The work of volunteers can address serious community needs while demonstrating the commitment of community members to solve their own problems. If communities are not to grow complacent and weak by relying only on government to solve their problems, then communities must encourage their citizens to volunteer to become independent problem-solvers. While Michigan enjoys a strong tradition of volunteerism, the nature of volunteerism has been changing. According to a recent study by Michigan State University, only a third of Michiganians volunteer. Most of these volunteers give their time episodically, on weekends, or a few evenings or afternoons per month. As more women enter the work-force and more businesses trim the size oftheir middle management staff, communities have found that the traditional sources of volunteers have been shrinking. Despite this, the nonprofit sector will assume more responsibility for social services, and volunteers will become increasingly essential to their effectiveness. Communities need nonprofit agency infrastructure that supports community volunteerism. The pillar of this infrastructure in most communities is the volunteer center. Michigan's nonprofit volunteer centers serve 48 counties in the state by recruiting and placing volunteers and serving as volunteer information clearinghouses. Yet volunteer centers annually struggle to raise sufficient funds to operate. Volunteer Investment Grants will increase the self-sufficiency of volunteer centers while building their capacity to involve volunteers in community problem-solving Program Description: The Volunteer Investments Grants (VIG) Program will provide grants to community-based, nonprofit agency volunteer partnerships for the purpose of: 1) supporting an endowment for the purpose of sustaining community volunteerism; 2) increasing the number of volunteers serving communities; 3) meeting important community needs through service and volunteerism; and 4) sustaining the activities of community nonprofit agencies that support volunteerism. The VIG program will be open to nonprofit volunteer agency partnerships from all Michigan communities. These partnerships will be eligible to apply for grants that will range in amount from $25,000 to $75,000 per year. Grants will be awarded competitively through a three stage process that will include an expert peer review, a technical compliance MCSC staff review, and a final review and approval by MCSC. Priority consideration will be given to applicants that demonstrate: 1) the quality of the community volunteer agency partnership (partnerships must include at a minimum a community foundation and a volunteer agency defined as a nonprofit agency that provides one or more of the following services-- clearinghouse information, volunteer referral, volunteer placement, volunteer project development, volunteer training and technical assistance); 2) the extent of community support for volunteer activities; 3) the level of financial match support; 4) the relative (based on community size) number of volunteers to be involved in projects and the number of new volunteers to be recruited; and 5) the quality of anticipated outcomes of the volunteer service projects. Local match requirements for the VIG program will demonstrate community support for sustaining volunteerism. Local VIG applicants will be required to generate a minimum of a two-to-one dollar cash match. The cash match will be deposited in a permanent, dedicated agency endowment fund established in the local community foundation for the express purpose of supporting the operation of the community volunteer agency in perpetuity. Communities will be encouraged to exceed the minimum cash match. �MJC/MCSC FY98 Budget Request Page Two Grants will not be awarded until the applicant submits certification from the local community foundation that indicates the volunteer agency endowment has been established and the matching funds have been deposited in the endowment. The local endowments will be managed by the community foundation and governed by the federal and state tax laws and regulations applied to such funds. Program Outcome: The VIG program will: 1) establish community endowment funds for volunteerism that will sustain community volunteer activities into the future; 2) support community-based, nonprofit, volunteer agencies in 20-30 communities per year; 3) improve the service delivery of volunteer agencies in these communities; 4) generate a minimum of two community-wide service projects that meet community needs and demonstrate measurable community results; 5) increase citizen volunteerism in 20-30 communities per year; and 6) promote community volunteer partnerships. Clientele/Constituency Affected: Community-based nonprofit agencies from 20-30 communities that represent the more than 40,000 nonprofit agencies in the state; specifically, 95 local United Ways, 76 community foundations, and 26 community-based Volunteer Centers. Community foundations currently serve 73 of the state's 83 counties. Community foundations qualify as public charities under federal law, and comply with all required reporting to federal, state, and local authorities. Community foundation funds are preserved by trustee banks and/or the foundation's governing body. Their funds are managed to assure a steady stream of income for grants and activities. Community foundation undergo annual audits to ensure proper use and investment of funds and that endowed funds continue to serve their original intent. Currently, community foundations in Michigan enjoy the support of the Michigan Community Foundation tax credit. Economies or Efficiencies: The short-term impact of the VIG program will be to increase the capacity of communities to solve serious problems through service and volunteerism. The long term impact will be realized through the establishment and growth of community-based, volunteer endowments. These endowments will sustain volunteer activities in the future and decrease continued reliance on ongoing public support for these activities. The aggregate return on the investment of these state dollars will generate a minimum of annual program operating support of $240,000 for VIG communities. Staffing Effects: This request will have no impact on staffing. However, it is based on the support level contained in the FY98 MCSC operations request. Budgetary Effects: The request is based on a total annual grants fund of $1.5 million. This grants fund would be drawn from state GF/GP. Alternatives: Currently, public grants do not offer an alternative to sustainability. Government grants tend to require match support for immediate operations which tends to ignore the need for building support for nonprofit self-sufficiency. In practice, government grants tend to create a reliance on further government grants. As government turns to the nonprofit volunteer sector to assume greater program and fmancial responsibility for addressing social problems in communities, public policy must shift to enabling the sector to develop sustainable means for providing services. Currently, government grant programs do not directly address the need to create incentives for generating sustainable methods of nonprofit service. Volunteerism is an important component in community problem-solving, but its administration requires sustained support. The VIG program provides incentives for communities to meet immediate needs and build the capacity necessary to sustain volunteer services. Bldg ., 4th Floor Michigan 48913 (517) 335-4295 (517) 373-4977 ~ Comm~: PROPOSED CHANGES FOR MCSC MEETINGS You will find contained among the New Business, Action Items that I am proposing two staff recommendations for changes in the way MCSC conducts its business. The first of these recommendations is in response to the request of the Executive Committee to update and revise the Commission's Operating Procedures. The proposed changes bring the procedures in line with the Commission 's statute and the language adopted by the Commission at its 1995 strategic planning retreat for its mission and goals. A number of the proposed changes reflect the preference of the staff. These are: 1) item 7., paragraph 3., the executive director's annual performance review by the Executive Committee; 2) item 9., paragraph 4. , the Executive Committee' s role as the coordinator of fund development; 3) item 10., the changes in function, title, and emphasis of Commission standing committees. The second recommendation would restructure the regular Commission meeting times. Currently, the Commission's quarterly meetings are scheduled to begin at 10:00 a.m., and conclude with a lunch open everyone present. The time reserved is usually a total of three hours-- two hours for business and one hour for lunch. As the Commission 's activities have increased and its business agenda has grown, two hours for business no longer appears to be enough. In addition, as the Commission 's work becomes multi-faceted and new members join, there is a need for informal discussion time to help members prepare themselves for the business of the Commission. Therefore, the staff proposes 1) that all future quarterly meetings begin with an informal lunch for only voting Commission members and Commission staff beginning at noon; 2) that the formal business meeting of the Commission begin at 1:00 p.m., and conclude at 4 :00p.m.; 3) that unless specifically requested by a member, meetings will be held in Lansing. The staff is also requesting that the Commission convene a special meeting on either April 10 or 11, 1997, for the purpose of approving the final package on Michigan's AmeriCorps programs. Unfortunately, we have not been able to modify the AmeriCorps application time-line to work within the Commission schedule. A Division of the Michigan Jobs Commission _, 0' �MCSC December 8, 1996 Page Two STRATEGIC DEVELOPMENT I am pleased to report that as a result of the strong leadership and swift intervention of our Chair, MCSC's strategic budget development prospects are much brighter than they were when I wrote in my last report to you in August. The Michigan Jobs Commission (MJC) has worked diligently to correct the communication breakdown that placed us in the position we found ourselves in August. MJC has dedicated a one-time $100,000 special projects fund to support MCSC activities in FY97. This, in effect, will bring our state supported operating budget up to $275,000 for FY97. MCSC has budgeted these funds to support among other things a state survey on volunteerism, support for the Volunteer Superconference, state employee volunteer recruitment information to be included in pay checks, and an PIA volunteer coordinator resource guide. The complete breakdown is included in the budget report. MCSC has been granted permission to work directly with the Department of Management and Budget (DMB) in the FY98 budget development process. While the process is still underway, I feel positive about the progress we have made toward achieving the budget goals that we set out. Of course no proposals are final until the Governor has submitted his budget to the Legislature, and those proposals must be approved by the Legislature. Nevertheless, we have made substantial procedural progress over last year. In September, the Executive Committee met with the Governor to discuss a number of strategic development items that were based on the strategic policy options paper that the Commission approved in August. One of the most exciting proposal items was a grants program to support endowment building for community-based, nonprofit volunteer agencies. Since the discussion that day, the staff has been working with DMB to include the grants program in MCSC's FY98 budget. While all of the same budget development qualifiers apply as above, I am pleased with the progress we have made in moving forward the proposal that we have called Volunteer Investment Grants. (See information items for copies of Governors meeting memo and the Volunteer Investment Grant proposal.) Hanging over all of the budget discussion is the possible impact of the Durant case. However, if MCSC's operations and