One of the workgroups summarized the activities and tasks listed above and assigned them to three committees: Succession Committee: • Form one committee to consider both the Chair and the Executive Director positions • Include former Commissioners who have been through the transition • Include staff on a consulting role • We need to make sure we strategically plan and approach the xfactors in politics • Committee formed by February, recommendations by June for Commission deliberation in September 2009 Transition Plan Activities: • Define a clear message based on Commission values • Develop "briefmgs" for politicians and their staff • Committee include staff member (appointed) responsible for transition plan development • Honor next Governor's goals • Continue to emphasize the GSA • Clearly define roles of staff and ensure staff ownership of future Commission Development • Outreach to candidates • Outreach to state departments • Commission development (composition, term limits, new administration) • Safeguard/restore funding levels • Inclusion of core values/relevance 4 �Commissioners were given the homework assignment of writing characteristics of a good Chair Person, Executive Director, and Commissioner. They wrote these characteristics on post it notes. A second workgroup summarized their comments as follows: (Note: Under "Commissioner's Notes ", there are items that are repeated. We felt it was important to keep track the number of times a characteristic is listed.) Welcome and Introduction- Chairman Dan Mulhern The MCSC Board Retreat concluded at 1:30 and the meeting was called to order at 1:40 p.m. by Chairman Dan Mulhern. II. Review and Approval of April 25, 2008 Minutes- Chairman Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the April 25, 2008 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Jewell seconded the motion. The motion passed unanimously. III. Standing Committee Reports- Chairman Dan Mulhern The Commissioners reviewed Executive Committee meeting minutes from August 15, 2008 and June 30, 2008. Commissioner Collier asked staff to summarize the status change in the Benton Harbor AmeriCorps program. Marcy Bishop Kates explained that the Boys and Girls Club of Benton Harbor informed the MCSC that it would be declining its AmeriCorps grant for 2008-2009. The program has gone through significant staffing changes and has struggled to meet some of the requirements of the grant over the last few years. The MCSC explored the idea of finding another organization to serve as the legal applicant for the grant but the Boys and Girls club was not interested. Staff made additional outreach to the Benton Harbor area and three programs submitted intent to apply forms for an AmeriCorps grant in the 2009-10 program year; the MCSC has not received applications from them. Some of the challenges for the organizations are the match funding and the program request for only one member (programs need to apply for a minimum of 10). The MCSC staff will continue to actively pursue applications from this area. Chairman Mulhern suggested contacting Whirlpool to see ifthey can offer support. Mark McClain is a Whirlpool employee and is also the chair of the Boys and Girls Club board. Jeanine Yard also explained that with additional formula funds that the MCSC received, we were able to fund a new AmeriCorps program with 20 members that will focus on the elimination ofhomelessness. This program was initially submitted as a competitive grant. Chairman Mulhern asked for a motion to approve the minutes from the June 30 and August 15, 200 Executive Committee meetings. Commissioner Collier moved to approve the minutes, Commissioner Jewell seconded the motion. The motion passed unanimously. IV. Executive Director Report- Musette Michael reminded Commissioners about the Mentor Michigan Conference on November 17 at the Kellogg Center, the Poverty Summit on November 13 at Coho Hall, the AmeriCorps Member Celebration on November 18 at the Kellogg Center, and the MCSC Board Meeting on November 18 at the Kellogg Center. She also pointed to the list of Commission Board meetings for 2009. 2 �A. Mentor Michigan - Paula VanDam 1. Meijer Gift Card Promotion - Paula VanDam shared that for the second year Meijer, particularly Mark Murray, agreed to participate in the gift card promotion. For every $25 gift card purchased June 8-11 , 2008, Meijer donated $2 to Mentor Michigan. We received $20,000 in proceeds from the promotion this year. Mentor Michigan will be awarding mini-grants to mentoring organizations. Mentoring organizations that completed the recent census will be able to apply for grants from $100-$500 that can be used to support mentor recruitment, retention or recognition events or mentor/mentee match activities. Applications are due October 24, 2008 . 2. Recruitment Efforts - In continuing to reach the goal set by Governor Granholm to recruit 10,000 more mentors by 2010, Mentor Michigan is working to spread the word to encourage people to mentor. We launched a mentor recruitment campaign featuring Lloyd Carr. He filmed PSAs for Mentor Michigan and will continue to serve as a spokesperson in a variety of ways. We will also promote him during mentoring month in January. The Michigan Municipal League is also a new partner in our recruitment efforts. They invited Dan Mulhern and Lloyd Carr to speak at their annual conference on Mackinac Island to ask local officials to get involved in mentoring. That presentation included asking them to fill out a pledge card. We received 32 pledge cards from local officials that are interested in getting involved in mentoring in some way. The mayors from Grand Rapids and Adrian were also part of the presentation and shared their experience with mentoring. Male Mentor Recruitment- There are six pilot sites/grantees that Mentor Michigan has been working with to implement male mentor recruitment strategies throughout the past year. Commissioner Tony Campbell' s Facts program is one of the grantees. We will be reviewing the results to determine what strategies are most effective. Twenty programs across the state are participating in the Men in Mentoring Recruitment Challenge to recruit more male mentors. The contest runs from August 1 to October 31 . Programs will be able to win cash prizes for their mentoring programs in five different categories. We will report the accomplishments from the challenge at the November meeting. The National Guard Recruitment Campaign- The designated representative provided a list oflocal National Guard contacts so that our mentoring programs can follow up with them to recruit male mentors. State Employee Recruitment Campaign - Mentor Michigan launched a partnership with each state department to recruit more state employees as mentors. Each department has identified a liaison to work with Mentor Michigan and we will be providing them with resources, tools, and recruitment materials for them to share. 3 �3. Mentor Michigan Census Wave VI - The census is the way we track the growth ofmentoring. We just concluded Wave VI ofthe census. Bob Kahle, our evaluator, is analyzing the data for us and we will have information to report out by December 1. This is the primary method that we are using to measure our male recruitment success. He is also evaluating our six pilot sites in terms of the effective strategies they are using to recruit more male mentors. There 141 mentoring organizations that completed the census which is the highest number of responses we 've had. 4. 5K Run for Mentoring Match- In the past Mentor Michigan has partnered with the Governor' s Council on Physical Fitness to participate in the Mackinac Bridge Run. Due to costs involved with that event, this year they decided to try something different. We have partnered with them to offer mentor teams the opportunity to participate in the 5K Fun Run that is part of the Detroit Free Press/Flagstar Marathon events. We had 10 mentor teams participate. We will look at ways to get more mentoring matches involved other than one statewide event. 