All members were present (Smith and Pruitt in person and Mawby, Engler and Pickard via conference call). The meeting was called to order at 10:07 a.m. Members reviewed the agenda and recommendations of the Retreat Planning Committee. Specifically, the Retreat Plmming Committee drafted a two-day agenda that calls for members of the MCSC to be a part of one of five working groups, conduct advance work in preparation of the September 12-13, 2002 MCSC Commissioner Retreat by the working groups, and use these groups as a way of connecting commissioners more closely with the core work of the MCSC and the staff. The recommended agenda calls for a slight departure of the traditional structure of the MCSC meetings by opening the retreat with the MCSC quarterly meeting and addressing inm1ediate and pressing business of the MCSC (approval of minutes, grant funding review and approval, etc.), then recessing the meeting until the next day in order to take action on any retreat outcomes requiring approval of the full body. �Members of the Executive Committee June 7, 2002 Page2 The committee members discussed the potential co-chairs and staff of the working groups. Commissioner Smith seconded the motion. The motion passed unanimously. Members of the committee asked the staff to prepare key similar questions in advance of convening of the working groups that would include: 1. Examine the strengths, weaknesses, and potential corrections to the work of the MCSC in five key areas- AmeriCorps, Learn & Serve, Volunteer Investment Grants, Micmgan Citizen Corps, and Senior Corps. Guide to where we are going? What stands in our way? 2. Examine the current goals and objectives of the work of the MCSC in the five key areas. How do we get where we are going? 3. Identify strategies to address those goals and objectives. 4. Develop a communication plan to transmit the knowledge and information developed. How do you tell others and each other? Committee members also discussed providing an orientation to new and existing members on the core function of the MCSC as part ofthe working groups' pre-retreat work. In addition, the commission staff will conduct a new commissioner orientation one hour prior to the commission retreat. The MCSC staff will develop description statements of work for the work group leaders. The descriptions will include convening of the work groups prior to the retreat, facilitating a dialogue on the aforementioned questions and develop a summary of the discussion for presentation at the September 13 1h reconvening of the MCSC. The MCSC staffwill handle the follow up work and provide all the support necessary to conduct the working group's efforts. �Members of the Executive Committee June 7, 2002 Page 3 Invitations to participate and lead the working groups will be sent out by staff on behalf of the Executive Committee and the Retreat Planning Committee. The members of the Executive Committee commended the efforts of the Retreat Planning Committee and asked to express thanks for their innovative plan for the 2002 MCSC Retreat. As part ofthe follow up to the Executive Committee meeting, the members asked that staff develop the questions and be vetted by members of the committee, work with Commissioner Pruitt on "ice breaker" exercises, investigate local grantees to bring to the meeting, develop a ten- and one-year retrospective for commissioners and add time in the agenda for reflection of the events of September 11, 2001. The purpose for our gathering is to review and take action on a number of items that have developed through the work of the Retreat Planning Committee. Pete Hoekstra (HR 4854), the development of the Michigan Citizen Corps (as well as the President's USA Freedom Corps that precipitated the Citizen Corps), the President's Faith Based Initiative, the completion of the ConnectMichigan Alliance Campaign, a review of not only the past year, and a decade of accomplishments of the MCSC. The Retreat Planning Committee has suggested that we develop working groups that can begin to develop some questions and possible strategies that can be discussed in more depth at our retreat. Your assistance is needed as we begin this planning. �There will a great deal to discuss and some exciting plans to share with you. This is due in part to the actions and inactions of the United States Congress in appropriating funding as well as the changes in priorities and regulations imposed by the CNCS. Since the MCSC now schedules its meeting three years in advance, staff are continuously working to change its outreach, application and outreach processes to align the decision-making process with the MCSC meetings. Empowering the Executive Committee to approve staff recommendations for CNCS funding will provide greater flexibility and allow the MCSC staff to be more proactive in its grant-making processes. Second, staff request that the MCSC approve staff recommendations for criteria to determine acceptance or denial of AmeriCorps Sustainability Policy Appeals : 1. A proven record of success as a Michigan ' s AmeriCorps program. 2. A valid demonstration of efforts to create and implement viable fundraising and partnership building strategies. 3. A clear explanation of local challenges that have hampered sustainability strategies. 4. Other extenuating circumstances that have impeded the organization' s efforts to meet the increased match requirements. inally, the staff request that the MCSC empower the MCSC staff to approve or deny any Michigan ' s AmeriCorps program ' s request to over-enroll members. While over-enrollment is allowed by the CNCS, staff feel that it is important that this privilege be granted on a case by case basis and not be automatic. �Highlights Impacting MCSC from One Michigan Plan of Governor-elect Granholm Expand Mentor Michigan. Every child should have an adult role model. For some, it's a parent or relative. For many children, though, their family is unable to provide this guidance. We cannot allow these children fall through the cracks. Practically, children who are ignored are more likely to go down the paths of crime and dependency. Morally, we cannot allow any child's potential go unrealized. That is why Jennifer Granholm will expand her Mentor Michigan program so that every child will have a guide to help them as they enter adulthood. In addition, it is not only children that need mentors. For many adult Michiganians, reading at a basic level is a challenge. Jennifer Granholm will expand Mentor Michigan to include literacy mentors that will help new Americans and those with reading difficulties. As a mentor herself, Jennifer Granholm has seen the impact that a mentor can have in child's life. She believes that it is incumbent upon all the people of Michigan to help families raise our future co-workers, neighbors, and leaders. Preparing the children of our state for the future does not begin and end with the school bell. Students need enriching opportunities outside of school hours, and guidance while at school to become productive and responsible members of our community. As the founder of Mentor Michigan, Jennifer Granholm has signed up more than 4,000 adults to mentor, and hundreds of kids have already benefited by having someone help them navigate their studies and their lives. Strengthen good citizenship and character education. As a community, we need to impart to our young our most cherished values as well as a love for our state and our nation. Make community service a requirement to graduate from Michigan's high schools. Being a good citizen is about action, and learning early on that we have responsibilities to one another. Community service - such as helping the truly needy, senior citizens, or people with disabilities, cleaning-up public parks; building homes for those without them, or mentoring younger students - can be one of the most rewarding educational experiences. All terms begin December 1 this year. The council provides counsel on issues related to homeland security and the role volunteers can play in disaster preparedness. The Citizen Corps is the component of the USA Freedom Corps that creates opportunities for individuals to volunteer to help their communities prepare for and respond to emergencies by bringing together local leaders; citizen volunteers; and the network of first responder organizations, such as police departments, fire departments, and emergency medical personnel. The goal is to have all citizens participate in making their communities safer, stronger, and better prepared for preventing and handling threats of terrorism, crime, and disasters of all kinds. Michael Bouchard, of Birmingham, is sheriff of Oakland County. He is appointed to represent the general public and is designated the council's chairman for a term expiring December 1, 2005 . Thomas Edmonds, of Kalamazoo, is sheriff of Kalamazoo County. He is appointed to represent the general public for a term expiring December 1, 2005. Emerson.and Johnson ENROLLED HOUSE BILL No. 5280 AN ACT to establish the Michigan community service commission; to provide for the powers and duties of the Michigan community service commission; and to provide for the powers and duties of state departments and agencies and certain state officers and employees. Tke People of the State of Michigan enact: Sec. 1. As used in this act: (a) "Commission" means the Michigan community service commission established in section 2. (b) "Community-based agency'' means that term as defined in section 101 of title I, 42 U.S.C. 12511. (c) "Corporation" means the corporation for national and community service established in section 191 of title I, 42 u.s.c. 12651. . . (d) "National service laws" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (e) "Out-of-school youth" means that term as defined in section 101 of title I, 42 U.S.C. 12511. (0 writle I" means title I of the national and community service act of 1990, Public Law 101-610. Sec. 2. The Michigan community service commission is established within the Michigan jobs commission, established by Executive Order No. 1993-2. Sec. 3. (1) The commission shall consist of 25 members appointed by the governor. (2) The commi~ion shall include as voting members, except as otherwise indicated, at least 1 of each of the following: (a) An individual with expertise in the educational, training, and developmental needs of youth, particularly disadvantaged youth. (b) An individual with experience in promoting service and voluntarism among older adults. (c) A representative of a community-based agency. (d) The superintendent of public instruction, or his or her designee. (e) A representative of local government. (0 A representative of local labor organizations. (g) A representative of business. (h) An individual between the ages of 16 and 25 who is a participant or supervisor in a program as defined in section 101 of title I, 42 U.S.C. 12511. (i) A representative of a national service program described in section 122(a) of title I, 42 U .S.C. 12572. (123) �(j) The employee of the corporation designated under section 195 of title I, 42 U.S.C. ~2651!, as the representative of the corporation in this state, as a nonvoting member. (3) In addition to the members described in subsection (2), the commission may include as voting members any of the following: (a) Local educators. · (b) Experts in the delivery of human, educational, environmental, or public safety services to communities and persons. (c) Representatives of Native American tribes. (d) Out-of-school youth or other at-risk youth. (e) Representatives of entities that receive assistance under the domestic volunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (4) Not more than 6 of the voting commission members shall be officers or employees of this state. 