They still don ' t really know what service-learning and AmeriCorps is! Angelia: We're trying to package things differently so they understand all of our programs offer similar things (mentoring, volunteering, etc.). Every time an initiative comes up, they get really focused on it and they won't talk about anything else. They get very, very focused. You need to have a game plan for how you get them to step back and look at the bigger picture. Musette: I really think it is up to us to educate them. They're not thinking about the big picture of what we do like we do. This is only a part ofwhat they do in life. If they seize on the drop-out rate or mentoring that's what they're going to do . Maybe each program should have a separate presentation. Angelia: I think that's a good idea and then we spend a half a day discussing what we could be doing, how we could be spending the money, etc. Musette: We need to keep it limited so we achieve what we want to achieve, finish our Blueprint for Action. It's up to us to do the planning to reach the outcome we're looking for. Marcy: We need to make sure to tie in all of the areas we're trying to address. A lot of times there's not a direct link, we might need to "draw" that link. Angelia: I don't think the commissioners should drive what local communities are doing. But we could maybe focus our funds on specific initiatives and get certain programs to look at those areas . But commissioners shouldn't lim it what can happen in the field. Not a lot of our programs can do research. Janice: They also have said they'd like to discuss conunissioner transition during the retreat. Grantees were provided instruction on grants management, servicelearning standards, web 2.0, and other strategies for program development and sustainability. During the training, grantees were introduced to a social networking site we will be using throughout the year to keep them connected and networking. Among other things, the site allows grantees to post to a discussion forum , upload project examples and resources and to chat on topics relevant for their development. In 2006 Governor Jennifer M. Granholm signed legislation requiring A Learn and Serve- Michigan grantee attends each Michigan high school student to obtain a minimum 16 credits Team Up Michigan 2008 . for graduation. The high school graduation requirement, called the Michigan Merit Curriculum was rolled out to educators across the state. Soon after, several grantees noted that the focus on standards was making it difficult for them to engage high school teachers in service-learning. In August we contracted with Ionia Intermediate School District to offer a four-day institute on the Michigan Merit Curriculum and Service-Learning. Attendees were provided an overview of the high school requirements and they identified opportunities to include service-learning as a component of the new rigorous curriculum. The attendees used Task Stream, a web-based curriculum development tool, to create service-learning units aligned to course content expectations. Each attendee will now be visited by a coach from Ionia lSD who will review the implementation of the unit and offer suggestions and resources. The units will be posted for replication once they are refined by the author and coach. Those units will then be utilized to help other high school teachers link service to their own standards. Over the next quarter we wi II begin site visits and wi II convene regional meetings of Learn and Serve - Michigan grantees. We will use the regional meetings, along with web based meetings and our social networking site, as tools to better support this community of learners. Service-Learning Youth Council In September we issued a call for the MCSC ' s Service-Learning Youth Council (SLYC) members. SLYC is a state-wide group of students in 6th-11th grade w ho believe serv ice and service-learning are important educational experiences. Each former and current grantee is eligible to nominate up to two young people to represent their respective program . The students will be challenged to advocate for service-learning in their schoo ls and to organize a service project to be conducted this year. They will be eligible to request funding for those projects thanks to supplemental Learn and Serve funds we received from the Corporation for National and Community Service in spring 2008. We will convene the group for two face-to-face meetings and for ongoing web-based �networking and collaboration. We hope to recruit a minimum of23 members who will be trained to assist their Learn and Serve coordinators with local service-learning advocacy and outreach. In August we co-hosted with the LEAGUE Michigan a Service and Leadership Camp. Nearly 100 participants attended the three-day event at Camp Ohiyesa in Holly Michigan. The agenda included workshop topics and activities that helped the students explore their own leadership skills and how they could use those skills to promote service in their communities. The MCSC secured supplemental funding so campers could fully develop a service project and then Members of the Ionia 's 2008 Youth AdvisOJy have funding to implement it this year. We provided campers with a social networking site to keep them connected and to help them collaboratively refine their projects. We will partner with the LEAG UE on a second camp in 2009. 2008 Learn and Serve Challenge.:._ October 6-12, 2008 We recently wrapped up a successful 2008 Learn and Serve Challenge. The Challenge is a concentrated week of special events and community outreach activities designed to raise awareness and build support for service-learning. The national initiative sponsored by the Service-Learning Partnership States in collaboration with the Corporation for National and Community Service encourages states and local programs to use the week to highlight the efficacy of service-learning. ::z:: >. -::z:: c l> r- AR &S RVE With Michigan Campus Compact we secured funding from Service-Learning United to support our state-level Learn and Serve Challenge efforts and to support a team of service-learning advocates to attend Hill Day which is sponsored by Voices for National Service. David Reschke Deputy Superintendant from Clarkston Community Schools and Dr. Elizabeth Barton from Wayne State University attended Hill Day. Along with Commissioners Alexander and Campbell the delegation visited Representatives Ehler, Dingell, Levin, Kildee, McCotter, and Senators Stabenaw and Levin. The delegation made a compelling case for service-learning and Reschke and Barton are now willing to champion service-learning for us in the future. CHALLENGE For the second year Governor Jennifer M. Granholm issued a Certificate of Proclamation for Learn and Serve Challenge (attached). The Governor highlighted the positive outcomes relating to service-learning and recognized the efforts of the more than I ,000 K 12 educators who include service-learning in their instructional repertoire. State Superintendant of Public Instruction, Michael P. Flanagan is currently preparing a letter to educators recognizing the efforts of Michigan ' s service-learning practitioners. Support from our key leaders in the state is critical to helping us grow and sustain service-learning in Michigan . Commissioner Meston is to be applauded for her efforts to secure support from Mr. Flanagan. The Learn and Serve staff offered several local incentives to encourage educators to supp011 the Challenge. We provided each Learn and Serve- Michigan K 12 and Higher Education grantee with Learn and Serve Challenge promotional materials that they could use to draw attention to their service-learning efforts. The ServiceLearning United grant also allowed us to offer mini-grants to ten programs to encourage their outreach and �advocacy efforts. Ten K 12 and higher education mini-grants were awarded- four to Learn and Serve-Mich igan K 12 grantees. Lastly, each grantee was encouraged to detail their outreach efforts on the Learn and Serve Challenge site. A few of the highlights include: Ionia County Intermediate School Districts convened a legislators' meeting. During the meeting they made a presentation on the National Learn & Serve Challenge. Legislators and key stakeholders viewed the DVD "Bringing Learning to Life" and heard a presentation on the local impact of service learning. Williamston Community Schools Video Production class is in the process of making a video about all of the service learning activities in the district to be shown on the local cable channel. They hope to have it completed by the end of the schoo I year. Grand Blanc Schools conducted outreach to raise awareness in the community about service learning and provide information about how to learn more about service learn ing work being done in the district. Activities included: 1) running the video " Bringing Learning to Life" on the Grand Blanc community cable channel, available to all cable subscribers in the Grand Blanc community, throughout National Learn & Serve Challenge week with information on the district' s service learning work and contact information (5000 community members are targeted) and 2) Distribute information on service learning and its positive impacts to all district teachers, administrators, and counselors (400 teachers, 14 administrators, and 10 counselors in the district are targeted). The coordinator of the Montcalm Area Intermediate School District Learn and Serve program presented to the Montcalm Area ISD School Board and administrators on the National Learn & Serve Challenge. She also shared the "Bringing Learning to Life" video and information on the Learn and Serve - Michigan grant for Montcalm County. The MAISD plans to engage 150 teachers, 30 administrators & board members, 200 volunteers, 15 community partners, and 20 other school staff in service learning with local youth. A complete list of Challenge efforts will be collected after grantees submit their final project reports. Social Media Efforts The MSCS secured supplemental Learn and Serve funding to support social media efforts within Learn and Serve and the other MCSC programs. During our grantee meeting we provided Learn and Serve grantees with training on different web 2.0 technologies that emphasize collaboration among the users. Grantees are now using a social networking site to share project materials and solutions to shared concerns. We also announced mini-grant funding for programs to explore ways to use web 2.0 social media strategies to promote service-learning, support online learning communities and to support professional development. We expect to fund two programs un less other funds become available. As a part of the Michigan Community Service Commission's 2007-2008 Blueprint for Action and national priorities for service, three focus areas were established for the 2008 Michigan ' s VIG: Mentoring- ensure that all of our youth have ongoing relationships with stable, caring individuals. Boomers- capture the talents, skills, energy and experience of adult volunteers born between 1946 and 1964. Engaging All Youth in Service- increase volunteer and service-learning opportunities for youth in disadvantaged circumstances. Since the March grantee meeting programs have been submitting stories demonstrating how the program is valuable to the community, the individual grantee and to the organization itself. While each program takes a unique approach to capacity building the Michigan ' s Volunteer Investment Grant is proving to make a difference to the funded agencies. Below is portion of a story that demonstrates the impact of the Michigan's VIG programs. Volunteer Investment Grants through th e Michigan Community Services Commission provide the opportunity for organizations to move from " if only" to " let' s do it! " Volunteers are part of our agency culture, as evidenced by their inclusion in our organizational chart. Volunteers serve in all agency programs, and range in age from elementary through high school students completing community service hours for academic or liturgical requirements, to college students completing undergraduate and graduate internships in a variety of disciplines, to boomer and senior volunteers. We have volunteers (never enough, of course). We have partnerships with other organizations. We have documented needs. We have ideas. We just lacked the time and resources to try some new things. While the methods may not be unique, Volunteer Investment Grant funds are enabling Catholic Services ofMacomb to try some new approaches to recruit baby boomer volunteers, and expand our capacity to engage younger volunteers. Suzanne Szczepanski-White Catholic Services of Macomb 2008 funding ended on September 30th. Second period reports are due October 31 st. A more comprehensive report of program accomplishments will be provided at the November board meeting. Oak Park Business and Education Alliance, a 2008 VIG Grantee, students. �Future Funding The MCSC will issue a Request for Proposal (RFP) for 2009 Michigan' s VIG programs in October. As in 2008, we anticipate funding approximately ten programs at an average of $20,000 grants. This year the program requirements will include an emphasis on high school dropout prevention and recovery efforts. These