The Budget Control Act of 2011 put in place a two-step complex budgetary procedure and the final outcome will depend on a variety of factors. The first part of the new law mandates hard limits on discretionary spending for the next ten years. If Congress is unable to meet these budget caps, the amount that is appropriated over the cap will be cut across all discretionary spending. The Congressional Budget Office estimates that these new caps will cut $841B over ten years compared to their baseline which includes growth at the pace of inflation. Under the second part of the Budget Control Act of 2011 , Congress formed a 12- member "super committee" tasked with finding $1.5 trillion in spending cuts over 10 years. Officially named the Joint Select Committee on Deficit Reduction, the super committee will need only seven votes to pass its proposal. This group will have until November 23 to produce a proposal to reduce the deficit by at least $1.2 trillion over the next ten years (a detailed schedule of the super committee is listed below). The super committee can raise revenue or cut any program. The rest of Congress will not have the power to amend their plan, obstruct it from coming to a vote, or even filibuster it in the Senate -- they will only be able to vote it up or down. If Congress doesn't reach an agreement on deficit savings, a set of automatic across-the-board cuts are triggered, starting with the FY2013 budget. Super Committee Membership: House Majority: Rep. America' s Service Commissions 1875 K St NW - 5th Floor- Washington DC 20006 www.statecommissions.org �Short-term Outlook The revised budget resolution agreed to with the debt ceiling package may change some FY2012 subcommittee funding levels that have already been established under the House-adopted resolution (H Con Res 34). For FY12, the caps reduce spending on discretionary programs by $7 billion compared to FYll baseline, with $2 billion of the cuts coming from non-security programs. The FY12 budget cap represents an increase over the budget level the House set earlier this spring. The caps allow for $24 billion more in spending than the budget resolution the passed in the House of Representatives. The Senate Subcommittee on Labor-HHS-Education marked up their FY2012 Appropriations bill on September 20, 2011. The bill recommends $1.093B for CNCS. Two CNCS accounts received increases - $14M for the Trust and $3M for NCCC- the rest of the CNCS accounts received level funding from FY2011. The House has not marked up their version of the FY2012 Labor-HHS-Education appropriations bill. Their markup has been postponed multiple times. Politico is reporting that the House GOP has no plans to finish the remaining spending bills, including Labor-HHS-Education. With the new fi scal year set to begin Oct. I , it appears that Congress may once again have to prepare a stopgap funding measure, or Continuing Resolution, to avoid a government shutdown. House appropriators unveiled a continuing resolution (CR) that would keep the government running until Nov. 18 late last week. The measure would fund the government at the $1.043 trillion annual level included in the debt limit agreement. The House is expected to vote on the CR this week. It is reported that the House leadership is considering an omnibus package, combining multiple appropriations bills in one single bill, which would be voted on before the CR expires in November. Long-term Outlook Designing the second portion of the spending reductions is the job of the congressional "super committee," which is charged with finding a way to cut at least $1.2 trillion over 10 years. The goal of the committee is to cut $1.5 trillion over 10 years. Under the law, the super committee can propose whatever it wants, cutting from anywhere in the budget. House and Senate committees with jurisdiction may make their recommendations to the super committee on how to reduce the deficit. If the super committee fails to reach agreement, $1.2 trillion in spending cuts will be made automatically starting in 2013, through what's known as the "trigger." In addition to lowering the original discretionary spending caps, this process would also cut mandatory spending for the next nine years. Across the board cuts would automatically affect some of the government's most popular programs, like healthcare entitlements, homeland security, and defense. All of the cuts would be equally split between defense and nondefense spending. Many programs are exempt from the trigger cuts, including Medicaid, SCIP, TANF, and food stamps. What isn't exempt under the trigger is discretionary funding, which CNCS programs fall under. This funding would face large cuts; especially on top of those Congress will make to meet the caps in discretionary spending in the fust half of the deal. Everything from education funding to money for affordable housing to early childhood programs would be subject to the cuts at the trigger stage. In August, the Obama administration sent a memo to federal agencies directing them to submit FY20 13 budget requests that are at least 10 percent below their current appropriation level. Office of Management and Budget Director Jacob Lew sent the memo instructing agencies to plan a budget that is at least 5 percent below 2011 levels, and that they should also identify additional savings that would bring their 2013 budget request to at least 10 percent below current levels. The memo also directed agencies to identify programs that are costeffective and should consider program integration, reorganization and realignment of resources. This is being accomplished thorough a strategic plan focused on the following areas: Outreach, Communication, Collaboration, and Training and Technical Assistance. The Cross-Stream Advisory Team met on September 8 at ACCESS in Dearborn, where they discussed how to better tell the story of national service and strategies to effectively communicate our impact as a unified group. Christina Kuo, who is the Senior Director of Public Policy and Public Affairs at the Michigan Nonprofit Association, helped facilitate the discussion. In order to keep Michigan' s national service programs informed about our cross-stream efforts and strategic plan progress, the team uses a bi-monthly e-newsletter called The Cross-Stream Connector. Engaging Veterans in Service As a part of its mission to engage all Americans in service, and as directed by the 2009 Edward M. Kennedy Serve America Act, the Corporation for National and Community Service (CNCS) and MCSC place a high priority on engaging veterans in national service and using service as a strategy to support veterans and their families. The MCSC Cross-Stream/Inclusion VISTA coordinated a webinar entitled How National Service Can Help Continue Veterans' Service, which is geared toward veterans and organizations that work with veterans. The webinar provides an overview of national service, and how programs like AmeriCorps and Senior Corps can be a beneficial option for veterans of all ages. The webinar also features a personal testimony by Dawn Clark, who is a former member of the United States Air Force and current AmeriCorps member with the Mentor Michigan College Coaching Corps program. The webinar took place on September 26 and will be repeated on October 11. The Symposium: National Service as a Strategy for School Success] This two-day symposium, which will take place October 5-6 in Thompsonville, MI, will bring together national service programs working to increase educational outcomes for Michigan's youth. In teams of no less than two and no more than five, AmeriCorps and Learn and Serve programs will learn the latest research on what works in educational delivery support programs. Teams will be given planning time to examine how these strategies can improve their programming and to integrate them into their 2011-2012 program plans and beyond. Using a proven visioning model coupled with access to program experts, this symposium will provide the tools needed to identify approaches that will result in positive impacts. More than 50 participants are expected to attend. MCSC Disability!lnclusion Week The MCSC is committed to encouraging all Michigan residents to engage in service. Our vision is a state where all residents meet community needs and find personal fulfillment through service and volunteerism. The second annual Disability/Inclusion Week will take place October 17-21 , 2011 and will help empower national service programs, volunteer organizations, and mentoring programs to make service a part of the lives of individuals with disabilities. This week-long effort will raise awareness about disability and inclusion while engaging programs and organizations in the various efforts of the MCSC and connecting them with valuable tools and resources to help serve and connect with those with disabilities. CNCS received a total of 337 new/recompete applications with only 53 approved nationwide. No new programs were funded competitively in Michigan. Our current competitively funded programs received continuation funding but were set back to 201 0-11 funding levels, so that was a small decline in funding. The 2011-12 formula allocation for Michigan is $3 ,702,887 (including some unobligated funds). With the reduction in formula funding, continuing formula programs were set back to 2010-11 levels. In addition, due to further reductions needing to be made and their lack of movement toward aligning with the CNCS priority areas, the University of Michigan's Michigan AmeriCorps Partnership will not receive continuation funding for 2011-12. Capitol Area Center for Independent Uving Jerry Swartz Lansing Schools Education Association Ella Kate Wagner Student- Michigan State University Larry Williamson Comcast Cable Due to a critical need in the area of veteran's services which was presented by DHS and the