Sorry that I wasn't reachable yesterday. I was calling in from the W.K. Kellogg Foundation
to discuss Michigan's Service-Learning with Chris Kwak.
Regarding the Grand Rapids Service Corps and Judy Hooker, the GRSC was in a difficult
position 12-18 months ago when the management of the program fell apart and was unable
to effectively administer the AmeriCorps program. They decided to step away from the
AmeriCorps program and the larger corps model to reflect on what the program should be in
the future and how to sustain it.
In our dealings with the program staff, we worked to ensure that the program could close
out their program and take efforts to ensure that corps members were able to complete
their terms of service and receive their education awards. The AmeriCorps program has
been closed out for over a year.
Since that time, the GRSC has merged with the YMCA of Grand Rapids to build a ServiceLearning program that focuses on the 5,000 youth currently involved in after-school
programs in the Y's seven branches in Kent County. This model uses the "Corps members"
to operate summer school service-learning programs and during the school year, staff will
provide Service-Learning professional development training for the YMCA staff who have
contact with children the YMCA serves.
I was present at their launch two weeks ago. Judy was there along with several other
original GRSC board members. Diana Sieger was also present. We discussed the
possibility of the connection between the new GRSC and the ConnectMichigan Alliance.
She agreed that she would discuss the potential connection in her remarks at the luncheon
tomorrow and it will be reinforcing for you to speak on the potential connection between
the Alliance and the YMCA Service-Learning Program.

I have requested that Toyin (Executive Director of the GRSC) bring brochures describing the
program that were used at their launch. Peter, Tom and others are aware of the program
and will speak to the possible connection as well.
I spoke with Judy Hooker at the launch event, but we did not discuss the potential for
and connection regarding the CMA. There was too little time and the place
wasn't right. I did get a chance to gauge her interest in bringing new funding opportunities
to the table and she was receptive.

there at 9:00 a.m. to go over the room and make sure that everything is OK. Mary Estrada
and Kathie Vasilion will be there from our staff to handle the logistics so I shouldn't have

ConnectMichigan Alliance Luncheon
June 5, 2001
Thank you, Diana. And thank you Peter Secchia again, for hosting us here this afternoon. We've
provided you with just a brief glimpse into what the ConnectMichigan Alliance can and will do for Grand
Rapids and all of Michigan. We are very proud of what has been accomplished so far, but we look
forward to the tremendously exciting new things yet to come. With your help, we can build stronger

Thank you helping us present the ConnectMichigan Alliance. The schedule for the luncheon is
attached. I wanted to make sure that you were clear on the flow of the event and the discussion points.
In keeping with Peter's advice, the structured part of the program is short allowing time for socializing
and working the room. Since we won't have the other two chairs of the campaign (Bill Richardson and
Julie F. Cummings) we are planning to show a 7-minute video that provides testimonials from Bill and
Julie along with an overall explanation of the campaign and new organization.
Mrs. Engler will open the program and introduce the Governor. I have scheduled Peter to introduce
Mrs. Engler and Diana Sieger as one of the hosts of the program. Mrs. Engler will provide a welcome
and a brief overview of the ConnectMichigan Alliance then encourage guests to begin their lunches.
After the video, Mrs. Engler will introduce the Governor who will make the pitch for the campaign.
Closing the program, I have scheduled you, Peter to give your perspective on how this initiative helps
good people to continue their volunteer efforts to benefit Grand Rapids. This is the theme you
mentioned to me and I think that it is a strong angle.
Diana, you will be introduced by Peter and I was hoping that you would talk about why the Community
Foundation believes this initiative is important to Grand Rapids. I hope to have copies of the YMCA
Service-Learning literature there as examples of the kind of work that the Alliance can support in Grand
Rapids. As you know, the Michigan Community Service Commission was one of the original
supporters of the Grand Rapids Youth Corps and this new Alliance can help to continue that type of
support and take it to the next level.
Finally, Mrs. Engler will thank the guests for coming and offer very brief closing remarks.

Thank you, Peter, or should I say Ambassador, or Commissioner, Chairman or just
Spartan? As many of you know, Peter wears so many hats; it is sometimes difficulty to
know what to call him. For now, I will just say a very heartfelt thank you to a friend and
dedicated volunteer. I also want to thank Peter for agreeing to help host this lovely
luncheon today. I treasure your leadership and volunteer spirit. Thank you.
Well, welcome to all of you here and thank you for joining us for this very brief, but
hopefully inspiring program. John and I are very delighted that you have agreed to join
us today to talk about an exciting opportunity to strengthen our communities—especially
right here in west Michigan.
As many of you know, John and I believe in the power that one individual can have to
positively affect another. This tremendous force goes by many names—volunteerism,
philanthropy, service—but whatever the label, it is always about giving of one's time,
treasures and talents to others. There are no other enduring forms of community problem
solving that we can point to that have as profound an impact as giving. And while we
know the potential giving can have, we often find our communities blessed caring
citizens who are often overwhelmed by their local challenges.
John has pointed to this contradiction—overwhelming needs in places where people want
to help, but don't know how—often during his public life and says that it is not a
contradiction at all, but rather a formula for opportunity. Matching the needs of local
communities with their own untapped human resources is what volunteerism and civic
engagement are all about. And that is what John and I are here to discuss with you today.
How do we connect our citizens with their communities so that they themselves can
become the agents of positive local change? Our answer is the ConnectMichigan
Alliance and the ConnectMichigan Alliance Campaign. The Alliance is an innovative
partnership of the state's premiere volunteer support organizations: the Michigan
Community Service Commission, Michigan Nonprofit Association, Michigan Campus
Compact, and the Volunteer Centers of Michigan. The Campaign is a $20 million dollar
endowment-building program to create a permanent support mechanism for our state's
volunteers.
This afternoon John, Peter, Diana and I are going to talk briefly about the
ConnectMichigan Alliance and how it will support volunteers and the nonprofits they
�serve statewide. We will present the concept and impact of this new organization and
show you examples of how it will positively impact the greater Grand Rapids
Community. We are also going to talk with about what you can do to help bring this
cutting-edge initiative to fruition for Grand Rapids. There are volunteers here to address
your questions and we have provided plenty of time for you to discuss this exciting
opportunity.
At your places you should have a copy of the ConnectMichigan Alliance Campaign
Brochure that explains the principles and goals we have for this organization and the
campaign that will support it. Later, we will be playing a short video that provides a
deeper explanation of the program and offers testimony as to the merits of the work we
all know is so very valuable to our communities.
Finally, I would like to take a moment and introduce some of the wonderful volunteers
who have agreed to help us develop the ConnectMichigan Alliance, many of which are
here with us today. You have already heard from Peter Secchia. Joining Peter and
myself are Dottie Johnson, trustee of the W.K. Kellogg Foundation and member of the
Board of Directors for the Corporation for National Service; Diana Sieger, Executive
Director of the Grand Rapids Community Foundation; State Senator Glenn Steil who is
in Lansing and could not be with us today as the Legislature is in session. I personally
want to say thank you to all for helping with our cause to increase volunteerism in our
state. On the back of the ConnectMichigan Alliance Campaign brochure, you will find a
complete listing of the volunteers for the campaign.
Now, please enjoy your meals and socialize and we will begin our brief program at