grants proposals are included in the Governor's budget, the task for winning the support of the Legislature will be up to the members and staff of the Commission. All members should look to the Legislative Outreach committee to lead and coordinate legislative awareness raising efforts. This will require a lot of work, but the rewards could be substantial. In November, the Executive Committee met, at the Governor's suggestion, with Doug Rothwell, the Chief Executive Officer of MJC. The meeting provided the first opportunity for Commission members and the leadership of MJC to exchange views. The meeting proved to be positive and productive. Mr. Rothwell offered a number of support services that may help MCSC's future outreach and development activities. UPDATES Michigan's AmeriCorps We have identified a trend that should be cause for the Commission's close scrutiny. As our programs concluded their program year we have found unsatisfactorily low member completion �MCSC December 8, 1996 Page Three rates. While the rates for first year programs can be variable and the fmal figures for the second program year are not complete, we have gathered enough information to conclude that this is a problem that requires close attention and intervention. One of the things that makes the low completion rates a real concern is that program directors have the option to rule that members who fall short of their time commitment may formally complete the program with a partial eduction award. These partial completions can, on paper, mask the real number of members who have successfully met their service obligation. Low completion rates raise a number of troubling issues. First, they represent another indicator of program quality that we have not been able to assess effectively in the program renewal process because we must make renewal funding decisions well before the conclusion of the program year. Second, they call into question the understanding by programs and members of the spirit of a national service program. Low and partial completions may reflect a misunderstanding by members and programs about the nature of reciprocal obligations. They may also suggest that members view their participation as a temporary job. Third, while we have succeeded in keeping budgeted FfE rates far lower than the national average, low completion rates risk dramatically increasing the actual FfE rate. In my opinion, this is where the critics could look to raise questions about cost effectiveness. Fortunately, I think we have time to correct this. While we can not and should not expect 100% completion, we can work to achieve rates as high as possible. We should also take into account that some programs may have higher rates than other because of the nature of their design and focus. For instance, programs that involve welfare recipients may consider some degree of non-completion a success because the members have moved to stable jobs. At the same time we must adopt policies that prevent us from supporting program designs that may have higher tendencies for low completion. The staff is proposing that MCSC adopt a number of policies as part of its 1997 program application process that we hope will begin to address the low completion issue as well as other program design issues. (See Action Items for these proposals.) We have taken the liberty to include these items in draft form as part of our information package distributed during our AmeriCorps technical assistance outreach meetings. Learn & Serve Michigan You will fmd our new and renewal program proposal package for your review and approval among the Action Items section. MCSC disseminated a service learning survey to public and private K-12 schools across Michigan. To date, we have received more than 550 completed surveys, which represents roughly 14% ofthe 4,000 that we mailed out. MDE has dedicated an intern to assist with compiling the responses . We will produce a catalog of service learning programs and practices that we will make available for statewide distribution. Michigan CARES Paula Kaiser has firmly settled in as program director. We have substantially increased the involvement of Frank Slobig, formerly the founding director of Youth Service America, as a CARES site consultant. We have also used CARES and the New Partnerships program to draw �MCSC December 8, 1996 Page Four the interest of Northwestern University's Asset Based Community Development trainers . MCSC hosted an Asset Training in November for CARES, New Partnerships, and AmeriCorps program sites. CARES sites also participated in the National Civic League conference in November. The greatest weakness in the development of the CARES project has been the instability of the program director position. For these poor staffing decisions, I am fully responsible. That we have continued to move forward is a credit to the commitment and enthusiasm of our community partners. Now, I am finally confident that we are on solid ground. Our communities have been re-energized are moving productively. For instance, in Flint, the director of Leadership Flint called the CARES process the most effective approach to community collaboration she has seen in Flint. MCSC's Relationship with CNS-Michigan's Office and the Unified State Plan With the end of this fiscal year will come the end ofMCSC's three-year state plan. Accordingly, CNS is requiring that states develop a unified comprehensive, collaborative service plan, which is closely coordinated with the CNS state office, the department of education, and national service and volunteer programs. This new plan will become the new three year state plan. While MCSC's plan will be submitted to the Commission for review and approval after the first of the year, we are already well on our way to operationalizing many of the goals that CNS envisions for these plans. This year, Michigan will be the first state that disseminates a comprehensive national service application that includes AmeriCorps, VISTA, and Education Award Only program applications. Mary Pfieler, director of the CNS-Michigan office, has been extraordinarily helpful and supportive in developing shared capacities. We have held joint staff meetings, joint trainings, and we are working with her on collaborative activities during the Superconference. Mary was the key to the New Partnerships VISTA program. Our relationship with MDE, in which MDE supports a share of our staff enabling them to provide monitoring and technical assistance for all Learn and Serve programs is also unique among states. The New Partnerships meeting that MCSC, CMF, and MNA held last year provide an important public input opportunity for service planning. Future public comment will be gathered at the Superconference. Finally, MCSC's relationship with MNA and CMF on a variety of projects makes Michigan's unified planning mostly a process of documenting work in progress. Make A Difference Day Working in partnership with the Volunteer Centers of Michigan, the Michigan Campus Compact, and the Council of Michigan Foundations, MCSC promoted Make a Difference Day in Michigan. As a result, we registered more that 160 projects and 31,000 volunteers. Our work won the recognition of USA Weekend, and MCSC was mentioned in more than twenty newspaper articles (see information items). TAP-Youth Service We closed out the TAP-Youth Service grant in September. Among the accomplishments of the project include community-based trainings for 40 community agencies in Detroit, a state training conference for 120 community-based staff and volunteers, and the printing of 5,200 copies of nonprofit community resource guides that have been favorably reviewed, or which 2,300 have been distributed. �MCSC December 8, 1996 Page Five Connect Michigan We have been working closely with the Michigan Nonprofit Association and the Volunteer Centers of Michigan on an outreach initiative to be called Connect Michigan. This will be associated with the Points of Light Foundation's Connect America. It is intended to promote volunteer involvement in communities, and greater collaboration among the sectors in support of community volunteerism. Under Julie Cummings leadership, we have been developing a Connect Michigan Logo that will be the shared symbol for the campaign. Julie has also been helping with other related outreach and marketing efforts. MCSC ' s supplemental special projects budget, which MJC provided, has $20,000 dedicated to supporting the campaign. Michigan 4-H and Technical Program Assistance MCSC entered into an administrative contract with Michigan 4-H to conduct regional technical assistance and training workshops for service and volunteer programs. The T A sessions will be held three times in four regions of the state. The first sessions will be held during the second week of December. In conjunction with the December meetings, MCSC and the CNS Michigan office will provide outreach for the comprehensive national service application process. New Poster Contest For this year' s volunteer recruitment poster contest, MCSC is partnering with the Michigan Campus Compact to highlight volunteerism among college students. Governor' s Community Service Awards Michigan Government Television has agreed to cover the Governor's Service Awards program. We have printed and mailed the new application package. You will note that there are a number of category changes including new categories for Service Through the Arts and Community Service and the Media. The staff would like to involve a small committee of Commission members in the review of applicants and planning for the program. This committee will also work with the staff of the Legislature's Service Awards Program. Maine Commission Site Visit In November, two members of the Maine state commission spent two days with MCSC to learn about our operations. Mike Tate and the staff spent time orienting them to MCSC and its activities. Any follow up to this visit provides a good opportunity for interested MCSC members to develop relationships with colleagues on another commission. (See letters in Information Items.) Ford Foundation Initiative MCSC has been working with consultant Joe Madison on the continued development of the national state service commission initiative. In October, we help a meeting of the State �MCSC December 8, 1996 Page Six Commission Coordinating Group in Washington. (See Informational Items for Report.) In late May or early June, MCSC and the Governor and First Lady will host a Ford funded meeting of state service commissions here in Michigan. This will be the cap-stone of the project. It will also provide MCSC an excellent opportunity to display our work and present our partners to the national network of commissions. Management By Information CMBD This fall, MCSC distributed its new program reporting and monitoring system. MBI will enable programs to report by modem. It will also enable MCSC to gather more qualitative program information while reducing program paperwork requirements. We have promoted this to CNS as a model for other states. (See Information Items.) PROGRESS REPORT ON THIRD YEAR OBJECTIVES In the three-year State Plan that we submitted to'CNS in 1994 we enumerated our annual objectives. This summary of Year Three objectives reflects our year-to-date accomplishments. In partnership with the Steering Committee and drawing on the results ofthe Year Two develop, with private sector support, a catalog of model programs and practitioners for public dissemination. MCSC has already printed and begun dissemination of the second edition of Profiles in Service. In addition, MCSC worked in partnership with CMF to produce Investments in Volunteerism, in which various grant makers described examples of model service and volunteer programs. Reconvene the participants of the Year One grant-makers meeting to assess progress and revise recommendations. MCSC will conduct a conference call and meeting of grant makers to inform them of the new national service program application process. MCSC has not determined a date for a reprise of the grant-makers meeting. MCSC may choose to combine this with a reprise of the New Partnerships