Background
Under the Edward M. Kennedy Serve America Act, AmeriCorps now has a combined
competitive fund for state commissions and national direct programs. For FY 2010,
the Corporation for National and Community Services has $373 million to support
85,000 member slots through AmeriCorps state and national. Our AmeriCorps
competitive package is due to CNCS on January 26, 2010. We will be notified by
June 1, 2010 whether any of our programs will be funded with the competitive
dollars. Once we know how many programs will be funded competitively, we will
then decide which programs to support with our formula dollars. We are still waiting
for our 2010 AmeriCorps formula allocation from CNCS. Those funding
recommendations will be presented to the Michigan Community Service Commission
(MCSC) in June.

The MCSC held an extensive outreach process with three face to face outreach
sessions (Detroit, Lansing, and Grand Rapids) and two webinars. The staff reviewed
36 new applications and 2 continuation applications and are recommending that 15
new and 2 continuations be included in the MCSC competitive application
submission to the Corporation for National and Community Service. In addition, we
are recommending one education award only application be approved. Five of the 36
new applications are being considered for formula funding.

BHK Child Development Board
Counties Served: Baraga, Houghton, Keweenaw, Gogebic, Ontonagon, Iron and Dickinson
counties in Michigan's Upper Peninsula
Superior AmeriCorps will help to meet critical needs by providing members to offset factors that
put youth at risk of educational failure. Forty-six full-time SAC members will increase
educational opportunities and strengthen partner capacity by: 1) Providing academic support to
500 at-risk youth in grades K-12 and becoming familiar, trusted faces to those they serve; 2)
Enriching preschool learning environments in 8 preschools and exceeding the required adult-tochild ratios and 3) Recruiting 600 volunteers who will improve education and serve to meet the
additional needs in the community through 4000 hours of service.
Members will serve at 35 sites to address the critical educational needs oflocal youth by
providing high-quality supplemental academic support during the school day and afterschool,
enhancing educational aspects of childcare environments, recruiting volunteers and leading
service projects.

Seventy-one full time AmeriCorps members in seven (7) teams will implement a service model
of academic support, afterschool programming, and building positive school climate at an
assigned Detroit public school building a full-day Mon- Thurs and two (2) teams will implement
the Heroes youth volunteer program with 620 youth, Tues - Sat. Members will 1) provide
literacy and math tutoring for 800 elementary, middle and high school students; 2) provide
whole-class academic support at all schools; 3) provide attendance or behavior coaching for
middle and high school students; 4) implement educational after-school programs at all schools;
5) provide enrichment programming at all schools, during the day or after-school; and, 6) engage
1000 volunteers in service to each school.
Communities in Schools Detroit
Counties Served: Wayne
CIS proposes to recruit 52 (26 full-time and 26 halftime) AmeriCorps members to serve as
tutors (50) and volunteer coordinators (2) in 25 Detroit schools with the lowest literacy rates.
They are proposing an enhanced model that addresses core literacy and dropout prevention as the
principal priorities to be addressed. Members will be engaged in one-on-one and group tutoring
utilizing evidenced-based literacy and tutoring models reaching 870 elementary students.

CEDAM is requesting funds for 20 full-time AmeriCorps members to be placed at foreclosure
counseling agencies. AmeriCorps members will increase housing cotmseling agencies' ability to
serve 12,000 homeowners in need by taking on critical supporting functions such as intake,
triage, marketing, outreach, education and generating a sustainable volunteer base, thus allowing
certified, nonprofit foreclosure counselors to focus on their core mission -- increasing the number
of clients served. Members will reach a minimum of 3000 residents with foreclosure prevention
services.
Goodwill Industries of Greater Grand Rapids, Inc.
Counties Served: City of Grand Rapids, MI in Kent County Montcalm, Isabella, and Mecosta
Counties (rural)
Goodwill industries will engage 20 full-time AmeriCorps members in providing services to 5000
disadvantaged individuals needing job training and employment skills. Members will assist 2500
economically disadvantaged individuals with job placement services. Nin hundred twenty-five
economically disadvantaged individuals will be placed into jobs. The program' s proposed
outcome is long-term job retention, which is defined as stable employment at six months postplacement.
Heart of West Michigan United Way
Counties Served: Kent
United Way proposes engaging 25 full time members in addressing the issue of illiteracy through
a multi-site program targeting 15 elementary school sites in Grand Rapids. The goal of the
program is to bring MEAP scores of the students at Grand Rapids Public Schools in line with the
scores of the surrounding suburban school districts. Program components include a Family
Literacy component reaching 60 families, in partnership with the Literacy Center of West
Michigan, an in-school reading tutoring component for students in grades 1 -- 3 who are slightly
behind in reading, and an intensive after-school literacy component for 800 students in those
same grades who are further behind. Members will serve as Schools of Hope literacy assistants
and Family Literacy Teachers/Coordinators.
Huron Pines
Counties Served: NE Lower Michigan: Alpena, Cheboygan, Crawford, Iosco, Montmorency,
Ogemaw, Oscoda, Otsego, Presque Isle and Roscommon counties.
The Huron Pines AmeriCorps program will engage 10 full-time and 4 half-time members in
Northeast Michigan focusing on the conservation of natural resources through habitat restoration,
volunteer engagement, promoting environmental stewardship and developing new conservation
services. Members will engage in high impact hands on activities which may include wildlife

�habitat improvement, installation of erosion control practices, water quality monitoring, invasive
species removal, preservation of undeveloped lands and/or conducting resource inventories.
Goals for the program include the development of 10 conservation projects/services throughout
the 3-year grant cycle. In addition, five of the adopted projects/services that members developed
will be independently funded.
Michigan Association of United Ways
Counties Served: Statewide
Michigan Benefit Access Initiative (MBAI) AmeriCorps program will engage 18 full-time
members to ensure more families to claim state and federal benefits they are eligible to receive
including food assistance, Medicaid, earned income tax credits, home heating assistance, and
CHIP.
Members will assist in creating one stop access to available benefits. This will be accomplished
through community based organizations utilizing common support services and a web-based
software to assist families in applying for benefits and tax credits. Goals include $5.4M in
benefits will be claimed by Michigan families through increased nonprofit capacity with the
benefit access system in year one, $42.4M in year two, and $182.7M in year three; at least
140,000 families will have been helped by community based organizations over three years.
Michigan Council on Crime and Delinquency
Cites Served: Detroit, Saginaw, Benton Harbor and Grand Rapids
The Michigan Council on Crime and Delinquency has developed The Inner City-AmeriCorps
Neighborhood Project based on the Civic Justice Corps model. The proposed program will have
two components; the program will place 16 full-time members in Grand Rapids, Detroit,
Saginaw, and Benton Harbor to build, develop, and facilitate pro-social activities for formerly
incarcerated and/or court involved individuals. Members will engage returning citizens, their
parole agents and law enforcement officers assigned to the project in order to build beneficial
relationships and develop skills for a positive return to the community. In addition, the Project
will enroll100 returning citizens as minimum-time AmeriCorps. These members will be
residents of the Project neighborhoods, and the Corps experience will provide them opportunities
to reclaim their place in the community through the dignity of service while they engage in a
crime-free lifestyle. Minimum-time members will receive the AmeriCorps education award for
their service hours and will also be connected to transitional employment opportunities in order
to receive a living stipend from the Michigan Department of Corrections.
Michigan Nonprofit Association
Counties Served: Statewide
The Mentor Michigan College Coaching Corps will place 70 full-time members statewide in
mentoring organizations and institutions of higher education that are members of Michigan
Campus Compact. Youth mentoring in Michigan will be enhanced even further by adding a
college access component, in order to open pathways to higher education for disadvantaged
youth and, in the process, reducing the high school dropout rate.

