This ruling is a departure from federal policy which indicates that members should not be eligible for unemployment benefits. National service is not considered employment, and it should not be treated as employment. National service participants begin their term with the knowledge that the service expectation is from nine to twelve months. Federal regulations limit AmeriCorps members to serving at most two terms. For their service commitment, they agree to certain benefits including a paid stipend, health care benefits, and an education award at the end of their term that can be used for higher education costs. This ruling is causing financial hardships on agencies that host AmeriCorps members. Now, these agencies must add the costs of unemployment insurance or reimbursement costs into their annual program budget. This additional cost is part of each program's requirement to meet at most $12,400 per FTE federal cost share. This requirement puts Michigan programs at a disadvantage when competing for federal funding with programs from other states that do not have a requirement for unemployment benefits. Likewise, currently funded programs have gone to such extremes as to not enroll a full corps in order to reserve budget funds to cover unemployment costs. On behalf of current and future AmeriCorps program grantees, we urge you and the Commissioners of the Michigan Community Service Commission to call upon the state legislature to introduce and approve legislation that would exclude AmeriCorps members from eligibility for unemployment benefits. The meeting was called to order at 10:03 a.m. Members present: Daniel Mulhern, Chair; Rob Collier, Vivian Pickard and Meg Smith. Staff present: Kyle Caldwell, Executive Director; and Janice Harvey. Agenda for May Meeting Members reviewed the May 24, 2004, meeting agenda and approved its distribution with minor modifications. Kyle also discussed a reception that will take place following the MCSC May Board Meeting that will include Commissioners and grantees. Chairperson Mulhern explained that there will be 3-4 questions presented for the Grantees as they rotate around the room to different tables to participate in discussions with the Commissioners. The questions will focus on what the MCSC can do to support the programs and what issues they feel are important. David Eisner Visit on May 24 - 25, 2004 Kyle Caldwell gave an overview of the agenda for the visit by David Eisner, CEO of the Corporation for National and Community Service, on May 24-25. Kyle pointed out the key events that Commissioners would be interested in attending. Janice Harvey will be sending out a form for Commissioners to respond as to what events they will be attending. �,. Chairperson Mulhern asked how the sites were selected for the Eisner site visits. Mr. Caldwell explained that he will visit a Learn and Serve site and an AmeriCorps location and that great preparation will be observed to make sure the visits go smoothly. He also mentioned that Congressman Pete Hoekstra will be attending the school site visit and that Dottie Johnson will also be participating in the site visits. Governor 's Service Awards Mr. Caldwell explained that we have $78,500 in sponsorships. Chairperson Mulhern mentioned his intent to send out an email to all Commissioners asking for their support to reach the $100,000 goaL There was discussion as to how many nomination forms were received this year (150) and ifthat was a low number. Mr. Caldwell explained that the goal was 225 but that the nominations that were sent in were "quality" nominations. He also explained that the low number of nominations may be in part due to taking the year off last year from hosting a big event. Commissioner Pickard said with additional promotion this year, there should be more nominations next year. Rule Making Process Mr. Caldwell gave an overview of the CNCS rule making process. The MCSC, through the Executive Committee, submitted a position paper to the CNCS . The Corporation is expecting to have a draft of the rules published by next month and then there will be a 60-day comment period. He is expecting the comment period to occur while Mr. Eisner is here on May 24-25 and that he may be able to receive input from Commissioners and grantees. The key issues will be term limits for grantees, amount of match requirement, grant review process and the qualification for tutors. Mr. Caldwell will provide the Commissioners talking points. State Budget Update Mr. Caldwell explained that the Governor has recommended $280,000 in the budget for VIG. The House has zeroed it out and it now goes to the Senate. The Senate will need to add to the House recommendation so that it will create a debate for both chambers. Letter from Grantees Mr. Caldwell stated that he received a letter from the AmeriCorps grantees dated April 15, 2004, regarding unemployment compensation for Michigan's AmeriCorps members. They are requesting that the MCSC call upon the state legislature to introduce and approve legislation that would exclude AmeriCorps members from eligibility for unemployment benefits. Mr. Caldwell explained that Representative Caswell has drafted legislation (HB5598) and asked what position the Commission would like to take. It was suggested that the issue should be added to the May 24, 2004, MCSC board meeting agenda. Commissioner Collier moved to direct Kyle Caldwell, on behalf of the MCSC, to approach the Administration in support of the legislation. Commissioner Smith seconded the motion and the motion passed unanimously. The meeting was called to order at 10:08 a.m. Members present: Daniel Mulhern, Chair; Rob Collier, Russ Mawby and Meg Smith. Staff present: Kyle Caldwell, Paula Kaiser, Janice Harvey, Mary Zatina, and Joan Bowman. Staff Recommendations for 2004 Michigan 's AmeriCorps Funding Mr. Caldwell explained that the Corporation for National and Community Service (CNCS) received 406 AmeriCorps*State competitive program proposals (302 new and 104 renewal applications) for a total request of over $197 million and over 17,000 FTEs. They approved requests for over $110 million and over 9,000 FTEs. Members reviewed the staff recommendations outlined in a memo from Paula