This employee will be on staff at the Michigan Nonprofit Association but will serve at the Michigan Community Service Commission. This Coordinator position will assist with launching the Quality Based Mentoring system and help mentoring programs to register on MCSC's state Volunteer portal to post volunteer opportunities. Coaches Challenge Each year, in an effort to help close the gap, the head football coaches from universities within Kansas, Iowa, and Nebraska have issued a friendly challenge to see which state can recruit the most new mentors. This year, the challenge will be reinstated with two exciting new additions joining the efforts: the Mento ring Partnership of Minnesota and Mentor Michigan. Leading the Coaches ' Challenge efforts in partnership with Mentor Michigan is former University of Michigan Head Football Coach Lloyd Carr. Any new mentor application that is received between August 1 and November 30, 2013 will count toward the "score" of the respective state. Football fans who take the Coaches' Challenge will not only show their state pride, but by signing up to be a mentor, they will be making the difference of a lifetime by helping to improve the life of a child. The overall winner of the 2013 "Coaches Mentoring Challenge" will be announced the week of December 13th. Collective Impact Webinar On October 30, 2013 , Mentor Michigan hosted a webinar on collective impact. On this webinar led by Robin Lynn Grinnell, Vice President for Donor & Community Relations at the Capital Region Community Foundation, mentoring programs discussed collective impact and explored examples of how local mentoring initiatives are working towards a common agenda. Mentor Michigan Directory The Mentor Michigan Directory allows volunteers to find mentoring opportunities in their communities and this program database also identifies the programs within the Mentor Michigan network. Our current system is supported by MENTOR' s Volunteer Referral system but has many limitations. These entities represent either new or recompeting organizations. The concept papers and logic models from these organizations were due on October 18, with the peer review taking place on October 30. We received only one quality application. There is limited funding available this year both through state formula dollars and national competitive dollars due to the fact that the majority of currently funded programs will be in the second or third year of their grant and submit a continuation application. CNCS Progress Reports Michigan's AmeriCorps grantees recently submitted their 12-13 quarterly progress reports. The reports have been reviewed by MCSC Program Officers with written feedback provided to all. This information was then compiled to provide one 12-13 funding year aggregate report to the CNCS on October 31 , 2013. Expansion of Michigan's AmeriCorps Governor & Mayor Initiative On November 4, 2013, Governor Rick Snyder and Mayor Dave Bing announced the launch and expansion of the AmeriCorps Urban Safety Project. This program is hosted by Wayne State University and utilizes 36 AmeriCorps members to mobilize and recruit community volunteers to help improve public safety in targeted Detroit neighborhoods. Corporation for National and Community Service CEO Wendy Spencer also joined Governor Snyder and Mayor Bing at the kick-off event. The AmeriCorps Urban Safety Project was selected by the CNCS as part of the AmeriCorps Governor & Mayor Initiative, which is a unique public-private partnership. The program has been expanded into five new communities, which were strategically selected in neighborhoods surrounding local schools where other state and local improvement initiatives are already underway. The new targeted communities include the areas around East English Village, Clark Elementary, Bates, Bagley Elementary, Bethune, Gompers Elementary, Cody, Harms Elementary, Neinas Elementary, and Osborn. The program is a joint collaboration among residents, neighborhood non-profits, faith-based organizations, law enforcement, existing neighborhood associations and block clubs to improve public safety. Updated Michigan's AmeriCorps Program Standards (MAPS) The Michigan' s AmeriCorps Program Standards (MAPS) were developed to provide AmeriCorps programs with a roadmap to success. The MAPS document was recently updated and presented to Michigan' s AmeriCorps program directors along with a tool to help programs track their progress. The process to develop these standards engaged current and former Michigan's AmeriCorps program directors, Michigan Community Service Commission staff, and national technical assistance providers from the Corporation for National and Community Service. Through both internal assessment and external information gathering, the MAPS committee identified core areas vital to the success of all AmeriCorps Programs. Within each area, a standard of success is defined, and best practice examples are provided that will help programs in identifying where their strengths and challenges lie. The core areas of success that make up MAPS include: Member Success; Site Success; Program Performance; Program Management & Administration; Sustainability; and Community Engagement and Strengthening. It is anticipated that these standards will not only support programs in their efforts to provide consistent, high quality services to the community, but also to ensure that members and other program stakeholders have a meaningful service experience as part of Michigan' s AmeriCorps. Michigan's AmeriCorps LeaderCorps The Michigan's AmeriCorps LeaderCorps provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program . Each program has the opportunity to select one member to serve as their LeaderCorps representative. All LeaderCorps members will convene for their first meeting on November 21 and 22, 2013 in Lansing. Members will receive an orientation to LeaderCorps, receive training on leadership skills, and identify leadership team members and roles. �J AmeriCorps 20th Anniversary The goal of the AmeriCorps 20th anniversary year-long recognition is to inspire Americans to increase their knowledge and awareness of AmeriCorps as the country' s best example of civic engagement, collaboration, and problem solving. The MCSC AmeriCorps team is focused on engaging individuals and organizations in the following efforts in conjunction with this anniversary . 