Objectives: 1. The VISTA volunteer, in partnership with ex1stmg NSAIE volunteers, will develop and implement a national individual membership I donations campaign by the end of the first project year, resulting in a $30,000 increase in donations. Membership drives and donations will be focused around the cookbook as a premiwn gift for membership. Tasks include: • Conducting three media events promoting membership and donation campa1gn activities, including but not limited to: press releases, print advertisements, newspaper articles, television advertisements, television reports, and radio reports and interviews. • Utilizing web-based partnerships for the promotion of membership, cookbook and donation campaigns, resulting m no less than 500 impressions per quarter for a total of 2,000 impressions by the end of the first year. • Develop a mailing list for the newsletter to new members and donors, as well as member tribes that the VISTA makes contact with while serving in Arizona. �• • • • • Providing training, oversight and assistance to volunteers conducting membership drives and/or cookbook sales in their community in the first quarter resulting in a $2,000 increase in donations through individual memberships and donations. The VISTA volunteer, in partnership with ex1stmg NSAIE volunteers, will develop and implement a gaming industry campaign by the end of the first project year, resulting m a $40,000 mcrease m donations. Tasks include: • Based on the developed policies and procedures, identifying a minimum of 4 potential gammg contacts per quarter for a total of 16 potential gaming proposals per year • Providing educational materials to no fewer than 4 per quarter outlining the benefits of sponsorship • Conducting follow up telephone calls to potential gammg sponsors and providing additional information as needed • Completing additional information and receiving gaming support from no fewer than 1 casino per quarter per volunteer for a total of 4 gaming sponsors at the end of the first year �4. Collecting recipes and interview elders for the next cookbook publication. • Identify Elders interested in donating traditional recipes they are willing to share for the next publication, test and edit the recipes collected • Interview and take photos of elders and senior centers (with their permission) to compile for the cookbook, newsletter and utilize for the senior centers as their scrapbook • Assess donors of handmade crafts m the community to be used as a fundraiser for the elder program and NSAIE Goal 3: Decrease physical and emotional isolation of Native American Indian elderly through the provision of addi~ional units of services. Objectives: 1. The VISTA volunteer will assess the level of need for the Elders of the assigned community, by the end of the first quarter. Tasks include: • Distributing the assessment to the Elder Directors with written instructions • Providing technical assistance for the completion of a new needs assessment • Compiling the assessment data • Presenting assessment data to the board • Providing guidelines to the Elder programs for quantifying needs assessment outcomes and service provision for the past year into measurable service units for reporting purposes. · �2. Increase services to the Elder programs and measuring them on an annual basis. • Distributing reporting policies and procedures fo r the Elder programs and creating annual reports at the end of the fourth quarter • Compile annual reports at the end of the fourth quarter 3. Within the second year of the VISTA project, these services will reduce the level of physical and emotional isolation by at least two points on the isolation-screening tool of the annual assessment and increase nutritional status by at least three points in no fewer then the total of the assigned community elder population. Reduction of physical and emotional isolation will be measured through the provision of service units and the identified reduction of levels of isolation in the tribal needs assessments and key informant interviews. Increases in nutritional status will be measured through comparison of the baseline nutritional status scores and the post-service delivery scores. All results will be compiled in the annual report for the assigned Elder program, and NSAIE. �VISTA VOLUNTEER The following VISTA position is available with the _ _ _ _ _ _ _ _ (Tribe). This position will begin November 2003 and will be housed in (city, state). Definition: The VISTA Campaign Coordinator, under the direct supervision of the Elderly Nutrition Program Manager, will serve a one- (1) year VISTA term and is responsible for development and management of grant/proposals and creoting the directory that will be offered to achieve fundraising goals. Thus creating additional resources for the elders of the _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _community and the National Society for American Indian Elderly (NSAIE). Activities: Activities include, but are not limited to, the following: • Develop grant /proposal format • Secure funding on an annual basis when creating contacts and sponsors • Create met hods and time frames to follow up on grants/proposals sent • Recruit, supervise and retain volunteers • Collaborate with existing Elder programs to target areas of need • Implement existing fundraising campaigns in coordination with VISTA's working with NSAIE • Develop measurements for services provided and evaluate a plan to reach elders in need of services • Interview and take photos for newsletter • Collect traditional recipes and stories for NSAIE • Assess the level of need for tribes in their region of service annually • Assist with annual report (reporting bi-monthly to VISTA Supervisor) • Other duties as assigned Qualifications: A qualified candidate will meet requirements held by the Corporation for National and Community Services for VISTA volunteers and have previous . work or volunteer experience in grant/proposal writing, fundraising, program development and/or public speaking. In addition, a qualified candidate will be proficient in Microsoft Explorer, Microsoft Word and Microsoft Publisher �and possess exceHent writing and verbal communication skills. A bachelor's degree in human resources, human services, business administration or a related field and experience with digital cameras and related software programs is preferred. VISTA's must provide their own transportation and possess a valid driver's license and vehicle insurance. AmeriCorps Funding Issues Michigan's AmeriCorps programs will be cut 60 percent for the 2003-04 program year. The MCSC continues to keep its commissioners, friends, and partners informed on this issue via the MCSC-News listserv. In addition, the Michigan Nonprofit Association's Public Policy Initiative has played a key role in advocating for this issue and helping those interested take action. In an ongoing effort to secure $100 million in emergency funding, Voices for AmeriCorps will take place on September 2nd- 6th in Washington, DC. Voices for AmeriCorps is presenting 100 around-the-clock hours of testimony from AmeriCorps alumni, business and philanthropic leaders, faith-based leaders, community-based service beneficiaries, policymakers, AmeriCorps program directors, educators, and government leaders from all across the United States. Supporters of Michigan's AmeriCorps are encouraged to participate. There will be one more GSA peer review held this year in mid-September. As Secretary-Treasurer, Bunn is the chief financial officer of the UAW and directs various administrative departments including Accounting , Auditing, Building Maintenance, Circulation , Purchasing and Strike Assistance. In addition, Bunn directs the UAW Technical , Office and Professional (TOP) Department, a post she has held since she was elected Vice President of the union in 1998. She is also director of the UAW Women's Department. Upon her election as Vice President, then-President Stephen P. Yokich put Bunn's collective bargaining, political action and leadership skills to work with a number of key duties. In addition to her assignment as head of the TOP Department, she also served as director of the UAW Competitive Shops/Independents, Parts, and Suppliers (IPS) Department. As Vice President, with President Yokich 's support, she created and headed the UAW's Work & Family Resource Unit, the only such technical department in any international union . As Director of the Women's Department, her inventive woman-to-woman outreach effort in the 2000 elections in Michigan was widely credited with involving thousands of women in electoral activity for the first time. At the bargaining table, she has been a leader of negotiating teams that have achieved many collective bargaining breakthroughs. Highlights include innovative programs for families including child and elder care referral services, parental leaves for school events and the creation of sick banks which allow workers to share leave time with other workers facing family emergencies; "fair share" union representation for state employees in Indiana; improved pay equity protections for state workers in Michigan, and joint training and health and safety programs modeled on the UAW's Big 3 contracts for public sector workers. She has also been an outspoken advocate for service workers on a broad range of public policy issues. Bunn is a Vice President on the Executive Council of the AFL-CIO, a longtime member of the Michigan Democratic Party, a lifetime member of the NAACP and a member and officer of the Coalition of Labor Union Women (CLUW). The meeting was called to order at 10:10 a.m. Members present: Daniel G. Mulhern, Chair; Russell G. Mawby; Vivian Pickard. Staff present: Kyle Caldwell, Executive Director; Janice Harvey, Executive Assistant. Status of AmeriCorps Funding Kyle Caldwell discussed the recent developments regarding Michigan's AmeriCorps funding cut of 85%. He discussed the strategy and actions of the MCSC. He stressed the solution to the problem is three points: 1. The program funding must be restored ($68 million). 