Working in partnership with Volunteer Centers of Afichigan and J\./ichigan Campus Compact
�contribution. We appreciate your continued commitment to MNA through the
contribution of both your time and resources.
Evaluation Meeting - MNA is also designing an evaluation for the recent W. K. Kellogg
grant. A group of key stakeholders in MNA' s work will convene on January 25, 1996
from 9:30a.m. to 2:00p.m. to work on the evaluation design. John Seeley, president of
Formulative Evaluation Research Associates (FERA) will lead this small group of
individuals through a design process. Any board members interested in attending the
evaluation meeting should call the MNA offices.
Istook Amendment Update - The Istook "Silence America" Amendment to limit nonprofit
lobbying is temporarily dead. The amendment, which was temporarily attached to the
continuing resolution and to the lobbying disclosure bill, was removed from all proposed
legislation. However, it is anticipated that the amendment will again be pushed by
Congressman Istook in 1996. We will continue to keep you updated on Istook and other
public policy issues of importance to nonprofit organizations in Michigan.
Tax Incentive for Charitable Giving Update - Since our board meeting, the tax incentive
task force has met with Senate Majority Leader Dick Posthumus and House Speaker Paul
Hillegonds about the possibility of introducing legislation that would provide a tax
deduction for charitable giving. Both meetings were very successful. We anticipate that a
draft bill will be introduced sometime in the spring of 1996.
Finally, we want to pass along best wishes to you and your families for a joyous holiday season
and a happy New Year.

CURRENT PROJECTS
•
MCC Service Leadership Conference
The 1996 Annual Service Leadership Conference, sponsored by MCC will be held
on Wednesday, August 7 through Saturday, August 10 at Camp Miniwanca in
Shelby, MI. We are expecting 100 students and their advisors from MCC member
colleges and universities to attend. The purpose of the conference is to: enhance
students' understanding of the principles of good practice for community
service/service learning; to positively impact the community service/service
learning movement; to engage students in thoughtful action; and to explore their
roles as active citizens in a democracy.
•
MCC Faculty/Staff Community Service Learning Awards
The Fifth Annual Michigan Campus Compact Faculty/Staff Community Service
Learning Awards will recognize a faculty or staff member from each MCC member
campus for their contributions throughout the year in the area of community
service learning through modeling, influence, or instruction. Award recipients will
be notified in June and asked to participate in the 1997 Faculty/Administrator
Institute.
•
Venture Grant Cycle 13
Approximately $10,000 has been made available for Venture Grants for member
institutions to use in the fall of 1996. Venture Grants are financial awards ranging
up to $2,500 made available to individuals or groups on MCC member campuses
who wish to develop or expand community service programs and service learning
opportunities. Cycle 13 began April 26, 1996, and Request for Proposals will be
due on June 7, 1996. Recipients will be notified on June 21, 1996 of their award
that can be used during the fall of 1996.

MCC Web Page/List Serve
Volunteer Centers of Michigan is assisting Michigan Campus Compact in creating
a web page for MCC that will be linked to many organizations in the state and
across the country. This method of communication will be a useful way to tell
others about MCC, its purpose, services and members. MCC will also be
developing list serves for faculty, students, and staff of member institutions.
•
Site Visits
Site visits have been scheduled with all 23 member and 6 potential member
institutions. Lisa McGettigan has conducted 20 site visits to date, and will be
conducting the nine remaining site visits within the next two months.
�COMPLETED ACTIVITIES
•
1996 Annual MCC Faculty/Administrator Institute
Over 80 faculty members and chief academic affairs officers attended the First
Annual MCC Faculty/Administrator Institute which was held on Friday, March 29,
1996 at Lansing Community College. Dr. Ira Harkavy, Director of the Center for
Community Partnerships at the University of Pennsylvania, was the keynote
speaker. Dr. Harkavy, along with over 25 faculty members and academic
administrators presented interactive and stimulating workshops on how to
integrate and sustain service learning on college campuses in Michigan.
•
1996 MCC Annual Recognition Ceremony
Michigan Campus Compact recognized over 21 students at the Annual
Recognition Ceremony held on Saturday, April 13, 1996 at the Kellogg Center in
East Lansing. Over 55 faculty, staff, family, and friends attended the ceremony to
celebrate the outstanding contributions to community service these student leaders
have made. There were 17 recipients of the Commitment to Service Award, which
recognized students who demonstrated commitment to community service through
a wide variety of activities. The Outstanding Community Impact Award, given for
exceptional service and endeavors in addressing pressing community issues, was
presented to four students from the following institutions: Alma College; Grand
Valley State University; Michigan State University; and the University of
Michigan. Dr. Alan Stone, President of Alma College and Vice Chair of the MCC
Operating Council, gave the welcome and presented the awards. Ms. Monique
Averill, a junior at Alma College and finalist for the national 1995 Howard R.
Swearer Student Humanitarian Award, gave an inspiring keynote address. David
Egner, President and CEO of the Michigan Nonprofit Association, closed the
evening with a very a heart warming speech.
•
COOL Bus
The state of Michigan was well represented at the Campus Opportunity Outreach
League's (COOL) National Convention in Washington, D.C., March 20 - 24,
1996. Over 90 students and advisors from MCC member colleges and universities
traveled together in two MCC/MNA-sponsored buses to the community service
convention at George Washington University.

Director of the Center for Community Partnerships
University of Pennsylvania
Ira Harkavy is Director of the Center for Community Partnerships at the University of Pennsylvania. He teaches in
both the history and the urban studies departments, and is Executive Editor of Universities and Community Schools.
Harkavy recently served as Director of the Penn Program for Public Service, Vice Dean of the School of Arts and
Sciences, and Executive Director of the Program for Assessing and Revitalizing the Social Sciences (also at the University). He is currently consultant to the U.S. Department of Housing and Urban Development for the creation of its new
Office of University Partnerships.
Harkavy received his doctorate in history from the University of Pennsylvania in 1979. His research has focused on
school and community revitalization in Philadelphia and other cities. In recent years, he has written on how to involve
universities effectively in democratic partnerships with local public schools and their communities. The West Philadelphia Improvement Corps (WEPIC), a partnership linking the University of Pennsylvania and the West Philadelphia
community, emerged and developed from seminars and research projects he directs with other colleagues at the University.

Monique is a junior at Alma College studying Biochemistry. Monique has a long and rich relationship with
service. She has worked with the Student Offering Service (SOS) as Gerontology Coordinator where she
places students in area nursing homes. She has coordinated and volunteered in the Adopt-a-Grandparent
program. As a member of Students United for Nature (SUN), she has implemented a spring clean-up in her
community. Monique has also developed training seminars for health care providers while at the county
commission on aging. Not only has she been active in service, but Monique has worked to instill service
components into her honor societies, Gamma Delta Alpha and Chi Epsilon Mu Chemistry Honor Society.
Just recently, Monique was named a finalist for the 1995 Howard R. Swearer Student Humanitarian Award,
the highest honor a college student can receive nationally for his/her community service efforts.