Governor' s Office, small reductions were made to four existing programs in order to provide five targeted AmeriCorps positions to be placed with Goodwill Industries of Greater Grand Rapids. �Ms. VanDam presented staff recommendations for continuation funding applicants for a total of $3 ,702,887 (See attached memo from Marcy Bishop Kates and Jeanine Yard dated June 20, 201 1). ViceChair Collier asked for a motion to approve staff recommendations for AmeriCorps formula funding for continuation applicants. Commissioner Mawby made a motion to support the recommendation; Commissioner Niester supported the motion. The motion passed unanimously. Ms. VanDam presented staff recommendations for supplemental funding (available later this summer) to request $1,152,778 to allow us to fund two additional new grantees and to allow for small expansions requested by continuing programs. Vice-Chair Collier asked for a motion to approve staff recommendations for supplemental funding request. MCSC Budget Update Ms. VanDam shared that discussions have begun on the FY12 budget. CNCS feels there will be a fight ahead to keep national service funding. There will probably be another funding cut around national service. There will be another District Day to educate the legislators on national service and to encourage them to continue the investment in national service. The Governor will be signing the budget bill and the MCSC will be funded at $680,200. Armory Move DHS contacted Ms. VanDam to inform her that they have canceled the lease for the move to the Armory. There was not going to be a budget savings so they could not justify the move. We will continue to work with the nonprofits that will be locating to the Armory and to partner with them in their future efforts around service and volunteerism. Chair Update Commissioner Collier announced that he will be speaking with Donna Brooks about the possibility of serving as the MCSC Chair. Donna and her husband were the recipients of the 2011 Russell G. Mawby Award for Philanthropy. Commissioner Collier will update Commissioners on her decision once they have had their conversation. MCSC Sta(fing Ms. VanDam gave an update on MCSC staffing due to the elimination of Learn and Serve and the departure of Marcy Bishop Kates at the end of the summer. Governor's Service Awards The Governor' s Service Awards will take place on October 24 at the Gem Theatre in Detroit. The MCSC will partner with Detroit Public Television to film the event and air later in November across the state. Mr. Collier thanked Jim Vella for his service and commitment to the Commission over the last two years. He also shared that there is also a request into the Governor's Office to have the Governor and First Lady serve as Honorary Chairs. ViceChair Collier put forth a resolution to nominate Carolyn Bloodworth as the next MCSC board chair. The resolution passed unanimously. The nomination will be presented to the full MCSC board at the September 28, 2011 board meeting. There have been investigations into two Michigan's AmeriCorps programs: Superior AmeriCorps (BHK) and CIS Detroit. Both investigations are wrapping up. Findings for the Superior AmeriCorps (BHK) program found that one member' s activities were found to be ineligible. The program will need to pay back $15,000. The original amount was close to $90,000 so the Commission was happy that they were able to reduce it �r down to $15,000. The CIS Detroit investigation involved an anonymous call to the IG office to report that the Program Director was inflating hours of members and crediting members with hours they did not serve. CIS Detroit will be required to pay back the education awards that the members have received (approximately $16,000). The members have 7 years to claim the education awards so this could take several years to pay back. CIS Detroit has laid off the entire staff and closed the AmeriCorps program. MCSC staff is working with them to make sure they are doing everything appropriately for their close-out. IG Audit- The MCSC received notification the CNCS that we will have a full audit in 2012 for two years of federal expenditures. CNCS Monitoring Visit- Oksana Jensen, our CNCS program officer, recently conducted a monitoring visit to the MCSC office and had no concerns. She shared that she will take our systems back to use at other locations. Public Policy National District Day took place on August 10, 2011. National Service programs visited several of our federal legislators ' district offices to share information on the impact the programs are having in their district. Programs are requesting meetings with Cong. Camp and Upton in their districts. Hill Day will take place on September 15, 2011. This will be a day of education and advocacy around National Service. Paula VanDam and other nonprofits leaders will be part of the delegation making visits to Michigan legislators. There will also be a call-in day the same day with the goal that the Washington DC offices will be flooded with calls in support of the investment in National Service and that it is critical in these tough economic times. America' s Service Commissions (ASC) is also circulating a Governor appointed Commissioner sign-on letter to fully support CNCS and National Service programs. All of Michigan' s Commissioners have signed on to the letter. MCSC Staffing Ms. VanDam gave an update on MCSC staffing. Elyse Walter, Communications Specialist, has accepted a position with the DNR. We are in the process of replacing her. Two administrative support staff have also departed and due to the Learn and Serve funding cut, we will only be replacing one of the positions. Marcy Bishop Kates, AmeriCorps Program Officer, will be departing the end of September to begin her own business. Her position will be posted through the state online hiring system soon. We are also waiting to hear from Garry Gross, Director of Finance and Administration, to see what his return date will be. We learned in April that all funding for the Learn and Serve America program was eliminated from the federal budget. Following the federal announcement, we analyzed our remaining budget and the needs in the field to determine major activities in the grant that will run through August 31,2012. Three key strategies were developed for the remainder of our grant cycle. First, each grantee was offered the opportunity to extend their existing grant through December 2011. Those who extended will have additional planning time to solidify the sustainability of their efforts and offer teacher professional development. Secondly, existing grantees were offered a small funding increase for the remainder of the calendar year. With these additional funds, the programs can offer fall professional development, teacher mini-grants and sustainability planning sessions. Finally, we are also working with three regions in the state to create a regional infrastructure for service-learning. Detroit, Grand Rapids and Houghton-Hancock will be awarded support grants not to exceed $10,000 to develop supportive systems for service-learning. The regions were selected because ofthe density of service-learning activities and because they had strong leadership in place. Each plan will reflect the unique needs and assets in the region but will likely include support for teachers and a unified approach for professional development. Fall Learn and Serve- Michigan Grantee Meeting In addition to these three strategies, we hosted a two day retreat called "Celebrating the Past and Inventing the Future of K-12 Service-Learning in Michigan " on September 19-20. The retreat included sessions on using appreciative inquiry and systems thinking to fine-tune their next steps in their districts. In addition to the focus on their district-level strategies, they worked to create a wish list of services the MCSC can offer beyond the life of the Learn and Serve America grant. Their commitment to service-learning was evident and we will be compiling the needs and a timeline for delivery over the course of the next month. Service-Learning Youth Council The Service-Learning Youth Council (SL YC) is a state-wide group of students in 7th -1ih grade who promote and advocate for youth service and service-learning. This year the 22 members promoted service through social media like blogs, Facebook and YouTube video. The members also take an active role in encouraging other youth to engage in Global Youth Service Day (GYSD) activities and participated in a joint project at a Lansing Area homeless shelter. Four of our members were also successful in coordinating their own GYSD projects for which they were awarded mini-grants to cover project expenses. Recruitment for new members begins this month. For a complete recap of the 2010-2011 SL YC, please see the attached snapshot. �Detroit Service-Learning Academy is a "Class Act" We were invited to attend a red-carpet premier of the Detroit Service Learning Academy' s (DSLA) new reality show "Class Act". The half hour television show highlights the best practices and school culture at DSLA. The show gives viewers an honest behind the scenes look at what it takes to become an award winning, high performing, and "Beating the Odds ";" School of Excellence. As a strong advocate for service-learning, the DSLA " Class Act" reality show will bring good attention to the practice. Detroit area viewers can watch "Class Act" this fall beginning Sunday, August 21 at 5:30pm on W ADL. They are working to secure a web-based version that can be shared nationally. Upcoming Events The MCSC will again serve as a Global Youth Service Day Lead Agency in the spring of2012. Through funding from Youth Service America we will be able to provide mini-grants to youth-led activities across the state. We will continue to partner with the LEAGUE of Michigan to create a unified strategy for bringing