�Sixty full-time members will be placed to build the capacity of mentoring organizations
throughout the state of Michigan by expanding youth mentoring programs through the
recruitment, training, support, and evaluation volunteers to become mentors in schools and
community-based mentoring programs. Through these activities, each member will have a
significant role in at least 50 mentor matches. Members will include college access training and
activities with the mentor matches they serve. The remaining 10 members will be placed in
colleges and universities, and will recruit and manage at least 150 College Positive Volunteers
each (1,500 total) to support at least 3,000 disadvantaged youth in moving toward college.
Members will also develop at least 180 college-focused community activities that will result
in 90 continuing community partnerships.
Michigan Primary Care Association
Counties Served: Statewide
Thirty-six (36) AmeriCorps members (30 full-time members, 6 half-time members) members
will help health centers maintain contact with individual patients, provide enrollment assistance
to patients into eligible programs, provide prescription assistance, help low-income patients
navigate the complex applications that will enable them to get pharmaceuticals at reduced cost,
coordinate transportation, and provide supportive services. Members will serve 12,000
individuals to increase access to primary health care services and 12,500 to ensure awareness of
community health resources.
United Way of Saginaw County
Counties Served: Saginaw
The proposed AmeriCorps project will enable a robust partnership between the United Way of
Saginaw and nonprofits in the community (with demonstrated expertise in substance abuse
prevention) and utilize 20 half- time AmeriCorps Members engaged in educating youth, parents,
and community members on substance abuse prevention. Members will serve 5950 youth and
1290 parents. Members will address three areas (a) Parenting-- AmeriCorps members will work
to enhance parents ability to set forth acceptable standards of behavior for their children with
regard to substance use and abuse; (b) Youth- AmeriCorps members will work to enhance the
awareness of youth with regard to substance use and abuse; and (c) Environmental -AmeriCorps members will work to raise community awareness of substance use and abuse so
people do not become de-sensitized to the associated dangers.
Vanguard Community Development Corp.
Counties Served: Wayne County
Vanguard is proposing a program modeled after the successful AmeriCorps Cornerstone
Builders Program in New Orleans. The program will recruit and train ex-offenders to become 80
quarter-time AmeriCorps members. They will in turn recruit, train and manage teams of
community volunteers. The teams will address community needs such as : boarding up vacant
houses; cleaning up vacant lots; developing community gardens and pocket parks; organizing
neighborhood watches to address issues of illegal dumping, arson, and crime; conducting door to
door community outreach to link residents with community services; conducting "healthy home

�assessments" to educate residents about potential home hazards; conducting minor home repair
for seniors; and assisting in the establishment and implementation of the Food Pantry.
WARM Training Center
Counties Served: Wayne
TheWARM Training Center is requesting 10 full-time and 20 quarter-time AmeriCorps
members to help implement the Detroit Youth Energy Squad. The Squad is a team-based service
-learning program that trains youth ages 17-24 to perform basic home energy retrofits such as
insulating hot water pipes, installing low-flow showerheads, and weatherizing doors and
windows. Crews are also responsible for explaining utility bills, communicating the benefits of
energy efficiency, providing service reports, calculating energy savings, and tracking inventory.
Members will complete 1,500 home energy visits for low-income families. Members will lead
250 high schools students in 10 campus and community greening projects (e.g. recycling
programs, energy assessments for local businesses).
Wayne State University - Center for Urban Studies
Counties Served: Wayne (The area affected is the Midtown/North End neighborhood in the city
of Detroit, in Wayn e County, Michigan.)
WSU's Center for Urban Studies will engage 16 AmeriCorps Members (8 full-time, 8 half-time).
in improving levels of neighborhood guardianship and reducing victim attractiveness and
susceptibility. They will also provide technical assistance for wireless internet use by providing
residents with cutting-edge technology to track and report suspicious neighborhood activities or
witnessed crimes. Three goals will be addressed: Members will create resident capacity to
conduct crime self-surveillance by creating three neighborhood watch/surveillance programs
yearly. They will conduct a total of 60 home safety assessments yearly and distributing 200
information packets to rental units in Midtown/North End. Finally they will increase residents'
ability to use the Internet as a tool to track and share area crime information by installing
wireless Internet connections in 20-25 houses per year, developing a website for residents' use,
and providing wireless internet technical assistance.
Michigan's Competitive applicants - Continuation
American Red Cross of Greater Grand Rapids -Together We Prepare AmeriCorps
Service Area: The following 52 counties will be affected: Alcona, Alpena, Allegan, Antrim,
Arenac, Barry, Bay, Benzie, Branch, Calhoun, Cass, Charlevoix, Cheboygan, Clinton,
Crawford, Eaton, Emmet, Gladwin, Grand Traverse, Gratiot, Hillsdale, Huron, Ingham
Thirty-Four full-time Together We Prepare AmeriCorps Members will focus assisting
communities to prepare for, prevent and respond to disasters that threaten their safety and
security. TWP members will provide Community Disaster Education sessions, emergency and
disaster preparedness presentations, and Health and Safety courses (CPR, First Aid, Automated
External Defibrillator) to 25,000 Michigan residents during the first program year, with a goal of
increasing this number by 2,000 each subsequent year for a total of 82,000 by completion of

�three-year grant. TWP members will respond to at least 50% ofthe local disasters within their
chapters' jurisdictions. 100% of TWP members will be trained and ready to respond to a largescale catastrophic national disaster. Additionally, 100% of members will be trained and qualified
to assist with military family emergencies.
Michigan Coalition Against Homelessness
Counties Served: Genesee, Ottawa, Clare, Osceola, Mecosta, Isabella, Midland, Gladwin,
Marquette, Eaton, Saginaw, Kent, Oakland, Macomb, Wayne, Lapeer, Huron, Sanilac, Tuscola,
St. Claire, Washtenaw, Ingham, Otsego, Monroe, Berrien
The Michigan Coalition Against Homelessness will enroll20 full-time members in the Michigan
Campaign to End Homelessness AmeriCorps program. Nineteen Housing and Resource Liaisons
and one Volunteer Coordinator will build the capacity of local community service agencies
throughout the state of Michigan. AmeriCorps members will fill a critical gap in services in the
statewide effort to abolish homelessness by performing outreach activities and assisting
individuals experiencing homelessness or at-risk ofhomelessness to assess barriers to housing,
develop strategic plans, and identify housing opportunities. The goal is to reach a minimum of
760 individuals statewide. Members will serve as liaisons in order to assist families to transition
out of homelessness, and to assist youth aging out of foster care to access permanent housing.
Finally, members will create ongoing relationships linking individuals experiencing
homelessness with host site Continuum of Care agencies and much needed-community housing
and service providers in order to enhance the overall movement to end homelessness.
Michigan's AmeriCorps Education Award Only Applicant
Michigan Nonprofit Association/Michigan Campus Compact
Counties Served: Statewide
The Michigan Service Scholars (MSS) AmeriCorps program will engage 400 members from 43
campuses in local communities throughout Michigan. They will address issues around college
access and success. To address the factor that youth are not graduating from high school,
member students in teacher education programs will create 150 service-learning lesson plans and
implement those plans with youth during their student teaching experience. To address the factor
that youth do not see college as an option, and thus do not seek to attend post-secondary
education, MSS members will serve in youth-serving nonprofits, including K-12 schools,
working with 200 youth on college exploratory activities. To further address the issue of college
student success/retention, college students will serve in a variety of nonprofits.