'The governor may appoint additional officers or employees of state agencies operating community service, youth service, education, · social service, senior service, and job training programs, as nonvoting, ex officio members of the commission. (5) The governor shall ensure, to the maximum extent possible, that the commission membership is diverse with respect to race, ethnicity, age, gender, and disability characteristics. Not more than 50% of the voting members of the commission, plus 1 additional member, shall be from the same political party. (6) Except as provided in this subsection, members of the commission shall serve for staggered 3-year terms expiring on October 1. The members constituting the Michigan community service commission under Executive Order No. 1993-24 on the day before the effective date of this act shall serve on the commission for the remainder of the terms for which they were appointed. Of the additional members, the governor shall appoint 113 for terms expiring October 1, 1995, 113 for terms expiring October 1, 1996, and 113 for terms expiring October 1, 1997. (7) A vacancy in the office of a member of the commission is created in the manner provided in section 3 of chapter 15 of the Revised Statutes of 1846, being section 201.3 of the Michigan Compiled Laws. A vacancy shall be filled by appointment by the governor for the remainder of the term. The vacancy shall not affect the power of the remaining commission members to execute the duties of the commission. - Sec. 4. (1) The voting members of the commission shall elect 1 of the voting members to serve as chairperson of the commission. The voting members of the commission may elect other officers from among the members of the commission. (2) The commission shall meet quarterly. However, the commission shall meet more frequently at the call of the chairperson or if requested by 5 or more members. (3) A majority of the members of the commission constitutes a quorum for the transaction of business at a meeting of the commission. A majority of the voting members present and serving are required for official action of the commission. (4) Except as provided in subsection (5), a voting member of the commission shall not participate in the administration of the grant program described in section 7(r), including any discussion or decision regarding the provision of assistance or approved national service positions, or the continuation, suspension, or termination of assistance or such positions, to any program or entity if both of the following apply: (a) A grant application relating to the grant program is pending before the commission. (b) The application was submitted by a program or entity of which a member is, or in the 1-year period before the submission of such application was, an officer, director, trustee, full-time volunteer, or employee. (5) If, as a resUlt of the operation of subsection (4), the number of voting members of the commission is insufficient to establish a quorum for the purpose of administering the grant program described in section 7(r), the voting members excluded from participation by subsection (4) may participate in the administration of the grant program, to the extent permitted by regulations issued by the corporation under section 193A(b)(ll) of title I, 42 U.S.C. 12651d. (6) Subsection (4) does not limit the authority of any voting member of the commission to participate in either of the following: (a) The discussion of, and hearing and forums on the general duties, policies, and operations of, the commission or the general administration of the grant program described in section 7(r). (b) Similar general matters relating to the commission. (7) The business which the commission may perform shall be conducted at a public meeting of the commission held in compliance with the open meetings act, Act No. 267 of the Public Acts of 1976, being sections 15.261 to 15.275 of the Michigan Compiled Laws. 2 �(8) A writing prepared, owned, used, in possession of, or retained by the commission i4 the perfonnance of an official function is subject to the freedom of information act, Act No. 442 of the Public Acts of 1976, being sections 15.231 to 15.246 of the Michigan Compiled Laws. See. 5. Members of the commission shall serve without compensation. However, members of the commission mav be reimbursed for their actual and necessary expenses inCWTed in the perfonnance of their official duties as membe~ of the commission. Sec. 6. The commission shall have staff necessary for the commission to perfonn its functions. The commission staff shall include an executive director. The executive director shall report directly to the governor and the commission for the purpose of giving advice and making recommendations on programs and laws related to voluntarism and community service. Sec. 7. The commission shall do all of the following: (a) Ensure that its funding decisions meet all federal and state statutory requirements. (b) Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. · (c) Develop and implement a centralized system for obtaining infonnation and teclmieal support concerning voluntarism and community service recruitment, projects, training methods, materials, and activities throughout this state. The commission shall provide the infonnation and teclmieal support upon request. (d) Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. (e) Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. (f) Stimulate increased community awareness of the effects of volunteer services in this state. (g) Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. (h) Serve as this state's representative to national and state organizations that support the commission's mission. (i) Prepare for this state a national 3-year service plan that is developed through an open and .public process that provides maximum participation and input from national service programs in this state and other interested members of the public. The plan shall be updated annually and contain infonnation that the commission considers appropriate or the corporation requires. The plan shall ensure outreach to diverse community-based agencies that serve underrepresented populations, by either using established state networks and registries or establishing these networks and registries. (j) Prepare this state's financial assistance applications under section 117B of title I, 42 U .S.C. 12543, and section 130 of title I, 42 U.S.C. 12582. (k) Assist in the preparation of the department of education's application for assistance under section 113 of title I, 42 u.s.c. 12525. (l) Prepare this state's application under section 130 of title I, 42 U.S. C. 12582, for the approval of service positions that include the national service educational award described in division D of title I, 42 U .S.C. 12601 to 12604. (m) Make recommendations to the corporation with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973, Public Law 93-113, 87 Stat. 394. (n) Make techniCal assistance available to enable applicants for assistance under section 121 of title I, 42 U.S.C. 12571, to plan and implement service programs and to apply for assistance under the national service laws, using infonnation and materials available through a clearinghouse established under section 198A of title I, 42 U.S.C. 12653a, if appropriate. (o) Assist in the provision of health care and child care benefits under section 140 of title I, 42 U.S.C. 12594, to participants in national service programs that receive assistance under section 121 of title I, 42 U.S.C. 12571. (p) Develop a state system for the recruitment and placement of participants in programs that receive assistance under the national service laws. (q) Disseminate information about national service programs that receive assistance under national service laws and about approved national service positions. (r) Use assistance provided under section 121 of title I, 42 U.S.C. 12571, to administer this state's grant program in support of national service programs including the selection, oversight, and evaluation of grant recipients. (s) Develop projects, training methods, curriculum materials, and other materials and activities related to national service programs that receive assistance direetly from the corporation or from the state using assistance provided under section 121 of title I, for use by such programs upon request. 