Kaiser dated June 16, 2004. Michigan has $3,109,866 formula funds available, ofwhich $1,706,983 will support new programs. Paula Kaiser explained that the staff recommended funding the following six new formula programs: American Red Cross East Shoreline Chapter at $270,400, Boys and Girls Club of Benton Harbor at $169,506, Catholic Family Services at $221,385, Communities in Schools Detroit at $332,408, Jumpstart for Young Children, Inc. at $176,228, and Michigan Primary Care Association at $266,000. In addition, they recommended $10,000 more than was requested in order to fund a threemonth planning phase (July-September) so that systems will be in place and operational by October 1. �Ms. Kaiser explained that staff recommended a reduced amount of funding for Michigan Primary Care Association (they requested 35 full-time FTEs and staff recommended 20). Feedback from both the peer and staff review questioned the program' s capacity to implement a statewide multi-site program of that size. Chairman Mulhern asked for a motion to support the staff recommendations for the new formula funding. Commissioner Collier moved to support the motion and Commissioner Smith seconded the motion. The motion passed unanimously. Ms. Kaiser listed the programs that were not being recommended for new formula funding. Mr. Caldwell explained that they didn't have a strong AmeriCorps concept. Ms. Kaiser also explained that one ofthe programs, Michigan Communities in Schools, could not meet the match requirements. Ms. Kaiser discussed the formula renewal applications. The staff is recommending that funding for all programs be restored to the FY 2002-03 funding level. This would allow the MCSC to fund new programs that focused on the priority areas ofmentoring, early childhood education, and homeland security. The staff recommended renewal funding for the following applicants: Camp Fire USA West Michigan Council at $177,406, Charlevoix Emmet lSD at $222,497, Guidance Center at $260,400, Habitat for Humanity at $403,000, Ionia Intermediate School District at $153,600, and Volunteer Muskegon at $186,000. Chairman Mulhern asked for a motion to approve staff recommendations for formula renewal applications. Commissioner Mawby moved to approve the recommendations and Commissioner Collier seconded the motion. The motion passed unanimously. Ms. Kaiser explained the results of the AmeriCorps Competitive Application process and that the number of members has increased dramatically this year. Chairman Mulhern would like the staff to look at the balance of per capita service based on population and that it could possibly be discussed as a session at the September Board Retreat. ConnectMichigan Alliance Leadership and MCSC Transition Mr. Caldwell explained that he has been offered and has accepted the position as President and CEO of the ConnectMichigan Alliance and is looking at a start date of September. He also stated that the Executive Committee needs to outline a process for the transition and what the needs of Mr. Caldwell's time would be. Chairman Mulhern shared his comments that Kyle ' s departure will be a disappointment for the Commission but that it will be a continuation of a great relationship with CMA. He also outline what the Governor' s/his perspective was for filling the position. He said they will proceed with a Gubernatorial Appointment and will be focused on those within Michigan. He stated that Paula Kaiser has stated interest in the position and should apply, and Commissioners should be involved and forward names. He is expecting it to be a 6-week �.. process with the replacement available by mid to late August. He also stated that it would be great ifthere were an overlap period with Mr. Caldwell. Commissioner Mawby stated that he regrets that Mr. Caldwell is leaving, but that it is a natural fit for Mr. Caldwell. He also agreed with Chairman Mulhern's process and timeline. Commissioner Collier agreed with the process also but offered two suggestions-the Chair should send out a one-page memo with job description and who resumes should be sent to and insists that Mr. Caldwell attends the Commission meeting in September for a proper roast/toast. Commissioner Smith stated that it was an appropriate move for Mr. Caldwell as he worked so hard to establish the CMA. She also felt that the transition will work well. Other Items Commissioner Collier asked whether there needed to be any follow-up to the David Eisner visit. Mr. Caldwell shared that letters were sent from Chairn1an Mulhern and Commissioner Mawby thanking Mr. Eisner for visiting. Mr. Caldwell stated that he saw Mr. Eisner on Monday and he stated that he was impressed with his visit to Michigan. After reviewing the formula renewal applications the staff determined that $1 ,706,983 was available to support new AmeriCorps programs. The MCSC issued the Notice of Funds Available (NOFA) and the Concept Paper Guidelines in November 2003 via the MCSC web site. In the NOF A, the MCSC advertised the opportunity for potential applicants to participate in a technical assistance conference call to learn about how to apply for Michigan's AmeriCorps Funding. The Michigan's AmeriCorps Concept Papers were due to MCSC on January 15, 2004. The MCSC received 16 Concept Papers. All16 Concept Papers were reviewed by a panel of peer reviewers on January 26, 2004. The peer reviewers recommended that 11 of the Concept Papers move to the next level which was the MCSC staff review. The staff reviewed all 11 applications and moved 9 of them forward to the next step of the application process -- the submission of a Comprehensive Application on March 4, 2004. Seven of the nine programs were submitted as part of the MCSC AmeriCorps competitive application package to the Corporation for National and Community Service. Two of the nine programs (Good Samaritan Ministries and Michigan State University) were funded through the Competitive funds. The remaining seven were then considered for formula funding. One of the seven (Michigan Communities in Schools) dropped out due to their inability to meet the match requirements. The staff recommends that the remaining six be funded. 