First, we have two appointments pending with the Governor's Office and have been assured that they will be taken care of in due time. Given the recent events, it is understandable that our appointments are not the top priority. Kyle has been in contact with onie Brennan and AI Swain to assure them that the process is still in the works. Second, we have vacancies to discuss. Specifically, there are six vacancies with the ending of terms for Victor Begg, Randy eelis and Julie Cummings. The chart attached illustrates the positions we have to fill. The only federally and state mandated seat we must fill is the representative oflocal governn1ent. We have discussed candidates in the past, but we have no solid candidates yet. The other five vacancies are slots (areas of interest) available for us to choose. We have discussed several different categories including members representing faithbased organi zations, youth, and higher education. I have asked Dr. Mawby to offer some suggestions regarding potential candidates that he will forward to the committee soon. We should discuss : 1. 2. 3. 4. Dale received his undergraduate education from The University of Michigan, Dearborn and his graduate education from American University in Washington, DC. He possesses both a Bachelor's and a Master's degree in Political Science. Prior to working at the Resource Center, Dale served as a Legislative Assistant to State Representative Laura M. Toy (R-Livonia). He has also taught courses in American government for Mott Community College in Flint and Oakland Community College in Waterford. He is a former two-term member of the Clarenceville Board of Education in Livonia, Michigan. Shelly Schadewald is the Executive Director of the Jackson Nonprofit Support Center. Shelly has degrees from Central Michigan University, Eastern Michigan University and Jackson Community College. Shelly's career has focused on nonprofits, and she specializes in community collaboration, project management and training. Joel J. Orosz, a nationally recognized authority on philanthropy, has been named distinguished professor of philanthropic studies. He becomes only the third person in GVSU's history to hold the title of distinguished professor. Orosz's immediate duties will include helping facilitate a "knowledge management" grant received by GVSU's Dorothy A. Johnson Center for Philanthropy and Nonprofit Leadership. The $445,000 grant from the Kellogg Foundation will allow Johnson Center staff to publish literature, host conferences, and train foundation staff members around the state and country. Orosz has been program director in Philanthropy and Volunteerism at the W.K. Kellogg Foundation. Orosz earned his Ph.D. in American history from Case Western Reserve University in Cleveland, Ohio. Orosz and his wife, Florence, live in Kalamazoo with their four children, who range in age from 10 to 16. Dr. Knopke is a member of several regional boards including Advantage Health, the primary health care system of Saint Mary' s Hospital/Health Services; the Peter and Pat Cook Health Sciences Research and Education Institute; Steepletown's Neighbor Helping Neighbor Campaign; Opera Grand Rapids, and the West Michigan World Affairs Council, for which he serves as Board President. Prior to his presidency at Aquinas, Dr. Knopke was Vice President for Student Affairs and Professor of Behavioral and Community Medicine at the University of Alabama. He is the author of four books, two monographs, and myriad published book chapters, papers and journal articles; his list ofhonors and awards includes the 1995 Algernon Sydney Sullivan Award for distinguished leadership and service, and the 1988 Outstanding Commitment to Teaching Award at the University of Alabama. Since coming to Aquinas, Dr. Knopke has initiated the development of a comprehensive action/business plan and college-wide planning process that guides the college's programmatic, physical plant and financial growth, and development. Kirkpatrick We, the Executive Campus Directors for the American Humanics programs at Eastern Michigan University, Western Michigan University, and Grand Valley State University, nominate Samuel A. Kirkpatrick, President of Eastern Michigan University, to serve as a commissioner for the Michigan Community Service Commission (MCSC). Throughout his career, Dr. Kirkpatrick has demonstrated in a number of different ways his commitment to strengthening the bonds between educational institutions and the community. In this letter we will provide evidence of his prestigious record and hopefully convince you that he is well suited to serve on the commission. Prior to becoming president of Eastern Michigan University in 2000, Dr. Kirkpatrick was a senior fellow with the American Association of State Colleges and Universities in Washington, D.C., having served on its board of directors. As a senior fellow, he chaired a project to develop and implement an action agenda for American higher education to advise presidents and chancellors in the areas of quality assurance, public engagement, access and inclusion, and communication and advocacy- all areas we see as priorities for MCSC. While serving as the president of the University of Texas at San Antonio from 1990-1999, Dr. Kirkpatrick developed extensive community collaboratives in public education, service learning, nonprofit management, public policy, volunteerism, economic development, and business assistance and the arts. It was during his tenure as president, that he established the American Humanics program at UTSA - a program that has received national recognition. In fact, Dr. Kirkpatrick's involvement with American Humanics began while a Dean at Arizona State University, and continues to this day. As he himself stated in a recent keynote address at the 7th Annual Nonprofit Excellence Awards sponsored by NEW (Nonprofit Enterprise at Work), "the AH philosophy encompasses student development and education toward careers in nonprofit, youth and human services organizations." Given his own commitment to that philosophy, it was no surprise that upon his arrival at Eastern Michigan University, he strongly endorsed and supported the establishment of an American Humanics program - a two-year program that is already certifying undergraduate students to work as professionals in nonprofit organizations. General Job Description The Michigan Community Service Commission (MCSC) seeks individuals with passion and vision who will serve as active participants in the organization's decision making processes and willing to bring their own special expertise or an area of influence to the assistance of Michigan's volunteers. A. B. Members of the MCSC commit to the Commission's purposes: 1. To serve as the state administrative agency for national and community service programs; 2. To serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism; 3. To serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals; and 4. To serve as a broker of nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. Members of the MCSC work with the Commission staff to seek out collaborative ways to bring together individuals, agencies and organizations in meeting the Commission's goals: 1. To build programs and expand resources based on local community needs and resources; 2. To enable youth and community practitioners to be part of the program design and policy development process; 3. To promote diverse programs that are representative of their communities; 4. To encourage strong partnerships among public, private and nonprofit organizations; To develop a statewide information clearinghouse and system for training in the best practices for service, service-learning, and volunteerism; and 5. 