programs engaged 1060 members in service at 255 sites across the state of Michigan. We were disappointed to have two programs withdraw from our grantee pool for the 2008-2009 year. The Smart Choice Project at Boys and Girls Club of Benton Harbor elected to withdraw due to repeated difficulties in maintaining consistent staffing. The Michigan Environmental Stewardship AmeriCorps program withdrew based on decisions from the larger Michigan Department of Agriculture. They are moving to increased web-based delivery of services. On a brighter note, we secured funding for the Michigan ' s Campaign to End Homelessness AmeriCorps program for 2008-2009. The legal applicant for this program was originally the Corporation for Supportive Housing (CSH). Due to a hiring freeze imposed by their national parent organization, CSH withdrew as the legal applicant and management of the program has now been transferred to the Michigan Coalition for the Prevention of Homelessness. This program will engage 20 full time AmeriCorps members in programming across the state. Competitive Application Outreach Process We launched an open competitive grant process for new AmeriCorps programs that included 4 outreach sessions (Lansing, Detroit, Kalamazoo, and a webinar) with 57 organizations registered. Extensive outreach was also conducted in the Benton Harbor area due to the loss of the Boys and Girls Club program. Contact was made through phone calls and face to face contact with 11 organizations. As a result of our outreach efforts we received 25 intents to apply, three of which would serve the Benton Harbor area. We received 18 actual applications on October 15, 2008 which will proceed to a peer review on October 28, 2008. Non ofthem were from Benton Harbor. AmeriCorps Week 2008 Governor Granholm officially declared the week of May 11 , 2008 as Michigan ' s AmeriCorps week. All across Michigan, AmeriCorps Week activities and events showcased the power of AmeriCorps members and alumni and educated people about the role, impact, and importance of AmeriCorps in our communities. AmeriCorps Week events took place in Midland, Grand Rapids, Muskegon, Wolverine, Petoskey, Detroit, Holland, Kalamazoo, St. Joseph, Lansing, Monroe, Traverse City, Williamston, and Sault St. Marie. Projects ranged in scope from a college visit for youth in foster care to city clean-ups Michigan 's AmeriCorps member to a pet food drive to a book and bottle donation day. Antoinette Adkins participates in The 2008 Michigan Nonprofit SuperConference took the AmeriCorps Wee k 2008 Reader 's Theatre. �place on May 13- 14 and featured AmeriCorps Week as one ofthe conference highlights. The MCSC hosted an AmeriCorps Week service project titled: Hero es Wanted. Conference participants were asked to spend a few minutes during the conference to help make 150 fleece blankets, which were donated to the Department of Human Services, Wayne County Central Operations for distribution to youth in foster care. In addition, the opening plenary featured AmeriCorps members conducting a Reader's Theatre- sty le performance and an AmeriCorps video . Michigan ' s AmeriCorps Member Council and MCSC staff created a publicati on focused on the impact of AmeriCorps . The booklet, Changing Lives: Michigan's AmeriCorps Voices shares the stories of Michigan ' s AmeriCorps members and how they are transforming Michigan communities. This booklet was shared not only with Nonprofit SuperConference attendees but is now a staple in marketing and educating the public about AmeriCorps. Russ Mawby Signature Service Project More than 250 current Michigan's AmeriCorps members from across the state focused on rejuvenating Benton Harbor' s community. As part of the 2008 Russ Mawby Signature Service Project, AmeriCorps members supplied their skills at Harbor Habitat for Humanity housing sites in the Crystal Estates neighborhood. Projects included landscaping, building sheds, constructing · subfloors, and framing. The 2008 Signature Service Project was a partnership between Michigan's AmeriCorps, Habitat for Humanity of Michigan, and llll!l¢;i~~- Harbor Habitat for Humanity. A Michigan 's AmeriCorps member helps serve at the 2008 SSP. On Corps- Web-based Program Management For many years, the Corporation for National and Community Service (CNCS) has mandated reporting utilizing an online system called WBRS. This system is being phased out and the CNCS will no longer subsidize a reporting system. They do, however, expect states to continue to collect information that will then be reported to the CNCS. As a result, the MCSC secured and integrated a new web based program management system, OnCorps. OnCorps provides MCSC AmeriCorps staff and Program Directors a comprehensive tool for data collection, calendar updates, and ongoing communication between staff and members . Standing Committee Reports - Chairma n Dan Mulhern The Com mi ss ioners rev iewed Executive Co mmittee meetin g minutes from August 15 , 2008 and June 30, 2008. Comm iss ioner Co llier asked staff to summa ri ze the status change in the Benton Harbor AmeriCo rps program. Marcy Bis hop Kates explained that the Boys and Girl s Clu b of Benton Harbor in formed the MCSC that it would be declining its AmeriCorps grant for 2008-2009. The program has gone through significant staffing changes and has struggled to meet so me of the requ irements of the grant over the last few yea rs. Th e MCSC explored the idea of findin g another organiza ti on to serve as the legal app licant for the grant but the Boys and Girls clu b was not interested. Staff made addi ti onal outreach to the Benton Harbor area and three programs submitted intent to app ly forms for an AmeriCo rps grant in the 2009- 10 program yea r; th e MCSC has not received applications from them. Some of the challenges for the organ izat ions are the match funding and the program request for only one member (program need to app ly for a minimum of I 0) . The MCSC staff will co nt inue to active ly pur ue app li cations from this area. Chairman Mulhern suggested contacting Whirlpool to see ifthey can offer support. Mark McClain is a Whirlpool employee and is also the chair of the Boys and Girls Club board. Jeanine Yard also exp lain ed that with add iti onal formula fund s that the MCSC received , we were ab le to fund a new AmeriCorps program with 20 members that will focus on the elimin ation of homelessncss. Executive Director Report - Mu sette Michael reminded Co mmi ss ioners about the Mento r Michi ga n Conference on ovembcr 17 at the Kell ogg Ce nter, th e Poverty Summit on ovem ber 13 at Cabo Hall , the AmcriCoqJs Member Ce lebration on November 18 at the Kellogg Center, and the MCSC Board Meeting on November 18 at the Kell ogg Cen ter. She also pointed to the li st of Co mmi ss ion Board meetings for 2009. 2 �A. Mentor Michigan- Paula VanDam 1. Meijer Gift Card Promotion- Paula VanDam shared that for the second year Meijer, particularly Mark Murray, agreed to participate in the gift card promotion. For every $25 gift card pw chased June 8-11 , 2008 Meijer donated $2 to Mentor Michigan. We received $20,000 in proceeds from the promotion this year. Mentor Michigan will be awa rdin g mini-grants to mentoring organizations. Mentoring organizations that completed the recent census will be able to apply for grants from $100-$500 that can be used to support mentor recruitment, retention or recognition events or mentor/mentee match activities . Applications are due October 24, 2008 . 2. Recruitment Efforts- In continuing to reach the goa l set by Governor Granholm to recruit 10,000 more mentors by 20 I 0, Mento r Michigan is working to spread the word to encou rage people to mentor. We launched a mentor recruitment campaign featuring Lloyd Carr. He filmed PSAs for Mentor Michigan and will continue to serve as a spokesperson in a variety of ways. We will also promote him during mentoring month in January. The Michigan Municipal League is al so a new partner in our recruitment efforts. They invited Dan Mulhern and Lloyd Carr to speak at their annual conference on Mackinac Island to ask local official to get involved in mentoring. That presentation in cluded asking them to fill out a pledge card . We received 32 pledge cards from local offic ials that are interested in gett ing involved in mentoring in some way . The mayors from Grand Rapids and Adrian were also part of the presentation and shared their experi ence with mentoring. Male Mentor Recruitment- There are six pilot sites/grantees that Mentor Michigan has been working with to implement male mentor recruitment strategies throughout the past year. Commissioner Tony Campbel l' s Facts program is one of the grantees. We will be reviewing the results to determine what strategies are most effective. Twenty programs ac ross the state are participating in the Men in Mentoring Recruitment Cha llenge to recruit more male mentors. The contest run s from August 1 to October 31. Programs will be able to win cash prizes for thei r mentoring programs in five different categories. We wi ll report the accompli hments from the challenge at the November meeting. The ationa l Guard Recruitment Campaign - The designated repre entative provided a list of local National Guard contacts so that our mentoring programs can follow up with them to recruit male mentor . State Employee Recruitment Campaign - Mentor Michigan launched a partnersh ip with each state department to recruit more state emp loyees as mentors. Each department has identified a liaison to work with Mentor Michigan and we will be providing th em with resources, tools, and recruitment materia ls for them to sha re. 3 �3. Mento r M ic hi ga n Census Wave VI- The census is th e way we track the growth ofmentoring. We just concluded Wave V I of the census . Bob Kahle, our eva luator, is analyzing the data for us and we w ill have in formation to report out by December 1. This is the primary method that we are using to measure our male recruitment succes . He is also eva luat ing our six pilot s ites in terms of the effective strategies they are using to recruit more ma le mentors. There 141 mentoring organ ization th at completed th e cen us which is the hi g hest number of responses we've had. 4. 5K Ru n for Me ntoring Match - In the past Me ntor Mi chi gan ha pa1inered with the Governor's Co un cil on Physical Fitness to pa1iicipate in the Mackinac Bridge Run . Due to costs involved with that event, this year they decided to try somethin g different. We have partnered w ith them to offer men tor teams the oppotiunity to participate in the 5K Fun Run that is part o f the Detroit Free Press/Flagstar Marathon eve nts. We had 10 mentor teams participate. We w ill look at ways to get more mentorin g matches involved other tha n one statew ide event. 5. Mentoring Confere nce - This year Mento r Michiga n contracted with MSU Extens ion for tra inin g a nd technical assistance. This contract includes ass istance with planning the mentorin g confe rence. They wi ll a lso be working with local mentoring organi zat ion s around the state to provide them w ith training and technical assistance. Thi s ass istance was necessary du e to MCSC capacity iss ues (lack of staffi ng reso urces). B. AmeriCorps Update - Jeanine Yard 1. Chairman Mulhern a ked the qu estion that if the next President decided to increase funding fo r Ame ri Corps and tri p le the numb r of Ameri Corps members , would the MCSC be ab le to handle it? Ms. Yard answered that th e MCSC could han dl e it but th ere may be so me capacity issues. Some of these communities don 't have the capac ity to meet the match. Ms. VanDam exp la ined that the MCSC would need to ed ucate funders to exp lain to them what AmeriCorps is accomplishing and the fede ra l leverage that it brings in terms of dollars. We haven't done this in many yea rs a nd it wou ld be good to meet w ith these fund ers again. In 2007 , the first year of AmeriCorps Week, the MCSC put together a ni ce brochure hi g hli ghtin g the acco mpli shm ents of AmeriCorps programs and se nt th at o ut to funders 4 �(United Ways, community foundations , etc) to get AmeriCorps back on their radar. Commissioner Colli er in vited AmeriCorps members to coordinate a serv ice project at their recent CMF annua l conference which was very successfu l in bringing visibility of AmeriCorps program to the funders. 2. AmeriCorps Week - AmeriCorps week took place the week of May 11, 2008. AmeriCorps week activiti es and events took place around the state including durin g the onprofit SuperConference. This year the MCSC hosted an A me ri Corps Week service project where conference participants helped to make 150 fleece blankets that were donated to DHS for distribution to yo uth in foster care. We a lso had AmeriCorps members participate in the opening plenary. 3. Russ Mawby S ignature Service Project - More than 250 AmeriCorps me mbers participated in the Russ Mawby S ignature Service Project in the Crysta l Estates neighborhood in Benton Harbor. One of the projects in c luded gutting a home on the chu rch property that w ill eventual ly be used as a community center. Ms. VanDam explained that we may go back to Benton Harbor aga in next year to co mplete the project in this ne ighborhood. 