NAME & LOCATION The name of the Commission is: "Michigan Community Service Commission" (MCSC). The Commission was created by Executive Order #1991-25 and placed within the State of Michigan Department of Labor. 2. 3. PURPOSE A. The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. Our commission and office encourages the effective coordination and channeling of voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; 2. Promote communication and collaboration between public, private, and non profit volunteer programs in the State, and between the State and the private sector's initiatives in meeting human, educational, environmental needs; 1 �3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, religious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations engaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 6. Serve as the state's liaison to the Commission on National and Community Service and to other appropriate national and state organizations which relate to the Commission mission; 7. Facilitate the publishing of material concerning the field of community service/volunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of Michigan, and proposed changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals of the Commission. The Commission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 21 member commission. Term of appointment shall be 3 years, except that of those initially appointed, 7 members shall be appointed for 1 year terms ending October 1, 1992, 7 members appointed for 2 year terms ending October 1, 1993, and 7 members appointed for 3 year terms ending October 1, 1994. The Chairperson of the Commission shall be appointed by the Governor. Any vacancy -among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 3 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member. 2 �6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Commission shall report directly to the Governor and to the Commission. 7. DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. The Commission Chairperson shall delegate such duties and responsibilities to the Vice-Chairperson as the Chairperson deems necessary to carry out the function of the Commission. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 8. EXECUTIVE COMMITTEE The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. The Executive Committee shall consist of the Chairperson, and ViceChairperson of the Commission and five (5) Commission members appointed by the Chairperson. The Executive Committee will function as a facilitating committee to assist the Chairperson, as necessary, in carrying out the mission of the Commission. 9. STANDING COMMITTEES The following standing committees shall be established to assist the commission in carrying out their duties and responsibilities: a. b. c. d. e. MEETINGS OF THE COMMISSION The full Commission will meet as needed to carry out its mandate with a minimum of 4 meetings per year. A Commission meeting is in session when at least a quorum of the membership is assembled for that purpose. A quorum shall be a simple majority of the Commission serving. 11. REPORTING REQUIREMENT On an annual basis the Commission will prepare a report to the Governor which describes its activities during the preceding year and makes recommendations to the Governor. Forty-five responses were received for consideration. Sixteen individuals committed to volunteering their time to assist in performing a non-biased review of the AmeriCorps applications received for funding. Each individual signed a Conflict of Interest form verifying their impartiality in the rating process. Individuals on the review teams included: • Michigan's First Lady who chairs the Michigan Community Service Commission, • four Commissioners from the Michigan Community Services Commission, • three representatives from the private sector, • a representative from the W. K. Kellogg Foundation, • a representative from the Mott Foundation, • one representative from the Michigan Youth Progressive Action Council, • one representative from a higher education institution, • two representatives from the evaluation firm conducting the independent evaluation of the state's community service programs, • one representative from the Michigan Jobs Commission (state agency), and • one student intern in the State Commission office. These individuals comprised five teams for the review of proposals. Each team was composed of representatives from diverse sectors to ensure a broader interpretation of the proposal. Learn and Serve-CBO A Request for Proposal was designed by staff of the MCSC, based on guidance from the Corporation. Michigan's existing infrastructure for service was tapped to create a mailing list for application packets. This ensured input from a wide diversity of organizations in the development of the distribution plan. Over 1,000 application packets were disseminated statewide. Responses to the issued RFPs were due to the State Commission on April15. Eight responses were received for consideration. Individuals from various constituencies committed to volunteering their time to assist in performing a non-biased review of the Learn and Service MI - CB applications received for funding. Each individual signed a Conflict of Interest form verifying their impartiality in the rating process. Individuals included in the review of the proposals were: • two Commissioners from the Michigan Community Service Commission, • one representative from the private sector, • two representatives from the Council of Michigan Foundations, • one representative from the Michigan Youth Progressive Action Council, • two representatives from the Michigan Department of Education. These eight individuals reviewed all submitted proposals. Since they represented diverse sectors, a broad interpretation of the proposal was realized. AmeriCorps and Learn and Serve-CBO Reviewer Process Two two-hour orientation sessions for proposal reviewers were held, one on April 11 and the second on April 22. Reviewers were requested to attend one of the two sessions. Two sessions were held to accommodate the schedules of review team members to ensure attendance. These sessions were intended to remove, to the extent possible, the subjectivity of the review process by �establishing a common baseline of knowledge and intent In addition, to further validate the scoring process, one proposal was rated by all reviewers to provide an indication of scoring patterns. At these sessions, reviewers were provided with a review panel packet, including the Request for Proposal application materials, review criteria, and review forms. Michigan's Principles for Service and the Wingspread Principles of Good Practice for Combinin~ Service and Learnin~ were also distributed. Each reviewer was also provided with insight into the vision and future for community service in the state. Proposals were initially reviewed internally by State Commission staff for completeness. This review entailed determining the inclusion of all required proposal components, such as signed title page, completed budget forms, narrative description of the proposed project, mission statement, assurances and certifications. Proposals were also reviewed to determine if the required matching funds were provided and at the stipulated percentages. Applications that were found to be complete were forwarded to members of the review teams on April 22. The overall assessment to ensure that programs would meet the state's and Corporation's goal to impact communities and participants took into consideration: • the ability of the program to get things done through direct and demonstrable service in the priority need areas; • the capacity of the program to bring together both institutions and individuals tt> cooperate in making lasting and constructive change; and • the applicant's plan to develop leadership skills, foster active productive citizenship, and enhance educational opportunities for participants. More specifically, proposals were reviewed against the following criteria: A. Need 00%) Proposals were evaluated based on their ability to impact the community and participants. Applicants were requested to clearly identify the unmet needs to be addressed in their community. Further, applicants were to describe the extent of consultation with community residents and organizations. Reasonableness and the ability to deliver specified outcomes was also evaluated. B. Stren~thenin~ Communities (20%) Narrative in this section was to include how the applicant built local support for its program activities and engaged in a coordinated manner community residents and organizations in designing, implementing, and evaluating its program. Evidence of strong and effective partnerships with various sectors of the community that have committed technical expertise and/or resources in substantive program areas was also examined. Applicants were requested to develop and support common service activities, exchanges or gatherings with other service programs that include participants from different backgrounds. Applicants were to build upon existing programs without duplicating efforts already in the community. Applications were evaluated in regard to their plan to include a diverse group of participants and staff from the community in which the program activities will be conducted and which community groups will be represented. C. Developin~ Participants (20%) The application was- to discuss-how the program will provide for the development of the ethics and skills needed for productive and active citizenship through meaningful service, education, and leadership activities. The plan to deliver effective and relevant training necessary for participants to perform the program activities was evaluated. Proposals were also reviewed based on their plan to provide support to participants which may require assistance completing the equivalent of a high school diploma and/or support with transition to other educational and career opportunities. �D. Mission 00%) Emphasis in this section was placed on the applicant's possession of a clear program mission, reasonable objectives, and measurable indicators of success. E. Or~anizational Cswacity 00%) The applicant's ability to provide for quality control, monitoring, and evaluation or program activities, participant performance and overall program effectiveness was examined. The applicant's ability to conduct the fiscal affairs of the program was also factored into the rating. Applicant's had to detail staff qualifications and indicate they possessed a staff with demonstrated experience in operating programs similar to the one being proposed. F. Orientation and Trainin~ ClQ%) This section evaluated the applicant's ability and plan to deliver appropriate orientation and training of staff and participants. Also reviewed was the applicant's plan to provide adequate supervision of program participants. G. Sustainability CIQ%) Criteria used to evaluate the applicant's ability to sustain the program beyond the funding period included the inclusion of a budget which was consistent with the program design and activities, the exceeding of the required 15% match for living expenses and health care costs and the 25% match required for program operational costs. Applicant were also to provide evidence that they would financially sustain the program beyond the period of the Corporation support. The budget narrative needed to clearly describe the program costs and how they were calculated and was the budget reasonable given the identified program activities/goals. The ability of the applicant to provide fmancial and/or in-kind support from other community organizations and resources and the existence of relationships with the community and its organizations was evaluated. H. Innovation and Replicability 00%) The applicant's ability to incorporate innovative approaches to partnerships, program design and service which can advance knowledge about building effective community programs was assessed. An analysis was done of the program design in regards to its potential replication in other communities. I. Special Considerations Other factors that were taken into consideration when selecting programs to be recommended to the Corporation for funding were: • geographic diversity/geographic concentration to ensure equitable distribution of programs and funding throughout the state; and, • participant diversity to ensure equal access to programs by all population groups. Completed review forms were forwarded back to the State Commission office on April 27. On April 28, review results were compiled by Commission staff and prepared for dissemination to review team members. Team members attended a consensus scoring session on April29. At this session, team members discussed amongst themselves the merits of the proposals that were in their grouping for review. This activity served to provide a consensus rating of the proposals. These discussions were guided and recorded by a group facilitator. The group facilitators met prior to the consensus rating session to plan a uniform strategy for the input of comments and recording of information. Vision. Plan and Priorities Vision & Plan The MCSC crafted its mission statement prior to passage of the National and Community Service Trust Act of 1993 and believes that it sets forth a worthy goal for MCSC and Michigan's citizens: The mission of the Michigan Community Service Commission is to encourage community service and volunteerism as a means of community and state problem solving, and to promote and support voluntary involvement in government and private programs throughout the state. 