Review Subcommittee Charge Legislative Outreach Members: Commissioners Pruitt (Chair), Pickard and Eason The Legislative Outreach Subcommittee is an ad hoc subcommittee of the Communication & Outreach Committee to advance the relationships and communication strategies of the MCSC and its grantees with elected officials at the state (and potentially federal) levels. Specifically, the subcommittee would: 1. Identify goals and outcomes for communicating with elected officials. 2. Identify strategies for communicating with the Michigan Legislature about the work ofthe MCSC and its grantees. 3. Provide leadership for a legislative event to be held in Fall2001. 4. Develop an action plan for regular communication with elected officials at the commissioner level as well as the grantee level. 5. Recommend an annual plan to oversee coordination of commissioner interaction with elected officials. 6. Report the plans to the full commission at their September 10-11, 2001 meeting. The subcommittee may terminate by September of 2001. II. NAME & LOCATION The name of the Commission is: "Michigan Community Service Commission" (MCSC). The Commission was created by Executive Order #1991-25 and placed within the State of Michigan Department of Labor. 2. 3. PURPOSE A. The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. Our commission and office encourages the effective coordination and channeling of voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; 2. Promote communication and collaboration between public, private, and non profit volunteer programs in the State, and between the State and the private sector's initiatives in meeting human, educational, environmental needs; 1 �.- . 3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, religious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations engaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 6. Serve as the state's liaison to the Commission on National and Community Service and to other appropriate national and state organizations which relate to the Commission mission; 7. Facilitate the publishing of material concerning the field of community service/volunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of Michigan, and proposed changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals of the Commission. The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 21 member commission. Term of appointment shall be 3 years, except that of those initially appointed, 7 members shall be appointed for 1 year terms ending October 1, 1992, 7 members appointed for 2 year terms ending October 1, 1993, and 7 members appointed for 3 year terms ending October 1, 1994. The Chairperson of the Commission shall be appointed by the Governor. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 3 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member. 2 �.-6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Commission shall report directly to the Governor and to the Commission. 7. DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. NAME & LOCATION The name of the Commission is: "Michigan Community Service Commission". MISSION The Michigan Community Service Commission is dedicated to enabling all citizens, including youth, to engage in public problem solving through service and volunteerism. 3. PURPOSE 1 . Serve as the state administrative agency for national and community service programs. 2. Serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism. 3. Serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals. 4. Serve as a broker for nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. 4. GOALS The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting these goals. 1. Build programs and expand resources based on local community needs and resources. 2. Enable youth and community practitioners to be part of the program design and policy development process. 3. Promote diverse programs that are representative of their communities. 4. Encourage strong partnerships among public, private, and nonprofit organizations. 1 �5 . Develop a statewide information clearinghouse and system for training in the best practices for service, service learning, and volunteerism. 6. Enhance service and volunteerism through rewards, incentives, and recognition. 5. FUNCTIONS The Commission shall do all of the following: 1 . Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3 . Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the information and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by ~ individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6. Stimulate increased community awareness of the effects of volunteer services in Michigan. 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan's representative to national and state organizations that support the Commission's mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan's financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education's application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate information about national service programs. 15. Establish policies and procedures for the use of federal funds received under the national service laws. 2 �16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1. The Commission shall consist of 25 members appointed by the governor. 2. Not more than six of the commission members shall be officers or employees of the state of Michigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3. Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4. Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5 . Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subj~ 9,- review of the Executive Committee. 6. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. 4 �b. Youth Leadership Youth Leadership - this committee will provide youth with more voice on Commission matters. The committee will be composed of young people and Commissioners between the ages of 12-21 and will assist the Commission in the development of its youth service policy and advise and guide the Commission in regard to youth issues. The Michigan Youth Progressive Action Council will remain the active body ofthis committee. Staff from MCSC's Programming or Outreach and Fund Development Departments along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. c. Awards and Recognition Awards and Recognition- this committee will aid in the coordination, support and implementation of a statewide multi-category recognition/awards program. The Governor's Service Awards program will be an annual event hosted by MCSC. The Committee will also work with local communities to develop and coordinate their own award programs. The committee membership will include three or more commissioners. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. d. Outreach and Communications Outreach and Communications - this committee will seek to promote communication and collaboration between all sectors of society as they relate to service and volunteerism. This committee will provide guidance and support to any broad campaigns and communication strategies ofMCSC. This committee will seek out ways to educate legislators and other government officials. The committee will host an annual legislative reception where commissioners, community members, and volunteers from across the state will gather to celebrate the work of Michigan citizens. The committee membership will include the chair and three or more commissioners. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. e. Continuous Improvement Continuous Improvement - this committee will help outline and implement an agenda that addresses the evaluation, training and technical assistance needs of each program and initiative ofMCSC and the service and volunteer field in general. The evaluation scheme will focus on corpsmembers and volunteers, the communities they impact and MCSC's effectiveness. This committee will work closely with MCSC programming staff, the Corporation for National Service, foundation supporters and all other funders ofMCSC as well as the communities impacted by their support. Staff from MCSC's Programming Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. 5 �11. Build programs and expand resources based on local community needs and resources. 2. Enable youth and community practitioners to be part of the program design and policy development process. 3. Promote diverse programs that are representative of their communities. 4. Encourage strong partnerships among public, private, and nonprofit organizations. �5. Develop a statewide information clearinghouse and system for training in the best practices for service, service learning, and volunteerism. 6. Enhance service and volunteerism through rewards, incentives, and recognition. 5. FUNCTIONS The Commission shall do all of the following: 1. Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3. Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the information and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6. Stimulate increased community awareness of the effects of volunteer services in Michigan. 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan's representative to national and state organizations that support the Commission's mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan's financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education's application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate information about national service programs. 2 �15. Establish policies and procedures for the use of federal funds received under the national service laws. 16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1. The Commission shall consist of 25 members appointed by the governor. 2. Not more than six of the commission members shall be officers or employees of the state ofMichigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3. Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4. Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject to review of the Executive Committee. 6. The voting members of the Commission shall elect one of the voting members to serve as chairperson of the Commission. The Commission may elect other officers from among the members of the Commission. 7. Members of the Commission shall serve without compensation. However, members of the Commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the Commission. 8. A member of the Commission shall not have any personal liability for any claim arising out of or resulting from any act or omission by the member within the scope of the member's service on the Commission. 7. COMMISSION STAFF 1. The Commission shall have staff necessary for the Commission to perform its functions. The Commission staff shall include an executive director. 