Goals:
Review and approve Mic!Ligan 's AmeriCorps 2007-2008 funding process
Provide guidance for 2007 VIG funding process
AmeriCorps
Paula VanDam explained the background ofthe application process (see attached document
titled 2007-08 AmeriCorps Grant Application Cycle). The competitive application is due to the
C CS by mid-January. Staff recommended that due to projected cuts in AmeriCorps funding
on the national level, that an "open application process" is not advisable for 2007-08.
Committee members recommended that the MCSC will invite the strongest programs that
subm itted applications for 2006-07 to reapply competitively for 2007-08. At this time of the
four that previously submitted, one is not interested in reapplying, one is interested, ar1d staff is
in the process of finding out the interest from the other two programs. They are:
• Community Action Agency, Battle Creek (waiting to hear)
• Community Mental Health Mid Michigan, Mt. Pleasant (not interested)
• Huron Pines Conservation & Development Council, Grayling (interested)
• Lighthouse, Oakland County (waiting to hear)
Committee members also recommended that five organizations would be asked to submit
recompete competitive applications. They are:
• City Year
• MSU Extension
• MI Department of Agriculture
• BHK Child Development
• Good Samaritan Ministries
Committee members also recommended that the existing prograr11s that were submitted for
C CS competitive funding but did not get funded (they were funded by formula) be asked to
submit competitive applications. They are:
• MARESA AmeriCorps, Marquette
• Univers ity of Michigan- Michigan AmeriCorps Par-tnership, Wayne Co.
• Michigan Habitats AmeriCorps, statewide, based in Lansing
• Downriver CARES AmeriCorps, Southgate
• Volunteer Muskegon

�MCSC is in discus,sion withCMA (Uld~¥~UExtension onthe possibility of merging the Mentor
Michigan AmeijGtsJ;ps program with.tJ1e MSU Ext¥n,Sion AmeriCorpsprogram. The concern is
that MSU Extension is in their 7th year offunding an~l Mentor Michigan AmeriCorps will be in
their 3rd year so the match requirement fortheMSU Extension in the 7th year with the additional
PTE's and funding will be a problem. Paula will report back to the committee on the progress
of this merger. But it needs to be resolved within a month so that they can begin application
process for competitive funding, which is due the beginning of December.
Michigan's Volunteer Investment Grant
The MCSC has received $250,000 for FY07. Committee Members agreed that the intent of the
funding should support the volunteer infrastructure and increase the number of volunteers in
Michigan. There was discussion on the comparison ofthe 211 program to the 1-800-Volunteer
program. The 211 program is run through local United Way organizations. They would have
information on volunteer organizations to provide to callers. The 1-800-Volunteer phone
number is run through the Points of Light Foundation. The callers don't always get directed to
their local volunteer centers. Some United Way organizations have both programs. The 211
program is not statewide so that may create a problem if the MCSC decides to partner with them
to expand the volunteer infrastructure. If we used the 211 program, it may be easier to report
the requests for volunteer information.
Next steps:
• Paula VanDam is meeting with folks from 211 to gain more information.
• Find out where 211 is currently located in the State
• Map of volunteer centers I 211 centers
• Convene another call to look and bringing people to the table
• Strategically use the funding over the next few years to make a difference in the
infrastructure

AmeriCorps Formula Funding
Paula VanDam explained the background of the application process (see attached memo from
Paula VanDam dated June 1,2007). The Corporation recently notified us about our competitive
funding. We had submitted 8 applications for funding with an aggregate request of$2,856,335.
The Corporation selected three of our applications for competitive funding for a total award of
$1,423,816.

MSU Extension 4H - $700,638
Staff would like to recommend to the board that we fund BHK, Dept. of Agriculture, Good Sam
Ministries, and Huron Pines with our formula funds. These programs applied for competitive
funding but did not receive it. To do so, we would have to make cuts to currently funded
programs as well as BHK. Paula went through a chart that was distributed with past funding
requests and recommendations. After discussion with the committee, they agreed to support
these programs through formula funding at the recommended levels. Commissioner Pardoe
suggested that when staff contacts the programs to confirm their funding amount that they
explain that the funding cuts are due to the cut in federal funding.
Commissioner Parker made a motion to support the staff recommendations. Commissioner
Williamson seconded the motion. The motion passed.
Due to Michigan losing $1 million in competitive funding this year, the Funding Committee will
meet in late summer to talk about a strategy to receive more competitive funding.

