Ben 's experience as the AmeriCorps Program Director for the Mentor Michigan College Coaching Corps and before that as an AmeriCorps VISTA serving at the MCSC have equipped him to hit the ground running. Please join us in welcoming Ben! AmeriCorps 2012-2013 Funding Application Process Staff is recommending moving forward to the CNCS competitive review process four programs for new funding, five programs for re-compete funding, and five programs for continuation funding. For more details, see memo to MCSC Executive Committee dated January 5, 2012 for stafffunding recommendations. Those programs not funded through the competitive process will be recommended for formula funding in June. CNCS Progress Reports Staff spent time aggregating information from grantees and subm itted 4 progress reports to CNCS in two phases in December and early January. Some of that data included : • 6,957 individuals applied for more than 1,200 available AmeriCorps member positions. • Members generated 28,205 volunteers o Of those volunteers, 4,963 were disadvantage children and youth, 4,063 were "baby boomers", 4,672 were college students • 12,041 individuals were mentored • 33,983 disadvantage youth were served One story shared from Michigan's Campaign to End Homelessness AmeriCorps Program: In April and May, our organization placed 20 clients in housing. While attempting to first make contact with my clients, I learned that one of them- Rom eros- was in the hospital. After sending over a release of information to the hospital, leaving several messages for his social worker, and getting his housing voucher date extended, I decided to go and visit the hospital to better understand his situation. Romeros had just been through two major surgeries: the first, open heart surgery and the second, to remove dangerous blood clots in his legs. I brought pictures and information about housing with me, and spoke with him about hi s preferences. He wanted to live on the west side, and pointed out two properties that he was interested in. I then spoke with his social worker, who explained that after he had recovered a little more from surgery, he would be discharged. He was too high functioning to qualify for any long term nursing care. Essentially, it meant that we had two week to identify housing, before he would end up back onto the streets. In the next two weeks, I identified an apartment in the building he preferred, brought Romeros to see the unit, filled out the appropriate paperwork with him and the property manager, and ordered a bed using an NSO grant- to be delivered the day he moved in. I also spoke to my supervisor and suggested that Romeros was placed in a more long term, supportive housing program. My supervisor agreed that his vulnerability qualified him, and quickly did all the leg work to have him transferred from the ten month TBRA program, to a three year SHP program. Romeros was able to be discharged from the hospital, straight into housing, with a bed to rest on when he got there. In addition, I have since submitted a Here to Help application for Romeros. It was recently accepted and his entire apartment has been furnished with a couch, a table, two chairs, and a dresser. The enormous change that I was able to effect in one person's life, simply because of my flexibility and capacity to put in long hours, has made me really appreciate my position at our organization. I have learned that holistic care is very important to me, and I hope that in future pursuits I am able to devote a similar level of time and energy to my clients �OIG Audit The Office of the Inspector General has selected the MCSC for an audit to tentatively take place in January and February. The AmeriCorps team is currently focused on preparation for this upcoming visit. The expertise of former AmeriCorps program Officer Marcy Bishop Kates has been retained to assist with the preparation. LeaderCorps Retreat The Michigan's AmeriCorps LeaderCorps provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each program has the opportunity to select one memberto serve as their LeaderCorps representative. All LeaderCorps members will convene January 25-27, 2012 for the annual LeaderCorps Retreat. Members will work in their Leadership Teams, participate in a variety of personal and professional development training sessions, learn more about other AmeriCorps programs in Michigan, and discuss opportunities for statewide collaboration. Visit www.americorpsweek.gov for more information and resources. 2012 Russ Mawby Signature Service Project Each year AmeriCorps members from all around Michigan join together for the Russ Maw by Signature Service Project. This large-scale event engages hundreds of AmeriCorps members and volunteers in two days of training, teambuilding, and service. By the end of the second day, several projects are completed, visibly demonstrating the power of Michigan's AmeriCorps members in action. The 2012 Russ Maw by Signature Service Project will be held on Friday, May 18 and Saturday, May 19 in Traverse City. Project partners include Habitat for Humanity Grand Traverse Region, SEEDS, and Elemental Media. Welcome and Introduction- Chair Carolyn Bloodworth The MCSC Board meeting was called to order at 2:15 p.m. by Chair Carolyn Bloodworth. Chair Bloodworth asked Commissioners to introduce themselves. II. III. Review and Approval of September 28, 2011 Minutes- Chair Bloodworth Chair Bloodworth asked for a motion to approve the minutes from the September 28, 2011 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Niester seconded the motion. The motion passed unanimously. Standing Committee Reports A. Review Executive Committee minutes from October 21 , 2011 meeting. Chair Bloodworth asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Niester moved to approve the minutes; Commissioner Alexander seconded the motion. The motion passed unanimously. B. Board Development Committee- Chair Bloodworth welcomed the new Commissioners and asked them to give a brief introduction of themselves. C. MCSC 201h Anniversary Committee- Ms. Paula VanDam updated Commissioners on 20th Anniversary activities. The MCSC kicked off the anniversary celebration at the Governor' s Service Awards in October with a video highlighting the MCSC. There will be a companion print piece that will go along with the video highlighting the Commission' s accomplishments. IV. Executive Director Report- Paula VanDam A. Program Update 1. Volunteer Michigan - Paula Kaiser VanDam presented the staff recommendation for Volunteer Centers of Michigan training and technical assistance sub-grant. They are an important partner with the MCSC in administering the Volunteer Michigan grant and will use the funds to provide additional training and technical assistance to the seven Volunteer Centers who receive Volunteer Michigan grants and also to another seven Volunteer Centers who are getting the HandsOn Connect technology. The staff recommends funding at the requested amount of $195,938 for the Volunteer Centers of Michigan. Chair Bloodworth asked for a motion to approve the staff recommendations for Volunteer Michigan funding. Commissioner Campbell moved to approve the motion; Commissioner Swain seconded the motion. The motion passed unanimously. Commissioner Algra abstained due to conflict of interest. Commissioner Collier explained that Commissioners were given a demonstration on the HandsOn Connect technology at a recent MCSC board meeting. Commissioner Algra shared that Commissioners can go to www.handsonconnect.org, which is the national website, and Commissioners can look through the website to see how it functions . She also will give another demonstration at another board meeting. There are 14 Volunteer Centers that are working to be up and live but 10 are currently active. 2 �Ms. VanDam also shared a recap of the 9111 National Day of Service. The MCSC played a lead role in encouraging organizations and nonprofits around the state to arrange and organize volunteer projects on 9/11 Day of Service. The Volunteer Michigan grantees also actively promoted it as part oftheir VGF Days of Service requirements. Metro Detroit held the largest 9/11 National Day of Service project in the country and had 813 volunteers taking part in the project. 2. Learn and Serve Update -Ms. VanDam explained to Commissioners that this is the funding that was eliminated this year. The MCSC has some carry over dollars from the grant and is hosting a training in the Detroit area with the grantees in that area around how service-learning can be connected to the STEM work (Science, Technology, Engineering and Math). The MCSC will also have the ServiceLearning Youth Council (SL YC) which will include 15 students from current and former Learn and Serve schools from across the state. They will participate in leadership development and then will go back to their communities and be champions for service-learning. With the elimination of service-learning funding, the Commission feels it is important to continue to have a youth service focus. The MCSC will be renaming SL YC in the coming year. 3. AmeriCorps Update- Ms. VanDam shared that the MCSC is in the middle of the 2012-13 funding application process. The recommendations for AmeriCorps Competitive funding will be presented to Commissioners for approval at the January MCSC Board Meeting. The Michigan's AmeriCorps LeaderCorps will have their first meeting on November 17 and 18. Each AmeriCorps program has the opportunity to select one member to serve as their LeaderCorps representative. AmeriCorps*VISTAs and AmeriCorps National Directs also have members serving on LeaderCorps. Ms. VanDam also shared that interviews have taken place for the AmeriCorps program officer position and are waiting for the final approval to fill the position. 4. Cross-Stream/Inclusion Update - Ms. VanDam explained the MCSC cross-stream efforts to Commissioners. The MCSC works with the different streams of service (AmeriCorps, Learn and Serve, Senior Corps) and together with Evan Albert, the CNCS State Director, co-chairs the Cross-Stream Advisory Committee, which brings representatives of the various streams of service to serve on this statewide council to help strategic on how we partner at the local level around service activities. The CNCS just released a new strategic plan and is focused on impact and support. One area is around education and the MCSC wanted to focus on the drop out issue and literacy rates. In October the MCSC partnered with the CNCS and convened National Service programs with an education focus and shared with them what effective practices look like around having intentional outcomes on these issues. We hope to use this as a pilot to look at other issue areas in our state but knew education was an issue that many of our programs were focused on. The MCSC receives funding from the CNCS to do outreach to organizations and individuals with disabilities to encourage them to consider service as an opportunity for them. Commissioner Al Swain serves on our Statewide Inclusion 3 �Advisory Committee which is made of experts in the disability field across the state as well as some national service experts. Ms. VanDam thanked Commissioner Swain for his leadership on the Committee. The committee has a strategic plan that is focusing on outreach and education and making connections locally between national service programs and disability community. The second annual MCSC Disability/Inclusion Week took place October 17-21 and raised awareness about inclusion and service as well as provided the tools and resources available to help individuals and organizations connect with those with disabilities. 5. Mentor Michigan Update - Ms. VanDam thanked Tony Campbell for serving as the Co-Chair of the Mentor Michigan Leadership Council. Ms. VanDam shared that it has been a busy week for Mentor Michigan. The annual Premier Mentoring Conference took place on Wednesday and there was a pre-conference on Tuesday and also a Mentor Michigan Leadership Council Meeting and Reception on Tuesday. The Lt. Governor spoke at the annual conference during lunch about the administrations interest and commitment in mentoring and also DHS Director Maura Corrigan spoke and announced a new partnership with Mentor Michigan around finding more mentors for youth in the foster care system. We have drafted a plan that includes work with our mentoring organizations to prepare them for serving this population and there is also a number of things that we have recommended that need to happen internally with DHS to make their systems, practices and polices more mentor friendly to the kids in the foster care system. DHS has identified a point person within DHS that will work through their system and Amber Troupe will work the Mentor Michigan side. Ms. VanDam gave an update on the Mentor Michigan College Coaching Corps AmeriCorps program, which is a joint effort between Michigan Campus Compact and Mentor Michigan. This year the program placed 45 full-time AmeriCorps members across Michigan in mentoring organizations. Those members are helping to increase the capacity of mentoring programs and to look at the quality issues. They will also incorporate college access activities into mentoring matches. January is National Mentoring Month and one of the major events that takes place is the Lloyd Carr MVP Mentoring Awards. Lloyd Carr co-chairs the Mentor Michigan Leadership Council and participates in this event where we recognize five high school students who have benefitted from a mentoring relationship. This is the third year we have hosted the event and it takes place at the University of Michigan and will take place January 30 from 5:30-7:00 pm. Last year two of the recipients were foster care youth. Commissioners are encouraged to attend. Ms. VanDam explained that Mentor Michigan will be changing the frequency of the annual Mentor Michigan Census and will now conduct a full Census every three years. There will be a brief survey this year (12 questions) to collect information on the scope of mentoring. This information will be used to generate awareness about the need for mentors. We are in discussions with the Governor' s 4 �office around their talent message and mentoring will be part of that message. Mentoring may also be mentioned as part ofthe Governor' s Dashboard. If that is the case, we may have to change what Mentor Michigan does around the Census. B. CNCS Update- Evan Albert shared that there will be an AmeriCorps*VISTA RFP going out in the next week. This is an opportunity for nonprofit organizations to apply for AmeriCorps*VISTA members. Three areas of programming will be K-12 education, economic opportunities, and veteran related programming. Another exciting effort the CNCS is involved with, along with Paula VanDam, is a collaborative effort related to Tum Around Schools/School Improvement efforts in Detroit. We are hoping this will be a model that will be replicated in other parts of the state. There are two at-risk