2. The Executive Director of the Commission shall report directly to the Governor and to the Commission for the purpose of giving advice and making recommendations on programs and laws related to volunteerism and community service. 3 �3. The executive committee of the Commission will conduct an annual performance appraisal of the executive director. 8. DUTIES OF OFFICERS 1. The Commission Chairperson shall preside at all meetings of the Commission. 2. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. 3. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. 3. The Executive Committee shall assist the Chairperson, as necessary, in carrying out the mission and functions of the Commission. 4. The Executive Committee shall coordinate all funding and resource development activities of the Commission. 10. STANDING COMMITTEES The following standing committees of the Commission shall assist the Commission in the performance of its duties: a. Board Development Committee Board Development- this committee will assist the full commission in making recommendations to the Governor concerning appointing new members and removing inactive members, coordinating commissioner committee assignments, tracking commissioner participation, and seeking out prospective commission members. The committee membership will include the chair and three other commission members. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. 4 �b. Youth Leadership Youth Leadership - this committee will provide youth with more voice on Commission matters. The committee will be composed of young people and Commissioners between the ages of 12-21 and will assist the Commission in the development of its youth service policy and advise and guide the Commission in regard to youth issues. The Michigan Youth Progressive Action Council will remain the active body of this committee. Staff from MCSC's Programming or Outreach and Fund Development Departments along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. c. Awards and Recognition Awards and Recognition- this committee will aid in the coordination, support and implementation of a statewide multi-category recognition/awards program. The Governor's Service Awards program will be an annual event hosted by MCSC. The Committee will also work with local communities to develop and coordinate their own award programs. Outreach and Communications Outreach and Communications - this committee will seek to promote communication and collaboration between all sectors of society as they relate to service and volunteerism. This committee will provide guidance and support to any broad campaigns and communication strategies ofMCSC. This committee will seek out ways to educate legislators and other government officials. The committee will host an annual legislative reception where commissioners, community members, and volunteers from across the state will gather to celebrate the work of Michigan citizens. The committee membership will include the chair and three or more commissioners. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. e. Continuous Improvement Continuous Improvement - this committee will help outline and implement an agenda that addresses the evaluation, training and technical assistance needs of each program and initiative ofMCSC and the service and volunteer field in general. The evaluation scheme will focus on corpsmembers and volunteers, the communities they impact and MCSC's effectiveness. This committee will work closely with MCSC programming staff, the Corporation for National Service, foundation supporters and all other funders ofMCSC as well as the communities impacted by their support. A voting member of the Commission may not participate in a decision regarding a program ifboth of the following apply: (a) a grant application related to the program or entity is pending before the Commission; and (b) the application was submitted by a program or entity ofwhich the voting member is, or in the one-year period before the submission of such application was, an officer, trustee, full-time volunteer, or employee. 4. A voting member of the Commission must be, and must appear to be, impartial in the administration and oversight of Commission programs. A voting member of the Commission may not participate in a decision regarding a program if both ofthe following apply: (a) a grant application related to the program or entity is pending before the Commission; and (b) the application was submitted by a program or entity of which the voting member is, or in the one-year period before the submission of such application was, an officer, trustee, full-time volunteer, or employee. 4. If the number of voting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6. The business which the Commission may perform shall be conducted at a public meeting of the Commission held in compliance with the open meetings Act (Act No. 267 of the Public Acts of 1976). 