We gave Paula direction to make three of her update items - discussion items for the Board Meeting: the U of M Environment presentation; the Learn and Serve Detroit Public Schools issue and the federal funding issue . I did not bring up one other item and that is representatives from the MCSC to Connect Michigan Alliance. Because important discussions on the future of CMA are scheduled at the CMA Fall Meeting, I think it is vital that we have the MCSC well represented. I suggest that you consider appointing Marsha Smith , Larry Williamson and Eileen Wilson-Oyelaran to the CMA Board for this next year effective immediately. Let me know if you wish to discuss this or anything else related to the Agenda for Sept 21 in Port Huron. Granholm, Governor of the State of Michigan, by virtue of the power and authority vested in the Governor by the Michigan Constitution of 1963 and Michigan law order: I. DEFINITIONS As used in this Order: A. "Community Service Commission" or "Commission" means the Michigan Community Service Commission created under 1994 PA 219, MCL 408.221 to 408.232, which was subsequently transferred to the Department of Career Development by Executive Order 1999-1, as amended, MCL 408.40, and then transferred to the Department of Labor and Economic Growth by Executive Order 2003-18, MCL 445.2011. B. C. "Department of Labor and Economic Growth" means the principal department of state government created as the Department of Commerce under Section 225 of the Executive Organization Act of 1965, 1965 PA 380, MCL 16.325 , renamed the Department of Consumer and Industry Services under Executive Order 1996-2, MCL 445.2001, and renamed the Department of Labor and Economic Growth under Executive Order 2003-18, MCL 445.2011 . D. "State Budget Director'' means the Director of the State Budget Office created under Section 321 of The Management and Budget Act, 1984 PA 431, MCL 18.1321 . E. 'Type II Transfer'' means that type of transfer as defined in Section 3(b) of the Executive Organization Act of 1965, 1965 PA 380, MCL 16.103(b). II. TRANSFER OF AUTHORITY A. All of the authority, powers, duties, functions, and responsibilities of the Community Service Commission are transferred by Type II Transfer from the Department of Labor and Economic Growth to the Department of Human Services . Ill. IMPLEMENTATION OF TRANSFERS A. The Director of the Department of Human Services shall provide executive direction and supervision for the implementation of all transfers under this Order and shall make internal organizational changes as necessary to complete the transfers under this Order. B. The functions transferred under this Order shall be administered by the Director of the Department of Human Services in such ways as to promote efficient administration . C. All rule-making, licensing, and registration functions related to the functions of the Commission transferred under this Order, including, but not limited to, the prescription of rules, regulations, standards, and adjudications, under the Administrative Procedures Act of 1969, 1969 PA 306, MCL 24.201 to 24 .328, are transferred to the Director of the Department of Human Services . D. The Director of the Department of Human Services may delegate within the Department of Human Services a duty or power conferred on the Director of the Department of Human Services by this Order or by other law or order, and the individual to whom the duty or power is delegated may perform the duty or exercise the power at the time and to the extent that the power is delegated by the Director of the Department of Human Services . E. All records , property, and unexpended balances of appropriations, allocations, and other funds used , held, employed, available, or to be made available to the Department of Labor and Economic Growth or the Commission for the activities, powers, duties, functions, and responsibilities transferred under this Order are transferred to the Department of Human Services. F. The Director of the Department of Human Services and the Director of the Department of Labor and Economic Growth shall develop a memorandum of record identifying any pending settlements, issues of compliance with any applicable state or federal laws or regulations, or other obligations to be resolved by the Department of Labor and Economic Growth. G. The Director of the Department of Human Services and the Director of the Department of Labor and Economic Growth shall identify the program positions, administrative function positions, and personnel that will be transferred to the Department of Human Services under this Order. MISCELLANEOUS A All rules, orders, contracts, and agreements relating to the functions transferred under this Order lawfully adopted prior to the effective date of this Order shall continue to be effective until revised , amended , repealed , or rescinded. B. This Order shall not abate any suit, action , or other proceeding lawfully commenced by, against, or before any entity affected under this Order. Any suit, action, or other proceeding may be maintained by, against, or before the appropriate successor of any entity affected under this Order. C. The