neighborhoods in Detroit (Cody and Osborn area). We are working with the US Department of Education, Turn Around Schools, along with the White House Office of Faith-Based and Neighborhood Partnerships to see we can identify some AmeriCorps and AmeriCorps*VISTA resources to advance educational initiatives for at-risk areas . C. Governor' s Service Awards- Ms. VanDam explained that the Governor's Service Awards took place October 24 and went great. Governor Snyder joined us for his first year and we announced that he and Mrs. Snyder will serve as honorary co-chairs of the MCSC. The event was filmed by Detroit Public Television and will air as a 30 minute program on November 25th at 8:30pm. Detroit Public Television will also distribute the program to other public television stations across the state to air the program. We raised $120,500 for the event. Typically we do this event in May or June but delayed it this year for two reasons. First we wanted to kick off the MCSC ' s 20th anniversary with this event in the fall. Second, given the new administration, we wanted to have time to develop that relationship and to work with them to ensure that the Governor would participate in the event. Ms. VanDam made a recommendation to move the Governor' s Service Awards back to May or June but wanted to make sure Commissioners didn't feel that it would affect fundraising efforts. Commissioners supported that recommendation. D. Financial Report- Garry Gross updated Commissioners on the FY11 Financial Statement for the fourth quarter. The MCSC submitted their federal administration and PDAT grants this week to the CNCS and will wait to be notified on the amount we will receive. Ms. VanDam welcomed Garry back from his military leave. V. New Business- None VI. Public Comment-· Commission Tony Campbell recognized the MCSC staff for their efforts around Mentor Michigan. Commissioner Breannah Alexander shared information on the Opportunity Summit she attended and encouraged Commissioners to visit www.opportunityindex.org to view the information for their communities. Kyle Caldwell recognized Paula Kaiser VanDam as the new chair of America' s Service Commission (ASC), the state commission association. Paula Kaiser VanDam shared that there are MLK Day mini-grants available and encouraged Commissioners to share this information with others who may be interested. Tom recognized Paula Kaiser VanDam for stepping up to serve as the Chair of ASC when Wendy Spencer (current ASC Chair) was nominated by President Obama to serve as the CEO of the CNCS. In 2009, President Obama signed the Edward M. Kennedy Serve America Act which put us on a path for expansion for national service by increasing the number of AmeriCorps members to 250,000 by 2017. The Volunteer Generation Fund was created as part of the Serve America Act as a way for state commissions to work with the volunteer sector to increase the capacity of volunteerism. The Act also was a way to make the case for service. Tom discussed the funding for the different programs and the funding cuts that were enacted in FY2011, including the elimination of Learn and Serve. In the FY12 budget, State Commissions' funding was cut from $17 million to $13.47 million and Training and Technical Assistance (T/TA) was cut from $7.5 million to $2 million. With these budget cuts, State Commissions took a major cut in their operation and training funding. ASC has submitted proposals to the CNCS to restore some of the Commission funding including giving the TIT A funding ($2 million) directly to Commissions, allowing Commissions to take a higher percentage (currently allowed 1%) from AmeriCorps grantees for oversight, and asking the CNCS to use some of their resources to support Commissions. ASC is also working with CNCS to provide funding for State Commissions around training and technical assistance. The CNCS has agreed to provide $1.4 million (of the $2 million) directly to State Commissions for training and technical assistance. The next step will be to look at FY13 budget to ensure there are not additional funding cuts. We need to continue to have strong State Commissions (including Commissioners) and strong national service programs that can make the case to Congress about the benefit of national service. Ms. VanDam explained to Commissioners that the MCSC has work to do around educating Michigan's Congressional delegation. Unfortunately Michigan does not have any members on the Appropriations Committee. But we need to continue to educate them about the impact national service is having in their communities. Congressional members supported the Serve America Act because there was no appropriation attached to it but continue to cut the funding to support the Act (zeroing out the CNCS in the FY12 budget). Ms. VanDam shared that having Wendy Spencer as the CEO of the CNCS will help state commissions. She is the former Executive Director of the Florida Commission and understands the needs of state commissions. Ms. VanDan explained that the MCSC needs to create a Public Policy Committee so that the board is more active around public policy. This Committee could help with State Appropriations stabilization and federal funding. It is important to have a Committee that can focus on a strategy and to work with the MCSC staff around the strategy. There are some things that staff, as State employees or as funded through the federal grants, cannot do and it would be helpful to rely on board members to take on some ofthose roles (education vs. lobbying). Chair Bloodworth asked Commissioners to contact her if they had an interest in serving on this Public Policy Committee. 2 �III. Review and Approval ofNovember 17, 2011 Minutes- Chair Bloodworth Chair Bloodworth asked for a motion to approve the minutes from the November 17, 2011 board meeting. Commissioner Lawson moved to approve the minutes; Commissioner Collier seconded the motion. The motion passed unanimously. IV. Standing Committee Reports A. Review Executive Committee minutes from January 6, 2012 meeting. Chair Bloodworth asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Lawson moved to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. B. Board Development Committee- Chair Bloodworth shared that Commissioner Diana Algra will now serve as Chair of the Board Development Committee. V. Executive Director Report- Paula VanDam A. MCSC Staff Transition- Ms. VanDam updated Commissioners on her new role as the Acting Director ofthe DHS Bureau of Community Services. The Bureau includes the MCSC, Bureau of Community Action and Economic Development (which includes Community Action Agencies and the Weatherization programs), Domestic Violence, Campaign to End Homelessness, Poverty Initiative, Special Populations, and the No Kids Hungry Campaign. Paula has been asked to create the Bureau and serve as the Acting Director. There is a lot of overlap between these initiatives including some programs that we fund with AmeriCorps funding. If this is a position that Ms. VanDam takes on permanently, there would be a new Executive Director for the MCSC named. Ms. VanDam is still involved in the day-to-day operations ofthe MCSC, but Garry Gross has also taken on some additional responsibilities. As a result ofthis new role, the MCSC will be moving to the Grand Tower. The new MCSC space will be covered by the DHS rent pool which will save the MCSC over $100,000 annually. In light of the funding cuts at the federal level, these additional resources will allow the MCSC to continue to provide the services that we may not have been able to provide due to loss of federal funds. Ms. VanDam also shared that the MCSC is in the process of hiring the AmeriCorps support staff member and waiting for approval to hire the additional support staffto replace Kathie Vasilion Robinson who took a new position at LARA. Ms. VanDam introduced Ben Gulker as the new AmeriCorps Program Officer. B. CNCS Update- Ms. VanDam shared that the MCSC is waiting for final FY12 funding allocations from the CNCS but the Commission is looking at approximately $80,000 cut to our federal administration grant. The PDAT (Program Development and Training) grant, which is the MCSC's training dollars along with supporting a staff position, is usually $129,000, but this year the MCSC will receive between $30,000 -$38,000. The MCSC has some carry over dollars and some unspent state commission administration dollars that we will be able to carry over that will support the staff position for this year and will redo the training plan for this year based on the lower PDA T allocation. The inclusion initiative will receive level funding. Evan Albert explained that the evaluation unit was hit hard by the funding cut. The Inspector General was cut from $7 million to $4.4 million and went from a staff of 33 to 7 or 8. As Congress is pushing for more accountability, they are cutting the 3 �funding for this area of the CNCS. Mr. Albert also shared that the VISTA program was cut by 4%. The CNCS is streamlining some of their training policies so that the cuts will not affect the VISTA programs and placements. Senior Corps was flat funded at FY11 levels. They had an open competition for VISTA projects and received 45 concept papers. The priority issue areas for Michigan include veterans, K-12 education and economic opportunity. C. Program Update 1. ArneriCorps Update- Ms. VanDam presented staff recommendations for ArneriCorps Competitive Continuation funding. These are existing ArneriCorps programs that have received competitive funding and are eligible to have their funding continued. Staff is recommending BHK Child Development ($586,500), Michigan Nonprofit Association ($48 ,000), CEDAM ($272,110), City Year Detroit ($1 ,538,484), and Huron Pines ($159,602). Chair Bloodworth asked for a motion to approve the staff recommendations for Michigan's AmeriCorps Competitive Continuation funding. Commissioner Swartz moved to approve the recommendations; Commissioner Lawson seconded the motion. The motion passed unanimously. Commissioners Algra, Collier and Bloodworth abstained for Michigan Nonprofit Association funding. Jeanine Yard shared additional program updates for ArneriCorps. Staff is working on the progress report that is due to the CNCS. Some of the report data included more than 6,900 individuals applied for more than 1,200 available ArneriCorps member positions. Staff will present accomplishments from the past year around specific issue areas at the next MCSC Board Meeting. Members also generated 28,205 volunteers which included 4,963 disadvantaged children and youth, 4063 "baby boomers", and 4,672 college students. Over 12,000 individuals were mentored and almost 34,000 disadvantaged youth were served. ArneriCorps staff is also helping to prepare for the upcoming Inspector General audit. National ArneriCorps Week will be March 10-18, which is earlier this year. Michigan had already shared May dates with their programs so will promote ArneriCorps through events and activities during May. The 2012 Russ Mawby Service Project will take place on May 18-19 in Traverse City. 2. Mentor Michigan- Amber Troupe shared that January is Michigan and National Mentoring Month. Mentor Michigan will host Mentoring Day at the Capitol with an event in the Capitol Rotunda to draw attention to the importance of mentoring. Mentors will speak about the impact mentoring has had on their lives and Lt. Governor Brian Calley and his wife, Julie, will share their commitment to mentoring. The Lloyd Carr MVP Mentoring Awards will take place on January 30. Mr. Carr will be giving out awards to five recipients that have shown tremendous benefits from having a mentoring relationship. There has also been a lot of buzz on social media around mentoring including a "I Am a Mentor" social media day. The National Mentoring Summit will take place next week in Washington, DC. Michigan will be sending a delegation to the Summit including Amber, Tony Campbell and Providers Council members Kris Marshall and Ginna Holmes. Mentor Michigan will also be presenting two workshops. Ms. 4 �VanDam shared that Governor Snyder distributed a press release about Michigan Mentoring Month along with sending out a mass email encouraging people to mentor. 3. Volunteer Michigan- Angelia Salas shared that the Service-Learning Youth Council met in December. The students gathered and discussed ways to advocate for service and to begin planning for Global Youth Service Day. Commissioners received a Center for Michigan one page document title Volunteerism: A Strategy for Student Success. The Center for Michigan has engaged citizens in statewide informal town hall meetings called Community Conversations around pre-K- 12 education. They engaged the MCSC in developing this informational sheet so that participants would have something to take with them which encourages participants to engage in educational solutions through service. The Center for Michigan is also encouraging participants to visit the MCSC HandsOn Connect volunteer website to look for volunteer opportunities. Ms. Salas shard that the MCSC will be creating similar one-page issue summaries that demonstrate how service can be a strategy for other Michigan issues. The MCSC worked with Detroit Public Schools and other Detroit area schools to provide high quality training on connecting science, technology, engineering and math (STEM) content with service-learning. The MCSC hosted a two-day VGF Grantee Meeting in early January. Professional development topics included a focus on strong community partnerships, using logic models to develop a long-term strategy, provided Hands On Connect technology lab time, using strategic communications efforts, and also discussed the essence of a community partnership and what it means to build a collaborative around a community issue. Ms. Salas shared that the MCSC, in partnership with MNA, Volunteer Centers of Michigan, and the LEAGUE Michigan, was able to offer more than $15,000 in mini-grants to support local volunteer efforts around MLK Day of Service. We received 58 applications and 29 organizations were selected to receive funding for activities. The MCSC will be collecting stories from these mini-grant recipients about their activities and will share them with Commissioners at a later meeting. Amanda Ciluffo with United Way Ionia-Montcalm Counties gave a presentation on their MLK Day of Service activities. 