The first scan was conducted in 2002, and its purpose was to provide a descriptive baseline of the prevalence of service learning throughout Michigan. The 2005 scan provides a follow-up to the original scan and allows the MCSC to track the growth of service learning in Michigan. The scan is designed to address the following questions: • Where is school-initiated community service taking place? • Where is service learning taking place in Michigan and in what grade levels? • To what extent and with what frequency is service learning occurring? • What components of service learning are in place? In what grade levels is service learning occurring? In what content areas is service learning being utilized? • • MAJOR FINDINGS • Community service is a requirement for graduation in more schools than is service learning. Four percent of schools have a service-learning requirement for graduation. In contrast, 10 percent of schools require community service. Three percent of schools require both. • The reasons for engaging students in community service and service learning are nearly identical. The reasons for encouraging these activities are quite similar, and scan results are comparable to those in 2002. Schools tend to cite community and student benefits rather than benefits to the school itself or improved student performance. For example, the three most frequently cited reasons for encouraging community service and service learning are to meet real community needs, to help students become more active community members, and to encourage altruism and caring for others. Least cited reasons include improving student achievement and performance, reducing risky behaviors, and improving a school ' s ability to meet No Child Left Behind (NCLB) standards. • Slightly more teachers and students are engaging in service learning now than in 2002. Twenty-eight percent of teachers (compared to 24 percent in 2002) integrate service learning into their instruction. More students are also being engaged in service learning-29 percent in 2005 compared to 26 percent in 2002. • Service learning is still largely an activity of individual teachers, but small increases in the percentage of schools with gradewide and discipline-wide service learning have occurred since 2002. Sixty-two percent of schools report that service learning is carried out through the efforts of individual teachers in particular courses, rather than as a schoolwide or districtwide initiative. In 2002, 61 percent of schools reported that service learning occurred in individual courses. Fifty-nine percent of schools report gradewide service learning (up from 51 percent in 2002) and 39 percent report discipline-wide service learning (up slightly from 37 percent in 2002). Sixtyseven percent of schools (the same percentage as in 2002) report that they provide support for teachers to attend external conferences or training for service learning, and 60 percent report providing financial assistance to defray some costs associated with engaging in service learning (up from 58 percent in 2002). Ten percent provide a reduction in course load and 13 percent provide additional planning time for teachers involved in service learning (both up from just 6 percent). • Schools that report particular sources offunding have experienced a slight drop but overall remained relatively constant. As in 2002, a relatively small proportion of schools receive external funding for service learning activities; the most common sources remain philanthropy and federal or state funding. Just 14 percent of schools received a special grant or special funding in the past academic year to support service-learning activities (13 percent reported receiving such support in 2002). Among these, 16 percent (15 percent in 2002) received a grant from a corporation or business, 16 percent received funding from some other educational initiative 1, 15 (17 percent in 2002) percent received a foundation grant, 11 percent (12 percent in 2002) received funding from some other federal or state source, 6 percent (5 percent in 2002) received funding from Learn and Serve America, and 8 percent (6 percent in 2002) received funding from AmeriCorps. • Grade level and location of the school are related to utilization of service learning. High schools participate in service learning more often than other grade levels. Urban schools are more likely than their suburban or rural counterparts to offer service learning. • Eighteen percent of schools have a formal policy for service learning. Furthermore, having a formal policy for service learning is significantly related to a school offering various types of support-a full- or part-time service learning coordinator, financial support, mini-grants, or professional development to teachers. CONCLUSIONS • The gap between the number of schools offering community service and those offering service learning is unchanged. Community service is far more prevalent than service learning in Michigan schools. Consistent with 2002 findings, schools continue to view community service as similar to service learning. This is not surprising as both activities have similar philosophies of service and response to community needs. Further investigation is needed to understand the reasons why more schools do not engage in service learning. • While the overall prevalence of service learning did not change significantly in 2005, there are signs that the schools offering service learning are becoming more engaged in it. For example, compared to 2002, a higher proportion of students within a school are involved in service learning; more schools are offering gradewide or discipline-wide, as opposed to class-specific, service learning; more schools have service-learning coordinators; and schools are requiring a greater number of hours of service. • There is plenty of room for service learning to expand its reach in Michigan schools. Service learning is utilized more often in high schools, larger schools, and more affluent schools. Furthermore, social science courses are much more likely than other disciplines to utilize service learning. • Financial and staffing support for service learning goes hand in hand with formal policy. If a district bas a formal policy in place, it is more likely to offer financial assistance to teachers, support conference and training attendance, offer mini-grants for activities, and offer professional development. 