It is an organization that is near and dear to my heart and soul. Thank you also for your concerns about our Board meetings. I am pleased to report to you that we have scheduled the two required meetings for March and October in 2003. Apparently, Julie, September and December dates have been difficult for many of our Trustees. The meetings in 2003 are schedule for March 27 and October 16. That should help attendance next year. Julie, I know it seems at this point in our campaign like a formidable task to reach our goal. However, I do want to encourage you to maintain that wonderful optimistic spirit you exhibit in all of your volunteer work. I can tell you we will reach our goal. I have spoken to Ed Blews and Sam Singh about the possibility of the Michigan Nonprofit Association contributing approximately $1,300,000 from two volunteer endowments to the ConnectMichigan Alliance Endowment Campaign. While this cannot be made public, both Ed and Sam are preparing a request to be presented to the MNA Board. In fact, Sam and Ed will be meeting with the Executive Committee this week and hope to take this request to the entire MNA Board at their December 17 meeting. If this contribution is approved, and knowing that we will receive some level of support from DaimlerChrysler, our potential for success is high. Considering the economy and the nature of this campaign, what you, Michelle and Bill have done is absolutely impressive. I commit to you that if you stay engaged we will be successful. With the recent emergence of the ConnectMichigan Alliance (CMA), our program activity in volunteerism has decreased substantially as CMA has begun to take on those initiatives. Because all of our funds revolve around volunteerism, the MNA Board of Trustees has discussed changing the beneficiary from our organization to the ConnectMichigan Alliance. On December 17, 2002, the Michigan Nonprofit Association Board of Trustees unanimously approved to transfer the beneficiary of the George W. Romney Fund for Volunteerism in Michigan (including the MNA-Michigan Campus Compact Fund) and the Russell G. Mawby Fund for Youth Service and Volunteerism from the Michigan Nonprofit Association to the ConnectMichigan Alliance Campaign with the following provisions: 1. If the ConnectMichigan Alliance were dissolved, the funds beneficiary would be returned to the Michigan Nonprofit Association. 2. As the proceeds of the two funds are utilized by ConnectMichigan Alliance, appropriate recognition will be provided to Michigan Nonprofit Association. 3. Both Funds would remain under their current names and the documents that outline their use will be fully honored. ConneclMichigan Alliance (CMA) handles the volunteerism mission of MNA, being the purpose of the two current MNA funds, and with this transfer to CMA the funds will be eligible for match under the $ 10 million match grant from the State of Michigan to build this fund for benefit of volunteerism hi me State. The USA Freedom Corps should reflect this reality. • States and local communities have developed strong public/private partnerships through service and volunteerism that can be utilized. The USA Freedom Corps should target these partnerships as potential models and structures • Communities are best able to define their needs, strategies and solutions. The USA Freedom Corps should provide adequate resources for communities to plan, collaborate and create innovative programs and partnerships that target national imperatives with local long-term solutions. • Homeland security and community service require a strong local "infrastructure" to implement and support local efforts (i.e. Vounteer Centers, K-12 and Higher Education, National Service, etc.). The USA Freedom Corps must invest in this "infrastructure" as a means of delivering quality programming in a cost effective manner. Recommendations: 1. Allow states and local communities to help define what constitutes "homeland security" and the role(s) volunteer centers, higher education institutions, national service and other volunteer programs can play in ensuring the safety of our communities. 2. Provide the lion's share of the resources for implementation of the Citizen Corps and USA Freedom Corps programs generally (except Peace Corps) to states and local communities based on their needs and plans. 3. Make the resources flexible so that governors, mayors, community leaders and local citizens can innovate. Red tape and overly cumbersome national requirements can stifle creativity. 4. Use states and local communities as incubators for solutions much as the government has done for welfare reform, education, workforce development and other human services programs. 