The following summarizes the most significant issues in the new rule: Sustainability and Federal Share The new rule has the following six main elements related to sustainability: 1. Incorporates the broad spectrum of sustainability criteria throughout the Corporation's grant selection criteria. 2. Increases the weight of cost-effectiveness in the selection criteria, and makes an applicant's budgeted Corporation cost per member service year (MSY) a more meaningful factor in the selection process. In evaluating cost effectiveness, the Corporation will take into account the goals, performance outcomes, and the individual circumstances of programs and the communities in which they operate, thereby considering both costs and benefits. 3. Increases the grantee share of program costs based on a predictable and incremental schedule to a SO percent overall level by the lOth year in which an organization receives an AmeriCorps operational grant for the same program. Programs that cannot meet these requirements and that are located in rural or severely economically distressed areas may apply for permission to meet an alternative match requirement which would increase the grantee share of program costs to a 35 percent overall level by the 10th year. 4. Requires state commissions to develop and implement a sustainability approach as part of their oversight function. 5. Targets a percentage of non-continuation AmeriCorps state and national grant funds each year for new applicants. 6. Provides technical support to assist programs in meeting the increasing match requirements. Grant Selection Criteria The new rule adjusts the Corporation's grant selection criteria to meet three objectives: 1. To better align the selection criteria with elements that predict program success; OGC/063005 �2. To incorporate into the selection criteria greater emphasis on sustainability; and 3. To provide transparency, predictability, and consistency for organizations applying for AmeriCorps funds. The new rule clearly describes the Corporation's grant review process, and sets out the following basic criteria that the Corporation would apply in reviewing an application for AmeriCorps funding: • • • Program Design, which would count for 50 percent of the score (down from 60 percent currently), including: o The rationale for and approach of the proposed program; o The member-related outputs and outcomes; and o The community-related outputs and outcomes. Organizational Capability, which would remain at its current 25 percent weight, and Cost-Effectiveness and Budget Adequacy, which would count for 25 percent (up from 15 percent currently). The new rule requires state commissions to rank the state competitive proposals they submit to the Corporation . Cost per Member Service Year (MSY) (formerly Cost per FTE) Cost per MSY for Individual Programs • • The new rule quantifies an individual program's Corporation cost per MSY as the budgeted grant costs divided by the number of member MSYs awarded in the grant (excluding child care and the AmeriCorps Education Award) The Corporation will consider granting program requests to increase their Corporation cost per MSY up to any percentage increase in their previous year's minimum AmeriCorps member living allowance. Average Cost per MSY for State Commissions • • Average cost per MSY for state commissions will be the budgeted grant costs for all the AmeriCorps programs in the commission's portfolio divided by the total number of MSYs in the commission's portfolio of AmeriCorps programs, including Education Award programs (excluding child care, the AmeriCorps Education Award, and the commission administrative grants). The Corporation will review the maximum average cost per MSY annually with the increase in the member living allowance and other changes to program costs in mind. Corporation cost per member service year (MSY) is also included as one indicator of cost-effectiveness in the selection criteria. Member Service Activities OGC/063005 �The new rule largely codifies and clarifies the Corporation's current guidelines and grant provisions on member service activities and capacity-bu ilding . Specifically, the new rule clarifies that AmeriCorps members may: • • Perform direct service activities, and Engage in other activities that build the organizational and financial capacity of nonprofit organizations and communities, including volunteer recruitment and certain fundraising activities. In add ition: • • Generally, grantees must include volunteer recruitment in their program design unless unfeasible AmeriCorps members may engage in fundraising directly in support of service activities for up to 10% of their term of service Tutoring Requirements The new rule: • • • • • • Confirms that the qualification requirements for tutors and other paraprofessionals under the No Child Left Behind Act apply only to tutors who are considered employees of the Local Education Agency or school under state law, but do not apply to AmeriCorps members serving as tutors under the sponsorship of an organization other than the school district. Narrowly defines "tutor" for purposes of the regulations to include only individuals whose primary goal is to increase academic achievement in reading or other core subjects through planned, consistent, one-to-one or small-group reading , or other small-group sessions, that build on students' academic strengths and target students' academic needs. Requires a member serving as a tutor (other than one considered under NCLB to be employed by the LEA or school) either: o To have a high school diploma (or its equivalent), or o To pass a proficiency test that the grantee has determ ined effective in ensuring that the member has the necessary skills to serve as a tutor. Requires a member serving as a tutor (other than one employed by the LEA or school) to successfully complete any pre- and in-service specialized training required by the program. Requires tutoring programs to show competency to provide tutoring service through their recruitment, specialized training, performance measures, and supervision . Does not impose new requirements on members engaged in supplemental academic support activities whose primary goal is something other than increasing academic achievement. For example, providing a safe place for children after school is not tutoring, even if some of the program activities focus on homework help . State Commission Flexibility to Operate National Service Programs The Corporation 's current regu lations prohibit state comm issions from directly operating any national service program receiving Corporation assistance . The new OGC/063005 �rule relaxes this current restriction by prohibiting state commissions from directly operating only AmeriCorps subtitle C grant programs and Senior Corps programs. Performance Measures and Evaluation The new rule: • • • • Codifies current Corporation requirements for performance measures; Requires at least one set of aligned measures (one output, one intermediate outcome, and end outcome) on the program's primary area of activity; Requires independent evaluations to large state competitive and direct grantees; and Requires internal evaluations from smaller and EAP grantees. Mulhern Executive Di rector Janet Lawson MEMORANDUM TO: Members of the Michigan Community Service Commission Executive Committee FROM: Janet Lawson, Executive Director DATE: September 7, 2005 RE: Summary of August 26,2005 Meeting The following is a summary of the meeting of the Michigan Community Service Commission Executive Committee held via conference call on Friday, August 26, 2005 . The meeting was called to order at 10:00 a.m. Members present: Daniel Mulhern, Chair; Russ Mawby and Meg Smith. Staff present: Janet Lawson, Janice Harvey, and Joan Bowman. Retreat and Board Meeting Agenda Janet Lawson went through the agenda for the September 22-23 Board Meeting and Retreat. There will be several new Commissioners at the meeting. In the past, we have held New Commissioner Orientation prior to the meeting starting. One-on-one meetings will be scheduled with each of the new Commissioners after the board meeting to go through orientation materials. Staff will report out on goals from the last year and Commissioner goals will be discussed. Russ Mawby suggested that the goals should focus around the board mission which is related to volunteerism. He gave three suggestions: 1. Join forces with United Way. How can we collaborate with United Way on volunteerism and mentoring. 