service to youth not traditionally engaged. We will also work with the Food Bank Council of Michigan to ensure that a good number of these projects focus on childhood hunger. This summer we worked with three school districts in Detroit to host a service-learning professional development event relating to Science, Technology, Engineering and Math (STEM). The event was to be the kick-off to the regional service-learning collaborative efforts in Detroit. Due to Hurricane Irene, we had to postpone the training. They are a state-wide group of students in 7th-12th grade who believe service an d service-learning are important educational experiences. SLYC members are trained to help them create compelling stories in support of service-learning and mobilize their peers and others. Throughout the year they use these tools to document, promote, and educate others about youth service and service-learning. SLYC members work with the Learn and Serve team at the MCSC to further public support for servicelearning in schools and communities across Michigan. Goals of the Service-Learning Youth Council: 1. Become change makers and act on their passions by designing a service-learning or service project 2. Became advocates for service-learning by producing outreach materials 3. Became change makers by designing a service-learning or service project • Molly Tompkins and Ryan Ness- "Preserve Hickory" in Traverse City • Molly and Ryan organized a clean up of a local ski area, Hickory Hills. Projects included repainting and cleaning the lodge, repairing tow rope shacks, and collecting garbage. There were 56 total volunteers (41 were youth), for a total of 125 volunteer hours. • Nate Anderson and Devontay Whitehead- "Literacy For Life" in Kentwood • Nate and Devontay's Leadership class organized a book drive to promote literacy by distributing books to three elementary schools in their area. The students collected over 800 books: 700 went to students in grades k-2, and 100 to Ronald McDonald House 2. This spring, Mentor Michigan began developing and posting resources on its website for mentors and for mentoring programs. Additional resources are in progress and will be added to Mentor Michigan' s website on an on-going basis, with the majority of the tools scheduled to be available by the end of November. Mentor Michigan will host webinars this fall to provide further information on these resources and an intentional focus on mentor recruitment for youth in foster care is also underway. This includes mentor recruitment at foster parent recruitment events. Mentor Michigan is also working with Su A' lyn Holbrook from the Department of Human Services on an initiative to significantly increase the number of foster youth in mentoring relationships, starting with youth aging out of foster care. On August 24th, we convened nine representatives from seven mentoring programs serving youth in foster care. These programs discussed best practices for and challenges to serving this population. They also brainstormed the resources, training, and policy changes needed to serve more youth. These include increased funding and stronger relationships with their local DHS office. Su A'lyn is currently working with a team to identify resources available to support this work. College Positive Toolkit Mentor Michigan and Michigan Campus Compact have developed the College Positive Mentoring Toolkit, designed to provide mentors with information, conversation starters, match activity ideas, and ready-to-use activities, to help their mentees take important steps towards higher education. College positive mentoring encourages and creates a pathway for K-12 youth to consider, plan for, and attend post-secondary institutions. Combined with age appropriate, appealing college access activities and consistent encouragement, mentoring relationships help youth succeed both personally and academically, and set them on the pathway for higher education! The Sixth Annual Michigan's Premier Mentoring Conference The Sixth Annual Michigan's Premier Mentoring Conference will be held on Wednesday, November 16, 2011 at the Lansing Center. Online registration is now available at www.mentormichigan.org. This year we are pleased to welcome Dr. Renee Spencer as our keynote speaker. Dr. Spencer is an Associate Professor at Boston University School of Social Work, �where her research focuses on youth mentoring. She is widely published and serves as a member of several boards and committees including MENTOR/National Mentoring Partnership Research and Policy Council and the Big Brothers Big Sisters of America research Advisory Council. Dr. Spencer's keynote address is: Making a Difference through Mentoring: Current Research and Best Practices. Research evidence now shows that mentoring can indeed make a difference in the lives of youth. However, not all mentoring relationships are alike, as some reap greater benefits for the youth participants than others. This presentation will offer an overview of the research illuminating factors that distinguish more and less effective relationships and the important role that program practices and policies play in promoting high-quality mentoring relationships. The rate does not cover paid employees of the organization. • Registration Rate (after October 15th) = $100 Pre-Conference Session Mentor Michigan will be hosting a Pre-Conference Session on November 15th with Craig Bowman of Common Ground Consulting. Participants will learn how to build a sustainable social profit organization. In order to ensure the continuation of critical youth and family services, it is essential to integrate proven sustainability strategies into the day-to-work of these programs as soon as possible. It is critical to think about sustainability in a broader sense and with a longer-term vision, extending beyond just the next grant cycle. In order to remain viable, programs must develop competencies which include marketing the benefits of the program to the community, demonstrating that services result in improved outcomes for children and families, and sharing and leveraging resources through partnership and collaboration. This pre-conference session will provide strategies for achieving these goals. Space is limited to 50 participants. The pre-conference is more advanced in nature and geared toward mentoring organizations' executive directors, board members, or experienced staff. The Pre-Conference Registration Fee is $1 00 per person. Mentor Michigan College Coaching Corps AmeriCorps Program The Mentor Michigan College Coaching Corps is a joint effort between Michigan Campus Compact and Mentor Michigan. This program is currently placing 45 full-time AmeriCorps members across Michigan starting in September. Nine members are returning to do a second year of service. Thirty-six members will be placed in youth mentoring organizations and will build the capacity of the mentoring programs they serve, by focusing on: mentor recruitment and matching; mentor support, recognition, training, and retention; match monitoring; and dissemination of resources to matches focused on school success and college access. Nine members will be placed in institutions of higher education to serve as liaisons between those institutions and their community. These members will focus on recruiting college students to serve with youth and developing community partnerships that foster a college-going culture within the broader community. �2012 Lloyd Carr MVP Mentoring Awards Mentor Michigan is currently accepting applications for the 2012 Lloyd Carr MVP Mentoring Awards. The Lloyd Carr MVP Mentoring Awards are given to five individual youth mentees in Michigan who best exemplify the benefits of a mentoring relationship. Exhibited benefits may include improved attitude, attendance, grades, pro-social behaviors, and family and peer relationships. Youth must be currently enrolled in high school and part of a formal mentoring match. Lloyd Carr is the former head football coach at the University of Michigan and one of Mentor Michigan's current spokesmen. Nominators of this award may include mentoring programs, mentors, or the mentees themselves. Winners will receive a $1 ,000 scholarship to attend college after high school graduation. The awards will be given to the five recipients at an event held in January 2012 during the annual Michigan Mentoring Month. Wave VIII of the Mentor Michigan Census The Mentor Michigan Census was first conducted in 2004, and has yielded a solid statewide picture of the mentoring field. Eight waves of the annual Census have provided us with a unique opportunity to understand the needs of the mentoring field, allowing us to identify, count, and track mentoring organizations, programs, mentors, and mentees. We have also been able to track program components, processes, resources, and needs. As a result of the mentoring programs' participation in the Census, Mentor Michigan has collected solid data that has been used to support funding, to increase media exposure, and to attract mentors. Starting this year, Mentor Michigan will change the frequency of which we conduct the Census. We will now conduct the full Census every three years; however, we will occasionally need to collect specific pieces of information from mentoring programs. This year, in lieu of a full Census, we are asking programs to complete a brief survey (12 questions) in order to collect valuable information about the scope ofmentoring in the state. An intense schedule included interviews with staff, a meeting with board member Tony Campbell, a visit with the West Michigan AmeriCorps Collaborative, visits with several AmeriCorps programs, participation in an Inclusion Team meeting, and more. Site visit feedback from Oksana will inform areas of strength, improvement needed, and compliance issues. AmeriCorps National Grantee Meeting Paula Kaiser VanDam (Executive Director), Jeanine Yard (AmeriCorps Program Officer), and Megan Sargent (Training and Inclusion Coordinator) attended the National AmeriCorps Grantee Meeting and Performance Measurement Institute in Bethesda, Maryland September 13-16. The National Grantee Meeting provided an opportunity for AmeriCorps State and National Grantees to gain an understanding of the priorities of the leadership of the Corporation for National and Community Service, develop strategies for implementing new priorities, enhance skills required for implementation, and strengthen relationships between state, national and CNCS colleagues. The Performance Measurement Institute consisted of two days of in-depth, hands-on training in performance measurement expectations and requirements, with an emphasis on developing capacity to train and support subgrantees, sites, and staff. 