meeting. Continue in cooperation with MYPAC and the Michigan Campaign for Volunteerism, the state recruitment campaign for AmeriCorps and youth service volunteers. MCSC's work with MNAIVCM on Connect Michigan will achieve this objective. The Connect Michigan promotion campaign is scheduled to be launched in mid-winter. Facilitate the development of at least four quality AmeriCorps proposals from neighborhood and community-based organizations. MCSC is working through Michigan CARES and New Partnerships VISTA to promote applications from community-based organizations. �MCSC December 8, 1996 Page Seven Increase circulation of MCSC state service newsletter. MCSC has agreed to make the newsletter the principal newsletter for Connect Michigan. This will expand outreach and the coverage of programs. Take action on the recommendations of the Task Force on intergenerational service. MCSC will continue to work with the Senior Advisory Council and MYPAC to promote the development of intergenerational service. Take action on the recommendations of the Task Force on developing model service programs that link Headstart, school-readiness, and school-to-work transition. This Task Force has not been organized. Increase by 50% the number of citizen respondents to the Community Service Awards. MCSC has modified the types of award categories in order to increase potential applications. Conduct regional community service collaboration training using the five CARES communities as training centers. The 4-H regional trainings will highlight examples of program collaboration drawn from CARES communities. Based on practitioner critique, revise the state AmeriCorps training and technical assistance. In response to requests from practitioners, MCSC will conduct another statewide signature service project. In partnership with MDE leverage at least one AmeriCorps/school/community partnership by targeting AmeriCorps, school and Community-Based Learn and Serve grants. Such outreach will be part of the comprehensive national service program application process. Integrate AmeriCorps peer technical assistance consultants into Michigan Service-Learning Council and revise common training elements as needed. Service learning related AmeriCorps program staff have already been involved in the Service Learning Leadership Council. �MCSC December 8, 1996 Page Eight Conduct a statewide conference on national and community service to enable practitioners to assess the state's progress in establishing a sustainable infrastructure. The state-wide Superconference will provide a forum for this discussion. In addition, MCSC will present the unified state plan for public comment at the conference. Launch afundraising campaign for MCSC's anticipated public/private authority. While MCSC is no longer pursuing the creation of a public/private authority, MCSC will be pursuing an increase of state support for programs and operations. Ensure that no less than 80% of the Year One AmeriCorps programs that have demonstrated quality and measurable success are funded for continuation beyond Federal funding support. This objective was unrealistic from the start. The Governor's Community Service Awards seek to acknowledge the countless Michigan citizens involved in community service and honor those whose commitment to community and service to others is exemplary. LEARN AND SERVE/MYSAM PROPOSAL Alpena Community College - Youth Volunteer Corps FUNDING REQUESTED: $15,000 TOTAL BUDGET: $22,000 DESCRIPTION The Alpena Community College- Youth Volunteer Corps Learn and Serve program involves a diverse group of 12- to 18-year olds in a variety of structured service opportunities. To address pressing community needs in the areas of the large senior population and to address a low income tax base, young people are organized in a variety of thematic service projects. Civic responsibility, citizenship, and the ability to work in diverse groups are the skills that are developed as a result of these service-learning activities. After two years of Learn and Serve funding, Alpena Community College- Youth Volunteer Corps proposes to engage 100 Alpena youth in service-learning activities that address the needs of the large senior citizen population and projects that increase the human services available in this community with a high unemployment rate. During the summer, youth will provide regular play therapy to seniors at an area retirement home; serve Meals on Wheels; volunteer for the Elderhostel Project; assist with the organization and staffing of a summer reading program carnival; and provide activities for children at the Alpena Youth Club. Other year-round projects include commodity packing for the needy; a senior social project; a "Generations Prom", and providing service at a local park. MCSC Learn and Serve staff has had concerns about the ACC-YVC commitment and ability to create learning objectives for participants. New program staff has taken this concern seriously and has addressed it in the renewal application and in the follow up to our review comment sheets. STRENGTHS • The Alpena Community College - Youth Volunteer Corps has added good systems for tracking accomplishments in the areas of participant and community impact as well as a thematic approach to a variety of service activities. These systems make this Youth Volunteer Corps strong. • Youth volunteers will be engaged as mentors to a 5th grade class throughout the school year. The 5th graders will similarly be involved in service-learning projects connected with the Island Lake Project. All projects have been designed with a focus on increasing the participant's math skills, science skills, leadership skills, civic responsibility and knowledge of community needs . • The hiring of a new program coordinator has already proven to increase the quality of the overall programming. WEAKNESSES • The program has had difficulty providing a thematic approach to the variety of service projects the participants are involved with. • Almost as many recreation hours as direct service hours are included in the program design. �CONTINUOUS IMPROVEMENT Project staff must work to develop tools for evaluation that encompass the entire summer and school year components rather than evaluating the programs at the end of each individual project. • STAFF RECOMMENDATIONS Staff recommends funding this program at $15,000. �Michigan Community Service Commission Renewal Proposal Review Form DATE: 10/9/96 GRANT CATEGORY: C. LEARN AND SERVE/MYSAM PROPOSAL Grand Rapids-Creston Neighborhood Association MCSC/MLS/F-5/95 FUNDING REQUESTED: $15 ,000 TOTAL BUDGET: $19 ,500 DESCRIPTION The Creston Neighborhood Association's Team Up Creston is a service-learning program for middle school-age students in the Grand Rapids area. Team Up Creston is a student run and student centered program that empowers students to assess the assets and problems in the community and then plan and implement service projects that address these community needs. Projects are designed to benefit project partners and the Creston community as a whole. Participants have designed projects that address gang behavior. Projects have included graffiti removal and park clean-ups. Team Up Creston turned an abandoned lot, that was a potential gang hangout, into a neighborhood garden called Peace on Earth and have worked in collaboration with local businesses to send a consistent message that gangs are not welcome in the Creston neighborhood. The young people that make up Team Up Creston also organized and implemented an anti-gang assembly in a neighborhood elementary school. More than 200 students were provided with tools to avoid the lure of gangs. STRENGTHS: The program has included diverse youth who are econornica.lly disadvantaged. The participants have provided 1,800 direct service hours to the identified community. Based on review of pre-and post-testing of leadership skills, civic and personal responsibility, this program has been successful at making a positive impact on the 38 participants. In more than 91 % of the personal, door to door surveys, neighborhood residents indicated that the neighborhood was better off for having the Team Up Creston program. WEAKNESSES: The program has did not reach the goal of 2,500 direct service hours. In response to renewal application review, the program explained that they were unable to reach the projected goals because of a delayed contract process. CONTINUOUS IMPROVEMENT: Program staff should work to better quantify their community impact. It would be very effective to list pounds of vegetables grown, the number of gang related tags that were erased, etc. STAFF RECOMMENDATIONS: MCSC recommends funding at $15 ,000 �Michigan Community Service Commission Renewal Proposal Review Form DATE: 10/9/96 GRANT CATEGORY: C. LEARN AND SERVE/MYSAM PROPOSAL Kalamazoo Public Education Foundation MCSC/MLS/F-1195 FUNDING REQUESTED: $14,981 TOTAL BUDGET: $25,009 DESCRIPTION The Connections Program is a mentoring/tutoring project operated in partnership with Big Brothers/Big Sisters, Boys and Girls Club, Senior Services/RSVP, Western Michigan University Division of Minority Affairs/Martin Luther King Program and Lee Honors College in the Kalamazoo area. The program was originally funded in November of 1994. The Connections Program matches "non-targeted" high school students with middle or elementary school students for mentor/mentee relationships. High school participants provide structured weekly academic tutoring sessions to elementary students from Kalamazoo's needy Edison neighborhood. The primary community service objectives include the following: 1) Improve the reading and language art skills of at least twenty educationally at-risk first and second grade students through tutoring and mentoring by trained high school and college participants; and 2) To promote literacy among Kalamazoo residents especially children and families, through the design and implementation of two community service projects by youth participants. In addition, the program developed a collaboration with the Healthy Futures initiative, in which the participants helped plan and sponsor a Youth Forum on Violence and Teen Pregnancy. STRENGTHS: The program involves at-risk youth as mentors in a long term commitment to community service. The program meets an important community need by providing one-on-one attention and intensive academic assistance to economically, academically, or socially challenged elementary students. Clear measurable objectives include: 1) a notable increase in language arts skills for 75% of the elementary participants and high school students and; 2) a positive evaluation of the service experience for 95% of the participant. Further, although the amount of mentor teams have been reduced by half, they will be participating twice a week rather than once. The increased interaction should make a greater impact on the elementary students. Extensive partnerships have been formed with local schools and community agencies to best maximize its resources. As measured by a mid-year survey and a Quest "Checklist for Personal Gains" the program has demonstrated that the program has had a positive and measurable impact on the participants. In addition to providing weekly tutoring for elementary students, Learn and Serve participants have engaged the younger mentees in projects with the Red Cross and at the Boys and Girls Club. Learn and Serve participants also helped sponsor a youth forum in connection with the Healthy Futures initiative. WEAKNESSES: The proposal noted that they had employed a written parent and teacher survey to capture improvements in academic achievement and behavior. The results of these surveys were not provided. CONTINUOUS IMPROVEMENT STRATEGIES The program has had difficulty assessing the impact the tutoring activities have had on the �elementary students. This will be a point of continuous improvement throughout the grant year. LEARN AND SERVE/MYSAM PROPOSAL Manistee-Youth Employment and Training Programs (YETP) MCSC/MLS/F-7 /95 FUNDING REQUESTED: $15,000 TOTAL BUDGET: $20,800 DESCRIPTION The Walkabout Program is a service-learning program