As I have indicated, the fiscal year 1998 budget will again be a tight budget. As you will see, there are relatively few new initiatives in the budget, and a number of situations in which funding will be reduced. We appreciate the concerns you have raised about the critical nature of the services provided through this initiative. We understand that the commission is able to leverage considerable resources in the community through their work. We are pleased to let you know that we will be able to support the request for additional funds for administrative costs ($275,000). We will also be able to support a grant endowment fund of$1.0 million. This is less than the $1.5 million you have advocated for, but I am hopeful that this will still be a significant step forward in achieving the goals of the commission. The Summit will take place in Philadelphia, from Sunday, April27, through Tuesday, April 29. The opening and closing ceremonies will be held at Independence Hall with most of the working sessions to be conducted at Philadelphia's Convention Center. What are the goals of the Summit? The Summit's goal is to mobilize millions of citizens and thousands of organizations from all sectors in order to ensure that all of our youth have access to five fundamental resources that can help them lead·heaJthy, fulfilling and productive lives: • An ongoing relationship with a caring adult -- a mentor, tutor, coach; • • • • Safe places and structured activities during non-school hours to learn and grow; A healthy start; A marketable skill through effective education; An opportunity to give back through community service. Through specific, measurable commitments toward these goals from organizations from every sector in America, and through community initiatives, the aim is to work together to tum the tide for America's youth. The Summit's goal is to make effective citizen service an integral part of the American way of life. Who is involved in the Summit? President Clinton and former President Bush are honorary co-chairmen of the Summit. General Colin Powell is General Chairman of the Summit. Fonner Secretary of Housing and Urban Development Henry Cisneros is Vice Chaitman. Former Presidents Ford, Carter and Reagan have all pledged their active support and President Ford has agreed to attend the Summit, as has Nancy Reagan, representing President Reagan. The Summit is being organized at the initiative of the Corporation for National Service and the Points of Light Foundation. ~ouz �~003 What will happen at the Summit? The Presidents and First Ladies will join in a historic call to commitment and to action. Leaders from all sectors will announce their organizational commitments to action mobilizing their members and their abilities for an unprecedented effort to turn the tide for America's youth by the turn of the century. Delegations from approximately 100 communities and from all 50 states will work together to develop concrete plans for action. The community delegations will return home and plan their own local Summits that ~ill stimulate further steps to meet the major goals. Will Governors have a role at the Summit? Every attending Governor will play a prominent role at the Summit. Each Governor is being invited to select- and head - a five-person state-wide delegation. While the agenda is still in its planning stages, Governors will have prominent roles along with the Presidents, First Ladies, mayors, and leaders of corporations, national organizations and foundations. .· ·.. Why should a Governor attend? The Summit will offer Governors an opportunity to highlight their states' record in citizen service, especially programs and plans targeting the nation's youth. Is this a one-time event? This is the launch of a multi-year effort. Those attending will be called upon to go back to their homes and communities and hold a Summit of their own. Communities need nonprofit agency infrastructure that supports community volunteerism. The pillar for this infrastructure in most communities is the nonprofit volunteer agency or volunteer center. Michigan's nonprofit volunteer centers currently serve 48 counties in the state by recruiting and placing volunteers and serving as volunteer information clearinghouses. Yet volunteer centers annually struggle to raise sufficient funds to operate. Volunteer Investment Grants will increase the number and self-sufficiency of local volunteer agencies/centers while building their capacity to involve volunteers in community problemsolving. Volunteer Investments Grants are available to community partnerships of nonprofit organizations from any Michigan community that designate a volunteer agency/center and include a community foundation or, in communities without community foundations, an alternative local endowment authority which conforms to federal, state, and local tax regulations, such as a local bank. The designated volunteer agency/center must not duplicate the services provided by an existing organization, but may serve to combine the services provided by existing organizations. These partnerships will be eligible to apply for grants that will range in amount from $25,000 to $75,000. The following local organizations may be designated as the community volunteer agency/center: ·--· • Volunteer Centers • United Ways • Nonprofit organizations that provide community-wide volunteer services including, but not limited to volunteer recruitment and placement, clearinghouse information, volunteer training and technical assistance, special volunteer project development, and volunteer public awareness. • Intermediate school districts • Community colleges • County extension offices Partnerships Effective community partnerships are essential for supporting and sustaining community