1 This category was not included in the 2002 survey. The staff discussed the renewal guidelines on the May 11th grantee conference call. The renewal applications were due on July 8, 2005. We received 25 renewal applications. The staff reviewed all25 applications on July 18, 2005 . Staff is recommending a1125 for funding. This year there were three categories of renewal funding - implementation, institutionalization, and ISD/Higher Education partnerships. School districts that have received funds in the past were able to apply for an implementation grant to expand quality service-learning practice throughout the district. School districts that have implemented service-learning for a minimum of three years were able to apply for an institutionalization grant to sustain quality servicelearning practice. Lawson MEMORANDUM TO: Members of the Michigan Community Service Commission FROM: Janet Lawson, Executive Director DATE: September 16, 2005 RE: Updates on Progress and Challenges Updates on Progress and Challenges Community service and civic involvement have been in national and state focus over the last four months. National Service Due to swift and powerful community response, and letters of support from grantees and citizenry in general, AmeriCorps and Learn and Serve are being recommended at funded levels exceeding national expectations. Similarly, a commitment to Faith-based and Community Initiatives continues to bring funded community service programs to temples, churches and mosques. The FY 06 budget has not been finalized for National Service. The House of Representatives proposed numbers are lower than the Senate numbers. The Senate Appropriations Committee is recommending $429 million for AmeriCorps (compared to $455 million last year) and $42.6 million for Learn and Serve (same as FY 05). It is unlikely the budget process will be resolved by the end of the fiscal year. Folks are speculating a Continuing Resolution through December. The terms of the Continuing Resolution are still be determined. The possible scenarios could be flat funded, across the board reductions, or across the board cost mcreases. �I The Points of Light Foundation and the Corporation for National Service held a weeklong conference on "Volunteering and Service" in June. Key messages from that conference include: (see attachment) • Volunteer service is on the rise • Volunteering and national service produce tremendous benefits for our nation • Effective volunteering requires management and infrastructure • Momentum for volunteering and national service is growing in all sectors • The National Conference is where it all comes together In July, the National Governor's Association developed and ratified a National and Community Service Policy recognizing the importance of service and community involvement and federalstate partnerships. (see attachment) Also at the policy and planning level, the Corporation for National Service developed a new strategic plan and rolled out new rules for AmeriCorps programs. (see attachments) Finally, in response to the national travesty left by Hurricane Katrina, the Corporation for National Service, AmeriCorps*VISTA, and the National Civilian Conservation Corps (NCCC) routed millions of dollars in fmancial aid and human capital to assist in disaster relief. (see attachment) State Service The positive national focus on service and volunteerism was not an indicator of things to come in Michigan. While a sell out crowd attended the Governor's Service Awards in June, elected officials in the Michigan House voted to zero out the MCSC budget for FY 05-06. Described by some as a short-sited way to save the budget a million dollars, state representatives decided it was no longer necessary, nor a good idea, to provide state match dollars for the $6.8 in federal funds that come to Michigan through AmeriCorps and Learn and Serve grants. Legislators are currently working in committee to review the budget. The MCSC is grateful for assistance from the ConnectMichigan Alliance (CMA). CMA's efforts to support the work of the MCSC garnered more than 283 signatures from grantees, citizens, business and community leaders to a sign on letter of support. ConnectMichigan Alliance also developed the www.servernichigan.org website to support community service in Michigan. We are grateful to the fifteen commissioners who signed on to the letter. (see attachment) While the legislature struggled with the FY 05-06 budget, the Commission staff worked tirelessly on goals and new program ideas, stressing standards of practice in many program areas to assure quality programming and safety. A new AmeriCorps program for 2005-2006 will include a 34 member Mentor Michigan AmeriCorps program sponsored by the ConnectMichigan Alliance. The program will improve the quality of existing youth mentoring program by enhancing, developing, and implementing systems to effectively recruit, screen, train and support mentors and mentees. In addition, they �will focus on helping sites meet the Mentor Michigan Quality Program Standards (MAPS). This new program complements the Mentor Michigan VISTA program also supported by ConnectMichigan Alliance. Current and former ArneriCorps program directors are working to develop Michigan ArneriCorps Program Standards. The standards will be piloted this year with the expectation that