Welcome and Introduction - Chairperson Mawby The meeting was called to order at 12:30 p.m. by Chairperson Mawby. Chairperson Mawby welcomed everyone to the meeting and to Robert Pew Campus of the Grand Valley State University. Chairperson Mawby thanked Commissioner Lubbers for hosting the Commission meeting. II. Welcome by Commissioner Lubbers Commissioner Lubbers gave a brief overview of Grand Valley State University and their different campuses that are located in Allendale, Grand Rapids, Holland and Grand Valley State University is also affiliated with Muskegon Community College and Northwestern Community College in Traverse City. III. Review & Approval of February 9, 2001 Minutes- Chairperson Mawby Chairperson Mawby asked for any corrections or comments regarding the February 9, 2001 meeting minutes. Being none, Chairperson Mawby asked for a motion to approve. Commissioner Ryan O'Day moved to approve the February 9, 2001 minutes. Commissioner Collier seconded the motion and the minutes were approved. Motion passed unanimously. IV. Standing Committee A. Executive Committee - Chairperson Mawby 1. Review Executive Committee Meeting of April20, 2001 meeting Chairperson Mawby referred members to the April30, 2001 memo, which was a summary of the April20, 2001 meeting that was enclosed in their meeting packet. 2. Review of Executive Committee Report on ConnectMichigan Alliance a. Progress to Date on Board Membership and CEO Search Commissioner Pruitt Commissioner Pruitt stated that in the meeting packet there were a couple written reports. One was a financial summary and one was a report on the strategy in place now to complete the endowment campaign. Commissioner Pruitt stated that the Search Committee had conducted a national search and have screened the applicants down �to four finalists. At the present time the Search Committee has interviewed two ofthe candidates and will interviewed the two remaining candidates by the first week in June. Commissioner Pruitt stated that it would take a couple of weeks for negotiations with the finalist and then bring a recommendation back to the full ConnectMichigan Alliance Board for approval. Commissioner Pruitt stated that hopefully the person would start in July. b. Campaign Update- Commissioner Pruitt Commissioner Pruitt stated that the Endowment Campaign is moving along very well. Commissioner Pruitt stated that over the next 60 days, we should be at that 60 to 70 percent mark. Commissioner Pruitt stated that CMA is looking at the first part of September to actually launch the individual solicitation part of this campaign. Commissioner Pruitt stated that staff has put together some job descriptions for key staff positions at CMA so when the new director starts he will have resumes to fill key positions. B. Retreat Planning Committee - Chairperson Mawby Chairperson Mawby explained that the Retreat Planning Committee (Commissioner Neelis, Commissioner Newport, Commissioner Kwak, Commissioner Lenz and Chairperson Mawby) have been working on the planning of the Commissioner Retreat scheduled for September 10 & 11, 2001 at Brook Lodge in Augusta. Chairperson Mawby explained the history of Brook Lodge and gave an overview of the agenda for the two days. Mr. Kyle Caldwell expanded on the agenda and informed everyone that Alice Buhl would be the facilitator for the retreat. C. Board Development- Commissioner Pruitt Commissioner Pruitt explained that the Board Development Committee (BDC) meet via conference call on March 21, 2001 and covered the following items as it states in the BDC report dated May 9, 2001 that was enclosed in your Commission packet. Commissioner Pruitt stated the BDC is looking for a representative from the faithbased community possibly from the Salvation Army. Commissioner Pruitt stated that Michigan has a new Superintendent of the Michigan Department of Education, Dr. Thomas Watkins. Who by law is a mandated commissioner of the MCSC. 3 �Commissioner Pruitt stated that the BDC is still looking to identify a representative from local government and labor area. 1. Al Swain resume From the disability community the BDC has identified a representative and his name is Alphonso Swain, a copy of his resume has been passed out to all of you. Please read the bio and background statement and I am sure you will agree that he is an excellent candidate. A motion was made to accept the recommendation of Alphonzo Swain as a new commissioner to the MCSC by Commissioner Collier and seconded by Commissioner Barfield. The motion passed unanimously. D. Public Relations and Marketing- Commissioner O'Day Commissioner O'Day explained that the reason the Public Relations and Marketing committee was created was to share with more people all of the good work of the MCSC. The committee met via conference call on April11, 2001 and the summary of that meeting was enclosed in your commissioner packet. During that meeting the committee discussed some basis topics such as benchmarks, markets, themes, strategies and the committee next steps. Benchmarks the committee suggested that the MCSC review the policies and practices of other nonprofit and government organizations and identify what components and plans the committee could use as a framework. Markets the committee identified volunteers, volunteer organizations, grant making organizations, potential grantees and nonprofits generally as target markets for the public relations and marketing plans of the MCSC. Themes the committee decided that the existing themes articulated in the MCSC visioning documents were deemed sufficient for incorporation in a plan. They include, "MCSC as Grantor" and "MCSC as an Information Resource." Strategies the committee suggested a number of strategies to address the public relations and marketing needs of the MCSC: 1. Use major grantees and grantors advertisement opportunities that showcase MCSC's grant making. 2. Work with grantees to make grant making more visible and be able to tie to legislators and communities. 3. Develop a brochure and online tools for MCSC. 4 �Next Steps the committee charged staffwith creating a 3-5 page document that would lay out strategy for desired outcomes, strategies and definition of role stakeholders. The committee also suggested contacting higher education institutions with strong business/marketing departments for help including Grand Valley State University, University of Michigan, and Central Michigan University. Commissioner O'Day informed the Commission that contact had already been made with Grand Valley State University and they had been extremely cooperative. Commissioner Lubbers stated that the business school - the School of Communications at Grand Valley State University would be honored to help the MCSC. E. Legislative Outreach- Commissioner Pruitt Commissioner Pruitt said a written report ofthe April19, 2001 meeting was also enclosed in the meeting packet. The committee members discussed several topics, which included reasons to target the Michigan Legislature, methods, legislative events, press and constituent relations, and federal perspective, followup activities. Commissioner Pruitt stated that at this time the committee had not came up with any formal plan at this point. The committee is still trying to figure out how we get our legislature on our side in terms of communication and understanding of what the MCSC is all about. There has been discussion on a special event to commemorate the MCSC 1oth anniversary and we would invite the legislators to attend this special event. The event would be held in the fall. Commissioner Weinstock suggested that each commissioner meet with their own legislator from their community. That would help to familiarize the legislators with the MCSC. Several commissioners made suggestions and comments and discussion followed. V. Executive Director's Report- Kyle Caldwell Mr. Caldwell asked Commissioner Pickard to talk about the CMA meetings with General Motors. Commissioner Pickard explained that Campaign Chair Michelle Engler and Julie Cummings had meet with General Motors officials and CMA idea was well received but the proposal still needs more "meat" and Debbie Dingell from General Motors agreed to work with the CMA and MCSC people to "beef' it up and resubmit the proposals. A. Service-Learning in Michigan Mr. Caldwell announced that he would be doing a presentation on what the MCSC is doing in the field of service learning. 