Governor Granholm laid out this call in response to the overwhelming need for mentors. According to a 2004 survey sample of Michigan mentoring organizations, there are a total of2,661 children waiting for a mentor. Some children wait as long as 104 weeks to be matched, while the average wait is 15 weeks. To date, it is estimated that nearly 600,000 youth in Michigan could benefit from a relationship with a mentor. MMA's mission is to increase the number of mentors and strengthen the capacity of mentoring organizations to do their job more effectively and efficiently. MMA will comprise a corps of 40 (FTEs) members strategically placed across Michigan to support mentoring initiatives and recruit mentors at the local and regional levels. MMA will engage at least 1,000 additional volunteers in mentoring and related activities. MMA will be comprised of two components. At the local level, AmeriCorps members will be placed in individual agencies to support and recruit mentors. At a regional level, a team of five corps members will be assigned regions to provide the training, technical assistance and communication resources necessary to support the work of the local AmeriCorps members. This hi-level approach will help ensure that the MMA program and its members are not only supported, but also provide a broader context for the program and its outreach. Local and regional sites will utilize the information gathered by the Mentor Michigan Census (an annual survey of mentoring organizations in Michigan) to determine a baseline for their work and guage their progress against subsequent versions of the Census in coordination with their own mentor matching records. MMA will be hosted by the ConnectMichigan Alliance (CMA), a statewide nonprofit organization with an annual operating budget of $1.4 million. CMA currently hosts three AmeriCorps*VIST A programs that focus on education, volunteer management capacity building and mentoring. Michigan Citizen Corps has been allocated $377,549 for fiscal year 2005. There is no minimum pass through for this funding. The FY05 Homeland Security Guidelines allow for communities to utilize Homeland Security Funds for Citizen Corps. With Michigan and the rest of the nation receiving such a drastic cut I propose that Michigan Citizen Corps does not RFP any competitive grants this year. With the following budget break down you will understand my reasoning. Personnel- wages, travel (other expenses) $120,000 Six (6) Train the Trainer classes to be held at OCC (@ $13,500 each class two this year four for 06) $81,000 Additional Funding for TEEN SERT Program to take it state wide $76,549 Dearborn CERT program to promote Arab Translation $50,000 Final Payment of Arab translation $22,500 Discretionary other expenses $27,500 TOTAL $377,549 �MICHIGAN citizen Special Projects and projected Fy06 funding Special Projects TEEN SERT Milan High School recently finished training Michigan 's first TEEN School Emergency Response Team. I attended a mock disaster on Thursday, April 14, 2005. The TEEN SERT Team functioned beyond expectations! The scenario was a simulated boiler explosion. The Team had no prior notice of the drill and responded just as they were trained . They will be holding a graduation, with a date TBD, and I invite the council to attend if they are able. Sports Training Saturday, April 2, 2005 at the Tiger Club, Comerica Park was the location for the first CERT training of staff from Comerica , Ford Field , Joe Louis, and The Palace. There were also participants from BC/BS , The Theater District, and Wayne County Government. In all there were 167 participants who attended the 9 hours of training . The participants had already received prior first aid and fire training so the first half of the class consisted of CERT training and the second half Weapons of Mass Destruction. Karen Marsh Deputy Director of Citizen Corps, James Opoka , Regional Citizen Corps Manager, and County Executive Ficano were in attendance to observe the training. (See attached additional VIP attendance list) DHS Training Grant The Department of Homeland Security posted a training grant for submittal of concept papers with the following topics; Training that addresses how to develop, conduct and maintain a government Continuity of Operations Planning (COOP) program. Training that strengthens the ability of State and local communities to improve intelligence and operational capabilities for prevention and deterrence of terrorist acts. Training that provides the skills necessary to develop self reliant community groups and individual citizens when preparing for, responding to and recovering from an incident of national significance, i.e ., Citizen Corps, Community Emergency Response Teams (CERT) and other recognized community-related programs. �Training to enhance the transit systems ' (rail, bus, ferry) capacity to prevent and/or manage the consequences of terrorist attacks. Training that develops or augments port facilities' ability to prevent, deter, and/or respond to domestic terrorist acts. Training to increase or enhance the capabilities of health care providers for situations involving mass casualty care operations. I approached Dr Phillip Schertzing, from Michigan State University with a proposal to provide train-the-trainer programs with supporting tools and materials for campus public safety or emergency services personnel at colleges and universities nationwide to train Campus Community Emergency Response Teams (C-CERT) and to form campus Citizen Corps Councils integrated with local, surrounding or adjacent communities consistent with the National Preparedness Goal. Dr Schertzing accepted my proposal and Michigan Citizen Corps and MSU have submitted a concept paper to ODP with a 1.5 million dollar budget. If accepted MCC and MSU will have to submit a full grant proposal. If the grant is approved MCC and MSU will be creating a Campus CERT program at MSU. Following the initial train-thetrainer for the core cadre, a pilot C-CERT program would be conducted for MSU involving students, faculty and staff selected by MSU Department of Police and Public Safety (MSU DPPS). An MSU Citizen Corps council will also be established in conjunction with the city of East Lansing, The C-CERT train-the-trainer program will be delivered on a regional basis nationwide in collaboration with the International Association of Campus Law Enforcement Administrators (IACLEA). IACLEA is organized into six major regions nationwide. Arab Translation The translation is almost finished and I will roll it out as soon as I receive it and will target Dearborn and Dearborn Heights as the initial pilot programs. FY06 Funding The Presidents proposed FY06 Homeland Security