Furthermore, the collaborative, in partnership with Peoplemovers.com and Issue Media Group, have recently launched Serve the D (servethed.org), a survey designed to provide a 'snapshot' on service in Metro Detroit. Data collected from Serve the Dwill be used by the collaborative's Leadership Team to assess how those who volunteer in the Metro Detroit area are serving, where they are serving , and wh at supports need to be put in place to conti nue encouraging service and volunteerism in the region. Serve the Dwill also collect individual stories of service to demonstrate the commitment of the Detroit community to others. The purpose of the funding is to enhance the volunteer infrastructure and capacity of non-profit organizations to more strategically and effectively engage volunteers. The funding will support the Volunteer Michigan- Volunteer Generation Fund program, a 3year initiative to increase the number of volunteers addressing health and public safety issues in local communities and statewide. The Volunteer Generation Fund will allow communities to create collaborative models for using service as a strategy to meet critical needs. Efforts will support, build, and expand the capacity of existing volunteer connectors. We conducted a staff review of the applications and as a result of the review process, the seven renewal grantees are being recommended for funding (see staff recommendations for Volunteer Generation Fund funding table below). �In addition, the Michigan Nonprofit Association (MNA)Nolunteer Centers of Michigan (VCM), as a valued and important partner in this effort will assist with the training and technical assistance associated with this initiative. This includes evaluation, development of materials, and playing a key role in the development and implementation of Hands On Connect, a fulllifecycle volunteer management platform that will enable volunteer connectors to recruit, manage and track volunteer engagement. The staff recommends funding at the requested amount for the following applicants: Legal Applicant Allegan County United Way and Volunteer Center Resource Genesee United Way of Ionia County, Volunteer Connections Volunteer Center of Greater Kalamazoo Volunteer Center of Southwest Michigan Volunteer Lenawee Volunteer Muskegon TOTAL Funding Recommended $49,000 $46,033 $20,877 $44,112 $44,919 $49,830 $46,740 $301,511 �Allegan County United Way and Volunteer Center- Allegan County Issue Area: Health- Access to FREE Comprehensive Health Care Services Summary: The Allegan County United Way and Volunteer Center (ACUW), the volunteer connector for Allegan County, is proposing to significantly increase the number of highly-skilled volunteer healthcare professionals providing pro bono care through the creation of a Volunteer Medical Corps, and also increase the capacity of the collaborative partners to recruit, train, and manage their increased volunteer base. This Volunteer Medical Corps may include currently practicing physicians, nurses, physician's assistants, nurse practitioners, retired medical personnel, interns, residents, teaching faculty, and medical, dental and nursing students. Non professional volunteers will also be recruited and trained to provide support services such as health, wellness and nutrition education, administrative, patient advocacy, transportation, and translation services. Resource Genesee - Genesee County Issue Area: Health and Food Stability Summary: Residents of Genesee County and Flint, Michigan are struggling with a food crisis. Therefore their collaborative has chosen to address the issue of health, working to strengthen the efforts of key partners striving to provide more food and healthier food to the needy through our largest soup kitchen, area food bank and quickly growing community gardens initiative with support coming from their RSVP program and the volunteer connector, Resource Genesee. Their goal is to impact the community by ensuring that the North End Soup Kitchen's services, expanded in 2010, are sustained and to help more Genesee County residents connect to community gardens where they will learn modem gardening techniques and how to prepare fresh vegetables. In an effort to meet the need for fresh fruits and vegetables a loosely organized coalition of individuals and institutions dedicated to creating and sustaining community gardens emerged as Edible Flint. To date, Edible Flint has knowledge of 180 non-residential community gardens on public land or land owned by the Genesee County Land Bank. Edible Flint, which has garnered national and international attention as the future of the urban agriculture movement, is supported by the Ruth Mott Foundation with funds and personnel and is a major partner in this work. United Way of Ionia- Volunteer Connections- Ionia and Montcalm County Issue Area: Health- Food Stability Summary: The focus on food stability will come from the support and expansion of community gardens as a way to engage community members in solving the issues of hunger and poor nutrition. The grantee will work with garden and community leaders to connect them with groups of volunteers 1 �to support each specific garden. They will also assist the gardens in developing a structure to communicate volunteer needs and instructions to the groups of volunteers that provide periodic support. Additionally, they plan to engage volunteers in teaching the skills of cooking, canning, and preserving to people who want to learn to stretch their food dollars. Volunteer Connections will work with each organization to build skills and teach best practices that will increase their capacity to engage and manage volunteers. They will include training on social media marketing, recruitment, and retention of volunteers. Additionally, they will work with all interested partners to carry out combined volunteer recruitment activities, especially through increased web presence and social marketing. Volunteer Kalamazoo - Kalamazoo County Issue Area: Public Safety- Safe Neighborhoods Summary: Several neighborhoods have established associations that sponsor programs that support the needs of their residents. When asked, neighborhood association leaders identified a need for a comprehensive approach to dealing with safety issues in their neighborhoods. Safety issues fell into one of three categories: neighborhood policing, personal safety, and environmental hazards. The Volunteer Center of Greater Kalamazoo will address these three categories of safety issues within local neighborhoods and will ultimately improve home and neighborhood safety. Tasks will include appropriate landscaping designed to deter criminals, and adding lighting in strategic areas to ensure neighborhood safety. Volunteer Center of Southwest Michigan - Cass, Berrien and Van Buren Counties Issue Area: Health- Childhood Obesity SUMMARY: The Health Department and the Healthy Berrien Consortium established the We Can Berrien Initiative to address the critical community issue of childhood obesity. Since 1997, the Volunteer Center of Southwest Michigan has worked in Berrien, Cass and Van Buren Counties to promote, support and connect volunteers working to build a strong, caring community. All partners would agree they underutilize volunteers and have more to learn about volunteer management. By accepting the challenge of the Volunteer Generation Fund grant, they have reviewed and endorsed the opportunity to greatly expand how they utilize volunteers to address the health issue of childhood obesity. Partners expressed that they will utilize this grant as an opportunity to build a case for greater resource support of volunteers. We Can offers science based programming focused on reaching parents and caregivers with educational materials to encourage healthy eating, increased physical activity and reduced sedentary time. The We Can Berrien Initiative includes the coordination of any and all community events promoting healthy lifestyles. Twenty community partners were involved in developing the original mission and objectives. 