5 �Mr. Caldwell explained that service-learning is a teaching methodology that focuses on two primary components. One is the academics, the things that students are now critically measured on and the second thing is service. One of the important components to quality service is assuring that the two are linked together and that it is not just service or servicing and it is not just academics. It's really a way of learning and making it real for students in what they call now an explorential teaching methodology. Mr. Caldwell explained why it is important is because students take an active role in their learning. Drop out rates decrease, attendance rates increase and discipline referrals decrease. It improves the overall school and community climate. The students learn in the community as well as serving in the community. Two very important points when you think about the term that's being flown around now, the disconnectedness, when people are talking about Columbine and that sort of violence happening when they don't feel part of their community. It also provides an avenue for students to become positive contributors to society and be seen as more than just recipients of service in the education system. The research to date indicates that service-learning has several impacts. First, academic achievement is increased. It increases the sense of civic responsibilities and enhances students' personal development and social and emotional development as well as their work skills. In Michigan, more than 41,000 students are engaged in service-learning through 32 programs that the MCSC fund through Learn and Serve-Michigan School-Based programs. And finally, the Commission study from Ferris State University says Michigan service-learning is more likely to occur in the larger districts, those with 3,000 or more, than those medium or small districts. We realize that it takes a lot of work and staff coordination in order to engage in service-learning programming. Those districts where you have the teachers and the support staff working together and it's going to take a larger district with larger resources. Mr. Caldwell talked about the new innovative grant program at MCSC called Community Higher Ed School Partnership Program (CHESP). This program is designed to bring together the partner community-based organization, higher Ed institutions, schools and community into one knit group all focusing on kids and service-learning. Mr. Caldwell talked about what the MCSC is doing in the future to promote, education and move service-learning forward in the field. Discussion followed with several commissioners giving their ideas and comments on service-learning. B. MCSC FY 2001 Budget 6 �Mr. Caldwell explained that a report from Garry Gross from the Finance and Administration Division was enclosed in the commissioner packets. Mr. Caldwell stated that the numbers that are quoted in this is the shortfall for the 2001 budget as it keeps floating. This is the current budget. Part of shortfall has happened, since we last met, because the Michigan Department of Education has ordered an overall five percent from this year's budget. Mr. Caldwell stated that the MCSC doesn't see any major implications with regard to operations ofthe MCSC but just wanted to give you "heads up" that in the future, with revenues being down, the MCSC may have to make recommendations and cuts. C. Office Relocation Mr. Caldwell asked everyone to look in their packets for the lime green sheet that gave the MCSC new address as of June 1, 2001. Mr. Caldwell then thanked the Governor's Office for their ten years of support to the MCSC. Mr. Caldwell gave an overview on the national service funding. There are new initiatives coming out dealing with the senior core. One being a Silver Scholarship and then one being Veteran's of Michigan for Youth. The Silver Scholarship regulations will be published in October and will be forwarded to you when they are published. Mr. Caldwell stated that he was unfamiliar with the Veteran's of Michigan for Youth initiative but will forward information as he receives it. Mr. Caldwell gave an overview on the faith-based initiative. Mr. Caldwell explained that this initiative has created a lot of fire from angles and directions that no one expected. There has been lots of discussion in Washington and as soon as more information comes out, Mr. Caldwell will forward the information to the commissioners. Mr. Caldwell stated that the Corporation for National Service would be meeting soon and Dottie Johnson (our former commissioner) who is currently serving as chair of that organization will be stepping down and Steve Goldsmith will become the new chair. Mr. Caldwell stated that also enclosed in their packets were reports from Paula Kaiser and Mary Grill along with information materials. Ms. Grill gave a brief overview of tonight's Governor's Service Award Reception and dinner being held at the Amway Grand Hotel. VI. Old Business- Chairperson Mawby A. Michigan's Volunteer Investment Grants 7 �1. Research Results Mr. Caldwell explained what results were found during this research. First, that there is no other program in the nation that combines volunteerism, grant making, and endowment building all in one program. Secondly, the most overwhelmingly, convincing piece of evidence available was that the graduated match rate does not work and most organization involved said that the one to one match rate was what worked the most effectively. And last, the organizations need more time in order to meet the grant. By the time they go through the application process and are awarded the grant, the time has passed to quickly. 2. StaffRecommendations (approval item) The staff of the MCSC recommends lowering the graduated cash match requirement of the Volunteer Investment Grant (VIG) Program to a 1: 1 for all successful applicants. In addition, staff recommends that the modification be made retroactive to the beginning of the FY 2001 program cycle. A motion to approve the staff recommendation as presented was made by Commissioner Wesaw and Commissioner Collier seconded the motion. The motion passed unanimously. VII. New Business- Chairperson Mawby A. MCSC's lOth Anniversary (Fall of2001) Chairperson Mawby announced that this fall the MCSC would celebrate their 1oth anniversary and would need to express thanks to the legislature and the executive branch for creating the MCSC and their help in supporting the MCSC over the past ten years. Chairperson Mawby asked Commissioner Pruitt to take the leadership in anything we do to celebrate the 1oth Anniversary be in conjunction with the fall legislative activity. Chairperson Mawby also asked that Commissioner Cummings and former Commissioner Johnson be involved in this event also. B. Nomination to ASC Steering Committee Chairperson Mawby informed everyone that the Association of State Commissions (ACS) has asked that someone from the MCSC be nominated to serve on the Steering Committee. Chairperson Mawby stated that after discussion with Commissioner Pruitt who also serves on the ASC board that they recommend that Mr. Kyle Caldwell be nominated. Commissioner Wesaw made a 8 �motion to approve the recommendation to have Kyle Caldwell service on ASC and Commissioner Neelis seconded the motion. The motion passed unanimously. VIII. Public Comment Ms. Martha Bottomley thanked the MCSC for approving staff recommendations to lower the Volunteer Investment Grant Program match. Ms. Bottomley also stated that for the previous grantee that would not be able to participate in the one to one match does not seem totally fair. Ms. Bottle also stated that the service-learning grant at MCSC is totally focused on schools and the MCSC should look at CVO's because they do a lot of great work with kids through service-learning. Ms. Bottomley also stated that she had been asked to work with the MCSC this summer as a guinea pig for some hard research in this field. Ms. Kaiser clarified one of the things that the MCSC is doing with the community-based service-learning program is to develop a participant impact tool that will be used for all of the MCSC CVO programs so the MCSC can have some aggregate data consistently to see the impact service-learning programs are having in the community-based setting. Ms. Kaiser stated that India Plough from the MCSC staff has been working to develop the tool and the MCSC is going to pilot it this summer at two or three of our programs. Then all of the CVO grantees will be required to participate with that tool next year. Commissioner Newport made a motion to adjourn the meeting. Commissioner Wesaw seconded the motion. Check out http://thomas.loc.gov/ and review the section on Status ofFY2002 Appropriations Bills if you would like to track the Senate's actions in this area. There are a few important items to note regarding the FY 2002 budget proposed by the Senate. The Senate has "re-funded" the Corporation in response to the action of the U.S. House of Representatives that eliminated the funding for the Corporation. 