Each state is allowed to submit AmeriCorps applications to be funded out of the competitive dollars. There is no guarantee that states will receive any of the competitive dollars. In addition to the competitive funds all states receive AmeriCorps formula dollars based on the state's population. We have not received our 2007-08 Fom:lula Allotment from CNSC yet but anticipate it being similar to last year $2,723,228. Ou.r AmeriCorps competitive package is due to CNCS on January 25, 2007. We will be notified on May 15, 2007 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively we will then decide which programs to support with our formula dollars. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. Due to projected level funding for 2007-08 and at the advice and counsel of the MCSC Funding Committee, the MCSC did not run an open application process this year. However, we did invite four applicants to re-apply who scored well on their 2006-07 comprehensive applications, but were ultimately unable to be funded. Only ~ of those programs (Huron Pines) chose to pursue the competitive application process. We also invited six of our current formula funded programs to submit a competitive application. Four formula funded p;Q"grams accepted our invitation and submitted competitive applications. 1 �Guidelines were issued to applicants on October 31, 2006. First drafts of the comprehensive applications were due to the MCSC via eGrants on December 15, 2006. Ten applications were received, a full staff review was conducted, and feedback was returned to applicants on or before December 22, 2006. Revisions were due to the MCSC on January 10, 2007. The staff reviewed the ten Comprehensive Applications and is recommending that all of them be included in the MCSC competitive application submission to the Corporation for National and Community.Service on January 25, 2007. Of the ten applications received, five are currently in the third year of a competitively funded grant: BHK Child Development, City Year Detroit, Good Samaritan Ministries, Michigan Department of Agriculture, and Michigan State University Extension. Three of the remaining applicants are currently in the third year of formula funded grants: Communities in Schools Detroit, Jumpstart Michigan, and Michigan Primary Care Association. One applicant is Huron Pines, a potentially new program in the Michigan's AmeriCorps portfolio, mentioned above. Finally, the staff is recommending that one of the currently formula funded programs, Michigan Habitat's AmeriCorps program (in its first year of its current grant), be included in our competitive funding submission. These ten programs are recommended based on the overall quality of the application and their ability to meet the federal funding priorities (services to youth, engaging baby boomers, disaster preparedness and relief, and faith-based initiatives). Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All final revisions are due to MCSC on Tuesday, January 23, 2007. The staff is reviewing the revisions to ensure all issues are addressed. The staff makes the following recommendations: 1) The MCSC staff recommends the following applicants be included in the MCSC's competitive application submission package to the Corporation for National and Community Service. The MSU Extension AmeriCorps Programs is applying for its seventh year of funding. Traditionally, they have operated a 20 member program with an average budget of $250,000. This fall the MCSC asked them to consider merging the Mentor Michigan AmeriCorps program operated by the ConnectMichigan Alliance with their mentoring AmeriCorps program. The Mentor Michigan AmeriCorps program is currently in its second year of operation and has experienced some significant administrative challenges including substantial staff turnover. MSU Extension agreed to take over the Mentor Michigan Program. However in the negotiations they expressed their concern about being able to meet the Year 7 match requirement given the substantial size of this merged program. They asked that we allow them to come in at the Year 4 match requirement for the 2007-08 program year and continue to move up the match chart accordingly over the next three years. The staff believes that this is a fair request given the significant expansion of the program and the limited amount of time they would have to raise the additional match requirement. The members of the MCSC Funding Committee concur with the staff. Michigan's AmeriCorps Education Award Only Application Background The Michigan Campus Compact's Education Award Only AmeriCorps program is recompeting for funding for the 2007-08 program year. All partner sites will consist of schools and community-based organizations in Michigan's upper peninsula. Members will work with 300 struggling K-12 students to increase their scores in the subject tutored by one-halfletter grade, with a goal of achieving success for a minimum of 70% of those tutored. Members will enhance youth mentoring programs for 300 students in grades 6-12, with 70% ofthose served indicating (via survey) improved 3 �skills in conflict-resolution, social skills and character development. Members will also develop and enhance programming for 150 youth ages 0-5, with the goal of increasing school readiness skills among at least 70% of those served. Finally, members will recruit 2,000 community volunteers, providing 12,000 hours of service in support of daily program activities and community-wide service projects. City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps requests $580,744 to engage 55 Full Time members to improve academic performance and attitudes toward learning to students in the Detroit Public Schools though tutoring and in-class support in 2007-2008. Members will deliver services to 1,600 youth in grades K-8 through one-one-one and small group tutoring, resulting in 75% of students improving their academic performance by at least one test level. Members will also engage 1,120 volunteers to serve 13,280 hours in support of service-learning projects, on-going service opportunities, and large-scale service days such as Martin Luther King Jr. and Make A Difference Days. Young Heroes and City Heroes, signature City Year programs, will have members facilitating 14-weeks of service-learning and leadership development programs for 50 middle school and 50 high school youth through weekend sessions in addition to serving 700 youth through the after-school program component Communities in Schools Detroit - the readetroit corps Counties Served: Wayne The readetroit corps AmeriCorps program is requesting $327,600 to enroll 26 Full Time members to serve elementary schools within the Detroit Public Schools system. Members will provide a wide range of literacy and enrichment activities to at least 480 students over the course of each year in order to increase excitement about and interest in reading, with a resulting demonstrated increase in reading skills. Members will recruit, train, and support 250 community volunteers to provide students with tutoring and mentoring services, in addition to other community activities. Members will participate in a wide range of professional and citizenship development training opportunities and activities. Good Samaritan Ministries- AmeriCorps Faith in Youth Counties Served: Ottawa, Allegan -greater Holland and Zeeland areas The AmeriCorps Faith in Youth Partnership is requesting $170,369 to engage 10 Full Time, 4 Half Time, and 4 Quarter Time AmeriCorps members to establish mentoring and after-school programs for children attending the area's six middle schools. The goal of the Partnership is to improve academic _achievement and promote a s~nse of well being, particularly for youth at-risk due to isolation or poverty. The program will be supported through partnerships with local churches and faith-based organizations. The churches will host the AmeriCorps members, provide volunteers, and provide space for the youth activities. The program will help 75% of the 460 youth served achieve positive behavioral changes, as measured by youth surveys. A total of 50 new community volunteers will be recruited, and 100 existing volunteers will be supported, in order to serve as mentors, provide academic assistance, or assist with after-school programming. Overall the goal of the program will be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Habitat for Humanity of Michigan- Michigan Habitat's AmeriCorps Program Counties Served: Berrien, Calhoun, Huron, Ingham, Jackson, Kalamazoo, Lapeer, Macomb, Monroe, St. Clair, and Wayne. The Michigan Habitat's AmeriCorps Program is requesting $387,312 to enroll22 Full Time, 15 Half Time, and 14 Quarter Time (450 hours over the course of 12 months) members to provide volunteer 4 �coordination, construction, and family service support to twelve Habitat for Humanity affiliates throughout the state. Members will serve as family support liaisons for 100 new families by supervising them in their sweat equity as well as their required pre-occupancy training requirements, with 72 successfully completing their sweat equity and training in order to move into their homes. Members will recruit and manage 7,000 new volunteers annually who will provide 42,000 hours of service in support of local Habitat for Humanity affiliates. 