2 �.. Volunteer Lenawee! - Lenawee County Issue Area: Health Access SUMMARY: The Health Access in Lenawee (HAL) will focus on access to healthy foods, physical activity, and volunteer engagement to address the health crisis in our community. While Health Access in Lenawee will benefit many community members, our target communities are low-income individuals and families. The YMCA of Lenawee, one of our key partners, has received a planning grant for Pioneering Healthy Communities and our work through this grant will enhance their effort to ensure a greater community-wide impact by utilizing skilled volunteers to establish program sustainability. Volunteer Center of West Michigan- Muskegon and Oceana Counties Issue Area: Health- Maternal Health Summary: Our goal is to work with our community partners to develop a prevention education curriculum for low-income families -particularly women- that addresses the major factors leading to obesity, diabetes, smoking, STDs, and access to health care. With the assistance of our community partners we will train our volunteers to facilitate educational opportunities at our partners' facilities or wherever our volunteers are welcomed in Muskegon and Oceana Counties. In June, the VGF grantees were provided training on program evaluation, quality partnership development and the renewal process for the 2010-2011 grant cycle. The meeting was reviewed favorably by the grantees and we learned that we need to consistently create opportunities for them to learn from one another and share their common experiences as their programs developed. Training on the technical aspects of the HandsOn Connect system continues to be a high priority for grantee support. While HandsOn provided many national training webinars and conference calls, the grantees expressed the need to troubleshoot their issues with others experiencing the same challenges. We arranged reoccurring 30-minute conference calls allowing them the time to share their progress and ask specific technical questions. We have heard good feedback on the calls and will let them evolve as needed. It is likely they will transition into webinars in order to allow grantees the ability to see how other sites are managing the data collection aspects of the HandOn Connect system. On September 22nd we hosted a grantee meeting at the Bengal Wildlife Center. The day included ample time for program updates and networking as requested by grantees. MCSC and VCM staff lead training sessions on high quality partnership development, strategies for connecting nonprofits to the HandsOn Connect volunteer referral system and time for assessing future training needs. Grantees were very complimentary about the meeting and they provided excellent feedback on their future training needs. The team from Volunteer Lenawee creating a model depicting their vision for their VGF efforts. Technology The MCSC and Volunteer Centers of Michigan (VCM) are partnering to implement a statewide volunteer management system called HandsOn Connect. HandsOn Connect will provide local volunteer centers a system that matches volunteers with meaningful service opportunities by entering a zip code and keyword fitting their interests. Seven VGF grantees and seven other volunteer centers now have active HandsOn Connect that will allow them to post volunteer activities, match volunteers and extract volunteerism data. The Symposium engaged teams of two to five individuals representing both AmeriCorps and Learn and Serve programs. Experts in the field presented the latest research on what works in educational delivery support programs. Teams were then given targeted time to examine how these strategies can improve their programming and to integrate them into their 2011-2012 program plans and beyond. The Symposium also included training on evaluation outcomes and demonstrating impact. "Thank you to MCSC and CNCS for this Symposium! All of my site supervisors are meeting on Tuesday to work all day in a private room with the intention of streamlining our program and making sure what we are doing can be tracked, is evidenced based and aligns with the goals of our grant! I am very excited. Thank you again!" Kristy Bitterman, program director for the Saginaw Substance Abuse Prevention Partnership AmeriCorps program MCSC Disability/Inclusion Week MICHIGAN The second annual MCSC Disability/Inclusion Week took place October 17-21 and was a great success! This week-long effort helped raise awareness about inclusion and service, as well as the valuable tools and resources available to help individuals COMMUNITY and organizations serve and connect with those with SERVICE disabilities. Members of the volunteer, national service, and COMM ISSIO N mentoring communities had an opportunity to engage in this year's Disability/ Inclusion Week in a variety of ways. Social media was used to share facts, quotes, and resources on disability-related topics in Michigan and throughout the country. Wendy is the current chair of Association of State Service Commissions (ASC) and knows state commissions very well so this will play in our favor. Wendy will be stepping down as chair of ASC and Ms. VanDam, who currently serves as the 1st Vice-Chair, will be the chair serving out the remainder of Wendy' s term which ends in June 2012. �Ms. VanDam also gave an update on the FY12 budget. There currently is a continuing resolution which expires November 14th. The Senate has recommended flat funding with an increase only in the trust. The House has eliminated funding for the CNCS, except for Senior Corps. MCSC Board Meeting- November 171h The November board meeting will take place in conjunction with the Michigan' s AmeriCorps Member Celebration. Commissioners will have lunch with the AmeriCorps members and have the opportunity to hear the lunch keynote speaker, Craig Bowman. Commissioners will then proceed to the board meeting. Robert Velasco, acting CEO of CNCS, will be coming to the AmeriCorps Member Celebration and will be swearing in the members at the end ofthe day. He will also attend the MCSC board meeting and participate in a Commissioner round table discussion. Fifteen members were identified from current and former Learn and Serve schools. As in previous years the SLYC members will advocate and participate in youth service at the state and local level. In addition to these activities, we will more intentionally engage them in National Days of Service beyond Global Youth Service Day. Th is minor adjustment will assist us in transitioning the group from a Learn and Serve specific initiative to one that more broadly supports the MCSC's youth service commitment. ; ''"'"'"'"''''''.''"" " " " ;········;."";·:-·:,··- We will be hosting 2011-2012 SLYC members at their planning retreat on December 3-4 at the Howell Conference and Nature Center. They will begin planning for Global Youth Service Day activities and will create blogs, videos and social media messages to be used for state and local youth service awareness building. Prepare and Inspire! St rategies for Blending Research-Based STEM Inst ru ction w ith High Quality ServiceLearning The Michigan Community Service Commission, in partnership with Detroit Edison Public School Academy, Detroit Public Schools and the Detroit Service-Learning Academy, will host a two-day training, "Prepare and Inspire ! Strategies for Blending Research-Based STEM Instruction with High Quality Service-Learning" on December 9-10, 2011. This dynamic event, presented by KIDS Consortium and Maine Mathematics and Science Alliance, is an event we had planned to offer in August but had to cancel due to Hurricane Irene . The professional development event will inform teachers about linking Science, Technology, Engineering and Mathematics (STEM) content areas and high quality service-learning experiences. Participants will explore curriculum planning tools and examples of students tackling STEM issues, such as energy use, E-waste and more while collaborating with other service-learning educators in Detroit. Fallowing the board meeting, Cmmnissioners participated in a round table discussion with Robert Velasco, Acting CEO of the Corporation for National and Community Service, then joined the AmeriCorps members as Mr. Velasco presided over their swearing-in ceremony for their year of service. With support from DHS, Mentor Michigan commits to developing capacity-building resources for mentoring programs, mentor training resources, and mentor recruitment materials. In addition, this collaboration will create resources on mentoring for caseworkers, youth in foster care, and foster parents as well as providing assistance in a media campaign to raise public awareness of the need for mentors for youth aging out of foster care. The Sixth Annual Michigan's Premier Mentoring Conference The sixth Annual Michigan's Premier Mentoring Conference was held on Wednesday, November 16th at the Lansing Center. Key highlights included: • Keynote address from Dr. Renee Spencer, Associate Professor at Boston University School of Social Work, whose research focuses on youth mentoring. She is widely published and serves as a member of several boards and committees including