2. Set asides have increased, further nibbling away at funds available for programming at the state level. Legislative and Policy Ideas for National Service On the second page you will note the call for a national commission that mentions Mrs. Engler. �The Call to Service Act of 2001 Bill Summary To revamp national service programs and expand the opportunities for Americans to serve, Senators Evan Bayh (D-IN) and John McCain (R-AZ) have proposed legislation with the following components: AmeriCorps Expands AmeriCorps to 250,000 members. The goal ofthe bill is to make national service available to every young person. Currently, more than 50,000 individuals serve in AmeriCorps. The legislation expands the number of AmeriCorps members to 250,000 by 2010, which will allow more communities to reap the benefits of service. Links AmeriCorps to Homeland Defense. Directs the Corporation for National Service to work with the Office of Homeland Security to determine ways of promoting national security through national service programs. Requires State Commissions on National Service to consult with the State Emergency Management Agency to determine ways of using national service programs for emergency management. Mandates that 50% of the increase in participants be designated for Homeland Security or public safety. Lifts the cap on the amount the Corporation for National Service can give in direct funding to national non-profits. The National and Community Service Act of 1990 designates 113 of AmeriCorps funding for State Commissions through formula grants, 113 to State Commissions through competitive grants, and 113 to national organizations. Every year, Congressional appropriators place a cap on the amount of funding allowed to go directly to national non-profits. This cap placed is not near the 113 authorized by the act. By lifting the cap, more non-profits will be able to apply for grants from AmeriCorps, which will help expand participation. Direct funding through national AmeriCorps gives the programs greater flexibility to expand nationally. Eliminates the tax on post service education awards. AmeriCorps volunteers receive an education award of$4, 725 to help fmance college or pay back student loans. This award is currently considered taxable income. The legislation excludes the education award from the recipient's gross income. Accountability. Requires the Corporation for National Service to commission a yearly study by an independent third party to report on the outcomes and effectiveness of AmeriCorps programs. Requires the results of this study be reported to Congress. Voucher demonstration program. Authorizes $1 million for the Corporation to develop a voucher demonstration program for AmeriCorps participants to perform national service. Challenge Grants for National Service The National and Community Service Act of 1990 contains provisions for a challenge grant program. Under this program the Corporation may provide not more than $1 for each $1 raised by a national service program from private resources. This grant program could be used by private, public, and nonprofit organizations that have high quality national service programs. This program has never been utilized because money has never been appropriated. The bill authorizes $100 million for this program, allowing for big, visible national service programs with demonstrable results. �Serve Study When Congress designed the college work-study pro grain, its purpose was to encourage students to participate in community service activities. Today, most work-study funds are used to finance low-paying jobs for the colleges and universities such as food service. A 1991 General Accounting Office study found that only a small percentage of work-study funds were being used for community service. In response to the study, Congress raised the percentage of funds that must be used for community service from 5 to 7%. Even with this increase, only one out of every fifteen work-study dollars is being used for community service. The bill increases this percentage to 25% by 2010. Senior Service Increases participation for all seniors 55 or older to serve their communities in a variety of capacities, including education, long-term care and serving as foster grandparents. Removes the low-income requirement for participation in all three Senior Service programs and provides low-income seniors with a stipend for service. Creates a competitive grant program to provide seniors with training both to prepare and encourage them to serve. Establishes a demonstration and competitive grant system to promote additional service opportunities to meet unmet national, state, and local needs including the areas of public safety, health and human services and child development. Creates the Silver Scholarship program. This program rewards a senior with a $1,000 education award for 500 hours of tutoring and mentoring which could be used for the education of a child designated by the senior volunteer. Reauthorizes the current programs. Encourage Military Enlistments "18-18-18 plan." Creates a short-term enlistment option (known as the "18-18-18 plan"), 18 months active duty service plus 18 months military reserve service plus $18,000 educational payment at the end of service. "National Service Plan (NSP) Candidates" will enter the service regardless of ASVAB testing scores as an E-1 and after completing the total minimum required military service, 18 months active duty, plus 18 months reserve duty, then they would receive a severance/educational pay of$18,000. ''NSP Candidates" who desire to serve beyond their initial active duty service would be allowed under the current recruitment programs service-wide. ''NSP Candidates" will have to meet minimum military medical and physical readiness requirements. The plan uses the Junior Reserve Officer Training Corps (JROTC) model for bringing back military retirees as basic training school instructors in order to augment military service basic training schools throughout the country, serving the purpose ofincreasing throughput in services's boot camps, creating jobs for recent military �retirees, and reducing costs to the Pentagon because additional instructors would cost only half as much since military retirees already receive half of their active duty salary. Improvements to the Montgomery GI Bill. Doubles the Montgomery GI Bill benefits from $7,800 to $15,600 annually for three years. Increases the pay in period to two years for the GI Bill instead of one for the traditional terms of military service (i.e., 4 or 6 years of military service). Authorizes the transferability of GI Bill educational benefits from servicemember/veteran to their children. Eliminates the 10-year requirement or expiration date from the date of separation from military service for use ofthe GI Bill educational benefits. Recruiter Access to College Campuses. Increases efforts to ensure maximum accessibility to colleges and high schools by military service recruiters and to close loopholes in current recruiting access statutes, especially where colleges may be allowing access but not providing, in the spirit of the law, full access to recruiters in terms ofboth information they require and reasonable physical presence. One way the legislation accomplishes this task is to provide a much more narrow and precise definition of reasonable access to students on campuses than currently is in statute or regulation. Commission on Military Recruitment and National Service. We believe that new legislation for national service should establish an intensive training program to certify AmeriCorps programs as Homeland Security T earns, focused on disaster response and relief. These teams would be ready to assist local authorities with clean-up and rebuilding. organizing volunteers, and collecting in-kind donations. They would also serve as public safety educators, helping communities (and especially children) understand public safety measures and feel safe. They would also provide free educational programs about the history of a political conflict or natural disaster, and serve as a hub of information and referrals about the disaster. When not actively engaged in disaster response, this corps would be involved in disaster preparedness and training in highly vulnerable areas. Currendy only about 5% of such funds are used to support college students performing community service. College students are among our greatest untapped resources. We propose that 50% of Federal Work-Study funds be used to sponsor "Serve-Study" opportunities in community-based organizations for the 948,000 college students in the WorkStudy program. #5 Challenge 100,000 high school students to become "Summer Heroes" through service Enabling high school students to serve their communities while earning money for college would benefit the nation and promote civic ideals. Students could provide socially valuable services, such as tutoring in literacy and math, while setting a powerful example of civic responsibility. A "Summer Heroes" program would provide high schools students the opportunity to perform full-time community service during their summer breaks in exchange for a small stipend and educational scholarships. #6 Provide I0,000 high schools with a "Community Coach"--o servicelearning coordinator- to engage millions of students in service The outpouring of support from schoolchildren for the victims of our nation's tragedy, as well as the eruptions of school violence across the country draw attention to the need and desire for increased student involvement in community service. We propose that I 0,000 high schools be provided with a "Community Coach"-a service-learning coordinator, modeled after the national nonprofit organization "Do Something" whose program uses an innovative curriculum and year-round community-building activities to develop a new generation of leaders. At an average of I ,000 students per school, this would facilitate I 0,000,000 students engaging in service. #7 Create a bi-partisan Blue Ribbon Commission to launch a ••serve America" campaign This Blue Ribbon Commission would explore and