The Omnibus Appropriations bill resulted in a 35.4% cut in funding to states for ArneriCorps programs. 2. The unanticipated accounting shortfall in the Education Trust that resulted in the ArneriCorps enrollment freeze in November 2002. 3. The additional $64 million liability owed by the Trust due to an accounting error. 4. The proposed solutions to the above issues. On February 20, 2003, the 2003 Omnibus Appropriations measure became law. The bill included funding for formula and competitive grants to states for ArneriCorps programs for the 03-04 program year. Unfortunately, the Omnibus bill reduced state ArneriCorps program funds from $193,492,000 to $125,000,000-a cut of35.4% . This is the most significant reduction made in the entire 03-04 budget for CNCS and the largest ever for states. The bill also included $100 million for the Education Award Trust to make up for the accounting shortfall that precipitated the enrollment freeze. As a result, the Corporation for National and Community Service (CNCS) made the decision to lift the freeze on ArneriCorps enrollments. The freeze was lifted after an agreement between the Congressional Budget Office (CBO), the Office ofManagement and Budget (OMB), and CNCS that the $100 million Trust appropriation be used for future education awards and not be used to rectify the $64 million owed by the Trust due to accounting errors. In addition, the bill caps at 50,000 the number of individuals that can be enrolled in ArneriCorps. �To help address these issues, on Tuesday, March 41h, President Bush sent a letter to Speaker Hastert requesting that: a. The $64 million liability owed by the Trust due to accounting errors be liquidated. b. Congress give CNCS the power to transfer up to $50 million from programming to the Educational Award Trust to cover the unanticipated shortfall. c. CNCS have the ability to enroll more than 50,000 AmeriCorps members. While the President's proposal is a good step forward, there are a myriad of issues left unsolved. 1. The proposal does not call for a restoration of program funding. The funding for state programs is still cut 35.4%. a. For Michigan, this could mean a cut of $2.1 million (of our current $6.2 million). b. This could eliminate 246 ofMichigan' s current 696 AmeriCorps members. 2. When next year's budget is presented (for the 04-05 programming year), any increase over the current amount of $125 million will be seen as an increase in the budget. It will not be seen as an attempt to restore funding to the originally expected level of $193 million. 3. The $50 million that can now be transferred from CNCS program funds into the Education Trust, will result in even less funds available for AmeriCorps programs. Therefore, the 35.4% cut to states could be even larger. a. A portion of the $50 million could be taken from the $125 million. 4. The $100 million allotted to the Trust is not adequate as it must cover approximately 20,000 members for the 02-03 program year (those that were impacted by the enrollment freeze) and the proposed 50,000 members for the 03-04 program year. a. $100 million is enough for 21,164 education awards for full-time members. These issues are real challenges for communities as they rely more and more on national service to fill in the social services gaps. The meeting was called to order at 10:10 a.m. Members present: Daniel G. Mulhern, Chair; Russell G. Mawby; Vivian Pickard. Status of AmeriCorps Funding Kyle Caldwell discussed the recent developments regarding Michigan's AmeriCorps funding cut of 85%. He discussed the strategy and actions of the MCSC. He stressed the solution to the problem is three points: 1. The program funding must be restored ($68 million). 2. The Trust must be made solvent. 3. The cap must be lifted on the AmeriCorps programs. There has been a lot of press coverage on the cuts both nationally and locally and pressure has been applied to Congress to fix the problem. A bill was introduced last week by Senators �Mikulski and Bond to begin to fix the problem and has passed both houses. expected to sign it. The President is Staff recommendations for 2003 Michigan 's AmeriCorps Formula Applications Kyle Caldwell explained that Michigan had $1 ,627,634 million in formula funds available, but could only fund 53 FTEs with those funds. Mr. Caldwell explained that the staff had come up with three recommendations. Members reviewed the staff recommendations for the 2003-04 program year (see attached). Commissioner Mawby moved to approve the staff recommendation #1, and Commissioner Mulhern seconded. The staff recommendation #1 was approved. Commissioners expressed three concerns: geographic diversity; utilization of members (both full-time and part-time); and the 20% MCSC imposed cap in funding for any program. Mr. Caldwell reviewed staff recommendation #2, which would be programs that would receive additional consideration should additional member slots become available. Commissioners agreed to this recommendation and that MCSC staff has the authorization to modify the approved programs and/or those on the pending list. Mr. Caldwell reviewed staff recommendation #3, which were applicants that were not recommended for funding and Commissioners agreed to the recommendation. The Marquette Alger Regional Education Service Agency was funded for 12 Full-Time Equivalent (FTE) members at $147,359. We have been informed that the CNCS funded 2,037 FTEs out of the competitive funding nationally. Given that for the past three years we have leveraged over $3 million per year, this came as quite a shock to us. We have requested feedback from the CNCS on the applications and justification for why they were not selected for funding. Based on the outcomes of the national competitive application process, the staff was faced with a tremendously difficult decision. We had $1,627,634 million in formula funds available to support additional programs, but were informed by CNCS that we could only fund 53 FTEs with our those funds. We had 27 applications requesting $7,454,333 to consider. In making its funding recommendations, the staff considered the quality of the application submitted, past performance, and geographic and program focus area diversity. Members will provide home visiting services to 100 parents to increase knowledge of child development, conduct community outreach to parent groups (reaching over 300 people) that will increase access to parenting education and information, and facilitate 200 playgroup sessions designed to increase and improve healthy parent-child interaction. Members will also recruit and manage 150 parent volunteers annually to support program activities. Even though many of those served by the program are considered "low-income", services are provided regardless of income, making the Success by Six program the only provider of such services to some residents of the county. In the past 2 Y2 years the program has been able to provide 5,284 parents with regular home visits utilizing the Parents as Teachers curriculum, which promotes healthy and positive parent-child interaction. Of those served, 70% showed improvements in their knowledge of parenting skills in just six months. In addition, children in families with two or more risk indicators were tested using the Infant Development Assessment, and those served by the program (46 of 50 tested) indicated higher scores than children not receiving services. County Served: Branch Camp Fire USA West Michigan Council Neighborhood Youth Development Camp Fire USA's Neighborhood Youth Development Program, a pre-existing program, plans to engage AmeriCorps members to expand the local Camp Fire after-school and summer programs in an effort to provide a safe environment for children during out of school time, serving 532 after-school and 380 summer participants at six sites. Members would deliver in class Campfire USA Self-Reliance curriculum to 1231 students in Grand Rapids urban schools. Members would recruit at least 330 volunteers who would each spend 1 - 3 hours per week in after-school and summer programs. Members would also assist in the development of Camp Fire's Community Family Club program in order to increase opportunities for 48 parents and adults to interact positively with children and teens. The program proposes to provide 912 youth with after-school and summer programming and reach another 1231 youth through the teaching of the Self-Reliance curriculum. Through these activities, members would build a supportive and caring environment for children to help them develop self-esteem, confidence, trust in an adult, and conflict management skills. They intend to increase the number of youth served by 20% each year. County Served: Kent �City Year Detroit City Year Detroit AmeriCorps City Year Detroit AmeriCorps, a pre-existing program, plans to engage AmeriCorps members to improve academic performance and attitudes toward learning though tutoring and in-class support. Members would deliver services to youth through school partnerships to support the academic success of students K-12. 75% of the students tutored in literacy would improve their academic performance by one grade level. Members would plan and initiate self-sustaining capacity building projects to help partner middle schools and high school to better achieve their mission. 