that involves school-aged youth in the Manistee area. The program is modeled after a Minnesota-based program developed by the National Youth Leadership Council (NYLC). The Walkabout concept engages students in peer and intergenerational service projects in their community while strengthening their academic, leadership, and civic responsibility. Walkabout participants are engaged in activities that focus on the past, present and future of the area. Service projects have included the compilation of oral history data to be used in an old fashioned newspaper, beautification projects which recreate the area according to the way it once was based on the oral histories, and developing and making suggestions to the Manistee Village Township regarding potential improvements in the local community. STRENGTHS: Program uses and continues to use and improve program impact evaluation tools. Year Two goals for participant service hours have been met. The YETP program has demonstrated substantial partnerships around service-learning with community organizations, businesses, schools and the municipal leadership. There is strong potential that YETP will continue to implement this servicelearning program beyond MCSC funding . WEAKNESSES: The program seems to make a significant academic impact on the youth involved in the summer mentoring program, however systems have not been identified that would allow the tracking of that progress. CONTINUOUS IMPROVEMENT STRATEGIES: Program should work closely with teachers to design tools to measure increases of academic skills. LEARN AND SERVE/MYSAM PROPOSAL Petoskey-Northern Michigan Planned Parenthood Association MCSC/MLS/F-2/95 FUNDING REQUESTED:$15,000 TOTAL BUDGET: $59,000 DESCRIPTION The Northern Michigan Planned Parenthood (NMPP) Learn and Serve Michigan project is based on the need to provide factual information on a variety of abstinence, health and self-esteem issues. Through the Peer Education program, participants provide workshops on abstinence, HIV/AIDS awareness, substance abuse, self-esteem, and other issues important to teens. Participants use techniques such as theater and workshops to openly and factually discuss healthy lifestyles. Via educational programs like "How to Say NO," "Too Smart for Strangers," and "TROUPE - Teen Theater" youth have presented and moderated discussions on abstinence and healthy lifestyles to more than 3,500 young people in the Northern Michigan area. STRENGTHS: The program has been successful at meeting its participant and community development objectives and has strong and reliable tools for measurement of this impact. NMPP staff uses the success of this service-learning program as a means of encouraging local schools to add a community service component for youth. The program has strong partnerships around service and education and receives strong support from schools. Participants are provided good supervision and excellent peer educator training. WEAKNESSES: Service hours per participant are low but meet the proposed numbers for direct service. STAFF RECOMMENDATIONS: MCSC staff recommends continued funding at $15,000 �Michigan Community Service Commission Renewal Proposal Review Form DATE: 11129/96 GRANT CATEGORY: C. B. LEARN AND SERVE/MYSAM PROPOSAL Youth Volunteer CorpsN olunteer Muskegon! MCSC/MLS/F-6/95 FUNDING REQUESTED:$15,000 TOTAL BUDGET: $29,200 DESCRIPTION Youth Volunteer Corps (YVC) of Muskegon County has developed a multi-site project which includes activities at a local middle school, a high school, and at a YVC summer camp. School year participants augment their science curriculum in activities involving worm boxes that are used in the creation of mulch for gardening. They also advance their understanding of chemistry by doing water testing at a variety of community sites. During the summer portion of this program 30 YVC members, 3 team leaders and 2 camp directors lead 150 elementary students in a Summer D.A.Y.S. Camp, a camp with a science emphasis. All participants engage in a variety of servicelearning activities that use a teacher-designed science camp curriculum. STRENGTHS: More than 8,900 hours of direct service hours have been contributed by summer and school year participants in this program. YVC-Muskegon has involved a diverse group of youth, many of whom are economically disadvantaged. Program staff has made excellent connections to other community-based organizations, schools and National Service initiatives. More than 100 youth benefitted from the Summer DAYS camp. Both elementary and middle school students provided 2,161 hours of service during the summer activities. WEAKNESSES: Program staff did not present strong information on the impact on the elementary students involved in the summer camp. STAFF RECOMMENDATIONS: MCSC staff recommends continued funding at $15,000 �Michigan Community Service Commission Renewal Proposal Review Form DATE: 11/29/96 GRANT CATEGORY: C. B. LEARN AND SERVE/MYSAM PROPOSAL Detroit-Operation Get Down MCSC/MLS/F-9/95 FUNDING REQUESTED: $14,939 TOTAL BUDGET: $24,559 DESCRIPTION The mission of the Future Leaders project is to prepare youth for leadership roles in the community through academic enrichment, leadership training, career and higher education exploration and cornrnunity service. The Learn and Serve funded aspect of the project focuses on service learning activities around the theme of anti violence. Participants are engaged in activities centered around the creation of an anti-violence handbook and the implementation of related anti-violence workshops . This program was originally funded under the Learn and Serve grant program as a summer demonstration program in July of 1995. In October of 1995, Operation Get Down was funded as a full year operational program. In approving funding for the current year, proposal reviewers noted that the program had the potential to address the critical cornrnunity problem of violence, particularly youth violence. The program objectives appeared meaningful and measurable. It was projected that 500 young people in the city of Detroit would benefit from the anti violence workshops. Reviewers noted an ambitious agenda that might be difficult to achieve as the primary weakness. STRENGTHS: The Future Leaders program engages youth from one of the neediest inner-city Detroit neighborhoods. Participants are involved in positive service activities that address critical community needs while offering a variety of personal and academic enrichment activities. The Future Leaders program also offers participants a variety of career and college exploration activities. WEAKNESSES: Throughout the course of this grant cycle, Operation Get Down has been informed of several programming concerns. In February of 1996 the Learn and Serve program officer performed a site visit at Operation Get Down. After a review of the program the program officer and staff discussed the lack of planning for participant and community impact and a lack of corresponding tools to evaluate this impact. Also, there was concern about the differentiation between participants enrolled in everyday Operation Get Down activities and those involved specifically in Future Leaders . Future Leaders staff was asked to provide a copy of the sign in sheet used to track program attendance. The program was also asked to better define the structure of the program which would ~nclude information about participant numbers and service hours. A feedback memo described this and other critical concerns of the program officer. The program was asked to provide this information in or before the April quarterly report. A list of the people expected to speak at Operation Get Down through March was provided with the quarterly report. Information about the structure of the program and about the systems to track participant attendance and service hours was not provided. In March, MCSC scheduled a technical assistance session to assist Learn and Serve grantees in �developing or refining the tools they were using to assess the impact of their programs. A consultant from the National Helpers network presented a workshop on Evaluation Methods. Operation Get Down did not send representatives. Similarly, the Future Leaders staff did not respond to the MCSC program officer's offers to assist in the development of adequate evaluation plans and tools, or to connect program staff with qualified consultants. In July, a second site visit was made to Operation Get Down. Again, the Learn and Serve program officer asked for information on the structure of the learning and service components of the Future Leaders program. The Future Leaders program staff indicated that they were still having trouble resolving this issue. Site visit feedback indicated the gravity of this concern as structured service and learning are central to the project as outlined in the renewal application. The program was informed that MCSC could not justify future funding without information that showed the program was having success in the areas of participant and community impact. The Future Leaders program staff was asked to send copies of all of the participant sign in sheets in order to verify the number of participants involved in this program. This was required since information on program design and participant enrollment was not addressed in the April quarterly report. Information was sent to MCSC in September, however it was not a list of the Learn and Serve participants but rather an Operation Get Down daily sign in sheet. In review of the 1996-1997 renewal application, MCSC staff was again unable to identify any information on participant and community impact as the result of this Learn and Serve program. Plans contained in the 1996-1997 Future Leaders project included reduced amounts of direct community service, a reduced level of participant enrollment and a reduction of programming days to one half of the current year's schedule. Further, in terms of current year' s success, it should be noted that only 200 of the neighborhood youth attended the anti-violence workshops. Fivehundred were planned. Following the staff review of the 1996-1997 renewal application's all sub-grantees were allowed the opportunity to address key concerns as outlined on the review comment sheets prepared by MCSC staff. Again, the Future Leaders program staff was unable to provide specific information on success in the area of participant and community impact. The Operation Get Down staff blamed insufficient tools to document impact, insufficient tracking of progress with teachers and parents in conjunction with a lack of plan to measure participant and community impact. In light of the Future Leaders program performance as evidenced in quarterly reporting, site visits, training and technical assistance opportunities, and ongoing individual contacts, Operation Get Down has not displayed the ability to achieve the objectives outlined in their 1995-1996 plans. Further, there were no assurances in the 1996-1997 renewal application that these critical concerns had been addressed. Welcome and Introduction- Chairperson Michelle Engler The meeting was called to order at 10:20 a.m. by Chairperson Engler. Chairperson Engler gave a warm welcome to everyone. Chairperson Engler introduced Sister Elizabeth Eardley from the Senior Advisory Council and Roberta Stanley from the Michigan Department of Education. II. Review of Minutes from May 10, 1996 and August 23, 1996 meetings - Chairperson Engler A motion was made by Commissioner Johnson to approve both the May 10, 1996 and August 23, 1996 minutes. Commissioner Tate seconded the motion and the minutes were approved. III. Program Updates: a. Michigan CARES - Pau1a Kaiser Ms. Kaiser explained the goals and objectives for CARES in the upcoming year and gave an update on program activities. Ms. Kaiser informed the Commission that on November 22, 1996 a CARES coordinator retreat was held in Albion. The main focus was on building and sharing resources among communities. She discussed that Michigan Community Service Commission (MCSC) hosted a training conducted by John McKnight' s Asset Based Community Development Institute at