1,000 of those volunteers will return to volunteer on an ongoing basis. Members will also serve as construction liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Huron Pines Counties Served: Alcona, Alpena, Cheboygan, Crawford, Iosco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle, Roscommon Huron Pines, a nonprofit dedicated to conserving the forests, lakes and streams of northeast Michigan seeks $125,805 to engage 10 Full-Time AmeriCorps members to serve with regional watershed partner organizations in the areas of organizational development, volunteer recruitment and public outreach in 2007-2008. Members will develop and implement shore or stream bank erosion control practices to preserve 1,500 linear feet of Michigan coastal /stream land. In support of these efforts and to increase the activity and membership base of local watershed organizations, members will recruit 200 volunteers to serve 1,050 hours throughout the 11 county region. VanDam, Acting Executive Director DATE: March 16, 2007 RE: Summary of March 16, 2007 Executive Committee Meeting The following is a summary of the meeting of the Michigan Community Service Commission Executive Committee held via conference call on Friday, March 16, 2007. The meeting was called to order at 10:05 a.m. Members present: Russ Mawby, Bernard Parker and Kari Pardoe. Staff present: Paula VanDam and Janice Harvey. MCSC Retreat Follow Up Paula VanDam explained that MCSC staff is working on a work plan for the four priority areas that came out of the retreat (Visibility and Education, DHS priorities, Advocacy/Public Policy, and Recruitment). They will present the goals and what roles Commissioners will play around these areas at the April board meeting. Advocacy: Voices for Service sent out a national service funding letter this week asking for Congressional members to sign on. Michigan Congressmen Conyers and Dingell both signed on. Ms. VanDam also worked with the Governor's Washington DC office and Commissioners Laurie Stupak and Marsha Smith to help get Congressional members to signon. The MCSC will try to get more Michigan members to serve on the National Service Caucus with a letter from Chairman Mulhern asking them to participate. Currently, Representative Thad McCotter is the only Michigan member on the Caucus. The MCSC is in the process of sending the Annual Report out to all Michigan Legislators. A Public Policy Platform will be presented at the April Board Meeting for approval. �Recruitment: Ms. VanDam informed Commissioners that a meeting has been scheduled for April 18th with major players in the volunteer field to begin discussions on how to increase the capacity to engage more volunteers. They will also work to develop a comprehensive plan to use across the state. Governor's Service Awards Update Paula VanDam gave a quick update and shared that we are still looking for a headliner for the awards ceremony. The GSA Committee will confirm a date by April 4th if a headliner has not been confirmed. We currently have raised $17,500 with another possible $15,000 from State Farm Insurance. They will call back soon with their commitment. Mentor Michigan Update Kellogg Funding: Paula VanDam shared that the Kellogg Foundation has approve the MCSC grant request. This grant will provide resources for the recruitment of male mentors through college campuses, business and corporations, the development of strategic partnerships with the media and working with local mentoring programs/collaboratives to pilot male recruitment campaigns. Some of the Kellogg funding, along funds from the John Hancock grant, will be sub-granted to mentoring organizations for this effort. Bob Kahle has been conducting conference calls gathering information on successful (and non-successful) efforts during the January male mentor recruitment challenge. He will present those findings to the MCSC soon. Mentor Michigan will pilot some of the successful efforts with male groups (fraternities, 100 Black Men, etc) to help recruit more male mentors. There were 300 male mentors recruited during January. Michigan Campus Compact Challenge: Chairman Dan Mulhern spoke at the President's March meeting to re-challenge them to recruiting 3000 new mentors. He also spoke on establishing better reporting of mentors (tracking systems). Corporate Opportunities: Consumers Energy is ready to launch their mentoring program in partnership with Big Brothers Big Sisters in Jackson and Jackson Public Schools. Mr. Mulhern will be attending their kickoff event on April 16th. Charter One Bank also contacted the MCSC to inform us that they will use mentoring as their signature volunteer opportunity for employees. The MCSC will work with them on the project. April MCSC Board Meeting Paula VanDam asked for suggestions on agenda items for the April MCSC Board Meeting. Committee members suggested retreat follow-up . MCSC staff will present goals, measurables and priorities. Other agenda items will include an updates on the CMA/MNA merger, Mentor Michigan, Governor's Service Awards, Urban Initiative and Urban Institute, AmeriCorps Week and the Signature Service Project in June. Michael, Executive Director DATE: June 11, 2007 RE: Summary of June 11, 2007 Executive Committee Meeting The following is a summary of the meeting of the Michigan Community Service Commission Executive Committee held via conference call on Monday, June 11 , 2007. The meeting was called to order at 10:05 a.m. Members present: Dan Mulhern, Rob Collier, Russ Mawby, and Kari Pardoe. Staff present: Musette Michael, Paula VanDam, Mark Mullaney and Janice Harvey. Russ Mawby Signature Service Project Paula VanDam gave a summary of the project which took place last week. There were 250 AmeriCorps members from programs around the state who participated. Wayne State University hosted the members for the Opening Ceremonies and also overnight accommodations. Service projects included clearing vacant lots, siding, landscaping, and painting sheds. It was a huge success. Mentor Michigan Update Paula VanDam shared that Meijer is offering Mentor Michigan $2.00 for every $25.00 gift card sold on Saturday, June 16, and Sunday, June 17. The proceeds will go to recruiting mentors. Dan Mulhern will have Mark Murray, Meijer CEO, on his radio program on Friday to promote it. Mr. Mulhern shared that he has spoken with National Mentor Partnership and they are excited about the idea "Ties that Bind" for a promotion next year (Father' s Day) around mentoring. �Ms. VanDam also shared that Oprah Winfrey aired a show on May 31 st that focused on mentoring. The MCSC received a number of calls following the show with people interested in mentoring or looking for a mentor for a child. The MCSC is working with some of the local programs to track the number of calls they receive around the show. The show will reair on June 29 1h. Governor's Service Awards Update The fundraising is going well. We have raised $180,000 and have some additional potential sponsors. The MCSC staff is working to distribute tickets to all organizations and nonprofits interested. MNAICMA Merger (Approval Item) The MCSC will need to select one representative to serve on the MNA board. Commissioners recommended that the Executive Director of the MCSC should serve as that representative. Commissioner Collier made a motion to approve this recommendation. Commissioner Mawby supported the motion. The motion passed unanimously. The MCSC will need to select two representatives to serve on the MNA Fund Advisory Committee. Staff recommended that Rob Collier and Janet Lawson serve as the representatives ofthis committee. Commissioner Mawby made a motion to approve this recommendation. Commissioner Pardoe supported the motion. The motion passed unanimously with Commissioner Collier abstaining. Chairman Mulhern shared that this will give us great expertise on this committee. He also shared that we need to keep in mind our priorities as they are working on the FY'09 budget. The merger is effective July 1, 2007. AmeriCorps Formula Funding (Approval Item) Paula VanDam gave background on the funding recommendations (see memo from Paula VanDam dated June 10, 2007). Due to staff and executive director changes, Catholic Family Services pulled out of the application process late Friday, June 8. The funding amount that was recommended for this program will be redistributed to those programs that took larger cuts. The staff recommends renewal funding at the recommended amount for the following applicants: Char-Em ISD ($113,500), The Guidance Center ($194,361), Marquette Alger RESA ($166,824), The Regents ofthe Univ. ofMichigan ($273,480), Campfire USA West MI Chapter ($122,397), Volunteer Muskegon ($180,315), and Habitat for Humanity Commissioner Mawby made a motion to approve this Michigan ($322,768). recommendation. Commissioner Pardoe supported the motion. The motion passed unanimously. The staff recommends funding at the recommended amount for the following new/recompete applicants: Boys and Girls Club of Benton Harbor ($132,040), Huron Pines ($125,805), MI Dept of Agriculture ($161, 168), MI Primary Care Association ($226,278), Communities in Schools Detroit ($264,600), Good Samaritan Ministries ($131 ,050), and BHK Child Development ($367,877). �There was discussion on the percentage of cut that Communities in Schools Detroit received. Commissioners agreed to transfer one FTE from BHK Child Development (from 31 to 30) to Communities in Schools Detroit (from 21 to 22). MCSC staff will reallocate the funds from that FTE to Communities in Schools Detroit. With this redistribution, Commissioner Mawby made a motion to support the recommendations. Commissioner Pardoe supported the motion. The motion passed unanimously. Chairman Mulhern noted that the MCSC has lost $1 million in competitive funding. There needs to be a discussion on a strategy to retain the competitive funding. Ms. VanDam shared that the CNCS has a new 5-year strategic plan with their priorities around engaging babyboomers, youth in service, and mobilizing volunteers. The MCSC would have a better chance of receiving competitive funding with programs that focus on these priority areas. The MCSC Funding Committee shared the same concerns. They will be meeting late summer to discuss a strategy for receiving more competitive funds. Chairman Mulhern suggested a session at the mentoring conference in October that would engage our mentoring community around AmeriCorps funding opportunities. He also suggested that it may be helpful to have an AARP person on the MCSC Board. He would like to hear from the MCSC Funding Committee at the September board meeting on how the MCSC can be more successful in receiving competitive funding. Update on State Budget Musette Michael gave a quick update on the budget and shared that the MCSC funding is back in the FY'07 budget. FY'08 budget negotiations are still taking place but at this point the MCSC funding is still in