Budget calls for an allocation of 50 million dollars. I have heard several rumors that one would draw the conclusion that FY05 15 million was too much. I am staying optimistic and hope that at least funding is restored to FY04 $40 million for Citizen Corps. I have created a Google news search for Citizen Corps and CERT related articles and every day I am receiving articles where communities are creating CERT programs. This needs to get into the congressional leaders radar screen so they will see the funding is well spent and just from the programs I have put in motion here in Michigan. I am very passionate about Citizen Corps and the CERT program is the glue that holds it together and is the driving force behind. If any of the council can get this information into those leaders' hands we will be creating country truly prepared and future generations of prepared Americans. �MICHIGA N * citizen corps Community Emergency Response Team (CERT) Training Goes Major League On April 2, 2005 , sports history was made at Comerica Park in Detroit, Michigan . And no- it wasn't a milestone home run , or a great catch. Rather, history was made when 169 event staff from Comerica Park, Ford Field , Joe Louis Arena , and The Palace came together as a team to get trained in the Community Emergency Response Team (CERT) program . CERT is an integral part of Citizen Corps, the Department of Homeland Security's grassroots movement to actively involve everyone in making our communities and our nation safer, stronger, and better prepared . We all have role in hometown security and more than 1600 Citizen Corps Councils across the country are working to provide local opportunities for everyone to prepare, train , and volunteer for all hazards and .threats. The CERT program educates citizens about disaster preparedness and provides hands-on training in basic disaster response skills, including fire safety, light search and rescue , and disaster medical operations. Once trained , CERT members can assist themselves , their families , and others in their neighborhood or workplace following a disaster and can take a more active role in supporting first responders . Detroit's sports arenas will be in the spotlight over the next few years , hosting several high profile events. Comerica Park will be host to the 2005 All Star Game. In 2006 , Ford Field will host the 40th Super Bowl. And , in 2008, Ford Field will host the NCAA Final Four. Along with the excitement and national attention that comes with hosting these high visibility sporting events, there is also an added set of challenges to focus �MICHIGAN * citizen . corps on, most importantly security and preparedness. The City of Detroit, Detroit Tigers , and Detroit Lion organizations, along with several federal agencies are working together to make sure the best security measures are in place to prevent any type of disaster from impacting the stadiums and the fans during the events. The City of Detroit, its professional sporting organizations, and the state and local Citizen Corps Councils are working together to ensure that the CERT training is a hit. Michigan Citizen Corps and Detroit Citizen Corps are providing the training , materials and equipment for this kick-off event. Because this first class is geared towards staff with prior training in first aid and fire safety, the day-long event focused on disaster preparedness, disaster psychology, the incident command system , and weapons of mass destruction . It trains and engages volunteers to make communities safer, stronger, and better prepared to respond to emergencies and disasters of all kinds, including threats of terrorism , natural disasters, crime, an d public health issues. When Michigan Citizen Corps began in April of 2002 , the priority was to coordinate its activities with Michigan's Emergency Management. This coordination has been the success of Michigan Citizen Corps and was recently written into the states Homeland Security Plan . Michigan Citizen Corps works closely with State and Federal Departments of Homeland Security, the Michigan State Police Division of Emergency Management, Michigan Department of Community Health, Corporation for National and Community Service and numerous key affiliates to promote Citizen Corps programs statewide. Michigan Citizen Corps experienced tremendous growth in 2004 . Council growth went from 16 to 45 councils (17 local and 28 county), an increase of 181 .25% . Recent successes are the Arab translation of the CERT program and CERT training of the sports staff at Michigan's major league sports arenas Currently under development is the TEEN School Emergency Response Training (SERT) program begun at Milan High School as a dual enrollment course in which students receive college credit from Eastern Michigan University. The Governor's advisor on Homeland Security will be working with Michigan Citizen Corps and Eastern Michigan University to promote the TEEN SERT program. Also under development, in cooperation with the Michigan State Police Emergency Management Division , is a database of all Michigan citizens that are disaster trained . Welcome and Introduction - Chairperson Mulhern The meeting was called to order at 12:08 p.m. by Chairperson Mulhern and he welcomed everyone to the meeting. Mary Zatina introduced Natalie Copeland who is a Dearborn Heights High School student and is shadowing Mary Zatina this week. Martha Bottomley and Sara Ballard introduced themselves to the Commissioners. Janet Lawson explained that February is Black History Month and played a speech by Lani Guinier on the needs of a national conversation on race. Ms. Lawson shared that January was National Mentoring Month and that we had a great month with several media interviews by Chairman Dan Mulher. The Mentoring Month PSA's, one with the Governor and First Gentleman and the other with Dennis Archer, were also viewed. II. Review and Approval of December 13, 2004 Minutes - Chairperson Mulhern Chairperson Mulhern asked for a motion to approve the minutes from the December 13, 2004 board meeting. Commissioner Parker moved to approve the minutes, Commissioner Mawby seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Fund Development Committee- Mary Grill gave a briefupdate on the fundraising for the Governor's Service Awards/Carter Partnership Award. The goal is $335,000, which is a joint goal of the MCSC Fundraising Committee and the Carter Partnership Awards Host Committee. B. Learn and Serve Ad-hoc Committee- Commissioner Pardoe explained that the Learn and Serve Ad-hoc Committee met today prior to the Commissioner meeting. She explained that the service-learning funding is being cut. A group similar to the Save AmeriCorps Coalition has