potential for a state endowment and that the continuing and sustaining of VCM and MCC operations and that the need for a three or four up to ten million dollar endowment would need to have a strong case. [Ms. Johnson stated that she was unable to hear and that she would be leaving the meeting.] Ms. Engler stated that one thing the MCSC struggled with was whether the MCSC is stronger as a government agency. "We still have to look at funding issues. Our goal is to get back to the dream of the commission being formed initially which was to take advantage of any public funding that was available. The Governor and I feel there is a role for govemment funding for volunteerism. If this is the only way we can do that is by creating the endowment before he leaves-this is a real opportunity for us. Is part of our strength being a government agency? I feel that it is." she said. Dr. Plachta asked if this closes the door to the MCSC's involvement in the field? Where is the MCSC going? Mr. Caldwell stated that the MCSC is committed to a long tetm relationship. Mr. Blews stated that all four entities are equal partners in this relationship. Mr. Stevens inquired, from the legal standpoint , where are the funds coming into this from the state (MCSC) and are there any legal words that need to be used to form this relationship? Ms. Engler stated that the MCSC and state commissions have to have certain number of commissioners. The MCSC has federal rules that it has to live by. Mr. Stevens asked if the Alliance is a new model that sits on top of this legal entity-the Alliance will not use any public funds once we have the endowment? Mr. Singh stated that there will be two equal partners creating an endowment which will be used to help MCC and VCM on daily basis, but will still have federal dollars that go to the MCSC. MNA will raise their money as they have in the past, through advocacy and policy. Ms. Rossow asked what would happen if VCM decided they did not want to take money for training for ArneriCorps? The Alliance is would not be a government agency, it is an independent one. 4 �Ms. Rossow explained that volunteer centers were taken over by the Points of Light Foundation then VCMjoined with MNA. Volunteer needs to be true to their own communities and do what the communities want and it's ve1y difficult for volunteer centers to make any kind of unified national decision or commitment that we will or will not do this. She noted that it is impo1tant for VCM to maintain their autonomy not only as VCM, but as a national movement. "I don't want to be drawn out of our mission." she said. Mr. Caldwell stated that regarding the training, the MCSC puts the inf01mation out for competitive bid and the VCM wanted to do the training. Mr. Caldwell noted that he had heard loud and clear that many wanted to get government out of the way while we put this Alliance together. The MCSC knows its roles as a grantmaker and a resource broker. Mr. Stevens asked if the MCSC stays intact. Mr. Caldwell stated, "Yes, as long as its necessary and warranted." Mr. Caldwell said that he wasn't sure and not sure other people really understood that MCSC stays, MNA stays and then the Alliance supports MCC and VCM and other activities. Mr. Caldwell stated that the MCSC is not trying to create something to protect MCSC. The Alliance will house MCC and VCM and other MCSC activities. Mr. Singh gave an example: "Florida has created a nonprofit but what we decided was that we could create a nonprofit but I have another nonprofit out here fundraising for volunteerism and another fundraising for certain money and to create another nonprofit can the state sustain a third entity out there fundraising for the same money and competing with VCM and MCC? The idea was to put one model together, but would work to get an endowment and not compete for the other money." Dr. Orosz stated that he and Ms. Johnson are the common dominator to all the four organizations. They have been involved in the development and formation of all the organizations. What has really attracted Dr. Orosz was what Gov. George W: Romney used to say all the time. When you look at the nonprofit sector in this counliy the money part is well organized and well funded, but the volunteering part is less organized and certainly much less funded. Dr. Orosz said that he thinks in the past ten years the organizations have really moved forward but the funding remains a real issue. His concern always, especially with MCC and VCM, was that it was so much of a struggle to get the money just to keep going that the energy of the leadership was being consumed with the money issues. What was exciting for Dr. Orosz was to get this endowment from the state first of all and then match it with private contributions that will build a solid floor underneath those two organizations. Funding is always an issue, he said. Lots of energy is used up trying to get funding and not on the projects. Dr. Orosz said the second thing was that organizations keep taking on new projects and become ove1whelmed and they can't stay focussed. Mr. Blews asked if there will be a core mission and an Alliance mission? The response was that each organization would keep their mission and separate identity. And they can separate from Alliance at anytime. Mr. Blews asked if the Alliance would not have to report to anyone if they want to do something and their board agrees? And another question on funding: the purpose of the endowment fund is to generate operational funding for Alliance? Will they still fundraise? The response was that there will be a coordinated fundraiser and will be for all organizations under the Alliance. 5 �Mr. Caldwell described the MCSC's desire to do fundraising for the field and expressed his frustration with getting that done. He noted that there is no fundraising for MCSC-through the Alliance the goal would be to provide resources for the field. Mr. Singh explained that it will still be three organizations: MNA, MCSC and the Alliance (with MCC and VCM under it). MNA will still go out and fundraise as they have been doing for a long time for management, training and public policy we have also been fundraising for volunteerism. MNA will eliminate the fundraising its organization does for volunteerism. The MCSC will go after the federal dollars and the state funds. The new entity [the Alliance] will be the only institution that will go after volunteerism and service-leaming dollars specifically. Where in the past all three organizations have gone after them. Mr. Blews noted that in the context of fundraising within the Alliance that it will be very imp01iant that the protocols be defined and need to be spelled out so there's no duplication. Everyone must have a clear understanding. Dr. Platcha asked, "When you talked about the Alliance doing the fundraising---will the fundraising take place with special projects in mind?" Mr. Singh stated