propose a dramatic expansion of national service opportunities for American citizens. The "Serve America" campaign would link recruitment efforts of military and civilian service to create a powerful new call to service for our country. Potential Commission members could include: Stephen Ambrose, Senator Evan Bayh, Steve Case, Senator Dan Coats, Elizabeth Dole, Michelle Engler, Doris Keams Goodwin, Senator John McCain, General Colin Powell, Jeff Swartz, General Norman Schwarzkoff, Oprah Winfrey, Senator Harris Wofford, Tiger Woods and Jerry Yang. #8 Grow the Peace Corps to 25,000 volunteers annually The Peace Corps is recognized as a universally beloved program by Americans, and represents a key means of filling the deep needs both for the rest of the world to understand Americans' generosity of spirit and for Americans to have the opportunity to engage in an intensive and meaningful international experience as they teach the principles of freedom and democracy and learn about other cultures. Refonns to the Corporation for National and Community Service as articulated in testimony offered by Michigan to Congress and by the nation's governors is adopted (see May 18, 1995 Testimony ofMichelle Engler, before the House Government Refonn and Oversight Subcommittee on Human Resources and Intergovernmental Operations and the National Governor's Association National Service Policy, HR-24); 2. Programs funded by the Corporation for National and Community Service should be coordinated through a coordinated plan that crosses all "streams of service" and that focuses resources, coordination, administration and accountability on the state and local levels; 3. Adequate and flexible funding for programming, training and technical assistance, evaluation and administration should be afforded to states and communities to effectively operate national service programs; �4. Barriers to those who wish to serve and are on public assistance or who wish to transfer their benefits to others should be removed; 5. Methods of accountability and oversight should be balanced with the national service resources made available for those functions; and 6. States and local communities should be provided the greatest level of flexibility to fully utilize national service resources and match those resources with local needs. Adoption of these recommendations and the swift passage of reauthorizing legislation will provide the continuing support Michigan's national service network needs to sustain its noble efforts. Background The following is a draft summary of the general discussion of the members and friends of the Michigan Community Service Commission (MCSC) at the 2001 MCSC Commissioner Retreat at Brook Lodge in Augusta, Michigan on September 10 111 and 11th. The theme of this event was "Transitions." This theme was crafted to address the anticipated changes at state and federal levels that may impact the work of the MCSC. However, in light of recent events, it could very well be equally appropriate to use this theme to illustrate the changing times in which we will live given the horrific events of September 11,2001. Now, more than ever before, communities will need to look at local issues and find creative solutions to solving them. Creative volunteer solutions will not depend on the work of any one individual or organization, not just because of scarce resources, but because we will need more opporttmities to bring people together. This was clearly on the minds of Commissioners as they discussed the future of the MCSC. The staff of the MCSC has synthesized the feedback received from the Commissioners and offered responses in the form of specific recommendations for operational modifications for the MCSC. (The summary of the feedback from the commissioners is paraphrased and is in no way intended to serve as a verbatim recollection of the dialogue that took place at the Retreat). These recommendations are based on the principles and goals articulated in the "Future of MCSC Sponsored Service and Volunteerism in Michigan" approved by the members of the MCSC at their December 2000 meeting (see attached document entitled, "Future ofMCSC Sponsored Service and Volunteerism in Michigan"). Method The Retreat provided opportunities for Commissioners to (a) learn about the future context that the MCSC must operate within, (b) hear the advice and counsel of experts in the areas most likely to impact the future work of the MCSC, and (c) dialogue about concerns, questions and strategies that might help staff further develop their operating plans for the future-both long- and short-term. (A copy of the agenda is attached). 2 �Results Data from the retreat proceedings is broken down into three primary areas: • What did we ask? This section summarizes the fundamental questions commissioners asked both during the Retreat and prior. • What we heard? This section provides a brief summary ofthe conclusions drawn during the discussions of September 10111 and 11 111 • • What now? Finally this section provides the responses of staff as to how the Commissioner reconunendations may be incorporated into the day-to-day operations of the MCSC and can serve to define the goals and objectives ofthe MCSC's work both long- and short-term. What did we ask? • What o o o o are the forces calling for change? Why change what is not broken? Why should the MCSC exist if the ConnectMichigan Alliance could do it? How will the MCSC survive a transition in Governors and Legislators? What federal changes will there be and how will the changes impact the MCSC- if at all? • What if the MCSC were not around? o Is there a back up plan? o Is this really a concern given the many partners out there advocating on our behalf? o Should we dwell on the worst-case scenario or move on toward making the most of the potential changes (i.e. exploit the opportunities). • What does the MCSC look like in this new era/dynamic? o How does the MCSC change? o What will it do that is new? o What will it no longer do? o How will changes impact the way the MCSC conducts its business? • How can I (commissioner) continue to support what the MCSC will be doing in the future- both long- and short-term? o What are the specific tasks for each commissioner? o How can my (commissioner) skills, relationships, leadership and organizational affiliations be most helpful? o What component of the MCSC ' s work/needs can I (conunissioner) address? 3 �What did we (staff) hear? • • • The MCSC has done well with a tremendous amount of growth and steady focus on overall mission. Nothing is broken. No radical changes appear necessary, but a refocusing, refinement and renewal process for the MCSC's activities may be necessary in light of recent (healthy) developments. As a vital component of the volunteer service field in Michigan, the MCSC must further clarify its role as a grant-making organization while creatively utilizing the partners: o ConnectMichigan Alliance and affiliates- Michigan Campus Compact and Volunteer Centers ofMichigan o Michigan Nonprofit Association o Corporation for National and Community Service o State ofMichigan agencies with volunteer support services o Other organizations as the need arises What now? With the aforementioned questions in mind, the staff of the MCSC has developed a general action plan. This plan is grounded in the belief that people make the real difference in our communities and in the lives of others and that resources and support are needed to help Michigan citizens serve. The MCSC's role in supporting this belief is focused on making connections between the public and private sectors through resources and other forms of support that foster partnerships and that share the lessons learned. Above all, however, the MCSC will be asking itself, "What have we done to help others volunteer?" The Charge The MCSC will focus on directing, cultivating and analyzing public resources/support that can support service and volunteerism in Michigan in effective, efficient and meaningful ways and communicate the lessons learned. The Strategies Directing Public Resources/Support (focusing) • • • Allocation- effectively and efficiently providing flexible and meaningful resources to volunteer-oriented organizations. Collaboration- seeking out organizations to find ways to partner and maximize existing resources Coordination- working with existing volunteer-oriented organizations receiving public funds to effectively focus increasingly precious resources 4 �Cultivating Public Resources/Support (renewing) • • • Communication- publicly affirming and celebrating the good work that is supported and made possible through specific, appropriate and limited government assistance. Outreach- seeking out individuals and organizations that can benefit from the types of support that the MCSC, or that other partner organizations can provide. Education- informing leaders, policy makers and decision makers about the work of the MCSC and its grantees to demonstrate and affirm the need for public sector support for service and volunteerism. Analyzing Public Resources/Support (refining) • • • Research-examining where public resources for service and volunteerism can be most effective and least