Northwestern University for all of the grantees. MCSC is working with the Institute on follow-up activities including having four individuals trained to become faculty of the Institute and to be resources to our local grantees utilizing the asset-based approach. MCSC is also exploring how we might offer some incentive for programs to begin to implement the asset-based approach. b. Michigan' s AmeriCorps- Daphne Wells Mrs. Wells thanked the Commissioners for their participation in the program launches. Mrs. Wells explained the AmeriCorps renewal process and informed the Commission that we received approval from the Corporation for National Service on two new programs. She indicated that this brings Michigan's portfolio to 14 programs with more than 400 full- and part-time members. Mrs. Wells also updated the Commission on the Rural Strategic Action Initiative program. The program has re-directed its focus and has a new program director who is settling into her position. Mrs. Wells informed the Commission that she was in the process of conducting site visits to all of the programs. c. Legislative Service Awards- Lindy Reurink Ms. Reurink explained that at the last Commission meeting several options had been suggested and that they were still being considered. The original date of February 28, 1997 has been changed to mid to late summer. d. Make A Difference Day - Lindy Reurink Ms. Reurink told the Commission that "Make A Difference Day" was a huge success and thanked the Michigan Campus Compact, Michigan Nonprofit Association and Council of Michigan Foundations for all of their efforts in making the day a success and for partnering with the Commission. Ms. Reurink informed the Commission 2 �that Chairperson Engler participated in Make A Difference Day at Western Michigan University (WMU) along with Commissioner Pritchard and Commissioner Lenz and 400 WMU student participants. Ms. Reurink informed the Commission that she had enclosed several Make A Difference Day articles in their packet. She also announced that MCSC will be printing a Make A Difference Day scrapbook. Mr. Dirks took a few moments to thank all partnering organizations for making the day such a huge success. Ms. Reurink passed out a letter from the Senior Council inviting all Commissioners to attend any of the upcoming Senior Council meetings. The next meeting will be in February. Mr. Dirks talked about the Commission's excitement over the great work that the Senior Council and the Michigan Youth Progressive Action Council (MYPAC) are doing. e. Budget and Administration- Garry Gross Mr. Gross talked about the report he passed out covering the year-end close out spreadsheets and information on where we are financially for next year. Mr. Gross explained that the figures may change as more final reports come in from the Michigan Jobs Commission. Mr. Gross informed the Commission about the Volunteer Awareness Program grant of $100,000. This is a one-time project grant from the state of Michigan. A breakdown of the grant was attached to the letter from Mr. Gross to the Commissioners. Mr. Gross gave an update on his financial site visits to all of our grantees. Mr. Gross explained that he has been working closely with the Corporation for National Service on the financial reporting systems requirements for our grantees. Mr. Gross explained that we have been working on changing our staff from a contractual basis to limited term state employee positions. These limited term positions give staff a more permanent position. Mr. Gross explained that the Commission has been ordering and receiving new computers. Mr. Gross explained that a lot of our equipment was outdated equipment that had been borrowed. IV. Executive Director's Report- Frank Dirks Mr. Dirks gave a special thank you and farewell to Dave Egner of the Michigan Nonprofit Association who has been an inspiration to the Commission and who has worked very hard in the service field. Mr. Dirks explained that we needed to make changes in the operating procedures to more accurately reflect the language in the Commission statute. Mr. Dirks proposed the new meeting dates for 1997 along with a change in the time for the meetings. Mr. Dirks proposed meeting from 12:00 p.m. to 4:00p.m., with most of the meetings being held in Lansing. 3 �Mr. Dirks talked about AmeriCorps members and their completion/attrition rates. Mr. Dirks explained that he talked to the program director' s and gave them his ideas and suggestions on how we might improve our completion rate. Mr. Dirks explained the advantage and disadvantages of full-time and part-time members. Several commissioners asked questions about the national attrition rate versus state rates, how can we keep better track of our numbers, the reasons why members are leaving - are the reasons compelling circumstances like illness or death, and who gets the educational awards and under what circumstances. Mr. Dirks informed the Commission about Ravon Gardner. Ravon Gardner applied for an AmeriCorps grant. The application was not selected for funding. Mr. Gardner then took it upon himself to start enrolling youth in his "program" at a cost to each youth of twenty dollars, even though he did not have a grant. The Commission has been trying to put the word out that this is not a legitimate program and has been talking with the Attorney General in regard to what can be done or how we can stop this situation. V. Commission Initiatives a. State Communications Plan- Michelle Engler Mr. Dirks updated the Commission on "Connect Michigan." Mr. Dirks explained that the Commission is working very closely with the Michigan Nonprofit Association and the Volunteer Centers of Michigan on combining our outreach efforts. Mr. Dirks explained that Commissioner Cummings has been working very hard on the development of a logo for the campaign along with marketing issues such as a video and a PSA (public service announcement.) b. New Partnerships Initiative- Paula Kaiser Ms. Kaiser updated the Commission on the New Partnership Initiative between the Commission and the Michigan Nonprofit Association and Council of Michigan Foundations. Ms. Kaiser explained that the six sites have been chosen and five of those sites are currently operating. The sixth site, which is Saginaw, will start operations in February. Each site had to complete a workplan which are presently being reviewed. c. Ford Foundation Project - Frank Dirks Mr. Dirks gave a brief update on the Ford Foundation Project. Mr. Dirks informed the Commission that the State Commission Coordinating Group (SCCG) has had several conference calls and meetings. Mr. Dirks touched on some of the different topics that have been covered during their meetings and gave the Commission a progress report. d. SuperConference- Michael Tate Commissioner Tate gave an update on the conference and reminded everyone to save March 10 and 11 , 1997 for the SuperConference. The SuperConference will be held at the Amway Grand Plaza in Grand Rapids. Commissioner Tate informed the Commission that "save the date" notices have already been mailed and the registration materials will be ready in 1anuary. 4 �e. RGA Conference presentation - Michelle Engler Chairperson Engler explained that the Republican Governor Association Conference was held in Grand Rapids in the middle of November. Chairperson Engler explained that the Commission was very fortunate to get on the agenda to talk about state commissions and the kind of work that they can do. Governor Bill Wells and the state commission director from Massachusetts both spoke about how their commission works and the different projects they are doing in Massachusetts. Chairperson Engler informed the Commission that Commissioner Johnson spoke on behalf of our Commission and talked about the great things Michigan is doing. Chairperson Engler shared with the Commission her enthusiasm that the state commissions were very well represented at the Conference. VI. New Business a. Policy and Procedures Revision Recommendations Chairperson Engler proposed the Policy and Procedures revisions to be approved with the new changes as proposed. Commissioner Johnson made a motion to approve and Commissioner Neelis seconded the motion. b. Michigan's AmeriCorps Application Guidelines Chairperson Engler proposed the approval of the AmeriCorps Application Guidelines. Review MCSC Commission meeting dates Chairperson Engler proposed the approval of the 1997 Commission meeting dates. NAME & LOCATION The name ofthe Commission is: "Michigan Community Service Commission". The Commission was created and placed within the State of Michigan Department of Labor by Executive Order #1991-25, and recently transferred to the Michigan Jobs Commission by Executive Order 1993-24, and established in Law in June 1994 (Act No. 219 of the Public Acts of 1994) J-2. MISSION The mission of the MCSC is t:o encourage community setYice/volunteerism as a means of community/state problem solving and t:o promots and support voluntary involvement in government and privata programs throughout the state.The Michigan Community Service Commission is dedicated to enabling all citizens, including youth, to engage in community problem solving through service and volunteerism. 2-3. PURPOSE 1 . The MCSC is committed to supporting community service activities state\vide and promoting the ethic of civic rssponsibility.Serve as the state administrative agency for national and community service programs. 2 . The commission and office encourages the effective coordination and channeling of voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. Serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism. 3. Serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals. 4. Serve as a broker for nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. 4. FUNCTIO NS The Commission shall do all of the following: 1 . Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3. Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the information and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6 . Stimulate increased community awareness of the effects of volunteer services in Michigan. 2 �.• 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan s representative to national and state organizations that support the Commission s mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan s financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education s application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate information about national service programs. 15. Establish policies and procedures for the use offederal funds received under the national service laws. 16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1 . The Governor shall appoint a 25 member eommissioa. Term of appoiatmeat shall be 3 years, exeept that of those members iaitially appointed.The Commission shall consist of 25 members appointed by the governor. 2. Not more than six of the commission members shall be officers or employees of the state of Michigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3 . Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4 . Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 3 �6. The voting members of the Commission shall elect one of the voting members to serve as chairperson of the Commission. The Commission may elect other officers from among the members of the Commission. 7. Members of the Commission shall serve without compensation. However, members of the Commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the Commission. 8. A member of the Commission shall not have any persona/liability for any claim arising out of or resulting from any act or omission by the member within the scope of the members service on the Commission. 7. COMMISSION STAFF 1. The Commission shall have staff necessary for the Commission to perform its functions. The Commission Chairperson shall preside at all meetings of the Commission. 2. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. 3 . The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. 3 . The Executive Committee shall will fimetioR as a faeilitatiRg eommittee to assist the Chairperson, as necessary, in carrying out the mission and functions of the Commission. 