Julie is a senior at the University of Michigan studying Psychology. Julie has been involved with Project
SERVE in many capacities while at the U of M. She has been a co-chair for Campus Programs; an
Alternative Spring Break Site Leader; and a Child/Youth Coordinator. Julie has also advised the Ann
Arbor Community Foundation Youth Council and has helped to plan and implement the annual Youth
Summit in Detroit. She has been a group facilitator for the Homeless Empowerment Relationship
Organization and for Ryan Correctional Facility. Her volunteerism has lead her to the Father Pat Jackson
House to help teen mothers; to be a peer counselor for 76-GUJDE; to work with children in a domestic
violence shelter; and to work with cancer-stricken children.
Sfiirorufa :N. Stewart
Shironda is a sophomore at Michigan State University studying Physiology. She has been active with the
Lansing City Rescue Mission, where she volunteers to provide meals to the homeless and coordinates
transportation to and from the mission. She has also coordinated a food drive for the greater Lansing area.
Shironda volunteered at the Help the Homeless Project where she mentored and supported one homeless
woman in an effort to get her off the street. She has been a mentor at the Lansing Boys and Girls Club and
recruited other MSU students to be mentors for the center.
CBrian 'l'rem6fy
Brian is a senior at Grand Valley State University (GVSU) studying Health Science. He has been actively
involved in raising awareness regarding the needs and capabilities of individuals with disabilities through
the Project A.B.L.E. program. Brian has developed "Into the Schools," an experiential educational program
targeting local elementary youth by simulating various disabilities. This "Empathy Training" program has
also become an annual presentation to students at Grand Valley State University. Brian has co-coordinated
the "Stride for Pride" fundraiser- a 12.5 mile wheelchair push benefiting the West Michigan Easter Seal
Society. He volunteered and presented at the 1996 Service Learning Winter Workshop sponsored by MCC
and GVSU. Brian also volunteered at the Muscular Dystrophy Association 's summer camp; a physical
therapy clinic; as well as Campus Ministry Service Saturdays. Brian is a member of the service committee
at GVSU's Alpha Sigma Phi fraternity.

for Volunteerism
The Michigan Nonprofit Association and the Volunteer Centers of
Michigan have announced the creation of the George W. Romney Fund
to increase and improve volunteerism in Michigan. With a goal of $ 1.5
million, the endowment fund, named for Michigan's former governor,
will distribute money to benefit local volunteer centers and innovative
volunteer programming throughout Michigan.
Romney was recognized nationally as a leader

in the volunteer movement. He founded the
National Volunteer Center, served as a f o u n d i n g
trustee of the Points of Light Foundation and the
Michigan Nonprofit Association, and spearheaded the development
of a number of volunteer centers in Michigan. Three years ago, in
collaboration with Michigan's First Lady, Michelle Engler, and former
First Lady, Janet Blanchard, Romney started the Michigan Campaign
for Volunteerism, an initiative to increase the number of volunteers in
Michigan and to strengthen Michigan's volunteer centers. Since its
inception, the number of volunteer centers in Michigan has grown
from nine to 27.
The fund will begin making grants in 1997 and will be administered
by the Michigan Nonprofit Association. Organizations and individuals
interested in making contributions to the George W. Romney Fund for
Volunteerism in Michigan should call the Michigan Nonprofit Association

Leader a n d Citizen
George W. Romney was a man of strong beliefs whose values were
the focal point of his daily life. He had a passion for community which
made him a powerful leader and citizen. George Romney cherished his
role as a volunteer. The night before his passing he was at a dinner for the
Volunteer Leadership Coalition and introduced himself in his usual way,
"George Romney, volunteer." He was proud of his many achievements in
the area of volunteerism.
Romney was a true believer when he declared, "The most powerful

providing grants to support volunteer projects across the
state, and financing an annual public relations campaign to

George Romneys name will live on through the establishment of the
Romney Fund, and he will continue to be associated with volunteerism.
The fund will secure Romneys lasting impact on volunteerism at the local
and state level.

Campaign Overview
The George W. Romney Fund for Volunteerism was developed
to increase and improve volunteerism in M i c h i g a n . A goal of $1.5
m i l l i o n has been set.
Concepts important in the development of the Romney Fund:

Romney believed successful volunteer centers and programs that
utilize volunteers include three essentials:
• Leadership
• Funds to build local infrastructure
• Media support
With these points in mind, one focus of the fund is to strengthen
the local volunteer centers. This will be accomplished by distributing
$750,000 to the local volunteer centers to establish their own
e n d o w m e n t f u n d s . These endowment f u n d s will be supplemented
by a one-to-one cash match raised at the local level. In addition to
providing grants to volunteer centers, the fund will m a i n t a i n $750,000
in an endowment for volunteer projects across the state. The fund will
also finance an annual public relations campaign to increase awareness
and spur participation in volunteer programs.
How can I contribute to the George W. Romney Fund?
Volunteers from across the state are spearheading the campaign.
They encourage your participation. You can complete the enclosed
pledge card or call the Michigan Nonprofit Association at (517) 353-5038.
The campaign officially starts in spring of 1996 and will conclude in
December of 1996. The fund will begin making grants in late 1997.

Finance Report Narrative
BALANCE SHEET
Investments:
Currently $671,132 are in certificates of deposit.
Restricted Investment-Mawby Fund & Endowment Receivable-Mawby Fund:
MNA was fortunate to receive a $500,000 endowment from the W.K. Kellogg
Foundation in the name of Russell G. Mawby. The funds from this endowment will be
used to enhance youth volunteerism programs in Michigan. $250,000 of the grant was
received. The other $250,000 is a receivable that will be paid in the late summer or
early fall of 1996.
Accounts Receivable-MCC Dues & Accounts Receivable-Grant: Both of these line items are receivables
from Michigan State University. The MCC dues amount will be paid prior to the end of
MNA's fiscal year. The funds reported in the accounts receivable grant line item is the
remains of the W.K. Kellogg Foundation grant that has been approved for tJansfer. We
are awaiting the funds from MSU' s Grants and Contracts Office.
Accounts Receivable-Classified Ads: These are funds due MNA from organizations that have placed
classified advertisements in Crain's Nonprofit News.
Liabilities and Fund Balance
Defe"ed Member Revenue & Defe"ed Membership Revenue MCC: With the switch to an accrual
accounting system, MNA is now deferring the appropriate portion of member dues as
they are received each month. To date, dues deferred to next fiscal year equal more than
$33,000.
Defe"ed Grant Revenue: $507,500 is deferred from the $950,000 Kellogg Grant received in 1995.
Fund Balance:
The operating fund balance is $27,455. The equipment fund balance is $9,830.
Revenue over expenses equals $640,045 . Revenue over expenses includes the $500,000
from the Mawby Fund that is in permanent endowment.
STATEMENT OF REVENUE AND EXPENSES
Revenue
General Contributions: General contributions are down somewhat because of the late invoicing ofboard
members for their personal contributions. We anticipate that we will finish the year at
approximately $2,250.
Interest and Dividends: The two line items of interest in dividends include interest from the Mawby Fund
and interest drawn from other investments. The deferred revenue from the W.K.
Kellogg grant received in 1995 is responsible for the return of$22,813 . We project that
MNA will finish the year at just over $33,000 in these two line items.