3 �(t) Establish policies and procedures for the use of federal funds received under title I. or the national service laws. (u) Coordinate its functions, including recruitment, public awareness, and training activities; with any division of the · corporation for national and community services. Sec. 8. The commission shall not directly ean-y out any national service program that receives assistance under section 121 of title I, 42 U .S.C. 12571. Sec. 9. Subject to requirements prescribed by the corporation, the commission may delegate nonpolicymaking duties to a state agency or to a public or private nonprofit organization. Sec. 10. (1) Except as provided in subsection (3), this state assumes liability with respect to any claim arising out of or resulting from. any act or omission by a member of the commission within the scope of service of the commission member. (2) A member of the commission shall not have any personal liability for any claim arising out of any act or omission by the member within the scope of the member's service on the commission. · (3) Subsection (2) does not limit personal liability for criminal acts or omissions, willful or malicious misconduct, acts or omissions for private gain, or any other act or omission outside the scope of the service of the commission member. (4) This section does not do any of the following: (a) Affect any other immunities and protections that may be available to the commission member under any law applicable to the member's service on the commission. (b) Affect any other right or remedy against the state under any applicable law, or against any person other than a member of the commission. (c) Limit or alter in any way the immunities available for state officials and employees not described in this act. Sec. 11. The commission shall comply with all requirements of federal law, including but not limited to requirements of coordination with other state agencies or with volunteer service programs. Sec. 12. State departments and agencies shall cooperate with the commission in the performance of its functions. The commission may request, and state departments and agencies shall provide, policy and technical information required by the commission in the performance of its functions. Mawby, Chair Robert Collier, Vice Chair Michelle Engler Vivian Pickard Meg Smith FROM: Kyle Caldwell, Executive Director DATE: January 21, 2003 RE: Summary of January 17, 2003 Meeting Commissioners Smith, Collier and Mawby and staff member Caldwell met via conference call on January 17, 2003, at 10:00 a.m. Agenda for Winter Meeting Members reviewed the February 10, 2003, meeting agenda and approved its distribution with minor modifications. State of Michigan Executive Branch Transition Commissioner Mawby explained that he and other commissioners including Commissioner Collier made a number of overtures to the Granholm Administration in hopes of demonstrating the value that MCSC can provide to the Governor's agenda. This was especially important in light of her inaugural address that focused on citizen action and citizen service. Mr. Caldwell shared a white paper that spelled out the work of the MCSC and tied much of the MCSC's initiatives to the points articulated in the Govemor's address. The members asked that the paper be modified to more strongly emphasize the MCSC's preference with regard to the administrative location of the organization. Commissioner Collier agreed to share the modified version with his contact within the administration. �• • Performance Review of Executive Director Members present reviewed the process used to annually review the performance of the Executive Director. Commissioners were infonned of the process used in the past that was developed by former Commissioner Pruitt and agreed that the process should be continued. Commissioner Maw by agreed to facilitate the process and would work with staff to distribute, collect and analyze the surveys that commissioners will use to provide their feedback. The process will begin at the February 101h meeting. Other Items Commissioners were briefed on the current State of Michigan budget and the challenges facing the new Governor and the Michigan Legislature. The Governor was expected to issue an executive order to deal with projected revenue shortfalls in the current fiscal year. Mr. Caldwell also reviewed the latest progress of the Michigan Citizen Corps initiative, the AmeriCorps enrollment freeze, federal budget and congressional actions taken to date. Two additional executive committee meetings were scheduled to meet the funding approval requirements of our federal grants: February 26, 2003 , and June 20, 2003. Much like her 2000 by 2000 initiative2 created by then Attorney General Granholm, this latest call seeks . to engage and channel the passions and energies of Michigan's most vital resource-its volunteers. The Michigan Community Service Commission (MCSC) can be an effective tool for Governor Granholm to implement her call to citizen service. While it is commonly held that individuals would act to serve their community if asked/ we also know that a call to service requires the support, leadership and the development of resources to be maintained. The MCSC has a decade-long history of providing these elements and seeks the opportunity to use service as a strategy to answer Governor Granholm's call to "breathe a renewed air of citizen patriotism, duty and service to one another." Key Elements Five key elements may be enacted to effectively and innovatively advance Governor Granholm's call to service: 1 • Lead: Appoint a high-level official to the cabinet or to a state governmental body to give the highest-level priority to the Governor's call to service. • Mandate: Call for universal access for all Michigan citizens to volunteer opportunities. • Educate: Instill an ethic of service in the next generation of citizen patriots by encouraging students to serve and by calling for all educators to utilize servicelearning as a teaching methodology. • Prepare: Empower residents to strengthen and ensure the safety of their community through volunteerism. Inaugural address of Michigan's 47th Governor, Jennifer M. Granholm. The 2000 by 2000 initiative is now known as Mentor Michigan. 3 The past two Michigan Volunteering and Giving Surveys have noted that the majority of those who don't volunteer, would if asked and those who do volunteer do so because someone asked them. Michigan Volunteering and Giving is a statewide survey supported by the Michigan Community Service Commission, Michigan Nonprofit Association and the Council of Michigan Foundations. 2 �DRAFT- NOT FOR PUBLIC DISTRUBUTION • Celebrate: Regularly and publicly recognize individuals, businesses and organizations that engage in exemplary service to their community. Action Items The five key elements to enacting the Governor's call to service can be enacted within the first 100 days ofthe Granholm Administration and can have an enormous impact without imposing additional burdens on the state budget. In fact, if this plan is enacted, it could provide additional resources to state government's ability to provide support to local communities. 4 At the same time, every precaution should be taken to ensure that this plan in no way supplants or replaces jobs currently deemed as critical to the work and responsibilities of state government. Lead Create a cabinet-level position to advise the Governor on issues related to philanthropy and volunteerism and help state agencies develop policies and procedures that would better engage citizens in service. The primary responsibilities for this individual might include: • • • • • • Overseeing the state government directives related to the Governor's call to service; Acting as a liaison between state government and foundations and other charitable organizations; Directing state agencies charged with promoting service and volunteerism; Brokering resources and technical assistance for state departments and agencies to promote volunteerism; Highlighting exemplary volunteers for Governor Granholm to hold up as models for others to emulate; and Preparing regular reports to the Governor on the progress of state agencies in enacting the plan and on the state ofvolunteerism in Michigan5 . Mandate Call for universal access for all Michigan citizens to volunteer opportunities. Issue a mandate calling for all state departments and agencies to use service as a strategy by identifying opportunities and access points for citizens to volunteer. 4 Independent Sector estimates that the average value of a volunteer is more than $16/hour. Michigan publishes a study of giving and volunteering in Michigan that can be used to lay a foundation for a report to the Governor. In addition, Texas published a report on the impact of volunteer initiatives in selected Texas state governmental agencies that may serve as a model. An executive summary is attached. 5 �DRAFT- NOT FOR PUBLIC DISTRUBUTION An executive order explaining the Governor's wishes along with a rationale for the mandate could be issued immediately. The order would: • • • • • • Explain the rationale for the mandate; 6 Detail the goals on providing universal access to volunteer opportunities; Charge each department to develop a plan for engaging volunteers in the core work of that agency; Call for regular reports on the challenges and successes of their plan; Charge the Michigan Community Service Commission with working with agencies to oversee and implement their plans; and Require that agencies and departments provide adequate resources and leadership to carry out the Governor's call to action. Educate Instill an ethic of service in the next generation of citizen patriots by encouraging students to serve and by calling for all educators to utilize service-learning as a teaching methodology. Use the public education system for the purposes under which it was initially createddeveloping and maintaining an informed and engaged citizenry. The One Michigan plan calls for the institutionalization of a mandatory service requirement for high school graduation. This is a very ambitious goal. Across the country, Maryland was the first and remains one of the few states that has enacted this policy, but only after a strong mandate from the Governor and a significant allocation of resources. 7 Service-learning can help. Currently only $800,000 is assigned to develop servicelearning programs in Michigan. 8 However, current K-12 education funding provides flexibility for local schools to fund service-learning through other avenues. 