2. Look at where we are with volunteer centers. We also have community foundations in every area of the state. By working with United Way and the community foundations there is a potential to have volunteer centers in every community. Working with CMA and VCM, there should be a goal to have volunteer centers statewide. Campus Compact can get students engaged in community service. Albion College, for �example, is initiating a mentoring program for their students. Every college should be members of Campus Compact. 3. Work with Learning to Give which is putting experience ofvolunteering in K-12 education. Russ has agreed to speak at the Retreat on these issues. Staff Recommendations for Learn & Serve School-Based Funding Angelia Salas gave background on the applications that were received and explained the three categories of funding (implementation, institutionalization, and ISD/Higher Education partnerships). The MCSC received 25 renewal applications. The staff reviewed the 25 applications and are recommending al125 for funding. Members reviewed the staff recommendations outlined in a memo from Paula Kaiser dated August 24, 2005 . Chairman Mulhern asked for a motion to support the staff recommendations for the Learn and Serve-Michigan School-Based grants. Commissioner Mawby moved to support the motion and Commissioner Smith seconded the motion. The motion passed unanimously. Update on MCSC Initiatives Janet Lawson gave an update on the MCSC funding. The legislature has not met yet on the budget. Several Commissioners will be leaving the MCSC this year due to term limits. The Executive Committee is losing two members (Vivian Pickard and Meg Smith) so new members will need to be appointed. There were four regional Mentor Michigan Training Sessions around the state held over the last two month where standards for mentoring programs were discussed. Ms. Lawson shared that John Hancock will be giving Mentor Michigan $100,000 each year for the next 2 years and the Detroit Pistons will be participating during Mento ring Month in January. Ken Bensen and Janet Lawson have also met and will be working on a mentoring program for Habitat volunteers. There is also discussion with Oakland University and the Michigan' s Women Commission for an e-mentoring program. Janet went over the GSA Financial Summary and the Executive Committee supported the recommendations for the proceeds. The review found one finding that they considered to be a reportable condition for inclusion in the audit report. The finding was that DLEG's (MCSC) controls over the AmeriCorps program did not ensure compliance with the federal laws and regulations regarding matching, level of effort, and earmarking and subrecipient monitoring. We do agree with the fact that a small number of our programs did not meet the match required of them in the grant document but we disagree with the finding listed above. All of our programs do in fact meet and exceed the minimum federal matching requirement. The finding that the auditor noted in the report was on MCSC's required match. This match is determined by the number of years that an AmeriCorps program has been in existence. In some cases, programs are required by MCSC to provide 95% match in part of the grant. This is well above the required federal match of33%. As part of our overall grant administration, MCSC monitors the match level through the year and works closely with the programs to ensure that the required federal match is met. However, in some cases the program cannot meet the higher state required match for any number of reasons and will ask for a lower match amount. MCSC as the grant administrator can and does make match adjustments for programs when they have a valid reason for not meeting the state match �Mr. Allen Williams Page Two April29,2005 requirement. In no cases, is a program allowed to match below the required federal amount. MCSC has been issuing AmeriCorps grants for over 10 years and has followed this process. It has been our policy to address the final match issues as part of the close out as many programs wait until the end of the grant year to count all the match (in-kind and administrative). As a result of this proposed finding, MCSC has made some adjustments to its current procedures, which will address the match concerns earlier in the grant year to help avoid any future match issues. MCSC will also work with our federal granting agency to clarify the match issue variance process. Both the Deputy Director and the Director of Finance and Administration will now be required to approve any match variances between the state and federal requirements and also the final close out packet. After reviewing our responses, you can see that while MCSC does need to tighten some controls to ensure that our AmeriCorps Programs meet our graduated state match amounts, the program did meet all federal match requirements and is not a reportable condition. The Service-Learning Teacher Fellows will be a corps of experienced teachers who run exemplary service-learning projects and who are willing and able to share their expertise and enthusiasm with their peers. The Fellows are respected members of their school district's service-learning team. They will mentor and train teachers and administrators in effective service-learning practices, write curricula, publish articles, and promote the use of service-learning as an effective teaching tool. In the inaugural year, the Michigan Community Service Commission (MCSC) will select ten Fellows to participate. The Fellows will receive a cash award, ongoing leadership training, and invitations to participate in a variety of Fellows activities. In exchange, the Fellows will make a twoyear commitment to contribute to the promotion and development of service-learning at the local, state, and national levels. Each Fellow will also complete the required activities outlined below. Potential Fellows will apply through a competitive process managed by the MCSC. Applicants not selected will not receive financial awards, however, they will be invited to attend some of the Fellows activities. Program Outcomes Outcome 1: Each Fellow will participate in activities hosted by the MCSC designed to promote professional development as a service-learning expert. • • • Attend annual gathering ofFellows (required). We have received a two-year commitment from John Hancock for $150,000, a $10 ,000 contribution from Siemens, and $50,000 from the Detroit Auto Dealers Association . Quality Program Standards The Mentor Michigan and its Providers Council believe it is vital for Michigan's mentoring programs to operate with the highest possible quality. The following are components that we believe should be in place in order for a child to receive beneficial and productive results from a mentoring relationship. These standards include, but are not limited to, the definition of mentoring, recruitment and retention of mentors and mentees, and screening, training, and evaluation of mentors and program staff. Additionally, the standards address issues around resource and organizational development so mentoring programs are sustained over time. Currently, the standards are in draft form but will be finalized at the Provider's Council Retreat in October. Standard 1: DEFINITION OF MENTORING Mentoring is an ongoing , structured relationship with a trusted individual aimed at • developing the character and competence of the mentee. • Consistent contact between mentee and mentor for a minimum of one calendar year (or academic year) . • 4-10 hours together each month . • Group mentoring -ratio of no more than 4:1 . Standard 2: RECRUITMENT PLAN • The program has a comprehensive recruitment plan for mentors and mentees and a system for follow-up and enrollment. Standard 3: ELIGIBILITY SCREENING • The program screens mentors and mentees for eligibility. Standard 4: ORIENTATION AND TRAINING • The program provides each mentor, mentee, and parenUguardian of mentee orientation and training . • Trained staff or volunteers conduct these sessions, which are held prior to the match . Standard 5: MATCHING STRATEGY • The program has a well-documented matching strategy. STANDARD 6: MATCH MONITORING PROCESS The program maintains and implements a process that monitors matches. • Standard 7: MENTOR SUPPORT, RECOGNITION, AND RETENTION • The program supports the mentoring relationships, recognizes volunteers, and