4. Governor's Service Awards- Ms. VanDam explained that the Governor's Service Awards will take place in June this year. The nomination form has been distributed and, new this year, nominations will be accepted electronically. The Executive Committee has set a goal of raising $150,000 this year for the event. Sponsor proposals and letters will be sent out soon. Commissioners are encouraged to help solicit sponsors. Commissioners are also asked to serve on the Governor's Service Awards Committee. The Committee helps with fundraising and approves the finalists and winners prior to being sent to Governor's Office. It was suggested to include former Commissioners on this committee to assist with fundraising efforts. D. Financial Report- Garry Gross updated Commissioners on the FY12 Financial Statement for the first quarter. He also shared that the IG auditors are at the MCSC office and will be here for two weeks. MCSC staff have been helpful with pulling 5 �information they are requesting. The scope of the audit is 2 years prior to the current funding year. They will also be visiting three AmeriCorps grantees in February. E. Partner Update- Kyle Caldwell shared that the Nonprofit SuperConference will combine with the Council of Michigan Foundations Conference for a joint conference on October 8-9 in Dearborn. The MNA is working with several partners in the Detroit area to look at the volunteer infrastructure in Detroit. The initiative is called "Serve the D". VI. Public Comment- None VII. I hope this unseasonably warm weather and green landscape has not deterred you from getting into the holiday spirit! I write today with some news. I would call it a wonderful announcement and a terrific opportunity. I am a glass half-full kind of person-- and it really is exciting. Yesterday DHS Director Maura Corrigan announced the creation of a Bureau of Community Service. Paula Kaiser VanDam was asked to serve as the interim director of this new bureau . (Insert your exclamation here- I sure did when I first heard it!) The new bureau will include the Michigan Community Service Commission, the Bureau of Community Action, the Campaign to End Homelessness, Domestic Violence, the Poverty Unit, and Refugee Services, Migrant and Native American Affairs. Paula will now report to Chief Deputy Duane Berger. There are a lot of details to be worked out about the new Bureau and we will share those as they are available. In the interim, Garry Gross will assume the majority of day-to-day operations of the MCSC, with assistance f rom other key staff members as needed. (Garry has a lot of experience answering the call of duty and we appreciate his willingness to take this on!) I have to say the MCSC staff is the model for the 'Little Engine That Could'-- they have continued to persevere through a number of funding cuts and staff reductions and this certainly came as a big surprise to all of them (including Paula!) . But I am certain they will make it through this period of transition and continue to deliver outstanding results . They just might need a little extra chocolate to get through it. This is a tremendously exciting opportunity for both Paula and the MCSC, as well. Having Paula in this leadership position will better position the MCSC and its work. And wh at a feather in Paula and the commission's hat! I always figured she would move on to bigger things at some point in time-- not quite this soon-- but it was only a matter oftime. Having her move up-- and still be so connected to our work is a real gift for us. Thank goodness! In light of this new development, we would like to postpone the MCSC board retreat scheduled for January 18- 19. I'm sure you are disappointed about the opportunity to travel to Lake Michigan in the middle of winter (I assume it w ill be winter by then!)- but we really feel it would be premature to make plans when there is so much in transition. Instead we will hold a board meeting on January 19th from 12:00 pm- 4:00pm at the MCSC office. Additional information about the board meeting will be sent out next week. Robert Velasco gave a brief overview of himself and recognized Paula Kaiser VanDam as one of the leading Executive Directors among her peers. As an overview, the Corporation for National and Community Service (CNCS) is the lead federal agency for service and volunteerism at the federal level. It is an independent federal agency and is not part of one of the 24 cabinet level agencies. Much like state commissions, CNCS has a board of directors and want to thank you (Commissioners) for taking the time to serve as a board member. Julie Fisher Cummings was a former MCSC Commissioner and currently serves on the CNCS board. The three national programs that the CNCS administers are AmeriCorps, Senior Corps, and the Social Innovation Fund. We do this as part of a larger national Service network. Mr. Velasco shared a couple of updates. The President has announced his nomination of Wendy Spencer to serve as the CEO ofthe Corporation. Wendy is currently the Executive Director of the state commission in Florida. I have had the opportunity to work with Wendy is this interim role and she is a visionary and has a lot of enthusiasm and will be our first CEO from the field of service. The stakeholders and CNCS board of directors are very enthusiastic about her nomination and hope that the confirmation will happen quickly. Mr. Velasco spoke about the budget. We have a different environment now from when the Serve America Act was passed as far as National Service expansion and investment. The Act called for a potential increase in AmeriCorps members to 250,000 by 2018. We saw how the economy affected the federal budget last year where we lost the entire funding for the Learn and Serve program. We anticipate in this environment, that program is not coming back. We also saw a 20% cut in the Senior Corps/RSVP program. FYll provided a context for the change that has occurred. The Corporation is not alone as all federal budgets and federal agencies were impacted. We are in an environment where we need to demonstrate accountability for the resources. The feeling is that FY11 will be the height of what FY12 will look like. We don't anticipate growth but maintaining FY11 levels. In regards to the Corporation' s budget for FY12, the Senate has them marked at the FYll levels, the House has announced it will preserve Senior Corps programs but eliminate the rest of the Corporation. This will be resolved through the budget process. This summer the Corporation testified before the House Subcommittee on accountability and National Service. I was answering questions from the Chairwoman, particularly around accountability and how we make sure we are in compliance with the laws and regulations governing our National Service programs. We have a responsibility to make sure we are being compliant. For those that hold the purse strings, it not just the compliance factor, in terms of accountability, but it's also the impact and proving the impact ofNational Service. One of the �things that I think it is important to do in this environment of limited resources, is really making sure we focus on the impact of our programs, that we have high quality programs, that we have evidence in terms of how make decisions about our programs, and that we use evidence in terms of how we demonstrate the quality and impact of our programs. The Serve America Act required the agency to move towards a focus on performance measurements. We have 42 performance measurements that were approved in our Strategic Plan with a 144 sub-measures. The message we were hearing from Congress in this environment is that you have to be able to focus, talk about impact, and tell your story. You won' t be able to tell your story with 42 performance measures and 144 sub-measures. So part of the focus for the leadership team at the Corporation is to take those 42 measures and narrowing them down to 16 and focus on 4 strategic goals. We are not able to measure everything, but need to show impact. We are focusing and working to show impact in national issues: education, economic opportunity, veterans and military families, disaster services, healthy futures, and environmental stewardship. These are the areas we have developed performance measures around. In the strategic plan we have 4 goals: 1. How can we demonstrate, through service, impact in communities. We want to be able to show impact around the issue areas mentioned above. 2. Member experience. We need to continue to make sure there is a high level of quality in regards to the experience of all of our National Service participants and to expand opportunities. 3. How do we work to improve National Service among our stakeholders; how can we be valueadded to our partners in the state, grantees, and National Service programs through training and technical assistance, and adding value to the field. 4. Internal organization. How do we make sure that we continue to be an accountable and transparent organization. Commissioner Collier asked Mr. Velasco to talk more about their veterans initiative. Mr. Velasco shared that the Administration is very committed to supporting veterans and military fami lies. One of the Corporation' s six focus areas is supporting veterans and military families. The performance measurements in this area include how we provide services to veterans and their families and how we engage veterans in service itself. With the leadership skills and technical talent they have, it is important to identify ways to engage them in service in their communities. It is also important to be able to provide access and support to returning veterans in terms of health care, housing, and career transition job services. This is an area we are focusing a lot of attention on in our national competitive funding opportunity. There are 3 particular areas in the highest tier and veterans and military families is one of them. If we see programs that come in with a focus around veterans and they are connecting to the measures and their program design meets the criteria, they will get significant attention perhaps over others in other categories. So we are trying to invest in this area through our grant making and sharing best practices. Commissioner Campbell asked how do we identify best practices, how do we transfer those resources (both dollars and knowledge), and how do we focus on enough markets so that we can have a message to Congress to say Commissions are working together. Mr. Velasco shared that the Corporation is doing this in two ways. The first is through research which is a long-term strategy. The second is through the investment in the Social Innovation Fund. The Corporation �has $50 million to make investments in some promising programs that could be replicable and are solving critical problems around disaster, health, economic opportunity and education. This is a one-to-one-to-one match. The Corporation gives funding to an intermediary organization and they match that funding one-to-one. The intermediary organization subgrants to an organization and that organization is also required to provide a match. So for the initial investment of the federal resources, you are getting two additional matches. Commissioner Algra shared that her concern with the Social Innovation Fund is that there is no requirement with that funding to make any connections in how those innovative programs maximum and increase human capita at the local level. These grantees do not have to talk about how they are going to engage volunteers to move their work forward or how they are going to look at National Service as a mechanism to a step forward. Do you see this as something you will add as a requirement in the future? Mr. Velasco stated that there is a wonderful synergy between National Service and Social Innovation because both of them are about how to address community solutions. National Service is more of a pipeline of human capital assets that can solve community problems and create community solutions. Social Innovation is another strategy of how we get to community solutions. Mr. Velasco met with the Social Innovation Fund grantees recently and his message to them was to find connectors between National Service and Social Innovation and to look at other streams of service to connect their work. The bottom line is community solutions, so we need to bring these assets together (AmeriCorps, AmeriCorps*VISTA, SIF) to address the community issues. Kennedy Serve America Act. The Act reauthorizes and expands the mission of the Corporation for National and Community Service (CNCS) and its programs through 2014 and includes the following significant provisions for advancing the Administration's goals for national service: • Expanding service opportunities for Americans of all ages, setting a path for increasing the number of AmeriCorps members to 250,000 by 2017. • Simplifying AmeriCorps program management, including the availability of fixed amount grants. • Increasing the Segal AmeriCorps Education Award. • Expanding eligibility for Senior Companion and Foster Grandparent programs. • Expanding innovation in service-learning programming and research by supporting youth engagement zones, summer of service programs and campuses of service. • Expanding the availability of training and technical assistance and disability inclusion resources to all streams of national service. The Serve America Act went into effect on October 1, 2009. • Many of the Act's provisions took effect on this date, such as opening Senior Companion and Foster Grandparent programs to adults age 55 and older. Authorization does not equal Appropriation. • Appropriations follow a separate legislative process from authorizations. • Even if the Serve America Act authorizes a program at a specific funding level , there is no guarantee that the program will be funded or funded at the specified level. �SUMMARY: A to Z AmeriCorps*State & National Allocation of Funds- Streamlines the AmeriCorps funding streams to promote competition while allowing state commissions authority to set priorities and indicators. The new allocation of AmeriCorps funds are as follows: • 1 percent to Tribes • 1 percent to Territories • At least 35.3 percent State Formula. Each state will receive an allocation from this funding pool equal to their state's percentage of the country's population. o New small state minimum of at least $600,000 or 0.5 percent of the amount allocated for State Formula grants for the fiscal year, whichever is greater. • Not more than 62.7 percent for grants awarded on a competitive basis. Citizenship Verification- CNCS will be allowed to move to a nationwide electronic citizenship verification system that other federal programs use thereby eliminating the existing record and retention policies for birth certificates. Education Award Programs- Increases the amount of operational support for an Education Award program to $800 per individual enrolled in an approved full-time national service position, and $1 ,000 per such individual if at least 50 percent of the persons enrolled in the program are disadvantaged youth. Educational Requirements- High school diploma required for AmeriCorps members serving as tutors, with standards set for curriculum and training. Encore Programs -Directs CNCS to make an effort to allocate not less than 10 percent of Competitive grants and positions to carry out Encore service programs (positions aimed at participants 55 years and older). Equitable Treatment- Directs CNCS to ensure equitable treatment of grantees that are urban, rural, states, national nonprofit organizations, and those that are diverse in terms of program size, as reflected in the number of members. Federal Work Study- Provides for adjustment of living allowance for members who also participate in Federal Work Study. Fixed Amount Grants- Authorizes fixed amount grants for national service programs if the amount is significantly less than the reasonable and necessary costs of administering the program. The grant will be made on the basis of a pre-determined amount and extent of service completed, rather than as reimbursement for actual costs incurred. The first year may only be phased in for full-time positions (excluding Education Award Programs, which already use fixed amount grants). 