volunteerism. The Volunteer Investment Grant program is intended to facilitate and enhance community partnerships that support volunteerism. Volunteer Investment Grant partnerships must include a community foundation, or an alternative endowment authority and designate a volunteer agency/center. While every community is unique, effective partnerships may include United Ways, community and neighborhood nonprofit organizations, public schools, community colleges, institutions of higher education, hospitals, senior centers, senior volunteer agencies, county extension offices, local government offices, and other entities that regularly involve and deploy volunteers. Requirements • A partnership agreement that designates a volunteer agency/center to serve as the applicant and includes a community foundation or alternative endowment authority to administer the endowment fund. �• The application must include: * * * * * * * * * A plan for generating the $2-to-$1 minimum local cash match A survey of community volunteer resources A description of how a Volunteer Investment Grant will strengthen and promote collaboration among these resources A description of the developmental priorities of the volunteer agency/center An inventory list of community volunteer assets A description of community needs that may be met by volunteers A one-year volunteer action plan that includes at least two community-wide service projects which meet community needs and demonstrate measurable community results An agreement from the community foundation or alternative endowment authority that stipulates that it will cap its annual endowment administrative service fee at no more that 1% of principal. A detailed, twelve-month operating budget for the volunteer agency covering the amount of the Volunteer Investment Grant request Application Process Grants will be awarded competitively. Applicants may request grants of no more than $75,000 and no less than $25,000. The grant award process will involve three stages including an expert peer review, a technical compliance review by MCSC staff, and final review and approval by MCSC. Applications will be rated on the strength of the overall proposal as well as the strength of the individual elements of the application. MCSC will promptly notify applicants of its award decision. The cash match will be deposited in a · permanent, dedicated agency endowment fund established in the local community foundation, or local endowment authority for the express purpose of supporting the operation of the community volunteer agency in perpetuity. Awarded applicants must generate 100% of the minimum cash match no later than 12 months after the notification of award. From the date of the award notification, an·awarded applicant will have no more than six months to produce 50% of the cash match. At the time of the deposit of the 50% match, the community foundation or local endowment authority will certify the formation of the fund and its match level. Upon this notification, MCSC will release 50% of the cash grant in accordance with the approved grant budget. At the time of deposit of 100% of the minimum cash match, the community foundation or local endowment authority will notify MCSC and certify the match level. At that time MCSC will release the remaining 50% of the grant award in accordance with the approved budget. Award . applicants must submit progress reports after six and twelve months, and a final report after eighteen months. Awarded applicants will report on program activities, the status of the endowment fund, and grant expenditures. Communities will be encouraged to exceed the minimum cash match and continue to build on the endowment fund. The local endowments wil1 be managed by the community foundation and governed by the federal and state tax laws and regulations applied to such funds. Members of the Commission are asked to declare actual or potential conflict of interest situations at the start of each meeting where the agenda indicates such a conflict will occur. If a conflict of interest situation develops during Commission discussion, the Commissioner with the conflict is expected to notify the Chairperson. A conflict of interest is defined as a situation where a member of the Commission or their wife, husband, son, daughter, mother, father, brother, brother-in-law, stepbrother, sister, sister-in-law, stepsister, daughter-inlaw, mother-in-law, father-in-law, son-in-law, aunt, uncle, niece, nephew, grandparents, step parent, stepchild, or grandchild is serving or has served in the last year as a trustee, officer, director, or employee in an entity which is requesting approval of a grant from the Michigan Community Service Commission or any other family or professional relationship which a· Commissioner at his/her own discretion deems a conflict of interest. 2. Any members of the Commission with a conflict will be called on by the Chairperson to explain the conflict. The Commission member will then be excused by the Chairperson while other members of the Commission discuss the application and vote its acceptance or denial as well as other grant applications under the same program. Following action on the grant request, the Commissioner may return to the Commission work. 3. Michigan Community Service Commission members who are unsure about a conflict of interest situation should discuss their concerns with the Chairperson prior to the meeting where the conflict might occur. 