1 �The staffrecommended a reduced amount of funding for Michigan Primary Care Association (MPCA). MPCA requested 35 full-time equivalent (FTEs) members and staff is recommending 20 FTEs. Given that we were able to fund all applications that successfully passed the peer and staff review, the staff will solicit an application from a mentoring organization to develop a pilot AmeriCorps program that will develop school-based mentoring programs in schools not making Adequate Yearly Progress under the No Child Left Behind Legislation. If we are unsuccessful in developing the program by August of 2004 then we will retain the funds and grant them in FY 2005-06. 3 �Michigan's AmeriCorps Formula Renewal Applications Background and Process The MCSC issued renewal application guidelines to all of its Michigan' s AmeriCorps renewal programs. The staff reviewed those guidelines with the programs on the December program director conference call. Formula renewal applications were due to MCSC by May 17, 2004. The MCSC conducted a staff review of all applications. Applicants were provided written feedback that included any necessary revisions. All revisions were due to MCSC by June 16, 2004. The staff will review all of the revisions to ensure all issues are addressed. The staff is recommending that we restore FY 2002-03 funding levels for all programs. (All programs were severely cut in FY 03-04 due to the national funding cuts.) Four programs requested higher levels of funding than their FY 02-03 level. In those cases, staff recommended restoring funding to the FY 02-03 level. The rationale for this was that it would allow the MCSC to fund new programs that focused on our state priorities of mentoring, early childhood education, and homeland security. The staff makes the following recommendations. This is $1,633 below the CNCS average FTE cost requirement. 5 �New Michigan's AmeriCorps Funding Program Summaries American Red Cross East Shoreline Chapter- AmeriCorps Together We Prepare The American Red Cross East Shoreline Chapter proposes to engage 21 full-time members to serve in nine American Red Cross chapters that serve 37 counties in Michigan, to educate the public about the steps they can take to prepare themselves for disasters and other emergencies, and to advance the opportunity for citizens to become involved in volunteer organizations like the American Red Cross by becoming trained in disaster relief. By providing these education and outreach opportunities, Michigan communities will be better prepared for disasters. Members will recruit, schedule, and train volunteers in CPR, First Aid, and AED; facilitate relationships with local government officials, emergency management, and other first responders where none currently exist; and recruit and train volunteers to respond to any level of disaster, placing an emphasis on underserved areas. Members will reach 7,000 individuals each year with preparedness/community disaster information. 315 new volunteers will be recruited each year, serving a total of 11,025 hours. Weaver 228 Washington Avenue Bay City, MI 48708 Phone: (989) 892-1541 Boys and Girls Club of Benton Harbor- The Smart Choice Project The Boys and Girls Club ofBenton Harbor proposes a program that would engage 10 full-time AmeriCorps members to help disadvantaged children ages 6-18 in Benton Harbor "realize their full potential as responsible, productive and caring citizens". All members would be placed at the Boys and Girls Club of Benton Harbor, and would support programs and services in the areas of 1) Character and Leadership Development, 2) Academic and Career Development, 3) The Arts, and 4) Sports, Fitness and Recreation. The goal of the program would be to serve 200 children considered "at-risk" based upon census data, school profiles, and family /community feedback. Members would strive to improve the social development and conduct of 70% of those served, as measured by school records and teacher progress reports. Projects will support academic achievement, and foster a sense of civic responsibility and ptide. Teachers and students will develop ideas for these together based on needs that have been identified in the community and that match what is being taught in the classroom. Goals for 2004-05 include expanding the use of servicelearning to all buildings in the district and providing all students the opportunity to experience servicelearning at least one time in each grade span; providing at least fifteen new teachers and two administrators training; and continuing to build the foundation for sustainability by integrating service-learning into school improvement plans. The scope of this grant will serve teachers, pre-service teachers and administrators. During Phase two of the grant 30 Civic Fellows (teachers) will receive mini-grants to implement service-learning lesson plans. In addition, Olivet College will be offering college credit for the professional development undertaken by the Civic Fellow. Overall, this will impact 700 students. In addition they hope to involve 400 pre-service, classroom teachers and administrators in various aspects of the project. The meeting was called to order at 10:05 a.m. Members present: Daniel Mulhern, Chair; Rob Collier, Vivian Pickard and Meg Smith. Staff present: Kyle Caldwell, Paula Kaiser, Janice Harvey, and Joan Bowman. Agenda for September Board Meeting and Retreat Chairman Mulhern went over the agenda for the September 14-15 MCSC Board Meeting and Retreat to be held at Brook Lodge in Augusta. The first day of the retreat will include a dialogue on transition at the Commission and a panel discussion with ConnectMichigan Alliance, Michigan Campus Compact and Volunteer Centers of Michigan. Mr. Caldwell will also discuss how the ConnectMichigan Aliance will work with the MCSC on Mentor Michigan initiatives. There will also be a presentation on the state of mentoring by Bob Kahle, discussion on National Mentoring Month with commissioners commitments, and comments from Cal Steele who is the 2004 GSA Mentor of the Year. The second day will show a illustration of work of the MCSC with a presentation from a Habitat family and then focus on opportunities, expectations and short and long-term goals. �Update on MCSC