2. The Trust must be made solvent. 3. The cap must be lifted on the AmeriCorps programs. There has been a lot of press coverage on the cuts both nationally and locally and pressure has been applied to Congress to fix the problem. A bill was introduced last week by Senators �Mikulski and Bond to begin to fix the problem and has passed both houses. expected to sign it. The President is Staff recommendations for 2003 Michigan 's AmeriCorps Formula Applications Kyle Caldwell explained that Michigan had $1,627,634 million in formula funds available, but could only fund 53 FTEs with those funds. Mr. Caldwell explained that the staff had come up with three recommendations. Members reviewed the staff recommendations for the 2003-04 program year (see attached). Commissioner Mawby moved to approve the staff recommendation #1, and Commissioner Mulhern seconded. The staff recommendation #1 was approved. Commissioners expressed three concerns: geographic diversity; utilization of members (both full-time and part-time); and the 20% MCSC imposed cap in funding for any program. Mr. Caldwell reviewed staff recommendation #2, which would be programs that would receive additional consideration should additional member slots become available. Commissioners agreed to this recommendation and that MCSC staff has the authorization to modify the approved programs and/or those on the pending list. Mr. Caldwell reviewed staff recommendation #3, which were applicants that were not recommended for funding and Commissioners agreed to the recommendation. Update on MCSC Initiatives Status ofAmeriCorps Crisis: Kyle Caldwell discussed the status of the AmeriCorps funding crisis. The first attempt to secure additional funding through a FY03 supplemental bill failed. The Save AmeriCorps Coalition is planning a 100 hour hearing in September. The Legislative Affairs bill for FY03 supplemental is still on the House floor. It is likely they will strip out the AmeriCorps funding. Staff recommends that we move forward with the recommended 65 % cut in AmeriCorps members (from 700 to 300). �Mentor Michigan: Kyle Caldwell discussed the first Mentor Michigan Summit that will take place in Western Wayne County in October. Paula Kaiser and Mary Zatina are working together with the group Child Hope who heard about Dan Mulhern's commitment and invited him to participate in their summit. There will be four other regional summits (Saginaw, Detroit area, Western Michigan, and Upper Peninsula). We will be working together with organizations that mentor and those that benefit from mentors (schools and courts). The summits will help to provide feedback on Mentor Michigan's mission, vision, plan and work agenda. We also hope to establish a sharper, clearer definition of what Mentor Michigan will be and use it in January for National Mentor month to recruit mentors. Kyle Caldwell also stated that Mentor Michigan is preparing to partner with national mentor program. Mentor Michigan will be working with Volunteer Centers to work together with local mentor organizations. Dan Mulhern and the Governor's office is working on an Executive Order to establish a Mentor Michigan Advisory Council to advise the MCSC. Executive Committee members should submit names of those they recommend that have knowledge on mentoring. Dan Mulhern mentioned that at the retreat he would like to discuss the possibility ofMCSC Commissioners working as mentors. Citizen Corps: Kyle Caldwell stated that a Program Coordinator, Gary Zulinski, has been hired to handle Michigan Citizen Corps. He is a former captain of the Dearborn Heights Police Department. His first task is implementing the first CERT Train-the-Trainer September 22-24 at the Oakland Community College CREST facility. The trainers will then go back to the eight pilot regions and work with emergency management personnel to establish local CERT training. MCSC Recommendations for 2003 Learn & Serve School-Based Applications Kyle Caldwell explained that at the 2002 retreat, Commissioners that participated in the Learn & Serve Workgroup recommended that the appropriate size of grant should be based on district size and will be broken down into three categories: planning grant, implementation grant and institutionalization grant. Schools listed as priority schools were given a special invitation to apply for a grant - one school applied. Members reviewed the staff recommendations for the Planning grants. Commissioner Mawby moved to approve the staff recommendations and Commissioner Smith seconded the motion. (See attached.) The recommendations for the Planning grants passed unanimously. Members reviewed the staff recommendations for the Implementation grants. Commissioner Mawby moved to approve the staff recommendations and Commissioner Collier seconded the motion. (See attached.) The recommendations for the Implementation grants passed unanimously with Commissioner Smith obtaining due to Bedford Public Schools being an applicant. �Members reviewed the staff recommendations for the Institutionalization grants. Commissioner Collier moved to approve the staff recommendations and Commissioner Smith seconded the motion. (See attached.) The recommendations for Institutionalization grants passed unanimously. Kyle Caldwell also pointed out that Flint Community Schools, an Institutionalization grant applicant, is a priority school and will be working Big Brothers/Big Sisters. Agenda for MCSC September Board Meeting/Retreat Kyle Caldwell discussed the agenda for the September Board Meeting and Retreat. The agenda will include discussions on Who Are We, A Year in Review which will include the MCSC staff and Chairperson Mulhern will walk us through the Vision for the MCSC. There will not be a dinner speaker as Chairperson Mulhern would like the retreat to be a time for Commissioners to get to know each other. The second day of the retreat will focus on Mentor Michigan and the MCSC plan and focus for Mentor Michigan. Executive Committee Dates The members were reminded of the last Executive Committee meeting for 2003 (November 21) and noted the upcoming dates for 2004 (January 23, April 9, September 24, November 19). It was mentioned that the September 24, 2004, meeting date will need to be changed to August so that it is prior to the September MCSC Board meeting. Commissioner Smith also mentioned that she will not be available for the November 19, 2004, meeting. Commissioner Collier moved to adopt the Executive Committee meeting dates . Welcome and Introduction - Chairperson Mawby The meeting was called to order at 10:45 a.m. by Chairperson Mawby. Chairperson Mawby welcomed everyone to the meeting and explained that the MCSC will recess at 12:00 pm to join the Grantmakers/Grantseekers Luncheon where Governor Granholm will be speaking and presenting the George Romney Award and Russ Mawby Award and introducing the new chair of the MCSC. Chairperson Mawby explained the transition with the new chair, Daniel Mulhern, and the tradition of the Governor' s spouse serving as Chair of the MCSC. Chairperson Mawby explained that the Governor made the appointment of Dan Mulhern and named him as chair. Chairperson Mawby asked for a motion of endorsement. Commissioner Collier moved to endorse the appointment. The endorsement passed unanimously. Commissioner Mulhern gave brief remarks about joining the Commission and his excitement of moving forward with the initiatives of the Commission. Chairperson Mawby asked the Commissioners to introduce