4. OnCorps - This is a new Web-based Program Management system that the MCSC w ill be using. AmeriCo rps programs w ill u e thi s yste m for reporting to the C CS. This a lso provided the MCSC taff and AmeriCorps Program Directors a great tool for data collection, ca le nd ar updates, and ongoing commun icat ion between staff and members. 5. AmeriCorps Member Celebrat ion - Included in Comm issioners packets was an age nd a for the AmeriCorps Member Ce lebrat ion . Commissioners will be in vited to participate in a lunch with leaders of the organizations that host AmeriCo rps programs and v isit the AmeriCorps program exh ibits . The MCSC board meeting w ill a lso take place thi s same day. C. Team Up Michigan ! - Jeanine Yard This is the second cro s tream conference hosted by the MCSC and th e CNCS Michigan State Office. Nationa l service program taff from AmeriCorps, Learn and Serve, Senior Corps, and AmeriCorps VISTA gathered for profess ional deve lopment wo rkshop s networking opportunities and information on the critica l issues facing Michigan and national service. D. Learn & Serve Update - Paula VanDam Ms. VanDam anno un ced that Amy Cohen the Learn and Serve Program Officer at the C CS an noun ced recently that she would be lea ving. They have appo inted someone as an inte rim until the new CEO i named fo r CNCS and then that person wi ll be able to appoint someone. I. Professional Development- We conven d our Learn and Serve gra ntees in early October in connection with the Team Up Michigan event. They bad a variety oftrainings including imp lementing the new nat ional service5 �leaming standards. In additio n to this trainin g, in August we contracted with the Ionia ISD, which has been phenomenal at developing profess ion al development tools, to conduct a four-day institute on the Mich igan Merit Curriculum and Service-Learning. They provide an overview of the hi g h school requirements and identified opportunities to include service-learnin g as a component of the new curriculum. We have been getting a lot of push back from high schoo ls that they don't have time to implement servicelearning and this training helps to make the connection between the new high school graduation requirement and service-learning and that it doesn ' t have to be an either/or, that it can be a "both". Those that attended the institute will be receiving coaching throu ghout the year. 2. Service-Learning Youth Counci l - The MCSC is recruiting new students to participate in the Service-Learning Youth Co uncil (SLYC). Each of our grantees nominates 2 students to serve on this counc il. The MCSC convenes them a couple of times a year on how to be an advocate in their comm unity on service-l earning. This summer the MCSC co-hosted a serv ice-learning camp with The LEAGUE (former Commissioner Kari Pardoe beads this up). There were 100 young people who participated in the camp in Holly, Michigan. The agenda included workshops and activities that helped the students explore their own leadership skill s and bow they could use those skills to promote service in their communities. These students are using our new Web 2.0 site to continue to communicate and talk about using what they learned at the camp back in their schools. We have offered some mini-grants to these students to plan service projects in their community. We will partner again with The LEAGUE next summer for a camp to continue to spread the word about serv ice- learnin g and to get more students engaged and involved. 3. Learn and Serve Challenge - We just completed the Learn and Serve Challenge (October 6-12). The Governor proclaimed it Learn and Serve Challenge Week. And thanks to the great work of Commissioner Susan Meston, we were able to get a letter of support from Superintendent Mike Flanagan. We are thrilled to have him on record as saying service is important and will showcase that to help us to move service-l earning forward . We were able to leverage some funding through Service Learning United to support some loca l Learn and Serve Challenge efforts as well as to support a team to participate in the Hill Day Visits in September. 4 . Social Media Efforts - The MCSC secured a supplemental Learn and Serve g rant in the amount of $30,000 to support social media efforts within Learn and Serve and other MCSC programs. Some of this funding will be subgranted out to school s so th at they can do some activities at the local level and the MCSC will be bringing on an intern to coordinate other technologies that can help not only Leam and Serve but also AmeriCorps and mentorin g through social media. 6 �E. Voluntee r Investment Grants- Ms. VanDam reminded Commissioners that the VIG grants this past year focu sed on three priority areas driven by the Blueprint for Action: mentoring, engaging boomers , and engag ing youth in service. The grants ended September 30 and the reports are due October 3 I. A report of the program accomplishments wi ll be provided at the November meeting. We've had great feed back from the program. For the 2009 program year, we would li ke to stick with the same three areas but focus more on the high school drop out issue connected to these three areas. The MCSC receives 250,000 from the VIG grant. The MCSC would grant out $200,000 to volunteer organization s addressing these focus areas and £50,000 would be granted to M A to support Mentor Michigan . Chairma n Mulhern asked for motion to suppo rt the staff recommendation to make addressing the high school drop out issue connected to the overarching theme of the three focu s areas: mentoring, engaging boomers, and engaging youth in service. Commissioner Collier made a motion to support this recommendation , Commissioner Bloodworth support this motion. The motion passed unanimously. F. Governor's Service Awards - Musette Michael announced the Governor's Service Awards will take place on May 5, 2009 at the Fox Theatre. We will be partnering with the MNA Nonprofit SuperConference, which will take place at the Dea rborn Hyatt. We are hoping this will in crease the attendance for the awa rds ceremony. There was discus ion around the possibility of moving it to another part of the state. It has been a challenge to raise funds when it is on the west side of the state. Also, the Fox Theatre gives us the location at a reduced cost. Commissioners agreed that having the event this year at the Fox Theatre wou ld be the best so lution and to begin to build some relationships with funders from the west side of the state and to possibly host our event there the followin g yea r. Kyle Caldwe ll shared that the Nonprofit SuperConference will be held in Grand Rapids in 20 l 0 so this might be a good opportunity to host the GSA there in 2010. The 2009 GSA Committee will be Janet Lawson (Chair) , Lloyd Jackson, Rob Collier, and Breannah A lexander. G. High School Drop Out Summit - Ms. Michael shared that the statistics shared at the Summit were staggering. Kyle Ca ldwell gave a background of the partners in volved in the Summit and felt it was it was a tremendou s success. Over 500 peop le attended the Summit. Local communities were provided with material s and resources to take back with them to begin to address the issue. The materials from the Summ it will be available on the web ite. M s. Michael thanked Commissioner Jewell for State Farm Insurance 's financial support of the Summit. H. Service ar ion - Ms. Michael gave an overview of the Service arion Summit that took place in ew York on September ll-12 . The Governor was the first Governo r to sign on to serve on the Leader hip Co un c il. The MCSC served on 7 �the Orga ni z ing Committee. Both Presidential candidates we re interviewed on their serv ice platforms. Senators Hatch and Kennedy co-sponsored the Serve Ame rica Act to expand opportunities for people to serv e at every stage of li fe. A summary of the Act was distributed to Co mmi ss ione rs. The Declaration of Service was also distributed to Commi ssion ers to sign. Comm iss ioner Breannah Alexander was chosen as one of 100 yo uth leaders from across the nation to attend. She had th e opportunity to atte nd th e youth for um where they discussed how to get more young people invo lved in service. The Day of Service took place on September 27. Over 2600 service projects took place across the nation with 60 projects tak ing place in M ichi gan. 1. Co mmi ss ioner Insti tute I Hill Visit - Ms. M ichael shared th at along w ith herself and Marcy Bishop Kates, Co mmi ss ioners A lexa nde r a nd Campbell and two Learn and Serve gra ntees participated in Hill Day visits on September 25. The visits were very productive. Great stor ies about our progra ms were distributed to the members. Commi ssioner Campbell also shared a n impactfu l story about mentoring to the members. J. Financ ial Report - Kevin Reeves gave an upd ate on the federa l budget for national service for FY09. Due to financial oversight, Commiss ioners requested a written summary of the financial report at future mee tin gs. T hey wo uld also li ke VIG, GSA and Mentor Michigan financial upd ates . K. Blueprint for Action - The presentation on th e accompli shments and the discussion around the Blueprint for Action (Sept 2008-201 0) w ill take pl ace at the November meeting. Co mmissioners were enco uraged to read the acco mpli shment doc ument and the new Blueprint fo r Action so that they can provide input on whether staff is capturin g the co re va I ues of the work of th e MCSC. Welcome and Introduction - Chairman Dan Mulhern The meeting was called to order at 12:25 p.m. by Chairman Dan Mulhem. Chairman Mulhern welcomed everyone and Commissioner Mawby gave background on the Sherman Lakes YMCA. Commissioner Mawby also introduced Luke Austerfeld, Executive Director of the Sherman Lakes YMCA, who described their commitment to children and their partnership with AmeriCorps. II. Review and Approval of February 29, 2008 Minutes - Chairman Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the February 29, 2008 board meeting. Commissioner Collier moved to app ro ve the minutes; Commissioner Parker seconded the motion. The motion passed unanimously. III. Standing Committee Reports - Chairman Dan Mulhern The Commissioners reviewed Executive Committee meeting minutes from March 28,2008. IV. Executive Director Report- Musette Michael Musette Michael announced that Mary Grill will be leaving the MCSC and joining the Michigan Fitness Foundation. She will be working part-time so that she can develop her coaching business. Ms. Grill gave an update on the development of the MCSC website . Mary worked with students from a MSU technology class to reorganize the website so that the information on the site is easier to find, has a friendlier look and is more user friendly. A. Update on Blueprint for Action- Ms. Michael shared the staffs feedback on the Blueprint for Action. Staff likes the one-page Blueprint as it provides good direction but doesn't think the secondary document (activities, implementation, and completion dates) works well within their work areas. They suggested an approach that is more workplanlcalendar directed. Staff will be meeting later this summer to update the Blueprint for Action and will bring it to th e next Commissioner meeting for approval. I. Communications Calendar- The Communications Calendar highlights the different activities and events that take place each month. A section was added for Commissioners Activities. Chairman Mulhern pointed out that Commissioners roles are also in other areas of the calendar (i.e. GSA fundraising, AmeriCorps Week). Commissioners would like the MCSC to provide a list of events/activities Commissioners should attend and what role we would like them to take. 2. Fast Facts - The Commissioners received a MCSC Fast Facts sheet that they should use when they are out in their communities. Commissioner Collier shared that he uses the statewide information from the Fast Facts when be is meeting with others and finds it very helpful. It was suggested to add these Fast Facts to the MCSC website. 2 �3. Recruiting Retirees - The MCSC will be speaking to the Office of Retirement Services (ORS) about recruitment of mentors. ORS is the point of contact for state employees who are thinking about retiring. This is another population that we are working with to become volunteers and mentors. B. Mentor Michigan- Paula VanDam 1. Michigan National Guard Initiative- Paula VanDam gave an overview of the new initiative that kicked off in January with the goal of recruiting 500 new mentors over the next three years. We've done three presentations (and a fourth presentation coming up next week) to different National Guard groups, primarily those in officer and leadership positions, to launch this initiative. As part of this initiative, we've created a recruitment toolkit that the National Guard officers can use during their drill weekends when they are presenting the initiative to their soldiers. The toolkits include a brochure that explains the goals of the project and how to get involved along with a DVD that can be played so that everyone hears the same message. A postcard was also created so that people could fill out to share their interest in becoming a mentor. This postcard will be used for other areas of recruitment also. Chairman Mulhern also asked that the DVD be added as a link on the website or uploaded to U-tube. 2. State of the State Goal- In Governor Granholm's 2008 State of the State Address, she committed to recruitlO,OOO more mentors by 2010 and the MCSC/Mentor Michigan has been tasked to make that happen. We are providing bi-weekly updates for the Governor's cabinet meetings to report on the progress toward the goal. To help reach this goal, Mentor Michigan is working with state departments to identify a mentoring liaison to work with Mentor Michigan to develop a recruitment campaign for state employees. 