The purpose of the funding is to enhance the volunteer infrastructure and capacity of non-profit organizations to more strategically and effectively engage volunteers. The funding will support the Volunteer Generation Fund program, a 3-year initiative to increase the number of volunteers addressing health and public safety issues in local communities and statewide. The Volunteer Generation Fund will allow communities to create collaborative models for using service as a strategy to meet critical needs. Efforts will support, build, and expand the capacity of existing volunteer connectors. All eligible applicants submitted renewals by the due date. For the first time, the total average request for subgrant funds exceeded the amount we have available. In negotiating budgets, we chose to minimize reductions to the highest performing programs and those who presented a budget based on aggressive goals for year three. The remaining programs will receive cuts that are more in line with the overall goals presented. After a review by staff, Volunteer Centers of Michigan (VCM) partners and our VGF evaluator, we are recommending renewal funding for each of the programs according to the funding amounts listed below. �The Michigan Nonprofit Association/VCM, as a valued and important partner in this effort will assist with the training and technical assistance associated with this initiative. This includes evaluation, development of materials, and playing a key role in the development and implementation of Hands On Connect, a full lifecycle volunteer management platform that will enable volunteer connectors to recruit, manage and track volunteer engagement. After a review of the VCM VGF application, we are recommending continued funding for VCM. It increases the capacity and infrastructure of organizations to more effectively engage volunteers, including those from specific population groups such as youth, adults age 55 years and older and highly-skilled volunteers. VGF Grantee Updates On July 18, 2012 we convened the Volunteer Generation Fund grantees for their quarterly meeting. During our time together our evaluator provided a three-hour session on "Creating Strong Evaluation Questions". Sites provided updates on their progress and Days of Service efforts and we provided lab time for peer-to-peer HandsOn Connect troubleshooting. With our program evaluator, we conducted two site visits this period . Volunteer Lenawee and Resource Genesee met our performance expectations. Both were mastering the challenges of their programmatic collaboratives, Days of Service and HandsOn Connect. We were pleased to see that they were also being very thoughtful and proactive in their sustainability planning. Both are enveloping their VGF activities into a broader organizational plan suggesting that the initiatives begun with VGF will continue well beyond the life of the grant. In our visits, renewal applications and grantee meetings we have been strongly emphasizing program sustainability. This fall, we will offer an in-depth retreat to have sites work with their critical partners to examine the essential elements of sustainability and build plans that can implemented this fall to get them there. In June we released renewal applications to our VGF grantees and to the Volunteer Centers of Michigan. Each of the sites submitted a renewal application. They applications have been reviewed and I have provided a funding recommendation package for board review. In May, I submitted our year three VGF funding request to the Corporation for National and Community Service. We have completed the programmatic and budgetary negotiations and have been flat funded at $479,552. Days of Service In partnership with the Volunteer Centers of Michigan, Michigan Campus Compact and the Michigan Nonprofit Association, we issued nine mini-grant awards for 9/11 Day of Service and Remembrance. This is t he first year we've offered mini-grants for 9/11 and we were pleased to have received a total of 28 applications from diverse organizations from across the state . We will conduct a strong social media push to generate activities beyond those of our VGF grantees and these mini-grant recipients. Using a post-event survey, will hope to collect baseline participation data that we can build on for future efforts. This summer we submitted applications to Youth Service America to serve as a lead agency for MLK, Jr. Day of Service and Global Youth Service Day. Combined, these grants will provide us with modest funds to support Days of Service activities in 2013. �$ Technology Our HandsOn Connect "go-live" date is scheduled for December 1, 2012. In September, MCSC and VCM staff will begin a series of intensive training to prepare us to serve as system administrators. As we master the technical end of managing the system, we will simultaneously be preparing for outreach strategies that will make the state portal a vibrant part of the volunteer fabric in Michigan. We continue to send a bi-monthly Funding Alert to the field. Typical Funding Alerts contain 5-8 funding opportunities open to nonprofits and schools in Michigan. Youth Service and Service-Learning This summer we provided support for regional professional development efforts in Grand Rapids and Copper Country. Both regions have strong service-learning programming that will be sustained beyond the life of th is grant. We continue to stay connected to these and other educators in an effort to support their servicelearning sustainability. This month we begin closing out the Learn and Serve America grant. The grant ends August 31, 2012 and all financial and programmatic reporting is due 60 days after. Volunteer Collaboratives In partnership with the Volunteer Centers of Michigan and Michigan Campus Compact, we continue to support the development of volunteerism collaboratives. This period, we focused on the emerging collaborative in Grand Rapids. After two meetings, the local leadership has determined that volunteerism related to K-12 educational outcomes is the most pressing need. Over the next few months, we will be working to convene the various organizations that engage volunteers for the purpose of supporting student achievement. The initial meetings will establish the current landscape of this work and allow ample time fo r an exploration of best practices and opportunities to align programming. Subsequent meetings will likely include goal settings and professional development for the membership. Once fully implemented, the mode l we are using can be adapted to mobilize volunteers around other issues in impacting Kent County. Commissioner Campbell and Jane Royer, Executive Director of the Heart of West Michigan United Way Volunteer Center are to be commended for their vision and leadership on this important project. Reimagining Service We are pleased to be working with VCM to bring Kaira Esgate of Reimagining Service back to Michigan to speak at the CMF/MNA 2012 Joint Conference. Kaira will introduce the concept of Reimagining Service and Service Enterprises in a conference workshop. We are also putting together a breakfast convening with foundation, corporate and nonprofit representatives from targeted communities to discuss the what it coul d mean to purposefully implement these strategies. We will send additional information about these two exciting events once the details and locations are determined. Coming Up We are currently seeking bids for media planning professionals to manage the roll out of a broad volunteeri sm campaign. The primary goal of the campaign will be to encourage individuals and organizations to see how volunteerism is a critical element of rebuilding Michigan. The campaign will help educate people on how they can become involved and understand the critical state infrastructure. With several new Commissioners over the past year, we have work to do to develop their knowledge of national service. We will be scheduling an orientation for the new board members prior to the November MCSC board meeting. Ms. VanDam felt that it might be time to "freshen" the statement so that it is relevant and adds value to the work of the MCSC. Two samples were shared with Commissioners. They suggested that there be a discussion on the mission statement at the January MCSC board meeting. �2013 Governor's Service Awards Staff visited locations in Grand Rapids to identify a site for the 2013 Governor's Service Awards and has narrowed the choices to the Frederik Meijer Gardens and St. Cecilia Music Center. Staff will also get information on the Saginaw Temple Theater. Minnesota Reading Corps Replication Update Commissioners Julie Calley and Tony Campbell met with the Lt. Governor and the chairs of the House and Senate Education Appropriations Committees on the Minnesota Reading Corps. Tony also rriet with Harvey Hollins from the Governor's Office. Everyone is excited and interested in the program. Tony and Mr. Hollins were working on scheduling a meeting with the Governor, Superintendent Mike Flanagan, and 14 urban district superintendents. Paula has requested they hold off on that meeting until we have identified the scale and scope of the program over the next three year so that we can manage the expectations of the program. The MCSC has given the Heart of West Michigan United Way an AmeriCorps Planning Grant for $40,000 to help with bringing the program to Grand Rapids. There will be a meeting on November 1.81 to develop the business plan for the initiative. Commissioner Hill shared that he hopes the program isn't only for urban districts but will also include rural and that it is important to work out the sustainability of the funding. Ms. VanDam explained the program will depend on there being AmeriCorps funding available and hopes to fund it with competitive dollars versus formula dollars. Reimaging Service There was a session at the MNA/CMF conference on Reimaging Service and it is building momentum in Michigan. There will be a meeting in February to develop the business plan for the roll out and identify the resources needed. Veterans AmeriCorps Program With the help of Jason Allen, the Veterans of Foreign Wars (VFW) was the legal applicant for the new Veterans AmeriCorps program. They are backing out ofbeing the legal applicant so the MCSC is working with Jason Allen to identify another organization to serve as the legal applicant. The MCSC has approached the Goodwill Industries of Grand Rapids to serve as the legal applicant due to their current work with veterans. If they are not willing to do it, the MCSC may approach Michigan Association of United Ways due to their work with Michigan Benefits Access and 211. Jeff Barnes, lead policy staff member for veterans issues in the Governor's office, will be speaking at the November MCSC board meeting on veterans issues include the needs of veterans, where the state is and headed around veterans issues, and the opportunities for