1. Branding Association with AmeriCorps 2. I I Dear Michigan's AmeriCorps Members: Welcome to Lansing and to the Michigan's AmeriCorps Member Celebration! I'm thrilled to be here with you all celebrating my first Member Celebration as the executive director of the Michigan Community Se rvice Commission (MCSC) . Our office is proud to be the state's lead agency on volunteerism and strives to increase the efforts and value of service by promoting it as a strategy to address Michigan 's most critical challenges. AmeriCorps is one of the MCSC's signature initiatives and a chief strategy in our efforts to meet pressing community needs. This signature program has been active in our state since 1994 and since then , more than 24,000 Michigan 's AmeriCorps members have given more than 29 million hours to transform our neighborhoods and communities. By providing members with this opportunity to serve their community and gain valuable job skills, we are confident that AmeriCorps will help put Michigan on the road to recovery. The issues we face everyday are too big , and their solutions too critical to be left to the chance of good intentions. Armed with the courage and dedication of AmeriCorps members like you , these problems will be addressed and individuals, families, and communities will be forever changed . This year's theme, Everyone Leads, reflects the commitment you have made to making a difference in the communities you serve . By joining AmeriCorps, you have made a decision to put your idealism into action and become part of a broader service movement that directly touches the lives of many Michigan citizens . Technology and social media can be wonderful tools for organizations to increase their capacity while also helping members document their year of service. It utilizes service as a strategy to address the state's most pressing issues and empowers volunteers to strengthen communities. Since its inception in 1991, the MCSC has granted more than $110 million to communities for volunteer initiatives. These funds have leveraged more than $90 million in local funds , engaged more than one million people in service , and c 0 M M 155 10 N impacted critical community issues such as literacy, homelessness, foreclosure , environment, and public safety. In addition to Michigan's AmeriCorps , the signature programs of the MCSC include Mentor Michigan , Volunteer Michigan , and the Governor's Service Awards . COMMUNITY SERVICE As part of the 2013-2014 program year, the MCSC is granting more than $7 .5 million in federal funds to local communities for volunteer programs and activities. The MCSC is part of the Michigan Department of Human Services , whose mission is to assist children , families , and vulnerable adults to be safe , stable , and self-supporting. CNCS- STATE OFFICE The Michigan office of the Corporation for National and Community Service (CNCS) , based in Detroit, is dedicated to providing opportunities for Michigan residents of all ages and backgrounds to engage in service that addresses our nation 's educational , public safety, environmental , and other human needs. The CNCS state office develops, implements, and provides critical oversight for the Corporation 's Michigan-based Senior Corps grants and AmeriCorps*VISTA projects in the field. The CNCS state office serves as the delivery system for these programs, both of which are funded through the Domestic Volunteer Service Act (DVSA). In this role , the CNCS state office : • • • • Serves as the Corporation's representational liaison in the state to a broad spectrum of public and private constituencies; Develops, manages , and monitors Michigan-based Senior Corps and AmeriCorps*VISTA grants ; Provides training and technical assistance to grantees ; and Helps develop and implement a unified state plan that integrates all streams of service . NATIONAL SERVICE DIRECTORY The National Service Directory was created to help Michigan-based national service programs with similar goals, geographical areas, or programmatic focus increase collaboration . This tool allows national service members to quickly identifying other members and programs from the national service family in their community. Welcome and Introductions- Chair Bloodworth convened Commissioners at 12:35 pm. There was discussion on the CNCS ' s six priority areas for MCSC/AmeriCorps programming. It was discussed whether the MCSC should focus on three top priorities around funding : economic opportunity/jobs, health, and education. The MCSC will continue to focus on the six priority areas due to funding opportunities with CNCS. Michigan' s State Service Plan will also direct the MCSC ' s priorities. II. Consent Agenda- Chair Bloodworth asked for a motion to approve the consent agenda and the minutes from the June 26, 2013 MCSC board meeting. Commissioner Hill motioned to approve the consent agenda and minutes; Commissioner Algra seconded motion. The motion passed unanimously. III. Other Business Mission Statement Revision : Commissioners have been working on a new MCSC mission statement. A revised statement was approved as follows: The Michigan Community Service Commission utilizes service as a strategy to address the state ' s most pressing issues and empowers volunteers to strengthen communities. Chair Bloodworth asked for a motion to approve the revised mission statement. Commissioner Lavoie motioned to approve the revised MCSC mission statement; Commissioner Algra seconded motion. The motion passed unanimously. State Service Plan: Ginna Holmes presented the State Service Plan. This plan will go to Governor Snyder for approval and then sent to the Corporation for National & Community Service (CNCS) . Chair Bloodworth asked for a motion to approve the State Service Plan . Commissioner Algra motioned to approve the State Service Plan; Commissioner Truscott seconded motion. The motion passed unanimously. Creation of Advisory Work Teams: Ginna Holmes explained the need for Commissioner Work Teams which will include Advocacy and Public Policy, Resource and Fund Development, MI Reading Corps, Volunteer Michigan, Mentor Michigan/Youth Development, and Social Innovation. Chair Bloodworth asked for a motion to support creation of Commissioner Work Teams. Commissioner Lavoie motioned to approve the State Service Plan; Commissioner Collier seconded motion. The motion passed unanimously. IV. Executive Directors Report Volunteer Generation Fund - Bob Kahle provided information and context on the Volunteer Generation Fund. He shared the goal of Volunteer Michigan, the key components of service as a strategy, the essential building blocks of volunteer connector organizations, volunteer engagement, HandsOn Connect and the challenges of the technology, and other challenges within Volunteer Centers. He also distributed infographics for Volunteer Kalamazoo Neighborhood Safety Initiative and the Volunteer Medical Corps in Allegan County . 