5. Mentoring Conference- This year Mentor Michigan contracted with MSU Extension for training and technical assistance. This contract includes assistance with planning the mentoring conference. They will also be working with local mentoring organizations around the state to provide them with training and technical assistance. This assistance was necessary due to MCSC capacity issues (lack of staffmg resources). B. AmeriCorps Update- Jeanine Yard 1. Competitive Application Outreach - Ms. Yard shared that the MCSC launched an open competitive grant process for new AmeriCorps programs that included 4 outreach sessions in Lansing, Detroit, Kalamazoo and a webinar. We received 25 intents to apply and received 17 actual applications ( 10 of the intents to apply were from current grantees and the rest were from organizations we haven't heard from before). The applications will be processed through a peer review. There were not any applications from Benton Harbor. Chairman Mulhern asked the question that if the next President decided to increase funding for AmeriCorps and triple the number of AmeriCorps members, would the MCSC be able to handle it? Ms. Yard answered that the MCSC could handle it but there may be some capacity issues. Some of these communities don't have the capacity to meet the match. Ms. VanDam explained that the MCSC would need to educate funders to explain to them what AmeriCorps is accomplishing and the federal leverage that it brings in terms of dollars. We haven't done this in many years and it would be good to meet with these funders again. In 2007, the first year of AmeriCorps Week, the MCSC put together a nice brochure highlighting the accomplishments of AmeriCorps programs and sent that out to funders 4 �(United Ways, community foundations, etc) to get AmeriCorps back on their radar. Commissioner Collier invited AmeriCorps members to coordinate a service project at their recent CMF annual conference which was very successful in bringing visibility of AmeriCorps program to the funders. 2. AmeriCorps Week- AmeriCorps week took place the week of May 11 , 2008. AmeriCorps week activities and events took place around the state including during the Nonprofit SuperConference. This year the MCSC hosted an AmeriCorps Week service project where conference participants helped to make 150 fleece blankets that were donated to DHS for distribution to youth in foster care. We also had AmeriCorps members participate in the opening plenary. 3. Russ Mawby Signature Service Project- More than 250 AmeriCorps members participated in the Russ Mawby Signature Service Project in the Crystal Estates neighborhood in Benton Harbor. One of the projects included gutting a home on the church property that will eventually be used as a community center. Ms. VanDam explained that we may go back to Benton Harbor again next year to complete the project in this neighborhood. 4. OnCorps- This is a new Web-based Program Management system that the MCSC will be using. AmeriCorps programs will use this system for reporting to the CNCS. This also provided the MCSC staff and AmeriCorps Program Directors a great tool for data collection, calendar updates, and ongoing communication between staff and members. 5. AmeriCorps Member Celebration- Included in Commissioners packets was an agenda for the AmeriCorps Member Celebration. Commissioners will be invited to participate in a lunch with leaders of the organizations that host AmeriCorps programs and visit the AmeriCorps program exhibits. The MCSC board meeting will also take place this same day. C. Team Up Michigan! -Jeanine Yard This is the second cross stream conference hosted by the MCSC and the CNCS Michigan State Office. National service program staff from AmeriCorps, Learn and Serve, Senior Corps, and AmeriCorps VISTA gathered for professional development workshops, networking opportunities and information on the critical issues facing Michigan and national service. D. Learn & Serve Update- Paula VanDam Ms. VanDam announced that Amy Cohen, the Learn and Serve Program Officer at the CNCS announced recently that she would be leaving. They have · appointed someone as an interim until the new CEO is named for CNCS and then that person will be able to appoint someone. 1. Professional Development- We convened our Learn and Serve grantees in early October in connection with the Team Up Michigan event. They had a variety of trainings including implementing the new national service- 5 �learning standards. In addition to this training, in August we contracted with the Ionia ISD, which has been phenomenal at developing professional development tools, to conduct a four-day institute on the Michigan Merit Curriculum and Service-Learning. They provide an overview of the high school requirements and identified opportunities to include service-learning as a component ofthe new curriculum. We have been getting a lot of push back from high schools that they don't have time to implement servicelearning and this training helps to make the connection between the new high school graduation requirements and service-learning and that it doesn't have to be an either/or, that it can be a "both". Those that attended the institute will be receiving coaching throughout the year. 2. Service-Learning Youth Council- The MCSC is recruiting new students to participate in the Service-Learning Youth Council (SL YC). Each of our grantees nominates 2 students to serve on this council. The MCSC convenes them a couple of times a year on how to be an advocate in their community on service-learning. This summer the MCSC co-hosted a service-learning camp with The LEAGUE (former Commissioner Kari Pardoe heads this up) . There were 100 young people who participated in the camp in Holly, Michigan. The agenda included workshops and activities that helped the students explore their own leadership skills and how they could use those skills to promote service in their communities. These students are using our new Web 2.0 site to continue to communicate and talk about using what they learned at the camp back in their schools. We have offered some mini-grants to these students to plan service projects in their community. We will partner again with The LEAGUE next summer for a camp to continue to spread the word about service-learning and to get more students engaged and involved. 3. Learn and Serve Challenge - We just completed the Learn and Serve Challenge (October 6-12). The Governor proclaimed it Learn and Serve Challenge Week. And thanks to the great work of Commissioner Susan Meston, we were able to get a letter of support from Superintendent Mike Flanagan. We are thrilled to have him on record as saying service is important and will showcase that to help us to move service-learning forward. We were able to leverage some funding through Service Learning United to support some local Learn and Serve Challenge efforts as well as to support a team to participate in the Hill Day Visits in September. 4. Social Media Efforts- The MCSC secured a supplemental Learn and Serve grant in the amount of$30,000 to support social media efforts within Learn and Serve and other MCSC programs. Some of this funding will be subgranted out to schools so that they can do some activities at the local level and the MCSC will be bringing on an intern to coordinate other technologies that can help not only Learn and Serve but also AmeriCorps and mentoring through social media. 6 �E. Volunteer Investment Grants - Ms. VanDam reminded Commissioners that the VIG grants this past year focused on three priority areas driven by the Blueprint for Action: mentoring, engaging boomers, and engaging youth in service. The grants ended September 30 and the reports are due October 31. A report of the program accomplishments will be provided at the November meeting. We' ve had great feed back from the program. For the 2009 program year, we would like to stick with the same three areas but focus more on the high school drop out issue connected to these three areas. The MCSC receives $250,000 from the VIG grant. The MCSC would grant out $200,000 to volunteer organizations addressing these focus areas and $50,000 would be granted to MNA to support Mentor Michigan. Chairman Mulhern asked for motion to support the staff recommendation to make addressing the high school drop out issue connected to the overarching theme of the three focus areas: mentoring, engaging boomers, and engaging youth in service. Commissioner Collier made a motion to support this recommendation, Commissioner Bloodworth support this motion. The motion passed unanimously. F. Governor' s Service Awards - Musette Michael announced the Governor's Service Awards will take place on May 5, 2009 at the Fox Theatre. We will be partnering with the MNA Nonprofit SuperConference, which will take place at the Dearborn Hyatt. We are hoping this will increase the attendance for the awards ceremony. There was discussion around the possibility of moving it to another part of the state. It has been a challenge to raise funds when it is on the west side of the state. Also, the Fox Theatre gives us the location at a reduced cost. Commissioners agreed that having the event this year at the Fox Theatre would be the best solution and to begin to build some relationships with funders from the west side of the state and to possibly host our event there the following year. Kyle Caldwell shared that the Nonprofit SuperConference will be held in Grand Rapids in 201 0 so this might be a good opportunity to host the GSA there in2010. The 2009 GSA Committee will be Janet Lawson (Chair), Lloyd Jackson, Rob Collier, and Breannah Alexander. G. High School Drop Out Summit- Ms. Michael shared that the statistics shared at the Summit were staggering. Kyle Caldwell gave a background of the partners involved in the Summit and felt it was it was a tremendous success. Over 500 people attended the Summit. Local communities were provided with materials and resources to take back with them to begin to address the issue. The materials from the Summit will be available on the website. Ms. Michael thanked Commissioner Jewell for State Farm Insurance ' s fmancial support of the Summit. H. ServiceNation- Ms. Michael gave an overview of the ServiceNation Summit that took place inN ew York on September 11-12. The Governor was the first Governor to sign on to serve on the Leadership Council. The MCSC served on 7 �the Organizing Committee. Both Presidential candidates were interviewed on their service platforms. Senators Hatch and Kennedy co-sponsored the Serve America Act to expand opportunities for people to serve at every stage of life. A summary of the Act was distributed to Commissioners. The Declaration of Service was also distributed to Commissioners to sign. Commissioner Breannah Alexander was chosen as one of 100 youth leaders from across the nation to attend. She had the opportunity to attend the youth forum where they discussed how to get more young people involved in service. The Day of Service took place on September 27. Over 2600 service projects took place across the nation with 60 projects taking place in Michigan. I. Commissioner Institute I Hill Visits- Ms. Michael shared that along with herself and Marcy Bishop Kates, Commissioners Alexander and Campbell and two Learn and Serve grantees participated in Hill Day visits on September 25. The visits were very productive. Great stories about our programs were distributed to the members. Commissioner Campbell also shared an impactful story about mentoring to the members. J. Financial Report- Kevin Reeves gave an update on the federal budget for national service for FY09. Due to financial oversight, Commissioners requested a written summary of the fmancial report at future meetings. They would also like VIG, GSA and Mentor Michigan fmancial updates. K. Blueprint for Action- The presentation on the accomplishments and the discussion around the Blueprint for Action (Sept 2008-2010) will take place at the November meeting. Commissioners were encouraged to read the accomplishment document and the new Blueprint for Action so that they can provide input on whether staff is capturing the core values of the work of the MCSC. V. New Business A. Report Out I Adoption of Recommendations - It was recommended to create four committees to prepare the MCSC for transitioning during the next administration. Those committees and members are: Transition Planning Committee Lead: Lori Jewell I Lloyd Jackson Members: Joe Sowmick, Kyle Caldwell, Chris Kwak, Breannah Alexander This committee will prepare a transition plan to include messaging ofthe MCSC to take forward to the candidates and their strategic teams, legislators, and other community stakeholders. Succession Planning Committee Lead: Janet Lawson I Rob Collier Members: Bernard Parker, Larry Williamson, Russ Mawby 8 �This committee will focus on making leadership recommendations with a planned implementation date by October 1, 2009. The leadership recommendations will include the Chair of the Commission and the Executive Director. Commission I Board Development Committee Lead: Carolyn Bloodworth Members: Joe Lubig This committee will identify potential new Commissioners who are committed to advance the mission of the Commission and assist the MCSC through the transition process. Mentor Michigan Taskforce Lead: Tony Campbell Members: Breannah Alexander, Janet Lawson, Jason Hoskins, Lloyd Jackson Melonie Colaianne This committee will make recommendations on an effective sustainability plan for Mentor Michigan. Chairman Mulhern asked for a motion to support the recommendations to create four committees to achieve the transition and succession planning in preparation for the next administration. Welcome and Introduction - Chairn1an Dan Mulhern The MCSC Board meeting was called to order at 1:45 p.m. by Chairman Dan Mulhern. II. Review and Approval of September 21 , 2008 Minutes - Chairn1an Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the September 21, 2008 board meeting. Commissioner Collier moved to approve the minutes; Commissioner Lawson seconded the motion. The motion passed unanimously. III. Executive Director Report - Musette Michael A. Blueprint for Action 1. 2007-2008 Accomplishments- Paula VanDam explained that there are three key areas to the Blueprint for Action: providing vision, providing resources, and strengthening communities. The accomplishments for each of the initiatives were then identified in each of these areas. A document with an extensive list of accomplishments was given to Commissioners and Ms. VanDam gave a few highlights. Providing vision and leadership accomplishments included the role we played around ServiceNation with the Governor being the first Governor to sign on to the Leadership Council, the leadership we provided in the state to develop 55 Days of Action events, and the work to educate and infonn about public policy. One Learn and Serve accomplishment was that Angelia Salas was invited to participate in a national team of service-learning leaders from across the country who created the new K12 Service-Learning Standards for Quality Practice. The standards have been vetted and unveiled this past April. Michigan continues to be viewed as an expeti around service-learning. We've also been involved in advocacy by sending letters from Dan Mulhern to members of Congress advocating for particular issues or funding streams (reauthorization, appropriation levels, etc). Providing resources is primarily around our grantmaking function and includes not only AmeriCorps and Learn and Serve, but this past year we were able to provide mini-grants within Mentor Michigan to support recmitment and recognition events by mentoring organizations. In a meeting with the AmeriCorps organizational leaders, they shared that they receive a variety of funding from difference sources but do not get the level of support from those organizations that they receive from their AmeriCorps program officers. Strengthening communities focuses on the impact we are having around key critical areas including service-learning and mentoring initiatives for children with incarcerated parents as well as children in foster care or children aging out of foster care. AmeriCorps members served 702,000 hours and engaged 2,500 students in service learning. In Learn and Serve-Michigan, we engaged over 26,000 students who contributed over 500,000 hours of service-leaming. 2 �2. 2008-2010 Blueprint for Action- Musette Michael shared the draft version of the 2008-2010 Blueprint for Action. It continues to have the three key focus areas of providing vision, providing resources, and strengthening communities. But we have updated some of the language. Once Commissioners approve the Blueprint for Action, staff will provide the additional details as backup to the strategies. Commissioners were provided a copy of the Corporation' s focus area showing that the MCSC is aligning its focus areas with the CNCS's focus areas. Chai1man Mulhern asked the Commissioners to break up into groups and each group would look at one of the focus areas to detern1ine if they had any additions or changes. Each of the groups then reported outcomes from their discussions. Staff will incorporate their changes into the final document. Chairman Mulhern asked for a motion to support the Blueprint for Action with the changes discussed today. Commissioner Smith moved to support the motion; Commissioner Seese seconded the motion. The motion passed unanimously. B. Governor Service Awards - Musette Michael discussed the financial summary from the 2008 Governor' s Service Awards and highlighted the income and expenses and the net of $98,078. She thanked Commissioners for their help in fundraising. Staff recommends retaining the proceeds until the Board assesses needs related to the MCSC transition preparation. Also fundraising for the 2009 Governor's Service Awards could be challenging, and proceeds from 2008 may need to be available for expenses. Typically the Commission recommends keeping $10,000 in the GSA fund for stat1 up expenses for the following year but it might be better to have a larger balance to begin with. Commissioner Lawson shared that she feels uncomfortable keeping the full amount of proceeds from GSA knowing that we need to increase the capacity of men to ring organizations and that the programs need the money. When Commissioners are fundraising for GSA, they represent that proceeds will benefit mentoring programs. But she also agrees that fundraising for 2009 GSA will be challenging. She suggested that we need to reassess our plans for 2009 GSA due to the economy. Commissioner Collier agreed that proceeds should go to Mentor Michigan due to the commitment to the funders that proceeds would benefit mentoring. It was also suggested that maybe we should look at doing local recognition events this year. Staff shared that we tried that one year and it didn ' t work well. Commissioner Lawson stated that at the breakfast last year funders did say they liked the large event but that due to the economy, they would probably feel differently now. Ms. VanDam shared that we surveyed past finalists , winners, and nominators and their response showed that they like the large recognition event and do not want to go back to a regional approach for recognition. Commissioners asked that $50,000 of the 2008 GSA proceeds go to Mentor Michigan as mini-grants to mentoring programs. The remaining funds will remain in GSA fund until further notice. Commissioner Collier made a motion to transfer $50,000 to Mentor Michigan fund . Commissioner Lawson seconded the motion. The motion passed unanimously. 