FUNCTIONS The Commission shall do all of the following: 1. Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3. Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the infonnation and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6. Stimulate increased community awareness of the effects of volunteer services in Michigan. 2 �, 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan s representative to national and state organizations that support the Commission s mission. 9. Prepare Michigan s financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education s application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate infonnation about national service programs. 15. Establish policies and procedures for the use offederal funds received under the national service laws. 16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. The Commission Chaiiperson shall preside at all meetings of the Commission. 2. The Commission Chaiiperson shall delegate such duties and responsibilities to the ViceChaiiperson as the Chaiiperson deems necessary to carry out the function of the Commission. 3. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chaiiperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2. If the number ofvoting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6. NAME & LOCATION The name of the Commission is: •Michigan Community Service Commission· (MCSC). The Commission was created by Executive Order 11991-25 and placed within the State of Michigan Department of Labor. 2. 3. PURPOSE A The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. Our commission and office encourages the effective coordination and channeling of voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; 2. Promote communication and collaboration between public, private, and non profit volunteer programs in the State, and between the State and the private sector's initiatives in meeting human, educational, environmental needs; 1 �3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, reUgious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations engaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 6. Serve as the state's liaison to the Commission on National and Community Service and to other appropriate national and state organizations which relate to the Commission mission; 7. Facilitate the publishing of material concerning the field of community servicelvolunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of Michigan, and proposed changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals of the Commission. The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 21 member commission. Term of appointment shall be 3 years, except that of those initially appointed, 7 members shall be appointed for 1 year terms ending October 1 , 1992, 7 members appointed for 2 year terms ending October 1, 1993, and 7 members appointed for 3 year terms ending October 1, 1994. The Chairperson of the Commission shall be appointed by the Governor. Any vacancy -among the members of the Commission-shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 3 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member. 2 �6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Commission shall report directly to the Governor and to the Commission. 7. DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. The Commission Chairperson shall delegate such duties and responsibilities to the Vice-Chairperson as the Chairperson deems necessary to carry out the function of the Commission. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 8. EXECUTIVE COMMITTEE The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. The Executive Committee shall consist of the Chairperson, and ViceChairperson of the Commission and five (5) Commission members appointed by the Chairperson. The Executive Committee will function as a faciUtating committee to assist the Chairperson, as necessary. in carrying out the mission of the Commission. 9. MEETINGS OF THE COMMISSION The full Commission will meet as needed to carry out its mandate with a minimum of 4 meetings per year. REPORTING REQUIREMENT On an annual basis the Commission will prepare a report to the Governor which describes its activities during the preceding year and makes recommendations to the Governor. NAME & LOCATION The name of the Commission is: "Michigan Community ·service Commission" (MCSC). The Commission was created and placed within the State .of Michigan Department of Labor by Executive Order #1991-25 and recently transferred to the Michigan Jobs · Commission by Executive Order 1993-24. 2. 3. PURPOSE A. The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. The commission and office encourages the effective coordination and channeling of . voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. 2. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; Promote communication and collaboration between public, private, and non profit . volunteer programs in the State, and between the State and the private sector's initiatives in meeting human, educational, environmental needs; 3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, religious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations ~ngaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 1 �6. Serve as the state's liaison to the Commission on National and Cormnunity Service and to other appropriate national and state organizations which relate to the Connnission mission; 7. Facilitate the publishing of material concerning the field of community service/volunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of 'Michigan, and propose:d changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals of the Commission.· · The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 25 member commission. Term of appointment shall be 3 years, except that of those members initially appointed The Chairperson of the Connnission shall be appointed by the Governor and voted on by the Commission for a limited term of three years•. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Cormnission shall report directly to the Governor and to the Commission. 7• DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 2 �8• EXECUTIVE COMMIDEE The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. The Executive Commi~ will function as a facilitating committ~ to assist the Chairperson, as· necessary, in carrying out the mission of the Commission. 9. STANDING COMMITIEES The following standihg committees shall be established to assist the commission in carrying out their duties and responsibilities: a. b. c. d. e. 10. Youth Body Evaluation Recognition Community Collaboration Fund Development MEETINGS OF THE COMMISSION The full Commission will meet as needed to carry out its mandate with a minimum of 4 meetings per year. A Commission meeting is in session when at least a quorum of the membership is assembled for that purpose. A quorum shall be a simple majority of the Commission serving. 11. REPORTING REQUIREMENT On an annual basis the Commission will prepare a report to the Governor which describes its activities dming the preceding year and makes recommendations to the Governor. Objective: Develop and implement an effective plan for the MCSC to transition from one administration (state level) to another. Strategies 1. Determine the components of an effective plan a. Vision/Values- What are the organization's value propositions and how do they align with those of the prospective/current administrations? i. Investigate the current values ii. Determine if values are compatible with future/ current administrations iii. Align the values and create key messages based on those values b. Leadership-How will effective and "neutral" leadership be developed? i. Identify internal and external bi-and non-partisan leadership to help make the transition ii. Install the leadership well in advance of a transition c. Structure-How will the MCSC need to be changed organizationally to continue the work? i. Assess current structure (state agency, independent nonprofit, hybrid) and determine if change is necessary. ii. If change is needed, set process in motion to change in advance of a transition d. Next action items include the following: • MCSC staff will flush out research with some elements being proposed (messaging, branding, Key player strategy etc.). • They will compare these elements with our overall strategy and put together a work plan to integrate with the strategy. • Schedule a committee conference call to discuss proposals and gain input from committee members to move forward. • Feedback from committee discussion will be reported out at our MCSC meeting in June ! ·Nould like to schedule a conference call for our committee in the last week of May. The transition committee has drafted a strategy template to address short, mid and long term goals. The template is a comprehensive, working document that can be used fluidly throughout the transition of the MCSC. The committee feels it is flexible to adapt to several case scenarios that may arise during the transition period. In addition to the transition strategy, the committee discussed key issues that will set the tone to move through the identified short, mid and long term goals. These issues will impact the long-term strength and enhance the brand of the organization: 1- Repositioning the organization With the Serve America act in place timing is optimal to brand the MCSC as the resource for people to think of first. A webinar provides a tremendous opportunity to position the MCSC brand and promote the organization's assets as a critical resource toward a larger constituency. Compile a working committee to develop plan of response to the president's call to service in Michigan. Evaluate Ml's response proposal to be submitted to the governor. The proposal is to compile a working group to move on the creation of the plan. The committee may consist of a few commissioners and stakeholders. Identify a "non choir" member (Dottie Johnson, Julie Fisher Cummings) to facilitate the work of the committee to use this national opportunity to raise awareness. The environment has changed, this provides good opportunity to bring someone in to evaluate where are we now and where are we going? With this plan we can launch our story as a resource to achieve organization goals and enhance the role of volunteerism (participants, economic impact and resources) in MI. This focused work will provide a platform for Ml to place in priority status at a national level for funding and support as in past years. 2- Changing the name of the MCSC In order to reposition the organization as a key resource, implementing a recognizable brand name will be a key element of the strategic plan. This will integrate into the strategic plan through consistent branding, messaging and education tactics. -Possible consultant to evaluate logo/name change? -Evaluate the demographics surrounding the dynamics of using the MCSC Miscellaneous: Interim Leadership of the Commission-Vern Anthony will continue to serve on the board, but does not want to chair. All key players involved agree that in order for the organization to fulfill its current goals, as captured in the blueprint for action, there must be a clear and effective message disseminated regarding the organization. Solution: Name Change Step 1: Revisiting the VisionNalues and Mission As a part of the transition plan, the vision and values of the organization must be reexamined to determine MCSC's purpose at inception, present and future aspirations. Additionally, its mission must be reevaluated to determine whether or not this statement clearly conveys its true purpose. In reviewing materials from similarly focused nonprofit organizations including California Volunteers and the Iowa Commission on Volunteering, it seems as though MCSC is not adequately capitalizing on the aspects of improving lives and fostering civic engagement. In my opinion, this issue merits some discussion at MCSC's next board retreat as I believe that these