they will be implemented in the 2006-07 program year. Bittersweet news from the MCSC includes the departure of staff member Kim Andrews. Kim's expertise as an ArneriCorps Program Director helped many ArneriCorps programs reach success in their community. Her talents were noticed by the W.K. Kellogg Foundation who hired her as the Program Director for the Battle Creek area. We wish her well and know that she will always be a friend of the Commission. Mentor Michigan success this summer was measured by: • A second wave of the Mentor Michigan Census • Four regional Mentor Michigan meetings held in Detroit, Marquette, Saginaw, and Muskegon • Release and discussion of a draft of the new Mentor Michigan Quality Program Standards developed earlier this summer by the Mentor Michigan Providers Council aimed at developing quality mentoring programs for kids • Grants from Siemens Foundation, John Hancock Manulife Fund, Detroit Auto Dealers Association (DADA) • Amber Reiss joined the MCSC staff as the full time Mentor Michigan coordinator Over the summer, service-learning practicioners participated in a funding renewal application process. Only current grantees were eligible for the 05-06 renewal cycle. Twenty-five schools received a total $624,073 in grants. (Executive Committee Report-Tab 3) Other recent service-learning achievements include: • 1,916 Service-Learning administrators were invited to participate in a Service-Learning Environmental Scan conducted by Public Sector Consultants (see attachment) • Commission staff launched the new Michigan Service-Learning Teacher Fellows Program. Six elementary teachers make up this charter group (see attachment) • Commission staff convened a Principals Task Force meeting on August 17th to strategize administrator outreach (see attachment) • 44 people and 10 teams attended a Summer Service-Learning symposium June 20-21 focused on strategies for sustainability It was not a season without struggles however. Hurricane Katrina's devastation was an invitation for Michigan volunteer involvement. Governor Granholm mobilized the Emergency Management Center and organized the Department of Human Services to unify relief and volunteer efforts across the state. In Detroit, the Citizen Corps Council in conjunction with Wayne County and City of Detroit Homeland Security and Emergency Management, opened the Hurricane Katrina Evacuee Reception Assistance Center. CERT volunteers help evacuees re-locating in Detroit through the registration, medical and human service process. Wayne County is also providing technical assistance to evacuees arriving at Detroit City Airport. Calhoun County Citizen Corps volunteers are working with the �Red Cross to process evacuees arriving in Battle Creek at the Fort Custer National Guard Base. 241 evacuees have been processed thus far. Eaton and Ingham County CERT volunteers are staffmg the State of Michigan Hurricane Hotline. Other challenges at the local level include the arrest of an AmeriCorps Program Director with the Char-Em School District. The required background checks were conducted however we all learned that the systems are not infallible and we must do more to insure the safety of children. We know that we need to create a background check policy for AmeriCorps programs and Mentor Michigan programs in an effort to support the Governor's safety agenda for all children and citizens. Even one method of data collection will not work with all because of differences in technological sophi stication, knowl edge of data collection, existin g data resources, etc. Impact evaluation requires more than research. Common tool s (software), trai ning (logic modeling is excellent sta rt), and common definitions are necessary for effective outcome/impact research to be conducted in the VC Re-think data coll ection approaches for phase II. Use multipl e methods to database creation with data sourced from: - existing documents (annual reports, Web sites) - telephone and mail semi-structured interviews, Request and faci litate development of sta ndard definitions of a small number of cri tical variables and common outputs so impact evaluation can proceed. Enco urage competing software providers to adopt standard de finition s/coll ection protocol so that any titl e can be used with comparable stati stics produced. As a summary for those Commissioners who were not at the retreat, I will review the work of the retreat. This e-mail message is an invitation to all to help create an "epidemic of volunteerism" in Michigan . We want to create a state where every child has a mentor, every senior makes a commitment to serve somewhere in their community, every corporation is civically engaged and every community has a volunteer center or a place to go for volunteer referral. Mentor Michigan has created some "best practices" for creating such an epidemic . Through Mentor Michigan we have: Created benchmarksDeveloped partners and championsDeveloped a brandCreated quality program standards with input from the field Developed a diversified funding plan Made reasonable promises regarding quality and quantityThanks to Russ Mawby who set the tone at the retreat with his explanation of the importance of service and volunteerism in a democratic society. Our conversations helped us identify three major Commission goals for 05-06. Those goals are : Mentor Michigan. Use mentoring and service to create forward movement toward the Cherry Commission goals and Department of Human Services Anti-Poverty Agenda . We will challenge local communities to identify kids at risk of failing and/or dropping out of school. We will link those students with corporations, service clubs and media outlets to move the needle in 2006 toward personal success for kids . The development of these tools would afford us a marketing model throughout the state that all volunteers, commissioners and others could easily