2011-2012 Michigan's AmeriCorps Program Preparation Training In preparation for a successful 2011-2012 program year, the following trainings were provided to Michigan ' s AmeriCorps programs: • Program Director/Organizational Leader Meeting: On September 21 , Michigan ' s AmeriCorps program directors and organizational leaders (Executive Directors, Superintendents, etc.) came together to network, explore opportunities for collaboration, learn about national funding priorities and the Corporation for National and Community Service strategic plan, and learn about Office of Inspector General trends in audit findings. The meeting also included information about how to integrate AmeriCorps into the culture of your organization and appropriate ways to educate and inform others about the value of national service. • AmeriCorps Program Financial Training: On September 22, the MCSC hosted a webinar training for those responsible for the financial oversight of Michigan's AmeriCorps programs. The session included information about the web-based reporting system, as well as an overview of deadlines and expectations fo r the 20 11-1 2 program year. 2012-2013 Michigan's AmeriCorps Outreach Presentations In an effort to promote the 2012-2013 Michigan ' s AmeriCorps Application process, the MCSC hosted targeted new applicant information sessions in Lansing (Sept. 20), Detroit ( Sept. 26), as well as an informational webinar (Sept. 23). These sessions provided a general overview of AmeriCorps, the key elements of successful AmeriCorps programs, an opportunity to explore how AmeriCorps may address issues in a community, and how to apply for funding. Michigan's AmeriCorps Member Celebration This year' s Celebration will be held on Thursday, November 17, from 9:30 a.m.-4:30p.m. at the Lansing Center. The theme of this year' s Celebration is Be the Change! Our goal is to celebrate the commitment AmeriCorps members make to service, and to empower them to create and fulfill their own visions of a positive year full of changes for self and community. The Celebration has become a great tradition, gathering AmeriCorps members from all over the state of Michigan for a day of training, networking, and recognition. To that end, we are providing help to recipients who have reached lifetime limits on cash benefits to make the transition to self-sufficiency. DHS social workers are reaching out individually to each of the 11 ,000-plus cases to help families craft a plan for self-sufficiency. • By Sept. 10, each family will have been called by a social worker. Three attempts will be made by phone to connect with the families. If the social worker cannot reach the recipient by phone, a letter will be sent. • By mid-September, DHS county offices will host resource fairs for affected recipients. • By Sept. 21, appointments will be complete with all recipients who agreed to additional help. There already are a number of DHS programs available to help clients in their step toward independence, with a strong focus on the welfare of children -their health , care and development. • The DHS Office of Child Support, working with the Friend of the Court, will make every effort to ensure child support payments are arriving and routed directly to the client. • Child Development and Care will help with daycare costs. • Medicaid provides medical insurance for needy kids and families. • The MIChild program provides health care for low-income uninsured children . • Children's Special Health Care Services provides medical service coverage to children and adults with special health care needs. • The Child & Adolescent Health Center program gives preventive and primary care to uninsured and underinsured children receiving Medicaid. • The Women, Infants & Children (WIC) program serves low-income pregnant, breastfeeding and postpartum women, infants and children up to age 5 who have nutrition-related health problems. • Vaccines for Children offers childhood vaccines for provided by participating doctors and clinics. • Maternity Outpatient Medical Services (MOMS) provides immediate health care coverage for expectant moms who may not qualify for Medicaid . �In addition, there are many other safety net programs to support adults and families to independence: • Families can request rent assistance through the State Emergency Relief program and qualify for up to three months of temporary rent assistance if they meet certain criteria, including actively seeking employment through the Michigan Works! agencies. • The SER program requirement that qualified rent assistance applicants provide proof of a pending court-ordered eviction will be waived . • Affected families will receive the highest priority for ava ilable funding from the Low Income Home Energy Assistance Program (LIHEAP). • Disabled recipients will continue to receive assistance . • DHS will extend their access to the Jobs, Education and Training (JET) program for two months after their cash benefits have ended . • Volunteer Job Navigators will provide individual mentoring for those seeking employment to assist and lead them to employment (assisting with filling out applications, preparing for job interviews and guiding them to job opportunities, among other things). • Food assistance is available via debit cards provided for use at grocery stores and farmers markets, including the Double Up Food Bucks program, which matches food assistance benefits spent at more than 40 participating farmers markets. Expert DHS caseworkers are available (Monday-Friday, 8 a.m.- 5 p.m.) to help clients access all available resources . Clients may call DHS toll-free at 1-855-763-3677. DHS is aggressively working to provide a soft landing for the affected recipients while also helping them to secure jobs that will lead to independence. Welcome and Introduction -Chairman Jim Vella The MCSC Board meeting was called to order at 1:14 p.m. by Chairman Jim Vella. Chiarman Vella thanked the Commissioners that participated in legislative visits earlier that day and who attended the Giving and Volunteering event at the Capitol. Commissioner Collier asked Renee Zientek to share information on the announcement by Michigan Campus Compact Board President (GVSU President). In order to elevate the role that higher education plays in volunteering, they will announce every year at the Giving and Volunteering event Michigan's Engaged Campus ofthe Year. Commissioners shared feedback from their legislative visits and that the legislators are still not fully aware of AmeriCorps. It is important that the Commission continues to educate the legislators about AmeriCorps and National Service. Ms. VanDam explained that during the planning around the MCSC's 201h Anniversary it has become apparent that we need to organize a Public Policy Committee. With the changes at both the state and the activities at the federal level, there will be a lot of public policy work over the next few years. II. Review and Approval of January 19, 2011 Minutes -Chairman Vella Chairman Vella asked for a motion to approve the minutes from the January 19, 2011 board meeting. Commissioner Lawson moved to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from March 25, 2011 meeting. Chairman Vella asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Algra moved to approve the minutes; Commissioner Lawson seconded the motion. The motion passed unanimously. B. MCSC 20th Anniversary Committee/Governor's Service Awards- Commissioner Lawson updated Commissioners on 20th Anniversary activities and the different committees. The 2011 Governor' s Service A wards will be the kickoff for the activities. This year, staff is recommending a change in the GSA nomination process. The first recommendation is to decrease the number of categories from eight to six. The two mentoring categories would be eliminated and turned into Mentor Michigan Awards and presented at the Mentoring Conference. In a change this year, the second recommendation is dropping the number of finalists from five to three. We are looking at giving the public the opportunity to vote to determine the winner in each category by watching a video of each of the finalists. With the new process of the public voting, having eight categories with five finalists would require the public to view 40 videos before voting. By decreasing the number of categories and fmalists, this would provide 18 videos of finalists. We would share the videos virally via social media, YouTube, and through the volunteer networks. The organizations could generate excitement around the finalists and generate support for the event. Geographic, gender, and ethnic diversity would be taken into account for the finalists. Chairman Vella asked for a motion to approve the staff recommendation of changing the number of GSA categories from eight categories to six categories. Commissioner Alexander moved to support the recommendation; Commissioner Parker seconded the motion. The motion passed unanimously. 