75% of designated service partners would report an increased capacity to achieve their mission. Children and youth service by members, as well as community members, would serve their community. During the program year, 1,125 volunteers would serve 9,150 service hours in the Metro Detroit community. AmeriCorps members would engage middle school youth in the City Year's Young Heroes program to become more effective citizens, develop civic skills, and a greater understanding of people and situations beyond their personal world view. As a result of this activity, 75% of these youth would experience an increase in the aforementioned skills and capacities. Counties Served: Wayne and Oakland The Guidance Center (TGC) Downriver CARES (Community, Action, Resources, Enrichment, Service) The Downriver CARES Program proposes to provide programs for and in support of youth in the Downriver Detroit area, which will increase their social and emotional readiness to learn. Members will be placed in TGC or one of its program satellite sites. Some specific areas members will serve in include Family Resource Centers, Head Start programs serving low-income pre-schoolers, and family literacy programs. Members will increase the number of the 40 Developmental Assets necessary for proper social, emotional and intellectual development (as defined by the Search Institute) available to 1,250 youth. Members will also recruit and manage 480 community volunteers to provide 3,840 hours of service in support of the program's goals. In its first 18 months of operation, TGC's AmeriCorps Program hosted 17 family literacy events that promoted increased youth literacy to over 3,560 children and adults. Most of these events involved collaboration among the program, and local community organizations, businesses, and civic organizations. Members also provided individual support to various youth literacy programs. One of the programs greatest strengths is its ability to continually assess its progress, and incorporate feedback in order to assure it is addressing the most pertinent needs, in the most effective ways. Throughout its first two years the program continually assessed and analyzed community need and systems of service delivery, resulting in a necessary change in program focus to begin in the '03-'04 grant year. In order to improve literacy for these at-risk youth, the Downriver CARES Program will work towards increased youth literacy, by assuring youth are socially and emotionally ready to learn. County Served: Wayne �Ionia County Intermediate School District Ionia County AmeriCorps The Ionia County AmeriCorps Program proposes to provide students in a rural environment with activities in mentoring and service-learning. These activities will support the development of character through healthy youth development in the classroom and during non-school hours . Members will serve 1,000 middle and high school youth in 6 local school districts by coordinating programs that encourage adult and family involvement in supporting youth in their development and ability to achieve success. This will result in decreased student behavior problems and increased academic success among those served. Members will also engage 225 community volunteers providing 2,500 hours of service in support of program activities. In its first two years of programming, the program focused on increasing youth literacy and family focus on reading. Of the 754 students receiving reading·support, 87% demonstrated a gain of at least one grade level in their reading ability. Of the 2,233 receiving one-Qn-one or group tutoring, 70% showed increases in vocabulary, comprehension, fluency, and word recognition. Additionally, members served over 3,000 youth and family members through community reading events or home-based literacy activities. Approaching the end of the program's second year, local community need assessments indicated that there had been systems put in place that could continue to support local youth literacy initiatives, and that other community needs were now taking priority. The program thus changed focus in order to address these new identified community needs, which were to support youth through service-learning and mentoring activities to promote healthy character development. Program activities are designed to result in decreased incidence of student behavior problems among those served, and increased academic performance. County Served: Ionia Michigan Department of Agriculture Michigan Groundwater Stewardship Program The Michigan Groundwater Stewardship Program, a pre-existing program, plans to engage AmeriCorps members in environmental education and outreach. Members would complete 12,000 site assessments (Home* A *Syst, Farm* A *Syst, etc.) with landowners or renters, resulting in 75 % of those assessed increasing their knowledge of fannlhousehold risks by at least 33%. This increase in knowledge would lead to at least one change in environmental practice per household during the program year. Members would recruit and train 750 community groundwater protection volunteers to conduct Home* A *Syst and other groundwater education events, in order for communities to provide groundwater education independent of the members. Members would present groundwater information to 15,000 middle school and high school students, resulting in an 80% increase in understanding of groundwater risks, groundwater issues and the water cycle amongst 75 % of the students. Members would build/maintain groundwater stewardship teams in 40 counties to identify potential groundwater risks and developing strategies to minimize those risks. Members would provide information to 18,000 adults on community resources that pertain to groundwater stewardship . Additionally, all AmeriCorps members are trained by the Michigan State Police Emergency Management Division in Emergency Based Response Training to help with local Emergency Planning Committees in their community education on disaster response and community protection. They are in the state database of responders in case of emergency, attack or disaster. �Counties Served: Alger, Alpena, Antrim, Arenac, Bay, Benzie, Charlevoix, Cheboygan, Clinton, Crawford, Delta, Eaton, Emmett, Genesee, Grand Traverse, Ingham, Iosco, Kalkaska, Lapeer, Leelenaw, Livingston, Macomb, Marquette, Mecosta, Midland, Montcalm, Montmorency, Oakland, Ogemaw, Oscoda, Otsego, Presque Isle, Roscommon, Saginaw, St. Clair, Shiawasee, Washtenaw, and Wayne Oakland University AmeriCorps Oakland AmeriCorps Oakland, a pre-existing program, plans to engage AmeriCorps members to tutor a total of 300 children with 85% of those youth experiencing a one-point improvement on Wide Range Achievement Test in reading writing and math. These youth would be both teacher identified and selfenrolled students who are tutored both in school and in summer programs. Members would engage 300 children during the school year and 600 children during the summer in 'academically-based' enrichment programs that focus on character education, conflict resolution, hands-on science, geography and community service. AmeriCorps Oakland members would participate in 50 community service projects during the program year, which were not a part of the member's daily activities. Each member would be required to participate in at least 10 ofthe total 50 service projects to successfully complete their term of service. AmeriCorps members would recruit a total of 900 non-stipended volunteers who would serve an average of 10 hours each. Volunteer activities would include daily tutoring sessions, community service projects, after-school and summer programs, and field trips. County Served: Oakland Volunteer Muskegon Volunteer Muskegon's AmeriCorps The Volunteer Muskegon AmeriCorps Program proposes to incorporate the service-learning model in the curricula of classrooms and after-school programs in school districts, community-based organizations, and faith-based initiatives in Muskegon County. Members will serve 1,500 youth in grades K-12 at 16 sites, with the goal of increasing the problem solving skills of those served, as well as increasing the number ofDevelopmental Assets necessary for proper social, emotional and intellectual development (as Defined by the Search Institute) available to youth in the county. The program will seek to increase collaboration among schools, businesses, public-sector institutions and non-profit organizations in utilizing the asset approach to youth development in order to impact local challenges such as youth drug use /abuse, juvenile crime, sexual activity, and anti-social and violent behavior. Members will also engage 300 community volunteers providing 1,200 hours of service through national days of service such as Make A Difference Day, Martin Luther King, Jr. Day, etc. In its first two years, the program has excelled at developing community collaborations that have resulted in youth increasing their level of problems solving skills, and improving their attitudes about their ability to affect positive personal and community change. So far 3,690 students have participated in over 70 academic and community based service-learning projects, resulting in increases of 14%- 17% in problem solving skills, and similar success rates in helping youth feel they "have a lot to offer the community" and being aware of community needs. County Served: Muskegon �Applicants to receive additional consideration iffunding or member slots increase: Ann Arbor Center for Independent Living Ann Arbor CIL AmeriCorps The Ann Arbor Center for Independent Living proposes a new AmeriCorps Program that will improve independent living services for the disabled, as well as recruit volunteers and increase community partnerships to support services for the disabled. Members will be placed at 15 Centers for Independent Living across the state, located in counties ranging from urban centers such as Wayne County (City of Detroit) to rural counties in the Upper Peninsula. Direct services provided by members will include things such as housing assistance, skills training, acquisition of assistive technology devices, rehabilitation and vocational services, etc. Members will also recruit 1,500 volunteers to provide 40,000 hours of support to program activities, and recruit an additional 150 volunteers that will provide a total of 18,000 hours of individualized living services support to residents. As a brand new. applicant, the program would become the only Michigan's AmeriCorps Program to focus on service provision for the disabled. The program would not only generate community volunteers in support of program services, but