2 �Ineligible Applicants- Disqualifies from receiving subtitle C (AmeriCorps) assistance any organization that has been convicted of a Federal crime. Member Early Release- Compelling personal circumstances for early release of AmeriCorps member to be determined by the grantee. Member Enrollment- Sets AmeriCorps on a path from 75,000 positions annually to 250,000 by 2017. The legislation directs CNCS to develop a plan to increase the number of approved AmeriCorps positions to: • FY 2010 - 88,000 • FY 2011 - 115,000 • FY2012-140,000 • FY 2013- 170,000 • FY 2014- 200,000 • FY2015-210,000 • FY2016- 235,000 • FY 2017 - 250,000 The legislation also directs the CNCS Chief Executive Officer to develop a strategic plan to achieve the goal of having 50 percent of all approved national service positions be fulltime by 2012. Member Living Allowances- Grantees (other than those receiving fixed-amount grants) must report on any non-CNCS Federal funds used to pay member living allowances. CNCS uses this information for a report to Congress. Member Term of Service- Eliminates requirement that a full-time term of service be at least 9 months. Allows an individual to receive CNCS-funded support for more than two terms of AmeriCorps service. Codifies current policy of limiting the length of a part-time term of service to 2 years. MSY- Sets the ceiling for the cost per Member Service Year (MSY) level at $18,000, allowing for inflation, and grants the CEO the waiver authority to increase the ceiling to $19,500 to meet the compelling needs of a program, such as disadvantaged youth, individuals with disabilities and start-up. New Service Corps- Establishes 5 new possible Corps with distinct focus areas to address community needs. CNCS will be required to make grants in at least 2 of the new Corps in addition to traditional AmeriCorps grants. The 5 new Corps focus areas will address the following unmet community needs: • Education Corps to identify and meet unmet educational needs; • Healthy Futures Corps to identify and meet unmet health needs; • Clean Energy Corps to identify and meet unmet environmental needs; • Veterans Corps to identify and meet unmet needs of veterans and members ofthe Armed Forces who are on active duty; and 3 �• Opportunity Corps to identify and meet unmet needs relating to economic opportunity for economically disadvantaged individuals. Any AmeriCorps State & National program may use a variety of program models, including Professional Corps. Grant applicants must propose programs that will work to improve upon statutory or CNCS-approved performance indicators. Applications must include measurable goals on one or more performance indicators. The legislation also requires the CNCS to submit an annual report on AmeriCorps funding decisions and improvement on performance indicators. CNCS is directed to establish priorities, on an annual basis, for funding competitive grants to programs in at least 2 of the 5 new Service Corps. Professional Corps -Permits Professional Corps programs to apply through AmeriCorps · State Formula and Competitive as well as National Direct (under current law, Professional Corps programs that pay a living allowance greater than the maximum for non-professional corps programs may apply only through State Competitive and National Direct). Program List - Expands list of illustrative AmeriCorps programs to include programs focusing on access to technology, disaster services, mentoring (including provision of supportive services to direct mentoring service organizations as part of a partnership), disadvantaged youth, higher education service-learning, re-engaging court-involved youth and adults, financial literacy education, building affordable housing, access to health care, access to State and Federal programs, e-Corps, job-training, job-placement, reducing crime, a musician and artist corps program, and foster care and mentoring. Prohibited Activities - Expands list of prohibited member activities to codify longstanding regulations at 45 CFR 2520.65, and adds abortion services or referrals to the list. Segal AmeriCorps Education Award- Codifies the maximum education award members may earn equal to 2 full terms of service. The legislation indexes the value of the education award to the maximum amount of a federal Pel! Grant, which is currently $5,350. Transfer ofEducation Award- Transfer of education award earned in Subtitle C (AmeriCorps) position or as a Silver Scholar is permitted for individuals 55 or older to the individual's child or grandchild who meets the citizenship eligibility requirements for AmeriCorps and attains a high school degree before using. Recipient must use the education award within 10 years of its being earned. 4 �AmeriCorps*NCCC • • The legislation instructs the NCCC Director to take appropriate steps to increase the percentage of participants in the program who are disadvantaged youth to 50 percent of all participants by the year 2012. The legislation emphasizes NCCC ' s role in natural and other disasters; infrastructure improvement; environmental stewardship and conservation; energy conservation; as well as urban and rural development. AmeriCorps*VIST A • The legislation adds new program assignments for VISTA participants, including · the re-integration of formerly incarcerated youth and adults, financial literacy and financial planning, before-school and after-school programs for low-income children, and veteran' s assistance programs. Learn & Serve America Allocation of Funds - The new allocation of Learn & Serve America funds are as follows : • 60 percent for K-12 school-based (only formula grants to State Education Agencies) • 25 percent for Higher Education • 15 percent for the new Innovative Service-Learning Program and Research, which includes community-based grants Campuses of Service- Authorizes CNCS, after consultation with the Secretary of Education, to designate 25 institutions of higher education as "Campuses of Service" from among institutions nominated by state commissions. A designated "Campus of Service" will receive an award of funds to be used to develop or disseminate servicelearning models and information on best practices regarding service-learning to other institutions of higher education. Summer of Service- Authorizes CNCS to provide competitive grants and education awards to support students in grades 6-12 in summer volunteer opportunities. Summer of Service programs could be an extension of a school-based program or operated independently. Students who complete I 00 hours of service would earn a Summer of Service Educational Award of $500 (or not more than $750 in the case of a participant who is economically disadvantaged), to be put toward the cost of college or college preparatory programs. 5 �Youth Engagement Zone Program - Authorizes CNCS to make direct competitive grants to service-learning programs in which an eligible partnership provides coordinated school or community-based service-learning opportunities to address a specific community challenge and to improve student engagement. Senior Corps Foster Grandparent Program • Lowers the age of participation to 55. • Allows services by a foster grandparent to continue after the child turns 21 if it is in their best interest. • Mandates that the federal share of the stipend for a foster grandparent cannot exceed $3.00 per hour (an increase from $2.65 per hour), which can not exceed 75 percent of the minimum wage. • Sets the income limitation to 200 percent of the poverty level in order to participate. • Allows for 15 percent of the participants to exceed the low-income eligibility requirement if the program is unable to effectively recruit and place low-income volunteers . Retired & Senior Volunteer Pt·ogram • Introduces responsible and balanced competition into the program to better position it for expansion. Senior Companion Program • Applies the same age eligibility, stipend level and income eligibility requirements for the Senior Companion Program as for the Foster Grandparent Program. Training and Technical Assistance • • • • Creates a new subtitle for training and technical assistance that directs CNCS to conduct appropriate training for, and provide technical assistance to, all streams of national service (particularly entities in rural areas and underserved communities). The new training requirement can be met through the provision of direct assistance or through grants, contracts or cooperative agreements (including through state commissions). The new subtitle will eliminate CNCS' current practice of utilizing just AmeriCorps program funds to support training and technical assistance activities. CNCS will reserve up to 2.5 percent of all funds for this new subtitle. 6 �Disability Inclusion • • Expands use of disability inclusion funds to include participants with disabilities in Senior Corps, Learn & Serve America and AmeriCorps. CNCS will reserve up to 2 percent of all program funds for disability inclusion. Subtitle H Innovation Funds Call to Service - Directs CNCS to conduct a nationwide Call to Service campaign. Encore Fellowship- Authorizes a new Encore Fellowship program to allow CNCSselected individuals aged 55 or older to serve at organizations on a CNCS-maintained list, supported by $11,000 grants (under a $1 for $1 match) to the organization for Fellow living expenses. A 75 percent non-Federal match is required for the first year, and a 50 percent non-Federal match is required in subsequent years. Non-Profit Capacity Building- Authorizes a Nonprofit Capacity Building Program to make grants of at least $200,000 to intermediary organizations to support the provision of organizational development assistance - including training on best practices, financial planning, grant writing, and compliance with applicable tax laws- to small and mid-size nonprofit organizations, particularly those facing resource hardship challenges. Federal share not to exceed 50 percent. Program Support- Adds authority within subtitle H for CNCS to provide support- via one-time grants (including fixed amount grants) of up to 4 years- to innovative and model programs. Resource Clearinghouses - Adds authority within subtitle H to disseminate information through clearinghouses on service-learning needs assessments, planning, research, evaluation, leadership training, communication, curriculum, accessibility to individuals with disabilities, and best practices. September 11 Day of Service- Authorizes CNCS to organize and carry out ceremonies and activities in conjunction with September 11 Day of Service, with authority to make grants in furtherance of related service, charity and remembrance opportunities. Serve America Fellowship- Authorizes a Serve America Fellowship program to support individuals selected by state commissions who serve with sponsors registered with the commission. Fellows will receive a living allowance and, upon successful completion of a term of service, an education award. Silver Scholarship - Authorizes a Silver Scholarship program providing a $1 ,000 education award to an individual aged 55 or older who performs at least 350 hours of service. 7 �Social Innovation Fund -Authorizes a Social Innovation Fund pilot program, of $1-10 million grants, to expand effective initiatives, to provide seed funding for experimental initiatives and to leverage Federal investments to increase private and philanthropic resources in support of evidence-based programming. Special Initiatives - Retains CNCS authority for conferences, youth leadership, servicelearning, summer programs, Martin Luther King, Jr., Day of Service, Global Youth Service Day, and emergent needs. Volunteer Generation Fund- Authorizes a Volunteer Generation Fund to award grants to states and nonprofits to recruit, manage and support volunteers and to strengthen the nation's volunteer infrastructure. Ofthe funds allocated, 50 percent will be provided as formula grants to state commissions, and 50 percent will be allotted on a competitive basis to state commissions and nonprofits. A 20 percent match is required in the first year, increasing to 50 percent for year 4 and thereafter. Administrative Provisions Contracts -Authorizes personal services contracts for research, evaluation and public awareness functions. Cost-Share- Permits cost-share agreements under which other Federal agencies support national service programs. Criminal Background Checks - Requires criminal history checks for any individual who receives a CNCS grant-funded living allowance, stipend, education award, or salary. Disqualifies any registered sex offender or individual convicted of murder from receiving an education award. Requires, within 2 years after the bill's enactment, an FBI fingerprint check for those individuals with access to vulnerable populations, except for programs for whom such checks would be prohibitively expensive, programs not authorized to conduct FBI checks, and for individuals whose access to vulnerable populations is episodic or less than 1 day. Directs the Attorney General to conduct a feasibility study on the efficiency and effectiveness of criminal history checks to examine, among other things, the availability, accessibility, and cost of the checks. Displaced Workers- Directs CNCS to conduct a study on how national service programs could better serve displaced workers, with a report due to Congress 1 year after enactment, and a pilot program based on the findings. 