has strategies for volunteer retention . Standard 8: MATCH CLOSURE �• The program has a process for match closure. Standard 9: PROGRAM EVALUATION The program conducts and evaluation process, which includes both process and • outcome evaluation Standard 10: ORGANIZATIONAL MANAGEMENT • The program has established organizational management practices Standard 11 : GOVERNANCE • The program has a governance structure that includes a volunteer (non-compensated) board of directors or advisory council with established governance practices Mentor Michigan Regional Meetings In July and August four regional meeting for Mentor Michigan were held across the state for mentoring professionals and volunteers. First Gentleman Mulhern lead discussions about program standards designed by and specifically for Michigan-based mentoring programs . Attendees also had an opportunity to learn how to use the information from Wave II of the Mentor Michigan Census to gain support for their organization. Workshops were also held on supporting and retaining mentors , using current mentors to recruit new mentors , fundrais ing , and protecting the safety and security of the kids we serve . Overall 240 participants were involved in these regional meetings including : 85 in Detroit, 31 in Saginaw, 37 in Marquette and 87 in Muskegon. Upcoming Provider's Council Retreat The Providers Council advises Mentor Michigan about mentoring activities and needs around the state. The council serves as an advisory body to the Michigan Community Service Commission (MCSC). The council consists of 20 individuals that represent diverse mentoring programs , organ izations , and collaborations from around the state . The following are currently represented on the council: community-based programs, school-based programs, workplace mentoring programs, local mentoring collaboratives, Volunteer Centers, and National Service programs . At the Provider's Council Retreat on October 17 and 18 the agenda includes : finalizing the standards , planning for training based on the census and setting committee goals. Mentor Michigan AmeriCorps The ConnectMichigan All iance is hosting the Mentor Michigan AmeriCorps program , which will place 34 full-time AmeriCorps members in mentoring programs throughout the state. From November 2005- November 2006 Mentor Michigan AmeriCorps Members will increase the development of the state's youth mentoring infrastructure by supporting mentoring initiatives at the local and regional levels . The primary role of the MMA Members will be to improve the quality of existing youth mentoring programs by enhancing, developing and implementing systems to effectively recruit, screen , train and support mentors and their mentees. In addition, members should focus on helping sites meet the Mentor Michigan Quality Program Standards. MMA Members will recruit 50 new mentors per Member during the program 's inaugural year resulting in 1500 new mentors statewide by November 2006. Michigan nonprofits include foundations, educational institutions, theaters, churches, food banks, hospitals and more. As individuals provide 76.3% of contributions in the country (Giving USA, 2003), and organizations rely heavily on volunteers to assist organizations, it is important to understand the current economic and sociological trends of individual giving and volunteering. To learn about the habits of these important people, 990 Michigan residents were surveyed in the fall of 2003 on their giving, volunteering and opinions regarding a few key public policy issues. In 2003, eight out of ten Michigan residents contributed to charity (79.5%), a consistent level for the state in recent years. The one exception was the high level of giving (89.1%) after the terrorist attacks of September 11, 2001. • The number of women (83.1%) making contributions continued to exceed the number of men (75.1%). The gender gap in giving has grown over the past three years, from a gap of 0.5 points in 2001 to 5.3 points in 2002 and 8.0 points in 2003. Of those surveyed, 770 provided details on how much they had contributed. Twentysix per cent of those who disclosed amounts of gifts did not make a financial contribution. The most common levels of giving were for less than $250 (18.4%), followed by those giving $1,000-2,499 (16.2%). Of the 570 respondents who made a financial contribution, the average contribution during the year was $1,453. Total·············· Female Male ------------- Compared with past years, the major change has been the drop in the rate of giving by younger residents, those 29 years old and younger. Also evident is a drop in the percentage of giving by those aged over 60 years. In 2003, giving by those aged over 60 years was at more than 80%, compared to 96.4% in 2001 and 84% in 2002. This recent experience suggests that the numbers of residents making charitable contributions has dropped for those at the start and end of their working lives, and is strongest for those in the middle of their careers. For 2004, two-thirds of respondents expect their giving to remain the same, with 15.3% planning to give more and 17.1% expecting to give less. Giving plans are similar for men and women, with women slightly more likely to give the same or more. In terms of income, the groups expecting to increase giving range from 8-18% with the lowest income category showing the highest level of those planning to give more (33.3%). • When plans for giving are presented by age, those under 50 years are more likely to increase giving, although these age categories also show the highest levels for those planning to give less. When asked about plans for giving m the next year, the age categories showing t he least change are respondents aged 60 and older. Michigan Volunteers! In 2003, almost half of those surveyed reported volunteering (46.1%). This level represents a return to historic levels after a drop in volunteering to one third of those surveyed in 2002. • While almost half of those surveyed volunteered in 2003, nearly 60% reported having volunteered at some time in their life. • Women volunteer more often than men, with 52.1% of women volunteering and 39.3% of men. In 2003, volunteering ranged from low levels for those in their late twenties (25.9%) to almost two-thirds of those in their thirties. Of all those surveyed, education (26%) drew the most volunteers followed by religion (23.5%), youth development (17.7%), human services (15%), health (10.3%), political organizations (7.4%), arts/culture (7.1%), and environmental organizations 5. 2%). Giving & Volunteenng 3 �MICHIGAN'S PROMISE THEA.LLL\:'\CJ : FoR Y<:)lr n 1 National Comparison Giving and Volunteering in Michigan and the United States Launched in 1997, Michigan's Promise seeks to create safer streets, healthier youth and stronger communities by providing leadership and resources to ensure that all Michigan youth have access to the Five Promises outlined below: Data on giving and volunteering across the United States are not always comparable or available. To provide some context for Michigan's experience in terms of the nation, the following comparisons can be made. In 2003, a statewide survey of Michigan residents found almost 80% of households making a charitable contribution. This cornpares to a rate of 89% nationally, calculated by Independent Sector from 2001 survey data (the latest data available). It is important to note that Michigan had a similar rate to the national level in the aftermath of the terrorist attacks of 9/11. The 2003 Michigan survey found an average household contributed $1,453 compared to a national level of $1,620 using 2001 data from Independent Sector. Volunteering appears stronger in Michigan than the nation, with 2003 data showing 46.1% of those surveyed having volunteered. This compares to a national rate of 28.8% from a survey by the Bureau of Labor Statistics in fall 2003. Nonprofit Sector and Public Policy Giving and Volunteering in Michigan and U.S. 0 • • • 100 The decisions of policyrnakers impact the nonprofit sector in many ways. Most obviously, policyrnakers determine levels of funding and oversight for Michigan organizations. However, state government also sets policies that impact the number of individuals that volunteer. For the purpose of this survey, participants were asked questions regarding their views on volunteerisrn as a graduation requirement and the practice of rnentoring. �Graduation Requirements With growing participation