would also provide opportunities for disabled residents to participate as volunteers, thus providing them with the opportunity for increased personal empowerment. Counties Served: Proposed statewide program, however sites have not been determined. B-H-K Child Development Board Copper Country AmeriCorps The Copper Country AmeriCorps Program proposes to provide educational assistance to youth and recruit volunteers in the underserved counties of Baraga, Houghton and Keweenaw in Michigan's upper peninsula. Members will serve 350 children ages 0-18 through tutoring, mentoring, after-school, and preK childcare activities at 25 sites, comprised of schools and community-based organizations. Members also plan to recruit 500 community volunteers providing 3,500 hours of service in support of daily program activities and community-wide service projects. In its past two years of operation, the program has tutored and mentored more than 650 academically struggling students, resulting in 60% increasing their performance by Y2 letter grade, and 14% increasing their performance by a full letter grade or more. The program has also provided over 3,000 additional youth and 600 families with a variety of programming including after-school enrichment programs and parent-support services. Counties Served: Baraga, Houghton, Keweenaw, Char-Em Intermediate School District Char-Em ISD AmeriCorps Program The Char-Em ISD AmeriCorps program, a pre-existing program, plans to engage AmeriCorps members that would focus on training students in conflict resolution in schools. The program intends to train 1,000 youth in conflict resolution, and of these students, all 1,000 would practice these skills in high conflict areas oftheir school. Of the 1,000 youth who experience conflict resolution training, 75% would experience increased knowledge and understanding of conflict resolution skills. Members would train 200 youth to be peer mediators at schools in Charlevoix and Emmet Counties. Each member would be expected to join at least one local service club or organization with the expectation that their involvement would broaden the member's understanding and commitment to service, as well as the club or organization's understanding of AmeriCorps. AmeriCorps members would deliver in-service �presentations to a minimum of 20 groups within the community. Additionally, members would garner at least 500 non-stipended volunteers to strengthen the conflict resolution processes within the school sites, assist with service learning and participate in community service activities and events. Counties Served: Charlevoix and Emmet Detroit Communities in Schools Readetroit AmeriCorps The Readetroit Corps program plans to implement a new program where they engage members in tutoring and youth literacy during the next program year. Members would tutor 800 first graders who have been identified with reading deficiencies for 20,000 hours annually, resulting in a 50% improvement in reading levels. Additionally, as a result of tutorial and literacy activities, 640 first graders would experience an increased reading skill of one grade level. Members will increase the number of books that students read for fun by at least 50%. Members will also help 600 students complete at least five new age appropriate books. Members will encourage at least 35% of the families ofReadetroit Corps program children to participate in literacy related activities. AmeriCorps members will recruit and manage 540 community volunteers who will provide 5,400 hours annually to support tutorial and literacy needs of the 800 teacher identified students. County Served: Wayne Habitat for Humanity Michigan Habitat Michigan's AmeriCorps Program Habitat for Humanity of Michigan, a pre-existing program, plans to engage AmeriCorps members to serve with Habitat for Humanity affiliates to strengthen their construction and volunteer management programs and train partner families to make them successful homeowners. Members would assist partner sites to increase their housing construction for low-income families by 25 %. Members would coordinate activities for 7,000 new and returning volunteers and contractors, train volunteers on diversity issues, skill development and safety issues, provide on-site leadership, oversee sweat equity for homeowner families and coordinate with the Family Selection Department to ensure a smooth transition through the selection process to partnership in the affiliate's program. Members would assess 160 current partner families and 48 new partner families with a goal of increasing their homeownership skills by 75%, resulting in a minimum of 45 families maintaining their homes via direct support by members. Habitat partner families would become responsible homeowners, parents and community members as all partner families would be encouraged to volunteer in Habitat for Humanity and community service events. Counties Served: Alcona, Alpena, Berrien, Calhoun, Delta, Grand Traverse, Kent, Marquette, Muskegon, Oakland, Ottawa, Roscommon, Saginaw, StClair, Washtenaw, and Wayne. Michigan Communities in Schools Michigan Communities in Schools AmeriCorps Michigan Communities in Schools, a pre-existing program, plans to engage AmeriCorps members to support students in grades K-12 who are identified as at risk of failing. This would come in the form of tutoring during and after-school in one-on-one and group settings . As a result of this tutoring activity, it is anticipated that 350 students would raise their reading skills by one level. Additionally, members would endeavor to recruit at least 570 new volunteers to support CIS AmeriCorps members in tutoring �and after-school programs. Members would provide support to students identified as having poor attendance in school. This support would entail contacts that are one-on-one, individual consultation and home visits with parent and collaborations with outside community resources to ensure that students have the resources available to them to improve their attendance. Members would take an active role in providing parent education and child development information to parents at centrally located Family Centers. This support would be provided by six members who would provide literacy and basic parenting skills to 200 parents, resulting in 75% of these parents increasing their involvement with their children. As well, members would bring 120 new services and resources to schools by conducting needs assessments in the community and in school. Once the needs have been identified, members would connect the services and resources (i.e. medical insurance, glasses and books) to the communities, that would be located in schools where they can be easily accessed by families . Counties Served: Antrim, Kalamazoo, Lenawee, Ottawa, and Tecumseh Michigan Primary Care Association Health Corps The Michigan Primary Care Association proposes establishing a new AmeriCorps Program called the HealthCorps. This program would place members in communities that have unfavorable health indicators in relation to diabetes, cancer, heart disease, teen pregnancy, infant mortality, etc. Members would focu s on working with residents to teach patient self-management of disease, organizing school-based health programs, and conducting community outreach to uninsured residents to enroll them in available health insurance plans. Specific program goals include the following : 1) design educational materials to inform uninsured residents about available health coverage, reaching at least 1,500 people statewide in year one, and increasing to 5,000 in year three, 2) design educational materials to inform patients about disease selfmanagement, and enroll 500 new patients per year in the disease self-management program, totaling 1,500 patients in year three, 3) achieve a 60% patient retention rate for the self-management program, and 4) recruit 600 community volunteers by year three in support of program goals. Counties Served: Alcona, Arenac, Baldwin, Calhoun, Genesee, Jackson, Oakland, Saginaw, Washtenaw, and Wayne, Michigan State University 4-H Extension Michigan Reading Readiness The Reading Readiness AmeriCorps Program proposes to strengthen community literacy for 6,460 youth in grades K-3. Members will be placed in 4-H Extension Offices serving youth in 18 counties, ranging from urban centers to underserved rural areas. Youth will receive individual and group tutoring services designed to increase the amount of time they spend reading as well as improve their reading comprehension and academic performance in reading. Members will also provide literacy related family programming during in-school and out-of-school hours to increase family knowledge around youth literacy skill development, and recruit 1,600 community volunteers serving 84,400 hours in direct support ofliteracy and mentoring related program activities. In the first year of programming, members served 8,373 students with in-school tutoring and mentoring, resulting in 90% of those assessed improving their reading skills by at least one grade level. In addition, between 70% and 80% of youth served in out-ofschool projects also showed reading score improvements of one grade level. In its second year, the program built upon its success by providing 1,408 families with activities designed to promote literacy, and engaged 2,281 youth in service to their community. �Counties Served: Antrim, Bay, Cass, Cheboygan, Clare, Grand Traverse, Isabella, Kalamazoo, Luce, Midland, Missaukee, Oakland, Ogemaw, and Wexford The Regents of the University of Michigan Michigan Neighborhood AmeriCorps Program The Michigan Neighborhood AmeriCorps Program, a pre-existing program, plans to engage AmeriCorps members to serve the residents of Detroit in health care assistance, summer programs for youth and economic development. AmeriCorps members would dedicate at least 20,000 service hours to social, economic and community development or revitalization projects in the cities of Detroit