One hour a week can make a big difference in a young person 's future. Mentor Michigan supports more than 200 organizations around the state that are changing lives by matching mentors with young people. Mentor Michigan provides those organizations with training and research. It fosters partnerships with businesses, faith-based and nonprofit organizations, schools, colleges and universities, and state and local government to support mentoring. Ben is from Holland, Michigan and attended Spring Arbor University and the Princeton Theological Seminary. Ben is focused on men in mentoring, children of incarcerated parents, and youth in and aging out of foster care. Ben is also providing support to programs using MentorPRO and has been assisting in the merger of the Mentor Michigan Directory and the National Mentoring Database. We are thrilled to have him on our Mentor Michigan team! MentorPRO Update With the addition of Ben Gulker, our AmeriCorps*VISTA member, MentorPRO has been gaining momentum. In January, Ben visited 12 sites to provide training and technical assistance on MentorPRO. There are currently 18 programs in Michigan using MentorPRO. We are working on marketing MentorPRO to additional programs. New Mentoring Directory Mentor Michigan has partnered with MENTOR to merge the Mentor Michigan Directory and the National Mentoring Database. As a result, programs are now listed in both online directories. This system has enhanced features for volunteers and programs. Volunteers can utilize this directory to search by zip code for mentoring programs in their area and request information through the directory. Programs are now listed in both online directories and only need to maintain one record. With this enhanced database, programs will increase visibility among potential volunteers. Wave VI Census Results The Wave VI Mentor Michigan Census results were released in December 2008. This wave of the Census had the highest response Mentor Michi:gan Census rate ever with 143 mentoring organizations reporting. This wave showed a decline in the number of mentors and youth served; however, this wave revealed an increase in quality mentoring with more programs implementing the Quality Program Standards and an increase of one to one matches. See the attached Executive Summary for more information. We have so many things that Mentor Michigan could do or be, so we need to narrow down and identify the core functions of Mentor Michigan to support mentoring. Once the taskforce identifies those functions, they will have MCSC staff review them and come back with recommendations of structure. The second meeting of taskforce will look at staff structure recommendations and focus on strategizing the best way to bring to fruition sustainable. The recommendations will then be presented to the MCSC Board of Commissioners for approval. After approved by the MCSC Commissioners, those that are still willing to serve on the taskforce will look at the implementation of it (about one-year of commitment). History of Mentor Michigan - Paula VanDam and Bob Kahle Bob Kahle gave aa retrospective of the past four years based on the Mentor Michigan Census. The first Mentor Michigan Census took place in fall2004 and we just completed Wave VI in Fall2008. The census is an online survey ofmentoring programs in Michigan which gathers information on the number of kids served, number of mentors, demographics, quality program standards, etc. Key trends over the past four years include: 1. Growth- The increase in the number of active mentors from 9,100 in 2004 to more than 17,000 in 2008 and an increase in the number of kids served from 15,574 in 2004 to more than 22,000 in current wave. 1 �2. More awareness and focus on quality- Mentor Michigan published the Michigan Quality Program Standards for Youth Mentoring. From these Standards, we see more systematic screening, significant improvements in background checks, more and better training of mentors pre-match, more post-match training of mentors, fewer short term matches, higher intensity of the matches (at least 1 hour a week), increase in the various forms of mentoring (e-mentoring, group, peer, etc) and a return to the one-to-one mentoring (80%). 3. More intentional focus on the type of children being served by mentors including children of incarcerated parents, kids in foster care, and kids with development or physical disabilities. With limited resources, programs are focusing on where it will have the most impact. 4. More data driven and less seat of the pants management- Programs are becoming much more evidence based. Wave VI had the highest response rate ever and cleanest data. Tools such as MentorPRO are helping with gathering the data. 5. Better collaboration- 13 active collaboratives in Michigan. More than 50% of the organizations report they are collaborating with other mentoring organizations for recruitment or social marketing. 6. Placement of AmeriCorps and VISTAs have made an incredible difference (60 members). Recent data show the growth of mentors comes from those organizations that have AmeriCorps or VISTA members. The field is moving from one that focuses on the feel good qualities of mentoring to one that focus on the impact of mentoring. Mentoring can be called an "Anti-incarceration" program. Longitude data shows that mentoring is an effective way to keep children from the Juvenile Justice System, increase high school graduation rates, delay or prevent the use of alcohol or drugs, and break the cycle of incarceration in families and lead to family reunification. MSU-Extension in partnership with Mentor Michigan, applied for a small FACT grant ($5,000) to set up a long-term evaluation on the impact of mentoring. It will take 3-5 years to get solid data on this type of outcome. Cost consequences of keeping kids out of the juvenile justice system will be a key factor in the evaluation. Tony Campbell asked if Mentor Michigan has been responsible for any of this outcome of growth from the Census? Bob Kahle stated that Mentor Michigan can take partial credit but could not take credit for trend #3 because it is more federal funding driven. Gail Manza said that Mentor Michigan could take some credit due to their advocacy efforts. Tony Campbell also asked if any of these trends would not have happened if it wasn't for Mentor Michigan? Ed Hagan responded that if you look at the trends, almost all of these trends were moving along previously. Mentoring dollars had a lot to do with the growth. We've been intentional in the kids we've served but the federal money helped with the specific kids (incarcerated parents). Mentor Michigan was important for establishing quality by setting the Quality Program Standards and setting the definition of mentoring. Mentor Michigan is also evaluating the data from mentoring programs then helping the programs to collaborate because they can't do it alone. 2 �Julie Chapin stated that because Mentor Michigan does the census, it has forced the programs to document what they are doing. It has given programs the opportunity to look at their data and policies to see how they can improve. Until programs see a way to use the data from the census publicly they won't complete the census. The census is an important public way to use the data. Ed Hagan stated that some people are going to say there are negative consequences to the quality because the total number served is down this year but the quality of the matches has improved (support, retention, quality). There needs to be a way to market that the numbers may not be growing, but the quality is. Increased quality may mean fewer kids served. National Expectations and Successful State Models- Gail Manza Gail Manza presented findings from MENTOR/National Mentoring Partnership on successful mentoring partnerships and their transitions through new Governor administrations. There are 25 mentoring partnerships across the country. MENTOR had established key result areas for State Partnerships and they include: o Mentor recruitment and referral o Public awareness o Training and technical assistance o Advocacy and public policy o Data collection and reporting Features of a successful mentoring partnership include: o A mentoring champion to serve as chair/co-chairs o Committed Board of Directors or Leadership Council o Executive Director and competent staff o Providers Council o Strategic plan, including a realistic budget for revenue and expenses Ofthe state mentoring partnerships that negotiated a Gubernatorial transition, only one state did so successfully (Connecticut). States that did not succeed include New York, California, and Colorado. Florida is still working through a transition and is questionable in their success. Connecticut was successful because of: 1. Preparation and planning 2. Personalization both pre and post-election 3. Bi-partisan nature of host organization 4. Legislator support MENTOR will be supportive of the front lines (programs and partnerships) and encourages quality over quantity. They have found that the leadership level is what makes a difference in a successful partnership (whether 501c3, state commission, separate organization). Strong bipartisan support is key. 3 �A successful partnerships needs a committed board or leadership council. We should consider having a separate board or leadership council for Mentor Michigan. Leadership council should have representatives from provider council. Ginna Holmes shared that it is hard to define what the Providers Council does, what their role is, where they fit into the bigger picture of the organization and board. Their primary connection has been through staff. A Leadership Council could have Commissioners, Providers Council members, and other leaders that would champion mentoring. Providers Council should elect a chair that sits on Leadership Council. A Leadership Council is another key component to a successful transition. Prioritizing the Work (Small Group Activity) The attendees were split into two groups to discuss the function of Mentor Michigan and the strategy for taking it forward . Group One: • Awareness/Advocacy for the need for quality youth mentoring (not a nice to have but a need to have). • Establishment of education around what quality youth mentoring is o Program providers o Funders o Decision-makers (legislators) o Public • Build Awareness Group Two: • Resource collector, analyze and distribution o Funding o AmeriCorps o Advocacy I Legislature o Public Speaking • Resource and Evaluation o Data o Quality Standards • Technical Assistance and Training o Quality implementation Report out of work sessions: 1. Public Awareness 2. Standards I developing quality standards 3. Empower some group to be the advocate (Leadership Council?) What strategy is needed to transition Mentor Michigan through new administration? 