partnership with the MCSC and the State around veterans Issues. Federal Inspector General Investigation Through the audit, it was discovered that a former staff member had misused procurement cards (over $4,400 in charges). When it was discovered, staff notified the State's Inspector General's office. They investigated the allegations and the employee was found guilty of the misappropriation and her employment was terminated. The MCSC shared the findings with the CNCS who then notified their Inspector General. Investigators for the CNCS Inspector �General's office will be coming to Michigan and interviewing MCSC staff involved in the IG Audit. MCSC Board Meeting Agenda- November 15 A draft agenda was shared with Commissioners. Commissioners will be joining AmeriCorps members at lunch during the AmeriCorps Member Celebration and then go into the MCSC Board Meeting. Bill Basl, Director of AmeriCorps for CNCS, will be speaking at the AmeriCorps Member Celebration and joining Commissioners at the board meeting. This event provides an opportunity for mentoring professionals from around the state to interact with leading authorities to discuss best practices, quality enhancement, and other topics that will help them grow and improve their programs. To deliver the conference's keynote address, "A National Outlook on the Mentoring Field," Mentor Michigan is excited to welcome David Shapiro. In 2012, David Shapiro became CEO ofMENTOR: The National Mentoring Partnership, the lead champion for youth mentoring in the United States. Before joining MENTOR, Shapiro was the CEO of Mass Mento ring Partnership, where, under his leadership, mento ring matches increased by almost 50 percent, the organization grew by 400 percent and he helped launch Champions of Mentoring at Fenway Park, Highland Street AmeriCorps Ambassadors ofMentoring, the Red Sox Mentoring Challenge, Quality-Based Membership, Mass Mentoring Counts, and the Bill Russell Mentoring Grants Program. Shapiro also has experience with the American Red Cross of Massachusetts Bay, chairs the board of the Mass Nonprofit Network, and is on the boards of Common Impact and Friends of the Children-Boston. Partnering with the Michigan Department of Natural Resources The DNR Fisheries Division is hosting a silent auction in early December with proceeds benefiting Mentor Michigan. The funds will be distributed in early 2013 in the form of mini-grants for mentoring programs to support outdoor match activities that involve fishing. The DNR will provide a resource guide for mentoring programs with a variety of ideas on how to use these funds. The DNR will also be presenting a workshop at our annual Premier Mentoring Conference. Step Outside: Fun Activities with the DNRfor Mentors & Mentees: will provide mentoring program staff with new and exciting activities to share with mentor/mentee matches. This interactive session will provide ideas for mentoring matches to participate in a variety of low-cost, or free outdoor ideas. Mentor Michigan is excited to have a growing and mutually beneficial relationship with the DNR that will provide quality match activities for mentors and mentees while getting people outside to enjoy Michigan's outdoors. Michigan Mentoring Month Save the date- January is Michigan and National Mentoring Month. The 2013 Michigan Mentoring Month will be celebrated with mentor recruitment and recognition events statewide. Mentor Michigan will be awarding mini-grants to mentoring programs, launching an online Mentoring Month toolkit, and generating awareness about mentoring through social media. By joining AmeriCorps, you have made a decision to put your idealism into action and become part of a broader service movement that directly touches the lives of many Michigan citizens . The Michigan Community Service Commission (MCSC) is proud to be the state's lead agency on volunteerism and strives to increase the efforts and value of service by promoting it as a strategy to address Michigan's most critical challenges . From de Tocqueville to Obama, volunteerism has always been a central , evolving part of the American identity. We perform community service through non-profit organizations, government programs, schools, businesses, faith-based initiatives- even the penal system . We place a lot of stock in volunteerism as an engine for positive social change and we derive a strong sense of optimism from community service, but it is not always clear whether the rhetoric resembles the reality. How can networking help in your job search? What are the steps to effective networking? We 'll also talk about how you can use your AmeriCorps network to aid you in reaching your next steps . Members will learn to reflect upon personal and professional growth during the service term and use those reflections during the job search and interview process. Other topics to be addressed include how to assess skills and accomplishments gained during the service term ; how to identify resources and strategies for the transition; and understand some of the rules , usage restrictions, and opportunities with the Eli Segal Education award. From Zombie to Zen : Restoring Attention and Mindfulness Justin Schott, Program Director-WARM Training Center Each day, you 're bombarded by hundreds of advertisements , emails , Facebook status updates, tweets , car horns , etc. that are clamoring for your attention. How does attention theft affect you? You 're probably experiencing "direct attention fati gue" - yo u struggle to focus , feel irritated, or can't resist impulsive behaviors. All of these are symptoms of attention fatigue . In this interactive workshop , you 'll have an opportunity to identify and combat sources of attention fatigue and explore ways enjoy a less distracted, more mindful life. It strives to increase the efforts and impact of volunteers by promoting service as a strategy to address Michigan's toughest challenges. Each day, the MCSC looks to build a culture of service by providing vision and resources to strengthen communities through volunteerism. SERVICE Since its inception in 1991, the MCSC has granted more than $100 million to c MM1 N communities for volunteer initiatives. These funds have leveraged more than $85 0 5 5 10 ..__ _ _ _ ____.million in local funds , engaged more than one million people in service, and impacted critical community issues such as literacy, homelessness, foreclosure , environment, and public safety. NATIOONAL& COMMUNITY SERVICEt:UL The CNCS state office develops , implements, and provides critical oversight for the Corporation's Michigan-based Senior Corps grants and AmeriCorps*VISTA projects in the field . The CNCS state office serves as the delivery system for these programs, both of which are funded through the Domestic Volunteer Service Act (DVSA) . AmeriCorps is an opportunity for individuals to apply their skills and ideals toward helping others and meeting critical community needs. Each year, AmeriCorps offers 75,000 full and part-time opportunities for adults of all ages and backgrounds to serve through a network of partnerships with local and national nonprofit groups . AmeriCorps members tackle tough problems like illiteracy, hunger, and homelessness by dedicating a year to serving their communities - tutoring children , building homes, responding to disasters, and protecting the environment. Where do AmeriCorps members serve? AmeriCorps members serve throughout the country, and they have a variety of skills and interests. Some people stay in their own community, while others choose to relocate and serve in a community across the country. What training do AmeriCorps members receive? Each program provides general , as well as project-specific training throughout the service term . For example , a member in an education program may receive training on how to teach or tutor. A member who is recruiting volunteers will be trained in public speaking or volunteer outreach . Members will also learn teamwork, communication , and other essential skills . What are the requirements? AmeriCorps applicants must be at least 17 years old , but each program sets its own requirements and age limits depending on need and structure . Some programs require a college degree while others accept those who are finishing high school. Most programs do not have an upper age limit. All members must be U.S. citizens or permanent residents . What are the benefits? AmeriCorps members learn new skills, gain valuable experience, and find the tremendous satisfaction that comes from helping others. Many programs offer health insurance during the service term and may provide housing , transportation, or other benefits. Members who complete their service earn a Segal AmeriCorps Education Award to pay for college , graduate school , or to pay back qualified student loans. Many AmeriCorps members also receive a modest living allowance during their term of service. How can people apply? The website includes answers to common questions about the difference between AmeriCorps*VISTA, State, National , and NCCC programs , as well as testimonials from AmeriCorps alums . When talking to others about AmeriCorps, remember: DO • • • • • • Tell your family and friends about what you do as an AmeriCorps member. Contact your high school , college , or other community groups and offer to do an outreach presentation about AmeriCorps . Stay informed about AmeriCorps by visiting the national website and/or "liking" AmeriCorps on Facebook. Send a letter to the editor of your local paper; encourage others to join in the effort to improve your community and the country. Get to know other AmeriCorps members in your community and learn their stories. Continue to talk about your experience after you complete your term of service - let people know how AmeriCorps impacted not only the community in which you served , but also you as a person! DON'T • • • Make up answers . If someone asks you a question and you are not sure of the answer, it's alright to say, "I'm not sure , but you can find out by looking on the website or calling 1-800-942-2677." Or get their contact information and get back to them after you find the answer. Make promises. Don't ever say someone will definitely be accepted into a program . You can encourage them and say they have a good chance , but make no guarantees. Assume other programs are like yours. The pitch is so-called because it can be delivered in the time span of an elevator ride (say, 30 seconds). The term is typically used in the context of an entrepreneur pitching an idea to a venture capitalist to receive funding . Venture capitalists often judge the quality of an idea and team on the basis of the quality of its elevator pitch , and will ask entrepreneurs for the elevator pitch to quickly weed out bad ideas. Since 1994, more than 700,000 men and women have provided needed assistance to millions of Americans across the nation through