Initiatives Kyle Caldwell gave an update on Mentor Michigan and shared that Michigan is one of five states that received a 2-year, $60,000 grant from the National Mentoring Partnership. The grant will help to create an advocacy network for mentoring and work with the Michigan Public Policy Institute of the Michigan Nonprofit Association (MNA) (Erin Skene). Mr. Caldwell explained that the MCSC is submitting a proposal to the Hudson Webber Foundation for a 3-year grant in the about of $300,000. This grant will help with training and capacity building activities. The MCSC is also working with Karen Aldridge Eason on a grant with the Mott Foundation in which they are showing interest (they currently fund the National Mentoring Partnership). There have been discussions with the Department of Education regarding after-school programs. The MCSC will be launching an on-line tracking system in September and will then have a better sense of mento ring data. The data collected from this tracking system will be ready for distribution by mid-November. The MCSC is hosting a series of regional meetings this fall as a follow-up to the Mentor Michigan Summits last fall . The purpose of the meetings will be to give an update ofMentor Michigan, show the field where we are (presentation by Bob Kahle), unveil the advocacy network, and provide training. Mr. Caldwell also gave an update on the AmeriCorps program' s rulemaking process and explained that the draft rule has been published. There is now a 60-day comment period (ends October 12) and then 30 days later the CNCS will publish the final rule with the rule being implemented 30 days later. The three key areas of concern center around sustainability policy (the MCSC will have to look at ours to see how they match), change in grant selection process and member service activities. Mr. Caldwell shared that the most fascinating change will be the clarification ofwhat state programs can operate- all non-Subtitle C programs (VISTA, Senior Programs, Promise Fellows). There will need to be a unified statement by state commissions. Mr. Caldwell will bring feedback from the regional conference calls on rulemaking to the September Commissioner meeting to decide whether the Commission wants to take action. Mr. Caldwell gave an update on the federal appropriations process in Congress. The President has proposed CNCS receive over $600 million for AmeriCorps and $43 million for Learn & Serve. The House has provided appropriations for AmeriCorps but it is $70 million less. Josh Bolton (OMB) wrote Congress a letter stating that was not enough. The appropriation bill now goes to the House floor and then the Senate but will be more than likely be stalled due to the election. The good news is AmeriCorps funding is up from last year but is down $70 from the President's proposal. Learn and Service is down $3 million from last year and Senior Corps and VISTA appropriations are flat funded. In regards to state appropriations, VIG is currently at $280,100, which is a $100 difference between the House and Senate so it will go to a Conference Committee. Other funding for the Commission remains flat. Staff Recommendations for Learn and Serve School-Based Grants Paula Kaiser gave background on the applications that were received and explained the three categories of funding (implementation, institutionalization, and ISD/Higher Education partnerships). She also explained that one applicant, St. Charles Borromeo, is not currently being recommended for funding. They are a private school that has been funded for the past two years but the CNCS has recently notified the MCSC that private schools cannot be �funded. St. Charles Borromeo is in discussions with the Coldwater Public Schools to see if they will serve as the fiscal agent for the grant. If they agree, the staff will ask the board to approve their grant at the September board meeting. Members reviewed the staff recommendations outlined in a memo from Paula Kaiser dated August 16, 2004. Chairman Mulhern asked for a motion to support the staff recommendations for the Learn and Serve-Michigan School-Based grants. Commissioner Collier moved to support the motion and Commissioner Smith seconded the motion. The motion passed unanimously with Commissioner Smith identifying a conflict of interest and therefore abstaining from voting on Bedford Public Schools'proposal. Chairman Mulhern asked how programs get into the Learn and Serve funding process (where is Detroit, Pontiac, Flint, Saginaw, St. Joseph). Paula Kaiser explained the process. It was suggested that next year there could be help provided to help develop interest in these programs in the Detroit area. Mr. Caldwell explained the Michigan Merit Award Board actions in requiring 40 hours of volunteer service for a scholarship. He stated that the Commission staff are in discussions with appropriate parties at the Michigan Department of Education and the Michigan Department of Treasury as to what they can do to help the Merit Award Board. The staff discussed the renewal guidelines on the May 6th grantee conference call. The renewal applications were due on July 1, 2004. We received 33 renewal applications. The staff reviewed all33 applications on July 12- 14, 2004. Staff is recommending 32 of the 33 for funding. One applicant, St. Charles Borromeo, is not currently being recommended for funding. They are a private school in Coldwater that we have funded for the past two years. We were recently notified from the Corporation for National and Community Service that we can not fund private schools - only local education agencies are eligible for the funds. St. Charles Borremeo is currently in discussion with Coldwater Public Schools to see if they would be willing to serve as the fiscal agent for the grant. If they are willing to serve as the fiscal agent, the staff will ask the board to approve their grant at the September 141h board meeting. This year there were three categories of renewal funding - implementation, institutionalization, and ISD/Higher Education partnerships. School districts that have received funds in the past were able to apply for an implementation grant to expand quality service-learning practice throughout