MENTOR!National Mentoring Partnership Research and Policy Council and the Big Brothers Big Sisters of America research Advisory Council. • Keynote addresses from Department of Human Services Director Maura Corrigan and Lieutenant Governor Brian Calley. • Pre-Conference Session on November 15th with Craig Bowman of Common Ground Consulting. Mentor Michigan College Coaching Corps AmeriCorps Program The Mentor Michigan College Coaching Corps (MMCCC) is a joint effort between Michigan Campus Compact and Mentor Michigan. This program has placed 45 full-time AmeriCorps members across Michigan in September. Of those, nine are returning members are doing a second year of service. During its first year, the MMCCC enrolled 50 full-time AmeriCorps members. Forty of those members focused specifically on youth mentoring initiatives. Through the service of these members, 828 new mentoring relationships were created, and 1223 matches were supported. MMCCC AmeriCorps members serving on college campuses have mobilized, trained, and managed 659 college students to serve as college positive volunteers, and 7,769 youth have been served through the efforts of those volunteers. Additionally, 161 new community partnerships specifically focused on college access have been created. The second year of this program began in September and 45 full-time members will serve this year, 36 ofthe 45 members will focus on youth mentoring initiatives. 2012 Lloyd Carr MVP Mentoring Awards The Lloyd Carr MVP Mentoring Awards are given to five individual youth mentees in Michigan who best exemplify the benefits of a formal mentoring relationship. Exhibited benefits may include improved attitude, attendance, grades, pro-social behaviors, and family and peer relationships. Youth must be currently enrolled in high school and part of a formal mentoring match. Lloyd Carr is the former head football coach at the University of Michigan and one of Mentor Michigan's spokesmen. Save the date for the MVP Awards: January 30, 2012 from 5:30pm -7:00 pm at The University of Michigan, Ann Arbor. Wave VIII of the Mentor Michigan Census Starting this year, Mentor Michigan will change the frequency of which we conduct our Census ofmentoring programs. We will now conduct a full Census every three years; however, we will occasionally need to collect specific pieces of information from mentoring programs. This year, in lieu of a full Census, we are asking programs to complete a brief survey (12 questions) in order to collect valuable information about the scope of mentoring in the state. This information will be used to generate awareness about the need for mentors and of mentoring organizations. These entities represent either new or recompeting organizations. Sixteen of these organizations submitted actual grant applications on October 20, 2011. The 16 applications were peer reviewed on November 3 with 10 of them recommended for staff review. Staff review will take place on November 9. Applicants that are recommended in the staff review will be invited to an ail-day training and technical assistance session, on November 29, to assist them in completing a comprehensive application due in December. At this time, staff will review the comprehensive applications to determine which ones are viable for competitive submission to the Corporation for National and Community Service. The AmeriCorps competitive application package will be reviewed at the January board meeting. CNCS Progress Reports Michigan's AmeriCorps grantees have all submitted quarterly or bi-annual progress reports. The reports are being reviewed, written feedback provided to all, and information compiled to provide one aggregate report to the CNCS on December 5, 2011. Michigan's AmeriCorps LeaderCorps The Michigan's AmeriCorps LeaderCorps provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each program has the opportunity to select one member to serve as their LeaderCorps representative. All LeaderCorps members will convene for their fust meeting on November 17 and 18, 2011 in Lansing. Members will receive an orientation to LeaderCorps, receive training on leadership skills, and identify leadership team members and roles. Michigan's AmeriCorps Staffing Update Marcy Bishop Kates, one of the AmeriCorps program officers, departed the MCSC on September 30. Welcome and Introduction- Vice-Chairman Rob Collier The MCSC Board meeting was called to order at 12:18 p.m. by Vice-Chairman Rob Collier. After Commissioner introductions, Maura Corrigan, Director of the Department of Human Services, addressed the meeting. She is working with the Governor to bring Michigan back to prosperity. The issues confronting us could not and should not be addressed only by government. She thanked Commissioners for their commitment and for their time and talent. Through the Commission' s efforts, we have the ability to provide valuable services to the state. Director Corrigan highlighted three key areas that she feels the MCSC can contribute to increase volunteer efforts. The first is mentoring. She commended Mentor Michigan, and Dan Mulhern, in their efforts to grow mentoring across Michigan. It is a critical program and she hopes we can grow and enhance it, especially in regards to foster youth. Director Corrigan is a mentor and has mentored four girls for the last eight years (2 are now adults and 2 are sisters). Director Corrigan counts being a mentor as one of the most irnpactful things she has ever done and have benefitted from being a mentor. There are 14,500 in the foster care system. We are doing better in Michigan about keeping children in their homes. . This year 800 young people will age out of foster care (18 years old). That means they have to make their way in the real world without the benefit of adult guidance. And from studying this population, they become those that go to jail or become people who tax our mental health system (homeless, poverty, addictions). DHS is working to get foster care extended to age 21 through the legislature. National statistics are discouraging. Only 3% ofkids in the foster care system graduate from college. Western Michigan University is addressing this issue with their Seita Scholars program. In 2007 there were 12 aging out of foster youth that went to WMU. WMU now has 140 aging of foster youth enrolled at WMU. They are staying in school with the help of the DHS Campus Coach program. There is a DHS employee embedded at WMU campus 24/7 so when the student needs help, they have someone to call. DHS is working to expand this program to other college and universities in Michigan. Other states are also looking at this program. Director Corrigan suggested MCSC/Mentor Michigan could help find mentors for these aging out foster youth so they have someone to mentor them while they are in college. It would also be helpful to have adult mentors for those who are not college bound. She suggested approaching our unions to have them mentor youth as electricians or plumber. Also to reach out to others to have creative programs across the state to help our kids who are aging out who need mentors but aren't going to college. The second is a new initiative for DHS which is veterans and to help veterans draw down all the benefits they are entitled to. Michigan ranks 11th in the number of veterans that we have but ranks 53rd in benefits that our veterans draw down (dead last in the country). Senator Bill Hardiman has joined DHS and is making connections with Department of Military Affairs to attempt to address this situation with the veterans. One of the issues is that a lot of the veterans don't know they are entitled to the benefits. Another issue is the procedure on the federal side to draw down the benefits. Some of the veterans are waiting between 4 months to 4 years to draw down benefits. This is an area where DHS can use volunteers to help veterans get through the process and to assist on the federal side to draw down the benefits. 