in volunteering by young people and the inclusion of service learning in the school system, the survey asked if volunteering should be a graduation requirement for Michigan high schools. More than half of those surveyed (52.3%) agreed that volunteering should be required. Women (62.2%) were more supportive than men (41.1%) of a volunteer requirement for graduation. More than half of white (52.9%) and Hispanic (52.2%) respondents supported a graduation requirement, with slightly less than half of African American (45.6%) respondents in agreement. About half of aU people, regardless of political background, agreed that volunteering should be a graduation requirement. Support for Volunteering as Graduation Requirement 2003 Mento ring Mentoring is an important responsibility in Michigan with many residents likely to become a mentor in the future. When asked about having ever served as mentor, 43.2% of those surveyed replied positively. Women (45.6%) were more likely than men (40.5%) to have been a mentor in the past. Most likely to have been a mentor were African Americans (66.7%), followed by Hispanic (50%) respondents and white (39.8%) residents. The survey then asked about willingness to serve as a mentor in the future if a statewide mentoring program were developed. The general response was positive, with 61.3% very likely or somewhat likely to be a mentor (16.5% very likely and 44.8% somewhat likely). As partners to government and business, nonprofits serve as critical community stewards of education, human services, health care, arts and humanities, the environment, religion and more. Without these necessary organizations, the quality of life in Michigan communities would be seriously damaged. Luckily, Michigan families, policymakers and businesses have a long tradition of supporting nonprofits. In addition to the large number of Michiganians that volunteer to assist organizations fulfill their missions, the sector employs more than 300,000 individuals that contribute to the state's economy. However, a major challenge for the sector today is declining resources. Although the percentage of those giving has remained stable and the percentage of Michigan residents volunteering has increased, funding from government, foundations and businesses has decreased. This decline of available resources for Michigan communities results from a weakened economy producing a state budget crisis and decreased stock portfolios for both businesses and foundations. As the economy worsens, however, Michigan nonprofits are being asked to do more with less. Hence, as government explores a program to mandate volunteerism in high schools, government must work with the nonprofit sector to ensure that nonprofits have the capacity and resources to provide meaningful volunteer experiences. Thus, as students become young adults, they will continue serving their communities in the future. 6 G:ving & Volunteering Foundation Giving at a Glance Michigan is ranked 11th in the nation in the number of grantmaking foundations. The nearly 2,000 private, family, corporate, and community foundations annually grant over $1 billion to nonprofit organizations in Michigan, nationally and internationally. In addition, our state is yth in the nation for foundation giving. Michigan is also yth as a percent of gross state product and gth in foundation giving per capita. Michigan's tradition of organized giving continues with the state certifying articles of incorporation for more than 100 new foundations during the past year. In addition, the 65 community foundations and their 30 affiliates serving all 83 counties continue to grow through the creation of new donor advised funds and contributions to field of interest funds and unrestricted gifts. While foundation giving is small when compared to the scale of individual giving, grantmaking foundations are one of the state's jewels, providing leadership in the areas of early childhood development, AIDS, tobacco use reduction and education, and land use - to name a few of the key issues addressed. Because data for 2003 are still being collected, the following chart reflects 71% of the total giving reported by all Michigan foundations in 2002. As has been true historically, giving to education, human services and public affairs/ society benefit remain the top three major subject areas receiving foundation dollars. The Foundation Center in New York, the nation's source for data on foundation giving, estimates that giving in 2003 has been two to three percent below the 2002 levels due to the impact of the stock market on foundation assets. Michigan's AmeriCorps National and Community Service at a Glance The 13 Michigan AmeriCorps programs leverage volunteers as a "domestic" Peace Corps to work on a wide range of issues. Community organizations host teams of caring individual members to implement programs that strengthen local communities. Michigan Community Service Commission More than 60,000 people of all ages and backgrounds help strengthen communities through national and community service projects funded by the Michigan Community Service Commission. Serving with nonprofit organizations, faith-based groups, schools, and other agencies, these individuals tutor and mentor children, coordinate after-school programs, build homes, teach conflict resolution, support victims of domestic violence, During a typical year:· • Michigan's AmeriCorps members improve the lives of more than 110,000 people. • Approximately 700 members serve in local communities through Michigan's AmeriCorps programs. • Each AmeriCorps member funded by the MCSC recruits an average of 26 volunteers, or more than 18,000 volunteers per year. Giving & Volurteering 7 �Learn and Serve Service-learning is a way of teaching that connects valuable learning with meaningful service to the community. Service-learning takes places in and outside of the classroom. Learn and Serve - Michigan is a grant program that supports service-learning in schools and nonprofit organizations. Through servicelearning, young people take what they learn and put it into action in the community. The MCSC currently provides $881,496 to 34 school-based programs and $100,000 to 7 community-based programs. Last year these programs involved more than 36,000 youth in service-learning activities. Michigan Citizen Corps The Michigan Citizen Corps creates opportunities for individuals to volunteer to help their communities prepare for and respond to manmade and natural disasters. It brings together local leaders, individual volunteers, and the network of first responder organizations such as police departments, fire departments, and emergency medical personnel. The Michigan Citizen Corps currently supports 36 local Citizen Corps Councils. Community Emergency Response Team (CERT) training provides individuals with the basic skills required to handle their own needs and their communities' needs in the aftermath of a disaster. Two levels of training take place. To date, CERT Train-the-Trainer has prepared 70 individuals to provide basic CERT training in local communities. An additional 150 individuals have received basic CERT training. Michigan Volunteer Investment Grants Michigan Volunteer Investment Grants (VIG) fund volunteer resource centers throughout our state. VIG enables volunteer resource centers to build • The numbers used are the average of the 00-01 through 02-03 program year. The MCSC currently provides $280,100 to 10 volunteer resource centers. Grants, which require a $1 to $1 match, range from $20,000 to $50,000 annually. Since its inception in 1998, VIG has leveraged more than $6 million in local communities to support volunteer efforts. Mentor Michigan Mentor Michigan is working to ensure that all of our youth have stable, ongoing relationships with caring individuals. Mentor Michigan is striving to recruit 10,000 new mentors in Michigan by December 2007. Together with mentoring programs throughout the state, Mentor Michigan recruits mentors, develops partners and champions, advocates for mentoring issues and standards, provides resources and training, and recognizes the accomplishments of mentors and the organizations that support them. Corporation for National and Community Service The Corporation for National and Community Service has a network of state offices that provide accountability, oversight, and technical assistance for the National Senior Service Corps and the AmeriCorps*VISTA programs. The