4 �1. Development of Leadership Council a. Need separate Executive Director for Mentor Michigan (different from current structure) and addition staff (5 staff members) 4. Need a strategic plan for Leadership Council Next Steps- Tony Campbell It was agreed by the Task Force that Mentor Michigan will remain in the MCSC and the focus will be how to sustain it within that framework. The plan should be implemented in the next two years. The MCSC staff were directed to take the information presented today and develop a strategy for the sustainability. The strategy should include ideas of how this group can be helpful in implementing the plan. One hundred and forty three mentoring organizations operating 239 distinct programs completed the census, the highest number ever recorded. At the event Josh Rennell and Andrew Bondarenko were crowned the 1st and 2nd place chess champions respectively, while Abby Kono was crowned the checker champion . It also introduced a "Big for the Day" component which matched interested community members with unmatched children. The event was well attended by a wide variety of community individuals. Ice Skating at The Summit- January 25 Big Brothers Big Sisters Michigan Capital Region invited "Littles" to take their "Bigs" ice skating to thank them during Michigan Mentoring Month . The Summit at The Capital Centre in Delta Township donated two hours of free ice time plus skate rentals. S. T. 0 .M.P. Kick-off Extravaganza coordinators take a moment to reflect on their event. Supporting Teen Opportunities Mentoring Program Kick-Off Extravaganza- January 26 This event kicked off S.T.O.M.P. - a new mentoring program in Eaton County. The event was planned by Michigan State University Extension in Eaton County. The program looks to find individuals to mentor at-risk youth especially foster care teenagers . S.T.O.M.P. shared some staggering statistics with those in attendance as well . Did you know that only five percent of youth in foster care attend college - and that only one percent of those youth actually graduate with a degree? �State Senators Cassis and Jacobs Met with Mentor Connection - January 28 Michigan State Senators Nancy Cassis (15th District) and Gilda Jacobs (14th District) met with Oakland County youths and their mentors in celebration of Mich igan Mentoring Month . The matches are engaged at Mentor Connection , a mentoring program within Jewish Family Service in metro Detroit. Both Senators Cassis and Jacobs are members of the Mentor Connection Advisory Board. Mentor Recognition and Celebration Event- January 28 The Michigan State University Extension Ingham County 4-H Mentoring Prog ram coord inated this event. It featured an awards ceremony and two motivating speakers sharing their stories about the importance of mentoring . One of the speakers was CJ Qu inney- Big Brother to a Lansing youth and the 2007 Governor' s Service Awards Mentor of th e Year. Warmth : Pass It On Luncheon- January 31 The MSU Extension Clinton County 4-H Mentoring Program planned this luncheon with the hopes of raising money to donate to Capital Area Commun ity Services' Walk for Warmth , a walk-a-thon to help families in the area who may be struggling with paying their heating costs . The event raised over $1 ,300. It also provided an opportunity to recognize the mentors in Clinton County's site-based mentoring program , Key Mentoring . Guests take the chance to fill up while enjoying the opportunity to learn about mentoring. Examples of strategies to be employed in 2009 include: The Volunteer Center of Southwest Michigan will support potential mentors in the time between when they complete the mentoring application process and the time they are actually matched. The delays in placing mentors can be discouraging for volunteers. The Volunteer Center will implement a training and support system to keep the potential mentors connected to the agencies while their background checks are completed. The Volunteer Center will also assist local mentoring agencies in strengthening their internal capacity according to the mentoring Quality Program Standards. These activities will increase the overall capacity of mentoring organizations in the three county regton. �Camp Fire USA West Michigan Council served more than 2,600 low-income youth during the 2007-08 program year. To increase their long-term capacity to serve youth, the program will continue to implement Operation SAGE: Seniors Active, Giving and Enriching. The program locates and recruits 55 years and older Camp Fire alumni as mentors and volunteers. Because of their existing connection to the program these alumni are viewed as means for increasing the number of volunteers available to meet long-term volunteer leadership roles. The Michigan ' s VIG allowed the initial search for program alumni. Conference calls were held in December, January, and February to provide up-to-date information on reporting, events, and best practices. In March, we will hold a 2 ~ day meeting in Tustin to provide in-depth training, planning, and strategy sessions. The focus will be on adhering to and utilizing Michigan ' s AmeriCorps Standards, reviewing the new on-line management system, and discussion of plans for responding to economic stimulus. Competitive Grant Submission The competitive grant application for 2009-20 I 0 was submitted to CNCS on January 13, 2009. The application included four recompeting programs and one brand new program. It also included three continuation requests from competitively funded programs currently in the middle of their three-year grant cycles. The total amount requested was $2,891 ,244 to support 247 FTE' s. Michigan's AmeriCorps Member Council The 2008-09 Member Council was convened November 18-19, 2008 and January 21-23,2009. Each year, the Michigan' s AmeriCorps programs each select one member to serve as representative on the Member Council; in addition, one AmeriCorps*VIST A member is chosen from the state. Members choose to serve on either the Outreach team or the Alumni and Citizenship Engagement (ACE) Leadership team. Members have completed one newsletter and numerous community outreach presentations, including several to the disability community. Members have also developed and are contributing to a weekly blog (see http://miacmembercouncil.blogspot.comO. Finally, they have implemented a process for recognizing a Supervisor ofthe Month. Winners can be seen by visiting the MCSC homepage, www.michigan.gov/mcsc. AmeriCorps Week Planning is Underway AmeriCorps Week will take place May 9-16, 2009. This is a weeklong, nationwide event designed to bring more Americans into service, salute AmeriCorps members and alums for their powerful impact, and thank the community partners who make AmeriCorps possible. Michigan ' s AmeriCorps programs are planning various projects and events, which will showcase the power of AmeriCorps and AmeriCorps alums through service in Michigan, as well as to educate key stakeholders on the role, impact, and potential of national service. These projects will engage Michigan's AmeriCorps*State and National Direct members, VISTA, Senior Corps, Learn and Serve, AmeriCorps Alums, and other community partners. AmeriCorps Week will culminate in the Russ Mawby Signature Service Project in Flint, MI (see below). Russ Mawby Signature Service Project The Russ Mawby Signature Service Project is an annual event. I'm Rachel Cush, a second year member, AmeriCorps Member Council is to strengthen the National and I represent Camp Fire USA's AmeriCorps team . Service movement and the awareness of AmeriCorps in Camp Fire USA is a national Michigan through effective non-profit that seeks to build outreach, community-wide caring, confident youth and service projects, and civic future leaders. Camp Fire USA MICHIGAN'S AMERICORPS MEMBER COUNCIL LINKS offers programming in eleven different public school sites located all over Grand Rapids. Some of my responsibilities include volunteer orientation and processing paperwork. I also serve at some of our after-school sites as an Activity Leader, helping children grow their academic and social skills. It was a great experience where we were able to reach out to not just the several hundred athletes competing but the hundred Central Michigan University students we volunteered along side with. AmeriCorps is all about making a difference in the lives of others, but what I've come to realize is that one of the greatest gifts of serving in this organization is that our actions are reciprocated. I started my first term of service trying to change the lives of others, but found the people I've met along my journey have made a huge impact on me. For example, I FOLLOWERS believe because of the many opportunities I've been given to meet families from all over the city of Grand Rapids, my service has been made all the better for it. Welcome and Introduction- Chairman Dan Mulhern The MCSC Board meeting was called to order at 1:45 p.m. by Chairman Dan Mulhern. II. Review and Approval of September 21 , 2008 Minutes - Chairman Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the September 21, 2008 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Lawson seconded the motion. The motion passed unanimously. III. Executive Director Report- Musette Michael A. Blueprint for Action 1. 2007-2008 Accomplishments- Paula VanDam explained that there are three key areas to the Blueprint for Action: providing vision, providing resources, and strengthening communities. The accomplishments for each of the initiatives were then identified in each of these areas. A document with an extensive list of accomplishments was given to Commissioners and Ms . VanDam gave a few highlights. Providing vision and leadership accomplishments included the role we played around ServiceNation with the Governor being the first Governor to sign on to the Leadership Council, the leadership we provided in the state to develop 55 Days of Action events, and the work to educate and inform about public policy. One Learn and Serve accomplishment was that Angelia Salas was invited to participate in a na~ional team of service-learning leaders from across the country who created the new K12 Service-Learning Standards for Quality Practice. The standards have been vetted and unveiled this past April. Michigan continues to be viewed as an expeti around service-learning. We've also been involved in advocacy by sending letters from Dan Mulhern to members of Congress advocating for particular issues or funding streams (reauthorization, appropriation levels, etc). Providing resources is primarily around our grantmaking function and includes not only AmeriCorps and Learn and Serve, but this past year we were able to provide mini-grants within Mentor Michigan to support recruitment and recognition events by mentoring organizations. In a meeting with the AmeriCorps organizational leaders, they shared that they receive a variety of funding from difference sources but do not get the level of support from those organizations that they receive from their ArneriCorps program officers. Strengthening communities focuses on the impact we are having around key critical areas including service-learning and mentoring initiatives for children with incarcerated parents as well as children in foster care or children aging out of foster care. AmeriCorps members served 702,000 hours and engaged 2,500 students in service learning. In Learn and Serve-Michigan, we engaged over 26,000 students who contributed over 500,000 hours of service-learning. 2 �2. 