2 �The third area is providing real world help to those going off the cash assistance program because they have met their federal and state lifetime limit. For many of these able bodied who have been chronically either unemployed or under-employed, they need to find work and they need help getting there. For some it is a generational poverty that they have experienced and for many it is a lack of basic skills to become self-sufficient. These are the very people we need to reach if our state is going to turn around. DHS would like to find volunteers, called job navigators, to help the people that are coming off the cash assistance program. Some ofthese people have never worked and don't understand they need to be somewhere on time. They may have transportation issues. Job navigators could help answer the many basic questions they may have. There are jobs in Michigan, even for low-skilled workers, but we need to help people find them. Director Corrigan shared that Governor Snyder supports the MCSC as past governors have and announced that the Lt. Governor's wife, Julie Calley, has agreed to serve as a Commissioner. Amber Troupe gave an overview of how MCSC/Mentor Michigan has been working with DHS to address the youth aging out of foster care issue. Paula Kaiser VanDam explained that the MCSC sees this as a critical population that we need to do more work on. Some of the mentoring programs are really hurting because in the last two years we've lost $100 million in federal funding that was supporting mentoring ($50 million in Department of Education and $50 million was in HHS through mentoring children of incarcerated parents) and many of our programs counted on those dollars to help the children they are serving. They are looking locally now for resources to replace that funding. We have been fortunate to see the growth we have had but have to figure out the financial resource issue or we will never be able to go to the scale that we would like to see. II. Review and Approval of April13, 2011 Minutes- Vice-Chair Collier Vice-Chairman Collier asked for a motion to approve the minutes from the April 13, 2011 board meeting. Commissioner Mawby moved to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from May 23, June 21, and August 31 , 2011 meetings. Vice-Chairman Collier asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Algra moved to approve the minutes; Commissioner Mawby seconded the motion. The motion passed unanimously. B. Board Development Committee- Vice-Chair Collier thanked the Commissioners that agreed to serve another 3-year term on the board of the MCSC. There will be several new Commissioners appointed by the Governor the beginning of October. ViceChair recognized Commissioner Russ Mawby for his service on the Commission and presented him with a gift of thanks. He also explained that there has been conversations with the Governor's office regarding having Mrs. Snyder serve as Chair. It seems the Governor and First Lady are leaning towards serving as honorary co-chairs. The Executive Committee has made a recommendation to nominate Commissioner Carolyn Bloodworth as Chair of the MCSC. Vice-Chairman Collier 3 �asked for a motion to approve the recommendation to have Carolyn Bloodworth serve as Chair of the MCSC. Commissioner Algra moved to approve the motion; Commissioner Mawby seconded the motion. The motion passed unanimously. C. MCSC 20th Anniversary Committee- Ms. Paula VanDam updated Commissioners on 201h Anniversary activities. There will be a video that will be played at the Governor's Service Awards highlighting the MCSC's anniversary. The video will also be played at other events throughout the year (Mentoring Conference, Member Celebration). There will also be a companion print piece designed in December. V. Executive Director Report - Paula VanDam A. Program Update 1. Volunteer Michigan- Angelia Salas explained we are finishing the first year of a three-year grant for the Volunteer Generation Fund. The grant is designed to do three things: work with volunteer center collaboratives to position service as a strategy either around health care or public safety, using days of service to get people involved and interested in service and turn them into long-term volunteers, and using a technology called HandsOn Connect which is a volunteer mobilizing tool. This year we are offering renewal funding to our existing grantees. Staff is recommending funding for the current programs at the following amount: Allegan County United Way and Volunteer Center ($49,000); Resource Genesee ($46,033); United Way oflonia County, Volunteer Connections ($20,877); Volunteer Center of Greater Kalamazoo ($44, 112); Volunteer Center of Southwest Michigan ($44,919); Volunteer Center ofLenawee ($49,830); and Volunteer Muskegon ($46,740). We will present additional funding recommendations at the November board meeting for the Volunteer Centers of Michigan who is working with seven additional sites to provide support and technical assistance. Ms. VanDam explained that we are not opening the funding up to new grantees as we made a commitment to the existing grantees that we would support them for the three-year grant cycle. After our initial 3-year grant award, the match for future VGF dollars will be $1 to $1. We received almost $500,000 in funding and with the funding cuts we have experienced in our general fund, we would not be able to meet the higher match level. We will need to think strategically the kind of resources or partnerships we will need to create in order to leverage the dollars needed to move forward. It's an extraordinarily important pot of money and has helped the MCSC strengthen the volunteer infrastructure across the state in a way we have not been able to do in the past. Renee Zientek, Michigan Campus Compact, will speak later during the meeting about the efforts to create a collaborative in Southeast Michigan to increase their volunteer infrastructure. Vice-Chairman Collier asked for a motion to approve the staff recommendations for Volunteer Michigan funding. Commissioner Maw by moved to approve the motion; Commissioner Bloodworth seconded the motion. The motion passed unanimously. 4 �Angelia Salas gave additional updates on Volunteer Michigan. Volunteer Michigan grantees were provided training on program evaluation and have been working with Bob Kahle to help them develop measurables. The grantees also met in September and began to focus on long-term vision and assessing their . future training needs. Training on the technical aspects of the Hands On Connect system also continues to take place. Ms. Salas demonstrated the system to Commissioners. This system allows programs to match volunteers with service opportunities by entering a zip code and keyword fitting their interests. There are currently seven VGF grantees and seven other volunteer centers active on HandsOn Connect. Our goal is to get all30 volunteer centers on this system. The wiget to access this system is also on the MCSC home page. The long term goal is to be able to collect volunteer data from the system statewide. 2. Learn and Serve Update- Angelia Salas shared that staff is working to best utilize the funding to extend the program through August 2012. Programs that have extended will work to solidify the sustainability of their efforts and will offer teacher professional development. Staff is also working with three regions in the state to create a regional infrastructure for service-learning (Detroit, Grand Rapids, and Houghton-Hancock). During the recent grantee meeting, grantees worked to create a list of services the MCSC can offer to support them beyond their grant. Their commitment of service-learning was evident. Ms. Salas also shared that recruitment for new Service-Learning Youth Council (SL YC) members will begin and highlighted activities from 2010-11. 3. AmeriCorps Update- Jeanine Yard explained that the MCSC was awarded $963,917 in AmeriCorps Formula supplemental funding which will fund one new program, Michigan Association of United Ways, and additional slots for some of the existing programs. These additional slots will bring the programs up to their original application requests. There are two additional programs which will receive funding for evaluation rather than additional members. Staff recommends supplemental funding for Michigan Association of United Ways ($468,285) ; Goodwill Grand Rapids AmeriCorps Program ($89,474); Mentor Michigan College Coaching Corps ($52,000); Downriver CARES AmeriCorps ($342,500); Michigan Habitat's AmeriCorps ($38,934); Detroit Youth Energy Squad ($5 ,950); Faith In Youth Partnership ($73 ,620); MARESA- Michigan's AmeriCorps ($23 ,400); MPCA Community HealthCorps ($94,500); Power of We Consortium ($26,900); Saginaw Substance Abuse Prevention Partnership ($27,330); Next Steps Community Reintegration (Vanguard) ($15 ,000); and AmeriCorps Urban Safety (WSU) ($15,000). Vice-Chairman Collier asked for a motion to approve the staff recommendations for supplemental funding. Commissioner Mawby moved to approve the motion; Commissioner Algra seconded the motion. The motion passed unanimously. Ms. VanDam explained the 2011-12 AmeriCorps funding levels. The MCSC will grant out $6.7 million to programs this year which equates to 1022 member slots. This is a reduction of$437,784 and 174 members in the 2011-12 program year 5 �- - - -- - - - -- - - - - - - - - - - - - - due to the $23 million cut to AmeriCorps nationally. Jeanine Yard shared that Oksana Jensen, our CNCS program officer, visited the MCSC in July and provided feedback on our administrative systems. Staff also attended the national grantee meeting in September where workshops focused on performance measurements and program monitoring. The MCSC is doing outreach for 201213 AmeriCorps application process and will focus on education, veterans and disaster preparedness. Megan Sargent gave an update on Cross-Stream and Inclusion efforts. The CrossStream Advisory Team, which is comprised of representatives from the different streams of service, met recently and discussed how to better educate and inform about national service. The MCSC is also placing a priority on engaging veterans in national service. The MCSC is hosting a two-day symposium, National Service as a Strategy for School Success. The symposium will bring together national service programs working to increase educational outcomes. The Corporation has been a strong partner with the MCSC for this symposium and will be looking to us to pilot this and share with other states. 