1 �6. II. III. To enhance service and volunteerism through rewards, incentives, and recognition. Specific Tasks A. The MCSC meets quarterly and while perfect attendance is encouraged it is not necessarily mandated. However, all commissioners are expected to attend at least two meetings per year. B. Every commissioner will be asked to participate in one MCSC sponsored special activities annually to demonstrate a commitment to the organization and to the field ofvolunteerism in Michigan. C. Commissioners serve as ambassadors to the field of service and volunteerism. Commissioners may be asked to speak (publicly) as to the good work ofthe MCSC and engage in contacts with the private and public sectors especially the state legislature, on behalf of the MCSC. D. Commissioners are to join in one or more of the MCSC standing committees. MCSC Committees A. B. Board Development Committee - purpose 1. Committee members nominate and/or contact new individuals to serve on the Commission. 2. Committee members develop and oversee a commissioner assessment process to ensure MCSC's compliance with federal requirements concerning commission membership. 3. Committee members coordinate MCSC committee assignments for current and new Commission members. 4. Committee members participate in prospective commission member interviews. 5. The committee chair, or his/her designee, report the committee's progress at quarterly Commission meetings. 6. Committee members generally meet at least two times annually. Youth Leadership Committee 1. The Michigan Youth Progressive Action Council (MYPAC) serves as the Youth Leadership Committee and was created in 1992 to involve young 2 �people in community service not only as participants but also as creators and decision makers. C. D. 2. MYPAC is a standing committee ofthe MCSC and advises the Commission about policies and programs affecting young people. It consists of 13 Executive Council members, ages 12-21 from across the state, and 50 Ambassadors, all of whom have demonstrated their commitment to service and volunteerism. 3. MYP AC is convened by the MCSC to increase the involvement of young people in community service. Locally, members initiate community service projects, sponsor youth action forums, train young people in service leadership, and Serve as an information resource for youthoriented community service programs. At the state level, members are active in MCSC grant review sessions, represent MYP AC at state and national events, and have hosted a youth leadership conference for other young people in Michigan. Awards and Recognition Committee- purpose 1. Committee members help seek out sponsorships for the Governor's Service Awards dinner. 2. Committee members devise a system for all Commission members to solicit additional nominations for the Governor's Service Awards. 3. The Committee chair, or his/her designee, reports the committee's progress at quarterly Commission meetings. 4. Committees meet twice annually. 5. At least two committee members serve on the Governor's Service Awards Fund Advisory Committee (currently administered through the Capital Region Community Foundation). Communications and Outreach Committee 1. Committee members provide leadership to the organization of special events such as the annual Legislative Reception. 2. Committee members support volunteer awareness campaigns as needed. 3. Emerson an~ Johnson ENROLLED HOUSE BILL No. 5280 AN ACT to establish the Michigan community service commission; to provide for the powers and duties of the Michigan community service commission; and to provide for the powers and duties of state departments and agencies and certain state officers and employees. The People of the State of Michigan enact: ' Sec. 1. As used in this act: (a) "Commission" means the Michigan community service commission established in section 2. (b) "Community-based agency'' means that term as defined in section 101 of title I, 42 U.S.C. 12511. (c) "Corporation" means the corporation for national and community service established in section 191 of title I, 42 u.s.c. 12651. (d) "National service laws" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (e) "Out-of-school youth" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (D ''Title I" means title I of the national and community service act of 1990, Public Law 101-610. Sec. 2. The Michigan community service commission is established within the Michigan jobs commission, established by Executive Order No. 1993-2. Sec. 3. (1) The-commission shall consist of 2q members appointed by the governor. (2) The commission shall include as voting members, except as otherwise indicated, at least 1 of each of the following: (a) An individual with expertise in the educational, training,· and developmental needs of disadvantaged youth. yo~th, p rticularly _, (b) An individual with experience in promoting service and voluntarism among older adults. ~' (c) A representative of a community-based agency. (d) The superintendent of public instruction, or his or her designee. (e) A representative of local government. (f) A representative of local labor ·organizations. (g) A representative of business. (h) An individual between the ages of 16 and 25 who is a participant or supervisor in a program as defined in section 101 of title I, 42 U.S.C. 12511. (i) A representative of a national service program described in section 122(a) of title I, 42 U.S.C. 12572. (123) �,.._ (j) The employee of the corporation des~gnated under section 195 of title I. 42 U.S.C. 1265lf, as the representative of the corporation in this state, as a nonvotmg member. (3) In addition to the members described in subsection (2), the commission may include as voting members any of the follo·wing: (a) Local educators. (b) Experts in the delivery of human. educational. environmental, or public safety services to communities and persons. (c) Representatives of Native American tribes. (d) Out-of-school youth or other at-risk youth. (e) Representatives of entities that receive assistance under th:e domestic volunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (4) Not more than 6 of the voting commission members shall be officers o; e~ploye~~ of this state. _The gove~or may appoint additional officers or employees of state agencies ope~ting co~uruty serv1ce, youth se~~e, education, social service, senior service, and job training programs, as nonvoting, ex officio members of the comm1sston. (5) The governor shall ensure, to the maximum extent possible, that the commission membership is diverse with respect to race, ethnicity, age, gender, and disability characteristics. Not more than 50% of the voting members of the commission, plus 1 additional member, shall be from the same political party. (6) Except as provided in this subsection, members of the commission shall serve for staggered 3-year terms expiring on October 1. The members constituting the Michigan community ser...