This is only my opinion. Over the short period I have served on MCSC, I have recognized a consistent pattern in our meetings - quarterly as well as annual retreats. At the retreat, we set many goals vis-a-vis brainstorming, which I think is essential in processes. Like a funnel of great ideas, we should have left the retreat with one or two "Action Items" or committed/ consensus driven "Actionable Plans." I left overwhelmed, more for the staff. Like Aespo's fable, Lioness & Vixen, it was questioning quantity or quality??? At the end of the retreat, I sat gazed. First, I thought, every year we do this & re-brainstorm rather than monitoring progress-to-date . Then, I asked myself, what is our core "business" principle(s), and how will this board/retreat assist in enabling it to ACT on the "aha !dea(s)" we had. We left with ideas but no action plan; partly because we had too many things to set in motion to act upon, maybe? If I was the author of MCSC meetings, I would envision that every MCSC meeting after a retreat is not just about "updates," which I believe is incumbent upon all of us to have read beforehand -come with questions not being eductaed on the subject, but to talk about the progress of our retreat goals/ aspirations to what steps we need to take next. In my head, the one-to-one mapping was missing . Meaning, our ideas to the solutions or at least the solution development plan. Every month should be, at least in part, a session on "Goals : Action. " We have to hold ourselves accountable for the progress of MCSC retreat "stated deliverables", a team driven collaborative, to execution . I look at my own career as an business enterprise . I always ask myself, how do I transform my creative ideas into lucrative enterprises (MCSC goals) . We must assist the staff, the organization & MCSC/the retreat goal with development on its "capacity." This is NOT to say that the staff or MCSC is not doing tremendous work, thus far . This is ONLY meant to say that our board has defined/outlined the relationship between the adaptable, realisti c solutions to action steps to execution. Each state is allowed to submit AmeriCorps applications to be funded out of the competitive dollars. There is no guarantee that states will receive any of the competitive dollars. In addition to the competitive funds all states receive ArneriCorps formula dollars based on the state's population. We have not received our 2007-08 Formula Allotment from CNSC yet but anticipate it being similar to last year $2,723,228. Our AmeriCorps competitive package is due to CNCS on January 25, 2007. We will be notified on May 15, 2007 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively we will then decide which programs to support with our formula dollars. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. Due to projected level funding for 2007-08 and at the advice and counsel of the MCSC Funding Committee, the MCSC did not run an open application process this year. However, we did invite four applicants to re-apply who scored well on their 2006-07 comprehensive applications, but were ultimately unable to be funded. Only one of those programs (Huron Pines) chose to pursue the competitive application process. We also invited six of our current formula funded programs to submit a competitive application. Four formula funded programs accepted our invitation and submitted competitive applications. 1 �Guidelines were issued to applicants on October 31 , 2006. First drafts of the comprehensive applications were due to the MCSC via eGrants on December 15, 2006. Ten applications were received, a full staff review was conducted, and feedback was returned to applicants on or before December 22, 2006. Revisions were due to the MCSC on January 10, 2007. The staff reviewed the ten Comprehensive Applications and is recommending that all of them be included in the MCSC competitive application submission to the Corporation for National and Communit)iService on January 25, 2007. Of the ten applications received, five are currently in the third year of a competitively funded grant: BHK Child Development, City Year Detroit, Good Samaritan Ministries, Michigan Department of Agriculture, and Michigan State University Extension. Three of the remaining applicants are currently in the third year of formula funded grants: Communities in Schools Detroit, Jumpstart Michigan, and Michigan Primary Care Association. One applicant is Huron Pines, a potentially new program in the Michigan's AmeriCorps portfolio, mentioned above. Finally, the staff is recommending that one of the currently formula funded programs, Michigan Habitat's AmeriCorps program (in its first year of its current grant), be included in our competitive funding submission. These ten programs are recommended based on the overall quality of the application and their ability to meet the federal funding priorities (services to youth, engaging baby boomers, disaster preparedness and relief, and faith-based initiatives). Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All final revisions are due to MCSC on Tuesday, January 23, 2007. The staff is reviewing the revisions to ensure all issues are addressed. The MSU Extension AmeriCorps Programs is applying for its seventh year of funding. Traditionally, they have operated a 20 member program with an average budget of$250,000. This fall the MCSC asked them to consider merging the Mentor Michigan AmeriCorps program operated by the ConnectMicl:iigan Alliance with their mentoring AmeriCorps program. The Mentor Michigan AmeriCorps program is currently in its second year of operation and has experienced some significant administrative challenges including substantial staff turnover. MSU Extension agreed to take over the Mentor Michigan Program. However in the negotiations they expressed their concern about being able to meet the Year 7 match requirement given the substantial size of this merged program. They asked that we allow them to come in at the Year 4 match requirement for the 2007-08 program year and continue to move up the match chart accordingly over the next three years. The staff believes that this is a fair request given the significant expansion of the program and the limited amount of time they would have to raise the additional match requirement. The members of the MCSC Funding Committee concur with the staff. Michigan's AmeriCorps Education Award Onlv Application Background The Michigan Campus Compact's Education Award Only AmeriCorps program is recompeting for funding for the 2007-08 program year. All partner sites will consist of schools and community-based organizations in Michigan's upper peninsula. Members will work with 300 struggling K-12 students to increase their scores in the subject tutored by one-halfletter grade, with a goal of achieving success for a minimum of 70% of those tutored. Members will enhance youth mentoring programs for 300 students in grades 6-12, with 70% of those served indicating (via survey) improved 3 �skills in conflict-resolution, social skills and character development. Members will also develop and enhance programming for 150 youth ages 0-5 , with the goal of increasing school readiness skills among at least 70% of those served. Finally, members will recruit 2,000 community volunteers, providing 12,000 hours of service in support of daily program activities and community-wide service projects. City Year Detroit Counties Served: Oakland, Wayne City Year Detroit AmeriCorps requests $580,744 to engage 55 Full Time members to improve academic performance and attitudes toward learning to students in the Detroit Public Schools though tutoring and in-class support in 2007-2008. Members will deliver services to 1,600 youth in grades K-8 through one-one-one and small group tutoring, resulting in 75% of students improving their academic performance by at least one test level. Members will also engage 1,120 volunteers to serve 13,280 hours in support of service-learning projects, on-going service opportunities, and large-scale service days such as Martin Luther King Jr. and Make A Difference Days. Young Heroes and City Heroes, signature City Year programs, will have members facilitating 14-weeks of service-learning and leadership development programs for 50 middle school and 50 high school youth through weekend sessions in addition to serving 700 youth through the after-school program component Communities in Schools Detroit - the readetroit corps Counties Served: Wayne The readetroit corps AmeriCorps program is requesting $327,600 to enroll26 Full Time members to serve elementary schools within the Detroit Public Schools system. Members will provide a wide range of literacy and enrichment activities to at least 480 students over the course of each year in order to increase excitement about and interest in reading, with a resulting demonstrated increase in reading skills. Members will recruit, train, and support 250 community volunteers to provide students with tutoring and mentoring services, in addition to other community activities. Members will participate in a wide range of professional and citizenship development training opportunities and activities. Good Samaritan Ministries- AmeriCorps Faith in Youth Counties Served: Ottawa, Allegan -greater Holland and Zeeland areas The AmeriCorps Faith in Youth Partnership is requesting $170,369 to engage 10 Full Time, 4 Half Time, and 4 Quarter Time AmeriCorps members to establish mentoring and after-school programs for children attending the area's six middle schools. The goal of the Partnership is to improve academic achievement and promote a sense of well being, particularly for youth at-risk due to isolation or poverty. The program will be supported through partnerships with local churches and faith-based organizations. The churches will host the AmeriCorps members, provide volunteers, and provide space for the youth activities. The program will help 75% of the 460 youth served achieve positive behavioral changes, as measured by youth surveys. A total of 50 new community volunteers will be recruited, and 100 existing volunteers will be supported, in order to serve as mentors, provide academic assistance, or assist with after-school programming. Overall the goal of the program will be to establish Neighborhood Alliances to foster "connectedness" between caring adults and local youth. Habitat for Humanity of Michigan -Michigan Habitat's AmeriCorps Program Counties Served: Berrien, Calhoun, Huron, Ingham, Jackson, Kalamazoo, Lapeer, Macomb, Monroe, St. Clair, and Wayne. The Michigan Habitat's AmeriCorps Program is requesting $387,312 to enroll22 Full Time, 15 Half Time, and 14 Quarter Time (450 hours over the course of 12 months) members to provide volunteer 4 �coordination, construction, and family service support to twelve Habitat for Humanity affiliates throughout the state. Members will serve as family support liaisons for I 00 new families by supervising them in their sweat equity as well as their required pre-occupancy training requirements, with 72 successfully completing their sweat equity and training in order to move into their