Dear Ms. Aldridge-Eason:
I am writing to thank you for agreeing to serve on the Legislative Outreach committee. These are
dynamic times for the nonprofit sector nationally and for Michigan's volunteer community specifically.
President Bush recently embraced national service as part of his work to channel federal support more
directly to faith-based institutions by appointing Steven Goldsmith to the board of the Corporation for
National Service. Michigan is embarking on a $20 million dollar campaign to endow support for
statewide volunteer infrastructure. Our work in these areas can have a profound effect on how the future
of national and community service is supported and developed in Michigan. This is why it is imperative
for us to hone our communication and outreach strategies.
Joining you on the Legislative Outreach committee will be Commissioners Pruitt and Pickard and you
will meet every other month until September of 2001 or until such time as the work of the committee is
completed. I have asked Commissioner Pruitt to chair this subcommittee. The specific charge of the
committee is detailed in the attached document. The committee will report its findings and
recommendations to the full membership of the MCSC at our September meeting/retreat at Brooke Lodge
in Augusta, Michigan.
Thank you again for your leadership and continued support of Michigan's volunteers. I look forward to
hearing of the committee's progress.

Ad Hoc Subcommittees

Public Relations & Marketing
An ad hoc subcommittee of the Communication & Outreach Committee (a standing
committee of the MCSC) to address the public relations and marketing needs of the
MCSC and its grantees. Specifically, the subcommittee would:
1. Identify stakeholders and their interests
2. Assess the needs of the MCSC and its grantees to determine the best way to
communicate their work and accomplishments to the general public and
specific interested publics.
3. r Recommend strategies for addressing the needs.
4. Identify potential partners/collaborators
5. Provide an action plan to the full commission at their September 10-11,
2001 meeting
6. The subcommittee may terminate by September of 2001.
Legislative Outreach
An ad hoc subcommittee of the Communication & Outreach Committee to advance the
relationships and communication strategies of the MCSC and its grantees with elected
officials at the state (and potentially federal) levels. Specifically, the subcommittee
would:
1. Identify goals and outcomes for communications with elected officials.
2. Identify strategies for communicating with the Michigan Legislature about
the work of the MCSC and its grantees.
3. Provide leadership the Fall Leg. event for 2001.
4. Develop an action plan for regular communication with elected officials at
the commissioner level as well as the grantee level.
5. Recommend an annual plan to oversee coordination of Commissioner
interaction with elected officials
6. Report the plans to the full commission at their September 10-11, 2001
meeting.
7. The subcommittee may terminate by September of2001.

Legislative Outreach
Members: Commissioners Pruitt (Chair), Pickard and Eason
The Legislative Outreach Subcommittee is an ad hoc subcommittee of the
Communication & Outreach Committee to advance the relationships and
communication strategies of the MCSC and its grantees with elected officials at the
state (and potentially federal) levels. Specifically, the subcommittee would:
1. Identify goals and outcomes for communicating with elected officials.
2. Identify strategies for communicating with the Michigan Legislature
about the work ofthe MCSC and its grantees.
3. Provide leadership for a legislative event to be held in Fall2001.
4. Develop an action plan for regular communication with elected
officials at the commissioner level as well as the grantee level.
5. Recommend an annual plan to oversee coordination of
commissioner interaction with elected officials.
6. Report the plans to the full commission at their September 10-11, 2001
meeting.
The subcommittee may terminate by September of 2001.