12. REPORTING REQUIREMENT 1. The Commission shall submit an annual report to the Governor that describes its activities during the preceding year and makes recommendations to the Governor no later than 60 days after the close of the fiscal year. 2. ARTICLE I Quality Community Care Council Board Section 1.01. Powers. The powers granted to the Board shall be vested in, and exercised by, a Board in accordance with the applicable provisions of the lnterlocal Agreement by and among the TriCounty Aging Consortium and the Michigan Department of Community Health creating the Michigan Quality Community Care Council filed June 21, 2004, or as may be amended from time to time. Section 1.02. Interpretation of By-Laws. All words, terms, and provisions of the By-Laws shall be interpreted in a manner consistent with the lnterlocal Agreement, as amended from time to time hereafter. ARTICLE II CREATION OF THE COUNCIL Section 1.03. Principal Office. The principal office of the Council is at the location or locations within the City of Lansing, as determined by the Council Board. Section 2.02. Board Composition. The Council shall be governed by the Council Board. The Council Board shall consist of eleven (11) members, in accordance with the provisions of the lnterlocal Agreement. Section 2.03. Term. Members of the Board shall serve for staggered terms, in accordance with the provisions of the lnterlocal Agreement. Section 2.04. Vacancies. A vacancy on the Board for a cause other than the expiration of a term shall be filled in the same manner according to the provisions of the lnterlocal Agreement for the original appointment for the balance of the unexpired term. Section 2.05. Compensation. Members of the Board shall receive no compensation for the performance of their duties. A Board member may engage 1 �in private or public employment, or in a profession or business. Members of the Board may be reimbursed by the Board for actual and necessary expenses incurred in the discharge of their official duties. Section 2.06. Regular Meetings. Regular meetings of the Board shall be held pursuant to a schedule approved by the Board. All meetings shall be conducted according to the Board's adopted Rules of Order. Section 2.07. Special Meetings. Special meetings of the Board may be called by the chairman or any four (4) members of the Board. Section 2.08. Open Meetings Act. All meetings of the Board shall be conducted in accordance with the Michigan Open Meetings Act, PA 267 of 1976, being MCL 15.231, et seq. (OMA), including public notice of the time, date, and place of the meetings given in the manner required by OMA. Section 2.09. Quorum. A majority of the Board members appointed and serving shall be required to constitute a quorum for the transaction of business at any meeting of the Board. Section 2.10. Voting. The Board shall act by a majority vote at a meeting at which a quorum is present. The Board shall not engage in proxy voting. Section 2.11. Attendance by Remote Communication. Subject to any guidelines and procedures adopted by the Board, members not physically present at a meeting of the Board may participate in the meeting by means of remote communications, are considered present in person for all relevant purposes, and may vote at the meeting. ARTICLE Ill OFFICERS Section 3.01. Officers The Board shall elect Chair, a Vice Chair, a secretary, and a treasurer, and any other officers as the Council Board may determine. Such officers shall have such authority and shall perform such duties as the Board may from time to time prescribe. Section 3.02. Qualifications. Officers of the Board shall be selected from among the Board and shall be appointed by the affirmative vote of a majority of the members then serving on the Board. Section 3.03. Duties of Officers. The Officers of the Board shall perform such duties and functions as shall be assigned to him or her from time to time by the Board. Section 3.04. Compensation of Board Officers. No officer of the Board shall be compensated for the performance of services for the Board but may be reimbursed for expenses incurred on behalf of the Board upon the same terms 2 �and conditions as required for the reimbursement of expenses of members of the Board. Section 3.05. Election, Resignation, Removal. An officer of the Board shall hold office for the term for which he or she is elected or appointed and until his or her successor is elected or appointed and qualified, or until his or her resignation or removal. An officer of the Board may resign by written notice to the Board. The resignation is effective on its receipt by the Board or at a subsequent time specified in the notice of resignation. An officer of the Board may be removed by the Board with or without cause. Section 3.06. Vacancies. The Board may fill any vacancy in any office occurring for whatever reason. Section 3.07. Authority. All officers, employees, and agents of the Michigan Quality Community Care Council shall have the authority and perform the duties to conduct and manage the business and affairs of the Board as may be designated by the Board, the lnterlocal Agreement, and these by-laws. ARTICLE IV EXECUTIVE DIRECTOR Section 4.01. Executive Director. The Board shall select and retain Executive Director. The Executive Director shall be selected by a majority of Board members according to the applicable provisions of the lnterlocal Agreement. Section 4.02. Powers and Duties. The Executive Director shall perform the duties set forth in the lnterlocal Agreement. The Board may compensate the Executive Director and may assign such other duties and powers as the Board from time to time may deem appropriate. ARTICLE V COMMITTEES Section 5.01. Standing Committees. The Board shall establish and appoint members to standing committees as determined necessary by the Board. These committees shall have the powers and duties as provided by the Board. Section 5.02. Other Committees. The Board may, from time to time, establish such other committees composed of Board members to address such matters as the Board may determine with such powers and duties as the Board may prescribe. Section 5.03. Compensation. Members of the committees shall serve without compensation. Section 5.04 Meetings. Members of the committees shall as often as determined by the Board and/or committee members. 