11 11 MCSC believes it is essential that Michigan citizens continue to embrace the philosophies presented in its vision and echoed in the National and Community Service Trust Act of 1993. The Michigan Community Service Commission's responsibility to the State of Michigan is to pool and direct Michigan's people, money and technical assistance to aid communities in addressing the pressing needs they identify. Michigan firmly believes in the empowerment of communities. In his 1994 State of the State message, Governor John Engler compared the process of strengthening Michigan's families and communities to that of constructing a building. Like every good building, healthy families and communities grow from a solid foundation. And like a plan for the building's foundation, a plan for action must begin with and be based on four cornerstones: • Good jobs - so families can support themselves and achieve their dreams. • Great schools - so our children can learn the skills they will need to work and succeed in the 21st century. • Safe homes, neighborhoods, and schools - 1 so our families and our children can be �free from crime and the fear of violence. • Better quality of life- so every family can have quality health care and live in a clean environment. In one of his numerous bold actions to solidify the cornerstones of his plan, Governor Engler created a $20 million endowment fund for the Michigan Civilian Conservation Corp. The endowment funds youth service and environmental education programs and ensures that our youth learn job skills while they work to improve Michigan's parks, forests, and streams. Today, it is the challenge of Michigan Community Service Commission (MCSC) to complete the foundation that Governor Engler has begun. It is the MCSC's vision that the foundation be constructed of community service, and that it be laid by all Michigan's citizens, regardless of age, race, creed, religion, disability, or socioeconomic status. Toward this end, MCSC has established the following goals for its effect on Michigan's citizens, communities, and institutions: Goal 1: Citizen Impact: Involve More People in Service Encourage and enable pe_rsons from all walks of life and from all age groups to access and participate in constructive volunteer service. Service by citizens is a rich resource in the rebuilding of our communities. MCSC will reach out to all population segments in Michigan and strive to instill an ethic of citizenship that holds each individual responsibility to his or her community, to other individuals, and to the state at large. MCSC will be responsible for providing Michigan citizens with the tools they will need to build a comprehensive service continuum through life-long service. It will continue to include and value youth as equals and team members in community 2 �collaboratives. Goal 2: Community Impact: Build Resources Continue to create and build on existing community capacity. In all of Michigan's communities, need is increasing for community-based problem solving, for greater citizen participation in local service programs, and for stronger, more effective collaborations between local organizations. Community organizations must be knowledgeable about other programs and efforts in order to ensure cohesion of services. Services must continue to focus on solutions and activities that address the issues identified and defined as most critical to the community. Goal 3: Institutional Impact: Build Networks Continue to build the existing communication and collaboration network. Communication and collaboration between public, private, and nonprofit volunteer programs in the state, and between the state and the private sector's initiatives, are essential to MCSC's efforts to meet the human, educational, environmental and public safety needs in Michigan. MCSC's founding philosophy and its work to date are grounded in the belief that inclusiveness and collaboration are essential to building strong partnerships, increasing buy-in by members of local communities, and sustaining high-quality program initiatives. While others continue to offer the same solutions to the same old problems, MCSC has committed itself to a different path: The state's geographically diverse 58,527 square miles must be saturated with MCSC's vision for the future of this state and all its communities. We must dispel old stereotypes, engage all citizens, and strengthen all communities. We must celebrate the diversity among our citizens, communities, and institutions, and draw our volunteers from every constituency. As a statewide program, we must embrace and 3 �value every individual's contribution, and, together, work to strengthen and support our educational institutions, businesses, community-based organizations, philanthropic endeavors, religious organizations, and, most importantly, our youth. The State of Michigan has proved itself a leader in developing service programs and policy, and is heralded for its vast, but integrated, community-service infrastructure and network. AmeriCorps program funding will assist MCSC in institutionalizing community service throughout the state. MCSC will use the funding to assist residents of various Michigan communities in their efforts to improve local conditions, to form new collaborative partnerships within those communities, to imbue residents with a philanthropic spirit, and to build long-lasting relationships between local-community stakeholders and the MCSC and its state-level partners. Priorities In October, 1993, the MCSC convened the Michigan Steering Committee on the National Service Trust Act of 1993. This broad-based committee (see Appendix A for a list of participants) assists the state commission in continuing its visioning process and has aided MCSC in developing its application to AmeriCorps. On February 23, 1994, the Steering Committee broadcast via statewide satellite a video conference, "National Service: Michigan's Call to Action." The primary goals of the video conference were to involve a broad range of participants in establishing direction and priorities for community service in Michigan, and to solicit input from citizens on the needs in their communities and the responses that would best fit their local conditions. The forum also served to initiate, or in some cases strengthen, community collaborations for future community-service activities. 4 �More than 350 committed individuals participated in the video conference, including representatives from community-based organizations, school administrators, college and university staff and faculty, staff and volunteers associated with community foundations, local government representatives, labor and business leaders, youth, parents, adult volunteers, seniors and people who work with senior programs, and people with disabilities and those who work in disability-related programs. Each was asked to provide input on the most pressing needs in his or her community, and to generate ideas for ways to meet those needs through national or community service. Nearly 20 communities in Michigan linked directly with the teleconference; at least five others viewed a videotape of the event. MCSC afforded every participating community the opportunity to submit a needs assessment about its local conditions, with the following results: • Human Needs: Thirteen communities identified human needs as most important. Subcategories included building family community centers, affordable housing, daycare facilities, senior care and living programs, AIDS support mechanisms and counseling, single-parent support services, long-term health care programs, mental health care programs, and transitional housing. • Education: Nine communities identified education as residents' most pressing concern. Subcategories of need included literacy, after-school programs, youth-mentoring programs, computer literacy, and youth-leadership skills development. • Public Safety: Seven communities, both from the upper and lower peninsulas, cited public safety as a critical community need. Subcategories included conflict resolution, 5 �crime prevention, community policing, substance-abuse prevention, and youth violence. • Environment: Two communities, including one of the largest in the state, viewed the environment as their greatest need. For the most part, neighborhood rehabilitation was their greatest concern. The results of these needs assessments overwhelmingly support and align with the national priorities established by the Corporation: public safety, human needs, education, and environmental issues. The Steering Committee and members of MCSC concurred that the state adopt the national priorities as its own. Of the programs recommended for AmeriCorps funding, seven will address human needs; nine will prioritize educational issues; three will focus on public safety; and four will be work on environmentally related activities. Several of these programs will address more than one priority need; three will perform services to address all four priority needs areas. b. Strate~:y Background Information In October, 1991, Governor John Engler created the MCSC through Executive Order 1991-25, and assured Michigan's position as a leader in community service. On December 9, 1993, Executive Order 1993-24 delineated that the Commission be reconstituted to conform with the National Service Trust Act and that it "shall function indefrnitely." The MCSC has since established five standing committees to ensure focused, continuing attention to priority areas: Michigan Youth Progressive Action Council (MYPAC), Fund 6 �Development, Recognition, Community Collaboration, and Evaluation. MCSC members, during the initial stages of reforming Michigan's service movement, realized that they must not only establish a foundation for a strong, statewide community service movement, but that they must also develop mechanisms to promote and initiate service in all of Michigan's communities. They, therefore, sought input from key individuals involved in state- and local-level community service, and in May, 1992, defined the elements for a successful Michigan initiative (Appendix B). In 1993, MCSC and the Michigan Campus Compact jointly developed "The Michigan Principles for Service," which has since been used to guide the state's service movement (Appendix B). MCSC has been a key partner in numerous non-Corporation-funded initiatives both within and outside the state. A brief list of these partnerships is contained in Appendix C. In the past year, MCSC secured private-sector funding to create a state-wide recognition program. It received more than 200 nominations for special recognition, and held its first annual Governor's Community Service Awards ceremony, at which 45 individuals, groups, families, and/or businesses were honored for their service to their communities. State Strategy Only when service becomes an integral component in the daily lives of citizens in Michigan, will the state's service movement become truly institutionalized. But, while this goal is a lofty one, it is nonetheless, a necessary one: the future of service relies on the development of structures that will support it today and in the future, just as, today, our social structures rely on service to support them. MCSC will strive to stimulate a service ethic and a philanthropic spirit in all citizens. Strategies to accomplish this goal include: 7 �Goal 1: Citizen Impact: Involve More People in Service Encourage and enable persons from all walks of life and from all age groups to access and participate in constructive volunteer service. Strate~y 1: Increase Awareness of and Opportunities for Service Year • Inventory existing community resources and initiatives. Year • Create a campaign that emphasizes the value of the individual, family, and the community and that affects the way mass media views and portrays Two critical social issues. • Use the campaign to create new perceptions; to change the view of youth as service recipients to youth as effective agents in community and social problem solving. • Gather and disseminate data and information to increase public awareness about social problems and their root causes. • Develop a generic brochure to increase access to and awareness of service opportunities. • Ensure that citizens can locate community resources and seek service opportunities. Goal 2: Community Impact: Build Resources Continue to create and build on existing community capacity. Year • Inventory existing service resources and initiatives statewide. One • Use existing community needs assessments to establish base from which to 9 �move forward and record progress. • Target and work with a broad-based group in each of seven communities. Each group will define its community's needs, examine the root causes of issues to circumvent cyclical recurrence, develop strategies for meeting critical needs, and participate in a community visioning process. Key community leaders will identify other local stakeholders and develop a plan for community-wide collaborations. Year • Two Provide technical assistance and training to expand collaborations among service organizations in each of the seven communities targeted in year one. Send MCSC's Outreach Coordinator to the communities to help guide the collaborative process. • Through MCSC's standing committee on collaboration, serve as a resource to community partners regarding "model" initiatives in this state and others. • Add to the Governor's Community Service Recognition Awards program, a recognition category for exemplary community collaboratives. Year • Execute agreements between local collaborations. • Mobilize collaborations established in year two to define their customized Three approaches to problem solving and to develop plans for promoting and expanding service. • Implement locally developed plans through complete participation of all local stakeholders. Goal 3: Institutional Impact: Build Networks Continue to build the existing communication and collaboration network. Year • Continue seeking ideas, resources, guidance, and focus from key players 10 �One in Michigan's community service and philanthropic arenas. • Through the Michigan Steering Committee, ensure that existing communication and collaboration efforts continue. • Execute a formal collaborative