I.
PURPOSE
The luncheon is an opportunity to introduce the ConnectMichigan Alliance (CMA) and the
endowment campaign that supports it to an audience of Grand Rapids leaders and potential
donors.
II.
BACKGROUND
The ConnectMichigan Alliance Campaign is targeting $1.5 million from the Greater Grand Rapids
Community for the $10 million matching campaign goal. Mrs. Engler, Diana Sieger and Tom
Monaghan (campaign consultant) met with Peter Secchia to discuss the best strategy for
approaching potential donors, (see detailed report attached) Mr. Secchia suggested an intimate
gathering of potential donors, hosted by the Governor and First Lady would be the best way to "get
the message out," demonstrate the importance of the program, provide a compelling appeal and
access the maximum number of donors at one time thereby making the best use of the Governor's
and First Lady's limited availability.
III.
PARTICIPANTS
Mr. Secchia worked with Diana Sieger and Tom Monaghan to develop an initial invitation list
which was then reviewed by Mrs. Engler and Anne Mervenne. To date, there are 22 guests
attending including members of the DeVos and VanAndel families (see guest list attached). No one
from the Meijer family is attending.
In addition to the invited guests, staff and volunteers will be present to help "work the room" and
act as resources in case questions arise.

�Mr. Secchia suggested that seating not be assigned for guests and that volunteers should be seated
at different tables. Mrs. Engler and the Governor would be seated at tables nearest to the podium.
The program agenda allows time for mixing of the volunteers with potential donors prior to and

Notes:
In addition to reaffirming what is commonly known about Grand
Rapids (specifically, that its philanthropic interests are regional in
nature), PS explained the unique stewardship that occurs within
Grand Rapids specifically and that even within that community,
only those who reside in Grand Rapids are considered true
members of the community. Most notable examples of this are
Bob & Judy Hooker who now reside (a good portion of the time)
outside of Michigan.
Any message must be tailored to keeping the good things going in
Grand Rapids and demonstrating how CMA will provide a
continuous level of support into the future. The investments need
to show that the money donated is working in Grand Rapids for
Grand Rapids.
Transition in leadership at the state level was discussed as a
possible justification for developing the CMA. PS interests are
primarily focused on helping the Englers since Mrs. Engler asked
him.
While receptive, Peter Secchia clearly did not understand what the
CMA would do for Grand Rapids and was not receptive to the
concept until we were able to target a specific example of how one
of the partners in the CMA was impacting a component of the

This letter is intended as a follow up to our March 1, 2001 meeting with Mrs. Engler,
Diana Sieger and Tom Monaghan concerning the ConnectMichigan Alliance
Campaign. I would like to thank you for your advice, counsel and willingness to help
us reach our goal. I am working with the schedulers in the Governor's Office to
secure dates for the June luncheon with the West Michigan area supporters we would
like to involve in this campaign. The schedulers for the Governor and First Lady
have June 5 and June 12 from 11:30 a.m. to 1:30 p.m. on hold for the moment.

work with your office to "hammer out the details."

The ConnectMichigan Campaign staff are working to provide concrete examples that
can be used to customize our message and make it more relevant and appealing to our
potential supporters. This was great advice and will help in all of our regional
campaign efforts. I will forward a draft to you that has been reviewed by the First
Lady and Ms. Sieger within the next two weeks.
In the meantime, we need to begin discussing the luncheon. We want to ensure that
we make the best use of your time and not burden you with minor details. Is there
someone in particular on your staff you would prefer I contact regarding these
luncheon details? Also, how would you like the invitation list and cards to be created
and distributed? Since the Governor and Mrs. Engler will be in attendance, you may
wish for the invitation process to be handled by their offices. If, on the other hand,
you would prefer that your office handle this, we can provide any necessary
information and materials you may wish to include.

I truly appreciated your remarks at the Connect America Retreat yesterday, Monday, March 4,
2002. You clearly understand the needs of local communities and the potential which service and
volunteerism have for transforming communities. I am especially intrigued by your thoughts on
the new way the national nonprofit landscape is shaping up in response to both the tragedies of
September 11th and the President's call to service. The USA Freedom Corps and the President's
agenda for charities present a number of tremendous opportunities for local communities and the
many wonderful nonprofits that serve their needs. They also help to focus our nation and its
citizens on the role each of us can play in strengthening our communities.

Your comments concerning the creation of the USA Freedom Corps and the expansion of the
Corporation for National and Community Service are right on target for what we in Michigan see
as an opportunity to demonstrate the true power of citizen action for the common good. Many of
the qualities that the President seeks to bring out in our citizens have been enhanced through the
programs and initiatives we've been able to support through the CMA. There are a number of
principles we have implemented in Michigan to ensure the quality and value of the programs and
organizations we support.
Again, thank you for your insights on the role for national service in community problem solving.