identify with and articulate. It is a model that is successfully utilized by the U.S. Census Bureau and a model that was successfully used with Detroit's Promise. I. The tools would take form of customized volunteerism fact sheets/commitment forms that encourage, identify and offer suggested forms ofvolunteerism for specific sectors. a. Recommended Sector Fact Sheets/Commitment Form could be for the business community, faith-based entities, sports teams, education institutions, specialty groups, sports teams, community groups, individuals, the media etc. II. Each sheet would be customized to speak to how volunteerism creates and nurtures stronger communities in that specific sector. III. The second part of the sheet could be used to allow entity to explain how they are already involved, ask them to step up more, solicit involvement if it does not exist, provide examples of how and provide a entity contact who will have the time to interface with commission staff or volunteers for ongoing dialogue. IV. Benefits of structured marketing tools: Any commissioner, staff or volunteer can pitch volunteerism in a coordinated fashion anywhere in the state. The structure lends itself to measurables because you would have a commitment form completed by the entity and follow-up can easily be ensued. The commitments garnered from the entities can be utilized for peer leveraging as an incentive for an annual report-out (perhaps during the GSA). Great Media Strategy Objective: To gain more media partners to help tell our wonderful stories, create more volunteerism awareness, create more volunteers and help make volunteerism a mainstay in all of our communities. Utilizing the above marketing tool strategy. I propose the development of customized fact sheet/commitment forms for media partners. The sheet could begin with a message about the need to create more awareness about various forms of community volunteerism aimed at making and nurturing stronger communities. �I. The tool would also allow the media partner to describe any volunteerism currently undertaken by their agency and it would allow the commission to request additional asks specific to our needs (i.e., Regular run of psa's, interviews on public affairs programming, interviews with key announcers during major drive time hours, the recoding of public service announcements around certain commission activities or events, the request for a station promotion around a commission activity of event, editorials supporting a commission event or activity, etc.). II. Comcast creation of public service announcements (Perhaps 3-4 that could be customized for state regions) encouraging volunteerism throughout the state. I propose a doughnut announcement. The beginning of the announcement would feature the governor and first gentleman talking about the importance of volunteerism and its effect on our community; their intro would be followed by a series of short cut-ways to 3-4 community residents acknowledging their form of community volunteerism ( ex. bus driver leaning out his bus window saying he is a mentor, a senior citizen saying they volunteer at the local elementary school as a guest reader, a sports team player saying he or she is a brig brother/big sister, etc.) the cut-away vignettes would be followed by the governor and first gentleman providing information on how to connect to volunteering in one's community. Food for Thought The U.S Census Bureau has local libraries where volunteers could be taught how to pull census data on children in poverty throughout the state. The bureau, I'm told does a yearly poverty report and they would be willing to train our volunteers to retrieve this data and how to use it. This data could be crucial, if a community has not done a recent "Needs Assessment". The U.S. figures are the benchmarks anyway. The information can also be retrieved on-line once individuals are taught how to do so. * • If kids in poverty are our nucleus for mentoring, we have to be careful in communities were poverty is low and volunteerism is high. I would want to have some dialogue around this issue, I think one of our ultimate goals is to nurture and create volunteerism. • Bob Khale could be consulted on the fact sheet/commitment forms; there may be some measurables that we need that he can identify. • Perhaps the first fact sheet/commitment form template examples should be for the business community, media and specialty organizations who can solicit mentors since these are the identified areas of outreach for the commission. ArneriCorps programs are housed within nonprofit organizations, schools, and other agencies throughout the state. Individuals, called members, tutor and mentor children, help the homeless, feed the hungry, protect the environment, and more. Currently, there are more than 50 ,000 ArneriCorps members serving nationwide. Michigan 's AmeriCorps programs tout more than 900 members serving in 21 programs across the state. In an average year, Michigan 's ArneriCorps members help improve the lives of more than 115 ,000 people and recruit approximately 18,000 volunteers. The Michigan Community Service Commission (MCSC), a state agency that manages Michigan ' s AmeriCorps, provides vision and resources to strengthen communities through volunteerism. In 2005-06, the MCSC is providing more than $6.8 million in federal resources to local communities for volunteer programs and activities- including Michigan 's ArneriCorps, Learn and Serve - Michigan, and Michigan Citizen Corps. Great Media Conference Call Notes October 27, 2005 Participants: Rob Collier AI Swain Shaun VanHorn Kathy Young-Welch Janet Lawson Janice Harvey Marketing Strategy: Objective: In order to meet our Conm1ission Goals (Mentor Michigan, Cool Cities and Great Media), we need to develop customized structured marketing tools to engage any segment of the community we decide to interface