themselves. II. Review and Approval of February 10, 2003 Minutes - Chairperson Mawby Chairperson Mawby asked for any additions or corrections to the minutes from the February 10, 2003, meeting. No changes noted. Chairperson Mawby asked for a motion to approve the minutes. Commissioner O'Day moved to approve the February 10, 2003 , minutes. Commissioner Pickard seconded the motion to approve the minutes. The motion passed unanimously. III. Standing Committee Reports - Chairperson Mawby. A. Executive Committee Report -Chairperson Mawby. A. Review Executive Committee Actions Chairperson Mawby discussed the minutes of the February 26, 2003, Executive Committee Meeting. During the meeting (via conference call) members reviewed the staff recommendations for Michigan ' s AmeriCorps Competitive Applications and the Michigan's AmeriCorps Sustainability Plan Waiver Requests for the 2003-04 program year. The Executive Committee moved the recommendations for the full Commission's approval. Chairperson Mawby asked for a motion to approve the 2 �Executive Committees's recommendations. Commissioner Smith moved to approved the recommendations. Commissioner Pickard seconded the motion. The Executive Committee's recommendations were approved unanimously. Kyle Caldwell clarified the policy that the Commission passed at the December, 2002, meeting which empowers the Executive Committee to make these decisions on behalf of the Commission and that they would then be ratified by the full Commission. B. Review ofExecutive Committee Officers Chairperson Mawby recommended that Dan Mulhern become the Chair of Executive Committee and that it was also suggested that Commissioner Mawby continue to serve on the Executive Committee. The other Executive Committee members would continue to be Rob Collier as ViceChair, Vivian Pickard and Meg Smith. Chairperson Mawby asked for a motion to approve the five members as the Executive Committee. Commissioner Oden moved to approve the motion for the Executive Committee members. Commissioner O'Day seconded the motion. The motion passed unanimously. C. Performance Review of Executive Director Chairperson Mawby explained the background of the annual Performance Review of the Executive Director. He noted that the MCSC recognizes that this performance review does not affect the civil service position, ranking or salary of the Executive Director but that as part of governance, our relationship, the Executive Director's performance, a consistency with the mission of the Commission, our desire as Commissioners was that this is a very important process. The performance review was sent out to the Commissioners in February and there was response from 21 of 25 Commissioners. With a scoring system of 1 being excellent, 5 being unsatisfactory, all of the rankings in the categories for Kyle were 1's, which is extraordinary. In summary, Kyle was given excellent ratings from the Commissioners in all ofthe categories of the survey. He is viewed as an effective manager and leader with good visionary skills, excellent communications practice, and a strong commitment to the MCSC and to the principles of volunteerism and service. Copies of the report will go to the Executive Committee and in Kyle's personnel file. D. Recommendation to ConnectMichigan Alliance Board of Directors Chairperson Mawby explained that the MCSC has three seats on the CMA Board originally occupied by Michelle Engler, Julie Cummings and Terry Pruitt. Mrs. Engler and Mrs. Cummings have left the MCSC and have indicated that they are no longer able to serve on the CMA Board. Terry will continue to be one of our representatives. The Executive Committee 3 �is recommending Commissioner Vivian Pickard become a member of the CMA Board. The Executive Committee is also recommending that the third position remain open at this time so that the new MCSC Chair may consider and have a recommendation for us at the September meeting. Chairperson Mawby asked for a motion to approve appointing Commissioner Vivian Pickard to the ConnectMichigan Alliance Board. Commissioner Smith motioned to approve the appointment and Commissioner Kwak seconded the motion. The motion passed unanimously. B. Outreach and Communications Committee - Commissioner O'Day Commissioner O'Day discussed the April23 , 2003, meeting of the Outreach and Communications Committee and gave the Commissioners a copy of the report from the meeting. She also explained that the Commissioners will be attending a luncheon today where the Governor and First Gentleman will be presenting the Governor Service Awards and the George Romney Lifetime Achievement Award to Bud Weber of Sault Ste. Marie. Commissioner O'Day and Mary Grill explained the updated information for the Commissioners Key Information Binder. Commissioner O'Day also discussed the new MCSC-News listserv that the MCSC staff will be using to get updated information out to Commissioners, partners and friends. Commissioners could sign up for the listserv. Commissioner Pickard discussed a site visit she took with other Commissioners to the Downriver Reads program and it was very exciting and worthwhile. "The energy level of the AmeriCorps members for this literacy program was amazing and the work they are doing is remarkable." C. Michigan Citizen Corps Council - Kyle Caldwell Kyle Caldwell gave an update on the Michigan Citizen Corps Council. They have had public hearings around the state. The funding has been stalled over the last couple of months delaying the training. But it will begin to grow over the next few months. A Program Coordinator will be working with eight communities around the state to be key model communities to show how Citizen Corps can work, and will be doing a statewide Community Emergency Response Trainng (CERT) Train-the-Trainer that will train 50 instructors who will go around the state to conduct the CERT training. Kyle Caldwell also explained the CREST facility in Oakland County where the training will take place. 4 �D. Report ofMCSC Designees to the ConnectMichigan Alliance Board of Trustees Commissioner Mawby 1. Update on the ConnectMichigan Alliance Endowment Campaign Chairperson Mawby asked John Lore to give the Connect Michigan Alliance (CMA) update. He explained that CMA is excited to work with MCSC and Mentor Michigan and is looking forward to working with Dan Mulhern. He also explained that there are 27 Communities ofPromise working to make sure that Volunteer Centers of Michigan and Michigan Campus Compact are working closely with the Communities of Promise. He met with Virgil Carr to design a way to bring Detroit /SE Michigan and outstate Michigan together. CMA has designed a plan to have a person from Virgil's staffbe involved with the CMA staff in Lansing and are working with the Kresge Foundation to have a presence in Detroit. Lore also explained that they are within $600,000 of their $20 million fundraising goal. CMA has a commitment from Dottie Johnson and Bill Richardson to approach private, independent foundations that have not contributed so far. CMA made a formal request with the Kresge Foundation for a deadline extension from June 1, 2003 to December 31, 2003, for the deadline match. CMA feels strongly that the extension will be allowed due to the administration change and the economy. Chairperson Mawby called for a break to attend the Grantmakers/Grantseekers Luncheon at the Lansing Center. Chairperson Mawby asked for a motion to recess. Commissioner O'Day motioned to recess for lunch, Commissioner Garnepudi seconded the motion. The motion passed unanimously and the Commissioners recessed for lunch at 11 :40 am. The meeting reconvened at 1:50pm. The new chairperson, Dan Mulhern, gave welcome remarks and asked Kyle Caldwell to give the Executive Director's Report. IV. Executive Director's Report- Kyle Caldwell A. AmeriCorps 1. Guest Speakers Lenny Compton and Belinda Weber Kyle Caldwell introduced AmeriCorps members as guest speakers Lenny Compton and Belinda Weber shared their experiences with AmeriCorps. Lenny Compton explained that he finished with AmeriCorps Oakland in early January. Their program serves Pontiac and has 40 members in 7 sites. He because involved in AmeriCorps through a friend. Lenny served 5 �parti-time (900 hours) in two years and felt that the program was invaluable. He felt that with AmeriCorps you are able to make an impression. Lenny works at PATH which is a homeless shelter for women and the AmeriCorps members work with the children. They've been able to teach about educational and environmental issues. Lenny also discussed his concern that AmeriCorps members are not able to solicit support for AmeriCorps and felt that if things are not done financially, that a great program like this will dissolve. Belinda Weber explained that she works