�Kellogg Grant to VCM: This $50,000 is from a 1994 grant to MNA These funds are earmarked for
VCM capacity building and will be offset by the program grant line item.
Grants and Contracts: Grants and contracts are just below $329,000. We anticipate that we will finish
the year slightly above $350,000 in this line item. The annual budget $500,000 amount
. included $150,000 for MCC Venture Grants. We have delayed the start of the MCC
Venture Grant program to the next fiscal year. An offsetting entry in the expense
column will result in no financial 4flpact of this delay.
Program Fees:
Several program items are now being tracked separately because of the shift in our
accounting program. We anticipate that total program fee income by year end will be
$84,500. The majority of these funds will come in during the month of May as part of
the Grantmakers/Grantseekers revenue.
Member Dues:
Member dues have been split into more specific categories. As of the March statement,
inter-departmental transfers have not taken place to accurately indicate dollars paid by
each of the three classifications. It is anticipated that we will end the year at
approximately $127,000 in total dues paid The annual budget of$158,000 was
approved by the board before the shift to an accrual accounting system. This move to an
accrual system will result in year end figures being below the budgeted amount;
however, our cash position will actually exceed the annual budget.
Expenses
Salaries:
MNA is running below budget on salary e:11:penditures. We anticipate ending the year at
approximately $287,000. A large part of this savings is a result of starting two budgeted
positions later in the fiscal year than anticipated.
Benefits: Benefits are running under budget at the same pace as salaries. We anticipate ending the year
· at $84,500.
Liability Insurance, Travel Expenses, and Contract Services: These line items will finish near the annual
budgeted amount.
Office Expenditures: As ofMarch 31 office expenditures exceeded $59,000. We anticipate that we will
finish the year at just over $74,000. The majority of this overage is a result of$5,000
spent to furnish and equip additional offices after the MCC merger.
Meeting Expenses: The majority of these expenditures will occur at the Grantmakers/ Grantseekers
Seminar. We anticipate finishing the year at just under $40,000.
Program Grants: The $125,000 budgeted in program grants is an entry that offsets the majority of the
$150,000 of revenue budgeted in Grants and Contracts for Venture Grants. $50,000
will be paid out in this line item this year for VCM capacity building.
We anticipate ending the year with revenue and expenditures equal to $606,127.

1996-97 Suggested Budget
Narrative
The 1996-97 proposed Michigan Nonprofit Association budget includes revenue and
expenditures from the programs operated in 1995-96 and several additional program
initiatives. New program initiatives include a service and volunteerism super conference
that will be conducted in March of 1997 and a number of training and workshops
conducted by the Volunteer Centers of Michigan and Michigan Campus Compact.
Additionally, there are additional revenue increases in the Crain's Nonprofit Classified
Service.
Substantial differences between the 1995-96 projected year end and the 1996-97 budget
are outlined below.
Unrestricted Income
Interest and Dividends:
Increases in this budgeted item result from revenues from the
Russell G. Mawby Fund. A $500,000 grant is earmarked for
increasing and enhancing volunteer service for Michigan's
young people.
Grants and Contracts:
The 1996-97 budget includes $222,500 of the W.K. Kellogg
Foundation funds currently in restricted grant revenue.
Program Fees:
The budget includes the addition of$60,000 for the
volunteerism super conference, $28,000 from Crain's Nonprofit
Classified Service, and additional revenue from meetings and
trainings.
Member Dues:
Increases here represent additional member institutions joining
the Michigan Campus Compact and additional MNA members.
Program Grants:
Included in the 1996-97 budget is $30,000 from the W.K.
Kellogg Foundation grant for volunteer center capacity
building. An additional $50,000 will be raised for the MCC
Venture Grants program.
�Expense
Salaries:
The budgeted number represents a 5% increase pool for
existing MNA employees. The 95-96 projected numbers are
significantly lower because two full-time employees and one
half-time employee were on staff only a portion of the fiscal
year.
Benefits:
The increase in benefits corresponds to the increase in staff
salaries.
Liability Insurance:
We have budgeted for a 5% increase in this line item.
Contract Services:
The major increase in this area is an increase in purchase space
from Crain 's Nonprofit News. Additional program fee revenue
has offset this expense.
Office Operations:
Budgeted increase in office operations are a result of additional
expenses incurred in the above mentioned new programming
initiatives.
Meetings:
New program initiatives increase the meeting budget for 199697 substantially when compared to 1995-96. The majority of
this expenditure increase is a result of the super conference
mentioned above.
Travel:
A 10% increase has been budgeted in travel for 1996-97. We
anticipate greater in-state travel for both the director ofVCM
and the director ofMCC as they conduct site visits of all of
their constituents.
Program Grants:
$50,000 has been budgeted for MCC Venture Grants for 199697. These funds will be raised during the fiscal year. $30,000
has been budgeted for volunteer center capacity building; this
expense is offset by revenue in the program grants line item.

Reserves and Investments Policy
Obiectives: The objectives of the Michigan Nonprofit Association Reserves and Investments
Policy include the following:
1. To maintain a reserve equal to a minimum of six (6) months worth of operating funds
in the :MNA fund balance at all times;
2. To assure sufficient liquidity to meet operating and contingent expenses;
3. To obtain a reasonable return on the investment of surplus funds;
4 . To avoid speculative investments which could jeopardize the safety of the invested
assets.

Responsibilities: It shall be the responsibility of the MNA president:
1. To establish the association' s annual budget with the advice and consent of the board
of directors;
2. To determine the amount of surplus funds that are available each year for investment;
3. To invest those surplus funds as authorized;
4 . To provide at least quarterly financial reports to the MNA finance and executive
committees;
5. To obtain a bond or employee dishonesty policy at the $50,000 level, covering all
employees who have access to the financial accounts of the association;
6. To obtain finance committee approval for investments that exceed $10,000;
7. To obtain board approval for the selection of an investment advisor should one be
retained . .·.
Maturity Restrictions: No investment shall be purchased maturing longer than five years from the
date of the purchase and 75 percent of the portfolio shall have a maturity of not more than two
years.
Authorized Investments: The :MNA president, in consultation with the Finance Committee chair,
is authorized to invest the association' s surplus funds on her or his individual initiative with or
without the advice of an investment advisor as follows:
1. US obligations and any obligation that is fully guaranteed by the US Government may
be purchased without regard to amount;
2. US government agency obligations may be purchased in an amount not to exceed
$50,000;
3. Certificates of deposit may be purchased in amounts not to exceed $100,000 per
federally insured bank, savings and loan or credit union;
4. Money market funds that are fully insured by an agency of the United States
governme!lt in an amount not to exceed $50,000.

Review of February 13. 1996 Minutes: The committee unanimously approved
the February 13, 1996 minutes as presented.

Review 96-97 Suggested Budget: D. Egner reviewed the internal procedure for
developing the 96-97 budget. After discussion, the committee unanimously
approved that the 96-97 Suggested Budget be sent to the Executive Committee
for approval. The committee also discussed the need for MNA to work toward
a six month operating reserve.
4.
Review February 29. 1996 Finance Statement: The committee reviewed the
February 29, 1996 Statement of Revenue and Expenses as well as the Balance
Sheet. After discussion, the committee voted unanimously to receive the
reports.
5.
Review of MNA Investment Policies: The committee reviewed and approved
MNA Investment Policies.
6.
Adjourn: The meeting was adjourned at 10:30 a.m.

Welcome and Call to Order: The meeting was called to order by Chairman King at
9:45 a.m.