with. The development of these tools would afford us a marketing model throughout the state that all volunteers, commissioners and others could easily identify with and articulate. It is a model that is successfully utilized by the U.S. Census Bureau and a model that was successfully used with Detroit's Promise. I. The tools would take fom1 of customized volunteerism fact sheets/commitment forms that encourage, identify and offer suggested forms ofvolunteerism for specific sectors. a. Recommended Sector Fact Sheets/Commitment Form could be for the business community, faith-based entities, sports teams, education institutions, specialty groups, sports teams, community groups, individuals, the media etc. II. Each sheet would be customized to speak to how volunteerism creates and nurtures stronger communities in that specific sector. III. The second part of the sheet could be used to allow entity to explain how they are already involved, ask them to step up more, solicit involvement if it does not exist, provide examples of how and provide a entity contact who will have the tinle to interface with commission staff or volunteers for ongoing dialogue. IV. Benefits of structured marketing tools: Any commissioner, staff or volunteer can pitch volunteerism in a coordinated fashion anywhere in the state. The structure lends itself to measurables because you would have a commitment form completed by the entity and follow-up can easily be ensued. The commitments garnered from the entities can be utilized for peer leveraging as an incentive for an annual report-out (perhaps during the GSA). Great Media Strategy Objective: To gain more media partners to help tell our wonderful stories, create more volunteerism awareness, create more volunteers and help make volunteerism a mainstay in all of ��Commissioners' Commitment to Goals I Programs 2005-06 GREAT MEDIA 3. We will tell the story of Michigan's national leadership position and prototype the Michigan volunteer infrastructure. We will let others know what's great and strong about volunteerism in Michigan. We will tell the positive Michigan story of this coordinated initiative using community and corporate volunteerism to solve large Michigan problems. We will demonstrate the cooperative model between MCSC, CMA, VCM, MNA, MCC and Michigan's Promise. The Commissioners participated in the AmeriCorps Member Celebration Opening Ceremony and then commenced for the board meeting. During the board meeting, there was a presentation by Jordan O'Neil, from the Together We Prepare American Red Cross of West Michigan AmeriCorps program. There was an afternoon work session where the Commissioners divided into work groups to focus on the three goal areas of Mentor Michigan, Cool Companies/Cool Cities and Great Media. You will be receiving the notes from these work groups in the next few days. The Board Members enjoyed seeing the enthusiasm of the AmeriCorps members as they kicked off their year of service. The next MCSC Board Meeting will be held on Thursday, February 16, from 1:00 p.m. to 5:00 p.m. (lunch will be available at noon) at the University of Michigan-Flint. This meeting will be held in conjunction with the 101h Annual Institute on Service Learning. Commissioners are invited to stay for the dinner and awards ceremony where the Service-Learning Awards will be announced. Congratulations to Dan Mulhern who competed in his second marathon in Detroit two weeks ago and completed this year's marathon in under four hours . Joan Bowman also ran that same day in Detroit in her first half-marathon and was very successful. Welcome and Introduction - Chairperson Mulhern The meeting was called to order at 8: 10 a.m. by Chairperson Mulhern and he gave a brief summary ofthe Board Retreat which took place the prior day. II. Review and Approval of May 20, 2005 Minutes- Chairperson Mulhern Chairperson Mulhern asked for a motion to approve the minutes from the May 20, 2005 board meeting. Commissioner Mawby moved to approve the minutes, Commissioner Newport seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. IV. Review of Executive Committee Meeting Chairperson Mulhern discussed the minutes of the August 26, 2005 Executive Committee meeting which were distributed to board members. During the meeting (via conference call) they discussed the agenda for the September 22-23 Board Retreat and Meeting and staff recommendations for the Learn & Serve School-Based Funding. A memo from Paula Kaiser dated August 24, 2005, outlined the proposals. Chairperson Mulhern shared that there was discussion of the schools that don' t apply for the funding and that the MCSC is going to try to be more pro-active in targeting charter schools and the city public schools. Updates on Progress and Challenges A. Volunteer CenterNIG Update - Bob Kahle presented on the Volunteer Centers ofMichigan Impact Evaluation. There are 32 Volunteer Centers around the state. The purpose was to take a look at them to see the work that they are doing, their strengths and weaknesses, and how can to improve the efficiencies of their outcomes. Through Phase I of the project, Mr. Kahle wanted to find out the Volunteer Centers' success stories, get feedback on their expansion and how to move the volunteer movement to cover all the counties in the state, and understand their affiliation with the Points of Light Foundation. He met with several organizations including Volunteer Centers both in Michigan and other states, telephone focus groups, funding sources, and the Points of Light Foundation. Key findings ofPhase I: There is wide diversity in organization, services provided and other dimensions. The first commonality of all the centers is that they connect volunteers with opportunities to serve. The second is their work as conveners or collaborators. There is very little useful evaluation data, tools or resources in place. They do not think