at Success by Six in Branch County (Coldwater area) and they have several agencies under their umbrella, one being AmeriCorps. Their goal is that every child prenatal to age 6 will be healthy and ready to learn. There is a high-risk of teenage pregnancies in their area. Belinda is working with teenage moms at an alternative high school to guide them toward opportunities that are available to them to help keep them in school. They conduct home visits to the families weekly and biweekly, conduct playgroups which provides child development and parent educational activities, and community awareness activities. Belinda is also working in her community to increase awareness about the AmeriCorps programs. Chairperson Mawby asked Lenny Compton whether mentoring would be important to the children he works with at PATH. Lenny explained that mentoring would be very important to these children as many of them come from unstable households and they need someone with stability. He also shared his experience with mentoring two boys that he calls his "brothers" and the successes they have accomplished due to their relationship with Lenny. Both Lenny and Belinda explained they became involved with volunteering as children. Commissioner Kwak asked for the guidelines for "lobbying" or contacting policy makers regarding AmeriCorps. Kyle Caldwell explained that AmeriCorps members are not allowed to lobby or to be involved with fundraising. In addition there is a certain unwritten law that AmeriCorps members should not be in the position of educating or appearing to lobby. As a citizen outside of the program, Lenny is empowered to do whatever he wants in the name of AmeriCorps. Belinda is constrained, though, because she is currently an active member. What the MCSC tries to do is to put policy makers in front of people who are serving. Commissioners can do whatever they want, they can lobby, they can tell policy makers exactly what is needed and use stories like Lenny's and Belinda's as examples ofhow AmeriCorps works. 6 �Carol Ann Ketelsen, Director ofthe Oakland University AmeriCorps Program, explained that they utilize Lenny and other former members to help with fundraising. But the Program Directors don't have much experience in fundraising. The former members have ideas for golf outings, etc., but the program directors cannot plan them alone, and they cannot use current members. Their program is one of the older programs so they are at the 100% funding level where they are suppose to meet everything but their member support costs on their own. The other challenge they have is that Oakland University has been a major funder in their program, but like everyone, they are going through cuts and so they have to find the money somewhere else. AmeriCorps Oakland has seven sites. Their members work in teams in schools, churches and community centers. Commissioner O'Day pointed out that Lenny made a good point about people viewing AmeriCorps as a successful program. 2. Signature Service Project Kyle Caldwell made a special invitation to the Commissioners to participate in the Signature Service Project on June 20-21 and explained the project would consist of working with Habitat for Humanity to build four houses and to landscape homes and parks in the neighborhood. 3. National Outlook Kyle Caldwell explained that the MCSC has submitted a competitive application that was one of $240 million in requests that went forward to the Corporation with $50 million available and awaiting notification. For those that are new Mr. Caldwell explained the state AmeriCorps funding process. First we submit our competitive applications, and whatever is not accepted, we re-strategize and look at what we want to put into our formula applications for funding. The enrollment crisis at the national level is not over. We continue to struggle with the budget. Mr. Caldwell explained the shortfall in the educational award trust which started at $100 million, another $64 million was added due to accounting errors. What is holding everything up now is that the President had offered some relief, but now that is being held up because the accountants and the auditors can't agree on what process is being used to count education awards. In the fall we are going to have the same situation as last year where we may have programming funding but may not be able to enroll anyone who wants to get an education award. Mr. Caldwell detailed that holding firm to three messages was important: • Ameri Corps is working, • Michigan's systems are sound, we are exemplary among state commissions and among members we are enrolling. • We should not bare the brunt of the burden of the accounting errors at the national level. 7 �Commissioner Pellegrino suggested that the Commissioners could use their resources to help to coordinate an effort to get the message out. Commissioner O'Day asked ifthere has ever been a fundraising program. Kyle Caldwell responded no. Commissioner Pickard mentioned that she is involved in social organizations that participate in fundraising events. They are looking for opportunities to use the money for good uses. There are so many of these organizations in our communities and we're all trying to make a difference but it is so fragmented that it' s hard to see a difference. Ifwe could pull together all of these different organizations to make a commitment it would make a big difference. B. Service-Learning Kyle Caldwell explained that the MCSC is aggressively going after more servicelearning funding at the federal level through the Corporation -- working with the Department of Education and with the Council of Michigan Foundations' Learning to Give. Staff is focusing on moving the agenda forward and moving out after the institutions that are bringing in new teachers and working with Learning to Give as a tool to promote service-learning. Learning To Give is going to examine the lessons they have on philanthropy that cut across the standards from the MEAP and see where they can tighten up on service-learning and make their program more of a service-learning tool. Staff is also working with the key partnerships in working with local districts to infuse service-learning policy. Staff submitted one application for competitive funding and will be going after the school-based funding and the community-based funding. There are a number of events coming up including the Institute for Service-Learning Symposium which will be June 16-17 in Lansing and will include some national speakers. Mr. Caldwell encouraged Commissioners to attend if possible. Kyle Caldwell also gave a quick update on the audit. "All indications are that we've got a clean books, clean systems and we are figuring out how to close out $1,164.00." So out of the millions of dollars MCSC received to run the programs, this is great. Staff is also going through a standards review and should be closed out soon. Kyle Caldwell also discussed that the Volunteer Investment Grant funding which is still being discussed in the State House and Senate. Kyle Caldwell explained that the MCSC has added a new staff member, Diana Algra, who will be handling the Service-Learning policy work. He also mentioned that Linda Adams and Liz Scully have left the MCSC due to their contracts being complete. V. New business - Chairperson Dan Mulhern A. American Association of State Service Commissions (ASC) - Deb Macon 8 �Deb Macon explained the Leadership Development Initiative with ASC funded by the Kellogg Foundation. The initiative is a training tool to become better Commissioners. B. Retreat Planning Committee - Chairperson Mulhern Chairperson Mulhern explained that he would like to continue what the Commission has been doing and continue to build the infrastructure as budgets allow. Mentor Michigan - Chairperson Mulhern stated that program will be developed through the Commission. We need to reach out statewide to bring stakeholders together to talk about mentoring and to talk about what we can do at a statewide level that supports what's happening at the local level. There are several things happening so there won't be a single method for delivering, whether it's a predelinquent program or school-based program, there are going to be a lot of vehicles. We have to decide what is the state brand of Mentor Michigan and how do we add value to that. Most likely it will be by recruiting and promoting it. Another piece will be determining standards for volunteer screening. Also, it will be important to discuss a way to track or measure results. We'll be interested in hearing from Commissioners regarding the people from their area who should be involved. Chairperson Mulhern also mentioned that as a new leader of the Commission, it will be important to revisit and clarify the vision and to