Review of Revenue and Expense Statement as of January 31. 1996: The second
quarter Michigan Nonprofit Association financial statements (attachment 1) were
reviewed by the committee. The second quarter statements are MNA's first
statements since converting from cash to accrual accounting. The committee
suggested that an "expected year end" column be added to the expense/revenue
statement. Staff will make that change on future reports. Following discussion,
the expense/revenue statement and balance sheet were approved as presented.
D. Egner announced the receipt of a $500,000 grant from the W. K. Kellogg
Foundation to implement the Russell G. Mawby Fund for Youth Service and
Volunteerism. The grant will be paid in two $250,000 payments. The first
payment was received in early February and the second will be sent this fall.
3.
Discussion on Draft Reserves and Investments Policy: The committee reviewed
and discussed the draft reserves and investments policy. The committee offered
several changes to clarify the objectives of the provisions. Staff will make these
changes and present the final draft of the policy to committee at its next meeting.
4.
Date of Next Meeting: After discussion, the committee agreed that its next
meeting would be held on April 2, 1996 at 9:30 a.m.
5.

Welcome and Call to Order: The meeting was called to order by Chairperson
R. Cole at 12:24 p.m.
2.
Review of Minutes: The minutes of the February 21, 1996, meeting were approved.
3.
Chair's Report: R. Cole reported on the success of the MNA regional member meeting
hosted on March 27, 1996 by Blue Cross Blue Shield.
4.
Nominating Committee Report: D. Egner reviewed the committee's nominations for
vacant board positions. After discussion, the committee approved the recommended
candidates and recommended that the slate of candidates be presented to the full board
on May 16, 1996.
5.
Michigan Campus Compact Report: Lisa McGettigan provided a brief overview of
MCC's current activities. MCC provided transportation for students to attend the
annual COOL conference in Washington, D.C. in March. With MCC's support,
Michigan was well represented by young people at this event. The first annual Faculty
Institute was hosted at Lansing Community College on March 29, 1996. This one day
workshop provided an opportunity for faculty members to discuss issues related to
service learning. A student recognition ceremony is being hosted on April 13, 1996 to
honor outstanding student service.

Volunteer Centers of Michigan Report: S. Singh reported on the successful Points of
Light Foundation Capacity Building Institute hosted on March 10 and 11, 1996 by
VCM. He also reported that the volunteer centers are working on developing their own
Web page. This would allow volunteer centers to post their volunteer opportunities on
the Internet. A document describing Connect America was distributed and discussed.
Also noted was S. Singh's recent appointment to the Points of Light Foundation Board
of Directors.
7.
Public Policy Report: D. Johnson reported on the public policy committee meeting
held earlier in the day (April 4, 1996). The committee completed its work on the draft
set of guidelines and principles regarding policy items supported by MNA. The
guidelines will be presented at the MNA Board meeting on May 16 for final adoption.
A public forum was held to discuss the committee's work on a possible re-write of
Michigan's Charitable Solicitation Law. D. Johnson recognized the hard work of
committee members Joe Tuchinsky, MaryAnn Pierce and Donna Clarke in moving this
effort forward. A meeting with members of the Attorney General's office has been set
to continue discussion on this project.
8.
Program and Services Update: D. Clarke updated the committee on plans for
Grantmakers/Grantseekers VIII (GG8) scheduled for May 17 at the Lansing Center. A
copy of the GG8 brochure was distributed. D. Clarke recognized Robert Hencey from
the W.K. Kellogg Foundation for his valuable assistance in developing and producing
this year's brochure. The brochure is in the process of being sent to MNA's mailing
list that consists of more than 12,0000 names. Dr. William Richardson will provide
the morning keynote address. Plans are underway to announce the George W. Romney
Fund for Volunteerism and pay tribute to the former Governor during the afternoon
keynote portion of the conference.
D. Clarke also updated the committee on the Community Renewal Conference
scheduled for May 16 at the Lansing Center. This conference will follow the MNA
annual board meeting. Lester Salamon, director of the Institute for Policy Studies at
Johns Hopkins University, will be the keynote speaker. Following the conference
MNA and CMF will host a legislative reception. The Governor's Community Service
Awards Dinner will follow the reception from 7:00 p.m. to 10:00 p.m. MNA and
CMF will present the Russell G. Mawby Award at the dinner.
D. Egner announced that he has been working with representatives from MetLife on
the development of MNA's retirement program. Program details are still being
reviewed and discussed. They hope to move the plan forward by late summer.
M. Grill reported on the success of the March 27, 1996 Regional Member meeting.
She thanked R. Cole and Blue Cross Blue Shield for their valuable assistance in hosting
the meeting. Additional meetings are scheduled for April 24 at St. Johns Hospital in
Detroit and April 30 in Midland.

Fund Development Report: M. Grill updated the committee on plans for the George
W. Romney Fund for Volunteerism. The official kick-off of the Fund will be held on
May 17, 1996 in conjunction with Grantmakers/Grantseekers VIII, along with a tribute
to Governor Romney. A proposal for $750,000 was submitted to the W. K. Kellogg
Foundation (WKKF). An outline of the Campaign structure was distributed and
reviewed. M. Grill announced that she is working with TreverRohrback in developing
a public relations piece for the campaign.
M. Grill reviewed her work on re-building the MCC Venture Grant Process. Efforts
are being focused on seeking corporate contributions and researching and developing
grant proposals.
Finance Report: J. King reviewed MNA's income and expense statement as of
February 29, 1996. A motion to accept the report passed unanimously.
12.
Adjournment: The meeting was adjourned at 1:08 p.m. At this time the executive
committee entered into a closed executive meeting session.

Welcome and Call to Order: The meeting was called to order by Chairperson
R. Cole at 2:15 p.m.
2.
Review of Minutes: The minutes of the October 16, 1995, meeting were approved.
3.
Chair's Report: R. Cole reported on the establishment of the Russell G. Mawby Fund
for Volunteerism. MNA received a $500,000 endowment grant from the W.K.
Kellogg Foundation in the name of Russ Mawby. The funds will be used to fund
programs that promote volunteerism and a life long service ethic in young people.
R. Cole introduced Jennifer Fauss, the Points of Light Foundation Youth Engaged in
Service (YES) Ambassador. MNA will house this position within its offices for the
next nine months. In her position as YES Ambassador, Jennifer will serve as an MNA
staff member and work closely with Volunteer Centers of Michigan and the Michigan
Campus Compact.
R. Cole informed the committee of Blue Cross Blue Shield's willingness to work with
MNA on redesigning its publications and printed materials. Representatives from Blue
Cross Blue Shield of Michigan and its ad agency, TraverRohrback, recently met with
MNA staff members to accomplish this goal.
The Russell G. Mawby Award, co-sponsored by MNA and CMF, will be presented at
the Governor's Community Service Awards Dinner on May 16 at the Lansing Center.
�Helen Philpott is co-chairing the selection committee comprised of three MNA trustees
and three CMF trustees.
Calendars were distributed to executive committee members to plan future executive
committee meetings. The MNA staff will collect and review the calendars. Future
meeting dates will be announced at the April 4 executive committee meeting.
R. Cole announced that the meeting agenda does not include a report from the
president. D. Egner will give his report at the executive session at the end of the
meeting.
R. Cole reported that Donna Clarke, vice president and COO of MNA will be
departing the MNA staff on May 17. Donna will graduate top of her class from
Cooley Law School this spring. She has been offered a position to practice law with
the firm of Howard and Howard in Lansing. Executive committee members
congratulated D. Clarke on her outstanding achievement and thanked her for her many
years of service to MNA.
R. Cole commented on the success of the Governor's Summit on February 12, 1996.
The committee discussed separating the religious sector into its own category. Sr.
Monica Kostielney raised concerns about the divisiveness this may cause. The
executive committee expressed concern about keeping the religious sector separate from
the nonprofit community. The committee directed D. Egner to communicate this
concern with the Council of Michigan Foundations and the Michigan Community
Service Commission.
MNA switched its health insurance carrier from Blue Cross Blue Shield of Michigan to
Physicians Health Plan (PHP). R. Cole, in support of D. Egner's decision, shared this
administrative decision with the committee. PHP offers MNA a significant cost
savings.