Bringing Learning to Life
Learn and Serve- Michigan (Page One)
What is Learn and Serve- Michigan?
Service-learning is a teaching and learning approach that connects meaningful service to the
community with classroom instruction. When done well, it enriches learning , teaches civic
responsibility, and fosters personal growth. Service-learning helps youth see beyond the classroom
and into the community where they learn math , science, language arts, and other required subjects
by addressing community needs and solving real-life problems.
Service-learning creates a commitment among young people to be part of the solution - and also
increases their likelihood of becoming life-long volunteers.
Learn and Serve- Michigan , administered by the Michigan Community Service Commission (MC SC)
in partnership with the Michigan Department of Education, is part of the Learn and Serve America
grant program supported by the Corporation for National and Community Service. The MCSC fu nds
the development and implementation of high-quality service-learning programs in K-12 schools and
community-based programs.
16 counties will host 20 Learn and Serve- Michigan school-based programs in
2010.
•
Those programs will utilize nearly 900 teachers to engage at least 25,000 students in servicelearning activities this year.
•
Through more than 625,000 hours of service-learning, those students will address issues
relative to their community.
•
More than 4,000 adult volunteers will assist Learn and Serve - Michigan programs in
completing community-revitalization projects focused on issues such as: health education ,
food collection/distribution , child literacy, recycling , animal welfare , and others.
"Service-learning has a positive impact on students' academic achievement, personal and social
development, and civic engagement. It provides numerous opportunities for students to apply wh at
they are learning to solve real world community problems."

Financial Impact
The Michigan Community Service Commission, in partnership with the Michigan Department of
Education, is granting $361,283 in Federal Funds for Learn and Serve- Michigan's 2009-2010
school-based grantees.
Learn and Serve- Michigan's local school-based grantees for 2009-2010 will leverage $416,006 in
Match Funds .

Learn and Serve- Michigan (Page Two)
In 2008-2009, Learn and Serve- Michigan supported 22 school-based programs
and 1 community-based program.
•
1,305 teachers engaged 35,531 students in 1,062,726 hours of service-learning through last
year's programs.
•
2,558 adult volunteers assisted Learn and Serve - Michigan participants in addressing local
issues through community-revitalization projects.
Service-Learning has been shown to:
•
Build critical thinking and communication skills,
•
Increase student motivation, and
•
Improve academic knowledge and performance.
Based on research conducted by RMC, Inc., community-partner organizations
that connect with students share that service-learning:
•
Positively affects students' respect for others,
•
Creates commitment to working on social or community problems,
•
Encourages a sense of belonging to a community, and
•
Boosts self esteem through enabling students' to view their achievements.

emails floating around about a call with the Voices folks to share ideas on the April 22 packets for legislators. Kyle wa nts you,

The following is a summary of the meeting of the Michigan Community
Service Commission Executive Committee held via conference call on Friday,
March 26, 2010.
The meeting was called to order at 10:00 a.m. Members present: Rob Collier,
Russ Mawby, and Bernard Parker. Staff present: Paula K. VanDam, Garry

MCSC Space Update
Ms. VanDam explained that the MCSC has been exploring relocating to new
space. Kyle Caldwell, President and CEO of Michigan Nonprofit Association,
explained that MNA has outgrown their space. They are relocating to a new
local Nonprofit Center with Michigan Association of United Ways, Capital
Area United Way, and the Capital Region Community Foundation. There is
also a possibility the Food Bank Council of Michigan will also be located in
this space. MNA has invited the MCSC to be a part of the facility. Due to
recent budget reductions, the MCSC has been exploring new space as a cost
reduction. This would be a great opp01iunity to have all these nonprofit and
service oriented organizations in one building. Gany Gross and Paula
VanDam presented cost comparisons between our cunent lease and a lease in
the new location with a definite cost savings with the new space.

Vice-Chair Collier asked for a motion to authorize the MCSC to proceed
with negotiating approval through DMB based on the fiscal analysis.
�Commissioner Parker made a motion to support the r ecommendation;
Commissioner Mawby supported the motion. The motion passed unanimously.
Commissioners were excited to have these nonprofit organizations coming together in
one location and the potential growth for service and volunteerism.
CNCS Update
Ms. VanDam shared that the Volunteer Generation Fund NOF A was released . The
CNCS will be granting $4 million as part of this fund. The MCSC will be applying for
funding to support volunteer infrastructure. The applications are due May 18, 2010.
There will be further discussion at the April 22 MCSC Board Meeting around the
Volunteer Generation Fund.
Ms. VanDam stated that five Congressional members from Michigan signed on to the
letter sent to House Appropriations Committee supporting national service funding. The
President has asked for an increase in his FYll budget for national service. Ms.
VanDam, along with seven other state commission executive directors, met with Patrick
Corvington, CEO of CNCS. They took this opportunity to share with him the benefits of
state commissions.
Testifying to Senate Appropriations Committee
The MCSC has requested approval to testify in front ofthe Senate Appropriations
Committee and is awaiting approval from Senator Hardiman 's office. Kelly Bartlett, a
staff member for Senator Hardiman, has been attending Mentor Michigan Strategic
Planning Committee meetings and has a relationship with our office. We are hopeful our
request will be approved.
Jvfichigan Voices {or Volunteerism - 10 Citv Listening Tour
The MCSC has scheduled a 10-city listening tour to get feedback on the issues and needs
facing service and volunteerism across our state. Commissioners will be asked to
participate in the sessions in their communities.
Follow-Up from MCSC Retreat
Executive Committee members reviewed notes from the MCSC January board retreat and
were in consensus that some MCSC committees will be re-activated. Those committees
include Executive Committee, Fund Development, Board Development,
PR/Communications, and Advocacy/Transition. Commission workgroups include
Mentor Michigan Strategic Planning, Governor's Service Awards, and State Service
Plan.

Board Meeting and made minor changes.