8 �Displacement- Prohibits displacement of volunteers (in addition to current law prohibition of displacement of employees), codifying 2005 AmeriCorps rulemaking. Grant Applicant Considerations - Directs CNCS to consider the extent to which a grant applicant will increase the involvement of volunteers in meeting community needs, while also considering the applicant's mission. Grant Period- Specifies that, unless otherwise provided, CNCS grants are up to 3 years. Grant Prohibitions - Prohibits use of grant funds for the sole purpose of referring individuals for other Federal assistance and for endorsing, approving or sanctioning any elementary or secondary school curriculum. Also, funding may not be conditioned on a state having its academic standards approved by the Federal government. Match Requirements- Prohibits match requirements for any program in a severely economically distressed community. Member Grievances- Specifies that remedies include the applicant's selection or reinstatement and other changes in the terms and conditions of service. Modifications to Application Procedures- Authorizes CNCS to consolidate or modify application procedures and reporting requirements for national service grant recipients. Parent Consultation - Adds requirement for national service programs to consult with parents in developing and operating programs that serve children; requires written permission from parents before transporting minor children. Performance Measures- Focuses national evaluation activities on performance measures, with more service delivery evaluation focus on effective use of participants' time and cost-effectiveness. In addition to funds appropriated under evaluation section 179, authorizes CNCS to reserve up to 1 percent of total program funds to support program accountability activities. Directs CNCS to ( l) establish, in consultation with grantees, performance measures for each program, (2) require corrective plans for those not meeting goals, and (3) reduce or terminate assistance if correction is not made. New grantees must receive training and technical assistance relating to performance problems. Annual reports are required, beginning 2 years after enactment. Directs the Government Accountability Office to develop performance measures for each national service program and make an assessment every 5 years. Program Sustainability -Authorizes CNCS, in collaboration with state commissions and in consultation with grantees, to set sustainability goals relating to grantees' acquiring and leveraging non-Federal funds . 9 �Suspension of Funding- Authorizes suspension of funding for emergency situations for 1 or more 30-day periods not to exceed 90 days. Volunteer Management Corps- Directs CNCS to study and submit a plan on how best to establish a Volunteer Management Corps under which individuals with experience as managers would participate. State Commissions • • • • • For administrative grants to support each state commission's operations, the legislation increases the minimum from $125 ,000 to $250,000. The maximum is increased from $750,000 to $1,000,000. Retains current law $1 for $1 non-Federal match requirement for commission administrative grants, with new authority to permit a state that demonstrates hardship or a new state commission to match as follows: $0-$100,000: 0 percent; $100,000-$250,000: 50 percent; and above $250,000: 100 percent. Eligibility for AmeriCorps and Learn & Serve America grants is contingent upon a state submitting to CNCS a comprehensive plan that addresses service by members of the Baby Boomer generation and older adults. Specifies that the State Plan is subject to approval of the Governor. Adds requirement that the Plan must include measurable outcomes. Authorizes State Plan to serve as basis for considering waivers of administrative (non-statutory) requirements a state identifies as impeding efficiency of service programs. SLYC is a statewide group consisting of students committed to advancing service and service-learning in the state and in their local communities. This year, 12 students gathered at the Howell Nature Center to learn ways to advocate for service and to begin planning for Global Youth Service Day. The members explored how service is encouraged in their schools and developed strategies for projects they can implement this spring. In addition to project planning, the members created video projects depicting their interests in service, created and edited blogs, and learned how to write mini-grant priorities. To help our SLYC members learn the importance of a well-written grant application, each member reviewed MLK Jr. Day of Service mini-grant applications. One SLYC member also served on the state MLK Jr. Day of Service peer review team. The members will be convened by conference call until their spring Global Youth Service Day service project. Center for Michigan Education Conversations Since its founding in 2006, The Center for Michigan has sought to engage Michigan citizens statewide in small, informal town hall meetings called Community Conversations. To date, these conversations have engaged more than 10,000 citizens, whose demographics- gender, race, geography, age- are a true representation of Michigan . This is the largest public engagement project in Michigan history. Beginning in late 2011, a new round of conversations will occur focused on pre-K -12 education in Michigan . They are bringing students, parents, families, and employers together to assess what is working in educatio n, what needs reform, and what ideas are not being represented in Lansing. To supplement the conversations, The Center for Michigan engaged the MCSC in the development of informational sheets to be left with conversation participants. The one-page document encourages participants to engage in educational solutions through service by providing examples of service and links for additional information. The Center for Michigan is also driving web visitors to the MCSC HandsOn Connect volunteer search widget. We will be creating similar one-page issue summaries that demonstrate how service can be a strategy for other Michigan issues. The one-pager developed for The Center for Michigan Education is attached . MLK, Jr. Day of Service The MCSC, in partnership with Michigan Nonprofit Association, the Volunteer Centers of Michigan, the LEAGUE Michigan and the Sara Ballard Volunteer Fund, issued guidelines for the 2012 MLK Jr., Day of Service mini-grants application process. With support from the ConnectMichigan Alliance, we were able to offe r a total of $15,500 to support local volunteer efforts on or around the January 16, 2012 federal holiday. We conducted a statewide outreach campaign promoting the holiday as a day of service and advertising our mini-grants. We received 58 applications that were reviewed by peer reviewers in early December. �Twenty-nine diverse organizations were selected to receive funding for activities to occur between January 9 and January 16. We will provide a summary of activities with participation data at our next board meeting. Social media efforts prior to the event will direct potential volunteers to local projects and will provide tools for organizations to get involved. After the holiday, we will share highlights of service from projects throughout the week. The MLK, Jr. Day of Service press release listing mini-grant recipients is attached. Prepare and Inspire! Strategies for Blending Research-Based STEM Instruction with High Quality Service-Learning On December 9-10, the MCSC worked with Detroit Public Schools, Detroit Edison Public School Academy, and the Detroit Service-Learning Academy to provide a high quality training on connecting science, technology, engineering and math content with service-learning. Fourteen participants from various public schools and public school academies participated in this event held on a Friday and Saturday. The meeting was facilitated by trainers from the KIDS Consortium and the Maine Math and Science Alliance and was intended to provide a regional networking opportunity. VGF Grantee Meeting On January 9-10, the MCSC hosted a two-day grantee training for our seven Volunteer Generation Fund grantees, as well as the seven recipients of the Volunteer Centers of Michigan's Days of Service and Technology grants. Professional development topics included a focus on strong community partnerships, usi ng logic models to drive programmatic growth, HandsOn Connect technology lab time, creating effective volunteer positions and using strategic communication efforts. This meeting was held in partnership with th e Volunteer Centers of Michigan in an effort to provide a more streamlined professional development calenda r. Biweekly Funding Alert This month, the Learn and Serve-Michigan bi-weekly funding alert will be rebranded to become the Volunteer Michigan Funding Alert. The message will continue to provide funding resources for educators but will now also include information on grant opportunities for nonprofits, cities and townships, county government and institutions of higher education. Improving educational outcomes for students is critical to strengthening Michigan's communities and reviving our state. We all win when young people succeed in school, but with budget constraints and other limiting factors, schools can't do it alone. They need your support. Each of us has the ability to contribute to the health of our communities, by investing in its' students. Ready to help? Here are a few thoughts to keep in mind as you look for volunteer opportunities: • Determine the time you have available to volunteer. Are you available to mentor one hour a week? Can you help on the playground one lunch period a month? Maybe you have afternoons free and can offer homework help in an afterschool program. Can you be a guest reader in an elementary classroom? Whatever your schedule allows, there is a student who needs your time. • Tap into your own unique skills. A little time and caring is all you need to make a difference to a child - you don't need a degree in childhood education or a work history with youth. But we all have unique skills and talents we use every day that schools and afterschool programs can benefit from. The White House requested $1.06 billion for the Corporation for National and Community Service (CNCS), a 1.3 percent increase over FY2012. The budget request included some small increases for state commission programs but also requested the elimination of the Volunteer Generation Fund and requests to changes to training and disability funding. A budget chart is included on page 3. Highlights of the FY2013 President's CNCS Budget Request: • • • • • • AmeriCorps State National- $345M (74,000 AmeriCorps State National members) AmeriCorps State Formula- $117M ($66,000 increase over FY12 enacted) AmeriCorps Competitive- $207.8M ($115,000 increase over FY12 enacted) Elimination of the Volunteer Generation Fund -termed "a low priority program" PDAT- CNCS requests to change PDAT to competitive grants open to national organizations, training provider companies, regional intermediaries, and state commissions $5M total T &TA budget - $4.2M for competitive grants Disability- $3M for competitive grants based on national priorities (veterans, reasonable accommodation, and national strategies for inclusion) . State commissions would be eligible for the competitive funding. House Budget House Budget Committee Chairman Paul Ryan (R., Wis.) called for $1 .028 trillion in total discretionary spending for FY20 13 -$19 billion less than the level agreed to with the White House last year under the Budget Control Act and put into law. Discretionary spending requires annual approval by Congress and excludes formula-based programs like Medicare and Social Security. The House passed the Ryan budget on March 29 on a party line vote, only 10 Republicans crossed over to oppose the budget. The Budget Committee report included language calling for the elimination of the Corporation for National and Community Service. Eliminate the Corporation for National and Community Service. Programs administered out of this agency-which created the oxymoron "paid volunteer"-provide funding to students and others who work in certain areas of public service. Participation in these programs is not based on need. The Federal Government already has aid programs focused on low-income students, and paying volunteers is not a core Federal responsibility, especially in times of high deficits and debt. Further, it is much more efficient to have such efforts operate at the State and local level by the community that receives the benefit of the service. America's Service Commissions www.statecommissions.org �Senate Budget The Senate Budget Committee is preparing to possibly mark up a budget the week of April 17. The move to proceed with a budget resolution in committee is counter to the initial desires of Democratic leaders, who are reluctant to bring a resolution to the floor. Senate leadership initially stated that they would not need to pass a budget due to the spending constraints set forth in the debt ceiling deal (Budget Control Act) last August. A budget resolution is a concurrent resolution and does not have the force of law, but it provides the framework within which Congress subsequently considers revenue, spending, and other budget implementing legislation. A committee report is a document submitted by a committee to report the measure to its parent chamber; the report explains the measures purpose, describes provisions and amendments recommended by the committee and -presents arguments for its approval. The Appropriations Committee will use it's jurisdiction to make the final policy determinations and set spending levels for FY20 13. FY21 03 Programmatic Requests Programmatic requests and sign-on letters are ways in which Members of Congress can support federal programs that are authorized by Congress and prioritize federal spending. They are not an earmark request. Programmatic request support letters are the first step in the appropriations process. For FY2013, there were two House based programmatic sign-on letters and three in the Senate in support of CNCS funding. • • • • • A letter circulated by Congressman Dave Loebsack (IA) in support of the Volunteer Generation Fund urged Chairman Rehberg and Ranking Member DeLaura to fund the Volunteer Generation Fund at $10 million in Fiscal Year 2013. Congressman Loebsack introduced the Volunteer Generation Fund as an amendment to the bipartisan Serve America Act to build the capacity of state and local volunteer organizations to recruit, manage and train volunteers. The letter received 15 signatures. A support letter led by the House National Service Caucus and called for increased Fiscal Year 2013 funding for CNCS. The letter received sixty signatures. The letter called for: o $882 million to fund AmeriCorps programs o $236.7 million for the three Senior Corps programs o $18 million for the State Service Commissions o $80 million for the Social Innovation Fund (SlF) and Volunteer Generation Fund (VGF) o $1 0 million to restore Learn and Serve America A bi-partisan Senate support letter for the Volunteer Generation Fund led by Senator Stabenow, Kerry, and Isakson urged continued funding for the VGF .. The letter received four signatures. A support letter led by the Senate National Service Caucus received 25 signatures. The letter mirrored the House Caucus letter. A Senate support letter for the Social Innovation Fund was signed by six Senators. The letter called for robust funding for the program. The MCSC remained level funded with a small economics increase. Due to the cuts in the federal administration grant, staff is looking at ways to increase state appropriations for staffing so that we are not so reliant on the federal administration