3 �ARTICLE VI CONFLICT OF INTEREST Section 6.02. Ethics and Conflicts of Interest. The Board shall adopt ethics policies governing the conduct of Board members, officers, appointees, and employees in accordance with the lnterlocal Agreement. ARTICLE VII INDEMNIFICATION Section 7.01. Indemnification. To the extent permitted by law, the Board may indemnify the Board members, officers and committee members of the Board for expenses and costs (including reasonable attorney's fees) actually and necessarily incurred in connection with any claim asserted against such person by action in court or otherwise by reason of said person's being or having been a member, officer, or committee member of the Board, except in relation to matters as to which said person shall have been adjudged guilty of gross negligence, intentional, wanton, or willful misconduct with respect to the matter to which the indemnity is sought; provided, however, that the indemnification provided for by this article shall not be construed as a waiver of any governmental immunity the Board, its officers or committee members has by statue or as modified by Court decisions which shall be asserted to the maximum extent permissible. ARTICLE VIII AMENDMENTS Section 8.01. Amendment. INTRODUCTION The Michigan Community Service Commission (MCSC) recently became aware of its need for a Marketing Plan and communication strategy primarily due to the re-focusing of its work as a grantmaker and the changing political climate. In October 2001 a business coaching firm was retained to coach the MCSC through the process of evaluating its marketing needs and developing a Marketing Plan that clearly defines and incorporates the MCSC's mission and vision. One of the first tasks undertaken was a survey of the staff and commissioners on a variety of topics, from the effectiveness of current marketing efforts to recommendations for the future. There was a consensus between both groups that the MCSC currently gains little recognition for its efforts or the results of its hard work outside of grantees and/or the programs that MCSC administers directly. Neither staff nor commissioners feel they receive adequate information about the results of the agency's marketing efforts. Both groups believe the MCSC could use its resources more wisely to give the commission positive exposure with key targets, such as state legislators. The following Marketing Plan was developed to respond to these findings, input from MCSC senior staff, and renewed federal government emphasis on volunteerism and volunteer programs. Highlights of the Plan include: • Redefinition of the mission and messages of the MCSC in language that is easily understood by target markets, including legislators, grantees, and other state agencies • A strong initial focus on internal communications programs, especially in the training of staff and commissioners in recognition of their role as ambassadors for the MCSC • MCSC staff and commissioners will play an active, ongoing role in the implementation of the marketing plan • Creation of more powerful communications tools to achieve marketing objectives, such as a new logo, internal and external newsletters, an updated media database, and outreach activities to put MCSC commissioners in more frequent contact with legislators and other target markets • Training of grantee organizations in how to portray the MCSC to their constituents and how to attain better media coverage of their events and programs • Development of productive recruiting programs for both grantees and members of select grantee programs, such as AmeriCorps • Establishment of an ongoing evaluation system, to monitor how effective the MCSC is in reaching its marketing goals • Implementation, oversight, and ongoing evaluation of the marketing plan will be the full-time responsibility of an MCSC staff member. 1 �The following Marketing Plan is an overview of a comprehensive, multi-year program with both short and long-term objectives. Please note that recommended actions are followed by the specific Objectives (numbered) and Target Markets (lettered) they address. The final version of the marketing plan will include detailed Budget and Timeline that will include priorities, goals, and a detailed action steps for the first year of the Plan's implementation. Research • Assess all MCSC external communications programs, including publications, special events, grant programs, etc. in light of newly defined mission and role. Consider whether following programs are appropriate to continue: Governor's Service Awards, Adopt A Part of Michigan, MYPAC, and Youth Poster Contest [2, A-B) • Engage the Outreach Committee in this assessment [2, A-B) • Assess strategic grant making in light of current federal goals (e.g., homeland security, USA Freedom Corps, expanded AmeriCorps, L&S funds, etc.) [2, A-F) • Assess results of other state commissions' communications plans [2, 4, A-D) • Review