Getting Things Done in Michigan
Michigan's AmeriCorps (Page One)
What is AmeriCorps?
AmeriCorps is a national service program that strengthens communities by involving people in service
to meet local challenges.
Through AmeriCorps, individuals can serve with community and faith-based organizations, higher
education institutions, and public agencies in many ways.
The Corporation for National and Community Service administers AmeriCorps at the federal level
and partners with states to fund national service programs locally. The Michigan Community Service
Commission (MCSC) administers Michigan's AmeriCorps.
1,235 AmeriCorps members are enrolled in 19 programs in 2010.
•
Michigan 's AmeriCorps members will spend more than 600,000 hours in service and traini ng
this year.
•
Michigan's AmeriCorps members who successfully complete their term of service this yea r
have the potential of earning more than $2.5 million in education awards.
•
Michigan 's AmeriCorps members will recruit, place , and/or support more than 24,000
volunteers this year. Those volunteers may donate upwards of 144,000 hours of service to
their communities.
"Without the members serving in the Michigan's AmeriCorps program , we would not have been able
to support 38 new and more than 250 existing partner families last year, nor would we have been
able to capitalize on the more than 3,000 volunteers we rely on . AmeriCorps members allow our
affiliates to provide decent, affordable housing to famil ies in need."

Financial Impact
$8,203,428 in Federal Funds has been allotted to the Michigan Community Service Commission for
2009-2010 AmeriCorps programs.
$6,116,332 in Match Funds will be leveraged by those AmeriCorps Programs' local areas in 20092010.
2009-2010 Michigan 's AmeriCorps funding includes a base grant from the Corporation for National & Community Service
and funds received from the American Recovery and Reinvestment Act.

883 Michigan's AmeriCorps members were enrolled in 18 programs in 2008-2009.
•
Those members spent 628,188 hours in service and train ing and impacted more than 110,000
students, citizens, and volunteers.
•
Last year, Michigan's AmeriCorps members helped 6,863 individuals receive access to health
care, diagnosis, and/or follow-up ; and/or screened for needed care .
•
AmeriCorps members in Michigan helped 23 low-income families move into safe, affordable
housing.
•
3,405 students received tutoring services or homework help from Mich igan's AmeriCorps
members - 5,927 more students received in- and out-of-class enrichment services.
•
In 2008-2009 , AmeriCorps members in Michigan helped 1,081 individuals receive disaster
relief services or disaster education.
•
Because of Michigan 's AmeriCorps members, more than 20,000 children benefited from ongoing mentoring relationships in the state.
•
24,240 individuals were educated about environmental issues by AmeriCorps members in
Michigan last year. Those members also provided 3,170 square feet of lakeshore and
riverfront with increase erosion control.

2010-2011 Federal Funding Application
In February, we completed the required renewal application for the 2010-2011 Learn and Serve America award.
The Michigan Community Service Commission (MCS C) is currently in the first of a three-year grant award.
We submit an annual renewal application every winter. Due to an update in the funding formula, Michigan will
now receive an additional $125,227 annually. The Corporation for National and Community Service also
removed restrictions on the percentage of funds required to be allocated for subgrants offering us significantly
more flexibility in the way we use the fimds . Our application is currently under review and we expect to
receive notification of our status this summer.
2010 Institute: Service-Learning and Civic Engagement
In February, the MCSC partnered with Michigan Campus Compact on the 14th annual Institute in Traverse City,
Michigan. Nearly 350 participants; including educators and community service directors from K-12 and Higher
Education, community partners, and students attended this event. Teams from a majority of our grantees
attended this event and we were able to provide financial assistance to each of our 2009-201 0 grantees to attend
the conference. Two SL YC members, four grantees, plus MCSC staff and VISTA members presented at the
conference giving us an excellent opportunity to share high quality service-learning examples. Two of our
SL YC members also conducted a highly rated session on "The Achievement Gap -A Youth Perspective on
Issues and Solutions." Thanks to Commissioners Vella, Lubig, Hill, and Smith for supporting the event. The
commissioners assisted in planning, speaking roles, and award presentations. Commissioner Hill went above
the call of duty and filled in expertly for a keynote speaker who was unable to attend. Chairman Vella also
addressed a gathering of college Presidents.
2010 Learn and Serve Award Winners
Four recipients representing a teacher/practitioner, innovative
service-learning programs, and a student were honored with
the 2010 Outstanding Service-Learning Awards at the
Institute: Service-Learning and Civic Engagement.
Commissioners Vella and Smith presented the awards on
behalf of the MCSC.
The Detroit Service Learning Academy and the
Environmental Studies class at Onaway Area Schools
were presented with the Innovative Program Award. This
award honors K-12 service-learning programs demonstrating
innovation and excellence. Ella Kate Wagner, Belding
High School Senior won the Student Award which recognizes a K-12 student who demonstrates leadership in
the development and implementation of service-learning in their district and demonstrates initiative and
creativity in service-learning participation. Sue Wilson from Clarkston Community Schools was awarded the
K-12 Teacher/Practitioner Award which recognizes a teacher who has served as a model of leadership for
service-learning. Each of the award recipients are examples of high quality service-learning and each has been
a valuable partner in the MCSC education and outreach efforts.
2010-2011 Learn and Serve Funding
In January we issued application guidelines for new and renewal applicants. Twenty current grantees were
eligible for renewal funding allowing us to bring on approximately seven new school districts. In February we
conducted a face-to-face outreach session in Saginaw and we offered a second outreach session by webinar.

For the first time we worked with the grants and finance department to offer a one-hour financial webinar to
assist applicants in developing a high quality application. The outreach sessions were well received and seemed
to improve the quality of the submissions we received. In April we received applications from 18 of our 20
current grantees and 14 new applicants. Of those we identified 25 applicants with the strongest potential for
quality programming that could be sustained at the end of the six-year grant period. The remaining applicants
will be invited to participate in our Learn and Serve professional development and to receive coaching so they
are well equipped to successfully apply in the future.
2010 Global Youth Service Dav
This year the Michigan Community Service Commission was a lead
agency for Global Youth Service Day (GYSD). Learn and ServeMichigan contributed to this effort by recruiting grantees to register
their local projects. Learn and Serve - Michigan also partnered with
Lansing Board of Water and Light and the Impression 5 Science
Museum for the Adopt A River Clean Up where more than 100
students pledged to become environmental stewards and protect
Michigan ' s lakes and waterways. Three members of the ServiceLearning Youth Council (SL YC) assisted with the Adopt A River
project and many of the other SLYC members are participating in
GYSD by running donation-drives in their home communities to get supplies for their local animal shelters.
Through our efforts 22 projects were registered with more than 1,415 youth participants for Global Youth
Service Day, making us one of the top states in the nations for most projects registered.
The MCSC, by serving as a GYSD Lead Agency, also connected with various other lead agencies across the
cotmtry via webinar by providing key information and resources when partnering with State Service
Commissions.
Social Media Webinar
In February, a new grantee from the Upper Peninsula requested that we repeat a session on using social media
in service-learning for their staff in-service. Elyse Walter and Robyn Stegman had originally offered the
session at our fall grantee meeting. There has been increased interest in using social media to support servicelearning and to promote the good things happening in schools. As part of this training opportunity, information
was provided on blog writing, Twitter, and Facebook.
Using the MCSC's webinar technology we were able to easily address training needs where distance would
have previously been a barrier. We will increasingly be using webinars to address specific training needs in the
fie ld.
Looking Forward
We are finishing site visits for the 2009-2010 grant year. The most notable observation thus far is that grantees
are developing strategic steps for sustaining their programs. It seems evident our sustainability rubric and the
2009 Sustainability Symposium have been helpful. The most evident need appears to be localized, advanced,
high quality service-learning professional development. We will work to more closely assess those local needs
this spring.
This summer we will work to offer a specialized training for service-learning leaders. Most mid-to-large
districts have employed a service-learning "champion" model that empowers individuals in the various
buildings to take leadership for growing service-learning within their school. This model reduces the outreach
burden on the primary coordinator and allows for a broader perspective on sustainability strategies. We are
working to develop a training that provides a consistent set of duties for the building champions and strategies
for managing those duties. All grantees will be eligible to send their building champions to this training.
�We are begi1ming our 2009-2010 Learn and Serve evaluation this month. RMC Research is studying Learn and
Serve - Michigar1 sub grantees and sub grantees from eight other Midwest states using a retrospective survey of
teachers and sh1dents. We already worked with RMC to provide all sites with an orientation to the study
process and the surveys will be administered as soon as treatment and comparison classrooms are selected.
Results of the surveys will tell us about the quality of service-leaming in Michigan and the relation between
quality practice and standardized test results.
Michigan has also been identified to participate in the 2020-2011 national service-leaming study. The Learn
and Serve- Michigan coordinator is on the national design team. The design is nearly complete ar1d fmal
survey documents will be sent for IRB approval this spring.