Issues and Recommendations for Implementation
Issues:
•
Homeland security and community service are national imperatives that
are implemented at the state and local levels. The USA Freedom Corps
should reflect this reality.
•
States and local communities have developed strong public/private
partnerships through service and volunteerism that can be utilized. The
USA Freedom Corps should target these partnerships as potential models
and structures
•
Communities are best able to define their needs, strategies and solutions.
The USA Freedom Corps should provide adequate resources for
communities to plan, collaborate and create innovative programs and
partnerships that target national imperatives with local long-term
solutions.
•
Homeland security and community service require a strong local
"infrastructure" to implement and support local efforts (i.e. Vounteer
Centers, K-12 and Higher Education, National Service, etc.). The USA
Freedom Corps must invest in this "infrastructure" as a means of
delivering quality programming in a cost effective manner.
Recommendations:
1. Allow states and local communities to help define what constitutes
"homeland security" and the role(s) volunteer centers, higher education
institutions, national service and other volunteer programs can play in
ensuring the safety of our communities.
2. Provide the lion's share of the resources for implementation of the Citizen
Corps and USA Freedom Corps programs generally (except Peace Corps)
to states and local communities based on their needs and plans.
3. Make the resources flexible so that governors, mayors, community leaders
and local citizens can innovate. Red tape and overly cumbersome national
requirements can stifle creativity.
4. Use states and local communities as incubators for solutions much as the
government has done for welfare reform, education, workforce
development and other human services programs.
5. Provide dialogues for states and local communities to provide input on the
needs and solutions to homeland security issues.

ConnectMichigan Alliance Leadership Fund
Meeting the Challenges and Capturing the Opportunities
The ConnectMichigan Alliance (CMA) is uniquely poised to address the challenges faced
by organizations that promote and support service and volunteerism in Michigan because
of the broad reach of its partners, affiliates and programs. Thanks to the tremendous
efforts of the Board of Trustees and an exemplaty fundraising cabinet, the
ConnectMichigan Alliance is blessed with an endowment of nearly $20 million in assets.
The organization's endowment, while still fanning due to outstanding pledges and a
creeping economic market climate, will someday grow to provide greater levels of
support and help to underwrite the basic operations of the Alliance in perpetuity.
Today, the ConnectMichigan Alliance must stand ready to meet the unique and enduring
challenges to our volunteer infi'astmctnre and exploit the opportunities those very
challenges present. To do so, the organization and its leadership need to begin to create
the climate for bold action and suppmt inherent to all successful nonprofit organizations.
The ConnectMichigan Alliance Leadership Fund will be a first step toward ensuring that
the ConnectMichigan Alliance can:
• address the ever-evolving changes in the nonprofit sector;
• exploit new opportunities that create relevant and needed new local programs and
initiatives;
• communicate and highlight the great work oflocal community-based initiatives;
• research trends that might impact the service and volunteer infrastmcture; and
• develop leadership at the local level that can support and enhance the growth of
Michigan's ethic of service to others.
In addition to the added value of suppott to local communities, the ConnectMichigan
Alliance Leadership Fund Campaign will strengthen the organization by:
• ensuring pattnet'S and fnnders that the organization's board and staff are fully
engaged with 100% giving;
• creating the opportunity for the organization to develop and maintain a threemonth operating reserve;
• providing a small pool of readily-available unrestricted funds;
• establishing the organization's fundraising abilities in preparation for future
resource development opportunities.

While the general and day-to-day support for the components of CMA is partially assured
through our endowment, much larger needs remain that require focused leadership and
dedicated suppoti.

Communicating the Cause. CMA remains an evolving and growing

innovative constmction provides both an innovative and enduring tool, it also
presents a very difficult challenge to explain and promote.
How can the need and value for service and volunteering be articulated in

How can the impact of local efforts be shared to communicate the need for all to

What means are most effective in articulating the need for human and.financial
support ofservice and volzmteerism?

Supporting Local Innovation Communities across Michigan are fertile ground
for incubating innovative programs and initiatives that can demonstrate how

CMA Overview
The ConnectMichigan Alliance is a cutting-edge nonprofit organization focused on
building a lifelong ethic of service, volunteerism and civic engagement through
organizations where we live, work and learn in Michigan.
CMA is comprised of a number of partner organizations and programs that work in
unison to ensure that a solid infrastmcture exists to support local volunteer efforts. These
organizations include: Michigan Community Service Commission (MCSC), Michigan
Nonprofit Association (MNA), Michigan Campus Compact (MCC), Volunteer Centers of
Michigan (VCM), Michigan's Promise and national service programs to support Mentor
Michigan.
These organizations and programs are vital to the landscape of support provided to
nonprofits and charitable causes in our state. The MCSC and MNA are the founding
partners of this public/private partnership and bring together the government and the
nonprofit sector to advance the cause ofvolunteerism in our state. The MCC and VCM
are the founding affiliates of CMA and represent higher education and community-based
volunteering respectively. CMA provides the day-to-day operational, administrative and
programmatic support to these organizations as they champion service and civic
engagement opportunities across Michigan.
Michigan can be proud of the work of these and many other organizations that work hard
every day to harness the power of individuals to strengthen Michigan communities. With
nearly half of all Michigan residents volunteering (according to Michigan Volunteering
and Giving), it becomes ever more important to ensure that systems exist to channel
people's passions and intent toward oppotiunities to address genuine needs. This need to
maximize human resources was why the founders of CMA embarked upon a $20 million

CounectMichigan Alliance
Leadership Priorities
The ConnectMichigan Alliance (CMA) is cutting-edge statewide nonprofit organization
designed to support service and volunteerism in Michigan in perpetuity. Because of its
unique structure (an alliance of several organization supported by an endowment) and its
leadership position nationally, it is often difficult to compare systems and philosophies
with like organizations. In other words, without competition or similar organizations to
compare CMA to, determining the operational procedures and expectations (including
salaries) becomes difficult. However, the infonnation below attempts to provide some
guidance to the CMA Board of Trustees to determine the overall priorities regarding the
organization's positions on leadership, growth, and compensation.
Leadership Goals
When it was created in 2000, the ConnectMichigan Alliance was the only nonprofit of its
kind. This remains tlue-no other statewide nonprofit alliance supporting service and
volunteerism with an eight-figure endowment currently exists in Michigan or nationally.
This places CMA in an unprecedented top tier leadership position and one that should be
maintained. To do so, it becomes vitally important to ensure that the trustees attract and
retain the highest level senior staff. The priority of the CMA Trustees will be to:

develop a compensation plan that is competitive and fiscally prudent;
gamer senior and executive staff with significant state and national experience;
competitively seek talent respected and sought at either/both the state and
national levels; and
ensure CMA attracts and retains entrepreneurial spirited individuals and utilizes
that spirit to the advantage of the organization.
Growth Goals
CMA currently includes four founding organizations and several programs all supported
through the proceeds of a $19.4 million endowment. While this is an amazing
accomplishment, it should not be looked upon as the end of the organization's potentialmuch to the contrary-it should be looked upon as the beginning. However, future
growth will be determined by the organizational leadership and the ability to attract more
partners and resources. CMA must align its goals and priorities for growth around its
incentives for its leadership to achieve them. CMA will ensure growth by:

enhancing its resources through long- and shmt-tenn fund development;
continually seeking opportunities for expanding its programs and partnerships in
line with its mission; and
maintaining the organization's cutting edge leadership at the state and national
levels.

3. The Executive Committee will establish the compensation for the CEO based on
annual performance assessments.

Meeting the Challenges an!l Capturing the Opportunities
The CmmectMichigan Alliance (CMA) is uniquely poise!l to address the challenges faced
by organizations that promote and support service and volunteerism in Michigan because
of the broad reach of its partners, affiliates and programs. Thanks to the tremendous
efforts of the Board of Trustees and an exemplary fundraising cabinet, the
ConnectMichigan Alliance is blessed with an endowment of nearly $20 million in assets.
The organization's endowment, while still forming due to outstanding pledges and a
creeping economic market climate, will someday grow to provide greater levels of
support and help to undetwrite the basic operations of the Alliance in perpetuity.
Today, the ConnectMichigan Alliance must stand ready to meet the unique and enduring
challenges to our volunteer infrastructure and exploit the opportunities those very
challenges present. To do so, the organization and its leadership need to begin to create
the climate bold action and support inherent to all successful nonprofit organizations.
The ConnectMichigan Alliance Leadership Fund will be a first step toward ensuring that
the ConnectMichigan Alliance can:
• address the ever-evolving changes in the nonprofit sector;
• exploit new opportunities that create relevant and needed new local programs and
initiatives;
• communicate and highlight the great work that local connnunity-based initiatives;
• research trends that might impact the service and volunteer infrastructure; and
• develop leadership at the local level that can support and enhance the growth of
Michigan's ethic of service to others.
In addition to the added value of support to local communities, the ConnectMichigan
Alliance Leadership Fund Campaign will strengthen the organization by:
• ensuring partners and funders that the organization's board and staff are fully
engaged with I 00% giving;
• creating the opportunity for the organization to develop and maintain a threemonth operating reserve;
• providing a small pool of readily-available unrestricted funds;
• establishing the organization's fundraising abilities in preparation for future
resource develop opportunities.

The Campaign
The ConnectMichigan Alliance Leadership Fund will be supported by an annual
campaign limited to the principals of the organization including the Board of Trustees
and staff. Each year the Board of Trustees will develop their goals and include a target
amount for the overall annual campaign (see Annual Campaign Structure and the CMA
FY 2005-06 Budget attached) based on needs, capacity and current market expectations.
For FY 2005-06, the CMA Board of Trustees established a campaign goal of $100,000.
Advantages to Donors and ConnectMichigan Alliance
The formation of the ConnectMichigan Alliance, as its name implies, brought together
organizations in a way that maximized each organization's expertise and complemented
each organization's needs. The formation of the financial structUI'e was not different.
The CmmectMichigan Alliance Campaign brought together the public and private sectors
through a challenge grant from the State of Michigan that was matched by the private
sector dollar for dollar. These resources were entrusted in the Capital Region
Community Foundation which provided donors the security then needed to be sure the
funds would be handled effectively, but also provided donors with state tax incentives not
available to them through donations to other nonprofit causes.
The ConnectMichigan Alliance Leadership Fund will provide the same opportunities by
providing donors the option of giving directly to the ConnectMichigan Alliance (a 501
(c) 3 nonprofit organization), or one of several endowment funds designed to support the
organization's work housed at the Capital Region Community Foundation that would
allow donors to maximize their state tax credit options. Donors to the ConnectMichigan
Alliance are fortunate to have these various options to help customize then· philanthropic
interests.
The ConnectMichigan Alliance benefits from this relationship because of the flexibility
the Community Foundations can offer to the various nonprofits they support. These
include providing options ranging from permanent endowment funds, agency funds that
can utilize their corpus, and temporary funds that focus on specific events or causes with
a determined end life. All of these options are available and augment the advantages to
the ConnectMichigan Alliance's relationship with a Conununity Foundation.
Focusing on the Challenge and the Opportunity
The Michigan service and volunteer landscape is envied by many. Michigan is a leader
because ofthe collaborative and cooperative nature by which state and local
organizations work together, the entrepreneurial spirit of leaders, and the strong public
and private sector support for service and volunteerism.

While the general and day-to-day support for the components of CMA is partially assured
through our endowment, much larger needs remain that require focused leadership and
dedicated support.
Significant challenges remain including:

Communicating the Cause. CMA remains an evolving and growing
organization that is only now just beginning find its potential. Still, CMA's
innovative construction provides both an innovative and enduring tool, it also
presents a very difficult challenge to explain and promote.
How can the need and value for service and volunteering be articulated in

support ofservice and volunteerism?

to lead this movement.

statewide data to analyze how CMA is reaching out to communities.

Advantages to Donors and ConnectMichigan Alliance
The fonnation of the ConnectMichigan Alliance, as its name implies, brought together
organizations in a way that maximized each organization's expertise and complemented
each organization's needs. The fonnation of the financial structure was not different.
The ConnectMichigan Alliance Campaign brought together the public and private sectors
tlu·ongh a challenge grant from the State of Michigan that was matched by the private
sector dollar for dollar. These resources were entrusted in the Capital Region
Community Foundation which provided donors the security they needed to be sure the
funds would be handled effectively, but also provided donors with state tax incentives not
available to them tlu·ough donations to other nonprofit causes.