that cmTently each entity (Alliance) will put together their budget. MNA will coordinate their fundraising. This would continue under the Alliance. Ms. Engler asked what the dollar figure covers? What are the benefits? Mr. Caldwell stated that he and Mr. Singh statied with the current stmcture of the four organizations. Under the Alliance it would cover 7 staff and space and overhead. Ms. Engler asked if that covered any extra money for the volunteer center group? Does that cover operating funds for volunteer centers individually? Mr. Singh said it will cover the administrative cost, mailing cost for the whole Alliance. The MCC will have their membership money and VCM will have some resources. Both those two organizations will bring in revenues. Ms. Rossow asked if [how] the money will help VCM? [Response not recorded] Ms. Hashimepour said that there are 31 MCC member institutions out of 105 nationally. Ms. Engler stated that the VIG grants are there to help VCM, but with getting the endowment-the money for VIG may go away or may go away with the change of leadership. Mr. Stevens said that regarding the money, maybe a pre-nuptial should be signed, there are a lot of questions to be asked and talked about. What is the role of the Alliance bom·d? All these questions need to be work on and discussed. Mr. Blews said that the group needs to come back with a mission and a scope of the. fundraising. Ms. Cotter stated the group needs to identify exactly what the purposes are. When doing the mission think about exactly even on a day to day basis what it is that the Alliance will be doing. Ms. Rosewarne said people should call staff and discuss it and let them know what the mission statement might look like. "Need to start writing down on paper and get people ideas and send them to you before we get together again." she said. 6 �Ms.Hashimepour asked "What's the value?" [poor sound quality] Ms. Engler asked if VCM and MCC agree with what the Alliance will be doing? Mr. Caldwell and Mr. Singh need to convene the organizations and get feedback and then create a mission and purpose statement prior to the March 14th meeting. Mr. Singh said that staff needed to outline and enhance organizations and [define] political and financial problems, coordination of activities amongst more institutions. He said that this is how we will immunized the political and financial problems. Mr. Pf\li!t asked that on the 14th, the group take a preliminary look on the actual dollar resources that will be needed to put this whole thing together. We need to know where we are financially. We need to do cost development. Ms. Hashimepour asked what are the tasks of the Alliance? It [plan] doesn't state exactly what the MCC, VCM will be doing. We need clarification. Mr. Singh stated that we need to do a "one pager" that clarifies this. Ms. Engler asked how the funds will be used from the endowment? She stated that we need this on paper so that everyone can see these figures and know that the figures may change. Ms. Rossow asked about the physical proximity? [Sometimes you] work better together when you are together working. It is important to consider this when looking at the big picture, she said. Mr. Stevens asked, "If the Alliance will sustain VCM and MCC, will the Alliance produce a better situation for VCM and MCC? How does the staff feel? What are the expectations?" Mr. Stevens stated that he is in support of the concept, has questions, but if down the road this helps to sustain programs, then it makes sense. Mr. Blews stated that the Alliance has enormous potential. Mr. Blew stated that he had three questions: 1. Will this enhance the organizations? 2. How will this immunize the cost or potential threat from future political changes (administration, governor changes)? 3. Is there a greater need to coordinate the efforts of these four organizations? 3 �On the other hand, Mr. Blews noted, we realize we currently have four very established organizations that have unique and very important missions and we wouldn't want to create a monolithical system that would deprive these organizations. Ed Blews stated that each organization should provide a mission statement then frame the mission statement for the Alliance and how it ties into other organizations then bring it all back to the group. This would help guide and help understand how to form an Alliance. Ms. Johnson stated that the Alliance needs to be a "1 +1= 3", situation and that then we must define what three means and articulate it for everyone. Further, Ms. Johnson noted that she has seen the potential for a state endowment and that the continuing and sustaining of VCM and MCC operations and that the need for a three or four up to ten million dollar endowment would need to have a strong case. [Ms. Johnson stated that she was unable to hear and that she would be leaving the meeting.] Ms. Engler stated that one thing the MCSC struggled with was whether the MCSC is stronger as a government agency. "We still have to look at funding issues. Our goal is to get back to the dream of the commission being formed initially which was to take advantage of any public funding that was available. The Governor and I feel there is a role for government funding for volunteerism. If this is the only way we can do that is by creating the endowment before he leaves-this is a real opportunity for us. Is part of our strength being a government agency? I feel that it is." she said. Dr. Plachta asked if this closes the door to the MCSC's involvement in the field? Where is the MCSC going? Mr. Caldwell stated that the MCSC is committed to a long term relationship. Mr. Blews stated that all four entities are equal partners in this relationship. Mr. Stevens inquired, from the legal standpoint , where are the funds coming into this from the state (MCSC) and are there any legal words that need to be used to form this relationship? Ms. Engler stated that the MCSC and state commissions have to have certain number of commissioners. The MCSC has federal rules that it has to live by. Mr. Stevens asked if the Alliance is a new model that sits on top of this legal entity-the Alliance will not use any public funds once we have the endowment? Mr. Singh stated that there will be two equal partners creating an endowment which will be used to help MCC and VCM on daily basis, but will still have federal dollars that go to the MCSC. MNA will raise their money as they have in the past, through advocacy and policy. Ms. Rossow asked what would happen if VCM decided they did not want to take money for training for AmeriCorps? The Alliance is would not be a government agency, it is an independent one. 4 �Ms. Rossow explained that volunteer centers were taken over by the Points of Light Foundation then VCMjoined with MNA. Volunteer needs to be true to their own communities and do what the communities want and it's very difficult for volunteer centers to