3 �The GSA Committee will look at the 2009 GSA event to see how it can be more cost effective. Commissioner Lawson will send out a survey to Commissioners with location options. C. Mentor Michigan- Musette Michael gave an update on Mentor Michigan. We will be awarding $10,000 in mini -grants for Mentoring Month in January. With the additional GSA proceeds, we will be able to grant out additional dollars. Lloyd Carr also has agreed to attend some events in January for mentoring month. The MCSC is requesting state appropriations for Mentor Michigan. Kevin Reeves worked on a proposal for DHS for funding to build the infrastructure as well as money to give to mentoring programs. The proposal highlighted ways that DHS could save money with this appropriation to Mentor Michigan. Commissioners are encouraged to contact their legislators to share the impact this funding would have. Ms. Michael also announced that we were approved for a position to hire a Mentor Michigan Coordinator. We have been using private funding to support Amber Reiss' position through an executive on loan agreement through MNA. Amber Reiss also shared that Mentor Michigan will have two new AmeriCorps*VISTAs starting soon. Chairman Mulhern shared information on a mentoring collaborative that is giving out awards to their local legislators and that we should try to get other collaboratives to do the same thing to bring more awareness to the legislators about mentoring. D. Financial Report- Kevin Reeves gave an update on the financial statement that was distributed to Commissioners. IV. Breakout Session and Report Out A. Report out from Commissioner Retreat- Chairman Mulhern explained that the committees established at the Commissioner Retreat to look at the transition of the MCSC to the next administration will now have an oppmiunity to meet to begin their discussions. They will report out afterwards . B. Report out from Committee meetings Commission I Board Development Committee - Carolyn Bloodworth shared that the committee looked at the board members whose terms will expire in the next year. The committee requests that the board change the 3- three year tern1 policy so that those that are tern1 limited this year can be reappointed for one more term due to the transition. Their history with the last transition will be important to have during this transition . Succession Planning Committee - Janet Lawson shared that they had a good discussion but they are not ready to report out. Mentor Michigan Taskforce -Tony Campbell shared that the taskforce is going to ask some Provider Council members and funders to join. This taskforce will meet soon to establish the function of Mentor Michigan. At the first meeting, they will look at the history, national requirements, etc. to determine the function that we need to carry out. After this, they will look at bow Mentor Michigan will continue whether to create a new nonprofit, leave Mentor Michigan where it is, an interagency 4 �agreement, or add to a nonprofit organization that already exists. We will list the pros and cons for each of the options, make a decision of what form it should take, and then develop an implementation plan to take to the entire Commission. Transition Planning Committee -Musette Michael shared that their conm1ittee talked about having some type of documentation (other than an Annual Report) to take to legislators and other key stakeholders and have a larger amount of infotmation on the website. Conm1issioner Sowmick agreed to underwrite the cost of the printing of the document. She also shared that Lori Jewell and Kyle Caldwell have drafted a plan that the committee will review. Many are run by organizations you may have heard of, such as the Boys and Girls Clubs, Habitat for Humanity, City Year, and American Red Cross. Others are run by smaller, local organizations , such as community centers, local governments, and faith-based organizations . Where do AmeriCorps members serve? AmeriCorps members serve throughout the country, and they have a variety of skills and interests. Some people stay in their own community or work nearby. Other people choose to relocate and work in a community across the country. What training do AmeriCorps members receive? Each program provides training to help members do the best job possible. For example, a member in an education project may receive training on how to teach or be a tutor. Another member who is recruiting volunteers to restore low-income houses will be trained in public speaking or volunteer outreach . What are the requirements? Applicants to AmeriCorps must be at least 17 years old, but each program sets its own requirements and age limits depending on need and structure. Some programs are looking for people with college degrees, and others accept people who are finishing high school. There is no upper age limit for most programs. All members must be U.S. citizens or permanent residents . What are the benefits? Members of AmeriCorps programs get the chance to try new things, learn new skills, and gain valuable experience. Many programs offer health insurance during the service term and may provide housing, transportation, and other benefits. Some projects offer part-time positions for those attending school, working at a job, or caring for a family. How can people apply? Visit the AmeriCorps website (www.americorps .gov) to learn more and apply directly to specific programs. State commissions on community service also have information about most programs. The pitch is so called because it can be delivered in the time span of an elevator ride (say,30 seconds). The term is typically used in the context of an entrepreneur pitching an idea to a venture capitalist to receive funding. Venture capitalists often judge the quality of an idea and team on the basis of the quality of its elevator pitch, and will ask entrepreneurs for the elevator pitch so to quickly weed out bad ideas. AmeriCorps Elevator Speech (4 Floor Condensed Version) AmeriCorps engages 70,000 Americans age 17 and older each year in intensive service to meet community needs in education, the environment, public safety, homeland security, and other areas. Strengthen Communities We focus on the critical community needs Identified at the local, state, and national levels. • Recruit and engage Michiganians of all ages in meaningful service, including baby boomers. • Increase the capacity of mentoring programs to serve children in Michigan including children aging out of foster care and children of incarcerated parents. • Champion national service programs addressing critical community needs such as protecting the environment, promoting literacy (i.e. closing the achievement gap at the 3rd grade level), expanding mentoring , advancing disaster preparedness, and providing affordable housing . • Encourage educational leaders to use servicelearning to build relationships and prepare students to be fully engaged community members. • Foster programming that meets emerging community needs such as high school drop out prevention and recovery. • . Provide Resources • Provide grants to six pilot sites to implement male mentor recruitment campaigns. The pilot ends in September 2009. We will continue to evaluate the overall effectiveness of the pilot sites through Kahle Research Solutions. • Develop recruitment materials with Pace and Partners focused on male mentors. These materials will be available on our website March 18, 2009. Tools will include: messaging for recruitment, training PowerPoint, training podcast, and a feedback blog. We