agreement between members of the Steering Committee. Year • Two Facilitate establishment of a formal statewide communications network between partner organizations. • Use advanced technologies, such as computer networks, mass media, and telecommunications, to further spread the word about effective service practices and opportunities. • Maintain statewide resource directory through a computer network; request continual updating of directory by local service-providing organizations. Year • Permanently establish a Coordinating Body for Service in Michigan, which will not depend totally on state and federal funding. Three • Create a permanent endowment fund, through expertise and resources of Standing Committee on Fund Development, to support MCSC initiatives. Coordination As it has in the past, MCSC will convene meetings of all grantees funded with Corporation funds and will serve as an information broker. Through peer technical-assistance sessions, experienced program operators will share their experience and insights with representatives from newly funded organizations. MCSC values information exchange and will devote much of its time and energy to establishing informal networks across community sites. MCSC will produce a statewide directory with detailed entries about each of its funded programs, and will distribute the directory to enhance information exchange beyond that which takes place during the semi-annual peer technical-assistance sessions. In addition, 11 �MCSC will match each new site with an existing, experienced site of similar program to establish informal technical-assistance exchanges. MCSC will serve as a clearinghouse for information about innovative initiatives in all of the service areas. At its inception, before it was required by the Corporation, MCSC recognized the importance of a partnership with the Department of Education and invited the Department to become an ex-officio member. This partnership has proved critical to all of MCSC's efforts and collaboratives: It has provided a mechanism for continuous feedback about MCSC's activities, and has promoted coordinated planning and program operation across the service streams. Therefore, MCSC will provide partial funding to the Department of Education for a full-time community-service and service-learning coordinator. The school-based service-learning application prepared by the Department of Education was constructed from our shared vision and our shared emphasis on quality of service. As a part of the reciprocal agreement between the Department of Education and MCSC, both will review and select applications for funding across service streams and will work together to facilitate complementary funding awards. The Department of Education solicited MCSC's input into its application and the organizations have collaborated to ensure that all proposed activities are coordinated. The Michigan Campus Compact, which represents higher-education institutions, serves on the MCSC. Both sectors serve on the MCSC Steering Committee on the National Service Trust Act of 1993; both have been intimately involved in establishing direction and policy for the state. One of this partnership's key activities has been to assist the K-12 Service Learning Clearinghouse in developing strategies for K-16 program coordination. The three partners have been instrumental in establishing and strengthening the service infrastructure 12 �in Michigan. Support Michigan's community service movement has flourished through a high level of nonpartisan support. The Executive Order creating MCSC specifically states that the composition of the MCSC shall be nonpartisan, and legislation enacted in May, 1994, ensures that MCSC will continue, across subsequent administrations, to promote service in the state. Throughout its existence, MCSC has been supported by state financial and in-kind resources. In the past two years, Michigan has dedicated more than $300,000 of its resources to expanding the service infrastructure. In the current fiscal year, more than $150,000 in state funding has been dedicated to the MCSC. In-kind contributions have combined with state funding to assist the Commission in performing its duties. Michigan has provided a wealth of sources for financial and in-kind support. The Skillman Foundation announced recently that it would provide funding to support organizations from Macomb, Oakland, and Wayne Counties in their applications for AmeriCorps funding. The Foundation will provide all or part of the required 15-percent cash match for living and health care expenses for AmeriCorps grantee organizations. Its support will enable these communities, which have strong commitments to service but limited financial resources, to launch service programs and develop and implement plans to sustain these programs over time. Development Process As described earlier in this proposal, on February 23, 1994, the MCSC held a statewide 13 �satellite video conference, which provided a forum for broad community input into establishing direction and priorities for service in Michigan. MCSC used the information gathered through the forum to construct the foundation for its state plan. Members of the Michigan Steering Committee on the National Service Trust Act of 1993 (see Appendix B for member organizations) built on this foundation by submitting a concept paper on the future of service in Michigan. MCSC staff, the Points of Light YES Ambassador, and the state director of the Title D Michigan CARES project incorporated the perspectives from the Steering Committee's paper into the state plan, which was reviewed by members of MCSC's Steering and Executive Committees. Revised drafts were submitted to all members of MCSC for their comments, and, on May 20, 1994, the state plan was approved by the full Commission. c. Institutional Information Institutional Capacity The MCSC will maintain its leadership in community service by continuing and building on the successes listed below. The MCSC: • Secured $1.6 million in federal support for youth, community, education and corps community service initiatives, and for facilitating collaboration and networking across service streams and communities. • Was featured as one of the leading states in community service in a nationally distributed case study conducted by Youth Service America for the Corporation on National and Community Service. • Is a major player in the National and Community Service Coalition, a group of community service organizations and individuals from around the nation. Members of the Coalition were asked by the Commission on National and Community Service to 14 �provide technical assistance and consultation to federal legislators about the laws and policies that regulate service. • Developed a national model for Youth Voice for the Michigan Youth Progressive Action Council (MYPAC), which represents youth service in the state. • Secured a Youth Engaged in Service (YES) Ambassador who assists youth-service agencies and schools in integrating service learning and community service into curricula, projects, and strategic planning processes. • Participates with Kansas, lllinois, Ohio, and West Virginia, in the Multi-State Interactive Work Group, which examines national service policies and provides recommendations to strengthen state policy formation. Since its inception in 1991, the MCSC has been chaired by Michigan's First Lady, Michelle Engler. As an attorney, Mrs. Engler brings to the MCSC a breadth of expertise and experience; as a citizen, she contributes her deep personal and professional interest and value for service. Mrs. Engler believes in the power of Michigan's citizens and calls on them to solve community problems through public service. She is involved in numerous initiatives that encourage community service and volunteerism, and actively promotes service and philanthropy as the means to improve our communities, our state, and the lives of our citizens. Mr. Frank Dirks assumed the position of Executive Director of MCSC in May, 1994. Mr. Dirks was instrumental in the initial development of the state commission and lends a valuable national perspective to Michigan in the areas of community service and service learning. His wide range of expertise and experience makes him the ideal person to lead and guide Michigan's service movement. 15 �The MCSC is housed in the Executive Office of the Michigan Jobs Commission (MJC), and has worked under an integrated program- management model since Michigan first received its National Commission on Community Service funding. The MJC is a state agency that administers of budget of slightly less than $408 million for social and economic programs. Contract management staff provide administrative support for MCSC, and will negotiate, execute, and monitor contracts to local subgrantees. Participant reporting and data collection staff will capture demographic information on participants and prepare participant management reports. MJC administers the Community Services Block Grant program and, by statute, oversees the Community Action Agencies. The Michigan Department of Labor's Office of Budget, Finance and Administrative Services performs MCSC's fiscal functions, including financial reporting and expense tracking and monitoring. GOVERNOR Sep~ember 12, 1994 Dear Friends of Michigan's AmeriCorps: Today is a great day for service in Michigan--the kick-offfor Michigan's AmeriCorps. Soon members of Michigan's Ameri Corps will be getting things done to meet the important needs of our communities, demonstrating that our greatest resource remains our people. AmeriCorps captures the promise found in all citizens, young and old, who see problems in their communities and work together to solve them. In my inaugural address, I spoke of our challenge to renew and restore our great state. In no small measure, the never-ending challenge of community renewal is met through the commitment of people like you. You are the sparks of renewal each time you volunteer to serve neighbors you may never have met, in communities you may never have visited. You have come together, as have others in communities across the country, in the true spirit of service. Today, we celebrate the beginning of AmeriCorps and reaffirm traditions that we hold so dearly in Michigan--community, volunteerism, and service to others. You may take great pride in the traditions that have compelled you to serve and the great things you will soon accomplish on. the behalf of others. I am very proud of what you will be accomplishing through AmeriCorps. I am equally proud of the many other service and volunteer efforts that are already underway across Michigan. Taken together, the work of senior volunteers, college and student volunteers, youth volunteer corps members, as well as countless others who volunteer each day have helped to make our state a national model for service and volunteerism. As you know, I hold the strong view that community service and volunteerism must ·be supported because they are a proven approach for solving community problems. In 1991, we were one of the first states to establish a commission on community service. Since then, the Michigan Community Service Commission has been working in partnership with young people and seniors, non-profits and foundations, as well as government and business to build community partnerships and increase the opportunities for citizens to serve. The Michigan Community Service Commission is dedicated to helping communities flnd their own creative solutions to local challenges. Under the leadership of my wife Michelle, it has become a national model, and its success has even influenced the federal legislation that created AmeriCorps. Now, almost every state has a commission to oversee its national and community service programs. Just this last summer, with overwhelmingly bipartisan support in the Michigan Legislature, our state set the standard once again by becoming one of the first to establish a community service commission in state law. �Friends of Michigan's AmeriCorps September 12, 1994 Page2 . Michigan is an established leader in service and volunteerism--frrst to recognize the importance of a state commission, frrst to empower youth to become partners in the process of meeting community needs, and first to demonstrate that a state can speak with one voice for citizen service. Michigan's experience contributed to the National and Community Service Trust Act of 1993, and Michigan's service leaders have been called upon to guide the national AmeriCorps program. This summer, with the overwhelming bipartisan support of the legislature, Michigan became one of the first states to establish its community service commission by law. Soon· Michigan's AmeriCorps will open new opportunities for all citizens, especially young people, to solve community problems through service. Michigan's AmeriCorps will help strengthen the work of volunteers already meeting important community needs. Yet there is much to do. We need the efforts of all of you who have accepted the challenge to serve individually, in AmeriCorps, and in all the fine programs that bind together the communities of Michigan. Environmental Problem Solving in Lansing - Serving in Lansing, 40 AmeriCorps Members will join neighborhood residents to plan, implement and evaluate community environmental projects. Activities will include landscaping vacant lots, restoring wetlands, starting community food gardens, monitoring noise and air pollution, assessing soil erosion, and planting in urban areas. Genesee County AmeriCorps Project - Serving in Greater Flint, 25 AmeriCorps Members will reduce the number of children exposed to lead-based paint, increase recycling efforts, ensure access to preventative health services, assist in housing rehabilitation, and develop neighborhOOd safe havens for atrisk youth. Grand Rapids Service Corps - Serving in Grand Rapids, 30 AmeriCorps Members will, in teams, expand the Homework