Michigan State Office, based in Detroit, supports Michigan communities through two programs: National Senior Service Corps More than 15,000 seniors contribute their time and talents to the three Senior Corps programs - Foster Grandparents, Senior Companions, and RSVP. These three programs touch the lives of thousands of individuals and 3,000 local organizations. AmeriCorps *VISTA Nearly 200 AmeriCorps*VISTA volunteers are serving across the State of Michigan at 29 agencies and organizations devoted to developing and implementing sustainable programs to eradicate poverty in our nation. VISTA projects are providing positive solutions in wide ranging areas including literacy, economic development, housing, environmental programs and mentoring. Welcome and Introduction - Chairperson Mulhern The meeting was called to order at 9:15a.m. by Chairperson Mulhern and he welcomed everyone to the meeting. Janet Lawson introduced Evan Albert, the new State Director for Michigan for the Corporation for National and Community Service (CNCS). II. Review and Approval of February 11, 2005 Minutes- Chairperson Mulhern A couple areas of the minutes were discussed. The first area was on page four and Commissioners discussed having Congressman McCotter attend the next board meeting. He was not available but will be invited to attend a future meeting. The second area discussed was also from page four and referred to Chairman Mulhern's recommendation that at the next board meeting there would be a discussion on the relationship between the State Board of Education and the MCSC. He announced that there is a new Superintendent and that once he comes on board, we will have this discussion. Chairperson Mulhern asked for a motion to approve the minutes from the February 11, 2005 board meeting. Commissioner Parker moved to approve the minutes, Commissioner Mawby seconded the motion. The motion passed unanimously. III. Learn & Serve Presentation Angelia Salas introduced representatives from L'Anse Creuse. Emma De' Angelis, a Service Learning Coordinator for the district, explained that their district has a service requirement of 40 hours. The community has embraced the idea that service is a part of life. The program started in 1992. Ann Hart, also a Service Learning Coordinator for the district, gave background on how their service-learning program began. Currently, every curriculum area at their schools have a service learning project. At least 50% of the high school teachers are using service learning in their classroom. Over 75% oflast year's graduating class had service learning experience. IV. Mentor Michigan A. Census II Results - Bob Kahle presented the Mentor Michigan Census Wave II results. The objectives of the census were to identify and track mentoring organizations, the programs they operate and the number of kids they match with mentors. The MCSC also wants to understand the program components, the needs of the mento ring organizations, and to encourage and support evaluation. He explained the "funnel" and how to build the mentoring movement in Michigan. The first step is to generate awareness and do a better job of recruitment. The next step of the funnel is mentor preparation and 2 �selection which is the background checking and the training issues. The final step is the actual mentoring. Mentoring generates positive outcomes for the kids, adults who mentor and the community. Out of 207 identified mentoring organizations, 136 completed the census. The MCSC intends to go back into the field in fall of 2005 . Out of 105 organizations that participated in Wave I of the census, 96 of them answered the survey the second time. One thing learned was that to have more mentors, you have to have more inquiries and have to generate more awareness. How did Mentor Michigan do in terms of inquiries and applications in 2004? There were almost 10,000 inquiries and almost 6,300 new applications. This is a significant increase in the number of new applications. In the first two months of 2005 there have been over 3,900 inquiries and 1,800 applications. From January to August 2004 there was a monthly average of 728 inquiries and almost 500 applications. From August 2004 to the end of the year, the monthly average also increased. The monthly averages for the first two months of 2005 increased to 1900 inquiries and 926 applications. Clearly there is momentum in the Mentoring Month activities. Mentor Michigan can now document that about 27,000 young people have been served in 2004 and almost 16,000 people volunteered to be mentors. From February 2004 to February 2005, 94 organizations reported increases in the number of youths they have matched with a mentor and 29% reported a decrease. The number of organizations reporting an increase were 3,282, those reporting a decrease were 1,066 for an increase of 2,216 more kids being mentored. There was also a growth of 1,438 active mentors from August 2004 to February 2005. This is due partly to the number of organizations that are now reporting but there is also growth in those organizations that reported in both periods. In terms of mentor and mentee demographics, there was a large increase of 18-25 year old mentors. There are more male youth being served and there is also an increase in the percentage of youth age 6-11 being served and a decline in the number of 12-14 year olds served. There is also changes in the race demographics. There are a large portion of Caucasians being served and a relatively small proportion of African-Americans being served. This does not mean that fewer African-Americans are being served but that there was reporting from new organizations that serve primarily Caucasians. There are two barriers to the growth of mento ring in Michigan. There are too few male mentors. More men need to be recruited to increase the number of kids being served. The second is the lack of staff support for recruitment. Mentoring organizations report that they are at their capacity in terms of the number of mentors they can serve. For many, they need to talk about operating budget enhancements or find a way to reduce the overhead of the mentoring organizations (i.e., screening, training, and match). One key thing to figure out is the loss of mentors after they have inquired because there is a 3 �big drop off between the number that inquire and the number of applications and a further drop off of those that are matched. The first reason is they won't fill out the written application. The second is the time requirement of being a mentor. There is a smaller decline after they learn about the needs and characteristics of the youth and also the training requirements. Liability was not an issue with 50% of the mentoring organizations. Another key point is the screening process. Several of the organizations don't want to go through the extra step of the extra costs of screening. As far as the criminal background check, only about 5% of applicants are not able to be mentors because of what was found in the background checks. It needs to be encouraged to all organizations that 100% of the applicants need to screened. Michigan's mentoring organizations are satisfied with the work of Mentor Michigan with 40% being very satisfied and 38% being somewhat satisfied. Only 18% of those surveyed were not aware ofMentor Michigan. They are satisfied through the marketing and awareness building, the recruitment support and the partnership and resource development. Process Recommendations- Using the funnel, there are three key areas: recruitment, mentor preparation and mentoring. Under recruitment, the three areas that need focus are to emphasize and support mentor retention, seek referrals from existing mentors, and become more targeted in recruitment efforts. Next is mentor preparation and selection. Many of the mentoring organizations are at or near capacity. It will be necessary to focus on workprocess efficiencies and to provide tools and training for mentoring organizations to seek operating support funds. Last is mentoring. It is important that we balance the objectives with not only more numbers of mentors, but also the quality of mentors. B. ConnectMichigan Alliance Report- Kyle Caldwell explained a proposal for an AmeriCorps program that would support Mentor Michigan. The goal is to gamer 1,000 additional volunteers in mentoring. It would take on two stages. The first would have a number of members that would work with communities to promote and strengthen local volunteer organizations around mentoring. The second would work on a regional basis to provide support in training, technical assistance and communication resources to support the local AmeriCorps members. He also shared some of the results from the Mentor Michigan VISTA program. There are over 230 partner organizations involved and 1,818 new mentors recruited. They are looking at growing the program in the next year to areas not served. C. Mentor Michigan Momentum- The Commissioners broke into group discussions to discuss corporate participation strategy and state initiatives strategy. (See notes for discussions attached.) 