will also host a Train the Trainer Session. • Work with DP & Company to develop male spokesmen, such as Tony Dungy and Jerome Betis, and continuing to work with Lloyd Carr. • Form/expand partnerships with corporations, Michigan Department of Corrections, the Department of Human Services, and the Governor's Council on Physical Fitness. • Conduct regular outreach to groups throughout the state to encourage individuals to mentor, promote partnerships between businesses/organizations and local mentoring programs, and encourage employees to mentor and/or provide in-kind donations and resource development. • Support National Service members that are focused on mentoring and ensure they AmeriCorps members have the skills and information necessary to recruit more mentors. • Securing Funding and Awarding Grants • Promote MentorPRO and provide ongoing technical assistance. • Host annual statewide conference that provides workshops from state and national mentoring experts annually in November. • Continue training and technical assistance contract with MSU Extension through September 2009 to provide regional trainings based on local needs and provide individual technical assistance as requested. • Expand the tools and resources on the Mentor Michigan website. • Merge Mentor Michigan online directory and Mentor' s national online directory. Expand directory of mentoring programs throughout the state by conducting outreach to schools, churches, and other youth serving organizations to encourage them to register with Mentor Michigan. • Share resources, training opportunities, and research to over 800 people registered on the listserv and through the monthly e-newsletter. • Educate the legislature and funders about mentoring • Create networks among mentoring programs and collaboratives and support local mentoring collaboratives. �• • • Create awareness of the Quality Program Standards and provide in person and online training to mentoring programs and promote the Standards to funders. Increase the number of mentoring programs that complete the MM Census and educate mentoring programs on how to use the Census to garner more resources for their program. MSUE, Kahle Research Solutions, and Mentor Michigan received a $5,000 planning grant to explore evaluation opportunities regarding the impact of mentoring. Strengthen Communities • Children in and aging out of foster care o Create print materials to be used by foster parents, caseworkers, foster youth and mentoring organizations for recruiting mentors for foster youth and creating awareness about mentoring resources. o Identify and support men to ring organizations that are serving children in or aging out of foster care. o Promote Youth in Transition funds as a resource for mentors to secure for supporting their mentees that are in foster care. • Identify and support mentoring organizations that are serving children of incarcerated parents and promote Caregivers Choice. �Provide Vision Create a well-orchestrated, strategic public relations/communication function and plan-one that is rooted in a sound understanding of the current communications environment and one that draws on industry best practices. o Support brand positioning and relationships with key constituencies through ensuring consistent messaging in all communications (print and electronic media) o Build and strengthen relationships with key media, public, and common interest groups to enhance MCSC ' s image and programs Ensure responsiveness to media, outside organizations, and key constituencies by providing timely, accurate, professional and appropriate information to support MCSC special events, grants, program announcements, etc. Be proactive in anticipating-and preparing for- media calls on timely issues. ADDITIONAL FEDERAL LEGISLATION UPDATES House Introduces FY09 Omnibus Appropriations Act $889.9M Included for the Corporation for National and Community Service On February 23, 2009, the House Comm ittee on Appropriations introduced the FY09 Omnibus Appropriations Act (H . R. 11 05) to provide fund ing for federal departments and programs for the remainder of Fiscal Year 2009 . Since September, Congress had been operating under a continuing resolution , a temporary measure to maintain government programs, including national service, at Fiscal Year 2008 levels. Omnibus Appropriations The Omnibus bill provides $889 .9 million total for the Corporation for National and Community Service and its programs for this current fiscal year. Programs are funded at the following levels: • $271 .2 mill ion for AmeriCorps State and Nati onal (increase of $14.4. mill ion ) • $131 .1 mill ion for the National Service Trust (increase of $9.5 million) • $96.1 million for AmeriCorps VISTA (increase of $2 .3 million) • $27.5 million for AmeriCorps NCCC (increase of $3 .7 million) $213 .8 million fo r Sen ior Corps $37 .5 million fo r Learn and Serve America • $11.8 million fo r State Commission Administration The House and Senate are expected to pass an Omnibus bill quickly because the continuing resolution is set to expire next week, March 6. The next step is for the Senate to introduce its version of the bill . Once both chambers have passed legislation any differences will be negotiated in conference. The Appropriations Committees will then need to start work on fiscal year 2010 spending bills. Dodd, Cochran, Delauro Announce "Service for All Ages" Initiative Introduce Four National Service Bills On February 24, 2009 , Senator Chris Dodd (D-CT) , Senator Thad Cochran (R-MS) and Representative Rosa Delaura (D-CT) announced the introduction of their "Service for All Ages" initiative, a group of four bills to expand and strengthen opportunities for Americans of all ages to serve their communities. The initiative includes the Semester of Service Act, the Summer of Service Act, the AmeriCorps: Together Improving Our Nation (ACTION) Act, and the Encore Service Act. �ADDITIONAL fEDERAL LEGISLATION UPDATES The Service for All Ages Initiative includes the following: • The Semester of Service Act will give students in their junior or senior year of high school the opportunity to spend a semester participating in community servicelearning for academic credit. • The Summer of Service Act will create a competitive grant program that enables states and localities to offer students making the transition from middle to high school an opportunity to participate in a structured community service program over the summer months. • The ACTION Act will not only help many young people realize their dreams of going to college, but will also help them to afford tuition by updating the AmeriCorps Education Award to reflect 15 years of college tuition increases. • The Encore Service Act will take advantage of all older Americans have to offer communities by providing stipends and educational scholarships to citizens age 55 and older who volunteer their time and dedicate their knowledge to help communities in need . House Begins Deliberations on National Service and Service-Learning Policy- Full Committee Hearing Held February 25, 2009 The House Education and Labor Committee held a full committee hearing on "Renewing America through National Service and Volunteerism (http://edlabor.house.gov/hearinqs/2009/02/renewingamerica-through-natio-1 .shtml ). This was the first hearing on AmeriCorps and national service 1 for the 111 h Congress and examined the importance of national and community service in meeting critical economic needs across the country. The Act is an extraordinary response to a crisis unlike any since the Great Depression . And , it helps modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need . The Recovery Act includes $201 million in funding for the Corporation for National and Community Service (CNCS) to support an expansion of AmeriCorps State and National and AmeriCorps VISTA programs. This investment, which is listed below, is a strong vote of confidence in the value of national service in engaging citizens in addressing unmet needs and strengthening communities: American Recovery and Reinvestment Act- Funding Allocations • $89 Million for AmeriCorps State and National (up to 20% of the funding may be used for national direct grants) • $65 million for AmeriCorps VISTA • $40 million for the National Service Trust • $6 million for technology upgrades • $1 million for the Inspector General The MCSC anticipates receiving $2 .67 million to expand our 18 existing grantees. This amount translates into roughly 200 full-time members. In addition, the grantees may request a match waiver or match replacement funds to help reduce the local financial burden . The funds will be available to us through both the competitive and formula mechanisms. CNCS is considering establishing funding priority areas including : weatherization, access