-ice commission under Executive Order No. 1993-24 on the day before the effective date of this act shall serve on the commission for the remainder of the terms for which they were appointed. Of the additional members, the governor shall appoint 1/3 for terms expiring October 1, 1995, 1/3 for terms expiring October 1, 1996, and 113 for terms expiring October 1, 1997. (7) A vacancy in the office of a member of the commission is created in the manner provided in section 3 of chapter 15 of the Revised Statutes of 1846, being section 201.3 of the Michigan Compiled Laws. A vacancy shall be filled by appointment by the governor for the remainder of the term-. The vacancy shall not affect the power of the remaining commission members to execute the duties of the commission. Sec. 4. (1) The voting members of the commission shall elect 1 of the voting members to serve as chairperson of the commission. The voting members of the commission may elect other officers from among the members of the commission. (2) The commission shall meet quarterly. However, the commission shall meet more frequently at the call of the chairperson or if requested by 5 or more members. (3) A majority of the members of the commission constitutes a quorum for the transaction of business at a meeting of the commission. A majority of the voting members present and serving are required for official action of the commission. (4) Except as provided in subsection (5), a voting member of the commission shall not participate in the administration of the grant program described in section 7(r), including any discussion or decision regarding the provision of assistance or approved national service positions, or the continuation, suspension, or termination of assistance or such positions, to any program or entity if both of the following apply: (a) A grant awlication relating to the grant program is pending before the commission. (b) The application was submitted by a program or entity of which a member is, or in the 1-year period before the submission of such application was, an officer, director, trustee, full-time volunteer, or employee. (5) If, as a result of the operation of subsection (4), the number of voting members of the commission is insufficient to establish a quorum for the purpose of administering the grant program described in section 7(r), the voting members excluded from participation by subsection (4) may participate in the administration of the grant program, to the extent permitted by regulations issued by the corporation under section 193A(b)(ll) of title I, 42 U.S.C. 12651d. (6) Subsection (4} does not limit the authority of any voting member of the commission to participate in either of the following: (a) The discussion of, and hearing and forums on the general duties, policies, and operations of, the commission or the general administration of the grant program described in section 7(r). ""' (b) Similar general matters relating to the commission. (7) The business which the commission may perform shall be conducted at a public meeting of the commission held in compliance ,. .;th the open meetings act, Act No. 267 of the Public Acts of 1976, being sections 15.261 to 15.275 of the Michigan Compiled Laws. 2 �(8) A writing prepared, owned, used, in possession of, or retained by the commission in the performance of an official function is subject to the freedom of infonnation act, Act No. 442 of the Public Acts of 1976, being sections 15.231 to 15.246 of the Michigan Compiled Laws. ·.. JI Sec. 5. Members of the commission shall serve without compensation. However, members of the commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the commission. Sec. 6. The commission shall have staff necessary for the commission to perform its functions. The commission staff shall include an executive director. The executive director shall report directly to the governor and the commission for the purpose of giving advice and making recommendations on programs and laws related to voluntarism and community service. I j t1 I l ~ i 1 1 Sec. 7. The commission shall do all of the following: (a) Ensure that its funding decisions meet all federal and state statutory requirements. (b) Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. (c) Develop and implement a centralized system for obtaining information and technical support concernin~?; voluntarism and community service recruitment, projects, training methods, materials, and activities throughout thi~ state. The commission shall provide the information and technical support upon request. (d) Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state · level. (e) Provide public recognition and support of volunteer efforts that address community needs by individuals. by private sector organizations and businesses, and by partnerships between the public and private sectors. (f) Stimulate increased community awareness of the effects of volunteer services in this state. (g) Utilize local, state, and federal resources to initiate, strengthen, and exp~d quality service programs. (h) Serve as this state's representative to national and state organizations that support the commission's mission. (i) Prepare for this state a national 3-year service plan that is developed through an open and public process that provides maximum participation and input from national service programs in this state and other interested members of the public. The plan shall be updated annually and contain information that the commission considers appropriate or the corporation requires. The plan shall ensure outreach to diverse community-based agencies that se:r.·e underrepresented populations, by either using established state networks and registries or establishing these networks and registries. G) Prepare this state's financial assistance applications under section 117B of title I, 42 U.S.C. 125-!3, and section 130 of title I, 42 U.S.C. 12582~ (k) Assist in the preparation of th~ department of education's application for assistance under section 113 of title I. 42 u.s.c. 12525. (l) Prepare this state's application under section 130 of title I, 42 U.S.C. 12582, for the appro•·al of service positions that include the national service educational award described in division D of title I, 42 U.S.C. 12601 to 12604. (m) Make recommendations to the corporation with respect to priorities for programs receiving assistance under the domestic '!()lunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (n) Make technical assistance available to enable applicants for assistance under section 121 of title I, -12 L'".S.C. 12571, to plan and implement service programs and to apply for assistance under the national service laws, using information and materials available through a clearinghpuse established under section 198A of title I, 42 U.S.C. 12653a, if appropriate. (o) Assist in the provision of health care and child care benefits under section 140 of title I, 42 U.S.C. 12594, to participants in national service programs that receive assistance ·under section 121 of title I, 42 U.S.C. 12571. (p) Develop a state system for the recruitment and placement of participants in programs that receive assistance under the national service laws. ~!,"-. (q) Disseminate information about national service programs that receive assistance under national service laws and about approved national service positions. (r) Use assistance provided under section 121 of title I, 42 U.S.C. 12571, to administer this state's grant 'Program in support of national service programs including the selection, oversight, and evaluation of grant recipients. · (s) Develop projects, training methods, curriculum materials, and other materials and activities related to national service programs that receive assistance directly from the corporation or from the state using assistance pro,rided under section 121 of title I, for use by such programs upon request. • • • .._ 1 3 �- .) Establish policies and procedures for the use of federal funds received under title I or the national service laws. (u) Coordinate its functions, including recruitment, public awareness, and training activities, with any division of the corporation for national and community services. ·""' Sec. 8. The commission shall not directly carry out any national service program that receives assistance under section 121 of title I, 42 U.S.C. 12571. Sec. 9. Subject to requirements prescribed by the corporation, the commission may delegate nonpolicymaking duties to a state agency or to a public or private nonprofit organization. Sec. 10. (1) Except as provided in subsection (3), this state assumes liability with respect to any claim arising out of or resulting from any act or omission by a member of the commission within the scope of service of the commission member. (2) A member of the commission shall not have any personal liability for any claim arising out of any act or omission by the member within the scope of the member's service on the commission. (3) Subsection (2) does not limit personal liability for criminal acts or omissions, willful or malicious misconduct, acts or omissions for private gain, or any other act or omission outside the scope of the service of the commission member. (4) This section does not do any of the following: (a) Affect any other immunities and protections that may be available to the commission member under any law applicable to the member's service on the commission. (b) Affect any other right or remedy against the state under any applicable law, or against any person other than a member of the commission. (c) Limit or alter in any way the immunities available for state officials and employees not described in this act. Sec. 11. The commission shall comply with all requirements of federal law, including but not limited to requirements of coordination v.ith other state agencies or with volunteer service programs. ~ Sec. 12. State departments and agencies shall cooperate with the commission in the performance of its functions. The commission may request, and state departments and agencies shall provide, policy and technical information required by the commission in the performance of its functions. Michigan Community Service Commission Standing Committees Executive Committee Executive- this committee, will assist the Chairperson, as necessary, in carrying out the mission and functions of the Commission and coordinate all funding and resource development activities of the Commission. The Chairperson in consultation with the Vice-Chairperson, will appoint five members of the Commission to serve on the committee and will include the Chairperson and Vice-Chairperson of the Commission. The Executive Director of the Commission will be responsible for providing administrative support and coordination to this committee. Board Development Committee Board Development - this committee will assist the full commission in making recommendations to the Governor concerning appointing new members and removing inactive members, coordinating commissioner committee assignments, tracking commissioner participation, and seeking out prospective commission members. The committee membership will include the chair and three other commission members. Staff from MCSC's Outreach and Fund Development Department along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee. Youth Leadership Youth Leadership - this committee will provide youth with more voice on Commission matters. The committee will be composed of young people and Commissioners between the ages of 12-21 and will assist the Commission in the development of its youth service policy and advise and guide the Commission in regard to youth issues. The Michigan Youth Progressive Action Council will remain the active body of this committee. Staff from MCSC's Programming or Outreach and Fund Development Departments along with the Administrative Assistant to the Commission, will be responsible for providing administrative support and coordination to this committee~ A wards and Recognition Awards and Recognition - this committee will aid in the coordination, support and implementation of a statewide multi-category recognition/awards program. The Governor's Service Awards program will be an annual event hosted by MCSC. The Committee will also work with local communities to develop and coordinate their own award programs. The committee membership will included three or more commissioners. This committee will provide guidance and support to any broad campaigns and communication strategies of MCSC. This committee will seek out ways to educate legislators and other government officials. The committee will host an annual legislative reception where commissioners, community members, and volunteers from across the state will gather to celebrate the work of Michigan citizens. While each ofthese functions is interrelated with others, they are often categorized in three main areas; administrative functions, support to national service programs, and the larger role of sustaining service. An important new area and emerging priority is the State Commission's role in collaborative planning to develop a Unified State Plan for each state. Because State Commission resources are, to some degree, always limited it is valuable for Commissions to develop a clear sense of priorities as part oftheir strategic planning and seek to work as efficiently as possible to respond to the many demands inherent in their role. Commissions' efforts in setting priorities, reflecting on their own progress, and systematic work toward building their capacity are all part of evolving to the point where they can respond both to new challenges and to new opportunities. The functions summarized in boldface in this section are requirements for Commissions. All Commissions must have the staffing, procedures, and systems in place that allow them to accomplish these specific responsibilities. The functions not in bold face represent other important roles the Commission should play as part of longer-term strategies for supporting and enhancing community service. Activities in these areas can be phased in as Commissions gain experience and capacity and as the needs and priorities of their state change. SECTION FOUR- THE ROLE OF THE STATE COMMISSION E:~i �ADMINISTRATIVE FUNCTIONS OF 4.2 THE COMMISSION Commission Board and Staff State Commissions must develop a solid infrastructure which enable them to select and support high quality national service programs and effectively manage Commission activities. Each State Commission should have a weB-functioning Commission board and staff with appropriate skills and experience to administer this organization and manage its programs. The State Commission needs policies and systems in place that ensure accountability and continuous improvement. 