2 �, Commissioners discussed the public online voting opportunity. It was suggested that instead of voting for all categories online, that we choose three categories for the online voting and the remaining categories would be chosen through the normal peer review process. Commissioner Betley stated that the focus tends to lean towards support of youth opportunities and the seniors don't get as much exposure. She supports having the Volunteer of the Year and the Outstanding Volunteer Program as online voting categories. Chairman Vella asked for a motion to approve the staff recommendation of online voting system to identify the winners for three categories. Those categories would be Volunteer of the Year, Youth Volunteer of the Year, and Outstanding Volunteer Program. Commissioner Collier moved to support the recommendation; Commissioner Smith seconded the motion. The motion passed unanimously. Ms. VanDam explained that there was also discussion around giving the winner a cash prize ($5,000) to increase excitement around the nomination process. The winner could designate the prize to the charity/organization of their chose. It was suggested that justthe three publically voted category winners would receive the cash prize. Commissioners also had concern with this option because it is giving preference to some categories over others. Chairman Vella asked for a motion to approve the staff recommendation of the concept of giving cash prizes to the winners with the understanding to delegate to the Executive Committee to work out the details of cash prizes. Commissioner Hill moved to approve the recommendation; Commissioner Niester seconded the motion. The motion passed unanimously. IV. New Business Transition - Commissioner Collier updated Commissioners on efforts to identify a MCSC Chair. The job description has been submitted to the Governor's office and they will review the description and give feedback on recommendations. One of the requests will be to include the Governor and First Lady as honorary chairs of the Commission. V. Executive Director Report- Paula VanDam A. CNCS Update 1. Funding Update- The public policy staff of America's Service Commissions (ASC) has been analyzing the FY11 appropriations legislation and how it affects the funding for CNCS. The CNCS budget is reduced by approximately $74 million. The cuts are coming from AmeriCorps ($23 million), Learn and Serve ($40 million - which is elimination of the program) and DVSA (VISTA and Senior Corps-$13 million). Unfortunately the CNCS is not able to update Commissions on the budget process so we rely on partners such as Voices for National Service to keep Commissions updated on the process. 2. CNCS Update- Evan Albert shared that in light of these trying economic times for their grantees, they are scheduling 4-5 regional sessions on resource development and how to identify resources in the local community. It is not only 3 �funding, but also how to collaborate with corporations, businesses, and foundations in the local community to help sustain your program. Ms. VanDam stated that the Corporation has finalized their new Strategic Plan and will share it at the September meeting. The MCSC wants to make sure our grantees and the National Service programs in Michigan have a good understanding of the new Strategic Plan and the direction the Corporation is heading. We have asked their Chief Strategy Officer to conduct two webinars for the programs in Michigan so that we can make sure they are aware of the new priorities. The Corporation' s grantmaking is going to align with this new strategic direction and priories so we want to make sure our grantees understand those. B. Learn & Serve Update 1. Learn and Serve Funding - Ms. VanDam shared that the Corporation for National and Community Service's budget is going to be reduced by $74 million, and of that, $40 million is from Learn and Serve, which eliminates the program. The funding for the Learn and Serve - Michigan grant recommendation has been eliminated but there are still efforts taking place from the field to restore the funding and there is a possibility that the funding could be restored in the fall process. Staff is recommending moving forward with the funding recommendations of25 applicants for a total of$529,763 so that they are in place should the funding be restored. The staff recommends new funding for Sault Area Public Schools for a planning grant for $8,000. Their recommendation for renewal funding for implementation applicants are: Bingham Arts Academy ($8,063), Carrollton Public Schools ($15,000), Edison Public School Academy ($15,000), Fitzgerald Public Schools ($24,500), Kentwood Public Schools ($24,500), Montcalm Area lSD ($24,500), Public Schools of Calumet ($15,000), Romulus Community Schools ($24,500), Saranac Community Schools ($15,000), School District ofthe City ofDetroit ($70,000), Sparta Area Schools ($24,500), Stanton Township Public Schools ($15 ,000), Traverse Bay Area lSD ($40,000), and Willow Run Community Schools ($15,000). Their recommendation for renewal funding for institutionalization applicants are: Belding Area Schools ($15 ,000), Charlevoix Public Schools ($15 ,000), Chassell Township Schools ($15,000), Detroit Service-Learning Academy ($12,200), Grand Blanc Community Schools ($24,500), Inland Lakes Schools ($15,000), Kent lSD ($40,000), Lake Orion Community Schools ($24,500), Onaway Area Community Schools ($15,000), and Pennfield Schools ($15 ,000). Chairman Vella asked for a motion to approve the staff recommendations for Learn and Serve- Michigan funding should the federal funding be restored. Commissioner Bloodworth moved to approve the motion; Commissioner Lawson seconded the motion. The motion passed unanimously. Commissioners Hill and Wagner abstained due to conflict of interest. 4 �2. Program Update I Global Youth Service Day - Angelia Salas shared that Learn and Serve- Michigan hosted their semi-annual Service-Learning Sustainability Symposium in February. This event is designed to engage school district teams in strategies for sustaining their service-learning programs. She also explained that the MCSC has submitted a renew application for federal funds and the application will be for the third year of funding in a three-year grant and will have an emphasis around STEM work. Ms. Salas explained that the MCSC is serving as one ofthe Michigan's lead agencies in support of Global Youth Service Day (GYSD) which promotes volunteerism among young people. We have been reaching out to community and youth serving organizations in the state to expand the number of projects. In partnership with the LEAGUE Michigan, we were able to offer mini-grants for youth service projects that were youth driven and funded 35 projects. Last year there were 21 registered GYSD projects and this year there were more than 70 registered projects. C. AmeriCorps Update- Megan Sargent explained that May 14-21 , 2011 will be AmeriCorps Week and is an opportunity to spotlight AmeriCorps members and the great things they are doing. AmeriCorps programs are planning special events during this week and engaging their community leaders in the events to show the power of AmeriCorps. We will be concluding AmeriCorps Week with the Russ Mawby Signature Service Project. This year' s project will take place in Grand Rapids and more than 350 AmeriCorps members will assist with various community projects. The MCSC will partner with Friends of Grand Rapids Parks, Habitat for Humanity of Kent County, American Red Cross of Greater Grand Rapids, and Elemental Media. Commissioners are encouraged to participate. Cross-Stream Update- Megan Sargent shared that the Cross-Stream Advisory Team, which is co-chaired by Evan Albert and Paula VanDam and includes representation from all streams of service, has been focusing on their Strategic Plan, especially education and promotion of AmeriCorps and how to share the impact of National Service. Inclusion- Ms. Sargent shared that Michigan is one of three states that were selected to be part of the Next STEP Pilot Project (STEP = Service to employment proj ect) and are working to identify ten individuals with developmental disabilities to be placed in AmeriCorps programs and to be supported throughout a year of service. We will document their year of service and use this information to do outreach and better engage individuals in service. The Inclusion Team is also finalizing their Strategic Plan. Focus on Impact - Marcy Bishop Kates explained that the staff is focusing on the impact that AmeriCorps programs are having and showing return on investment. It is no longer adequate to demonstrate achievements with numbers and data only. Programs need to show impacts through actual impacts- change in behavior, knowledge, or attitude. The MCSC staff has been working with grantees to help them report impact in a better way through the training and tools we provide to assist them in their performance measures and reporting methods. Ms. Kates and Jeanine Yard shared impacts from some Michigan's AmeriCorps programs. 