effective. Evaluation- taking critical examinations of the MCSC ' s grant making to determine what (if any) changes, benefits and lessons can be drawn. How will the MCSC deal with these exciting changes and what opportunities for growth, innovation and susta inability exist in this new future? Starting to form the answers to these questions, in light of the strategic planning that has been presented to the members by staff, is our charge for this planning retreat. Day One- Perspectives on Transitions 2:45p.m. Russ Mawby will give an overview and introduce our facilitator, Alice Buhl Views from the National Ser vice Perspective Over 65% of the MCSC 's funding comes from Corporation for National Service to support national service programs including AmeriCorps, Learn & Serve Michigan (service-learning), and Promise Fellows (working on America's Promise). The Bush Administration has demonstrated its commitment to national service by ensuring that full funding for the Corporation for National Service remains part of the President's Budget as well as entrusting some ofthe work of his Faith Based Initiative with AmeriCorps. Small groups will report back with questions and comments (20 min.) 3:45p.m. Break Views from the Statewide Volunteerism Perspective Over the past 18 months, Michigan has taken on the task of ensuring permanent support for volunteerism in Michigan by forming the ConnectMichigan Alliance and providing long-term support through a $20 million endowment fund. Four organizations agreed to devote their energies to building this support structure. Now, what does the future look like in this new reality? No other First Lady has demonstrated a willingness and ability to lead, as has our own Michelle Engler. Their efforts have produced one of the nation's first state commissions on service, the nation 's only state-funded volunteer resource center endowment grant, a host of national service programs, a premiere volunteer recognition program and a series of meetings and conferences to discuss how government can do its work better for our state' s volunteer sector. In November, we were notified of an additional cut of $50,000 to bring the available amount of dollars to $857,300. Although we were disappointed in the budget cut, we feel that we fared well compared to other state department given the significance of the overall budget reductions for the state. We are unclear if this is a permanent reduction or a temporary one given the current budget constraints. We will keep you posted as we know more. In September, the MCSC issued the Michigan' s Volunteer Investment Grants application guidelines. All former and existing grantees received the guidelines. In addition, the MCSC sent a copy of the guidelines to all of the Community Foundations, United Ways, Volunteer Centers, and Michigan Campus Compact affiliates. The applications were due to the MCSC on October 22, 2001. We received 18 applications requesting $1,057,658. The applications were peer reviewed on November 1, 2001. The peer review recommended 13 of the applications for a total of$718,858 proceed to the staffreview. The staffwas committed to dispersing all ofthe available funds given that the amount requested exceed the funds available. The staff reviewed all 18 applications including those not recommended to proceed from the peer review. The staff is recommending the 13 applicants recommended from the peer review be funded at the requested level. The staff is recommending the five applicants not recommended from the peer �review receive funding at a reduced level. Although issues were identified with the five applicants recommended at a reduced level , the staff is confident that all of the issue will be addressed over the course of the program year. Due to the tight application and review timeline, the staff was not able to negotiate all funding issues prior to presenting their funding recommendations to the board. Therefore, the staff is recommending provisional funding pending satisfactory completion of application revisions. All members were present via conference call. After a briefing of the MCSC 101h Anniversary Celebration, the members reviewed the February 12, 2002 meeting agenda and added a request for volunteers for the planning committee of the 2002 MCSC Commissioner Retreat. This will be added to the New Business section of the agenda. Members also reviewed the draft of the Michigan Department of Education Policy on Service Learning. One minor change on word order was offered which was included in the final version forwarded to the Department. The recommendations to the Governor by the Board Development Committee were reviewed. Finally, the Executive Director provided a review of upcoming events regarding national service. This included an announcement that the President's State of the Union Address is expected to highlight the role of national service in his Administration. Mr. Caldwell explained that reauthorization of the National and Community Service Trust Act might be taken up as early as February. Commissioner Engler announced that the National Commission on Service Learning will unveil its report on January 29, 2002 in Washington, D.C. The Michigan State Board of Education understands that given the responsibilities and accountability requirements on educational institutions, care must be taken to assure that Board endorsements support educators without undue additional burden. As innovations come to the attention of the Board, tools and resources that assist educators in meeting the current demands for academic achievement, accountability, civic engagement and workforce development should be shared. We accept the national and state education research that describes how service-learning improves schools, builds communities, and fosters civic engagement among young people. Service-learning techniques help schools to graduate students with a deeper understanding of content, stronger sense of purpose and enhanced commitment to bettering their society. Servicelearning offers a powerful, experiential teaching tool to assist educators in fulfilling their current responsibilities. • We accept the extremely positive teacher responses to the new Michigan developed Learning to Give initiative as preliminary evidence of an effort worthy of further replication, adoption, and study. These new teacher-tested, standardsbased lessons and resources provide high quality, classroom-friendly academic rf �. r; units of study directly aligned with the Michigan Curriculum Frameworks. Michigan teachers are in the forefront of this international effort to intentionally transmit the tradition of giving, service, democratic citizenship, and individual concern for the common good to the next generation. Together, the Learning to Give academic resources, and service-learning as a teaching strategy, are worthy of serious consideration by Michigan educators as enhancements and resources to the critical task of preparing Americans for democracy. The Michigan State Board of Education encourages all Michigan citizens to consider how our state's education system will continue its dual mission of delivering quality, academic content in contextually relevant ways, while simultaneously instilling core democratic values, transmitting fundamental ideas of democracy, and providing opportunities for students to build skills in citizenship. Mr. Caldwell provided a review of the President's position on reauthorization ofthe National and Community Service Trust Act. In it he lays out four fundamental principles upon which he will evaluate and legislation regarding national service. Finally, the members reviewed the latest appointments to the MCSC. The President has gathered a people together to demonstrate overwhelming compassion for the victims and families affected by the events of September 11th. "Our great challenge now is to encourage this outpouring of service and civic pride- and to harness it to a great national purpose." President George W. Bush USA Freedom Corps The USA Freedom Corps is a response to this national purpose. Comprised of three major components, the USA Freedom Corps will serve as an umbrella organization and will combine the forces of the Peace Corps and the Corporation for National and Community Service with a new initiative- the Citizen Corps- to encourage and support those who want to serve their country. Citizen Corps The Citizen Corps will provide avenues for Americans to serve through six distinct, yet related programs: • • • • • Volunteers in Police Service Neighborhood Watch Medical Reserve Corps Terrorist Information and Prevention System Community Emergency Response Teams These programs would be operated locally in coordination with funding and other resources from the state's volunteer and emergency management organizations. VI. Michigan Citizen Corps The Michigan Citizen Corps is a model program for implementing the President's USA Freedom Corps initiatives in Michigan. The draft executive order attached implements the President's expansion of service and volunteerism by exploiting the state's existing infrastructure while utilizing the new federal resources in the most efficient and effective method possible. �The