make any kind of unified national decision or commitment that we will or will not do this. She noted that it is important for VCM to maintain their autonomy not only as VCM, but as a national movement. "I don't want to be drawn out of our mission." she said. Mr. Caldwell stated that regarding the training, the MCSC puts the information out for competitive bid and the VCM wanted to do the training. Mr. Caldwell noted that he had heard loud and clear that many wanted to get government out of the way while we put this Alliance together. The MCSC knows its roles as a grantmaker and a resource broker. Mr. Stevens asked if the MCSC stays intact. Mr. Caldwell stated, "Yes, as long as its necessary and warranted." Mr. Caldwell said that he wasn't sure and not sure other people really understood that MCSC stays, MNA stays and then the Alliance supports MCC and VCM and other activities. Mr. Caldwell stated that the MCSC is not trying to create something to protect MCSC. The Alliance will house MCC and VCM and other MCSC activities. Mr. Singh gave an example: "Florida has created a nonprofit but what we decided was that we could create a nonprofit but I have another nonprofit out here fundraising for volunteerism and another fundraising for certain money and to create another nonprofit . can the state sustain a third entity out there fundraising for the same money and competing with VCM and MCC? The idea was to put one model together, but would work to get an endowment and not compete for the other money." Dr. Orosz stated that he and Ms. Johnson are the common dominator to all the four organizations. They have been involved in the development and formation of all the organizations. What has really attracted Dr. Orosz was what Gov. George w·. Romney used to say all the time. When you look at the nonprofit sector in this country the money part is well organized and well funded, but the volunteering part is less organized and certainly much less funded. Dr. Orosz said that he thinks in the past ten years the organizations have really moved forward but the funding remains a real issue. His concern always, especially with MCC and VCM, was that it was so much of a struggle to get the money just to keep going that the energy of the leadership was being consumed with the money issues. What was exciting for Dr. Orosz was to get this endowment from the state first of all and then match it with private contributions that will build a solid floor underneath those two organizations. Funding is always an issue, he said. Lots of energy is used up trying to get funding and not on the projects. Dr. Orosz said the second thing was that organizations keep taking on new projects and become overwhelmed and they can't stay focussed. Mr. Blews asked if there will be a core mission and an Alliance mission? The response was that each organization would keep their mission and separate identity. And they can separate from Alliance at anytime. Mr. Blews asked if the Alliance would not have to report to anyone if they want to do something and their board agrees? And another question on funding: the purpose of the endowment fund is to generate operational funding for Alliance? Will they still fundraise? The response was that there will be a coordinated fundraiser and will be for all · organizations under the Alliance. 5 �Mr. Caldwell described the MCSC's desire to do fundraising for the field and expressed his frustration with getting that done. He noted that there is no fundraising for MCSC-through the Alliance the goal would be to provide resources for the field. l\11r. Singh explained that it will still be three organizations: MNA, MCSC and the Alliance (with MCC and VCM under it). MNA will still go out and fundraise as they have been doing for a long time for management, training and public policy we have also been fundraising for volunteerism. MNA will eliminate the fundraising its organization does for volunteerism. The MCSC will go after the federal dollars and the state funds. The new entity [the Alliance] will be the only institution that will go after volunteerism and service-learning dollars specifically. Where in the past all three organizations have gone after them. Mr. Blews noted that in the context of fundraising within the Alliance that it will be very important that the protocols be defined and need to be spelled out so there's no duplication. Everyone must have a clear understanding. Dr. Platcha asked, "When you talked about the Alliance doing the fundraising---will the fundraising take place with special projects in mind?" Mr. Singh stated that currently each entity (Alliance) will put together their budget. MNA will coordinate their fundraising. This would continue under the Alliance. Ms. Engler asked what the dollar figure covers? What are the benefits? Mr. Caldwell stated that he and Mr. Singh started with the current structure of the four organizations. Under the Alliance it would cover 7 staff and space and overhead. Ms. Engler asked if that covered any extra money for the volunteer center group? Does that cover operating funds for volunteer centers individually? Mr. Singh said it will cover the administrative cost, mailing cost for the whole Alliance. The MCC will have their membership money and VCMwill have some resources. Both those two organizations will bring in revenues. Ms. Rossow asked if [how] the money will help VCM? [Response not recorded] Ms. Hashimepour said ihat there are 31 MCC member institutions out of 105 nationally. Ms. Engler stated that the VIG grants are there to help VCM, but with getting the endowment-the money for VIG may go away or may go away with the change of leadership. Mr. Stevens said that regarding the money, maybe a pre-nuptial should be signed, there are a lot of questions to be asked and talked about. What is the role of the Alliance board? All these questions need to be work on and discussed. Mr. Blews said that the group needs to come back with a mission and a scope of the. fundraising. Ms. Cotter stated the group needs to identify exactly what the purposes are. When doing the mission think about exactly even on a day to day basis what it is that the Alliance will be doing. Ms. Rosewarne said people should call staff and discuss it and let them know what the mission statement might look like. "Need to start writing down on paper and get people ideas and send them to you before we get together again." she said. 6 �Ms.Hashimepour asked "What's the value?" [poor sound quality] Ms. Engler asked ifVCM and MCC agree with what the Alliance will be doing? Mr. Caldwell and Mr. Singh need to convene the organizations and get feedback and then create a mission and purpose statement prior to the March 14th meeting. Mr. Singh said that staff needed to outline and enhance organizations and [define] political and financial problems, coordination of activities amongst more institutions. He said that this is how