dollars. The MCSC is also responsible for coordinating all volunteer efforts in the time of disaster which includes the responsibility of mobilizing all volunteers. The MCSC works in partnership with Michigan State Police (emergency responders) and Department �of Human Services (housing and other needs). This is a capacity issue for the MCSC as we don't have the resources to hire a staff member to put the plans in place. MCSC 201h Anniversary Ms. VanDam shared that staff has developed a print piece highlighting accomplishments for the MCSC and the impact national service has had in Michigan communities. The piece will be available for the April 181h Giving and Volunteering event. Other anniversary activities may include highlighting the 20th anniversary during the CMF Conference in Fall 2012 and including a Reimagining Service plenary session at the conference. As DHS provides leadership in the statewide initiative to ensure youth in foster care are given the opportunity to be mentored, Mentor Michigan is developing capacity-building resources for mentoring programs, mentor training resources, and mentor recruitment materials. Through this initiative a number of new partnerships have been developed between DHS and local mentoring programs and well as new partnerships to support mentor recruitment. As DHS works to recruit foster and adoptive parents, mentoring is now also being presented as an option for those that may not be ready to commit to fostering or adopting. Faith-Based Summit On March 15, the Michigan Department of Human Services (DHS) hosted the Faith-Based Initiative Summit 2012 at the Kellogg Center in East Lansing. The Summit included more than 100 religious leaders from across Michigan, as well as private agencies, community organizations and DHS staff and management. The goal ofthe summit was to solidify the already strong foundation of faith-based organizations in helping increase the number of foster parents and adoptions in Michigan, while gaining commitments from new partners in finding homes for the states foster children. Governor Snyder and DHS Director Maura Corrigan spoke about the important role that the faith-based community has played in helping children in need. Mentor Michigan was invited to speak at the summit about the need for mentors for youth in foster care. So far 16 churches have committed to promoting mentoring within their congregation. Mentoring Day at the Capital On January 20, Mentor Michigan hosted Mentoring Day at the Capitol. This event took place in the Capitol Rotunda to draw attention to the importance of mentoring. Lt. Governor Brian Calley and MCSC Commissioner Julie Calley shared their commitment to mentoring. Also taking the stage were two key leaders in the mentoring field: Tony Campbell, Co-Chair of the Mentor Michigan Leadership Council and Vice President for Community Investments at the Heart of West Michigan United Way; and Dara Munson, President and CEO ofBig Brothers Big Sisters of Metropolitan Detroit. In addition, attendees heard the many benefits of mentoring first-hand from two young mentees who shared their mentoring experience. This generated great publicity for the mentoring field and created momentum for Michigan Mentoring Month and beyond. Jaycees Event The Michigan Jaycees launched a partnership with Mentor Michigan in February. The Jaycees theme for the year is Building Leaders for a Lifetime so mentoring is the perfect fit for this great organization. Local Jaycees chapters are being challenged by the statewide association to support local mentoring organizations. The challenge to the chapters includes: recruiting members to become mentors, support or host match activities, promote men to ring programs in their community, or host a local fundraiser. Lt. Governor Brian Calley provided a keynote address thanking the Jaycees for their volunteer efforts and applauding their commitment to mentoring. AmeriCorps members will assist w ith various community projects and work with several organizations to make a significant impact on the Grand Traverse region . Each year, the Russ Mawby Signature Service Project brings hundreds of AmeriCorps members to one Michigan community for two days of intensive service. By the end of the second day, several projects are completed , visibly demonstrating the power of Michigan's AmeriCorps members in action. The 2012 project is a partnership with the Michigan Community Service Commission, Habitat for Humanity Grand Traverse Region, SEEDS, Grand Traverse Regional Land Conservancy, Conservation Resource Alliance, United Way of Northwest Michigan, and Elemental Media . AmeriCorps members will assist with projects such as Habitat home construction , planting trees to reduce erosion on a section of a blue ribbon trout stream, trail building and invasive species removal at the Glacial Hills Pathway and Natural Area, and helping renovate historic structures on the state hospital grounds now known as the Grand Traverse Commons. Members will also participate in a Celebrate Service community event at the Grand Traverse Commons on Friday evening that will include a volunteer fair, live music, and food . This year's Signature Service Project has been designated as Michigan's 2012 AmeriCorps Week closing event. AmeriCorps Week is a nationwide recruitment and recognition event designed to bring more Americans into service, salute AmeriCorps members and alums for their powerful impact, and thank the community partners who make AmeriCorps possible. AmeriCorps Week provides an opportunity for AmeriCorps members, alums, grantees, program partners, and friends to shine a spotlight on the work done by members in communities across the country and to motivate more Americans to join AmeriCorps or volunteer in their communities . GTRLC has protected more than 34,000 acres of land and more than 100 miles of shoreline in two decades and believes a healthy and beautiful environment along with access to beautiful landscapes and recreation opportunities are critically important to Northern Michigan and its regional economy. AmeriCorps members will work with GTRLC to help improve the health of the natural environment and assist with building a trail system tha t promises to be a regional asset at Glacial Hills Pathway and Natural Area , situated on 763 acres in Antrim County. Conservation Resource Alliance The Conservation Resource Alliance is dedicated to maintaining the natural beauty and ecosystems of our land while simultaneously nurturing the economic vitality of northern Michigan. The Flowing Well Trout Farm, built in the mid-1900s, erected 12 small dams to create fish rearing ponds. These dams diverted the natural flow of a trout stream, caused unnaturally high water temperatures , blocked fish passage, and disrupted the natural movement of sediment and woody debris in the river. Restoration work is required to improve the wetland and adjacent upland habitat of the property. AmeriCorps members will remove and recycle an old metal fence once used to control deer. The posts for this fence will be used to create turtle and waterfowl resting platforms. This project will not only benefit w ildlife on the site, but will also make this new piece of public property safer and more visually appealing. United Way of Northwest Michigan United Way of Northwest Michigan is dedicated to promoting volunteer opportunities in Antrim , Benzie , Grand Traverse, Kalkaska , and Leelanau counties. Jocelyn will assist the team in coordinating communication, events, data collection, and program monitoring. She is originally from Lansing and brings a wealth of experience to the MCSC, having previously worked in state government with various Governor's initiatives and the Governor's Cabinet Council. The AmeriCorps application review process includes a clarification period that will take place between April 19 and May 11. We expect funding decisions to be announced at the end of May 2012 and grants to be awarded shortly thereafter. The MCSC received its formula application for 2012-13 and received a decrease in funding of just over $88,000. Once CNCS ' s competitive process has been completed, MCSC will begin to make decisions with regards to formula funding. AmeriCorps Program Site Visits Program officers are currently conducting program monitoring site visits with all 24 AmeriCorps programs. A typical site visit consists of two days of interviews with the program director, members, site supervisors, and executive directors/administrators, as well as observation of program activities and review of member files. These visits are followed by comprehensive written feedback. Michigan's AmeriCorps Inclusion Video Contest The inclusion video contest was created by the Michigan' s AmeriCorps LeaderCorps a way to encourage AmeriCorps members and/or AmeriCorps program sites to demonstrate how Michigan's AmeriCorps programs promote, embrace, and incorporate the MCSC goal of inclusion. Programs were asked to produce a 1-3 minute video to be judged by members of the MCSC Statewide Inclusion Team. The winner will be announced during this year's Michigan's AmeriCorps Week. AmeriCorps members will assist with various community projects to make a significant impact on the Grand Traverse Region. This year' s project is a partnership with the MCSC, SEEDS, Habitat for Humanity, Grand Traverse Regional Land Conservancy, Conservation Resource Alliance, United Way ofNorthwest MI, and Elemental Media. GTRLC has protected more than 34,000 acres of land and more than 100 miles of shoreline in two decades and believes a healthy and beautiful environment along with access to beautiful landscapes and recreation opportunities are critically important to Northern Michigan and its regional economy. AmeriCorps members will work with GTRLC to help improve the health of the natural environment and assist with building a trail system tha t promises to be a regional asset at Glacial Hills Pathway and Natural Area , situated on 763 acres in Antrim County. Conservation Resource Alliance The Conservation Resource Alliance is dedicated to maintaining the natural beauty and ecosystems of our land while simultaneously nurturing the economic vitality of northern Michigan. The Flowing Well Trout Farm, built in the mid-1900s, erected 12 small dams to create fish rearing ponds. These dams diverted the natural flow of a trout stream, caused unnaturally high water temperatures , blocked fish passage, and disrupted the natural movement of sediment and woody debris in the river. Restoration work is required to improve the wetland and adjacent upland habitat of the property. AmeriCorps members will remove and recycle an old metal fence once used to control deer. The posts for this fence will be used to create turtle and waterfowl resting platforms. This project will not only benefit w ildlife on the site, but will also make this new piece of public property safer and more visually appealing. United Way of Northwest Michigan United Way of Northwest Michigan is dedicated to promoting volunteer opportunities in Antrim , Benzie , Grand Traverse, Kalkaska , and Leelanau counties. Welcome and Introduction- Chair Carolyn Bloodworth The MCSC Board meeting was called to order at 12:07 p.m. by Chair Carolyn Bloodworth. Chair Bloodworth asked Commissioners to introduce themselves. II. New Business- Tom Branen, Executive Director of the Association of State Service Commissions (ASC), provided a briefing on national service. Tom recognized Paula Kaiser VanDam for stepping up to serve as the Chair of ASC when Wendy Spencer (current ASC Chair) was nominated by President Obama to serve as the CEO of the CNCS. In 2009, President Obama signed the Edward M. Kennedy Serve America Act which put us on a path for expansion for national service by increasing the number of AmeriCorps members to 250,000 by 2017. The Volunteer Generation Fund was created as part of the Serve America Act as a way for state commissions to work with the volunteer sector to increase the capacity ofvolunteerism. The Act also was a way to make the case for service. Tom discussed the funding for the different programs and the funding cuts that were enacted in FY2011, including the elimination of Learn and Serve. In the FY12 budget, State Commissions' funding was cut from $17 million to $13.47 million and Training and Technical Assistance (T/TA) was cut from $7.5 million to $2 million. With these budget cuts, State Commissions took a major cut in their operation and training funding. ASC has submitted proposals to the CNCS to restore some of the Commission funding including giving the TIT A funding ($2 million) directly to Commissions, allowing Commissions to take a higher percentage (currently allowed 1%) from AmeriCorps grantees for oversight, and asking the CNCS to use some of their resources to support Commissions. ASC is also working with CNCS to provide funding for State Commissions around training and technical assistance. The CNCS has agreed to provide $1.4 million (of the $2 million) directly to State Commissions for training and technical assistance. The next step will be to look at FY13 budget to ensure there are not additional funding cuts. We need to continue to have strong State Commissions (including Commissioners) and strong national service programs that can make the case to Congress about the benefit of national service. Ms. VanDam explained to Commissioners that the MCSC has work to do around educating Michigan ' s Congressional delegation. Unfortunately Michigan does not have any members on the Appropriations Committee. But we need to continue to educate them about the impact national service is having in their communities. Congressional members supported the Serve America Act because there was no appropriation attached to it but continue to cut the funding to support the Act (zeroing out the CNCS in the FY12 budget). Ms. VanDam shared that having Wendy Spencer as the CEO of the CNCS will help state commissions. She is the former Executive Director of the Florida Commission and understands the needs of state commissions. Ms. VanDan explained that the MCSC needs to create a Public Policy Committee so that the board is more active around public policy. This Committee could help with State Appropriations stabilization and federal funding. It is important to have a Committee that can focus on a strategy and to work with the MCSC staff around the strategy. There are some things that staff, as State employees or as funded through the federal grants, cannot do and it would be helpful to rely on board members to take on some of those roles (education vs. lobbying). Chair Bloodworth asked Commissioners to contact her if they had an interest in serving on this Public Policy Committee. 