Michigan Community Service Commission would spearhead the development and implementation of the Citizen Corps, local Citizen Corps Councils and the volunteer initiatives of the Michigan Citizen Corps. Implementation would include the distribution of federal funds, development of a state advisory council, assistance in the development of the local citizen councils, and training and technical assistance. VII. Method of Implementation Establish the Michigan Citizen Corps and Local Citizen Corps Councils By executive order, the Governor of Michigan would establish the Michigan Citizen Corps as an advisory body to the Michigan Community Service Commission (see EO 2002-X attached). The 12-member body would comprise of individuals with expertise in emergency management, law enforcement, neighborhood safety/organizing, emergency medical response, volunteer management and other community-based constituency groups. As one of their initial duties, the Michigan Citizen Corps will develop assessment and action plans for Michigan's Emergency Response Readiness. Additional duties would include submitting a comprehensive plan to· the USA Freedom Corps for funding, assisting in the development of local Citizen Corps Councils and providing technical assistance around community strengthening and emergency preparedness initiatives. Eventually each county in Michigan would develop a Citizen Corps Council. In the first year, 15 to 20 pilot communities would be selected to test how best to implement the Michigan Citizen Corps statewide. The Citizen Corps Councils overseeing those Michigan Citizen Corps programs will provide services, coordination and resources to local organizations as a means of ensuring homeland security and community strengthening. Composition of the Citizen Corps Councils will be determined by local communities, but would include local law enforcement, medical professionals, volunteer management organizations, government and other profit and nonprofit organizations. Utilize Existing Structures The Michigan Citizen Corps will begin by tapping the existing volunteer and emergency management infrastructure of the state. The Michigan Community Service Commission will assist in this function by convening a series of meetings of state and national experts, providing the necessary staffing, and administering public and private funds. The Michigan Community Service Commission will also direct its grantees, partners and affiliate organizations to provide the necessary coordination and cooperation to develop local citizen corps councils and their emergency readiness plans. Currently, the MCSC and its partners provide volunteer services to 80 of Michigan's 83 counties (see map attached). In addition, the Michigan Community Service Commission will serve as a connection between communities and other state government agencies that can help with �emergency readiness plans including county Family Independence Agency Offices, Multipurpose Collaborative Bodies, and Offices on Services to the Aging. The private sector connections can be provided through the Michigan Community Service Commission as well through the ConnectMichigan Alliance. These may include the Volunteer Centers ofMichigan, Michigan Campus Compact, Michigan Nonprofit Association and others. In addition, the ConnectMichigan Alliance and the Michigan Community Service Commission can connect the philanthropic community through the state's community foundations, 4H County Extension Offices, and local United Way Agencies. Develop State and Local Plans The President's Call to Service included providing $144 million in support to local communities to develop preparedness plans. These funds would be distributed based on locally identified needs articulated in their plans. The Michigan Citizen Corps would develop its assessment, implementation and dissemination plan as a means of tapping not only a portion of the development and implementation funds through the USA Freedom Corps, but also national service resources for programs like AmeriCorps, Senior Corps, and Learn & Serve that can leverage volunteers to achieve the goals for the local plans. Local plans would be submitted to and reviewed by the Michigan Citizen Council which would make recommendations to the Michigan Community Service Commission for funding. A compilation of all the local plans would be assembled and summarized for submission to the Governor as part of a "state of readiness" plan. Other organizations may use this plan to help focus their resources on locally identified needs. Disseminate Resources Competitive funding will be distributed through a fair and open application process utilizing peer reviewers and clear guidelines. Local Citizen Corps Councils (utilizing the administrative systems of an existing organization or collaborative) will apply for and administer the Michigan Citizen Corps for federal and state resources earmarked for the USA Freedom Corps and the Michigan Community Service Commission. The Michigan Community Service Commission will coordinate the training, technical assistance and monitoring of the local Citizen Corps Councils where appropriate. Event Specific Actions In the event of local, state or nation emergencies, the Michigan Citizen Corps would coordinate local resources to address any emergency response needs where appropriate. State Federal Emergency Management Agency funding would be distributed in coordination with the Michigan Citizen Corps and local Citizen Corps Council's resources. This may include volunteers, emergency management resources and event specific training and technical assistance. The goal would be to provide volunteer and volunteer management resources in response to any local, state or national need. �Non-Event Actions During "non-emergency" periods, the Michigan Citizen Corps, local Citizen Corps Councils, and Citizen Corps programs would focus on strengthening communities through health, education, public safety and other human needs related programs. In addition, they would continue to prepare and update local preparedness plans taking into account new threats, resources and opportunities as they arise. Background Michigan's Volunteer Infrastructure For the past decade Michigan has invested in the state's volunteer infrastructure. Today, Michigan has one of the most comprehensive and intricate networks of volunteer-oriented nonprofit organizations working to provide resources, support and coordination. The ConnectMichigan Alliance brings together the state's premiere statewide volunteer (Michigan Community Service Commission, Michigan Nonprofit Association, Michigan Campus Compact, Volunteer Centers of Michigan) support organizations to support statewide and local efforts. The Michigan Community Service Commission serves as a grant making organization that brokers state and federal resources and leadership to encourage and recognize service and volunteerism in Michigan. The Michigan Citizen Corps can exploit this infrastructure along with Michigan's other human services networks including: multi-purpose collaborative bodies, state emergency management agencies, volunteer centers, Family Independent Agency county offices, 4H Extension Offices, community foundations, and other community alliances including Communities of Promise. National and Volunteer Service in Michigan The programs of the Corporation for National and Community Service is an existing organization with a portfolio of programs that engage all populations-from preKindergarten youth to retired senior citizens and includes the largest federally funded stipended volunteer program- AmeriCorps. Michigan's AmeriCorps Michigan's current portfolio of AmeriCorps programs includes 26 nonprofit organizations deploying more than 800 full- and part-time members. Annually, each Michigan's AmeriCorps member leverages 25 additional volunteers making for a high impact volunteer leveraging program model. Learn & Serve Michigan Service learning is a teaching methodology that ties the community to the learning outcomes students need to achieve to be productive citizens. Annually, over 50,000 teachers, students, parents and others serve the needs of their community through service learning. The Michigan Community Service Commission administers nearly $1 million in Learn & Serve funding to Michigan schools and community based organizations. �Volunteer Investment Grants Michigan volunteer centers provide volunteer recruitment, placement, training, and technical assistance to nonprofit organizations. Volunteer centers provide their services to the majority of Michigan communities, however their ability to maintain the quality of services with a long-term strategic develop plan is limited by a number of factors . The Volunteer Investment Grants programs help to develop permanent endowment funds to support volunteer resource centers in communities across the state while also strengthening the leadership, staffing and operations of those centers. Other State-sponsored Volunteer Programs The Michigan Community Service Commission is one of several state agencies that promote and coordinate volunteer programs. The Michigan Department of Community Health's Office on Services to the Aging