the budget. VanDam, Deputy Director Michigan Community Service Commission RE: Staff Recommendations for Michigan's AmeriCorps Formula Programs DATE: June 8, 2007 Michigan's AmeriCorps Formula Renewal and New Applications Background The Corporation for National and Community Service recently notified us about our competitive funding for AmeriCorps. We had submitted 8 applications for funding with an aggregate request of$2,856,335. The Corporation had $50 million available and had requests for over $100 million. The CNCS selected three of our applications for funding : City Year- $580,744 Jumpsta1i- $142,434 MSU Extension 4H - $700,638 Our total award of competitive funding is $1,423,816. City Year and MSUE had been funded previously with competitive funds. Jumpstart is new to the competitive funds . Three of our existing programs lost their competitive funding: BHK Child Development in the Upper Peninsula, Dept of Agriculture's Groundwater program, and Good Samaritan Ministries Mentoring Program. This equates to a loss of$1,043,949. We have asked CNCS for feedback as to why these applications were not selected. We had also submitted an application from Huron Pines, a new applicant located in northern Michigan that will focus on building the capacity of environmental organizations in a five county area. This is a geographic area where we have never had a program located. They applied last year and we were �interested in funding them, along with three other organi zations, but did not have the funds to do so. They did not receive competitive funding either. The MCSC staff worked with the funding committee to decide which programs to submit for competitive funding. Part of their interest was to give new organizations a chance for the funding rather than to continue to only support existing programs. As a result, we asked the four new organizations that we were interested in funding last year if they would be interested in submitting a competitive application this year. Huron Pines was the only organization that was interested in doing so. Recommendations: After significant discussion with the staff and the funding committee of the board, we are recommending to· the Executive Committee that we fund BHK, Dept of Agriculture, Good Sam Ministries, and Huron Pines with our formula funds . To do so, we had to make cuts to some of the currently funded programs as well as BHK. When deciding on the cuts, we looked at the amount they received in the 2006-07 year, the amount they were requesting in 2007-08, their member enrollment and retention rates for 05-06 and 0607, their overall program performance, and their application scores. In the case ofBHK, we also looked at need and population. We also factored in that when BHK was formula funded in the past it was for 30 members. Please keep in mind that ten (1 0) members is the smallest size program we can support. Based on these factors, organizations would face a cut from 0% up to about 25%. Members will mentor 150 identified at-risk youth with 80% ofteachers reporting some, or a great deal of progress, in student academic progress, attendance, disciplinary referrals, and social behavior. 50% of all mentored youth will show a decrease in disciplinary referrals and increase attendance rates. Members will also engage 250 non-AmeriCorps volunteers who will serve 750 hours in support of conununity and school specific projects. All membersM ill receive training in citizenship and civic engagement though internal Char-Em and MCSC sponsored trainings with 85% of members indicating an increase understanding of key citizenship principles and a strong interest in lifelong civic engagement. 3 �The Guidance Center- Downriver CARES AmeriCorps Counties Served: Wayne The Michigan Community Service Commission respectfully recommends that the Downriver CARES AmeriCorps program, hosted by The Guidance Center, be awarded $194,361 in CNCS formula funding to support 17 MSY's. Members will serve community organizations and schools throughout southern Wayne County to provide assistance in a number of child development issues. Members will work with 520 youth in the areas of literacy, mentoring, after-school programming and therapeutic services, with 80% of youth surveyed indicating an improvement in both their attitudes toward group work and in their personal development inventories. Members will be responsible for recruiting seventy (70) communitybased mentors to be matched and work with one assigned student each for two (2) hours per week for one (1) full year. Volunteer mentors will log approximately 3,640 hours. In addition, members will also be responsible for recruiting 150 volunteers who will log (4) four hours each for bi-monthly community service projects. Overall, 220 community volunteers will be recruited and trained, logging 4,090 hours of service. Additionally, 100% of members will participate in trainings using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Marquette-Alger Regional Educational Service Agency- MARESA AmeriCorps Counties Served: Marquette, Alger The Michigan Community Service Commission respectfully recommends that the Marquette-Alger Regional Educational Service Agency (MARESA) AmeriCorps Program be awarded $142,992 in CNCS formula funding to support 12 MSY's. Members will provide educational services such as academic service-learning programs, after-school and enrichment programs, and academic mentoring to 3,000 youth in grades K-12 . Members will serve in schools and community- and faith-based organizations in Michigan's Upper Peninsula. Overall goals will be to improve self-esteem among 50% of youth served, increase interest in school and learning, and increase the number of the Search Institute's 40 Developmental Assets possessed by youth in the area. Additionally, members will recruit and manage 750 community volunteers to support activities. All members will receive training in citizenship and civic engagement in order to develop an understanding of key citizenship principles and a strong interest in lifelong civic engagement. Michigan AmeriCorps Partnership Counties Served: Wayne The Michigan Community Service Commission (MCSC) respectfully recommends that the Michigan' s AmeriCorps Partnership (MAP) be awarded $273,480 in formula funding to engage 24 MSYs to serve the residents of Detroit and Dearborn, Michigan for 2007-2008. Members will provide services in relation to education, the environment and human needs in 2006-2007. Members will provide direct service at 25 sites to increase organizational capacity to area faith-based and community-based programs. This service will result in 90% of site supervisors indicating that members developed products that will improve organizational service delivery, and ultimately 85% of sites indicating that better able to meet their respective missions. Members will engage, train and support 1,500 community volunteers to provide 18,000 hours of direct service to help ensure the sustainability of area programs beyond the presence of 4 �AmeriCorps members. Additionally, 85% of members will increase understanding of key citizenship principles through trainings using MCSC and CNCS developed materials. Neighborhood Youth Development, Camp Fire USA Counties Served: Kent The Michigan Community Service Commission (MCSC) respectfully recommends that Camp Fire USA be awarded $114,390 in formula funding to engage 10 MSYs to serve the youth ofKent County for 20072008 . Members will serve 1,535 low-income youth at 9 after-school and 6-8 summer program sites; deliver Self-Reliance to 700 youth; lead youth in 2 organization-wide service-learning projects; and recruit 270 volunteers for after-school, summer, and Self-Reliance. As a result of these activities, 80% of after-school and summer youth will indicate that they have acquired critical developmental assets as defined by The Search Institute of Minneapolis. Members will engage 270 non-AmeriCorps volunteers who will deliver 2,000 hours of service to Camp Fire youth. Additionally all members will participate in regional trainings in conjunction with the MCSC where 80% of members will indicate an increase understanding of key citizenship principles and a strong interest in life-long civic engagement. Volunteer Muskegon- Volunteer Muskegon's AmeriCorps Counties Served: Muskegon The Michigan Community Service Commission respectfully recommends that the Volunteer Muskegon' s AmeriCorps program be awarded $168,294 in CNCS formula funding to support 14 MSY's. Members will promote service-learning and community service throughout the City of Muskegon and Muskegon Heights. Members will engage 1,000 students in 100 community-based service projects that will increase their developmental assets by 15%. In addition, members will recruit 200 volunteers to serve at least 800 hours of service on three national days of service: Make A Difference Day, Martin Luther King, Jr. Day of Service, and National Youth Service Day. Finally, 100% ofFull Time members will participate in trainings using MCSC and CNCS developed materials to increase understanding ofkey citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Habitat for Humanity of Michigan - Michigan Habitat's AmeriCorps Program Counties Served: Berrien, Calhoun, Huron, Ingham, Jackson, Kalamazoo, Lapeer, Macomb, Monroe, St. Clair, and Wayne. The Michigan Community Service Commission respectfully recommends that the Michigan Habitat's AmeriCorps Program, hosted by Habitat for Humanity ofMichigan, be awarded $269,951 in CNCS formula funding to support 23 MSY's. Members will provide volunteer coordination, construction, and family service support to twelve Habitat for Humanity affiliates throughout the state. Members will serve as Family Support Liaisons for 100 new families by supervising them in their sweat equity as well as their required pre-occupancy training requirements, with 72 successfully completing their sweat equity and training in order to move into their homes. Members will recruit and manage 7,000 new volunteers annually who will provide 42,000 hours of service in support of local Habitat for Humanity affiliates. 