4 �V. Standing Committee Reports A. Fund Development Committee - Mary Grill gave a brief update on the fundraising for the Governor's Service Awards/Carter Partnership Award and shared that so far $239,500 has been raised (which is 140% over last year' s goal). She thanked several of the Commissioners who have been helping to solicit donations. B. Public Relations Committee - Commissioner Young-Welch stated that the Committee has proposed some subcommittees to get more of the Commissioners involved in state activities. There would be three different subcommittees and would solicit Commissioners involvement in their regional areas. The committees are Community Activity, Media Activities Committee and Publicity Committee. The Commission staff does not have the manpower to help promote the activities of the Commission. The thought is that Commission members need to step up and acknowledge an area where they can be of assistance. Commissioner Swain shared that this would be an opportunity to use those outside the Commission to help build capacity. The structure can be bigger than the Commission and staff. Kyle stated that there is nothing in the bylaws that would prevent the Commission from bringing in others to participate in committees. VI. Updates on Progress and Challenges A. Executive Director Report 1. Super Bowl XL - Janet explained that the MCSC has made a presentation to the Super Bowl XL Host Committee to have the Commission help recruit and train volunteers. There is a proposal to have a pre-event with mentors and mentees. 2. MCSC Progress towards 2005 Goals- The Comm.issioners received a handout outlining the progress towards the goals. B. AmeriCorps- Paula Kaiser gave background on the Michigan' s AmeriCorps Formula Renewal and New Application. The MCSC was awarded about $3 .5 million to fund new and continuing formula programs. The Corporation notified the Commission that they could fund no more than 257 full-time members (this was a change from previous years where the MCSC could fund as many members as they could afford). The MCSC had enough money to fund everything that came in but not enough slots (10 slots short). So the stafflooked at programs that didn't fill all their slots last year (2 programs) and reduced their requested number of slots by one FTE. In additional, the MCSC reduced the two new programs ' number of slots. 5 �Staff recommends renewal funding at the recommended amount of: Boys and Girls Club of Benton Harbor at $146,300; Camp Fire USA West Michigan Council at $172,981; Catholic Family Services at $216,397; Charlevoix-Emmet lSD at $212,800; Communities in Schools Detroit at $321,965; Habitat for Humanity at $392,663; Ionia Intermediate School District at $153,600; Jumpstart for Young Children at $166,228; Michigan Primary Care Association at $258,000; The Guidance Center at $250,000; and Volunteer Muskegon at $188,650. Commissioner Parker made a motion to approve the renewal funding. Commissioner O'Day seconded the motion. Welcome and Introduction - Chairperson Mulhern The meeting was called to order at 8: 10 a.m. by Chairperson Mulhern and he gave a brief summary of the Board Retreat which took place the prior day. II. Review and Approval of May 20, 2005 Minutes - Chairperson Mulhern Chairperson Mulhern asked for a motion to approve the minutes from the May 20, 2005 board meeting. Commissioner Mawby moved to approve the minutes, Commissioner Newport seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. IV. Review of Executive Committee Meeting Chairperson Mulhern discussed the minutes of the August 26, 2005 Executive Committee meeting which were distributed to board members. During the meeting (via conference call) they discussed the agenda for the September 22-23 Board Retreat and Meeting and staff recommendations for the Learn & Serve School-Based Funding. A memo from Paula Kaiser dated August 24, 2005, outlined the proposals. Chairperson Mulhern shared that there was discussion of the schools that don't apply for the funding and that the MCSC is going to try to be more pro-active in targeting charter schools and the city public schools. Updates on Progress and Challenges A. Volunteer Center/VIG Update - Bob Kahle presented on the Volunteer Centers ofMichigan Impact Evaluation. There are 32 Volunteer Centers around the state. The purpose was to take a look at them to see the work that they are doing, their strengths and weaknesses, and how can to improve the efficiencies oftheir outcomes. Through Phase I of the project, Mr. Kahle wanted to find out the Volunteer Centers ' success stories, get feedback on their expansion and how to move the volunteer movement to cover all the counties in the state, and understand their affiliation with the Points of Light Foundation. He met with several organizations including Volunteer Centers both in Michigan and other states, telephone focus groups, funding sources, and the Points of Light Foundation. Key findings of Phase I: There is wide diversity in organization, services provided and other dimensions. The first commonality of all the centers is that they connect volunteers with opportunities to serve. The second is their work as conveners or collaborators. There is very little useful evaluation data, tools or resources in place. They do not think or operate 2 �in tenns of impact. Process, not outcome, is the primary focus. Services provided by Volunteer Centers are often intangible, perceived as immeasurable, difficult to define. There is tension within the Volunteer Center environment nationally and locally, and between POLF and United Way. They are at a crucial crossroad because the POLF is requesting the Volunteer Centers sign on to an Affiliation Agreement. The Volunteer Centers have three concerns around the agreement: "Super Brand", core programs, and shared fundraising. Also the trust and confidence in POLF is quite low among Volunteer Center leaders. Many Michigan Volunteer Centers would like to expand but they feel they don't have the resources to even continue providing the same level of service they are today. Key Implications: Impact evaluation requires more than research. There needs to be common tools, training, and common definitions of what's necessary for the outcome/impact research. Most important, the mindsets of the Volunteer Center leaders needs to be changed from being focused on process and self sustainability to being focused on producing documented outcome for their community. Recommendations: Rethink the data collection approaches for phase II, develop component style database, the definitions being defined, and flexible components to capture the uniqueness. B. Executive Director's Report - Janet Lawson gave a brief update on MCSC issues. Ms. Lawson shared that the National Governor's Association has developed a National and Community Service Policy which recognizes the importance of service. She also shared that the CNCS has developed a new strategic plan (a copy of the draft plan was distributed) and is open for comments. The MCSC has a new e-mentoring opportunity that Janet and Amber Reiss have been working on with Oakland Schools and the Department of Labor and Economic Growth (DLEG). Kathy Young-Welch discussed the U.S . Census model on a community awareness effort to get people engaged. The MCSC could duplicate that model to make every sector of the community aware of volunteerism and service. There is something everybody could use to support voltmteerism. There would be strategic asks for each of the sectors. If the conversation is with corporations, can they make sure there is a volunteer message in their weekly newsletters or can they create a volunteer program within their organization that employees can support. Can a church do something to create more mentors. Bob Kahle could possibly help create some measurables as the asks are made. The Governor Service Awards could be tied to recognizing volunteerism in individual municipalities. Kathy took this model of awareness to the Detroit Promise and it was very successful. 