4. If this restriction creates a situation in which the Commission does not have enough eligible voting members to achieve a quorum, the Commission may involve the normally excluded member subject to the following conditions: a) The Chairperson will randomly and in a non-discretionary manner select the number of recused members to achieve a quorum; �Conflict of Interest Page2 5. b) Notwithstanding the above, no Commission member may, under any circumstances, participate in any discussions or decisions regarding a grant application submitted by an organization which he/she is or was affiliated according to the definition above; c) If recused members are included so as to achieve a quorum, the Commission must document the event and report it to the Corporation within 30 days of the vote. In addition, Commission members are restricted from directly assisting organizations of which they are a trustee, director, officer, or employee in preparing a grant application to the Commission. In general, the Michigan Community Service Commission wants to err on the side of too stringently enforcing conflict of interest policies in order to assure that both the fact and the perception of any unethical conduct is avoided. Emerson and Johnson ENROLLED HOUSE BILL No. 5280 AN ACT to establish the Michigan community service commission; to provide for the powers and duties of the Michigan community service commission; and to provide for the powers and duties of state departments and agencies and certain state officers and employees. The People of the State of Michigan enact: Sec. 1. As used in this act: (a) "Commission" means the Michigan community service commission established in section 2. (b) "Community-based agency" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (c) "Corporation" means the corporation for national and community service established in section 191 of title I, 42 u.s.c. 12651. (d) "National service laws" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (e) "Out-of-school youth" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (f) ''Title I" means title I of the national and community service act of 1990, Public Law 101-610. Sec. 2. The Michigan community service commission is established within the Michigan jobs commission, established by Executive Order No. 1993-2. Sec. 3. (1) The commission shall consist of 21? members appointed by the governor. (2) The commission shall include as voting members, except as otherwise indicated, at least 1 of each of the following: (a) An individual with expertise in the educational, training, and developmental needs of youth, particularly disadvantaged youth. (b) An individual with experience in promoting service and voluntarism among older adults. (c) A representative of a community-based agency. (d) The superintendent of public instruction, or his or her designee. (e) A representative of local government. (f) A representative of local labor organizations. (g) A representative of business. (h) An individual between the ages of 16 and 25 who is a participant or supervisor in a program as defined in section 101 of title I, 42 U.S.C. 12511. (i) A representative of a national service program described in section 122(a) of title I, 42 U.S.C. 12572. (123) �(j) The employee of the corporation designated under section 195 of title I. 42 U.S.C. 12651f, as the representative of the corporation in this state, as a nonvoting member. (3) In addition to the members described in subsection (2), the commission may include as voting members any of the following: (a) Local educators. (b) Experts in the delivery of human, educational. environmental, or public safety services to communities and persons. (c) Representatives of Native American tribes. (d) Out-of-school youth or other at-risk youth. (e) Representatives of entities that receive assistance under the domestic volunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (4) Not more than 6 of the voting commission members shall be officers or employees of this state. The governor may appoint additional officers or employees of state agencies operating community senice, youth service, education, social service, senior service, and job training programs, as nonvoting, ex officio members of the commission. (5) The governor shall ensure, to the maximum extent possible, that the commission membership is diverse with respect to race, ethnicity, age, gender, and disability characteristics. Not more than 50% of the voting members of the commission, plus 1 additional member, shall be from the same political party. (6) Except as provided in this subsection, members of the commission shall serve for staggered 3-year terms expiring on October 1. The members constituting the Michigan community senice commission under Executive Order No. 1993-24 on the day before the effective date of this act shall serve on the commission for the remainder of the terms for which they were appointed. Of the additional members, the governor shall appoint 1/3 for terms expiring October 1, 1995, 113 for terms expiring October 1, 1996, and 113 for terms expiring October 1, 1997. (7) A vacancy in the office of a member of the commission is created in the manner provided in section 3 of chapter 15 of the Revised Statutes of 1846, being section 201.3 of the Michigan Compiled Laws. A vacancy shall be filled by appointment by the governor for the remainder of the term: The vacancy shall not affect the power of the remaining commission members to execute the duties of the commission. Sec. 4. (1) The voting members of the commission shall elect 1 of the voting members to serve as chairperson of the commission. The voting members of the commission may elect other officers from among the members of the commission. (2) The commission shall meet quarterly. However, the commission shall meet more frequently at the call of the chairperson or if requested by 5 or more members. (3) A majority of the members of the commission constitutes a quorum for the transaction of business at a meeting of the commission. A majority of the voting members present and serving are required