invalidity of any portion of this Order shall not affect the validity of the remainder of the Order, which may be given effect without any invalid portion . Any portion of this Order found invalid by a court or other entity with proper jurisdiction shall be severable from the remaining portions of this Order. In fulfillment of the requirements under Section 2 of Article V of the Michigan Constitution of 1963, the provisions of this Order are effective October 22, 2006 at 12:01 a.m . The meeting was called to order at 10:05 a.m. Members present: Rob Collier, Vice-Chair; Russ Mawby and Kari Pardoe. Staff present: Paula VanDam, Janice Harvey, and Joan Bowman. Transition Paula VanDam shared that with Janet Lawson's departure, she will serve as Acting Executive Director until after the November election. At that point, a new Executive Director search will begin. All current board members whose terms are up in October are being asked to be reappointed for a new 3-year term. Ms. VanDam also shared that the Executive Order has been drafted to transfer the MCSC to the Department of Human Services effective October 22. September Board Meeting Agenda Paula VanDam and Rob Collier went through the agenda for the September board meeting. There will discussion with board members on Learn and Serve funding to develop a strategy to engage more Detroit schools into service-learning. University of Michigan intern Elizabeth Eagen will present her study on Our Michigan, a program developed by Domestic Corps under a grant from the GM Foundation. The project looks at creating a program with the MCSC that will enhance the capabilities of nonprofits in Michigan to combine volunteerism and the environment. The Commissioners will have an opportunity following �... the presentation to discuss the project. There will also be a discussion on national service funding and what role the Commission plays. Learn and Serve Funding Strategy Ms. VanDam suggested a discussion at the board meeting to develop a strategy to engage more Detroit schools into service-learning. Two MCSC staff attended a conference in Nashville and will present ideas from the conference to engage urban schools. MCSC staff will prepare a document with background information and strategy. Mentor Michigan Wave IV Census Ms. VanDam stated that a new census will take place in September/October with preliminary findings presented at the Mentor Michigan Statewide Conference on October 25. This wave of the census will gage how the field has grown over the last three years, what additional help is needed and establish what direction Mentor Michigan should go. Federal Funding Update The appropriations process is not finalized. Currently the House and Senate budget recommendations for national service do not match. If the Senate and President's recommendations pass Learn and Serve will take a $3 million cut, which is a $9 million cut over the last 2 years, and AmeriCorps will be cut by $6 million. Over the last two years, Michigan's AmeriCorps has experienced a 12% cut and Learn and Serve a 16% cut. With funding from the GM Foundation, Domestic Corps has been involved for the past two years in an organizational assessment of SOLV, a non-profit organization in Hillsboro, Oregon. The sunm1er of 2006 represented the data gathering and program proposal phase of this project as it moved into its next iteration. In conjunction with the Michigan Community Service Conm1ission, DC interns conducted a 14-week assessment of implementation strategies for this project, and are submitting this deliverable in conjunction with a presentation to the Board of Directors of the MCSC. Our Michigan is a program developed by Domestic Corps (DC) interns in 2005-2006, under a grant from the GM Foundation. After conducting an analysis of SOLV, an organization in Oregon that is a leader in building service-learning strategies through voltmteerism and environmental cleanup projects, DC interns were ready to take this project into the next phase: developing a pilot program to apply the lessons of SOLV ' s success to a progran1 in the state of Michigan. In the summer of 2006, Domestic Corps interns interviewed environmental organizations, state agencies, and volunteer community leaders, and reviewing the fundin g and volunteer landscape of Michigan. We also looked at the existing programs in the MCSC, and determined the capacity of that organization to move in a new programmatic direction. Finally, we sought to identify the market space in Michigan for a new nonprofit program that can unite envirorunental issues and causes under one umbrella, and can tap into the aggregate of individual awareness of environmental concerns and civic needs. From our assessment it became clear that there were many organizations working on environmental issues in Michigan, and carving out a niche for the MCSC's contribution would require some creative readjustment of existing models of organizations. Although replicating SOLV was initially thought to be an option, tllis was eliminated after conversations with the MCSC, state agencies interested in collaborating, nonprofits, and other program investors. Based on this