4. If the number of voting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6. Background "Clean Air: Implications For The States" The 1990 amendments to the Clean Air Act have required states, industries and citizens to take actions necessary to attain national ambient air quality standards. Areas not in attainment are required to implement various emission control measures designed to bring the areas into attainment with the national standards. If certain deadlines are not met, states face the threat of federal sanctions which can include withholding of federal highway funds . Since enactment, states have faced a host of implementation problems and have requested the EPA and Congress to address specific problem areas. Only a few ofthese issues have been addressed through administrative or legislative changes. The major issue of concern of the day is the pending release of EPA's proposed revisions ofthe National Ambient Air Quality Standards for ozone and particulate matter. EPA will release the new standards on Friday, November 29, 1996 in the form o(proposed nt!emaking. The effects ofthese changes could result in many areas ofthe country being thrust back into non-attainment status. �"Education Reform : Republican Governors Leading the Way" Not Washington, but the states, have been leading the nation in education reform. More parental involvement, higher standards, greater discipline, increased autonomy for teachers, more choice for all students and their families -- these are the keys to improving our public schools and making them the best in the world . " Community Service" At the heart of the philosophy ofthe Republican party is the belief that communities and individuals harbor the answers to many of our society' s most pressing problems- thus described so ably by President George Bush in his 1989 presidential inaugural address as a "thousand points of light. MCSC staff recommends that the following program types be given priority consideration during the selection process. a. Program Focus Model - MCSC is seeking applications that focus activities within a single priority area. This single focus area may connect service sites across a community or across the state in a common cause. The benefit of this approach is in its ability to ensure that different partners from different sites share the same goals and objectives which makes measuring accomplishments more efficient and efficacious. In addition this type of program makes it easier to achieve significant impacts for service; create a strong sense of program identity (both with Michigan's AmeriCorps and locally); and be cost-effective- all ofwhich are critical elements. b. Compact Administrative Structure Model - The compact administrative structure model ensures that members, volunteers and staff serve in the same organization, sharing in the same program culture. This structure, which is a basic corps model, ensures that staff, members, and volunteers serve under the same supervisors, meet in weekly meetings, share the same 'home base' location, and participate together in member development and training activities. This model ensures program unity, thus enabling a program to provide multi-focused services. This model could be used in a single community or regionally. c. Full-time/Nonstipended Part-time Member Model- Programs involving a concentrated group of full-time members serving on a team with nonstipended education award only part-time members. MCSC encourages programs to utilize a 4 to 1 ratio (4 part-time members to every 1 full-time member.) d. Volunteer Generator Model - MCSC encourages programs to involve members in creating and managing strategies to involve citizen volunteers in helping meet community needs. Beyond leveraging additional volunteers, programs should collaborate with existing service efforts (including other national service programs such as Michigan CARES, Learn and Serve Programs, VISTA, Foster Grandparent, RSVP, and Senior Companions .) Collaborating with other service programs and the generation of additional volunteers is a way to significantly enhance program results. Any organization that is interested in applying for a Michigan's AmeriCorps, Education Award Only, or AmeriCorps*VISTA program must complete and submit this form. January 22 The Michigan Community Service Commission will notify applicants of the receipt of their Intent to Apply Form. February 4 Concept Paper due. Any organization seeking support through the Michigan's AmeriCorps, Education Award Only, or AmeriCorps*VISTA programs must complete and submit their Concept Paper by this date. Concept Papers must be received by the Michigan Community Service Commission no later than close of business on February 4th. February 5 The Michigan Community Service Commission will notify applicants of the receipt of their Concept Paper. �February 17 Peer review of the Concept Papers. The Michigan's AmeriCorps, Education Award Only, and AmeriCorps*VISTA Concept Papers will be reviewed, as separate categories, by peer review teams. Applicants that are selected to submit a Comprehensive Proposal will also receive a copy of the peer and staff review comments (lists strengths and weaknesses of Concept Paper as well as areas for continuous improvement.) March 21 Comprehensive Proposals due to the Michigan Community Service Commission. The Proposals must be received by MCSC no later than close of business on March 21st. The staff of the Michigan Community Service Commission and the Corporation for National ServiceMichigan State Office will review and rate each Comprehensive Proposal according to the criteria laid out in the Comprehensive Proposal application. March28 Michigan's AmeriCorps and Education Award Only applicants will be notified if their proposal has been selected to proceed to the next step. Selected applicants will be notified of any final revisions (and the revision due date) that must be made before the Comprehensive Proposal may be submitted in the final federal funding package. October 21 Earliest expected date for placement of new AmeriCorps*VIST As . �LESSONS IN EFFECTIVE PRACTICE FOR MICHIGAN'S AMERICORPS PROGRAMS (MCSC/12/4/96) While there is no magic formula for operating a high quality service program, and every program operates with uniquely conceived goals and design, MCSC has drawn some general lessons from observing successful national service programs in Michigan and across the country. • Select a strong program director. Few endeavors of any kind can succeed without strong leadership, and AmeriCorps only affirms this axiom. The program director should be able and willing to dedicate most if not all of her/his time to the program. S/he should be capable of handling volunteer management service project development, objective setting and assessment administration, budget development report writing, staff/member development and coalition building. • Set clear, measurable, and meaningful program impact objectives. This is one of the most critical elements in the success of any Michigan's AmeriCorps program . The basic questions that must be answered when setting objectives are: l) What qualitative difference will the service make?; 2) How will the community/recipient be better for the service provided?; 3) How will the program measure its achievement in meeting the objectives? • Establish the program with a cohesive and unified design. Critical in the success of a Michigan's AmeriCorps program is the sense of common purpose that is shared by everyone involved from members, to staff, to community partners. The unity of design can be achieved in either of two ways. First a single issue focus, such as housing, early childhood education, tutoring, etc., that may connect service sites across a community or across the state in a common cause . The benefit of this approach is in its ability to ensure that different partners, staff, and members from different sites share the same goals and objectives. This makes achieving and measuring accomplishments more efficient and efficacious. Second, a compact administrative structure that enables members, volunteers, and staff to serve in the same organization, sharing in the same program culture. This structure, which is more of a basic corps model, ensures that staff, members, and volunteers serve under the same supervisors, gather in weekly staff and member meetings, share th e same 'home base' location, and participate together in physical training, member training, and development activities. A compact administrative structure ensures program unity, which enables a program to provide multi-focused services. • Develop strong community partnerships in order to strengthen the community by increasing its capacity to involve volunteers in future community problem-solving efforts. For instance, plan a program that not only mentors at-risk youth, but builds a network of volunteer mentors who may carry-on after AmeriCorps moves on. • Collaborate with, and build upon community networks, including Volunteer Centers, other national service programs such as VISTA RSVP, Learn and Serve, and Foster Grandparents, as well as other community-based volunteer efforts. • Build the program around the assets as well as the needs of the community. •• �• SAMPLE IDEAS FOR INNOVATIVE COMBINATIONS OF NATIONAL SERVICE PROGRAMS (MCSC/12/4/96) Michigan's comprehensive National Service program application process enables communities to consider combinations of multiple programs (combining AmeriCorps, VISTA and Education Award Only programs) to provide community service, build community problem solving capacity, and generate and reward new volunteers. The Michigan Community Service Commission (MCSC) staff and the staff of the Michigan office of the Corporation for National Service (MCNS) will jointly review applications in order to ensure coordinated consideration of multi-program applications and determine the degree of collaboration in multi-program applications from the same communities. The sample ideas listed below are intended only to stimulate creative thinking about possible combinations. They do not reflect a program preference on the part of MCSC or MCNS. Single Issue Focus Samples EDUCATION A community nonprofit organization may place full-time AmeriCorps members in schools to serve as in-school tutors and mentors for at-risk youth and staff for after school youth programs. These programs may include a service-learning element. The school district may place VISTA members in these schools to organize the tutoring/mentoring projects and the after-school programs. A local university may place student volunteers (possibly supported through work study) as education award only AmeriCorps members in these schools to supplement the work of full-time AmeriCorps members and sustain the after-school programs into the future. PUBLIC SAFETY A team of VISTA members may serve to organize a neighborhood watch and conflict resolution training program for neighborhood teens. A community nonprofit organization may enroll a number of these neighborhood teens (17 yrs and older) in its education award only program to serve as volunteer resources and peer mentors. HUMAN NEEDS A statewide housing development program may place teams of AmeriCorps members in five communities to rebuild homes. The program may choose to use part-time education award only members to increase the pool of community housing volunteers and build a trained and sustainable base of these volunteers. ENVIRONMENT A nonprofit organization may develop a traveling team of AmeriCorps members to rebuild or build neighborhood parks and playgrounds. The organization may place VISTA members in these neighborhoods as advance project organizers, resources developers, and organizers of follow up community led maintenance efforts. Compact Administrative Structure Sample VISTA members may be placed in a range of community agencies that host small teams of AmeriCorps members from a local service corps program to provide direct service. BACKGROUND: Briefly review the development and focus of the State Commission Coordinating