Club, develop an after-school recreation program at a community center, assist in the development of an immunization program for pre-school students, and organize neighborhood cleanups and cultural activities for children. Oakland University - Serving in Pontiac, 40 AmeriCorps Members, in teams coordinated with Pontiac schools, Oakland Probate Court, and community organizations, will enable at-risk youth, including those on probation, to re-enter school and the community. Activities include tutoring and mentoring and revitalizing city parks and community gardens. Rural Strategic Action Initiative - A planning grant developed by the American Youth Foundation in . collaboration with the Department of Social Services and Community Mental Health Services, will create a "rural strategic action initiative" in three western rural counties to prevent family breakdown by developing prevention and support services. Saginaw AmeriCorps- Serving in Saginaw, 40 AmeriCorps Members will work with the Police Department on community policing efforts, serve as youth employment counselors, tutor and mentor in schools, conduct outreach to at-risk youth, be involved in gang prevention activities and develop child care placements. Teams for School Success-Eastern Michigan University - SerVing in Ypsilanti, 32 AmeriCorps Members will serve at Opportunity Centers, located at public housing and school sites, tutoring and mentoring to promote school success and recruiting and training parents and community volunteers to assist children at-risk of academic failure. University of Michigan-Michigan Neighborhood Partnership - Serving in Detroit, 40 AmeriCorps Members will work in collaborative teams with community volunteers to serve pre-schoolers, plan neighborhood watch programs, involve residents in health programs, clean vacant lots, and coordinate crime prevention seminars and housing rehabilitation. �AMERICORPS USA PROGRAMS AmeriCorps/USDA - Fourteen AmeriCorps Members will work with farm families to assess farmsteads for potential pollution problems and provide farm families with information on available technical and financial assistance to address their situation. AmeriCorps Members will in Michigan's six priority watersheds: Lower Grand River, Upper Grand River, Direct Drainage to Lake Michigan, Kalamazoo River, Raisin River, and Pine River. · Environmental Careers Organizataon, Inc.- Working in the Ecology Center.of Ann Arbor, an AmeriCorps Member will research toxic chemical substitutes; interpreting technical documents and data; performing non-regulatory facility evaluations to identify reduction opportunities; and assisting citizen groups in developing "Good Neighbor Agreements" with local manufacturing facilities. National Multiple Sclerosis Society-Bridge to Independence - Seven AmeriCorps Members will support a personal assistance and chore service program, a peer telephone program, and an outreach effort called Project Access: Visibility and Education (PAVE). These programs will help make public and private retail establishments fully accessible to people with disabilities. In addition, Members will disseminate information on the nature of MS and link community members with community resources. Youth Volunteer Corps of America- Seventeen AmeriCorps Members will help develop servicelearning partnerships and organize, lead, and supervise Youth Volunteers in service action that emphasizes school readiness and crime prevention. Each AmeriCorps Member will be part of the national YVCA Leadership Corps and will be based in a local YVC sponsor organization. These direct services run the gamut from employment and training to gap filling supports such as emergency food, clothing and shelter. Funding and regulatory guidelines and on-going monitoring for these services come from some of the following sources, federal: Community Service Block Grant (CSBG), Job Training Partnership Act (JTPA), United States Department of Agriculture (USDA), Community Development Block Grant (CDBG) via the City of Grand Rapids, Federal Emergency Management Assistance (FEMA); state: Michigan Jobs Commission, Michigan Dept. of Transportation (MDOT), Michigan Office of Services to Aging (OSA), Michigan Dept. of Education (MDE), Michigan Dept. of Social Services (MDSS); and locally: City of Grand Rapids (COR), Kent County, Area Agency on Aging of West Michigan (AAA WM), Senior Meals Program (SMP), and several other collaborative relationships. ACSET, a public agency authorized by an Interlocal Agreement between the City of Grand Rapids and Kent County, is governed by a Board of Directors including three city and three county commissioners. Current members include Grand Rapids Mayor, John Logie and Commissioners George Heartwell and Eric Williams and Kent County Chair Kathy Kuhn with Commissioners Patrick Malone and James Talen. The offices of Mayor and County Board Chair are mandatory members, sharing the Chair annually on a rotating basis. ACSET's mission is to create opportunities for economic self-sufficiency for low-income, economically disadvantaged, unemployed individuals and dislocated workers. ACSET was established in 1986 to provide both direct contract services and resourceallocation administrative services through its four major units: Central Administration, Kent/Grand Rapids CAP Division, Grand Rapids Area Employment and Training Council (GRAETC) Division, and the Administrative Services Division. Central Administration consists of the Executive Director, Attorney, Administrative Assistant and Administrative Analyst. The purpose of this unit is to provide immediate support to the Executive Director in legal content, programmatic and internal administrative concerns. The Administrative Services Division consists of four operating units: Financial Accounting, Management Information Services, Facilities and Procurement, and Food Stamps. o The Financial Accounting Unit (FAU) maintains ACSET's books on a fund accounting basis. This provides a segregated accounting of each program's assets, liabilities, revenues, and expenditures. Currently ACSET administers and/or operates approximately thirty programs with differing accounting and reporting requirements, and a multitude of different funding sources. 1 ' �The ACSET budget consists of three components: operating, direct services, and contractor obligations. FAU prepares and monitors ACSET's operating budget of roughly $3,000,000, which is the aggregate of over forty separate program budgets, which are monitored and detailed in monthly reporting to the ACSET Governing Board. ACSET's direct services budget of nearly $1,000,000, accounts for a wide range of services such as job training and placement, housing assistance, and weatherization. Finally, ACSET, as resource allocator for the Kent/Grand Rapids Service Delivery Area (SDA) under JTPA, subgrants over $5,000,000 to appr?ximately twenty delegate agencies that provide direct employment and training services. ACSET maintains numerous oversight responsibilities over subgranted funds. The FAU is responsible for assuring that delegate agencies' accounting systems are sufficient to properly account for ACSET contract funds and provide adequate internal controls to safeguard assets. This is achieved by conducting an annual accounting system certification review of the delegate agencies. During this process books and records, insurance policies, and audits of the agencies are reviewed. ACSET cites deficiencies observed during its review and assists delegate agency compliance with applicable rules and regulations through corrective action recommendations and on-site technical assistance as necessary. ACSET has adapted delegate agency fmancial reporting that is similar to that of the City of Grand Rapids and includes timely advances of contract funds as warranted. Finally, ACSET, through its FAU, procures an annual single audit Any and all issues raised by the single audit and accompanying management letter must be resolved. ACSET is very pleased that since its incorporation very few costs have been questioned and administrative findings made. o The Management Information Services (MIS) unit maintains ACSET's operating procedures. These are manifested in the ACSET Procedures Manual for internal operations and a Contractor's Notebook for delegate agencies. The MIS Unit ultimately produces participant data for analytical reporting and program planning purposes, which is accomplished through computer programming and maintenance, operation and data entry services. o The Facilities and Procurement unit maintains our neighborhood centers and administrative offices in good repair. The unit procures goods and services including insurance and equipment; maintains and negotiates building and vehicle leases; and, is responsible for maintaining an inventory of agency equipment. o The Food Stamp unit administers the Kent County-wide distribution of food stamps under a contract with DSS. Approximately 15,000 recipients are served monthly through distribution centers located at four locations: Sheldon Complex, West Side Complex, Northeast Complex and the North West Kent Human Service Center in Sparta. Additionally, we mail stamps to another 2,000 rural recipients. Though largely a clerical function of inventory control and reporting, the Food Stamp Program has the ability to bring over 13,000 area residents into our neighborhood centers each month, a unique opportunity to advise them on public affairs and assist them in the provision of supportive services. 2 �While responsibility and authority for fiscal and contractual matters ultimately resides within the Governing Board, a unique power-sharing relationship exists for Job Training Partnership Act (JTPA) decision-making. The Private Industry Council (PIC), which is comprised of community, business and labor representatives, shares policy, contractor selection and programming decisions with the Governing Board under the terms of the PIC/CEO Agreement. In most instances the PIC will initiate an issue for review and consideration and then refer it to the Governing Board for its concurrence. The Executive Director and staff take direction from the Governing Board and PIC in all JTPA matters, assisting these bodies in the implementation of decisions and resolution of differences. The section within ACSET that carries out these decisions is the GRAETC Division which consists of the following units: 1) Central Intake Unit, 2) Employer and Client Services; 3);and Grant and Contract Management. o Central Intake Unit (CIU) conducts outreach and recruitment of potential clients, takes applications and determines eligibility, assesses the skills and abilities of eligible applicants, and makes appropriate referrals to available training programs. o Employer and Client Services (ECS) unit operates a variety of projects that provide direct services to clients and employers. Following are the unit's components: ECS staff purchases classroom training on an individual basis as needed by participants, negotiates and writes on-the-job training contracts with area employers who agree to hire our participants, and works with participants to help them find a job directly, without going into a training program. Parents Fair Share Project provides case management services to noncustodial parents who are in arrears on support payments due to lack of employment, helping them fmd a job or to obtain additional education or training to become employable. Veterans Project works with three groups of veterans (recently separated, Vietnam Era and disabled) to place them into training and/or into employment, while receiving additional support services from this project. DSS Assessment Project provides vocational assessment and counseling to MOST program recipients in order to identify realistic employment goals and to develop a specific plan of action. Retraining and Basic Readjustment Services Projects provide training and related services, including stress management and counseling services, to former employees of local employers who have had mass layoffs or are in the process of downsizing. o Grant and Contract Management Unit develops programs, prepares grant proposals and plans, manages those grants, prepares and executes contracts with over twenty delegate agencies for employment and training services, monitors and administers those contracts through a process of regular contact and on-site observation, and is responsible for regular and special reporting on these activities. 