or operate 2 �in terms of impact. Process, not outcome, is the primary focus. Services provided by Volunteer Centers are often intangible, perceived as immeasurable, difficult to defme. There is tension within the Volunteer Center environment nationally and locally, and between POLF and United Way. They are at a crucial crossroad because the POLF is requesting the Volunteer Centers sign on to an Affiliation Agreement. The Volunteer Centers have three concerns around the agreement: "Super Brand", core programs, and shared fundraising. Also the trust and confidence in POLF is quite low among Volunteer Center leaders. Many Michigan Volunteer Centers would like to expand but they feel they don't have the resources to even continue providing the same level of service they are today. Key Implications: Impact evaluation requires more than research. There needs to be common tools, training, and common definitions ofwhat' s necessary for the outcome/impact research. Most important, the mindsets of the Volunteer Center leaders needs to be changed from being focused on process and self sustainability to being focused on producing documented outcome for their community. Recommendations: Rethink the data collection approaches for phase II, develop component style database, the definitions being defined, and flexible components to capture the uniqueness. B. Executive Director's Report - Janet Lawson gave a brief update on MCSC issues. Ms. Lawson shared that the National Governor's Association has developed a National and Community Service Policy which recognizes the importance of service. She also shared that the CNCS has developed a new strategic plan (a copy of the draft plan was distributed) and is open for comments. The MCSC has a new e-mentoring opportunity that Janet and Amber Reiss have been working on with Oakland Schools and the Department ofLabor and Economic Growth (DLEG). Kathy Young-Welch discussed the U.S . Census model on a community awareness effort to get people engaged. The MCSC could duplicate that model to make every sector of the community aware ofvolunteerism and service. There is something everybody could use to support volunteerism. There would be strategic asks for each of the sectors. If the conversation is with corporations, can they make sure there is a volunteer message in their weekly newsletters or can they create a volunteer program within their organization that employees can support. Can a church do something to create more mentors. Bob Kahle could possibly help create some measurables as the asks are made. The Governor Service Awards could be tied to recognizing volunteerism in individual municipalities. Kathy took this model of awareness to the Detroit Promise and it was very successful. 3 �C. Staff Retreat- Ms. Lawson shared that, thanks to Commissioner Whipple, the MCSC staff had a staff retreat in August at the Consumers Energy Retreat Center in South Haven. One of the key outcomes of the staff session of where the Commission needs to go was to develop a plan to develop and maintain relationships. This would be obtained by educating stakeholders and legislators, strengthening ties with local partners and grantees, developing local champions, creating stronger relationships with alumni and friends, and creating stronger alliances with CMF, CMA, National Mentoring Partnership, etc. There was also conversation on how the MCSC staff can do a better job of engaging Commissioners in a better way than has previously been done. D. Mentor Michigan - Ms. Lawson introduced Amber Reiss, the Mentor Michigan Program Coordinator. Amber gave a brief summary of her background. Ms. Lawson explained that the Mentor Michigan Providers Council has been working on quality program standards. At the four regional meetings this summer, the standards were discussed and attendees had the opportunity to provide feedback. Amber explained the eleven standards: Standard 1: Definition of Mentoring - definition of mentoring, consistent contact, 4-10 hours together each month, and group ratio established. Standard 2: Recruitment Plan - a recruitment plan for mentors and mentees and a system for follow-up Standard 3: Eligibility Screening - program screens mentors and metnees for eligibility. Standard 4: Orientation and training - program provides mentor, mentee and parent/guardian orientation and training by trained staff or volunteers. Standard 5: Matching Strategy - program has a well-documented matching strategy. Standard 6: Match Monitoring Process - program maintains and implements a process that monitors matches. Standard 7: Mentor Support, Recognition, and Retention- program supports the mentoring relationships, recognized volunteers, and strategies for volunteer rentention. Standard 8: Match Closure - program has a process for match closure. Standard 9: Program Evaluation - program conducts an evaluation process. This is one of the most changing measures for mentoring programs. Standard 10: Organizational Management - program has established organizational management practices. Standard 11: Governance - program has a governance structure. The standards have been very well received by the mentoring organizations. The Providers Council will be making these final in October. There are plans to look at the standards and look at the results 4 �of the census and develop trainings to get organizations in line with these standards. Mary Grill gave a brief update on National Mentoring Month (January) and the activities that MCSC will be doing. The Detroit Pistons will be participating in National Mentoring Month. There will be a PSA with a Pistons player, Governor Granholm and Dan Mulhern that will be played throughout the month during the games and throughout the state. On MLK day, there will be an on-court presentation recognizing mentors and a booth set up on mentoring. Commissioners will be asked to consider doing