we will immunized the political and financial problems. Mr. Pruitt asked that on the 14th, the group take a preliminary look on the actual dollar resources that will be needed to put this whole thing together. We need to know where we are financially. We need to do cost development. Ms. Hashimepour asked what are the tasks of the Alliance? It [plan] doesn't state exactly what the MCC, VCM will be doing. We need clarification. Mr. Singh stated that we need to do a "one pager" that clarifies this. Ms. Engler asked how the funds will be used from the endowment? She stated that we need this on paper so that everyone can see these figures and know that the figures may change. Ms. Rossow asked about the physical proximity? [Sometimes you] work better together when you are together working. It is important to consider this when looking at the big picture, she said. The process of forming the Alliance, and investigation of options for its overall design, its mission, cnltnre, and governance structure is very rushed. Many MCC constituents have experience and knowledge of organi7.ational and legal issues of the formation of such alliances. Yet the rushed timeline does not allow for adequate input. Tllis runs contra!)' to the MCC and National Campus Compact support of the democratic process including thorough study and critical discourse. Tllis is one of the primary concerns ofMCC constituents. MCC Executive Board, Council of Presidents, other constituents, and MCC Staff. 2. The process of forming the Alliance has been scattered, and has not always engaged the staff in discussions. Arsenault 1998 notes that lack of adequate discussion will subsequently cause problems with buy-in. In order to promote full dialog, additional efforts must be 1nade toward formalizing t11e Alliance formation process so as to allow clear lines of input from MCC staff and constituents. MCC Chair, Council of Presidents, Executive Board, Program and Planning Committee, and Staff. 3. MCC constituents are concerned tlmt t11ey have not been given an accurate outline of the MCC situation in its service environment. Tlmt is, while the Alliance Presentation at t11e December 13, 2000 Council of Presidents meeting explained a partial basis of potential financial gains, it did not explain t11at fmancially MCC does not have a need for tile Alliance, at least to the same extent as VCM. It did not indicate tlmt MCC is stable, and has no competition for its services. A potential advantage (but not altoget11er critical) is tl1at tile Alliance allows for tl1e stabiliZ<~tion and increase of staff positions. Tllis will need clarification. MCC Chair and Executive Committee. 4. To date, t11e name oftl1e proposed allied organi12tion has been called "The Volunteer Alliance". MCC Staff recommends a cllllllge in t11e name, since our work oitly minimally involves volunteerism and more concisely is directed toward education and varied forms of civic engagement. For tlmt reason, we support the name tlmt was created at a Februlll)' 28, 2000 meeting of VCM and MCC staff: The Alliance for Community Building and Civic Engagement. The nan1e would be abbreviated as "The Alliance" O( ACBCE. MCC Constituents (including Faculty, Community Service Directors, and Students) and Staff. 5. Although VCM and MCC lmve co-existed in t11e MNA Affiliation for a number of years, t11e cultures of their work and constituency are very distinctive. As pointed out by Robin, VCM Outreach for membersllip development is very different (where the formation of volunteer centers results from relationships at a commmlity level, and where tile structure ·of a center is distinct) from tlmt of MCC Outreach (which deals witl1 t11e highly structured institutions 'of higher education). Incorporation of K12 Service-Learning into t11e Alliance will add anotl1er culture. Efforts must be made by each Alliance Partner to understand t11ese cultural differences, so to promote collegiality and comprehension. For example, MCC recommends tlmt tile Alliance Manager/Executive Director have substantive experience in working with ALL of the partner cultures in order to promote understanding and collaboration among tile partners. Other steps should be designed and implemented to promote crosscultnralmlderstanding. MCC Chair and Staff. 6. The identity of MCC must be very visible as it own separate entity and as a member of National Campus Compact. Tllis is important because MCC frequently receives requests and orders from its national organiZ<!tion tlmt it must meet. The stmcture of the Alliance must be such tlmt MCC may quickly respond to its national requirements and not be slowed down, or meet interference from t11e Alliance management. MCC Chair and Staff. 1Please note tlmt the concems listed will most likely increase after tl1e MCC Program and Planning Committee meets on March 16, 2000. Because of their time schedules, they have not lmd au oppmtunity to respond to Alliance materials. �7. The identity of MCC must be clear for media and public purposes so that member and nonmember colleges and universities arc clear about opportunities available from MCC, and how and why it is part of the Alliance. Media and outreach support is critical. The Alliance infrastructure must thus be both supportive to MCC outreach needs and clear to the public. MCC staff. 8. Although in some ways separate identities and missions must be maintained, on the other hand collaboration must be supported and encouraged. Informal relations are possible but random. When these relationships and partnerships do not occur naturally, there needs to assurances and structure within the Alliance that collaboration across partners is a priority. MCC Staff. 9. MCC Outreach efforts are critical both in tenus of providing services for members, as well to promote growth in membership. Cross and/or dual membership among the various Alliance Programs (such as VCM, MCC, and the America Promise programs) must be discussed and clarified. MCC Staff Staffing and Organizational Structure 10. Because the financial asset of the Alliance does not play as critical a role for MCC buy-in, its constituents and staff place greater importance of the Organi7.ational Structure and Staffing than others. For the MCC staff and constituents, these issues must be addressed prior to fund raising. MCC staff and constituents are concerned about the reporting lines of the proposed Alliance; the relationship of the MCC Council of Presidents (to whom the director directly and primarily reports) to the Alliance Board; and t11e number of MCC and VCM constituents on t11e Alliance Board and those from MCSC and MNA. Of particular concern is t11e number of tasks already perfonned by MCC and VCM staff, and tlJe extent of tasks performed by MCSC staff to nm the MCSC programs that will come into t11e Alliance. The proposed level of staffing is inadequate. It is the desire of MCC and VCM staff to increase t11e visibility and strengthen the coordination of these programs. As noted by Robin, tllis will be difficult without additional staffing. It is noted here t11at adding a K-12 director is highly recommended. MCC Staff, MCC Chair. 