The attached is the email responding to our meeting of April 1, and your letter of April 28. Virgil and I met on April
15 to forge an arrangement that we felt would work for us and respond to the Kresge grant request. Virgil
indicated that he wanted to talk to John Marshall directly. I do not know if that discussion (between John and
Virgil) ever took place. Virgil scheduled a luncheon for Jacqueline Jones (his group vice president) and me on
June 18, at the DAC to discuss this arrangement. I think he had planned to meet with John Marshall, or you prior
to that date. I will still meet with Jacqueline Jones. However, I suspect that the staffing decision will have to wait
until a leadership decision has been made at the United Way Community Services of Detroit, unless of course,
John and Virgil did discuss this plan prior to Virgil's death. Since I did not hear from Virgil I have know idea how
we should proceed until a new leader is appointed. Any direction from you or John would be appreciated.

Attached is a memorandum from Kate Sperti articulating the first cut of the materials prepared to make our
staffing case to The Kresge Foundation. Please add, subtract, or expand if necessary. Once you have made your

Jones on Wednesday June 18. I will use this material for our discussions. Do you want to approach John Marshall

RE:
Placement of a Southeastern Michigan Program Officer
Per your meeting on Tuesday, April 15, 2003,1 have compiled the following information and
recommendations regarding a Southeastern Michigan based Program Officer, to be contracted by
the ConnectMichigan Alliance (CMA) through United Way Community Services (UWCS). The
terms of this position will be as follows.
1. The Southeastern Michigan Program Officer will report directly to Mr. Carr or his group
vice president and CMA will contract with their office for that person's services.
2. The Southeastern Michigan Program Officer will spend a maximum of one day per week in
the CMA Lansing Office interacting with the Lansing Program Coordinator and other
CMA Partner Program representatives. This person is expected to attend statewide
volunteer conferences sponsored by CMA or one of its partners.
3. While in the Lansing office, the Southeastern Michigan Program Officer will report
directly to Dr. Lore. That reporting relationship will focus on statewide program activities
only. All personnel issues, such as evaluations, performance appraisals and work place
benefits will be within the purview of UWCS. The Southeastern Michigan Program Officer
is a contract employee to CMA.
4. CMA will cover up to 50% of the Program Coordinator's salary and travel expenses to
CMA or Partner activities. All travel expenses must be approved by Mr. Carr, or his group
vice president, or Dr. Lore.
5. CMA will provide office space in the Lansing office for the Southeastern Michigan
Program Officer.
6. The Southeastern Michigan Program Officer position could be filled in late July or August
of 2003. If CMA does not begin to receive substantial payment of current pledges, the
creation of the position will be pushed back until September of 2003. CMA will keep Mr.
Carr informed of their fundraising activities.
The benefits of this position are multiple. The connections made by this person, as a member of
the southeastern Michigan community, will increase the capacity for Detroit and southeastern
Michigan organizations to have more skilled and dedicated volunteers and Board members
because of increased access to regional professional development workshops and seminars.
Specific emphasis will be placed on fund advancement, volunteer management, and volunteer
programming.
�The George W. Romney Volunteer Center, at UWCS, as well as other regional Volunteer
Centers, will be able to increase their organizational capacities to provide universal access for
every southeastern Michigan citizen to serve, using resources throughout the state.
Detroit, and all southeastern Michigan, organizations will have access to statewide resources
necessary to convene local partners in the development of market-specific programming that
encourages youth volunteerism, family volunteerism, rural business volunteer councils, and
urban corporate volunteer councils.
Thousands of Detroit students will experience the benefits of volunteerism before graduating
from high school and will have increased learning through "hands-on" and meaningful learning
opportunities that integrated with "real-life" experiences, utilizing organizations beyond the
traditional metropolitan Detroit boundaries.
Michigan Campus Compact (MCC) will increase service-learning and civic engagement
programming to reach all metropolitan Detroit institutions of higher education. This
programming includes statewide conferences for students, faculty and staff of the membership
institutions of higher education.
Detroit organizations will have increased capacity for programming that may include, but is not
limited to, America's Promise, Make A Difference Day, National Volunteer Week, and National
Youth Service Day, or any other statewide program created or promoted by any of the CMA
Partners.
Detroit organizations will have increased capacity to promote initiatives and recognize the
impact of individuals and groups that participate in service-learning, civic engagement and
volunteerism in communities throughout the State.
By establishing this position, which will be based at United Way Community Services, and in
Lansing at the CMA offices, the collaborative relationships between CMA and its local partners
in Southeastern Michigan, which include: United Way Community Services, local school
districts such as Detroit Public Schools, Madonna University, Saint Mary's College of Ave
Maria University, Schoolcraft College, University of Michigan -- Dearborn, Wayne State
University, and the Southeastern Michigan Nonprofit Continuum, whose members include the
Accounting Aid Society, Detroit Executive Service Corps, Michigan Nonprofit Association and
Michigan Legal Services, will be galvanized and opened to statewide resources. Additionally,
many of the consultants that CMA works with in providing service to nonprofits throughout the
state are located in the Detroit area. The addition of a Southeastern Michigan/Detroit based
program officer is essential in maintaining quality relationships with professional consultants in
Southeastern Michigan and the entire State.

CMA is an exciting endeavor that has created a model of best practice for the rest