3. Mentor Sunday's- The Governor and Dan have recently re-initiated Mentor Sunday's. They work with the Governor's Office on Faith-based Initi atives to identify churches in specific communities and speak at the churches about getting involved in mentoring. They were recently in Ann Arbor. Mentor Michigan is working with the Governor's Office on Faith-based Initiatives to retool these visits and to begin them again. Chairman Mulhern shared that they work with the pastors of the churches to recruit 10 new mentors. He shared that this is a great way for Commissioners to get involved by helping identify churches that would be willing to let Dan and the Governor visit and speak on mentoring. 4. Father's Day Promotion - Meijer is interested in participating in the gift card promotion again this year. Last year they donated $2.00 from every $25 gift card sold during Father's Day weekend to Mentor Michigan. We will be discussing the promotion with the Mentor Michigan Providers Council during their upcoming quarterly meeting to get their ideas on how 3 �to make the promotion more successful. Last year we raised over $14,000 with very little promotional effort. 5. Launch ofMentorPRO- This is a new national online management system for mentoring organizations developed by the National Mentoring Partnership. Mentor Michigan launched MentorPro several months ago and have eight organizations currently using MentorPro with seven more in the process of gaining access. Michigan was one of the first states to launch this program. This program will transform the mentoring field because of the types of information it will allow them to have. 6. Mentor Michigan Wave V Census - Recently one of the larger mentoring organizations shared with us that the information they reported in the Mentor Michigan Census Wave V was incorrect. Rather than including their state data, they included their national data. Mentor Michigan decided to work with Kahle Research to revise the reports to ensure more accurate reporting. There were four additional mentoring organizations that submitted their surveys after the initial reports were released so we incorporated their data into the revised reports. Mentor Michigan will be releasing the revised reports. Paula reiterated that only mentoring programs that are registered with Mentor Michigan are allowed to participate in the census. Commissioner Bloodworth shared that CMS Energy CEO Dave Joos unveiled a commitment to Jackson County's Great Start Collaborative to invest in early childhood education and will launch a significant push for mentors. Ms. Michael stated that the MCSC could use CMS Energy as a corporate pilot. A generic DVD is also in the works for mentor recruitment (similar to the National Guard DVD) to help with corporate recruitment. Commissioner K wak explained that she has been participating in some discussions that are taking place around the state as part of an initiative called Defining Michigan's Moment which focus on how to be involved in their communities. Public Sector Consultants are hosting the discussions and will be releasing their findings from the discussions in May. This might be a good organization to connect with for recruiting volunteers and mentors . Commissioner Collier suggested the MCSC contact Peter Pratt at Public Sector Consultants. C. AmeriCorps Update l. AmeriCorps Match Policy - Ms. VanDam explained that in September 2000 the MCSC board approved a graduated match requirement for Michigan's AmeriCorps programs that ensured that the organizations had some sustainability within their programs and allow the MCSC to share the limited resources with other communities and organizations. As part of the CNCS 2008 appropriations, Congress changed the requirements for matching AmeriCorps grants . There are no longer separate match requirements for member support and program operating costs but will be a 4 �single match requirement. Grantees must meet an overall increasing match requirement, up to 50% by year ten. The MCSC staff is recommending the MCSC replace the Michigan's AmeriCorps match policy with the new CNCS single match requirement. This would take effect at the beginning of the 2008-09 program year. Chairman Mulhern asked for a motion to support the staff recommendation to replace the Michigan's AmeriCorps match policy with the new CNCS single match requirement. Commissioner Collier moved to support the staff recommendation of adoption of this new match requirement, Commissioner Alexander supported the motion. The motion passed unanimously. 2. AmeriCorps Week - Ms. VanDam shared that AmeriCorps Week will take place May 11-18. It is a nationwide event designed to bring more attention to AmeriCorps. Michigan's AmeriCorps programs are organizing different public relations and service projects in their local communities for that week. The MCSC is granting almost $6,000 in mini-grants to help support AmeriCorps week projects and Commissioner Lloyd Jackson will be speaking at the Detroit Kickoff. Commissioners were given a list of other AmeriCorps Week projects and encouraged to attend those in their communities. We will also be publishing a "Great Stories" booklet that will be distributed. AmeriCorps Week coincides with the Nonprofit Superconference again this year and AmeriCorps members will give a presentation on AmeriCorps and complete an on-site service project. 3. Russ Mawby Signature Service Project- This year's project will take place June 11-12 in Benton Harbor with approximately 250 AmeriCorps members participating. We will partner with Harbor Habitat for Humanity and will be involved in construction and landscaping of several homes in the Crystal Estates neighborhood. We are seeking sponsorships for the 2-day event so if Commissioners are interested or know someone that may be interested, they are encourage to do so. Commissioners are invited to patiicipate and a registration form is included in their meeting packets. 4. AmeriCorps Alums- There are six alumni traveling to Biloxi, MS for a service project with Hands On Gulf Coast and the MCSC provided each alum with a $100 scholarship to assist with travel and lodging. We are also sending two alum chapter leaders to the National Conference on Serve and Volunteerism and AmeriCorps Alums pre-conference in Atlanta, GA. The MCSC is providing two scholarships to cover registration and travel expenses. 5. Trainings - The MCSC hosted a two-day Disaster Preparedness training for 51 AmeriCorps and Learn and Serve individuals from across the state. We also hosted a Coaching for Nonprofit Managers two-day training. Ten AmeriCorps program directors and several Learn and Serve coordinators attended the training. 5 �D. Learn & Serve Update- Paula VanDam 1. Renewal and New Applications- We are in the grant review process for new and renewal applications for the 2008-09 grant cycle. Eighteen current grantees are eligible for renewal funding and four new applicants have submitted grants. The recommendations for funding will be presented to the executive committee at its June meeting. 2. Technology Funding- The MCSC had the opportunity through the Learn and Serve Community Based fund to apply for funding to focus on Web 2.0. The MCSC was awarded $30,000 from the CNCS. We are currently seeking a technology intern to help set up the systems needed to implement this initiative. 3. Learn and Serve Alumni Funding- The MCSC was awarded $25,000 from CNCS to develop an emerging Learn and Serve Alumni Network. These alum networks will help support peer mentoring with new grantees, develop resources that show how service-learning can help with the new requirements, and to increase service-learning participation across the state. Volunteer Investment Grants- Ms. VanDam shared that the MCSC awarded 13 Volunteer Investment Grants (VIG) to agencies focusing on three priority areas driven by the Blueprint for Action: mentoring, boomers, and youth . F. High School Drop Out Summits- Ms. Michael gave statistics on the high school drop out rate. There was a summit in Detroit on April 24 and there is another statewide summit scheduled for October 20. Mentor Michigan is on the statewide summit agenda for addressing the crisis as a strategy. Commissioner Parker gave an overview of the Detroit summit. It was agreed that it takes the entire community to come together to address the issue, that it is not just a school system problem. The poverty levels are the main factor that cause low achievement and the main reason why children drop out is because they are not performing (low grades). Another factor is they don't feel connected and they don't see a benefit from school. Some of the best practices include being engaged in the community and radical transformation. There also needs to be an urgency to it (can't be a 5-year plan). It might be helpful to have retired teachers mentor some of the new teachers. Diana Algra shared that there is going to be a series of hearings around the state with parents, teachers, and community leaders about the drop out issues. They will bring the results of these hearings to the summit in October. They would like to address the topic at the Governor's Education Summit. Commissioners would like to discuss at the MCSC Retreat what we as a Commission can do to address the issue. What is our programmatic philosophy? What can AmeriCorps, Learn and Serve and mentoring do to address the issue? The retreat should focus on this issue from both the program side and the public relations/advocacy side. 6 �G. Govemor's Service Awards - Mary Grill gave an update on the fundraising for the Governor's Service Awards. She also thanked Commissioners for their commitment to make follow up calls to sponsors and reminded them that the follow up is very important to reaching our goal. After discussion at the last board meeting and a follow up survey with past finalists and nominees, the GSA Committee agreed to leave the event as an awards ceremony at the Fox Theatre as in past years but that a headliner would not be necessary. We will continue to have local Michigan talent perform during the ceremony. Commissioner Niester has offered Acheson Ventures' Tall Ship to host a fundraiser/reception for GSA at Mackinac Island during the Detroit Chamber Policy conference. It could be a good way to build a better sponsorship network for GSA. The MCSC staff will work with Ms. Niester on the details. H. Advocacy- Ms. Michael gave an overview of the Michigan Giving & Volunteering Celebration that took place on April 16. Several Representatives and Senators were recognized for their commitment to giving and volunteering. Ms. Michael also shared some of the results from the Snapshot on Giving and Volunteering in Michigan survey. She pointed out that the needle is not mo ving on the number of people that volunteer. She explained that there is a new movement to promote service called ServiceNation. There will be a ServiceNation Summit in New York in September and it will include the presidential candidates along with approximately 500 key stakeholders in service. The purpose of the summit is to work on a Declaration of Service to commit to working on some of our nation's most critical challenges. The MCSC is on the organizing committee for the summit which will allow Michigan to have a voice in the drafting of the policy statement for the Declaration. I. Financial Report- Kevin Reeves gave an update on the federal budget for national service for FY09. V. Public Comment - Amy Smitter, Michigan Campus Compact, distributed their Compact Magazine and gave an overview of the material in the magazine VI. Please select one of the 3 comm ittees or the task force th at yo u wo uld like to join. We are building in time at our November 18 MCSC Board Meeting for all committees and the task force to meet. More information on this meeting wi ll be sent soon. We really hope all of you can attend the November 18 Board meeting, even though you've just fini shed the October 20-21 marathon. It's being held in conjunction with the AmeriCo rps member celebration where the new members pledge their year of service'. You' ll have a chance to vi it di splays and learn about and support the AmeriCorps programs that the MCSC fund s. You'll also have an opportunity to lunch with the exec utive directors of the organ izations tha t host the AmeriCorps programs. The Commissioner Board meeti ng will involve approving severa l items including the new Blueprint for Action for the period September 2008 - September 20 I0. And, of course, we' ll break out in the committees and the task force to continue discussions for tra nsition, succession