an op-ed article on mentoring for local papers and to participate in local activities in their communities. Keep in mind that January 25 is "Thank Your Mentor Day" and there will be several events going on around that. Chairperson Mulhern asked the Commissioners to be proactive about National Mentoring Month, try to connect with organizations in their local communities to promote mentoring, and to contact local media (radio, newspapers, etc) to promote mentoring. Ms. Lawson distributed the Mentor Michigan Budget to Commissioners and gave an update on contributions from Governor's Service Awards, John Hancock, Siemens, Detroit Auto Dealers Association, Hudson Weber and National Mentoring Partnership. E. Review ofMCSC Budget and Audit Resolution - Garry Gross gave an update on MCSC Budget. He also presented the preliminary audit findings . The MCSC faired very well on the audit as there was only one reportable condition for inclusion in the audit report. F. Cross Stream Training - Megan Sargent presented information on the Cross Stream Training event that will be taking place on October 20-21. The MCSC will partner with the CNCS Michigan office for a collaboration and training event for all national service programs in Michigan. The goal is to get all service streams to work better together. Commissioners are welcome to attend. G. CMA/Serve Michigan Update - Kyle Caldwell explained the ConnectMichigan Alliance (CMA) and the partnerships between CMA, MCSC, Michigan Nonprofit Association, Michigan Campus Compact and Michigan Volunteers Center. H. AmeriCorps a. Standards - Andy Younger shared that the MCSC has been working on AmeriCorps standards. He explained that the AmeriCorps Program Coordinators at MCSC have been working with their programs to make sure they are in compliance with the national and state policies around AmeriCorps. All of the technical assistance and trainings that 5 �the MCSC holds for the programs focus on these areas so that they don't fail around these policies and have audit issues. The MCSC is creating benchmarks for what a high quality program would look like. Over the past several months, an AmeriCorps committee has worked with a national technical assistance provider to bring MCSC staff, former and current AmeriCorps program directors that have a knowledge and understanding of AmeriCorps and what good, high quality program would look like to develop a set of standards and criteria. The MCSC is still in the process of developing and defining the standards. There are six major areas under which there are standards. Those include site success, member success, communication impact, sustainability, community strengthening and involvement, and evaluations and impact. The final standards will be rolled out the first of the year. b. Rulemaking- Andy Younger gave a brief overview of the new AmeriCorps Rule. A summary of the new rule was included in the Commissioner board packets. The key points that will affect the MCSC are around the sustainability and match criteria. Other areas include the fundraising activities that members engage in and around the tutoring requirements. One of the biggest areas that could potentially affect the MCSC is the state commissions flexibility to operate a national service program. I. Service Learning - Jeanine Yard shared information on a survey done by Public Sector Consultants on Service Learning in Michigan. A copy of the Executive Summary was distributed to Commissioners. One of the key findings was that there are more teachers and students engaged in service learning than in 2002. Another finding is that service learning is happening with individual teachers, and not necessarily district wide. Governor' s Service Awards - Mary Grill went over the GSA Financial Summary and the recommendation for the MCSC portion ofthe funds . After splitting the funds with the Michigan Campus Compact, the MCSC will have $83,889. Chairperson Mulhern thanked the MCSC staff for their commitment to the MCSC and its mission. 6 �V. He shared his excitement about seeing all the Ame1iCorps members at the AmeriCorps Member Celebration prior to the board meeting. There were several new commissioners at tills meeting so everyone introduced themselves. 1 �.~ II. Program Highlight- AmeriCorps Janet Lawson introduced Jordan O'Neil, from Together We Prepare, American Red Cross of West Michigan. Mr. O'Neil gave an overview of their AmeriCorps program. Their mission is to provide vital emergency assistance to victims in communities affected by disasters and to increase preparedness in the areas of greatest need before disaster strikes by recruiting, training and supporting young adults, integrate conununity outreach and educate on homeland security. There are several different focus sights in the Together We Prepare AmeriCorps program. They have nine hosts sites around the state that are American Red Cross Chapters that host 17 members at those sites. Another piece of the program is National Disaster Response. All the members serve on two 3-week assignments throughout their 10 Y2 months of service. Out of the 17 members, 14 members served a combined total of2,732 hours over 3 weeks assisting over 47,000 people that were affected by Hurricane Katrina and Rita. Another component of the disaster response is that the Red Cross responds to every house fire, providing emergency assistance for food, clothing and shelter for those families . During the first 2 Yz months of the program the members will respond to disasters 24 hours a day 7 days a week and 95 % of the incidents will be residential fires. One of their big goals is youth services. Over the next tlu·ee years of this grant cycle, they would like to recruit 500 youth under the age of 24. They have created a youth program called Club Red at the nine sites. Another goal over the next three years is to recruit 800 new volunteers to the American