points should be more prominent in MCSC's messaging. Time should be devoted to interviewing several previous Commissioners, Executive Directors and key stakeholders regarding their thoughts/perceptions about MCSC's history, current state and future aspirations. Step 2: Audience Research Efforts should be made to poll existing stakeholders (grantees, colleague organizations and other entities with which we have strong relationships) to determine what they really know about the organization. Based on an internal discussion of the findings, we should take the opportunity to determine (1) what we want to ensure they know about MCSC and, (2) how we want them to view our organization. In speaking with Marta Bortner, Assistant Director of External Relations, she advised that her organization had changed its name at least six times. According to her, she advised that every incoming Governor changed the name upon taking office. She additionally advised that through this experience she has learned the following: �• Ensure the organization's new name clearly conveys its commitment to service and volunteerism • Ensure the new name reflects the organizations relationship with the Governor/State Bortner elaborated that, with the new name, California Volunteers, they have included Office of the Governor in certain venues as there was confusion early on regarding their status as a state agency. She did advise however, that once the name was changed, the organization noticed a surge in web traffic and a significant increase in awareness and understanding of the organization's mission. Step 3: Engage Staff and Board in Process Several focus group sessions should be initiated with key board members and staff. Conducting mini sessions with staff to brainstorm on other possibilities for names may help deepen ownership and engagement. Following the focus group sessions, I would offer staff and the board an opportunity to choose from at least 7-10 variations. I would allow staff an internal review process (similar to other processes) to allow the staff to choose their top 3 names, present those to the Board, and allow the Board to make the final decision. Step 4: Communications Strategy/Key Constituent Outreach Communication efforts need to assure long-term stakeholders that MCSC has not changed its focus and that its work in strengthening communities and promoting a culture of volunteerism remains unchanged. However, it should be understood that, the organization has changed its name to capitalize on the attention necessary to meet its aggressive expansion goals. (Key messages about the name change (focused on growth and change) should be developed and disseminated to staff and Commissioners. Additionally, an FAQ document will be developed for staff and commissioners. This should ensure that all key stakeholders (staff and Commissioners) receive and understand key messages and goals. I would also take this opportunity to integrate some overall organizational messaging that should be conveyed when we are asked about the organization's mission, goals, etc. • Emphasis must be made that these messages will be the only points communicated about the name change, and that they must be conveyed consistently across staff and Board for them to be consistent • Core Message- "We have changed our name but not our mission." Additionally, the opportunity should be used to broadly engage as many key constituents as possible, representing a diverse range of target audiences. Efforts should focus on �1. Informing key constituents about how they and their key constituencies can actively volunteer and engage in MCSC programs 2. Cultivating personal relationships with key constituents and creating a flow of accurate information regarding support services that MCSC provides 3. Increasing awareness about the MCSC and important issues affecting volunteerism and community service 4. Garnering broad public involvement and support for MCSC and its programs 5. Sponsorship Overview What is sponsorship? Sponsorship - n. a cash and/or in-kind fee paid to a property (typically in sports, arts, entertainment or causes) in return for access to the exploitable commercial potential associated with that property. Why do companies sponsor? Shifting personal values Conspicuous consumption has been replaced by cashing out. Shopping for shopping's sake has become declasse. Tapping into today's consumers' elusive will to spend requires turning the buying experience into something larger than just acquisition. Increasing need for two-way communication In response to the fragmentation of the mass market and mass media, companies are looking for alternative methods to communicate sales messages. The idea is to find delivery systems that allow companies to deepen their relationship with customer. High consumer acceptance While traditional media is less effective than ever, much of the new media alienates consumers. For example, 75% of Americans view phone solicitation as an invasion of privacy, while 81% find ads in stores to be distasteful! 1 In addition, 69% of consumers who buy/rent movies on video are annoyed by advertising before the film. 2 1 2 Bradstreet Gallup-poll �On the other hand, public response to sponsorship has been overwhelmingly positive. It is seen as a form of advertising that gives something back. 80% of survey respondents in Britain said "sponsorship makes a positive contribution to society." Why will companies be interested in MNA? According to a recent Cone/Roper Cause Related trends report: • 65% of U.S. adults said they will be likely to switch brands & 61% said they will be likely to switch retailers to support a product that associated with a cause they cared about. Volunteerism, service learning, nonprofit sector - increased organizational capacity to serve on behalf of missions. • Cause marketing has strongest impact on "influentials" -- opinion makers and groups leaders. 68% said they would likely pay more for a product associated with a cause they cared about. 2.