their AmeriCorps service. In Michigan, more than 1,200 AmeriCorps members are tackling tough problems such as illiteracy, hunger, and homelessness. These men and women dedicate a year to serving their communities and country- tutoring children, building affordable housing, improving health services, protecting the environment, and providing many other critical services to local communities. In return, members receive many benefits, including a modest living allowance, health and child care benefits for those who qualify, valuable skills for the future (including leadership, teamwork, and project management), and an education award that can be used to help pay for college, graduate school, or vocational school, or to pay off qualified student loans. As of October 1, 2010, participants age 55 and older in AmeriCorps*State or National programs may transfer their education award to a child, grandchild, or foster child. AmeriCorps is a program of the Corporation for National and Community Service, an independent federal agency created to connect Americans of all ages and backgrounds with opportunities to give back to their communities and their nation. The Corporation also oversees Senior Corps and the Social Innovation Fund. These entities represent either new or recompeting organizations. The MCSC received 25 funding applications. These applications will be peer reviewed on November 19 with a select number of them moving forward to the staff review which will take place on November 28. Applicants that are recommended in the staff review will be invited to an all-day training and technical assistance session on December 6 to assist them in completing a comprehensive application due later in December. At that time, staff will review the comprehensive applications to determine which ones are viable for competitive submission to the Corporation for National and Community Service. CNCS Progress Reports Michigan ' s AmeriCorps grantees recently submitted their quarterly progress report. The reports are being reviewed, written feedback provided to all, and information compiled to provide one aggregate report to the CNCS on December 3, 2012. Team Up Michigan: It Starts With Us! Cross-Stream Regional Meetin2s To help facilitate collaboration among Michigan's national service programs, the MCSC hosted a series of regional meetings for Michigan's AmeriCorps and Senior Corps program directors, Volunteer Center representatives, and Volunteer Generation Fund grantees. Meeting locations included: Detroit (September 26), Lansing (September 28), Traverse City (October 1), and Grand Rapids (October 4). These regional meetings not only helped strengthen current partnerships, but also served as a catalyst for new collaborations among programs. Participants had an opportunity to get to know national service colleagues within the region; discussed the concept of collective impact; explored new strategies for educating key community leaders about service; talked about opportunities to partner for national days of service; and networked and strategized for the upcoming program year. MCSC Disability/Inclusion Week The third annual MCSC Disability/Inclusion Week took place October 15-19 and was a great success! This week-long effort helped raise awareness about inclusion and service, as well as the valuable tools and resources available to help individuals and organizations serve and connect with those with disabilities. Members of the volunteer, national service, and mentoring communities had an opportunity to engage in this year's Disability/Inclusion Week in a variety of ways. Social media was used to share facts, quotes, and resources on disability-related topics in Michigan and throughout the country. We also had great participation in our webinar titled The Value ofInclusion, which featured representatives from both the disability and national service communities and talked about disability etiquette, how organizations can be more inclusive, and resources for engaging people with disabilities in service. Michigan's AmeriCorps LeaderCorps The Michigan's AmeriCorps LeaderCorps provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each program has the opportunity to select one member to serve as their LeaderCorps representative. All LeaderCorps members will convene for their first meeting on November 15 and 16, 2012 in Lansing. Welcome and Introductions- Chair Bloodworth welcomed Commissioners at 12:08 pm and asked Tony Campbell, who hosted the meeting, to give an overview of their AmeriCorps program. II. Review & Approval of April18, 2012 Minutes - Chair Bloodworth asked for a motion to . approve the minutes from the ApriU8, 2012 MCSC board meeting. Commissioner Algra motioned to approve the minutes; Commissioner Bernard seconded the motion. Due to lack of quorum, approval item was sent out to Commissioners that did not attend for approval. The motion passed unanimously. ill. Standing Committee Reports A. Executive Committee -Minutes from June 22, 2012 Meeting. Executive Committee members approved AmeriCorps formula funding which included a new AmeriCorps program that will focus on Veterans. There will be 24 AmeriCorps members (4 full-time, 20 half-time) working in partnership with Veterans Administration at the State level and with the Veterans Service organizations doing outreach around Veterans benefits. Chair Bloodworth asked for a motion to approve the Executive Committee minutes from June 22, 2012. Commissioner Algra motioned to approve the minutes; Commissioner Jewell seconded the motion. Due to lack of quorum, approval item was sent out to Commissioners that did not attend for approval. The motion passed unanimously. B. Board Development- Commissioner Algra shared that a list of new board members has been submitted to the Governor's Office for appointment in October. We hope to hear back on their appointments in late September. Chair Bloodworth recognized Commissioners Bernard Parker and Al Swain, who will be leaving the board, for their service to the MCSC. IV. ConnectMichigan Alliance Advisory- Ms. VanDam provided a background and history on the ConnectMichigan Alliance(CMA) fund and how it has evolved. The CMA Advisory Committee was put into place with the merger of CMA and Michigan Nonprofit Association and per the MNA bylaws, it was to remain in place for five years. Mr. Kyle Caldwell explained that there were three options to move forward: 1) The bylaws call for either dissolving the committee; 2) continue as is and 3) modify. The CMA Advisory Committee and the MNA Board is requesting approval by the MCSC Board of their recommendations. The recommendations are: 1) Dissolve the CMA Endowment Advisory Committee; 2) Create a standing committee to be known as the Civic Engagement Committee which will ensure that the proceeds of the CMA Endowment support efforts that are accordance with donor intent; 3) Transfer fiduciary oversite of CMA Endowment proceeds to Finance Committee. Chair Bloodworth asked how the MCSC can provide input to Committee. Mr. Caldwell responded that the MCSC has a designated seat on the MNA Board (the Executive Director of the MCSC); current membership includes Diana Algra, Renee Zientek, Kari Pardoe, along with Commissioners Collier and Bloodworth; and programmatically the two organizations (MCSC and MNA) are intertwined. The endowment proceeds supports the operations ofMichigan Campus Compact and Volunteer Centers of 2 �Michigan. It also provides joint programming funding (civic engagement funding) that are used for statewide campaigns around service and volunteerism, the joint volunteer portal, sub-granting dollars out to Volunteer Centers ofMichigan, and other joint work with the MCSC. The MCSC, Volunteer Centers of Michigan, an:d Michigan's Campus Compact work together on plans annually to spend approximately $50,000 for collective work. These funds support National Days of Service activities with mini-grants to organizations to help plan services projects and the Giving and Volunteering event in April. . Commissioner Algra also shared that the money has also been used as match funds to draw down federal funds . Commissioner Algra recommended that since the Budget and Finance Committee will have oversight of the funds, there should be someone on that committee that understands the history of the CMA fund. Mr. Caldwell will take that recommendation to their Board Development Committee to make sure this is followed. Ms. VanDam recommends that there be a report annually at the MCSC Board Meeting on the CMA fund activities and what it is supporting. Chair Bloodworth asked for a motion to approve the CMA Advisory Committee recommendations. Commissioner Collier motioned to approve the recommendations; Commissioner Parker seconded the motion. Due to lack of quorum, approval item was sent out to Commissioners that did not attend for approval. The motion passed unanimously. V. Executive Director Report- Paula Kaiser VanDam A. CNCS/National Service Update 1. Funding Update- Ms. VanDam shared that it is unlikely there will be a FY13 in place prior to October 1st. The MCSC will have to wait until the beginning of the year to fmd out what our National Service resource allocations will be. The MCSC is planning with the figures that we received in FY12. The MCSC will continue to educate the legislators on the work of national service in their districts. 2. CNCS Leadership- Wendy Spencer is the new CEO ofCNCS. She was the Executive Director of the Florida state commission and is the first CEO with a state commission background which is exciting. Bill Basl was named the new director for AmeriCorps. Bill was the founding Executive Director of Washington's state commission. 3. State Service Plan- Ms. VanDam explained that state service commissions are required to develop a plan that sets forth our priorities and goals as a state for national service and volunteerism every three years. This fall/winter we will be developing our next 3-year plan. The MCSC will work closely with the State CNCS office and our key partners to develop this plan along with getting input from the field (via online opportunities). The plan will highlight our priorities (education, mentoring, etc.) and how we will use national service funding to support the issues. 