discuss : • what's working; • the special mission of the Commission; • what is it that it does that no one else does; • how do we do it well; • what are the values that we want to have as a Commission; • what can we build on to do well; • develop goals for the coming year; • what is the profile of a Commissioner and who should be a Commissioner. Commissioners Smith and Oden agreed to serve on the Retreat Planning Committee. C. VI. Commission Meeting Schedule - Chairperson Mulhern Chair Mulhern mentioned that the MCSC will put out a schedule for meetings over the next two years so that we can have good attendance. Chairperson Mulhern stated that he would like to have meetings that are energized and lively. Public Comment - Chairperson Dan Mulhern 9 �Chairperson Mulhern presented a tribute from Governor Granholm to Russ Mawby for his service as Chair of the Commission over the last few years. Commissioner Mawby thanked everyone for their support. On behalf of the Commissioners, Commissioner Kwak welcomed Chairperson Mulhern to the Commission and stated that she looks forward to his leadership. Commissioner Oden mentioned that Commissioner Barfield was recognized at a conference in Nashville at a Black Enterprise Entrepeneurs Conference with a Lifetime Achievement Award. Kyle Caldwell also asked Commissioners to add May 24-25, 2004 to their schedules for the Volunteerism SuperConference and Governor's Service Awards in Grand Rapids . VII. Welcome and Introduction- Chairperson Mulhern The meeting was called to order at 12 :25 p.m. by Chairperson Mulhern. Chairperson Mulhern welcomed everyone to the meeting and recognized Russ Mawby for inviting us to Brook Lodge. He then asked everyone to take a moment of silence in remembrance of 9/11. Chairperson Mulhern asked everyone to introduce themselves. Commissioner Mawby gave background on Brook Lodge. Chairperson Mulhern gave opening remarks and discussed "adaptive leadership" and the learning experience over the next two days. He also went over the agenda of the board retreat. II. Review & Approval of May 20,2003 Minutes- Chairperson Mulhern Chairperson Mulhern asked for any comments to the minutes from the May 20, 2003, meeting. No changes noted. Chairperson Mulhern asked for a motion to approve the minutes. Commissioner Mawby moved to approve the May 20, 2003, minutes. Commissioner O'Day seconded the motion to approve the minutes. The motion passed unanimously. III. Standing Committee Reports - Chairperson Mulhern A. Executive Committee Report - Chairperson Mulhern 1. Review Executive Committee Actions of June 23, 2003 - Kyle Caldwell Kyle Caldwell discussed the minutes of the June 23, 2003 Executive Committee Meeting. Mr. Caldwell gave an overview ofthe AmetiCorps cuts that Michigan received for this upcoming year. Due to the timing of the grantmaking process not aligning with the MCSC meetings, the Commission has adopted a policy of approving through the Executive Committee staff recommendations of funding and then going to the full body at the next Commission meeting for full board approval. The June 23, 2003 memo outlines that the Executive Committee approved the staff recommendations for the AmeriCorps Formula Application Process. Also attached is a June 19, 2003, memo from Paula Kaiser outlining 2 �• background of the application process and the staff reconunendations regarding AmeriCorps funding for this year. The flrst recommendation outlines applicants that should be funded at the reduced recommended amotmt. The second recommendation outlines the applicants that should receive additional consideration if additional member slots and funds become available. The Executive Committee approved the recommendations so the full body needs to adopt those reconm1endations. Chairperson Mulhern asked if any Commissioners had questions on the application process and staff recommendations. Commissioner Watkins asked how the university programs work and if additional funding becan1e available would they be funded in a priority order. Mr. Caldwell explained that the universities do not have identical community volunteer programs. In most cases, they work with the local schools to use their efforts to tutor. In the case of the Regents of the University of Michigan, they work with a number of organizations and the university serves as a host organization to detail issues that align to their school of social work. They have part-time members working in community organizations. There is not a university model used as each one does something different. He also explained that the list was not in a priority order. Sam Singh asked what the impact would be at the local level due to the program cuts. Mr. Caldwell gave a brief overview of the impacts of the cuts. There were 696 members last year and there will be 300 this year. The programs that are being recommended are all looking at anywhere from 50-60% less resources to do their job. You can't describe that in terms to make it real. Michael Freeman explained the changes that City Year had to make. They have exercised a lot of creativity to maintain their infrastructure. He noted that it is important to maintain the programs so that if funds are restored, they're able to restore their programming. City Year has looked at creating a model similar to AmeriCorps where they bring people on to do national service but it's not AmeriCorps. They have created this concept of what they want to do in the field . To keep going they'll have to go to their corporate sponsors for additional funds to put these efforts into place. Most programs are looking at creative ways to maintain the continuum of service. Kimberlee Andrews discussed how the programs are keeping their infrastructure in place. 3 �Michael Freeman shared that this is the fust time the programs haven ' t gotten everything they asked for. In the past the programs have been funded at the levels they requested. Tllis year they have to evaluate what their essential and specific needs are. Commissioner Watkins suggested that in the future the focus should be on No Child Left Behind and the high priority schools. The MCSC may want to take another filter to see if some of these schools can be targeted. He also mentioned that the MCSC should find a way to capture some of the human impact stories and as a commission to look for ways to publicize the dramatic impact. It's not just a reduction in number, there are real human impact behind statistics that are presented. Chairperson Mulhern asked for a motion to approve the staff recommendations for the 2003 AmeriCorps Formula funding. Commissioner Snlith motioned to approve the recommendations, Commissioner Watkins seconded the motion. The motion passed unanimously. 2. Review Executive Committee Actions of August 15, 2003- Kyle Caldwell Kyle Caldwell discussed the memo dated August 25, 2003 , which explains that the Executive Committee approved the Learn & Serve School Based grants. This is significant for a couple of reasons. The grant making policies have been changed based on the Learn & Serve working committee of Commissioners. The MCSC took district size and used that as a criteria to balance the amounts of the grants and then crosssectioned that with three types of grants: planning grants, implementation grants, and institutionalization grants. The memo outlined the recommendations from the staff for each ofthe grants. The Executive Committee has reviewed the recommendations and approved them. As is the policy, it goes before the full Commission for their approval. Commissioner Watkins asked that we take another look at the tools and impact on the high priority schools. Also, what can be done to make sure there is development past the schools. Are the rich getting richer or are the schools that have a really good grant writer tending to get funded a little more. Are there things that can be done around this process to make sure we are developing that capacity for districts and communities that need more. Kyle Caldwell explained that due to the federal guidelines, the MCSC had to approve these grants before the A YP schools were identified. The MCSC will now go back through and target those schools and work with the principals of the high priority schools to get them tied in with this. 4 �Staff is also going to work to get service learning in general as a tool, not as an add-on. Commissioner Lenz mentioned that she doesn't think that the message of service-learning is getting out to the schools and that we need to work harder at getting the message out there on what service-learning is and how a school district can benefit from it. Paula Kaiser explained that there is some unspent school-based money that needs to be used between now and August 2004 or we lose it. One of the things the MCSC is