11. Only one organizational stmcture has been proposed, altl10ugl1 several are possible as noted in Arsenault 1998. The tmst building process could be improved by discussion of various options, rather tlmn unilaterally proposing only one. "The natural human tendency to stick with known quantities [stmctural options]may well put them at a disadvantage in the negotiations muess they understand [all] t11e options up front" (Arsenault 1998:33). Tltis could include clarifYing lines of reporting for t11e Alliance manager and the directors. MCC Chair, MCC Staff. 12. Tasks and Duties of "Shared" Staff must be clearly defined both for the sake of those staff and that of MCC staff who need their support. Time sheets must .be reported to directors in order to verify tlmt support is balanced. · MCC must. have t11e option of !tiring additional support staff, e.g. an ad1ninistrative assistant, to meet those needs. The roles and duties of the Alliance manager/executive director must be clearly defined so as to clarity for both the directors and t11e manager/ED on how io operate .. Tltis will facilitate the building of tmst which critical for the effective operation of the Alliance. Moreover, a decision should be made whether the Alliance ED position should be filled by an existing director, or whether an open search should be conducted. MCC Chair and Executive Board, MCC Staff ·Fund Raising and Management 14. Many MCC constituents have questions about the Fund Raising efforts needed for the Alliance. Many MCC presidents have extensive experience in fund development and do not believe that it is possible to raise $10 million in private monies for operational costs (Some of these questioning individuals lmve raised over $100 ntillion). They also question the effect of raising operatioualmoney upon future efforts needed to raise money for Alliance programs. MCC Council of Presidents, Executive Board, and Chair. �15. OU1er MCC constituents and the staff are concemed about the funding needed for the formation of U1e Alliance. These costs are associated wiU1 legal fees, management consultation, and fundraising. AIUwugh MCC constituents have not directly voiced tl1is concem, it is a concem of higher education representatives on U1e MNA Executive Board. The options of managing tile Alliance funding, i.e. State contribution of $10 million and the Funding Raising of $10 million, warrants serious and thorough investigation. Thus far tluee options have been presented: State Trust Fund, Management by a Foundation, Corporate Management by the Alliance. Each option deserves consideration along with an equal presentation fo Uwse who are considering the Alliance. Tllis is especially true since those engaged in the discussion 1nay not have the background knowledge of each option, and Ums may not be able to make an iufonned decision. MCC Staff, Chair. 2 Attached is iufonnation about the Organizational Effectiveness Grant Program of the David and Lucille Packard Foundation. The Foundation appears to be au appropriate match to the need of funding for developing the Alliance. VCM Identity: as the network of Volunteer Centers grows, it is imperative that VCM maintain its neutrality, and its role as a state and national leader in supporting the Centers: • VCM will adapt its affiliation agreement (currently held with MNA), and will include a release clause. If at any time the identity/mission is being compromised and resolution is not made, VCM maintains the right to leave the Alliance with all of its respective programs and services with guarantee of non-duplication by the Alliance. • VCM will actively pursue the appointment of a VCM representative to the Michigan Community Service Commission. 2. Politicization: to avoid politicization of the organization and the field ofvolunteerism within the state: • Endowment funds must be held in a private (community) foundation rather than a State Trust fund • Although State funds are supporting this initiative, the Endowment fund must not be named after any current political office holder, but after a mutually agreed upon historical champion ofvolunteerism and community service (i.e. Romney, Mawby). 3. Volunteerism SuperConference: it is agreed that the management and coordination of the Volunteerism SuperConference should remain with MNA under the realm of training and technical assistance, provided: • The Alliance and Volunteer Centers of Michigan maintain significant representation on the Planning Committee; • The Alliance and Volunteer Centers of Michigan be acknowledged as conference partners. 4. Staffing: In order to ensure the growth and enhancement of programs, demonstrating a significant "value added" to the State as a result of this entity, VCM recommends the following: • A minimum of two project managers and one full-time support staff be added to the proposed organizational chart • The opportunity to involve college interns for the development of marketing materials and special programs be considered and included in the budget. BENEFITS (to VCM Network): 1. Increased staff= increased support: the availability of two full-time program staff focused solely on support to existing and developing centers would significantly increase our local service and impact, allowing for a stronger, larger, more effective network. 2. Improved communication: centralizing state programming related to volunteerism (Make A Difference Day, ConnectMichigan, National Volunteer Week, etc) will create a much cleaner flow of information and simplify participation and reporting processes for all parties. 1 �3. Perpetuity: sustainable funding will ensure the life of the organization, allowing a greater degree of strategic planning and visioning for volunteer center growth and support services. VCM Identity: as the network of Volunteer Centers grows, it is imperative that VCM maintain its neutrality, and its role as a state and national leader in supporting the Centers: o VCM will adapt its affiliation agreement (currently held with MNA), and will include a release clause. If at any time the identity/mission is being compromised and resolution is not made, VCM maintains the right to leave the Alliance with all of its respective programs and services with guarantee of non-duplication by the Alliance. • VCM will actively pursue the appointment of a VCM representative to the Michigan Community Service Commission. 