5 �D. Mentor Michigan Update- Amber Troupe updated Commissioners on Mentoring Month activities including a very successful Mentoring Night at the Palace event. It brought great awareness to mentoring. With the funds raised from this event, Mentor Michigan was able to award 12 Detroit Pistons Mini-Grants to mentoring programs to match activities that promote college access. Amber is working with Michigan Campus Compact (MCC) to help the mentoring programs provide information and activities to mentors and mentees on how to be more college positive and thinking about post-secondary education and finding ways to be successful in school. MCC has a great college positive volunteerism toolkit that Mentor Michigan is modifying to work for mentor matches. Ms. Troupe also shared information on the 2011 Lloyd Carr MVP Mento ring A wards and the great feedback we got from the high school students that received the awards. In addition, for the past 3 years Mentor Michigan has been able to give out mini grants with the proceeds from the Meijer gift card promotion. This year we gave out approximately $16,000 to 45 mentoring organizations that host recruitment, recognition, or celebration events during the month of January to help cover their costs of the events. This year Meijer has agreed to host the Meijer gift card promotion around Father's Day but has stated that this will be the last year they can offer the promotion and will provide a maximum of $7,500 (the past couple ofyears we have received $15,000 to $20,000). We will have to figure out a way to support Mentoring Month as we move forward. Ms. Troupe informed Commissioners that effective March 31, 2011, background checks will no longer be processed for perspective mentors for SafetyNET. MENTOR is currently working to find a permanent solution and hopes that the new Child Protection Improvement Act will provide this much needed service through the FBI. Also, the federal funding that went to support mento ring children of prisoners has been eliminated which will dramatically impact a number of mentoring programs across the state (Michigan will lose about $750,000 a year). E. Volunteer Michigan- Jeanine Yard explained that she will be leading Volunteer Michigan for the MCSC due to Steve Springer's departure. There are seven volunteer connector organizations through Volunteer Centers that have received funding. The MCSC is partnering with Volunteer Centers of Michigan to provide a training component through trainings and webinars. The grantees are working to implement HandsOn Connect, which is a volunteer management software system, and are scheduled to go live on this system by September. Staff is also working on a statewide portal through HandsOn Connect that will offer access to volunteer opportunities statewide. National Days of Service is the other component for the grantees. They are required to coordinate a minimum of two national Days of Service events. F. Communications Update - Ms. VanDam highlighted some of the communications activities over the past few months. G. Financial Report- Garry Gross updated Commissioners on the FY11 Financial Statement for the second quarter. He explained that there was funding built into the budget to help with MCSC move expenses. Due to the federal funding cuts (Learn and Serve) and the drop in administration funding we will receive from CNCS due to 6 �the census, we will continue to leave the Deputy Director position vacant until we can evaluate where we stand with funding. Mr. Gross thanked Marcy Bishop Kates for her efforts for tracking and the reporting for the ARRA grants. The ARRA grants are now closed. Ms. VanDam stated that the MCSC is currently in the state budget at level funding for FY12. H. Partner Update- Jocelyn Yanda (DHS) shared that Director Corrigan is focused on the consent decree. She will be coming to an upcoming MCSC board meeting to share her vision. Renee Zientek, Michigan Campus Compact, shared that they are using some supplemental funding that MNA had from the W.K. Kellogg Foundation to take a deeper look at the volunteer infrastructure in Michigan is working. The partners (MNA, MCC, VCM and MCSC) are in the processing of forming a SE Michigan Volunteer Collaborative. There are more than 30 volunteer connecter organizations in SE Michigan along with corporate and higher education volunteer programs. We have discovered that our role is in convening these programs together to identify ways that they can work together and use service as a strategy to address some of the community needs. Annie Ellington, Chief Service Officer for Mayor Bing, has also been participating in these discussions. This is important as the Detroit Cities of Service Chief Service Officer funding was a 2 year initiative so we want to make sure we can help sustain all the new efforts that are happening. It would be unfortunate to have this go away once the initial grant is over. Carolyn Bloodworth (on behalf of MNA) distributed the ConnectMichigan Alliance (CMA) Endowment Fund Allocation Guidelines. The Endowment Fund committee established the guidelines to make sure the funds are utilized exactly the way they were intended. Paula, Renee and Diana will work together to identify opportunities to utilize these funds . The guidelines will be presented to the MNA Board for approval. The guidelines identify $50,000 for the next 3 years to support joint work that the partners (MNA, MCC, VCM and MCSC) agree on. Those funds will support MLK Day grants, support technology piece for the volunteer centers which will be a critical strategy in enhancing the infrastructure statewide, some regional convening in both Detroit area but in other communities as well, the statewide pmial, and potentially a statewide volunteerism campaign. Welcome and Introduction- Vice-Chairman Rob Collier The MCSC Board meeting was called to order at 12:18 p.m. by Vice-Chairman Rob Collier. After Commissioner introductions, Maura Corrigan, Director of the Department of Human Services, addressed the meeting. She is working with the Governor to bring Michigan back to prosperity. The issues confronting us could not and should not be addressed only by government. She thanked Commissioners for their commitment and for their time and talent. Through the Commission's efforts, we have the ability to provide valuable services to the state. Director Corrigan highlighted three key areas that she feels the MCSC can contribute to increase volunteer efforts. The first is mentoring. She commended Mentor Michigan, and Dan Mulhern, in their efforts to grow mentoring across Michigan. It is a critical program and she hopes we can grow and enhance it, especially in regards to foster youth. Director Corrigan is a mentor and has mentored four girls for the last eight years (2 are now adults and 2 are sisters). Director Corrigan counts being a mentor as one of the most impactful things she has ever done and have benefitted from being a mentor. There are 14,500 in the foster care system. We are doing better in Michigan about keeping children in their homes. This year 800 young people will age out of foster care ( 18 years old). That means they have to make their way in the real world without the benefit of adult guidance. And from studying this population, they become those that go to jail or become people who tax our mental health system (homeless, poverty, addictions). DHS is working to get foster care extended to age 21 through the legislature. National statistics are discouraging. Only 3% of kids in the foster care system graduate from college. Western Michigan University is addressing this issue with their Seita Scholars program. In 2007 there were 12 aging out offoster youth that went to WMU. WMU now has 140 aging of foster youth emolled at WMU. They are staying in school with the help of the DHS Campus Coach program. There is a DHS employee embedded at WMU campus 24/7 so when the student needs help, they have someone to call. DHS is working to expand this program to other college and universities in Michigan. Other states are also looking at this program. Director Corrigan suggested MCSC/Mentor Michigan could help find mentors for these aging out foster youth so they have someone to mentor them while they are in college. It would also be helpful to have adult m~ntors for those who are not college bound. She suggested approaching our unions to have them mentor youth as electricians or plumber. Also to reach out to others to have creative programs across the state to help our kids who are aging out who need mentors but aren't going to college. The second is a new initiative for DHS which is veterans and to help veterans draw down all the benefits they are entitled to . Michigan ranks 11 th in the number of veterans that we have but ranks 53rd in benefits that our veterans draw down (dead last in the country). Senator Bill Hardiman has joined DHS and is making connections with Department of Military Affairs to attempt to address this situation with the veterans. One of the issues is that a lot of the veterans don't know they are entitled to the benefits. Another issue is the procedure on the federal side to draw down the benefits. Some of the veterans are waiting between 4 months to 4 years to draw down benefits. This is an area where DHS can use volunteers to help veterans get through the process and to assist on the federal side to draw down the benefits. 