4. Mentor Michigan Update -Amber Troupe explained that Mentor Michigan has created a plan to address the needs of mentoring programs and mentors serving youth in foster care. Mentor Michigan is creating resources for mentoring programs that are serving this population including tips, tools, and talking points for recruiting mentors that serve youth in foster care. We are also creating resources directed for mentors. Mentor Michigan has also been invited to some DHS foster care recruitment events to share information on mentoring youth in foster care and has been working with DHS to increase the number of foster youth in mento ring relationships, starting with youth aging out of foster care. Ms. Troupe also shared that Mentor Michigan and Michigan Campus Compact have developed the College Positive Mentoring Toolkit which is designed to provide mentors with information to help their mentees move towards higher education. The toolkit breaks down activities that mentor matches can do related to college access by elementary, middle and high school youth and also has different activities based on whether the match is community based or school based. The toolkit is available on the Mentor Michigan website. Ms. Troupe explained that Mentor Michigan has conducted eight waves of a Census beginning in 2004. Starting this year, Mentor Michigan will change the frequency of which we conduct the Census. We will now conduct the full Census every three years but will continue to collect specific pieces of information from mentoring programs on an annual basis. B. CNCS Update -Ms. VanDam explained that two of our AmeriCorps programs have had Inspector General investigations from CNCS. The first was an investigation that happened three years ago at BHK. What initially was going to be a $90,000 pay back issue is down to $9,450. Community in Schools Detroit also had an investigation from reports that the program director was inflating hours. After investigating, the IG found that the allegations were true. There were members that had earned their education awards who had been given inflated hours so the CNCS has deemed their education award is not allowed. Their overall liability is $16,625 but because it is 6 �related to the education awards, it will only be a liability if the member uses or spends the education award, which could take up to six years. Ms. VanDam also shared that the MCSC received notification that we will have an IG audit in 2012. She also gave an update on FY12 federal budget. The Senate is recommending a small increase for the CNCS. The challenge is we are seeing fatigue as far as the field continuing to educate their members of congress on why this funding is so critical. So we will need to figure out how to continue to engage folks because it will be important to continue to educate our congressional members. Ms. VanDam shared that the White House Office of Faith-based and Neighborhood Partnerships was in Detroit and hosting a number of events including a conference at Wayne County Community College and invited a number of leaders from community nonprofit organizations. They brought in many federal agencies to talk about the resources they have and how state' s leaders can partner with the federal agencies on a number of issues. Two of the agencies participating were the Department of Education and CNCS. Ms. VanDam had additional meetings with these federal agencies to learn about their new initiative on school improvement and how the Department of Education is partnering with CNCS. Paula and Evan Albert shared information on AmeriCorps and national service and how they can help be a resource for school improvement. Evan Albert shared there is an increased emphasis on school improvement and how national service can be a resource for addressing the challenges of underachieving school districts, especially in urban areas. Another federal effort in Detroit is the Strong City Strong Community initiative. Detroit doesn' t always need dollars, they need coordination of resources and technical assistance, and this initiative will help with that. Evan explained that Congress is requesting the CNCS be very specific in recording performance measurements and measurable outcomes. The CNCS has created a performance measurement tool that covers 16 core areas that all their programs will need to follow. Evan will share the 16 core areas with Commissioners and partners. They have 63 AmeriCorps*VISTA members being placed beginning in November in 30 projects and 39 counties in Michigan. C. Public Policy Update- Ms. VanDam shared that there has been a number of advocacy and education days recently. District Day took place on August 10 and several visits were scheduled with Michigan congressional member' s district offices. September 15 was Hill Day and National Call-in Day. Paula, along with Kyle Caldwell, Penny Bailer and John Taylor visited Congressmen Camp and Upton, who are on the Super Committee, along with Congressmen Conyers, Clarke, Huizenga and Senator Stabenow. Michigan' s AmeriCorps programs are also being encouraged to educate their congressional member on what their programs are doing in their districts and the impact national service is making. Ms. VanDam thanked Commissioners for signing on to the letter that will go to Congressional Leadership. D. MCSC Staffmg Update- Ms. VanDam announced that Jamie Wilson has been hired as our new Communication Specialist. Marcy Bishop Kates will be leaving to start her own business. Angelia Salas will continue to support Learn and Serve through the end of the grant program but will also take on the responsibilities for the Volunteer Michigan program. Garry Gross will be returning from military leave on October 1. 7 �E. Governor's Service Awards - The finalists have been identified and vetted through the Governor's office. Invitations will be sent out this week for the event that will take place on October 24th. With the kickoff of the MCSC 20th Anniversary taking place that evening, all former MCSC commissioners will be invited to the event. Fundraising efforts have been going well. We currently have raised $99,000 and are waiting on some additional requests. F. Financial Report- Ms. VanDam updated Commissioners on the FY11 Financial Statement for the third quarter. G. Partner Update -Renee Zientek, Michigan Campus Compact, updated Commissioners on the SE Michigan Volunteer Collaborative. At the time that the RFP went out for the Volunteer Generation Fund, we were hoping to hear from a community in SE Michigan but did not. As partners, MCSC, MNA, VCM, CNCS State office, MCC, and United Way of SE Michigan all got together to strategize on how to work with theSE Michigan community on putting service and volunteerism as a strategy. We were trying to identify why we were not getting representation for VGF from SE Michigan and discovered that there are more than 80 volunteer connector organizations in the community. We began convening the group and have had an average of 40 organizations represented at the meetings. The group is taking a look at how they can work together on any number of things ranging from technology, pooling resources and collaborating. One of the things the group discussed in great detail was not knowing exactly what resources and support was needed as a collective. We launched a survey in August to ask