The Executive Committee consists of the MCSC chair, vice chair, and five other MCSC
Commissioners. The chair, in consultation with the vice chair, determines the five appointees.
The role of the Executive Committee is to:
• Assist the chair, as necessary, in carrying out the mission and function of the MCSC.
• Coordinate all MCSC funding and resource development activities.

The committee chair delivers a committee report at each quarterly Commission meeting. The
role ofthe Board Development Committee is to:
• Recruit additional commissioners on an annual or as needed basis.
• Oversee and conduct annual performance reviews for each commission member.
• Coordinate MCSC committee assignments for current and new commission members.
• Participate in interviews for prospective commission members. (The Governor appoints
commission members.)
• Attend the regularly scheduled committee meetings. (Meetings are held at least two times
per year.)
Public Relations Committee
The role of the Public Relations Committee is to:
• Support volunteer awareness campaigns as needed.
• Provide insight and expertise in the field of public relations, marketing, and
communication.
• Create methods and assist all commissioners in maintaining regular contact with public
officials on behalf of the MCSC.

�Fund Development Committee
The role of the Fund Development Committee is to:
• Seek private funding beyond GSA.
• Secure additional funding to expand service as a strategy addressing our state' s
challenges.
Public Policy Committee
The committee chair deli vers a committee report at each quarterly Commission meeting. The
role of the Public Policy Committee is to:
• Educate and advocate for service and volunteerism as they relate to state and national
Issues.
• Assist MCSC in analyzing how public policy trends could impact our activities and
performance.
• Assist MCSC in determining how we can anticipate and adjust to public policy trends in
order to more effectively achieve our goals or to be an important contributor to the policy
dialogue.
• Develop recommendations to the Board with regard to formulating and adopting basic
policies, programs and practices concerning broad public policy issues.
• Assist the MCSC in successful transitions to new state and federal administrations.

• Approve finalists and winners prior to Governor' s approval.

Creating a plan for 2010- 201 1:
MCSC Mission
To build a culture of service by providing vision and resources to
strengthen communities through volunteerism.
MCSC Vision
All Michigan residents , beginning at an early age and continuing for a
lifetime, meet community needs and find personal fulfillment through
service-learning and volunteerism . Michigan is an ideal place to live
and is recognized nationally because its citizens believe so strongly
in the value of service as a way of life.
Process :

Following agreement on the Strategic Objectives , we had each group
brainstorm some goais to qChieve each Objective . Again , the checking
question is , if we finish all the goals, can we say we achieved the Strategic
Objective?

Based on the MCSC vision , the Board of Commissioners listed four
Strategic Objectives (in bold) . (When all four are achieved, the Vision will
have been achieved- that is the checking question.)

Following agreement on the Strateg ic Objectives , we reviewed the current
infrastructure and capacity of MCSC (Board and staff) to determine if the
infrastructure would support achievement of the Strategic Objectives .

Launch of a New AmeriCorps Program
The Mentor Michigan Census clearly demonstrates the critical role
AmeriCorps members play in the mentoring field in Michigan. Based upon
thoughtful consideration of the field ' s needs and federa l funding priorities,
Mentor Michigan has applied for a new AmeriCorps program in partnership
with the Michigan Nonprofit Association and Michigan Campus Compact.
This program will place up to 60 members in youth mentoring organizations
to increase organizational capacity through activities such as mentor
screening and training and match support. A new component related to
access to postsecondary education will also be added in this new program.
Mentor Michigan will manage program operations related to these 60
members. This program will also place up to 10 members on MCC member campuses to develop and facilitate
pathways to higher education by promoting college-positive volunteerism and developing community partnersh ips.
MCC will manage operations related to these 10 members. Mentor Michigan and MCC are already collaborating to
offer joint training sessions for all 70 members engaged and are committed to working collaboratively througho ut
the project to ensure success.
OJJDP Grant
Mentor Michigan has applied for the Strategic Enhancement to Mentoring Programs Grant through OJJDP. This
grant was written in partnership with the Winning Futures program in Macomb County. If awarded, Mentor
Michigan and Winning Futures will work over the next three years to reduce the frequency and severity of
delinquent behavior by providing high intensity, long-term mentoring relationships to 120 youth who are at risk of
becoming or are currently involved in the juvenile justice system at Community High School in Warren. Winning
Futures will offer structured school -based mentoring programming during the academic year and increase the
intensity and duration of matches by adding match meetings during evening and summer hours. Matches will
participate in structured, site-based activities focused on promoting continued education, job readiness, and career
planning. Mentor Michigan will monitor and support Winning Futures and will replicate best practices from this
model throughout the state.
Because many youth ages 15 to 17 are reluctant to attend events outside of school , this program will pilot unique
strategies to entice youth participation outside of school hours. Success will be measured through pre and post tests
of matches who receive incentives compared to control groups who do not. Attendance at out of school match
meetings will be documented for both groups as well. Piloting and evaluating these strategies will enhance the
understanding of how to best engage this youth population.
Michigan's 5th Annual Premier Mentoring Conference- November 17, 2010
The 51h Annual Michigan's Premier Mentoring Conference is still several months away,
but many details have already been finalized- including the 2010 keynote speaker. The
conference is scheduled for Wednesday, November 17 at the Kellogg Center on the
campus of Michigan State University.
Michael J. Karcher, Ed.D., Ph.D. , Professor of Education and Human Development, is the
School Counseling Training Program Coordinator at the University ofTexas San Antonio.
He studies school-based mentoring, cross-age peer mentoring, adolescent connectedness,
and pair counseling. At this year's statewide conference he will present on a framework
for helping mentors know what to do and why- as well as two workshops focused on understanding the evidence
supporting school-based mentoring.