formed , called Service Learning United, and is trying to help to get funding back to previous levels. The Committee also discussed that if service-learning is going to be an important part of the Commission, there needs to be a plan to sustain it. The funding is based fully on federal funding so there needs to be a way in the future to find another way to sustain it. The Committee feels that service- 2 �learning is an important piece to helping young people understand what it is to volunteer and also learn while they're doing it. They recommend bringing in someone to speak at the next Commission meeting on service-learning to give Commissioners an understanding on what it really is. The Committee will also be putting a plan together to move the Commission forward on sustaining service-learning. Ms. Lawson explained that after going through a series of these conversations, whether it's marketing, service-learning, or fund development, the MCSC needs to put together a plan and a budget for funding the actual work of the Commission. The ArneriCorps, Service-Learning, etc. staff live offthe residue of what we can keep from federal grants to administer the MCSC and it isn' t working. We need to go to our state legislators to make a case, put together a budget and get their input on a budget. If service-learning is going to be a solution to education or if mentoring is going to be a solution to gangs, teen pregnancy, substance abuse, etc., then it's time to show ourselves this solution and make a case for a budget that is going to fund the work that needs to be done. It is difficult if the legislators don't know face-to-face who the MCSC is and the work we do, and we need to be loud about it to tell them this is what it' s going to take to be the solution on these initiative areas. It ' s not a matter that the State doesn' t have the money- the State has the problem. The Governor has indicated where her initiative areas are and what needs to be solved and implemented and the Commission is the solution to that. Chairman Mulhern stated that this is a great discussion of where we add value on a state level. He stated that there will be a new superintendent for the Department of Education and there may be new energy for service-learning. Kyle Caldwell explained a handout Commissioners received regarding Service Learning United. The discussion that the MCSC is having at the state level is the same conversation taking place at the national level. The federal resources are shrinking while the demand and the programming needs and the theme of service-learning are growing. These organizations that are a part of this Serving-Learning network, including State Commissions, State Department of Education organizations, higher education and nonprofits, have all said that they need to effectively defme what service-learning means and then go after a broad funding base in order to support it and fmd champions to help. Service-Learning United is one of those champions. It is a coalition of different organizations, including the ConnectMichigan Alliance, who are leading the country in trying to really focus on two fundamental areas. The first is to ensure that the Corporation for National and Community Service funding remains and grows: Right now the Corporation' s budget for Learn and Serve has decreased but it is still in the budget. The second is to focus on what the regulations are that will affect service-learning and Learn and Serve funding specifically. As was discussed at the last Commission meeting, the Corporation is looking at the rulemaking process for Learn and Serve. Each 3 �of these networks is getting organized to build support for what they should be and how they should be even beyond the federal funding. There is a letter in the packet that is being supported by the National Community Service Caucus, which is a group of House members that have gotten together to say they believe in service-learning. Their letter to the Corporation is about the funding as well as support for regulation that helps support local organizations. There are organizations joining together to unite and talking about the same conversation that the MCSC is having today- how do you fund and support national community service with and beyond federal dollars? The MCSC is a part of this network. What will be important to monitor in the future is how what we think is important gets filtered up to the national level. Mr. Caldwell mentioned that there is a Michigan member, Congressman Thaddeus McCotter, that is a member of the National Community Service Caucus and encouraged Commissioners to introduce themselves as a member of the Commission and say that you have knowledge of this activity and are a steward of service-learning in Michigan and support his work with the caucus. Chairman Mulhern mentioned that it would be nice to have Congressman McCotter join us at a meeting or event. Mr. Caldwell also mentioned that he has a former AmeriCorps VISTA member in his office that is extremely excited to make connections with us. Cong. McCotter's office asked what kind of national service is taking place in his district. There is not much going on in his district so the MCSC will need to highlight what he may think is important. Chairman Mulhern requested that at the next board meeting the Commission discuss the relationship between the State Board of Education and the MCSC and how we work together, the education apparatus of community service. The MCSC should look at other states to see how that interface works, where do we add value and what do we bring that the education community doesn't. Should we focus on the nonprofit side and help them to interface with schools or should the focus be on the education side and developing curriculum. IV . Commissioner Involvement I State of the State Bullet points from the Governor' s State of the State Address were handed out to Commissioners and the Commissioners discussed the areas that pertained to the MCSC including the MERIT Scholarship and the 40 hours of volunteer service hours that will be required. This is a great opportunity to engage the students in service and civic engagement. Some of the areas that Commissioners mentioned that the MCSC could focus on were: developing a mentoring relationship to mentor college students most likely to drop-out (freshman); develop a program for professionals (over 55 and retirees) to mentor young students/entrepreneurs to keep them in Michigan; tie in volunteering to community impact priorities and research (ex : homelessness); retain the mentors/prevent mentor burnout; make mentoring the norm. It was suggested that there should be a conversation 4 �between Commissioners (Wendy, Bernard, etc.) for