2 �Volunteer Generation Fund FYI4 GrantGinna Holmes explained that only past Commissions that received funding in last grant cycle were able to submit an application for the FY14 VGF grant and required applicants request at least$ I 00,000 and provide a dollar for dollar match. The total amount available was $3.7 million. The MCSC requested $262,500 and will focus on youth development. The MCSC will find out the end of September if the funding request was approved and the program start date is October 1. V. Governor's Service Awards- Ginna Holmes recommended alternating the event between Grand Rapids and Detroit each year. Commissioners agreed to alternating the event between Grand Rapids and Detroit. Chair Bloodworth thanked Commissioners for their support of the event and for attending. It demonstrates a great commitment from Commissioners. VI. CNCS Funding Update- Ginna Holmes shared a chart outlining the President' s FY14 funding for CNCS. VII. CNCS State Office Update - Cathy Sharp explained that CNCS is working on interagency agreements around key issues including Affordable Care Act. They will fund two VISTA programs in Michigan (Oakland/Livingston County and Wayne County). Eight VISTA members will serve at Community Action Agencies in these areas to help organize activities to share information with those that need it around the Affordable Care Act. RSVP programs will have volunteers do outreach in their communities and help enroll residents. Senior Corps has funding available and will supplement these two programs. The RSVP volunteers will start October I at the Community Action Agencies and will be trained as certified application counselors. There is a six month timeframe to share the information and enroll the individuals. RSVP competitive grants are due on September I 0 and Cathy thanked Commissioners for promoting this program. Cathy is also working with a number of federal agencies, including Jed Hermann from the White House Office of Cabinet Affairs, to talk about the crisis in Detroit and identify what federal agencies that have services in Detroit can do to help support nonprofit agencies. CNCS Michigan Office may be adding more VISTA members to projects in Detroit to assist with this effort. X. Public Comment- Chair Bloodworth announced that Commissioner Rob Collier will receive the Outstanding State Commissioner award by America' s Service Commission at a reception on September 16 in Washington, DC. Mission Moment: MI Reading Corps Ms. Holmes gave an overview ofMI Reading Corps. Commissioner Mike Hill shared that we currently have 22 AmeriCorps members at 17 sites. He shared that 113 of our 3rd graders in Michigan are not proficient in reading. Commissioner Julie Calley explained that the work team is going to recommend that Hope Network become the managing partner, that there will be a creation of an advisory committee to assist with program expansion, and securing funding will be a priority. The program is data outcome based. Dan Holbert and Phil Weaver from Hope Network presented information on their organization to Commissioners. Hope Network currently serves as the fiduciary for the MI Reading Corps. Having them serve as the Managing Partner will help with fundraising for the program, credibility within the legislature, and running the program. Chair Bloodworth asked for a motion to approve the MI Reading Corps Work Team recommendation that Hope Network be formally instituted as the Managing Partner for the MI Reading Corps program. Commissioner Truscott motioned to approve the recommendation; Commissioner Collier seconded motion. The motion passed unanimously with Commissioner David Price abstaining due to board conflict. Commissioners suggested a Memorandum of Understanding between the MCSC and Hope Network. Next steps include creating the advisory committee. The Reading Corps Work Team recommends the creation of a 15-25 member advisory that would include reading experts, school officials, funders, researchers, and elected officials. The member selections will be made in partnership between the Reading Corps Work Team and Hope Network. IV. Executive Directors Report- Ginna Holmes shared that the MCSC had applied and received a one-year Volunteer Generation Fund grant that will focus on mentoring. There is also carry over funds from the original grant. We will be hiring three one-year contract positions to help with the capacity around this grant. She also explained that the MCSC is currently going through the 2014-15 AmeriCorps funding application process. The MCSC receives competitive and formula funding. The MCSC will be submitting its competitive application in January requesting funding for two programs. Ms. Holmes shared that the President has created a special taskforce and CNCS CEO Wendy Spencer is co-chair. She is meeting with different federal departments to look at initiatives that will expand national service. We anticipate there will be a very quick turnaround for the application process for these special opportunities. The MCSC is 2 �recommending approval for the flexibility to accept program applications beyond the established MCSC's application deadline and process. Applications will continue to be fully vetted. This procedure will allow the application to meet the CNCS deadline. Chair Bloodworth asked for a motion to approve the recommendation to give the MCSC flexibility to accept program applications beyond the established MCSC's application deadline for special funding opportunities. Applications will be fully vetted and presented to Executive Committee for final approval. Commissioner Price motioned to approve the recommendation; Commissioner Truscott seconded motion. The motion passed unanimously. V. CNCS State Office Update- Kevin Murphy represented Cathy Sharp at the meeting. He shared that he sits on the state Disability and Inclusion team which are working to include more disabled people into the National Service field. The CNCS head of training had a webinar and shared information on a study done by the University of Virginia on VISTA member satisfaction and there was no statistical difference for satisfaction between gender, race and religion. They did find that people suggested putting more information online. VI. Other Business- AmeriCorps Special Funding Opportunity Commissioner Collier shared that Wendy Spencer, CEO ofthe CNCS, met with several foundations in the Detroit area when she was in Detroit in November (for the Governor & Mayor AmeriCorps Urban Safety Initiative announcement). With the Detroit bankruptcy, Michigan and Detroit is on the radar of Washington. During this meeting she shared that the President has a directive for departments to increase national service allocation. The President has a special team folks in Detroit from nine federal agencies to help solve some ofthese historic problems. Wendy has an allocation of unused education awards. She suggested that the Commission and Michigan foundation community put together an opportunity that can benefit Detroit and other communities in Michigan. There may also be funding from