DRAFT MARKETING PLAN FOR
MICHIGAN COMMUNITY SERVICE COMMISSION
I.
INTRODUCTION
The Michigan Community Service Commission (MCSC) recently became aware of its need for a
Marketing Plan and communication strategy primarily due to the re-focusing of its work as a grantmaker
and the changing political climate. In October 2001 a business coaching firm was retained to coach the
MCSC through the process of evaluating its marketing needs and developing a Marketing Plan that clearly
defines and incorporates the MCSC's mission and vision.
One of the first tasks undertaken was a survey of the staff and commissioners on a variety of topics, from
the effectiveness of current marketing efforts to recommendations for the future. There was a consensus
between both groups that the MCSC currently gains little recognition for its efforts or the results of its hard
work outside of grantees and/or the programs that MCSC administers directly. Neither staff nor
commissioners feel they receive adequate information about the results of the agency's marketing efforts.
Both groups believe the MCSC could use its resources more wisely to give the commission positive
exposure with key targets, such as state legislators.
The following Marketing Plan was developed to respond to these findings, input from MCSC senior staff,
and renewed federal government emphasis on volunteerism and volunteer programs. Highlights of the Plan
include:
•
Redefinition of the mission and messages of the MCSC in language that is easily understood by target
markets, including legislators, grantees, and other state agencies
•
A strong initial focus on internal communications programs, especially in the training of staff and
commissioners in recognition of their role as ambassadors for the MCSC
•
MCSC staff and commissioners will play an active, ongoing role in the implementation of the
marketing plan
•
Creation of more powerful communications tools to achieve marketing objectives, such as a new logo,
internal and external newsletters, an updated media database, and outreach activities to put MCSC
commissioners in more frequent contact with legislators and other target markets
•
Training of grantee organizations in how to portray the MCSC to their constituents and how to attain
better media coverage of their events and programs
•
Development of productive recruiting programs for both grantees and members of select grantee
programs, such as AmeriCorps
•
Establishment of an ongoing evaluation system, to monitor how effective the MCSC is in reaching its
marketing goals
•
Implementation, oversight, and ongoing evaluation of the marketing plan will be the full-time
responsibility of an MCSC staff member.

�The following Marketing Plan is an overview of a comprehensive, multi-year program with both short and
long-term objectives. Please note that recommended actions are followed by the specific Objectives
(numbered) and Target Markets (lettered) they address. The final version of the marketing plan will include
detailed Budget and Timeline that will include priorities, goals, and a detailed action steps for the first year
of the Plan's implementation.

OBJECTIVES
A majority of the state legislators on the Appropriations Committee understand and support the work

(including nonprofit organizations, schools, National Service programs, etc.) as an expert grant maker
and resource on effective volunteer programs and information on volunteerism
The MCSC's grantee recruitment efforts result in all available funding being granted to qualified
Michigan programs annually
MCSC institutes a recruitment program that supports AmeriCorps grantees in increasing the number of
members they recruit each year

PLAN OF ACTION OVERVIEW
A. Research
•
Assess all MCSC external communications programs, including publications, special events, grant
programs, etc. in light of newly defined mission and role. Consider whether following programs are
appropriate to continue: Governor's Service Awards, Adopt A Part of Michigan, MYPAC, and Youth
Poster Contest [2, A-B)
•
Engage the Outreach Committee in this assessment [2, A-B)
•
Assess strategic grant making in light of current federal goals (e.g., homeland security, USA Freedom
Corps, expanded AmeriCorps, L&S funds, etc.) [2, A-F)
•
Assess results of other state commissions' communications plans [2, 4, A-D)
•
Review and update the current database to make sure key Michigan agencies and nonprofit
organizations are included, and that they regularly receive information (which could include an
external newsletter) on MCSC programs, grant opportunities, requests for proposals, special events,
general volunteerism, MCSC's national reputation, and other pertinent topics [4-6, E-F)
B. Marketing Communications
•
Clearly define the mission, role, and operations of the MCSC and simplify the agency's messages to
key markets. Develop phrases to describe the agency's mission and activities that are used consistently
in all training programs, special events, brochures, news releases, newsletters, white papers and other
communications (Staff, commissioners, and grantees will be trained in using these messages.) [1-6,

Redesign the MCSC logo and ensure that agency visual materials are used consistently and effectively
in all events and programs [1-4, A-G)
•
Explore and implement ways in which to make the MCSC web site more visually appealing,
interactive, informative, and fun to use [1-4, A-G]

Evaluate the effectiveness of the current display booth(s) and redesign in accordance with the newly
defined language, role, and new logo [1-4, A-F)

Evaluate all MSCS materials in relation to the new language, role, and graphic ID to determine the
need for reprinting, rewriting and/or redesigning [1-6, A-G]
C. Internal Communications

staff and commissioners. Roles will be determined by the MCSC senior staff and monitored by the
MCSC staff member responsible for oversight of the plan.