4. CNCS Update- Cathy Sharp shared that the Senior Corps RSVP program is up for recompetition this year. Any RSVP programs that will be beginning year one of a three:. year grant period are required to go through recompetition. In Michigan, 4 of the 26 programs are up for recompetes (areas include Otsego, Van 3 �B. Buren, Delta/Schoolcraft, Crawford/Roscommon, and Marquette). CNCS is doing outreach in these areas to get qualified applications for programs. RSVP programs are recompeting for the first time due to the Edward Kennedy Serve America Act requirements. We recently had the first Senior Corps Virtual Conference which went over the new performance measurements for Senior Corps, partnerships, and recompetition. CNCS is partnering with the Department of Justice for the National Youth Violence Prevention program in Detroit (Annie Ellington leading program). They will have 6 VISTAs from CNCS and 2 VISTAs fromHandsOn Network to build the capacity ofthe program in Detroit high schools. Program_Updates 1. AmeriCorps- Garry Gross explained that the CNCS has requested states spend down all remaining formula funds from the previous 3 year grant cycle and asked the MCSC to move one of our 2012-13 formula applicants to our prior year award. The MCSC determined that we had enough funds to move our smallest program, Char-Em ($125,560) to the old award. The CNCS is also allowing us to add in unexpended Formula Fixed Price grant funds from last year ($26,800) into our current formula allotment. As a result of the Char-Em transfer and the addition of prior year Formula Fixed Price grant funds, the MCSC now has $152,360 left to allocate in our 2012-13 formula funds. The MCSC staff is recommending the following supplemental requests be funded: Michigan Association ofUnited Ways for an additional8 MSYs and $112,541 ; and Wayne State University for an additional3 MSYs and $39,819. Ms. VanDam shared that the MCSC has also requested over $600,000 in additional supplemental funding and should receive notification in September on that funding request. Chair Bloodworth asked for a motion to approve the staff recommendations for supplemental funding for the two programs. Commissioner Campbell motioned to approve the recommendations; Commissioner Algra seconded the motion. Jeanine Yard shared that the MCSC will be hosting outreach sessions in Flint, Kalamazoo and Lansing and will be hosting two webinars to promote the 2013-14 AmeriCorps application process. Staff is working closely with the Flint community and partners to generate interest from nonprofits to host an AmeriCorps program. The C.S. Mott Foundation is very committed to the idea of bringing national service to the Flint/Genesee County area. They created the National Service Accelerator Fund which is housed at the Community Foundation and put about $120,000 that nonprofits in the community can access as match dollars for the national service programs. The challenge is we are not funding an AmeriCorps program in that community. The MCSC received one application from the Flint area last year but it did not match any of the priority areas for funding. Staff is working with Mott Foundation, Community Foundation, and the local United Way to identify a key community issue to be addressed by national service, who can be the lead organization to run the program, and get support for them in writing the application. AmeriCorps will be featured in an upcoming 4 �The Bright Side television show, which is produced by the Community Economic Development Association of Michigan (CEDAM). The episode will show the positive impact of national service in Michigan's communities and will air sometime in the fall on cable access stations as well as on their website. Megan Sargent explained that the MCSC is hosting a series of regional CrossStream meetings to strengthen current partnerships and create new collaborations among programs. Meetings will take place in Detroit, Lansing, Traverse City, and Grand Rapids and will be for AmeriCorps and Senior Corps program directors, Volunteer Center representatives, and Volunteer Generation Fund grantees. She also shared that for the first time, the MCSC administered an inclusion survey to all Michigan's AmeriCorps*State, National, and VISTA members. The survey will help provide an estimate of the number of members with a disability and collect information on member experiences. The Disability/Inclusion Week will take place October 15-19, 2012 and will help make service a part of the lives of individuals with disabilities. The MCSC also hosted the first-ever Michigan's AmeriCorps inclusion video contest. There were seven video submissions and the winner was announced during Michigan' s AmeriCorps week in May and will also be highlighted during Disability/Inclusion Week in October. 2. Mentor Michigan- Amber Troupe shared that Mentor Michigan bas been selected to participate in the Phase One of the Quality-Based Mentoring System. What we know is the quality of the mentoring programs and the quality of the services and support they provide drives quality outcomes of the youth they are serving. Massachusetts and Minnesota have implemented local systems for Quality-Based Mentoring. To move the field to a unified approach, MENTOR is now playing a coordinating role among the other state programs. Through the Phase One pilot, six mentoring partnerships (Connecticut, Michigan, Nebraska, Oregon, Virginia and Washington) have been selected to utilize the tools developed by Massachusetts and Minnesota. Mentor Michigan will be required to raise funds to support the local implementation efforts. David Shapiro, the new CEO for MENTOR, will be the keynote speaker at the statewide mentoring conference in November and will focus on this new pilot program. 3. Volunteer Michigan- Angelia Salas presented staff recommendations for the 2012-13 Volunteer Generation Fund (VGF) program. The MCSC is in year three of the grant and issued renewal applications for all current VGF grantees. The average request for funding exceeded the amount we had available so we made adjustments to their requests for a lower amount of what was requested. The MCSC learned recently that one of the grantees, Volunteer Southwest Michigan, is going through staffmg changes and eliminating the staffing positions responsible for the VGF grant. We would like to ask for provisional funding for that applicant. We will be meeting with their board to fmd out what their intent is and whether or not they plan to move forward with the grant. Once we have this information, we will have a better idea of what funding they will need to move forward. If they do not need the full allocated amount recommended ($40,000), staff is asking permission to utilize the funding to support additional HandsOn 5 �---- --------------------------------------------------------------------------------------------- Connect technology to additional volunteer centers in the state or supporting Reimaging Service work that the MCSC will be rolling out. Commissioner Algra shared that there are currently 15 volunteer centers using the HandsOn Connect technology (which is about 50% ofVCM's membership). They also anticipate that the state portal will be up by January which means that if you are in a community that doesn't have a volunteer center, you will be able to post your volunteer opportunities and try to match yourself with opportunities through the state portal. For the 14 Volunteer Centers that are using Hands On Connect, we had 1,492 nonprofits that were imported into the system at the time of the implementation. We had 2,152 organizations that were created in the system. Volunteer opportunities that were imported into the system were 3,797 and volunteer opportunities created in the system were 3,533 . Chair Bloodworth asked for a motion to approve the staff recommendations for Volunteer Generation Funding with provisional funding for Volunteer Southwest Michigan. Should they not use their full funding allocation, staff is recommending funding to support additional HandsOn Connect technology or Reimagining Service needs. Commissioner Niester motioned to approve the recommendations; Commissioner Collier seconded the motion. Commissioner Algra abstained due to conflict of interest. Reimagining Service - Ms. Salas shared that Kaira Esgate will be presenting a workshop at the CMF/MNA 2012 conference where she will introduce the concept ofReimagining Service and Service Enterprises. The MCSC is also putting together a breakfast for foundations and corporate and nonprofit representatives from targeted communities to discuss what it could mean to implement these strategies. We will be targeting communities that have volunteer centers that have the capacity to support this work and want them to play the lead role in those communities in supporting Reimagining Service. If we target a community where there is an environment that would be supportive of this work and the volunteer center does not have the capacity to support the work, we will look for other entities in those communities like the Management Service Organizations (MSO). It some cases it might be a partnership between the volunteer center and the MSO. The MCSC hopes to identify a handful of pilot communities to begin to roll this work out in 2013. Grand Rapids Collaborative - Ms. Salas also explained that the MCSC and other partners have been working with Tony Campbell and Jane Royer of the Heart of West Michigan United Way Volunteer Center to look at ways to improve volunteer engagement around the issue of education. Tony Campbell shared that their goal is to increase high school graduation rates. Civic Health Index - Ms. VanDam explained that the Civic Health Index is a national initiative where information is taken from the Bureau of Labor Statistics under supplemental surveys around civic engagement. In partnership with MNA, we have an ambitious plan to develop and publish the first Michigan Civic Health 6 �Index. We have received the first cut of the data. This first year will serve as a baseline for future work. Renee Zientek shared that with the new state portal and the work of the different collaboratives around the state, we may see great improvement over the next year. Ms. VanDam explained that the MCSC received $10,000 in supplemental funqing to fund half of the costs for publishing the Civic Health Index. 