plannin g, and sustainability. A meeting must be noticed and open to the public. In my view, our Oct 20 event at the residence is not a "meeting" under the OMA. But we cannot make any decisions or deliberations that may result in a decision. So I think the prudent thing would be for our staff to just make a presentation about accomplishments under the blueprint; maybe have the icebreaker; then the next day open the board meeting, go into retreat mode (which in my view is still open to the public and constitutes a meeting), then if there are any approvals necessary, return to the formal board meeting. I don't really know how other boards (public bodies) subject to the OMA have been able to go into a retreat without it being called a "meeting". School districts that have not received funding in the past and who have limited experience with service-learning apply for planning grants to develop a plan to establish service-learning throughout the district. School districts that have received funds in the past apply for implementation grants to expand quality service-learning practice in the district. School districts that have implemented service-learning for three years apply for institutionalization grants to sustain quality service-learning practice. The applications were due on April23, 2008. We received applications from 17 of the 18 eligible applicants. Detroit Renaissance High School requested an extension of their planning grant due to delays caused by staff turnover. A one-year extension was granted. The applications were reviewed by staff in April. The staff is recommending all 17 for funding. �Learn and Serve- Michigan New Grants The MCSC issued a Notice of Funds Available on February 1, 2008. Three technical assistance sessions were offered - one in Kalamazoo, Detroit and by telephone conference. Due to low registration, the Kalamazoo and phone conference were cancelled and technical assistance was provided on a one-on-one basis. We received five applications from new applicants. After a peer and staff review, the staff is recommending all five for funding. All 14 of our currently funded fom1ula programs are eligible for renewal funding. Thirteen of them submitted proposals requesting a total of242 MSYs and $2,995,377 in funding. The Michigan Department of Agriculture decided not to reapply. The staff reviewed the applications based on past performance, ability to fill all of their awarded members slots and overall quality of the application. Two of our programs, Michigan Primary Care Association and Habitat for Humanity, had difficulty filling their members slots this year. Therefore, we are recommending the number if members lots they were able to fill in the current year. The remaining programs were given on average a 5% reduction ofMSYs based upon their FY07 allocation not the FY08 request. They were also required to remain at their FY07 cost per MSY. We tried to make the cut as equitable as possible. You will note that the four applicants are being recommended at the MSY requested level because 10 MSYs is the minimum an organization can request. We did however require them to maintain their FY07 cost per MSY similar to the other applicants. The MCSC is recommending that we fund the Michigan State University Extension at the requested level of $317,896. This program will enroll20 full-time members to serve as Housing Case Managers (19) and Volunteer Coordinator (1) . AmeriCorps members will fill a critical gap in services in the statewide effort to eliminate homelessness. They will do this by performing outreach activities and assisting individuals experiencing homelessness or at-risk of homelessness to assess barriers to housing, develop a plan, and identify housing opportunities. The goal in the first year is to reach a minimum of760 individuals statewide. Members will also serve as case managers, working with families to transition out ofhomelessness, and to assist youth aging out of foster care to access permanent housing. Finally, members will create ongoing relationships linking individuals experiencing homelessness with host site Continuum of Care agencies, community housing, and service providers in order to enhance the overall movement to end homelessness . This program will build on and access the resources available as a result of the partnership between the Corporation for Supportive Housing (national), the Michigan State Housing Development Authority, and its Campaign to End Homelessness. These entities have strong and efficient models and practices already in place, and have demonstrated the capability to properly manage federal grant funding. The addition of the AmeriCorps program will provide a mechanism for closing gaps in services statewide. Setting the Pace for National Service. Thi s two-day cross-stream conference offered a variety of professional development workshops, extensive networking opportunities, and time to learn about critical issues facing Michigan and national service. This event was a joint effort by The Corporation for National and Community Service (CNCS)-Michigan State Office and the Michigan Community Service Commission (MCSC). Individual Stream Meetings On October 2nd, AmeriCorps, Learn and Serve, VISTA, and Senior Corps programs met on an individual basis, focusing on stream-specific training and program updates: • The Learn and Serve- Michigan K-12 team discussed implementation of the high quality standards for service-learning, as well as program sustainability. Sessions included Grants Management, What's New at the National Service-Learning Clearinghouse, Web 2.0 and Service-Learning, and Communicating About Your Program . • Michigan ' s AmeriCorps (AmeriCorps*State) programs received information about OnCorps (the new web-based reporting system) and discussed the latest updates to Policies and Procedures for the new program year. In the afternoon, AmeriCorps*VISTA program staff joined the group for a training delivered by Robin Lynn Grinnell ofMissionFIRST. This training focused on the art of crafting your message and presenting it to the media and funders . • Senior Corps program staff from RSVP and Senior Companions/Foster Grandparents Program (SC/FGP) conducted their association meetings and joined together for a morning of collaborative planning, networking, and a workshop entitled "The Magic of Humor in the Workplace," presented by Dane Wysocki, Psychologist. SC/FGP staff also participated in a motivational training presented by Mary Nims, MSW. All streams came together at lunch for the official Team Up Michigan ! kickoff, featuring a welcome by CNCS-Ml Office State Director, Evan Albert and MCSC Executive Director, Musette Michael , National Service Trivia, and a keynote address by Greg Propper. Keynote Speakers Team Up Michigan ! featured three keynote speakers, who set the tone for collaboration and challenged participants to be leaders in the service movement. • Greg Propper delivers keynote address. Greg Propper, Managing Director and General Counsel for Be the Change, Inc. presented Creating a ServiceNation: Michigan & Beyond. Greg highlighted the current state of the national ServiceNation campaign and shared plans for future direction, including the introduction of a national service act in Washington, D.C. �• Peter Pratt, Senior Vice President for Health and Human Services at Public Sector Consultants, presented Michigan 's Defining Moment: Public Engagement and Michigan's Transformation. Michigan's Defining Moment is a multi-year effort to heighten public awareness of the significant challenges and opportunities our state faces and tighten the focus of statewide leaders on a common ground agenda best suited to help Michigan achieve a new era of sustainable prosperity. • Martin Cowling, founder and CEO of People First-Total Solutions, presented "Being a Pace-setter -So What?" Martin engaged participants in asking who we are and what we are aiming to achieve in ourselves, in our service, and for our state, nation, and world. Professional Development Opportunities Our ultimate goal is to establish Michigan as the state that exemplifies the unique role that national service can play in building a culture of citizenship, service, and responsibility in America. Developing strong program staff is essential to this goal. Team Up Michigan! offered a rich variety of dynamic workshops, including, How to Create High-Impact Grant Proposals, Social Media and Volunteerism , Money and How to Get IT!, Embracing the Talent and Diversity that People with Disabilities Bring to Service Opportunities, Sabotage - How Volunteer Managers Undermine Their Programs, and many others. Each of these workshops offered participants the opportunity to gain critical knowledge necessary Group participation in workshop . for success in their respective programs. Cross-stream Collaboration & Networking Team Up Michigan! provided a venue for programs to exchange ideas and establish new partnerships with programs focusing on similar issue areas or serving in the same community. During large group sessions, participants were strategically seated by region at tables with staff from other streams of service. Other networking opportunities included National Service Trivia and a teambuilding activity that asked each table to build a proto-type car out of everyday materials. Put service to work to so lve our most pressing challenges, such as tackling the dropout crisis and strengthening our schools; improving ene rgy efficiency; safeguarding the environment; improving health care in low-income communities; expanding eco nom ic opportunities for low-income individuals; and preparing for and responding to disasters and em ergencies . I. Ask M an y More American s to Give a Year to Solve Specific Challenges: Building on th e success of i\meriCorps, the legislation will create new, effective "Corps" focused on areas of national need. It will ask 175,000 Americans to give a year of service through these corps as pan o f a new natio nal commitment to solve these challenges , expanding the number of national service volunteers to 250,000. II. Increase Opportunities to Serve by People of All Ag e s: • For Students, Increase Service Early in Life: Service early in life will pu t m o re and more yo uth on a path to a life time of service. The legislation will improve opportunities for yo ung people in low income, high-need communities to engage in service to improve their own communities. • For Working Adults, Encourage Employers to Let Employe es Serve , by establishing a tax incentive for employers who allow employees to take paid leave for full-tim e service. • For R e tirees, Value Their Skills and M ake Service W ork for Them. Many retiring citizens are ready, willing, and able to be involved in service and have skills the public n eeds- but none of the current service programs are strucrured wid1 d1eir needs in mind. The legislation will enhance incentives for re tirees to give a year of service through the Corps, and will establish "Encore Fellowships" to help retirees who wish to tra nsi tio n to longer-term public service. • For Americ ans of All Ages, Increase Volunteering . Nor all Americans can make a signi fi cant rime commitment to service, but many volunteer in other ways. The legislation will expand the Yolunteer pool by establishing a "Volunteer Generation Fund" to help no nprofit organizations recrui t and manage more volunteers. III. Support Innovation in the Nonprofit Sector: Social entrepreneurs who ha ve launched innovative no nprofit organizatio ns such as Teach for America, and Citizen Schools in Boston are experimenting wi th new solutions to pressing problems. The legis lation will recognize and support d1 e role of e ffecti ve social entrepreneurs in solving our national challenges: • E stablish a Commission to study and improve how the federal government, nonprofits, and the private sector work together to meet national challenges effectively. • Apply Effective Business Strateg ies to the N onp rofi t Sector, by es tablishing a network of "Community Solution Funds" that are basically venture capital funds to help the no nprofit sector seek talent and put it to work. IV . Improve and Expand International Service and America's Resp ec t in the \Vorld • Support for Short-Term Internation al Service Opportunities: We must expand th e Peace Corps so m ore Am ericans can provide critical assistance to people across the globe while prom oting .r \merica's international standing. But many skilled Americans are unable to give two years . Our Message: Changing lives ... through a year of service (AmeriCorps) ... by connecting students with service (Learn and Serve) . .. two at a time (Mentor Michigan) ... by recognizing heroes (GSA) ... by engaging people in service (MCSC) The Michigan Community Service Commission has identified the strategies below to achieve the three goals developed from our mission statement. Specific activities are connected with each strategy and will engage our commissioners , staff, grantees, and partners in working together to build stronger communities. Provide Vision We provide leadership to support, promote, and expand volunteerism . • Promote volunteering and service by all people to instill a lifelong ethic of