administers Michigan's Senior Corps programs (RSVP, Senior Companion, and Foster Grandparents) with federal funds from the Corporation for National and Community Service along with some state funds . The Michigan Department ofNatural Resources and Michigan Department of Environmental Quality promote the Adopt a Part of Michigan program that helps volunteers adopt parks, rivers and highways to ensure that they are clean and safe. The Michigan Family Independence Agency county offices coordinate volunteer programs that engage the talents and energies of their clients and others to serve local needs. The Michigan Civilian Conservation Corps engages young people in maintenance and restoration activities to ensure the quality and existence of Michigan's parks and recreation assets. The program is a residential program that provides education awards through the Michigan' s AmeriCorps program. Michigan' s network of Communities ofPromise focus on providing vital resources to children around the five promises of America' s Promise: The Alliance for Youth. The 26 community collaboratives bring together are youth- . serving organizations, government, nonprofit and for-profit organizations to help the the area young people. The Michigan Community Service Commission works in partnership with all of these initiatives and organizations and makes it the most appropriate lead agency for the President's Citizen Corps program. �EXECUTIVE ORDER 2002 - X MICHIGAN CITIZEN CORPS MICHIGAN COMMUNITY SERVICE COMMISSION MICHIGAN DEPARTMENT OF CAREER DEVELOPMENT WHEREAS, this administration continues to be committed to encouraging all citizens, organizations and institutions in Michigan to help in solving our most critical problems by volunteering their time, effort, energy and service in times of prosperity as well as dire crisis; and WHEREAS, the need for homeland security, community health and public safety have increased and have led to the need to call upon the compassion, inventiveness and the entrepreneurial spirit of all citizens to help solve many of the problems facing their communities; and WHEREAS, it is the standing reputation of this administration to discover and to encourage new community service leaders, to promote individuals, organizations and institutions that serve as outstanding examples of a commitment to serving others, and to convince all Michigan citizens that a successful life includes serving others; and WHEREAS, significant issues facing the nation and State continue to be addressed by the collaborative efforts of committed citizens volunteering their time and talents through volunteer centers, national service programs, schools, community organizations, government agencies, businesses, labor groups and a host of other community and State efforts; and WHEREAS, Michigan has established a comprehensive, intricate and effective community-based and community-driven infrastructure for state-sponsored national and community service through the Michigan Community Service Commission and its public- and private-sector partnering organizations; and NOW, THEREFORE, I, John Engler, Governor of the state of Michigan, pursuant to the powers vested in me by the Constitution of the state of Michigan of 1963 and the laws of the state of Michigan, do hereby order the following: �I. DEFINITIONS A. "Michigan Citizen Corps" means the Michigan initiative created under the federal USA Freedom Corps program by this order. B. "Michigan Citizen Corps Council" ("council") means the advisory body created within the Michigan Community Service Commission by this order. C. "Michigan Community Service Commission" ("commission") means the entity established by Act 219 ofthe Public Acts of 1994, as amended, being Section 408.221 et seq. of the Michigan Compiled Laws, that was subsequently transferred to the Department of Career Development by Executive Order 1999-1, as amended, being Section 408.40 of the Michigan Compiled Laws. D. "Michigan Department of Career Development" ("department") means the principal department of state government created by Executive Order 1999-1, as amended, being Section 408.40 of the Michigan Compiled Laws. E. "USA Freedom Corps" means the federal interagency initiative created under the terms of Executive Order 13254 ofJanuary 29, 2002 (67 CFR 4869) and the Citizen Service Act of 2002, a legislative proposal submitted to the United States Congress by President George W. Bush. II. MICHIGAN CITIZEN CORPS COUNCIL A. Consistent with the provisions of Executive Order 13254 and any act of Congress enacted to implement Executive Order 13254, the Michigan Citizens Corps Council is created as an advisory body within the Michigan Community Service Commission. B. The council shall have twelve (12) members representing the general public appointed by the Governor. C. Except as otherwise provided in this subsection, members of the council shall hold office for a term of three (3) years. However, ofthe members initially appointed, four (4) shall hold office for a term ofthree (3) years, four (4) shall hold office for a term oftwo (2) years, and four (4) shall hold office for a term of one (1) year. D. A vacancy on the council caused by the expiration of a term or other cause of termination of membership on the council shall be filled in the same manner as the original appointment. E. A member appointed to fill a vacancy created other than by expiration of a term shall be appointed for the unexpired term of the member who he or she is to succeed in �the same manner as the original appointment. A member may be reappointed for additional terms . �III. CHARGE TO THE COUNCIL The council shall be advisory in nature and shall assist the commission with the following functions: A. The council shall oversee the development and operation of the Michigan Citizen Corps. B. The council shall act as a state-wide advisory council on the Michigan Citizen Corps. C. The council shall develop a comprehensive three-year Michigan Homeland Security Citizen Corp Coordination Plan in consultation with the Michigan Department of State Police and other emergency management entities. The plan shall coordinate the use of volunteer resources in furtherance of homeland security. The plan shall describe emergency response plans for volunteer recruitment and placement in times of state or community declared disasters, state agency coordination plans, and current activities at the state and local levels that may help in the development of the Michigan Citizen Corps. This plan shall be updated on an annual basis and shall be submitted to the Governor and the legislature not later than sixty (60) days after the close of each fiscal year. D. The council shall assist the commission with the preparation of grant and other funding applications submitted to the USA Freedom Corps and other public and private funding sources for the purposes of implementing the Michigan Citizen Corps initiative. E. The council shall assist the commission with the establishment of policies and procedures regarding the use of grant and other funds. F. The council shall assist the commission with the development and establishment of local Citizen Corps Councils and local Citizen Corps programs. G. The council shall assist the commission in the development of initiatives to promote community service in coordination with existing programs including, but not limited to, Volunteers in Police Service, Neighborhood Watch, Medical Reserve Corps, the Terrorist Information and Prevention System, and Community Emergency Response Teams. IV. OPERATIONS OF THE COUNCIL A. The Governor shall designate one (1) member of the council to serve as chairperson. This member shall serve as Chair at the pleasure of the Governor. B. The council may promulgate bylaws, not inconsistent with law and with this Order, governing its organization, operation and procedure. �C. Members of the council shall not delegate their responsibilities to other persons. A majority of the serving members constitutes a quorum for the transaction of business at a meeting. The council shall act by a majority vote of its serving members. D. The council shall meet at the call of the chairperson and as may be provided in the bylaws of the council. Meetings of the council may be held at any location within the state of Michigan. The council shall meet at least semi-annually. E. The council may, as appropriate, make inquiries, studies, investigations, hold hearings, and receive comments from the public. The council may consult with outside experts in order to perform its duties. F. The council may establish one or more subcommittees consisting of council members to investigate and analyze specific issues, consistent with the charge to the council contained in Section Ill of this order. The chair of the council, or a member of the council designated by the chair, shall be a member of each subcommittee established by the council. Subcommittees shall recommend proposed actions, plans, comments, formulas, measures, reports or policies to the council, consistent with the council's charge. The council may adopt, reject or modify recommendations proposed by subcommittees. G. Members of the council shall serve without