Fund Development Report: M. Moomaw informed the committee that plans for the
George W. Romney Fund for Volunteerism are underway. The goal of the campaign is
to raise 1.5 million dollars. Lenore Romney has agreed to serve as honorary chair of
the Campaign. In addition, honorary involvement is expected from the Romney
children, Governor and Mrs. Engler, and former governors and their spouses. The
campaign will be structured in a team format and will officially be kicked off in
May 1996. D. Johnson requested that the committee see something in writing on the
campaign. She also suggested that a firm commitment for at least one-third of the
funds be in place before the campaign is kicked off. R. Cole suggested that a
monument of Governor Romney be placed on the capital lawn - something that
demonstrates his involvement in community service. The committee charged D. Egner
with putting together a list of ideas on how to organize this effort.
�M. Moomaw reported on the development and progress of MNA Regional Member
Meetings. Four to five meetings are being planned across the state to service current
members and recruit new members. Each meeting will include a fundraising seminar
followed by a networking reception. Two meetings have been scheduled in the Detroit
area for March 27, 1996 and April 24, 1996.
Plans are underway to re-build the MCC Venture Grant Process. M. Moomaw shared
the past success of venture grants and the significant impact they have on higher
education institution's decision to be a member of MCC. M. Moomaw is developing
strategies to seek corporate contributions and grants for the funding of this program.

Finance Committee Report: J. King reviewed MNA's income and expense statement
as of January 31, 1996. It was suggested that the revenue and expense statement be
modified to include a column for June 30, 1996 projections. This column will allow
the board to see what MNA's financial position will be at the end of the fiscal year.

Membership Committee Report: D. Clarke acknowledged and thanked Chairman R.
Cole for arranging a meeting with representatives from Blue Cross Blue Shield of
Michigan to help in redesigning MNA publications and printed materials. To date
MNA has 350 members. Membership renewal notices have been changed to more
closely resemble an invoice. Retention rate is up to 80% compared to 74% at this
point last year. The MNA staff will be contacting members at least once a year by
phone to discuss MNA services. The board-driven membership campaign to date has
resulted in six new members.
7.
Program and Services Update: D. Clarke updated the committee on plans for
Grantmakers/Grantseekers VIII (GG8) scheduled for May 17 at the Lansing Center.
CMF will again co-sponsor the conference. Dr. Bill Richardson, president of the W.K.
Kellogg Foundation, will deliver the morning keynote address. The committee is
currently pursuing potential keynote speakers for the afternoon. Louis Sullivan, who
the committee was pursuing for the last several months, has a scheduling conflict and
can not attend. Conference brochures will be sent out in early April.
D. Egner updated the committee on the Community Renewal Conference scheduled for
May 16 at the Lansing Center. This conference will follow the MNA annual board
meeting. Lester Salamon, director of the Institute for Policy Studies at Johns Hopkins
University, will be the keynote speaker. Following the conference MNA and CMF
will host a legislative reception. The Governor's Community Service Awards Dinner
will follow the reception from 7:00 p.m. to 10:00 p.m.
D. Clarke reported that to date the nonprofit classified service has been very successful.
The service is attracting new members for MNA. MNA is contracting with
commissioned sales representatives to help sell ad space.

Michigan Campus Compact Report: Lisa McGettigan provided a brief overview of the
recent activities of MCC's four main constituency groups; presidents, faculty, staff and
students. The MCC presidents met on January 29, 1996 at the W.K. Kellogg
Foundation in Battle Creek. The presidents are trying to coordinate a meeting in late
May that would coincide with conferences being hosted by other higher education
associations. This meeting would allow for more participation from presidents as well
as serve as a recruitment method for MCC.
The Student Community Action Network (SCAN), held their first annual student
leadership conference at Grand Valley State University on January 27, 1996. The
successful conference was designed and facilitated by students.
The MCC faculty committee is planning their first annual Faculty Institute on March
29, 1996 at Lansing Community College. The goal of the conference is to give faculty
members from across the state an opportunity to collaborate on service learning
initiatives.
The MCC Community Service Coordinators are planning a student recognition
ceremony for April 13, 1996. This is an opportunity for MCC to formally
acknowledge the outstanding commitment to service demonstrated by students attending
MCC member institutions.

Volunteer Centers of Michigan Report: A. Cantrell reported on VCM's upcoming
election of officers. The recommended slate of officers includes Carolyn Harvey as
president, Kathy Rossow as vice president and Amy Smitter as secretary.
S. Singh reported that VCM is hosting the Points of Light Foundation's Capacity
Building Institute on March 10 and 11, 1996. The conference is designed to assist
volunteer centers in developing plans and skills to move towards implementing the
vision of VC2000. S. Singh reintroduced Jennifer Fauss and described some of the
activities she will be working on with VCM. VCM is in the final stages of securing a
contract with Red Ridge Software Company for volunteer management software. In
addition, VCM is working to develop access for volunteer centers on the World Wide
Web. S. Singh reported he is meeting with the Michigan Association of Volunteer
Administrators (MAVA) and POLF to discuss ways to strengthen relationships between
volunteer organizations.

Public Policy Report: D. Johnson reported on the public policy committee meeting on
January 23, 1996. The committee has developed a draft set of guidelines and principles
regarding policy items supported by MNA. The guidelines will be reviewed for final
revisions at the committee's April 4, 1996 meeting. The executive committee approved
the guidelines and, barring any major changes from the public policy committee,
recommended that they be submitted to the MNA board at the May 16, 1996 meeting
for final adoption of the document.
�In conjunction with their April 4 meeting, the public policy committee will hold an
open forum for MNA members and other interested groups to share their comments
regarding the proposed rewrite of Michigan's Charitable Solicitation Act. The
executive committee approved the public policy committee sharing the guidelines
document with members present at the open forum on April 4, 1996.

Nominating Committee Report: Sr. Monica Kostielney updated the committee on
board vacancies. Nominations from members are currently being solicited. The
nominating committee is scheduled to meet on March 26, 1996 to review nominations
and recommend candidates to fill these vacancies.

Adjournment: The meeting was adjourned at 4:07 p.m. At this time the executive
committee entered into a closed executive meeting session.

9:30a.m. a.m. to 11:30 a.m. at the Lansing Center in Lansing. An informal
reception to visit with your fellow trustees will be held prior to the meeting
from 9:00 to 9:30a.m. The Lansing Center is located at 333 East Michigan
Avenue in Lansing (see enclosed map for directions).
Also enclosed is meeting material for your review. This material should be
placed in your MNA binder. Please replace the numbered tabs with the new
tabbed materials.