to health care, increased capacity of nonprofits, and youth corps. We are waiting on additional guidance from CNCS. Solomont, as its chairman . . The Corporation is the nation's largest grant maker for volunteering and service, engaging more than four million Americans of all ages and backgrounds in service each year through its Senior Corps, AmeriCorps, VISTA, NCCC, and Learn and Serve America programs. The agency provides vital support for America's voluntary and nonprofit sector through grants, volunteers, training, research , and other support. Solomont, a resident of Weston, Mass., is a longtime veteran of the bipartisan board, first appointed first by President Clinton in 2000 and reappointed by President Bush in 2007. The 15-member board, whose members are nominated by the President and confirmed by the Senate, sets overall policy and direction for the agency and its programs and provides guidance to the agency's CEO, who has not yet been nominated by the President. "President Obama has called for a new era of service and responsibility, and Americans are ready to answer that call ," said Solomont. "At this time of economic distress, we need more Americans to reach out and help. President Obama has a bold vision for service, and I am honored to chair this outstanding board as we work to usher in a new era of service in America ." Solomont's election as board chair was announced by outgoing chair Stephen Goldsmith at the board 's winter meeting this morning in Washington D.C. Goldsmith, who oversaw an expansion of programs and strengthening of management during his eight-year tenure, will continue to serve on the board through 2010, highlighting a key feature of the volunteer panel's success- its makeup of leaders from diverse backgrounds who work across party lines to advance the agency and the service movement. "From 9-11 to Katrina to the everyday disasters of poverty and illiteracy, Americans have always demonstrated an incredible sense of compassion and caring ," said Goldsmith. "With our current economic crisis driving up social needs at the same time nonprofits are facing cutbacks, we need service and volunteering more than ever. " Goldsmith noted Solomont's long history in the service sector and leadership on key board initiatives over the past eight yea rs. "Alan is the perfect chair for this moment. He brings the instincts of an entrepreneur, the passion of an organizer, the heart of a philanthropist, and the rolodex of an activist. The board is thrilled to have such a strong leader at this moment of unprecedented need and opportunity for national service." In his Inaugural Address, President Obama saluted the American spirit of service and called for a new era of personal responsibility. He has said service will be a central cause of his presidency, and his service and innovation agenda includes expanding AmeriCorps from 75,000 to 250,000 slots, engaging more retiring Americans, expanding service-learning in our nation's schools, and seeding innovation and strengthening the capacity of the nonprofit sector. President Obama has not yet nominated a CEO for agency. Bipartisan legislation to expand national service has been introduced in Congress, and the House stimulus bill conta ins funding to expand AmeriCorps by 16,000 slots. Throughout his career, Solomont has played a key role in promoting innovation and quality in the delivery of services to an aging population . After the sale of the A•D•S Group, an eldercare company he founded and led for 15 years, he formed SolomontBailis Ventures to launch new and innovative health and eldercare ventures. He has also worked on many state and national political campaigns , including the presidential campaigns of Michael Dukakis, Bill Clinton, AI Gore, John Kerry , and Barack Obama . In addition to his business and political pursuits, Mr. Solomont is active as a volunteer and contributor to many community institutions and charitable organizations. He is Vice Chairman of Boston Medical Center where he co-chaired the capital campaign to build a new cancer treatment center, and he is the immediate past Chairman of the Board of Hebrew Senior Life. He is also a past Chairman of Combined Jewish Philanthropies of Greater Boston and he is currently a member of the Boards of the JFK Presidential Library, Cradles to Crayons, New Israel Fund, and the Jewish Funds for Justice. Solomont is a Trustee of his alma mater, Tufts University, where he serves on the Board of the Tisch College of Citizenship and Public Service and co-chairs the Tufts Capital Campaign, "Beyond Boundaries." In other action, the Board formally swore in board member Hyepin lm, for a term lasting through October 2013. lm is currently the Founder and President of Korean Churches for Community Development (KCCD), a faith-based non-profit whose mission is to build the capacity of churches to increase the scale of their economic development work. The board said farewell to departing vice-chairman Vince Juaristi, who has served on the Board since May of 2006. Juaristi, who is Executive Vice President at Visionary Integration Professionals (VIP), a global information technology solutions provider, provided outstanding leadership to the Corporation in a number of areas, particularly in implementing improvements in the agency's technology systems and supporting its work in disaster preparedness and response. The board also heard testimony from national service leaders about the impact of the economic downturn on national service grantees and the communities and individuals they serve. Janet Lawson also joined the call to give an update from the Governor's Service A wards Committee. 2009 Governor's Service Awards Musette Michael gave a summary of the decision to move GSA to a different location to recognize these challenging economic times. Janet Lawson gave an overview of the Commissioner survey results regarding the location. Janet Lawson, Janice Harvey and Kathie Vasilion visited the locations in the Dearborn area. The Governor' s Service Awards Committee recommended the event be held at the Henry Ford Museum. This would provide a nice, reasonably price, but different type of event. Unfortunately, the Henry Ford Museum was not available on May 5th. This date is also the date of the Detroit Mayor special election. Executive Committee members recommended that the 2009 Governor' s Service Awards be held at the Governor's Residence to reduce costs. Since having it at the Residence calls for it to be an outside event, it should take place in June. Holding the event at the Residence will make it a special experience for the finalists and winners yet still be more economical. �Michigan 's AmeriCorps Competitive Funding (See Memo from Paula VanDam dated January 6, 2009) Paula VanDam explained that the MCSC held outreach sessions in Detroit, Lansing and Kalamazoo and also a webinar. The staff reviewed 17 new and recompete applications and 4 continuation applications. Staff is recommending 4 recomplete, 1 new application and all continuations be submitted to the CNCS for consideration. The MCSC staff recommends the following applicants be included in the MCSC' s competitive application to the CNCS for a total of$1,330,005: American Red Cross of Greater Grand Rapids The Regents of University of Michigan Michigan Coalition Against Homelessness Habitat for Humanity of Michigan Ingham County Health Department $420,297 $ 327,659 $ 259,134 $ 188,496 $ 134,419 The MCSC staff recommends continuation funding at the recommended amount for the following applicants for a total of $1,561,239: City Year Detroit $ 665,217 Jumpstart Michigan $ 132,014 MSU Extension $764,008 The MCSC staff recommends continuation funding for the following Michigan ' s AmeriCorps Education Award Only application for a total of $48,000 Michigan Nonprofit Association/ $ 48,000 Michigan Campus Compact Chairman Mulhern asked for a motion to support the staff recommendations for the AmeriCorps Competitive Funding and Education Award Only applications. Commissioner Mawby moved to support the motion and Commissioner Parker seconded the motion. The motion passed unanimously. Chairman Mulhern expressed the importance of AmeriCorps being included in the economic stimulus package. The cost for AmeriCorps is very economical, helps to support families, and allows members to obtain higher education. He asked whether the Michigan's AmeriCorps programs have the capacity for growth and will they have the ability to deploy once the stimulus package passes. Ms. VanDam explained that some organizations are ready to take on new members. There are also a number of organizations that are interested but cannot meet the match requirements. The CNCS is looking at ways to address this issue (waiving/reducing match). Each state is allowed to submit AmeriCorps applications to be funded out of the competitive dollars. There is no guarantee that states will receive any of the competitive dollars. Our AmeriCorps competitive package is due to CNCS on January 13, 2009. We will be notified in May, 2009 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively, we will then decide which programs to support with our formula dollars. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. The MCSC held an extensive outreach process with three face to face outreach sessions (Detroit, Lansing, and Kalamazoo) and a webinar. The staff reviewed 17 new and recompete applications and four continuation applications and are recommending that 4 recompete, 1 new, and all continuations be included in the MCSC competitive application submission to the Corporation for National and Community Service. The MCSC issued continuation application guidelines, and this program completed the same process as outlined for the three continuation applicants above. 3) The staff recommends continuation funding at the recommended amount for the following applicant: Legal Applicant Michigan Nonprofit Association/Michigan Campus Compact Funding Requested Funding Recommended $48,000 $48,000 FTE Rate $567 #of FT #of HT #of RHT 0 0 0 #of QuarterTime 0 --- #oL Min 'Time 400 Michigan's AmeriCorps Competitive Funding Applicants 2009-2010 Program Year Michigan's Competitive applicants- New and Recompete American Red Cross of Greater Grand Rapids -Together We Prepare AmeriCorps Service Area: 12 Red Cross Affiliates serving 32 counties statewide The Together We Prepare AmeriCorps program is requesting $420,297 to enroll34 Full-time members to serve in twelve American Red Cross chapters throughout Michigan to help communities with their disaster preparedness and relief efforts. Members will engage 774 new volunteers each year; 50% of these volunteers will be youth and/or young adults under 24 years of age. Fifteen percent (116) of the volunteers will have with bilingual skills in order to work effectively with diverse Michigan populations. Volunteers will be trained to assist local Red Cross chapters in the disaster services they provide. AmeriCorps members will participate in at least two national disaster relief operations (should disasters occur), and will respond to disaster incidents in their local communities, such as home fires . Members will provide disaster preparedness and safety presentations to 25,000 Michigan residents annually with 80% of surveyed participants demonstrating an increased knowledge of general disaster preparedness; 68% of student participants surveyed will create a family disaster kit and/or family disaster plan. Finally, all members will be trained to participate in the Services to Armed Forces program, in order to provide invaluable humanitarian, communications, and service links for Michigan military families and soldiers while deployed. .\ �The Regents of University of Michigan Counties Served: Wayne and Washtenaw Michigan's AmeriCorps Partnership will enroll 49 AmeriCorps members who will primarily serve with nonprofit organizations in Detroit, while 3-5 will be placed with agencies in Washtenaw County. Thirty-five MAP members will provide services at 20 nonprofit service sites in at least one issue focus area of education, economic/urban development or quality of life. 85% of site supervisors will indicate that as an result of their service AmeriCorps members developed usable products- e.g., Resource Diversification; Promotion and Marketing; Community and Family Investment; or Research and Evaluation - that will help improve their organization's service delivery to its clients. Fifteen MAP members will recruit, train or support 1,500 volunteers who will contribute, at least, 18,000 hours to programs at nonprofit sites. Michigan Coalition Against Homelessness Counties Served: Genesee, Ottawa, Clare, Osceola, Mecosta, Isabella, Midland, Gladwin, Marquette, Eaton, Saginaw, Kent, Oakland, Macomb, Wayne. Lapeer, Huron, Sanilac, Tuscola, St. Claire, Washtenaw, Ingham, Otsego" Monroe, Berrien The Michigan Coalition Against Homelessness will enroll 20 full-time members in the Michigan Campaign to End Homelessness AmeriCorps program. Nineteen Housing and Resource Liaisons and one Volunteer Coordinator will build the capacity of local community service agencies throughout the state of Michigan. AmeriCorps members will fill a critical gap in services in the statewide effort to abolish homelessness by performing outreach activities and assisting individuals experiencing homelessness or at-risk ofhomelessness to assess barriers to housing, develop strategic plans, and identify housing opportunities. The goal is to reach a minimum of 760 individuals statewide. Members will serve as liaisons in order to assist families to transition out of homelessness, and to assist youth aging out of foster care to access permanent housing. Finally, members will create ongoing relationships linking individuals experiencing homelessness with host site Continuum of Care agencies and much needed-community housing and service providers in order to enhance the overall movement to end homelessness. Habitat for Humanity of Michigan Counties Served: Berrien, Calhoun, Dickinson, Genesee, Ingham, Kent, Macomb, Monroe, Oakland, Saginaw, Schoolcraft, Washtenaw, Wayne The Michigan Community Service Commission respectfully recommends that the Michigan Habitat's AmeriCorps Program, hosted by Habitat for Humanity of Michigan, be awarded $188,496 in CNCS competitive funding to support 15 MSYs (8FT, 6 HT, 16 QT). Members will provide volunteer coordination, construction, family service support, Vision 2020 Community support, and sustainable building services to Habitat for Humanity affiliates throughout the state. Members will serve as Family Support Liaisons to generate 150 new home owner applications, qualify 50 families to receive financial counseling, and track sweat equity hours for 25 families approved for Habitat homes. In direct response to Michigan's current economic status, these members will also place a renewed emphasis on providing support to existing Habitat family partners in order to help them keep their homes. Members will recruit and manage 2,000 new volunteers annually. Volunteers will provide a minimum of 8.5 hours of service each in support �of local Habitat for Humanity affiliates. Members will also serve as Construction Liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Additionally, 100% of members will participate in trainings using MCSC and CNCS developed materials to incre~s·e their understanding of key citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Ingham County Health Department/Power of We Counties Served: Ingham The Power of We will enroll 10 members who will be engaged in activities to reduce the high rate of chronic disease/conditions, including diabetes, high blood pressure, and obesity for the residents of Lansing. Activities will include targeted environmental action. Action outcomes include: 1) increased physical exercise through use of non-motorized transportation on trails, greenways, and city streets, and 2) an increase in access to healthy foods in previous urban "food deserts". AmeriCorps member roles will focus on 1) Recruitment and mobilization of volunteers, 2) Community education, and 3) Training, supporting and modeling direct service work for volunteers. All member activities will directly relate to increasing community knowledge of, and · accessibility to, healthy lifestyle options for Lansing residents. Members will recruit and train 300 community and student volunteers who will provide 6000 hours of service to sustain project viability. They will engage 300 community residents in educational events linking healthy foods and exercise with reduction of chronic disease. 75% of those residents that respond to oral or written surveys report they learned new information and will adopt at least one healthy behavior. Of these residents, 85% will continue this healthy behavior over at least the next 5 years. The program also plans to improve or expand the equivalent of3 miles of trails, greenways, or non-motorized vehicle paths for resident use. The program aims to expand, improve, or create 5 community gardens serving a total of 100 families in low income urban areas. Michigan's Competitive applicants - Continuation City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps requests $$665,217 to engage Full Time members to improve academic performance and attitudes toward learning of students in the Detroit Public Schools though tutoring and in-class support in 2009-2010. City Year Detroit AmeriCorps members provide intensive tutoring, facilitate after school youth development programming, serve as positive role models, build capacity of schools, and create service opportunities for the citizens ofDetroit. Members will serve 1,675 youth in grades 1-8 through one-on-one and small group tutoring, resulting in 75% of students improving academic performance by at least one test level. Members will engage 1,060 volunteers to serve 9,800 hours in support of service-learning �projects, on-going service opportunities, and large-scale service days such as M.L.K. Jr. and Make A Difference Days. All members will participate in Citizenship and Civic Engagement Trainings with 75% indicating increased knowledge in this area. Young Heroes and City Heroes programs will have members facilitating a 14-week service-learning and leadership development program for 50 middle school students through weekend sessions, in addition to serving 700 youth through the after-school program component. Members will continue 5 capacity building projects within schools, and initiate 2 new programs to help these schools better achieve their missions. 