analysis, we chose the Mentor Michigan program as the launching place for a pilot effort to increase MCSC's involvement in environmental issues. Mentor Michigan is one of the MCSC's strongest programs, and mentoring is becoming more and more a priority for organizations looking to expand their volunteer programs and issue-based service learning capacity. GOALS The first goal of this project is to create a program for the Michigan Conmmnity Service Commission that will not replace but will enhance the capabilities of nonprofits in Michigan to combine civic engagement and the environment. The second goal is to work with Mentor Michigan's vision and mission, by providing an issue around which the program can expand 2 �. ' . . across the state. Our Michigan will spread knowledge and awareness of environmental stewardship, and boost the capabilities of organizations across the state, while engaging state agencies in volunteer activity. Our Michigan needs to work with an already strong tradition of volunteering community in Michigan. Through community and church groups, work, schools, and the state environmental agencies, Michigan volunteers are presented with a multitude of options to volunteer, and landscape analysis shows that many of them take those positions. But in interviews with state agencies and with nonprofit groups, we found that a major market gap was not for getting the volunteers out - one agency can almost instantaneously match local volunteers to site cleanups of illegal dumps with interconnected GPS and volunteer databases -but for getting local groups the strong project management they need to make getting grants easier, measuring success better, and maintaining environmental stewardship stronger. Michigan needs to train volunteers to be volunteer leaders, and the MCSC can help do that with this program by facilitating the links between professional services and volunteer opportunities. PROGRAM PROPOSAL Our Michigan is to be a program that combines the model of professional assistance with the priority of youth prograrnn1ing for the environment at the statewide level. Our Michigan will maintain its focus on youth-adult mentoring relationships by ensuring that each project introduced by the initiative of this program has a strong youth component. Our Michigan seeks to create programs and situations that strengthen mentoring bonds based on envirorunental engagement, and also gives non-mentors ways to support the program through episodic professional expertise donation. A. Mentor 360 1. Mentor 360° helps mentors to seek out projects in their own communities, and assists them in using their own skills and expertise to create mentor/mentee expenences. 2. Mentor 360° provides program support for 10 pilot programs across the state. Key mentors work with MCSC staff to make their episodic environmental program happen. B. Organization Mentors 1. Organization Mentors connects professionals from business and universities with nonprofits that need their talents and experience. 2. Organization Mentors taps into Michigan Campus Connect to bring professors and students from professional and science programs to incorporate hands-on learning in the classroom. Links between higher education students and school-age classrooms let students gain experience in developing servicelearning curriculum in teams. 3. The meeting was called to order at 10:00 a.m . Members present: Daniel Mulhern, Chair; Russ Mawby and Meg Smith. Staff present: Janet Lawson, Janice Harvey, and Joan Bowman. Retreat and Board Meeting Agenda Janet Lawson went through the agenda for the September 22-23 Board Meeting and Retreat. There will be several new Commissioners at the meeting. In the past, we have held New Commissioner Orientation prior to the meeting starting. One-on-one meetings will be scheduled with each of the new Commissioners after the board meeting to go through orientation materials. Staff will report out on goals from the last year and Commissioner goals will be discussed. Russ Mawby suggested that the goals should focus around the board mission which is related to volunteerism. He gave three suggestions: 1. Join forces with United Way. How can we collaborate with United Way on volunteerism and mentoring. 2. Look at where we are with volunteer centers. We also have community foundations in every area of the state. By working with United Way and the community foundations there is a potential to have volunteer centers in every community. Working with CMA and VCM, there should be a goal to have volunteer centers statewide. Campus Compact can get students engaged in community service. Albion College, for �example, is initiating a mentoring program for their students. Every college should be members of Campus Compact. 