Proposed Michigan Nonprofit Staff Restructuring
At the May meeting of the Board of Trustees, MNF was authorized to fill two
positions: Manager ofNonprofit Classifieds and Manager ofT.echnology
Clearinghouse. Both of these positions were approved as a part of the 199596 budget.
At the last Executive Committee meeting it was recommended that MNF
postpone the hiring of these positions. Recent collaborative efforts make it
possible to do this work with a staff restructuring. Additionally, efforts to
alleviate the chief staff person's administrative load so that he may more
strategically work with funders, board members, and public policy issues can
be achieved through a restructuring plan.
Therefore, the attached organizational chart introduces the creation of a chief
operating officer; the replacement of the director of programs and operations
with a position titled director of member services, responsible for member
recruitment, retention, and all MNF direct service activities; and the addition of
a half-time member services assistant, responsible for publication layout and
providing assistance to the director of member services. With the
postponement of the two above mentioned positions, this restructuring will
result in a savings of approximately $30,000 in the staff salaries line item.

Creation of George W. Romney Fund for Volunteerism in Michigan
Announced
The Volunteer Centers ofMichigan and the Michigan Nonprofit Forum announced today
the creation of the George W. Romney Fund to increase and improve volunteerism in
Michigan. The fund, named after Michigan's former governor, will distribute funds on an
annual basis to benefit local volunteer centers and innovative volunteer programming
throughout Michigan.
Romney was recognized nationally as a leader in the volunteerism movement. He was the
founder of the National Volunteer Center, served as a founding trustee of the Points of
Light Foundation and the Michigan Nonprofit Forum as well as spearheading the
development of a number ofvolunteer centers in Michigan. Three years ago Romney, in
collaboration with Michigan's first lady Michelle Engler and former first lady Janet
Blanchard, started the Michigan Campaign for Volunteerism, an initiative to increase the
number of volunteers in Michigan and to strengthen Michigan's volunteer centers. Since
that campaign was initiated the number of volunteer centers in Michigan has grown from
nine to twenty-seven.
The Volunteer Centers ofMichigan and the Michigan Nonprofit Forum have set a goal for
the Romney Fund of$1 .5 million dollars. Investment return from the endowed fund will
be used annually for initiatives to increase and enhance volunteerism and service in
Michigan. $750,000 of the fund will be earmarked for local endowments for Michigan's
volunteer centers. Each volunteer center will be expected to match the Romney Fund
endowment with local funds on a one to one basis within a three year period. The
remaining $750,000 of the fund will be used to fund model initiatives and program
innovations that increase or enhance volunteerism in Michigan.
The Volunteer Centers ofMichigan is a statewide coalition ofMichigan's Volunteer
Centers. The Michigan Nonprofit Forum is an alliance of nonprofit organizations that
promotes giving, volunteering, and a strong, effective nonprofit sector in Michigan.

Welcome and Call to Order: The meeting was called to order by Chairperson
H. Philpott at 1:05 p.m.
2.
Review of Minutes [Tab 1]: The minutes of the January 25, 1995, meeting were
approved as printed and distributed.
3.
Report on the Affiliation with Michigan Campus Compact [Tab 2]: D. Egner reported
on the progress of the MNF/MCC affiliation agreement. As of March 1, 1995, D.
Egner has been serving as interim director of MCC. The search for a director of MCC
has been extended through May to recruit more candidates for the position. Interviews
will be conducted in mid-June with the goal of having someone on board by early July.
He also reported that MNF received a $950,000 grant from the W.K. Kellogg
Foundation for the operation of MNF/MCC/VCM to be paid over the next four years.
4.
Proposed Bylaws Amendments [Tab3]: H. Philpott reviewed the proposed
amendments to Article III, section 1 and 2; Article V, section la and li; and Article
IV, section 1 of the MNF bylaws. These changes will allow: Michigan Campus
Compact Operating Council to have three representatives serve as At-Large Trustees on
the MNF Board of Trustees and one of the three MCC At-Large Trustees to serve on
the MNF Executive Committee; amend name changes of two permanent associations,
�the Michigan Jewish Conference (formerly Michigan Jewish Council) and the Michigan
Health and Hospital Association (formerly Michigan Hospital Association); and change
officers terms from one year to two years and elect officers bi-annually. The proposed
changes were passed unanimously.
5.
Executive Director's Report: D. Egner reported on MNF's work over the last year.
The focus of MNF's efforts have included the development of a retirement program,
conducting a statewide membership drive and developing new member services,
planning the Grantmakers/Grantseekers conference, maintaining the affiliation with the
Volunteer Centers of Michigan and creating a new affiliation with the Michigan
Campus Compact. He referred to MNF's 1994-95 year as a rollercoaster ride and
projected 1995-96 to be the year of completing unfinished business and developing a
level of stability for the organization.
6.
Nonprofit Retirement Program [Tab 5]: G. Keidel reviewed the work of the retirement
committee. He reported that the Michigan Health and Hospital Association has agreed
to join in partnership with MNF to develop the MNF retirement program. The
partnership with MHA offers a way to cut costs considerably for the program and
would remove a third party company to serve as the record keeper, since MHA has the
capability of providing this service. The partnership with MHA has raised some
questions for Fidelity Mutual that are currently being reviewed and will be addressed.
The program is expected to be fully operational by January 1, 1996.

Nominating Committee Report [Tab 4]: Sr. Monica Kostielney outlined the
nomination and membership election process that was followed to fill the five At-Large
trustee positions. Candidates for the positions included Virgil Carr, Rob Collier,
Michelle Engler, Dennis Marvin, and Mark Wilson. The MNF trustees confirmed the
appointment of the 5 candidates as At-J^arge trustees as selected by the MNF
membership. Sr. Monica Kostieleny thanked her committee for all their hard work in
completing this process. She expressed gratitude to out-going board members
Michael Payne, Nancy Beukema and Tom Washington for their service on the board.
8.
Member Services Report: D. Clarke reviewed current MNF member services and
updated the board on new services under consideration. Based on results from MNF's
member survey conducted earlier this year, discounts on office supplies and car rentals
are being researched. Also in response to the member survey, MNF is working to
develop a partnership with Gifts in Kind America to establish a technology
clearinghouse for members. The partnership would allow MNF to provided recycled
and refurbished computers to members. D. Clarke also reviewed the potential addition
of a nonprofit job classified service. MNF has had discussions with Opportunity
NOC's, a San Francisco based organization that sells classified franchises. MNF plans
to meet with Opportunity NOC's in mid-June and will report its findings to the board.