folks where and how they volunteer in the SE Michigan region. VI. Public Comment- Jocelyn Yanda explained that on October 1 over 11 ,000 cash assistance cases close due to lifetime limits. This is due to the legislation that was passed recently by the Michigan Legislature that there would be lifetime limits for 48 months. As a result the department is working with their community resource coordinators to highlight the services that the residents may need. VII. II. Review and Approval of September 28, 2011 Minutes- Chair Bloodworth Chair Bloodworth asked for a motion to approve the minutes from the September 28, 2011 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Niester seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from October 21, 2011 meeting. Chair Bloodworth asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Niester moved to approve the minutes; Commissioner Alexander seconded the motion. The motion passed unanimously. B. Board Development Committee- Chair Bloodworth welcomed the new Commissioners and asked them to give a brief introduction of themselves. C. MCSC 201h Anniversary Committee - Ms. Paula VanDam updated Commissioners on 20 111 Anniversary activities. The MCSC kicked off the anniversary celebration at the Governor's Service Awards in October with a video highlighting the MCSC. There will be a companion print piece that will go along with the video highlighting the Commission's accomplishments. IV. Executive Director Report- Paula VanDam A. Program Update 1. Volunteer Michigan- Paula Kaiser VanDam presented the staff recommendation for Volunteer Centers of Michigan training and technical assistance sub-grant. They are an important partner with the MCSC in administering the Volunteer Michigan grant and will use the funds to provide additional training and technical assistance to the seven Volunteer Centers who receive Volunteer Michigan grants and also to another seven Volunteer Centers who are getting the HandsOn Connect technology. The staff recommends funding at the requested an1ount of $195,938 for the Volunteer Centers ofMichigan. Chair Bloodworth asked for a motion to approve the staff recommendations for Volunteer Michigan funding. Commissioner Campbell moved to approve the motion; Commissioner Swain seconded the motion. The motion passed unanimously. Commissioner Algra abstained due to conflict of interest. Commissioner Collier explained that Commissioners were given a demonstration on the HandsOn Connect technology at a recent MCSC board meeting. Commissioner Algra shared that Commissioners can go to www.handsonconnect.org, which is the national website, and Commissioners can look through the website to see how it functions. She also will give another demonstration at another board meeting. There are 14 Volunteer Centers that are working to be up and live but 10 are currently active. 2 �Ms. VanDam also shared a recap of the 9/11 National Day of Service. The MCSC played a lead role in encouraging organizations and nonprofits around the state to arrange and organize volunteer projects on 9111 Day of Service. The Volunteer Michigan grantees also actively promoted it as part of their VGF Days of Service requirements. Metro Detroit held the largest 9111 National Day of Service project in the country and had 813 volunteers taking part in the project. 2. Learn and Serve Update- Ms. VanDam explained to Commissioners that this is the funding that was eliminated this year. The MCSC has some carry over dollars from the grant and is hosting a training in the Detroit area with the grantees in that area around how service-learning can be connected to the STEM work (Science, Technology, Engineering and Math). The MCSC will also have the ServiceLearning Youth Council (SL YC) which will include 15 students from current and former Learn and Serve schools from across the state. They will participate in leadership development and then will go back to their communities and be champions for service-learning. With the elimination of service-learning funding, the Commission feels it is important to continue to have a youth service focus . The MCSC will be renaming SLYC in the coming year. 3. AmeriCorps Update- Ms. VanDam shared that the MCSC is in the middle of the 2012-13 funding application process. The recommendations for AmeriCorps Competitive funding will be presented to Commissioners for approval at the January MCSC Board Meeting. The Michigan's AmeriCorps LeaderCorps will have their first meeting on November 17 and 18. Each AmeriCorps program has the opportunity to select one member to serve as their LeaderCorps representative. AmeriCorps*VISTAs and AmeriCorps National Directs also have members serving on LeaderCorps. Ms. VanDam also shared that interviews have taken place for the AmeriCorps program officer position and are waiting for the final approval to fill the position. 4. Cross-Stream/Inclusion Update- Ms. VanDam explained the MCSC cross-stream efforts to Commissioners. The MCSC works with the different streams of service (AmeriCorps, Learn and Serve, Senior Corps) and together with Evan Albe1i, the CNCS State Director, co-chairs the Cross-Stream Advisory Committee, which brings representatives of the various streams of service to serve on this statewide council to help strategic on how we partner at the local level around service activities. The CNCS just released a new strategic plan and is focused on impact and support. One area is around education and the MCSC wanted to focus on the drop out issue and literacy rates . In October the MCSC partnered with the CNCS and convened National Service programs with an education focus and shared with them what effective practices look like around having intentional outcomes on these issues. We hope to use this as a pilot to look at other issue areas in our state but knew education was an issue that many of our programs were focused on. The MCSC receives funding from the CNCS to do outreach to organizations and individuals with disabilities to encourage them to consider service as an opportunity for them. Commissioner Al Swain serves on our Statewide Inclusion 3 �Advisory Committee which is made of experts in the disability field across the state as well as some national service experts. Ms. VanDam thanked Commissioner Swain for his leadership on the Committee. The committee has a strategic plan that is focusing on outreach and education and making connections locally between national service programs and disability community. The second annual MCSC Disability/Inclusion Week took place October 17-21 and raised awareness about inclusion and service as well as provided the tools and resources available to help individuals and organizations connect with those with disabilities. 5. Mentor Michigan Update- Ms. VanDam thanked Tony Campbell for serving as the Co-Chair of the Mentor Michigan Leadership Council. Ms. VanDam shared that it has been a busy week for Mentor Michigan. The annual Premier Mentoring Conference took place on Wednesday and there was a pre-conference on Tuesday and also a Mentor Michigan Leadership Council Meeting and Reception on Tuesday. The Lt. Governor spoke at the annual conference during lunch about the administrations interest and commitment in mentoring and also DHS Director Maura Corrigan spoke and announced a new partnership with Mentor Michigan around finding more mentors for youth in the foster care system. We have drafted a plan that includes work with our mentoring organizations to prepare them for serving this population and there is also a number of things that we have recommended that need to happen internally with DHS to make their systems, practices and polices more mentor friendly to the kids in the foster care system. DHS has identified a point person within DHS that will work through their system and Amber Troupe will work the Mentor Michigan side. Ms. VanDam gave an update on the Mentor Michigan College Coaching Corps AmeriCorps program, which is a joint effort between Michigan Campus Compact and Mentor Michigan. This year the program placed 45 full-time AmeriCorps members across Michigan in mentoring organizations. Those members are helping to increase the capacity of mento ring programs and to look at the quality issues. They will also incorporate college access activities into mentoring matches. January is National Mentoring Month and one of the major events that takes place is the Lloyd Carr MVP Mento ring A wards. Lloyd Carr co-chairs the Mentor Michigan Leadership Council and participates in this event where we recognize five high school students who have benefitted from a mentoring