2008-2010 Blueprint for Action - Musette Michael shared the draft version of the 2008-2010 Blueprint for Action. It continues to have the three key focus areas of providing vision, providing resources, and strengthening communities. But we have updated some of the language. Once Commissioners approve the Blueprint for Action, staffwill provide the additional details as backup to the strategies. Commissioners were provided a copy of the Corporation's focus area showing that the MCSC is aligning its focus areas with the CNCS 's focus areas. Chairman Mulhern asked the Commissioners to break up into groups and each group would look at one of the focus areas to determine ifthey had any additions or changes. Each of the groups then reported outcomes from their discussions. Staff will incorporate their changes into the final document. Chairman Mulhern asked for a motion to support the Blueprint for Action with the changes discussed today. Commissioner Smith moved to support the motion; Commissioner Seese seconded the motion. The motion passed unanimously. B. Governor Service Awards- Musette Michael discussed the financial summary from the 2008 Governor's Service Awards and highlighted the income and expenses and the net of $98,078. She thanked Commissioners for their help in fundraising. Staff recommends retaining the proceeds until the Board assesses needs related to the MCSC transition preparation. Also fundraising for the 2009 Governor's Service Awards could be challenging, and proceeds from 2008 may need to be available for expenses. Typically the Commission recommends keeping $10,000 in the GSA fund for start up expenses for the following year but it might be better to have a larger balance to begin with. Commissioner Lawson shared that she feels uncomfortable keeping the full amount of proceeds from GSA knowing that we need to increase the capacity of mentoring organizations and that the programs need the money. When Commissioners are fundraising for GSA, they represent that proceeds will benefit mentoring programs. But she also agrees that fundraising for 2009 GSA will be challenging. She suggested that we need to reassess our plans for 2009 GSA due to the economy. Commissioner Collier agreed that proceeds should go to Mentor Michigan due to the commitment to the funders that proceeds would benefit mentoring. It was also suggested that maybe we should look at doing local recognition events this year. Staff shared that we tried that one year and it didn't work well. Commissioner Lawson stated that at the breakfast last year funders did say they liked the large event but that due to the economy, they would probably feel differently now. Ms. VanDam shared that we surveyed past finalists, winners, and nominators and their response showed that they like the large recognition event and do not want to go back to a regional approach for recognition. Commissioners asked that $50,000 of the 2008 GSA proceeds go to Mentor Michigan as mini-grants to mentoring programs. The remaining funds will remain in GSA fund until further notice. Commissioner Collier made a motion to transfer $50,000 to Mentor Michigan fund. Commissioner Lawson seconded the motion. The motion passed unanimously. 3 �The GSA Committee will look at the 2009 GSA event to see how it can be more cost effective. Commissioner Lawson will send out a survey to Commissioners with location options. C. Mentor Michigan - Musette Michael gave an update on Mentor Michigan. We will be awarding $10,000 in mini-grants for Mentoring Month in January. With the additional GSA proceeds, we will be able to grant out additional dollars. Lloyd Can· also has agreed to attend some events in January for mentoring month. The MCSC is requesting state appropriations for Mentor Michigan. Kevin Reeves worked on a proposal for DHS for funding to build the infrastructure as well as money to give to mentoring programs. The proposal highlighted ways that DHS could save money with this appropriation to Mentor Michigan. Commissioners are encouraged to contact their legislators to share the impact this funding would have. Ms . Michael also announced that we were approved for a position to hire a Mentor Michigan Coordinator. We have been using private funding to support Amber Reiss ' position through an executive on loan agreement through MNA. Amber Reiss also shared that Mentor Michigan will have two new AmeriCorps*VISTAs starting soon. Chairman Mulhern shared information on a mentoring collaborative that is giving out awards to their local legislators and that we should try to get other collaboratives to do the same thing to bring more awareness to the legislators about mentoring. D. Financial Report- Kevin Reeves gave an update on the financial statement that was distributed to Commissioners. IV. Breakout Session and Report Out A. Report out from Commissioner Retreat - Chairman Mulhern explained that the committees established at the Commissioner Retreat to look at the transition of the MCSC to the next administration will now have an opportunity to meet to begin their discussions. They will report out afterwards. B. Report out from Committee meetings Commission I Board Development Committee - Carolyn Bloodworth shared that the committee looked at the board members whose terms will expire in the next year. The committee requests that the board change the 3 - three year term policy so that those that are term limited this year can be reappointed for one more term due to the transition . Their history with the last transition will be important to have during this transition. Succession Planning Committee - Janet Lawson shared that they had a good discussion but they are not ready to report out. Mentor Michigan Taskforce - Tony Campbell shared that the taskforce is going to ask some Provider Council members and funders to join. This taskforce will meet soon to establish the function of Mentor Michigan. At the first meeting, they will look at the history, national requirements, etc. to determine the function that we need to carry out. After this, they will look at how Mentor Michigan will continue whether to create a new nonprofit, leave Mentor Michigan where it is, an interagency 4 �agreement, or add to a nonprofit organization that already exists. We will list the pros and cons for each of the options, make a decision of what form it should take, and then develop an implementation plan to take to the entire Commission. Transition Planning Committee - Musette Michael shared that their committee talked about having some type of documentation (other than an Annual Report) to take to legislators and other key stakeholders and have a larger amount of information on the website. Commissioner Sowmick agreed to underwrite the cost of the printing of the document. She also shared that Lori Jewell and Kyle Caldwell have drafted a plan that the committee will review. A TASC manual exists that includes best practices of Commissions. VI. He asked Commissioners to introduce themselves. II. Review and Approval ofNovember 17, 2008 Minutes - Chairman Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the November 17, 2008 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Bloodworth seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from January 8, 2009 meeting. Chairman Mulhern shared that the committee approved AmeriCorps competitive funding. Chairman Mulhern asked for a motion to approve the minutes from the January 8, 2009 Executive Committee meeting. Commissioner Niester moved to approve the minutes; Commissioner Lawson seconded the motion. The motion passed unanimously. IV. Executive Director Report- Musette Michael A. Standards Review- Paula Kaiser VanDam shared that on July 27-31 there will be a team of 4-5 individuals representing the CNCS conducting a Standards Review. They have established eight standards that address Commission operations and oversight of sub-grantees. They will review policy and procedures related to these two items and there will be an overall assessment of how we conduct our business. We will either pass or, if we are not passing all of these standards, we will go through a remedial process to make sure that we are meeting these standards. The standards process has been in existence since 1999 and this will be the second time we have gone through it. The last time we passed with flying colors and many of the staff have gone through the process. They have simplified the process since the last time we went through it (last time there were 12 standards and now there are 8). They have worked hard to streamline the process and to identify what they think are the most critical pieces that need to be in place related to commissions. The standards help the Corporation establish expectations of state commissions and then hold commissions accountable to those expectations. We are working as a staff to prepare for it. We are also working with DHS staff to make sure they understand the expectations. Ms. Michael shared that the Corporation considers the MCSC to be highly functioning and the Commissioners are known to be connected and engaged so we are going into the standards review with a good reputation. B. 2008-2010 Blueprint for Action - Musette Michael explained that the updated Blueprint for Action is included with the goals that staff is expected to meet for the next two years. Staff presented a draft to Commissioners at the November meeting 2 �and have included Commissioner's comments and changes into this final version. Activities to accomplish the goals for each program area are also included. C. National Service Update, Advocacy, Public Relations 1. American Recovery and Reinvestment Act - Musette Michael shared there is a lot going on at the national level around national service. The President recently signed into law the American Recovery & Reinvestment Act. State and national AmeriCorps programs received $89 million. The MCSC anticipates receiving $2.67 million to expand our 18 existing grantees. This is an estimated amount but could translate into 200 additional full-time members in Michigan. This does not include the VISTA slots that Evan Albert will receive. The money will be disbursed through the formula and competitive mechanisms. The Act states that the money can only go to existing grantees. Existing programs can partner with another nonprofit organization to provide additional opportunities. We are working with the Governor's office to ensure that the additional AmeriCorps funds support Michigan's recovery and reinvestment goals. There may be an opportunity for match waivers also. There will be accountability, performance and tracking requirements for the funds . Ms. VanDam explained that the MCSC is waiting for the guidelines from the Corporation but has surveyed current programs to find out their interest and capacity for more members. Commissioner Collier asked whether we will be able to use the full funding the MCSC will receive. Ms. VanDam explained that without match waivers, it may be difficult but that the program staff is working with the programs to establish a plan so that all of the funds will be used. If the programs are not ready to accept or use this funding, the MCSC has other options available including working with the Governor's office on some other options for use of the funding. Commissioner Collier said that if there is a match requirement, we should make sure that doesn't stand in the way. The MCSC needs to figure out a way to access it because we only get this funding once and we don ' t want to lose the opportunity to take advantage of it. 2. Serve America Act- Ms. Michael explained that the Serve American Act anticipates expanding the number of AmeriCorps members from 75,000 to 250,000. As far as we know, Congressman Hoekstra is the only Michigan legislator that does not support the Act. 3. Federal Legislation Updates- Ms. Michael shared that the House inh·oduced the FY09 Omnibus Appropriations Act to provide funding for federal departments and programs. The House and Senate are expected to pass the Omnibus bill quickly as the continuing resolution expires on March 6. We will be meeting with federal legislators in April when they return to their districts for spring break and will be discussing legislation relating to national service. Commissioners will also be invited to participate in the legislative visits. There is also some discussion that reauthorization is moving quickly and may get connected to the Serve America Act. 4. CNCS Update- The CNCS has named a new Chair, Alan Solomont. He has been very supportive of service and has served on the CNCS board. The Corporation has not named a CEO as of yet. The President issued his initial FY10 budget summary and proposes $1 .13 billion for the Corporation, an increase of $261 million, to increase its capacity to manage its programs. 