Volunteer Centers of Michigan Report: A. Cantrell reported on VCM's annual retreat
hosted on March 16 and 17 at the Kellogg Center in East Lansing. The two day retreat
consisted of strategic planning for growing and strengthening volunteer centers, as well
as a professional development segment on outcome based evaluations. The next
meeting of the VCM operating council is scheduled for mid-July. A formal review of
the MNF/VCM affiliation agreement will be conducted at that time. A. Cantrell's
preliminary feedback on the affiliation indicated that he was happy with the
arrangement and very excited about the leadership that D. Egner and S. Singh have
provided on behalf of VCM.
Governor Romney reported on MNF's efforts to resurrect the Michigan Campaign for
Volunteerism. He also reviewed the possibility of MNF co-hosting a summit on
volunteerism, government, business and nonprofits with the Michigan Community
Service Commission (MCSC). MNF and MCSC are working to develop a proposal
outlining the specific guidelines of the summit. The proposal will be submitted in late
June or July to Governor Engler for his review and decision.
10.
Finance Committee Report [Tab 6]: R. Ivory reviewed the 1994-95 revised budget.
The revised budget was unanimously approved by the trustees. R. Ivory then reviewed
the 1995-96 proposed budget. After review, the budget was unanimously approved by
the trustees.
D. Johnson requested that copies of financial reports be circulated to board members.
11.
Tax Incentive Report: R. Ivory reported on the work of the Tax Incentive Task Force.
R. Ivory and D. Egner have been working with D. Haynes to develop a coalition of
statewide leaders that can help influence the legislature on this issue. The Michigan
State Chamber of Commerce has endorsed the concept and has agreed to lend their
name in support of MNF's efforts in this area. Work on this issue will be continued
throughout the summer months and brought to the legislature's attention in the fall.
12.
Public Policy Committee Report TTab 7]: E. Blews reviewed legislation under
consideration by the Michigan House of Representatives (HB 4550) regarding sales tax
on charitable goods in Michigan. The legislation addresses earlier concerns discussed
by the board regarding the amount of sales tax paid on auctioned items. A motion to
endorse the concept of the HB4550 was voted on and passed unanimously.
Lou Glazer, executive director of Michigan Future, Inc., gave a presentation on the
shifts in our political paradigms and the impact of these shifts on our economy and the
nonprofit sector.
E. Blews presented a proposed public policy strategy developed by the committee. The
plan was divided into three components; the legislative strategy, nonprofit strategy and
�public strategy. The strategy, which will serve as an action plan for 1995-96, was
voted on and passed unanimously.
13.
Membership Committee Report [Tab 8]: A. Rosewarne reported that the membership
campaign was just shy of its goal of 100 new members with 88 members joining MNF
this year. In an effort to simplify the MNF message and mission, a change to the
organization name "Michigan Nonprofit Forum" was discussed. The board charged the
staff with preparing a slate of recommended names with rationale on the benefits of the
new name to be voted on at the next board meeting.
14.
Election of Officers [Tab 9]: Sr. Monica Kostielney presented the slate of officers for
1995 and 1996: Richard T. Cole, chairperson; Michael Tate, vice-chairperson; Anne
Rosewarne, secretary; and Justin King, treasurer. The vote to accept the officers slate
passed unanimously. Following the vote, R. Cole recognized Chairperson H. Philpott
for her outstanding leadership on behalf of MNF and presented her with a MNF
memento for her service.
15.
Grantmakers/Grantseekers Report: D. Clarke provided a preview of
Grantmakers/Grantseekers VII. She reviewed conference arrangements, and board
member assignments and activities for the seminar. More than six hundred
registrations had been received for the day-long conference, featuring Governor John
Engler as the keynote speaker. A first annual legislative reception was being hosted
prior to the member/speaker dinner.

In recent meetings of the community service coordinators and the student
community action network, representatives reported on a number of
exciting activities that are underway at MCC institutions. To give you a
flavor for these exciting service related activities, I have attached the
campus reports from the minutes of both meetings.
Also, in an effort to provide the services most important to campus compact
institutions the following survey was sent to campus representatives in early
October. The results of this survey are being compiled currently.
I have made arrangements to visit all of the compact campuses before the
end of the calendar year. I will visit with each institution's president,
community service coordinator, key faculty members engaged in service
learning, and students that have been involved in service learning and
service activities.

Community Service Coordinators Meeting
Campus Updates
(Taken from the September 29,1995 Meeting Minutes)
Grand Rapids Community College: They will hold a date auction on Oct. 20 and benefit concert on Oct.
27 to raise money to take a service learning trip to New York City Dec. 26.
Alma: Will be going to a selective/competitive work study program due to the success of the program and
in working with agencies. Their service learning courses (15-20) are now designated in the course
catalogues. Joel from Kellogg will be speaking on volunteerism and leadership in America at Alma on
Nov. 20 - flyers will be sent to CSC's. That same evening there will be a hunger banquet that same
evening as part of the Global Hunger and Poverty program.
Central Michigan University: The provost has been taking Denise to many meetings with him. She
appreciated the opportunity and still finds their faculty to be the toughest audience. They are planning an
alternative spring break and volunteer fair this semester.
University of Michigan: U of M will have 60 Alternative Spring Break Site Leaders (31 sits 2 leaders per
site). This was the first year that there have been faculty and staff site leaders since it is a year-long
commitment. Great fundraising idea: students raise 80% of the budget by cleaning the football and
basketball stadiums. Doing Into the Streets four times a year for different populations (freshmen, campuswide, MLK holiday, and staff that get release time). Anita is also going to send out flyers for the speakers
coming to campus (Alice Walker's daughter, Greg Luganis...). A Jeanne Gray update: she is living in
Denver and just took a job at a minimum security facility for boys doing case and group counseling.
Wavne State University: Just completed Campus Plunge using 5 sites. Have been thinking about a mid
winter retreat, probably a nice indoor facility, chance to re energize. Planning an alternative spring break.
The Planned Parenthood Founder will be speaking on Nov. 1 (breakfast is at 8:30, lecture at 9:00) and all
are invited.
Oakland Community College: COOL (student organization) planning service projects at Ronald
McDonald house and soup kitchen. SVLP is working with high school student tutoring program. They
have planned a Halloween party (Oct. 21) and participation in Make a Difference Day (Oct. 28), Into the
Streets (Oct. 7), and Students Against Hunger program "Empty Bowl" where many student groups worked
together. Students from Macomb were also involved.
Grand Valley State University: Has a new volunteer center! Working on Break Away site leader training
on Nov. 11 - open to all. The Break Away conference will be in Nashville Nov. 20-22. This is the third
year for Leadership and Service - connected with four campuses. Public school teachers and AYF cosponsoring. They have 15 new courses funded through the philanthropy center. Jay is looking for a
graduate assistant looking to get their Masters degree in the Education program. The Habitat Chapter got
all of the Dept. of Safety's lost and found items donated and had an auction.
Adrian: Over 600 hours of service were provided by the freshmen class in one day. Adrian is working
on connecting with volunteer agencies, volunteer centers in town.
Lansing Community College: Moved their Volunteer Services area to Student Life office. They were
involved in Welcome Week activities (students very pleased). Terri helped with the volunteer fair (thank
you) and it was very successful. LCC will be involved in Make a Difference Day. The Leadership
�Academy has 15 first year students enrolled (each receiving a scholarship). Next year their will be two
classes (1st and 2nd year students). There will also be discussion groups in the summer with faculty, staff
and student participants. The staff has also attended many classes to talk about service learning.
Western Michigan University: Enrollment is up! Service learning grants are coming through too - they
had been doing stuff for years and now it is connecting! Terri now has a graduate assistant (Randy)! She
has many students going to Break Away - anyone interested in car pooling? She has funding for a van.
They sponsored a volunteer opportunities fair where agencies met with students - evaluations good (she
says due to the buttons). Terri worked with a group of students on teaching a class component on AIDS,
it won a national award and they are invited to go the National Honors conference to present. She has a
service component in her Interpersonal Communications class. She is working on a welfare reform
teleconference to make sure it is reformed the right way. They will be doing Into the Streets, Trick or
Treat for Loaves and Fishes with International Students (canned goods). They also do Into the Streets
twice a year. Terri spoke to each group of freshmen through the orientation department. 80% of WMU's
football players are volunteering in the community. Their athletic department is very supportive.
Michigan State University: The office has moved from the student life office to career services and
placement. They do a great deal of work study placements. They sponsored a non-profit career fair.
They have a placement program on-line. There are over 900 local positions. Students can apply from
anywhere (on and off campus). They are keeping their fingers crossed for an IBM grant. Members of
their staff spoke to the 6500 new freshmen in groups of 200 at a time. This is a very successful way for
them to get new students involved, although they are questioning the follow-through. The MSU Day of
Caring was huge. They will also be involved in Into the Streets. The students are very active and excited.
The office spends a lot of time meeting with faculty and doing many presentations. There is a service
learning requirement for some classes and the office assists with placement. They are continuing with the
internships and advisors working with them. The new faculty member in the HALE program is assisting
in doing some grant writing. The office also advises eight student groups with a service focus.
Andrews University: Will have their 2nd annual volunteer fair on Oct. 26. They will take part in Make a
Difference Day and Into the Streets. They have a partnership program with the churches where students
go back to their "home" areas during the summer and work for the churches. They get money from the
churches, campus, and fundraise so that when they come back they have a stipend waiting for them. The
Upton Foundation has given them a $90,000 incorporate community, service and leadership into the
classroom. Faculty members get $1,000 and student helpers $500. Larry said that there was an
unsolicited article written in the local paper about their office serving as a "pipeline of opportunities for
service learning" - the best publicity that he could hope for.