and update the current database to make sure key Michigan agencies and nonprofit organizations are included, and that they regularly receive information (which could include an external newsletter) on MCSC programs, grant opportunities, requests for proposals, special events, general volunteerism, MCSC's national reputation, and other pertinent topics [4-6, E-F) B. Marketing Communications • Clearly define the mission, role, and operations of the MCSC and simplify the agency's messages to key markets. Develop phrases to describe the agency's mission and activities that are used consistently in all training programs, special events, brochures, news releases, newsletters, white papers and other communications (Staff, commissioners, and grantees will be trained in using these messages.) [1-6, A-G) • Redesign the MCSC logo and ensure that agency visual materials are used consistently and effectively in all events and programs [1-4, A-G) • Explore and implement ways in which to make the MCSC web site more visually appealing, interactive, informative, and fun to use [1-4, A-G] • Evaluate the effectiveness of the current display booth(s) and redesign in accordance with the newly defined language, role, and new logo [1-4, A-F) • Evaluate all MSCS materials in relation to the new language, role, and graphic ID to determine the need for reprinting, rewriting and/or redesigning [1-6, A-G] C. Internal Communications • Design and implement training programs to: [2, A-B] • Train each employee and commissioner to implement his/her part of the Marketing Program (including new language for promoting the MCSC) • Emphasize the importance of marketing and underscore the commission's dedication to marketing excellence • Implementation of key components of the marketing plan will be the ongoing responsibility of MCSC staff and commissioners. Legislature Relations • • • Develop a "business plan" for gubernatorial candidates and legislators that: [1, 3-4, B-D] • Includes specific suggestions on how they can support MCSC in state government and at the locaVcommunity level • Appeals to their self-interest and places them in a positive light with their constituents • Takes into account professional and personal information on Appropriations Committee members and other key members of the legislature • Has obvious ties to the national agenda on volunteerism • Includes input from other experts on how to interact with this group • Leverages MCSC's national reputation by developing statistics and communicating them to appropriate parties (state government, nonprofit organizations, etc.) Develop a newsletter or other external publication that presents much of the same information published in the internal newsletter (see above) from an external viewpoint, and includes additional material specifically of interest to legislators [1, 3-4, C-E] Train staff, commissioners, and grantees to promote the MCSC's agenda and role with legislators [1-6, A-F] E. Media Relations • Update Michigan media contact lists [3-6, G] • Include information on how specific media representatives like to receive information (email, fax, mail, newswires, etc.) • Include timelines/deadlines for various media outlets • Share above information with PR Newswire • Include a media training component in the training programs for staff, commissioners and grantees that incorporates: [1-6, A-G] • Instructions on how to package and present events and other MCSC information in ways that meet media needs (could include press release, PSA formats, and similar material) • Clear, concise, easily-understood messages about MCSC's role, mission, and goals • Lists of specific media representatives in their area • A program for periodically updating commissioners and grantees on specific local events in their areas that merit publicity • Develop an annual publicity placement program based on special events, grant announcements, and annual media goals, including newspaper, magazine, specialty publication, radio, and TV coverage (including local cable) [1, 3-6, C-G] • Research opportunities to customize and use public service announcements available from AmeriCorps and other national programs to gain positive exposure for MCSC and its programs [1, 3-6, C-G] • Research opportunities to "piggyback" on media campaigns already in process throughout state government, especially the Department of Career Development and Michigan Department of Education [1, 3-6, C, G] G. Evaluation of Results • V. Develop an effective system for periodically assessing the effectiveness of the Marketing Plan, based on all stated Objectives and Target Markets [1-6, A-G] • The overall evaluation strategy will be developed and implemented based on the marketing plan priorities. TIMETABLE To be developed based upon priorities- this will include a multi-year timetable for implementation of the Marketing Plan, with a detailed timetable and action items for Year One 5 �VI. BUDGET To be developed based upon priorities- this will include a detailed budget for Year One of the Marketing Plan VII. CONCLUSION The MCSC marketing plan outlined above is a comprehensive, multi-year program and successful implementation relies on the active involvement of MCSC staff and commissioners. The marketing plan is a multi-tiered approach focusing on the following action areas: research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations. As a result of this plan, the MCSC will: • Have stronger relationships with Michigan legislators, state departments, media, and nonprofit organizations. • Have staff members and commissioners who serve as ambassadors for MCSC internally and externally. • Be viewed as an expert grantmaker and resource on effective volunteer programs and information. • More effectively assist its grantees with member recruitment and media and legislative relations. • Use consistent language and graphic designs in all brochures, newsletters, news releases, presentations, etc. that clearly defines the mission, role, and operations of the MCSC. The next steps in the development of the marketing plan are outlined below. 