Project Description
On Saturday, May 81h we are coordinating Step Up
Lansing : Getting Things Done for Our Community. Step
Up is a two part event. The majority of the day (from Sam
until 5pm) Lansing residents , AmeriCorps members,
AmeriCorps Alums , and public officials are invited to
participate in service projects across the Greater Lansing
Area . In the middle of the day, ideally from 11am until2 or
3pm , we will hold an open house-style luncheon for the
volunteers which we are calling the Volunteer Appreciation
Block Party. The Block Party will feature an area for each
AmeriCorps member to table so that they can network
with the community, with other programs, as well as
recruit potential new members, and of course,
demonstrate the power and potential of AmeriCorps in
Lansino .
The Blue Ribbon Walk will raise awareness about the
Blue Ribbon Walk (IMPACT- Dearborn)
importance of developing early literacy skills and child
abuse prevention . Participants will walk around campus
to spread awareness.
Fourth Annual Metro Detroit AmeriCorps Week 250+ Metro Detroit members and 300 + youth will provide
Celebration (Downriver CARES)
a day of service to the City of River Rouge from 10-6pm
on Monday, May 10th. This event is also open to
community volunteers. Members will provding service to 2
local schools, engaging hundreds of students in service
learning projects, the clean-up of 7 community parks,
neighboorhood clean up projects, painting murals,
community gardening , free community carnival ,
educational workshops, community rummage giveaway, 3
play ground rehabs and many more projects and events.

Huron Pines AmeriCorps
We are putting together an AmeriCorps Week project this
year that will have Huron Pines AmeriCorps partnering
with Otsego Habitat for Humanity whose office and
ReStore are located in Gaylord, MI. Our project will take
place on May 11 th from 1Oam to 2pm and will include a
native plants gardening project at a recent Habitat build
site (the house was dedicated this past January) along
with a recycling and donation drive to encourage the
community to clean out their garages and homes of
unwanted items and bring them to the ReStore to be used,
rather than sending them to the landfill. Lunch will also be
provided for all of our energetic volunteers and invited
local government officials.

Tribal Mentorship Program
The purpose of our AmeriCorps Week Event is to
increase awareness of the mission of AmeriCorps wh ich
getting things done, strengthening communities,
encouraging responsibility and expanding opportunity
throughout the communities. In order to meet this goal the
Little Traverse Bay Bands of Odawa Indians (L TBB) and
Emmet County Michigan State University Extension
(MSUE) Tribal Mentorship Program will be hosting the first
annual AmeriCorps softball game. The Tribal Mentorship
Program mentees, mentors and the community will be
invited to play a friendly game of softball which will
demonstrate/teach team work, increase a sense of
community and offer an opportunity for families to spend
time together. After the softball game LTBB and Emmet
County MSUE AmeriCorps Coordinator will host a cook
out and engage in discussions surrounding the purpose of
eriCorps, what mentorship means to the Tribal
Community and the impact volunteers can have on a
community.

On May 14, 2010, members will host a recognition
luncheon at BHK Child Development Board . During this
luncheon, members will be thanking donors and
volunteers who have helped with service projects and
routine activities. Here members will also showcase what
they have been able to accomplish through the year with
the help of these individuals. Also invited will be various
community members such as mayors , police,
representatives and many others. Following the luncheon ,
attendees will have the opportunity to participate in a mini
service project with AmeriCorps members. Community
members, volunteers and sponsors will also be invited to
participate in "AmeriCorps for a Day". During this time,
they'll have the opportunity to shadow AmeriCorps
members for as little as an hour or as long as the whole
day. They will then be asked to share their experience on
Friday at the luncheon.

Health Corps Day (Michigan Primary Care
Association Community HealthCorps)
Educational outreach will raise local awareness about the
MPCA Community HealthCorps AmeriCorps program by
allowing vendors to set up booths and speak to individuals
about the work being done in the field and the rewards of
serving as an AmeriCorps member. CHIPRA staff will
enroll eligible children in the MIChild and HealthyKids
programs. Other vendors will include volunteer nurses
taking blood pressure and promoting healthy lifestyles. A
local grocery store will be invited to provide juice, fresh
fruits , and veqetables.
Volunteers will be cleaning the banks of the Bear River in
Petoskey, Michigan .

employees will be asked to donate new/gently used books
or monetary donations. During AmeriCorps Week, the
team consisting of members, program leaders, community
leaders, mentors, mentees and volunteers will sort, label
and pack books to be delivered to the center of Thursday,

Project Description
Members will inform the public and local organizations
about AmeriCorps programs and the impact of those
programs in the local community. Members will contact
local organizations to informa them about programs
offered by AmeriCorps as well as encourage organizations
to apply for funding to enhance overall capacity. Members
will offer volunteer sign-up opportunities for their local
projects and contact information for AmeriCorps
programs.
For AmeriCorps Week, the Power of We Consortium
AmeriCorps Project will highlight two members' projects
that focus on sustainable community building and park
restoration. One service project will engage members in
the Walkability Audit of Lansing's sidewalks. This is a
project of Payal Ravani 's site, the Mid-Michigan
Environmental Action Council , in coordination with AARP
Michigan and the City of Lansing . Together, they
developed a survey that will collect information about
sidewalk material, obstructions/tree roots, bike lanes,
parkway buffer, ramps , domes, lighting , etc. Once
compiled , the data will be used by transportation/public
service departments and planning commissions as a
reference on how and where to improve. For AmeriCorps
week, the members will gather with at least one
Commissioner for an informational picnic in the downtown
area (preferably the capitol lawn) and then break into
groups to audit downtown Lansing while wearing our grays
for AmeriCorps visibility. The second service project will
be an invasive species removal project organized by Andy
Cease, our member at lnQham County Parks. We'll be cutt