Narrative Update
2001-2002
The mission of the ConnectMichigan Alliance (CMA) is to promote and strengthen a life-long ethic of service and
civic engagement through the support of community building initiatives. By creating a $20 million endowment,
through private and community foundation contributions, as well as a $10 million challenge from the state of
Michigan, CMA's mission will be forwarded into perpetuity.
Since its inception in 2000, CMA has housed two long standing and successful programs: Michigan Campus
Compact (MCC) and Volunteer Centers of Michigan (VCM). These two programs were an obvious fit into the
partnership of CMA, based on their own missions and visions. Through the leadership of ConnectMichigan
Alliance, these programs have accomplished the following over the past year:
Michigan Campus Compact:
Michigan Campus Compact promotes the education and commitment of Michigan college students to be engaged
citizens, through creating and expanding academic, co-curricular and campus-wide opportunities for community
service, service-learning and civic engagement.
Through their partnership with the ConnectMichigan Alliance, MCC has been able to advance this mission by
providing grant opportunities to students, faculty and staff at their thirty-four member campuses throughout the state
of Michigan.
Additionally, MCC has joined forces with other state Compacts to form the Midwest Collaboration (MWC). The
MWC is currently involved in the "Raise Your Voice Campaign: Student Action for Change". The disengagement
of America's youth has serious implications for their ability to address public issues for the future of democratic
politics. Increasing student civic engagement is at the core of Campus Compact's mission, as well as the mission of
CMA, which focuses on "the civic purpose of higher education." Through this initiative, Michigan Campus
Compact will call upon the talents and energies of students to participate in the renewal of American democracy.
The goals of the campaign are:
Increase student involvement in public life;
Highlight and document student civic engagement activities; and
Empower students while making civic engagement central to student learning.
MCC, with CMA partner the Michigan Community Service Commission, has co-sponsored the Institute on
Academic Service Learning each winter at a member campus. This year's institute is scheduled for February 13-14
at Central Michigan University. Last year's Institute was a great success. Faculty and Staff from around the state
and country attended, with over 300 persons learning from the programs and events. Attendance rises every year.
Two keynote speakers, Dr. Barbara Holland and Dr. Jim Kilsmeier, kept the group challenged and engaged.
MCC offers a Service Learning Camp at the beginning of the academic calendar, for all students, and Service
Advisors, of the MCC member campuses. On September 27-29, 2002, Michigan Campus Compact (MCC) held
their annual Service Leadership Camp at Camp Manitou-Lin in Middleville, MI. This camp allowed 112 college
students and advisors from 18 member campuses to come together to participate in planning and learning about
community service, service-learning and civic engagement as a part of their education, and how they can take their
experiences back to their campus and put them into action.
Michigan Campus Compact (MCC) annually hosts the 2!/2-day training for teams of college students and their
advisors from across the state who are interested in community service and service-learning in higher education.
The MCC Service Leadership Camp:
Provides an environment and opportunity for team building among campus teams;
Encourages informal networking and coalition building among those with a common interest in community service
on their campus and across the state;
Assists teams in meeting their specific needs during "team time". This time can be used for creating an action plan
for the year to come, program planning, organizational development, and more;
Explores important components of service/service-leaming, civic responsibility and leadership through interactive
workshop sessions.
Highlights of this year's Service Leadership Camp included keynote presentations from Daniel Caron on "Original
�Play" and Johnnie Tuitel of the Alternatives in Motion organization on "Handicapitolism: The Power of Human
Spirit". Students also participated in content session including Leading Lives of Commitment, Student Advocacy,
and Fundraising Through Creative Thinking.
Additionally, MCC is a sponsor of colloquiums and forums throughout the year on Service-Learning and Civic
Engagement.
MCC also sponsors many annual awards for faculty and staff, as well as students, on their member campuses. The
Faculty Staff Service Learning Awards are held each year in conjunction with the Institute on Academic ServiceLearning. In addition, MCC holds the Outstanding Student Service Awards in the spring of each year. Recently,
MCC was awarded a grant to implement the Jimmy and Rosalyn Carter Campus Community Partnership Award in
the state of Michigan. This award will highlight the importance of long lasting, dynamic campus community
collaborations and will carry a cash award to both the campus and community partner. MCC is one of only two
grants given this year and, along with Minnesota and Massachusetts, will pioneer the award outside of Georgia.
Volunteer Centers of Michigan
The mission of VCM is to strengthen existing volunteer centers, to provide leadership in developing new centers,
and to promote and strengthen volunteerism statewide. Through their partnership with CM A, VCM has been able to
provide their 34 member Volunteer Centers with support that is unmatched in the state.
VCM has been instrumental in providing advocacy training and guidance to their membership. This allowed the
VCM member Centers to remain involved in the advocacy of federal funding of the Volunteer Center National
Network through appropriations under the Citizen Service Act. Issues closer to home were determined by the
membership to be of highest priority for public education and advocacy efforts. These opportunities allowed VCM
to construct legislative priorities as follows:
1. Support, protect and expand Michigan's Volunteer Investment Grants.
2. Advocate federal reauthorization process under Citizen Service Act of 2002- including first-time
appropriation to Volunteer Centers National Network.
3. Generate operating dollars from local and state levels.
4. Create tax incentives for corporate and individual volunteers.
5. Increase tax incentives (tax credits) for donations to aU_501(c) (3)'s.
Additionally, VCM is sponsoring a statewide program involving all member Volunteer Centers (34) in recognizing
high school graduates who volunteer a significant number of community service hours during the course of their
high school career. As far as we can tell, this is the only such statewide program in the country.
Students will complete and document 400 hours of non-paid service that meet recognized community needs, under
the auspices of a nonprofit organization, government programs, community group or school. The following types of
activities would qualify, and would be certified by the local Volunteer Center:
• Direct Service, such as river clean up, tutoring, spending time with a nursing home resident
• Indirect Service, such as computer data entry, fundraising, food collection, board or committee work
for a nonprofit
• Civic Engagement, advocacy or community organizing, such as beautification, mural painting,
community surveys
Students will periodically complete an evaluation form and reflective summary of their experience that will build in
a learning piece as well as an outcome measurement component during their years of volunteer service.
Recognition will take place at the high school honors (or awards) event. The student will receive:
• A medallion of distinction, to be worn at commencement exercises
• A Certificate of Distinction for Commitment to Service from the community Volunteer Center
• Community-wide recognition by the Volunteer Center during National Volunteer Week
Pilot Program: In order to test the program, seven Volunteer Centers are piloting this statewide program during the
2002-2003 school year. The number of hours is reduced proportionately during this first year for graduating seniors.
The pilot program will involve Volunteer Centers from Michigan's upper peninsula, and northern, mid- and
southern lower peninsula. These Centers each will work with at least one high school during the pilot year.
Long-term Goal: Within five years, all VCM member Volunteer Centers will be working with 75% of the high
schools in their catchments area.
�VCM has collaborated with Michigan Association of United Ways (MAUW) to determine what the factors are that
contribute to a strong United Way Volunteer Center. About half of Michigan's Volunteer Centers are United Way
programs. While independent 501(c) (3) Volunteer Centers have their own challenges to confront, those that are
programs internal to other agencies have different issues to consider. MAUW and VCM have hosted a series of
conference calls and meetings among the United Way directors and the affiliate Volunteer Center directors of five
Michigan United Ways. They explored structure, relationships, community image and impact, in an effort to assist
other communities to emulate those characteristics that foster success. This information will be especially useful to
start-up United Way Volunteer Centers.
Finally, VCM's member Centers have provided national leadership to the Volunteerism effort. VCM is concluding
our work in compiling a guidebook to establishing and maintaining a Volunteer Center State or Regional
Association.
The VCM Director and Aaron Cantrell (Kalamazoo) were speakers for the Illinois Association of Volunteer Centers
annual training event.
The VCM Director and Nonie Brennan (VCNNC Board and CMA Board) presented at the Northern Ohio Regional
Conference on Volunteering.
Kathy Rossow (POLF United Network Task Force and CMA Board) was instrumental in introducing Title III of the
Citizens Service Act to Congressional members in March.
Dale WeighilFs (VCM Executive Committee and CMA Board) advocacy strategy was so successful that a letter he
authored has become the template for education efforts by POLF.
Other CMA Programs:
As CMA concludes the $20 million fundraising campaign on June 1, 2003, we move forward in promoting the
concept of a lifelong ethic of service. CMA has hired a program coordinator who currently leads the Michigan's
Promise/America's Promise statewide effort. Since this program was transferred to CMA from the Michigan
Community Service Commission in the Fall of 2002, there has been much contact with the 26 Communities of
Promise (COPs). Site visits are planned for all 26 by the Spring of 2003. This program is, again, a natural fit to
with CMA, and it will flourish under its wing.
Additionally, CMA is in discussions with other youth philanthropy and civic oriented programs, to provide these
service on a statewide level, to breakdown the silos that have been created at all levels of volunteerism and
engagement. Specifically, the stakeholders of the Michigan Civics Summit will convene in a meeting sponsored by
the ConnectMichigan Alliance, to determine the next logical step in the continuation and expansion of that program,
as well as to discuss the following:

Dear Robert:
ConnectMichigan Alliance (CMA) is requesting a grant from the W. K. Kellogg
Foundation and the Charles Stewart Mott Foundation of $500,000.00 for the next
two fiscal years, to insure that the fundraising and programming capacity of the
Alliance and those served by CMA is secured for the future. The specific amount
requested from the W. K. Kellogg Foundation is $125,000.00 in the year 2002
and $125,000.00 in the year 2003. An equal amount is being requested from the
Charles Stewart Mott Foundation.
As a result of the declining economy and the terrorist action of September 11,
2001, the operational income expected from monies raised for CMA has fallen
short of original projections. From the thirty major contributors who have
supported CMA to date, in the amount of $5,507,660.00, only two have paid the
pledge in total. The rest of the contributors have made pledges for multiple years,
with the average being five years. Moreover, notwithstanding the fact that the
State of Michigan has been extremely generous in matching pledges as well as
cash, the economy has been such that the interest earned on the approximately
$7.5 million, in the permanent endowment, has been much less than budgeted for
the operations and for the staffing of the program coordinator (who was to be
hired in September of 2001), which has been pushed back to July of 2002.
Because of this shortfall we will be required to seek permission to take funds from
our permanent endowment corpus by April of this year, if we do not receive
support from the W.K. Kellogg and Charles Stewart Mott Foundations.

CM A was created to ensure strong, stable and coordinated support for Michigan's
volunteers. Through a $20 million endowment, CMA is uniting the combined
forces of its founding partners to permanently sustain and expand the "volunteer
infrastructure" for which Michigan is known and heralded. All of the partners of
this initiative have developed innovative approaches to working effectively on a
statewide level with varied constituencies in ways that serve as national models.
Once the campaign is complete, CMA will have the capacity to fully advance
upon achieving its goal of providing avenues for every Michigan citizen to serve
their community through volunteer service and civic action. This goal will be met
in local communities throughout Michigan by:

Providing increased access to training and technical assistance
necessary to build the capacity of local nonprofits to meet their
communities' most pressing social, charitable, economic, cultural,
educational, faith-based, and civic needs;
Providing access to a strong and healthy Volunteer Center for
every resident;
Increasing grant opportunities for Volunteer Centers to engage
more citizens in volunteerism and service;
Increasing grant opportunities for service-learning programs to
engage more young people in service;
Maximizing state and federal government resources to empower
local communities to address their local challenges; and
Increasing the understanding and use of service-learning in the
work of community-based nonprofits, K-12 schools and higher
education institutions.
CMA programs and services address four areas of need, which were identified
through a two-year planning process that engaged more than seventy executives
representing local nonprofit organizations. Those areas include Youth
Volunteerism, Community Volunteerism, Higher Education, and Training and
Technical Assistance.
More than seventy local nonprofit leaders from communities throughout
Michigan participated in a two-year planning process. Their charge was to create
a vision for their local communities by drawing upon their common experiences

in the development of a statewide strategic plan that would have significant
impact and relevance at the local level. In their deliberations, planners considered
the following facts:
Overall Significance of Michigan's Volunteers
• Almost 90 percent of all charitable organizations, participating in Public
Sector Consultants' (PSC) 1997 survey, rely on volunteers. Charitable
organizations indicated they averaged 180 volunteers and nearly 9,500
volunteer hours, which translates to 4.6 full-time workers per organization.
PSC estimates that more than 1 million volunteers contribute nearly 60
million hours to Michigan nonprofit organizations, an equivalent of more
than 28,000 full-time employees and nearly $760 million in donated labor.
• According to Michigan Giving & Volunteering, a 1999 statewide report
published jointly by the Council of Michigan Foundations and the Michigan
Nonprofit Association, 46.7 percent of Michigan adults volunteered during
the past twelve months - the majority indicating they are volunteering more
hours annually than in the past.
• Michigan Giving & Volunteering also revealed that 81.3 percent of those
who did not volunteer in 1999 indicated they had not been asked to do so over half said they had been volunteers in the past.
Changing Dynamics and Capacity Challenges in Supporting
Volunteerism and Service-Learning
• As a requirement for graduation, many school districts and institutions of
higher education are mandating students complete a set number of hours of
volunteer service annually. While the intent is to civically engage young
people in a meaningful experience, the need for formal training available to
nonprofit organizations, to the schools and to youth far exceeds its
availability.
• The percentage of students engaged in service-learning through institutions
of higher education has annually increased at a double-digit pace over the
past several years. Over 17 million hours of service were contributed by
undergraduates nation wide. As this trend continues, institutions of higher
education will require expanded support services such as those provided by
CMA to ensure the quality of service-learning programs.
• Michigan corporations are experiencing a growing need to engage in local
initiatives to improve the quality of life in the communities in which they
are located. Increasingly, communities are looking to their corporate
citizens to provide human resources - board members and volunteers - in