3 �D. AmeriCorps - Marcy Bishop Kates and Jeanine Yard 1. Program Update -Marcy explained that the program staff is committed to providing training and support to the Program Directors and has held conference calls monthly and will be holding a 2 Yz day meeting with them in March for indepth training, planning, and strategy sessions. At the meeting they will focus on program standards (both Corporation and MCSC) and discussing plans for the economic stimulus funding. The AmeriCorps competitive grant was submitted in January and the MCSC will hear in May which programs will be funded competitively. The program staff met with the Member Council in January. Marcy highlighted the Member Council blog they have created. 2. AmeriCorps Week- AmeriCorps Week will be May 9-16 and this year emphasis will be on educating the public and making sure they know what AmeriCorps is. Michigan's AmeriCorps programs are also planning various projects and events. 3. Russ Mawby Signature Service Project- This year's event will take place on May 15 and 16 in Flint and will be recognized as one of the signature closing events for AmeriCorps Week. Commissioners are urged to attend. Chairman Mulhern asked how we know about our effectiveness (standards are important so that we follow procedures). But the bigger question is how do we as a Commission know if we are serving AmeriCorps well and how do we know if AmeriCorps is really having an impact with our citizens and communities. Marcy explained that Megan Sargent surveys the grantees at the beginning of the program year to find out their technical assistance needs and we pay attention to that. We are also in constant communication with our grantees to know how they are doing, what they are doing, and what their needs are. As far as the programs and the members serving and how they are making an impact, all of our programs are required to do a progress report outlining what members are doing, and tracking their outcomes. Chairn1an Mulhern asked whether we are asking the "clients" how effective the AmeriCorps members are. Marcy stated that the programs conduct perforn1ance evaluations of the members and those are included in their progress reports. One of the sections of the progress report focuses on the impact. All of this information is then submitted to the Corporation. She also shared that on program site visits, they talk with executive directors, site supervisors, and members and get a subjective feeling of what is happening. Chairman Mulhern asked if AmeriCorps could present at a future meeting the effectiveness and impact AmeriCorps members are having. 4. Inclusion Update- Jeanine Yard gave an update on the Inclusion Committee and its members. Commissioner AI Swain also is a member of the committee. Several members attended the National Disability and Inclusion conference in the fall and then shared information from the conference with the committee during sh·ategic planning meetings in November and January. They have developed three goals to be more inclusive across the state. The first goal is to promote Michigan's national service program as an opportunity and a bridge to skill building, career development, and community inclusion. Some committee members will be attending the Michigan Transition Association Conference and will serve on a panel to share with counselors and transition coordinators in K -12 schools about how service can be a great transition oppOLiunity for those that are 4 �exiting school who may have some kind of disability (physical or learning). The second goal is partnerships that will develop ongoing state and local level relationships with stakeholders in the service and disability communities that promote the involvement of people with disabilities in volunteerism. The third goal is around policy and procedures by identifying and addressing local, state, and federal policies and practices that present barriers. The committee also has several presentations and exhibits scheduled in different communities. Also, each AmeriCorps Member Council representative is required to give one presentation to the disability community locally. Ms. VanDam explained that the MCSC receives a grant from the Corporation (this year it is $70,000) for inclusion that helps cover the costs of these trainings. The new AmeriCorps recruitment video was shown to Commissioners. The videos will be sent out to school counselors and resource coordinators, will be on the MCSC website, and shown during AmeriCorps week. The video will help to generate general awareness of AmeriCorps. We would like to connect with Campus Compact to distribute the video to campuses to help recruit members. Commissioners suggested having the video shown in the lobby ofDHS offices, school associations and charter schools, Secretary of State offices, and video-on-demand. E. Mentor Michigan - Amber Reiss 1. Program Update- Ben Gulker, a new AmeriCorps*VIST A member joined the MCSC staff in December. His focus areas will be men in mentoring, children of incarcerated parents, and youth in and aging out of foster care. He has great skills that he brings to Mentor Michigan with a faith-based background and is tech savy so he is a great resource with MentorPRO and our online directory. With Ben on staff, we've been able to increase our capacity with MentorPRO. He has been providing training and technical assistance with MentorPRO and outreach with other programs to get them on board with the system. There have also been some recent updates to our online directory. We had the opportunity to partner with MENTOR to merge the Mentor Michigan Directory and the National Mentoring Database. Programs are now registered in both online systems but only need to maintain one record. This program has enhanced features for both volunteers and programs. 2. Wave VI Census Results- Results were released in December. We had the highest participation rate ever but saw a decline in the number of mentors and youth served. The programs did show an increase in quality mentoring with more one-to-one matches compared to team mentoring and more programs are implementing the Quality Program Standards. 3. Mentoring Month- Elyse Walter shared highlights from Mentoring Month. There were 62 recruitment, recognition and/or celebration events this year that registered with Mentor Michigan and promoted on the Mentor Michigan website. We offered 38 Michigan Mentoring Month mini-grants that were distributed to some of these 62 events to help cover expenses for their events. Special promotions included the Lloyd Carr PSA that aired during each Detroit Pistons and Detroit Red Wings game on Fox Sports Network- Detroit during January (the PSA aired nearly 100 times during the month) and also aired every hour for six days during the 2009 North American International Auto Show on two LED 5 �screens (PSA aired over 150 during the week) located outside of Cobo Hall. Governor Granholm also officially proclaimed the month of January as Michigan Mentoring Month and First Gentleman Dan Mulhern addressed mentoring in his weekly "Reading for Leading" e-newsletter. There were also several media hits throughout the month including an op-ed from Commissioner Joe Lubig in the Mining Journal. Ms. Michael announced that Amber Reiss has recently become a classified civil servant as the program officer for Mentor Michigan. This will provide stability for Mentor Michigan. F. Learn & Serve- Angelia Salas 1. Program Update - The 2009 Learn and Serve Outstanding Service-Learning Awards were presented earlier this month to outstanding candidates at The Institute: Service-Learning and Civic Engagement. Award categories included School Administrator, Innovative Program, Student Award, and Teacher/Practitioner Award. Commissioners Williamson and Alexander attended and helped present the awards. We were a sponsor of The Institute, a two-day event for K-12 and higher education representatives to gain professional development and training in service-learning. There were over 350 attendees this year. Learn and Serve - Michigan is working with RMC Research to conduct an evaluation of local Learn and Serve programs. Next year we will be working with other states who have agreed to use the same evaluation protocol and to look at whether service-learning in the classroom is high quality, meaning is it integrated into the curriculum and is it providing all the things outlined in the service-learning standards. Next year we will also evaluate school connectedness because we know that students that aren't connected to their schools, teachers, or communities tend to fall through the cracks. Last year we had more than 24,000 students involved in Learn and Serve programs, more than 1,000 teachers using Learn and Serve in their classrooms, and students provided more than 500,000 hours of service. Learn and Serve is using social media as a strategy. This year we received a small supplemental grant and have awarded three web 2.0 social media grants to look at how using this technology will help them engage more teachers, engage more students, and keep them connected in supporting one another. The Learn and Serve formula application has been submitted for funding for the next three years. We will be doing outreach and trying to reach high-poverty areas to make sure they have access to these funds . We are in the beginning of a three-year cycle which is an open competition, meaning all of our current grantees will have to reapply. We expect that most of them will be funded and are looking at funding approximately five new programs as well. Our competitive application will be due in April and our community-based application will be due also. 6 �G. Volunteer Investment Grants - Angelia Salas provided Commissioners with a current list ofVIG grantees who were awarded renewal funding. These grants look at the capacity of organizations to be better equipped to mobilize volunteers. The focus areas identified for the 2009 VIG were mentoring, engaging baby boomers, engaging youth in service, and dropout prevention. VIG grantees were required to develop activities that increased the number of volunteers in these focus areas and address current capacity issues. Grantees will meet in March to talk about program requirements, share best practices, and talk about social media techniques that can support their capacity. H. MLK Day Recap - Jeanine Yard shared that we had a very successful MLK Day of Service. This is the second