other type ofmentoring (ex. 30 year olds with seniors) so that people are not turned off to mentoring if it only relates to children. Kari Pardoe is working with theY AC (Youth Advisory Council) members to work more closely with Mentor Michigan. The members could mentor seniors on using computers, etc. Ms. Kaiser mentioned that one area that could offer financial support to students that may not be able to go to college is the Presidential Scholarships which is $1000 ($500 with a $500 match) that they can qualify for by completing 100 hours of service. Ms. Kaiser will work on getting a list of schools that participate. The other area to offer financial support is the AmeriCorps program with either the traditional program or the Education Only program. Kyle Caldwell stated that each one of the Governor's initiatives has both a leveraging point for service as well as an illustration point. Either that service is part of the front end (MERIT awards) in order to get the benefit, or during the benefit that service becomes a component. So you're using, as an underlying component, service as a strategy. V. Updates on Progress and Challenges A. Mentor Michigan - Mary Grill gave an update on Mentoring Month. All of the goals that were set for the month were met! It was a very successful month. PSA's were sent out to all the major media markets. They do not specifically mention Mentoring Month so it was suggested that the PSA's could be sent to the GSA sponsors or other corporations to play throughout the month of January or throughout the year on their internal communications systems. Kyle Caldwell shared information on a joint press conference announcing a public/private initiative called the Women's Leadership Initiative. This is a new program through the United Way that will recruit women and young girls in six Michigan cities to engage more women in service and philanthropy. Janet Lawson also spoke at the press conference to share information on the MCSC and the importance of service. Paula Kaiser explained that the Mentor Michigan Provider Council met recently. They have organized themselves around a few key areas. They felt it was important for Michigan to develop specific mentoring standards which will be modeled after the national elements of effective practices. They have established several committees that will focus on training and support for the field of mentoring, evaluation work, marketing and public relations, and collaboration. They meet on a quarterly basis. 5 �B. AmeriCorps - Paula Kaiser explained the background on the Michigan ' s AmeriCorps Competitive Renewal Application and that all seven of the currently funded competitive programs are eligible for renewal funding. Staff recommends renewal funding at the recommended amount of: BHK Child Development at $673,318, City Year Detroit at $695 ,230, Good Samaritan Ministries at $130,126, MARESA at $201 ,490, Michigan Department of Agriculture at $228,873, MSU Extension at $252,105, the Regents of the University of Michigan at $302,934 for a total of $2,484,076. Commissioner Meg Smith made a motion to approve the renew funding, Commissioner Jerry Seese seconded the motion. The motion passed unanimously. Andy Younger explained that the AmeriCorps Member Council met recently. Each AmeriCorps program has a representative on the council. The overall goal of the council is to provide a greater understanding for the different AmeriCorps programs. This gives them an opportunity to network with other AmeriCorps programs and to develop their leadership skills. C. Volunteer Investment Grants - Paula Kaiser explained that the MCSC met with the leadership ofthe Volunteer Centers ofMichigan to discuss the 2005 Volunteer Investment Grants (VIG). Through these discussions it was proposed that $200,000 would go to the Volunteer Centers of Michigan to focus on a couple of key project areas, rather than to grant the money out to local volunteers centers. If the MCSC were to grant this money out to the local centers, the amount of the grants would not be enough to leverage any significant impact. The Volunteer Centers of Michigan will develop a statewide tracking and evaluation system that helps them talk about their value and what they are accomplishing. They will be working with Bob Kahle to develop this tracking system. There are also funds in the proposal to help the volunteer centers obtain the technology they need to have a web presence. Martha Bottomley explained that Volunteer Centers are excited to move forward with these proposals. Commissioner Newport made a motion to approve the Volunteer Investment Grants funding of $200,000 to the Volunteer Centers of Michigan. Commissioner Seese seconded the motion. The motion passed unanimously. D. Learn and Serve - Angelia Salas gave a brief overview of the ServiceLearning Institute that will take place next week in Adrian and invited Commissioners to attend . 6 �V. E. Governor's Service Awards - Mary Grill gave an update on the Governor's Service Awards. The event will take place on June 18, 2005 , at the Dearborn Hyatt Regency. Commissioners have received packets with nomination forms for the awards and should consider nominating someone. F. Financial Report- Garry Gross gave an overview of the MCSC Financial Report. New Business A. Diversity Presentation - AI Flores, from the Michigan Department of Civil Rights, gave a presentation on cultural diversity. B. ConnectMichigan Alliance/National Service Update - Kyle Caldwell summarized the federal budget and how it affects funding for the Corporation for National and Community Service (CNCS). AmeriCorps and Learn and Serve funding was decreased. Homeland Security and Mentoring budget areas were increased. Mr. Caldwell stated that it will be important for state commissions to stress to their legislators that this budget item is important because it will be going against programs that were zeroed out (vocational education, higher education, child welfare programs). The MCSC should use its contacts in the National Service Caucus (Rep. Thaddeus McCotter is on that caucus). Representatives Kilpatrick and Knollenberg are also on appropriations and also Senators Levin and Stabenow support national service. There is $22 .5 million dollars at stake for Michigan in AmeriCorps, Learn and Serve and Senior Corps funding. C. Super Bowl XL- Chairman Mulhern explained that he has had conversations with the Super Bowl XL Host Committee and will be working with them on promoting Mentor Michigan. It will be used as an opportunity to get corporate support on both the financial side and the mentoring side. The volunteer recruitment will be a huge undertaking as Michigan will need to recruit 10,000 volunteers. The