AmeriCorps Program Site Visits
Program officers are currently conducting program monitoring site visits. A typical site visit consists of
interviews with the program director, one or two members, site supervisors, observation of program activities,
and review of member files. These visits are followed by comprehensive written feedback.
Recent Training
• Member Council
o Michigan ' s AmeriCorps Council members convened January 27-29, 2010 at the Kettunen Center
in Tustin for the annual Member Council Retreat. Members worked in their Leadership Teams,
attended various training sessions, learned more about other AmeriCorps programs in Michigan,
and discussed opportunities for statewide collaboration.
• Program Director Retreat
o Michigan's AmeriCorps Program Directors gathered together March 10-12, 2010 for an
intensive three days of workshops, networking, and team building. The attendees came away with
practical information for program management including writing great stories, volunteer
mobilization, critical factors for program success, documenting demographics and
accomplishments, addressing program challenges, and sharing best practices. In addition,
directors engaged in discussion and provided input around CNCS rulemaking.
• VISTA Post-PSO (Pre-Service Orientation) Training
o On March 23-24, 2010, the MCSC partnered with the Corporation for National and Community
Service Michigan State Office to coordinate and plan the largest and most successful VISTA
Post-PSO training in our state's history. Eighty-five VISTAs, representing 29 projects and 46
Michigan counties, gathered in Grand Rapids for two inspirational and energizing days of
learning and sharing. Highlights included keynote addresses by MCSC Board member, Tony
Campbell and Director of the Michigan Commission on Disability Concerns, Duncan Wyeth.
• American Idealist Training
o On March 23 , 2010, Member Council representatives coordinated a West Michigan citizenship
training opportunity open to AmeriCorps*State, National, and VISTA members. The diverse
group of20+ members in attendance viewed the Sargent Shriver documentary, An American
Idealist, and then participated in an open discussion about service and community engagement.
AmeriCorps Week- May 8-15
AmeriCorps Week is a week-long, nationwide event designed to bring more
Americans into service, salute AmeriCorps members and alums for their powerful
impact, and thank the community partners who make AmeriCorps possible. The
Edward M. Kennedy Serve America Act has set a bold vision of expansion, impact,
and innovation for AmeriCorps, and momentum for national service has never been
stronger.
Michigan's AmeriCorps programs will be planning various AmeriCorps Week
projects and events throughout the state. All projects will showcase the power of
AmeriCorps and AmeriCorps alums through service in Michigan, as well as
educate key stakeholders on the role, impact, and potential of national service. For
�the first time, the MCSC hosted two free AmeriCorps Week informational webinars for program directors and
members. These webinars offered project planning tips and resources, as well as the opportunity for participants
to share and connect with their national service peers from across the state.
2010 Michigan's AmeriCorps Russ Mawbv Signature Service ProjectMay14-15
The Russ Mawby Signature Service Project is an annual event. Each year
AmeriCorps members from all around the state join together for two days of
training, teambuilding, and service. By the end of the second day, several projects
are completed, visibly demonstrating the power of AmeriCorps members in action.
This year's project is a partnership with the MCSC, Habitat for Humanity of
Michigan, and the Kalamazoo Valley Habitat for Humanity. The 2010 Signature
Service Project will take place in Kalamazoo on May 14 and 15. At this year's
Signature Service Project, more than 250 AmeriCorps members will come together
to assist with building and landscaping projects in Kalamazoo's orthside
neighborhood.

Welcome and Introduction- Chairman Jim Vella
The M CSC Board meeting was called to order at 9:19a.m. by Chairman Jim Vella. He
gave an overview of the board meeting and retreat. He asked Commissioners to
introduce themselves.
II.
Review and Approval of October 29, 2009 Minutes - Chairman Jim Vella
Chairman Vella asked for a motion to approve the minutes from the October 29,
2009 board meeting. Commissioner Parker moved to approve the minutes;
Commissioner Bloodworth seconded the motion. The motion passed unanimously.
III.
Standing Committee Reports
A. Review Executive Committee minutes from November 12,2009 and January 8, 2010
meetings. Ms. VanDam gave an overview of the budget discussion from the
November 12 meeting, and the recommendations aroLmd staffing. We will eliminate
2 positions -- the Director of Communications and one grants officer position.
However, due to expanding national service opportunities, will proceed to fill the
deputy director position. Chairman Vella asked for a motion to approve the
minutes from the Executive Committee meetings. Commissioner Parker moved
to approve the minutes; Commissioner Bloodworth seconded the motion. The
motion passed unanimously.
B. State Service Plan- Commissioner Lawson explained that the MCSC will be going
into communities around the state to conduct listening sessions to determine the needs
in each of the commtmities and how volunteers can make an impact in addressing
some of those needs. The MCSC will use the feedback from these sessions to draft
the new 3-year State Service Plan.
IV .
Program Updates
A. AmeriCorps
1. Program Update - Jeanine Yard shared that the MCSC received 38 grant
applications requesting AmeriCorps funding for 2010-11. This is the highest
number of applications the MCSC has ever received and include several from new
organizations to AmeriCorps and several from the Detroit area. Seventeen are
recommended for competitive funding and five are being held for possible
formula funding. Those that don't get funded through competitive fimding will be
returned to us and we will consider them for formula funding . The Michigan's
AmeriCorps member celebration was held in November 2009 and we had great
feedback from attendees on the keynote speakers (Jim Vella and Tony Campbell).
The first meeting of the AmeriCorps member council also took place during
November 2009. These individuals are nominated by their AmeriCorps
programs and work throughout the year to promote national service and
AmeriCorps. The MCSC held a conference call with the organization leaders of
the Michigan's AmeriCorps programs. Staff provided them with federal updates
and leaders were able to share organizational accomplishments. This is a great
way to develop their knowledge of AmeriCorps and national service.

�2. 2008 -09 Accomplishments - Ms. Yard shared some of the accomplishments from
the last program year. Those included more than 24,000 students were educated
about environmental issues, over 22,000 volunteers recruited and placed across
the state, another 22,000 individuals were educated in disaster preparedness, and
almost 7,000 people received access to healthcare. Several programs recei ved
additional fimding and members this year through the American Recovery and
Reinvestment Act. Those programs see how much they have been able to
accomplish with the additional members and are asking how they can receive
more members with their regular funding. Members have provided services that
focused on activities that meet commtmity needs such as deconstruction,
weatherization, literacy, foreclosure prevention, tutoring, and disaster education.
Commissioners asked how we are doing according to trends and if we are close to
our target numbers. We might want to have three key stories that will put a face
on the numbers. Ms . VanDam explained that the challenge that ArneriCorps has
had, not only with our state but nationally, is there has never been any
standardized performance measures . Programs develop measures for what they
want but you can't compare one program to another because they are not
measuring the same thing. With the Serve America Act there is a big push to
begin to move in the standardized performance measure area. The CNCS brought
in different workgroups develop standardized performance measures for the
different areas (education, environment, etc). We are aiL'<ious to see what those
are so that we can do a better job of telling our story.
3. ArneriCorps Competitive Funding- Jeanine Yard presented the staff
recommendations for Michigan's ArneriCorps competitive application. The staff
reviewed 36 new applications and 2 continuation applications and are
recommending 15 new and 2 continuation applications be submitted to CNCS for
funding. Staff is also recommending one education only award for approval.
Five of the 36 new applications will be considered for formula. (See memo dated
January 19,2010 from Paula Kaiser VanDan1 for fimding requests and
descriptions.)
Chairman Vella asked for a motion to support staff recommendations for
Michigan's AmeriCorps Competitive funding. Commissioner Collier made a
motion to approve the staff recommendations; Commissioner Bloodworth
supported the motion. The motion passed unanimously with Commissioners
Vella and Lawson (United Way), Campbell (Heart of \-Vest Michigan United
Way), and Collier and Bloodworth (Michigan Nonprofit Association)
abstaining from votes for those organizations due to conflict of interest.
Commissioner Parker asked about the programs that were not recommended for
fi.mding. Two programs withdrew their application due to their capacity to run an
AmeriCorps program. Several of the applicants proposed doing the san1e thing
existing programs are doing. Michigan's AmeriCorps staff will work with them to
collaborate with other existing ArneriCorps programs. With the expansion of
ArneriCorps, the MCSC will keep the other programs for possible fi.Jture funding
opportunities.