2. Politicization: to avoid politicization of the organization and the field ofvolunteerism within the state: · o Endowment funds must be held in a private (community) foundation rather than a State Trust fund o Although State funds are supporting this initiative, the Endowment fund must not be named after any current political office holder, but after a mutually agreed upon historical champion ofvolunteerism and community service (i.e. Romney, Mawby). ~. Volunteerism SuperConference: it is agreed that the management and coordination of the Volunteerism SuperConference should remain with MNA under the realm of training and technical assistance, provided: • The Alliance and Volunteer Centers of Michigan maintain significant representation on the Planning Committee; • The Alliance and Volunteer Centers of Michigan be acknowledged as conference partners. 4. Staffing: In order to ensure the growth and enhancement of programs, demonstrating a significant "value added" to the State as a result of this entity, VCM recommends the following: • A minimum of two project managers and one full-time support staff be added to the proposed organizational chart • The opportunity to involve college interns for the development of marketing materials and special programs be considered and included in the budget. BENEFITS (to VCM Network): I. Increased staff= increased support: the availability of two full-time program staff focused solely on support to existing and developing centers would significantly increase our local service and impact, allowing for a stronger, larger, more effective network. 2. Improved communication: centralizing state progranuning related to volunteerism (Make A Difference Day, ConnectMichigan, National Volunteer Week, etc) will create a much cleaner flow of information and simplify part1c1pauon and reporting processes for all parties . .1 �Currently MCC coordinates many programs, events, resources, and grants with a limited staff. At the direction iJf the MCC Chair, MCC staff will not assume additional tasks. Thus there is concern about the staffing of the MCSC programs tl>at will come into the Alliance. The proposed level of staffing for the Alliance is inadequate. i\ICC recommends that the lime base of the "Shared" Staff must be evaluated and clearly delimited. MCC must also have the option of hiring additional support staff, e.g. an administrative assistant, to meet/Is needs. If// does so at its own cost, its contribution to Alliance administration must be balanced according to reflect the additional staffing costs it has incurred. 5. MCC is also concerned about the reporting lines of the proposed Alliance; the relationship of the MCC Council of Presidents (to whom the director directly and primarily reports) to the Alliance Board; and the number ofMCC and VCM constituents on the Alliance Board and those from MCSC and MNA. Fund Development 6. Many MCC constituents have questions about the Fund Raising efforts needed for the Alliance. Many MCC presidents have extensive experience in fund development and do not believe that it is possible to raise S10 million in private monies for operational costs. They also question the effect of raising operational money upon future efforts needed to raise money for Alliance programs. MCC staff recommends that the Alliance Formation subcommittees proceed to conduct a feasibility study prior to the MCC resolution to join the Alliance. Another option is for the MCC Resolution to be contingent on the acceptable results ofthe feasibility study. Fund Management and Politlcization 7. MCC constituents appreciate the concern stated by VCM that the Alliance fund not be placed in a State Trust Fund in order to avoid future political or legislative control and manipulation. MCC recommends that/ega/ advice on fund management be sought. BENEFITS Opportunity to participate in the creation of an innovative state level organization to promote and increase partnerships in service and civic responsibility in Michigan. Steps must be taken however, to create a new organizational structure based on the successes and challenges of the MNA umbrella organization. If successful, the new structure should support and provide a model of collaboration, consensus-based decision-making, and non-hierarchical structure for local community partnerships across the state of Michigan. Possibility of additional staff. However, MCC staff notes that guidelines for the use of shared staff be established to insure that administrative staffing is balanced. MCC has great need for additional staff, but it may be able to achieve this goal with its own membership monies and external grants. Perpetuity: sustainable funding will ensure the life of the organization, allowing a greater degree of strategic planning and visioning for volunteer center growth and support services. Sustained funding for volunteer initiatives: significant growth (qualitative and quantitative) will be achieved with staff focus being directed toward progranuning rather than survival of the organization. 3. Welcome and Call to Order: The meeting was called to order by Chairperson A. Rosewarne at 9:15a.m. 2. President's Report: S. Singh gave an overview of his meeting on 1/12/00 with Governor Engler regarding the proposed Volunteer Alliance. Per S. Singh, Governor Engler has indicated his strong support for the Volunteer Alliance concept and his willingness to secure state funds. S. Singh noted that he believes Governor Engler is operating in the interest of preserving individual programs of the Michigan Community Service Commission that have proven to be effective. S. Singh believes Governor Engler is very willing to find the resources for the 1:1 match for the Volunteer Alliance. The committee went on to discuss the advantages and disadvantages of setting the money up in either a trust fund managed by a community foundation, or the State of Michigan trust department (noting that leaving the money in a governmental agency might lead to negative perceptions by the public), or a newly created foundation. S. Singh noted that Governor Engler has indicated that it may be easier to leverage state funds if the funds were to go into a state-managed trust fund. S. Singh noted that Governor Engler expressly stated his desire that the government be unable to interfere with the Volunteer Alliance. A. Rosewarne provided a similar overview of this same meeting. · E. Blews suggested that a government trust fund might have more restrictions on interest rates than a nonprofit entity would. K. Rossow asked if donors to the trust fund would get the same tax credits as those who donate to a community foundation. S.. Singh replied that they would not get the same state tax benefits, but they would get the same federal tax benefits. E. Blews noted that money in a government trust fund is more than likely subject to future government manipulation. P. Hashemipour requested an evaluation of trust funds vs. community foundations before a fmal decision is made. G. Stevens stated that a main concern is the ability of the Volunteer Alliance to stay neutral if endowment funds were administered by the state. He also suggested exploring the possibility of a new foundation on the state level that