0 Maintains a staff of appropriate size and skill to carry out Commission responsibilities and activities. 0 Maintains a fully-constituted board with an appropriate structure to carry out its functions. Administrative Systems 0 Maintains appropriate financial management systems to disburse funds and track Commission and program expenditures according to legal and grant requirements. 0 Manages an appropriate process to review and select quality national service programs within the state. 0 Ensures timely and accurate reporting, including such items as Financial Status Reports, Member Enrollment and Exit Forms, and Progress Reports. 0 Ensures that programs have established systems to provide for and track member health care needs and eligibility of members for child care assistance. SECTION FOUR-THE ROLE OF THE STATE COMMISSION ~' ~~. �The second major responsibility of State Commissions is to support local programs and work with them to ensure they are high quality. Commissions' applications will be evaluated on the quality of both their formula and competitive programs. Commissions monitor and evaluate programs to ensure they comply with legal and grant requirements, are progressing well towards meeting program objectives and have high quality service projects and management systems. Commissions formulate training and technical assistance strategies and design activities that move the state toward its vision of national and community service. That vision should incorporate all components of AmeriCorps (VISTA and NCCC as well), Learn and Serve America, the Senior Corps, and the larger volunteer community. It can do so by coordinating the different service programs and fostering partnerships between Corporation-funded and other service and volunteer activities. Commissions need to build long-lasting relationships with corporations, foundations, elected officials, the media and state agencies. These relationships should be developed so as to contribute to high quality service projects, effective collaborations, funding support, bipartisan political support and public support for national and community service. Ensure Stability 0 Secure matching funds for the State Commission administrative grant. 0 Ensure support for service programs and activities from the private sector, including businesses and foundations. 0 Ensure long-tenn support for national and community service activities in the state. 0 Develop and maintain non-partisan state and local government support. The Unified State Plan serves as a vehicle for creating a broad vision for promoting national service and volunteering and for building a solid infrastructure of high quality service programs and support services. The plan should be a blueprint for identifying state priorities, themes, and areas of emphasis among all the streams of service: Learn and Serve America, AmeriCorps, and the National Senior Service Corps. Narrowly viewed, the Unified State Plan requires the Commission, the Corporation State Office, and the State Department of Education to come together to develop a single plan. The plan should then serve as the framework for the grant making and deployment of service resources by the three parties. The three parties would assume greater responsibility to coordinate program activities and build support for community service. More broadly viewed, the Unified State Plan challenges these three principal partners to reach out to other service and volunteer programs operating in the state, and to include them as vital stakeholders. This should include, to the extent that they exist in the state, programs from the Corporation 'family of programs', the governor's office ofvolunteerism, the volunteer center network in the state, the higher education service community, the K-12 service community that might not be part ofthe Direct grantees, public and private agencies that utilize volunteers, corporations and foundations that have supported programs in the state and have involved employees in volunteer opportunities, and the media, particularly those that may have established their own volunteer recognition or awards programs. We all have common missions and objectives so it only makes sense that we would create a network and a means for us to share resources and ideas. • Evan and Megan expressed their appreciation of the group for taking the time to be present for the meeting and dialogue. Team members were selected because they have demonstrated an · understanding of the importance of cross-stream collaboration, and their skills and experience will be an asset as we move forward with this initiative. • With a struggling economy and the increasing challenges that brings, Michigan's national service programs are poised to play a critical role in addressing unmet community needs. We know that collaboration is instrumental to our collective strength and success and we are looking to this group to help find ways to make that happen. We want to ensure that cross-stream collaboration and training among AmeriCorps, Senior Corps, and Learn and Serve programs in Michigan becomes a common and permanent practice. Introductions • Mary Grill was introduced as the meeting facilitator for the day. Mary worked for the MCSC as Director of Communications for several years. • Mary led the group through introductions (see roster for a list of participants- Paula Kaiser VanDam, Pam McCrum, Sue Wilson, and Karen DeShields were unable to attend) Overview of National Service • Megan, Kevin Murphy, Angelia Salas, and JJ Trotta presented a brief overview of CNCS and the various streams of service. • The Corporation for National and Community Service was formed to engage Americans of all ages and backgrounds in service to meet community needs. Each year, more than 1.5 million individuals of all ages and backgrounds help meet local needs through a wide array of service opportunities. These include projects in education, the environment, public safety, homeland security and other critical areas through the Corporation's three major programs: o Senior Corps- which includes