1. Determine the priorities in each action area of the marketing plan (research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations). 2. Develop the marketing plan timeline. This will be a multi-year timetable for implementation, with a detailed timetable and action items for the first year. 3. Develop a detailed budget for the first year of the marketing plan. 4. Develop an effective system for monitoring the results of the marketing plan based upon the priorities. The implementation of the marketing plan will happen concurently with the continued development of the plan. Identified priorities in each action area of the plan (research, marketing communications, internal communications, legislature relations, nonprofit community relations, and media relations) will be implemented simultaneously. The Omnibus Appropriations bill resulted in a 35.4% cut in funding to states for AmeriCorps programs. 2. The unanticipated accounting shortfall in the Education Trust that resulted in the AmeriCorps emollment freeze in November 2002. 3. The additional $64 million liability owed by the Trust due to an accounting error. 4. The proposed solutions to the above issues. On February 20, 2003, the 2003 Omnibus Appropriations measure became law. The bill included funding for formula and competitive grants to states for AmeriCorps programs for the 03-04 program year. Unfortunately, the Omnibus bill reduced state AmeriCorps program funds from $193,492,000 to $125,000,000-a cut of35.4%. This is the most significant reduction made in the entire 03-04 budget for CNCS and the largest ever for states. The bill also included $100 million for the Education Award Trust to make up for the accounting shortfall that precipitated the emollment freeze. As a result, the Corporation for National and Community Service (CNCS) made the decision to lift the freeze on AmeriCorps emollments. The freeze was lifted after an agreement between the Congressional Budget Office (CBO), the Office ofManagement and Budget (OMB), and CNCS that the $100 million Trust appropriation be used for future education awards and not be used to rectify the $64 million owed by the Trust due to accounting errors. In addition, the bill caps at 50,000 the number of individuals that can be emolled in AmeriCorps. �To help address these issues, on Tuesday, March 41h, President Bush sent a letter to Speaker Hastert requesting that: a. The $64 million liability owed by the Trust due to accounting errors be liquidated. b. Congress give CNCS the power to transfer up to $50 million from programming to the Educational Award Trust to cover the unanticipated shortfall. c. CNCS have the ability to enroll more than 50,000 AmeriCorps members. While the President's proposal is a good step forward, there are a myriad of issues left unsolved. 1. The proposal does not call for a restoration of program funding. The funding for state programs is still cut 35.4%. a. For Michigan, this could mean a cut of $2.1 million (of our current $6.2 million). b. This could eliminate 246 ofMichigan's current 696 AmeriCorps members. 2. When next year's budget is presented (for the 04-05 programming year), any increase over the current amount of$125 million will be seen as an increase in the budget. It will not be seen as an attempt to restore funding to the originally expected level of $193 million. 3. The $50 million that can now be transferred from CNCS program funds into the Education Trust, will result in even less funds available for AmeriCorps programs. Therefore, the 35.4% cut to states could be even larger. a. A portion of the $50 million could be taken from the $125 million. 4. The $100 million allotted to the Trust is not adequate as it must cover approximately 20,000 members for the 02-03 program year (those that were impacted by the enrollment freeze) and the proposed 50,000 members for the 03-04 program year. a. $100 million is enough for 21,164 education awards for full-time members. These issues are real challenges for communities as they rely more and more on national service to fill in the social services gaps. These are dynamic times for the nonprofit sector nationally and for Michigan's volunteer community specifically. President Bush recently embraced national service as part of his work to channel federal support more directly to faith-based institutions by appointing Steven Goldsmith to the board of the Corporation for National Service. Michigan is embarking on a $20 million dollar campaign to endow support for statewide volunteer infrastructure. Our work in these areas can have a profound effect on how the future of national and community service is supported and developed in