5. Strengthening and Investing in Michigan Communities A partnership of: Michigan Campus Compact, Michigan Community Service Commission, Michigan Nonprofit Association, Volunteer Centers of Michigan �ConnectMichigan Alliance Narrative Update 2001-2002 The mission of the ConnectMichigan Alliance (CMA) is to promote and strengthen a life-long ethic of service and civic engagement through the support of community building initiatives. By creating a $20 million endowment, through private and community foundation contributions, as well as a $10 million challenge from the state of Michigan, CMA's mission will be forwarded into perpetuity. Since its inception in 2000, CMA has housed two long standing and successful programs: Michigan Campus Compact (MCC) and Volunteer Centers of Michigan (VCM). These two programs were an obvious fit into the partnership of CMA, based on their own missions and visions. Through the leadership of ConnectMichigan Alliance, these programs have accomplished the following over the past year: Michigan Campus Compact: Michigan Campus Compact promotes the education and commitment of Michigan college students to be engaged citizens, through creating and expanding academic, co-curricular and campus-wide opportunities for community service, service-learning and civic engagement. Through their partnership with the ConnectMichigan Alliance, MCC has been able to advance this mission by providing grant opportunities to students, faculty and staff at their thirty-four member campuses throughout the state of Michigan. Additionally, MCC has joined forces with other state Compacts to form the Midwest Collaboration (MWC). The MWC is currently involved in the "Raise Your Voice Campaign: Student Action for Change". The disengagement of America's youth has serious implications for their ability to address public issues for the future of democratic politics. Increasing student civic engagement is at the core of Campus Compact's mission, as well as the mission of CMA, which focuses on "the civic purpose of higher education." Through this initiative, Michigan Campus Compact will call upon the talents and energies of students to participate in the renewal of American democracy. The goals of the campaign are: Increase student involvement in public life; Highlight and document student civic engagement activities; and Empower students while making civic engagement central to student learning. MCC, with CMA partner the Michigan Community Service Commission, has co-sponsored the Institute on Academic Service Learning each winter at a member campus. This year's institute is scheduled for February 13-14 at Central Michigan University. Last year's Institute was a great success. Faculty and Staff from around the state and country attended, with over 300 persons learning from the programs and events. Attendance rises every year. Two keynote speakers, Dr. Barbara Holland and Dr. Jim Kilsmeier, kept the group challenged and engaged. MCC offers a Service Learning Camp at the beginning of the academic calendar, for all students, and Service Advisors, of the MCC member campuses. On September 27-29, 2002, Michigan Campus Compact (MCC) held their annual Service Leadership Camp at Camp Manitou-Lin in Middleville, MI. This camp allowed 112 college students and advisors from 18 member campuses to come together to participate in planning and learning about community service, service-learning and civic engagement as a part of their education, and how they can take their experiences back to their campus and put them into action. Michigan Campus Compact (MCC) annually hosts the 2!/2-day training for teams of college students and their advisors from across the state who are interested in community service and service-learning in higher education. The MCC Service Leadership Camp: Provides an environment and opportunity for team building among campus teams; Encourages informal networking and coalition building among those with a common interest in community service on their campus and across the state; Assists teams in meeting their specific needs during "team time". This time can be used for creating an action plan for the year to come, program planning, organizational development, and more; Explores important components of service/service-leaming, civic responsibility and leadership through interactive workshop sessions. Highlights of this year's Service Leadership Camp included keynote presentations from Daniel Caron on "Original �Play" and Johnnie Tuitel of the Alternatives in Motion organization on "Handicapitolism: The Power of Human Spirit". Students also participated in content session including Leading Lives of Commitment, Student Advocacy, and Fundraising Through Creative Thinking. Additionally, MCC is a sponsor of colloquiums and forums throughout the year on Service-Learning and Civic Engagement. MCC also sponsors many annual awards for faculty and staff, as well as students, on their member campuses. The Faculty Staff Service Learning Awards are held each year in conjunction with the Institute on Academic ServiceLearning. In addition, MCC holds the Outstanding Student Service Awards in the spring of each year. Recently, MCC was awarded a grant to implement the Jimmy and Rosalyn Carter Campus Community Partnership Award in the state of Michigan. This award will highlight the importance of long lasting, dynamic campus community collaborations and will carry a cash award to both the campus and community partner. MCC is one of only two grants given this year and, along with Minnesota