4. Disaster Update- Garry Gross updated Commissioners on the MCSC's disaster preparedness activities. The MCSC bas a seat in the DHS Emergency Coordination Center (ECC) where we are responsible for obtaining volunteers to assist during state disasters. The MCSC has taken part in two training exercises and are working to develop roles and procedures for the staff of the MCSC. The MCSC also received $10,000 in supplemental administration funding for training and outfitting Volunteer Reception Centers across the state. We are developing two Volunteer Reception Boot camps in two different regions in the state. The training would include information on setting up a Volunteer Reception Center. In addition, MNANCM will develop a process for selecting 5-6 regional sites that will serve as Regional Volunteer Reception Centers. Each of the Volunteer Reception Centers would also receive starter kits for setup ofVRC in times of disaster. The MCSC is also looking at the role national service will play. For the first time this year, language was included in the AmeriCorps contracts that states that if there is a disaster, we will be able to call up members from their programs to help. C. Governor's Service Awards- Ms. VanDam thanked Commissioners for attending the event and serving as hosts at the reception. Commissioners have recommended moving the 2013 event to another location in a different community. Staff will visit other locations and present the options at an upcoming board meeting. Ms. VanDam presented the financial summary for 2011 Governor's Service Awards proceeds. Staff is recommending $50,000 for Mentor Michigan, $5,000 for National Days of Service, and $10,265 for Commission Development. Minnesota Reading Corps- Presentation to Commissioners by Sadie O'Connor, Vice President of Reading Corps National Replication, Serve Minnesota. See power point presentation. Ms. VanDam explained that Tony Campbell and the Heart of West Michigan United Way will be piloting the Minnesota Reading Corps model with 10 additional members in three schools. They have had great success with the Schools of Hope model. This will give additional look at the intensiveness of what an AmeriCorps member will bring every day for 20 minutes and that ongoing intervention will really make a difference. It is going to take resources for the program in regards to match dollars. We will need to get creative on where the cash match could come from to fund the Reading Corps members in the different communities. Commissioner Campbell proposed a resolution to commit the MCSC to bring the Minnesota Reading Corps model to Michigan. Commissioner Algra supported the resolution. Executive Committee- Minutes from October 19, 2012 Meeting. Chair Bloodworth asked for a motion to approve the Executive Committee minutes from October 19, 2012. Commissioner Algra motioned to approve the minutes; Commissioner Swartz seconded the motion. The motion passed unanimously. · B. Board Development- Commissioner Bloodworth welcomed the new Commissioners. Their bios were included in the board meeting packet. IV. Executive Director Report - Paula Kaiser VanDam A. CNCS/National Service Update 1. Funding Update- Ms. VanDam explained that with the election over there should be a federal budget approved soon. We will then know where we stand not only for some of the administration dollars we receive but also AmeriCorps funding. We are also waiting to hear about the training dollars that we receive. The MCSC would receive a training grant to provide training to AmeriCorps grantees and support to other National Service programs in Michigan. That funding has been diminished through the federal appropriations process. Given that funding decrease, the CNCS is looking at the most effective ways to administer those dollars for the greatest impact. In the past state commissions received those dollars on a formula basis. It looks like that funding will be distributed on a competitive basis in the future instead of every state having access to those dollars. This will lead to more regional trainings instead of state specific training. Paula serves as the chair of Association of State Service Commissions (ASC) and they are working closely around the impact this will have to state commissions and the quality of the work. This pot of money allows state commissions to bring AmeriCorps programs together to give them the skills and knowledge they need to effectively run AmeriCorps programs. The Senate version of the budget for CNCS has money for state commissions for training, the President's budget does not reflect that, and the House budget eliminates funding for CNCS except Senior Corps. 2. CNCS Leadership- Bill Basl, Director of AmeriCorps, joined the MCSC for the AmeriCorps Member Celebration and the MCSC Board meeting. Wendy Spencer is now the CEO of CNCS and has been spending a great deal of time traveling the country and working with lawmakers to understand the value of AmeriCorps and rebuilding the bipartisan support for national service. 3. CNCS Update- Cathy Sharp shared that 98 new AmeriCorps*VISTAs will be attending PSO training on December 2 and then will start their year of service in Michigan. Overall, there will be approximately 200 AmeriCorps*VISTA 2 �members in Michigan. Eight members are serving at the United Way of Southeast Michigan with the Department of Education Together for Tomorrow program. Senior Corps/RSVP programs have been involved in the review process for the first ever competitive funding. There are over 10,000 Senior Corps members in Michigan. There are also 12 Senior Companion/Foster Grandparent programs that are up for approval for funding. Bill Basl thanked Paula and Commissioners for inviting him. He shared that 1,200 national service participants (over 1,000 AmeriCorps members) are in New York and New Jersey responding to Hurricane Sandy disaster. AmeriCorps members are helping to support the shelter operations. These shelters house folks who have lost their residences and are also serving people with special needs (individuals that have been evacuated from nursing homes and other care facilities). Three AmeriCorps teams (Conservation Corps from Iowa, Minnesota and Washington) were asked by FEMA to take on a special mission at Kennedy Airport. The Russian government has donated 18,000 blankets to the recovery effort. FEMA asked these AmeriCorps members to unload these blankets from the Russian transport and distribute them to the shelters. During disasters, AmeriCorps members are able to respond to the different needs and able to be on the ground and present for those that need help. Mr. Basl thanked Commissioners for serving and shared that Commissioners are an extension of helping prioritize in Michigan what the priorities should be in national service and promote service and volunteerism in Michigan. We look to you for leadership and vision because this is where the innovation comes from. The creativity comes from states that use AmeriCorps and national service as a strategy to address issues. It's a strategy to address this huge issue of veterans coming back from the war. AmeriCorps can serve as a transition place for veterans and to serve other . veterans or the community at large. It's a way where national service can be used as a strategy to help build aging communities and communities that have suffered during this economic downturn. It' s the national service vision and strategy that can help neighborhoods in Detroit that suffer. Commissioners make the decision and priorities with the formula funding. There is a tremendous responsibility placed on Commissioners as stewards of public money, making the decisions that make the best fit, and making decisions that complement the Michigan state service plan. Mr. Basl shared that Paula and the MCSC staff are well known throughout the country for the quality work they do. He hopes Commissioners will help guide the country in national service. Mr. Basl also explained that they are working with the Department ofVeterans Affairs to have AmeriCorps members that are veterans posted on community college campus and universities to help veterans who are going to college on the GI bill be able to transition from military service and have a positive experience on campus and graduate. Close to 50% of the veterans nationally that are going to school on the GI bill drop out. Many of them that drop out, if they don't make some kind of plan, will have to pay back the money. What we have found is that where there are veterans serving as AmeriCorps members on college campuses, and serving as that intermediary, serving as the person to lean on, the graduation rate goes past 75%. It also engages veterans so they find a community where they are able to volunteer and get involved and also work with other individuals rather than going to school 3 �alone. Mr. Basl also shared that it is important to educate the legislators. Commissioners play an important role to share the message and to be accountable. One way to be accountable is to share the programs that are funded and what their outcomes are, showing data driven results and the return on investment. B. Program Updates 1. Volunteer Michigan - Ms. VanDam explained that Volunteer Michigan is the MCSC's volunteer infrastructure strategy and initiative. The MCSC has a Volunteer Generative Fund grant from CNCS to do this work. We have been partnering with the Volunteer Centers of Michigan with grants to seven volunteer centers to focus on creating collaboratives to increase the volunteer infrastructure and increase the capacity of community partners to better and more effectively engage volunteers to address specific needs. We have also been able to purchase the new Hands On Connect technology for a number of volunteer centers. We will be launching the new state portal that will connect the technology in January. Ms. VanDam also shared information on MLK Jr. Day of Service. In partnership with the Volunteer Centers of Michigan, Michigan Campus Compact, Michigan Nonprofit Association, and the LEAGUE Michigan, we will be offering minigrants to organizations that will be holding events around the MLK Day of Service. Ms. VanDam updated Commissioners on the initiative to bring Reimaging Service to Michigan. We hosted a reception at the CMFIMNA Conference in October for select nonprofit, foundation and corporate leaders to introduce them to Reimaging Service. Staff will be convening in early February to layout the Michigan rollout plan. California has developed a curriculum to train nonprofit service enterprises and are in the process of refining and piloting the curriculum. Michigan hopes to bring the program to some Volunteer Centers and to the Management Service Organizations (training and technical assistance organizations for nonprofit organizations). California will not be ready to train anyone on the curriculum until late summer/early fall. 2. AmeriCorps- Commissioner Julie Calley updated Commissioners on the Minnesota Reading Corps initiative, which Michigan is replicating. The program targets Tier 2 children ages 3 through 3 rd grade and provides AmeirCorps members as tutors to help them read. (Tier 1 are the children who are reading at or above grade level, tier 3 may be struggling to the extent that they qualify for Title 1 services, Tier 2 is below reading level but there are not any services for them at this time.) In Minnesota, they placed AmeriCorps members in schools 20 minutes per day with a student in need. This gave the children the attention they needed on a daily basis. These children were three times less likely to enter special education. Minnesota estimates it saves them $9 million annually in special education costs. The kids who participated and graduated out of the program scored higher on their reading tests in 3rd grade than the average student. It is data-based and they only graduate out of the program when the data shows they are performing and proficient. They can come back into the program if they fall behind again. They chose to work with third grade because historically third