for official action of the commission. (4) Except as provided in subsection (5), a voting member of the commission shall not participate in the administration of the grant program described in section 7(r), including any discussion or decision regarding the provision of assistance or approved national service positions, or the continuation, suspension, or termination of assistance or such positions, to any program or entity if both of the following apply: (a) A grant application relating to the grant program is pending before the commission. (b) The application was submitted by a program or entity of which a member is, or in the 1-year period before the submission of such application was, an officer, director, trustee, full-time volunteer, or employee. (5) If, as a result of the operation of subsection (4), the number of voting members of the commission is insufficient to establish a quorum for the purpose of administering the grant program described in section 7(r), the voting members excluded from participation by subsection (4) may participate in the administration of the grant program, to the extent permitted by regulations issued by the corporation under section 193A(b)(ll) of title I, 42 U.S.C. 12651d. (6) Subsection (4) does not limit the authority of any voting member of the commission to participate in either of the following: (a) The discussion of, and hearing and forums on the general duties, policies, and operations of, the commission or the general administration of the grant program described in section 7(r). (b) Similar general matters relating to the commission. (7) The business which the commission may perform shall be conducted at a public meeting of the commission held in compliance '"ith the open meetings act, Act No. 267 of the Public Acts of 1976, being sections 15.261 to 15.275 of the Michigan Compiled Laws. 2 �(8) A writing prepared, owned, used, in possession of, or retained by the commission in the performance of an official function is subject to the freedom of infonnation act, Act No. 442 of the Public Acts of 1976, being sections 15.231 to 15.246 of the Michigan Compiled Laws. Sec. 5. Members of the commission shall serve without compensation. However, members of the commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the commission. \ ~ 1j Sec. 6. The commission shall have staff necessary for the commission to perform its functions. The commission staff shall include an executive director. The executive director shall report directly to the governor and the commission for the purpose of giving advice and making recommendations on programs and laws related to volumruism and community service. 1 j l l J ~ i j 1 Sec. 7. The commission shall do all of the following: (a) Ensure that its funding decisions meet all federal and state statutory requirements. (b) Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. (c) Develop and implement a centralized system for obtaining information and technical support concerning voluntarism and community service recruitment, projects, training methods, materials, and activities throughout this state. The commission shall provide the information and technical support upon request. (d) Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. (e) Provide public recognition and support of volunteer efforts that address community needs by individuals. by private sector organizations and businesses, and by partnerships between the public and private sectors. (f) Stimulate increased community awareness of the effects of volunteer services in this state. (g) Utilize local, state, and federal resources to initiate, strengthen, and expllllld quality service programs. (h) Serve as this state's representative to national and state organizations that support the commission's mission. (i) Prepare for this state a national 3-year service plan that is developed through an open and public process that provides maximum participation and input from national service programs in this state and other interested members of the public. The plan shall be updated annually and contain information that the commission considers appropriate or the corporation requires. The plan shall ensure outreach to diverse community-based agencies that sen·e underrepresented populations, by either using established state networks and registries or establishing these networks and registries. (j) Prepare this state's financial assistance applications under section 117B of title I, 42 U.S. C. 12543, and section 130 of title I, 42 U.S.C. 12582. (k) Assist in the preparation of th~ department of education's application for assistance under section 113 of title I. 42 u.s.c. 12525. (l) Prepare this state's application under section 130 of title I, 42 U.S.C. 12582, for the approval of service positions that include the national service educational award described in division D of title I, 42 U.S.C. 12601 to 12604. (m) Make recommendations to the corporation with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (n) Make technical assistance available to enable applicants for assistance under section 121 of title I, 42 L'".S.C. 12571, to plan and implement service programs and to apply for assistance under the national service laws, using information and materials available through a clearinghouse established under section 198A of title I, 42 U.S.C. 12653a, if appropriate. (o) Assist in the provision of health care and child care benefits under section 140 of title I, 42 U.S.C. 12594, to participants in national service programs that receive assistance -under section 121 of title I, 42 U.S.C. 12571. (p) Develop a state system for the recruitment and placement of participants in programs that receive assistance under the national service laws. ..._ -• . !."