CONCLUSION
The MCSC marketing plan outlined above is a comprehensive, multi-year program and successful
implementation relies on the active involvement of MCSC staff and commissioners. The marketing plan is
a multi-tiered approach focusing on the following action areas: research, marketing communications,
internal communications, legislature relations, nonprofit community relations, and media relations. As a
result of this plan, the MCSC will:
•
Have stronger relationships with Michigan legislators, state departments, media, and nonprofit
organizations.
•
Have staff members and commissioners who serve as ambassadors for MCSC internally and
externally.
•
Be viewed as an expert grantmaker and resource on effective volunteer programs and information.
•
More effectively assist its grantees with member recruitment and media and legislative relations.
•
Use consistent language and graphic designs in all brochures, newsletters, news releases,
presentations, etc. that clearly defines the mission, role, and operations of the MCSC.
The next steps in the development of the marketing plan are outlined below.
1.
Determine the priorities in each action area of the marketing plan (research, marketing
communications, internal communications, legislature relations, nonprofit community relations,
and media relations).
2.
Develop the marketing plan timeline. This will be a multi-year timetable for implementation, with
a detailed timetable and action items for the first year.
3.
Develop a detailed budget for the first year of the marketing plan.
4.
Develop an effective system for monitoring the results of the marketing plan based upon the
priorities.
The implementation of the marketing plan will happen concurently with the continued development of the
plan. Identified priorities in each action area of the plan (research, marketing communications, internal
communications, legislature relations, nonprofit community relations, and media relations) will be
implemented simultaneously.

RE: Update on AmeriCorps Enrollment and Funding
The challenges:
1. The Omnibus Appropriations bill resulted in a 35.4% cut in funding to states for
AmeriCorps programs.
2. The unanticipated accounting shortfall in the Education Trust that resulted in the
AmeriCorps emollment freeze in November 2002.
3. The additional $64 million liability owed by the Trust due to an accounting error.
4. The proposed solutions to the above issues.
On February 20, 2003, the 2003 Omnibus Appropriations measure became law. The bill
included funding for formula and competitive grants to states for AmeriCorps programs for the
03-04 program year. Unfortunately, the Omnibus bill reduced state AmeriCorps program funds
from $193,492,000 to $125,000,000-a cut of35.4%. This is the most significant reduction
made in the entire 03-04 budget for CNCS and the largest ever for states.
The bill also included $100 million for the Education Award Trust to make up for the
accounting shortfall that precipitated the emollment freeze. As a result, the Corporation for
National and Community Service (CNCS) made the decision to lift the freeze on AmeriCorps
emollments. The freeze was lifted after an agreement between the Congressional Budget Office
(CBO), the Office ofManagement and Budget (OMB), and CNCS that the $100 million Trust
appropriation be used for future education awards and not be used to rectify the $64 million
owed by the Trust due to accounting errors.
In addition, the bill caps at 50,000 the number of individuals that can be emolled in
AmeriCorps.
�To help address these issues, on Tuesday, March 41h, President Bush sent a letter to Speaker
Hastert requesting that:
a. The $64 million liability owed by the Trust due to accounting errors be liquidated.
b. Congress give CNCS the power to transfer up to $50 million from programming to the
Educational Award Trust to cover the unanticipated shortfall.
c. CNCS have the ability to enroll more than 50,000 AmeriCorps members.
While the President's proposal is a good step forward, there are a myriad of issues left unsolved.
1. The proposal does not call for a restoration of program funding. The funding for state
programs is still cut 35.4%.
a. For Michigan, this could mean a cut of $2.1 million (of our current $6.2 million).
b. This could eliminate 246 ofMichigan's current 696 AmeriCorps members.
2. When next year's budget is presented (for the 04-05 programming year), any increase over
the current amount of$125 million will be seen as an increase in the budget. It will not be
seen as an attempt to restore funding to the originally expected level of $193 million.
3. The $50 million that can now be transferred from CNCS program funds into the Education
Trust, will result in even less funds available for AmeriCorps programs. Therefore, the
35.4% cut to states could be even larger.
a. A portion of the $50 million could be taken from the $125 million.
4. The $100 million allotted to the Trust is not adequate as it must cover approximately
20,000 members for the 02-03 program year (those that were impacted by the enrollment
freeze) and the proposed 50,000 members for the 03-04 program year.
a. $100 million is enough for 21,164 education awards for full-time members.
These issues are real challenges for communities as they rely more and more on national service
to fill in the social services gaps. The cuts to Michigan are hidden at the federal level, but are
very real at the community level as the Michigan's AmeriCorps portfolio will shrink
substantially.