commissioners broke up into four groups to discuss four areas: Lead or support; Is this consistent with our goals and mission?; What would success look like?; and Risks/pitfalls. VI. Welcome and Introduction - Chairperson Mulhern The meeting was called to order at 9:15a.m. by Chairperson Mulhern and he welcomed everyone to the meeting. J arret Lawson introduced Evan Albert, the new State Director for Michigan for the Corporation for National and Community Service (CNCS). II. Review and Approval of February 11 , 2005 Minutes - Chairperson Mulhern A couple areas of the minutes were discussed. The first area was on page four and Commissioners discussed having Congressman McCotter attend the next board meeting. He was not available but will be invited to attend a future meeting. The second area discussed was also from page four and referred to Chairman Mulhern's recommendation that at the next board meeting there would be a discussion on the relationship between the State Board ofEducation and the MCSC. He announced that there is a new Superintendent and that once he comes on board, we will have this discussion. Chairperson Mulhern asked for a motion to approve the minutes from the February 11, 2005 board meeting. Commissioner Parker moved to approve the minutes, Commissioner Mawby seconded the motion. The motion passed unanimously. III. Learn & Serve Presentation Angelia Salas introduced representatives from L'Anse Creuse. Emma De' Angelis, a Service Learning Coordinator for the district, explained that their district has a service requirement of 40 hours. The community has embraced the idea that service is a part of life. The program started in 1992. Ann Hart, also a Service Learning Coordinator for the district, gave background on how their service-learning program began. Currently, every curriculum area at their schools have a service learning project. At least 50% of the high school teachers are using service learning in their classroom. Over 75% of last year's graduating class had service learning experience. IV. Mentor Michigan A. Census II Results - Bob Kahle presented the Mentor Michigan Census Wave II results. The objectives of the census were to identify and track mentoring organizations, the programs they operate and the number of kids they match with mentors. The MCSC also wants to understand the program components, the needs of the mento ring organizations, and to encourage and support evaluation. He explained the "funnel" and how to build the mentoring movement in Michigan. The first step is to generate awareness and do a better job of recruitment. The next step of the funnel is mentor preparation and 2 �selection which is the background checking and the training issues. The final step is the actual mentoring. Mentoring generates positive outcomes for the kids, adults who mentor and the community. Out of 207 identified mentoring organizations, 136 completed the census. The MCSC intends to go back into the field in fall of2005. Out of 105 organizations that participated in Wave I of the census, 96 of them answered the survey the second time. One thing learned was that to have more mentors, you have to have more inquiries and have to generate more awareness. How did Mentor Michigan do in terms of inquiries and applications in 2004? There were almost 10,000 inquiries and almost 6,300 new applications. This is a significant increase in the number of new applications. In the first two months of 2005 there have been over 3,900 inquiries and 1,800 applications. From January to August 2004 there was a monthly average of 728 inquiries and almost 500 applications. From August 2004 to the end of the year, the monthly average also increased. The monthly averages for the first two months of2005 increased to 1900 inquiries and 926 applications. Clearly there is momentum in the Mentoring Month activities. Mentor Michigan can now document that about 27,000 young people have been served in 2004 and almost 16,000 people volunteered to be mentors. From February 2004 to February 2005, 94 organizations reported increases in the number of youths they have matched with a mentor and 29% reported a decrease. The number of organizations reporting an increase were 3,282, those reporting a decrease were 1,066 for an increase of 2,216 more kids being mentored. There was also a growth of 1,438 active mentors from August 2004 to February 2005. This is due partly to the number of organizations that are now reporting but there is also growth in those organizations that reported in both periods. In terms of mentor and mentee demographics, there was a large increase of 18-25 year old mentors. There are more male youth being served and there is also an increase in the percentage of youth age 6-11 being served and a decline in the number of 12-14 year olds served. There is also changes in the race demographics. There are a large portion of Caucasians being served and a relatively small proportion of African-Americans being served. This does not mean that fewer African-Americans are being served but that there was reporting from new organizations that serve primarily Caucasians. There are two barriers to the growth of mentoring in Michigan. There are too few male mentors. More men need to be recruited to increase the number of kids being served. The second is the lack of staff support for recruitment. Mento ring organizations report that they are at their capacity in terms of the number of mentors they can serve. For many, they need to talk about operating budget enhancements or find a way to reduce the overhead of the mentoring organizations (i.e., screening, training, and match). One key thing to figure out is the loss of mentors after they have inquired because there is a 3 �big drop off between the number that inquire and the number of applications and a further drop off of those that are matched. The first reason is they won't fill out the written application. The second is the time requirement of being a mentor. There is a smaller decline after they learn about the needs and characteristics of the youth and also the training requirements. Liability was not an issue with 50% of the mentoring organizations. Another key point is the screening process. Several of the organizations don' t want to go through the extra step of the extra costs of screening. As far as the criminal background check, only about 5% of applicants are not able to be mentors because of what was found in the background checks. It needs to be encouraged to all organizations that 100% ofthe ·applicants need to screened. Michigan's mentoring organizations are satisfied with the work of Mentor Michigan with 40% being very satisfied and 38% being somewhat satisfied. Only 18% of those