the district. School districts that have implemented service-learning for a minimum of three years were able to apply for an institutionalization grant to sustain quality servicelearning practice. The amount of funds applicants were eligible to apply for were based on the category (implementation, and institutionalization) and on classification of the school district by �pupil membership. Intermediate School Districts in partnership with a higher education institution were eligible to apply for a $50,000 grant to build regional professional development opportunities for teachers and administrators in the area of service-learning. This program engages approximately 25 partner campuses statewide, which recruit students to work with local community- and faith-based organizations. In an effort to increase self esteem and academic performance, 150 members serve as mentors, facilitate afterschool programming, and provide homework help to 650 children throughout the year. The primary goal of the remaining 150 members is to strengthen volunteer infrastructure and volunteer management capacity of community- and faith-based organizations by assessing current capacity, developing volunteer recruitment systems and forms, and helping organizations utilize volunteers more effectively. In addition, all members work with local community- and faith-based organizations to recruit volunteers, resulting in 3,000 additional community volunteers contributing 15,000 hours in suppmi of local programmmg. Work with new Michigan's AmeriCorps programs to ensure that they have the competencies and resources necessary to run a quality program. Demonstrate how AmeriCorps impacts civic knowledge and level of civic engagement among members in Michigan. Staff present: Janet Lawson, Janice Harvey, and Joan Bowman. Board Member Development The Executive Committee had a discussion on Board Member Development and the Commissioners that are term limited this year. With Pat O'Day being term limited, we will need to look for someone from the Upper Peninsula. We will lose the corporate and ftmdraising background from Vivian Pickard. We will also need to look at the seniors network to replace Meg Smith. We also need to look at the geographic make-up of the Commission and where there may be a need (Traverse City, Midland/Bay City, Grand Rapids). The Mentor Michigan Leadership Council would also have some good candidates for Commissioners. Two areas that are critical to focus on are marketing and public relations and someone with fundraising skills. Mentor Michigan Momentum Janet Lawson explained that the Commission needs to develop a plan for building momentum for Mentor Michigan in the corporate and government agencies. These areas will be addressed at the May MCSC Board Meeting. Chairman Mulhern is meeting Standard Federal Bank and Michigan Trial Lawyers Association to discuss mentoring opportunities. �-. . ~ MCSC Progress Toward 2005 Goals Janet Lawson asked whether Commissioners would like to have a report on where the MCSC is in regards to the goals that were established at the retreat (Public Relations, Funding, and Strategic Partnerships). The Executive Committee agreed that this should be part of the May MCSC Board Meeting agenda. Please note the ending paragraph regarding state commissions . Summary of the Labor, Health and Human Services and Education Appropriations Subcommittee hearing in which David Eisner, CEO of the Corporation for National and Community Service (the "Corporation") testified. The hearing was chaired by Congressman Ralph Regula (R-OH) . Other members of Congress in attendance were: Roger Wicker (R-MS), Randy "Duke" Cunningham (R-CA), Anne Northrup, (R-KY), Ernest lstook (R- OK), John Peterson (R-PA), Jim Walsh (R-NY) and Lucille Roybal-Allard (D-CA) . Mr. Eisner was the only witness to testify. The hearing lasted about 1 hour and 30 minutes. The majority of Mr. Eisner's testimony focused on the budget justification for the FY06 funding request for the Corporation . The Corporation's fiscal year 2006 budget request is for $921 million, wh ich is approximately $6 million below the level enacted in FY2005 . The amount requested is intended to focus on the following activities : maintain current levels of participation in programs ; strengthen management, oversight, monitoring and evaluation of programs . In regard to the specific programs that fall under the jurisdiction of the Corporation, the FY2006 funding request is as follows : * $219 million for Senior Corps Programs, which includes $925,000 in funds to more effectively engage the growing population of retiring baby boomers in volunteering, $60 .3 mill ion for RSVP, $112 million for the Foster Grandparents Program, and $47.4 million for the Senior Companion Program . * $542.9 mill ion for Americorps to support 75,000 members in service to their communities . Specifically the request funds $275 for Americorps State and National Grants; $96.4 million for VISTA; $25.5 million for NCCC and $146 million for the National Service Trust. * $40 million for Learn and Serve America The questions from members after the initial testimony focused on two areas: how do we measure success of this program and why should the federal government be funding volunteer programs . Congressman Wicker (and several others) indicated he was skeptical of a government run program that pays volunteers , especially since there are many organizations that do service/volunteerism on their own and do not offer any type of reward to their volunteers. Mr. Eisener answered the question by explaining that the Corporation does not pay volunteers, but rather provide the infrastructure to insure communities can take advantage of and get the most benefit from individuals willing to volunteer. Americorps volunteers strengthen the larger volunteer movement and more effectively deploy volunteers to areas most in need . Further, after several members asked similar questions to that of Rep . Wicker, Mr. Eisner stated there is a significant misunderstanding because the Corporation does not pay volunteers . However, volunteering is not free in that it must have infrastructure and management in order to be successful and that is the