WHAT IS THE EASIEST WAY TO WRITE TO THEM?
You can identify and write to your elected officials from one web site www.congress.org.
Here's how:
To find your elected officials
• Go to www.congress.org.
• The first article on the home page is titled "Write Elected Officials." Enter your zip code
into the box and click "GO".
• For example, my zip code is 48418.
o The following elected officials are immediately identified when I enter my zip
code: President Bush, Senator Levin, Senator Stabenow.
o But my Representative could not be identified because my zip code is split
between two different Representatives.
o So, I must either enter my zip code +4, or scroll down and enter my address.
o Since I don't know my +4 zip code, I enter my address.
o Representative Rogers is identified.
• I now know my U.S. Senators and Representative.
To write to your elected officials from www.congress.org
• Follow the steps above to identify your elected officials.
• Click on "e-mail" under the photo of your elected official.
• You are given a menu of several pre-written letters. Look down the list to the last choice
that says "Compose Your Own Letter."
• Click on the circle next to "Compose Your Own Letter."
• Click "Next Step."
• Enter the subject of your letter, the content of your letter, and your contact information.
Here you are also given the option to receive a copy of the email and to have your
message posted on the www.congress.org web site.
• Once the information is complete, click "Next Step."
• We suggest you send the message via email. If you choose this method, click on the
circle next to "E-mail". You will then click on "Send Message." You are done!
• If you choose to mail your letter, remember that because of security reasons mail can take
up to a month or more to reach your elected official in Washington, DC.
o If you choose to print and mail your message, click on the circle next to "Print."
Following a security screen (I usually click "Yes"), you will select the style and
format for your letter.
o Click "Print Letter." You will now choose whether you want to "Save" or
"Open" the letter. (I usually click "Open.")
o Then you will select the computer program you want to use. In most cases, you
will scroll down and select "Microsoft Word for Windows" and click "OK."
o Your letter will open and will include the address of the elected official.
o Print and mail your letter.

Goal: To recruit "10,000" mentors in Michigan by 12/31/06
Recruitment and Referral
1. Toll-free number for individuals to call and get mentoring information and
make inquiries.
a. Host a meeting of the volunteer centers to educate them on Mentor
Michigan and get them on board for their local role. (08/21103)
b. Work with Volunteer Centers ofMichigan to clean up the 1-800-volunteer
number and related database to ensure that every residential (not P.O Box,
etc.) zip code in Michigan is covered. (09/30/03)
c. Work with local Volunteer Centers to both identify and catalogue all local
mentoring programs. (09/30/03)
d. We will develop a universal template that they can use to survey the local
programs. It will be the same tool that is used by interns as well.

We will use January/National Mentoring Month for a major
recruitment blitz. All efforts/events will be focused around
recruiting individuals to serve as mentors. (Communication Intern
Victoria Araj is working on some specific things that can occur.)

Mentor Michigan Summits
Five regional summits will be held to market the Mentor Michigan
mission/vision, help build the capacity of local mentoring programs,
and seek input from programs on how we can support their work in
order to recruit 10,000 new mentors. Summits will be held in
October/November 2003 in Western Wayne County (10/25/03)
Central Michigan (11/6/03 in Saginaw- target audience Saginaw,
Bay City, Midland, Lansing), Detroit, West Michigan, and the Upper
Peninsula. Local organizations will co-host the summit with the
MCSC and First Gentleman. The summits will target participants
from local mentoring programs and will be used to (PK will propose
dates and local partners for the remaining summits.)

MARKETING PLAN
I.
INTRODUCTION
The following Michigan Community Service Commission (MCSC) Marketing Plan is a
one-year strategy focusing on AmeriCorps, Learn and Serve, Citizen Corps, and
Volunteer Investment Grants. (A separate marketing plan has been developed for Mentor
Michigan.) This plan will be overseen by the MCSC Public Relations Committee and
implemented by the MCSC staff and commissioners. Its activities are focused in the
following areas: special events, external communication, internal communication,
legislator relations, and program support.