RSVP, Foster Grandparents, Senior Companion Program o AmeriCorps- which includes AmeriCorps*State, VISTA, National, and NCCC o Learn and Serve America • Despite the many differences among the streams of service, programs can still work together. The differences often serve to fill gaps or enhance what programs can offer. One of the goals ofthe meeting is to come up with ideas for how we can help educate national service staff and participants about the different streams of service and ways they can work together. �Where Have We Been? • Megan provided an overview of past cross-stream efforts. Prior to 2005, there was always at least one cross-stream training (i.e., Supervisory/Advanced Supervisory Skills), but very few structured opportunities for cross-stream networking. • The history of Team Up! o The very first Team Up! Making National Service Work in Michigan conference was held in 2005. That was a good first effort and helped Corporation and Commission staff think about how to make this a meaningful conference for all programs, including more opportunities for regional networking and time for individual streams to come together. o After enlisting the help of a stellar planning committee - which included some members of the cross-stream advisory team- we came together in October 2008 for "Team Up! Setting the Pace for National Service." The outcome ofthis event was very positive. Evaluations told us people really enjoyed the opportunity to come together- geographically, by issue area, and in individual streams. Participants also appreciated hearing about national service from a statewide and national perspective. However, we still had comments about wanting additional time to network and learn more about the different streams of service. o Overall, both Team Up! events were successful in terms of bringing streams together in the short term ... But our ultimate goal is long-term and sustainable collaboration and partnerships, which is difficult when you only come together every other year. The cross-stream advisory team will help create ongoing opportunities for cross-stream dialogue, training, and resource sharing- not just at events like Team Up!, but throughout the year. • The Commission also has a State Service Plan, which is a state commission's three-year strategy for coordinating national service and volunteer service activities across all streams of service in the state. Michigan will be creating a new State Service Plan for 2009-2011 and plans to include ideas from the cross-stream advisory team. The former State Service Plan focused on three areas: o Universal Coverage: Build a coordinated state and regional network of national service programs in Michigan. o Collaboration: Provide ongoing opportunities that encourage cross-stream sharing of information and resources. o Sustainability: Building capacity to sustain and grow national service and volunteer efforts at the state and local levels. Announcement oflnclusion VISTA • Megan announced that the MCSC has partnered with the CNCS State Office to obtain approval for a VISTA who will focus on establishing and maintaining this cross-stream network. As far as we know, no other state has done anything like this before. Matt Reaume, who was present for the meeting, has been selected for this position. Matt will be housed at the MCSC office in Lansing and will begin his service in September. The outcomes of this meeting will inform much of how he will spend his time. Where Are We Going?- Our Purpose • The MCSC and CNCS State Office are committed to supporting cross-stream efforts, but the success of this initiative will largely depend upon the way in which the advisory team and other national service program staff view it. Our desire is that it is viewed in a spirit of openness, learning, optimism, and sharing of ideas and perspectives. • The MCSC and CNCS State Office were very intentional about not having any pre-set goals so the team would have a blank slate to work from. However, we did have a DRAFT purpose statement, which Mary presented to the group, asking for feedback/revisions: The cross-stream advisory committee will help build infrastructure and capacity to sustain and grow Michigan 's national service efforts. The committee will work to improve communication, collaboration, 2 �and sustainability of national service programs by creating a regional and statewide network, providing ongoing training opportunities, and facilitating local and statewide partnerships. • After some initial discussion, the group decided it would be best to determine the goals/outcomes first and revisit the purpose statement later in the day. Networking Lunch • No formal activities were planned during lunch so team members would have an opportunity to get to know one another better. Where Are We Going?- Our Goals • After lunch, the team was divided up into three small groups, each of which had cross-stream representation. Small groups were instructed to come up with 3-5 goals for the cross-stream advisory team (goals needed to be obtainable, realistic, measurable, and must be able to be accomplished within a year). • Other things small groups were asked to consider/keep in mind during small group time: o How do we create a more unified national presence? o Education of legislators/key constituents o December 2009 cross-stream training - input, ideas o Looking ahead to Team Up! 2010 Small Group Report Out • Team 1 o Facilitating expansion of involvement/collaboration in private sector o Development of county-wide fact sheet for each stream of service o Regular assessing of training topic needs o Identification of collaboration opportunities for resources ($) o Regional/county-wide networking opportunities o Basic chart of service streams/contact person o Incorporate collaboration into leveraging grants and grant reporting Questions/Comments: o County-wide fact sheets - should include other volunteer services as opposed to just Corporation funded service initiatives • Team 2 o Create a consistent message and materials that ALL streams can utilize for advocacy o Establish quarterly regional meetings to identify efficiency opportunities o Create a searchable database of program information statewide to provide better services and trainings for ALL streams Questions/Comments: o Database would be helpful for members to also collaborate o Serve.gov will be continued after the Summer of Service - you can post and search opportunities • Team3 o Regional service initiatives - get legislator involvement o Regional contact • T/TA • Conference calls • Webinars o Decide if other partners should be at the table at this point • National Service Caucus • MNA, MCC, Department of Education 3 �• Other investors of national service in Michigan o Over-riding competitive nature o Regular or semi-regular updates to national service projects Questions/Comments: o NONE How Will We Get There? (Mary) • The small group report out led into a very important discussion. Some of the group members were seeking greater definition and clarity on the underlying purpose ofthis group's existence in the first