the Department ofLabor, Department oflnterior, and the Department of Justice, in cooperation with the CNCS, to assemble an urban conservation corps that would respond to the issue of Belle Isle along with public-owned land in other areas not being well maintained. The program would focus on the age group of 18-30 and provide an opportunity for those that don' t have a path to employment. There could be several hundred AmeriCorps slots targeted at Detroit and other urban areas (Flint, Pontiac and Saginaw). The CNCS would like to do this in Michigan. The private foundation community would support as well. The MCSC would be the conduit for the education awards and would have to find a partner to run the program. The MCSC would have to act quickly to move forward with the opportunity. A memo will be sent out to Commissioners outlining the opportunity and a conference call will be scheduled to discuss the opportunity. VII. Public Comment- Commissioner Calley shared a volunteer opportunity for Commissioners to join the Governor in Detroit at Focus Hope on Saturday. They will be packaging Thanksgiving baskets. Shared their vision of EDGE: E: Expanding economic opportunities D: Driving innovation and impact G: Growing national service and volunteerism E: Explaining why service matters Advocacy: Commissioners asked how they can be helpful around advocacy issues for AmeriCorps. Wendy shared that storms and disasters are drawing attendion to AmeriCorps (Joplin, MO, Moore, OK, and Seaside Shores NJ). Congressional members in these areas are supportive of AmeriCorps once they see the impact that the members have in their communities. Other legislators that she has met with support the National Service but say they "need a little cover" by having nonprofit organization leaders in their communities share that they need their support and are willing to stand up with them to show that they will support the legislator. Commissioners need to go out into their communities to share the impact of AmeriCorps. Wendy also commented that having an event like the press conference with the Governor and Mayor shows their unification of the issues. Commission Funding: Kyle Caldwell stated that State Commissions are the CNCS' s greatest asset but are the least funded which impacts the capacity to do the work. There is support for the work of State Commissions and no one else can best do what the CNCS is asking. Wendy stated that large organizations that are working with State Commissions in partnership for the capacity (United Ways, Habitat for Humanity, etc.) need to share what AmeriCorps is doing for their communities so that legislators feel that it is supporting their communities. Veterans: Fred Mester asked how AmeriCorps can help with veterans returning to the community. Wendy shared there are several AmeriCorps programs supporting veterans. During the 20th Anniversary celebration over the next year, there will be a different theme each month. Veterans will be highlighted in November and July. The National Vets Corps will be announced . All National Service members serving veterans and/or their families will receive a special pin to wear. There will be over 400,000 AmeriCorps and Senior Corps volunteers which will show how many are committed to helping veterans . �Needs versus service was also discussed. Michigan is soth in the nation for bringing services to veterans . We need to talk about the gap between need/service. Paula shared that the Governor will be piloting a program in the Grand Rapids and SE Michigan area which will bring more service for veterans . Wendy said that VISTA's could help with this process. Task Force on Expanding National Service I Special Funding Opportunities: President created this task force which consists of 17 federal agencies {13 cabinet level). Wendy serves as the co-chair. This will be a great way to partner with other federal agencies to grow National Service. Some special funding opportunities have come out of the partnerships including FEMA Corps {1,600 AmeriCorps members around disaster}, Education (School Turnaround}, Veterans. She is hoping to have a program with Eric Holder {Justice), Interior {Parks Corps}, and HUD. There is also a STEM AmeriCorps program in the works. Wendy also discussed the ability for Commissions/States to create their own corps around a specific issue. CNCS has the authority to accept donated funds to create additional AmeriCorps member slots. The funding could be targeted around a specific issue or geographic area . She would love for Michigan to be the first state to do this. CNCS Priority Areas : Commissioners shared that the CNCS six priority areas make it difficult for Commissions to apply for Competitive funding ifthe application doesn't fall within those priorities (ex. Public safety). Will this expand? This fund was established in 2010 and focuses on the need to recruit, manage, and retain more volunteers to address pressing social challenges. Aligning with this work, the MCSC will use the funds to employ the power of volunteerism for a critically important population : Michigan youth . Through two existing MCSC initiatives, Volunteer Michigan and Mentor Michigan , the grant will be used engage volunteers in a concentrated effort to help the state's youth become well-prepared and successful in life. The funds will be used to support three primary activities, including : 1. Recruiting new volunteers to serve Michigan youth. To increase the number of adult volunteers serving the state's young people, the MCSC will launch and/or support a number of youth-focused statewide volunteer campaigns. 2. Improving the quality of youth experiences in youth-serving organizations. The MCSC will pilot a quality-based mentoring (QBM) assessment system to assist mentoring programs in implementing quality-based standards, .ultimately improving the experience for Michigan youth and volunteers . 