-· (q) Disseminate information about national service programs that receive assistance under nationru service laws and about approved national service positions. (r) Use assistance provided under section 121 of title I, 42 U.S.C. 12571, to administer this state's grant program in support of national service programs including the selection, oversight, and evaluation of grant recipients. · (s) Develop projects, training methods, curriculum materials, and other materials and activities related to national service programs that receive assistance directly from the corporation or from the state using assistance provided under section 121 of title I, for use by such programs upon request. · 3 �.J Establish policies and procedures for the use of federal funds received under title I or the national service laws. (u) Coordinate its functions, including recruitment, public awareness, and training activities, with any division of the corporation for national and community services. Sec. 8. The commission shall not directly carry out any national service program that receives assistance under section 121 of title I, 42 U.S.C. 12571. Sec. 9. Subject to requirements prescribed by the corporation, the commission may delegate nonpolicymaking duties to a state agency or to a public or private nonprofit organization. Sec. 10. (1) Except as provided in subsection (3), this state assumes liability with respect to any claim arising out of or resulting from any act or omission by a member of the commission within the scope of service of the commission member. (2) A member of the commission shall not have any personal liability for any claim arising out of any act or omission by the member within the scope of the member's service on the commission. Nonprofits are one of this nations' rapidly growing industries. Michigan alon(~~h~ld ;y)-- claim to some of the world's largest foundations and the largest regional association of grantmakers. The United Way in Michigan has a strong presence in almost every community in the state and community foundations now serve nearly every county. Human service agencies like Focus Hope in Detroit and the Children's Museum in Marquette are growing and expanding. Training and technical assistance organizations geared toward helping to develop leadership and instill proven business practices in nonprofits are cropping up everywhere to meet this growing demand. And yet, even with all of this growth, there is still far more demand than what these nonprofits are capable of addressing. Many nonprofits live "hand to mouth" skipping from one grant to another without any real stable funding base. Their constituents are often unable to provide financial support so the "please the customer because the customer is paying" philosophy of the profit sector doesn't apply. Nonprofits are now relying on other nonprofits for their survival. Fortunately, generous support by traditional philanthropic organizations (foundations, f �United Ways, etc.) to man~"i.WOfits is. • buttressed by that of many for-profit organizations. Government is credited for lifting the nation out ofittV~ financial and social depression during the early part of this century. Government heard the call of many during the Civil Rights Movement and made laws and funded programs to bring a sense of equity to the workplace and to the liberties of all our nation's peoples. Now, however, we find government at the forefront of reforming the aforementioned programs and now works toward returning responsibility for our own community to our own communities. Government has placed service and volunteerism back on the nation's agenda with new national service initiatives. Government is credited with all of these things, but still is unable to make the key, core and fundamental change necessary for all of our citizens to prosper in the communities in which they live. Government, in much of the public view, is now often credited with being more of a hindrance than any type of help. Yet, it is government, with its extensive financial resources and multifaceted experiences and views, and tremendous political power that can leverage resources and write rules that focus societies' attention on itself. �v;" :;A .. The only barriers are our willingn~s, our courage, our imagination and our abilities. All of these are centered within each of us and not within s pressures. A high school student from inner-city Detroit can take time to help tutor am , elementary student in reading. A retired school teacher can volunteer their time in the classroom to mentor the next generation of teachers. A factory worker can serve on the board of their local United Way. A family can spend time together to serve meals at a local soup kitchen for the homeless. A retired entrepreneur can donate their business knowledge and skills to developing nonprofits. Anyone can do it. In his book, "Who Speaks for God," Reverend Jim Wallis calls on everyone to develop a new approach to our philanthropic spirit. It [new approach] will call for a heightened level of volunteer activity from every sector of society-both the energy of young people and the expertise of older generations. Dr. Martin Luther King Jr. once said that anyone can be great because anyone can serve. Michigan has engaged in such a process and has experienced, first hand, the power of coming together to solve a problem. Building the Patchwork Quilt In its wisdom, the philanthropic field in Michigan came together (at the W.K. Kellogg Foundation) in 1991 to ask some very fundamental questions concerning volunteerism in the state. State and local organizations from across Michigan came together to talk about their perceptions on what Michigan needed and what Michigan was doing. Out of that discussion, in conjunction with several subsequent