9 In addition, the Learning To Give program has hundreds oflesson plans teachers can use to help educate young people on how and why service and philanthropy are important to a 6 While stronger than some other states, Michigan's volunteer support at the local level must be strengthened. Currently only 65 percent of Michigan communities have access to a volunteer center. Michigan's state governmental agencies have a sporadic record of encouraging volunteerism. Some agencies have volunteer initiatives that support their work while also serving the needs of their clients. Others rely on volunteers at the community level to deliver services to communities. The Office on Services to the Aging has the strongest volunteer program with thousands of seniors serving across the state. Yet, even with all its support, this agency is still working to provide its programs to every Michigan community. If every state agency were called to engage volunteers, there would be the potential for universal access to volunteer opportunities in Michigan. 7 In 1993, Maryland became the first state in the nation to require all public school students to engage in service-learning activities as a pre-requisite for high school graduation. No other state has a similar requirement yet, although many private schools and public school districts do have service requirements. 8 This represents the total federal funds allocated to Michigan for Learn & Serve School-based and Community-based programs. 9 No Child Left Behind specifically identifies Character Education funds as eligible for this type of activity. �DRAFT- NOT FOR PUBLIC DISTRUBUTION healthy democracy. Even with these resources, the Governor's goal of mandatory service may not be enacted. To fully meet this goal, the Governor can engage the Department of Education to: • • • • • Increase the funding available to schools for service-learning programs. Create resources for volunteer coordinator positions in schools or within intermediate school districts to help match students with volunteer opportunities. Establish a Board of Education liaison to work with local communities to promote service opportunities for young people. Call on colleges and universities with teacher education programs to promote service-learning and provide the future classroom instructors with the tools they need to make service an expectation and instill civic engagement in the next generation of Michigan's leaders. Engage young people and youth-serving organizations in an alliance for youth service. This alliance would assess the needs of schools and young people to fully and effectively enact the Governor's call to service. Prepare Empower residents to strengthen and ensure the safety of their community through volunteerism. Local communities need to ensure their safety and security even more in the postSeptember 11th world we live in now. Service as a strategy can help by developing local planning for preparedness and crime prevention programs. The MCSC is taking the lead in bringing the talents and resources of Michigan's volunteers with our state and local emergency management professionals by: • • • • • Partnering with the Michigan State Police Emergency Management Division and joining the Michigan Terrorism Taskforce; Developing a statewide Citizen Corps Council; 10 Crafting a plan to revitalize neighborhood watch and crime prevention programs; Creating a statewide training program for Community Emergency Response Teams (CERT); and Supporting the creation of local Citizen Corps Councils that will develop local plans for engaging volunteers to ensure local security and safety. °Citizen Corps Councils bring together local human service agencies with local emergency management officials to develop community preparedness and prevention plans. 1 �DRAFT- NOT FOR PUBLIC DISTRUBUTION Celebrate Regularly and publicly recognize individuals, businesses and organizations that engage in exemplary service to their community. Thousands of Michigan citizens volunteer every day. Their efforts go largely unrecognized, but their efforts are vital to the health of a community. Encouraging every citizen to volunteer requires that exemplary volunteer efforts be celebrated and heralded. The Governor's Service Awards is Michigan's premiere program for volunteer recognition. The attached proposal for the Governor's Service Awards can provide Governor Granholm a vehicle for spotlighting volunteers across Michigan. (See 2003 Governor's Service Awards.) Administrative Construct Implementing service as a strategy will require that the Governor have a state agency with the focused purpose of developing and supporting service and volunteerism. The MCSC is designed for that very purpose. The MCSC' s proven track record of success offers Governor Granholm a tool to enact a bold vision and agenda for citizen engagement. The MCSC's mission and flexibility also make it difficult to place within a traditional state government structure. The MCSC is not an education program, but it supports several education initiatives. The MCSC is not a jobs program, but it engages hundreds of Michigan citizens in full-time national service programs that teach them valuable skills. The MCSC is not a public safety program, but it is driving initiatives to engage volunteers in homeland security efforts. The MCSC is not a social services program, yet it has underwritten programs that have supported Michigan's welfare clients. The MCSC is not an agriculture program, but it supports water assessment programs. The MCSC cuts across nearly all of state government and social issues. To be most effective in enacting the Governor's call to service, the MCSC has to be able to partner with all state agencies and have the mandate and active support of the Governor. Several models are provided below to help inform the decision of how to best utilize and thereby structure and house the MCSC. Modell: Department of Commerce and Labor Under this model the MCSC essentially remains in its current agency and transitions with the Michigan Department of Career Development to the new Department of Commerce �DRAFT- NOT FOR PUBLIC DISTRUBUTION and Labor. This would be inline with previous state government reorganizations. 11 Pros: • • • Remain with same fiscal agency with existing personnel and administrative systems. Exist within a state agency with a broad agency mandate (economic and workforce development) The MCSC members would remain autonomous and free to implement an agenda solely focused on service and volunteerism. Cons : • • • The MCSC would be a small element of a much larger agency and might not receive the attention and support necessary to carry out its agenda. Housed within an agency that is not focused on service and volunteerism. Limits the MCSC's ability to work directly with the Governor' s Office to enact her mandate. Model 2: Michigan Department of Education (MDE) Under this model, the MCSC would be reassigned to the MDE. As part of its creation, the MCSC was housed within the Governor's Office, but its contracts, personnel and general administrative services were provided by the Michigan Department of Labor. In 1994, the MCSC was reassigned to the Michigan Jobs Commission (MJC) as part of another executive order. The same staff provided the same services as they were transferred to the MJC. The MCSC is currently administratively housed within the Department of Career Development. The Department provides the basic administrative functions including audit resolution, budget development, accounting and human resources. Creates an access point for the Governor's "opening the doors of government to citizen patriots" policy utilizing service as a strategy. Cons: • • reatly mcreases pressures on the MCSC's capacity. ~oul olitici~ the work of the MCSC if precautions are hot taken to ih.volv a broad base of supporters. / -~ / Background Michigan's Governors Commitments to Service The call for citizen service is a long-standing tradition of public servants as a reminder to all of the responsibilities associated with living in a healthy and vibrant democracy. 12 Members of the MCSC include representatives from the W.K. Kellogg and C.S. Mott Foundations, General Motors Corporation, Council of Michigan Foundations, and Habitat for Humanity. �DRAFT -NOT FOR PUBLIC DISTRUBUTION Michigan's leaders have carried this tradition forward through the actions of its Governors since the late Governor George W. Romney helped to give rise to the volunteer center movement over thirty years ago. Since then Governors Milliken, Blanchard and Engler have all placed their emphasis on service by providing their own leadership and support. Governor Romney's vision of providing universal access to volunteer centers spurred the campaign that gave rise to the Points of Light Foundation, the President's Summit for America' s Future in Philadelphia and America' s Promise: The Alliance for Youth 13 . Governor Milliken focused on Volunteers in Michigan and made this a sub-component of his administration 14 • Governor James Blanchard created one of the nation' s largest youth-focused programs to get youth engaged with nonprofits while providing valuable job skills through the Michigan Youth Corps 15 • In a showing of surprising nonpartisanship, Governor Blanchard and Governor-elect John Engler held a press conference with Governor Romney to publicly affirm that their commitment to service will continue. The first spouses were present and agreed to work together on the Campaign for Volunteerism. Shortly thereafter, Governor Engler created the Michigan Community Service Commission and appointed First Lady Michelle Engler to serve as chair. As a major component of her inaugural address, Governor Granholm called for Michigan' s citizens to ignite the flames of engagement and become involved in service. Infrastructure for Citizen Engagement In Michigan Realization of Governor Granholm's call to civic engagement will require leadership, infrastructure and constant high levels of interest and passion. We know this based on the history of the volunteer movement nationally, which has strong Michigan connections. While the state nickname ofTennessee is the "Volunteer State", Michigan is often touted as one of the nation' s leaders in supporting and promoting volunteerism. This is due to the strong infrastructure that has been developed over the past two decades. Volunteer Opportunities Michigan has an extensive network of volunteer centers. Volunteer centers serve to support nonprofit organizations' most vital resource- volunteers. Volunteer centers match volunteers with quality opportunities to serve. In addition, volunteer centers serve as conveners for local organizations and individuals to come together to deal with the most vexing community problems. Currently, volunteer centers service approximately 65 percent of Michigan's communities. 