3. Developing volunteer resources for youth-serving organizations. Through improvements and enhancements to the statewide volunteer portal, the MCSC will provide a range of support to mentoring and other youth development programs in the state. Helping the MCSC to achieve this work are five strategic partners. These partners will receive various subgrants to help advance the grant and its mission in a variety of ways. MCSC Activities W ithin the MCSC, the new Volunteer Generation Fund grant will be used primarily to increase the capacity of the Commission staff, enabling them to provide greater support to youth-development organizations across the state. A small portion of the grant dollars will also be used to support evaluation and assessment of the grant and its programs. To conduct statewide activities in accordance with the grant, the Volunteer Generation Fund dollars will fund a one-year full-time contractor to be hired this fall . During the grant period , this staff member will focus their time and efforts on a variety of initiatives which will advance the youth-serving infrastructure in our state. The activities include but are not limited to : Coaches' Challenge for Mentoring. This existing multi-state mentoring campaign will be facilitated in Michigan by the Mentor Michigan initiative and mentoring programs across the state. It will focus on generating new, skilled volunteers to serve as mentors to Michigan youth through formal mentoring programs. Statewide Volunteerism Campaign. In partnership with several statewide nonprofit partners, the MCSC will be launching a statewide media campaign this fall to promote volunteerism in the state of Michigan . Included in the campaign will be youth- and mentoring- focused campaign messages that call for additional volunteers to serve Michigan youth . �Quality-Based Mentoring Pilot. Through Mentor Michigan, the MCSC will pilot a quality-based mentoring (QBM) assessment system. This system will assist mentoring programs with implementing quality-based standards and improving quality measures. Due to the time-intensive nature of the evaluation and assistance process, the QBM pilot will be launched with three sites. Volunteer Michigan Statewide Portal. The MCSC will improve the number of youth-focused volunteer opportunities available in the system by expanding the portal to include 250 youth mentoring programs registered with Mentor Michigan. The MCSC will also support mentoring and other youth development programs by improving the use and functionality of the statewide volunteer portal: developing capacity building resources , technical assistance, and user trainings . This will enable more youth-development programs to use the portal for their volunteer recruitment, management, and tracking . The MCSC will also develop a professional skills database in the statewide portal, which will allow professionals, retired professionals, and other skilled-volunteers to offer their services to youthdevelopment organizations and other nonprofits. These volunteer services will be useful to programs in a variety of ways , including : fund development, program assessment, strategic planning , marketing , organizational management, and more others. Subgrantee Activities The five subgrantees will receive funding at a variety of levels and will support a range of youthrelated volunteer activities. Subgrantees include: Michigan 4-H Youth Development. A community-based youth development program operated by Michigan State University Extension , this program is operated in 81 of Michigan 's 83 c·ounties and is designed to help children and youth develop skills and assets needed to be successful. With the support of the MCSC, Michigan 4-H Youth Development will launch a yearlong recruitment campaign to increase the number of volunteers who lead both short and long term educational programs that assist youth in learning life and future employment skills . MCSC funds will be used to provide county 4-H programs with a variety of targeted recruitment messages and tools to expand the number of 4-H volunteers . Big Brothers Big Sisters of Detroit. With the assistance of the MCSC, this Detroit based mentoring program will partner with the Michigan Reading Corps (MiRC) national service program to target children in grades K-3 in need of additional support. Though a child may reach his/her reading capacity and graduate from the MiRC program, many still face additional challenges that can inhibit their future success. To provide them with additional support, Big Brothers Big Sisters of Detroit will match these young people with a caring adult mentor who will continue to focus on literacy and education. This pilot program will join two successful youth-development models for the first time to provide maximum impact on an area of great need. VIP Mentoring Program. A program operated in the metro-Detroit area, the VIP Mentoring Program is one of three sites selected to pilot Mentor Michigan 's QBM assessment system. VIP will also be granted funds to support the Business Mentoring Challenge, which will recruit and match skills-based business volunteers with youth to focus on career exposure and school success at Denby High School and other Detroit EAA/Pathways schools. The Business Mentoring Challenge aims to enlist 30 new businesses for the 2013-14 school year who will support youth in a variety of ways . Company employees may volunteer as mentors to work one-on-one with students each week, offer business and career exposure experiences, or provide structured math and literacy improvement projects and activities. By targeting businesses for the challenge, VIP Mentoring hopes to engage volunteers who will talk with youth about their professional experiences and how they become successful. A special focus will be placed on engaging volunteers with business backgrounds in science, technology, engineering and math . �• Bethany Christian Services. A mentoring program that serves many special population youth , including those in foster care and children of refugees, Bethany Christian Services will be the second pilot program in Mentor Michigan's QBM assessment system. They will use a portion of the funds to recruit mentors to support program youth who are transitioning through their unique challenges. Michigan State University Extension Tech Wizards. A statewide mentoring program that matches engineering , technology, and science experienced mentors with youth, the Tech Wizards Program will be the third pilot site in Mentor Michigan's QBM assessment system. They were selected as a result of their focus on career-exploration mentoring and will use a portion of the funds to recruit additional volunteers for the program . It increases the capacity and infrastructure of organizations to more effectively engage volunteers, including those from specific population groups such as youth, adults' age 55 years and older and highly-skilled volunteers. Volunteer Generation Fund Update 2013-2014 Continued Funding - The plan this year is to fill two one-year contracted positions to provide assistan ce with supporting the volunteer portal and launching the statewide volunteer campaign . 