2 �III. Review and Approval ofNovember 17, 2011 Minutes- Chair Bloodworth Chair Bloodworth asked for a motion to approve the minutes from the November 17,2011 board meeting. Commissioner Lawson moved to approve the minutes; Commissioner Collier seconded the motion. The motion passed unanimously. IV. Standing Committee Reports A. Review Executive Committee minutes from January 6, 2012 meeting. Chair Bloodworth asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Lawson moved to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. B. Board Development Committee- Chair Bloodworth shared that Commissioner Diana Algra will now serve as Chair of the Board Development Committee. V. Executive Director Report- Paula VanDam A. MCSC Staff Transition- Ms. VanDam updated Commissioners on her new role as the Acting Director ofthe DHS Bureau of Community Services. The Bureau includes the MCSC, Bureau of Community Action and Economic Development (which includes Community Action Agencies and the Weatherization programs), Domestic Violence, Campaign to End Homelessness, Poverty Initiative, Special Populations, and the No Kids Hungry Campaign. Paula has been asked to create the Bureau and serve as the Acting Director. There is a lot of overlap between these initiatives including some programs that we fund with AmeriCorps funding. If this is a position that Ms. VanDam takes on permanently, there would be a new Executive Director for the MCSC named. Ms. VanDam is still involved in the day-to-day operations of the MCSC, but Garry Gross has also taken on some additional responsibilities. As a result of this new role, the MCSC will be moving to the Grand Tower. The new MCSC space will be covered by the DHS rent pool which will save the MCSC over $100,000 annually. In light of the funding cuts at the federal level, these additional resources will allow the MCSC to continue to provide the services that we may not have been able to provide due to loss of federal funds. Ms. VanDam also shared that the MCSC is in the process of hiring the AmeriCorps support staff member and waiting for approval to hire the additional support staff to replace Kathie Vasilion Robinson who took a new position at LARA. Ms. VanDam introduced Ben Gulker as the new AmeriCorps Program Officer. B. CNCS Update- Ms. VanDam shared that the MCSC is waiting for final FY12 funding allocations from the CNCS but the Commission is looking at approximately $80,000 cut to our federal administration grant. The PDAT (Program Development and Training) grant, which is the MCSC ' s training dollars along with supporting a staff position, is usually $129,000, but this year the MCSC will receive between $30,000 -$38,000. The MCSC has some carry over dollars and some unspent state commission administration dollars that we will be able to carry over that will support the staff position for this year and will redo the training plan for this year based on the lower PDA T allocation. The inclusion initiative will receive level funding . Evan Albert explained that the evaluation unit was hit hard by the funding cut. The Inspector General was cut from $7 million to $4.4 million and went from a staff of 33 to 7 or 8. As Congress is pushing for more accountability, they are cutting the 3 �funding for this area of the CNCS. Mr. Albert also shared that the VISTA program was cut by 4%. The CNCS is streamlining some of their training policies so that the cuts will not affect the VISTA programs and placements. Senior Corps was flat funded at FY11 levels. They had an open competition for VISTA projects and received 45 concept papers. The priority issue areas for Michigan include veterans, K-12 education and economic opportunity. C. Program Update 1. AmeriCorps Update- Ms. VanDam presented staff recommendations for AmeriCorps Competitive Continuation funding. These are existing AmeriCorps programs that have received competitive funding and are eligible to have their funding continued. Staff is recommending BHK Child Development ($586,500), Michigan Nonprofit Association ($48,000), CEDAM ($272,110), City Year Detroit ($1 ,538,484), and Huron Pines ($159,602). Chair Bloodworth asked for a motion to approve the staff recommendations for Michigan's AmeriCorps Competitive Continuation funding. Commissioner Swartz moved to approve the recommendations; Commissioner Lawson seconded the motion. The motion passed unanimously. Commissioners Algra, Collier and Bloodworth abstained for Michigan Nonprofit Association funding. Jeanine Yard shared additional program updates for AmeriCorps. Staff is working on the progress report that is due to the CNCS. Some of the report data included more than 6,900 individuals applied for more than 1,200 available AmeriCorps member positions. Staff will present accomplishments from the past year around specific issue areas at the next MCSC Board Meeting. Members also generated 28,205 volunteers which included 4,963 disadvantaged children and youth, 4063 "baby boomers", and 4,672 college students. Over 12,000 individuals were mentored and almost 34,000 disadvantaged youth were served. AmeriCorps staff is also helping to prepare for the upcoming Inspector General audit. National AmeriCorps Week will be March 10-18, which is earlier this year. Michigan had already shared May dates with their programs so will promote AmeriCorps through events and activities during May. The 2012 Russ Mawby Service Project will take place on May 18-19 in Traverse City. 2. Mentor Michigan- Amber Troupe shared that January is Michigan and National Mentoring Month. Mentor Michigan will host Mentoring Day at the Capitol with an event in the Capitol Rotunda to draw attention to the importance of mentoring. Mentors will speak about the impact mentoring has had on their lives and Lt. Governor Brian Calley and his wife, Julie, will share their commitment to mentoring. The Lloyd Carr MVP Mentoring Awards will take place on January 30. Mr. Carr will be giving out awards to five recipients that have shown tremendous benefits from having a mentoring relationship. There has also been a lot of buzz on social media around mentoring including a "I Am a Mentor" social media day. The National Mentoring Summit will take place next week in Washington, DC. Michigan will be sending a delegation to the Summit including Amber, Tony Campbell and Providers Council members Kris Marshall and Ginna Holmes. Mentor Michigan will also be presenting two workshops. Ms. 4 �VanDam shared that Governor Snyder distributed a press release about Michigan Mentoring Month along with sending out a mass email encouraging people to mentor. 3. Volunteer Michigan- Angelia Salas shared that the Service-Learning Youth Council met in December. The students gathered and discussed ways to advocate for service and to begin planning for Global Youth Service Day. Commissioners received a Center for Michigan one page document title Volunteerism: A Strategy for Student Success. The Center for Michigan has engaged citizens in statewide informal town hall meetings called Community Conversations around pre-K- 12 education. They engaged the MCSC in developing this informational sheet so that participants would have something to take with them which encourages participants to engage in educational solutions through service. The Center for Michigan is also encouraging participants to visit the MCSC HandsOn Connect volunteer website to look for volunteer opportunities. Ms. Salas shard that the MCSC will be creating similar one-page issue summaries that demonstrate how service can be a strategy for other Michigan issues. The MCSC worked with Detroit Public Schools and other Detroit area schools to provide high quality training on connecting science, technology, engineering and math (STEM) content with service-learning. The MCSC hosted a two-day VGF Grantee Meeting in early January. Professional development topics included a focus on strong community partnerships, using logic models to develop a long-term strategy, provided HandsOn Connect technology lab time, using strategic communications efforts, and also discussed the essence of a community partnership and what it means to build a collaborative around a community issue. Ms. Salas shared that the MCSC, in partnership with MNA, Volunteer Centers of Michigan, and the LEAGUE Michigan, was able to offer more than $15,000 in mini-grants to support local volunteer efforts around MLK Day of Service. We received 58 applications and 29 organizations were selected to receive funding for activities. The MCSC will be collecting stories from these mini-grant recipients about their activities and will share them with Commissioners at a later meeting. Amanda Ciluffo with United Way Ionia-Montcalm Counties gave a presentation on their MLK Day of Service activities. 4. Governor's Service Awards- Ms. VanDam explained that the Governor's Service Awards will take place in June this year. The nomination form has been distributed and, new this year, nominations will be accepted electronically. The Executive Committee has set a goal of raising $150,000 this year for the event. Sponsor proposals and letters will be sent out soon. Commissioners are encouraged to help solicit sponsors. Commissioners are also asked to serve on the Governor's Service Awards Committee. The Committee helps with fundraising and approves the finalists and winners prior to being sent to Governor's Office. It was suggested to include former Commissioners on this committee to assist with fundraising efforts. D. Financial Report- Garry Gross updated Commissioners on the FY12 Financial Statement for the first quarter. He also shared that the IG auditors are at the MCSC office and will be here for two weeks. MCSC staff have been helpful with pulling 5 �information they are requesting. The scope of the audit is 2 years prior to the current funding year. They will also be visiting three AmeriCorps grantees in February. E. Partner Update- Kyle Caldwell shared that the Nonprofit SuperConference will combine with the Council of Michigan Foundations Conference for a joint conference on October 8-9 in Dearborn. The MNA is working with several partners in the Detroit area to look at the volunteer infrastructure in Detroit. The initiative is called " Serve the D". VI. Public Comment- None VII. Welcome and Introductions- Chair Bloodworth welcomed Commissioners at 1:33pm and asked them to introduce themselves. II. Review & Approval of January 19, 2012 Minutes- Chair Bloodworth asked for a motion to approve the minutes from the January 19, 2012 MCSC board meeting. Commissioner Swartz motioned to approve the minutes; Commissioner Collier seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Executive Committee - Minutes from March 16, 2012 Meeting - Commissioner B. C. IV. Swartz motioned to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. 201h Anniversary- Paula Kaiser VanDam shared the MCSC 20th Anniversary print piece with Commissioners that not only highlights accomplishments but also what the MCSC looks like today and shares the impact that national service programs are having across the state around public safety, education, healthcare, and other areas. Public Policy- John Truscott has agreed to serve as the chair ofthe Public Policy Committee. MCSC staff has given him an overview and will work with him in developing the work of this Committee. Ms. VanDam shared that in the FY13 state budget the Governor recommended funding the MCSC at $715,000. The Senate followed the Governor' s recommendation but unfortunately the House chose to zero out the MCSC's general funds and said it should be replaced with private funding. They also eliminated the 15 FTE' s which are the staffing positions that are appropriated in order to have the organization. Staff is working to get this funding issue rectified and may need to work with the Public Policy Committee on contacting key House Leadership members on this issue. Executive Director Report- Paula Kaiser VanDam A. CNCS/National Service Update 1. Funding Update- Ms. VanDam shared a handout from America's Service Commissions (ASC) outlining the FY13 President's CNCS Budget Request which included small increases for state service commission programs but requested the elimination of the Volunteer General Fund (VGF). There is some work to do to demonstrate the impact ofVGF and why this funding is so critical to volunteer infrastructure. The House again called for the elimination of CNCS and the Senate has not released their version of the budget. There is speculation that with this being an election year, the budget will not get approved and we will be working under a continuing resolution. Ms. VanDam also announced that Wendy Spencer will be the new CEO of the CNCS. 2. CNCS Update- Evan Albert shared that other top staff at the CNCS have moved on to other positions so there are several "acting" positions in the senior staff of the CNCS. The CNCS has a targeted effort towards improving and enhancing the way our agency and grantees collect data, track and evaluate programs, and use performance measurement indicators. The CNCS has developed 16 new priority measures and has placed much more targeted effort into performance measurements and data collections and evaluation. All CNCS State Office staff is convening for the purpose of discussing new priority 2 �measures and performance measurement matrix. Congress is requesting that CNCS programs and grantees demonstrate more clearly the impact the programs are having. B. Program Updates 1. AmeriCorps- Jeanine Yard shared that the AmeriCorps competitive applications are currently under review with a clarification period between April 19 and May 11 and funding decisions announced the end ofMay. The MCSC's formula funding was decreased just over $88,000 for FY 2012-13. Once we receive our competitive funding confirmation, we will begin the process for formula funding. These formula funding recommendations will be presented in June for Executive Committee approval. The AmeriCorps program officers are currently conducting program monitoring site visits with all 24 AmeriCorps programs and will consist of interviews with the program director, members, site supervisors, and executive directors along with observing the program activities and reviewing the member files. Megan Sargent updated Commissioners on some upcoming AmeriCorps events and activities. The Michigan's AmeriCorps LeaderCorps members have created an inclusion video contest to encourage AmeriCorps members or program sites to create a 1-3 minutes video that demonstrates how Michigan's AmeriCorps programs promote inclusion. The video will be highlighted during AmeriCorps Week and during Disability and Inclusion Week in October. AmeriCorps Week will take place May 12-19 and is an opportunity shine the spotlight on the great service that members are doing throughout the state. Programs are planning events and service projects to highlight what they are doing and to educate the community on AmeriCorps. The 2012 Russ Mawby Signature Service Project will take place at the end of AmeriCorps Week. More than 300 Michigan's AmeriCorps members from across the state will come together in Traverse City for two days of service. They will assist with various community projects to make a significant impact on this region.