exploring is a partnership with some of the intermediate school districts to do just what Commissioner Lenz is talking about because many of them are working with these schools on a whole host of things. MCSC staff has had conversations with some ISD's to discuss the concept of how the MCSC can support schools and how can they help us get service-learning and develop infrastructure to support service learning throughout the state. The ISD's were receptive of the concept. The MCSC staff can focus on the priority schools to help them develop some infrastructure for service learning. Chairperson Mulhern asked for a motion to approved the staff recommendations for the Learn & Serve School Based grants. Commissioner Mawby motioned to approve and Comrnmissioner Watkins seconded the motion. Commissioner Smith abstained from voting. All other Commissioners were in favor and the motion passed. B. Outreach and Communications Committee - Commissioner O'Day Commissioner O'Day mentioned that much of their report will be discussed later (AmeriCorps and Mentor Michigan). The Governor's Service Awards will be given out at the Mentor Michigan Summits. Paula Kaiser went over some tentative dates of the summits but stated that several of the dates have not been confirn1ed. IV. Executive Director's Report- Kyle Caldwell A. Learn and Serve-Michigan Community Based Funding Recommendations Kyle Caldwell discussed the memo from Paula Kaiser dated September 8, 2003, outlining the staff recommendations for Learn and Serve-Michigan Community Based funding. He explained that these grants focus on nonprofit organizations who work on service-learning with school age populations. The descriptions of the staff recommendations along with descriptions of the programs were included in the memo. Staff recommended renewal funding at the requested amount for Big Brothers Big Sisters of Northwestern Michigan, Boys and Girls Club of Greater Holland, Capital Area United Way, Catholic Family Services, Grand 5 �Ledge Alliance for Quality Education, Gwinn Area Cornnmnity Schools, Washtenaw County Chapter American Red Cross, and Winn Area Activity Center. The only program not recommended for renewal funding was Portage Senior Center. Chairperson Mulhern asked for a motion to approve the Learn and ServeMichigan Community Based funding staff recommendations. Commissioner O'Day made a motion to approve the staff recommendations, Commissioner Pickard seconded the motion. The motion passed unanimously. B. Volunteer Investment Grants Recommended Changes Kyle Caldwell explained that the MCSC received a letter from the Volunteer Centers of Michigan dated August 28, 2003, asking us to reconsider some of the ways VUIG grants are operated. Specifically they are requesting modification of the grant award sizes and the narrowing of the requirements of the volunteer centers that serve a specific geographic area or community and that operate under a set of national core competencies. The staff has looked at past grant procedures and trends. This year the MCSC went from $780,000 down to $280,000 funds available. The staff is recommending lowering the grant amounts from a range of $25,000-$100,000 down to $20,000-$50,000 which will maintain the minimum of building the endowment at a significant level but also spread out the an1ount to provide more resources across the state should larger applications come in. The second piece is since the goal across the board for the program is to be as inclusive as possible with all of the grant making, maintain the highest quality of programs, and that these grants should enhance and expand the volunteer infrastructure in the state, the staff is recommending not narrowing the availability and leaving it open for all those organizations that qualify. Chairperson Mulhern asked Judy Tymowicz for clarification and rationale purpose for the second recommendation. Judy Tymowicz stated that there were two points. One is historical reason for changing and widening the number of organizations that would be eligible for the grant. The other is the needs of the volunteer centers in how they operate and what the resources are that's available to them. Because the VIG has been reduced by over 70%, there's fewer resources. This has been the only real reliable resource from either the state or national level that volunteer centers have been eligible for. There have not been funds for them on a regular basis that they can count on. They all are funded locally and they have all been experiencing problems in survivorship. So the resource level they have is very difficult. When the grant was started the volunteer centers had been the primary recipient and applicants for the grants. During the course of the first few years the match could be one-to-one, then another year it would be two-toone. They would have to give twice as much to the endowment in order to get the grant. If they were applying for a $25,000 VIG grant, they would have to put $50,000 into the endowment to get that. The volunteer centers are incapable of doing that. Most of them have under $100,000 in income and most of them have 6 �no benefits at all for their staff. At that level, they couldn't do it and they weren't applying so the money was not being given out completely. That is one of the reasons the Volunteer Centers asked that there be a change to a one-to-one match every year. During that process there was a study being done to fmd out why people were not applying for the grants and through the course of that transition more groups were added to the applicant pot. When it became consistently a oneto-one match, volunteer centers responded overwhelming and it was clear that was the only reason we had them. The Volunteer Centers argument is that the applicant pool didn't need to be expanded in order for the money to be applied for. It wasn't that they didn't want the money or couldn't use it, it was beyond their reach at the time. The Volunteer Centers are asking with the lower amount of money available to go back to the original pool so that it is not so competitive for such a small amount. Chairperson Mulhern asked who would be added to the pool and who would be excluded. Kyle Caldwell explained that with the proposal there would be two areas that would be in the applicant pool. Those are organizations that have agreed to take on the criteria of the grant which would be the volunteer resource for their communities. The one piece that Judy is describing is accurate but that was not the MCSC's rationale as far as expanding the applicant pool. The MCSC wanted to put as much out in the field as possible. One of the other areas of focus was trying to get students involved in volunteerism and the community involved. So the expansion wasn't just about resources, it was about a wider mission for all of the resources. The original grant criteria never changed to say that now higher education is eligible. They were always eligible. Paula Kaiser stated that it may appear that the criteria did change. Through conversions with the Michigan Campus Compact, universities weren't specifically listed as an eligible applicant so it was confusing to them on whether or not they were eligible. After conversations with them they requested the MCSC include them with the other groups such as volunteer centers so that when the application guidelines were available and came across the desk of someone in a higher education institution, it was very clear to them that they were eligible. So that may have appeared as a change to who was eligible but it never specifically listed them in the past. Judy Tymowicz stated that their concern was not to exclude other organizations because there is recognition of the importance of that partnership within the community. The volunteer centers are focused on the community itself as the primary recipient of those services and that really needs to be protected at a time when the infrastructure is crumbling. Chairperson Mulhern asked John Lore to explain the ConnectMichigan Alliance and it's makeup with the organizations that fall under their umbrella. John explained that each of the organizations advocate for their constituencies. 