2013-2014 New VGF Grant (one year}- The MCSC will hire a one-year contracted position to assist with engaging mentoring programs in posting volunteer opportun ities on the volunteer portal and expanding the number of volunteers in mentoring/youth development programs. Days of Service To build a cohesive and comprehensive National Days of Service platform for the entire state, the MCSC works w it h the Michigan Nonprofit Association, Volunteer Centers of Michigan, Michigan Campus Compact, and The LEAGU E Michigan, with support from the Connect Michigan Alliance Endowment Fund, Sara Ballard Volunteer Fund, Youth Service America, and the Corporation for National and Community Service, on three key National Days of Service . These National Days of Service include the 9/11 National Day of Service and Remembrance, which was celebrate d in September. The National Days of Service in Michigan partners supported a total of 25 projects for 9/11 Day of Service with mini-grant funds totaling $8,950. These projects occurred between September 1 and September 15 and focused on education, economic opportunity, supporting veterans and military families, health, clean energy/environmenta l stewardship, disaster preparedness, and public safety. A post project survey distributed to both mini-grantees and other organizations hosting projects in Michigan returned the following results: • • • • • More than 2,000 Michiganders volunteered Projects engaged more than 700 youth voluntee r Projects engaged more than 200 veterans, military families, or active mil itary members as volunteers Volunteers engaged in more than 3,000 hours of service The service benefited more 1,200 individuals Other support of Days of Service included ongoing digital communications to the field through e-newsletters, social media, and the facilitation of informational webinars. The partners are currently in the mini-grant application acceptance phase for the 2014 Martin Luther King, Jr. Day of Service. Reimaging Service Reimagining Service is a national, multi-sector coalition dedicated to increasing social impact through effective volunteer engagement. It seeks to increase the impact of volunteers through practice, research, and funding . Over the past year we embarked on an effort to introduce the concepts of Reimaging Service to the nonprofit an d funding community in our state . In May 2013, the Michigan Nonprofit Association, in partnership with the Volunteer Centers of Michigan, and Volunteer Kalamazoo were selected as a national pilot site for the Service Enterprise Initiative. Partner and Volunteer Center staff attended the kick-off meeting in June 2013 as part of th e �National Conference on Volunteering and Service and have been participating in training calls with national staff over the past months. A train-the-trainer is scheduled for November 20-22, 2013 in Indianapolis. Once the parties have participated, Volunteer Kalamazoo will begin the work with local non profits to bring the concepts, assessments and training to the Kalamazoo community. Statewide Public Relations Campaign on Volunteerism In partnership with the Michigan Nonprofit Association, Volunteer Centers of Michigan, Michigan Campus Compact, and The LEAGUE Michigan, the MCSC is working to develop a statewide volunteerism campaign . This campaign will be a grassroots initiative to grow and promote volunteerism in the state . As part ofthe campaign, Michiganders will be directed to the Volunteer MICHIGAN portal to find volunteer opportunities in their community. The MCSC and partners have engaged Redhead Designs Studio to help craft this campaign, with an end goal of creating greater exposure for the local impact that service and volunteering has on local communities and the stat e as a whole. With support from Redhead, the partners have identified target audiences for the campaign, constructed a timeline, and outlined the key tools that will be developed. Key audiences for the campaign include: young professionals {20-39), families with young children (8-18), seniors and boomers, job seekers and youth {1524). While the campaign will span the entire state, specific markets have been selected for targeted promotional placement. Geographic target markets include: Greater Lansing area, Kalamazoo area, Detroit area, Grand Rapids area, Flint and the Upper Peninsula, including Calumet and Iron Mountain. The campaign is expected to launch in the first quarter of 2014. The launch will include the release of a "Volunteer Michigan" splash page website that will highlight volunteer facts, call to action, and drive visitors to find opportunities by searching on the state portal site. Additionally, the splash page will house digital toolkit assets. Items currently proposed for the toolkit include: social media shareable avatars, writeable posters, postcards, Face book banner image, email signature template, newsletter sample language, writeable yard signs, stickers window clings, posters, t-shirt design, light post banner, temporary tattoo design, pop-up banner design and campaign press release. Some of the digital toolkit assets will be produced and distributed to key audiences throughout the state. Volunteer Michigan Statewide Portal The Volunteer Michigan statewide portal continues to provide one centralized location where all Michiganders could locate and post volunteer opportunities. The portal continues to grow with new organizations and opportunities being posted regularly. Since the last report, an additional search functionality was developed in the form of a pop-up light box with the support of a technology developer. This additional functionality encourages visitors to the site to search by zip code for their local Volunteer Center in an attempt to drive individuals to their local center's website and avoid replication of efforts. Staff from the Volunteer Centers of Michigan and MCSC are working together to maintain and support the state portal and collaborated with local Volunteer Center staff to provide an outreach presentation training on the portal at the MNA SuperConference in October. This was a special board conference call scheduled to discuss a concept from Commissioner Rob Collier for an expansion of AmeriCorps program in Michigan through offer from Corporation for National and Community Service (CNCS). Ginna Holmes gave background on the initiative. During a meeting with funders in a visit to Michigan in early November, Wendy Spencer, CEO of the CNCS, discussed the possibility of creating an AmeriCorps program around a specific need, geographic or issue area. The CNCS cannot provide any additional competitive or formula funding for the program but can provide the education award for the member slots ($5 ,550). The state would have to identify additional �funding sources to cover the living stipend, healthcare costs, and match. The funders at the meeting felt strongly about needing opportunities for youth to find employment. The AmeriCorps member living stipend would be helpful for youth that have challenges finding employment. Wendy shared that key priorities would be around the environment, education/youth, disaster or veterans. Commissioners asked if there were any overlap with funders around these issues. Commissioner Collier has been looking into the funding aspect and shared that the Department ofNatural