3 �C. Staff Retreat- Ms. Lawson shared that, thanks to Commissioner Whipple, the MCSC staffhad a staff retreat in August at the Consumers Energy Retreat Center in South Haven. One of the key outcomes of the staff session of where the Commission needs to go was to develop a plan to develop and maintain relationships. Tllis would be obtained by educating stakeholders and legislators, strengthening ties with local partners and grantees, developing local champions, creating stronger relationships with alumni and friends, and creating stronger alliances with CMF, CMA, National Mentoring Partnership, etc. There was also conversation on how the MCSC staff can do a better job of engaging Commissioners in a better way than has previously been done. D. Mentor Michigan- Ms. Lawson introduced Amber Reiss, the Mentor Miclligan Program Coordinator. Amber gave a brief summary of her background. Ms. Lawson explained that the Mentor Michigan Providers Council has been working on quality program standards. At the four regional meetings this summer, the standards were discussed and attendees had the opportunity to provide feedback. Amber explained the eleven standards: Standard 1: Definition of Mentoring- definition of mento ring, consistent contact, 4-10 hours together each month, and group ratio established. Standard 2: Recruitment Plan - a recruitment plan for mentors and mentees and a system for follow-up Standard 3: Eligibility Screening- program screens mentors and metnees for eligibility. Standard 4: Orientation and training - program provides mentor, mentee and parent/guardian orientation and training by trained staff or volunteers. Standard 5: Matching Strategy - program has a well-documented matching strategy. Standard 6: Match Monitoring Process- program maintains and implements a process that monitors matches. Standard 7: Mentor Support, Recognition, and Retention- program supports the mentoring relationships, recognized volunteers, and strategies for volunteer rentention. Standard 8: Match Closure - program has a process for match closure. Standard 9: Program Evaluation - program conducts an evaluation process. Tllis is one of the most changing measures for mentoring programs. Standard 10: Organizational Management- program has established organizational management practices. Standard 11: Governance- program has a governance structure. The standards have been very well received by the mentoring organizations. The Providers Council will be making these final in October. There are plans to look at the standards and look at the results 4 �of the census and develop trainings to get organizations in line with these standards. Mary Grill gave a brief update on National Mentoring Month (January) and the activities that MCSC will be doing. The Detroit Pistons will be participating in National Mentoring Month. There will be a PSA with a Pistons player, Governor Granholm and Dan Mulhern that will be played throughout the month during the games and throughout the state. On MLK day, there will be an on-court presentation recognizing mentors and a booth set up on mentoring. Commissioners will be asked to consider doing an op-ed article on mentoring for local papers and to participate in local activities in their communities. Keep in mind that January 25 is "Thank Your Mentor Day" and there will be several events going on around that. Chairperson Mulhern asked the Commissioners to be proactive about National Mentoring Month, try to connect with organizations in their local communities to promote mentoring, and to contact local media (radio, newspapers, etc) to promote mentoring. Ms. Lawson distributed the Mentor Michigan Budget to Commissioners and gave an update on contributions from Governor's Service Awards, John Hancock, Siemens, Detroit Auto Dealers Association, Hudson Weber and National Mentoring Partnership. E. Review ofMCSC Budget and Audit Resolution- Garry Gross gave an update on MCSC Budget. He also presented the preliminary audit findings. The MCSC faired very well on the audit as there was only one reportable condition for inclusion in the audit report. F. Cross Stream Training- Megan Sargent presented information on the Cross Stream Training event that will be taking place on October 20-21. The MCSC will partner with the CNCS Michigan office for a collaboration and training event for all national service programs in Michigan. The goal is to get all service streams to work better together. Commissioners are welcome to attend. G. CMA/Serve Michigan Update- Kyle Caldwell explained the ConnectMichigan Alliance (CMA) and the partnerships between CMA, MCSC, Michigan Nonprofit Association, Michigan Campus Compact and Michigan Volunteers Center. H. AmeriCorps a. Standards - Andy Younger shared that the MCSC has been working on AmeriCorps standards. He explained that the AmeriCorps Program Coordinators at MCSC have been working with their programs to make sure they are in compliance with the national and state policies around AmeriCorps. All of the technical assistance and trainings that 5 �the MCSC holds for the programs focus on these areas so that they don't fail around these policies and have audit issues. The MCSC is creating benchmarks for what a high quality program would look like. Over the past several months, an ArneriCorps committee has worked with a national technical assistance provider to bring MCSC staff, former and current ArneriCorps program directors that have a knowledge and understanding of ArneriCorps and what good, high quality program would look like to develop a set of standards and criteria. The MCSC is still in the process of developing and defining the standards. There are six major areas under which there are standards. Those include site success, member success, communication impact, sustainability, community strengthening and involvement, and evaluations and impact. The final standards will be rolled out the first of the year. b. Rulemaking - Andy Younger gave a brief overview of the new ArneriCorps Rule. A summary of the new rule was included in the Commissioner board packets. The key points that will affect the MCSC are around the sustainability and match criteria. Other areas include the fundraising activities that members engage in and around the tutoring requirements. One of the biggest areas that could potentially affect the MCSC is the state commissions flexibility to operate a national service program. I. Service Learning - Jeanine Yard shared information on a survey done by Public Sector Consultants on Service Leaming in Michigan. A copy of the Executive Summary was distributed to Commissioners. One of the key findings was that there are more teachers and students engaged in service learning than in 2002. Another finding is that service leaming is happening with individual teachers, and not necessarily district wide. It was also leamed that high schools are more likely to have service learning along with urban schools, rather than suburban or rural schools. One of the conclusions of the survey was that there is plenty of room for expansiOn. J. Govemor' s Service Awards- Mary Grill went over the GSA Financial Summary and the recommendation for the MCSC portion of the funds . After splitting the funds with the Michigan Campus Compact, the MCSC will have $83 ,889. Chairperson Mulhem thanked the MCSC staff for their commitment to the MCSC and its mission. 