year the MCSC has taken a leadership role in promoting MLK Day of Service. Through blast emails we were able to promote the different projects that were taking place and encourage organizations to register their projects. Last year there were 32 projects on the website and through partnerships with CNCSMichigan office, Volunteer Centers of Michigan, Michigan Campus Compact, the LEAGUE- Michigan, and Michigan Association ofUnited Ways, Michigan registered 366 service projects. The President promoting the MLK Day of Service helped to increase this number substantially. The goal for next year is to continue to maintain the momentum, if funds are available offer mini-grants to those organizations that would like to do something, and to promote the day as a premier day of service. V. I. Governor's Service Awards - Janice Harvey explained that the Commissioners have received an overview of the Governor 's Service Awards and the Sponsorship Opportunities and Benefits to use when making fundraising phone calls. A list of potential sponsors was included with follow-up information for Commissioners. The fundraising goal will be $100,000. The event will be held on June 25 1h at the Governor's Lansing Residence, which will be a smaller but nice event. We will be able to cut some of the expenses of the event by holding it at the Residence and therefore have the same proceeds to support programming. J. Financial Report- Kevin Reeves outlined the financial statement presented to Commissioners highlighting the expenses for the first quarter. He also shared that the Mentor Michigan proposal submitted last fall was not approved for the budget. The potential savings to the budget was not enough to offset the cost of the program. Ms. Michael shared that it was the right proposal but the wrong economy to request additional funding. New Business A. Transition Discussion 1. Mentor Michigan Sustainability Taskforce- Paula VanDam shared that the Taskforce, chaired by Tony Campbell, met in January. Three Mentor Michigan Providers Council members also serve on this taskforce. Gail Manza, former CEO ofMENTOR/National Mentoring Partnership, was invited to present. She explained that there have been six other states that launched statewide mentoring initiatives from their Governor's office. Of the six, only one has successfully sustained itself and the other five are no longer in existence. It shows the 7 �challenge we have ahead of us but it also made us more determined that we are on the success side. Gail shared what she thought the key components of why it was successful in the one particular state (Connecticut) and why it was not successful in the other five . Mentor Michigan will be developing a plan. The intent is to have the Taskforce present their recommendations at the June board meeting for Commissioners to vote on. The taskforce was in agreement that they want Mentor Michigan to stay within the Commission but they want some options of which it can be sustained based on resources and leadership changes. They are advocating for an Executive Director or Deputy Director that would provide the sort of leadership that is going to allow Mentor Michigan to continue to be the type of organization it needs to be. They also talked about a second leadership body to be clearly defined in terms of roles and responsibilities that would have Commissioner representatives and other key leaders across the state represented. Options will be presented to the Taskforce at a meeting on March 26, and then to the Board in June. 2. MCSC Transition Planning Committee - Lori Jewell presented a draft Organization Transition Plan to Commissioners. Key strategies necessary to move forward were identified. The first is to determine the components of an effective plan including sticking with our vision/values. This includes how we will tell our stories and the message we will use, who will be in the leadership position to help us execute that as we move forward, what will the MCSC structure look like during a transition, what resources (human, financial) will be needed to tell our story to make it a success as we move through the transition, and advocacy/awareness. The next key strategy is scenarios and being prepared for any leadership change situation. The third is assigning champions that can tell the story. The fourth is execution. There is not a timeline but that will be added to this section later. The last two strategies include monitoring/report progress and then wrap up/celebration. The Committee and key staff will help fill in the details of the plan. 3. MCSC Succession Planning Committee- Janet Lawson shared that the committee met via conference call and discussed succession planning, not with names, but what a plan would look like. The Executive Director position, which is a limited tenn appointment, was discussed. The role of the Commission is to support the Governor's selection for that position. Both the Executive Director and the Chairman should not transition off at the same time. There seems to be reasons to have the Executive Director transition off first. One of those reasons is for stability; the new Executive Director should work with the existing chair so that there is continuity to programming. Also, on a national level, there are significant things happening in Washington DC and there is an immediate need for Michigan to step up to the plate, to be present, to claim our money, and to have a consistency with ASC and CNCS. We don't want them to see too many changes going on in Michigan at the same time. We discussed the immediacy of the Executive Director change to happen first. The chair transition was also discussed. The Chair is nominated by the Commission and is approved by the full board. During the last transition , Russ Mawby stepped in as chair and led the organization well through the transition. Similarly we need a Chair to come from 8 �• our group, to be non-political, and who can lead us through the transition. Vernice Davis Anthony has recently been appointed to the board and has agreed to Chair the organization into the next administration. Vernice will be at our June meeting so Commissioners will have a chance to meet her. Commissioners will then vote in July. Conm1issioners asked for an opportunity to talk with her first before voting on Chair. Chair Mulhern and Commissioners thanked Musette Michael for her leadership role the past 2 years. VI. Public Comment Kyle Caldwell announced that the Day at the Capital event celebrating Giving & Volunteering will be on April 22. Awards will be given to leaders in the public sector who have supported service and volunteerism and the Nonprofit Caucus will be unveiled. The SuperConference is May 4-5 at Dearborn Hyatt. MNA is doing research with Grand Valley State University around the financial crisis and how it has impacted nonprofits. They are also working with Public Sector Consultants to publish a study about the financial impact of the nonprofit sector - 1 in 10 jobs now are tied to the nonprofit sector. A county by county analysis will be given. VII. Through partnerships with the Corporation for National and Community Service- Michigan Office, the Volunteer Centers of Michigan, Michigan Campus Compact, the LEAGUE- Michigan, and Michigan Association of United Ways, Michigan registered 366 service projects in 2009. Many of the projects were of a collaborative nature with more than one organization involved in the planning . Here is a sampling of 2009 MLK Day projects: AmeriCorps Programs Partner for Fire Safety To reduce fires and fire-related injuries, AmeriCorps members from American Red Cross of Greater Grand Rapids and Camp Fire USA programs traveled to 11 different locations in the Greater Grand Rapids area and distributed 1,000 free smoke alarms , 652 coloring books, and 1 ,635 pieces of fire safety literature to interested community members. Members began their MLK Day of service at 6:00a.m. and followed up with a late afternoon reception at the Red Cross to celebrate the day's accomplishments and the teachings of Dr. Martin Luther King, Jr. AmeriCorps members offer community members free smoke alarms. Jackson Public Schools Embrace MLK Day Several school buildings in the Jackson Public Schools District completed their own projects in honor of the 2009 Martin Luther King Day. "These projects," said LEAGUE AmeriCorps VISTA member Aimee Potts , "included the Giving Game , a food drive, a coin collection for a local non-profit, a peace march , and Challenge Day participation. United Way Promotes Service on MLK Day United Way for Southeastern Michigan is dedicated to creating long-lasting changes by addressing the underlying causes of problems within our society. United Way believes the "Live United" credo and Dr. Martin Luther King, Jr.'s message of giving back to communities lives on by strengthening communities , empowering individ"uals, and bridging barriers. United Way for Southeastern Michigan is committed to strengthening its communities and listed partnership opportunities for MLK Day with local agencies and colleges and universities. Setting an Example as a Day On Several employees of the Michigan Community Service Commission created or participated in service opportunities throughout Michigan on MLK Day. Six employees helped paint at a North Lansing homeless shelter called Loaves and Fishes. One employee participated at an annual blood drive held in the Jackson community. And another employee attended the 3rd Annual Mentoring Inspiration Breakfast held by Big Brothers Big Sisters of Greater Flint. This year's program featured a "Big for a Day" component, which paired interested community members with unmatched children at the event. The volunteers prepared and painted the upper floor of the school. The three-day redecoration effort concentrated on bright colors and words to inspire students' Bright Futures. Martin Luther King Reading Project As part of Martin Luther King Day and the beginning of GREAT.· lAkES .