surveyed were not aware ofMentor Michigan. They are satisfied through the marketing and awareness building, the recruitment support and the partnership and resource development. Process Recommendations- Using the funnel, there are three key areas: recruitment, mentor preparation and mentoring. Under recruitment, the three areas that need focus are to emphasize and support mentor retention, seek referrals from existing mentors, and become more targeted in recruitment efforts. Next is mentor preparation and selection. Many of the mentoring organizations are at or near capacity. It will be necessary to focus on workprocess efficiencies and to provide tools and training for mentoring organizations to seek operating support funds . Last is mentoring. It is important that we balance the objectives with not only more numbers of mentors, but also the quality of mentors. B. ConnectMichigan Alliance Report - Kyle Caldwell explained a proposal for an AmeriCorps program that would support Mentor Michigan. The goal is to garner 1,000 additional volunteers in mentoring. It would take on two stages. The first would have a number of members that would work with communities to promote and strengthen local volunteer organizations around mentoring. The second would work on a regional basis to provide support in training, technical assistance and communication resources to support the local AmeriCorps members. He also shared some of the results from the Mentor Michigan VISTA program. There are over 230 partner organizations involved and 1,818 new mentors recruited. They are looking at growing the program in the next year to areas not served. C. Mentor Michigan Momentum - The Commissioners broke into group discussions to discuss corporate participation strategy and state initiatives strategy. (See notes for discussions attached.) 4 �V. Standing Committee Reports A. Fund Development Committee - Mary Grill gave a brief update on the fundraising for the Governor's Service Awards/Carter Partnership Award and shared that so far $239,500 has been raised (which is 140% over last year's goal). She thanked several of the Commissioners who have been helping to solicit donations. B. Public Relations Committee - Commissioner Young-Welch stated that the Committee has proposed some subcommittees to get more of the Commissioners involved in state activities. There would be three different subcommittees and would solicit Commissioners involvement in their regional areas. The committees are Community Activity, Media Activities Committee and Publicity Committee. The Commission staff does not have the manpower to help promote the activities of the Commission. The thought is that Commission members need to step up and acknowledge an area where they can be of assistance. Commissioner Swain shared that this would be an opportunity to use those outside the Commission to help build capacity. The structure can be bigger than the Commission and staff. Kyle stated that there is nothing in the bylaws that would prevent the Commission from bringing in others to participate in committees. VI. Updates on Progress and Challenges A. Executive Director Report 1. Super Bowl XL - Janet explained that the MCSC has made a presentation to the Super Bowl XL Host Committee to have the Commission help recruit and train volunteers. There is a proposal to have a pre-event with mentors and mentees. 2. MCSC Progress towards 2005 Goals- The Commissioners received a handout outlining the progress towards the goals. B. AmeriCorps- Paula Kaiser gave background on the Michigan' s AmeriCorps Formula Renewal and New Application. The MCSC was awarded about $3.5 million to fund new and continuing formula programs. The Corporation notified the Commission that they could fund no more than 257 full-time members (this was a change from previous years where the MCSC could fund as many members as they could afford). The MCSC had enough money to fund everything that came in but not enough slots (1 0 slots short). So the stafflooked at programs that didn't fill all their slots last year (2 programs) and reduced their requested number of slots by one FTE. In additional, the MCSC reduced the two new programs' number of slots. 5 �~ · Staff recommends renewal funding at the recommended amount of: Boys and Girls Club ofBenton Harbor at $146,300; Camp Fire USA West Michigan Council at $172,981; Catholic Family Services at $216,397; Charlevoix-Emmet ISD at $212,800; Communities in Schools Detroit at $321 ,965 ; Habitat for Humanity at $392,663 ; Ionia Intermediate School District at $153 ,600; Jumpstart for Young Children at $166,228; Michigan Primary Care Association at $258,000; The Guidance Center at $250,000; and Volunteer Muskegon at $188,650. The meeting will take place from 9:00am- noon . Lunch will be provided after the meeting . The Russ Mawby Signature Service Project will be taking place on Saturday, May 21 . The AmeriCorps members will also be at Camp Ozanam on Friday for the training sessions and then will participate in a Habitat for Humanity Jimmy Carter Blitz Build on Saturday. Following the MCSC Board Meeting, Commissioners are invited to participate in the Russ Mawby Signature Service Project which begins with the Opening Ceremony at 1:00 p.m. This is an excellent opportunity for Commissioners to join the energy of more than 150 Michigan AmeriCorps members as they begin this year's service project. Learn and Serve staff also presented at "Building Schools and Communities of Character''- Oct 29 in collaboration with Birmingham Community Education. Build new and strengthen existing partnerships with RSVP programs and other senior citizen networks in order to place senior volunteers in schools through the SaYes (Seniors assisting Youth Engaged in Service) initiative. The MCSC continues to pursue strategies for connecting senio volunteers with K-12 service-learners. In October, grantees and partners were provided information about Seniors Assisting Youth Engaged in Service (Sa Yes) at our annual orientation meeting. Grantees were invited to apply for one of five mini-grants to support intergenerational service. We will continue accepting applications on a rolling basis and will be ;working with grantees to develop systems for more frequentl}1 engaging seniors in their schools. Planning for a Cross Stream training event is now taking place that will incorporate training opportunities focused on intergenerational partnerships. Make sure members are clear on details for the rest of the day and tomorrow's project. + Dinner will be in the Dining Hall from 6:00 to 7:00pm. + After dinner, you'll have free time until 11 :30pm. Cards and board games will be available in the Dining Hall and there will be a bonfire