service. • Provide expertise in volunteering , servicelearning , and mentoring . • Recognize programs and volunteers throughout the state. • Maximize relationships between public, private, and nonprofit sectors. Strengthen Communities Provide Resources We secure and deliver resources to expand programming and excellence in volunteering and service. • Secure and expand diversified funding for AmeriCorps , Learn and Serve , Mentor Michigan , Volunteer Investment Grants (VIG), and other volunteer initiatives. • Invest in communities through grantmaking . • Train, support, and evaluate grantees. • Develop and share resources with National Service and volunteer programs. • Utilize quality program standards to help programs achieve success. • Develop and support advisory boards and networks in our program areas. Provide Vision: We provide vision and leadership for the field of volunteering and service. • Support and promote volunteering and service by all people • Position the MCSC as an expert in volunteering, service-learning, and mentoring. • Guide the work of the MCSC programs, partners, and initiatives. • Connect the public, private, and nonprofit sectors. • Recognized programs and volunteers throughout the state. ServiceNation • The MCSC served on the Organizing Committee of ServiceNation, a national campaign aimed at leading the passage of dramatic new service legislation, creating opportunities for Americans to serve at every key life-stage as a strategy for addressing critical challenges in communities. • Governor Granholm was the first Governor to sign on to serve on the Leadership Council of ServiceNation . • The MCSC continuously promotes ServiceNation and encourages organizations across the state to get involved by planning or participating in a Day of Action event, signing the Declaration of Service, or joining the ServiceNation coalition. • Throughout the country 2,717 Day of Action events were planned for September 27th, and 60 were held in Michigan. • Several Michigan Leaders participated in the ServiceNation Summit in New York City, September 11-12. Among those representing Michigan included State Superintendent Mike Flanagan, Kyle Caldwell, Musette Michael, Breannah Alexander, and AmeriCorps Alum Molly Frendo. • The MCSC provided input and endorsed the national blueprint for service, Strategies for Becoming a Nation of Service. • On September 1ih, Senators Kennedy and Hatch introduced the Serve America Act of 2008. This legislation builds on existing national service and volunteer programs to provide millions of Americans new opportunities to serve- from early childhood through retirement, to tackle our nation's toughest problems. Chairman Mulhern sent letters to Senators Levin and Stabenow urging them to co-sponsorS. 3487. AmeriCorps: • The Corporation for National and Community Service established "AmeriCorps Week" in May, 2007, and continued the tradition in May, 2008. Governor Granholm issued proclamations declaring the weeks "Michigan's AmeriCorps Week." Michigan's AmeriCorps programs used the week to spotlight the work of AmeriCorps 1 �• • • • members, and engaged Michigan's AmeriCorps*State members, National Direct members, VISTA, and AmeriCorps Alums. The week also highlighted partnerships with Senior Corps , Learn and Serve, and other community partners. Each Michigan's AmeriCorps program must take steps to work toward the sustainability of member services. Engaging organizational leaders is a critical step in creating sustainability. MCSC AmeriCorps staff has increased our efforts in communicating with Executive Directors and other leaders of organizations that host Michigan 's AmeriCorps programs. Targeted engagement began with the addition of an Organizational Leaders Meeting at the 2007 Member Celebration in November 2007. Attendees met with MCSC staff to receive updates regarding the funding environment and Michigan's AmeriCorps as a whole, and to network with one another. They also had the opportunity to lunch with MCSC Commissioners and to participate in Celebration activities. This meeting has once again been scheduled for the 2008 Member Celebration , to be held on November 18, 2008. Regular email updates have also been sent to the Organizational Leaders group by Musette Michael throughout the last 18 months. Volunteer recruitment is a required element of Mich igan's AmeriCorps programs . Each program has a stated, approved objective in this area. Programs report on their progress in this area either quarterly or semi-annually. MCSC AmeriCorps staff provides feedback to assist in maintaining or improving volunteer recruitment and retention efforts. In addition, in discussions about the upcoming funding cycle, we have explored options for maximizing grant funding through increased volunteer recruitment. The Michigan's AmeriCorps Member of the Month award is an opportunity to highlight the service that a specific member has given to his or her community. Members are nominated by their Program directors; one member is selected and featured each month . This member's accomplishments are published on the MCSC web site. Featured members receive a certificate and a letter of recognition from First Gentleman Daniel Mulhern. Awardees represent a diverse group of individuals who are serving in all areas of the state. AmeriCorps Alums is a national network of civic leaders who are actively engaged in shaping their communities. The organizational mission of AmeriCorps Alums is to connect, support and mobilize AmeriCorps alums in order to strengthen our communities and our nation. Over the past two years, Michigan has established a statewide alums network in addition to regional alums chapters in Detroit, Grand Rapids, Ionia, Marquette, and Muskegon . Current members, alums, and friends of national service are encouraged to get connected at www.lifetimeofservice.org . This past August, alums Chapter Leaders came together to share goals and ideas for the upcoming year. Our goal is to have all Michigan's AmeriCorps members remain engaged and serving commun ities long after their year of service has ended. Learn and Serve: • The MCSC has participated in the national Learn and Serve Challenge since it's inception in 2007 . In 2007 the Governor issued a Certificate of Proclamation and the State Board of Education issued a Resolution in support of service-learning . Local programs participated by doing service-learning displays at their schools and writing information letters to legislators. In 2008 the Governor again issued a Certificate of Proclamation. Learn and Serve K12 and Higher Education grantees were offered 2 �• • • • • mini-grants to draw attention to the service-learning in their districts. Four K12 grantees took advantage of those grants and conducted projects to highlight servicelearning , are creating videos demonstrating the impact of service-learning and speaking to legislators about the value of service-learning in their districts. A complete list of Challenge activities will be available once the end of year reports are submitted . Angelia Salas participated in a national team of service-learnng leaders from across the country who created the first draft of the new K12 Service-Learning Standards for Quality Practice. Since then the standards have been vetted nationally and were officially launched at the National Service-Learning conference in April. MCSC conducted or recruited people to do presentations at various conferences this year. Grantees from Ionia Intermediate School District and Lowell Schools presented at Michigan School Counselors Association, Michigan Alternative Education Organization meetings and the Michigan Joint Education Conference. Jeanine Yard presented at the School Counselors Association meeting and Angel ia presented at the National Service Learning Conference. Presented the 2008 Learn and Serve - Michigan Outstanding Service-Learning Awards to a teacher/practitioner, innovative service-learning program , school administrator, and student. In partnership with the Michigan Campus Compact we sponsored the annual Institute on Service-Learning and Civic Engagement. We co-hosted a Service and Leadership Camp with The LEAGUE Michigan. The camp allowed us to keep some youth activity while reconfiguring how the ServiceLearning Youth Council (SLYC) would work. Seven former, current or future grantee schools participated . Students from six of our current sites served on the planning committee and provided significant leadership. This group will be crucial to the success of our SLYC efforts which will kick off in the fall. Mentor Michigan: • Launched recruitment campaigns with the Michigan National Guard , state departments and employees, and the Michigan Municipal League in response to Governor Granholm's 2008 State of the State address pledge to recruit 10,000 more mentors by 2010 . • Worked with the legislative staff of DHS to seek a change in the Child Protection Law that would allow mentors and volunteers to obtain clearance from the central registry and share the information with relevant volunteer organizations. HB 5910 passed the House but has not been taken up in the Senate. • Convened mentoring programs in Southeast Michigan to talk about challenges of growing mentoring in the region and ways Mentor Michigan could help. • Created partnership between Ottawa County Court, MSUE, and Jim Dreyer to pilot an Adventures in Mentoring program • Engaged key leaders in an initial conversation about the sustainability of Mentor Michigan . • Conducted Wave V Census in Sept/October 2007. • Developed a more sophisticated and effective Mentor Intake and Tracking System. • Created and disseminated PSAs with Lloyd Carr for mentor recruitment. • Created radio PSAs with James Taylor that will be disseminated during Michigan Mentor Month 2009 . 3 �Communications: • Supported & promoted volunteering and service by continually publishing MCSC & Mentor Michigan e-newsletters for public distribution (those included great stories about MCSC programs). • MCSC reorganized our website to make it more user friendly. The site is continually updated and expanded with the latest news and information. • Issued 18 press releases for our various events and activities including the Governor Service Awards, the Russ Mawby Signature Service Project, AmeriCorps Week, the male mentor recruitment challenge , and Lloyd Carr's new role with Mentor Michigan . • We have refined our media relations systems including the creation of media contact list serv, updating our media contacts and press release distribution. • Recognized outstanding volunteers and programs at the 2008 Governor Service Awards. • The MCSC became a Presidential Service Award certifying organization in 2007. In October, 2007, we recognized our first Presidential Service Award recipients during a cross-stream forum featuring CNCS CEO David Eisner. One representative from each stream (AmeriCorps, AmeriCorps Alums, Learn and Serve, Senior Corps) was honored. An additional AmeriCorps recipient was honored at the Michigan Rehabilitation Conference in Grand Rapids. • The MCSC together with our partners, the Volunteer Centers of Michigan, Michigan Campus Compact, the LEAGUE, Mentor Michigan, and the Corporation for National and Community Service- Michigan, led the effort to increase MLK Day participation in 2008. Michigan's AmeriCorps, Learn and Serve - Michigan, and AmeriCorps VISTA represented the National Service family in organizing projects, generating volunteers, and taking action. The overall goal of our effort was to increase the number of projects registered on the MLK Day web site. The number of projects registered more than doubled- from 15 to 32 . Forty-six (46) organizations posted more than 119 MLK Day service opportunities or general volunteering prospects. • New partnerships have been developed with the state Office of Retirement Services , the Michigan Association of United Ways , and the 2008 State Employees Charitable Campaign. These partnerships are exploring innovative ways to reach state employees and retirees with information on volunteering , particularly mentoring opportunities. As a result of initial conversations MCSC staff was asked to present at "Give What You Live", August 14, 2008, in Lansing. This meeting for 120 state employees provided them with the information they required to take the lead in their respective organizations as coordinators for the State Employees Charitable Campaign. The presentation included thanking the employees for their gift of timevolunteering as leaders in this campaign and sharing ways to connect with organizations to volunteer or offer service. Campaign Chair and Department of Information Technology Director, Ken Theis, later distributed a mass email to state employees urging them to use their community service leave hours to volunteer/mentor. This provides state employees with an option in case they are unable to contribute money. • We have worked to strengthen communication with the Michigan Congressional Delegation with visits in August, 2007 to district offices of Representatives Cheeks Kilpatrick, McCotter, Ehlers, and Kildee. 