Red Cross. III. Review and Approval of September 23 , 2005 Minutes - Chairperson Mulhern Chairperson Mulhern asked for a motion to approve the minutes from the September 23, 2005 board meeting. Conunissioner Parker moved to approve the minutes, Commissioner Seese seconded the motion. The motion passed unanimously. IV. Updates on Progress and Challenges A. Executive Director's Report - Janet Lawson announced that Paula Kaiser VanDam, Deputy Director, had her baby in October. She gave an update on staff. Kimberly Andrews, an AmeriCorps Program Officer, has left to work at the W.K. Kellogg Foundation, and Marcy Bishop has taken her place. Ms. Lawson thanked Vivian Pickard, an outgoing Commissioner, for everything she has done for the MCSC. Ms. Pickard was not able to make it to the September board meeting where the presentations to outgoing Conunissioners were made. Chairperson Mulhern also thanked Ms. Pickard for dedication to the MCSC. B. Mentor Michigan - Amber Reiss gave an update on the Mentor Michigan Census Wave III. Bob Kahle again conducted the census and will have the results in January. There are Mentor Michigan AmeriCorps members 2 �coming on board. There will be 30 members throughout the state dedicated to the goals of the standards ofMentor Michigan. National Mentoring Month will be in January. There will be several activities taking place around the state. There is a toolkit on the Mentor Michigan website that will help mentoring organizations plan their events during the month. The First Gentleman will also be participating in media events around the state. The MCSC would also like to invite the commissioners to participate in events in their conmmnities. Chairman Mulhern asked that if conunissioners have media contacts in their local areas, to get in touch with Mary Grill to schedule interviews with both the commissioner and Mr. Mulhern. Also, January 25 is Thank Your Mentor Day so that would be a great opportunity for conunissioners to call into their local radio stations to thank their mentors on the air. Conunissioner Joe Sowmick offered to help distribute PSA's through his media contacts. Kari Pardoe shared that the Pistons have taped a PSA with Mr. Mulhern and Chauncey Billups that will air throughout the month of January at the Pistons games. They will also have a special presentation during the halftime of the Pistons game on MLK Day (January 16). There will also be a kiosk area for Mentor Michigan material. The Pistons will also give 200 tickets out to mentoring organizations. Ms. Reiss also stated that Mentor Michigan is encouraging mentoring organizations to volunteer on MLK Day. Kyle Caldwell stated that an easy way to rebuild the relationship with the legislature is to possibly have them do proclamations around National Mentoring Month. Ms. Lawson shared that she has been researching a great way to market Mentor Michigan called The Giving Game. But she found out that Kathy Agard from Learning to Give has already been researching the same program. She gave background on tllis card that would be passed on when you did something nice for someone or a service project. The hope is to have these cards ready for National Mentoring Month. Vivian Pickard asked whether corporations could be sponsors for the cards. Ms. Lawson said that she thought they could but would need to speak with Learning to Give first. Chairman Mulhern gave a brief overview of Mentor Michigan so that the new Conunissioners will have some background. Most of the programs at the MCSC are driven by revenue resources (Learn and Serve, AmeriCorps, Citizen Corps). Mentor Michigan is an initiative of the Governor's and is used as a symbol of volunteerism and a real effort to get mentors involved. Mentor Michigan and the MCSC works with the Volunteer Centers of Michigan and Michigan Campus Compact and ConnectMiclligan Alliance to get their voltmteer conmmnities involved with mentoring. The Mentor Michigan effort began without any funding, with no statutory requirements or authority, and without any data of who were mentoring, how they were mentoring, what kind of kids were being mentored, screetling activities, etc. Bob Kahle has done a great deal of research for the MCSC on mentoring 3 �. .. through surveying the mentoring organizations three times over the past 16 months. So a good pichn·e of mentoring is developing. After the MCSC received the infonnation from Bob Kahle, it was assesses as to whether they were mentoring agencies or youth serving agencies that did some sort of mentoring. It was then discovered the organizations didn't have any standards or best-practices. Standards were established last year and in the last census to the mentoring organizations, some questions were added that related to the standards asking whether the organizations whether they are already doing this, how many are doing it, or what do they need to do this. What may have been a counting process in the beginning is now evolving into a quality-developing tool now. The good news is great quality things are improving for kids in mentoring programs now. With these new standards, there may not be as many mentoring progran1s that fall within the definition of mentoring in the standards, but the programs that do are the programs that will have better quality. VII. C. Governor's Service Awards - Mary Grill gave an update on the 2006 Governor's Service Awards. She shared that the event will change a little this year with the MCSC hoping to include a headliner to host the event (trying for Tim Allen). She also asked any Cmmnissioners that want to be on the GSA planning committee to contact her. She is also looking for someone to chair the fundraising committee. Vivian Pickard has offered to "mentor" the new fundraising chair. D. Financial Report - Garry Gross gave an overview of the MCSC Financial Report. Adjourn The meeting was adjourned at 1:00pm.