place and some questioned whether they themselves had anything of substance to add to the process. Mary's response to that was to ask people to examine the goals posted by each group to see if some main focus areas could be identified so we could begin moving forward (and then to break into groups to review, discuss, and report out about the main points regarding each focus area). • Key points/questions of this discussion include: o Wanting to see: • Training support for program staff • Educating legislators about national service • Expanding national service - defining national service in Michigan o Is this group being formed as a directive of the Corporation or is it bigger than that? • It is ultimately about the survival of programs • Forming a cross-stream advisory team is not a directive of the Corporation. However, the Corporation does want to see more cross-stream collaboration among programs. The MCSC and CNCS State Office came up with the idea of forming a committee with representatives from all streams of service to further our cross-stream efforts. The committee is our way of giving each stream a voice and a say in what we focus on as a state. o What was the opportunity/motivation that brought this group together? • In recent years, Senior Corps began collaborating more with the Commission in order to learn about their programs. That relationship has brought additional resources and opportunities for our programs. Now we'd like to see that happen on a grander scale. • Establishing this group lets people know that we are a force; together we have a large impact. There's no need to reinvent the wheel (with trainings, etc.)- we should be able to share resources and look at what we can do together- especially with broad topics like communication, advocacy, etc. • We can't always rely on the federal government or state government. • We cannot operate in a vacuum anymore. Local decision makers need to know who we are and what we do. We need to join forces in order to provide a unified message. • It feels like we need to form a PAC (Public Action Committee) with a common thread. • All programs will benefit for each goal that is created. o Where are we going? • We need to determine who is willing to put the effort into making this group successful. • Mary asked all participants to do an honest examination of whether they are able to commit to serving on this committee- if not, that's ok too. • The job of this group is not to create Matt's to do list; rather we need to think about how each person can work with Matt to accomplish the necessary goals. • Once everyone had a chance to share their thoughts, Mary asked the group to look at the goals posted by each group to see if some main focus areas could be identified so we could begin moving forward. • Focus Areas Identified 4 �o • Cross-stream training opportunities - this is actually not a focus area, but is an important piece of this advisory group; a suggestion was made to revisit the training assessment sent out prior to Team Up! in 2008 to review responses (it may also be helpful to send out a new assessment in the near future) o Purpose of the cross-stream committee o Marketing and branding o External education, communication and branding with legislators and key constituents o Communication and networking among national service programs o External collaboration Everyone then had an opportunity to self-select into the group of their choice to begin crafting outcomes for each identified area Report Out • Purpose Statement (Megan, Martha) o The cross-stream advisory team enhances and strengthens Michigan's national service efforts. This will be accomplished through: • Promotion • Education • Communication • Collaboration o It was also recommended that the name of the group be the Cross-stream Advisory Team (rather than "committee") - all were in agreement. Thoughts/Feedback: Perfect! We want to ensure that cross-stream collaboration and training among AmeriCorps, Senior Corps, and Learn and Serve programs in Michigan becomes a common and permanent practice. With a struggling economy and the increasing challenges that brings, Michigan's national service programs will play a critical role in addressing unmet community needs. We know that collaboration is instrumental to our collective strength and success and we are looking to this group to help define how that will occur. Michigan State Service Plan • With the passage of the Serve America Act, State Service Commissions are required to develop a 3-year State Service Plan. The MCSC has assembled a committee to develop a process to get input from the volunteer and service field, which is a CNCS requirement. • The committee has expressed interest in hosting regional meetings and administering :m onli:'le survey to gather input for the plan. The meetings/surveys will take place in the spring and will focus on the needs of the field, volunteer and service trends, and will identify key issues to · address in the plan (drop out prevention, unemployment, etc.). • We will keep this group informed as plans come to fruition. Once the plan is complete, it will be a great tool to share with the Governor candidates through the transition process. Update on Serve America Act • On December 14, 2009, Congress gave final approval to the Fiscal2010 budget for the Corporation for National and Community Service, making a historic investment in the agency and its programs at a time of mounting social needs and renewed interest in citizen service. • The appropriations measure passed by the Senate provides $1.149 billion for the Corporation, fully funding President Obama's request. This funding level, the largest in the agency's history, will support millions of Americans in addressing national priorities through service, from preventing high school dropouts and increasing energy efficiency to improving health care and supporting veterans. ,,J. 1 �, • • • The national service budget was part ofthe FY 2010 Consolidated Appropriations Act, which now goes to the President for his signature. It contains a $260 million increase over last year and is the first budget enacted after passage of the Serve America Act last April. The budget provides increases for all the Corporation's programs, including a significant expansion of AmeriCorps, taking the first step towards the Serve America Act goal of 250,000 AmeriCorps members by 2017. In addition to increasing member positions, the bill funds the first-ever increase in the dollar amount of the Segal AmeriCorps Education Award. The $220.9 million for Senior Corps includes increases for all three Senior Corps programs and will support nearly 500,000 older volunteers to meet local needs through service. The five percent increase for Learn and Serve America will support 1.3 million participants, increase the number of disadvantaged youth participating, and begin a 10-year longitudinal study on the impact of service-learning. The legislation funds a number of new initiatives, including $50 million for the Social Innovation Fund, which will help solve some of our nation's most difficult