· Black History Month, the Great Lakes Center for Youth Development offered the Martin Luther King Day Initiative to 1 4 h grade classes in all elementary schools in Marquette fqr and Alger counties January 19- February 6, 2009. C '.;:: ENT~ Creating Civically Engaged Students Members of Volunteer Muskegon's AmeriCorps program visited two area schools: Reeths Puffer Intermediate and Waypoint Academy to teach students abut civic engagement. Fifth and sixth grade students learned about Martin Luther King, Jr. and the civil rights movement. They also participated in a variety of learning activities and signed a pledge of nonviolence. A young student signs a pledge of nonviolence. At the National Level Americans in all 50 states made it a "day on , not a day off' by signing up mentors, reading to children, planting trees , refurbishing schools, delivering meals, and much more. More than 13,000 service projects were registered across the country for the 2009 MLK Day. Objective: Develop and implement an effective plan for the MCSC to transition from one administration (state level) to another. Strategies 1. Determine the components of an effective plan a. Vision/Values- What are the organization's value propositions and how do they align with those of the prospective/current administrations? i. Investigate the current values ii . Determine if values are compatible with future/ current administrations iii. Align the values and create key messages based on those values b. Leadership-How will effective and "neutral" leadership be developed? i. Identify internal and external bi-and non-partisan leadership to help make the transition ii. Install the leadership well in advance of a transition c. Structure-How will the MCSC need to be changed organizationally to continue the work? i. Assess current structure (state agency, independent nonprofit, hybrid) and determine if change is necessary. ii. If change is needed, set process in motion to change in advance of a transition d. Resources-What human and financial capital will be needed to succeed? i. Assess current resources (amount, source, future viability) ii. Identify any future needs and necessary resources {human or financial) iii. Secure the resources necessary to advance the transition . e. Advocacy/Awareness-Who do you tell and how? i. Identify champions ii. Develop tools iii. Create venues iv. Create feedback loops 2. Create a series of response scenarios a. Governor runs for re-election i. Leadership-- Use both volunteer and professional leadership to reach out to key leaders of new/existing administration. Seek out transition staff tagged to work with new administrations . Seek indications of new administration's preference for leadership of MCSC and stress the organization's traditions of First Spouses. c. Structure-move or maintain MCSC position either within state government, private sector initiative, or public/private partnership . d. Resources-position the MCSC in current and/or future budgets of Governor and Legislature . Seek other public or private sector resources. e. Advocacy/Awareness-conduct a support campaign for the MCSC that leverages all constituencies . Provide clear messages for import into communiques of friends and champions. Create venues for the organization to shine and demonstrate it partnerships. 5. Monitor and Report Progress a. Assign staff or volunteers b. Create communication tools c. d. 6. Inform constituencies constantly of progress, challenges, opportunities Record feedback and give to leadersh ip to assess progress and strategy changes Celebrate a. b. Cab.'e Ei)een Wilson-Oyelaran K~la ma zoo College Background The Corporation for National and Community Service (CNCS) has an anticipated availability of approximately $67,312,000 to award new andre-competing AmeriCorps State and National grants for the 2009 -1o'program year. Each state is allowed to submit AmeriCorps applications to be funded out of the competitive dollars. There is no guarantee that states will receive any of the competitive dollars. Our AmeriCorps competitive package is due to CNCS on January 13, 2009. We will be notified in May, 2009 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively, we will then decide which programs to support with our formula dollars. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. The MCSC held an extensive outreach process with three face to face outreach sessions (Detroit, Lansing, and Kalamazoo) and a webinar. The staff reviewed 17 new and recompete applications and four continuation applications and are recommending that 4 recompete, 1 new, and all continuations be included in the MCSC competitive application submission to the Corporation for National and Community Service. Members will engage 774 new volunteers each year; 50% of these volunteers will be youth and/or young adults under 24 years of age. Fifteen percent (116) of the volunteers will have with bilingual skills in order to work effectively with diverse Michigan populations. Volunteers will be trained to assist local Red Cross chapters in the disaster services they provide. AmeriCorps members will participate in at least two national disaster relief operations (should disasters occur), and will respond to disaster incidents in their local communities, such as home fires . Members will provide disaster preparedness and safety presentations to 25,000 Michigan residents annually with 80% of surveyed participants demonstrating an increased knowledge of general disaster preparedness; 68% of student participants surveyed will create a family disaster kit and/or family disaster plan. Finally, all members will be trained to participate in the Services to Armed Forces program, in order to provide invaluable humanitarian, communications, and service links for Michigan military families and soldiers while deployed. .\ �The Regents of University of Michigan Counties Served: Wayne and Washtenaw Michigan's AmeriCorps Partnership will enroll 49 AmeriCorps members who will primarily serve with nonprofit organizations in Detroit, while 3-5 will be placed with agencies in Washtenaw County. Thirty-five MAP members will provide services at 20 nonprofit service sites in at least one issue focus area of education, economic/urban development or quality of life. 85% of site supervisors will indicate that as an result of their service AmeriCorps members developed usable products- e.g., Resource Diversification; Promotion and Marketing; Community and Family Investment; or Research and Evaluation - that will help improve their organization's service delivery to its clients. Fifteen MAP members will recruit, train or support 1,500 volunteers who will contribute, at least, 18,000 hours to programs at nonprofit sites. Michigan Coalition Against Homelessness Counties Served: Genesee, Ottawa, Clare, Osceola, Mecosta, Isabella, Midland, Gladwin, Marquette, Eaton, Saginaw, Kent, Oakland, Macomb, Wayne. Lapeer, Huron, Sanilac, Tuscola, St. Claire, Washtenaw, Ingham, Otsego" Monroe, Berrien The Michigan Coalition Against Homelessness will enroll 20 full-time members in the Michigan Campaign to End Homelessness AmeriCorps program. Nineteen Housing and Resource Liaisons and one Volunteer Coordinator will build the capacity of local community service agencies throughout the state of Michigan. AmeriCorps members will fill a critical gap in services in the statewide effort to abolish homelessness by performing outreach activities and assisting individuals experiencing homelessness or at-risk ofhomelessness to assess barriers to housing, develop strategic plans, and identify housing opportunities. The goal is to reach a minimum of 760 individuals statewide. Members will serve as liaisons in order to assist families to transition out of homelessness, and to assist youth aging out of foster care to access permanent housing. Finally, members will create ongoing relationships linking individuals experiencing homelessness with host site Continuum of Care agencies and much needed-community housing and service providers in order to enhance the overall movement to end homelessness. Habitat for Humanity of Michigan Counties Served: Berrien, Calhoun, Dickinson, Genesee, Ingham, Kent, Macomb, Monroe, Oakland, Saginaw, Schoolcraft, Washtenaw, Wayne The Michigan Community Service Commission respectfully recommends that the Michigan Habitat's AmeriCorps Program, hosted by Habitat for Humanity of Michigan, be awarded $188,496 in CNCS competitive funding to support 15 MSYs (8FT, 6 HT, 16 QT). Members will provide volunteer coordination, construction, family service support, Vision 2020 Community support, and sustainable building services to Habitat for Humanity affiliates throughout the state. Members will serve as Family Support Liaisons to generate 150 new home owner applications, qualify 50 families to receive financial counseling, and track sweat equity hours for 25 families approved for Habitat homes. In direct response to Michigan's current economic status, these members will also place a renewed emphasis on providing support to existing Habitat family partners in order to help them keep their homes. Members will recruit and manage 2,000 new volunteers annually. Volunteers will provide a minimum of 8.5 hours of service each in support �of local Habitat for Humanity affiliates. Members will also serve as Construction Liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Additionally, 100% of members will participate in trainings using MCSC and CNCS developed materials to incre~s·e their understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Ingham County Health Department/Power of We Counties Served: Ingham The Power of We will enroll 10 members who will be engaged in activities to reduce the high rate of chronic disease/conditions, including diabetes, high blood pressure, and obesity for the residents of Lansing. Activities will include targeted environmental action. Action outcomes include: 1) increased physical exercise through use of non-motorized transportation on trails, greenways, and city streets, and 2) an increase in access to healthy foods in previous urban "food deserts". AmeriCorps member roles will focus on 1) Recruitment and mobilization of volunteers, 2) Community education, and 3) Training, supporting and modeling direct service work for volunteers. All member activities will directly relate to increasing community knowledge of, and · accessibility to, healthy lifestyle options for Lansing residents. Members will recruit and train 300 community and student volunteers who will provide 6000 hours of service to sustain project viability. They will engage 300 community residents in educational events linking healthy foods and exercise with reduction of chronic disease. 75% of those residents that respond to oral or written surveys report they learned new information and will adopt at least one healthy behavior. Of these residents, 85% will continue this healthy behavior over at least the next 5 years. The program also plans to improve or expand the equivalent of3 miles of trails, greenways, or non-motorized vehicle paths for resident use. The program aims to expand, improve, or create 5 community gardens serving a total of 100 families in low income urban areas. Michigan's Competitive applicants - Continuation City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps requests $$665,217 to engage Full Time members to improve academic performance and attitudes toward learning of students in the Detroit Public Schools though tutoring and in-class support in 2009-2010. City Year Detroit AmeriCorps members provide intensive tutoring, facilitate after school youth development programming, serve as positive role models, build capacity of schools, and create service opportunities for the citizens ofDetroit. Members will serve 1,675 youth in grades 1-8 through one-on-one and small group tutoring, resulting in 75% of students improving academic performance by at least one test level. Members will engage 1,060 volunteers to serve 9,800 hours in support of service-learning �projects, on-going service opportunities, and large-scale service days such as M.L.K. Jr. and Make A Difference Days. All members will participate in Citizenship and Civic Engagement Trainings with 75% indicating increased knowledge in this area. Young Heroes and City Heroes programs will have members facilitating a 14-week service-learning and leadership development program for 50 middle school students through weekend sessions, in addition to serving 700 youth through the after-school program component. Members will continue 5 capacity building projects within schools, and initiate 2 new programs to help these schools better achieve their missions. 