and Dearborn, which would result in 21 organizations initiating 21 new projects to improve living conditions. Members would mentor 670 youth in after-school and summer programs that would result in 80% of youth being more receptive to present and future educational opportunities. AmeriCorps members would provide health education on community health issues to 2,500 residents of Detroit and Dearborn through face-toface health education encounters and small group presentations that would result in 75% of these residents demonstrating knowledge with 80% proficiency. Members would recruit and manage 1,000 community volunteers that would provide a total of 10,000 service hours during the program year. This volunteer service would take place in support of after-school and summer programs for youth. County Served: Wayne Wayne Metro Community Services The AmeriCorps Homeless Program The AmeriCorps Homeless Program proposes to provide services to residents of out-Wayne County currently homeless, or at risk ofhomelessness. Members will support programs designed to encourage clients to progress towards self-sufficiency, support programs for children in local homeless shelters, develop and refine processes to enhance communication and collaboration among organizations in the Wayne County Homeless Coalition, and conduct outreach sessions to tenant groups considered at-risk fo r homelessness. In its first year, the program was able to provide supportive services to 472 community members that were either homeless or at-risk ofhomelessness. County Served: Wayne �Applicants not recommended for funding: Catholic Family Services The Ark AmeriCorps The ARK proposes a new AmeriCorps Program to provide positive role models for youth in nine counties in Southwest Michigan, as well as facilitate service-learning activities that will provide the opportunity for youth to act as a resource and feel valued by their community. The number of youth participating in service-learning will increase from 135 in year one to 225 in year three, with participants specifically acquiring the knowledge necessary to allow them to respond appropriately in crisis situations. Overall, the program will strive to achieve a rate of 50% to 75 % over a three-year period of participants continuing to serve in various capacities in their communities. The goal of this ongoing service is to demonstrate that participants will have internalized the importance of community service, and thus are remaining engaged in their communities. In addition, the program will recruit a total of 600 new volun~eers over a three-year period that would commit to providing service in their communities to meet a variety of needs. Counties Served: Allegan, Barry, Berrien, Calhoun, Cass, Kalamazoo, and Van Buren CEDAM (Community and Economic Development Association of Michigan) CEDAM AmeriCorps Program The CEDAM AmeriCorps Program, a new AmeriCorps applicant, plans to engage members at local Community Development Corporations that are implementing comprehensive community development strategies. Members would serve neighborhood residents to build sustainable networks for community problem solving and general activities. Additionally, members would develop and distribute a Neighborhood Asset Directory to new and existing homeowners so that they would be more connected to local resources, activities and local officials. The goal would be to place members in one of three types of CDCs: CDCs that are implementing comprehensive community development strategies though the Michigan State Housing Development Authority- the Neighborhood Preservation program; CDCs that are operating partnerships with Habitat for Humanity though a model based upon the 21 st Century Challenge -now known as Project CHANGED; and emerging faith-based CDCs in areas of need, such as urban areas. Detroit Zoological Society (DZI) Zoo CREW (AmeriCorps for Conservation, Research and Education of Wildlife) The Zoo Crew AmeriCorps Program, a new AmeriCorps applicant, plans to engage members in addressing community members' needs for an improved understanding of the interdependency that exists between people, animals and the natural world. By educating individuals about the importance of resources on which both wildlife and humankind depend, DZI hopes to empower them to take steps to mitigate the decline of the planet's fragile species and habitats - ensuring not only a brighter future for wildlife and wild places, but also a higher quality of life for people in their community. Corps members would be asked to facilitate new Kids Connection programs that link the Zoo with the Detroit Public Schools on an ongoing basis, expand outreach services to schools and community organizations, facilitate new Summer Safari camp programs, new family and group "backpack" programs, expand demonstration sites at the Detroit Zoo for Wildlife "microhabitats" and education initiatives and planning for the restoration of the Belle Isle Zoo. Though member's service, the Zoo would be able to expand enrollment �in Zoo Corps volunteer conservation expeditions, participate in local conservation projects with partners such a Southeast Michigan Greenways, expands their commitment to six existing DZI conservation initiatives, identify and develop new local conservation projects and expand the Detroit Zoo's on-site recycling program. County Served: Wayne Human Development Commission The Human Development Commission AmeriCorps Program The Human Development Commission proposes a new AmeriCorps Program to expand services for the frail elderly in Huron, Sanilac and Tuscola Counties in Michigan. Members would be in daily telephone contact with and provide monthly personal visits to clients in order to provide support and encouragement as well as increase their sense of security and community connection. Members would also provide minor home repairs and transportation as needed, and conduct outreach to assure potential clients are aware of service availability. Specific program goals include: 1) regularly reaching 100 residents with program services in year one, with that number increasing to 250 in year three, and 2) recruiting an additional 218 community volunteers to support program services and activities. Counties Served: Huron, Sanilac, and Tuscola Mott Community College (MCC) The Access Opportunity AmeriCorps of Flint Program The Access Opportunity AmeriCorps of Flint Program, a new AmeriCorps applicant, plans to engage members in access to higher education and employment for individuals living in the Renewal Community ofFlint, Michigan. The AmeriCorps members would address the digital divide, help individuals to access higher education and increase opportunities for individuals to improve their job-readiness and employment skills. Member activities would be built around existing programs and initiatives that MCC has undertaken at three Community Technology Centers and the North Pointe Center, MCC's workforce development extension site. These activities are designed to strengthen the outcome of these efforts, extend their outreach capacity, and increase the participation of volunteers in those programs. Some of the impacts that the Access Opportunity AmeriCorps Program of Flint would have are: a 20% increase in the number of adult CTC users each year of the program; an incremental increase in the number of volunteers who support CTC users; 10% of workforce development and CTC program participants without GEDs and high school diplomas to enroll in higher education; and, prepare a minimum of 25 individuals each year for A+ computer repair certification. County Served: Genesee Relief After Violent Encounter (RAVE) RAVE AmeriCorps TheRAVE AmeriCorps Program is a new program proposing to facilitate a comprehensive community effort to reduce the incidence of and potential for youth violence in Clinton County. Members will develop and deliver training programs and community service activities, coordinate a community youth violence prevention resource library, serve as mentors and advisors to a variety of youth programs, and identify new linkages and partners from business, faith-based and other organizations to tighten the community safety net for all citizens. Specific goals of the program include: 1) recruit 450 community �volunteers in support of violence prevention activities, 2) create a community-owned youth violence prevention library by the end of year one, and 3) reach 750 youth and 500 adults through community and classroom presentations focusing on youth violence prevention. County Served: Clinton VFW National Home for Children MentorMore The MentorMore AmeriCorps Program proposes to provide mentoring and training to adult and youth residents of the VFW National Home for Children in Eaton County. Services to be delivered include mentoring of youth ages 6-18 , service-learning opportunities for youth and families, individualized support for parents striving to achieve greater confidence and self-sufficieney, and training youth to resolve problems and respond to crisis in a calm and peaceful fashion. In its first y~ar, the program helped 30 families find affordable housing in the area, and worked with those families to assure they had the budgeting and other skills necessary to manage their home. The program also mentored children residing at the VFW Home, provided 26 parents and adolescents with support in finding employment or acquiring employment related skills, and engaged 151 people in service-learning projects that positively impacted 900 local residents. County Served: Eaton Young Detroit Builders Young Detroit Builders AmeriCorps Young Detroit Builders AmeriCorps, a pre-existing program, plans to engage AmeriCorps members to build and maintain over 30 wheelchair ramps for disabled people who might not otherwise have access to the means to have the ramps built for them. Members would make housing adaptations to 40 low-income households including disabled persons and seniors. In order