Resources (DNR) has received funding ($2 million in first year, $3 million in second year) for youth workforce development. There is a potential of $5 million for the next year that could be allocated to support this AmeriCorps program with CNCS providing the education award. It would support both a full year program and a summer employment program. Commissioner Collier shared there is a potential of four funding sources for this project: 1. Education Award from CNCS 2. State/DNR reallocate some of the $5 million to support program 3. Private funders 4. Funding from Department of Interior and Department of Labor Both the Department of Interior and Department of Labor are interested in this targeted population (16-20 year olds). Ginna Holmes shared that her and Paula had a conversation with Melissa Bradley at CNCS about the initiative. There are currently 6,000 member slots available. CNCS has some other ideas of how they would like the program to look. Because this is a special project, the process for the program is being created as they go and will not be the same as the normal AmeriCorps funding process. Michigan is the only state they are discussing this opportunity with. Commissioner Algra shared concerns about the Commission's capacity to handle this size of program. Would the DNR be willing to run the program or do we need to find a nonprofit organization to run the program? Commissioner Wilson shared the same concern around capacity. Ms. Holmes shared that per her conversation with CNCS that we would have to add staff to manage the program. But CNCS would not be providing any funding to support the staff. Commissioner Collier explained that GM Foundation is interested along with other private and corporate funders . He also said the Commission could partner with the DNR or another major nonprofit that knows how to do this work. Commissioner Wilson asked whether the DNR would be willing to fund the support of the program and Commissioner Collier replied yes. Commissioner Wilson stated that he felt that Commissioners were being asked to make this decision on the fly and that it is important to think about this with strategies the MCSC has in place and how it fits. The MCSC may want to think about requests we have made with funders around other priorities. It would also be helpful to have an idea of the number of slots we would be asking for so we know if our capacity requirements. Commissioner Watson-Olson stated that we need to look at our strategic plan for the organization and what the impact would be long term and short term. Would we have to add staff to manage the program and then let them go at the end of the program? There is always added capacity needed to ramp up and ramp down a program. This can cause a big disruption to an organization. A big gift 2 �can kill an organization instead of strengthening it. She also shared that she is concerned that with Ginna just starting as the Executive Director, it could be difficult to take on this big of an initiative. Ms. Holmes has asked the CNCS if this is a short term or long term arrangement (2 years - 3 years). Commissioners asked what the timeline looks like. Commissioner Collier stated that we would need to make a decision in the first 60 days of the year. We have to talk to DNR about the allocation they have or will have to make a pitch to get it into the State budget. We don' t want to risk the Michigan Reading Corps budget request so the better request would be through DNR. His recommendation would be to try to employ 500 members with this initiative. He shared that the First Lady (Mrs. Obama) has announced that one of her priorities for next year will be college access for low income students. Also Detroit is a priority for the White House. So this program would get the attention of the White House and Mrs. Obama. Commissioner Algra stated again her concern for staff capacity. There will need to be a program officer to get new program up and going. What is the timeline of the program start? Is there a nonprofit that could run the program? Commissioner Lawson asked what funders will come forward to support the initiative. Commissioner Collier stated that he has some that are interested. Commissioner Lawson said that we need to sustain what we already have on our plate (ex: Michigan Reading Corps). Commissioner Watson-Olson stated that we need to have some strategic thinking around the next 510 years and what the needs in Michigan will be and how the MCSC can be part of the vision to help move Michigan forward. Commissioners asked what was needed from them. The MCSC needs consent from Commissioners that this is worth exploring and that they support the capacity to enter into this major initiative. Commissioner Collier and Ginna Holmes will draft a summary of the opportunity which will be sent out to Commissioners in the next week. Commissioners will submit their questions around the initiative to Janice Harvey. The initiative will be discussed at the January MCSC board meeting. Katharine Janes, of Mount Pleasant, was appointed to her first term on the board . She is a senior at Sacred Heart Academy and is involved in many community activities, including president of the Youth Advisory Committee at the Mount Pleasant Area Community Foundation , among others. Lemmer is senior vice president and chief legal counsel for Greenstone Farm Credit Services and was recently presented with the Phelps-Martin Award for Community Service for his volunteer work with local youth and refugee groups. Kristen Lingenfelter, of Brighton , was appointed to her first term on the board . One (1) half- time and three (3) quarter- time members will provide adult learning coaching and tutoring support for refugees and people with disabilities participating in a wide range of adult basic education classes . Steele Education Center, the main operational facility for I'M Kids Food, a broad base of volunteers from Montcalm and Ionia counties will gather at the Center and assist in painting a large-sca le community mural. A 50' length x 40' wide x 18' high community mural will make the H.O. Steele Education Center more welcoming and family friendly to I'M Kids Food's daily influx of volunteers. Piast Institute AmeriCorps*VISTA Program • January 20th from lD-1, volunteers will prep, serve and cleanup brunch event for veterans and all commu nity service related personnel at Piast Institute in Hamtramck. Bethany Christian Services AmeriCorps*VISTA Program • January 20th from lD-2, Bethany Christian Services will be hosting the "Live in Laugher & Warm the Heart" volunteer service project. Volunteers will be making joke booklets and fleece blankets that will be given t o children in the Children's Hospital in Grand Rapids. This is a family friendly volunteer project that will impa