homes. Members will recruit and manage 7,000 new volunteers annually who will provide 42,000 hours of service in support of local Habitat for Humanity affiliates. I ,000 of those volunteers will return to volunteer on an ongoing basis. Members will also serve as construction liaisons to improve the safety, training and satisfaction of construction volunteers, in order to increase the number of trained volunteers returning to serve. Huron Pines Counties Served: Alcona, Alpena, Cheboygan, Crawford, Iosco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle, Roscommon Huron Pines, a nonprofit dedicated to conserving the forests, lakes and streams of northeast Michigan seeks $125,805 to engage 10 Full-Time AmeriCorps members to serve with regional watershed partner organizations in the areas of organizational development, volunteer recruitment and public outreach in 2007-2008. Members will develop and implement shore or stream bank erosion control practices to preserve 1,500 linear feet of Michigan coastal /stream land. AmeriCorps Week is a weeklong, nationwide event designed to bring more Americans into service, salute AmeriCorps members and alums for their powerful impact, and thank the community partners who make AmeriCorps possible. Commissioners will be asked to formally present the Governor' s proclamation for programs holding an opening ceremony or project kickoff. With the help of Michigan' s Learn and Serve Program Officers, Michigan' s AmeriCorps Member Council (Inter Corps Council) representatives will be matched up with high schools that do service-learning to present AmeriCorps as a post graduate opportunity. There will be a 15-minute presentation at the opening plenary to spotlight AmeriCorps in Michigan. AmeriCorps Week: 100 Hours ofPower On-site Service Project o Space is being provided for conference participants to help make fleece blankets, which will be donated to Haven House (a Lansing nonprofit). o Each conference participant will be asked to give 15 minutes of service to the project at some point over the two days. The MCSC will track service minutes with the goal being a total of 100 hours. o Each person who serves will receive an "I Served!" sticker (similar to the sticker people receive on voting day). o At the closing plenary, an AmeriCorps member will announce the total amount of time conference participants served along with the number of blankets made. o AmeriCorps members wearing their "grays" will be stationed at the project to talk to participants about AmeriCorps and national service. The primary focus of this project will be "The Box." The Box is an 8x8 structure with a Plexiglas wall that will be located outside a local bookseller. This box will not only house an individual reading 24 hours a day for 4 days (1 00 hours), but it will also act as the collection point for book donations. The books will be donated to after-school programs and local organizations that serve children and families . AmeriCorps members and community volunteers can sign up for one-hour shifts to read in The Box. There will be additional activities such as a children's story hour, visits from local celebrities, and bookshelf construction projects . In partnership with the Ottawa County Parks and Recreation Conservationist, youth, volunteers, and AmeriCorps members will gather for a Dune Preservation Day. This service-learning project will involve environmental education, planting dune grass, beach/dune clean-up, fixing/adding fencing, and a celebration cookout to end the day. This service project will take place at Muskegon's Women and Children's Rescue Mission. Participants will help renovate a women's shelter room into a comfortable study lounge. The shelter provides more than 15,000 nights of lodging for residents annually. An open house on Thursday afternoon at 3:00pm will showcase the impact of national service members in Muskegon. AmeriCorps members will serve as helping hands at Benton Harbor High School from May 14-16. Members will then participate in a service project in conjunction with the United Way's Day of Caring on May 17. AmeriCorps Week will also include service and outreach at Gateway Vocational and Rehabilitation Center. The Ionia County AmeriCorps team has adopted a theme of "AmeriCorps Joining the Community in Celebrating Everyone Who Is Involved ." Project activities include : creating two new connector trails; clearing trees; repairing and installing fencing ; planting shrubs to prevent ORV access ; removing existing structures and debris; seeding and mulching ; removing exotic landscape plants ; and planting seedlings and saplings . AmeriCorps members (either ind ividually or in small groups) will conduct disaster preparedness presentations . Most presentations will take place in publ ic schools where members serve, as well as Learn and Serve classrooms . Visibility • Statewide and local press releases will be disseminated during Michigan's AmeriCorps Week (May 13-20) highlighting AmeriCorps service and community activities. Media, commissioners, and elected officials will be invited to participate in local events. First Gentleman Mulhern will attend the Grand Rapids event, which is a literacy project including 100 straight hours of reading, a book drive, and more. · • The Russ Mawby AmeriCorps Signature Service Project (June 6-7) is partnering with Habitat for Humanity Detroit to complete projects in the Core City Neighborhood, just west of the old Tigers Stadium. A media advisory and press releases will be distributed. Local media and elected officials will be invited to participate. Grantees will be provided a sample press release to locally publicize their involvement. • The Governor's Service Awards (June 20) are Michigan's premiere statewide volunteer recognition. This top-notch celebration requires detailed event planning and has multiple public relations opportunities. Press releases announcing finalist, event details, and winners are distributed. Media is invited to the event. Elected officials from the finalists ' communities will be invited to the event, and we use this opportunity m educate them about the MCSC and the critical work of volunteers. We also engage sponsors and educate them about the MCSC. The messaging for this year's event focuses on the importance of volunteers, especially during Michigan ' s economic challenges, and on the fact that the event is fully funded through private contributions. • The MCSC website will be redesigned to make it more user friendly for the MCSC grantees. Education • During AmeriCorps Week, all elected officials and funders will receive the new AmeriCorps brochure. Many grantees will pay visits to targeted elected officials to educate them about Michigan ' s AmeriCorps. • Thee-newsletters share information with key constituents, elected officials, and other partners and friends . MCSC-News is distributed bi-monthly and Mentor Michigan News and Views is distributed monthly. These newsletters also provide support and resources for our programs. • Commissioners will be provided with talking points that will support their outreach activities as they discuss critical funding issues and the MCSC Annual Report. Engagement • AmeriCorps Week will engage members, AmeriCorps alums, and community volunteers in local projects. • The Governor's Service Awards will encourage others to volunteer. Research shows that volunteer recognition leads to volunteer retention. • The Men in Mentoring Recruitment Camp~ign will increase the number of male mentors and promote the need for mentors of all kinds. It will engage mentoring programs, mentoring collaboratives, and the media. • The MCSC is spearheading an initiative that is working to increase baby boomer's participation in volunteer activities. This initiative includes the ConnectMichigan Alliance, Volunteer Centers of Michigan, AARP Michigan, Michigan Nonprofit Association, Corporation For National and �Community Service - State Office, Department of Human Services, Office of Services to the Aging, Michigan Association of Foster Grandparent and Senior Companion Programs, Community Foundation of Southeast Michigan. Growth • ·An online AmeriCorps Week toolkit will help grantees increase their local visibility during AmeriCorps Week and beyond. • At the Service-Learning Symposium (June 20-21) participants will engage in sustainability dialogue and strategic planning, learn the latest promising practices and hear from national leaders. They will also develop action plans to build their organization's capacity and increase community support. The Symposium is being held at the Hilton Garden Inn in Detroit. • The Service-Learning Urban Institute (August 2-3) will increase Michigan' s capacity to engage urban schools in service-learning. It is·being held at Wayne State University. • The Mentor Michigan Conference (October 24) will provide training, resources, and support for mentoring programs across the state. We will also engage the media around the benefits of mentoring and the need for mentors. • The Men in Mentoring Symposium (date TBD) will engage participants in dialogue about effective ways to recruit male mentors. VanDam MEMORANDUM l ',_,1• (_ T O: Members of the Michigan Community Service Commission Executive Committee FROM: Paula K VanDam, Acting Executive Director DATE: March 16, 2007 RE: Summary of March 16,2007 Executive Committee Meeting The following is a summary of the meeting of the Michigan Community Service Commission Executive Committee held via conference call on Friday, March 16, 2007. The meeting was called to order at 10:05 a.m. Members present: Russ Mawby, Bernard Parker and Kari Pardoe. Staff present: Paula VanDam and Janice Harvey. MCSC Retreat Follow Up Paula VanDam explained that MCSC staff is working on a work plan for the four priority areas that came out of the retreat (Visibility and Education, DRS priorities, Advocacy/Public Policy, and Recruitment). They will present the goals and what roles Commissioners will play around these areas at the April board meeting. Advocacy: Voices for Service sent out a national service funding letter this week asking for Congressional members to sign on. Michigan Congressmen Conyers and Dingell both signed on. Ms. VanDam also worked with the Governor's Washington DC office and Commissioners Laurie Stupak and Marsha Smith to help get Congressional members to signon. The MCSC will try to get more Michigan members to serve on the National Service Caucus with a letter from Chairman Mulhern asking them to participate. Currently, Representative Thad McCotter is the only Michigan member on the Caucus. The MCSC is in the process of sending the Annual Report out to all Michigan Legislators. A Public Policy Platform will be presented at the April Board Meeting for approval. �.