later tonight. + Alcohol and tobacco are strictly prohibited, which means there is absolutely no smoking or drinking anywhere on the campground property. As we are guests at this camp, it's important that we respect their rules. If you need to smoke, you can step off camp property to do so. + Lights out is at 11 :30pm, so make sure you're inside your cabin by then. You have a long day ahead of you and you '11 want to get a good night's sleep. Remember that there are several other people sharing the cabin with you so be considerate and respectful of those around you. + Keep in mind that you have to wake up tomorrow at 5:30am (or earlier if you need more than a Yz hour to get ready). + Dress in your ArneriCorps grays (t-shirt and/or sweatshirt) and wear closedtoe shoes- NO SANDALS!! + Before 6:00am, you need to be packed, have vehicles loaded, and have the cabins clean (according to the cleaning checklist). Everyone needs to help with cleaning- talk to the Program Director(s) in your cabin about how to divide up the responsibilities. + No one can go to breakfast until the cabins have been inspected by MCSC staff. Remember the shower house will need to be inspected too so don't forget about that. .. + Breakfast begins in the Dining Hall at 6:00am and ends at 6:45am. + Everyone needs to be on the road for Port Huron by 7:00am. All drivers need to make sure they have everyone they brought before leaving camp. + As soon as you get to the building site, find your team and go to the Kickoff. + Projects will begin at 8:00am. Before joining AmeriCorps, Jeffrey directed an after-school program, worked as a teacher' s assistant, tutored at-risk youth, and was a free-lance writer. As an AmeriCorps member, he provides resources and logistical support to his fellow AmeriCorps members who serve in seventeen counties throughout Michigan. He's also involved with website development, and writes mentoring articles and press releases. In his spare time, Jeffrey writes haiku poems and short stories. Another interesting fact about Jeffrey is that he is a past golden gloves state west district champion and state runner up. He has a blackbelt in taekwondo and has won a state taekwondo tournament. Christy Roman Christy Roman is a second-year, full-time AmeriCorps member with the Michigan Groundwater Stewardship Program in Lake City. Originally from Traverse City, Christy received her Bachelor's degree in Outdoor Education from Olivet College. As an AmeriCorps member, Christy teaches adults and youth ways to maintain a healthy water supply in Missaukee, Wexford, Crawford, and Roscommon Counties. In her spare time, she loves to travel. Some of her favorite travel locations include, Nova Scotia, Northern California, Seattle, and New York City. Christy spent one summer working in Yellowstone National Park! JT: Welcome everybody! As you just heard, every year AmeriCorps members from all over the state come together for a day of service, known as the Russ Mawby (maw- bee) Michigan's AmeriCorps Signature Service Project. These projects accomplish different goals depending on the needs of the community. What remains the same is that we come together to form a strong team that tackles an issue that can only be solved by lots of people working together. At the end of the day, we want to be able to look at what we accomplished and say, "Wow! We really made a difference here!" The other hope is that you will have a chance to get to know members from other programs in ways that aren't possible in your day-to-day community activities. You are part of a service movement that stretches across the country. That' s why it's called National Service! But you are working so hard and are so dedicated to your own community that you hardly get a chance to look up, let alone reach across city and county lines to connect with other Michigan's AmeriCorps members. Now is your chance to do that, and to see just how big AmeriCorps really is! CR: This year, Blue Water Habitat for Humanity, Michigan Habitat' s AmeriCorps program, and the Michigan Community Service Commission have been working hard to plan projects that are fun, meaningful, and really make an impact on the community! This project is special because we are partnering with Habitat for Humanity to make the Signature Service Project part of the Jimmy Carter Work Project 2005. You 'lllearn more about that in just a minute, but right now I'd like to introduce Debi Drick, Director of Habitat Michigan's AmeriCorps program. (As Debi is coming to the stage read the following) Debi works with Habitat for Humanity AmeriCorps members from all across Michigan. She was instrumental in planning the 2003, 2004, and now this year's Signature Service Project. She works tirelessly everyday to help AmeriCorps members like you and me have a great year of service. Now that you 're a little more familiar with this year's Russ Mawby Signature Service Project, we 're going to get into some of the details. (Hold up agenda) In your folder you should have an agenda for today and tomorrow, which is on lime green colored paper. Please follow along while I go over some important information you all need to know. Once we get through explaining the day, Habitat will provide some basic safety training, and then we'll break into our project teams to get more hands-on training for tomorrow's project. If you look at your nametag, there is some information that is important to note. Under your name, you'll see something like "Team 3" or "Team 7." This is your project team assignment for tomorrow, as well as the group you will meet with for your training session, roundtable discussions, and teambuilding activities. All oftoday's activities will take place right here at the camp. Once again, if you have any questions, the MCSC staff will be around to help. The Habitat training is very important, as you 'llleam some of the skills needed to do your project and crucial safety information. Each team is made up of members from different AmeriCorps programs so you 'll have a chance to network and meet lots of new people. There is a Member Council person on each team and they will facilitate the discussion. Staff and Program Directors will not be leading this session so you can feel comfortable opening up and sharing. We really want this to be a time for you to talk about your experience, learn from one another, and make some connections in the process. CR: We ' ll take another short break after the Roundtable Discussions and then we'll be back with our project teams for the last activity of the day. Because we'll be spending so much time with our project teams today and tomorrow, it's important that we not only get to know one another, but also have a great time with