and Massachusetts, will pioneer the award outside of Georgia. Volunteer Centers of Michigan The mission of VCM is to strengthen existing volunteer centers, to provide leadership in developing new centers, and to promote and strengthen volunteerism statewide. Through their partnership with CM A, VCM has been able to provide their 34 member Volunteer Centers with support that is unmatched in the state. VCM has been instrumental in providing advocacy training and guidance to their membership. This allowed the VCM member Centers to remain involved in the advocacy of federal funding of the Volunteer Center National Network through appropriations under the Citizen Service Act. Issues closer to home were determined by the membership to be of highest priority for public education and advocacy efforts. These opportunities allowed VCM to construct legislative priorities as follows: 1. Support, protect and expand Michigan's Volunteer Investment Grants. 2. Advocate federal reauthorization process under Citizen Service Act of 2002- including first-time appropriation to Volunteer Centers National Network. 3. Generate operating dollars from local and state levels. 4. Create tax incentives for corporate and individual volunteers. 5. Increase tax incentives (tax credits) for donations to aU_501(c) (3)'s. Additionally, VCM is sponsoring a statewide program involving all member Volunteer Centers (34) in recognizing high school graduates who volunteer a significant number of community service hours during the course of their high school career. As far as we can tell, this is the only such statewide program in the country. Students will complete and document 400 hours of non-paid service that meet recognized community needs, under the auspices of a nonprofit organization, government programs, community group or school. The following types of activities would qualify, and would be certified by the local Volunteer Center: • Direct Service, such as river clean up, tutoring, spending time with a nursing home resident • Indirect Service, such as computer data entry, fundraising, food collection, board or committee work for a nonprofit • Civic Engagement, advocacy or community organizing, such as beautification, mural painting, community surveys Students will periodically complete an evaluation form and reflective summary of their experience that will build in a learning piece as well as an outcome measurement component during their years of volunteer service. Recognition will take place at the high school honors (or awards) event. The student will receive: • A medallion of distinction, to be worn at commencement exercises • A Certificate of Distinction for Commitment to Service from the community Volunteer Center • Community-wide recognition by the Volunteer Center during National Volunteer Week Pilot Program: In order to test the program, seven Volunteer Centers are piloting this statewide program during the 2002-2003 school year. The number of hours is reduced proportionately during this first year for graduating seniors. The pilot program will involve Volunteer Centers from Michigan's upper peninsula, and northern, mid- and southern lower peninsula. These Centers each will work with at least one high school during the pilot year. Long-term Goal: Within five years, all VCM member Volunteer Centers will be working with 75% of the high schools in their catchments area. �VCM has collaborated with Michigan Association of United Ways (MAUW) to determine what the factors are that contribute to a strong United Way Volunteer Center. About half of Michigan's Volunteer Centers are United Way programs. While independent 501(c) (3) Volunteer Centers have their own challenges to confront, those that are programs internal to other agencies have different issues to consider. MAUW and VCM have hosted a series of conference calls and meetings among the United Way directors and the affiliate Volunteer Center directors of five Michigan United Ways. They explored structure, relationships, community image and impact, in an effort to assist other communities to emulate those characteristics that foster success. This information will be especially useful to start-up United Way Volunteer Centers. Finally, VCM's member Centers have provided national leadership to the Volunteerism effort. VCM is concluding our work in compiling a guidebook to establishing and maintaining a Volunteer Center State or Regional Association. The VCM Director and Aaron Cantrell (Kalamazoo) were speakers for the Illinois Association of Volunteer Centers annual training event. The VCM Director and Nonie Brennan (VCNNC Board and CMA Board) presented at the Northern Ohio Regional Conference on Volunteering. Kathy Rossow (POLF United Network Task Force and CMA Board) was instrumental in introducing Title III of the Citizens Service Act to Congressional members in March. Dale WeighilFs (VCM Executive Committee and CMA Board) advocacy strategy was so successful that a letter he authored has become the template for education efforts by POLF. Other CMA Programs: As CMA concludes the $20 million fundraising campaign on June 