· Recruitment: Ms. VanDam informed Commissioners that a meeting has been scheduled for April 18th with major players in the volunteer field to begin discussions on how to increase the capacity of nonprofits to engage more volunteers, especially baby boomers and seniors. They will work to develop a comprehensive plan to use across the state. Governor 's Service Awards Update Paula VanDam gave a quick update and shared that we are still looking for a headliner for the awards ceremony. The GSA Committee will confirm a date by April 4th if a headliner has not been confirmed. We currently have raised $17,500 with another possible $15,000 from State Farm Insurance. They will call back soon with their commitment. Mentor Michigan Update Kellogg Funding: Paula VanDam shared that the Kellogg Foundation has approved the MCSC grant request. This grant will provide resources for the recruitment of male mentors through college campuses, business and corporations, the development of strategic partnerships with the media and working with local mentoring programs/collaboratives to pilot male recruitment campaigns. Some of the Kellogg funding, along funds from the John Hancock grant, will be sub-granted to mentoring organizations for this effort. Bob Kahle has been conducting conference calls gathering information on successful (and nonsuccessful) efforts during the January male mentor recruitment challenge. He will present those findings to the MCSC soon. Mentor Michigan will pilot some ofthe successful efforts with male groups (fraternities, 100 Black Men, etc) to-help recruit more male mentors. There were 300 male mentors recruited during January. Michigan Campus Compact Challenge: Chairman Dan Mulhern spoke at the President's March meeting to re-challenge them to recruiting 3000 new mentors. He also spoke on establishing better reporting of mentors (tracking systems). Corporate Opportunities : Consumers Energy is ready to launch their mentoring program in partnership with Big Brothers Big Sisters in Jackson and Jackson Public Schools. Mr. Mulhern will be attending their kickoff event on April 16th. Charter One Bank also contacted the MCSC to inform us that they are exploring using mentoring as their signature volunteer opportunity for employees. The MCSC will work with them on the project. April MCSC Board Meeting Paula VanDam asked for suggestions on agenda items for the April MCSC Board Meeting. Committee members suggested retreat follow-up. MCSC staff will present goals, measurables and priorities. Other agenda items will include an updates on the CMA/MNA merger, Mentor Michigan, Governor's Service Awards, Urban Initiative and Urban Institute, AmeriCorps Week and the Signature Service Project in June. ED# 2007-10 -Subject: Special Monitor for State Purchasing. Overview: To appoint a person to monitor state purchases to help assure that state departments and agencies continue to identify and implement administrative efficiencies and economies relating to the purchase of goods and services. Impact on MCSC: Limited. The special monitor has implemented new processes for approvals prior to purchasing or making paYJilents. MCSC does very limited purchases besides normal office operations. There-may be some delays in payments or purchases that meet the requirements for exemptions. ED # 2007-11 -Subject: Moratorium on State Grant Expenditures. Overview: A moratorium is imposed on the expenditure of funds in the form of grants to persons or entities. Grant expenditures shall be deferred and limited only to the most essential requirements. - Impact on MCSC: This ED stands to have the biggest impact on MCSC and it's programs. We are working with DRS to gets our grants exempted based upon the Governor's guidance that a grant is necessary to protect budgetary savings or to protect existing state revenue or secure additional state revenue. All of our grant funds fall under this exemption as our federal funds budgeted for grants can only be used to support our sub-grants. ED# 2007-12 -Subject: Moratorium on State Employee Training Expenditures. Overview: All expenditures for training of state employees shall be deferred and limited to only the most essential requirements. Impact on MCSC: Limited, as our budget for employee travel has been limited during the last couple of tough fiscal years. Approval of training for our programs will be slowed down as a result of the ED, but the expenditures fall under grant is necessary to protect budgetary savings or to protect existing state revenue or secure additional state revenue. �ED# 2007-13 -Subject: Moratorium on Statewide Hiring, Creation of New Positions, Filling Vacant Positions, Transfers, and Promotions. Overview: All departments and agencies are prohibited from hiring employees into the classified state civil service or unclassified positions within the executive branch of state govei-nment; creating new positions within the classified state civil service or new unclassified positions; and filling new or existing vacant positions by external hire from outside state government, transfer or promotion between state departments or agencies, or internal promotions within a department or agency. Impact on MCSC: MCSC will not be able to fill any positions that may come open for the rest of the fiscal year. Impact will depend of staff turnover during this period. Historically, MCSC has experienced low turnover rates. I do not expect this trend to change in the near future. ED# 2007-14 -Subject: Moratorium on Performance Pay Awards. Overview: For the rest of the fiscal year, no department or agency may expend any funds for "Performance-pay awards" authorized under Department of Civil Service Rule 53.4(c) (2). Increases in base salary or lump sum aw;gds under the rule are prohibited during this period. Impact on MCSC: None, MCSC has no employees on the Performance for Pay program. ED# 2007-15 -Subject: Collecting Revenue Payable to the State of Michigan. Overview: Departments and agencies are directed to take all feasible actions to enhance the collection of amounts owed the State of Michigan for the remainder of the fiscal year. Impact on MCSC: Very limited. MCSC only collects a limited amount of revenue from trainings held during this year. These fees are to offset expenses ofthe training and do not impact the state's budget. ED# 2007-16 -Subject: Reduction of State Expenditures for Periodical Subscriptions and Other Subscription Services. Overview: Effective immediately, and through September 20, 2007, a moratorium is imposed on all expenditures for periodical subscriptions or other subscription services. Impact on MCSC : None, MCSC does not have any current subscriptions that require payments. �ED# 2007-17 -Subject: Restrictions on Purchase of Non-Essential Supplies, Material, Equipment, Printing, or other Products. Overview: For the remainder of the fiscal year ending September 30, 2007, the purchase of, _ o~ contracting for, all supplies, materials, equipment, printing using outside vendors, or other products shall be deferred and limited to only the most essential requirements. Impact on MCSC: Moderate. MCSC already reviews and limits all purchases and printing needs to essential requirements. As a result of this ED, we will also look at our requirements to make sure that each purchase is something that we must have in this fiscal year for training or to keep the office r:unning. ED# 2007-18 -Subject: Moratorium on Service Contracts and Use of Temporary Employees. Overview: For the remainder of the fiscal year, contracts for services or the use of temporary employees financed with state funds shall be deferred and limited to only the most essential requirements. Impact on MCSC: None, MCSC does not have any ~ontractual or temporary employees. ED# 2007-19 -Subject: Travel Moratorium. Overview: For the rest of this fiscal year, a moratorium is imposed on all out of state travel, and restrictions are placed on in-state travel to limit it to necessary for the effective and efficient operation of state government. Impact on MCSC: Moderate. The majority ofMCSC's employees travel is for site visits, which are exempt from the ED as a result of the following exception. This travel is necessary to protect budgetary savings or to protect existing state revenue or secure additional state revenue. The site visits are a requirement of our grants and have to be performed. The award finalists are: Governor George Romney Lifetime Achievement Award This award, the most prestigious of the Governor's Service Awards, honors an individual who has taken his or her volunteer service to the highest level-year after year. Individuals nominated in this category have made service a way oflife for many, many years. The finalists are: Fred Bentz of Ann Arbor has been serving the VA Ann Arbor Heathcare System for more than 46 years in numerous capacities and has accumulated more than 19,300 hours of service. He has done everything from bugle performances at the V AAAHS groundbreak:ing ceremony to providing guidance for outpatients. Fred has volunteered at the Graf-O'Hara Veterans of Foreign Wars Post 423 where serving other veterans is his greatest pleasure. He was the administrator of a special fund to provide emergency services to indigent veterans and their families. He has also been involved with funeral details by playing taps and ensuring veterans receive a proper and dignified burial. He is a self-taught musician and helped organize the Ambassadors of Good Will, a sixteen-piece band that played at VA hospital functions. He has also been involved with the Music Makers, a five-member band that performs at nursing homes, hospitals, and senior centers. Lenore Croudy of Flint moved to the community jn 1966 and immediately began 39 years of service as an educator and community volunteer. Her deep corllinunity involvement stems from a determination to make life better for all and to ensure minority youth are exposed to the activities that enable them to live an engaged, active life. Early in her career, she took her students on field trips during her free time, using her own money. She organized block clubs and neighborhood associations, developed diversity workshops for teachers, and got involved with political campaigns for area school board candidates. She created the Youth Leadership Institute, which teaches African-American students community leadership. She has served on multiple boards including the Mott Community College, YWCA, Center for the Visually Impaired, Michigan Community College Association, Salvation Army, and Voluntary Action Center. She has been involved in many more community endeavors all designed to enhance life in the Flint area. Margaret Demant of Huntington Woods was born in Germany in 1926. She volunteered with Jewish Family Service's New American Immigrants program in the 1970's because of her childhood experience with KinderTransport-a system that transported children out of Germany, Austria, Czechlovakia, and Poland. She helped develop programs to help others access fmancial assistance, navigate through the immigration system, and receive services such as homecare and transportation. She was an active board member and also tutored immigrants in the English language and American culture. She is also well known in the art world. After witnessing the riots in Detroit in 1967, Margaret wanted to gain a better understanding of the rage felt by the African American community. She