grade is the indicator for high school drop-out (the saying is up to third grade you learn to read, after third grade you read to learn). There are AmeriCorps 4 �members within the school, each school has an internal literacy coach, and then there are regional coaches overseeing them as well. This program is being brought to Michigan because 32% of our third graders are not reading at grade level. If you look at disadvantaged children only, the number grows to 45%. The national average says that 74% of children that read poorly in third grade will continue to do so throughout their time in school. The third grade reading proficiency is a dashboard piece on the Governor's Dashboard. There is a current pilot through the Heart of West Michigan United Way (10 members in 4 schools) for this program year. The initial AmeriCorps proposal that is being submitted for competitive funding includes 50 members the first year, 75 members the second year, and 100 members the third year. They would impact 1,500 students the first year, 2,250 the second year, and 3,000 students the fmal year. The Heart of West Michigan United Way has agreed to be the lead agency as well as the fiduciary. We will share greater details on the proposal at the January meeting. This is a tremendous opportunity for us to focus on a need and try to move the needle on this need. Ms. VanDam shared that the Commissioner work group that met on developing the Michigan program agreed to focus on K3rd grade and not take on the pre-K component at this time. She also explained the criteria of how schools will be chosen for the program. Ms. VanDam updated Commissioners on the veterans AmeriCorps program. The agency that was going to serve as the fiscal agency for the program has decided that they did not have the capacity from a financial management perspective to administer the program. The Michigan Association of United Ways has agreed to serve as the fiscal agency for the grant. 3. Mentor Michigan- Michigan's Statewide Mentoring Conference took place on Wednesday. Michigan Mentoring Month will take place in January. C. State Service Plan- The MCSC will be working on a new three-year State Service Plan. We will be sharing with Commissioners at an upcoming board meeting more information on what the plan will look like. D. It increases the capacity and infrastructure of organizations to more effectively engage volunteers, including those from specific population groups such as youth, adults age 55 years and older and highly-skilled volunteers. Days of Service In partnership with the Volunteer Centers of Michigan, Michigan Campus Compact, Michigan Nonprofit Association and the LEAGUE Michigan, we have developed a strong and coordinated strategy for promoting three critical Days of Service in Michigan- MLK Jr. Day of Service, Global Youth Service Day and 9/11 Day of Service and Remembrance. Through our 2012 9/11 Day of Service and Remembrance mini-grant efforts, more than 7,915 citizens volunteered more than 22,000 hours of service. Those volunteers impacted 35,348 individuals, including 728 veterans and military families. In addition, more than 100 veterans participated as volunteers during 9/11 Day of Service and Remembrance activities. As a requirement of the Volunteer Generation Fund grants, each subgrantee was required to engage in a minimum of two Days of Service. The grantees have demonstrated increased participation in their Days of Service activities and HandsOn Connect has allowed them a better means for tracking the data . We will have complete participation data for the year once their November progress reports are submitted . We are currently reviewing mini-grant applications for the 2013 MLK Jr. Day of Service. We received nearly 50 appl ications that will be reviewed through a peer review on November 12, 2012. Site Visits During this period, staff conducted site visits to four Volunteer Generation Fund sites . Each site is making adequate progress toward their goals of addressing public safety and health-related issues. Through community collaboratives, the use of HandsOn Connect technology, and Days of Service, each center has been successful in mobilizing volunteers around these two targeted issues. There were no compliance issues cited during these visits. HandsOn Connect Orientation and Training Staff from the Michigan Community Service Commission and the Volunteer Centers of Michigan have completed HandsOn Connect training in preparation for the state portal launch . The training included nearly 30 hours of webinars, homework and online lab time. The launch of the portal is expected in January barring any technical difficulties. Youth Service Institute Conference in Houston Angelia Salas attended the three-day Youth Service Institute in Houston, Texas on October 17-19. The Institute is conducted annually by Youth Serve America and is designed to assist agencies in supporting quality youth service. The Michigan Community Service Commission, the LEAGUE Michigan, Youthville Detroit, and the Kids Food Basket from Grand Rapids were awarded Global Youth Service Day (GYSD) Lead Agency grants. As a Lead Agency, we will collaborate with the LEAGUE on promotion and mini-grants for the April 26-28 Days of Service. Last year, more than 4,000 volunteers were engaged for GYSD, 3,432 of which were youth . Due to our consistent messaging and the resources we provide, we expect to exceed these participation numbers in 2013. Reimaging Service On October 8th we held a Reimagining Service reception in conjunction with the combined Council of Michigan Foundations and Michigan Nonprofit Association conference. Kaira Esgate, Executive Director of Reimagining Service, did a brief overview to the select nonprofit, volunteer center, foundation and corporate executives in attendance. She also facilitated a workshop on the elements of "Service Enterprises." Both audiences received her presentations with enthusiasm. Serving at more than 2,000 locations throughout the state, these citizens tutor and mentor children, support veterans and military families, provide health services, restore the environment, respond to disasters, increase economic opportunity, and recruit and manage volunteers. This year, the Corporation for National and Community Service (CNCS) will commit more than $27,940,000 to support Michigan communities through national service initiatives. CNCS invests in cost-effective community solutions--working hand in hand with local partners to improve lives, expand economic oppportunity, and engage citizens in solving problems in their communities. Serving in many of the state's most impoverished communities, CNCS provides vital support to schools, food banks, homeless shelters, community health clinics, youth centers, veterans service facilities, and other nonprofit and faith-based organizations at a time of growing demand for services. Through a unique public-private partnership, this federal investment will leverage an additional $14,940,000 in other resources to strengthen community impact, build local support, and increase return on taxpayer dollars. AmeriCorps: This year AmeriCorps will provide more than 1,800 individuals the opportunity to provide intensive, results-driven service to meet education, environmental, health, economic, and other pressing needs ip communities across Michigan. Most AmeriCorps grant funding goes to the Michigan Community Service Commission, which in turn awards grants to nonprofit groups to respond to local needs. Most of the remainder of the grant funding is distributed by CNCS directly to multi-state and national organizations through a competitive grants process. Other individuals serve through AmeriCorps VISTA, whose members help bring individuals and communities out of poverty by serving full-time to fight illiteracy, improve health services, create businesses, and increase housing opportunities, and AmeriCorps NCCC (National Civilian Community Corps), a 10-month, full time residential program for men and women between the ages of 18 and 24. In exchange for their service, AmeriCorps members earn an education award that can be used to pay for college or to pay back qualified student loans. Since 1994, more than 24,000 Michigan residents have served more than 29 million hours and have qualified for Segal AmeriCorps Education Awards totaling more than $73,390,000. HEALTHY FUTURES ' VETERANS AN D MILITARY FAMILIES Senior Corps: More than 7,700 seniors in Michigan contribute their time and talents in one of three Senior Corps programs. Foster Grandparents serve one-on-one as tutors and mentors to more than 5,500 young people ·who have special needs. Senior Companions help more than 2,100 homebound seniors and other adults maintain indepen~ence in their own homes. RSVP volunteers conduct safety patrols, renovate homes, protect the environment, tutor and mentor youth, respond to natural disasters, and provide other services through more than 1,100 groups across Michigan. Social Innovation Fund: The Social Innovation Fund transforms lives and communities using limited federal investment as a catalyst to grow the impact of nonprofits with evidence of strong results. It harnesses the expertise of grantmaking intermediaries to identify, evaluate and expand effective nonprofits and engages funding partners to contribute nearly three dollars to every one federal dollar invested. As the Social Innovation Fund network grows programs that work in Michigan, more people are able to overcome their most pressing challenges in the areas of economic opportunity, health, and youth development. The Social Innovation Fund is investing $2,740,000 in expanding the impact of 19 nonprofits in Michigan, selected and .supported by 1 intermediary. MCSC StaffTransition Ms _VanDam shared that her position as Director of the Bureau of Community Services has become permanent The posting for Executive Director position will be online by Friday, January 11 . The MCSC will be doing outreach nationally for the position_ There will be a selection committee which will include Commissioners. Angelia Salas, Volunteer Michigan Program Director, left the MCSC for a new position at Michigan Association ofNonpublic Schools the end for December. We will be holding off replacing the position until we know more about the federal budget (VGF funding, Federal Administration funding, and training funding) and are working with Volunteer Centers of Michigan to make sure we can complete Year 3 of the grant responsibilities. The MCSC is also going to hire Kathleen Egan (our former AmeriCorps*VISTA) for some contractual work and she will take on some of the Volunteer Michigan responsibilities. �2013 Governor's Service Awards The GSA nomination formwill be mailed out by Monday, January 14. It will also be sent out electronically through our e-newsletter database. The categories for 2013 have remained the same, with a guideline change in the