would allow for tax benefits yet is able to maintain its neutrality. S. Singh replied that the idea of a new foundation had already been discussed with the Council of Michigan Foundations, and whileS. Singh feels it is p<>ssible, it would create a cumbersome level of administration and costs. S. Singh noted that assets in a community foundation, however, would be owned by the Volunteer Alliance and an existing community foundation has professionals who can make well- �informed investments. S. Singh concluded that the benefits of an existing vs. a new foundation are about the same. G. Stevens noted the legislature might be more likely to put money into a new foundation than an existing one. E. Blews stated the need seek legal counsel at this point for more advice. A. Rosewarne commented that an additional area of concern is the potential negative perceptions donors might have in giving to a government-managed trust. S. Singh gave an account of MCSC's activities regarding the Volunteer Alliance up to this point. Discussion ensued surrounding the advisability of seeking joint counsel to research issues relevant to the Volunteer Alliance. S. Singh has had conversations with Ralph Rumsey, an attorney based in Ann Arbor. G. Stevens noted that it would be helpful if a subset of the Executive Committee met with an attorney to discuss issues. S. Singh reminded the committee that in order to meet the 1:1 match, we will also need to hire someone to administer a professional endowment campaign. Per conversations S. ~ingh has had with CMF and others, raising the money will be a time intensive task, but not impossible. S. Singh asked the committee if MNA should seek joint counsel or hire separate counsel. E. Blews noted the importance of eliminating the possibility of any conflict of interest before hiring joint counsel. E. Blews suggested retaining our own counsel and assuming a reactive position to other counsel's activities, allowing them to do the bulk of the work. G. Stevens noted the existence of a model (Michigan Economic Development Corporation), which could provide examples of how a department can move out of direct governmental control. The Executive Committee authorized MNA staff to begin seeking independent counsel. L. Plachta noted that legal consideration should also be provided at the individual agency level of MCC and VCM. S. Singh replied that legal counsel will actually be procured in the interests of MCC and VCM and not MNA, as MNA itself will not be part of the Volunteer Alliance. E. Blews noted it was important that our counsel considers the interests of all three organizations (MNA, MCC, VCM). G. Stevens suggested that all further paperwork regarding the Volunteer Alliance be marked "ProposalK or some might believe the Volunteer Alliance has already been approved by the Board and is underway. 3. Volunteer Alliance: S. Singh provided an overview of the Volunteer Alliance to date. G. Stevens noted that a subset of the Executive Committee should be created so they may be involved in the Volunteer Alliance process from the beginning. Appointed to the subcommittee were L. Plachta (representing MCC), K. Rossow (representing VCM), E. Blews, G. Stevens, J. King and A. Rosewame. E. Blews requested that MNA's CEO (S. Singh) serve as an exofficio members of the subcommittee. S. Singh and A. Rosewarne plan to discuss adding other members to the subcommittee at a later date. T. Swope provided an overview detailing MNA's approach to raising money for the 1:1 match. T. Swope also noted that campaigns that hire independent counsel tend to be more successful. S. Singh asked if MNA staff should begin dialogue with fundraising professionals, while keeping in mind that MNA can back out of the proposed Volunteer Alliance at any pqint. S. Singh noted that MNA is better positioned than MCSC to find private dollars, adding that if MNA is only able to raise a small amount, the budget would need to be reworked. S. Singh expressed confidence that MNA could raise at least $5 million right now. E. Blews stated the need to make it clear to our members that MNA is searching for new dollars and not taking 2 �dollars away from our members. A. Rosewarne asked how MNA should search for a fundraising professional. T. Swope answered that he would begin a search process, starting with reCommendations from CMF. S. Singh asked if MNA and MCSC should jointly hlre fund raising personnel in order to save costs. K. Rossow asked if a community foundation has been targeted to house the money. S. Singh replied that while dialogue has taken place with a community foundation (Lansing), there has been no commitment to invest funds there. The intent of the dialogue has been to research the feasibility of investing funds with a community foundation. G. Stevens moved to begin process of hiring a fund raising professional. L. Plachta seconded, and the motion passed unanimously. 4. 5. Space Allocation: S. Singh provided an overview of his recent conversation with Bob Church at Michigan State University, noting that MNA is being requested to move out of the Kellogg Center in the next 18-24 months due to MSU's need for more office space. S. Singh remarked that the creation of the Volunteer Alliance would lessen administrative costs and improve MNA's budget. K. Rossow asked if fund raising for a new building would be separate from the allocation for the Volunteer Alliance or included in it. S. Singh felt that some of the money can be allocated to building costs and not all the money needs to go into the endowment (for example, the Kresge Foundation is more likely to give to a capital campaign). A. Rosewarne suggested that as meetings progress, MNA staff send broadcast faxes to the entire MNA Board in order to keep them updated. Referring to the FERA report, L. Plachta asked if MNA should proceed to work on our public image in order to pave the way to raising the money. T. Swope responded that such an effort could make a considerable difference. T. Swope also noted that keeping the MNA Board updated, involved, and supportive will help fundraising efforts. (VCM and MCC agreed upon the following goal areas noted in boldface. The definitions given. immediately below are from VCM. The second set is from MCSC. The third have been proposed by MCC staff without consultation with MCC constituents. 1) VCM To achieve this mission, "The Alliance" will set goals in each of the following areas: 1. Collaborative partnerships: innovation in state and local collaborations that will achieve greater efficiency and effectiveness of community-based initiatives. 2. Community-based problem solving: promotion of a holistic, multi-sector approach to problem solving; focus on the development of goals, objectives and outcomes for service initiatives related to the mobilization of both human and financial resources. 