3 �This division also administers MOST contracts with Grand Rapids Public Schools, the Salvation Army, and Kent Regional Community Coordinated Child Care, which provide assessment, counseling, support, child care and case management services to participants in the MOST program. The Community Services CK/GR CAP) Division, consists of the following programs: o Neighborhood Centers: our Neighborhood Center system has effectively served Kent County for over 25 years. In order to effectively reach into all Kent County communities, the agency has established three full service centers and a satellite office in Cedar Springs. The full service centers are the Sheldon Complex, the Northeast Complex, and the West Side Complex. The three centers have at least three (3) staff persons and a generous number of volunteers who provide intake, referral and follow-up services; operate emergency food pantries; distribute commodities; provide senior meals, and prepare income tax and home heating tax credit forms. In addition, Administrative Services Division staff distribute food stamps from these three centers. The Sheldon Complex houses the Latin American Service Program, and all GRAETC direct client service programs. Also, on site is the City of Grand Rapids JTPA program, MESC, Kent County Health Department, WIC, Butterworth MOM's Project and Alcoholics Anonymous and Narcotics Anonymous support groups. Annual Thanksgiving Dinner is served to 500 needy people, compliments of Punkin's Catering, and over 1,000 people visit the Haunted House on Halloween. The Northeast Complex hosts an annual Easter Egg Hunt, sponsored by their Advisory Council which involves approximately 1,000 children. The Energy Unit and a Kent County Health Department Health Clinic is also located there. Northeast also works closely with the Butterworth Good Neighbors, a volunteer group, conducting various community-involvement projects. The West Side Complex rents/provides space to and coordinates with Senior Neighbors, WIC, Butterworth MOM's Project and the Kent County Health Department. West Side hosts an Easter Egg Hunt for 300 neighborhood children annually, the Kozal-Polega Thanksgiving Dinner for 400 Seniors, Halloween and Christmas parties for children. Numerous community groups use the neighborhood centers to hold meetings, conferences and public forums. o Latin American Services: This program provides intake and referral to the Kent County Hispanic Community as well as a congregate meals program for Hispanic Senior Citizens. The central staff is located at the Sheldon Complex, but all staff move between Sheldon and the Hispanic Institute where the senior meals program is operated. Meals are provided on-site and reflect the culture of the participants. The meals and socialization activities bring out community residents who generally are isolated by language, custom, and age. Hispanic Senior Citizen Day celebration is an outgrowth of the activities, involvement, and support for LAS' work at the Hispanic Institute. Over 300 people participate in the event which 4 �celebrates the Seniors and supporters of the program. LAS is the point of coordination between a number of different organizations for the annual summer Latinos in Concert event which is held at a park within the City of Grand Rapids. This activity provides a cultural experience in music and crafts and promotes participation from other parts of the State. o Nutrition Services: This program has two major components: 1) Senior congregate meals or home delivered meals, and 2) commodity food distribution. Through the West Side Complex, Northeast Complex, Cedar Springs (and the Hispanic Institute), some 200 daily meals are served on site and almost 185 daily meals are home delivered. ACSET serves 13,500 persons every other month through commodity distribution. Food is distributed through 10 direct distribution sites, 15 sub-sites and 42 food pantries. The majority of these sites operate independently, but under ACSET authority and direction in adherence to federal (USDA) guidelines relative to commodities. o Energy Services Unit: The Energy Services Unit conducts three activities: 1) Weatherization of client homes (funded by MDOUBCS) which provides for infiltration measures that make homes more energy efficient/reduces the amount of energy consumed/reduces cost to the client. The Energy Closet provides instruction on self-help energy measures and minimum materials. 2) Walk for Warmth Utility Assistance (funded privately) provides energy assistance directly to the client, or most commonly, to the client's heating fuel source/utility. 3) The CDBG-funded annual "Paint Spree" program which involves contracted preparation of City-identified homes for painting, which is then completed by teams of volunteers. The Energy Services Unit is housed at the North East Complex. All the weatherization work is done by private contractors. The Energy Unit is provided advice and direction in developing service plans and strategies by the Energy Policy Advisory Council (PAC). The PAC is required by the energy program funding sources and regulations. It includes members who are consumers of services, public representatives, utility providers, and utility assistance program staff from many agencies. The PAC also serves as the Energy Task Force for the United Way Community Needs Committee. o Homeless Housing Program: This program focuses on a coordinative approach to addressing homeless and homeless prevention situations. The Homeless Housing Program emphasizes coordination with DSS and other homeless shelters and service providers in order to offer comprehensive services and permanent housing placements. Services include payment of entrance rent and deposit, emergency food/clothing/kits, transportation, advocacy/intervention and referral to our GRAETC division for employment and training services. In limited cases rental and utility arrearage payments are provided to forestall eviction. 5 �All intake for the CAP programs is performed by neighborhood center staff who complete the applications, confirming eligibility, and transmit payment/service requests to the Project Supervisors for final disposition. The K/GR CAP Division receives its community input via the ACSET (CAP) Advisory Board. The 15 member Board includes balanced representation from the three following areas: public, private and consumers of services. The Advisory Board, which is mandated by state and federal acts, obtains its consumer representatives from the Advisory Councils of our four center/complexes and the Latin American Services program. Purpose The Work First initiative evolved out of the Education for Gainful Employment (EDGE) program which is a component of the Michigan Opponunity and Skills Training (MOST) program. It is designed to enhance the employability of public assistance recipients and enable them to become more competitive in the labor market. Of major significance is the fact that the new program approach seeks to integrate service delivery between the Michigan Department of Social Services (l'viDSS) and federal Job Training Partnership Act (JTPA) delivery networks, with JTPA Service Delivery Areas (SDAs) assuming primary responsibility for service provision. WORK FIRST is expected to broaden the range of employment and training services currently available to Aid to Families of Dependent Children (AFDC) recipients. In addition to increased service integration, Work First is structured to maximize decision making at the local level and to forge new partnerships between SDAs and County DSS offices. B. Scope AFDC clients will be referred by the Kent County DSS to the ACSET SDA for enrollment into the Work First program. The program will initially expose clients to the labor market through a job club which may range from 4 to 6 weeks in duration. Clients will be assigned to an ACSET case manager while participating in the Job Club component who will follow them through the duration of their participation in the Work First program. If the client has not found a job upon completion of the initial job club component, the client will then enter a vocational assessment component where · tests will be administered and evaluated to determine the level of educational and vocational skills of the client. This assessment will culminate in the development by ACSET staff of an Individual Service Strategy (ISS), formerly an Employability Development Plan,which will document the most appropriate course of action for this client towards the objective of unsubsidized employment. The possible courses of action are: additional structured job search; On-the-Job Training (OJT); Classroom Training, occupational or basic skills enhancement; or, other training as deemed appropriate. It should be noted that while this is the general model for client flow, exceptions will be made on an individual basis based on prior participation in MOST. activities or current involvement in employment and training activities. In addition to development of the ISS, ACSET staff will be responsible for referral to the appropriate employment and training component and case management activities to include the provision of supportive services. DSS staff will retain the responsibility for child care payments. Contractors will be responsible for payment of related transportation expenses from funds which will be administered by ACSET and disbursed to Contractors. The Work First participants will be required to participate a minimum of twenty (20) hours per week in one or more program components. Participants who fail to comply with this requirement will be referred back to DSS for possible sanctioning; thus, time and attendance in program components must be documented. Contractor staff may , · have to appear at DSS sanction hearings. Follow-up will be completed on all participants entering employment at 30, 60, and 90 days, and Contractors will be expected to participate in this activity. These were the primary components of our application to the Corporation for National and Community Service. Also included in this mailing is a press release on the $500,000 grant from the Kellogg Foundation for support of the Michigan CARES program. This grant will establish a formal partnership between the Council of Michigan Foundations and the Michigan Community Service Commission. As you may recall from the last commission meeting, this grant will augment the federal funds from the Corporation to develop a national demonstration program. Finally, House Bill 5280, which provides for a permanent commission through statue has passed both the House and the Senate and will be signed into law by the Governor on July 14, 1994. We would like to invite you to the signing ceremony which will be held around the noon hour in Lansing. Final details have not been completed. The Michigan Community Service Commission, in recognition of potential conflict of interest situations, adopts the following policy to guide its work: 1. Members of the Commission are asked to declare actual or potential conflict of interest situations at the start of each meeting where the agenda indicates such a conflict will occur. If a conflict of interest situation develops during Commission discussion, the Commissioner with the conflict is expected to notify the Chairperson. A conflict of interest is defined as a situation where a member of the Commission or their wife, husband, son, daughter, mother, father, brother, brother-in-law, stepbrother, sister, sister-in-law, stepsister, daughter-in-law, mother-in-law, father-in-law, son-in-law, aunt, uncle, niece, nephew, grandparents, step parent, stepchild, or grandchild is serving or has served in the last year as a trustee, officer, director, or employee in an entity which is requesting approval of a grant from the Michigan Community Service Commission or any other family or professional relationship which a Commissioner at his/her own discretion deems a conflict of interest. 2. Any members of the Commission with a conflict will be called on by the Chairperson to explain the conflict. The Commission member will then be excused by the Chairperson while other members of the Commission discuss the application and vote its acceptance or denial as well as other grant applications under the same program. Following action on the grant request, the Commissioner may return to the Commission work. 3. Michigan Community Service Commission members who are unsure about a conflict of interest situation should discuss their concerns with the Chairperson prior to the meeting where the conflict might occur. 4. If this restriction creates a situation in which the Commission does not have enough eligible voting members to achieve a quorum, the Commission may involve the normally excluded member subject to the following conditions: a) The Chairperson will randomly and in a non-discretionary manner select the number of recused members to achieve a quorum; �Conflict of Inter.e st Page2 5. b) Notwithstanding the above, no Commission member may, under any circumstances, participate in any discussions or decisions regarding a grant application submitted by an organization which he/she is or was a4filiated according to the definition above; · c) If. recused members are included so as to achieve a quorum, the Commission must document the event and report it to the· Corporation within 30 days of the vote. In addition, Commission members are restricted from directly assisting organizations of which they are a trustee, director, officer, or employee in preparing a grant application to the Commission. On the one hand, many of you, my colleagues in the office, and most of the people I have met across the state have helped to make me feel so much at home that I feel as if I have been in Michigan for quite some time. On the other hand, with a summer rush of proposals, grant awards, public events, and program planning and development, time has passed so quickly that I feel as if I have just arrived. On one thing my feelings are certain, Michigan is a great place to live. This has been an exhilarating, productive, and rewarding summer for the Michigan Community Service Commission (MCSC). Much has been accomplished and much more planned since the last meeting of the Commission. However, before getting into the details of this report I want to express my deep appreciation for the efforts of a number of special people. First, I wish to thank Ms. Engler for her guidance and energetic commitment to MCSC. Her efforts on behalf of MCSC regularly demonstrate an efficacious combination of public spiritedness and public service. This summer she was the prime mover behind the Legislature's passage of the Michigan Community Service Commission Act (H.B. 5280), which was a model of bi-partisanship passing the Senate 30-2 and the House 105-2. Second, hardly a day goes by when, in some way I don't gain more appreciation for the foundation-laying work of Diana Algra. Her spirit, enthusiasm, and judgement carry on in all that we do. Third, the staff, particularly Mary Estrada, Kyle Caldwell, and Lindy Reurink consistently demonstrate tireless dedication to MCSC and its mission. They make everything that we hope to do possible. Finally I wish to thank you, the members of the Commission. While I did not accomplish my goal of meeting all of you individually before the September 23 meeting, I have had the pleasure of spending time with fifteen members to