to strengthen local communities, members would partner with the Great Lakes Center for Independent Living to provide disability awareness programs to at least 200 elementary school students in 4 schools. Update on MCSC Initiatives Status of AmeriCorps Crisis: Kyle Caldwell discussed the status of the AmeriCorps funding crisis. The first attempt to secure additional funding through a FY03 supplemental bill failed. The Save AmeriCorps Coalition is planning a 100 hour hearing in September. The Legislative Affairs bill for FY03 supplemental is still on the House floor. It is likely they will strip out the AmeriCorps funding . Staff recommends that we move forward with the recommended 65 % cut in AmeriCorps members (from 700 to 300). �Mentor Michigan: Kyle Caldwell discussed the first Mentor Michigan Summit that will take place in Western Wayne County in October. Paula Kaiser and Mary Zatina are working together with the group Child Hope who heard about Dan Mulhern's commitment and invited him to participate in their summit. There will be four other regional summits (Saginaw, Detroit area, Western Michigan, and Upper Peninsula). We will be working together with organizations that mentor and those that benefit from mentors (schools and courts). The summits will help to provide feedback on Mentor Michigan's mission, vision, plan and work agenda. We also hope to establish a sharper, clearer definition of what Mentor Michigan will be and use it in January for National Mentor month to recruit mentors. Kyle Caldwell also stated that Mentor Michigan is preparing to partner with national mentor program. Mentor Michigan will be working with Volunteer Centers to work together with local mentor organizations. Dan Mulhern and the Governor's office is working on an Executive Order to establish a Mentor Michigan Advisory Council to advise the MCSC. Executive Committee members should submit names of those they recommend that have knowledge on mentoring. Dan Mulhern mentioned that at the retreat he would like to discuss the possibility ofMCSC Commissioners working as mentors. Citizen Corps: Kyle Caldwell stated that a Program Coordinator, Gary Zulinski, has been hired to handle Michigan Citizen Corps. He is a former captain of the Dearborn Heights Police Department. His first task is implementing the first CERT Train-the-Trainer September 22-24 at the Oakland Community College CREST facility. The trainers will then go back to the eight pilot regions and work with emergency management personnel to establish local CERT training. MCSC Recommendations for 2003 Learn & Serve School-Based Applications Kyle Caldwell explained that at the 2002 retreat, Commissioners that participated in the Learn & Serve Workgroup recommended that the appropriate size of grant should be based on district size and will be broken down into three categories: planning grant, implementation grant and institutionalization grant. Schools listed as priority schools were given a special invitation to apply for a grant - one school applied. Members reviewed the staff recommendations for the Planning grants. Commissioner Maw by moved to approve the staff recommendations and Commissioner Smith seconded the motion. (See attached.) The recommendations for the Planning grants passed unanimously. Members reviewed the staff recommendations for the Implementation grants. Commissioner Maw by moved to approve the staff recommendations and Commissioner Collier seconded the motion. (See attached.) The recommendations for the Implementation grants passed unanimously with Commissioner Smith obtaining due to Bedford Public Schools being an applicant. �Members reviewed the staff recommendations for the Institutionalization grants. Commissioner Collier moved to approve the staff recommendations and Commissioner Smith seconded the motion. (See attached.) The recommendations for Institutionalization grants passed unanimously. Kyle Caldwell also pointed out that Flint Community Schools, an Institutionalization grant applicant, is a priority school and will be working Big Brothers/Big Sisters. Agenda for MCSC September Board Meeting/Retreat Kyle Caldwell discussed the agenda for the September Board Meeting and Retreat. The agenda will include discussions on Who Are We, A Year in Review which will include the MCSC staff and Chairperson Mulhern will walk us through the Vision for the MCSC. There will not be a dinner speaker as Chairperson Mulhern would like the retreat to be a time for Commissioners to get to know each other. The second day of the retreat will focus on Mentor Michigan and the MCSC plan and focus for Mentor Michigan. Executive Committee Dates The members were reminded ofthe last Executive Committee meeting for 2003 (November 21) and noted the upcoming dates for 2004 (January 23, April 9, September 24, November 19). It was mentioned that the September 24, 2004, meeting date will need to be changed to August so that it is prior to the September MCSC Board meeting. Commissioner Smith also mentioned that she will not be available for the November 19, 2004, meeting. Commissioner Collier moved to adopt the Executive Committee meeting dates. The application guidelines were sent to all local school districts, intermediate school districts, charter schools, and public school academies. The MCSC offered three categories of funding. School districts that have never received Learn and Serve funding were able to apply for a planning grant in order to develop a plan to establish service-learning throughout the district. School districts that have received funds in the past were able to apply for an implementation grant to expand quality service-learning practice throughout the district. School districts that have implemented service-learning for a minimum of three years were able to apply for an institutionalization grant to sustain quality service-learning practice. The amount of funds applicants were eligible to apply for were based on the category (planning, implementation, and institutionalization) and on classification of the school district by pupil membership. We are grateful to ASC for carefully listening to the field to best represent us in conversations with the Board and Senior Management of the Corporation for National and Community Service (CNCS) and other appropriate entities on these issues. This is such an important time in the life of national service! While we need to move quickly to ensure a positive future, we worry that the national dialogue to date has focused too narrowly on changes that could harm what is working well at the state and local levels and may be missing changes at the federal level that could create the future we all desire- one where everyone that wants to serve as the opportunity to do so. As state commissions we have loved being part of the national experiment to create state entities that would serve as models of a "reinvented government". In this role we have been laboratories of innovation and have multiple success stories to tell that could be helpful to the current national dialogue. Our state commissions recognize that the issues are complex and that the stakes are high. Any of our states would be delighted to host a site visit, or offer any support necessary, to provide useful insight to achieve the best possible results for national service. �As CNCS grapples with important and complex issues, we respectfully offer the following recommendations: Issue Suggestions Distributing Program Development & Training Resources (PDAT) • Defining the most productive state/federal partnership • Devolve hands-on grant making and programming to state commissions, allowing CNCS to focus on streamlining processes, ensuring accounting of grant funds and managing an efficient structure. Determining State/Federal roles in funding innovative and new initiatives • Identify and compare examples of successful state and federal innovation initiatives against defined criteria to determine the most effective approach. Integrating AmeriCorps, Senior Corps, VISTA, and Learn & Serve Programming • Equalize benefits and requirements for AmeriCorps and VISTA members. Design one application process for communities to be considered for any CNCS programming. Determining an adequate and fair distribution of administrative and operational resources to states and programs. • • • • Distribute to states, allowing states to identify and use local providers to meet cross-stream training needs. Beyond a sufficient base level, resources for staffing and other support should be allocated proportionate to the number of all national service programs and members serving in the state Increase the administrative dollars available to state commissions; recognizing the added value of the infrastructure that supports other service priorities such as Citizen Corps, Community Volunteering, and development of the entire field of national service and volunteerism. Complete a cost/benefit study of the multiple administrative structures to determine most efficient/effective service delivery model. Funding Recommendations The members approved the staff recommendations for the Michigan Citizen Corps programs (see attached) and the wavier for the Volunteer Investment Grants intent to apply policy due to a mechanical error related to the submission by the Volunteer Center of Chippewa County. Policy Statement on AmeriCorps Mr. Caldwell shared a copy of the previously approved letter of the MCSC regarding AmeriCorps and its funding. The Congress activity demonstrated that the advocacy work might have been productive. The VA HUD bill passed out of the conference committee provided funding near the level the President requested and eliminated the harmful language related to the drastic match requirements and funding term limits. MCSC December Meeting The agenda for the December meeting will concentrate on five areas: A. Statutory functions including funding recommendations. B. Welcoming new commissioners and all members sharing on their mentoring