1, 2003, we move forward in promoting the concept of a lifelong ethic of service. CMA has hired a program coordinator who currently leads the Michigan's Promise/America's Promise statewide effort. Since this program was transferred to CMA from the Michigan Community Service Commission in the Fall of 2002, there has been much contact with the 26 Communities of Promise (COPs). Site visits are planned for all 26 by the Spring of 2003. This program is, again, a natural fit to with CMA, and it will flourish under its wing. Additionally, CMA is in discussions with other youth philanthropy and civic oriented programs, to provide these service on a statewide level, to breakdown the silos that have been created at all levels of volunteerism and engagement. Specifically, the stakeholders of the Michigan Civics Summit will convene in a meeting sponsored by the ConnectMichigan Alliance, to determine the next logical step in the continuation and expansion of that program, as well as to discuss the following: 1. 2. 3. Goals, Purpose, Mission and Vision Constituency Served Plans for the Future Because funds raised for the ConnectMichigan Alliance are matched one to one by the state of Michigan, and placed in endowment at the Capital Region Community Foundation, CMA has the potential to sustain itself indefinitely. Adams, Officiating �The Obituary Vmgil Rowand (March 25, 1940 - May 30, 2003) United Way Community Services President and CEO Virgil Howard Carr died Friday, May 30th at Henry Ford Hospital in Detroit, Michigan as a result of complications following a stroke. Virgil Howard Carr was bom in Waterloo, Iowa to Ernest E. and Kathrine Carr. Mr. Carr was dedicated to. and leaves to cherish his memory his wife of over 22 years, Mrs. Mygene Lipscomb Carr. Virgil and Mygene walked together along a path as soul mates; enjoying fishing, and traveling, just to name a few of the joyous shared moments. His legacy will forever continue through his children. Virgil cherished his surviving brothers, Benjamin Grundy-Carr, Ernest Carr and John Carr all of Waterloo, Iowa. He was preceded in death by both of his parents and sisters, Daisy Williams, Hattie Harrington, Suyvella Burkett, Clem Amos and Lathier Bagsby: brothers, Chauncey Carr and Thomas Carr. His father-in-law, Mr. Willie G. Lipscomb Sr.; brother-in-law, Mr. Clyde Lipscomb and sister-in-law, Bernice Dennis also preceded Virgil in death. Family was at the core of everything for Virgil, and he will forever be missed by his seven grandchildren, Alexandria and Shanta' Tarver, Byron Virgil. Dennis and Denzel Irvin, Kaylyn and Raymond Adams Jr.; sister-in-law, Bernice Johnson and Judge Willie G. Lipscomb Jr. was also a dedicated brother-in-law and friend. Virgil forever gently touched the lives of nieces, nephews, cousins and so many friends. He accepted Christ as his savior at an early age, and was baptized as a young man at Antioch Baptist Church in Waterloo. Virgil served as a Trustee at Hartford Memorial Baptist Church in Detroit. Virgil was a tireless advocate for people from all walks of life; under his leadership the United Way of Detroit became one of the largest in the country. Virgil worked shoulder to shoulder with his volunteers, staff and community doing the right thing for the children and families in Detroit. His work over the years impacted many all over the country. Carr served as United Way President and CEO at the United Way of Chicago (1985-1993). Virgil served as President and CEO at Family Services of Detroit and Wayne County, and United Charities of Chicago in addition to leading agencies in St. Louis, Omaha, and Cedar Rapids, Iowa. Other affiliations include Alpha Phi Alpha Fraternity, member of the Chicago Druids, member of the Oxford Estates (Farmington Hills) and Oak Haven neighborhood association in Bronson, Michigan. Virgil earned a Bachelor of Arts degree in Education from Iowa State University (Ames. Iowa) and a Master of Social Work degree from Washington University (St. Louis, MO). He was honored as a distinguished Alumni for both Universities. Mr. Carr was the first member of his family to attend college, setting a precedence and continued legacy for generations to follow. Virgil H. Carr was a humble man, who walked the talk of volunteerism by personally serving, as a volunteer and member on numerous boards and commissions: Chairman of the Arts League of Michigan Board of Trustees, the Detroit Civic Executives Committee, the Cultural Arts Committee of the City of Detroit; Michigan Nonprofit Research Program; the George Warren Brown School of Social Work National Council at Washington University (St. Louis); the Board of Visitors at Wayne State University School of Social Work, the Board of Visitors at Indiana University, Member of the Board of Iowa State University Board of Regents. Virgil was a man of many talents. His focus and determination enabled him to forever impact and lend a hand to those less fortunate. His life is an example of dedication, to helping others and his unrelenting compassion has forever changed how children and families receive services in Detroit and around the county. Doing the right thing was his guiding principal in every aspect of his life. The Virgil H. Carr Legacy fund has been established in memory of Virgil Carr, who will be long remembered as a great community champion. Carr, President and CEO, United Way Community Services From: Ms. Kate Sperti, ConnectMichigan Alliance Date: April 29, 2003 RE: Placement of a Southeastern Michigan Program Officer Per your meeting on Tuesday, April 15, 2003,1 have compiled the following information and recommendations regarding a Southeastern Michigan based Program Officer, to be contracted by the ConnectMichigan Alliance (CMA) through United Way Community Services (UWCS). The terms of this position will be as follows. 