relationship. This is the third year we have hosted the event and it takes place at the University ofMichigan and will take place January 30 from 5:30-7 :00 pm. Last year two of the recipients were foster care youth. Commissioners are encouraged to attend. Ms. VanDam explained that Mentor Michigan will be changing the frequency of the annual Mentor Michigan Census and will now conduct a full Census every three years. There will be a brief survey this year (12 questions) to collect information on the scope of mentoring. This information will be used to generate awareness about the need for mentors. We are in discussions with the Governor's 4 �office around their talent message and mento ring will be part of that message. Mentoring may also be mentioned as part of the Governor's Dashboard. If that is the case, we may have to change what Mentor Michigan does around the Census. B. CNCS Update - Evan Albert shared that there will be an AmeriCorps*VISTA RFP going out in the next week. This is an opportunity for nonprofit organizations to apply for AmeriCorps*VISTA members. Three areas of programming will be K-12 education, economic opportunities, and veteran related programming. Another exciting effort the CNCS is involved with, along with Paula VanDam, is a collaborative effort related to Tum Around Schools/School Improvement efforts in Detroit. We are hoping this will be a model that will be replicated in other parts of the state. There are two at-risk neighborhoods in Detroit (Cody and Osborn area). We are working with the US Department of Education, Tum Around Schools, along with the White House Office of Faith-Based and Neighborhood Partnerships to see we can identify some AmeriCorps and AmeriCorps*VISTA resources to advance educational initiatives for at-risk areas. C. Governor' s Service Awards- Ms. VanDam explained that the Governor's Service Awards took place October 24 and went great. Governor Snyder joined us for his first year and we announced that he and Mrs. Snyder will serve as honorary co-chairs of the MCSC. The event was filmed by Detroit Public Television and will air as a 30 minute program on November 25th at 8:30pm. Detroit Public Television will also distribute the program to other public television stations across the state to air the program. We raised $120,500 for the event. Typically we do this event in May or June but delayed it this year for two reasons. First we wanted to kick off the MCSC's 20th anniversary with this event in the fall. Second, given the new administration, we wanted to have time to develop that relationship and to work with them to ensure that the Governor would participate in the event. Ms. VanDam made a recommendation to move the Governor's Service Awards back to May or June but wanted to make sure Commissioners didn't feel that it would affect fundraising efforts. Commissioners supported that recommendation. D. Financial Report- Garry Gross updated Commissioners on the FY11 Financial Statement for the fourth quarter. The MCSC submitted their federal administration and PDAT grants this week to the CNCS and will wait to be notified on the amount we will receive. Initiated by Congress in 1994, the 1-ILK Day of Service is anatiormoicle effort to transform the federal holiday honoring Dr. ·M artin Luther King, .Jr. into a day of community service, grounded in Dr. King's teaching, that help solve social problems. "\!\Thy serve on 1\:ILK Day? Dr. King recognized the power of service to strengthen communities and achieve common goals. A.'> he once said, "Everybody can be great because everybody can serve." The MLK Day of Service honors that legacy by seeking to transform the holiday from simply a day off from school or work for millions of Americans to a day ON- that is, a day of community service that strengthens communities, empowers individuals, bridges social barriers, and moves us closer to the "Beloved Conununit-y" Dr. King worked toward. \Vhen is the 2012 MLK Day of Sen-ice? AU types of service are encouraged, particularly service that connects participants to ongoing service throughout the year. The service may meet a physical need, such as fixing up a school or senior center, or it may meet a need of the spirit, such as reading to children or delivering meals to the homebound. Who can participate in the MLK Day of Service? People of all ages, backgrounds, and abilities are encouraged to get involved in some way on MLK Day of Service and to make it the day each year when they recommit to making a d ifference in their community. 2011 Highlights The MLK Day of Senice has grown steadily since its inception in 1995. In 2011, hundreds of thousands of volunteers in cities and towns across the nation participated in thousands of MLK Day service projects in all so states. Robert Velasco gave a brief overview of himself and recognized Paula Kaiser VanDam as one of the leading Executive Directors among her peers. As an overview, the Corporation for National and Community Service (CNCS) is the lead federal agency for service and volunteerism at the federal level. It is an independent federal agency and is not part of one of the 24 cabinet level agencies. Much like state commissions, CNCS has a board of directors and want to thank you (Commissioners) for taking the time to serve as a board member. Julie Fisher Cummings was a fmmer MCSC Commissioner and currently serves on the CNCS board. The three national programs that the CNCS administers are AmeriCorps, Senior Corps, and the Social Innovation Fund. We do this as part of a larger national Service network. Mr. Velasco shared a couple of updates. The President has announced his nomination of Wendy Spencer to serve as the CEO of the Corporation. Wendy is currently the Executive Director of the state commission in Florida. I have had the opportunity to work with Wendy is this interim role and she is a visionary and has a lot of enthusiasm and will be our first CEO from the field of service. The stakeholders and CNCS board of directors are very enthusiastic about her nomination and hope that the confirmation will happen quickly. Mr. Velasco spoke about the budget. We have a different environment now from when the Serve America Act was passed as far as National Service expansion and investment. The Act called for a potential increase in AmeriCorps members to 250,000 by 2018. We saw how the economy affected the federal budget last year where we lost the entire funding for the Learn and Serve program. We anticipate in this environment, that program is not coming back. We also saw a 20% cut in the Senior Corps/RSVP program. FYll provided a context for the change that has occurred. The Corporation is not alone as all federal budgets and federal agencies were impacted. We are in an environment where we need to demonstrate accountability for the resources. The feeling is that FYll will be the height of what FY12 will look like. We don't anticipate growth but maintaining FYll levels. In regards to the Corporation's budget for FY12, the Senate has them marked at the FYll levels, the House has announced it will preserve Senior Corps programs but eliminate the rest of the Corporation. This will be resolved through the budget process. This summer the Corporation testified before the House Subcommittee on accountability and National Service. I was answering questions from the Chairwoman, particularly arotmd accountability and how we make sure we are in compliance with the laws and regulations governing our National Service programs. We have a responsibility to make sure we are being compliant. For those that hold the purse strings, it not just the compliance factor, in terms of accountability, but it' s also the impact and proving the impact ofNational Service. One of the �things that I think it is important to do in this environment of limited resources, is really making sure we focus on the impact of our programs, that we have high quality programs, that we have evidence in terms of how make decisions about our programs, and that we use evidence in terms of how we demonstrate the quality and impact of our programs. The Serve America Act required the agency to move towards a focus on performance measurements. We have 42 performance measurements that were approved in our Strategic Plan with a 144 sub-measures. The message we were hearing from Congress in this environment is that you have to be able to focus, talk about impact, and tell your story. You won 't be able to tell your story with 42 performance measures and 144 sub-measures. So part of the focus for the leadership team at the Corporation is to take those 42 measures and narrowing them down to 16 and focus on 4 strategic goals. We are not able to measure everything, but need to show impact. We are focusing and working to show impact in national issues: education, economic opportunity, veterans and military families, disaster services, healthy futures , and environmental stewardship. These are the areas we have developed performance measures around. In the strategic plan we have 4 goals: 1. How can we demonstrate, through service, impact in communities. We want to be able to show impact around the issue areas mentioned above. 