4 �• • The MCSC has participated in Voices for National Service Hill Day Visits in 2007 and 2008 and met with the Michigan Congressional and Senate members in their Washington DC offices. These visits included Commissioners, AmeriCorps program directors, and Learn and Serve program representatives. The MCSC has sent 9 letters from Chairman Mulhern to the Congressional delegation requested their support for appropriations for national service and mentoring, to support or co-sponsor the GIVE Act and the Mentoring for All Act, and to co-sponsor the Serve America Act. Provide Resources: We secure and deliver resources to expand programming and excellence in volunteering and service. • Secure and expand diversified funding for AmeriCorps, Learn and Serve, Mentor Michigan , and other volunteer initiatives. , • Develop and share resources with our programs and in the field of volunteering. • Select, train, and monitor grantees. • Promote quality program standards and help programs reach them. • Develop and support - advisory boards and networks in our program areas . ------------- ----. ----------~-----· ····-- - - -· AmeriCorps: • We secured $317,033 in 2007-08 and $369 ,256 in 2008-09 in supplemental Michigan's AmeriCorps formula funds . This funding supported an additional twentyseven (07 -08) and twenty-nine (08-09) FTE members. The 2008-09 supplemental funding includes 20 full-time members for the new AmeriCorps program , Michigan Campaign to End Homelessness AmeriCorps. • We launched an open competitive grant process for new AmeriCorps programs that included 4 outreach sessions (Lansing , Detroit, Kalamazoo, and a webinar) with 57 organizations registered . As a result of our outreach efforts we received 25 "Intents to Apply," 3 of which would serve the Benton Harbor area. We received 17 completed proposals on October 15, 2008 . A peer review will be held on October 28 , followed by a staff review on October 30, 2008. Proposals which pass the two reviews will then be expanded into full applications and submitted to CNCS for competitive consideration, upon approval of the MCSC Board. Funding decisions are expected in May, 2009. • For many years, the Corporation for National and Community Service (CNCS) has mandated reporting utilizing an online system called WBRS. This system is being phased out and the CNCS will no longer subsidize a reporting system . They do, however, expect states to continue to collect information that will then be reported to the CNCS. As a result, the MCSC secured and integrated a new web based program management system, OnCorps. OnCorps provides MCSC AmeriCorps staff and Program Directors a comprehensive tool for data collection, calendar updates, and ongoing communication between staff and members. • Two and a half years ago, a workgroup of MCSC AmeriCorps staff and program directors created the Michigan's AmeriCorps Program Standards. These standards provide a systematic way to ensure high-quality, comprehensive program management. The original format for collecting standards documentation from 5 �• • • • • programs was multiple three-ring binders containing printed checklists and documentation. Feedback indicated that this was not the most efficient method to collect this documentation, as it did not provide for convenient updates, nor did it yield a product that could be used for more than one purpose. As a result, USB flash drives were purchased for each program. The drives were formatted to contain a hierarchical structure for storage of documentation, along with a hyperlinked checklist for easy access to each document. The flash drives can now be easily provided to MCSC Program Officers for assessment purposes. More importantly, the flash drives can be utilized as a continuous management tool by each grantee, especially during times of staff transition and between program years. Each year MCSC AmeriCorps staff provides a wide range of training opportunities for both program directors and members. All program directors are required to participate in a training conference call or meeting each month. Meeting topics are generated from a training and technical assistance survey administered each year, as well as program officer observation and assessment. Recent topics have included OnCorps training, compliance issues, and member background checks. In addition, the annual 2 ~day Program Director's retreat was held in July, 2008. The focus of the 2008 retreat was host site management. Consultant Amy Thompson was contracted to provide the training. Scholarships are also made available to both program directors and Member Council representatives in order to attend the Michigan Nonprofit SuperConference in May of each year, where a variety of professional development sessions are available. Training opportunities for members are plentiful. In addition to the SuperConference offerings, leadership trainings and other professional development opportunities are made available to Member Council representatives. A wide variety of workshops are available to all participating members at the Member Celebration each fall. Topics in November, 2007, included writing great stories, FISH philosophy, grant-writing, and understanding individuals from generational poverty. Disaster preparedness sessions have also been made available to all members and program directors, in January and February of 2007. Since 1999, the Member Council has been bringing members together from programs throughout the state. The Michigan's AmeriCorps Member Council provides a statewide network in which Michigan's AmeriCorps Members share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each Council representative plays a significant role in making AmeriCorps a household name by giving at least two AmeriCorps outreach presentations and organizing at least one local service project. Representatives also assist in the development of a Michigan's AmeriCorps Member Newsletter and serve as liaisons between AmeriCorps members and the MCSC. In addition, representatives have the chance to network with each other, build a forum for Corps member exchange, and develop relationships with other programs throughout the state. The MCSC's Statewide Inclusion Team was created to promote and support full participation of people with disabilities in all aspects of national service. This is accomplished through collaboration between individuals with disabilities, disability advocacy and service organizations, and Michigan's national service programs. The inclusion team met bi-monthly and developed a strategic plan with the following goals: 6 �• • • • Promote Michigan's national service programs as an opportunity and a bridge to skillbuilding, career development, and community integration . Develop ongoing state and local level relationships between stakeholders in the disability and service communities that promote the involvement of people with disabilities in National Service programs. Identify and address local, state and federal policies and practices that present barriers to inclusion and integration in National Service programs. MCSC AmeriCorps staff adheres to a comprehensive program monitoring plan. Formal site visits and/or desk audits are performed in the spring of each year, based on a risk assessment and the prior year's visit. In the spring of 2007 , AmeriCorps Program Officers performed fourteen full site visits, two reduced site visits , and five desk audits . In spring , 2008 , we performed fifteen full site visits, and four desk audits . After each type of visit, the grantee receives a compliance letter that outlines any issues found in member files , program documentation, etc. When compliance issues are found , grantees must supply the appropriate information before the site visit file is closed out. Full and reduced site visits also receive follow-up feedback, both in verbal form at the close of the actual visit, and in written form within a month of the visit. Informal monitoring also occurs throughout the year, through the review of quarterly or semi-annual grantee progress reports , dialog at program director meetings, and one-on-one communication between the program officers and the program directors in their respective portfolios. Learn and Serve: • Over this 18 month period grantees were offered several professional development opportunities. In October 2007, the MCSC hosted the annual grantee meeting. The two day event included workshops on program sustainability as it relates to program evaluation and curriculum integration. Grantees also participated in a reactor panel for the national Standards for High Quality Service-Learning . Ionia County Intermediate School District staff also unveiled The Box- a service-learning professional development kit. The MCSC contracted with Ionia lSD to create this resource that contains nine complete training modules that relate to the ServiceLearning Standards. Each of our grantees will be trained as a trainer in each of the nine modules. Over the course of the year, Ionia lSD has hosted several additional train the trainer events. • In February 2008 Michigan Campus Compact and the MCSC hosted the annual Institute on Service-Learning and Civic Engagement in Mt. Pleasant, Michigan . Due to inclement weather, the formal Institute was cancelled but was replaced by a modified conference designed to accommodate the 100 of the 400 participants expected. While the agenda changed and the numbers in attendance were low the result was a conference event that met the needs of the participants in attendance. Event evaluations were outstanding . • We contracted with Ionia lSD to offer a four day institute on the Michigan Merit Curriculum and Service-Learning. The institute provided extensive opportunity to examine the current high school curriculum standards and determine where servicelearning could provide a relevant extension. • Grantees and alumni schools have received basic training on the new national service-learning standards. The final standards were released in the spring 2008 . More in-depth training on how to meet the standards will be provided this year. 7 �• • • • David Reschke , Deputy Superintendent from Clarkston Community Schools and Dr. Elizabeth Barton from Wayne State University attended Hill Day which is sponsored by Voices for National Service. Along with commissioners Alexander and Campbell the delegation visited Representatives Ehler, Dingell , Levin , Kildee, McCotter, and Senators Stabenaw and Levin . The delegation made a compelling case for servicelearning and Reschke and Barton are now willing to champion service-learning for us in the future. Ella Kate Wagner, a SLYC member was recently selected to serve on the National Youth Leadership Council Youth Advisory Board. She is also an active member on the CNCS Youth Speakers Bureau. Both will help us draw attention to servicelearning in Michigan . Michigan Campus Compact helped secure $7500 in private funding from ServiceLearning United to support K12 and Higher Education Learn and Serve Challenge activities and Hill Day. The funding allowed us to send two exceptional servicelearning practitioners to the Voices for National Service event. In addition , we were able to provide ten mini-grants to Learn and Serve- Michigan K12 and Higher Education grantees who coordinated educational outreach for Learn and Serve Challenge. We secured $30,000 in special Learn and Serve funding to support social media efforts within Learn and Serve and the other MCSC programs. Learn and Serve grantees have been provided social media training , a social networking site for networking and collaboration, and two $5000 mini-grants to assist programs in developing their own social media strategies in support of service-learning. Over the next quarter we will hire a part time social media intern and will determine which other social media tools can help the MCSC spread the epidemic of service. Mentor Michigan: • Over the past 18 months, we've raised $594,778 to support Mentor Michigan activities. $360 ,000- W .K. K. Kellogg Foundation to address the shortage of male mentors in Michigan . Six sites have been selected to pilot key strategies to recruit more male mentors. The sites received up to $20,000 over the two-year period to implement their strategies. Key lessons learned will be shared with the mentoring field . • Conducted the male mentor recruitment challenge in 2007 and 2008. In 2007 , the challenge garnered 300 more male mentors. The 2008 Challenge will conclude at the end of October. Results will be shared at that point. 