experiences. C. Examining the basic (in very visual terms) scope and summary of the work of the MCSC. �D. Re-examining the vision and mission discussions of the September meeting along with the existing mission and vision of the MCSC. E. Give a summary of Mentor Michigan activities to date and discuss futme including the creation of a business plan. Future Executive Committee Meeting The members agreed upon the meeting dates, but advised the staff that the April 9, 2004 date coincided with Good Friday. Staff will suggest another date. The form was due to MCSC no later than 5:00pm on November 3, 2003. I was out of town the entire week of the 3'd in Washington DC for training held with the Points of Light Foundation. Upon my return on November 10, 2003 I found a copy of the form along with a failure report from the fax machine. I really thought it would be no large issue and called Angelia Salas immediately. After waiting a few days to fmally connect with her due to a state holiday, I learned that our agency was in fact no longer eligible to apply due to this error. Angelia was very sympathetic and assured me that this was simply an unfortunate mistake. I understand the importance to adhering to a set policy to avoid a breakdown of the entire system, however I strongly feel this simply does not warrant a disqualification from the grant process. The United Way Volunteer Center of Chippewa County is a small but thriving Upper Peninsula center that has shown continuous growth since its inception. Each year we have completed our VIG requirements and provided the match deposits on time and/or ahead of schedule. We deserve this chance! In a time when the Michigan VIG was in grave danger · of being eliminated completely, I traveled to our state's capitol building in Lansing to speak directly to my State Senator Jason Allen on the importance of the VIG to our community and to vote not to cut its funding. Many phone calls, e-mails and face to face conversations took place with my State Representative Scott Shackleton to secure his support of the VIG. He passed this information on to his peers as he saw fit. The United Way Volunteer Center of Chippewa County did it's part to enSure the continuation of the VIG program. As you know, Ms. Kristina Beamish, Director of the United Way Volunteer Center of Chippewa County has had a long-standing relationship with the Michigan Community Service Commission, and has been a proud recipient of Michigan's Volunteer Investment Grants through the years. We understand that Ms. Beamish attempted to fax the pre-application to the Michigan Community Service Commission a couple of days before it was due, and believed the fax transmittal to have been completed. Unfortunately, it appears that this fax transmission was not completed, and it could have been caused by an error or malfunction either by the fax machine at the United Way Volunteer Center or at the Michigan Community Service Commission. Applicant Michigan Campus Compact Members and Hours 300 @ 300 hrs. /year Full-time Equivalent (FTE) 60 (I FTE = 5 minimum-time members) Amount of Grant Educational Awards $400 x 60 FTE 300@ $1,000 each Total Value $300,000* 300 members 60FTE $24,000 * Education A wards are administered directly by the CNCS with the individual members. The MCSC would not be responsible for the administration of these awards. Summary The staff received an application for an AmeriCorps Education Award Only program from the MCC to engage 300 minimum-time (300 hours) members (60 full-time equivalent), year around, to provide services to youth state wide. The Education Award Only programs differ from our other AmeriCorps programs in that the applicant underwrites the costs of operating the program �(with the exception of a $400/FTE allotment), and in exchange the Corporation for National and Community Service will provide the Education Award to the members who have served. As a program of the MCC, college students at the organization's member campuses will be enrolled and supervised through campus service offices and partner community organizations. Campuses will participate in a competitive application process to receive members, and place them in local partner community organizations to complete their service. Members will mainly be comprised of those students who qualify for Federal Work Study, thus encouraging each university to lend increased support to meet local community needs. In addition, a large component of each member's development will focus on increasing their understanding of civic engagement and effective citizenship, by incorporating training and discussion on related topics into the program's member development plan. While at their service sites, members will engage youth in activities such as mentoring in order to increase youth socialization, self-esteem and confidence. Members will also recruit at least 10 community volunteers each in support of program activities, leveraging a total of 3,000 additional community volunteers. The MCSC staff believes that the proposal is sound and would prove competitive. Therefore staff requests provisional funding to proceed with the submission of the application to the Corporation for National and Community Service so that the MCC may address the following: 1. Narrowing and identifying the specific community needs the members will address through their service. 2. More clarity on how MCC will identify sites and incorporate them in the overall monitoring/evaluation plan the MCC will use to measure impact. 3. More specificity on outcome measures for the program. Education Award Only programs have three submission dates: February 3, 2004, May 11, 2004, and November 2, 2004. Four community colleges have committed to CERT training with several others looking at implementing CERT. Over 300 trainers trained in CERT. Ongoing discussions with state health professionals to coordinate with Citizen Corps to broaden Medical Reserve Corps. �• • • Ongoing discussions with Department of Education to implement CERT in the K-12 schools. Working with the National & Community Service Corporation to secure funding for students and seniors to engage in disaster preparedness. Letter of intent from City of Kentwood for 2004 funding thus completing a council in all 8 regions. I would like input from the Council on future funding. We are heading in the direction of frontloading with seed funds to get councils and programs started, and then decreasing renewed funding, as costs of initial start up are no longer a concern. We are considering creating fixed amounts for initial start up, for sustaining and for longevity. I think if we keep in mind factors of; population, risk and need we will adequately spread the funding appropriately. The meeting was called to order at 10:00 a.m. Members present: Daniel Mulher, Chair; Russ Mawby and Meg Smith. Staff present: Kyle Caldwell, Executive Director; and Janice Harvey. 2004 Michigan 's AmeriCorps Competitive Application Members reviewed the staff recommendations for 2004 Michigan's AmeriCorps Competitive Applications. Kyle Caldwell discussed the memo from Paula Kaiser outlining the staff recommendations. Michigan is requesting $1.5 million for new programs and over $500,00 for renewal applicants. The staff also recommends shifting some of the existing fonnula funded programs to competitive funding in the amount of$2.2 due to the quality ofthe programs. This will free up some of the formula funding. Kyle explained that the 50% reduction in funding from last year will be restored with the overall portfolio at $6 million, with $3 to $4 million in competitive funding. Chair Mulhern mentioned that he felt that the new competitive programs looked worthwhile and Commissioner Mawby was impressed with the range of programs. Chairperson Mulhern questioned why some programs were excluded from funding and Mr. Caldwell explained that the programs either didn't understand what AmeriCorps was (they �wanted to replace staff or without a service aspect) or they didn't have a capacity to administer a program. Chairperson Mulhem asked for a motion to approve the staff recommendations for Michigan's AmeriCorps Competitive Application. Commissioner Smith moved, and Commissioner Maw by seconded that the staff recommendations for new competitive programs, competitive renewal applications, and the formula programs submitted in competitive application be approved (see attached memo). The motion passed unanimously. Staff Recommendations for 2003 CERT Funding Kyle Caldwell outlined the funding requests and stated each of the councils will be funded either by 2002 funding, 2003 ftmding or intent for 2004 funding . This is the first time each of the eight regions will be funded. Commissioner Mawby asked for an explanation as to why Region 2 (Kent County area) has not received funding. Mr. Caldwell explained that there was skepticism with the locals to establish a Council in that region. Kentwood agreed to form a Council and has filed an intent to apply for 2004 funds. Of the 2003 CERT funding, $290,000 will go to communities not previously funded and $111,000 will go to previously funded communities (renewal) for a total of over $400,000 (see attached). Chairperson Mulhem asked whether a risk factor is taken into consideration when distributing funding. Mr. Caldwell stated that it was used as a criteria. Commissioner Mawby asked how the training was done. Mr. Caldwell explained that the training is taking place through academies at community colleges so that it is done at a local level. Commissioner Mawby mentioned that we could possibly engage the Boy Scouts in the training process. Chairperson Mulhem asked for a motion to support the 2003 CERT funding. Commissioner Mawby moved to support, Commissioner Smith seconded the motion. The motion passed unanimously. Commission Mawby commended the Council and staff on moving so far ahead in such a short time period. Chairperson Mulhem stated that a letter should be to the Council