13 The efforts of Governor Romney began after his departure as governor and was broadly called the National Program for Voluntary Action which consisted of the privately-funded, non-political National Center for Voluntary Action (NCVA) and the federal Office of Voluntary Action (OVA) which was the service arm of the Cabinet Subcommittee on Voluntary Action created in 1969 by President Nixon and chaired by Governor Romney. 14 Governor Milliken made volunteerism a subdepartment of the Department of Management and Budget. 15 The Michigan Youth Corps program created 40,000 jobs for young people. �DRAFT- NOT FOR PUBLIC DISTRUBUTION Michigan is one of a handful of states to have a state association for volunteer centers and the only to be supported by an endowment. K-16 Education Students in Michigan are being encouraged to serve at every grade level, including college. The Council ofMichigan Foundations is encouraging K-12 students through the Learning to Give initiative that teaches philanthropy through hundreds of teacher lesson plans-tied to the MEAP standards- that effectively teach English, math, science and social studies with an emphasis on giving of one's time, talent and treasurers. Federal support is provided to school districts to encourage volunteering through service-learning-an experiential teaching methodology that brings the lessons of the classroom into the community. Learn & Serve America programs are targeted at schools and community-based organizations, but are limited in their scope due to the small amount of funding ($800,000). Still, this program engages 50,000 volunteers annually. In addition, the Michigan Department of Education last spring adopted a policy supporting service-learning as a viable and valuable teaching methodology for Michigan' s teachers. Higher education has taken a keen interest in encouraging service through the Michigan Campus Compact. This organization brings together college and university presidents to determine policy, gamer resources and engage in activities that encourage student, faculty and administrators in civic action both on and off campus. Nonprofit Sector Again, a leader among states, the Michigan Nonprofit Association is a support organization for Michigan's nonprofits. It engages in the public policy arena by providing analysis and advocacy services. This association also supports the fifth largest state industry by providing training and technical assistance to nonprofit boards and their staff. "Michigan In Brief' is published regularly by the Michigan Nonprofit Association and the Council of Michigan Foundations and serves to inform policy makers and the public on the most important issues facing our communities and the nonprofit sector in Michigan. Philanthropic Community Every community in Michigan is serviced by a community foundation. More than any other state in the nation, Michigan has provided universal access to the resources and opportunities afforded by these community trusts. In addition, Michigan is home to the nation' s leading Regional Association ofGrantmakersthe Council of Michigan Foundations. Supporting more than 400 foundations and �DRAFT- NOT FOR PUBLIC DISTRUBUTION corporations making grants for charitable purposes. The Council of Michigan Foundations, through the support of the W.K. Kellogg Foundation, also led the nation in developing youth advisory committees within community foundations to help create the next generation of grantmakers. The Michigan Community Foundation Youth Project invested more than $65 million dollars in endowments and programs to support youth. Today, this initiative continues to encourage youth philanthropy and has been heralded as a national model. Alliance for Volunteerism Bringing together all the forces in support ofMichigan's volunteers is the ConnectMichigan Alliance. The ConnectMichigan Alliance is a nonprofit organization that serves as a hub for the public and private sectors to support volunteerism as a way of life for Michigan residents. This organization is a partnership of the Michigan Nonprofit Association, Michigan Community Service Commission, Michigan Campus Compact and the Volunteer Centers of Michigan and is supported through a $20 million statewide endowment fund. The ConnectMichigan Alliance promotes volunteerism and civic engagement statewide through initiatives like Michigan' s Promise and ConnectMichigan Campaign. Governor Granholm's Tool to Advance Service as a Strategy Nearly every governor in the nation has a tool to promote citizen engagement- state service commissions. State service commissions are governor-appointed bodies designed to promote volunteerism and administer national service programs funded by the Corporation for National and Community Service. Some have utilized their state service commissions to implement various elements of their agendas including large mento ring and tutoring programs, public safety initiatives, environmental and forestry programs, and youth development initiatives. Michigan has taken the opportunity provided by its state commission on service to go further than just passing through federal funds. We know that to truly strengthen Michigan communities we must find unique, yet proven ways to solve local challenges. That is why the MCSC uses service as a strategy to community problem solving. The MCSC is the tool by which leadership, policy and resources are developed to advance this enduring model of neighbor helping neighbor. The MCSC supports local and statewide programs that focus on housing, education, technology, victim services, conflict resolution, youth development and public safety. Whatever the issue, generally service can provide a unique strategy for addressing it. Michigan was one of the first states to create a state service commission (two years prior to the federal government requiring their establishment to access federal national service �DRAFT- NOT FOR PUBLIC DISTRUBUTION funds). The MCSC was created in 1991 and codified in state law in 1994 16 . Since that time it has engaged thousands of volunteers, administered and leveraged more than $70 million in public and private funds, and oversees the nation's only state-sponsored volunteer center endowment grant program. Today, the MCSC is the lead agency for the nation's largest national service program-AmeriCorps, and hosts the newest homeland security program-Citizen Corps. The MCSC is the state's only statutorily recognized body designed specifically to promote and encourage Michigan citizens to volunteer. The 25 nonpartisan members of the MCSC are appointed by the governor and serve as ambassadors for volunteerism and stewards for the public and private funds annually distributed to support volunteeroriented programs. Members represent all sectors of Michigan society including businesses, government, nonprofits and faith-based organizations 17 . Members represent all demographics with a special emphasis on youth. More than $8 million in state and federal dollars are administered by the MCSC with an additional $4-6 million distributed to community foundations in support of local health programs for youth and seniors. The MCSC operates Michigan's AmeriCorps-the federal government's largest national service program for Michigan. The MCSC also works with the Michigan Department of Education to administer the Learn & Serve America-the state's largest funding source for service-learning. Finally, the MCSC is working with the Michigan State Police Emergency Management Division to distribute and administer the Federal Emergency Management Agency's (FEMA) Citizen Corps program in support of homeland security and preparedness. Nationally, the MCSC is recognized as one of the leading state service commissions and is often used as a model for other states. The MCSC has helped the nation's governors recognize the power ofvolunteerism and the role it can play in addressing their agendas by taking the lead at crafting and revising the National Governor's Association policy on national and community service 18 . Both the Clinton and Bush administrations have sought input from the MCSC on national service policy. The MCSC has representation through its current and former members on the boards and staff of the Corporation for National and Community Service, the Points of Light Foundation, America's Promise: The Alliance for Youth, Habitat for Humanity International, W.K. Kellogg Foundation, C.S. Mott Foundation and the Council on Foundations. The MCSC has served as a focal point for state agencies to utilize volunteerism. The Adopt-A-Part of Michigan programs use a toll-free number underwritten and staffed by the MCSC. The Family Independence Agency operated a Michigan's AmeriCorps program to recruit and place volunteers on behalf of their clients. The Michigan Department of Agriculture and the Michigan Department of Environmental Quality 16 The 87th Michigan Legislature passed PA 219 in 1994. A copy of the act is attached. During the past nine years this annual celebration has grown into Michigan' s premiere means for volunteer recognition. Awards have been given to adults, youth, seniors, educators, National Service members and programs, businesses, nonprofit and faith-based organizations, and education institutions. Since its inception, the Michigan Community Service Commission (MCSC) has managed this event. The Award Presentations One Governor's Service Award and several honorable mention awards will be presented monthly. The GSA recipient will receive their award at a local event of significance (such as a Rot~ un9heon, school board meeting, etc.). A representative from the Governor's office, the event sponsor, and/or an MCSC Commissioner will present the award to the winner. The winner will receive a plaque and a proclamation from the Governor. The honorable mention award recipients will receive a proclamation from the Governor. A media release announcing the winner and honorable mentions will be distributed by the MCSC and an article will be posted on the MCSC web site. Awards will be presented throughout the year for service in the following areas: • Individual - Recipients in this