role filled by the Corporation. Chairman Regula focused his questions on how to measure the results of the dollars allocated to the Corporation. He stated that he does not want to buy bureaucracy, but rather he wants to buy results in the community. During an exchange between Chairman Regula and Mr. Eisner they discussed the best measure of success is to speak with local groups like the Boys and Girls Club, America's Promise and other local community service groups to get their opinions of whether or not the Corporation has been helpful Chairman Regula indicated that he intends to speak with local groups in Canton and around his district to determine if his district is benefiting from the work of the Corporation. He encouraged other members of the Committee to do the same. Mr. Eisener was confident that local organizations would praise the work done by the Corporation . The Chairman was also very interested in the work of state service commissions and how they determine which local groups receive funding. This is National Volunteer Week, a time set aside each year to pay tribute to one of our Nation 's most valuab lE tens of million of Americans who volunteer their time and talents each day to support our communities, stre n£ democracy, and improve people's lives. As President Bush has said, "The great strength of the nation lies in tr souls of our citizens . ... I truly believe that's one of the wonderful strengths of America- that we've got armi e! all across our country." Last year, our Foster Grandparents gave nearly 30 million hours of service to o children with special needs at schools, hospitals, drug treatment centers, and other locations. Helping manage these efforts were more than 3,500 participants in our AmeriCorps, Seni or VISTA, and Learn and Serve America programs. They put tarps on damaged roofs, distributed food and wate r, house-to-house assessments of the needs of isolated seniors, and enlisted additional volunteers in the recover To continue this important work, the President is requesting $921 million for Fiscal Year 2006 for the Corpora t programs . The funds will provide service opportunities for an estimated half million Senior Corps participants ; AmeriCorps members, a number that includes all AmeriCorps * State and National, NCCC, and VISTA members one million students in service-learning activities through Learn and Serve America. And through The Preside nt Service and Civic Participation, which presents the President's Volunteer Service Award to citizens of all backgrounds who have demonstrated a sustained commitment to service, the Corporation is leading t h1 all Americans to answer the President's call to service . • Producing significant benefits for service participants. Some benefits are obvious: Volunteering, especia seniors, has been shown to have significant mental and physical health benefits, and AmeriCorps mem t earned over $1 billion in AmeriCorps Education Awards since 1994 to further their educational and care' addition, the Corporation is helping all sectors of our society - especially the business and education we highly the commitment to service demonstrated by job and university applicants. • Leveraging effective public-private partnerships to get the most value for the Federal dollar. For the y e< through 2003, Corporation grantees collectively raised nearly $1.5 billion in non-Corporation funds as a grants. That amounts to about $360 million a year - 40 percent of our annual appropriation - an extrac testament to the value that our programs and grantees are providing to their communities. • Encouragln.g_participation of diverse organizations, includin faith-based and other communit or aniza keeping with the President's desire to remove barriers to faith-based groups, in Fiscal Year 2004, these received $70.5 million in Corporation resources. In addition, all our programs are reaching out to faith - 1 and congregations as sources of volunteers in such areas as mentoring children of prisoners and helpi nc re-enter their communities. For example, with support from VISTA and Senior Corps, the Amachi Initiat from serving 300 children of prisoners in Philadelphia to serving 2,300 such children in 85 locations. AmeriCorps * VISTA members have also worked closely with Ohio Governor Taft's Faith-Based and Com r Initiative, and similar initiatives in other states, to build capacity . These members build the infrastructu that include helping low-income people save for the future and assisting ex-offenders to successfully re Management Reforms When I became CEO of the Corporation in December 2003, I stated that my three priorities for the agency we trust and credibility; 2) to manage to accountability; and 3) to focus on our "customers"- that is, the peopl e ' in our programs and the grantees who run them . Since then, thanks in large part to the active involvement of and the First Lady, the Congress, our own Board of Directors, and our dedicated staff, we have made significa each of these areas by: • Creating higher standards of fiscal, management, and operational integrity by institutionalizing the ch ar the Strengthen AmeriCorps Program Act and implementing other controls to the National Service Trust , AmeriCorps members' education awards; • Strengthening grantee performance measures; • Improving all aspects of our grant review process ; • Improving communications and outreach to all audiences - including Congress, our grantees, progra m 1 and prospective grantees and participants; • Developing new metrics, including setting challenging goals, strategies, and measures for the perform a office in Corporation, and implementing a results-driven management system for our managers that t ie to performance; and • Engaging in a year-long rulemaking process to bring a greater degree of predictability, reliability, and lc sustainability to AmeriCorps while also increasing the leveraging power of Federal funds. Page 4 of 6 The Corporation's Fiscal Year 2006 budget proposal for $921 million is focused primarily on better leverag ing< to: maintain current levels of participation in our programs ; strengthen management, oversight, monitoring, c of our programs; and strengthen service and volunteering