support of community projects. Both corporations and nonprofit
organizations are experiencing challenges in terms of their organizational
capacities to effectively manage, maintain and support this community
resource.
• Family volunteerism is a growing trend as many families are looking for
opportunities to spend quality time together in service to their communities.
With the demand for quality family volunteer experiences increasing, local
nonprofit organizations need specialized training and technical assistance to
effectively serve this constituency.
The ConnectMichigan Alliance endowment was created to provide resources for
innovative grantmaking, program development, and operational costs. On an
annual basis, the endowment allows the organization to sustain current initiatives
and focus on the development of new programs. Though the endowment earnings
will be significant, it is anticipated that the CMA will continue to fundraise on a
limited basis. New dollars that CMA will seek on a limited basis will support
new program development versus operational costs. CMA will rely on the
endowment earnings, program fees, corporate sponsorships and fees for service
for revenue generation. It is not anticipated that CMA will seek funding through
membership or annual campaigns.
Attached to this letter is a five year revenue and expense budget with a detailed
memorandum on the start up year and years 2002 through 2006.

The information below is an explanation of the budget projection for Fiscal Year Two "20022003" through Fiscal Year Five "2005-2006".
Revenue
General Contributions: No activity anticipated.
Interest and Dividends: Interest earned on the money market fund and endowment fund. In year
two (2), $714,787 was needed to balance the budget which is a shortfall of $324,663. The budget
projection is favorable in years three through five.
Restricted Grantsfaew): Various grant awards anticipated throughout each of the projected years
with a 3% increase from year to year.
Unrestricted Grants (existing): Remaining restricted grants for Michigan Campus Compact that
are transferred from the Temporarily Restricted Assets section of the Statement of Financial
Position as expenditures occur.
Program Fees: Fee revenue anticipated for several programs and events for the Michigan
Campus Compact and Volunteer Centers of Michigan. The change from year to year is a 3%
increase for additional participation.
Membership Dues: Dues for membership to the Michigan Campus Compact and Volunteer
Centers of Michigan. The change from year to year is a 3% increase of additional recruitments.

�Expenses
Salaries: The start-up year ended with seven (7) FTE's on staff. In July of the second year, a
full-time Special Events Coordinator is budgeted to start. Therefore, the second and third years
will be operated by eight (8) FTE's with a cost of living increase of 3 %. In July of the fourth
year, a full-time Special Events Coordinator for the Detroit Area and an Administrative Assistant
is budgeted to start. This brings the total to ten (10) FTE's for the fourth and fifth years with a
cost of living increase of 3%.
Benefits: Benefits correspond with the salary costs associated with the full-time employees.
The benefits consist of health, dental, life, & disability insurance, retirement, and employer
liability costs. A 20% increase on health insurance costs was budgeted in the second year.
Health insurance was budgeted to increase 15% for the remaining years.
Liability Insurance: Directors & Officers liability insurance and general liability insurance with
a 3% increase from year to year.
Contract Services: Several contracted services are anticipated throughout each of the years.
Each year was budgeted with a 3% increase. These contracts consist of payroll, mail sorting,
legal, auditing, training and MNA accounting, fundraising, and technical services. The changes
from year to year are from the changes in MNA services. MNA is contacted to provide
accounting and fundraising services in the second year. The third year, MNA will provide
accounting and website services. In the fourth and fifth years, MNA will provide accounting,
website and administrative support services.
Office Supplies: Office supply costs anticipated with a 3% increase from year to year.
Additional costs anticipated the fourth year for the costs associated with the FTE in Detroit.
Copying: Copying costs anticipated with a 3% increase from year to year. Additional costs
anticipated the fourth year for the costs associated with the FTE in Detroit.
Printing / Publications: Printing costs anticipated with a 3% increase from year to year.
Additional printing costs anticipated the fourth year for the costs associated with the FTE in
Detroit.
Subscriptions/Publications: Subscriptions and publications anticipated each year with a 3%
increase in costs.
Organization Dues: National Campus Compact and other miscellaneous dues anticipated with a
3% increase from year to year. The 3% increase is largely based on the Compact Compact
national fees associated with the Michigan Campus Compact membership recruitment.
Postage/Shipping: Postage and shipping costs anticipated with a 3% increase from year to year.
Additional costs anticipated the fourth year for the costs associated with the FTE in Detroit.
Telephone/Fax: Telephone costs anticipated each year with a 3% increase in costs. Additional

Dottie Johnson indicated you might be interested in the progress of our fundraising
campaign for ConnectMichigan Alliance. I am enclosing a current "Gift Snapshot"
which reflects gifts and pledges received and current requests. I am also enclosing a
list of all of the Community Foundation contributions to date. We have raised over
$300,000 from Community Foundations and we have one major request pending of
$25,000 with the Flint Community Foundation. That request will be reviewed in
mid June. We also have two modest requests being considered by the Bay City and
Saginaw Community Foundations.

On the Gift Snapshot you will notice an item listed as "Future Requests of $50,000
or more". On June 26, 2002, Governor and Mrs. Engler and Julie Fisher Cummings
and Peter Cummings will be sponsoring a luncheon at the Detroit Athletic Club
with 50 CEO's of major Corporations and Organizations capable of giving a
minimum of$100,000 to CMA.We have estimated a potential amount in access of
$1,500,000 from that effort. We have also received two additional gifts of
$250,000 from the Charles Stewart Mott Foundation and the W.K. Kellogg
Foundation, making them our two largest contributors at $1,250,000 each.