2. Member experience. We need to continue to make sure there is a high level of quality in regards to the experience of all of our National Service participants and to expand opportunities. 3. How do we work to improve National Service among our stakeholders; how can we be valueadded to our partners in the state, grantees, and National Service programs through training and teclmical assistance, and adding value to the field. 4. Internal organization. How do we make sure that we continue to be an accountable and transparent organization. Commissioner Collier asked Mr. Velasco to talk more about their veterans initiative. Mr. Velasco shared that the Administration is very committed to supporting veterans and military families. One of the Corporation's six focus areas is supporting veterans and military families . The perfonnance measurements in this area include how we provide services to veterans and their families and how we engage veterans in service itself. With the leadership skills and teclmical talent they have, it is important to identify ways to engage them in service in their communities. It is also important to be able to provide access and support to returning veterans in terms of health care, housing, and career transition job services. This is an area we are focusing a lot of attention on in our national competitive funding opportunity. There are 3 particular areas in the highest tier and veterans and military families is one of them. If we see programs that come in with a focus around veterans and they are connecting to the measures and their program design meets the criteria, they will get significant attention perhaps over others in other categories. So we are trying to invest in this area through our grant making and sharing best practices. Commissioner Campbell asked how do we identify best practices, how do we transfer those resources (both dollars and knowledge), and how do we focus on enough markets so that we can have a message to Congress to say Commissions are working together. Mr. Velasco shared that the Corporation is doing this in two ways. The first is through research which is a long-term strategy. The second is through the investment in the Social Innovation Fund. The Corporation �has $50 million to make investments in some promising programs that could be replicable and are solving critical problems around disaster, health, economic opportunity and education. This is a one-to-one-to-one match. The Corporation gives funding to an intermediary organization and they match that funding one-to-one. The intermediary organization subgrants to an organization and that organization is also required to provide a match. So for the initial investment of the federal resources, you are getting two additional matches. Commissioner Algra shared that her concern with the Social Innovation Fund is that there is no requirement with that funding to make any connections in how those innovative programs maximum and increase human capita at the local level. These grantees do not have to talk about how they are going to engage volunteers to move their work forward or how they are going to look at National Service as a mechanism to a step forward. Do you see this as something you will add as a requirement in the future? Mr. Velasco stated that there is a wonderful synergy between National Service and Social Innovation because both of them are about how to address community solutions. National Service is more of a pipeline of human capital assets that can solve community problems and create community solutions. Social Innovation is another strategy of how we get to community solutions. Mr. Velasco met with the Social Innovation Fund grantees recently and his message to them was to find connectors between National Service and Social Innovation and to look at other streams of service to connect their work. The bottom line is community solutions, so we need to bring these assets together (AmeriCorps, AmeriCorps*VISTA, SIF) to address the community issues. Paula Kaiser VanDam stated that the United Way of SE Michigan is a SIF grantee with a focus around early education. We will invite them to present at a board meeting so we can have a better understanding of how it plays out in Michigan. Three ofthe seven subgrantees hosted activities in their communities to engage volunteers. We expect to have comprehensive data on the number of volunteers engaged and the number of individuals served at those projects following the next grantee progress report due at the end of December. All seven subgrantees had 9/11 related volunteer activities posted on their HandsOn Connect volunteer management system. Each site also used 9/11 Pledge cards to recruit volunteers for future volunteer experiences and to help populate their new HandsOn Connect systems. ., Six additional projects were cultivated, thanks to a mini-grant from HandsOn Network. More than 230 volunteers were engaged through these grants including 27 skilled volunteers. Each project included an opportunity for remembrance of those lost in the events of 9/11. Habitat for Humanity volunteers took time to reflect on how 9/11 affected them and their community and then presented a flag to the homeowner families. 9/11 projects also included an opportunity to cultivate future volunteer hours. Using 9/11 National Day of Service pledge cards, more than 5,000 hou rs of service were pledged for future activities. The pledge cards were directed back to the local volunteer centers. Many of these individuals will be entered into the HandsOn Connect volunteer referral system in order to engage them in future volunteer activities. Finally Metro Detroit played host to the nation's largest 9/11 National Day of Service project. Community leaders from a broad cross-section of organizations, including national service programs, joined together for a day of service and intercultural connection called A-OK (Acts of Kindness) Detroit. 813 volunteers representing different faiths, ethnicities, and cultural backgrounds came together in solidarity to brighten the lives of others in Detroit through 19 different projects. More than half of these volunteers were youth. As a result, the volunteers made more than 150 "Thank You" cards to be sent to active military and veterans; filled more than 300 backpacks with school supplies that will be given to local Detroit students; packaged 70 arts and craft supply kits that will 8 National Day of Service allow 2,100 Detroit students to engage their creativity as part of their daily learning; and assembled roughly 2,000 boxes of food, feeding roughly 2,5oo individuals who face hunger. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections. The Michigan Community Service Commission invites you to nominate an outstanding volunteer or organization for the 2012 Governor's Service Awards . Governor's Service Awards nominees are selfless individuals and organizations w ho mentor and tutor children, serve the hungry and homeless, a ssist the elderly, care for our environment. and much more . Not sure who to nominate? Look around you and you'll see great volunteers in your office. place of worship, and community. They are young people. senior citizens . people with disabilities, educators, national service members ... they are your boss, your secretary, your babysitter. your mom. your grandfather, your neighbor. or your best friend . A celebration will be hosted by the Michigan Community Service Commission to pay tribute to fi ve finalists. including the winner, in each of the eight categories that demonstrate the diverse nature of volunteers throughout our great state . The event will be held in June 2012. The Nomination Process Visit the Michigan Community Service Commission's website at www.michigan.gov/mcsc for additional information, including a Microsoft Word version of the Nomination Cover Sheet (Form A) and the Background Check (Form B) . Nomination Narrative The Nomination Narrative answers questions specific to each award and is used extensively by the reviewers when selecting the award recipients.