1,000 of those volunteers will return to volunteer on an ongoing basis. Members will also serve as Construction Liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Additionally, 100% of members will 5 �participate in trainings using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Detail supporting recommendations for Formula Recompete Funding Catholic Family Services- A Great Start Counties Served: Berrien The Michigan Community Service Commission (MCSC) respectfully recommends that Catholic Family Services (CFS)-A Great Start be awarded $135,000 in formula funding to engage 10 MSYs to serve the families and youth ofBerrien and Van Buren Counties for 2007-2008 . Members will serve approximately 1,488 local families with parenting skills seeking to reduce abuse and neglect factors while increasing support networks among at least 50% of participating families. Members will also engage 262 nonAmeriCorps volunteers who will provide 2,625 hours of service. Additionally all members will participate in citizenship training both within CFS and in conjunction with other AmeriCorps programs and the MCSC with 85% will indicate an increase understanding of key citizenship principles and a strong interest in life-long civic engagement Boys & Girls Club of Benton Harbor-The Smart Choice Project Counties Served: Berrien The Michigan Community Service Commission (MCSC) respectfully recommends that the Boys & Girls Club of Benton Harbor-The Smart Choice Project (BGCBH) be awarded $135 ,000 in formula funding to engage 10 MSY s to serve youth within the Boys & Girls Club after school and summer programs for 2007-2008. Members will serve 800 youth through after school and summer programming that focuses on five core areas set by Boys & Girls Club of America. Those areas are: Character & Leadership, Health & Life Skills, Education & Career Development, Sports/Fitness & Recreation, and The Arts. 85 % of students will show an increase in student life skills as a result of service as measured by pre and post assessments . Members will also engage 250 non-AmeriCorps volunteers who will serve 2,500 hours in support of these activities. All members will receive training in citizenship and civic engagement though internal BGCBH and MCSC sponsored trainings with 85% of members indicating an increase understanding of key citizenship principles and a strong interest in life-long civic engagement. Huron Pines Counties Served: Alcona, Alpena, Cheboygan, Crawford, Iosco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle, and Roscommon. The Michigan Community Service Commission (MCSC) respectfully recommends that Huron Pines, a nonprofit dedicated to conserving the forests, lakes and streams of northeast Michigan, be awarded $125 ,805 in formula funding to engage 10 Full-Time members to begin an AmeriCorps program to serve with regional watershed partner organizations in the areas of organizational development, volunteer recruitment and public outreach in 2007-2008 . Members will develop and implement shore or stream bank erosion control practices to preserve 1,500 linear feet of Michigan coastal /stream land. In support of these efforts and to increase the activity and membership base of local watershed organizations, members will recruit 200 volunteers to serve 1,050 hours throughout the 11 county region. Member service will aid in the organizational development of their partner organizations though the development 6 �of strategic plans and direct service to implement the goals these plans set forth so that 30% of the goals will be implemented in the initial year of the program. Members will also strengthen local conservation groups through public outreach and the development of three high-quality resource toolkits for targeted audiences that include riparian landowners, local officials and school groups. Additionally, 100% of members will be trained using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in continued civic engagement upon completion of their term of service. This program, formerly known as the Michigan Groundwater Stewardship Program, has been renamed for 2007-08 to further incorporate AmeriCorps into its identity. Members will complete 15,000 risk assessments with homeowners and renters in one-on-one or small group presentations to identify risks around their homes or farms . 75% of the homeowner/renters will reach a midpoint in competency regarding groundwater stewardship; 33% of those identifying a high risk will adopt at least one new practice to reduce contamination. Additionally 15,000 students will receive presentations in their classrooms leading to 80% of teachers indicating that their students have gained a greater understanding of the water cycle, water quality and protection. Members will also engage and train 750 community volunteers to assist in groundwater protection education and outreach programs throughout the state. 100% ofMGSP members will be trained using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in continued civic engagement upon completion of their term of service. Michigan Primary Care Association Counties Served: Antrim, Arenac, Berrien, Charlevoix, Ingham, Kent, Muskegon, Ogemaw, Roscommon, and Wayne. The Michigan Community Service Commission (MCSC) respectfully recommends that the Michigan Primary Care Association (MPCA) AmeriCorps program be awarded $201,136 in formula funding to engage 16 MSYs to serve in community health centers throughout the State of Michigan for 2007-2008. Members will serve in community health centers throughout the State of Michigan for 2007-2008. Members will serve 10,500 uninsured and underinsured Michigan residents through community forums and other public outreach activities to gain information on services available; enable 6,500 patients to set, modify, or increase their self-management goals with 75% of identified chronically-ill patients reporting that they have remained compliant to their goals, thus contributing to a better quality of life. Members will also engage 516 volunteers to assist in promoting national health campaigns. Additionally, 100% of MPCA members will be trained using MCSC and CNCS developed materials to increase understanding 7 �of key citizenship principles and to aid in the development of a strong interest in continued civic engagement upon completion of their term of service. Communities in Schools Detroit -- the readetroit corps Counties Served: Wayne The Michigan Community Service Commission respectfully recommends that the readetroit corps AmeriCorps program, hosted by Detroit Communities in Schools, be awarded $252,000 in CNCS formula funding to support 20 MSY's. Members will serve elementary schools within the Detroit Public Schools system, providing a wide range of literacy and enrichment activities to at least 480 students over the course of each year in order to increase excitement about and interest in reading, with a resulting demonstrated increase in reading skills. Members will recruit, train, and support 250 community volunteers to provide students with tutoring and mentoring services, in addition to other community activities. Members will participate in a wide range of professional and citizenship development training opportunities and activities. Good Samaritan Ministries - AmeriCorps Faith in Youth Partnership Counties Served: Ottawa, Allegan- greater Holland and Zeeland areas The Michigan Community Service Commission respectfully recommends that the AmeriCorps Faith in Youth Partnership program, hosted by Good Samaritan Ministries, be awarded $131,050 in CNCS formula funding to support 10 MSY's. Members will establish and/or continue mentoring and afterschool programs for children attending the area's six middle schools. The goal of the Partnership is to improve academic achievement and promote a sense of well being, particularly for youth at-risk due to isolation or poverty. The program will be supported through partnerships with local churches and faithbased organizations. The churches will host the AmeriCorps members and provide volunteers and space for the youth activities. The program will help 75% of the 460 youth served achieve positive behavioral changes, as measured by youth surveys. A total of 50 new community volunteers will be recruited, and 100 existing volunteers will be supported, in order to serve as mentors, provide academic assistance, or assist with after-school programming. Overall the goal of the program will be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Finally, members will participate in trainings using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. B-H-K Child Development Board- Superior AmeriCorps Counties Served: Baraga, Dickenson, Gogebic, Houghton, Iron, Keweenaw, and Ontonagon The Michigan Community Service Commission respectfully recommends that the Superior AmeriCorps Program, hosted by the B-H-K Child Development Board, be awarded $363,816 in CNCS formula funding to support 31 MSY's. Members will provide educational assistance to youth and to recruit volunteers. All partner sites will consist of schools and community-based organizations in Michigan's upper peninsula. Members will work with 300 struggling K-12 students to increase their scores in the subject tutored by one-half letter grade, with a goal of achieving success for a minimum of 70% of those tutored. VanDam, Deputy Director Michigan Community Service C01mnission RE: Staff Recommendations for Michigan' s AmeriCorps Formula Programs- REVISED DATE: June 10, 2007 Michigan's AmeriCorps Formula Renewal and New Applications Background The Corporation for National and Conmmnity Service recently notified us about our competitive funding for AmeriCorps. We had submitted 8 applications for funding with an aggregate request of $2,856,33 5. The Corporation had $50 million available and had requests for over $100 million. The CNCS selected three of our applications for funding : City Year- $580,744 Jumpstart- $142,434 MSU Extension 4H- $700,638 Our total award of competitive funding is $1,423 ,8 16. City Year and MSUE had been funded previously with competitive funds. Jumpstart is new to the competitive funds . Three of our existing programs lost their competitive funding: BHK Child Development in the Upper Peninsula, Dept of Agriculture's Groundwater program, and Good Samaritan Ministlies Mentoring Program. This equates to a loss of$1,043,949. We have asked CNCS for feedback as to why these applications were not selected. We had also submitted an application from Huron Pines, a new applicant located in northern Michigan that will focus on building the capacity of environmental organizations in a five county area. This is a geographic area where we have never had a program located. They applied last year and we were �interested in funding them, along with three other organi zations, but did not have the funds to do so. They did not receive competitive funding either. The MCSC staff worked with the funding conm1ittee to decide which programs to submit for competitive funding. Pati of their interest w as to give new organizations a chance for the funding rather than to continue to only support existing programs. As a result, we asked the four new organizations that we were interested in funding last year if they would be interested in submitting a competitive application this year. Huron Pines was the only organization that was interested in doing so. Recommendations: After significant discussion with the staff and the funding committee of the board, we are reconm1ending to the Executive Conm1ittee that we fund BHK, Dept of Agriculture, Good San1 Ministries, and Huron Pines with our formula funds. To do so, we had to make cuts to some of the currently funded programs as well as BHK. When deciding on the cuts, we looked at the amount they received in the 2006-07 year, the amount they were requesting in 2007-08, their member enrollment and retention rates for 05-06 and 0607, their overall program perfonnance, and their application scores. In the case ofBHK, we also looked at need and population. We also factored in that when BHK was fommla funded in the past it was for 30 members. Please keep in mind that ten (10) members is the smallest size program we can support. Based on these factors , organizations would face a cut from 0% up to about 25 %. Members will mentor 150 identified at-risk youth with 80% ofteachers reporting some, or a great deal of progress, in student academic progress, attendance, disciplinary referrals, and social behavior. 50% of all mentored youth will show a decrease in disciplinary referrals and increase attendance rates. Members will also engage 250 non-AmeriCorps volunteers who will serve 750 hours in support of co1m1mnity and school specific projects. All membersMill receive training in citizenship and civic engagement though internal Char-Em and MCSC sponsored trainings with 85% of members indicating an increase understanding of key citizenship principles and a strong interest in lifelong civic engagement. 3 �The Guidance Center- Downriver CARES AmeriCorps Counties Served: Wayne The Michigan Community Service Conm1ission respectfully recommends that the Downriver CARES AmeriCorps program, hosted by The Guidance Center, be awarded $194,361 in CNCS fornmla fw1ding to support 17 MSY's. Members will serve community organizations and schools throughout southern Wayne County to provide assistance in a number of child development issues. Members will work with 520 youth in the areas of literacy, mentoring, after-school programming and therapeutic services, with · 80% of youth surveyed indicating an improvement in both their attitudes toward group work and in their personal development inventories. Members will be responsible for recruiting seventy (70) communitybased mentors to be matched and work with one assigned student each for two (2) hours per week for one (1) full year. Volunteer mentors will log approximately 3,640 hours. In addition, members will also be responsible for recruiting 150 volunteers who will log (4) four hours each for bi-monthly community service projects. Overall, 220 community volunteers will be recruited and trained, logging 4,090 hours of service. Members will provide educational services such as academic service-learning programs, after-school and enrichment programs, and academic mentoring to 3,000 youth in grades K -12. Members will serve in schools and community- and faith-based organizations in Michigan's Upper Peninsula. Overall goals will be to improve self-esteem among 50% of youth served, increase interest in school and learning, and increase the number of the Search Institute's 40 Developmental Assets possessed by youth in the area. Additionally, members will recruit and manage 750 community volunteers to support activities. All members will receive training in citizenship and civic engagement in order to develop an understanding of key citizenship principles and a strong interest in lifelong civic engagement. Michigan AmeriCorps Partnership Counties Served: Wayne The Michigan Community Service Commission (MCSC) respectfully recommends that the Michigan's AmeriCorps Partnership (MAP) be awarded $273 ,480 in formula funding to engage 24 MSYs to serve the residents of Detroit and Dearborn, Michigan for 2007-2008 . Members will provide services in relation to education, the environment and human needs in 2006-2007. Members will provide direct service at 25 sites to increase organizational capacity to area faith-based and community-based programs. This service will result in 90% of site supervisors indicating that members developed products that will improve organizational service delivery, and ultimately 85% of sites indicating that better able to meet their respective missions. Members will engage, train and support 1,500 conmmnity volunteers to provide 18,000 hours of direct service to help ensure the sustainability of area programs beyond the presence of 4 �AmeriCorps members. Additionally, 85% of members will increase understanding ofkey citizenship principles through trainings using MCSC and CNCS developed materials. Neighborhood Youth Development, Camp Fire USA Counties Served: Kent The Michigan Community Service Commission (MCSC) respectfully recommends that Camp Fire USA be awarded $114,390 in formula funding to engage 10 MSYs to serve the youth ofKent County for 20072008. Members will serve 1,535 low-income youth at 9 after-school and 6-8 summer program sites; deliver Self-Reliance to 700 youth; lead youth in 2 organization-wide service-learning projects; and recruit 270 volunteers for after-school, summer, and Self-Reliance. As a result of these activities, 80% of after-school and summer youth will indicate that they have acquired critical developmental assets as defined by The Search Institute of Minneapolis. Members will engage 270 non-AmeriCorps volunteers who will deliver 2,000 hours of service to Camp Fire youth. Additionally all members will participate in regional trainings in conjunction with the MCSC where 80% of members will indicate an increase understanding of key citizenship principles and a strong interest in life-long civic engagement. Members will promote service-learning and community service throughout the City of Muskegon and Muskegon Heights. Members will engage 1,000 students in 100 community-based service projects that will increase their developmental assets by 15%. In addition, members will recruit 200 volunteers to serve at least 800 hours of service on three national days of service: Make A Difference Day, Martin Luther King, Jr. Day of Service, and National Youth Service Day. Habitat for Humanity of Michigan- Michigan Habitat's AmeriCorps Program Counties Served: Berrien, Calhoun, Huron, Ingham, Jackson, Kalamazoo, Lapeer, Macomb, Monroe, St. Clair, and Wayne. The Michigan Conununity Service Commission respectfully recommends that the Michigan Habitat's AmeriCorps Program, hosted by Habitat for Humanity of Michigan, be awarded $269,951 in CNCS formula funding to support 23 MSY's. Members will provide volunteer coordination, construction, and family service support to twelve Habitat for Humanity affiliates throughout the state. Members will serve as Family Support Liaisons for 100 new families by supervising them in their sweat equity as well as their required pre-occupancy training requirements, with 72 successfully completing their sweat equity and training in order to move into their homes. Members will recruit and manage 7,000 new volunteers annually who will provide 42,000 hours of service in support of local Habitat for Humanity affiliates. 1,000 ofthose volunteers will return to volunteer on an ongoing basis. Members will also serve as Construction Liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Detail supporting recommendations for Formula Recompete Funding Catholic Family Services - A Great Start Counties Served: Berrien The Michigan Community Service Commission (MCSC) respectfully recommends that Catholic Family Services (CFS)-A Great Start be awarded $135,000 in formula funding to engage 10 MSYs to serve the families and youth of Berrien and Van Buren Counties for 2007-2008. Members will serve approximately 1,488 local families with parenting skills seeking to reduce abuse and neglect factors while increasing support networks among at least 50% of participating families. Members will also engage 262 nonAmeriCorps volunteers who will provide 2,625 hours of service. Additionally all members will participate in citizenship training both within CFS and in conjunction with other AmeriCorps programs and the MCSC with 85% will indicate an increase understanding of key citizenship principles and a strong interest in life-long civic engagement Boys & Girls Club of Benton Harbor-The Smart Choice Project Counties Served: Berrien The Michigan Community Service Commission (MCSC) respectfully recommends that the Boys & Girls Club ofBenton Harbor-The Smart Choice Project (BGCBH) be awarded $135 ,000 in formula funding to engage 10 MSYs to serve youth within the Boys & Girls Club after school and summer programs for 2007-2008 . Members will serve 800 youth through after school and sunm1er programming that focuses on five core areas set by Boys & Girls Club of America. Those areas are: Character & Leadership, Health & Life Skills, Education & Career Development, Sports/Fitness & Recreation, and The Arts. 85% of students will show an increase in student life skills as a result of service as measured by pre and post assessments. Members will also engage 250 non-AmeriCorps volunteers who will serve 2,500 hours in support of these activities. The Michigan Community Service Conm1ission (MCSC) respectfully recommends that Huron Pines, a nonprofit dedicated to conserving the forests, lakes and streams of northeast Michigan, be awarded $125,805 in formula funding to engage 10 Full-Time members to begin an AmeriCorps program to serve with regional watershed partner organizations in the areas of organizational development, volunteer recruitment and public outreach in 2007-2008. Members will develop and implement shore or stream bank erosion control practices to preserve 1,500 linear feet ofMichigan coastal /stream land. In support of these efforts and to increase the activity and membership base of local watershed organizations, members will recruit 200 volunteers to serve 1,050 hours throughout the 11 county region. Member service will aid in the organizational development of their partner organizations though the development 6 �of strategic plans and direct service to implement the goals these plans set forth so that 30% of the goals will be implemented in the initial year of the program. Members will also strengthen local conservation groups through public outreach and the development of three high-quality resource toolkits for targeted audiences that include riparian landowners, local officials and school groups. This program, formerly known as the Michigan Groundwater Stewardship Program, has been renamed for 2007-08 to further incorporate AmeriCorps into its identity. Members will complete 15,000 risk assessments with homeowners and renters in one-on-one or small group presentations to identify risks around their homes or farms. 15% of the homeowner/renters will reach a midpoint in competency regarding groundwater stewardship; 33% of those identifying a high risk will adopt at least one new practice to reduce contamination. Additionally 15,000 students will receive presentations in their classrooms leading to 80% of teachers indicating that their students have gained a greater understanding of the water cycle, water quality and protection. Members will also engage and train 750 community volunteers to assist in groundwater protection education and outreach programs throughout the state. 100% of MGSP members will be trained using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in continued civic engagement upon completion of their term of service. Michigan Primary Care Association Counties Served: Antrim, Arenac, Berrien, Charlevoix, Ingham, Kent, Muskegon, Ogernaw, Roscommon, and Wayne. The Michigan Community Service Commission (MCSC) respectfully recommends that the Michigan Primary Care Association (MPCA) AmeriCorps program be awarded $201,136 in fonnula funding to engage 16 MSYs to serve in community health centers throughout the State of Michigan for 2007-2008. Members will serve in community health centers throughout the State ofMichjgan for 2007-2008. Members will serve 10,500 uninsured and underinsured Michigan residents through community forums and other public outreach activities to gain information on services available; enable 6,500 patients to set, modify, or increase their self-management goals with 75% of identified chronically-ill patients reporting that they have remained compliant to their goals, thus contributing to a better quality of life. Members will also engage 516 volunteers to assist in promoting national health campaigns. Communities in Schools Detroit-- the readetroit corps Counties Served: Wayne The Michigan Community Service Conunission respectfully recommends that the readetroit corps AmeriCorps program, hosted by Detroit Conmmnities in Schools, be awarded $252,000 in CNCS formul a funding to support 20 MSY's. Members will serve elementary schools within the Detroit Public Schools system, providing a wide range of literacy and enriclunent activities to at least 480 students over the course of each year in order to increase excitement about and interest in reading, with a resulting demonstrated increase in reading skills. Members will recruit, train, and support 250 community volunteers to provide students with tutoring and mentoring services, in addition to other conmmnity activities. Members will participate in a wide range of professional and citizenship development training opportunities and activities. Good Samaritan Ministries- AmeriCorps Faith in Youth Partnership Counties Served: Ottawa, Allegan -greater Holland and Zeeland areas The Michigan Community Service Commission respectfully recommends that the AmeriCorps Faith in Youth Partnership program, hosted by Good Samaritan Ministries, be awarded $131,050 in CNCS fommla funding to support 10 MSY' s. Members will establish and/or continue mentoring and afterschool programs for children attending the area's six middle schools. The goal of the Partnership is to improve academic achievement and promote a sense of well being, particularly for youth at-risk due to isolation or poverty. The program will be supported through partnerships with local churches and faithbased organizations. The churches will host the AmeriCorps members and provide volunteers and space for the youth activities. The program will help 75% of the 460 youth served achieve positive behavioral changes, as measured by youth surveys. A total of 50 new community volunteers will be recruited, and 100 existing volunteers will be supported, in order to serve as mentors, provide academic assistance, or assist with after-school programming. Overall the goal of the program will be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Members will work with 300 struggling K-12 students to increase their scores in the subject tutored by one-half letter grade, with a goal of achieving success for a minimum of 70% of those tutored. Members will enhance youth mentoring programs for 300 students in grades 6-12, with 70% of those served indicating (via survey) improved skills in conflict-resolution, social skills and character development. Members will also develop and enhance progra11m1ing for 150 youth ages 0-5, with the 8 �.. goal of increasing school readiness skills among at least 70% of those served. Additionally, members will recruit 2,000 community volunteers, providing 12,000 hours of service in support of daily program activities and community-wide service projects. They will update their web page to include service-learning resources for teachers and partners. The Service-Learning Coordinator will select building representatives who will work with her to provide localized service-learning support. Expanded professional development opportunities will be delivered this year in order to reach teachers not previously engaged. Student presentations will be encouraged as a means for generating more interest and support for service-learning. Finally, the program advisory board will develop an awards program to recognize staff, volunteers and students involved in service-learning. These five strategies will get them closer to implementing the Belding Area Schools vision for service-learning - "sh1dents will experience service-learning every year in every grade". Over the next year they will be targeting the administrative level with presentations at the administrative Council meetings. They will also be improving teacher development with workshops focused on deepening the impact of service-learning and the understanding the Principles of Effective Practice for service-learning so that the projects will be of sufficient intensity and duration. They will be adding projects at three more buildings and will be working to increase the community and administrative support of their service-learning efforts. Angelia Salas has identified schools in Detroit and is sharing the application process with them. Angelia Salas shared that one previously funded grantee, Eaton County ISD, did not reapply due to staff transition. Another applicant was not recommended for funding as they did not successfully demonstrate adequate performance on goals. �Chairman Mulhern asked for a motion to support the staff recommendations for the Learn and ServeMichigan School-Based renewal grants. Commissioner Parker moved to support the motion and Commissioner Collier seconded the motion. The motion passed unanimously. Draft Blueprint for Action Musette Michael gave an overview of the process around the Blueprint for Action. The information came from the goals that Commissioners established at the February 2007 board retreat. This plan will help to move the MCSC forward with programs working in the same direction. Staff will be identifying activities within their programs for each strategy. Members like the plan and made a few additional suggestions. Commissioner Parker added that activities should include ways to measure their success. Reappointment of Commission Board Members Members reviewed the list of members whose terms expire in October. Commissioner Pardoe will be departing as she is term limited. Commissioner Acho will be taking a position in Washington DC. Members seek representation from the Upper Peninsula, northeastern Michigan, youth, and those with backgrounds in communications, the Arab American community and senior citizens. Commissioner Pardoe advocates for continuing two youth commissioners as members to assure stronger youth participation. She also suggests having a current commissioner mentor youth commissioners. Chairman Mulhern suggested asking Jeanine Yard and Angelia Salas for suggestions on youth demonstrating outstanding qualities. Commissioner Sign-On Letters Two letters were distributed to members for their review. One letter will go to members of the Michigan Congressional delegation and the other to Congressman George Miller. The letters support reauthorization and national service funding. As was agreed at the April 27, 2007 MCSC board meeting, the Executive Committee can approve