social challenges by investing in promising programs and practices that have demonstrated outcomes. In addition, $4 million was included for the Volunteer Generation Fund to develop and improve volunteer recruitment efforts, $1 million will support a new Nonprofit Capacity Building Program, and $2 million was allocated for a new Summer of Service program to engage middle school students in community-based service-learning projects. Cities of Service plans to lead a multiyear effort to engage other mayors across the country by: o Developing a comprehensive service plan and a coordinated strategy focused 0n matching volunteers and establishing community partners. o Working with other mayors and elected officials to advance strategies and best practices that accelerate the service movement and produce measurable results. · o Encouraging others mayors to join this national effort. o Ensuring the voice of cities is heard in federal legislative, policy, and program discussions. • Mayor George Hartwell of Grand Rapids, Mayor Dayne Walling of Flint, Mayor Dave Bing of Detroit, and others have joined the Cities of Service Coalition. Mayors may join if they agree to develop a local comprehensive service plan and work to engage other mayors and elected officials to join the coalition. Ask your mayor to commit to service by visiting the website. • Paula attended a two-day meeting/training in Philadelphia earlier this month. • Leadership Grants for Cities o The Fund for Cities of Service, a 50 I (c)3 formed to support the mayors coalition, will award 10 cities $200,000 over two years to hire Chief Service Officers to lead. local efforts and to develop and implement a comprehensive service plan on behalf of their mayor. The funding is courtesy of the Rockefeller Foundation. . , o To be considered for the two-year Cities of Service Leadership Grant, a city's ma:'or must be a member of the Cities of Service coalition. All applicant cities niust have at least 100,000 residents according to the 2000 census and be home to at least one community college or four-year public or private university. o Applications were due Tuesday, December 15, 2009. 2 �Update on Cross-stream VISTA (Matt Reaume) • Since Matt began his term of service on September, 28t\ he has participated in several site visits/meetings with program staff from all streams of service, as well as the CNCS State Office and the MCSC. This has helped him to better understand the program needs across streams and will benefit him as he works to accomplish cross-stream goals. • Matt also had the opportunity to network with key stakeholders and partners at the National Independent Sector Conference in Detroit, as well as the Michigan State Service Plan meeting in Lansing in order to gain a broader perspective on the future of service in Michigan. · • Matt has been working on several projects, including: o The creation of a searchable online database of all national service programs in Michigan. • Matt has been compiling data for each stream, including program names, host organizations, local program sites, contact information, etc. This data will be entered into a database, which the public will then be able to access via the MCSC website. o Martin Luther King, Jr. Day of Service Involvement • Matt is working to coordinate two MLK Day webinars focused on utilizing collaboration as part ofthe 2010 MLK Day of Service. Calls will provide tips, tools, and resources for project planning, as well as practical examples . . for partnering with other organizations. • · MLK Day- Cross Stream Collaboration Webinar: Dec. 15th at 3:01) p.m. . • MLK Day- Service Project Collaboration Webinar: Dec. 1ih at 3~00 p.m. • Matt also assisted Evan with regional meetings designed to bring AmeriCorps members together to discuss project planning and collaboration. These meetings took place the week of December 14th in Lansing, Kalamazoo, and Detroit. o Engaging Adults Aged 55 and Older • Matt has identified several organizations with which to partner on this project, including the Michigan Office of Services to the Aging, RSVP, Volunteer Centers of Michigan, and Michigan Campus Compact. With the assistance of these partners, as well as resources on the CNCS website, Matt has begun conducting research on this demographic. • The plan is to design and implement monthly webinars (beginning in February or March 2010) focused on engaging adults 55 and over as highly ski!l.ed volunteers. Recap of August Cross-stream Meeting • Megan provided an overview of the outcomes from the August cross-stream meeting. After a review of the four main focus areas, the group was given an opportunity to provide feedback and ask questions. • Based on the feedback, staff from MCSC and CNCS (Megan, Matt, Angelia, Kevin) will draft new language to streamline and further clarify the focus areas. We also plan to add "Training/Technical Assistance" as an additional focus area. • The new language will be sent out to the team for review/approval. Team members will then select their preferred focus area to create subcommittees. At the next in-person meeting, team members will work in their subcommittees to create specific objectives and outcomes. 3 •• , ; ... Ll �• Team Up Discussion • It is time to begin planning for the Team Up Michigan! Conference, which will take place in October 2010. It will be held after October 1st so it can be counted as part of the next year's budget for Senior Corps staff. • The very first Team Up! Making National Service Work in Michigan conference was held in 2005. The next cross-stream conference (Team Up! Setting the Pace for National Service) took place in October 2008. Overall, both Team Up! events were successful and we are looking forward to building on that success for 2010. • The C-S Advisory Team agreed the Team Up! planning committee should be comprised of individuals from this team, as well as other national service program staff. The remaining five programs above have historically been funded with formula dollars. Due to their strong applications, they were submitted for competitive funding in an attempt to free up formula budgetary funds for new programs. • The six programs above that were not funded competitively were then funded with formula funds. Staff Recommendations: • Due to projected cuts in AmeriCorps funding on a national level, MCSC staff is recommending that an "open application process" is not advisable for 2007-2008. • We would like to invite the four strongest programs that submitted applications for 2006-2007 to reapply competitively for 2007-2008. If funded competitively, they would be new additions to the Michigan's AmeriCorps portfolio. o Community Action Agency, Battle Creek o Community Mental Health Mid Michigan, Mt. Pleasant, o Huron Pines Conservation & Development Council, Grayling o Lighthouse, Oakland County o In addition the five organizations would be asked to submit recompete competitive applications. o The MCSC staff has reviewed the feedback from CNS to determine areas of weakness for the competitive applications that were submitted last year and not funded.