ct the lives of many youth. Celebrate the Legacy, Act on the Dream". January 201h from 12:30-6, VISTA volunteers and students will put together food baskets that will be distributed to designated families in the Muskegon Public Schools. Volunteers will also assist with preparing and serving the community dinner prior to the MLK day celebration. Communities In Schools of Kalamazoo AmeriCorps*VISTA Program • January 20th from lD-12, volunteers will share stories by reading one-on-one with elementary students about the civil rights movement and celebrate the legacy of Dr. King. Catholic Social Services of Washtenaw County Retired and Senior Volunteer Program (RSVP) • Volunteers will be collecting new household and personal care items to give to The House by the Side of the Road. The House is located in Ann Arbor, and gives clothing and household items to anyone in need, free of charge. From January 20- February 14 donation boxes are set up at various businesses and churches in th e area for people to drop off items. As a first step in the overall planning process, every CNCS state office has been asked to articulate preliminary goals for Mayors Day 2014. Building upon last year's tremendous successes, Michigan goals this year include : • enhanced collaboration with MCSC on Mayor's Day outreach and programming, this includes a desired interface of Mayor' s Day outreach with A/C 20th anniversary outreach/publicity that is already underwa y (CNCS has designated Mayors Day as one of the 20th anniversary themes in the month of April); • increasing the number of Ml cities actively engaged in some form of Mayors Day programming or acknowledgement from last year's 11 to a target of 30 this year; • greater engagement in Mayor's Day programming in the city of Detroit with an eye towards utilizing Mayor's Day as an opportunity to introduce Mayor Duggan and his staff to national service programs and opportunities in the city of Detroit; • ensuring that all Cities of Service municipalities undertake at least one Mayors Day program or activity; and • enhancing engagement and involvement of current national service sponsors (AC * State, A/C*National sites in Ml, VISTA, Senior Corps, Volunteer Generation, SIF sites, and, NCCC projects that may be servin g in Ml during that time) in Mayors Day planning and/or implementation. Outreach will begin in earnest next with CNCS-initiated e-mail-based communication to potential mayors, current CNCS grantees/sponsors, and relevant stakeholders that will explain the process for mayors to sign on t o this effort, present a list of current national service programs in key Ml cities, and present practical examples of programs and activities that can be undertaken for Mayors Day as well as referencing examples of events from last year. Initial phone conversations have taken place between Ginna, Cathy and Evan regarding the planning and collaboration between the CNCS Ml Field Office and MCSC. This joint venture will be referenced in all communication to sponsors and key stakeholders. OTHER CNCS UPDATES At print time, it looks like a budget deal has been reached and will be signed this week. With the current continuing resolution (CR) ending on 1/15/14, a short term CR of a few days is expected . Wendy Spencer, CNCS CEO is scheduled to speak on CSPAN at 8am this Friday (1/17) regarding the Volunteering as a Pathway to Employment report . This study found that volunteers have 27 percent higher odds of find ing a job after being out of work than non-volunteers, which may be due to developing new skills and expanding personal networks . OF COURSE, WE WON'T CELEBRATE MARTIN LUTHER KING JR. DAY UNTIL MONDAY, BUT JANUARY 15 IS THE DATE HE WAS BORN. IT'S VERY APPROPRIATE FOR THE MICHIGAN COMMUNITY SERVICE COMMISSION TO MEET THE DAY AFTER REVEREND KING' S BIRTHDAY. WHEN IT COMES RIGHT DOWN TO IT, HIS LIFE AND WORK WERE ALL ABOUT SERVICE. THERE ' S THE GOVERNOR'S/MAYOR INITIATIVE/WAYNE STATE UNIVERSITY URBAN SAFETY PROGRAM, WHICH I'M PLEASED TO SAY HAS REDUCED CRIME BY 47 PERCENT. I'M ALSO GLAD THAT YOU'RE HELPING EXPAND THIS SUCCESSFUL INITIATIVE TO SEVEN �Page 5 of 9 ADDITIONAL NEIGHBORHOODS AND INVOLVING PATHWAYS TO POTENTIAL. I'M ALSO EXCITED ABOUT MICHIGAN BEING ONE OF 17 STATES TO RECEIVE THE VOLUNTEER GENERATION FUND GRANT TO LAUNCH A VOLUNTEER PORTAL TO PROVIDE OPPORTUNITIES FOR MICHIGAN RESIDENTS TO HAVE THE CHANCE TO SERVE. I WANT TO ACKNOWLEDGE THE 20TH ANNIVERSARY OF AMERICORPS. I JOIN YOU IN CELEBRATING A MILESTONE FOR AN INITIATIVE THAT'S HAD SUCH AN IMPACT- BY HELPING PEOPLE AND BY HELPING YOUNG PEOPLE REALIZE THE VALUE OF COMMUNITY SERVICE. NOW HERE'S A BRIEF UPDATE ON A COUPLE OF THINGS THAT DHS IS DOING. �Page 6 of 9 FIRST, PATHWAYS TO POTENTIAL. FOR THE NEW BOARD MEMBERS: PATHWAYS TO POTENTIAL IS A DHS PROGRAM THAT ALLOWS STATE PUBLIC ASSISTANCE BENEFIT SERVICES TO BE BETTER COORDINATED BY PLACING A DHS CASEWORKER IDENTIFIED AS A SUCCESS COACH IN SCHOOLS. SUCCESS COACHES ASSIST CHILDREN AND FAMILIES WITH REMOVING BARRIERS THAT MAY BE KEEPING THEM FROM SELF-SUFFICIENCY. AS OF THIS MONTH, PATHWAYS HAS A PRESENCE IN 159 SCHOOLS, WITH A SCHOOL IN LAPEER COUNTY BECOMING THE LATEST TO IMPLEMENT THE MODEL. PATHWAYS BEGAN IN DETROIT, FLINT, SAGINAW AND PONTIAC IN 2012. THIS SCHOOL YEAR WE EXPANDED INTO MUSKEGON, KALAMAZOO AND WARREN. A NEW COMPONENT, THE COMMUNITY SCHOOL MODEL, LAUNCHED AT 21 PATHWAYS SITES IN DETROIT THIS SCHOOL YEAR. �Page 7 of 9 COMMUNITY SCHOOLS WORK WITH MANY COMMUNITY PARTNERS TO ENSURE THAT ALL CHILDREN ARE HEALTHY AND LEARNING. THE COMMUNITY SCHOOL COORDINATOR, IN COLLABORATION WITH THE DHS SUCCESS COACH LOCATED IN EACH SCHOOL, PLAYS AN IMPORTANT ROLE IN MAKING SURE THAT FAMILIES ' BASIC NEEDS ARE BEING MET. THERE HAS BEEN INTEREST- AND DISCUSSIONS ARE UNDERWAY- TO TARGET SCHOOLS IN THE COUNTIES OF ST. CLAIR, WASHTENA W, MARQUETTE, MECOSTA, OSCEOLA AND OTTAWA. PATHWAYS TO POTENTIAL IS A GREAT SUCCESS, AND WE'LL BE BRINGING IT TO MORE COMMUNITIES AROUND THE STATE. SOMETHING ELSE WE'RE DOING THAT I KNOW IS NEAR AND DEAR TO YOUR HEART IS OUR VETERANS INITIATIVE. THIS CAME ABOUT BECAUSE IN 2010, MICHIGAN RANKED LAST AMONG 53 U.S. STATES AND TERRITORIES IN PER-CAPITA VETERANS BENEFITS. THE �Page 8 of 9 NEW DHS STRATEGIC PLAN CALLS FOR VETERAN FORUMS AT HOUSES OF WORSHIP TO EDUCATE AND INFORM VETERANS ABOUT AVAILABLE RESOURCES, SERVICES AND OPPORTUNITIES. BOTH VETERANS AFFAIRS AND DHS OFFICES WILL BE HOUSED IN THE SAME LOCATION TO FOSTER A REFERRAL PROCESS BETWEEN THE TWO AND TO BETTER ASSIST VETERANS IN APPLYING FOR VA BENEFITS AND SERVICES. THE DHS ENHANCING COMMUNITY HEALTH OUTREACH PROJECT MODELS THE EXISTING PATHWAYS TO POTENTIAL PROGRAM CONCEPT. IT PROVIDES ACCESS TO ASSISTANCE AT CHURCH FACILITIES FOR DISADVANTAGED POPULATIONS, WITH A PROGRAM TRACK DEDICATED TO VETERANS.