the letters and signing-on the MCSC commissioners names. Commissioner Mawby made a motion to support the letters and Commissioner Pardoe supported the motion. The motion passed unanimously. Our programs represent prudent and cost-effective investments in citizens who are helping to meet community needs. In 2006 alone, the outcomes are impressive: • The 891 Michigan ' s AmeriCorps Members mentored and tutored disadvantaged children, recruited volunteers, protected our environment, built affordable housing, and prepared for and responded to disasters. • In addition to the 700,000 hours of service AmeriCorps members gave, members recruited more than 25 ,000 volunteers whose service is valued at more than $2.9 milli on. They also would like to have program presentations at future meetings on the unique activities happening in the communities due to national service. MCSC staff is waiting to hear whether VIG funding will be in the FY08 budget. If we receive the funding, there will be an agenda item added to approve the recommendation for spending it around Blueprint for Action initiatives. In fact, Governor Granholm has had to cut $1 billion from the general fund in this year alone. However, she has consistently funded the MCSC with $1.2 million. In addition, the MCSC has leveraged priv,ate dollars to support Mentor Michigan, the Governor's Service Awards, and other programs that are Corporation priorities. Unfortunately, we have seen a decrease of $2.8 million since 2003 from the Corporation. o What advice can you give us to help us increase the funding we receive from the Corporation? • We want you to know how much we appreciate the funding made available for strategic initiatives but we feel that states have additional, unique needs and challenges. o How can the Corporation make flexible funding available to help states meet these unique needs? • The Tim e magazine cover story really demonstrates that national service and civic engagement are becoming part of mainstream America. We were happy that it called attention to the service platforms of the presidential candidates. o How do you think this type of publicity will impact the service platforms of presidential candidates? o How do you think the recommendations for elevating the visibility of the Corporation will play out? • In Michigan- and I'm sure in other states- the Commission is playing a critical role in the health and viability of the nonprofit and education communities. The CNCS has $10 .87 million to support new competitive grants for the 2008-09 program year and approximately $45 million for continuations. This low level of funds available for new programs is due to the high numbers of expected continuation funding. The MCSC solicited applications from two Governor initiatives: the Campaign to End Homelessness and the Cities of Promise. The Corporation for Supportive Housing, on behalf of the Campaign to End Homelessness, submitted an application. The MCSC staff reviewed the new application and the three continuation applications and recommend that all be included in the MCSC competitive grants application for the 2008-09 program year: Corporation for Suppm1ive Housing ($263,883), Jumpstart for Young Children ($131,423), City Year, Inc. ($580,745), and Michigan State University ($764,008). This is a total of$1,740,059. �Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Competitive Grants Application. Commissioner Mawby moved to support the motion and Commissioner Collier seconded the motion. The motion passed unanimously. Paula VanDam explained the second staff recommendation for the Michigan's AmeriCorps Education Award Only Application. The Michigan Campus Compact's Education Award Only AmeriCorps program is recompeting for funding for the 2008-09 program year. Staff recommends funding Michigan Nonprofit Association/Michigan Campus Compact at $54,000. They will have 450 members completing 300 hours of service (tutoring, mentoring, volunteer generation) through Michigan Campus Compact affiliates . They are also working with pre-service teachers to prepare them for having a service-leaming component in their classrooms. The members receive a $1000 education award once they have completed their year of service. Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Education Only Application. Commissioner Collier moved to support the motion and Commissioner Parker seconded the motion. The motion passed unanimously. Approval ofMichigan 's Volunteer Investment Grants (see memo dated February 5, 2008 from Paula VanDam.) The Michigan's Volunteer Investment Grants (VIG) suppmi volunteer infrastructure by increasing the capacity of organizations to be better equipped to mobilize volunteers. The MCSC focus this year was designed to align with three areas outlined in MCSC Blueprint for Action: mentoring, engaging baby boomers, and engaging youth in service. The MCSC has $200,000 to award and received 45 applications requesting $722,799. Staff is recommending 13 projects for funding for a total of$197,021. The additional funding will be used for training, coordination and administration of the grant. The MCSC staff recommends funding at the requested level for the following organizations: Ann Arbor Center for Independent Living ($1 0,000), Big Brothers Big Sisters of Greater Flint ($20,000), Camp Fire USA West MI Council ($18 ,242), Catholic Services ofMacomb ($9,252), Communities in Schools Detroit ($20,000), Human Development Commission ($19, 108), Kalamazoo Communities in Schools ($6, 196), Little Brother- Friends of the Elderly ($1 0,984), Oak Park Business and Education Alliance ($20,000) , United Way of Chippewa County Volunteer Center ($12,400), United Way of Northwest Michigan Volunteer Center ($20,000), Volunteer Center of Southwest Michigan ($1 0,839), and Volunteers in Prevention, Probation and Prisons ($20,000). Chairman Mulhern asked for a motion to support the staff recommendations for the Michigan's Volunteer Investment Grants. Commissioner Mawby moved to support the motion and Commissioner Niester seconded the motion. The motion passed unanimously. Commissioners suggested that those not receiving funding should use this as an opportunity to send a letter to legislators to share with them the need to leverage more funding to support volunteerism. Ms. VanDam explained the second staffrecommendation around the Volunteer Investment Grants. The staff recommends using the remaining $2,979 to support training and technical assistance to the 13 grantees. Nineteen Housing Case Managers and one Volunteer Coordinator member will build the capacity of local community service agencies throughout the state of Michigan. AmeriCorps members will fill a critical gap in services in the statewide effort to abolish homelessness by performing outreach activities and assisting individuals experiencing homelessness or at-risk ofhomelessness to assess barriers to housing, develop strategic plans, and identify housing opportunities. The goal in the first year is to reach a minimum of760 individuals statewide. Members will serve as case managers in order to assist families to transition out of homelessness, and to assist youth aging out of foster care to access pem1anent housing. Finally, members will create ongoing relationships linking individuals experiencing homelessness, host site Continuum of Care agencies, and much needed-community housing and service providers in order to enhance the overall movement to end homelessness. Continuation Applicants Jumpstart for Young Children, Inc-- Jumpstart Michigan Counties Served: Washtenaw, Wayne Jumpstart Michigan's AmeriCorps members work individually and in teams to enhance the literacy, language, and social development of young children by implementing research-based best practices from the field of early childhood education in preschool centers serving lowincome communities. Corps members accomplish this during structured sessions and regular visits to preschools throughout the school year. Jun1pstart AmeriCorps members also engage volunteers and perform service projects to meet community needs. Jumpstart members will recruit 120 volunteers who will assist in increasing literacy resources for young children and their families and increase the reach of the Jumpstart Program in the community. Members will provide 73 preschoolers with individual school readiness support. Member will also receive training to equip them to become future teachers. City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps members provide intensive tutoring, facilitate after school youth development programming, serve as positive role models, build capacity of schools, and create service opportunities for the citizens ofDetroit. Members will serve 1,675 youth in grades 1-8 through one-on-one and small group tutoring, resulting in 75% of students improving academic perfo1mance by at least one test level. Members will engage 1,060 volunteers to serve 9,800 �hours in support of service-learning projects, on-going service opportunities, and large-scale service days such as M.L.K. Jr. and Make A Difference Days. All members will pariicipate in Citizenship and Civic Engagement Trainings with 75% indicating increased knowledge in this area. Young Heroes and City Heroes programs will have members facilitating a 14-week service-leanling and leadership development program for 50 middle school students through weekend sessions, in addition to serving 700 youth through the after-school program component. Members will continue 5 capacity building projects within schools, and initiate 2 new programs to help these schools better achieve their missions. 