category could be youth, adults, or seniors who are giving back to their communities; educators who are utilizing service-learning in the classroom or involve their students in community service activities; National Service members such as AmeriCorps, AmeriCorps*VISTA, RSVP, Foster Grandparents, etc.). The deadline for submission of nominations for this award is April 1, 2003 . This award will be presented at the Volunteerism SuperConference or the Grantmakers/ Grantseekers conference, which are held in alternate years. The Nomination Process Ideally, to kick-off the 2003 Governor's Service Awards, Governor Granholm will identify the award recipients for January, February, and March. For the remaining months, nominations will be secured from nonprofit organization, corporations and businesses, government, education institutions, and the general public. Nomination forms will be available on the MCSC web site, by mail, and by fax beginning in January 2003. Draft Nominations will be accepted throughout the year. There will be no nomination deadlines except for the Governor George Romney Lifetime Achievement Award. The 2003 deadline for the Romney Award is Tuesday, April I 51 • The Decision-Making Process The MCSC Awards and Recognition Committee will oversee the decision-making process. MCSC staff members will conduct an initial screening of nominations and a volunteer peer review panel will review the nominations and select the winners and honorable mentions. Recognition Reception All of the winners of the Governor's Service Awards will be honored at a reception at the Governor's residence in late 2003. Through their volunteer participation in state agencies, children and seniors are safe and cared for, parks are clean and inviting, historic sites are preserved, our cultural heritage is celebrated, and needed services are rendered. Investing in Volunteerism is an analysis ofthe volunteer service and community engagement efforts of eighteen selected state agencies and organizations. Funded in part by a grant received by the Texas Commission on Volunteerism and Community Service from the Corporation for National and Community Service, this study was undertaken by the RGK Center for Philanthropy and Community Service, a component of the Lyndon B. Johnson School of Public Affairs at the University ofTexas at Austin. • Volunteer participation is big business in Texas State Government agencies. Significantly more than 200,000 Texans serve this state through structured service opportunities providing contributions in time, in-kind contributions, and donations valued in excess of $35 million. • Four organizational models facilitate the delivery of volunteer service. Centralized models appear to be most effective in leveraging broad large-scale citizen participation initiatives. These models require dedicated staff at the central office and regional levels supporting volunteerism. Decentralized models operate on a project or program specific level. Generally focused on outcome or project goals, these relatively smaller efforts address specific needs. Regional outreach is variable. Community-based models of service rely heavily on the work of independent nonprofit organizations formed to assist the state in meeting significant social problems. Hybrid models represent a combination of these systems. • More than 100 different service opportunities and volunteer projects were identified by the participating agencies. Key challenges to greater volunteer involvement include staff availability to supervise and support volunteers and staff understanding of the roles and functions volunteers can perform. • People of all ages serve as volunteers. Fewer opportunities exist for youth service. Senior adults were frequently lauded for their volunteer activities. Volunteers are not free. They do however significantly expand the reach of state government, leverage scarce financial resources, and actively engage citizens in the work of a democracy. The meeting was called to order at 10:09 a.m. Members present: Russell G. Maw by, Chair; Robert A.Collier, Vice Chair; Vivian Pickard, and Meg Smith. Staff present: Kyle Caldwell, Executive Director; Paula Kaiser, Deputy Director. Members reviewed the staff recommendations for Michigan's AmeriCorps Competitive Applications and the Michigan's AmeriCorps Sustainability Plan Waiver Requests for the 2003-04 program year. Commissioner Smith moved, and Commissioner Collier seconded that the staff recommendations for new competitive programs be approved (see attached). Commissioner Smith moved, and Commissioner Pickard seconded that the staff recommendations for waiver request be approved. The waiver requests submitted by AmeriCorps Oakland and B-H-K Child Development Board were approved. Waiver requests by the University of Michigan and Communities in Schools were declined. Mr. Caldwell reviewed the cunent and future state and federal budgets. Governor Granholm was expected to armounce her 2004 budget on March 6, 2003. The President signed an Omnibus Spending Appropriation which included funding for national service programs, however it severely cut funding for state service commissions and their AmeriCorps programs. In addition, funding for the Educational Award Trust was provided some additional funding, but continuing accounting enors consumed most of the gains provided by �the Tmst and seriously call into question the availability of any Education Awards for the 2003-04 program year. The members were reminded ofthe future Executive Committee meetings (April4, 2003 and tentatively June 27, 2003). In the NOF A the MCSC advertised the opportunities for potential applicants to attend two technical assistance sessions to learn about how to apply for Michigan's AmeriCorps Funding. The MCSC issued the Michigan's AmeriCorps Concept Paper Guidelines in October 2003. The Michigan's AmeriCorps Concept Papers were due to MCSC on November 25,2002. The MCSC received 42 Concept Papers, 22 of which were from existing AmeriCorps programs. All 42 Concept Papers were reviewed by a panel of peer reviewers on December 9, 2002. The peer reviewers recommended that 32 of the Concept Papers move to the next level which was the MCSC staff review. The staff reviewed all32 applications and moved 28 of them forward to the next step of the application process-- the submission of a Comprehensive Application on February 3, 2003. The staff reviewed all28 Comprehensive Applications and is recommending 19 ofthem be included in the MCSC competitive application submission to the Corporation for National and Community Service on March 18, 2003. Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All revisions are due to MCSC by March 7, 2003. The staff will review all of the revisions to ensure all issues are addressed. Recommendation The requests were reviewed by staff for a) adherence to the criteria, compelling need and circumstances, and c) completeness of the request. In addition, the applicant was only requesting a 5% exemption, making a strong case for the program's ability to meet the future match requirement. University of Michigan The applicant expressed the need for the waiver, but gave only one strategy for meeting the future requirements of the program and did not explore a number of obvious alternatives (e.g. charging local partners). The follow up plan lack detail and the overall internal structures (staff costs, etc.) remains essentially the same rather than looking at reducing such costs as part of an overall sustainability strategy. Communities In Schools The applicant expressed the program's successes, but did not express a compelling need for the waiver. In fact, the application was seeking to expand the program and requested a waiver so that the expansion could be afforded. Staff did not feel that it could justify a waiver from the sustainability policy in the face of declining federal resources. Background In September of 2000, the MCSC adopted a sustainability policy that was designed to free up resources and help programs sustain themselves beyond the federal grant. The policy calls for Michigan's AmeriCorps programs to provide a graduated match after a program's third year of funding that would lead to programs providing 100% of the Program Operations Costs while the MCSC would maintain support for the federal share of the Member Support Costs (Stipend and other related costs for member enrollment). The meeting was called to order at 10:05 a.m. Members present: Russell G. Mawby, Chair; Robert Collier, Vice Chair; Vivian Pickard, and Meg Smith. Staff present: Kyle Caldwell, Executive Director; Janice Harvey, Executive Assistant. Commissioner Mawby discussed his conversation with First Gentleman Dan Granholm Mulhern and stated that they have a meeting scheduled in 10 days. There has not been a final answer on whether Mr. Mulhern will serve on the Commission but Mr. Mawby is optimistic. Agenda for Spring Meeting Commissioner Mawby recommended that the May meeting date be changed to Tuesday, May 20, 2003 , to join the Grantmakers/Grantseekers luncheon where the Romney and Mawby awards will be announced. Also, Governor Granholm has been invited to be the keynote speaker. Members reviewed the May 20, 2003, meeting agenda and approved its distribution with minor modifications. Commissioner Smith moved to change the meeting date to Tuesday, May 20, 2003 . Commissioner Pickard seconded the motion. Motion passed. �MCSC Recommendations for Appointment to the ConnectMichigan Alliance Board of Directors Commissioner Mawby explained that Terry Pruitt will continue to serve on the ConnectMichigan Alliance Board of Directors, and recommended Vivian Pickard to succeed Julie Cummings. Discussion on replacement for Michelle Engler was tabled until later date. Commissioner Smith moved to approve the recommendation of Vivian Pickard, and seconded by Commissioner Collier. The motion passed. National Service Update Kyle Caldwell discussed the memo dated March 18, 2003, outlining the AmeriCorps enrollment freeze and funding issues. He stated that the enrollment freeze had been lifted but that it is not known how many slots will be available this year. He also discussed the President's proposal for a remedy to the problem: transfer of funds from programming to the Educational Award Trust and to waive some ofthe accounting errors from the