corporate category. Past recipients of this award are eligible nominees as long as they haven't won in the last 5 years. There was discussion around the venue options. MCSC staff has identified venues in Grand Rapids and Saginaw. Commissioners recommended that the event be held in West Michigan (Grand Rapids) in 2013 since it has been in Detroit for the last few years. There may be also a better opportunity for fundraising for the event in Grand Rapids. A GSA Committee will be identified at the January 17 board meeting with hopes that some Grand Rapids area Commissioners will join the committee to assist with fundraising. Giving and Volunteering Celebration The annual Giving and Volunteering Celebration will take place at the Capitol during National Volunteer Week on Wednesday, April24. The MCSC is working with our partners, Michigan Nonprofit Association, Volunteer Centers ofMichigan, Michigan Campus Compact, and Council ofMichigan Foundations to plan the event. We have invited Wendy Spencer, CEO of the CNCS, to join us for the event and to attend the MCSC board meeting which will take place the same day. Two National Service Awards will be presented (AmeriCorps Alum Award and Senior Corps Award) and the first Civic Health Index for Michigan will be unveiled at the event. We are hoping to have a call to action as a result of the report. MCSC Board Meeting~ January 17 Commissioners discussed the January 17 board meeting agenda. The funds will be distributed in early 2013 in the form of mini-grants for mentoring programs to support outdoor match activities that involve fishing. In total, the group raised $3,340, which was awarded to Mentor Michigan during a check presentation ceremony on January 10, 2013 at the Michigan Natural Resources Commission meeting. The funds will be dispersed to mentoring programs throughout the state to support fishing-related activities and expenses. The DNR will provide a resource guide for mentoring programs with a variety of ideas on how to use these funds. National Mentoring Summit More than 650 attendees from youth-serving organizations, along with government, civic, research, philanthropic and corporate sectors will join together in Washington DC for the third annual National Mentoring Summit on January 24 and 25. The Summit provides a platform to share innovative program models, examine new research, project future developments in the field and fundamentally ensure that more youth receive quality mentoring throughout America. This year's theme for the Summit is "Mentoring Works: Inspire. Achieve. Advocate.". We are excited to announce that Lt. Governor Brian Calley and Commissioner Julie Calley will be joining the Michigan delegation at this year's Summit. Lt. Governor Calley will be speaking during the plenary session on Friday morning about the importance of mentoring, his commitment to increasing the quality and quantity of mento ring in the state, and his support of Mentor Michigan. In addition, Michigan mentoring programs such as VIP Mentoring, Child Safe, Winning Futures, and Michigan State University Extension will be leading workshops throughout the Summit. Amber Troupe, Mentor Michigan Director, will be involved in three workshops that will highlight Mentor Michigan's work on serving youth in foster care, men in mentoring, and college positive mentoring. Michigan Mentoring Month January is National and Michigan Mentoring Month. This annual event is designed to generate a concentrated burst of national, statewide, and local media activity that will draw attention to the important role of mentoring and recruit new mentors. To help Michigan mentoring organizations make the most of event, Mentor Michigan has provided the field with a variety of tools and resources, including an online toolkit and recruitment event mini-grants. I Am A Mentor Social Media Day The 2013 I Am A Mentor Social Media Day was January 10,2013. On this day, Mentor Michigan, along with mentoring programs and mentors across the country, promoted the importance ofmentoring online through Facebook, Twitter and more in an effort to inspire others to learn about mentoring and get involved. The FAME Program/Michigan State University School of Social Work East Lansing $595 A mentor recruitment dinner will be held on January 19 at a local restaurant to introduce potential mentors to the benefits of the mentoring program. Dr. Seita will present remarks at the event about the special needs of foster youth served by the program. Bethany Christian Services Grand Rapids $1 ,000 A "Corporate Mentoring Challenge" will be held during the month of January to engage local companies in mentoring through promotion, recruitment, and more. Barnabas Ministries Holland $1,000 A mentor recruitment night will be held at a Holland DREAM (semi-pro basketball team) game on January 12. Big Brothers Big Sisters, A Caring Community Kalamazoo $1 ,000 A comprehensive media campaign will be conducted in the Kalamazoo area through PSAs, social media, and more to help recruit male mentors. �Big Brothers Big Sisters Michigan Capitol Region Lansing $200 A "Big" Appreciation Night will be held on January 31. Current mentors will bring interested guests who will learn about the benefits of becoming a mentor. Michigan Department of Community Health -Bureau of Laboratories Lansing $200 A Lab Science Exploration Day will be hosted to engage current matches and recruit new potential mentors. Communities in Schools of Mancelona Mancelona $200 A mentor luncheon will be held on January 30 to thank current mentors and recruit new mentors from the community. The staff has been working diligently on the 2013-14 AmeriCorps competitive application submission which is due February 6th. Please see the funding recommendation memo for further details. Michigan Reading Corps Update The pilot Michigan Reading Corps program at the Heart of West Michigan United Way is well underway. Ten members received training November 12-14 and eight began their service the following week. These eight members are currently serving at Godwin Heights Elementary School and Godfrey Lee Elementary School where they are seeing a collective 120 students. In the first two and a half weeks of the pilot program, these AmeriCorps members spent a total of 480 hours tutoring, with the average at-risk reader spending 100 minutes per week with their designated member. The Heart of West Michigan United Way plans to expand the Michigan Reading Corps statewide and has submitted a 2013-14 Michigan's AmeriCorps grant application. The MCSC also plans to implement the program statewide in 2013-14. LeaderCorps Retreat The Michigan's AmeriCorps LeaderCorps provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each program has the opportunity to select one member to serve as their LeaderCorps representative. All LeaderCorps members will convene January 23-25, 2013 for the annual LeaderCorps Retreat. Members will work in their Leadership Teams, participate in a variety of personal and professional development training sessions, learn more about other AmeriCorps programs in Michigan, and discuss opportunities for statewide collaboration. Visit www.americorpsweek.gov for more information and resources. 2013 Russ Mawby Signature Service Project Each year AmeriCorps members from all around Michigan join together for the Russ Mawby Signature Service Project. This large-scale event engages hundreds of AmeriCorps members and volunteers in two days of training, teambuilding, and service. By the end of the second day, several projects are completed, visibly demonstrating the power of Michigan's AmeriCorps members in action. The 2013 Russ Mawby Signature Service Project will be held on Thursday, May 16 and Friday, May 17 in Lansing. Project partners include the Power of We Consortium and Habitat for Humanity. Other local nonprofit organizations will also assist with project pianning and implementation. �2011-12 Program Year Highlights The 1,022 Michigan's AmeriCorps members who served in 2011-2012 impacted critical community issues, including: Education City Year Detroit AmeriCorps members provided one-to-one tutoring to 654 Detroit area students who were at risk of academic failure . As a result, 484 students achieved passing grades and on-time course completion. Char-Em lSD AmeriCorps members provided one-to-one coaching to 190 elementary students resulting in an increase in attendance for 41% of the students. Schools of Hope AmeriCorps members provided reading tutoring to 732 underachieving students in grades 1-3. Results of standardized tests show that 53% of students in the Schools of Hope program achieved proficient scores on their tests. Students who participated in the Schools of Hope program achieved proficient scores at a rate greater than their non-participating classmates. Economic Opportunity · The Michigan Foreclosure Corps assisted 11,618 Michigan residents facing foreclosure challenges by providing housing counseling and outreach efforts. · The Goodwill Grand Rapids AmeriCorps Partnership provided more than 4,408 Grand Rapids area citizens with job and skill development training services. This program also helped place nearly 811 residents into jobs. Disaster Preparedness · The American Red Cross Together We Prepare AmeriCorps program delivered disaster preparedness and safety training on topics such as floods, tornados, terrorism, and hazardous materials to more than 47,902 Michigan residents. Environment ·Huron Pines AmeriCorps members helped preserve Michigan' s pristine outdoors by restoring more than 260 acres of land and 154 miles of shoreline and stream bank. Health ·Michigan Primary Care Association's Community Health Corps members assisted nearly 16,470 Michigan residents in need of health services. Review & Approval of August 29, 2012 Minutes- Chair Bloodworth asked for a motion to approve the minutes from the August 29, 2012 MCSC board meeting. Commissioner Collier motioned to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Executive Committee- Minutes from October 19,2012 Meeting. Chair Bloodworth asked for a motion to approve the Executive Committee minutes from October 19, 2012. Commissioner Algra motioned to approve the minutes; Commissioner Swartz seconded the motion. The motion passed unanimously. B. Board Development- Commissioner Bloodworth welcomed the new Commissioners. Their bios were included in the board meeting packet. IV. Executive Director Report- Paula Kaiser VanDam A. CNCS/National Service Update 1. Funding Update -Ms. VanDam explained that with the election over there should be a federal budget approved soon. We will then know where we stand not only for some of the administration dollars we receive but also AmeriCorps funding. We are also waiting to hear about the training dollars that we receive. The MCSC would receive a training grant to provide training to AmeriCorps grantees and support to other National Service programs in Michigan. That funding has been diminished through the federal appropriations process. Given that funding decrease, the CNCS is looking at the most effective ways to administer those dollars for the greatest impact. In the past state commissions received those dollars on a formula basis. It looks like that funding will be distributed on a competitive basis in the future instead of every state having access to those dollars. This will lead to more regional trainings instead of state specific training. Paula serves as the chair of Association of State Service Commissions (ASC) and they are working closely around the impact this will have to state commissions and the quality of the work. This pot of money allows state commissions to bring AmeriCorps programs together to give them the skills and knowledge they need to effectively run AmeriCorps programs. The Senate version of the budget for CNCS has money for state commissions for training, the President's budget does not reflect that, and the House budget eliminates funding for CNCS except Senior Corps. 