7 �Chairperson Mulhern asked for a motion to support the staff recommendations of lowering the VIG grant amount from $25,000-$100,000 down to $20,000-$50,000 but leaving the eligibility criteria the same. Commissioner Watkins made a motion to support the staff recommendations and Commissioner Seese seconded the motion. The motion passed unanimously. The meeting adjourned at 1:45pm for the MCSC retreat. The meeting was reconvened at 11 :45 am on Friday, September 12, 2003. V. New business - Chairperson Dan Mulhern A. Report Out Chairperson Mulhern mentioned that there were tremendous exercises during the retreat on Mentor Michigan. It was decided that an additional summit will be scheduled in Northern Michigan. Commissioner Mawby asked what the long-term vision of Mentor Michigan as related to the Commission will be. Are we going to be the long-term operator of Mentor Michigan or do we envision that in some time period this would be spun off as a satellite initiative. Also, is Mentor Michigan protected, is the name registered so that when we move forward, we have the franchise and standards. Otherwise anyone can use the te1m Mentor Michigan. We also need to look at funding and sustainability, and should Mentor Michigan become a 501C3 organization. That's a question that should be answered in the vision. This is a new venture for the MCSC. Usually the idea comes to us funded. This all needs to be part of a business plan. We do need to have a vision of what we hope this will become. Kyle Caldwell asked that we put under staff responsibility to come back at the December meeting with a rough outline of a business plan. Commissioner Smith mentioned that we need to establish assignments for the Commissioners. Chairperson Mulhern asked that each of the Commissioners communicate with Kyle in the next month with what it is they think they can contribute and be held accountable for. He asked ifthere are standing committees already established. Kyle Caldwell explained that there are working standing committees and that a Mentor Michigan committee needed to be added. Commissioner Collier asked for further discussion on the Volunteer Investment Grants. He would like to take another look at the grants. If we 're going to go to the private sector and ask for support for Mentor Michigan, and we all recognize that the State doesn't have a whole lot of dollars and does have other resources to apply, there is great flexibility in the Volunteer Investment Grants. He thinks it would be helpful if a portion of those resources could somehow be tied to the 8 �, Volunteer Centers and Mentor Michigan in such a way that we could say there is a fmancial commitment there on behalf of the Commission and the state. He thinks it would be helpful as the business plan moves forward if we could make that relationship work. The budget is $280,000 for the Volunteer Investment Grants and is fairly flexible in terms of the way it is earmarked by the state. He is not suggesting that the whole amount go to Mentor Michigan but it would seem that it would make sense to have a chunk of it to have a relationship between the Volunteer Centers and Mentor Michigan. Paula Kaiser mentioned that when programs apply for the funds they have to propose two community wide service projects and that has always been a requirement. One of the things that has been discussed is to give priority funding to those that propose projects that support mentoring in some way. There is a lot of flexibility in terms in how they define those community service projects. In some cases it has been community wide training on a specific issue, some cases it has been Make a Difference Day. But the MCSC is already thinking about incorporating that as a way of leverage to move the Mentor Michigan agenda forward. She asked Commissioner Collier if he thought that would be enough. Commissioner Collier didn't think it was enough. He would be inclined to be more direct. The MCSC has a strategic opportunity in terms in how that appropriation can be used. Chairperson Mulhern said that the motion is to look at the Volunteer Investment Grants and see if they can be used to leverage service for mentors and also to leverage other funds (public or private) that would be used for mentoring. Kyle Caldwell clarified that Commissioner Collier would like the MCSC to use the Volunteer Investment Grants to leverage the resources to implement Mentor Michigan. Commissioner Collier thinks that this is what is needed to take a position on so that the agenda can move forward. Commissioner Collier made the motion to amend the guidelines to put in place a direct relationship between Mentor Michigan and the use of the Volunteer Investment Grants. Commissioner Aldridge Eason supported the motion. Chairperson Mulhern asked for discussion. Commissioner Lenz asked if all of the money would be used to support Mentor Michigan or is it an option that they may use some of the money in that way. Commissioner Collier suggested that there shouldn't be an option but that there should be a direct relationship to the funds available to the Volunteer Investment Grants and Mentor Michigan. Not necessarily the whole thing, but a relationship that will help leverage other resources. Kyle Caldwell clarified that there is not a statutory requirement on the use of the funds. It is a line-item within the budget. It is an endowment leveraging program. 9 �, The operational side can be directed towards mentoring initiatives that support Mentor Michigan. How they choose to raise the match and endow will not change, it will still be an endowment that supports the Volunteer Center. It' s the operational side with the state dollars that provides the flexibility. There is no statute that forces the MCSC to direct that money one way or another. Paula Kaiser said that what the MCSC could do is on a more direct way specify if they request $25,000, they have to raise $25,000 to put in an endowment, the $25,000 the MCSC gives them has to support mentoring in their community in some way. The MCSC can give them some suggested ideas. Al Swain asked who or how it will be decided whether it is a portion of the VIG or all. Kyle Caldwell said that the way the motion is currently crafted, the activity side of the grant will require there be a mentoring initiative. So all the funding will be directed at mentoring. It will not change the integrity of the progran1 because they willl still have to provide a match that goes into the endowment to support the volunteer center. Commissioner Lenz said that she feels that it is changing the integrity of the program. "It's not that I don't support mentoring, but when we decided to promote this program it was to help the local communities build support for volLmteerism. How they choose to do that is up to them and I don't like the idea that now that we have this new initiative we're going to give priority to this particular area. I don't think that's right and I do think it changes the look of this program." The motion was approved by nine Commissioners, with four Commissioners opposed. (Lenz, Roth, Macon, Newport) The motion carries. VI. Public Comment - Chairperson Dan Mulhern Chairperson Mulhern spoke to the issue of membership. The MCSC has a new Commissioner, Elizabeth Burm, who participated in the retreat on Thursday. There are two Commissioners, Karen Eason Aldridge and Matt Wesaw, whose terms have expired. Karen will continue to work with the MCSC through initiatives with the Governor's Office. Pam Faris will fill the second spot. She is the Lt. Governor's spouse and is an advocate of service and Mentor Michigan. Chairperson Mulhern also mentioned that there are a couple of other positions that will be up and the MCSC is looking at what is needed and the statutory requirements. Here stated that he hopes that anyone that cycles off will stay involved with the Commission. He asked if there were areas we should be thinking about? Commissioner Benson mentioned someone in the hierarchy of the church - an official that could carry the message back to the church. Joclyn Yanda suggested a Hispanic representative. 