looked to the art world and learned that there is not an African word for art, because in Africa art is not about hanging pieces for display it is about human function. She has used this appreciation as an active board member and trustee of the Detroit Institute of Art for more than 30 years. She has also helped ease discrimination against women in the business world of interior design. She was involved with the International Furnishing and Design Association and has served in many leadership roles. James R. C. Hazel, Jr. of Battle Creek began volunteering as a boy scout when his troop leader modeled the practice of doing one good deed daily. He is still active with scouting today as council board chair and coordinator for troop #322. In 1990, the cancer death of his 28-year-old daughter led him to the Battle Creek Community Foundation where he and his wife established a legacy in her honor. Since then, Jim has been one of the foundation's most active volunteer leaders and is now trustee emeritus ofthe foundation. Through the years, Jim has helped create the Kellogg Youth Development Seminars, served on the Calhoun Technical Center Advisory Board, and expanded the Battle Creek Leadership Academy. He has served the United Way, Chamber of Commerce, Shriners, Rotary Club, and the Food Bank. Billy J. Joseph of Kentwood has demonstrated a commitment to service in every community he has lived for the past 62 years. He has lived in Kentwood for 35 years, where he spends 15 to 20 hours a week in the Kentwood schools meeting with students one-on-one or in small groups to motivate and support them. He is an ideal role model, and he created a mentoring program for at-risk students to be matched with business professionals. He has also served on the Kentwood Board of Education, Grand Rapids African American Roundtable, Kentwood Community Church Outreach Committee, Kentwood Rotary, Grand Rapids City Planning Committee, and more. Bill has successfully beaten two serious bouts with lung and prostate cancer. Exemplary Community Service Program Award This award acknowledges the importance an organization or club makes in community life. The nominees in this category strive to make communities better places to live through a variety of activities or by focusing on one issue of-primary importance n their community. Schools, faith-based organizations, national service programs, nonprofit organizations, and service clubs are potential nominees. The finalists are: Brother Dan's Food Pantry of Petoskey is a ministry of St. Francis Xavier church and has been serving nutritional food to the needy since 2003. The program provides clients with three full days of balanced meals for breakfast, lunch, and dinner. The clients are provided with a planned menu, choose groceries from the pantry shelves, and prepare their own meals at home. The pantry is totally staffed by more than 150 volunteers who keep things running smoothly. They stock and cle.an the pantry, pick up gleaned food from local merchants, grocery shop, fund raise, deliver food to the homebound, plan menus, weigh and measure ingredients, and serve pantry clients. In 2006, the pantry served more than 79,600 meals. The $3 ,000 per month needed to operate the pantry is raised from contributions received from St. Francis Xavier parishioners and community donations. Kids Food Basket of Grand Rapids makes sure that children have a nutritious and tasty meal every weekday year round. Founded in 2001 , Kids Food Basket (KFB) provides more than 1,000 children with a delicious sack supper daily. When combined with the school breakfast and lunch program, the children are receiving proper amounts of calories and the daily-recommended nutrition. With only two paid staff members, KFB relies on its more than 75 daily volunteers to assemble, pack, and deliver the meals to eleven locations throughout Grand Rapids. Each year, more than 800 volunteers- ranging in age rrom 4 to 104---serve KFB. Approximately 40 percent of the volunteers are under the age of 18. These young volunteers facilitate food drives, assemble meals, hold "coins for kids" drives, decorate the food bags. The adult volunteers come from all background, ethnicities, vocations, and walk of life. There are currently five vocational programs volunteering with KFB . Together these volunteers gave more than 13,500 hours and served more than 154,000 meals. Michigan Habitat's AmeriCorps Program, based in Lansing, has members serving in local Habitat offices in 15 counties. The AmeriCorps program has enabled many Habitat affiliates to increase the number of houses they build each year. AmeriCorps and VISTA members serve as construction liaisons, volunteer recruiters, family support members, and VISION 2020 coordinators- a project focused on eliminating substandard housing in targeted areas by 2020. Many are also able to assist with fund raising, grant writing, "ReStore" development. Each member also creates a legacy project, which is designed to leave a system in place that will continue to improve the local Habitat' s capacity after the member' s term of service is complete. Since 2000, members have provided more than 160,000 hours of service, built 500 homes, and recruited more than 28,000 volunteers who served more than 164,000 hours. Since 2003 , Habitat' s AmeriCorps has hosted the Russ Mawby Signature Service Project (SSP), which brings together hundreds of AmeriCorps members from throughout Michigan for a blitz build. Through the SSP, A.meriCorps members have worked on more than 20 houses in Battle Creek, Benton Harbor, Port Huron, and Grand Rapids. Tuesday Toolmen of Kalamazoo is an energetic group of 16 dedicated volunteers who use their skills to address home safety issues and provide barrier free renovations for senior citizens and individuals with disabilities. These RSVP volunteers do electrical, plumbing, and roofmg work, replace doors and windows, and install deadbolts, smoke and carbon monoxide detectors, grab bars, and wheelchair ramps. Their skills allow many low-income seniors to remain safely in their own homes and prevent premature placement in assisted living facilities and nursing homes. Last year these civic-minded gentlemen volunteered 1,700 hours by repairing 128 homes, making 11 barrier free modifications, and completing 10 home safety evaluations. This model program is now being replicated in other communities. Tuesday Toolmen have been serving their community for 11 years. The program's focuses mainly on cancer patients and includes other appearance-related challenges such as alopecia, hydrocephalus, lupus, and trichotillomania. Wigs 4 Kids, founded in 2003 , helps children who struggle with social acceptance based on their physical appearances by providing customized wigs and services at no cost. Children are also educated in the care and maintenance of their wigs. Volunteers are the backbone of Wigs 4 Kids by keeping administrative costs down, helping with community involvement and awareness, and increase the services provided. Each week, the volunteers provide 30-40 hours of service. Exemplary Volunteer Service Award This award is reserved for an individual who strives to improve the lives of neighbors, friends, community, or congregation. Individuals nominated for this award could be adults, national service members, educators, and more. The finalists are: Mollie Barrett ofMt. Clemens has been caring for her neighborhood, church, and community for more than 37 years. "Miss B" has helped hundreds of families In the metro Detroit area by collecting and distributing clothes, hygiene items, and food. It is estimated that last year alone she gave more than 6,000 pieces of clothing and more than 400 pairs of shoes from a giveaway site on her front lawn. To encourage people to recycle their gently used items, her favorite saying is, "It' s easier to clean your closet than your wallet." She has volunteers to help her with her work, and many who once came to her for assistance are now volunteering. Despite crippling rheumatoid arthritis and osteoporosis, Miss Buses a cane, walker, and occasionally a wheelchair, in order to continue helping others. She also assists her church with the Soup, Sandwich, and Shower on Sundays program, which cares for the homeless with a hot meal, shower, and fresh clothes. Amy Butler of Eaton Rapids has been changing lives by volunteering since she moved back to her community after college graduation. She has been a member of the Eaton Rapids Alliance for Substance Abuse Elimination, provided expertise and assistance to convert all school buses and municipal equipment to biodiesel fuel, and coached A YSO soccer and swim teams. She has been a member of the Order of Eastern Star for more than 30 years, has been actively involved with Relay for Life, served on the planning committees for several community festivals, and helped the community create a plan to bring arts and cultural to the community. She has taught community members how to install rain gardens and to do things that will protect the river. The students she works with have enhanced their self-esteem and improved their self-confidence. Her leadership and vision have built relationships, provided support and resources, and inspired others to give of themselves. It is estimated that her more than 3,000 hours of volunteer service have impacted 8,500 people and raised more than $300,000 for the community. Kevin Fite of Southfield began a lunchtime chess program when he began teaching at Duffield Elementary School in 2002. Beginning with just two students, "chess fever" soon spread through the school and grew into an after school program. The Duffield Chess Team has amassed numerous awards including four City Chess Championships, three State Championships, and two National Championships. Two of his students have earned the title of#l in the U.S. and more than 20 of his students have earned top national rankings. His students have traveled to competitions in California, Colorado, Kentucky, and lllinois and in 2007 will be traveling to Tennessee to defend their national title. Kevin ' s philosophy of tough love and encouragement has garnered the respect and financial support of the community. "You can 't help but come to his aid," says one financial supporter. "All you have to do is watch those kids and you 're hooked." Kevin also spends his Saturday's teaching chess to the children of metro Detroit. He organized the Detroit City Chess Club to reach children outside of Duffield Elementary. His success has prompted a proposal to Detroit Public Schools for a K-12 Curriculum for Critical and Creative Thinking using chess as its foundation. Doug Heslip of Marquette has been a sports volunteer for 15 years and has been coaching the Marquette County Youth Football League for the past six years. His approach to coaching is more about building solid citizens than about winning games. He believes it is his responsibility to help each young man develop into a community leader and athlete. Each year, he helps 25 young men build their character, ethics, teamwork, integrity, and self-esteem-indeed their whole