compensation. Members of the council may receive reimbursement for necessary travel and expenses according to relevant statutes, rules and procedures of the Department of Management and Budget and the Civil Service Commission. H. The Department may hire or retain such contractors, sub-contractors, advisors, consultants and agents, and may make and enter into contracts necessary or incidental to the exercise of the performance of the council's duties, as the Department Director deems appropriate. Such procurements shall be in accordance with the relevant statutes, rules and procedures of the Department of Management and Budget and the Civil Service Commission. I. The council may apply for, receive and expend monies from any source, public or private, including but not limited to, gifts, grants, donations of monies and government appropriations. The council may also accept donations of labor, services, or other things of value from any public or private agency or person. Individual members of the council shall fully comply with the provisions of the Act No. 196 of the Public Acts of 1973, as amended, being Section 15.341 et seq. of the Michigan Compiled Laws, governing the standards of con~uct for public officers and employees of the state of Michigan. J. Members of the council shall refer all legal, legislative and media contacts to the Department. �K. The President has gathered a people together to demonstrate overwhelming compassion for the victims and families affected by the events of September 11th. "Our great challenge now is to encourage this outpouring of service and civic pride - and to harness it to a great national purpose." President George W. Bush • Homeland security is a vital national as well as local interest. The events of September 11th changed and amplified how American's view their roles in society • making service and volunteerism more important now than ever before. • Locally engaged citizens are the greatest defense to security threats, the most powerful resource in times of crisis and the most enduring form of community problem solving. • Michigan has taken a proactive approach to crisis management and has an emergency response plan through the Emergency Management Division of the Michigan State Police that directs and focuses the resources of federal, state and local law enforcement and emergency management organizations. The President's proposal was shared on Capitol Hill by Corporation CEO Leslie Lenkowsky, who testified before the Senate Health, Education, Labor and Pensions committee simultaneously. The President released a 17-page "Principles and Reforms for a Citizen Service Act" to guide the reauthorization of the Corporation and its programs AmeriCorps, Senior Corps, and Learn and Serve America. These programs engage 2 million Americans in service to meet critical community needs each year. The proposed 5-year extension would be the first since the Corporation's creation in 1993. Earlier this year, the President proposed increasing AmeriCorps by 25,000 members and Senior Corps by 100,000 in his 2003 budget. "Reforming and enhancing AmeriCorps and Senior Corps are important steps in providing hundreds of thousands of Americans with meaningful service opportunities," said President Bush. "I look forward to working with the Congress in a bipartisan fashion to ensure the federal government does its part to support the commitment of Americans to our communities and our Nation." The President made his remarks to volunteers in Bridgeport after touring an after-school program run by Save the Children. The "Web of Support" after-school program uses AmeriCorps members and Foster Grandparents to tutor and teach computer skills to 200 Bridgeport children. Lenkowsky fleshed out the President's principles at the Senate HELP committee hearing on the Corporation's reauthorization. The principles have four major objectives: • Support and encourage greater engagement of citizens in volunteering, such as by making volunteer mobilization a priority, lowering the age for Senior Corps from 60 to 55, and improving the benefits for AmeriCorps service. • Make Federal funds more responsive to state and local needs, �including giving states more authority to select AmeriCorps programs, providing greater flexibility, and allowing AmeriCorps members to build the capacity of nonprofit orgaruzations where they serve. • Make Federal support more accountable and effective, such as by directing grantees to specify program objectives and meet accountability requirements established by the Corporation. • Provide greater assistance to secular and faith-based commuruty orgaruzations, by among other things making AmeriCorps*VISTA even more helpful to groups on the frontlines of helping the poor and needy. Lenkowsky thanked Chairman Edward Kennedy (D-MA), Ranking member Judd Gregg (R-NH) and committee members for their longstanding support of national service, and pledged to work with them to put the Corporation on a strong, bipartisan footing for its second decade. On Thursday, Lenkowsky testifies on reauthorization before the House Subcommittee on Select Education. "Since the Corporation was created in 1993, it has accomplished a great deal," said Lenkowsky. A blue-ribbon committee, chaired by former Senator John Glenn, has just called upon the nation's schools to invest more heavily in service-learrung, a teaching method that combines academic learrung with commuruty service. "This is an extraordinary moment in the history of our country and the agency I head," said Lenkowksy. "At a tragically high price, all of us have come to realize how precious our freedoms are and why it is �important for all of us to accept the responsibilities of citizenship in order to preserve them. All members were present (Smith and Pruitt in person and Mawby, Engler and Pickard via conference call). The meeting was called to order at 10:07 a.m. Members reviewed the agenda and recommendations of the Retreat Planning Committee. Specifically, the Retreat Plmming Committee drafted a two-day agenda that calls for members of the MCSC to be a part of one of five working groups, conduct advance work in preparation of the September 12-13, 2002 MCSC Commissioner Retreat by the working groups, and use these groups as a way of connecting commissioners more closely with the core work of the MCSC and the staff. The recommended agenda calls for a slight departure of the traditional structure of the MCSC meetings by opening the retreat with the MCSC quarterly meeting and addressing inm1ediate and pressing business of the MCSC (approval of minutes, grant funding review and approval, etc.), then recessing the meeting until the next day in order to take action on any retreat outcomes requiring approval of the full body. �Members of the Executive Committee June 7, 2002 Page2 The committee members discussed the potential co-chairs and staff of the working groups. Commissioner Smith seconded the motion. The motion passed unanimously. Members of the committee asked the staff to prepare key similar questions in advance of convening of the working groups that would include: 1. Examine the strengths, weaknesses, and potential corrections to the work of the MCSC in five key areas- AmeriCorps, Learn & Serve, Volunteer Investment Grants, Micmgan Citizen Corps, and Senior Corps. Guide to where we are going? What stands in our way? 2. Examine the current goals and objectives of the work of the MCSC in the five key areas. How do we get where we are going? 3. Identify strategies to address those goals and objectives. 4. Develop a communication plan to transmit the knowledge and information developed. How do you tell others and each other? Committee members also discussed providing an orientation to new and existing members on the core function of the MCSC as part ofthe working groups' pre-retreat work. In addition, the commission staff will conduct a new commissioner orientation one hour prior to the commission retreat. The MCSC staff will develop description statements of work for the work group leaders. The descriptions will include convening of the work groups prior to the retreat, facilitating a dialogue on the aforementioned questions and develop a summary of the discussion for presentation at the September 13 1h reconvening of the MCSC. The MCSC staffwill handle the follow up work and provide all the support necessary to conduct the working group's efforts. �Members of the Executive Committee June 7, 2002 Page 3 Invitations to participate and lead the working groups will be sent out by staff on behalf of the Executive Committee and the Retreat Planning Committee. The members of the Executive Committee commended the efforts of the Retreat Planning Committee and asked to express thanks for their innovative plan for the 2002 MCSC Retreat. As part ofthe follow up to the Executive Committee meeting, the members asked that staff develop the questions and be vetted by members of the committee, work with Commissioner Pruitt on "ice breaker" exercises, investigate local grantees to bring to the meeting, develop a ten- and one-year retrospective for commissioners and add time in the agenda for reflection of the events of September 11, 2001.