Campus Updates

Albion: The college is "embattled". Faculty and administration have been working out faculty cuts due to
perceived new building. Albion will participate in Make a Difference Day on Oct. 28 where there will be
senior leaf raking done by college and community organizations. There will be a reopening of a historic
theater in town and community service events that will coincide. There had been a Special Olympic event
held on Oct. 5. The students involved in community service at Albion are having fun and trying to get
more students involved. They said they are continually looking for faculty and staff support.
Oakland: Kelly Masters, the past Community Service Coordinator has gone to work for United Way
Community Services. They miss her. The Student Volunteer Leadership Program (SLVP) integrates
community service/service learning with high school students. The program took place in July and
August. They attended MCC's Camp Miniwanca Service and Leadership conference and also served as
primary group leaders at the CMF camp. Their SVLP, Catholic Social Services, and Special Olympics
programs are still going strong. They will be participating in Make a Difference Day with Wayne State
and also working on Into The Streets. They are currently looking for an advisor. They, too, are looking
for ways to get faculty, staff, and administrators involved in integrating service into the curriculum.
Wayne State: Is participating in Into The Streets where they are coordinating many projects. They are
also involved in Habitat for Humanity, Break Away and National Make a Difference Day.
Kalamazoo: Also involved in Habitat for Humanity, Senior Citizens bingo, taking latch key kids to the
planetarium, vets hospital and pumpkin carving.
Eastern Michigan: Are having their Big Kid Connection that will involve 115 volunteers that will work
in the high schools. They are also involved in Best Buddies which is a program that pairs college students
with mentally disabled people in the community. They have planned an Alternative Spring Break (ASB)
program. SAHA (Students Against Hunger and Homelessness), a Martin Luther King project and Make a
Difference Day are all programs that are happening on EMU's campus.
Alma: There is a new service leadership coordinator on campus. SOS, a student run organization in the
past is now possibly getting merged with the Volunteer Center. This organization worked to bring faculty
and students together. Alma has a student that sits on the faculty board that makes decisions on academic
classes that have a service component. Alma will be involved in Make a Difference Day. The Volunteer
Fair will be an open house this year where 12 service departments will have tables set up and a lot of
volunteers will be involved. Alma is also sponsoring a lock-in with Central Michigan and their SADD
chapter.
Western Michigan: WMU is participating in Into The Streets where they will be providing transportation
for those who don't have rides. The Greek system is highly involved in the planning and sponsorship.
Aaron Cantrell will be there as a speaker. They are hoping to have other colleges come and volunteer
with them. They will be having a candle fund-raiser, participating in Care Center bingo, doing door
hangers, and trick or treating for canned goods that will involve their international students. They will
furnish participants with rolls of film so that they can take pictures of their experiences. They will also be
providing breakfast and dinner at the end of the day. They have eight sites lined up for ASB's and already
have their site leaders chosen. Their board has expanded to include members from RHA and international
affairs.
�Grand Valley State University: GVSU will also have a trick or treat for canned goods for all of west
Michigan. The food they collect will supply two Grand Rapids soup kitchens for a year! GVSU is hosting
a ASB site leader training open to all in November. They have between six and eight sites selected. They
are participating in Best Buddies and report a host of new coordinators. Their structure and number of
volunteers allows for two volunteers per issue (ASB, Best Buddies, PALS, Hunger and Homelessness,
Habitat for Humanity, Literacy, Seniors, Youth, Volunteer Corps, Substance Abuse, Health, and
Disabilities). All were impressed with Becky's ability to rattle all of them off! She also stated that faculty
involvement was a great challenge for them. GVSU is working to get service built into the curriculum
starting with freshmen seminar and orientation.

Dear Congressman Ehlers:
I am writing to you today to encourage you to vote against the Istook
amendment to the Treasury-Postal appropriations bill. There are many reasons
why the Istook amendment has a profound negative affect on nonprofit
organizations. In this letter, I want to call your attention to three specific
reasons why you should oppose the Istook amendment.
The Istook amendment threatens collaborative relationships between
nonprofit organizations and local, state, and federal governments. In 1993
when you spoke to the attendees at the Michigan Nonprofit Forum
Grantmakers/Grantseekers conference, you emphasized the importance of a
collaborative relationship between nonprofit organizations and all units of
government. The Istook amendment is a direct threat to collaborative
relationships that you characterized as mechanisms to solve community
problems. The Istook amendment's definition of "advocacy" is so broad that it
considers nearly every contact with elected representatives or government
employees as advocacy. For example, local youth organizations, like the Boy
Scouts or Girl Scouts, talking with the board of education or school
representatives about youth leadership programming in the school curriculum
would be considered advocacy.
There are already effective limits on nonprofit organizations' ability to
perform advocacy activities. Currently, nonprofit organizations are
prohibited from using federal funds for any advocacy activities. Furthermore,
existing legislation limits the amount of a nonprofit organization's budget and
time that can be used for lobbying or advocacy activities. In addition, the
Istook amendment creates an unneeded bureaucracy for nonprofit organizations
and the federal government, as it would impose major record keeping and
reporting burdens on federal grantees.

The Istook amendment unjustly silences a portion of America responsible
for much of the vitality of community. As a long time friend of nonprofit
organizations in Michigan, you know of the tremendous diversity and impact of
nonprofits on individual communities. Nonprofits represent the arts, religion,
human service, health care services, education, economic development, etc. By
limiting or preventing these organizations from sharing their knowledge and
experience with public sector representatives, the Istook amendment seriously
threatens local problem solving and community vitality. Furthermore, the
Istook amendment singles out nonprofit organizations alone; for-profit
organizations will still have the luxury of receiving government funds and
maintaining their ability to lobby or advocate.
I strongly encourage you to oppose the Istook amendment of the TreasuryPostal appropriations bill.