life. Doug emphasizes citizenship, respect for others, being J)l{\lTOI \F.. OR 11 > \FT 4 oflO J) I) ~ \ 1 [)(~. �humble in the face of victory, and winning or losing with class and compassion. He expects his players to display these qualities on and off the field. Doug sets the same high standards for his assistant coaches, and the parents of Doug's players sense the higher standard and respond accordingly. In addition to the lives ofboys he coaches, he is a true community change agent. He is impacting the whole area through his high standards of coaching. Last year his team went undefeated in the youth development achieved and in the win/loss column. Amyre Makupson of Southfield is a woman of many interests and talents. During her 27 -year broadcasting career she hosted the Children ' s Miracle Network Telethon, United Negro College Fund Telethon, March of Dimes Telethon, and the Michigan Humane Society Telethon. During her broadcasting career she won numerous awards including six Emmy Awards, Michiganian of the Year, 2002 Distinguished Woman of the Year, and more. Not one to rest on her laurels, she pours her heart and soul into her volunteer work and nowhere is this more apparent than in her service to the Alzheimer' s Association. Amyre has served on their board of directors and chaired Chocolate Jubilee, their major fundraising event, for nearly 20 years. In that time, the event has grown from raising $25 ,000 to close to $i million. She is an active Alzheimer' s advocate and her involvement has raised tremendous awareness and support for the Alzheimer's Association 's network of services. She is available to give love and care to those who have family members with Alzheimer' s and understands the importance of giving caregivers a respite break. Amyre also volunteers with other civic and charitable events such as the Sickle Cell Association, March of Dimes, The Skillman Foundation, Covenant House of Michigan, and Providence Hospital Foundation. Innovative Mentoring Program Award This award is presented to a mentoring program or organization that has found a unique and effective approach to mentoring children. This progressive organization maximizes limited resources and recognizes that with volunteers, anything is possible. The fmalists are: The Henry Ford Youth Mentorship Program in Westland is a 17-year partnership between The Henry Ford and Wayne Westland Community Schools. The organizations are 50/50 partners on this project that began with grants from DeWitt Wallace Readers Digest and the State of Michigan. The program is now a sustained partnership that has served more than 200 at-risk high school students and affected the lives of more than 100 mentors. While most programs at The Henry Ford are open to the general public, the Youth Mentorship Program is offered each year to 14 high schools students who are at-risk of dropping out. These students earn credit by spending the second half of each school day, Monday through Thursday, working side by side with a full-time employee at The Henry Ford who has volunteered to serve as a mentor. On Fridays, the students mentor first graders by using a four-step service-learning model to develop projects that address the needs of the first graders. Kids Hope USA of Holland creates self-sustaining mentoring partnerships between church congregations and neighborhood public elementary schools. Funded, staffed, and operated by the congregation, each of the 186 partnerships in Michigan recruit, screen, train, match and supervise their more than 3,300 relationships with elementary-age children. A unique interactive training experience prepares the mentors to address the emotional, social, and academic needs of the children. It focuses on five interrelated sections in their weekly one-hour sessions--connecting, planning, learning, creative play, and fun. Mentors also have the opportunity to enhance their relationships by participating in church-sponsored activities. Nationwide, research shows that 96 percent of the Kids Hope USA children that are mentored show improvement in attitude, behavior, and motivation to learn. Mentors are also happy with Kids Hope USA-99 percent reported that the mentoring experience met or exceeded their expectations. Motherly Intercession of Flint serves children in Genesee County who have a parent who was or is currently incarcerated in a local, state, or federal corrections facility. There are a variety of programs offered that are designed to provide support and stability. Reading and Counting to Success provides students with academic mentoring and tutoring in reading, math, and computer technology. Arts and Culture Education provides free dance, music, singing, and art classes. The Bonding From a Distance Children's Visitation Program preserves the family structure during the period of separation. In 2006 more than 500 children and families participated in Motherly Intercession programs . Winning Futures- Mentoring Solutions of Warren inspires and prepares young people to succeed. Winning Futures serves students in Highland Park, Oak Park, Warren, and Pontiac and is dedicated to empowering youth to take control of their lives and overcome their obstacles. The program is customized for 3rd through 12th graders so. all activities are age appropriate. Students, along with their mentors, participate in structured sessions during the school day or after school. Each week, a topic from the workbook such as leadership, work values, or career assessment is presented to the mentors and mentees. Then each mentoring team works has group discussions, written exercises, self-assessments, or hand-on projects facilitated by their mentors. The mentors work with a group of three students throughout the school year and mentoring relationships typically last one to five years. Student scholarships are also a key component of the program and scholarships totaling $1.4 million have been presented to students since the program's inception. Yellow Ribbon Kids of Negaunee is a program of Big Brothers Big Sisters of Marquette and Alger Counties. The program was developed to meet the needs of adolescents in families with one or both parents deployed to Iraq or Afghanistan. Youth are matched with veterans of war, retired National Guard, or regular service members. The unique match allows youth who are struggling with the difficult dynamics caused by the deployment to develop a friendship with someone who has been in a similar situation. Mentors help the youth understand the need for deployment, comprehend what their parents may be experiencing, develop healthy coping skills, process media messages, and simply hang out. This program also provides respite for the family and child by having the child out in the community participating in activities such as fishing, basketball, cooking, and movies. Outstanding Corporate Citizenship Award Corporations and businesses that excel in community involvement are honored with this award. The commitment to serve is made by employees, both hourly and salaried, and can take many forms including, but not limited to, corporate volunteer programs, monetary contributions, in-kind gifts, and employee-driven volunteer service. The fmalists are: Comcast Communications, Inc. of Detroit is committed to leveraging their advanced technology and resources to making a difference in the communities they serve. In Michigan, 2,100 Comcast employees volunteered 40,000 hours at 24 project sites including schools, libraries, and nonprofit organizations. Comcast employees volunteer with Big Brothers Big Sisters of Metropolitan Detroit, United Way, City Year, and more. Each year, they provide approximately $5 million in in-kind promotional support and offer free cable and high speed Internet to 2,300 K-12 schools and libraries. They have also awarded more than $760,000 in scholarships to Michigan high school students through their Leaders and Achievers program. Their creative involvement has also led to the development of a homework hotline, a weekly call-in program to help Detroit students with math problems. The Comcast Foundation, established in 1999, has donated more than $18 million nationwide since its inception, including $300,000 to Michigan nonprofits in 2005 alone. Grand Traverse Stamping of Traverse City has been partnering with the Traverse City Area Public Schools since 2000. They began by supporting East Bay Elementary School 's 240 students and when East Bay closed, the Cherry Knoll Elementary students benefited from their support. One project promotes Spanish instruction and the other provides a Reading/Literacy Coach to encourage family reading and writing projects. In addition, Grand Traverse Stamping provides all fourth graders with nonfiction reading materials from the school's book fair. Grand Traverse Stamping employees also support the school by attending functions such as concerts, Read Across America, and Cherry Knoll ' s 50th birthday celebration. Employee involvement begins at the top with the plant manager. He communicates regularly with the school principal and librarian to stay informed about ways Grand Traverse Stamping can support the schools. Kellogg Company of Battle Creek is not only the world' s leading producer of cereal and convenience foods, they are an icon in philanthropy with their community involvement dating back to their founder, W.K. Kellogg. On behalf of its employees, this program contributes approximately $12.5 million each year. In addition, each year the Kellogg Company gives $7 million cash and $21 million in product to various charitable organizations around the world. In Michigan, Kellogg ' s significant philanthropic contributions are seen in the food banks statewide, where more .than 680,000 pounds of product was distributed in 2006, and in their commitment to the Battle Creek community. Medallion Management, Inc. of Kalamazoo was instrumental in bringing the Art of Leadership program to the Kalamazoo community. Art of Leadership is a youth mentoring program that inspires vision and leadership in young people. In the three years since the program began, 50 students have been directly impacted and numerous other students have been touched indirectly. This grassroots program requires community support in order to be successful. In addition to Medallion Management' s in-kind and financial support, they brought other community partners to the table. Employees at M.edallion Management are also involved. Five employees are trained coaches working directly with the young people. Employees who do not coach find many ways to be involved by attending events, advocating for the program, being substitute coaches, and volunteering for community service projects. United Bancorp, Inc. of Tecumseh has been an integral member of the community since its inception in 1933 . Volunteering is a corporate and personal responsibility all United employees take seriously. They are involved with United Way, service clubs, faith-based organizations, schools, and many other nonprofit organizations. Annually, more than 40 percent of United's workforce volunteers nearly 13,000 