6 �V. National and Community Service Policy 9.1 Preamble Governors recognize the importance of service and community involvement to the states and the nation. Citizens serve others in innumerable ways locally, regionally, and worldwide--assisting in homeland security, caring for a neighbor, restoring critical natural habitats, mentoring youth and emphasizing the importance of family structures, engaging faith-based and community organizations, and performing other volunteer activities. Our goal is to continue to grow the broad bipartisan support for national service that has emerged over the last decade. The recent unprecedented disaster in the Gulf Coast requires an unprecedented response to tap the d~sire to serve by the American people. National service can play a vital role in recovery and rebuilding; ~d. can provide a vehicle through which communities and individuals can bridge social divides and begin to heal: There are three current issues on which we want to share our views: AmeriCorps Disaster Relief Corps Act of 2005 We support the AmeriCorps Disaster Relief Corps Act of 2005, co-sponsored by Senator Barack Obama and Representatives Harold Ford. Jr., Tom Osborne, David Price, and Christopher Shays which proposes to expand AmeriCorps by 1O,CXXJ members as a strategic response to the relief and recovery efforts in the Gulf Coast Region. The Red Cross has called for 40,CXXJ volunteers to assist with recovery efforts; beyond direct service, AmeriCorps members can provide the infrastructure; volunteer management and training necessary to effectively deploy volunteers. AmeriCorps has a strong record of working with community and faith based organizations to improve public safety, public health, and emergency preparedness and response, and AmeriCorps programs can increase their level of assistance to the Gulf Coast and New Orleans communities with the addition of more AmeriCorps members. FY06 Appropriations We support funding levels for AmeriCorps and Learn and Serve America as approved by the Senate Appropriations Committee on July 14, 2005: $429 million for AmeriCorps and $42.6 million for Learn and Serve America. We believe that at this time, when more Americans than ever before are stepping forward to serve their communities and their country, funding for national service should not be reduced . If approved in conference, this appropriation will essentially provide level funding, helping to sustain the national service infrastructure and providing opportunities for more than 75,(Xl0 Americans to serve and more than 1 million students to participate in service-learning activities. FY07 Appropriations We support the expansion of AmeriCorps in FY07 to 150,CXXJ, double the current enrollment of 75,000 members. and a growth in the appropriation for Learn and Serve America to $46 million to support to support scientificallybased research and additional grants for local schools and communities. Downtown Detroit Partnership is extending an opportunity for CERT volunteers, from all over Southeast Michigan, to be a part in the festivities leading up to Super Bowl XL. Our retreat will take place at the beautiful Garland Resort, located in Lewiston (directions are attached). We're excited to have several new Commissioners join us for their first meeting. We will also celebrate the accomplishments of several of our outgoing Commissioners. Lunch will begin at 11:30 am and the retreat of the Michigan Community Service Commission (MCSC) will begin at 12:00 pm. During the retreat, we will look at the visio.p of service and volunteerism overall and what the MCSC can do to meet this vision. We will carry our discussion through dinner on Thursday evening. Friday, the MCSC Board Meeting will begin at 8:00 a.m. where we will have a presentation from Bob Kahle on the Volunteer Centers of Michigan and we will receive updates on the MCSC programs. We hope to conclude with lunch at noon. Bob Kahle joined us and presented on the Volunteer Centers of Michigan (a copy of his presentation is in the board meeting packets that were sent out prior to the meeting). MCSC staff also presented on the new Mentor Michigan Standards and AmeriCorps Standards and Rulemaking. During the retreat, Russ Mawby gave an excellent presentation on why service and volunteerism is critical to our state. The Commissioners then participated in discussions at their tables on how to create an epidemic of service and volunteerism in Michigan and defining who our partners are and how to work more closely with them. The retreat closed on Thursday evening with a discussion on steps toward creating the epidemic ofvolunteerism. The Commissioners agreed to focus on three areas this year: 1. Mentor Michigan: Use mentoring and service to create forward movement toward the Cherry Commission goals. 2. Cool Companies/Cool Cities: Broaden the definition of cool places to live and work to include a service component. Rely on CEO-to-CEO outreach to explain the value to companies ofhaving organized volunteer efforts. Connect the dots between the mentoring initiative listed above, the Cherry Commission and Cool Cities. 3. Great media: Tell the story of our national leadership and prototype the Michigan infrastructure. Sharing what's great about Michigan regarding volunteerism. Commissioners signed up to participate in discussions on one of these three areas and will meet via conference call prior to the next MCSC Board Meeting (scheduled for Wednesday, November 9th). You will receive email communication on this from me soon. �The next MCSC Board Meeting will be held on Wednesday, November 9th' from 9:00a.m. to 2:30p.m. in Detroit. This meeting will be held in conjunction with the AmeriCorps Member Celebration, which is the kickoff ceremony for AmeriCorps members for their year of service. We will join them for opening ceremonies at 9:00a.m. and then break off for the MCSC Board Me~ting. The Board Meeting will conclude at 2:30p.m. You are then invited to join the AmeriCorps Member Celebration for closing ceremonies, where Dennis Archer will give the closing remarks and administer the oath to the AmeriCorps members. Central Avenue Mackinaw City (231-4365023). (Please note the change in ferry service, it is now Shepler's Ferry Service.) Drive down to Shepler's Ferry Service and unload your luggage. Shepler's Ferry Service will give you an overnight parking pass (let them know how many nights you are staying), luggage tags for your luggage (that you will mark to be delivered to Mission Point Resort) and your round trip ferry ticket. You can then park your own vehicle or use the valet parking at an expense to you of $3.00. 10:30 a.m. The ferry departs for Mackinac Island. (The 10:30 a.m. ferry is the last departing time that will allow you to arrive at Mission Point in time for the Commission meeting.) 11:00 a.m. Upon arrival at Mackinac Island there will be a Mission Point Resort taxi which will give you a ride to the Resort. All taxi service costs for September 24 and 25, 1999 to and from meeting places have already been taken care of so you will not be paying for these services. You may check at this time to see if your room is available and if not, they will store your luggage until after the Commission meeting. Mission Point Resort, One Lakeshore Drive, Mackinac Island (906-847-3312). Noon Commission Meeting and lunch will be in Colonial Room at Mission Point Resort. 4:30p.m. Everyone will be able to check into their rooms after the Commission meeting. 5:30p.m. Taxis will transport everyone to the Governor's Residence for the reception. 6:00p.m. Governor's Residence. Reception hosted by Chairperson Engler. Hors d'oeuvres and refreshments will be served. (Dinner will not be served.) Taxi service will take everyone back to Mission Point Resort at the end of the evening activities or you may choose to head downtown for dinner. If you go downtown for dinner, you will have to arrange for your own transportation back to Mission Point Resort. 1 �September 25. 1999 7:30a.m.8:30a.m. Breakfast at Mission Point Resort in the Point Dinner Room . Extension. - Everyone will need to check out of their room during this time. (Those of you who brought guests with you will have to pay the added expenses for your room at this time. We had a few thoughts we felt it was important to share before we layout our retreat discussion ideas. First, we feel we need to secure a facilitator for the meeting. We need you, Dan, and the rest of the Commissioners and staff to be equal parts of the discussion and not serving as facilitators. We really liked the way it went at t he staff retreat where the playing field was level and everyone was able to play. Second, we thought we may need a little more Commissioner buy in for them to embrace the idea about the local "healthy community meetings." We think we need to have some discussion that could lead them in this direction knowing that they may have some other good ideas we're not already thinking of. Third, we're not sure that more than 1-2 of our current Commissioners, let alone the new ones, would have the capacity or deep desire to hold the "healthy community meetings" in their local areas. And if this is the direction we end up going, we'll need a lot of staff involvement and hand holding with it. (Are we prepared to ' ,t..--:,. ""r do that?)