Group (SCCG), goals of Ford grant and list of accomplishments over the past 18 months: Background: In February, 1995 the Ford Foundation funded the National Governor's Association (NGA) and Public/Private Ventures (PPV) to host a meeting in St. Louis as the final step in an initiative sponsored by the Ford Foundation to support and assess the development of State Commissions. At that meeting a number of Commission directors attending agreed that it would be useful to seek additional funding to create regular opportunities for Commissions to come together, independent of but in partnership with the Corporation for National Service, for purposes of organizational and network development. As a result, after consultation with other states, the Michigan Commission sent a concept paper to the Ford Foundation on behalf of more than twenty states which had indicated support at that time. The letter was followed by a meeting in May, 1995 with the directors of the Michigan and Vermont Commissions and the Ford Foundation at which time Ford indicated interest in receiving a proposal. Based on the expressed interest of Ford a meeting of the EDs was held in Washington, D.C. on September of 1995 tied to an all EDs meeting hosted by the CNS. An outcome of the meeting was the establishment of an ongoing coordinating group, the SCCG, comprised of volunteers from each commission cluster willing to commit time and resources to moving this process along. The SCCG has been and is open to any Ed interested. A proposal was developed, reviewed and approved by the SCCG and submitted to Ford in September that requested modest support to convene State Commissions for a series of independent meetings to address the following goals: o establish a self-supporting peer network; o develop policy recommendations that strengthen state-level infrastructure; and, o · assess merits and feasibility of establishing a formal national association or network of state service commissions. Since that time the SCCG has met by monthly conference calls and and has hosted three meetings (3/96 San Diego; 6/96 Wash. D.C. and 10/96 Wash. D.C.). Notices of meetings, conference I· �calls, meeting notes and materials are managed and coordinated by the Michigan Commission staff and made available to all EDs. A grant from the Ford Foundation was approved in June and has provided partial support to convene the SCCG in June and October and will provide funds to convene all EDs in the Spring of 1997. In addition the SCCG has worked closely with Aguirre and Assoc. in developing the agenda for the technical assistance conference planned for February 1997. Results: With leadership and support provide by the Michigan Commission, the SCCG has supported four meetings and monthly conference calls since April, 1995 to address concerns and support the development of Commissions. Results to date, on behalf of the State Commissions, include: o Developed and disseminated a State Commission peer resource matrix. o Produced white paper on technical assistance and worked with the CNS to redirect the focus and process of the State Commission TA contract to more appropriately and adequately meet the needs of State Commissions. o Established a working group of EDs to oversee and help direct the implementation of the TA contract with Aguirre. o Worked with CNS to implement a 2-stage FY96 application process for formula funding that would better meet the needs of states. o Received $98 ,000 grant from the Ford Foundation to convene State Commissions o Developed consensus on administrative and programmatic issues of concern to Commissions for consideration in reauthorization and regulations. o Established a collective voice to address administrative issues in partnership with the CNS. o Sought and received a favorable clarification from CNS on colocation of State Commission and State Office of the CNS. Call 11/22 �Section 1 of SCCG Summary Notes for 10/29-30/96 Technical Assistance Program for State Commissions Discussion: JoAnn lntili of Aguirre Associates and Kitty Burcsu (OH) reviewed the progress to date. Aguirre has completed its initial phase of outreach and assessment of commission needs. Requests for TA to date have focused on strategic planning for commissions and staff training. Aguirre will solicit evaluations of their work on a quarterly basis and after major events through the use of surveys. EDs present gave strong endorsement and positive feedback for the direction and service provided by Aguirre to date. JoAnn shared copies of the most recent draft agenda for the all EDs T &TA conference planned for February 2-3, 1997 in New Orleans and solicited feedback. The draft will be mailed to all EDs for feedback before it is finalized. The agenda includes time set aside for the SCCG to facilitate a meeting with all EDs. Aguirre is in the final stages of developing a web page on the internet. This will give EDs more direct access to technical assistance information. They are also working on a number of peer papers including a monitoring guide, guide for peer exchanges and technical assistance, by-laws, and a guide for collaboration among programs based on work for W. Virginia. Recommendations and next steps: o It was suggested that agendas for meetings and trainings held in other states be made available to all EDs to provide ideas forT A in other states. A good use of the web page. o ED exchanges were deemed very helpful and encouraged. o T&TA Conference scheduled for February 2-3, 1997 o Peer papers in process �Section 2 of SCCG Summary Notes for 10/29-30/96 Monitoring Guide Discussion: Jo Ann Intili of Aguirre Assoc. presented a draft of a monitoring guide that she had developed in response to a request of the EDs at the June meeting. The purpose of the guide is to establish a common framework and standard by which state commissions approach monitoring that is based on a more consultative, qualitative approach to continuous improvement in addition to compliance monitoring. Concerns were raised about the number of working groups within CNS dealing with monitoring and a concern that these efforts are not being coordinated (Kenefeck & Walker Assoc., Waldman, Klein). EDs view Aguirre as being in a unique position to help coordinate this effort to build a more rational system of monitoring. EDs discussed the need for a continuum of monitoring activity. Concern that commission staff need skill development to conduct more consultative, qualitative monitoring. TYPE: PURPOSE: Compliance Meet IG's concerns Assess Quality & Continuous Improvement Aguirre Approach Evaluation Justify Expenditure Concerns were also raised about the roles of the CNS staff and Commissions in monitoring programs. Who is to do what, with which, to whom? In conversation with Deb Jospin and Diana Algra in the afternoon session, CNS reaffirmed the developmental direction that CNS will monitor Commissions and Commissions will monitor programs. Recommendations and next steps: o Draft letter to CNS to discuss concerns, raise issues, and endorse the consultative approach included in the Aguirre monitoring guide by 1111 (Mehr/M. Smith). o Set up a meeting with appropriate CNS staff to discuss monitoring during the San Diego Renewal Conference scheduled for mid-November (Aguirre). o Aguirre redraft monitoring tool and place it in the context of a broader continuum of monitoring activity and circulate to EDs, and CNS working groups for feedback. o Develop standards and begin discussion with CNS to determine what it will take for CNS to "cettify" monitoring competence of commissions so that commissions can monitor without ens duplication or interference. o Develop training for commission staff (Aguirre). o Request aggregated program data back from the CNS. (??) o Propose the need for a task force on evaluation; who should be doing what? (??) �Section 3 of SCCG Summary Notes for 10/29-30/96 PPV Report on Study of State Commissions Discussion: Tom Smith and Kathryn Furano provided a brief report on the findings of their qualitative study of nine states, implementing AmeriCorps over 2112 years. The study, which will be released before the end of the year, looked at: 1) the role of states and state commissions; 2) programs and program participants; and , 3) federal /state relationships. Some findings included: o o o o o o o o o o o o Commissions were staff driven and Commission members largely served in ceremonial roles. They did not fulfill the more comprehensive role envisioned in the legislation. Tight timetable resulted in a more reactive process with little time for strategic planning on pa11 of Commissions. Commission staff kept the train moving and got the program up but the question was raised about the appropriate role of staff. Are they to be entrepreneurs, creators or administrators. What should be the balance? Programs reviewed were consistent with regulations and focused on the aims of AmeriCorps. Programs were diverse across program focus areas and participants were somewhat diverse. Monitoring is in place but inconsistent in terms of intensity and quality. Concern about more carefully defining what is service. Found that approximately one fourth of the programs were not substantially different from work programs. CNS drove process and pushed quality. Emphasis on AmeriCorps resulted in neglect of larger structural issues; neither state nor CNS integrated the streams of service. Formula/competitive process did not work as intended. CNS set out to be different in its approach in setting high stands rather than minimal standards but got overly involved in micro managing process at the state level. CNS aware of issues and responsive in trying to address them. Overall a successful start-up effort. EDs affirmed that the states are the appropriate locus of implementation for national and community service and there was discussion about the level of effort needed to catalyze commissions into more effective/expanded roles. More information will be forthcoming from the CNS and Points of Light Foundation] /t . �Section 7 of SCCG Summary Notes for 10/29-30/96 Administrative Issues and Corporation/Commission Relations ISSUE: CNS Board Meetings REQUEST: EDs would like to be notified of the meeting dates and receive minutes from the CNS Board meetings. RESPONSE: Deb Jospin agreed and said meeting dates are set through October 1997. Special meeting called for January 17-18 in Washington, D.C. to deal with reauthorization. March meeting in Kansas City. June Meeting in New York City in conjunction with the Points of Light annual meeting. CNS is still looking to fill five vacancies on the Board. EDs should send suggestions to Harris or Deb with brief background information. She particularly requests recommendations of young people and people of color. Board members serve five year terms. CNS will send EDs an updated list of CNS Board members. ISSUE: Monitoring REQUEST: EDs request that CNS reaffirm administrative plan in which the CNS monitors Commissions and the Commissions monitor programs. EDs want to develop criteria by which Commissions can demonstrate competency sufficient to be certified to conduct monitoring without duplication or interference from CNS. Concern that there are several task groups looking at monitoring and developing procedures that are not coordinated. Want to ensure we are building a rational system. Concerns were raised by a CNS document circulated at the conference. RESPONSE: CNS still has ultimate responsibility for monitoring of programs and reaffirms the administrative plan that Commissions have primary responsibility to monitor all programs. Program officers will be trained to monitor programs but when they go out on site visits their role would be to monitor and observe the commission staff monitor a program. Program officers are expected to work with EDs in scheduling those visits at appropriate times. CNS is in a transition to a more holistic approach to monitoring Commissions and the broader activities of Commissions. The Bruce Klein document circulated at the conference is a draft. Marilyn Smith and Kate Mehr will draft a letter by Nov 1 to outline concerns and recommendations