discuss MCSC's past and future. From every discussion I came away impressed by your commitment and your ideas. We will need that commitment and those ideas in the months ahead. In particular, I would like to thank the members of the Executive Committee for their very special support and guidance. They have helped me considerably in my first months with MCSC. A Division of the Michigan Jobs Commission 0' ~ �Overview At the last MCSC meeting much of the discussion revolved around the package of programs that were to be recommended to the Corporation for National and Community Service (CNCS) for AmeriCorps funding. MCSC approved fourteen programs to go into the package. Two later dropped out. We submitted a final package of eleven programs and one planning grant. As you know, CNCS approved an AmeriCorps grant package for Michigan of eight programs and one planning grant. We were awarded only one competitive program grant in the package. Two issues resulting from MCSC's first experience with AmeriCorps deserve attention. The first, which was discussed at the May 20 meeting, is the need to improve the outreach and selection process for AmeriCorps proposals. The second is Michigan's relative success compared to other states applying for AmeriCorps. After our review of our process for outreach and selection of AmeriCorps programs we have concluded that we can make a number of improvements. On June 23, we conducted a review session for all of the AmeriCorps applicants that were not approved. During that session we reviewed the selection process and provided critiques of their program designs. All of those present indicated that the process we use in the future must be one that educates applicants in program and proposal improvement. We have taken these recommendations to heart. All basic requirements will be clearly enumerated at the front of the application, explained in the text, and listed again as a reminder at the end. All programs will receive a peer review, even those that have obvious disqualifiers or that do not meet basic application requirements. This will make the process programmatically constructive and informative for all applicants. After fmal decisions are made we will conduct a review session for those applicants not approved. We also will institute improvements to our outreach process. Despite a dozen information workshops on AmeriCorps involving more than 300 people, a statewide satellite video-conference, and the mailing of 1,600 application packages, we only received forty-five applications. While these applications represented sometimes large community partnerships, we must find better ways to bring in more people and organizations. Michigan CARES will help us do this in six communities. We have also submitted a proposal to the Charles Stewart Mott Foundation to help us provide intensive technical assistance and organizing in targeted low income communities in Detroit. Organizations in communities like these need special attention and support to develop any large scale sustainable program like AmeriCorps. This proposal is under serious consideration by the Mott Foundation. One very important thing that we must keep in mind is the need to balance heightened community interest and expectations with the availability of federal program funds. Based on current estimates ofFY95 federal funding, we can expect support for roughly four new AmeriCorps programs. We are not going to meet the demand for programs under our formula support. We must be able to direct communities to other available resources. Michigan CARES and the Mott grant, if approved, will help us do this. However, we must better prepare our programs to be more competitive nationally. Michigan did not fare as well as it could have in its competitive AmeriCorps program request in terms of both the number of programs approved by CNCS (one) and the dollar amounts awarded. Three factors contributed to this. One, Michigan does not have a well established base of local corps programs that are easily transferable to an AmeriCorps model. For instance, Maryland, a much smaller state, pooled its local corps programs into a single consortium that was submitted as a competitive proposal. CNCS approved it and granted the consortium $1.8 million. Michigan's entire state package of programs came to $2.2 million. While many states did not receive even a 2 �single competitive award, we could have done better with AmeriCorps especially given that our State Plan was highly rated and we were only one of fifteen states to be awarded a Learn and Serve Community-Based grant. The second factor of course was the effect of the transition of MCSC executive directors. Despite the extraordinary efforts of the MCSC staff, the lack of continuity in leadership, experience, and in such a small office, available personnel hurt us. The third factor returns to the process. By instituting a formal/fmal proposal submission process we limited our ability to effectively guide the final aspects of program development. The program proposals that we submitted to CNCS were basically the proposals that were submitted to us. The states that proved to be most successful with their AmeriCorps packages were those that conducted an initial concept paper review and selection process. Once these states selected the program concept papers, they worked with the program applicants to prepare the final CNCS proposal. In this way they helped refine, focus, and structure more competitive program proposal applications. This is the process model we will adopt for next year. We will disseminate RFPs for program concept papers along with a check list of basic financial and administrative criteria. We will submit them to peer review and MCSC will review and select the fmalists. Once selected we will work with the programs in developing a final federal application. Pro.:ress on Annual Objectives In the State Plan that we submitted to CNCS we enumerated our annual objectives. For the most part, we will refer to these objectives to focus our activities and measure our progress. We say for the most part because we will continue to aggressively pursue opportunities to build sustainable networks and infrastructure whenever they present themselves. In partnership with the Steering Committee, conduct a comprehensive statewide inventory of Kindergarten-Retiree service and volunteer programs and practitioners. We will initiate the inventory process in January 1995. Support Michigan Campaign for Volunteerism in its campaign to increase awareness of volunteerism and work collaboratively to raise visibility of MCSC and its related activities. We have maintained communication with the Michigan Nonprofit Forum and the Michigan Volunteer Center Network. While their plans are on hold, we plan on being active partners. Conduct a review workshop for AmeriCorps applicants not recommended by MCSC for funding. Establish a technical assistance and peer support process to strengthen these programs for future funding possibilities. The review workshop was conducted on June 23, 1994. The technical assistance network is under development in conjunction with Michigan CARES and our statewide Comprehensive Technical Assistance plan. TheTA Plan's completion date is, November 20, 1994. Establish a fund development plan for programs not ·funded by CNCS or MCSC. This is a topic that will require some extensive input from commission members. The Executive Committee may wish to recommend a process for the development of a plan. 3 �Identify directly funded AmeriCorps programs and integrate program planning, training, and implementation activities with those operating in the state. Communication has been underway with AmeriCorps direct programs. We will involve them in training and other statewide events when appropriate. Seek foundation funding support for a targeted program development and technical assistance initiative for small neighborhood and community-based organizations. A proposal for this purpose is currently under serious consideration by the C.S. Mott Foundation. Convene a meeting of state grant makers representing state and local government, corporate foundations, philanthropic foundations, community foundations, and United Ways for the purpose of developing a state strategy paper on sustaining national and community service. February 20, 1995 has been set for this meeting. An ad hoc group of MCSC foundation representatives are guiding the planning for this meeting. Develop a senior volunteer position at MCSC to promote connections among senior volunteer and youth community service programs. An informal request has been made to RSVP for a volunteer. We are in the process of developing a formal request. Launch, with private sector support, an MCSC logo and poster contest for elementary and middle school students. We have modified this to become a recruitment poster for middle and high school age volunteers. We believe that this will complement the attention on the older-aged AmeriCorps program. We mailing application packages to schools across the state on September 20 (see attached). We have also adopted with the authorization of the Executive Committee a new logo design (see attached). We will have a new logo banner at the September 23 MCSC meeting. Double the number of citizen respondents to the Community Service Awards Program and create AmeriCorps program and participant categories. The awards dinner will be held in April of 1995. We hope to have a final date set by the September 23 meeting. We will mail applications on September 27 and actively promote the recognition program through our state network. Select six communities for the Michigan CARES program and provide training and technical assistance for community-based planners. The six communities have been selected. They are Grand Rapids, Marquette, Alpena, Flint, Detroit, and Muskegon. We will conduct, in cooperation with the Council of Michigan Foundations, a two-day organizing conference on November 14-15, 1994. Develop and implement a state model for AmeriCorps training and technical assistance. The final training plan will be completed be November 20. We submitted and were awarded an interim TA grant application for $10,000 based on our preliminary design. Identify and recruit staff and volunteers from the AmeriCorps programs to serve as state peer technical assistance consultants. We have conducted three meetings of Michigan's AmeriCorps program directors. We have established common program development expectations and a base for a strong peer TA network. 4 �Coordinate and consult with MDE on Learn and Serve America grant making. We were awarded $138,00 by CNCS for our Learn and Serve America Community-Based grant We are in the last stages of finalizing an interagency agreement with the Michigan Department of Education to support and share half the time of the Learn and Serve America School-Based coordinator. This will enable us the closely coordinate grant-making and program development and training. We will have a unified development plan completed by November 1, 1995. In cooperation with the Michigan Service-Learning Council, develop common service learning training elements that can be shared among AmeriCorps, higher education, and Learn and Serve America programs. This is currently on hold pending resolution of internal planning issues of the Service Learning Center. Integrate where possible the MYPAC/CMF youth action council "Youth Voice" project with Michigan CARES communities. Completion for this will be contingent on the individual community plans. This remains one of the operating assumptions of the CARES process. Conclusion On September 12, 1994, President Clinton kicked-off the first year of AmeriCorps. We held a kick-off of Michigan's AmeriCorps in Lansing to coincide with activities nationally. Even though none of our AmeriCorps programs are operating with corpsmembers, we had a great turn-out with very good press coverage (agenda and clippings included). Thanks to the wonderful support of Stan Stewart and his staff, we had more than 350 people attend. Throughout the fall and early winter each of Michigan's AmeriCorps programs will hold their own launch ceremony at which their corpsmembers will take the AmeriCorps pledge. We strongly encourage you to take part in these activities. We have enclosed a launch calendar for Michigan's AmeriCorps programs. We can be proud of what we have accomplished, but we have much to do. MCSC will operate with a combined grants and administration budget of roughly $3.2 million in FY95. (We will make available the precise breakdown by program and administration in the December 2, 1994 MCSC report.) This current level of federal and philanthropiC funding provides a unique opportunity for MCSC. We cannot be certain that these current levels of support will last more than a few years. We must make every effort to capitalize on this rare chance to direct resources to build a unified sustainable infrastructure for service and volunteerism in Michigan. Community service provides a means for tapping the idealism and energy ofyoung people to develop leadership skills, meet community needs, and generate a strong sense of civic responsibility. The GRSC, in cooperation with community and neighborhood organizations, develops and implements service projects in order to build a stronger community. The Corps will work with the neighborhood residents building upon their strengths and assisting with identified needs. The projects undertaken by The Corps will have a direct impact on the community, be highly visible within the neighborhood, and be done in collaboration with community and neighborhood organizations. A typical day begins with physical training at Calder Plaza followed by "Good Morning, Grand Rapids!" which is a time for Corps Members to discuss world, national, and local issues. The Corps then fans out in teams to begin their work within the community. The GRSC will work to impact children in