members commending their efforts. Overview of Rule Making Mr. Caldwell explained that funding is being restored but that Congress wants reform. The Corporation for National and Community Service (CNCS) is holding rule making hearings to engage the field in the process. The Corporation published a Notice of Intent to Propose a Rule in the Federal Register on March 4 (45 CFR Chapters 12 and 25). The notice lays out the issues CNCS plans to address through formal rulemaking: 1. AmeriCorps grantee sustainability, including the parameters for capacity-building activities by AmeriCorps members and volunteer recruitment; 2. Limitations on the Federal share of costs; 3. Performance measures and evaluation requirements; �4. Qualifications for ArneriCorps members serving as reading tutors and requirements for programs engaged in literacy activities; 5. Timing of the ArneriCorps grant cycle; 6. Program selection criteria; and 7. Application process for programs in their second and third years in a 3-year grant. They will seek input and use the input to make changes to ArneriCorps policies. The hearings will start in Columbus, Ohio on March 15 and will conclude in Dallas, Texas on April2 . Mr. Caldwell attended a public hearing in Columbus, Ohio on March 15 and testified. Michigan had six programs at Columbus hearing. The hearings will lead to rules in the aforementioned seven areas. After the hearings are complete, there will be a 60-day comment period and then final publication will be done by June. Mr. Caldwell noted that it would be important for the field to get engaged. Mr. Caldwell explained that the implications are significant. The Corporation is engaging in policy changes that do not require any legislation, therefore does not require public input outside of the comment periods. Mr. Caldwell also felt that was important for the Commission, as a body, to publish something publicly (either letter or website). It was suggested that Chairperson Mulhern and Mr. Caldwell draft letter and that the Executive Committee approve it for submission on behalf of the full Commission. It was also suggested that the letter could go out to the whole Commission via email for comments and approval. The letter should focus on key issues. CNCS CEO David Eisner will be in Michigan on May 25 for the Volunteerism Superconference and hopes to hold an additional hearing on the draft rule that is published. Chairperson Mulhern suggested that during Mr. Eisner's visit to Michigan in May, that we show him why Michigan is so special. Mr. Caldwell explained that Mr. Eisner will be visiting an ArneriCorps program in Congressman Hoekstra' s district (Muskegon) that focuses on service-learning, but also shows all of the streams working in one place. It was requested that at the April 16, 2004 Executive Committee meeting that staff lay out an outline ofMr. Eisner's visit. In the NOFA, the MCSC advertised the opportunity for potential applicants to participate in a technical assistance conference call to learn about how to apply for Michigan's AmeriCorps Funding. The Michigan's AmeriCorps Concept Papers were due to MCSC on January 15, 2004. The MCSC received 16 Concept Papers. All 16 Concept Papers were reviewed by a panel of peer reviewers on January 26, 2004. The peer reviewers recommended that 11 of the Concept Papers move to the next level which was the MCSC staff review. The staff reviewed all 11 applications and moved 9 ofthem forward to the next step of the application process-- the submission of a Comprehensive Application on March 4, 2004. The staff reviewed the 9 Comprehensive Applications and is recommending 7 ofthem be included in the MCSC competitive application submission to the Corporation for National and Community Service on March 23, 2004. The seven were recommended based on the overall quality of the application and if they meet federal funding priorities (homeland security and faith-based initiatives). Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All revisions are due to MCSC by March 19, 2004. The staff will review all of the revisions to ensure all 1 �issues are addressed . The staff feels that these quality programs meet or exceed the criteria the Corporation will look for in competitive programs. The inclusion of some programs in our competitive submission will allow them to expand beyond what we would be able to accommodate with our fommla funds. If these programs are not funded, the MCSC will support them through the formula funds but most likely not at the requested level. The average FTE cost for MCSC's competitive request is $11 ,999. 4 �New Michigan's AmeriCorps Funding American Red Cross East Shoreline Chapter- AmeriCorps Together We Prepare The American Red Cross East Shoreline Chapter proposes to engage 21 full -time members to serve in nine American Red Cross chapters that serve 37 counties in Michigan, to educate the public about the steps they can take to prepare themselves for disasters and other emergencies, and to advance the opportunity for citizens to become involved in volunteer organizations like the American Red Cross by becoming trained in disaster relief. By providing these education and outreach opportunities, Michigan communities will be better prepared for disasters. Members will recruit, schedule, and train volunteers in CPR, First Aid, and AED; facilitate relationships with local government officials, emergency management, and other first responders where none currently exist; and recruit and train volunteers to respond to any level of disaster, placing an emphasis on underserved areas. Members will reach 7,000 individuals each year with preparedness/community disaster information. 315 new volunteers will be recruited each year, serving a total of 11,025 hours. Weaver 228 Washington Avenue Bay City, MI 48708 Phone: (989) 892-1541 Boys and Girls Club of Benton Harbor- The Smart Choice Project The Boys and Girls Club of Benton Harbor proposes a program that would engage 10 full-time AmeriCorps members to help disadvantaged children ages 6-18 in Benton Harbor "realize their full potential as responsible, productive and caring citizens". All members wo uld be placed at the Boys and Girls Club of Benton Harbor, and would support programs and services in the areas of 1) Character and Leadership Development, 2) Academic and Career Development, 3) The Arts, and 4) Sports, Fitness and Recreation. The goal of the program would be to serve 200 children considered "at-risk" based upon census data, school profiles, and family /community feedback. Members would strive to improve the social development and conduct of70% of those served, as measured by school records and teacher progress reports. In addition, 60% of formerly academically struggling students would achieve final grades of "C" or better in identified subjects and improve their performance enough to pass to the next grade/graduate. The program also proposes to recruit 150 community volunteers in support of local youth. Counties Served: Berrien - City of Benton Harbor Judith Stanton Executive Director 5 �1200 East Main Street Benton Harbor, MI 49022 Phone 269-926-8766 Catholic Family Services - A Great Start Catholic Family Services proposes a program that would engage 16 full-time and 2 minimum-time members to address challenges that new families are facing and early childhood health issues. The proposed program, A Great Start, would involve a collaboration of four organizations that focus on early childhood and family issues in Berrien County. Members will assess new families and provide intensive, individualized services based on their needs; increase community awareness of early childhood problems and concerns through research and marketing developments, work with families and children through playgroup and education sessions, and serve as case aides and implement a nationally recognized abstinence education program. Members will assess 100% of consenting births (approximately 1700 families) at two local hospitals, and provide needed services; as a result, the level of abuse/neglect reports will be 25% less among participants when compared with the total for Berrien county. Members will educate and support 1700 at-risk families, 80% of whom will report making connections with individuals to support them in parenting and increased parenting skills. Williams 1819 Gull Road Kalamazoo MI 49048 Phone: (269) 720-3733 Communities in Schools of Detroit - The Readetroit Corps Communities in Schools of Detroit proposes a program that would engage 26 full-time ArneriCorps members to address the critical literacy needs of children identified as having extreme reading deficiencies. All service recipients would be students attending Detroit Public Schools (DPS) that are designated as "failing" by the state. Members would placed in teams of two in elementary schools and address local needs by: providing individual and group tutoring, recruiting and training of community volunteers to serve in DPS, providing after-school program support, and coordinating parental literacy activities. The program would strive to increase the reading levels of 80% of the 600 students to be tutored, as well as recruit 400 community volunteers to further support local youth. Counties Served: Wayne - City of Detroit Charles Anderson CEO, ChiefExecutive Officer 4151 Seminole, Detroit, MI, 48214 Phone 313-571-3400 6 �Good Samaritan Ministries - AmeriCorps Faith in Youth Good Samaritan Ministries proposes a program that would engage 10 full-time AmeriCorps members to establish a mentoring program for children attending the area's six middle schools, with the goal of improving academic achievement and promoting a sense of well being, particularly for youth "at-risk" due to isolation or poverty. Mentors would be recruited and the program supported through partnerships with local churches and faith-based organizations located near the schools served. In addition to providing one-on-one mentoring for youth, members would also