75% of school partners will indicate an increased capacity to achieve their missions within in the first year, while 50% of partners in the second year of a project will indicate the project is less reliant on CYD and moving towards sustainability. Jumpstart Michigan Counties Served: Washtenaw, Wayne Jumpstart Michigan's AmeriCorps members work individually and in teams to enhance the literacy, language, and social development of young children by implementing research-based best practices from the field of early childhood education in preschool centers serving lowincome communities. Corps members accomplish this during structured sessions and regular visits to preschools throughout the school year. Jumpstart AmeriCorps members also engage volunteers and perform service projects to meet community needs. Jumpstart members will recruit 120 volunteers who will assist in increasing literacy resources for young children and their families and increase the reach of the Jumpstart Program in the community. Members will provide 73 preschoolers with individual school readiness support. Member will also receive training to equip them to become future teachers. MSU Extension/4-H Mentor Michigan Initiative Counties Served: Berrien, Cass, Cheboygan, Clare, Clinton, Eaton, Genesee, Gladwin, Gratiot, Ingham, Ionia, Jackson, Kalamazoo, Leelanau, Luce, Mackinac, Macomb, Missaukee, Muskegon, Oakland, Oscoda, Ottawa, Shiawassee, Wayne, Wexford The 4-H Mentor Michigan Initiative AmeriCorps program will enroll sixty full-time members in order to build the capacity of mentoring organizations throughout the state of Michigan by expanding youth mentoring programs, recruiting, supporting and evaluating volunteers to become mentors in schools and community-based mentoring programs. These members: 1) develop and enhance mentoring programs for at-risk youth in 45-50 counties statewide; 2) plan and carry out community-based service-learning activities with these same youth; 3) train and match adult and older youth volunteer mentors with at-risk youth through one-on-one, small group, or peer mentoring; 4) form and/or expanded mentoring collaboratives in at least 80% of the participating counties; and 5) participate in trainings using MCSC and CNCS developed materials to increase understanding ofkey citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Members also design, promote, and deliver mentor workshops. In addition, they plan and conduct a community service project in their local community. �Michigan's AmeriCorps Education Award Only Applicant Connect Michigan Alliance/Michigan Campus Compact Counties Served: Statewide The Michigan Service Scholars (MSS) AmeriCorps program will enlist 400 minimum-time (300 hour), Education Award Only AmeriCorps members to support 1) Volunteer Recruitment, 2) Strengthening Communities, and 3) Education. This program provides a much-needed link in the continuum of service opportunities for young adults. Those who were engaged in service-learning and community service while in the K-12 setting have the opportunity to give back to the community while developing as engaged citizens who will continue on in a life time of service. Due to the facilitation of the Michigan Campus Compact, large numbers of students may become involved as they attend compact member colleges and universities. This makes the program very cost effective. 225 or more MSS AmeriCorps members will serve at 100 community/faith-based partner organizations in fulfilling their mission to serve the community. In 2007-2008, members recruited 3462 volunteers who engaged in 7744 hours of service. In 2009-2010, 25 or more MSS AmeriCorps members will recruit 500 volunteers to serve 3,750 hours in schools and community/faith-based organizations. This ability to generate volunteers has remarkable implications for agency capacity across Michigan. This program is also on the forefront of service learning. A specific cadre of members is focused on developing and piloting service-learning lesson plans in the classroom. In order for servicelearning to take root and be sustained, it must be integrated in programming at the higher education level. Building on the success of AmeriCorps, the legislation will create new, effective "Corps" focused on areas of national need such as clean energy; education ; access to health care; financial and economic opportunities; and enhanced service opportunities for those over age 50. It will provide fund ing for an additional 175,000 Americans to give a year of service through these corps as part of a new national commitment to solve these challenges, expanding the number of national service participants to 250,000. Increase Opportunities to Serve by People of All Ages. • For Students, Increase Service Early in Life: Service early in life will encourage more and more youth to continue the path towards helping others through service. The legislation will improve of opportunities for young people in low income, high-need communities to take part in improving their own communities. • For Working Adults, Encourage Employers to Let Employees Serve, by establishing a tax incentive for employers who allow employees to take paid leave for full-time service. Themes • For Retirees, Value Their Skills and Make Service Work for Them. Many retiring citizens are ready , willing , and able to serve. Each has skills the public needs, as evidenced by those who currently serve through the Senior Corps Programs. This legislation builds upon the existing framework and enhances incentives for retirees to give a year of service through the new Corps. And , it will establish "Encore Fellowships" to help retirees transition to longerterm public service. • For Americans of All Ages, Increase Options for Volunteering. Americans are not always able to make a significant time commitment to service, but many volunteer in other ways. This legislation expands the volunteer pool by establishing a "Volunteer Generation Fund" to help nonprofit organizations recruit and manage more volunteers. Expand opportunities for people to serve at every stage of life. Use service to meet specific nati onal challenges. Put service to work to solve our most pressing challenges, s uch as: tackling the dropout crisis and strengthening our schools; improving energy efficiency, safeguarding the environment; improving health care in lowincome communities; expanding economic opportunities for low-income individuals; and preparing for and responding to Support Innovation in the Nonprofit Sector. disasters and emergencies. Social entrepreneurs who have launched innovative nonprofit organizations such as Teach for America and Citizen Schools in Boston are experimenting with new solutions to pressing problems. The legislation will recognize and support the role of effective social entrepreneurs in solving our national challenges: Improve and Expand International Service and America's Respect in the World. • Support for Short-Term International Service Opportunities, expand ing the Peace Corps so more Americans can provide critical assistance to people across the globe while promoting America's international standing . But many skilled Americans are unable to give two years. The 2009 AmeriCorps Week, which took place May 9-16, has been deemed the best AmeriCorps Week in history as thousands of individuals participated in events throughout the country. AmeriCorps members were recognized th rough news articles and other media outlets while multiple Governors and state legislatures officially declared the week across the U.S . Members and alums celebrated AmeriCorps Week by doing what they do best- service! Projects varied from commun ity beautification to a disability inclusion film festival and everything in between. Members also took the time to thank their community partners and recruit more Americans into service. Millions of Americans learned about AmeriCorps through school presentations, recruitment fairs , service projects , and media coverage during the week. What is AmeriCorps? AmeriCorps is commonly described as the domestic Peace Corps. Individuals, called members, commit to a specific term of service (usually one year) and are housed in nonprofit organizations, schools, or other agencies. Members range in age from 17 to 70+ years and represent a wide spectrum of other demographics. Upon successful completion of their service, members earn an education award to pay for college , graduate school , or to pay back qualified student loans. During their service, members may also be eligible to receive a modest living allowance , health insurance, childcare, and student loan deferment. More than 574 ,000 AmeriCorps members have helped recruit, train , and supervise community volunteers, tutor and mentor youth , build affordable housing, teach computer skills, clean parks and streams, run after-school programs, respond to disasters, and build the capacity of fa ith-based and community organizations since 1994. Together with the federal initiatives Senior Corps and Learn and Serve America , AmeriCorps is meeting critical needs in communities and promoting civic participation . �Michigan's AmeriCorps Week Russ Mawby Signature Service Project Impacted City of Flint More than 250 Michigan's AmeriCorps members gathered together to help restore Flint's Grand Traverse neighborhood as part of the 2009 Russ Mawby Signature Service Project (SSP) . Each year AmeriCorps members from across Michigan join together for two days of training , team building , and service. Michigan Nonprofit SuperConference Prior to the 2009 AmeriCorps Week, Michigan's AmeriCorps took its efforts to the 2009 Michigan Nonprofit Association SuperConference. On May 5 and 6 in Dearborn , Michigan, AmeriCorps members conducted an on-site service project engaging conference attendees, and exhibitors. The conference has become a major celebration for community volunteers throughout the state. As part of the service project, 50 fleece blankets were created and donated to the Michigan Department of Human Services' Wayne County Central Operations. The blankets will be given to area youth being placed in foster care. Michigan's AmeriCorps Week Service Projects Governor Jennifer M. Granholm declared the week of May 9, 2009, as Michigan's AmeriCorps Week. AmeriCorps members from all across Michigan engaged in various service projects as they aimed to "get things done" for their local communities and throughout America . 