3. Education and awareness: promote volunteerism and service opportunities and impacts; resources and support seiVices; continue ConnectMichigan awareness campaign. 4. Service Learning: promote the concept of both K-12 and Higher Education service learning as key components in developing a life-long ethic of service; model programs, resources and support. 5. Volunteerism: promote national and statewide volunteer opportunities; provide resources and recognition of volunteers and community impacts. MCSC To achieve this mission, the Alliance will operate under the following principles: • The Alliance will encourage and develop collaborative partnerships that build on the expertise and strengths and that share mutually beneficial resources. 1 • The Alliance will engage in community-based problem solving models that effectively assess local needs and address them through creative and effective strategies. • The Alliance will encourage e1periential education strategies to raise awareness and increase the effective practice of seiVice, seiVice-leaming, and volunteerism. • The Alliance will the efficacy and benefits of Service-Learning and Volunteerism as enduring local problem-solving mechanisms. Michigan Campus Compact The mission of Michigan Campus Compact (MCC) is to promote a commitment to community service and to foster a life-long service ethic in students. Specifically, MCC seeks to create or expand community service and service-learning opportunities for students while promoting academic and co-<:urricular programs and to advocate for public policies that encourage and support student community service. VCMMission The mission of Volunteer Centers of Michigan is to strengthen existing volunteer centers, to provide leadership in developing new centers, and to promote and strengthen volunteerism statewide. The Michigan Campus Compact was developed in 1989 to recognize the service contribution institutions of higher education were making to their communities. A few months later, a small group of community based volunteer centers began the Volunteer Centers of Michigan. A year later, the Michigan Nonprofit Association (known then as the Michigan Nonprofit FonlUl) was developed to enhance the understanding of the nonprofit sector including the advancement of philanthropy and volunteerism. Finally in 1991, newly elected Governor John Engler created by Executive Order the Michigan Community Service Commission. Over the years, all four organizations have worked collaboratively with one another. In the mid· 1990's, both VCM and MCC entered into partnerships with the Michigan Nonprofit Association. TI1ese partnerships have strengthened all three organizations and have resulted in immense administrative savings. In addition to the administrative savings, the programs and activities of all three organizations have been enhanced by this unique partnership. Under new leadership, the Michigan Nonprofit Association (and it's affiliates) and the Michigan Community Service Commission have made a concerted effort for more intentional and effective partnership. As the field of service contlnuesto change and be challenged by "outside influences," serious conversations between MNA and MCSC have occurred regarding the need for a sustainable support system for existing an\! developing volunteer initiatives. Three primary motivators • the need to provide well-rounded s1,1pport services to the volunteerism field; the desire not to duplicate services and programs; add potential changes in federal programs that support volunteerism -lead to a reasonable conclusion that we can be much more effective as a unified front than as two separate entities. However, it is also acknowledged that some activities/functions MUST remain separate· again, for the greater good of the field. What seems to make the most sense is the development of a third entity that would absorb common functions ofMNA and MCSC, while maintaining its neutrality and program-focus. 'This conceptual organization, unofficially dubbed ''The Alliance" for purposes of conversation, has received a great deal of support from sector leaders and partner organizations, and the official stages of planning have begun. Purpose: The purpose of ''The Alliance" is to centralize state-level, volunteer and service progranlllling efforts in a manner that ensures long-term sustainabi!ity. Initially, "TI1e Alliance" would administer programming and technical assistance currently administered by MNA, VCM, MCC, and MCSC. ''The Alliance" would continue to partner with additional organizations as deemed appropriate. An endowment fund would be created to support "The Alliance," which would secure its existence into perpetuity. �Funding: The current vision is to secure $20 million in endowment funds, which would consist of two funding streams: • ~ It is being proposed that the State of Michigan create a $10 million endowment to continue their commitment to volunteerism in our state. This endowment would be managed by a private foundation (new or existing) and would generate approximately $500,000 annually that would be allocated directly to ''The Alliance" for administrative and program funding. • Private: An additional $10 million would be sought in match funds to the State endowment, which would be placed into the private endowment. This additional $500,000 income would be expected to enhance "The Alliance" budget in Year Two of its existence, bringing the annual budget to $1 million. Activity to Date • Jnne 1999- "Serious" conversations between MNA and MCSC leadership begin • July/August 1999- seek general concept support from the Governor, Ms. Engler, MNA Chairperson, VCM Chairperson and MCSC Executive Committee. • September 1999- Proposal is brought to MCSC, MNA Board, VCM Advisory Committee, and MCC Executive Committee for feedback. • October/November 1999- Administrative and program stn1cturc is finalized, fund development plan outlined. • November 1999 -Acquire legal feedback on the process. • December 2000 -Plan is presented for preliminary approval to MCSC, MNA, VCM and MCC. • January 2000- MNA chair and President meet with Governor Engler and MCSC staff to discuss the State's role in the creation of the Alliance. • January 2000-MNA Executive Committee meets and empowers staff to start researching the options for the endowment and fund development plans. • January 2000- A committee of board members from MCC, VCM, MNA and MCSC is formed to start negotiations. • February 2000 -Committee meets and charges staff to present a common mission and goal statements for the Alliance. • March 2000- Committee meets for second time and endorses the mission statement and goals and charges staff to develop a timeline, staff structure, bylaws and board development for their April meeting. • March 2000-Meet with MNA Board of Trustees, VCM Operating Cmmcil and MCC's Programming and Planning Committee to discuss progress and address concerns. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections.