3. Work with Learning to Give which is putting experience of volunteering in K-12 education. Russ has agreed to speak at the Retreat on these issues. Staff Recommendations for Learn & Serve School-Based Funding Angelia Salas gave background on the applications that were received and explained the three categories of funding (implementation, institutionalization, and ISD/Higher Education partnerships). The MCSC received 25 renewal applications. The staff reviewed the 25 applications and are recommending all 25 for funding. Members reviewed the staff recommendations outlined in a memo from Paula Kaiser dated August 24, 2005 . Chairman Mulhern asked for a motion to support the staff recommendations for the Learn and Serve-Michigan School-Based grants. Commissioner Mawby moved to support the motion and Commissioner Smith seconded the motion. The motion passed unanimously. Update on MCSC Initiatives Janet Lawson gave an update on the MCSC funding. The legislature has not met yet on the budget. Several Commissioners will be leaving the MCSC this year due to term limits. The Executive Committee is losing two members (Vivian Pickard and Meg Smith) so new members will need to be appointed. There were four regional Mentor Michigan Training Sessions around the state held over the last two month where standards for mentoring programs were discussed. Ms. Lawson shared that John Hancock will be giving Mentor Michigan $100,000 each year for the next 2 years and the Detroit Pistons will be participating during Mentoring Month in January. Ken Bensen and Janet Lawson have also met and will be working on a mentoring program for Habitat volunteers. There is also discussion with Oakland University and the Michigan's Women Commission for an e-mentoring program. Janet went over the GSA Financial Summary and the Executive Committee supported the recommendations for the proceeds. The staff discussed the renewal guidelines on the May 11th grantee conference call. The renewal applications were due on July 8, 2005. We received 25 renewal applications. The staff reviewed a1125 applications on July 18, 2005. Staff is recommending a1125 for funding. This year there were three categories of renewal funding - implementation, institutionalization, and ISD/Higher Education partnerships. School districts that have received funds in the past were able to apply for an implementation grant to expand quality service-learning practice throughout the district. School districts that have implemented service-learning for a minimum of three years were able to apply for an institutionalization grant to sustain quality servicelearning practice. The amount of funds applicants were eligible to apply for were based on the category (implementation, and institutionalization) and on classification of the school district by pupil membership. Projects will support academic achievement, and foster a sense of civic responsibility and pride. Teachers and students will develop ideas for these together based on needs that have been identified in the community and that match what is being taught in the classroom. Goals for 2005-06 include expanding the use of service-learning to all buildings in the district and providing all students the opportunity to experience service-learning at least one time in each grade span; providing at least fifteen new teachers and two administrators training; and continuing to build the foundation for sustainability by integrating service-learning into school improvement plans. The meeting was called to order at 10:00 a.m. Members present: Chairman Dan Mulhem, Rob Collier, Vice-Chair; Russ Mawby, Bemard Parker and Kari Pardoe. Staff present: Paula VanDam and Janice Harvey. November Board Meeting Agenda Paula VanDam went through the agenda for the November board meeting. Bob Kahle will present the Wave IV Census results at the beginning of the meeting. Commissioners will break after his presentation to join the AmeriCorps Member Celebration to visit their program displays. It was suggested that an agenda item be added to give an overview of"What is AmeriCorps?" so that Commissioners will have a better understanding before visiting the displays. It was also suggested that there could be some potential questions for Commissioners to ask during the visits. Mentor Michigan Paula VanDam shared the Mentor Michigan Wave IV Executive Summary. This census had the highest response rate from mentoring organizations. It also showed significant growth in mentoring. Wave I showed there were 9,000 mentors, compared to 16,000 active mentors in Wave IV. It also shows that a higher percentage of organizations had an increase in mentoring relationships and the lowest percentage had a decrease in the number of children matched. It was recommended to have a press release at the mentming conference with the �census information. The question was asked whether this growth is happening anywhere else around the country. Ms. VanDam didn't have the answer but was going to follow up on it. Paula VanDam is participating in a conference call with CNCS and Colorado about the National Mentoring Month and asking state commissions to play an active role in promoting it. She will update Commissioners on this call. She also gave an update on the upcoming Statewide Mentoring Conference and shared that there are almost 400 people registered. Bernard Parker and Paula VanDam are going to have a conversation on African American recruitment strategies. Committee Update Conference calls are scheduled for the three new committees established at the September