trust. Kyle Caldwell also discussed the Federal Budget and the additional recision of $14 million as a budget balancing measure. Congressman Hoekstra introduced a bill to rescind the President's action of $64 million. There is a good indication that Senator Kennedy will be adding an amendment in the War Budget to restore the program funding. Other Items Mr. Caldwell also reviewed the latest progress of the Michigan Citizen Corps initiative. The members were reminded of the future Executive Committee meetings (June 20, 2003, and August 15, 2003). There was the discussion of changing the June 20, 2003, meeting to June 27, 2003 due to the Signature Service Project. The date change will be confirmed by Janice Harvey within the next week. Welcome and Introduction - Chairperson Mawby The meeting was called to order at 12:19 p.m. by Chairperson Mawby. Chairperson Mawby welcomed everyone to the meeting and asked everyone to introduce themselves . Chairperson Mawby introduced the new commissioners, Pamela Abbey Roth and Jessica Pellegrino, and asked them to give background on themselves. II. Review and Approval ofDecember 16,2002, Minutes- Chairperson Mawby Chairperson Mawby asked for any corrections to the minutes from the December 16, 2002, meeting. Kyle Caldwell noted one change in the minutes under Section III, Executive Committee Report, staff recommendations granting additional powers to the Executive Committee to approve the MCSC's grant application submissions to the CNCS. Paragraph should read: Commissioner O'Day moved to approve the recommendations for the Executive Committee to approve the MCSC's grant application submissions. Commissioner West seconded the motion and the recommendations were approved. Motion passed unanimously. Chairperson Mawby asked for a motion to approve. Commissioner Barfield moved to approve the December 16, 2002, minutes. Commissioner O'Day seconded the motion to approve the minutes. Motion passed unanimously. III. Standing Committee Reports - Chairperson Mawby. A. Executive Committee Report - Chairperson Mawby. 1. Chairperson Mawby discussed the minutes of the January 17, 2003, Executive Committee Meeting which were passed out to board members. During the meeting (via conference call) they reviewed the agenda for the February 10, 2003, meeting, the transition ofthe new executive branch in Lansing, and the annual performance review of the Executive Director. 2. Chairperson Mawby explained the process for performance review of the Executive Director and requested that each board member complete the performance review and return it to Jennifer Forbes at the MCSC office. Chairperson Mawby will summarize the results and have a constructive review with Kyle Caldwell. Because Kyle's position is Civil Service, the review does not impact his position and salary. However, it is useful in fulfilling the job and is important to have this communication between the Commission and the Executive Director. It is also important to have it as a part of his personnel portfolio. Mr. Caldwell explained that he wanted 2 �everyone to be frank and honest as the results are used to help the way we do business and try to establish priorities. B. Board Development Committee - Chairperson Mawby 1. Chairperson Mawby discussed the letter of resignation from Commissioner Michelle Engler to Governor Granholm. A response from the Governor's office had not been received, but it was expected that it will be accepted. MCSC will acknowledge appropriately to Michelle our appreciation for the leadership and service she provided. Chairperson Mawby noted a handwritten footnote in the letter where Mrs. Engler noted that she thought Dan Mulhern would find the MCSC a tremendous opportunity to do good things. There is a meeting scheduled with Mr. Mulhern to discuss the MNA, MCSC, and ConnectMichigan Alliance, to give him an overview and to discuss his possibility of becoming a member of the Commission. Chairperson Mawby asked for a motion to elect Commissioner Engler to the Leadership Advisory Council of the Commission, which consists of former members of the commission. Commissioner Swain moved to approve the election of Commissioner Engler to the Council. Commissioner Smith seconded the motion and the recommendation was approved. Motion passed unanimously. C. Outreach and Communications Committee - Commissioner O'Day 1. Governor Service Awards Update. Commissioner O'Day discussed the alternative for the Governor Service Awards dinner, which will not take place this year, due to the new Governor's transition and budget constraints. Suggestions were made at the December Commission meeting and the changes were incorporated into the program. The nomination form is available on the website and in hardcopy. Commissioner O'Day explained the best way Commissioners can help is by getting the word out about the change to people who have nominated volunteers in the past as well as people who are interested in nominating volunteers in the future. Commissioners should direct those requesting information to the MCSC website or to call the MCSC office. Also, Commissioners can email or make copies of the nomination form they received to share with as many people that they can, or give the staff names and addresses of those you think may be interested in a nomination form. One of the biggest changes is that we are accepting nominations year round. State Farm has agreed to be a sponsor this year They are interested in the work that the commission does around youth and service-learning. They 3 �are sponsoring the Governor's Service Awards nominations that focus on youth, service-learning, and education. Commissioner 0 ' Day explained that the next step is to put together a Peer Review Panel. Commissioner Macon agreed to serve on the panel. Members of the Outreach Committee and other volunteers will also serve on the Peer Review Panel. The number of peer review panelists will be determined by the number of nominations received so people don't have to review more than 15 or so nominations. Commissioner O'Day explained to help promote the Gov. George Romney Lifetime Achievement Award for Volunteerism the commission is partnering with the Council of Michigan Foundation and Michigan Nonprofit Association to create a joint nomination form for the Romney Award and the Russell G. Mawby Award for Philanthropy. This year both awards will be presented at the Grantmakers/Grantseekers Conference on May 20, 2003. A copy of the nomination form was given to Commissioners. There is a deadline for these two awards (March 21 ). The other Governor Service Awards can be nominated anytime. They will be considered by the Peer Review Panel, which will meet quarterly to establish the volunteers that will be recognized for the next few months. The MCSC staff will help to promote GSA by distributing flyers to their database (14,000 individuals) which will direct people to their website or contact the office; mailing the form to all grantees and key stakeholders; working with MNA and CMA, United Way, Council of Michigan Foundations, Michigan Library, etc. to have them promote on their website and in their newsletters; putting announcements on State of Michigan employee paycheck stubs; promoting on the MCSC ' s home page; and sending announcements out to a variety of list serves. Commissioner Pickard asked the amount of the State Farm donation and was told it was $5,000. Commissioner Barfield asked if that was enough. Kyle Caldwell explained that the program shrinks with the size of the donation. The GSA program and dinner cost approximately $30,000, which covered the event, the printing, etc. Commissioner O'Day asked the amount of the last Ameritech contribution. Kyle Caldwell stated that it declined over time but the last contribution was $15,000. In the first year they underwrote the entire cost and then they capped it at around $12,000 to $15,000, so the MCSC absorbed the additional amount. Ameritech is no longer a sponsor. Kyle Caldwell and Commissioner O'Day stated that the goal of the GSA is to take it out to the communities to build up enough interest and then next year get back on track with a statewide dinner. This year there will be local events that may include the local state representative or senator, or 4 �possibly a media event and hopefully with the Governor, to recognize the GSA winners. It will involve more people in different ways and may end up strengthening the program. Commissioner O'Day handed out updates to the Commisioner Key Information Binders. Chairperson Mawby discussed the upcoming commission meeting on Monday, May 19, 2003. The meeting will take place at the Lansing Center and will begin at 11:00 am. We will join the Grantrnakers/Grantseekers lunch at 12:15 pm, with the guest speaker Mike Farrell from M.A.S.H. After lunch, we will re-convene. He also noted that the annual retreat will be at Brook Lodge on September 11 and 12 and the December meeting will take place in Dearborn. D. Report ofMCSC Designees to the ConnectMichigan Alliance Board of Trustees Commissioner Mawby 1. Update on the ConnectMichigan Alliance Endowment Campaign Chairperson Mawby asked Dr. John Lore to give the Connect Michigan Alliance (CMA) update. Dr. Lore gave an update on the fundraising activities and distributed copies of a CMA gift snapshot to everyone. This gave a breakdown of the money being raised and the money that has already been raised. Dr. Lore stated that they are within $628,000 from reaching the goal of the $20 million grant. It was suggested by Commissioner O'Day and Jocelyn Yanda to approach athletes that are promentoring, literacy and service-learning to see if they are interested in making a donation. E. Report on Michigan Campus Compact - Chairperson Mawby 1. F. Chairperson Mawby asked Amy Smitter to give an update and overview on the Michigan Campus Compact. She explained that it is a state organization of college presidents that are committing their universities to make a difference in communities and their students in terms of community service, service-learning and civic engagement. The campus compact has 35 members now but is in the process of adding the University of Detroit Mercy. That's about 40% of higher education institutions in the state. The Campus Compact works with those presidents, faculty, staff and students on those campuses. Volunteer