75% of school partners will indicate an increased capacity to achieve their missions within in the first year, while 50% of partners in the second year of a project will indicate the project is less reliant on CYD and moving towards sustainability. Jumpstart Michigan Counties Served: Washtenaw, Wayne Jumpstart Michigan's AmeriCorps members work individually and in teams to enhance the literacy, language, and social development of young children by implementing research-based best practices from the field of early childhood education in preschool centers serving lowincome communities. Corps members accomplish this during structured sessions and regular visits to preschools throughout the school year. Jumpstart AmeriCorps members also engage volunteers and perform service projects to meet community needs. Jumpstart members will recruit 120 volunteers who will assist in increasing literacy resources for young children and their families and increase the reach of the Jumpstart Program in the community. Members will provide 73 preschoolers with individual school readiness support. Member will also receive training to equip them to become future teachers. MSU Extension/4-H Mentor Michigan Initiative Counties Served: Berrien, Cass, Cheboygan, Clare, Clinton, Eaton, Genesee, Gladwin, Gratiot, Ingham, Ionia, Jackson, Kalamazoo, Leelanau, Luce, Mackinac, Macomb, Missaukee, Muskegon, Oakland, Oscoda, Ottawa, Shiawassee, Wayne, Wexford The 4-H Mentor Michigan Initiative AmeriCorps program will enroll sixty full-time members in order to build the capacity of mentoring organizations throughout the state of Michigan by expanding youth mentoring programs, recruiting, supporting and evaluating volunteers to become mentors in schools and community-based mentoring programs. These members: 1) develop and enhance mentoring programs for at-risk youth in 45-50 counties statewide; 2) plan and carry out community-based service-learning activities with these same youth; 3) train and match adult and older youth volunteer mentors with at-risk youth through one-on-one, small group, or peer mentoring; 4) form and/or expanded mentoring collaboratives in at least 80% of the participating counties; and 5) participate in trainings using MCSC and CNCS developed materials to increase understanding ofkey citizenship principles and to aid in the development of a strong interest in life-long civic engagement. Members also design, promote, and deliver mentor workshops. In addition, they plan and conduct a community service project in their local community. �Michigan's AmeriCorps Education Award Only Applicant Connect Michigan Alliance/Michigan Campus Compact Counties Served: Statewide The Michigan Service Scholars (MSS) AmeriCorps program will enlist 400 minimum-time (300 hour), Education Award Only AmeriCorps members to support 1) Volunteer Recruitment, 2) Strengthening Communities, and 3) Education. This program provides a much-needed link in the continuum of service opportunities for young adults. Those who were engaged in service-learning and community service while in the K-12 setting have the opportunity to give back to the community while developing as engaged citizens who will continue on in a life time of service. Due to the facilitation of the Michigan Campus Compact, large numbers of students may become involved as they attend compact member colleges and universities. This makes the program very cost effective. 225 or more MSS AmeriCorps members will serve at 100 community/faith-based partner organizations in fulfilling their mission to serve the community. In 2007-2008, members recruited 3462 volunteers who engaged in 7744 hours of service. In 2009-2010, 25 or more MSS AmeriCorps members will recruit 500 volunteers to serve 3,750 hours in schools and community/faith-based organizations. This ability to generate volunteers has remarkable implications for agency capacity across Michigan. This program is also on the forefront of service learning. A specific cadre of members is focused on developing and piloting service-learning lesson plans in the classroom. In order for servicelearning to take root and be sustained, it must be integrated in programming at the higher education level. The MSS program is successfully achieving this objective and can develop a model that is replicable for other states and institutions of higher education across the country. 150 MSS AmeriCorps members in the pre-service teacher education track will produce 150 K-12 service-learning units as measured by actual submissions of serv-ice-learning units. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections. These volunteers demonstrate the power of giving and caring every day, and the Governor's Service Awards are one small way we can thank them for their commitment. Although volunteers don't expect accolades, we know volunteer recognition leads to volunteer retention. Over the years, the Governor's Service Awards celebration has grown from 175 attendees to more than 1,000 in recent years. It has also had many faces-from a sit down dinner, to community-based celebrations, to the theatre-style gala of recent years. This year's celebration will be a more intimate event with finalists, nominators, and sponsors enjoying a private reception and ceremony at the Governor's Residence in Lansing. Governor's Service Awards are given in eight categories that highlight the diversity of volunteerism throughout Michigan. Three additional awards are presented at the event-the Carter Partnership Award is presented by Michigan Campus Compact and the Russell G. Mawby Award for Philanthropy and the Community Foundation Award for Philanthropy are presented by the Council of Michigan Foundations. Volunteers are essential ingredients to the health and vitality of our communities and act as critical problem-solving resources. The awards recognize a school administrator, an innovative program, a student and a teacher/practitioner. The following people and programs were recognized at the awards dinner School Administrator: Dave Reschke, Deputy Superintendant of the Clarkston Community School District Innovative Program: The Talk to Us Program- Jennifer Martin of Tinkham Alternative High School Student Award: Gordie Stene of Belding High School Teacher/Practitioner Award: Denise Sargent, L'Anse Creuse High School science teacher L-R: Jennife r Martin, Denise Sargent, Gordie Stene, Dave Reschke Press releases were sent to each recipient's local media outlets. Commissioners Williamson and Alexander were present at the awards ceremony to help us present the awards. Program Evaluation The Learn and Serve program has contracted with RMC Research, Inc. to conduct an evaluation of local Learn and Serve- Michigan programs. RMC Research has conducted statewide evaluations of LSMI grantees since 2001. The 2008-2009 evaluation will assess: The quality of service-learning programming in local districts and which of the program characteristics are most important for predicting student outcomes. Impacts on academic achievement, civic outcomes and employability skills. Impacts on participating communities and partnering organizations. Our 2006-2007 results indicate that programming is implemented with high quality and is associated with positive effects on academic and civic engagement and students' career skills. Social Media Efforts The MSCS secured supplemental Learn and Serve funding to support social media efforts within Learn and Serve and the other MCSC programs. We awarded three web 2.0 social media grants to promote servicelearning, support online learning communities and to support professional development in local school districts. Montcalm Area Intermediate School District, Southgate Community School District and Lake Orion Community Schools were awarded the mini grants that run January 31, 2009 through August 31, 2009.