2 �The third area is providing real world help to those going off the cash assistance program because they have met their federal and state lifetime limit. For many ofthese able bodied who have been chronically either unemployed or under-employed, they need to find work and they need help getting there. For some it is a generational poverty that they have experienced and for many it is a lack of basic skills to become self-sufficient. These are the very people we need to reach if our state is going to tum around. DHS would like to find volunteers, called job navigators, to help the people that are coming off the cash assistance program. Some of these people have never worked and don't understand they need to be somewhere on time. They may have transportation issues. Job navigators could help answer the many basic questions they may have. There are jobs in Michigan, even for low-skilled workers, but we need to help people find them. Director Corrigan shared that Governor Snyder supports the MCSC as past governors have and announced that the Lt. Governor' s wife, Julie Calley, has agreed to serve as a Commissioner. Amber Troupe gave an overview of how MCSC/Mentor Michigan has been working with DHS to address the youth aging out of foster care issue. Paula Kaiser VanDam explained that the MCSC sees this as a critical population that we need to do more work on. Some of the mentoring programs are really hurting because in the last two years we 've lost $100 million in federal funding that was supporting mentoring ($50 million in Department of Education and $50 million was in HHS through mentoring children of incarcerated parents) and many of our programs counted on those dollars to help the children they are serving. They are looking locally now for resources to replace that funding. We have been fortunate to see the growth we have had but have to figure out the financial resource issue or we will never be able to go to the scale that we would like to see. II. III. Review and Approval of April 13, 2011 Minutes - Vice-Chair Collier Vice-Chairman Collier asked for a motion to approve the minutes from the April 13, 2011 board meeting. Commissioner Mawby moved to approve the minutes; Commissioner Algra seconded the motion. The motion passed unanimously. Standing Committee Reports A. Review Executive Committee minutes from May 23 , June 21 , and August 31 , 2011 meetings. Vice-Chairman Collier asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Algra moved to approve the minutes; Commissioner Mawby seconded the motion. The motion passed unanimously. B. Board Development Committee -Vice-Chair Collier thanked the Commissioners that agreed to serve another 3-year term on the board of the MCSC. There will be several new Commissioners appointed by the Governor the beginning of October. ViceChair recognized Commissioner Russ Mawby for his service on the Commission and presented him with a gift of thanks. He also explained that there has been conversations with the Governor' s office regarding having Mrs. Snyder serve as Chair. It seems the Governor and First Lady are leaning towards serving as honorary co-chairs. The Executive Committee has made a recommendation to nominate Commissioner Carolyn Bloodworth as Chair of the MCSC. Vice-Chairman Collier 3 �asked for a motion to approve the recommendation to have Carolyn Bloodworth serve as Chair of the MCSC. Commissioner Algra moved to approve the motion; Commissioner Mawby seconded the motion. The motion passed unanimously. C. MCSC 20th Anniversary Committee- Ms. Paula VanDam updated Commissioners on 20th Anniversary activities. There will be a video that will be played at the Governor' s Service Awards highlighting the MCSC ' s anniversary. The video will also be played at other events throughout the year (Mentoring Conference, Member Celebration). There will also be a companion print piece designed in December. V. Executive Director Report- Paula VanDam A. Program Update 1. Volunteer Michigan- Angelia Salas explained we are finishing the first year of a three-year grant for the Volunteer Generation Fund. The grant is designed to do three things: work with volunteer center collaboratives to position service as a strategy either around health care or public safety, using days of service to get people involved and interested in service and tum them into long-term volunteers, and using a technology called HandsOn Connect which is a volunteer mobilizing tool. This year we are offering renewal funding to our existing grantees. Staff is recommending funding for the current programs at the following amount: Allegan County United Way and Volunteer Center ($49,000); Resource Genesee ($46,033); United Way oflonia County, Volunteer Connections ($20,877); Volunteer Center of Greater Kalamazoo ($44, 112); Volunteer Center of Southwest Michigan ($44,919); Volunteer Center ofLenawee ($49,830); and Volunteer Muskegon ($46,740). We will present additional funding recommendations at the November board meeting for the Volunteer Centers of Michigan who is working with seven additional sites to provide support and technical assistance. Ms. VanDam explained that we are not opening the funding up to new grantees as we made a commitment to the existing grantees that we would support them for the three-year grant cycle. After our initial 3-year grant award, the match for future VGF dollars will be $1 to $1. We received almost $500,000 in funding and with the funding cuts we have experienced in our general fund, we would not be able to meet the higher match level. We will need to think strategically the kind of resources or partnerships we will need to create in order to leverage the dollars needed to move forward . It's an extraordinarily important pot of money and has helped the MCSC strengthen the volunteer infrastructure across the state in a way we have not been able to do in the past. Renee Zientek, Michigan Campus Compact, will speak later during the meeting about the efforts to create a collaborative in Southeast Michigan to increase their volunteer infrastructure. Vice-Chairman Collier asked for a motion to approve the staff recommendations for Volunteer Michigan funding. Commissioner Mawby moved to approve the motion; Commissioner Bloodworth seconded the motion. The motion passed unanimously. 4 �Angelia Salas gave additional updates on Volunteer Michigan. Volunteer Michigan grantees were provided training on program evaluation and have been working with Bob Kahle to help them develop measurables. The grantees also met in September and began to focus on long-term vision and assessing their future training needs. Training on the technical aspects of the Hands On Connect system also continues to take place. Ms. Salas demonstrated the system to Commissioners. This system allows programs to match volunteers with service opportunities by entering a zip code and keyword fitting their interests. There are currently seven VGF grantees and seven other volunteer centers active on HandsOn Connect. Our goal is to get all 30 volunteer centers on this system. The wiget to access this system is also on the MCSC home page. The long term goal is to be able to collect volunteer data from the system statewide. 2. Learn and Serve Update- Angelia Salas shared that staff is working to best utilize the funding to extend the program through August 2012. Programs that have extended will work to solidify the sustainability of their efforts and will offer teacher professional development. Staff is also working with three regions in the state to create a regional infrastructure for service-learning (Detroit, Grand Rapids, and Houghton-Hancock). During the recent grantee meeting, grantees worked to create a list of services the MCSC can offer to support them beyond their grant. Their commitment of service-learning was evident. Ms. Salas also shared that recruitment for new Service-Learning Youth Council (SL YC) members will begin and highlighted activities from 2010-11. 3. AmeriCorps Update- Jeanine Yard explained that the MCSC was awarded $963 ,917 in AmeriCorps Formula supplemental funding which will fund one new program, Michigan Association of United Ways, and additional slots for some of the existing programs. These additional slots will bring the programs up to their original application requests. There are two additional programs which will receive funding for evaluation rather than additional members. Staff recommends supplemental funding for Michigan Association of United Ways ($468,285); Goodwill Grand Rapids AmeriCorps Program ($89,474); Mentor Michigan College Coaching Corps ($52,000); Downriver CARES AmeriCorps ($342,500); Michigan Habitat' s AmeriCorps ($38,934); Detroit Youth Energy Squad ($5 ,950); Faith In Youth Partnership ($73 ,620); MARESA- Michigan' s AmeriCorps ($23 ,400); MPCA Community HealthCorps ($94,500); Power of We Consortium ($26,900); Saginaw Substance Abuse Prevention Partnership ($27,330); Next Steps Community Reintegration (Vanguard) ($15 ,000); and AmeriCorps Urban Safety (WSU) ($15 ,000). Vice-Chairman Collier asked for a motion to approve the staff recommendations for supplemental funding. Commissioner Mawby moved to approve the motion; Commissioner Algra seconded the motion. The motion passed unanimously. Ms. VanDam explained the 2011-12 AmeriCorps funding levels. The MCSC will grant out $6.7 million to programs this year which equates to 1022 member slots. This is a reduction of $437,784 and 174 members in the 2011-12 program year 5 �due to the $23 million cut to AmeriCorps nationally. Jeanine Yard shared that Oksana Jensen, our CNCS program officer, visited the MCSC in July and provided feedback on our administrative systems. Staff also attended the national grantee meeting in September where workshops focused on performance measurements and program monitoring. The MCSC is doing outreach for 201213 AmeriCorps application process and will focus on education, veterans and disaster preparedness. Megan Sargent gave an update on Cross-Stream and Inclusion efforts. The CrossStream Advisory Team, which is comprised of representatives from the different streams of service, met recently and discussed how to better educate and inform about national service. The MCSC is also placing a priority on engaging veterans in national service. The MCSC is hosting a two-day symposium, National Service as a Strategy for School Success. The symposium will bring together national service programs working to increase educational outcomes. The Corporation has been a strong partner with the MCSC for this symposium and will be looking to us to pilot this and share with other states. 