neighborhoods beset by disproportionate poverty, unemployment, and illiteracy. Activities include tutoring, recreational programs, conflict resolution programs, repair and restoration of lJousing, and support of integrated services within community centers and health organizations. At the end of each day Corps Members reflect individually and as a group on the accomplishments, observations, and experiences of the day. The participants in the GRSC reflect the economic, ethnic, and educational diversity of the Grand Rapids community. Corps Members will be recruited from all areas of Grand Rapids through nonprofit organizations, neighborhood associations, churches, youth groups, colleges, universities and high schools. Prospective Corps Members are part of a complete application and interview process that ensures their understanding of and commitment to the mission and goals of the Grand Rapids Service Corps. The GRSC helps young adults gain the skills and confidence to become actively engaged in our community as both thinkers and doers. Coupled with the service projects is an educational component. The GRSC will collaborate with area educators and businesses to provide college and career advising, career development activities, life skills training, G.E.D. and basic education classes. All Corps Members receive a minimum wage living stipend and a $4,725 educational award upon completion of the program. The GRSC began in June of 1994 with an 8-week pilot program. Fifteen Corps Members were involved in a variety of activities with over 400 children living in our city. The Corps expanded to 30 Corps Members in October. These Corps Members have committed a year of their lives to serve our community. Kelle Young Kelle is strongly committed to service because she believes that the residents of a community have an obligation to care for it. Kelle is 20 years old and grew up on a farm in Hastings. She moved to Grand Rapids to attend Grand Rapids Baptist College and has been involved in service activities since she arrived. She became a Corps Member to gain more experience and a better understanding of the children living in the inner-city. Kelle's energy and enthusiasm have given the children in the Coit neighborhood a strong role model. Kelle will be involved in the Grand Rapids Service Corps Year Round Program. Wei Ye Wei is a graduate of Grand Rapids Christian High School and has completed his freshman year at the University of Michigan where he is majoring in biology. Wei is 19 years old and lives in Kentwood. Through The Corps he has achieved the satisfaction of "knowing I did something to help other people." Wei used his excellent organizational skills planning and implementing neighborhood revitalization projects at Creston Plaza. His favorite parts of The Corps are serving the community, earning the scholarship, and meeting new friends. �Marvin Trotter Marvin is 18 years old and grew up in the Baxter neighborhood. Marvin was referred to us by his counselor who has assisted him with his living situation as his parents have been unable to support him. He became a Corps Member because he "wants to show kids that just because you are at the bottom you don't have to stay there--with hard work and concentration you can be on top." Marvin will receive his G.E.D./high school diploma as part of the Year Round Program. He likes being a Corps Members because "I have done stuff I never dreamed of doing before." Sekou Smith Sekou believes that being part of an urban peace corps is what "my service back to this city is all about." Sekou is 22 years old, grew up in East To~ and now attends Jackson State University. He has dreams of completing law school at Notre Dame or Tulane. Sekou's drive and determination assisted The Corps as they organized and executed activities in the Baxter community. The best part of being a Corps Member has been "meeting so many people who are genuinely committed to helping out just because they know it is needed." Sekou plans to give a year of service to the Grand Rapids Service Corps upon graduation from Jackson State. D'mitria Morales D'mitria is a 19 year old graduate of the Grand Rapids Public Schools Community Education program. She plans to continue her education at Grand Rapids Community College after completing the requirements for the Year Round Program. D'mitria is proud of her background--being halfNative American and half Hispanic--and shared many of her cultural traditions with the Corps Members. D'mitria became a member of The Corps "to see my community look better and to see kids having constructive fun." Lisa Kolthoff Lisa is a 23 year old single mother of two. She moved to Grand Rapids from Chicago two years ago and now is interested in being involved with positive work in our community. She wanted a chance to meet new people from different backgrounds, develop her leadership skills, and help children by showing them a positive outlook on life. Lisa's openness with fellow Corps Members allowed her to share her Hispanic culture--including music, dancing and cooking. Her favorite parts of The Corps are "new friends, building self-esteem, team work, and helping people." Lisa is interested in being a part of the Year Round Program. �GRAND RAPIDS SERVICE CORPS CAPSULE OF SUMMER PROJECTS The following paragraphs will give you a "taste" of the Grand Rapids Service Corps summer activities. You will see that Corps Members have been involved in truly valuable work in the neighborhoods and the community of Grand Rapids. The project is a partnership between the Michigan Community Service Commission (MCSC) and the Council of Michigan Foundations (CMF). Michigan CARES will: 1. Spark the spread of innovative and self-sustaining service programs. 2. Build strong community partnerships to support proven programs. 3. Foster the development of comprehensive community plans that meet community needs through service and volunteerism. 4. Integrate the best practices of service and service learning into community-based programs. In a community Michigan CARES is a planning model that will develop and enhance service projects. Michigan CARES will strengthen relationships among community organizations, schools, business, local governments, and community foundations. The Michigan CARES model will integrate community service by: • building and strengthening partnerships, • refming resources and activities to eliminate duplication and redundancy, • inviting all local interests to become involved in bettering their communities through service, • developing a model for service that is designed and driven by the community. Across the state, Michigan CARES will establish a network among the participating communities that will strengthen relationships through peer-to-peer support. Michigan CARES is a unique collaborative effort between the Michigan Community Service Commission and the Council of Michigan Foundations that demonstrates the potential of public/private partnerships. MCSC's mission is to enable citizens to engage in public problem-solving through service and volunteerism. Consistent with that mission, the Michigan Community Service Commission will provide technical assistance and overall coordination of the project. The mission of the CMF is to increase and improve philanthropy in the state of Michigan by providing the means for regular exchange of ideas, experiences, information and expertise among Michigan grantmakers. In service of that mission, the Council of Michigan Foundations will serve as convener of the foundation network, as well as provide coordination of community grants. The local community foundations will serve as community strategic planners, and handle fiduciary responsibilities for the communities. Aimed at providing independent living assistance, youth will overcome isolation from their community. Communities will realize the resources these youth offer. The network "circles" will include a volunteer big brother/big sister for each five youth. Through, among other activities, weekly empowering excursions for the youth into the community, selfdetermination will be increased while relationships are being developed. Participants will be provided with a rich leadership experience. Communities will become more responsive to people with developmental disabilities. AmeriCorps Oakland, Oakland University The Oakland AmeriCorps will provide alternatives to youth crime and violence through tutoring, mentoring, positive after-school and weekend recreational activities, enrichment programs, community service jobs, workshops for skill and character building, as well as camp programs and family participation activities. Youth will become better citizens with improved educational achievement and reduced dropout rates. Oakland University students and professionals will provide technical and human resources to assist youth and develop a model for mobilizing local organizations to work together to promote citizenship and positive social change. Saginaw AmeriCorps, United Way of Saginaw County The program will address Public Safety. Young people will be trained to function as community service police cadets, outreach workers, tutors and mentors. Efforts will be focus on neighborhoods, schools, families, and young people who need additional support. �AmeriCorps: Teams for School Success, Eastern Michigan University The program will serve the two hard-pressed communities of Ypsilanti and Willow Run. Community partnerships and educational models have been developed to promote school success for children. The problem is a lack of volunteers and resources for children and safe learning programs. AmeriCorps teams will work with parent and community members to provide tutorial and educational support for children in a safe environment. The programs will enable the community to serve over 400 children, while also providing training to program participants through a free three credit course, "Volunteerism, Community, and Citizenship." Genesee County AmeriCorps, United Way of Genesee and Lapeer Counties Through a coordinated collaborative effort using an innovative systems approach, this program will undertake service activities which address all four priority need areas. Seven community based organizations will join forces to undertake projects to address such needs as public awareness regarding lead poisoning, lack of public awareness regarding solid waste build-up and the need to recycle, lack of community-based primary health care services for indigent and lowincome people, lack of sufficient volunteers to assist sweat-equity home ownership programs, lack of minority and handicapped involvement in volunteer law enforcement efforts and lack of afterhours safe havens for youth at risk of gang involvement Grand Rapids Service Corps' AmeriCorps, Grand Rapids Service Corps Beginning with a summer of service in June 1994, September will begin a full year program which will tap the idealism and energy of young adults to develop leadership, meet community needs and generate a strong sense of civic responsibility. Service-learning activities in a highly structured program will address school success, community revitalization, neighborhood environment and crime prevention. The corps will work with residents building upon their strengths and assisting with the needs identified by the neighborhood residents. �The Michigan AmeriCorps Community Service Program, Regents of the University of Michigan The program is a unique partnership between the University of Michigan and the Michigan Neighborhood Partnership. It will create community service teams composed of participants from community based organizations and from five graduate professional schools to address educational, public safety, human, and environmental needs in Detroit and other areas in the state. The program will create a unique partnership to lead the program which will enable participants to develop knowledge, skills, and a commitment to service; will have demonstrable community results; and will facilitate a public university serving communities in ways which strengthen service-learning and complement its educational objectives. Environmental Problem-Solving AmeriCorps, Michigan State University Multiple environmentally-related projects will be undertaken using the community development strategy, which is grounded in the philosophy of local self-help, grassroots leadership and program sustainability. Students, providing applied science expertise, will collaborate with neighborhood residents to undertake, complete and sustain community-identified environmental projects. Rural Strategic Planning Initiative, American Youth Foundation Through a planning grant, the American Youth Foundation will work with the Michigan Department of Social Services and Community Mental Health Services in a tri-county rural, highneed area to strategize to alleviate the high number of children living in poverty. This developmental process will unite service providers, and at least 60 consumer representatives in creating and committing to a viable AmeriCorps role in the region. Welcome and Introduction- Terry Pruitt The meeting was called to order at 10:15 a.m. by Commissioner and Vice Chair Pruitt. Commissioner Pruitt welcomed the Commission members and thanked Commissioner Drake and Commissioner Muir for hosting the meeting. II. Presentations by Commissioner Beverly Drake and Commissioner James Muir. Commissioner Muir introduced Mayor John Logie. Mayor Logie talked about what Grand Rapids is doing in the community service field He also talked about his experience in the Navy and the work of the Civilian Conservation Corps back in the 1940's. Commissioner Drake welcomed everyone and gave a brief overview of the ACSET program. Commissioner Drake introduced Mary Moomaw from the Grand Rapids Service Corps who talked about the Grand Rapids Service Corps work this past summer. Commissioner Drake then introduced Diana Sieger from the Grand Rapids Foundation. Ms. Sieger talked about the Foundation and what they are doing in the field of community service. Commissioner Muir introduced Linda Lark from the Retired Senior Volunteer Program (RSVP) in Grand Rapids. She gave a brief overview of the RSVP program. Mr. Dirks introduced the Michigan Community Service Commission staff and gave a brief overview of each staff members responsibilities. III. Review of Minutes of March 23, 1994, and May 20, 1994 - Terry Pruitt A motion was made by Commissioner Orosz to approve the March 23, 1994, minutes; Commissioner Neelis seconded the motion, and the minutes were approved. Another motion was made by Commissioner Williams to approve the May 20, 1994, minutes; Commissioner Muir seconded the motion, and the minutes were approved. IV. Committee Reports A. Executive Committee- Terry Pruitt Commissioner Pruitt talked about the Executive Committee meeting. He explained that the Executive Committee had approved the AmeriCorps application. He also mentioned that the Executive Committee had worked with the Commission staff in the development of a new logo for the Michigan Community Service Commission. B. MYPAC- Sarah Riley Commissioner Riley explained that MYPAC (Michigan Youth Progressive Action Council) is having a meeting this weekend (September 23, 24, and 25, 1994); and if any Commissioners would like to attend the meeting would be held at Michigan State University, Mason Hall, East Lansing. She explained that MYPAC wanted to discuss the group's direction and what they want to accomplish in the next year. This meeting will also be a good-bye retreat for MYPAC members who have ended their terms. 