ones, grew the idea of a state entity to help promote and coordinate service and volunteerism in Michigan. Again wisely, Governor Engler appointed a commission to deal with this issue and �Mrs. Michelle Engler w, as its chair. MCSC has show in its work that it is the only place (the table) where all the patches can come together and make a seamless quilt that covers all the needs of our society and its communities. Similar to when women would bring their scraps of cloth to a common table, plan out what the final_product will be and use their skills, needle and thread to build it together, Michigan has worked to build something special. Twenty-one grants were awarded in the initial round to twenty-one agencies for a total of $936,500. In addition, $28,500 has been requested by grantees in the second round of awards. (*Please send second bullet point below.) By the end of this year's VIG, it is expected that $965,000 will have been awarded. This means that at minimum $1,930,000 will have been raised locally and endowed permanently to create and sustain local volunteer resource activities. As of August 15, 1998, VIG grantees have raised and endowed $862,967 and MCSC has awarded $409,500 to the local grantees. Since awarding grants in February 1998, staff have learned a lot about how to improve and streamline this grant process. Over the course of the last few months staff solicited, both formally and informally, ideas and recommendations from grantees and statewide partners like the Volunteer Centers of Michigan, United Way of Michigan and the Council of Michigan Foundations. The following recommendations were gleaned from our many conversations with the field, as well as lessons learned by the MCSC staff. MCSC staff would like to present the following changes for Commissioner's review and approval. 1. VIG is funded through state dollars. In FY 98, the grants were issued in February, four months after the fiscal year (state fiscal calendar runs October 1 -September 30). This creates some problems in ensuring that all monies are dispersed by the end of the fiscal year. Therefore, the staff would like to recommend that the grant start dates be moved back one month every year until they coincide with the start of the fiscal year (October). If this recommendation is approved, the application process would need to be adjusted. For FY99 the staff would make the VIG Request For Proposal available in mid September. The applications would be reviewed in November and presented to the Commission at the December meeting. �FY 1999 Volunteer Investment Grant 2. In FY 98, VIG recipients were allowed to request a minimum of $25,000 and a maximum of $75,000. During the first round of applications in FY 98, MCSC awarded $936,500. Because these are state funds, it was important to award the full one-million dollars, therefore staff issued a second RFP to existing grantees. The only stipulation of the second application process was that the grantee may not request more than the $75,000 maximum. If they requested the full $75,000 in the first application, they were not eligible to apply in the second round of funding. Through the second RFP MCSC will award $28,500 bringing the total FY98 awards to $965,000. Unfortunately due to the cap of $75,000 one of the current grantees that applied for the full $75,000 and had already generated the entire 2 to 1 match, wanted to apply for additional funds and could not. Had the maximum amount of the grant been greater than $75,000, that applicant would have been eligible to apply for additional funding. Therefore, in FY99 the staff recommends that the minimum amount remains $25,000 but that the maximum level be raised to $100,000 thus allowing agencies to request higher funding levels and increasing the likelihood that the full onemillion dollar state allocation will be expended. 3. In addition to the current review criteria, the RFP will note that the pool of proposals will be evaluated on their overall strengths and on the proposal's ability to provide the greatest possible demographic and geographic diversity (i.e., rural/urban, median household income, etc.). 4. In reviewing the VIG requirements, there is some concern over the type of endowment required by VIG recipients. In FY 98 VIG recipients were required to endow the match dollars in an agency designated fund. MCSC staff recommend that the RFP be modified to include language that clearly articulates that the purpose of this endowment is the development of permanent funds, the earned interest of which will remain a constant source of revenue for agency operations. In order to better ensure that these monies be used in the spirit in which they were intended, staff recommend that local community foundations endow any VIG designated funds in a board designated endowment rather than a multipurpose agency designated endowment. This change in wording will help to eliminate any confusion and ensure that agencies use VIG matching funds in a manner that is in keeping with the mission-to develop endowments for purposes of recruiting, training and placing volunteers in their local communities. 5. Lastly, MCSC staff recommend that the MCSC review and revise the required match levels for VIG. In FY98, recipients were required to produce a $2 match for every $1 provided by VIG. In discussions with grantees and statewide partners, staff heard consistently and clearly that in the absence of Romney Fund dollars, a two dollar match will be extremely difficult and that any future applications from current agencies would be highly unlikely. 1/14/98Page 2 �FY 1999 Volunteer Investment Grant Therefore, MCSC staff recommend and seek MCSC approval for the following modifications to the Volunteer Investment Grant program for FY99 and beyond: 1 .