hours with 170 community organizations. In addition, each year the bank contributes approximately $300,000 to support local organizations and events. Employees are also serious about therr financial contributions. During the 2005-06 Lenawee United Way Campaign, 100 percent of the co-workers made contributions that were matched 100 percent by United Bancorp. Outstanding Mentor Award This award honors an individual who has made a significant difference in a child's life over time through mentoring. For the purpose of this award, mentoring is defmed as a structured and trusting relationship that brings a young person together with a caring individual who offers guidance, support, and encouragement aimed at developing the competence and character of the mentee. The finalists are: Tim Davis of Cadillac has a long history of volunteering and got involved with mentoring more than seven years ago. Tim had been mentoring the 10-year-old boy he was matched with for about eight months when he was asked to consider mentoring a second boy. Tim said yes and has been involved in both boys lives ever since. The highlights of the mentoring experiences include camping, canoeing, target shooting, hunting, and biking. He made sure one of the boys attended hunting safety classes and helped him learn to drive. The other young man happened to attend Tim's church, so Tim helped him get more involved and was present at his baptism. While some of the issues in the boys ' lives have been serious and ~omplex, Tim has never wavered in his commitment and support. The boys ' mothers are united in their praise of Tim, thanking him for setting such a good example and for teaching them to respect others and themselves. Jim Barkes of Allendale has been Steve 's mentor since June of2005 through the Barnabas Ministries' Mentoring Program. As captain of the City of Kentwood Fire Department, his 24-hour shifts sometimes make mentoring a challenge. Yet he has made his relationship with Steve a priority. Since being mentored by Jim, Steve has not returned to the juvenile detention center and is now off probation. Besides helping with school improvements, Jim has helped Steve find jobs and has exposed him to a variety of interesting activities. Jim has shown Steve how to snowmobile and, for his birthday, arranged a ride with a professional NASCAR driver at the Michigan International Speedway. Together they ' ve learned how good it feels to give back to the community. They have collected Toys for Tots, painted a mobile home for a family in their community, and U AFI DRAF'I URAFI DRAfT 7 oflO �volunteered at church. "It's cool that he' s there for me," says Steve. "I can ask him anything and he's there. He'd be one of the first people I'd talk to ifl need anything." Willie lrby, Jr. of Troy began mentoring in 1996 when he got involved with Don Bosco Hall's Adult Mentor Program. He has had two mentees during his more than 10 years with this program that helps foster care youth transition into adulthood. Will has spent a lot of time with his mentees focusing on career development, academic achievement, and educational support. They have also made time for fun by attending baseball, football, and basketball games. Will also serves on the advisory board for the Adult Mentor Program. When asked what motivated him to get involved with mentoring, Will told this story. "I was on my second tour of duty in VietNam and I was standing in my foxhole with rain pouring down and mud everywhere. We got hit pretty hard by the enemy that day. I remember praying to God during the shelling that if he would continue to watch over me, I would dedicate my life to helping and mentoring others. I have been giving back ever since." Carlas Quinney, Jr. of Lansing is a senior at Michigan State University and has been mentoring since he was in 9th grade at Sexton High School. He began in the PALS program where he helped other students with classes, homework, and social issues. CJ has also been a Big Brother to a young man from Lansing for six years. He has helped Marton grow from an eight-year-old with mediocre academic performance into a well-mannered eighth grader with a 3.5 GPA. Marton was recently awarded a Hope Scholarship, which will help support his post-secondary education. When not working on their studies, the two can be found at the movies, Sexton and MSU football games, and going out to dinner. Mostly, though, they just hang out as friends doing everyday things. In addition to being a Big Brother, CJ recognizes the great need for male mentors and is committed to raising awareness and recruiting men to fill this void. He is involved with Break the Cycle, a national organization that works with at-risk youth to help them break the cycle of poverty, gang involvement, drug addiction, hopelessness, and despair. Upon his graduation from MSU, CJ plans to continue his work with BTC to bring the program to more states and schools throughout the U.S. Michele Ripka of Grand Haven has been a mentor with the Journey 4-H Youth Mentoring program for six years. During this time she has been matched with three young women who had differing needs, and Michele adjusted her mentoring style to help each one. Jamie is her current match and together they have successfully traveled rough and adventurous roads. A recent accomplishment was their training and participation in the Labor Day Mackinac Bridge Run. The two novice runners supported each other as they trained and slowly made lifestyle changes to sustain their new healthy focus. Jamie faced some family and friends who gave her excuses not to run and encouraged her to make unhealthy food choices. Michele faced an injury just before the big event. Together they prevailed and lost more than 40 pounds between them and Michele lowered her cholesterol by 44 points. With love, care, and persistence, Michele has changed the lives of three young women by showing them the variety of options they have for their futures. Michele has also helped mentoring programs with projects and fundraising, encouraged and supported mentors, and recruited new mentors in Ottawa County. Senior Volunteer Award of Excellence This category honors individuals who are age 65 or older. These nominees may be involved with many activities or given significant time to one particular cause. The finalists are Herman Dooka of Detroit is a champion in the movement for peace, stands up in the fight for racial justice, and strives to improve the quality of life and care for seniors. Hy has been on numerous boards and fought ardently for the people often abhorred or neglected by society. At the age of 84, just months after losing his beloved wife, he accepted the presidency of the board for the Citizens for Better Care. There he established a fund in her name that is used for advocacy and education. When volunteering with the American Legion, he secured housing for disadvantaged seniors. He worked on a variety of causes with the NAACP, participated in peace marches, and co-founded what is believed to be the first racially integrated law firm in the U.S. In the 1970's, he helped form New Detroit to address the social problems in Detroit. Jaglan of Okemos is a volunteer hero with the Greater Lansing Food Bank. As secretary of the India Cultural Society of Greater Lansing (ICS), he promoted the idea ofhelping to feed the hungry and homeless to the Indian community. The donations from the ICS have grown over the years from $4,500 to $22,000 in 2006. The funds raised have helped feed the 1,660 families the Food Bank serves each month. Jai has also arranged blood drives at the Bharatiya Temple for the American Red Cross and has volunteered his time to deliver Meals 51 on Wheels. Each January 1 he hosts a world peace prayer at his Temple and was instrumental in helping Advent House Ministries start serving a monthly vegetarian meal. Roger F. Roty of Jackson has been a special friend to Catholic Charities of Jackson for many years. He served on the board of directors for 15 years and has been instrumental in fundraising by planning and rolling up his sleeves and getting to work. His favorite project is the Personal Needs/Linen Closet, which provides items to those in need. The staff believes he considers his volunteer service with Catholic Charities a full-time job because he volunteers approximately 40 hours each week. He has also been involved with the Partnership Park Program, Boy Scout Troop #424, the McDonald' s Sidekick Soccer program, and the Rotary Club. He is active in his church and has been a soccer and t-ball coach for years. Rita Van Boven of Fremont is an active volunteer at Gerber Memorial Health Services, a 77-bed nonprofit rural hospital. She developed the Ambassador Volunteer Program to allow nurses and staff in the emergency area to focus their skills on healing, while an Ambassador provides updates to families in the emergency waiting room. She developed the Navigator Volunteer Program, which has volunteers escorting visitors to patient rooms, transporting materials from one department to another, and providing other services around the hospital. She also helped develop Valet Parking for hospital guests. She has served on the GMHS board of trustees for 10 years, has provided customer service seminars and training, and founded a Teddy Bear drive. She also volunteers with her church, the Newaygo County Community S~rvices, the library, the museum, and more. Peg Yake of Lexington began taking children into her home in the 1940's, and thus began a long career of helping others. The first four children were from the Children' s Aid Society, and within a year she took in four more children. During her life, she has opened her home to twenty-six foster children. Her house was also a home for her four grandchildren, two of whom she and her husband adopted. Peg 's home has been a second home to countless teens over the years who felt they were safe and loved there. Peg was a Girl Scout leader for many years and knows that she could still "set up camp" if needed, and laughs at the thought of doing so now at age 90. Peg helped start Project Blessing, which collects food and clothing for those in need. Youth Volunteer Award ofExcellence This category honors individuals who are age 21 or younger. These nominees may be involved with many activities or given significant time to one particular cause. Bridget Gaitor of Taylor is a senior at Harry S. Truman High School. She began volunteering in the 8th grade through school-sponsored service activities. She has spent countless hours volunteering at the Oakwood Heritage Hospital where her service touches young and old alike, including her classmates and peers. She has volunteered with the Penrickton Center for blind children, served as a Teens Against Tobacco Use facilitator, and been involved with Natural Helpers facilitating peer counseling. Bridget is president of the African American Teen Leadership Council, junior volunteer staff at the Boys and Girls Club, a member of the Taylor Youth Council, and the driving force behind the Prom Pledge campaign to promote safe and healthy prom experiences. She