of the EDs. EDs request that Aquirre set up a meeting to continue this dialogue at the CNS November renewal meetings in San Diego. ISSUE: Administrative funding level for Commissions REQUEST: Request a response to the EDs letter to Harris Wofford of October 25. RESPONSE: Harris is aware of the issue and very concerned. CNS is working on a response. It is expected very soon (within a week). P-· �Section 7 of SCCG Summary Notes continued ISSUE: Unified State Plan and President's Summit REQUEST: Clarify how serious a connection is intended between the USP and the Summit. RESPONSE: The Summit will call for a three-year follow-up strategy. It is hoped that the USP will acknowledge how that Summit is tied into the USP. ISSUE: 50% Match for Commission Administrative Funds REQUEST: EDs are concerned that this will be impossible for several commissions and that this be considered as an issue for reauthorization. EDs request that the CNS clarify criteria for waivers to the match requirement. Also, Eds request that CNS clarify whether the current distribution formula for administrative funds based on population is set by policy or the law. RESPONSE: CNS will consider the issue. The distribution formula is based on CNS policy not the law. ISSUE: CNS Support for State Legislation REQUEST: EDs request that when Harris Wofford is planning to visit the state the EDs be contacted to see how his visit might support initiatives at the state level. As an example, while it is helpful for him to discuss national service and reading levels publicly, it would also be helpful for him to meet with the speaker of the house or ways and means chairman to discuss state support for service and help open the door for the ED. RESPONSE: CNS will figure out how to better coordinate visits to the states. Recognize that there is no CNS liaison to handle this right now. ISSUE: DATA REQUEST: EDs request that the CNS feed back to the states aggregated annual accomplishment review data state-by-state for all CNS funded programs. RESPONSE: Will take the request back. ISSUE: Implications of proposed changes in what federal funds can pay for REQUEST: EDs are very concerned about proposed changes that would eliminate federal support for program costs. Also concerned that ED award only programs will have an adverse effect on the participation of non-profits and narrow the diversity of participants. This Summit of Presidents of the United States and citizen leaders from around the country will be an historic call to action. With the support of President Clinton and President Bush, and at the urging of George Romney shortly before his death, this Summit was initiated by The Points of Light Foundation and The Corporation for National Service. It will consist of more than 1,000 citizens in teams from some 100 communities, and 500 representatives of partner organizations from the private, public, and non-profit sectors at the national and state levels. The 1,500 participants are being invited to Philadelphia to launch a strategy for citizen service and community leadership to "tum the tide" by the tum of the century on many of the challenges facing so many young people today. Organizations and institutions invited to the Summit will be asked to come with a tangible commitment to new action that will help create the conditions for the success of American youth . These conditions include but are not limited to : • • • • • Caring and supportive mentoring relationships in the life of every young person. Education that prepares the corning generation for productive employment, economic fulfillment and good citizenship. A healthy start in life and encouragement ofhealthy behavior. Safe and decent places to gather, learn, work, play and live. Inspiration and opportunities for everyone-- young and old --to give back to others through service and to contribute to the common good . Bold but reachable targets will be proposed at the Surrunit to offer a national vision of how these conditions can be advanced through expanded and more effective volunteer and citizen service. Young people will be key participants at the Summit, and youth will be recognized not as " problems" but as resources and talent to be tapped . In challenging society to better serve youth, an equally important challenge will be for youth themselves to serve. The Summit should be seen as the beginning of an on-going process through the year 2000. It will provide an organizing model both for the communities represented at the Summit and for many others who will find this model an impetus to new action. To advance such action, each of the community delegations will be expected to develop local initiatives launched at their own "summit" . In addition, State level participants will have a special responsibility to promote this process in other communities not represented at the National Summit. The Summit is not to be focused on legislation or government policy relating to the problems of children and youth. Instead, it aims to expand and strengthen the power of citizen service to solve these problems. The convening of a national summit with the President of the United States, former Presidents and the First Ladies, is without precedent. That itselfwill enhance the importance of voluntary citizen action and national service but the aim is to prove that this strategy of service can ''tum the tide" and actually connect Americans to solve some of the most serious social problems facing the coming generation and thus the nation as a whole. This will enable MCSC to support a staff of six to perform its basic functions including volunteer promotion and outreach, volunteer information publications, nonprofit technical assistance, service and volunteer awards, and nonprofit problem-solving meetings. The budget would support an annual media outreach campaign for the purpose of promoting and supporting service and volunteerism. Background: It is important to note that the Governor has been committed to, and this administration has achieved the consolidation and streamlining of the state's agencies and commissions. His view is that commissions should be included in the administrative budgets of the agencies in which they operate rather than stand as separate line items. Separate line items within agency budgets limit flexibility in administrative budgeting. Since the start ofFY92, MCSC has received $775,000 in state support. This does not include state supported rent and utilities, or that in its first two years MCSC's over-expenditures were absorbed in the Department of Labor's administrative budget. Nevertheless, by comparison MCSC has received $950,000 in federal administrative support since FY94, and since FY95, MCSC has received $1.4 million from foundations. 2) Establish a state supported $1.5 million grants program for service and volunteer projects. Grants would be competitively awarded for up to three years. The grants would support the costs of operating service and volunteer programs. Most significantly, the grants would require a oneto-one local match, but unlike most public matching grants, the match would go into an endowment. The endowment would be established for the grantee in the local community foundation. The endowment would be for the purpose of providing general operating support for the grantee in the future. The program would be a test of achieving sustainability for service and volunteer programs. Background: While not intended to directly support volunteer centers, this grants program would be a strong compliment to the MNA/CMF Romney Fund initiative. This effort would support the role of community foundations without adding another fund development responsibility. The agency/applicant itself would bear the burden of raising the match. 3) Develop a formal coordinating relationship with FIA county volunteer coordinators. The extent of this relationship should be negotiated with FIA, however the closer the relationship the better able MCSC will be to support community-based volunteer capacity-building. MCSC should also explore with FIA the possibility of reallocating some volunteer service program funding. Background: Dr. Miller has already indicated his willingness and interest in supporting a closer working relationship between FIA and MCSC. He has already designated a senior staff person to work with the MCSC staff. MCSC is planning, as part of the recent budget adjustment, to develop a volunteer and community resource guide specifically tailored for all FIA county volunteer coordinators. The guide will be disseminated after the first of the calendar year. �4) Clearly establish MCSC as the state's coordinating agency for volunteerism. MCSC should assist other state agencies in planning and implementing volunteer initiatives. MCSC should also assist in coordinating information sharing about volunteer initiatives among state agencies. Background: The Governor was favorably disposed to this during discussions for the New Partnerships meetings. Since then, MCSC has expanded the state agency listings in the Profiles in Service guide and established a relationship with the Emergency Management Services Department of the State Police. EMS will train a corps of AmeriCorps members selected from across the state to serve in a support capacity at disaster sites. This program will go into effect next year. MCSC should convene quarterly meetings of state agencies involved in volunteerism to facilitate communication and coordination of these activities across agencies and among the state's nonprofit/volunteer networks. 5) Establish a statewide student civic service awards program that would recognize youth who engage in substantial community service in Michigan. There has been a couple of changes since the last Commission meeting. We have received final approval of this year's grant budget from the W.K. Kellogg Foundation which allowed us to carry over all unexpended funds from last year. Conversely, under Michigan CARES, the operational sub-grant line has been increased to $187,000 to reflect the correct subgrant amount for the project. I have also amended the Michigan CARES-2 operational sub-grant line to $91,000 from $89,000. This grant was amended for travel costs. During the first quarter under the Volunteer Awareness Campaign, the Commission has started the process of printing the Resource Guide, purchased new computers, and has awarded a contract to Michigan State University's Institute for Public Policy and Social Research to perform the MCSC's agency survey. As of this date, the Commission has not received the Administrative or Program Development and Training(PDAT) award letters from the Corporation for National Service. We have however received a three month extension of our current grant. This extension allows us to utilize our unspent spending authority from previous years. I expect to receive more information by the end of this month on the amount and status of our requests. Under federal funds, the amounts for Operational and P-DAT are estimates . The meeting, which will be held in Midland, Michigan on May 16-17 , 1997, is made possible through a grant from the Ford Foundation. As you may know, the grant has supported the State Commission Coordinating Group of executive directors to work toward the following goals: establishing a self-supporting peer technical assistance network; developing policy recommendations that strengthen state-level infrastructure for service and volunteerism; and assessing the merits and feasibility of establishing a formal national association or network of state service commission. We believe that state service commissions are strategically positioned to bring greater coherence to programming and policy making for national and community service. State service commissions can build broad-based support among a range of projects and activities on a program continuum from full-time service to traditional volunteerism . Commissions can also forge strong, sustainable connections among the public, private, and nonprofit sectors. To achieve this potential, state service commissions need opportunities for peer interaction to support their development.