10 �, Commissioner Swain suggested a well-placed media representative. Commissioner Mawby suggested a higher education representative (University President) Commissioner Swain mentioned the National Youth with Disabilities Mentoring Day and invited Commissioners to participate. These three programs - Foster Grandparent Program, Retired & Senior Volunteer Program, and Senior Companion Program - work in strong collaborative relationships with local schools, nonprofit service organizations, and public agencies to enhance and expand the quality of services provided to Michigan communities. Senior Volunteers find benefits to their own mental and physical health in providing assistance and service to others. Foster Grandparents are low-income older persons who spend significant hours every week providing personal attention and special help to children in schools, hospitals, juvenile detention facilities, day care centers, and private homes. The Foster Grandparent Program works in a collaborative relationship with schools, nonprofit organizations, and public agencies to address the needs of abused and neglected children, troubled teens, premature infants, and children with physical disabilities. A large percentage of Grandparents statewide work in elementary schools to help children succeed academically. The Foster Grandparent Program provides a great "two-forone" value to Michigan, serving two vulnerable populations: providing benefits to the lowincome Grandparents and benefits to the children they serve. Senior Companions are low-income older adults who spend significant hours every week providing personal attention and assistance to adults with temporary or permanent disabilities or the thousands of frail or homebound seniors who need help completing everyday tasks so they can remain independent in their own homes. The Senior Companion Program serves two vulnerable populations at once: providing benefits to the low-income Companions themselves and benefits to the adults who receive service from the Companions . Companions assist with grocery shopping, transportation to medical appointments, and provide socialization and companionship for many other older adults with Alzheimer's disease, mental illness, developmental disabilities or other conditions which can make them isolated from the community. By providing short periods of respite for family caregivers, Senior Companions help these caregivers to continue their home care situation and avoid costly institutionalization of their loved ones. The Retired & Senior Volunteer Program mobilizes men and women over the age 55 or older to serve community needs, stay active, and explore new interests. RSVP works in a collaborative relationship with schools, nonprofit organizations, and public agencies to enhance and expand the services they provide. RSVP is a great "two-for-one" value to Michigan, providing benefits to the individuals and organizations served by RSVP and benefits to the RSVP members themselves. About 50% of Michigan's RSVP volunteers serve the needs of older adults in their homes, communities, or nursing homes . RSVP volunteers also help children learn to read, help test drinking water for contaminants, provide transportation to medical appointments for hundreds of other seniors throughout Michigan, serve as mentors for young people, teach English to immigrants, and lend their skills to a wide variety of social service agencies delivering important community services. Specifically, they are requesting modification of the grant award sizes the narrowing of the eligibility requirements to include only volunteer centers that serve a specific geographic area or community and that operate under a set of national core competencies. After careful consideration and thorough review of the past grant procedures and trends, the staff recommends the following: 1. The MCSC lower the grant amounts from a range of $25,000 to $100,000 to $20,000 $50,000. Given the massive reduction in state funding in 2003 (only $280,100 available- a $500,000 cut), this range allows us to continue funding a large number of programs without jeopardizing the grantee's ability to aggressively build an agency endowment. We have considered the issue of lowering the range before and have been reluctant to do so in fear of reducing its impact. Ultimately, we hope that agencies will obtain enough earnings to support staff, programs, scholarships and other valuable volunteer initiatives. We know that will not be possible by making smaller contributions. 2. The goal of this program and ofthe Michigan Community Service Commission is to be as inclusive as possible with all of our grant making while maintaining the highest quality programs. Similarly, we believe that these programs should enhance and expand the volunteer infrastructure in the state. We recommend, therefore, that the current eligibility requirements remain. They expressed great appreciation for the opportunity to participate since 1998 in this model endowment award program; they also voiced concern over the considerable reduction in dollars now available to participants. Volunteer Centers in Michigan are usually small - most have budgets ofless than $100,000, with limited opportunities for funding beyond local contributions. The VIG endowment building program has been the only government program that has focused on volunteer centers as the primary vehicle for increasing capacity and sustainability of the community volunteer infrastructure. Over the past six years, twenty-eight Volunteer Centers have participated in the VIG grant. They have shown their commitment to building sustainability by developing community partnerships, and by increasing volunteerism among all demographic segments of their communities. With the limited amount of funding currently in the VIG grant ($280, 100), Volunteer Centers are requesting that the Commission consider the following changes to the program structure: • Lower the minimum and maximum amounts per grant. This would allow a larger number of community volunteer resource centers to participate in the process. • Limit funding to community volunteer centers that serve and involve an entire community, (e.g. , a geographic area such as a city or county), and operate under a set of national core competencies, rather than those organizations that promote volunteerism among only a selected group of people. Rationale for this recommendation 1. There is a continued need for Volunteer Centers to strengthen local volunteer infrastructure, especially in light of the many opportunities being proposed by the State of Michigan to promote mentoring, youth community service, and Citizen Corps involvement in local communities throughout Michigan. Volunteer Centers are eager to build their capacity to participate in these important initiatives. 2. In 2000 , award eligibility was expanded to a larger pool of applicants beyond the community volunteer centers, because funds were not being fully expended. However, in 2000, a university research survey established that it was in the years when awardees were required to increase their match beyond the 1: 1 level that applications declined. The subsequent change to a consistent 1: 1 match attracted a higher number of applications and competition, which mitigated the perceived need to widen the applicant pool. Working to get a larger group involved beyond Volunteer Centers is not necessary; n0r does it achieve the desired result of strengthening the larger community's infrastructure. While we are concerned about the decrease in funding for Michigan's Volunteer Investment Grant, we are committed to the value ofthe program. This was substantiated by the amount of advocacy VCM and its member Volunteer Centers did to educate legislators on the importance of maintaining the full grant appropriation, as was recommended by Governor Granholm's FY04 budget. Our request for the Commission's review is fueled by our determination to strengthen our collaborative work in Michigan's communities and to insure that volunteerism has continued support well into the future. We're excited Dan will actively lead us through the retreat and look forward to a very informative, but relaxing time. There have been a lot of changes this year so this will be a time for getting to know each other better. Lunch will begin at 11:30 am and the meeting of the Michigan Community Service Commission (MCSC) will begin at 12:00 pm. Standing committee reports and staff approvals will be addressed as the first agenda items. The meeting will then recess to begin the retreat. The next day, after our retreat work is completed, the MCSC meeting will be reconvened to take up any recommendations resulting from our retreat. The retreat agenda will be a little different this year. We're going to focus on clarifying the mission of both the organization and the commissioners, clarify the values that will be important to us as we work together, and discuss the value we bring as an organization. The MCSC staff will also be joining us to share accomplishments from the past year. Our second day will focus on Mentor Michigan and how it will be incorporated into the mission of the MCSC. I would suggest the following message to commissioners (I don't think there is any reason to send them the agenda itself): Dear Commissioners : Kyle and I are looking forward to our upcoming retreat on September 1Oth and 11th. It will give us a wonderful , concentrated opportunity to get to know each other better, and particularly to understand our commitments to and hopes for the work of the Commission. Kyle and his staff (I have asked him to invite a good "slice" to join us) will share their thoughts on the successes of the past year and the challenges ahead. We will do some fundamental work around our shared vision , the mission of the Commission , and the value that we add as Comm issioners and as a Commission. To that end , I ask you to prepare by giving some thought as to what it is we add as a group and what you think you best add as an individual Commissioner.