- Commissioners are encouraged to participate in the service project. 2. Mentor Michigan- Amber Troupe explained that Mentor Michigan and Department of Human Services (DHS) have partnered to recruit more mentors for youth in foster care, specifically youth ages 16 and up that preparing to age out of the foster care system. We have been provided some unique opportunities to partner with DHS around recruitment opportunities including visiting foster families and adoptive homes and sharing mentoring as an option. This is a great way to connect with those that are interested in working with youth in the foster care system but not yet ready to commit to being a foster home. DHS hosted a Faith-Based Initiative Summit in March which included faith-based leaders from across that state to talk about the great work they do in their community around serving youth in foster care. Mentor Michigan was invited to present about the need for more mentors for youth in foster care. We have 16 churches that have expressed an interest and want to commit to grow mentoring and serving youth in the foster care system. Director Corrigan has been such a great advocate for mentoring. Mrs. Troupe also shared that Lt Governor Brian Calley and MCSC Commissioner Julie Calley hosted an event in the Capitol Rotunda in January to promote mentoring. The event highlighted Mentoring Month and the great work 3 �that mentoring organizations are doing. Also, in early February, with the help of the Lt. Governor, we launched a partnership with the Michigan Jaycees. Their theme for this year is Building Leaders for a Lifetime so it made sense that mentoring was a component of that. Local Jaycee chapters will be challenged to support mentoring organizations including recruiting members to become mentors, support or host match activities and promote mentoring programs in their community. Ms. Troupe also shared an email from the Lt. Governor that went out to all State employees highlighting Mentor Michigan and mentoring and recognizing the DHS Outstanding Mentor Award announced by Director Corrigan. 3. Volunteer Michigan- Angelia Salas gave a recap of MLK Jr. Day of Service. The MCSC, along with several partners, offered $15,500 in mini-grants to 29 organizations to support local volunteer efforts around MLK Jr. Day. The MCSC ·is also partnering with the LEAGUE Michigan to promote Global Youth Service Day (GYSD) activities. Mini-grants will be offered to encourage youth service activities around April20-22. The MCSC received 46 applications and 19 applicants were selected to receive mini-grant funding between $250 and $500 depending on the number of participants. Ms. Salas also shared that the MCSC had a closeout visit from the CNCS for the Learn and Serve grant. Staff is also working with various organizations in the Grand Rapids area to support a volunteer collaborative. They have identified education as the key focus area and will convene organizations to explore best practices and opportunities to engage volunteers to support student achievement. Commissioner Campbell shared his excitement in working with the MCSC staff in developing the collaborative and the opportunity it will bring. Once the model has been piloted, they will add other focus areas (health, public safety, etc.). C. Governor's Service Awards- Ms. VanDam shared that the GSA nomination process is complete and we received 136 nominations this year which was an increase over 2011. The peer review has taken place and the GSA Commissioner Committee will be approving the finalists and winners during a conference call on April 30th. The event will take place on Monday, July 23 , at the Gem Theatre in Detroit. Sponsorship proposals have been sent out with a goal of raising $150,000 this year. We appreciate Commissioners assistance with the fundraising. Ford has agreed to serve as the Presenting Sponsor again this year ($20,000 sponsorship). D. Communications Update- Jamie Wilson updated Commissioners on MCSC social media efforts along with sharing the new 20th Anniversary print piece. E. Financial Report- Garry Gross updated Commissioners on the IG Audit. We received notification from the auditors with the findings . They requested a response within two weeks but didn' t provide information to support their findings. There were nine findings (NFRs -Notification of findings and recommendations) with a majority of the findings being minor. There were two findings that could be considered substantial and processes have been put in place to fix these issues. The MCSC will schedule a conference call with the IG 4 �Auditors to discuss the findings and draft a response. Staff will share the full report once it is received. Mr. Gross also shared the financial statement for FY12 second quarter. V. New Business A. Reimaging Service - Presentation by Kaira Esgate to Commissioners. See power point presentation. Commissioner Bloodworth thought corporations would be excited about the Corporate Service Enterprise model. Paula shared that we have some tremendous corporations in communities that are not large enough to be part of a local corporate volunteer council so there has been discussion about creating a statewide council where corporations that want to engage their volunteers can come together to learn what others are doing. Commissioner Collier stated that it is a great strategic issue for the corporate community and can share it with the Business Contribution Council. He also asked for additional data points to help frame the issue to make an economic case. Commissioners asked how Reimaging Service relates to the Volunteer Centers of Michigan. Ms. VanDam explained that when we applied for the Volunteer Generation Fund (VGF), the Reimaging Service model was something we were really interested in but knew we had some major capacity issues with our Volunteer Centers and that they wouldn't have the capacity to lead this kind of initiative at the local level without some support. We have introduced them to this model and have used VGF money to increase their capacity with technology (HandsOn Connect) and have been providing training to help build their capacity around the training and support they are providing to their nonprofit partners on their pilot project. Not all Volunteer Centers will be sophisticated enough to do this work but there will be a handful of centers that will have that sophistication. We need to look at a model that uses these Volunteer Centers and other agencies (Management Service Organizations) that can support this work. It is important to look at the resources in the community and decide where there is interest in regards to the funders, nonprofits, and the support organizations (including Volunteer Centers). Next steps include conversations about including information at the joint CMF/MNA Conference, funding resources to support the rollout of this work in Michigan, and the pilot sites. Resources will be needed to support this in Michigan so need to identify funders that would be interested and where we pilot the program. VI. Public Comment Commissioner Breannah Alexander shared information on OpportunityNation which uses private dollars to fund activities within states that focus on mobilizing citizens around socioeconomic equality. They will be hosting summits this fall with one summit focusing on juvenile justice and how to create opportunities through national service as a model. Partner Update- Renee Zientek (Michigan Campus Compact) shared that the Volunteer and Giving event at the Capitol was a success with over 250 people registered to attend and thanked the Council of Michigan Foundations and the MCSC for their partnership in the event. She also distributed the Michigan Campus Compact Annual Report. Diana Algra (Volunteer Centers of Michigan) distributed a VCM overview document. LANSING , Ml -The Michigan Community Service Commission , League Michigan, Michigan Nonprofit Association , Michigan Campus Compact, Sara A. Ballard Volunteerism Fund and Volunteer Centers of Michigan announced today the distribution of $15 ,500 in mini-grant funds to support 2012 Martin Luther King , Jr. (MLK) Day of Service projects across the state in January. Twenty-nine organizations from across Michigan received the funds to coordinate service projects that tackle critical challenges in their communities; including education , supporting veterans and military families , health, environmental stewardship, disaster preparedness, and public safety. Grants range in value from $250 to $850. "Although small amounts, these funds will support critical components of 29 MLK Day service projects in Michigan ," said Kyle Caldwell , President and CEO of Michigan Nonprofit Association . "Now these organizations can afford the necessary supplies and resources to implement projects that will make a difference in their communities." The annual Martin Luther King , Jr. Day was initiated by Congress in 1994 and has been developed beyond a federal holiday honoring Dr. King into a national day of community service. In honor of this special day, thousands of service projects will take place across the country grounded in Dr. King's teachings of nonviolence and social justice. The 2012 MLK Day occurs on Monday, January 16. Dearborn ACCESS : Arab Community Center for Economic and Social Services $626.68 This project will bring individuals from multiple faiths together for a day of service as they provide food, clothing, and public health information to the Detroit area homeless on Sunday, January 15, and Monday, January 16. Detroit Art Corps Detroit 250 Volunteers will gather on Monday, January 16, to clean up a Detroit area shelter, as well as to collect and deliver canned food goods. Detroit Big Brothers Big Sisters of Metro Detroit 499.43 This project will join together many area partners to perform multiple service projects on Monday, January 16. These include: beautifying local schools and community centers , sorting donated clothing for distribution to needy families ; and the sorting and distribution of donated books to K-12 children. Detroit Delsprite Club of Delta Sigma Theta $500 Volunteers will host a birthday party on Monday, January 16, for children living in a homeless shelter. Detroit MACK ALIVE $500 Throughout the week of January 9-16, volunteers will participate in a variety of activities at the local Veterans Affairs office, including delivering warm clothing to homeless veterans. They will also host a fitness challenge to combat obesity. Detroit Wayne State University - Dean of Students Office $850 Detroit community members will volunteer at five service projects on Monday, January 16, that support veterans and military personnel , emergency preparedness , local foods banks and area community centers. Felch North Dickinson County School $250 On Monday, January 16, local youth will host a discussion on the concepts of MLK's legacy while promoting reading and learning. Flint Academy of Flint $250 Flint Baker College $500 Middle school youth volunteers will create a blanket on Monday, January 16, that will be given with a book to displaced youth living in Flint shelters. Students will read books to hospitalized children at area hospitals on Monday, January 16. Grand Rapids Heart of West Michigan United Way Next Generation West Michigan American Red Cross $850 On Monday, January 16, multiple projects will engage young volunteers as they renovate a high school library. $850 Volunteers will teach local families about disaster preparedness on Monday, January 16, and participate in a service project for victims of the Haiti earthquake. Kalamazoo City of Kalamazoo $500 On Monday, January 16, volunteers will engage in a variety of area projects that benefit 20 nonprofits as they improve neighborhood safety, build capacity, and engage community members in a citywide day of service. Lansing Allen Neighborhood Center $850 The project will take place on Monday, January 16, and has two main aspects; building wood bins to house wormcomposting systems and erecting a small passive-solar hoop house that will insulate the worms. Neighborhood youth will also participate by creating decorations and educational signage for the bins. Redford Ways to Family SelfSufficiency, Inc. $850 Volunteers will provide homeless veterans with a hot meal, clothing, hygiene products, and information on services on Monday, January 16. Saginaw YMCA of Saginaw $850 Youth volunteers will gather on Monday, January 16 to facilitate recreational activities for residents of the local veterans center and nursing home, as well as to perform park maintenance at Hoyt Park. Sault Ste. Marie United Way of the Easter Upper Peninsula $500 Youth will compile emergency preparedness kits in the weeks before MLK Day. LANSING, MICH . - The Michigan Community Service Commission, The LEAGUE Michigan, and Youth Service America announced the distribution of $8 ,000 in mini-grant funds to support 2012 Global Youth Service Day (GYSD) projects across the state this April. Nineteen organizations from across Michigan received the funds to coordinate service projects that tackle critical challenges in their communities; including education, economic opportunity, supporting veterans and military families, health , clean energy and environmental stewardship, disaster preparedness, public safety, and childhood hunger. Grants range in value from $100 to $500. All of the projects funded by the mini-grants incorporated youth in the planning process and/or will engage youth as volunteers . "These funds will support critical components of 19 different GYSD service projects in Michigan," said Kari Pardoe, Director of The LEAGUE Michigan . "Now these organizations can afford the necessary supplies and resources to implement projects that will make a difference in their communities." Global Youth Service Day is an annual volunteer event that celebrates and mobilizes the millions of children and youth who improve their communities each day through service and servicelearning . Established in 1988 by Youth Service America , GYSD is the largest service event in the world and is now celebrated in more than 100 countries. On GYSD, children and youth address the world's most critical issues in partnership with families , schools, community and faith-based organizations, businesses, and governments. High school students will be paired with a younger student who will become their literacy buddy. Older students will teach their buddy how to read a book out loud and practice their reading skills . Youth would assemble and distribute emergency preparedness packs for senior citizens who live in a local complex for seniors. Youth will assemble garden box kits that will be delivered to neighbors in the community surrounding the Allen Neighborhood Center. High school students will act as volunteers at a high school orientation for incoming students from the local middle school. As part of the orientation, students will participate in a fashion show and clothing drive.