MENTOR MICHIGAN MARKETING PLAN
I.
INTRODUCTION
The following Mentor Michigan Marketing Plan is a one-year strategy, overseen by the
MCSC Public Relations Committee, to be implemented by the Michigan Community
Service Commission (MCSC) staff and commissioners. Its activities are focused in the
following areas: special events, branding, external communication, and internal
communication.
II.
PLAN OF ACTION
A. Special Events and Meetings
• Plan and implement the following special events and meetings, including
appropriate media plans:

o Regional Meetings
o Bi-annual Training
Meetings
o Mentor Michigan Leadership Council
o Mentor Michigan Providers Council
B. Branding
• Develop a strategy for consistent placement and usage of Mentor Michigan logo
• Secure promotional items highlighting the Mentor Michigan logo to be used for
mentor recruitment
• Train local mentoring collaboratives, MCSC grantees that promote mentoring,
and Mentor Michigan VISTAs to use the Mentor Michigan logo appropriately
• Develop a plan that utilizes First Gentleman Mulhern as the "face" of Mentor
Michigan
• Jingle development
• Identifiable mentoring song
• Develop regional plans effectively utilizing local strengths (e.g. placemats at ski
lodges in northern Michigan)

MENTOR MICHIGAN MARKETING PLAN
I.
INTRODUCTION
The following Mentor Michigan Marketing Plan is a one-year strategy, overseen by the
MCSC Public Relations Committee, to be implemented by the Michigan Community
Service Commission (MCSC) staff and commissioners. Its activities are focused in the
following areas: special events, branding, external communication, and internal
communication.
II.
PLAN OF ACTION
A. Special Events and Meetings
• Plan and implement the following special events and meetings, including
appropriate media plans:
Special Events
o Regional Meetings (PK- Fall 2005)
o Training
o Quarterly Training in SE Michigan through the Hudson Weber Foundation
grant (PK - beginning second quarter 2005)
Meetings
o Mentor Michigan Leadership Council (JL- Announce council in January
2005, convene council in February 2005, regional events TBD)
o Mentor Michigan Providers Council (PK- January, April, July, October
2005)
B. Branding
• Develop a strategy for consistent placement and usage of Mentor Michigan logo
(MG- March 2005)
• Seek and secure promotional items highlighting the Mentor Michigan logo to be
used for mentor recruitment (MG- May 2005)
• Train local mentoring collaboratives, MCSC grantees that promote mentoring,
and Mentor Michigan VISTAs to use the Mentor Michigan logo appropriately
(MG- May 2005)
• Develop a plan that utilizes First Gentleman Mulhern as the "face" of Mentor
Michigan (JLIMG- TBD based on funding)
• Jingle development

Develop regional plans effectively utilizing local strengths (e.g. placemats at ski

C. External Communication
External communication includes efforts to reach the general population and all
National Mentoring Month and Advocacy Network support.

GOVERNOR'S SERVICE AWARDS/CARTER PARTNERSHIP AWARDS
MARKETING PLAN
I.
INTRODUCTION
The following Governor's Service Awards Marketing Plan is a one-year strategy
focusing on recruitment of nominations, selection of award winners, pre-GSA event
media, GSA media. This plan will be overseen by the MCSC Public Relations
Committee and implemented by the MCSC staff and commissioners.
II.
PLAN OF ACTION
A. GSA Nominations
• Diversity is a key component of the nomination solicitation process
• Create hard copy and electronic versions of the GSA nomination form
• Disseminate nomination form
o MCSC- News, Mentor Michigan, and MCSC Program listservselectronically
o Mail a hard copy to nominators from the past five years with a letter from
JGandDM
o Mail a hard copy to winners from the past five years with a letter from JG
andDM
o Mail a hard copy to MCSC current database
o Put a press release encouraging nominations out statewide via PR
Newswire
o Individual solicitation of nominees (?)
o Utilize Commissioners media contacts to get nomination information
placed in a variety of media outlets
• Write a radio PSA
• Prepare a sample newspaper ad
o Place GSA nomination information in partner newsletters, on web sites
and listservs, etc.
• Determine Commissioners who have corporate newsletters and
other constituency groups that would help promote nominations.
• Determine partner organizations such as CMF, MNA, CMA,
United Way ofMichigan, etc. that would help promote
nominations.

B. Selection of Award Finalists and Winners

Diversity will be used as a selection criterion for award finalists and winners.
The selection of the award winners will be a multi-level process, facilitated by the
MCSC staff, which will include:
o Peer Reviewers
o Commissioner Reviewers
o Sponsor Reviewers
o StaffReviewers
The final decision of the award winners will be recommended by the MCSC staff
and approved by the MCSC/Executive Committee.
C. Pre-GSA Press Conference

A press conference will be held to announce the award finalists six weeks before
the dinner
First Gentleman Mulhern will host the press conference. (Governor?)