what we're doing. This year' s Member Council has put a lot of effort into coming up with some fun activities that will help cement that team bond. Once we 're done with the teambuilding session, we'll all be having dinner at 6:00 in the Dining Hall. After dinner, we 'll have free time until lights out. For anyone who is interested, the Member Council will have cards and games available in the Dining Hall. There will also be a bonfire for those who just want to hang out. JT: Everyone, including Program Directors and MCSC staff, will be staying here at the camp. Each of you is assigned to a cabin with other members. Bathrooms and showers are located in a separate building adjacent to the cabins where you '11 be staying. Here is something that is very important for you to know. Camp Ozanam is owned and operated by the Society of St. Vincent de Paul, an independent, lay, Catholic organization. Alcohol and tobacco are strictly prohibited, which means there is absolutely no smoking or drinking anywhere on the campground property. As we are guests at this camp, it's important that we respect their rules. For those of you who can't go an evening without a cigarette, the camp isn't that large, and you can step off of the property fairly easily. Lights out will be at 11:30. This will be strictly enforced so please make sure you are in your cabins by then! And keep in mind that there will be several other members in the cabin with you who are trying to sleep. Please be respectful and try not to stay up all night talking to your friends in neighboring bunks. Just to clarify, that's 5:30 tomorrow MORNING, so those of you who normally like to sleep in will need to prepare yourselves for an early rise. Now I know some of us have our morning rituals that cannot be held off even for one day. If that is you, you might want to set your alarm so you can wake up and take care ofbusiness before 5:30, because there won't be much time after that. Once we wake up tomorrow, we'll need to pack up and load our vehicles by 6:00. Each cabin is responsible for leaving things exactly the way they were when we arrived. There is a cleaning checklist in each cabin for you to follow. Program Directors will oversee cabin clean up in the morning and each cabin must pass inspection by an MCSC staff member before you can go to breakfast. Breakfast will begin promptly at 6:00 in the Dining Hall. We only have until about 6:45 to eat our breakfast, so make sure you get through the line quickly and eat, so that others can do the same. JT: Now let's talk about some important information for tomorrow's project. By 7:00 tomorrow morning, we will all depart from Camp Ozanam and head over to Port Huron. The map you received today will get you from Camp Ozanam to the building site in Port Huron. When you arrive at the building site, find your project team and be ready for the kickoff at 7:45. As soon as the kickoff is over, we'll head to our project sites and start work for the day at 8:00! Lunch will be staggered, so each team will break for lunch between 11 :45 and 12:30. Your team leader will tell you what time your lunch break is. We'll have an hour to eat and relax, and then it's back to work until 3:30. At 3:30, we'll take 15 minutes to clean up and put our tools away. Then we'll have a reflection activity led by the Member Council. At 4:00, we're done for the day! If you drove, make sure you have everyone who will be riding home with you before you leave. If you are riding with someone, make sure you know where that person parked, or designate a spot to meet at the end of the day. This will allow us to recognize one another at our sites, and will show Port Huron's residents who is doing all this great work in their city. Also- it is important that everyone wear shoes or boots-not sandals, clogs, or anything else on their feet. This is a real safety issue. Everyone MUST wear shoes or boots with closed toes and closed heels. And also remember to wear your tool aprons - I have a feeling those will come in handy tomorrow! With your team's Council member, choose beforehand where your group should meet for this session. Topics: • Maintaining the Balance: Keeping AmeriCorps Real at Your Site • A Look in the Mirror: Your AmeriCorps Experiences This Year • Life After AmeriCorps (optional, if time is available) Your duties: • For the first topic (Maintaining the Balance): o You will be the facilitator • You don't need to call on every person who wants to speak, just ask questions to the group to keep the conversation going o Establish that there are no right or wrong answers; o Ask some of the questions below to get conversation started; o Set the ground rules that this is not simply an opportunity to complain, but to share successes and challenges. All challenges mentioned should come with a solution or an idea for how the challenge could be solved; o Make sure that everyone gets a chance to speak who wants to, and that no one is made to feel uncomfortable sharing their experiences and opinions; o If good suggestions or solutions to challenges are shared, ask if you can take some notes on the solution. Talk about how important AmeriCorps is to us and the people of Michigan. • Introduce Russ (Russ will speak for 3-5 minutes) • Introduce Commissioners • Introduce Emcees: Jeffrey Taylor Jeffrey Taylor is a full-time, first year AmeriCorps member with the Explore Experience Achieve Through 4-H Mentoring program in Lansing. Before joining AmeriCorps, Jeffrey directed an afterschool program, worked as a teacher's assistant, tutored at-risk youth, and was a free-lance writer. As an AmeriCorps member, he provides resources and logistical support to his fellow AmeriCorps members who serve in seventeen 1 �counties throughout Michigan. He's also involved with website development, and writes mentoring articles and press releases. In his spare time, Jeffrey writes haiku poems and short stories. Another interesting fact about Jeffrey is that he is a past golden gloves state west district champion and state runner up. He has a blackbelt in taekwondo and has won a state taekwondo tournament. Christy Roman Christy Roman is a second-year, full-time AmeriCorps member with the Michigan Groundwater Stewardship Program in Lake City. Originally from Traverse City, Christy received her Bachelor's degree in Outdoor Education from Olivet College. As an AmeriCorps member, Christy teaches· adults and youth ways to maintain a healthy water supply in Missaukee, Wexford, Crawford, and Roscommon Counties. In her spare time, she loves to travel. Some of her favorite travel locations include, Nova Scotia, Northern California, Seattle, and New York City. Christy spent one summer working in Yellowstone National Park!