is a member of the Taylor Substance Abuse Task Force and has helped plan the Drug-Free Taylor Day and Tum Off the Violence projects. Lorie Petersen of Ionia is a senior at Ionia High School. She is a talented musician and uses her amazing skills on the harp to serve others. As a freshman, she undertook fund raising projects to earn $15 ,000 to purchase a concert harp, which she now plays freely for others. She is a favorite entertainer for the residents at Ionia County Memorial Hospital, Hospice of Michigan, Green Acres Retirement Village, Heartlands Health Care Facility, and more. She is also a guest musician at Sunday services at Ionia area churches of all denominations. She is involved with the Blue Crew Mentors and the Invisible Children Organization. She is a mentor for SS. Peter and Paul Youth Program, Eucharistic minister, and server at the Ionia Area Soup Kitchen. Laura Salani of Marquette is a senior at Marquette Senior High School. In October of2005, two of Laura's friends were caught in a strong cross current and drown in an area called Picnic Rocks just off the Marquette shoreline. Laura began talking with friends and community members and became aware that 13 deaths by drowning had occurred in this area since 1961-and there had been one more drowning since her friends' deaths. Laura started a campaign to have warning signage erected at the beach. Her efforts caught the attention of community members and students at Northern Michigan University, who joined her in her work. The City of Marquette has installed two large signs at the beach and posted approximately 30 warning signs on the trash containers in the area. Laura is now raising funds to erect a memorial at the site. Jocelyn Sample of Detroit is a senior at Cass Technical High School. In 6th grade she was selected by her teachers to participate in the ART of Leadership program and has been involved ever since. She uses much of her free time to attend ART of Leadership classes ·and participate in community service projects. Along with other ART of Leadership participants, Jocelyn helped paint 12 homes in inner city Detroit and improved the exterior of 14 additional homes with paint, landscaping, and general yard clean up. She helped organize a community health fair, a Mind, Body, & Spirit Field Day, planned and modeled in a fashion show for elementary school children to showcase appropriate, yet cool, attire, and more. San deep Singh of Battle Creek is a senior at Harper Creek High School. He volunteers at the VA Medical Center where he has served in a variety of settings such as the Summer Serves Program, Medical Service, Community and Volunteer Service, and Nursing Home Care Unit. He is also a member of the VA Youth Council where he serves with other high school students to plan and host special events for the patients. He has volunteered with the American Red Cross and SAFE Place. He nas helped his school 's ADD Committee raise funds for Heifer International and is raising funds for HIVI AIDS orphans in Africa. Michigan seeks to understand what works and what does not in terms of recruiting male mentors. In January of 2007, Mentor Michigan held a contest among 32 mentoring organizations to recruit more male mentors. These organizations developed communication, events and other strategies and tactics to recruit men to become mentors. Kahle Research Solutions designed a contest evaluation project to learn from the experiences of these organizations so that their experiences and ideas can be built upon for further efforts by Mentor Michigan to recruit more men as mentors. Outcomes of Contest • 32 participating organizations recruited a total of 292 new male mentors. • The range of increase in male mentors during the course of this contest ranged from zero to 59. • The actual number of male mentors is much higher because many organizations had new male mentors apply after the deadline of the contest. • The number of female mentors also increased due to the efforts of the contest but these numbers were not tracked . The Winners • The winners of the contest received a $2000, no-strings-attached grant from Mentor Michigan . • Two organizations were awarded grants: one for the highest percentage increase in male mentors, and one for the highest increase in the raw number of male mentors. • Big Brothers Big Sisters of Metropolitan Detroit recruited 59 new male mentors. • The Boys and Girls Club of Bay County had a 42% increase in male mentors. • In addition to the contest, Mentor Michigan simultaneously ran the Mentor-to-Mentor Challenge that awarded a $200 cash prize to the mentor within each organization who recruited the highest number of male mentors. 14 organizations had mentors that received the cash prize. Recommendations for Future Recruitment Efforts • Run the Men in Mentoring Recruitment Challenge in 2008 - Consider running the contest in the fall to include school based mentoring programs. School based programs did not participate in January because they were not recruiting at that time. - Host planning sessions several months prior to the start of the contest. ~ Have a longer window of time to count results. - Post the names of the participating organizations on mentormichigan.org. - Special awards for: most innovative idea, board member involvement, best replicable strategy, etc. Host an evaluation session before the winners are announced . • Support a series of Martin Luther King Jr. Day events around the state focused on recruitment of male mentors . • Host trainings for board members to instill a sense of responsibility for recruitment. • Have customizable recruitment materials available on mentormichigan.org that are geared towards men including brochures, posters, flyers , and e-cards. �Mentor Michigan Updates Save the Date for Michigan's Premiere Mentoring Conference October 24, 2007, 9 a.m.- 4 p.m . at the Holiday Inn West in Lansing Mentor M_ic~igan will be hosting it second annual statewide mentoring conference on October 24. This training will be geared toward executive directors, board members, development directors and upper level mentoring program staff. The training will be limited to 40 people to allow for an intensive look at grant writing, working with board members, fundraising, resource development, and corporate funding. Each year AmeriCorps members from all around the state join together for two days of training, teambuilding, and service. By the end of the second day, several projects are completed, visibly demonstrating the power of volunteers in action. This year's project is a partnership with the Michigan Community Service Commission (MCSC), Habitat for Humanity of Michigan, and Habitat for Humanity Detroit. The 2007 Signature Service Project will take place in Detroit on June 6 and 7. Over 250 AmeriCorps members will come together to assist with neighborhood beautification and landscaping of several homes in the Core City Neighborhood, just west of the old Tiger Stadium. Commissioners are encouraged to join us. In addition, we are looking for sponsorship or donations for the project. Any assistance you can provide is greatly appreciated. Welcome and Introduction - Chairman Dan Mulhern The meeting was called to order at 10:20 a.m. by Chairman Dan Mulhern. II. Review and Approval ofNovember 16, 2006 Minutes - Chairman Dan Mulhern Chairman Mulhern asked for a motion to approve the minutes from the November 16, 2006 board meeting. Commissioner Mawby moved to approve the minutes, Commissioner Niester seconded the motion. The motion passed unanimously. III. Standing Committee Reports - Chairman Dan Mulhern A. The Commissioners reviewed Executive Committee meeting minutes from January 19, 2007. Mr. Mulhern asked for a motion to support the minutes, Commissioner Colaianne moved to approve the minutes, and Commissioner Pardoe seconded the motion. The motion passed unanimously. B. Advocacy Committee- Chairman Mulhern thanked the Advocacy Committee for the work they have been doing. This work is very important and needs to continue to keep the MCSC healthy. IV. Updates on Progress and Challenges A. Service Learning 1. Shelly Billig, Vice President of RMC Research, presented research on service-learning. She shared that Michigan has been a leader and mo9el for the nation in service-learning. She shared results of a national study on the impact of service-learning on high school student's civic and academic engagement, including the characteristics of service-learning that best predict results; results of Learn and Serve Evaluations in Michigan; and the implications for Michigan schools. First they wanted to find out the impact of participating in servicelearning. Second, what is it about service-learning that predicts different kinds of impact. The methods included pre/post high school student and teacher surveys, administrator interviews, student focus groups, classroom observations, and interviews with community partners. Then once they had the findings, they went back to those they surveyed and discussed the findings with them to find out their thoughts. The measures included academic engagement, valuing school, school attachment, enjoyment of math and science, enjoyment of reading/language arts and social studies, civic knowledge, civic skills, civic 2 �dispositions, civic engagement, community attachment, and efficacy. The sites for the studies were located in Fort Myers, FL; Miami FL; Anoka, MN; Tillamook, OR; Humble, TX; and Menasha WI. The results showed there were no differences between service-learning participants and non-participants except in three areas: enjoyment of subject matter, intention to vote, and specific types of civic knowledge, especially related to community and civic life. It also showed large significant differences between service-learning participants and non-participants when servicelearning sites had high quality. Attributes associated with highest outcomes include duration of at least one semester, teacher experience, type of service project, engagement in service-learning, and essential elements. The predictors of academic outcomes included clear goals and objectives that students can articulate, cognitive and developmental challenge, assessment, formative and summative evaluation (enjoyment of subject matter), valuing diversity, interaction with the community, preparation for service, and reflection activities that featured critical thinking. The predictors of civic outcomes included clear goals and objectives that students can articulate, cognitive and developmental challenge, assessment (civic knowledge only), formative and surnrnative evaluation, student voice, and valuing diversity. Service-Learning projects showed large positive character education (caring and trust) in Philadelphia, strong respect for diversity in Texas, strong civic learning outcomes in Virginia, and strong academic outcomes in Michigan and New England. Michigan results showed that programming was very diverse, direct and indirect service, included research, was required (hours), was linked to academics, and included high quality in the areas of relevance, challenge and inclusion of civics. There were significant increases in civic knowledge scores for grades 35; there were significant decreases in school engagement; teachers felt students gained in character development and civic skills, but not in academics; students felt they gained work experience, job skills, and career awareness; student reports of engagement and quality were significantly related to outcomes; teacher reports of quality and implementation were not consistently related to outcomes; and intensity and duration varied substantially, from 5% to 90% of time devoted to service-learning, with an average of 4 hours per week over 13 weeks. Recommendations: To promote academic achievement we need to incorporate more cognitive challenge, link to standards, extend projects over time, devise activities that are developmentally appropriate and establish a culture that promotes service and learning. To promote civic engagement we need to foster a civic commitment through the development of a "social contract", guide students but give them many choices, strategies need to build on research about the topic, careful about efficacy and tackling something that is the right size, promote taking a stand, design and guide meaningful reflection activities, and include demonstration of the results. 