2009 AmeriCorps Week activities took place in Detroit, Grand Rapids, Holland, Houghton , Midland, Ovid, Rogers City, West Olive , and other locations throughout Michigan . Examples of specific projects include: Clinton County, Michigan- Week of May 9 Michigan State University Extension 4-H Mentor Michigan Initiative Clinton County 4-H Key Mentoring Programs worked to plan multiple AmeriCorps Week service projects. The Gateway Key Mentoring site collected coloring books, play dough, and stress balls for local children living in homeless shelters; the Leonard 4-H HABIT site visited an area nursing home and delivered flowers and spring decorations; the Waldron 4-H HABIT site cleaned up a community park; and the Bath Elementary 4-H HABIT site collected dog and cat toys for the county's Humane Society. Each of these four sites also discussed the importance of participating in service projects, reflected on their efforts, and celebrated their success. Detroit, Michigan - May 11 City Year Detroit, Downriver CARES AmeriCorps, Jumpstart Michigan, Michigan AIDS Partnership, Michigan AmeriCorps Partnership, & the readetroit corps Nearly 100 Southeast Michigan AmeriCorps members gathered together at Detroit's Gleaners Community Food Bank to kick off the 2009 AmeriCorps Week. Several prominent guests were on hand to �thank them for their efforts , including Michigan Community Service Commission board member and WJR Assistant News Director Lloyd Jackson and Detroit City Council President Pro-Tem Monica Conyers . Following the festivities , members spread out to various service projects, including Capuchin Soup Kitchen and the Heidelberg Project. Additionally, the 3rd Annual AmeriCorps Excellence in Service Award was presented to Capuchin Soup Kitchen . Grand Rapids, Michigan- May 11- May 14 Cherry Street Health Services AmeriCorps Members of the Cherry Street Community HealthCorps visited four Grand Rapids-area high schools, two colleges, Michigan Works, and a public library to make 16 presentations on national service. The members connected with more than 200 citizens and spread the word about AmeriCorps and how it gets things done! Houghton, Michigan - May 11 & 12 Superior AmeriCorps Members of Superior AmeriCorps hosted a luncheon for more than 30 community leaders to highlight the success and impact of their service efforts in the Western Upper Peninsula . In attendance were a local State Representative, Chief of Police, Sheriff, and area school district Superintendent. Guests also took part in a service project that involved putting together activity kits for local hospitals. The following day, May 12, several luncheon attendees participated in "AmeriCorps for a Day" where they shadowed a member and learned first-hand what members do on a daily basis. Ottawa County, Michigan- May 12 Michigan State University Extension 4-H Mentor Michigan Initiative An AmeriCorps member with the Ottawa County Mentoring Collaborative planned an open house at the Fillmore Complex in West Olive in honor of the 2009 AmeriCorps Week. As part of the festivities, 11 area programs were on hand to present; including Community Action House from Holland , Pioneer Resources from Muskegon, Communities Overcoming Violent Encounters from Ludington , Muskegon YFCA and the Child Abuse Council. Petoskey, Michigan- May 9 Char-Em ISO AmeriCorps Char-Em lSD AmeriCorps members hosted their inaugural "Spring Into Action " event as part of the 2009 AmeriCorps Week. This event brought together 3rd- 51h grade students to participate in physical activity and learn about nutrition . One hundred and eighty-seven students from Charlevoix, Emmet, and Northern Antrim Counties participated in 13 different workshops, including football, golf, hockey, lacrosse, Martial Arts , Pilates, running , soccer, softball, swimming , volleyball, yoga , and zumba . River Rouge, Michigan- May 13 Downriver CARES AmeriCorps Downriver CARES AmeriCorps hosted an open house at the former Walter White Elementary School , which now serves as The Guidance Center's community resource center. The event promoted AmeriCorps , as well as the center's services , including Head Start, GED classes, play groups, mental health recovery programs, and clothing closet. Hundreds of local children attended to play carnival games and enjoy free BBQ. �Tower, Michigan- May 9 Huron Pines AmeriCorps Members of Huron Pines AmeriCorps and nearly 60 volunteers gathered to protect the state-threatened lake sturgeon through erosion control on the Black River. Volunteers placed rock, topsoil, seed, and landscape fabric on the riverbank and then planted over 3,000 native plants to reduce erosion . Huron Pines AmeriCorps was assisted by Sturgeon For Tomorrow, Boy Scout Troop #645 of Harrison, and Cheboygan Archers. (http://miacmembercouncil.blogspot.comD National Service News Recovery Act to Fund 289 New AmeriCorps Positions in Michigan The Michigan Community Service Commission (MCSC) today announced 12 state organizations will receive Recovery Act Grants to place additional AmeriCorps members in underserved communities to address critical social needs resulting from the economic crisis. These programs, currently 2008-2009 Michigan's AmeriCorps grantees, will use the funding to engage 289 additional members in providing employment training, financial planning, and housing assistance; prevent home foreclosures, support tutoring and literacy programs, weatherize homes, strengthen food banks, expand nonprofit capacity, recruit and manage volunteers, and provide other services to economically challenged communities. 'The need for volunteers and the service they provide is extremely high in Michigan, " said Paula Kaiser VanDam, Executive Director of the Michigan Community Service Commission. As Americans, we have a unique opportunity to come together and solve our nation's most vexing problems. In this spirit, President Obama is announcing a nationwide service initiative, the beginning of a sustained, collaborative, and focused effort to meet community needs and make service a way of Life for all Americans. Focus: The Economic Recovery United We Serve will empower Americans to participate in the economic recovery by: • Promoting clean energy, energy efficiency, and public land restoration. • Supporting education and literacy for all Americans. • Increasing health care access, public health awareness, and prevention. • Providing community renewal to areas hardest hit by the economic crisis. Purpose: A New Call to Service United We Serve will take traditional calls to service further by: • Putting volunteers on a path to sustained service. • Asking volunteers to step up and become volunteer organizers by identifying unmet needs in their community, developing their own service projects, and engaging others who are interested in the same issue area. • Providing easy-to-use tools for volunteers to develop their own service projects, set outcome-oriented goals, and track their community impact. • Developing creative partnerships with a broad and diverse group of stakeholders, including non profits, faith-based groups, issue groups, labor unions, educational institutions, businesses, corporations, foundations, and all levels of government. We aim to use the convening power of the federal government to promote and highlight new and existing setvice projects, encourage volunteers to stay involved in their communities over time, and empower people from all walks of life to take a leadership role. The Corporation for National and Community Service will be the key coordinating federal partner, working with the White House, federal agencies, and hundreds of nonprofit and community groups. The Challenge: Help Needed, Capacity Stretched At a time when volunteers' help is most needed, the capacity of traditional setvice organizations to absorb volunteers has been stretched dun. To help meet growing social needs resulting from the econon'lic downturn, United We Serve aims to both engage new volunteers in expanding the impact of existing organizations and to encourage "do-it-yourself' projects. Timeline United We Serve- spanning 81 days, or just under 12 weeks- will officially kick off June 22 at the National Conference on Volunteering and Setvice. The White House will make a public announcement in early June, allowing adequate lead time for organizations to post opportunities and prepare to absorb new volunteers. United We Serve will culminate with a National Day of Service and Remembrance on September 11, 2009. One third of those funds will be distributed to states on a formula basis. The remainder of the funds will be available on a competitive basis including funding to expand education award only programs. Only existing AmeriCorps programs were eligible to apply for the funding. Fifteen of our eighteen programs applied for the funds . The funds could be used to support additional members, or to provide match relief for their existing 2008-09 grant or their 2009-10 grant. In addition programs could request all or a portion of the match requirement be waived. The staff reviewed all applications took into consideration the following things to determine the appropriate funding category: program focus area, cost per FTE, overall size of the grant, and our state priorities. The Taskforce recommends hiring a consultant to lead the strategic planning process. This committee will include Commissioners, partners, and other key stakeholders. They will also identify a "nonchoir" member to facilitate the work of this committee. Per the Serve America Act, this plan will need to go to the Governor for approval. The guidelines are not expected to come out until fall but the MCSC would like to begin to develop the plan soon. The plan will be "Michigan's Plan" , not just the MCSC, and will be a shared plan with the CNCS-Michigan office and other partners. Chair Mulhern shared that it would be nice to have someone from the CNCS involved (maybe Julie Fisher Cummings) to help develop the plan and to advocate for Michigan. Volunteer �Generation Fund, a component of the Service America Act, can be used to support the implementation of the plan. 2. Changing the name of the MCSC. Paula Kaiser VanDam has had conversations with board members during one-on-one meetings to get their feedback on a name change for the organization. The name will play a key role in messaging and branding when moving forward. Executive Committee members suggested discussing this topic at the MCSC June 18 board meeting to see if there is concurrence to change the name. If there is concurrence, the Commissioners should give Paula Kaiser VanDam authority to move forward. Governor 's Service Awards Ms. VanDam shared that we have currently raised $122,500 coming in for the Governor's Service Awards with a possibility of$5,000 more. Executive Committee members were given the updated recommendations for the proceeds from the 2008 Governor' s Service Awards. Part of the proceeds were transferred to Mentor Michigan in November to use for mini-grants. It was suggested to survey mentoring organizations to see if they find the mini-grants helpful, useful, and effective. The recommendations will be presented to the full board at the June 18th board meeting. MCSC Chair Update Chair Mulhern updated Executive Committee members on the MCSC chair position. Vernice Davis Anthony has decided that she cannot serve as chair. The MCSC Succession Committee is seeking other candidates. The person will need to be nonpartisan. CNCS Summer Service Initiative Ms. VanDam explained that President Obama will be announcing a nationwide summer service initiative to get people involved in service. Those interested in volunteering, will be able to go to www.serve.gov to find opportunities in their communities. The MCSC will be promoting it throughout the summer and hope to emulate the national efforts (getting department heads involved). Commissioners suggested it would be a great way to get the President or First Lady to Michigan. Board Retreat The MCSC Board Retreat is scheduled to take place on September 9-10. It was discussed whether that date should be changed if there is not a new chair. Commissioner suggested moving forward with the date. It was agreed that the remainder would remain in the GSA fund until fundraising efforts were complete for the 2009 Governor's Service Awards. Due to the fund balance left from the previous year to cover beginning expenses, and taking in account service fees and interest earned, there is currently more than $68,000 in the 2008 fund.