4. Mentor Michigan Update- Amber Troupe explained that Mentor Michigan has created a plan to address the needs of men to ring programs and mentors serving youth in foster care. Mentor Michigan is creating resources for mentoring programs that are serving this population including tips, tools, and talking points for recruiting mentors that serve youth in foster care. We are also creating resources directed for mentors. Mentor Michigan has also been invited to some DHS foster care recruitment events to share information on mentoring youth in foster care and has been working with DHS to increase the number of foster youth in mentoring relationships, starting with youth aging out of foster care. Ms. Troupe also shared that Mentor Michigan and Michigan Campus Compact have developed the College Positive Mentoring Toolkit which is designed to provide mentors with information to help their mentees move towards higher education. The toolkit breaks down activities that mentor matches can do related to college access by elementary, middle and high school youth and also has different activities based on whether the match is community based or school based. The toolkit is available on the Mentor Michigan website. Ms. Troupe explained that Mentor Michigan has conducted eight waves of a Census beginning in 2004. Starting this year, Mentor Michigan will change the frequency of which we conduct the Census. We will now conduct the full Census every three years but will continue to collect specific pieces of information from mentoring programs on an annual basis. B. CNCS Update -Ms. VanDam explained that two of our AmeriCorps programs have had Inspector General investigations from CNCS . The first was an investigation that happened three years ago at BHK. What initially was going to be a $90,000 pay back issue is down to $9,450. Community in Schools Detroit also had an investigation from reports that the program director was inflating hours. After investigating, the IG found that the allegations were true. There were members that had earned their education awards who had been given inflated hours so the CNCS has deemed their education award is not allowed. Their overall liability is $16,625 but because it is 6 �related to the education awards, it will only be a liability if the member uses or spends the education award, which could take up to six years. Ms. VanDam also shared that the MCSC received notification that we will have an IG audit in 2012. She also gave an update on FY12 federal budget. The Senate is recommending a small increase for the CNCS. The challenge is we are seeing fatigue as far as the field continuing to educate their members of congress on why this funding is so critical. So we will need to figure out how to continue to engage folks because it will be important to continue to educate our congressional members. Ms. VanDam shared that the White House Office of Faith-based and Neighborhood Partnerships was in Detroit and hosting a number of events including a conference at Wayne County Community College and invited a number of leaders from community nonprofit organizations. They brought in many federal agencies to talk about the resources they have and how state's leaders can partner with the federal agencies on a number of issues. Two of the agencies participating were the Department of Education and CNCS. Ms. VanDam had additional meetings with these federal agencies to learn about their new initiative on school improvement and how the Department of Education is partnering with CNCS. Paula and Evan Albert shared information on AmeriCorps and national service and how they can help be a resource for school improvement. Evan Albert shared there is an increased emphasis on school improvement and how national service can be a resource for addressing the challenges of underachieving school districts, especially in urban areas. Another federal effort in Detroit is the Strong City Strong Community initiative. Detroit doesn't always need dollars, they need coordination of resources and technical assistance, and this initiative will help with that. Evan explained that Congress is requesting the CNCS be very specific in recording performance measurements and measurable outcomes. The CNCS has created a performance measurement tool that covers 16 core areas that all their programs will need to follow. Evan will share the 16 core areas with Commissioners and partners. They have 63 AmeriCorps*VIST A members being placed beginning in November in 30 projects and 39 counties in Michigan. C. Public Policy Update - Ms. VanDam shared that there has been a number of advocacy and education days recently. District Day took place on August 10 and several visits were scheduled with Michigan congressional member' s district offices. September 15 was Hill Day and National Call-in Day. Paula, along with Kyle Caldwell, Penny Bailer and John Taylor visited Congressmen Camp and Upton, who are on the Super Committee, along with Congressmen Conyers, Clarke, Huizenga and Senator Stabenow. Michigan's AmeriCorps programs are also being encouraged to educate their congressional member on what their programs are doing in their districts and the impact national service is making. Ms. VanDam thanked Commissioners for signing on to the letter that will go to Congressional Leadership. D. MCSC Staffing Update- Ms. VanDam announced that Jamie Wilson has been hired as our new Communication Specialist. Marcy Bishop Kates will be leaving to start her own business. Angelia Salas will continue to support Learn and Serve through the end of the grant program but will also take on the responsibilities for the Volunteer Michigan program. Garry Gross will be returning from military leave on October 1. 7 �-. E. Governor's Service A wards- The finalists have been identified and vetted through the Governor's office. Invitations will be sent out this week for the event that will take place on October 24 1h. With the kickoff of the MCSC 20th Anniversary taking place that evening, all former MCSC commissioners will be invited to the event. Fundraising efforts have been going well. We currently have raised $99,000 and are waiting on some additional requests. F. Financial Report- Ms. VanDam updated Commissioners on the FY11 Financial Statement for the third quarter. G. Partner Update -Renee Zientek, Michigan Campus Compact, updated Commissioners on the SE Michigan Volunteer Collaborative. At the time that the RFP went out for the Volunteer Generation Fund, we were hoping to hear from a community in SE Michigan but did not. As partners, MCSC, MNA, VCM, CNCS State office, MCC, and United Way of SE Michigan all got together to strategize on how to work with theSE Michigan community on putting service and volunteerism as a strategy. We were trying to identify why we were not getting representation for VGF from SE Michigan and discovered that there are more than 80 volunteer connector organizations in the community. We began convening the group and have had an average of 40 organizations represented at the meetings. The group is taking a look at how they can work together on any number of things ranging from technology, pooling resources and collaborating. One of the things the group discussed in great detail was not knowing exactly what resources and support was needed as a collective. We launched a survey in August to ask folks where and how they volunteer in the SE Michigan region. VI. Public Comment- Jocelyn Yanda explained that on October 1 over 11 ,000 cash assistance cases close due to lifetime limits. This is due to the legislation that was passed recently by the Michigan Legislature that there would be lifetime limits for 48 months. As a result the department is working with their community resource coordinators to highlight the services that the residents may need. VII. September 11 National Day of Service & Remembrance The September 11 National Day of Service and Remembrance is the National Day culmination of an effort originally launched in 2002 by 9/11 family memof Service bers and support groups. Their work to achieve positive results for students can only succeed if communities rally around these schools, and community organizations and schools work together. This is why the White House Office of Faith-based and Neighborhood Partnerships is working with the Corporation for National and Community Service and the U.S. Department of Education to launch a national, community, and interfaith service initiative. Local pilots will demonstrate how community-b ased organizations can work together with schools to achie ve key student outcomes for school improvement: increased attendance, improved academic performance and engagement in school, and increased desire for and access to postsecondary education. For these pilots, community partners will work with school leaders to identify where they need community assistance to improve attendance, behavior, academic achievement, and college access, and then implement service and volunteer initiatives to meet those needs. Full-time AmeriCorps VISTA members will work at the schools and with community partners to build capacity, manage volunteer resources, and facilitate the interaction between schools and community-based organizations, both secular and faith -based. In addition to improving outcomes for students, these community-driven programs will achieve the following key goals. They will: Increase community engagement and support for improving low-performing schools; Develop resources and promising practices for high-quality partnerships between schools and community-based organizations, both secular and faith-based; Increase collaboration across agencies, institutions, and school systems to better engage service and volunteerism in support of school improvement; and Advance community partnerships as an essential means to support and sustain school turnaround efforts across the country. This pilot program builds on existing school, community, nonprofit, faith-based, and local government efforts. Apart from AmeriCorps VISTA resources and existing support such as national service grants from CNCS and School Improvement Grants from the U.S. Department of Education, this will not require significant federal government funds. The first operating pilot site is in Orlando, Fla. and planning processes are under way in other locations including New Orleans, Denver, Memphis, and Albuquerque.