in America. The requested funding level is approximately $6 million (0.6 percent) below the Fiscal Year 2005 enacted leve February 2nd State of the Union Address, the President underscored the need to restrain spending in order t o federal deficit and sustain our economic prosperity . As part of this restraint, it is important that total discreti or security spending be held to levels proposed in the Fiscal Year 2006 Budget. The savings and reforms in the B important components of achieving the President's goal of cutting the budget deficit in half by 2009, and we u Congress to support them. For Fiscal Year 2006 we are requesting: • $219.7 million for our three Senior Corps RIQ9rams. Senior Corps for many years has demonstrated th e: seniors are a huge resource to our nation . Some 77 million aging baby boomers represent a vast pote nt talented, active, and caring volunteers, capable of successfully addressing a wide range of societal neec service and volunteering. With more than 30 years of experience in recruiting and placing senior volunt , Corps is on the cutting edge of finding effective ways to capture this huge potential asset. We must star new and better ways to tap their skills - including development of new recruitment strategies for our SE programs . To that end, the Corporation will target about $925,000 in Senior Corps funds to more effect the growing population of retiring baby boomers in volunteering. By program, the request for Senior Corps is as follows: o $60.3 million for RSVP. The most flexible and largest of the Senior Corps programs in terms of t h volunteers, RSVP provides a wide range of opportunities for senior service. It also can be a key p baby boomers, especially since it is the only Senior Corps program currently open to those 55 t o only one without an income-eligibility requirement. We anticipate that this level of funding will er support more than 450,000 RSVP volunteers. o 112 million for the Foster Grand arent Program. Foster Grandparents are a key factor in addres challenge facing our Nation: mentoring disadvantaged children, including the two million childre n parents. o $47.4 million for the Senior Companion Program. Because of the aging of America, the number o need long -term care is expected to increase by 30 percent over the next 10 to 15 years - and t h dramatically as the baby boomers live out their longer life spans. We know that Senior Compan ic effective model for dealing with this population. A recent evaluation study, for example, found t h Companion Program clients had a significantly higher level of life satisfaction and lower level of d than did comparison groups, and that Senior Companions improved family caregivers' ability to c responsibility of caring for frail senior family members. • For our three AmeriCorps programs, we are reguesting from this Committee $542.9 million to support < members in service to their communities. AmeriCorps plays a critical role in strengthening the nonprofi1 infrastructure, and effectively builds in its participants a lifelong commitment to volunteering and civic E Our request for AmeriCorps funding includes : o $275 million for AmeriCorps * State and National Grants. AmeriCorps * State and National, the larg AmeriCorps programs, was intentionally set up as a largely "devolved" system of Federal aid, wit three-quarters of all funding awarded to local groups to meet locally determined needs through C appointed state service commissions. The remainder of the funds is distributed through compet it the Corporation to national nonprofit organizations such as Habitat for Humanity, the American R Big Brothers Big Sisters. State and National grantees, not the Federal government, choose and o members who will serve with them. We believe that this is an effective way of driving decision m the local level, where organizations best know the needs of their communities. Of the 75,000 Am members that this budget will support, approximately 67,400 will be part of the AmeriCorps * Sta1 program . o $96.4 million for VISTA. With 40 years of experience, VISTA remains on the leading edge of vol u mobilization and other efforts to build the capacity of organizations to provide needed services ar sustaining, especially in the poorest American communities. The requestt allow VISTA to support more than 6,500 members, who will provide 11.8 million service hours at 1,400 anti-poverty projects across the country. o $25 .5 million for NCCC. AmeriCorps * NCCC members, based at one of five regional campuses loCi country, typically are deployed in teams to projects in their regions lasting 6-8 weeks. Trained in CPR, these members provide especially valuable assistance during hurricanes, floods, fires, and c disasters. The funding level will enable NCCC to support 1,050 members who can be deployed or notice to disaster sites and will also pay for $500,000 in campus repairs and other upgrades nee< member health and safety. o $ 146 million for the National Service Trust. Each AmeriCorps member who completes his or her t is entitled to receive an education award that can be used to pay for their college education or t o qualified student loans. For a year of full-time service, the award is $4,725, with lesser awards fc service . Trust funds requested for Fiscal Year 2006 will help to open the doors to educational op p 73,200 AmeriCorps members. VISTA members who opt to take an end-of- service stipend instea' education award make up the remaining 1,800 of our member goal. Most AmeriCorps graduates funds to start at a community or four -year college, or to pay down debt they have already accu rr AmeriCorps was launched in 1994, members have earned more than $ 1 billion in education aw ar • 40 million for Learn and Serve America. This level will enable us to support approximately 125 K-12, h education, and community-based grantees- translating into 1,800 local sub-grantees- which will in t u million Learn and Serve America students in service-learning activities. Service-learning brings togeth er development strategies - including character education, civic education, career education, and citizen s!" that schools and other youth-serving organizations use to help young people