1 �Mr. Dirks explained that the Commission had been approved to receive another YES Ambassador from the Points of Light Foundation. Mr. Dirks explained that the Commission would be interviewing on Monday, September 26, 1994, for a new Ambassador. He hoped that the new Ambassador would be able to start the first week of October. Commissioner Riley asked that everyone give Sam Singh a hand for all the hard work he has done for MYPAC. c. Recognition Dinner/Poster Campaign - Frank Dirks Mr. Dirks explained that the Recognition Dinner will be tentatively scheduled for April 24, 199C Mr. Dirks explained that we are trying to tie it together with National Voluflteer Week. Mr. Dirks explained the Poster Campaign. He explained that it was targeted at 7th through 12th grade youth to develop a poster and slogan to promote service and volunteerism. The winner of the poster contest will be recognized at the Recognition Dinner. The Commission will have the posters printed and sent out to all schools in the State and public agencies in Michigan. Little Caesars also agreed to have the posters in their stores. This should help awareness of service in the youth of Michigan. Dirks thanked Commissioner flitch-Murray for her help in getting the support of Little Caesars, the Tigers, and the Red Wings. V. Informational Items A. W. K. Kellogg Foundation and Michigan CARES- Joel Orosz Commissioner Orosz explained the Kellogg Foundation's support for the Michigan CARES program. Commissioner Orosz introduced CARES Coordinator Lamont Clegg. Mr. Clegg explained the program and talked about the six communities under CARES. The six are in Alpena, Flint, Grand Rapids, Detroit, Muskegon, and Marquette. Mr. Clegg explained that there will be a CARES conference on November 14 & 15, 1994, in Lansing. B. Mott Foundation - Frank Dirks Mr. Dirks provided an update on the Mott Foundation grant. He explained that the grant had been approved, and he thanked Commissioner Blyth for his support. C. CNCS- Frank Dirks Mr. Dirks gave the Commissioners an update of what is presently happening with the Corporation for National and Community Service. Commissioner Muir discussed the idea of getting an RSVP volunteer in the Commission office. Mr. Dirks indicated that an RSVP volunteer could help intergenerational program outreach and development. 2 �Mr. Dirks explained that the Commission would be paying for half of Elaine Gordon's salary so that she can work totally on service learning. Commissioner Dombrowski asked whether the Commission was interested in seniors working with youths in communities. Commissioner Pruitt asked Mr. Dirks to send a one page description on the Mott Foundation proposal to all Commissioners. Mr. Dirks explained it would be attached to the minutes for their review. Commissioner Williams expressed her appreciation to the Commission for all their continued support VI. Executive Director's Report - Frank Dirks Mr. Dirks gave an overview of what has been happening with AmeriCorps. He explained that we have been working with the Corporation to get all the budgets and work plans done for the AmeriCorps programs. Mr. Dirks also gave an overview of what the Corporation is expecting from the Commission for this year and next year. He also elaborated on his written report. Vll. Action Items A. 1995 Meeting Dates- Commissioner Pruitt Discussion was made on the proposed meeting dates for the 1995 Commission meetings. Commissioner Pruitt asked for Commissioners to volunteer to host a 1995 meeting. Commissioner Dombrowski volunteered to host the February 24th meeting, Commissioner Brandell volunteered to host the May meeting with the date changed to May 19, 1995, Commissioners Langston volunteered himself and Commissioner Johnson to host the August 25th meeting, with Commissioner Orosz to host the December 1st meeting. Commissioners approved the Executive Committee meeting dates as proposed. B. Retreat Date Schedule for March 10-11, 1995 Discussion was made regarding the retreat, and everyone agreed that the date was fine. Retreat to be held at Belmont Inn in Albion. C. Steering Committee Role - Mike Tate Commissioner Tate made a motion that the Steering Committee be made a Standing Committee of the Michigan Community Service Commission. The motion was supported by the Commission. Commissioner Williams asked for an overview of what this Committee is responsible for. After discussion on the responsibilities of the Committee, the Commission endorsed and approved the name change to Staff Advisory Committee to the Michigan Community Service Commission. 3 �D. Standing Committees- Terry Pruitt Commissioner Pruitt asked everyone to sign and return their Standing Committee preferences to Mary Estrada at the end of the meeting. Commissioner Pruitt also asked Commissioners to sign their Conflict of Interest forms and return to Mary Estrada Commissioner Pruitt informed the Commission that the changes that were agreed on at the previous meeting had been changed on the operating procedures. Commissioner Williams made a motion to approve the operating procedures as amended with Commissioner Nethercut seconding the motion. VIII. New Business A. Long-Range Planning- Mike Tate Commissioner Tate explained that even though the Commission has had a great year, we need to look at long-range funding. He explained that he felt that we should look at the State for additional funding. The Commission needs to look for a broad funding source. It was decided that we need to write a proposal to give to the Governor before next March if we are looking for funding in 1996. It was also discussed that we need to look for sustainability and partnerships. Commissioner Pruitt made a motion to give the authorization to the staff to initiate a process that would bring us forward toward a long-term plan that would include elements of sustainability, include partners in the process, and would serve as our blueprint for action as a Commission over the next three years. Commissioner Orosz seconded the motion. Commissioner Nethercut asked how the Fund Development Committee fit into this motion. Mrs. Engler gave a brief overview about the long-term planning motion. B. AmeriCorps Launch Coverage -Frank Dirks Mr. Dirks informed the Commission that there had been two changes on AmeriCorps launch dates from the original list that was sent to the Commissioners the dates on the Planning Grant and the Grand Rapids Service Corps. Mr. Dirks then asked Commissioners to attend their local launches if at all possible. Mr. Dirks gave a short overview on all the AmeriCorps programs. Mr. Dirks expressed his thanks and appreciation to Commissioner Pruitt for all his help at the Michigan AmeriCorps kickoff on September 12, 1994. C. New Commissioners Orientation - Terry Pruitt Commissioner Pruitt explained that the Commission should do some orientation for new members. Motion was made by Commission Williams and seconded by Commissioner Gaines and approved to have the staff put together an orientation meeting. Commissioners expressed the need for new and updated materials with a glossary of terms and their acronyms. It was felt that an Open House at the Commission office would be appropriate. 4 �Mrs. Engler talked via conference call and thanked Mr. Dirks and the Commission staff for all the hard work they have been doing for the Commission. Mrs. Engler also thanked Commissioner Pruitt for all his help and for standing in for her as the Chair of the Commission. Chairperson Engler informed the Commissioners that anyone whose term expires in October would be asked to be reappointed as Commissioners. Chairperson Engler also informed the Commissioners that the Commission is still looking for a native American to serve on the Commission. IX. Public Comment Commissioner Pruitt announced that the next meeting will be in Detroit on December 2, 1994, and will be hosted by Commissioner Ilitch Murray. Commissioner Tate made a motion to adjourn the meeting, and Commissioner Langston seconded the motion. NAME & LOCATION The name of the Commission is: "Michigan Community ·service Commission" (MCSC). The Commission was created and placed within the State of Michigan Department of Labor by Executive Order #1991-25 and recently transferred to the Michigan Jobs · Commission by Executive Order 1993-24. 2. 3. PURPOSE A. The MCSC is committed to supporting community service activities statewide and promoting the ethic of civic responsibility. B. The commission and office encourages the effective coordination and channeling of . voluntary and community service activities in order to improve the quality of life for the citizens of Michigan. MISSION The mission of the MCSC is to encourage community service/volunteerism as a means of community/state problem solving and to promote and support voluntary involvement in government and private programs throughout the state. 4. GOALS 1. 2. Encourage and enable persons from all walks of life and from all age groups to perform constructive volunteer services; Promote communication and collaboration between public, private, and non profit . volunteer programs in the State, and between the State and the private sector's .initiatives in meeting human, educational, environmental needs; 3. Collect, maintain and share information on private initiatives, community partnerships and creative solutions undertaken by businesses, foundations, voluntary organizations, religious institutions and other private sector groups in the State, in order to promote their broader use; 4. Provide, or arrange for the provision of, training and technical assistance to public and private organizations engaged in volunteer recruitment and programming; 5. Develop, implement and maintain a state plan for public recognition and support of individual volunteer efforts and successful or promising private sector initiatives and public/private partnerships which address community needs; 1 �6. Serve as the state's liaison to the Commission on National and Community Service and to other appropriate national and state organizations which relate to the Commission mission; 7. Facilitate the publishing of material concerning the field of community service/volunteerism, and distributing this information broadly; 8. Review the laws and rules of the state of Michigan, and propose4 changes therein, to determine their impact on the success of volunteer activities and programs, and recommend such changes as seem appropriate to ensure the achievement of the goals ofthe Commission.· - The Comrilission will seek to collaborate with all appropriate individuals, agencies, and organizations in meeting each goal. 5. MEMBERSHIP The Governor shall appoint a 25 member commission. Term of appointment shall be 3 years, except that of those members initially appointed. The Chairperson of the Commission shall be appointed by the Governor and voted on by the Commission for a limited term of three years . . Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 6. COMMISSION STAFF The Commission staff shall be composed of an Executive Director and other staff as required to carry out its mandates. The Executive Director of the Commission shall report directly to the Governor and to the Commission. 7. DUTIES OF OFFICERS The Commission Chairperson shall preside at all meetings of the Commission. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 2 �8. EXECUTIVE COMMITTEE The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. The Executive Committee will function as a facilitating committ~ to assist the Chairperson, as-necessary, in c3rrying-out the mission of the Commission. 9. STANDING COMMITTEES The following standing committees shall be established to assist the commission in carrying out their duties and responsibilities: a. b. c. d. e. 10. Youth Body Evaluation Recognition Community Collaboration Fund Development MEETINGS OF THE COMMISSION The full Commission will meet as needed to carry out its mandate with a minimum of 4 meetings per year. A Commission meeting is in session when at least a quorum of the membership is asse~bled for that purpose. A quorum shall be a simple majority of the Commission serving. 11. REPORTING REQUIREMENT _On an annual basis the Commission will prepare a report to the Governor which describes its activities during the preceding year and makes recommendations to the Governor.