2. CNCS Leadership- Bill Basl, Director of AmeriCorps, joined the MCSC for the AmeriCorps Member Celebration and the MCSC Board meeting. Wendy Spencer is now the CEO of CNCS and has been spending a great deal of time traveling the country and working with lawmakers to understand the value of AmeriCorps and rebuilding the bipartisan support for national service. 3. CNCS Update- Cathy Sharp shared that 98 new AmeriCorps*VISTAs will be attending PSO training on December 2 and then will start their year of service in Michigan. Overall, there will be approximately 200 AmeriCorps*VISTA 2 �members in Michigan. Eight members are serving at the United Way of Southeast Michigan with the Department of Education Together for Tomorrow program. Senior Corps/RSVP programs have been involved in the review process for the first ever competitive funding. There are over 10,000 Senior Corps members in Michigan. There are also 12 Senior Companion/Foster Grandparent programs that are up for approval for funding. Bill Basl thanked Paula and Commissioners for inviting him. He shared that 1,200 national service participants (over 1,000 AmeriCorps members) are in New York and New Jersey responding to Hurricane Sandy disaster. AmeriCorps members are helping to support the shelter operations. These shelters house folks who have lost their residences and are also serving people with special needs (individuals that have been evacuated from nursing homes and other care facilities). Three AmeriCorps teams (Conservation Corps from Iowa, Minnesota and Washington) were asked by FEMA to take on a special mission at Kennedy Airport. The Russian government has donated 18,000 blankets to the recovery effort. FEMA asked these AmeriCorps members to unload these blankets from the Russian transport and distribute them to the shelters. During disasters, AmeriCorps members are able to respond to the different needs and able to be on the ground and present for those that need help. Mr. Basl thanked Commissioners for serving and shared that Commissioners are an extension of helping prioritize in Michigan what the priorities should be in national service and promote service and volunteerism in Michigan. We look to you for leadership and vision because this is where the innovation comes from. The creativity comes from states that use AmeriCorps and national service as a strategy to address issues. It's a strategy to address this huge issue of veterans coming back from the war. AmeriCorps can serve as a transition place for veterans and to serve other veterans or the community at large. It' s a way where national service can be used as a strategy to help build aging communities and communities that have suffered during this economic downturn. It' s the national service vision and strategy that can help neighborhoods in Detroit that suffer. Commissioners make the decision and priorities with the formula funding. There is a tremendous responsibility placed on Commissioners as stewards of public money, making the decisions that make the best fit, and making decisions that complement the Michigan state service plan. Mr. Basl shared that Paula and the MCSC staff are well known throughout the country for the quality work they do. He hopes Commissioners will help guide the country in national service. Mr. Basl also explained that they are working with the Department ofVeterans Affairs to have AmeriCorps members that are veterans posted on community c'ollege campus and universities to help veterans who are going to college on the GI bill be able to transition from military service and have a positive experience on campus and graduate. Close to 50% of the veterans nationally that are going to school on the GI bill drop out. Many of them that drop out, if they don't make some kind of plan, will have to pay back the money. What we have found is that where there are veterans serving as AmeriCorps members on college campuses, and serving as that intermediary, serving as the person to lean on, the graduation rate goes past 75%. It also engages veterans so they fmd a community where they are able to volunteer and get involved and also work with other individuals rather than going to school 3 �alone. Mr. Basl also shared that it is important to educate the legislators. Commissioners play an important role to share the message and to be accountable. One way to be accountable is to share the programs that are funded and what their outcomes are, showing data driven results and the return on investment. B. Program Updates 1. Volunteer Michigan - Ms. VanDam explained that Volunteer Michigan is the MCSC's volunteer infrastructure strategy and initiative. The MCSC has a Volunteer Generative Fund grant from CNCS to do this work. We have been partnering with the Volunteer Centers of Michigan with grants to seven volunteer centers to focus on creating collaboratives to increase the volunteer infrastructure and increase the capacity of community partners to better and more effectively engage volunteers to address specific needs. We have also been able to purchase the new Hands On Connect technology for a number of volunteer centers. We will be launching the new state portal that will connect the technology in January. Ms. VanDam also shared information on MLK Jr. Day of Service. In partnership with the Volunteer Centers of Michigan, Michigan Campus Compact, Michigan Nonprofit Association, and the LEAGUE Michigan, we will be offering minigrants to organizations that will be holding events around the MLK Day of Service. Ms. VanDam updated Commissioners on the initiative to bring Reimaging Service to Michigan. We hosted a reception at the CMF/MNA Conference in October for select nonprofit, foundation and corporate leaders to introduce them to Reimaging Service. Staff will be convening in early February to layout the Michigan rollout plan. California has developed a curriculum to train nonprofit service enterprises and are in the process of refining and piloting the curriculum. Michigan hopes to bring the program to some Volunteer Centers and to the Management Service Organizations (training and technical assistance organizations for nonprofit organizations). California will not be ready to train anyone on the curriculum until late summer/early fall. 2. AmeriCorps- Commissioner Julie Calley updated Commissioners on the Minnesota Reading Corps initiative, which Michigan is replicating. The program targets Tier 2 children ages 3 through 3 rd grade and provides AmeirCorps members as tutors to help them read. (Tier 1 are the children who are reading at or above grade level, tier 3 may be struggling to the extent that they qualify for Title 1 services, Tier 2 is below reading level but there are not any services for them at this time.) In Minnesota, they placed AmeriCorps members in schools 20 minutes per day with a student in need. This gave the children the attention they needed on a daily basis. These children were three times less likely to enter special education. Minnesota estimates it saves them $9 million annually in special education costs. The kids who participated and graduated out of the program scored higher on their reading tests in 3rd grade than the average student. It is data-based and they only graduate out of the program when the data shows they are performing and proficient. They can come back into the program if they fall behind again. They chose to work with third grade because historically third grade is the indicator for high school drop-out (the saying is up to third grade you learn to read, after third grade you read to learn). There are AmeriCorps 4 �members within the school, each school has an internal literacy coach, and then there are regional coaches overseeing them as well. This program is being brought to Michigan because 32% of our third graders are not reading at grade level. If you look at disadvantaged children only, the number grows to 45%. The national average says that 74% of children that read poorly in third grade will continue to do so throughout their time in school. The third grade reading proficiency is a dashboard piece on the Governor's Dashboard. There is a current pilot through the Heart of West Michigan United Way (10 members in 4 schools) for this program year. The initial AmeriCorps proposal that is being submitted for competitive funding includes 50 members the first year, 75 members the second year, and 100 members the third year. They would impact 1,500 students the first year, 2,250 the second year, and 3,000 students the final year. The Heart of West Michigan United Way has agreed to be the lead agency as well as the fiduciary. We will share greater details on the proposal at the January meeting. This is a tremendous opportunity for us to focus on a need and try to move the needle on this need. Ms. VanDam shared that the Commissioner work group that met on developing the Michigan program agreed to focus on K3rd grade and not take on the pre-K component at this time. She also explained the criteria of how schools will be chosen for the program. Ms. VanDam updated Commissioners on the veterans AmeriCorps program. The agency that was going to serve as the fiscal agency for the program has decided that they did not have the capacity from a financial management perspective to administer the program. The Michigan Association of United Ways has agreed to serve as the fiscal agency for the grant. - -- 3. Mentor Michigan- Michigan's Statewide Mentoring Conference took place on Wednesday. Michigan Mentoring Month will take place in January. ~ C. State Service Plan- The MCSC will be working on a new three-year State Service Plan. We will be sharing with Commissioners at an upcoming board meeting more information on what the plan will look like. D. Financial Report- Garry Gross shared the financial statement for FY12 fourth quarter. V. New Business A.