provide after school activities at least two days per week and academic assistance at least once per week. The program would strive to help 75% of the 234 youth served to achieve positive behavioral changes, as measured by youth surveys and parental feedback. In addition, the program would recruit 105 community volunteers to serve as mentors. Overall the goal of the program would be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Counties Served: Ottawa, Allegan - greater Holland and Zeeland areas Janet DeYoung Executive Director 513 East 81h Street, Suite 25 Holland, MI 49423-3759 Phone 616-392-7159 Jumpstart for Young Children, Inc- Jumpstart Michigan Jumpstart for Young Children proposes a program that would engage 85 minimum-time AmeriCorps members to serve young children through placements in Head Start and other early educational settings. Service would focus on developing crucial early literacy, language and social skills. Members would be placed in teams of 10-20 per service site, and would consist ofFederal Work Study college students. Jumpstart Michigan would focus on enhancing the learning experiences of young children from low-income communities, providing meaningful opportunities for parents to become involved in their child's learning, and supporting the development of college students (who will serve as program members) as future teachers in the field of early childhood education. The program would strive to achieve a mean percent gain of25% in the areas of language, social skills and initiative for learning, in at least 75% of the 340 pre-school children served through program activities. Cox Director ofNew Site Development 93 Summer Street, Second Floor Boston, MA, 0211 0 Phone 617-542-5867 x82 7 �Michigan State University- Explore, Experience, Achieve Through 4-H Mentoring Michigan State University proposes a program that would engage 20 full-time (1700 hours over 12 months) AmeriCorps members to build the capacity of targeted communities across Michigan to establish one-to-one, small group or peer mentoring programs. Examples of activities will include: directly mentoring and serving youth in school- and community-based programs; recruiting, training and supporting volunteer mentors; matching mentors and mentees; educational program planning; collecting and documenting data for program reports; establishing a youth-mentoring action committee; and establishing relationships with local colleges and universities as volunteer and educational resources. Annually, members will recruit 600 volunteers to serve as mentors for this program. As a result, 1800 low-income, at-risk or underserved youth per year, aged 5 to 19, will participate in ongoing mentoring relationships, particularly during their out-of-school hours . Mentoring relationships will last a minimum of 8 months in school-based programs and 11 months in community-based programs. These programs will take place in schools, juvenile correction facilities, faith-based groups, Boys and Girls Clubs, and other community locations. Service provision will include three general categories: 1) establishing service learning programs and curricula (recruiting, creating, and leading community service projects for students), 2) developing, staffing, and programming for school/community family resource centers, and 3) providing direct educational support (tutoring, work-based-learning, behavioral intervention, employability skills, computer, technology, and health education) for students. Through these activities, members will serve 3,000 youth, resulting in 60% of those served showing an increased interest in school and learning, as measured by student surveys. In addition, members will increase the number of the 40 Developmental Assets (as defined by the Search Institute) in the community, resulting in 70% of partner organizations indicating the number of assets they have available to youth has increased by 5% ammally. Ohio Street Marquette, MI 49855 The Regents of the University of Michigan- Michigan Neighborhood AmeriCorps Program The Michigan Neighborhood AmeriCorps Program emolls 11 full-time, 11 half-time, 6 reduced half-time, 35 quarter-time, and 6 minimum-time members to strengthen children and families in Detroit neighborhoods through 1) direct services such as violence prevention workshops, community service projects and after-school and summer programs, 2) increasing access to health education and health promotion services for children and family members; and 3) enabling local residents to gain access to jobs/employability training and start new businesses. Members will serve 1,000 youth in educational programming in after-school and summer programs, 75 % of whom will indicate a greater positive feeling toward leaming. 2,000 residents of Detroit and Dearborn will receive health education from AmeriCorps members on such topics as environmental health threats, personal safety, asthma, diabetes and/or HIVI AIDS risk factors, providing sites with an increased capacity to fulfill their missions. Members will: 1) tutor 200 children ages 5-18, resulting in 70% ofthose served realizing a half-letter grade improvement in the subject(s) tutored, 2) develop youth mentoring programs that will serve 200 children ages 5-18, resulting in 70% ofthose served reporting improvements in conflict resolution skills, 3) enhance educational programs for youth 9 �ages 0-5, resulting in 70% of those served showing a half-point improvement in school readiness for learning as measured by a Preschool Teacher Observation Checklist, and 4) recruit, train and coordinate 2,000 community volunteers serving 12,000 hours in support of local youth activities. A total of 1200 after-school and summer participants will be served at seven sites. Examples of member activities include: assisting with the HOSTS (Helping One Student To Succeed) program, a structured mentoring program that utilizes community volunteers and student mentors to work with teacher-identified students on an individual basis; and implementing Camp Fire USA's nationally developed Self-Reliance curriculum (I'm Safe and Sure, I Can Do It, and I'm Peer Proof), which is designed to teach children the life skills they need to meet today's challenges, such as nutrition, bike safety, resisting peer pressure, and what to do in an emergency. By the end of the curriculum, 75 % of the participating youth will indicate that the course provided them with self-confidence to care for themselves safely and to resolve conflict non-violently. Camp Fire's Community Family Club offers quality coeducational youth development programs for parents/guardians and their children. Family Clubs utilize Camp Fire USA curriculum and involve the entire family in small group, asset-building activities and experiences one evening per week, increasing opportunities for parents or other supporting adults to interact positively with children and teens. By the end of the programs, 80% of the participating youth will indicate that they are valued and supported by non-parental adults. Members will deliver services to youth through school partnerships with 8 public and 10 �charter schools in Metropolitan Detroit to support the academic success of students K-12 . Examples of member activities include: 1) providing one-to-one and small group literacy tutoring an average of twice per for 400 students grades K-5 using the Phonics First tutoring model, with 75% of the students improving their academic perfom1ance by one reading level, 2) supporting classes for 800 students in grades K-12 by providing guidance for those falling behind (as identified by teachers) and assisting with curriculum delivery or breakout sessions, 4) building relationships with students as informal mentors with 75% of the teachers reporting their students show improved attitude towards learning, 5) designing, recruiting participants, implementing and operating structured after school programs Monday-Thursday afternoons in all eight partner schools, serving 700 students in grades K-12, and 6) running City Year's Saturday Yow1g Heroes program for middle school students, and Camp City Year, which will provide 325 children and youth with structured activities in safe places during out-of-school time throughout the year. Members will provide education to middle school and high school students dealing with groundwater protection and the water cycle. Education to adults will be done through community presentations and on a one-on-one basis with property risk assessments. Members will act as liaisons between local, state, and federal agencies to help community residents get the information and assistance they need to make informed environn1ental decisions. Members will complete 12,000 enviromnental risk assessments with individuals. Another 20,000 individuals will be reached with groundwater protection information through community presentations and display events and 13,500 students will be reached with water education in the classroom. In years two and three these numbers will increase to 12,000 assessments, 22,000 adults reached with information and 15,000 students reached. By years two and three 75% of those reached with risk assessment information will have made at least one change in practice to protect groundwater. 90% of adults and students reached with groundwater education will have an increased understanding of groundwater issues and protection. Members will be placed in TGC or one of its program satellite sites in the area. Some specific areas members will serve in include Family Resource Centers, Head Start programs serving low-income pre-schoolers, and family literacy programs. Members will increase the number of the 40 Developmental Assets (as defined by the Search Institute) available to 2,120 youth, resulting in 85% of those served realizing improvements in at least two Asset areas that they were previously lacking. Success will be measured through the use of Asset Surveys, focus groups, and Asset Checklists.