75 % of school partners will indicate an increased capacity to achieve their missions within in the first year, while 50% of partners in the second year of a project will indicate the project is less reliant on CYD and moving towards sustainability. Michigan State University 4-H Extension- 4-H Mentor Michigan Initiative Counties Served: Berrien, Cass, Cheboygan, Clare, Clinton, Eaton, Genesee, Gladwin, Gratiot, Ingham, Ionia, Jackson, Kalamazoo, Leelanau, Luce, Mackinac, Macomb, Missaukee, Muskegon, Oakland, Oscoda, Ottawa, Shiawassee, Wayne, Wexford The 4-H Mentor Michigan Initiative AmeriCorps program will enroll sixty full-time members in order to build the capacity ofmentoring orgarlizations throughout the state of Michigan by expanding youth mentoring programs, recruiting, supporting and evaluating volunteers to become mentors in schools and community-based mentoring programs. These members: 1) develop and enhance mentoring programs for at-risk youth in 45-50 counties statewide; 2) plan and carry out community-based service-learning activities with these same youth; 3) train and match adult and older youth volunteer mentors with at-risk youth through one-on-one, small group, or peer mentoring; 4) form and/or expanded mentoring collaboratives in at least 80% of the participating counties; and 5) participate in trainings using MCSC and CNCS developed materials to increase understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Members also design, promote, and deliver mentor workshops. In addition, they plan and conduct a commw1ity service project in their local community. Michigan's AmeriCorps Education Award Only Applicant Michigan Nonprofit Association/Michigan Campus Compact Counties Served: Statewide The Michigan Campus Compact's (MCC) Michigan Service Scholars (MSS) AmeriCorps program will enroll 450 minimum-time (300 hour), Education Award Only AmeriCorps members to support youth development and increase volunteer capacity throughout the state. This program provides a much-needed link in the continuum of service opportunities for young adults . Those who were engaged in service-learning and community service while in the K-12 setting have the opportunity to give back to the community while developing as engaged citizens who will continue on in a life time of service. This prograrn is also on the forefront of service learning. A specific cadre of members is focused on developing and piloting service-learning lesson plans in the classroom. In order for service- �learning to take root and be sustained, it must be integrated in programming at the higher education level. The MSS program is successfully achieving this objective and can develop a model that is replicable for other states and institutions of higher education across the country. Michigan Volunteer Investment Grants Ann Arbor Center for Independent Living-Washtenaw Youth Mentoring Coalition Coun ty Served: Washtenaw The Washtenaw Youth Mentoring Coalition will enhance mentoring efforts in Washtenaw County by increasing public awareness, developing partnerships, increasing recruitment and referrals of potential mentors, and enhancing the capacity of local mento ring organizations. The project will recruit 150 prospective mentors and 50 percent of the Coalition member organizations will improve their ability to locate and utilize resources that improve youth servrces. Big Brothers Big Sisters of Greater Flint County Served: Genesee Grant funds will be used to support mentoring marketing and recruitment activities in Genesee County. Grant funds will be used to support efforts to reduce the current waiting list of 37 5 unmatched youth through the engagement ofhigh school students and baby boomers. Camp Fire USA West Michigan Council County Served: Kent Camp Fire will support Operation SAGE: Seniors Active, Giving & Enriching volunteer recruitment and retention program. Grant funds will be used to recruit Camp Fire alumni (females 55+) to serve in Camp Fire's after-school and summer programs. Operation SAGE supports Camp Fire's organizational sustainability by creating a base of older volunteers to complement and expand the existing base of primarily college-age volunteers. Camp Fire plans to recruit 25 to 50 older adult volunteers with 75 percent of the volunteers reporting a positive volunteer e~perience. Catholic Services of Macomb County Served: Ma comb Catholic Services of Macomb will support boomer and mentor volunteer recruitment. Grant funds will be used to expand the capacity to recruit and place boomer volunteers and expand partnerships fo r volunteer placement. The project will also explore mentoring program models for implementation by the RSVP of Macomb. Targeted outcomes are an increase in boomer volunteers, mentors, youth served, and mentor and mentee satisfaction. �Communities In Schools of Detroit, Inc. County Served: Wayne County Communities In Schools of Detroit, Inc. (CIS) will recruit, train, place, and retain 200 volunteers born between 1946 and 1964--better known as boomers. The volunteers will serve in metro Detroit schools to tutor at-risk children through the readetroit initiative. CIS will retain volunteers by better assessing volunteer skills and preferences, better matching the preferences to the opportunities, developing new service opportunities, offering training and continuous development, and recognizing volunteer contributions. Human Development Commission Counties Served: Huron and Sanilac The Human Development Commission will implement the Volunteer Leadership in our Community (VLOC) project. The VLOC will utilize baby boomers skills, talents, knowledge, and experience to support and assist organizations in rural settings. These highly skilled individuals will become volunteer leaders to help identify the needs of organizations and will work collaboratively to create effective strategies to meet those needs. The project will recruit primarily boomer volunteers and coordinate with other volunteer service providers such as the Foster Grandparents Program and the Thumb Volunteer Alliance. Kalamazoo Communities in Schools County Served: Kalamazoo Kalamazoo Communities in Schools will increase the distribution of the Retention and Recruitment Resource Kit and build a network of business partners to increase resources and engage potential volunteers. CIS-Kalamazoo and the Great Start Collaborative have determined that businesses play a critical role in promoting family engagement by promoting environments that are flexible to allow mentoring and encouraging such activities. The Resource Kit was created to help businesses identify ways to help employees faced with balancing career and family responsibilities. Little Brother - Friends of the Elderly Counties Served: Baraga, Houghton, Keweenaw, and Ontonagon The Little Brother - Friends of the Elderly will purchase and integrate a new volunteer database that will replace and improve upon an outdated system. As a result of this systemic change, the program will increase its capacity to better recruit, mobilize, and retain volunteers. Access to expanded information, which will be an important component of the new database, will enable the program to solicit targeted volunteer audiences, in this case baby boomers. Oak Park Business and Education Alliance County Served: Oakland �The Oak Park Business and Education Alliance (OPBEA) will serve approximately 60 students transitioning from 5th to 61h grade at three local elementary and middle schools. The project will also implement programming for the Faces of the Future mentoring program graduates in 9th-11th grades, which will engage them in community service activities. The grant includes recruitment of 30 new community volunteers, an evaluation component, and promotional materials, supplies, and equipment. United Way Volunteer Center of Chippewa County- Everyone Can Serve Counties Served: Chippewa, Luce, and Mackinac The United Way of Chippewa County will support the Everyone Can Serve program. This endeavor will unite partner organization to engage local youth from disadvantaged circumstances in service in and out of the classroom. Grant funds will be used to prepare student teachers, via an intensive training opportunity, to conduct meaningful and effective service-learning activities. As a result, at least 20 student teachers will conduct 20 service-learning lessons with 500 students, to perform 1,000 hours of service. United Way of Northwest Michigan Volunteer Center Counties Served: Antrim, Benzie, Grand Traverse, Kalkaska, and Leelanau The United Way ofNorthwest Michigan will build and strengthen the virtual capacity of its Volunteer Center in order to significantly increase volunteerism among boomers and youth. Strategic use of Internet resources will efficiently link volunteers and nonprofits across a rural, five-county area. In addition, these grant funds will help provide Volunteer Use and Management training for 50 of the 200 nonprofits served, leading to improved volunteer recruitment and placement. The organization expects to increase the number of boomer and youth volunteers by 30 to 45 percent over the next three years and to increase the readiness of nonprofits to utilize volunteer resources. Volunteer Center of Southwest Michigan, Inc Counties Served: Berrien, Cass, Van Buren The Volunteer Center of Southwest Michigan, Inc., with the support of the Southwest Michigan Mentoring Collaborative, will utilize an innovative strategy to connect mentors with organizations. This grant will remove barriers and improve mentor recruitment and retention. Creating a single point of entry for mentors, the Volunteer Center will conduct initial screenings and background checks for potential mentors. A "portable background check" will be created allowing the potential mentor to transfer their file if the initial placement is not a good fit. Those unsure of becoming a mentor will be placed in other volunteer opportunities, including those serving children, and will be encouraged to move into mentoring over time. Volunteers in Prevention, Probation and Prisons, Inc. County Served: Wayne The Volunteers in Prevention, Probation and Prisons, Inc., will increase mentoring to youth with incarcerated parents living in five disenfranchised neighborhoods of Detroit. Grant funds will be �used support a multi-faceted awareness strategy to explore the viability of establishing individual community mentoring offices and to establish partnerships with faith-based and other organizations. The program will generate 500 new potential mentor inquiries, resulting in 50 newly trained and screened mentors to be matched with youth.