�B. Learn and Serve Update- Angelia Salas shared that the Learn and Serve team is
working with staff at Detroit Public Schools (DPS) to expand programming in DPS to
identifY the current status of service and service-learning in DPS. Staff is working on
a survey that will be sent to all DPS principals to identifY which schools are cunently
engaged in service-l earning and what baniers exist for those that would like to
implement it. She also shared that the MCSC's formu la allotment for Learn and
Serve-Michigan has increased by nearly $ 125,000 which will allow us to offset some
of the staff costs that were eliminated in our state general funds. It will also allow us
to ftmd some special initiatives like Science, Technology, Engineering, and
Mathematics (STEM), supporting curriculum work and teacher professional
development. The MCSC will be releasing their RFP soon for the additional fLmding
and would like Commissioners to forward that to schools that might be interested in
service-learning initiatives. The goal is to bring on seven new programs this year.
The Learn and Serve-Michigan ArneriCorps* VISTA has been using social media
(Twitter and Facebook) to expand the way we promote service-learning and connect
with the service-l earning network. The Service-Learning Youth Council (SL YC)
will be engaged in Global Youth Service Day (GYSD) activities. Ms. Salas gave an
overview of the Detroit Service Learning Academy and their service-learrmg
initiatives as Commissioners will be visiting this school today.
The MCSC board meeting recessed at 10:00 am to participate in site visits to
AmeriCorps and Learn and Serve programs. Commissioners returned and the
board meeting reconvened at 3:00pm.
C. Mentor Michigan
1. Mentor Michigan Wave VII Census - Amber Troupe explained that this past fa ll
161 mentoring progran1s completed the Mentor Michigan Census. This is the
highest response rate ever for the Mentor Michigan Census. This wave showed
an increase of over 5,600 youth served and an increase of more than 2,500
mentors . In addition to the increase in youth served and mentors, Mentor
Michigan is seeing an increase of the use of I CHAT, the average duration of a
match, and in programs implementing a minimum of one-hour per week time
requirement.
2. Lloyd Carr VMP Mentoring Awards- Ms. Troupe gave an overview of the
awards ceremony and the five winners. Lloyd Carr will present the awards at a
ceremony on January 25. Mentor Michigan wi ll be able to use these stories to
share the impact mentoring is having.
3. Mentor Michigan Strategic Plan - Commissioner Tony Campbell, Chair of the
Mentor Michigan Strategic Planning Committee, gave an update on the strategic
plan. He pointed out the touchstone questions that were critical to answer to have
a strong strategic plan that could achieve the goals of mentoring in the state and
gain long term suppmi. The committee identified a vision and mission statement.
Research has shown that Mentor Michigan has been able to increase the number
of mentors in the state and providers fe lt that the association with Mentor
Michigan it has raised the credibility of mentoring throughout the state.
According to some of the trends, the number of youth served has increased, the
quality of mentoring has improved with the emphasis on the Mentor Michigan
Program Standards for Youth Mentoring, and the placement of ArneriCorps

�members with mentoring organizations has increased the quantity and quality of
mentoring matches, and the focus that the impact of mentoring moving from
"mentoring is nice" to "mentoring is necessary", and the recmitment of men
continues to be a challenge. He also stated that the top 15 perf01ming
organizations (ranked by the number of children they serve) accounts for more
than half of the children served in Michigan. So the question remains do you
focus on these 15 organizations to increase their capacity or do you boost up other
groups to help them increase their capacity. There are four major goals of the
strategic plan: capacity building within mentoring organizations; target
mentoring program capacity building eff01is in underserved commtmities;
develop, leverage and connect resources and partners to strengthen the impact of
youth mentoring programs; and build awareness and grow the youth mentoring
movement. The committee broke out into four teams to identify objectives within
each of the goals. It will be important to identify Return on Investment (ROI)
data and share that with key stakeholders.
D. Inclusion I Cross-Stream Update- Megan Sargent explained that the MCSC will be
conducting more cross-stream training due to the changes in the PDAT funding. The
MCSC has recently established a Cross-Stream Advisory Committee made up of
members from the different national service streams of service in Michigan. We
have a Cross-Stream AmeriCorps* VISTA who is helping to develop an online
database for all national service programs in Michigan so that the public will be able
to find programs in their areas. These cross-stream efforts will help us tell the full
picture of national service in Michigan. Ms. Sargent also gave an update on
Inclusion efforts including the AmeriCorps*VIST A member in our office, the
Statewide Inclusion Team, and the new Inclusion e-newsletter that will be distributed.
E. Communications- Elyse Walter shared information on the 2010 MLK Jr. Day of
Service. The MCSC partnered with several organizations to increase participation in
the armual MLK Day of Service in Michigan. Organizations posted projects on a
website for public viewing. The MCSC Communications Team will be reaching out
to Michigan legislators via monthly emails to build relationships with them and to
share the work of the Commission and our initiatives.
F. Governor' s Service Awards - Janice Harvey distributed a potential sponsors list for
2010. Commissioners are encouraged to review the list and let Janice know if they
have any additions, changes, etc. Commissioners will be notified once the sponsor
letters have been mailed so they can begin follow-up phone calls. GSA nomination
forms were also distributed and Commissioners were asked to share with other
organizations. The event will take place in June.
V.
CNCS I National Service Update - Paula Kaiser VanDam
A. FYlO Budget- Ms. VanDam stated that the CNCS budget is final. Important to note
is the increase of 10,000 AmeriCorps members, $2 million in Learn and Serve to
support a new Summer of Service program, and funding to support the new programs
that were established through the Serve America Act.

�B. Jobs Bill- The House passed a new jobs bill including $200 million for the
expansion of ArneriCorps which would support an additional 25,000 members. The
Senate has not taken the bill up yet.
C. Cities of Service - Mayor Bing (Detroit) has signed on to the Cities of Service
initiative and will join other Michigan mayors from Flint, Grand Rapids, and
Muskegon. Detroit applied for the for the Rockefeller Center $200,000 Leadership
Grant and were funded. Ms. VanDam helped draft their application. The MCSC will
work with their office to help ensure they are successful in their efforts. The grant
will support the hiring of a Chief Service Officer.
D. CNCS State Office Update - Evan Albert shared information on projects that
ArneriCorps*VISTA members participated in on MLK Day of Service. The
confirmation hearing for Patrick Corvington, the President's nominee for CEO for
CNCS, will take place in late January or early February. They will partner with the
MCSC to host an ArneriCorps*VIST A training in March.
E. Michigan ' s Giving & Volunteering Event- Kyle Caldwell stated that the event will
take place on April 22 at the State Capitol and will recognized legislators for their
commitment to service. Ms. VanDam also shared that the MCSC board meeting will
take place that morning. Then Commissioners are invited to attend this event and
then participate in legislative visits to share the impact funding has in their districts .
Commissioners thanked Jackie Taylor for her service as Interim Director for the
Michigan Campus Compact as this was her final MCSC meeting.
VI.
Financial Report - Garry Gross gave an update on the MCSC financial statement for
FYI 0 for the first quarter.

A. Report Out and Adoption of Recommendations - Chaim1an Vella gave an overview
of the recommendations from the MCSC board retreat. He asked for a motion to
approve the recommendations. Commissioner Parker made a motion to approve the
recommendations from the retreat. Commissioner Collier supported the motion; the
motion passed tmanimously.