board meeting. Summaries of the calls will be given out at the November board meeting. CMAIMNA Update Paula VanDam gave an update on the alignment plans of the Michigan Nonprofit Association and the Connect Michigan Alliance. Mr. Collier shared that there is a general consensus that the concept of the consolidation makes sense. The CMA Board approved a resolution to form a committee with MNA to study options for the alignment. MCSC members agreed that the mission ofCMA needs to remain intact and not overshadowed by MNA's mission. They also discussed the need to insure that the endowment will continue to support volunteerism and not the broader nonprofit sector. The MCSC will have two representatives on the committee that will explore the alignment. One hundred and thirty seven mentoring organizations operating 265 distinct programs report that they have matched 28,283 children with a mentor during the last year. This represents the largest number of children having mentors in the state's history and also the highest number of mentoring organizations ever responding to the MMC. • As there are 237 organizations in the Mentor Michigan Registry, this survey achieved a 58% response rate. This is the highest ever recorded for the MMC. As there are organizations that did not report, it is reasonable to estimate that there are more than 35,000 mentoring relationships in the state of Michigan in 2006. • Wave IV of the census documents16,382 active mentors. Similar to above , this is the largest number of mentors ever counted in the state of Michigan. It compares to 11,767 mentors counted last wave, an increase of 5,065. These mentors represent organizations operating · out of 39 of Michigan's 83 counties . Among those organizations reporting an increase , in aggregate, the number matched with a mentor has increased by more than 4,000 since one year ago. Among those reporting a decrease, the aggregate number of matches is down 585. This yields a net change of more than 3,600 matches since last year at this time. Screening • There is no significant change in the percentage of organizations using each type of background checking approach, with two exceptions. The percentage requiring a written application from a mentor has declined by 10 percentage points and the number doing employment checks also decreased. Even with all the emphasis placed on doing background checks, 5% of organizations report they do none (same as last wave). The meeting was called to order at 10:00 a.m. Members present: Chairman Dan Mulhern, Rob Collier, Vice-Chair; Russ Mawby, Bernard Parker and Kari Pardoe. Staff present: Paula VanDam and Jan ice Harvey. Marcy Bishop and Mark Mullaney were present during AmeriCorps funding recommendations discussion. Approval of AmeriCorps Funding (see memo dated January 18, 2007 from Paula VanDam) Paula VanDam gave an overview ofMichigan' s AmeriCorps Competitive New Applications. The CNCS has $55 million to support new competitive grants for the 2007-08 program year. There is no guarantee that the MCSC will receive any of the competitive dollars. We will be notified in May whether any MCSC programs will be funded with competitive dollars. There are also AmeriCorps formula dollars based on the state' s population but we haven' t received our allotment but anticipate it to be similar to last year $2,723,228. The MCSC staff recommends the following applicants be included in the MCSC's competitive application package: BHK Child Development Board ($676,407), City Year, Inc. , ($580,744), Conununities in Schools Detroit ($327,600), Good Samaritan Ministries ($170,369), Habitat for Humanity ($387,312), Huron Pines ($125,805), Jumpstart for Young Children ($142,434), Michigan Department of Agriculture ($172,680) Michigan Primary Care Association ($339,410), and MSU Extension ($700,638). This is a total of $3,623,399. �• Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Competitive Application. Commissioner Mawby moved to support the motion and Commissioner Pardoe seconded the motion. The motion passed unanimously. Paula VanDam explained the second staff recommendation to allow the MSU Extension to modify their match requirement and meet the Year Four match requirement. The MSU Extension is applying for its seventh year of funding and has been asked by the MCSC to consider merging the Mentor Michigan AmeriCorps program, operated by ConnectMichigan Alliance, with their mentoring AmeriCorps program. MSU Extension agreed to take over the program but was concerned about being able to meet the Year 7 match requirements due to the size of the merged program (now 55 members and a budget of $750,000). They requested that we allow them to come in at Year 4 match requirement and then continue to move up the match chart over the next three years. Chairman Mulhern asked for a motion to support the staff recommendations to modify the MSU Extension match requirement. Commissioner Parker moved to support the motion and Commissioner Mawby seconded the motion. The motion passed unanimously. Paula VanDam explained the third staff recommendation for the Michigan's AmeriCorps Education Award Only Application. Staffrecornn1ends funding ConnectMichigan Alliance at $36,000. Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Education Only Application. Commissioner Mawby moved to support the motion and Commissioner Parker seconded the motion. The motion passed unanimously. ConnectMichigan Alliance I Michigan Nonprofit Association Update Commissioner Mawby gave an update on the progress. He shared that the leadership and boards of both organizations are actively engaged and that it is progressing well. The committee is moving into the next phase and will be making a number of recommendations at their next meeting (scheduled for early February). Everyone agrees that the concept is good and are giving careful thought to protecting the endowment. They have recommended the creation of an Endowment Advisory Group, which will work with the new organization and the Capital Region Community Foundation to monitor the use of the funds. They are also looking at a merger of the missions of the organizations, which are very similar. This will create efficiency and momentum in bringing them together. It was also discussed that MNA would be the entity of which CMA would be moved within. The committee will look at the leadership and governance issues at the February meeting. Agenda for February 21-22, 2007 Board Meeting and Retreat Paula VanDam went through the agenda for the February retreat and meeting. Commissioners agreed that it will be a full and productive retreat. They suggested that an MCSC staff organization chart and a brief photo and bio of each of the Commissioners would be helpful in getting to know each other better. �Update on Mentor Month Activities Paula VanDam shared the Mentor Michigan will be receiving the proceeds from the Governor's Inaugural events. The Providers Council members will discuss the use of the funds at their January meeting (possible grants to mentoring organizations). Chairman Mulhern has been attending mentoring events and participating in media interviews promoting mentoring. Each state is allowed to submit AmeriCorps applications to be funded out of the competitive dollars. There is no guarantee that states will receive any of the competitive dollars. In addition to the competitive funds all states receive AmeriCorps formula dollars based on the state's population. We have not received our 2007-08 Fom:lula Allotment from CNSC yet but anticipate it being similar to last year $2,723,228. Ou.r AmeriCorps competitive package is due to CNCS on January 25, 2007. We will be notified on May 15, 2007 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively we will then decide which programs to support with our formula dollars. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. Due to projected level funding for 2007-08 and at the advice and counsel of the MCSC Funding Committee, the MCSC did not run an open application process this year. However, we did invite four applicants to re-apply who scored well on their 2006-07 comprehensive applications, but were ultimately unable to be funded. Only ~ of those programs (Huron Pines) chose to pursue the competitive application process. We also invited six of our current formula funded programs to submit a competitive application. Four formula funded p;Q"grams accepted our invitation and submitted competitive applications. 1 �Guidelines were issued to applicants on October 31, 2006. First drafts of the comprehensive applications were due to the MCSC via eGrants on December 15, 2006. Ten applications were received, a full staff review was conducted, and feedback was returned to applicants on or before December 22, 2006. Revisions were due to the MCSC on January 10, 2007. The staff reviewed the ten Comprehensive Applications and is recommending that all of them be included in the MCSC competitive application submission to the Corporation for National and Community.Service on January 25, 2007. Of the ten applications received, five are currently in the third year of a competitively funded grant: BHK Child Development, City Year Detroit, Good Samaritan Ministries, Michigan Department of Agriculture, and Michigan State University Extension. Three of the remaining applicants are currently in the third year of formula funded grants: Communities in Schools Detroit, Jumpstart Michigan, and Michigan Primary Care Association. One applicant is Huron Pines, a potentially new program in the Michigan's AmeriCorps portfolio, mentioned above. Finally, the staff is recommending that one of the currently formula funded programs, Michigan Habitat's AmeriCorps program (in its first year of its current grant), be included in our competitive funding submission. These ten programs are recommended based on the overall quality of the application and their ability to meet the federal funding priorities (services to youth, engaging baby boomers, disaster preparedness and relief, and faith-based initiatives). Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All final revisions are due to MCSC on Tuesday, January 23, 2007. The staff is reviewing the revisions to ensure all issues are addressed. The MSU Extension AmeriCorps Programs is applying for its seventh year of funding. Traditionally, they have operated a 20 member program with an average budget of $250,000. This fall the MCSC asked them to consider merging the Mentor Michigan AmeriCorps program operated by the ConnectMichigan Alliance with their mentoring AmeriCorps program. The Mentor Michigan AmeriCorps program is currently in its second year of operation and has experienced some significant administrative challenges including substantial staff turnover. MSU Extension agreed to take over the Mentor Michigan Program. However in the negotiations they expressed their concern about being able to meet the Year 7 match requirement given the substantial size of this merged program. They asked that we allow them to come in at the Year 4 match requirement for the 2007-08 program year and continue to move up the match chart accordingly over the next three years. The staff believes that this is a fair request given the significant expansion of the program and the limited amount of time they would have to raise the additional match requirement. The members of the MCSC Funding Committee concur with the staff. Michigan's AmeriCorps Education Award Only Application Background The Michigan Campus Compact's Education Award Only AmeriCorps program is recompeting for funding for the 2007-08 program year. All partner sites will consist of schools and community-based organizations in Michigan's upper peninsula. Members will work with 300 struggling K-12 students to increase their scores in the subject tutored by one-halfletter grade, with a goal of achieving success for a minimum of 70% of those tutored. Members will enhance youth mentoring programs for 300 students in grades 6-12, with 70% ofthose served indicating (via survey) improved 3 �skills in conflict-resolution, social skills and character development. Members will also develop and enhance programming for 150 youth ages 0-5, with the goal of increasing school readiness skills among at least 70% of those served. Finally, members will recruit 2,000 community volunteers, providing 12,000 hours of service in support of daily program activities and community-wide service projects. City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps requests $580,744 to engage 55 Full Time members to improve academic performance and attitudes toward learning to students in the Detroit Public Schools though tutoring and in-class support in 2007-2008. Members will deliver services to 1,600 youth in grades K-8 through one-one-one and small group tutoring, resulting in 75% of students improving their academic performance by at least one test level. Members will also engage 1,120 volunteers to serve 13,280 hours in support of service-learning projects, on-going service opportunities, and large-scale service days such as Martin Luther King Jr. and Make A Difference Days. Young Heroes and City Heroes, signature City Year programs, will have members facilitating 14-weeks of service-learning and leadership development programs for 50 middle school and 50 high school youth through weekend sessions in addition to serving 700 youth through the after-school program component Communities in Schools Detroit - the readetroit corps Counties Served: Wayne The readetroit corps AmeriCorps program is requesting $327,600 to enroll 26 Full Time members to serve elementary schools within the Detroit Public Schools system. Members will provide a wide range of literacy and enrichment activities to at least 480 students over the course of each year in order to increase excitement about and interest in reading, with a resulting demonstrated increase in reading skills. Members will recruit, train, and support 250 community volunteers to provide students with tutoring and mentoring services, in addition to other community activities. Members will participate in a wide range of professional and citizenship development training opportunities and activities. Good Samaritan Ministries- AmeriCorps Faith in Youth Counties Served: Ottawa, Allegan -greater Holland and Zeeland areas The AmeriCorps Faith in Youth Partnership is requesting $170,369 to engage 10 Full Time, 4 Half Time, and 4 Quarter Time AmeriCorps members to establish mentoring and after-school programs for children attending the area's six middle schools. The goal of the Partnership is to improve academic _achievement and promote a s~nse of well being, particularly for youth at-risk due to isolation or poverty. The program will be supported through partnerships with local churches and faith-based organizations. The churches will host the AmeriCorps members, provide volunteers, and provide space for the youth activities. The program will help 75% of the 460 youth served achieve positive behavioral changes, as measured by youth surveys. A total of 50 new community volunteers will be recruited, and 100 existing volunteers will be supported, in order to serve as mentors, provide academic assistance, or assist with after-school programming. Overall the goal of the program will be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Habitat for Humanity of Michigan- Michigan Habitat's AmeriCorps Program Counties Served: Berrien, Calhoun, Huron, Ingham, Jackson, Kalamazoo, Lapeer, Macomb, Monroe, St. Clair, and Wayne. The Michigan Habitat's AmeriCorps Program is requesting $387,312 to enroll22 Full Time, 15 Half Time, and 14 Quarter Time (450 hours over the course of 12 months) members to provide volunteer 4 �coordination, construction, and family service support to twelve Habitat for Humanity affiliates throughout the state. Members will serve as family support liaisons for 100 new families by supervising them in their sweat equity as well as their required pre-occupancy training requirements, with 72 successfully completing their sweat equity and training in order to move into their homes. Members will recruit and manage 7,000 new volunteers annually who will provide 42,000 hours of service in support of local Habitat for Humanity affiliates. 1,000 of those volunteers will return to volunteer on an ongoing basis. Members will also serve as construction liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. VanDam, Acting Executive Director DATE: March 16, 2007 RE: Summary of March 16, 2007 Executive Committee Meeting The following is a summary of the meeting of the Michigan Community Service Commission Executive Committee held via conference call on Friday, March 16, 2007. The meeting was called to order at 10:05 a.m. Members present: Russ Mawby, Bernard Parker and Kari Pardoe. Staff present: Paula VanDam and Janice Harvey. MCSC Retreat Follow Up Paula VanDam explained that MCSC staff is working on a work plan for the four priority areas that came out of the retreat (Visibility and Education, DHS priorities, Advocacy/Public Policy, and Recruitment). They will present the goals and what roles Commissioners will play around these areas at the April board meeting. Advocacy: Voices for Service sent out a national service funding letter this week asking for Congressional members to sign on. Michigan Congressmen Conyers and Dingell both signed on. Ms. VanDam also worked with the Governor's Washington DC office and Commissioners Laurie Stupak and Marsha Smith to help get Congressional members to signon. The MCSC will try to get more Michigan members to serve on the National Service Caucus with a letter from Chairman Mulhern asking them to participate. Currently, Representative Thad McCotter is the only Michigan member on the Caucus. The MCSC is in the process of sending the Annual Report out to all Michigan Legislators. A Public Policy Platform will be presented at the April Board Meeting for approval. �Recruitment: Ms. VanDam informed Commissioners that a meeting has been scheduled for April 18th with major players in the volunteer field to begin discussions on how to increase the capacity to engage more volunteers. They will also work to develop a comprehensive plan to use across the state. Governor's Service Awards Update Paula VanDam gave a quick update and shared that we are still looking for a headliner for the awards ceremony. The GSA Committee will confirm a date by April 4th if a headliner has not been confirmed. We currently have raised $17,500 with another possible $15,000 from State Farm Insurance. They will call back soon with their commitment. Mentor Michigan Update Kellogg Funding: Paula VanDam shared that the Kellogg Foundation has approve the MCSC grant request. This grant will provide resources for the recruitment of male mentors through college campuses, business and corporations, the development of strategic partnerships with the media and working with local mentoring programs/collaboratives to pilot male recruitment campaigns. Some of the Kellogg funding, along funds from the John Hancock grant, will be sub-granted to mentoring organizations for this effort. Bob Kahle has been conducting conference calls gathering information on successful (and non-successful) efforts during the January male mentor recruitment challenge. He will present those findings to the MCSC soon. Mentor Michigan will pilot some of the successful efforts with male groups (fraternities, 100 Black Men, etc) to help recruit more male mentors. There were 300 male mentors recruited during January. Michigan Campus Compact Challenge: Chairman Dan Mulhern spoke at the President's March meeting to re-challenge them to recruiting 3000 new mentors. He also spoke on establishing better reporting of mentors (tracking systems). Corporate Opportunities: Consumers Energy is ready to launch their mentoring program in partnership with Big Brothers Big Sisters in Jackson and Jackson Public Schools. Mr. Mulhern will be attending their kickoff event on April 16th. Charter One Bank also contacted the MCSC to inform us that they will use mentoring as their signature volunteer opportunity for employees. The MCSC will work with them on the project. April MCSC Board Meeting Paula VanDam asked for suggestions on agenda items for the April MCSC Board Meeting. Committee members suggested retreat follow-up . MCSC staff will present goals, measurables and priorities. Other agenda items will include an updates on the CMA/MNA merger, Mentor Michigan, Governor's Service Awards, Urban Initiative and Urban Institute, AmeriCorps Week and the Signature Service Project in June.