3 �2. Angelia Salas gave an update on the Service-Learning Urban Initiative. The MCSC will be offering mini-grants around service-learning in urban areas. They will also be issuing a RFP for selected schools to begin looking at supporting service-learning at the building level in urban areas. Grants will also be available to Cities of Promise locations. The MCSC will also be able to offer these schools the opportunity to attend the National Urban Service-Learning Institute which will take place at Wayne State University in August. B. Mentor Michigan 1. MI Campus Compact Mentor Challenge Update - Amy Smitter shared that in 2004 Dan Mulhern challenged college and university presidents to recruit mentors on their campuses. The Michigan Campus Compact Board ofDirectors accepted his challenge to recruit 1,500 mentors in the state over the next three years. This year the MCC included mentoring survey data with their National Campus Compact survey information for Michigan and had more than half of the college and universities fill out that section. There is more work to be done to get all of the campus to report their mentoring data. In the last two years, at least 5,000 students, staff and faculty were mentoring across campuses. In terms of the challenge, they doubled the challenged amount with over 3,000 new mentors. Mr. Mulhern will be re-challenging them at their March meeting. There are two programs that the MCSC is helping Campus Compact with to help meet the challenge. The first is an AmeriCorps Education Award program that offers scholarships to college students who agree to 300 hours of community service as part of their college experience. They receive $1,000 in return. They have recruited 350 members. A large portion of these members are serving disadvantaged youth, with a large portion of those mentoring. The second program is the Learn and Serve America Grant, "Investing in College Futures", that MCC and MCSC worked closely on. This is $1.14 million over the next three years to help colleges and universities around assisting disadvantage youth. The MCC has also learned that the colleges and universities are facilitating placements between mentors and college students, faculty and staff and some are even running their own mentoring programs. 2. Mentoring Month Update- Paula K. VanDam shared some of the highlights from Mentoring Month. There were several local events held throughout the state including community collaboratives and college campuses holding celebrations to promote mentoring. The Governor and First Gentlemen highlighted Mentor Michigan during inaugural events and raised over $100,000 for Mentor Michigan during these events. A new partnership was formed with United Way of Michigan to pilot the 211 number for potential mentors to fmd out about mentoring opportunities. New this year was the Men in Mentoring Recruitment Challenge and 32 organizations signed on 4 �the challenge to recruit more men as mentors in January. They have reported that they recruited approximately 300 men as mentors during this period. Mentor Michigan also launched its online directory where people can search for mentoring organizations and its Corporate Honor Roll to recognize businesses that support mentoring in Michigan. 3. National Governor's Association- Chairman Mulhern shared that he is the chair of the spouses group and will have the National Mentoring Partnership talk about mentoring at their meeting and the win/win situation of having the mentoring initiative part of state commissions. 4. DHS/MSU-E Mentoring Foster Youth Pilot - Commissioner Marsha Smith gave an overview of this initiative which links foster youth aging out ofthe foster care system with mentors. This collaborative effort between DHS and MSU would train the mentors to help with specific objectives (job training, education, housing, etc) to help guide their transition from foster care to independence. Paula K. VanDam shared that there may be a possibility to connect AmeriCorps members to this initiative. The MCSC has submitted a competitive application to the Corporation to merge the CMA Mentor Michigan AmeriCorps program with the MSU Extension Mentoring AmeriCorps program. Also, dealing with kids aging out of foster care is a priority for the Corporation.- The MCSC has had conversations with Evan Albert around VISTA 's related to this initiative as well. They would have far more flexibility. C. National Service Update - Megan Sargent gave an overview of AmeriCorps Week (May 13-20) to make more people aware of AmeriCorps and what the programs are doing. Michigan' s AmeriCorps members will be using "100 Hours of Power" as their theme and will do service projects in their communities. Commissioners were encouraged to attend these projects in their areas. There will also be an onsite service project during the Nonprofit Superconference where they will be making fleece blankets for an organization and are encouraging everyone at the conference to donate 15 minutes of time. She also shared that she is working on establishing a good AmeriCorps Alums base. There are a couple of Alum chapters in Michigan and she is working with them to engage them and keep them connected. The goal is to get them involved in mentoring or other areas of service. Ms. VanDam also shared that the Russ Mawby Signature Service Project will be June 6-7 in Detroit and will be a Habitat build. Commissioners were encouraged to attend. Ms. VanDam gave an update on federal funding. The 2007 appropriations were just finali zed and both the House and the Senate passed a continuing resolution to the end of the fiscal year and the President has signed it. The decrease in funding for AmeriCorps from FY04 to FY07 is $58 million. The Learn and Serve budget is also looking at a $6 million cut and $11 million for FY08. This will be a busy year for the MCSC as far as educating the lawmakers about the 5 �importance of national service. Congress may also be taking up reauthorization this year. Commissioner Collier asked if talking points could be given to Commissioners regarding the funding cuts and what it means for Michigan. MCSC Staff will draft talking points and distribute. D. ConnectMichigan Alliance I Michigan Nonprofit Association UpdateCommissioners Mawby and Lawson have represented the MCSC on the committee that is looking at the merger of the two organizations. Mr. Mawby gave an update on the merger. They have talked about the benefit of coming together and the merger of the mission ofboth organizations. He said each organization has a distinctive rol~ but there are a lot of areas of commonality and activities. The leadershjp and staff of the organizations along with the boards of the organizations have actively been involved. The agreement is the umbrella organization will be the Michigan Nonprofit Association coming together with the resources and experiences of the ConnectMichigan Alliance to have a merger of missions. The specific concern is the integrity of the $20 million endowment and systems incorporated to protect the intentions of the donors. There will be an advisory group that will oversee the endowment. The recommendation for the merger will go to both boards in March for their approval. E. Volunteer Investment Grants - Diana Algra gave an update on the VIG initiative (see attached report). Volunteer Centers ofMichigan (VCM) has worked on more than 75% ofBob Kahle's recommendations from his report in 2005. There has been an update in technology and developed a web-based reporting system. They are also working with current centers to expand their coverage area. Ms. VanDam explained that the MCSC asked VCM to submit a proposal for the Michigan Volunteer Investment Grants for FY07 to build on the momentum over the past two years. VCM is proposing continuing with the universal coverage ofthe expansion grants, a continuation of their Leadership Academy, and continuing to provide technology grants with a focus on the creation of the Statewide Volunteer Matching Portal. The MCSC staff recommends funding to the Volunteer Centers ofMichigan in the amount of$200,000. Chairman Mulhern asked for a motion to approve the staff recommendations for the VIG funding. Commissioner Collier made the motion to approve the staff recommendations, Commissioner Colaianne seconded the motion. The motion passed unanimously. F. Communications Update - Mary Grill shared that the new MCSC Annual Report was distributed to Commissioners. There are facts, figures and good stories about the MCSC programs. She also explained that each Commissioner has received a new Key Information Binder. She shared that Anita Baker will be the headliner at the Governor' s Service Awards. The event will be held at the Fox Theater in Detroit and will be similar to last year' s event. She distributed a GSA potential sponsor chart and asked Commissioners to look 6 �it over and let her know ifthere are any changes or additions. The GSA Committee also suggested that the sponsorship levels be adjusted this year due to the tight economy. There will be one $15 ,000 sponsorship, the premier level has been lowered from $15 ,000 to $10,000, and the pacesetter level has been lowered from $10,000 to $7,500. There is concern about reaching the fundraising goal but the goal this year will be to meet event expenses. Chairman Mulhern said that it is important that we not set our sights too low. There has been a lot of challenge for businesses but there has been a lot of growth for other sectors (service areas, health care, technology, etc.) . He encouraged Commissioners to think about who needs to be on the list and how we can get to them to commit to supporting the Governor' s Service Awards. We need to all work hard and to keep doing the follow up calls. There is plenty of money out there so we need to be optimistic. V.