8 �• • • • • • Provided Michigan Mentoring Month mini-grants to mentoring programs to host mentor recognition and recruitment events. We submitted a three year grant requesting $500,000 a year to the Office of Juvenile Justice Deliquency Prevention to expand mentoring in the Detroit area to address the high school dropout crisis. Notification of funding should occur by the end of October. Held the annual statewide mentoring conference in October 2007. The 2008 conference will be held November 1yth at the Kellogg Center in East Lansing . Held a two-day sustainability training for mentoring programs in May 2007. The training was conducted by LEARNS and the National Mentoring Center and covered grant writing, working with board members, fundraising , resource development, and corporate funding . Contracted with MSUE to provide training and technical assistance to mentoring programs across the state. This will include one-on-one technical assistance visits, regional trainings on issues related to address the mentoring standards, and planning the statewide mentoring conference . Michigan is one of the first states to launch MentorPRO, an amazing online tool that helps programs , not only save time and money, but also improve the effectiveness of their programs. MentorPRO is an online data tracking and analysis system designed for mentoring programs to better manage their Programs, manage mentoring Relationships and evaluate Outcomes. MentorPRO provides mentoring programs with standardized measures and a common system for collecting , tracking and analyzing data. Nineteen mentoring programs have been approved to use MentorPRO. Communications: • Develop and share resources with our programs in the field of volunteering by continually updating websites and making more materials available online. • Provided "great story" training to VIG grantees. Strengthen Communities: We focus on the critical community needs identified at the local, state, and national levels. • Build and strengthen relationships between national service programs, nonprofits organizations, and other key stakeholders . • Increase the capacity of mentoring programs to service children in Michigan: and support the needs of children aging our of foster care and children of incarcerated parents. • Support the work of those solving critical community needs such as protecting the environment, promoting literacy, advancing disaster preparedness, and providing affordable housing. • Encourage teachers to use service-learning to prepare students to be fully engaged communi!Y members.Recruit and engage baby!Joomers in meaningful service. 9 �Cross-stream Activities: • The 2007 Michigan Symposium on Transforming Vision Into Action: Mapping Strategies for Sustainability took place June 20-21, 2007, in Detroit. The symposium provided an opportunity for Michigan's AmeriCorps and Learn and Serve teams to engage in thought-provoking dialogue and strategic planning around the critical issue of sustainability. Teams learned the latest promising practices, heard from national leaders in the field , and worked together to develop steps for their organization to build capacity and increase community support. • The MCSC hosted a Town Hall Meeting with David Eisner October 25 , 2007 in Grand Rapids. National service program staff from across the state came together for a stimulating dialogue about issues of interest to the volunteering and service field. David Eisner discussed progress toward Corporation initiatives and provided an update on the state of volunteering and service in the U.S. Participants also had an opportunity to share their thoughts, ideas, questions, and concerns. • Team Up Michigan! Setting the Pace for National Service took place October 2-3 , 2008 , in Big Rapids. Over 200 national service program staff from AmeriCorps, Learn and Serve, and Senior Corps came together for two motivational days of networking, training , and collaboration . Team Up Michigan! provided an opportunity for participants to exchange ideas, establish new partnerships, attend valuable workshops , and hear from dynamic keynote speakers . AmeriCorps: • Michigan's AmeriCorps consists not only of teams of members, but also of a developed "team " of Program Directors. These individuals regularly work together to share best practices, brainstorm issues, and facilitate programming . A stellar example of this type of collaboration is the partnership created by the directors of the Detroit-area programs. These individuals have created a workgroup that meets on a regular basis, and has been very active in planning events for AmeriCorps Week in both 2007 and 2008 and for MLK Day. • In addition, we have made cross-stream collaboration a required element for programs applying for mini-grant funding for events such as AmeriCorps Week. • The 2006-07 program year concluded with the following accomplishments . • 1,011 members enrolled and served in 21 Michigan's AmeriCorps Programs • Members served 702 ,938 hours • More than $1 .6 Million earned in education awards • Members engaged 2,592 k-12 students in service learning events • 1,681 children benefited from on-going mentoring relationships • 5,360 students received tutoring services or homework help • 2,249 students received guidance relating to school success/achievement • 16,557 students received in-class and/or out-of-class enrichment services • 20 ,692 individuals were educated about groundwater risk assessments at 1,042 sessions • 27 ,342 students were educated in environmental issues at 1,707 sessions o 23 ,827 non-AmeriCorps volunteers recruited , placed , and/or supported by AmeriCorps members, each donating an average of nearly 8 hours of service-for a total of 188,937 hours! 10 �o • • • 18,949 individuals received Disaster Relief Services and/or Disaster Education o 87 low-income housing units were built for 374 individuals. o 2,129 individuals received access to health care, diagnosis, and/or followup; and/or were screened for needed care. (2007-08 program accomplishments will be available December 1 5 ~ During the 2006-07 program year, three Michigan's AmeriCorps programs engaged 75 mentors who were focused on increasing mentoring in the state of Michigan. At the close of 2007, 1,681 children were part of mentoring relationships due to the work of AmeriCorps members. The 4-H Mentor Michigan Initiative has engaged in targeted mentoring activities with children in foster care. During the 2007-08 program year, six 4-H Mentor Michigan members had a specific focus on working with this population . Three members served four northern counties (Alpena , Wexford , Crawford, and Grand Traverse) , two members served at Bethany Christian Services in Grand Rapids, and one served at the Midland/Isabella County Michigan Youth Opportunities Initiative Program. In the latter program, mentees served were foster care youth who were preparing to age out of the foster care system and who were serving on a youth board . The AmeriCorps member matched approximately fifteen of these youth with adult mentors. The member also worked to provide the mentor/mentee matches with specific activities that fit with their interests. Clinton County Extension is now starting a new program this year focused solely on children in foster care. More than 250 current Michigan's AmeriCorps members from across the state focused on rejuvenating Benton Harbor's community. As part of the 2008 Russ Mawby Signature Service Project, AmeriCorps members supplied their skills at Harbor Habitat for Humanity housing sites in the Crystal Estates neighborhood . Projects included landscaping, building sheds, constructing subfloors, and framing . The 2008 Signature Service Project was a partnership between Michigan 's AmeriCorps, Habitat for Humanity of Michigan, and Harbor Habitat for Humanity. Learn and Serve: • The Learn and Serve - Michigan staff has participated in planning for the 2008 Team Up conference. We also helped coordinate and host the 2007 Cross Stream Town Hall meeting in Grand Rapids. • Learn and Serve- Michigan accomplished a great deal in the 2007-08 program year: o 26 ,386 students contributed 538,477 hours of service-learning . o 1,042 teachers utilized serv ic-learning as part of their instruction o 15% of the students involved in service-learning were part of a minority population o Over 4,500 students were considered economically disadvantaged. o Over 1,500 service-learning students in the state were disabled or in special education. o 8 of the service-learning grantees utilized AmeriCorps members, 3 sought help from AmeriCorps*VISTA members, and 3 utilized Senior Corps volunteers. 11 �Mentor Michigan: • Wave V of the Mentor Michigan Census highlights the growth of mentoring including: o 1,850 more active mentors o 2,518 more youth mentored than the previous year o Mentoring organizations are improving their screening procedures with more programs conducting federal background checks. o More boys, especially African-American boys are being mentored. Jumped from 31% to 48% this year. o Mentoring organizations reported a net capacity increase of 4,592 mentoring relationships since September 2003 . o Overall mentoring organizations budgets are increasing. The net increase in budgets is $2.69 million . o There are more high-capacity programs (those serving 150 or more mentoring relationships) than in the past. • In 2006-2007, 11 Mentor Michigan AmeriCorps*VISTA members served in the following counties: Macomb, Missaukee, Muskegon, Oakland , Ottawa , St. Joseph , Wayne , and Wexford. One member served statewide-he was based at the MSU Extension office in East Lansing. Key Program Accomplishments include: o 1,012 potential new mentors were referred to mentoring organizations o 259 new community partnerships were developed o 142 media coverage of events and activities o 189 presentations and promotions were conducted to recruit mentors o $48 ,320 in grants were received as a result of Mentor Michigan AmeriCorps*VISTA members' proposals o $29,481 in cash contributions leveraged o $35 ,740 of in-kind donations were leveraged from local communities (The 2007-08 program accomplishments will be available at the November board meeting.) • Promoted the Care Givers Choice Voucher Program to mentoring organizations. Care Givers Choice allows mentoring programs to receive $1 ,000 for serving a child with an incarcerated parent. • Provided funding for the creation of a video and brochure to promote the mentoring children of incarcerated parents initiative to prisoners and caregivers . Communications: • Build and strengthen relationships between national service programs, nonprofit organizations, and other key stakeholders (ServiceNation·materials, emails, talking points , handouts, etc.). • Increase the capacity of mentoring programs through Men in Mentoring initiative and developments with a new recruitment spokesman, Lloyd Carr, and National Guard. • Support the work of those solving critical community needs by developing materials for AmeriCorps Week, AC Report Card , and 2008 Russ Mawby Signature Service Project. • Encourage teachers to use service-learning by creating Learn and Serve Report Card , helping with Learn & Serve Challenge materials, etc. 12 � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections. Members of the MCSC are asked to declare actual or potential conflict of interest situations at the start of each meeting where the agenda indicates such a conflict will occur. If a conflict of interest situation develops during MCSC discussion, the Commissioner with the conflict is expected to notify the Chairperson. A conflict of interest is defined as a situation where a member of the MCSC or their wife, husband, son, daughter, mother, father, brother, brother-in-law, stepbrother, sister, sisterin-law, stepsister, daughter-in-law, mother-in-law, father-in-law, son-in-law, aunt, uncle, niece, nephew, grandparents, stepparent, stepchild, or grandchild is serving or has served in the last year as a trustee, officer, director, or employee in an entity which is requesting approval of a grant from the MCSC or any other family or professional relationship which a Commissioner at his/her own discretion deems a conflict of interest. 2. Any members of the MCSC with a conflict will be called on by the Chairperson to explain the conflict. The MCSC member will then be excused by the Chairperson while other members of the MCSC discuss the application and vote its acceptance or denial as well as other grant applications under the same program. Following action on the grant request, the Commissioner may return to the MCSC work. 3. MCSC members who are unsure about a conflict of interest situation should discuss their concerns with the Chairperson prior to the meeting where the conflict might occur. 4. If this restriction creates a situation in which the MCSC does not have enough eligible voting members to achieve a quorum, the MCSC may involve the normally excluded member subject to the following conditions: a) The Chairperson will randomly and in a non-discretionary manner select the number of recused members to achieve a quorum; b) Notwithstanding the above, no MCSC member may, under any circumstances, participate in any discussions or decisions regarding a grant application submitted by an organization, which he/she is or was affiliated according to the definition above. c) If recused members are included so as to achieve a quorum, the MCSC must document the event and report it to the appropriate state, federal or private grant making entity within 30 days of the vote. �5. In addition, MCSC members are restricted from directly assisting organizations of which they are a trustee, director, officer, or employee in preparing a grant application to theMCSC. In general, the MCSC wants to err on the side of too stringently enforcing conflict of interest policies in order to assure that both the fact and the perception of any unethical conduct is avoided. Throughout the day, AmeriCorps members will network, share resources, and listen to speakers from various service backgrounds.