Centers of Michigan- Chairperson Mawby 1. Chairperson Mawby asked Judy Tymowicz to give brief comments on Volunteer Centers ofMichigan. Judy stated that Volunteer Centers of Michigan have 35 volunteer center members which serve 47 counties in 5 �Michigan. That means that 88% of the population in the state has volunteer centers accessible to the residents in those counties. The mission is community volunteerism and to get all residents involved at the local level. They work with the MCSC through the Michigan Volunteer Investment Grants program, which leverage endowment funds and provide operational funds for volunteer centers who establish to continue their organization. IV. Executive Director's Report - Kyle Caldwell G. Program Updates 1. Volunteer Investment Grants Funding (approval item). Ms. Kaiser explained that at the December MCSC board meeting 12 grants were approved for $659,095. Therefore, we had $121,000 available to allocate in a second round. Immediately following that board meeting staff issued round two guidelines. MCSC received seven applications on January 21, 2003 , totaling $335,000. All seven applications were reviewed by an external peer review group. From that peer review, five of the seven were recommended for staff review. The staff reviewed those five, totaling $205,000, which exceeded the amount we had available ($121,000). The staff recommended that all five be funded and recommended dividing the available amounts by the five organizations. Staff asked the board to approve: Calvin College in the amount of $24,200; Dickinson Iron Community Services Agency in the amount of $24,200; ENRICH of Ionia County in the amount of$24,200; Jackson Nonprofit Support Center in the amount of$24,200; and Volunteer Center ofMid-Michigan in the amount of$24,200. A motion to approve the staff recommendations was made by Commissioner O'Day and seconded by Commissioner Seese. Motion passed unanimously. Kyle Caldwell discussed the status ofthe state funding of the VIG grants. The Commission was recently contacted by its fiscal agency about this particular grant funding. This is the only fund that MCSC distributes that is solely general purpose State of Michigan funding. Originally this was a $1 million annual endowment-building program. As of February 10, the funding stood at $659,095. In addition, all the grant agreements through the MDCD, our fiscal agency, were held up by the department because of the pending budget cuts. Mr. Caldwell discussed the budget crisis and possible upcoming program cuts. He also explained that the volunteer centers have been notified that the grants were being held. 6 �2. Introduction of MCSC Staff The MCSC staff introduced themselves and the programs they work with. 3. AmeriCorps Kyle Caldwell gave a report on Oakland County AmeriCorps member, Lenny Compton, and his experience at the President's State of the Union address. Lenny was on the news circuit the following day to talk about his service. A bio and press release on Lenny was on the MCSC website. Mr. Caldwell explained that the MCSC is working to craft the next AmeriCorps application. The challenge for the MCSC is that we don't know how much money we will have to appropriate next year and we are operating our current budget on what are called continuing resolutions (taking the numbers from last year, freezing them and moving them forward into the current operating year). Congress has extended that until February 20, 2003 . MCSC was currently looking at requests that exceed $8 million. Staff were moving forward with some really good applications, but didn't know what was going to be available. The strategy was to bring forth quality, submit it all, and see what happens. Mr. Caldwell explained the challenge facing AmeriCorps is that the CNCS, for a number of reasons including the high demand on AmeriCorps slots as well as an accounting mishap, does not have enough money in the education trust to cover AmeriCorps educational awards so ceased enrollment. This means that programs which are funded through us with a January start and would be enrolling members in January and November were unable to enroll members. That is a huge crunch on programs. It also means that programs that lose members will not be able to fill them. The freeze will stay on until the foreseeable future. The Corporation claims that it has enough money to cover current commitments, with roughly about 20,000 that they can bring on slowly. The bigger challenge is that the Trust is somewhere in the area of $40 to $65 million short. Congress is not appropriating large sums of money to go into the endowment trust. So it' s got to come from somewhere and usually that's from state commissions. That impacts the $8 million in requests that we' ll carry forward and be looking at budget cuts into next year. Ms. Kaiser explained that about 60% of the AmeriCorps slots from last year have been filled so there is about 40% for our state alone that are vacant and they are not able to fill them at this time. The majority of our programs started back in September and October so they were able to bring on some oftheir members. The staff is in continuous contact with our members with the implications on them and helping them to resolve issues as they come up. 7 �4. Learn and Serve- Service-Learning Kyle Caldwell explained that the Learn and Serve Work Group met to craft strategy to move forward with our service-learning initiatives. MCSC will be submitting a three-year plan for Learn and Serve in Michigan to the CNCS . We have some preliminary data from RMC research on service-learning and it's impact on MEAP. We talked earlier about State Farm and their support of our service-learning work. They were very excited about doing recognition programs, but they also wanted to get involved deeper in service-learning, in particularly our National Youth Service Day. The MCSC will do a joint conference with the Michigan Campus Compact, the Institute on Service-Learning to be held at CMU where Tom Watkins will be speaking. The work group had given the staff a charge to move forward on some key elements that will be shared with Commissioners at the next commission meeting. 5. Federal Budget Kyle Caldwell explained that the President's FY04 budget calls for an increase to 75,000 AmeriCorps members (50,000 right now). The funding for AmeriCorps had not been introduced nor was there enough funding appropriated in the President's budget to cover the education trust shortfall so there is going to be a need to reconcile some numbers. 6. Office of the Inspector General Audit Kyle Caldwell discussed that the Office of Inspector General published its audit of Michigan for the Corporation for National and Community Service. The preliminary findings show that only 2.2% of the federal funding examined is being questioned. Staff is providing most of the documentation and working with the grantees to get the member files and other records. This is an excellent endorsement of the accounting program at the commission. 7. State of Michigan Budget Kyle Caldwell explained the importance of its state funding in order to broker the $8 million federal funding. There are other state commissions in earlier years that didn't form because they couldn't get the state funding in order to draw down the federal funding. This is a compelling case for why state funding needs to be maintained. 8 �8. State of the State Address Kyle Caldwell discussed the areas of the Governor' s State of the State address that pertained to the MCSC and the work that we do . The Governor also called for the First Gentleman to spearhead the Mentoring Initiatives which could lead to working with the Commission. 9. Financial Statement as of January 1, 2003 . Kyle Caldwell explained that a copy of the statement was included in the Commissioners information. 10. Michigan Citizen Corps Council Kyle Caldwell explained that the Michigan Citizen Corps Council was created under executive order. The idea was to marry traditional volunteer initiatives that we work on with homeland security. The council would meet Tuesday, February 11 , 2003, for the first time. The Council will adopt a 3-year plan to get Citizen Corps moving in Michigan. The first item that will be addressed is a new initiative called CERT (Citizen Emergency Response Teams), which is first aid training the volunteers can engage in before First Responders arrive at the scene. Their hope is that every community will have this training in their community permanently. The second item that will be addressed will focus on other programs under the Citizen Corps umbrella including the revitalization of neighborhood watch, working with retired law enforcement and retired medical staff to work in communities as volunteers. Another concern will be that the Governor designate a Homeland Security Director, someone who will be coordinating all of the homeland security initiatives (firemen, state police, biohazard, etc). Mr. Caldwell also explained that this initiative is funded with over $500,000 from Federal Emergency Management Agency (FEMA). He explained that Michigan will pilot this in eight communities across the state, and hopefully new money will come and Michigan will be able to expand in the future. This is a FEMA program that is being reorganized under the new Department of Homeland Security so the MCSC will have to wait to see where this initiative falls out in the next 6-8 months. V. New business- Russ Mawby A. Service as a Strategy White Paper Chairperson Mawby explained that this document shared with the transition team some of the areas where the work of the Commission relates to some of the 9 �priorities of the administration: mentoring, citizen engagement, learn & serve, etc. VI. Public Comment- Chairperson Mawby Commissioner Smith noted the new time and location of next meeting, which is different from the date and time at bottom ofthe agenda. The meeting will take place on May 19, 2003, at 11:00 am at the Lansing Center during the Grantmakers/Grantseekers Conference. Kyle Caldwell mentioned that on June 20-21, 2003, the MCSC will be in Battle Creek for the statewide service project for AmeriCorps. The MCSC will be participating in a Habitat Blitz Build and rehabilitating a park. Chairperson Mawby reminded everyone to return the Executive Director performance evaluations. Vll.