Michigan. This is why it is imperative for us to hone our communication and outreach strategies. Joining you on the Public Relations & Marketing committee will be Commissioners Pickard and O'Day and you will meet every other month until September of2001 or until such time as the work of the committee is completed. I have asked Commissioner Pickard to chair this subcommittee. The specific charge of the committee is detailed in the attached document. The committee will report its findings and recommendations to the full membership of the MCSC at our September meeting/retreat at Brooke Lodge in Augusta, Michigan. At that time, the MCSC will have a draft of the Marketing Plan and will determine whether to continue contracting with Rx Coaching to fine tune and assist with the implementation of the plan. Mary Grill meets weekly with two coaches-Sandra Xenakis is a marketing expert and Nancy Ray is a strategic planning specialist. Together Sandra and Nancy are working to ensure that the MCSC Marketing Plan is effective and in line with the MCSC vision, mission, and organizational priorities. The first step in developing the marketing plan was creating a work statement from the current mission statement to more accurately articulate the work of the MCSC. This statement will be utilized to ensure that the MCSC marketing plan stays focused. This statement is not shared with the general public to describe the MCSC, rather it is used internally by the MCSC to ensure that all activities, including the marketing plan, are on track with the organization's stated purpose. The work statement is: The mission of the MCSC is to increase the capacity ofMichigan 's volunteer sector by conducting research and evaluation, sharing information, acknowledging success and effectiveness, securing funds, �granting funds, cultivating potential applicants, selecting high-quality grantees, training grantees, and overseeing and monitoring grantee results for volunteer-focused organizations, agencies, and strategic alliances so that Michigan citizens engage in service and volunteerism to meet community needs. The second step was defining organizational priorities. These priorities will be used to define the objectives of the marketing plan. The following organizational priorities have been identified: 1) Support (fund) innovative volunteer programs that meet local needs. 2) Share lessons learned from what we fund and how we support volunteer programs. 3) Promote service and volunteerism by recognizing and celebrating exemplary volunteers and volunteer programs. 4) Secure needed funding in order to grant funds and operate the MCSC. 5) Support, train, and engage staff and volunteers so that they may carry out the work of the MCSC. 101h Anniversag Celebration The MCSC's lOt Anniversary Celebration has been rescheduled for Tuesday, February 12, 2002. The event will follow the same format as originally determined and will provide an opportunity for the MCSC to thank Michigan's legislators for past support and encourage their ongoing support. Save-the-date post cards are being created and will be distributed to the legislators, commissioners, and other friends of the MCSC in late December. The event program is as follows: • • • Open house: 8:00a.m.- 2:00p.m. in the State Capitol1 st Floor Rotunda. This event will give legislators the opportunity gain insight into the work of the MCSC and its programs. Select MCSC grantees (representing the depth and breadth of the MCSC programs) will set up displays in the Rotunda and adjoining hallways. Grantees and staff will be available throughout the day to talk with legislators and other event attendees. Media Event and Presentation: 11 :45 a.m. in the State Capitol1 st Floor Rotunda. This event will include brief remarks by Mrs. Engler, Dr. Mawby, and others; it will also include the presentation of a Governor's Proclamation to Dr. Mawby on behalf of the MCSC. Private meeting with Mrs. Engler, commissioners, and key legislators: 11 :00 a.m. in a 4th Floor Meeting Room in the Capitol. This event will provide an opportunity for commissioners, including Mrs. Engler, to discuss the work ofthe MCSC with key legislators, to thank them for their past support, and to ask them for their ongoing support and involvement. The key time for commissioner participation is 11 :00 a.m. - 1:00 p.m. although commissioners are welcome to participate in activities throughout the day. �Governor's Service Awards The 9th Annual Governor's Service Awards (GSA) reception and dinner are being held on Monday, April29, 2002 at the Lansing Center in Lansing. Nomination forms are currently available and are due back to the MCSC by Thursday, February 8, 2002. All commissioners are invited to serve as peer reviewer to select the five finalists and winner in each of the 14 categories. The peer review will take place on March 8, 2002 at the MCSC. Ameritech has indicated their intention to sponsor the Governor's Service Awards again this year. Additional sponsors are also being sought. MCSC Web Site The State of Michigan has developed a web site program, E-Michigan, providing mandatory guidelines for web site development for all state agencies. The first meeting of the MCSC and E-Michigan will take place on December 10, 2001. Following this meeting the MCSC will have a better idea of the process of migrating its current site into the new format.