1. The Southeastern Michigan Program Officer will report directly to Mr. Carr or his group vice president and CMA will contract with their office for that person's services. 2. The Southeastern Michigan Program Officer will spend a maximum of one day per week in the CMA Lansing Office interacting with the Lansing Program Coordinator and other CMA Partner Program representatives. This person is expected to attend statewide volunteer conferences sponsored by CMA or one of its partners. 3. While in the Lansing office, the Southeastern Michigan Program Officer will report directly to Dr. Lore. That reporting relationship will focus on statewide program activities only. All personnel issues, such as evaluations, performance appraisals and work place benefits will be within the purview of UWCS. The Southeastern Michigan Program Officer is a contract employee to CMA. 4. CMA will cover up to 50% of the Program Coordinator's salary and travel expenses to CMA or Partner activities. All travel expenses must be approved by Mr. Carr, or his group vice president, or Dr. Lore. 5. CMA will provide office space in the Lansing office for the Southeastern Michigan Program Officer. 6. The Southeastern Michigan Program Officer position could be filled in late July or August of 2003. If CMA does not begin to receive substantial payment of current pledges, the creation of the position will be pushed back until September of 2003. CMA will keep Mr. Carr informed of their fundraising activities. The benefits of this position are multiple. The connections made by this person, as a member of the southeastern Michigan community, will increase the capacity for Detroit and southeastern Michigan organizations to have more skilled and dedicated volunteers and Board members because of increased access to regional professional development workshops and seminars. Specific emphasis will be placed on fund advancement, volunteer management, and volunteer programming. �The George W. Romney Volunteer Center, at UWCS, as well as other regional Volunteer Centers, will be able to increase their organizational capacities to provide universal access for every southeastern Michigan citizen to serve, using resources throughout the state. Detroit, and all southeastern Michigan, organizations will have access to statewide resources necessary to convene local partners in the development of market-specific programming that encourages youth volunteerism, family volunteerism, rural business volunteer councils, and urban corporate volunteer councils. Thousands of Detroit students will experience the benefits of volunteerism before graduating from high school and will have increased learning through "hands-on" and meaningful learning opportunities that integrated with "real-life" experiences, utilizing organizations beyond the traditional metropolitan Detroit boundaries. Michigan Campus Compact (MCC) will increase service-learning and civic engagement programming to reach all metropolitan Detroit institutions of higher education. This programming includes statewide conferences for students, faculty and staff of the membership institutions of higher education. Detroit organizations will have increased capacity for programming that may include, but is not limited to, America's Promise, Make A Difference Day, National Volunteer Week, and National Youth Service Day, or any other statewide program created or promoted by any of the CMA Partners. Detroit organizations will have increased capacity to promote initiatives and recognize the impact of individuals and groups that participate in service-learning, civic engagement and volunteerism in communities throughout the State. I did so because I am resolutely committed to strengthening volunteerism in Michigan! I am also convinced that the best way to accomplish that goal is through the CMA endowment. I know you both feel the same way and you have demonstrated that clearly through your generous support of the endowment. As you know, we are so close to reaching that goal. We are within $646,000 completing our challenges from the State and from The Kresge Foundation and the Dow Coming Corporation. At risk is not only $646,000, but as importantly the $1 ,000,000 from Kresge; $646,000 from the State and $100,000 from Dow Coming. We cannot lose those dollars! Moreover, time is currently working against us since these challenges expire on December, 31, 2003.