navigate childhood. As res nonprofit coalition Independent Sector has shown, engaging in service in childhood is the single stron gE adult volunteer service. Conclusion The Corporation's programs complement other programs funded by this committee, helping to achieve nation< improving academic achievement, reaching out to the poor and needy, assisting disadvantaged youth, suppo 11 serv ices for low-income Americans, meeting teacher shortages, and responding to natural and other emergen1 Corporation's programs are unique in that they engage citizens directly in community problem-solving, which communities meet local needs, but also instills a lasting sense of civic responsibility in our programs' participa That mission - building active and engaged citizens - has perhaps never been more relevant than it is today . · Bush took office in 2001, he warned of the high levels of disaffection and civic disengagement in our Nation, a that set us apart. At the time, he called on all of us to be "citizens, not spectators" - in other words, to take rE solving problems and ensuring the health and well-being of our communities. The attacks of September 11, in a single terrible instant, brought us together in ways we had not experienced years, in part by making us appreciate the benefits and responsibilities of citizenship. At the time, the most cc people asked was: What can I do to help? The President took that opportunity to call on all Americans to servE communities throughout their lifetimes in order to make our Nation stronger and better, and he created USA F to assist in this effort. Through our programs and initiatives, the Corporation provides opportunities for them t strengthen ing nonprofit groups, providing an infrastructure of service and volunteering, and increasing overal l volunteering and civic engagement . Issues of citizenship, democracy, and our responsibility to those least fortunate and most at risk in our societ y carried more import than they do today. As our Nation looks ahead to meeting significant challenges, it is imp many Americans as possible recognize the duties of citizenship and take responsibility for ensuring the well-bE communities . The most recent data from the U.S . Bureau of Labor Statistics about volunteering in America sh1 have experienced a multi-year climb in volunteering and other forms of civic engagement since September 11 Corporation and its programs are a leading force behind this trend. Executive Director Janet Lawson MEMORANDUM TO: Members of the Michigan Community Service Commission Executive Committee FROM: Janet Lawson, Executive Director DATE: June 8, 2006 RE: Summary of June 8, 2006, Meeting The following is a sununary of the meeting of the Michigan Community Service Conunission Executive Committee held via conference call on Thursday, June 8, 2006. The meeting was called to order at 9:00 a.m. Members present: Daniel Mulhern, Chair; Russ Mawby, Kari Pardoe and Bernard Parker. Staff present: Janet Lawson, Paula Kaiser VanDam, and Janice Harvey. Staff Recommendations for Learn & Serve School-Based Funding Paula Kaiser VanDam gave background on the applications that were received and explained the three categories of funding (planning, implementation, and institutionalization). The MCSC received 37 applications. The applications were reviewed using a peer and staff review process in April and staff are recommending 32 of the 37 for funding . Members reviewed the staff recommendations outlined in a memo :fi.·om Paula Kaiser VanDam dated June 6, 2006. Chairman Mulhern had a concern that theSE Michigan schools were not approved for funding. Ms. VanDam explained that MCSC staff had worked very closely with these schools to prepare them for the application process. The applications did not meet both MCSC and CNCS requirements for funding. Commissioners suggested that the MCSC staff contact these organizations to review their applications and help them further prepare to apply again next year. Commissioner Pardoe also suggested that it might help to have the local MCSC Commissioners work with the MCSC staff in these areas to help the programs develop a service-learning program and to prepare better applications. �Chaim1an Mulhern would like the MCSC staff to make it a priority to assist theSE Michigan area establish better programs so that they can receive funding. MCSC staff will bring suggestions and recommendations to improve this area to the next MCSC board meeting in September. Commissioner Parker suggested that it may be best to approve funding applications by region, instead of statewide. It was also suggested that school leadership needs to be identified to help the program start up and succeed. Chairn1an Mulhern also suggested that the MCSC should discuss at the allocation amount and the fornmla application process at the next board meeting. The MCSC needs to have creative strategies to begin to initiate interest in SE Michigan and to engage more of the Commissioners in this area of concern. Chairman Mulhern asked for a motion to support the staff recommendations for the Learn and Serve-Michigan School-Based grants. Commissioner Mawby moved to support the motion and Commissioner Pardoe seconded the motion. The motion passed unanimously. Staff Recommendations for Michigan's AmeriCorps Formula Renewal and New Applications Paula Kaiser VanDam explained that the MCSC was awarded $2,823,228 to fund new and continuing funding programs and could fund no more than 234 full-time equivalent (FTE) members. This a cut in funding, which required the MCSC to cut funding to programs 10% across the board. She also explained that one AmeriCorps program that was previously funding, did not do well in peer and staff review and would not receive funding this year. Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Fonnula Renewal and New applications. Commissioner Parker moved to support the motion and Commissioner Mawby seconded the motion. The motion passed unanimously. The MCSC needs to mobilize the programs to make their pitches to legislators to increase funding. It was suggested that there should be time at the MCSC Board Retreat to establish a strategy for using Congress to help the MCSC funding.
