A sub stanti al ·po r t i on of the professional 4-H st a f f t ime (p erhap s in .the nei ghborhood of 50%) is spent on problems of organizationa l operation. Thi s is not f elt to be a desirable role for Uni ve r s i t y per s onne l today or particularly in the future.