Finalists and nominators will be invited.
Statewide press release announcing the winners will be issued from Governor

MCSC Public Relations Committee Report
The Public Relations Committee met on Monday, November 29, at 2:00p.m. via conference
call.
The following members of the committee were present: Dan Mulhern, Don Newport, Vivian
Pickard, Ken Whipple and Kathy Young-Welch. The following staff members were present:
Mary Grill, Janice Harvey and Janet Lawson.
MCSC Marketing Plan
The MCSC Marketing Plan was distributed and the different areas discussed. It was agreed that
another section should be added addresses the role of the Commission and branding issues.
External Communication: The committee members thought it would be important to do an
assessment of the MCSC partners to see what type of internal communication tools
(weekly/monthly newsletters, e-bulletins, etc.) they have. The MCSC can then use those tools
to share information on events, GSA nominations, etc. It was also suggested to involve the
corporate partners in submitting applications for various MCSC awards. The Committee also
agreed that there would not be an Annual Report, but possible quarterly E-newsletters. There
was also discussion about developing a consistent message and having consistent information to
share. A brochure would meet this need. It was also recommended that we see if it is possible
to have our statewide data broken down by programs and regions so the Commissioners can
have specific information pertaining to their geographical area.
Internal Communication: Need to establish an identity for the Commission. The Committee
also discussed the branding issues and the difficulty of the all the program logos.
�Legislative Relations: The Committee stated that there needs to be more proactive
Commissioner updates, that the legislators should be more actively involved in the GSA
nomination process, and Commissioners should be know when contacts have been made with
legislators in their area. There was brief discussion about an event with Rep. Tobocman
(former AmeriCorps member) or Sen. Kuipers, who is a mentor.
Program Support: The MCSC needs to promote the idea and concept of AmeriCorps, Learn
and Serve, and Citizen Corps.
The next meeting of the Public Relations Committee is scheduled for Monday, December 13th at
11:00 a.m. The Mentor Michigan and Governor's Service Awards Marketing Plans will be
discussed.

Hi Mary, I apologize for just getting back with you. Last week was
incredibly busy with the wrapping of company business for the year and the
college graduation of my youngest son. Below are some ideas that I have
and some areas where I can be of assistance to the plan already
developed. Please review them and let me know what you think? I will be
working during the holidays with the following days off (12/24/12/27, 12/30.

We need to have identified media partners (radio, commercial
television, cable, newspapers) in each of our major regions across
the state.
• A letter from the governor and First Gentleman needs to go to eac
General Manager or other top level leadership requesting support of
Mentoring messages during the month of January in the form of
news stories, public service announcements, news articles and
special interviews. Specifically in Detroit, for the African American
Community, I would recommend perhaps a letter that will reference
me as a commissioner from the Detroit community who will help
coordinate/participate in interviews at WMXD, KISS 102 FM and
WCHB (These are stations that cater to African American Adults). (I)

Local contests to identify super mentors who are making a difference
could be engaged with a media partner in various parts of the state.
A special luncheon could be held to recognize a group of 6-10
mentors. The event would be sponsored by the station, underwritten
by commercial sponsors and "Significant Mentor" Certificates could
be given out to the mentors. The certificates would be signed by the
station leadership and the governor and first gentleman. I have had
a lot of success with events like this. (3)
• We should think about customized radio psa's. Most 30/60 public
service announcements are aired at weaker listening times.
Sometimes, providing a simple 10-15 second reader that an air
personality can read in-between a song or over a song-bed is more
acceptable by the radio station (EX. Mentoring can change the life
of not just a young person, your life as an adult can be

in helping write some of these quick announcements).
• In areas where commissioners are located, their involvement as
interviewees could be utilized or tied to any interviews with the
governor or first gentleman. This will personalize the interviews and
pave the way for a commission contact for future volunteer
interviews.
• In the Detroit Community to address the need for African American
Male Mentors, a relationship needs to be forged with the 100 Black
Men organization and the governor and first gentleman. I can help
facilitate this with the organizations leadership. The group, which is
already involved in working with young southeastern Michigan
African American males, may have an interest in standing shoulder
to-to shoulder with the governor's office working with young people.
• Engaging the Detroit Urban league and NAACP mentoring programs
for their support can be requested. I can assist in bridging these
relationships.

Personally, I will January 12, 19 and 26 have mentoring
vignettes throughout each of my cable programs. In one of the
segments, I would like to feature Dan. Let me know if either if
these dates are good for him. My program City Highlights airs
live from 7-SPM on those dates. The program is aired from the
Detroit Comcast Studio's at 12775 Lyndon.
