Now more than ever Michigan citizens are demonstrating the power of volunteerism by lending a helping hand to their country, their community, their neighbor. For this reason, Governor John Engler and the Michigan Community Service Commission (MCSC) are especially pleased to announce the Ninth Annual Governor's Service Awards and invite you to nominate an exemplary volunteer. The Governor 's Service Awards honor and celebrate the outstanding efforts of Michigan citizens and organizations dedicated to serving their community through volunteerism. Since its inception in 1993, nearly 2,000 Michiganians have been nominated by their friends, neighbors, and colleagues. To familiarize yourself with the individuals and organizations honored in the past, please review the Governor 's Service Awards recipients found on page 3. These everyday heroes strive to address human, education, environmental, public safety, and other community needs through service and volunteerism. We encourage you to look around your own community to identify an indivdual or organization who goes above and beyond in their service and nominate them for an award. We also encourage you to consider nominating yourself or your organization for these prestigious awards. There are 14 award categories described on pages 4 and 5. The deadline for submitting nominations is Thursday, February 8, 2002. All nominations are evaluted by a Peer Review Committee that selects a maximum of five finalists , including one winner, in each category. The Governor's Service Awards finalists will be publicly recognized and honored by the Governor and First Lady at a dinner sponsored by Ameritech on Monday, April29, 2002 in Lansing, Michigan. Look closer and you will notice an individual who has taken their commitment to an even higher level - year after year. The Governor George Romney Lifetime Achievement Award was established to honor these individuals who have demonstrated a lifelong commitment to community involvement and volunteer service. Individuals nominated in this category have made service a way oflife. Governor Romney had a passion for community that made him a powerful leader, public figure, and citizen. He cherished his role as a volunteer and his personal mission was to encourage and support volunteer efforts in local communities, statewide, and nationally. There is no other individual from Michigan who better exemplified the spirit oflifelong service than Governor George Romney. Innovative Spirit Award When it comes to solving community problems, sometimes traditional ways do not always work. It is often necessary to be creative and it takes an extraordinary individual to look beyond the norm when helping others. These people are special. They have the ability to examine a problem, look past the usual ways of tackling it, and dare to try something different. These are the risk-takers and progressive thinkers. These are the people and organizations for whom the Innovative Spirit Award is reserved. Each year as the Innovative Spirit Award nominations are reviewed, the reviewers are impressed by the ideas people have to improve the lives of their neighbors, friends , community, or congregation. The Innovative Spirit Award is presented to an individual or organization that is effective and creative in helping people, maximizes limited resources, and recognizes that, through volunteerism, anything is possible. 4 �Aurard Categories Exemplary Volunteer Service Awards It is no secret that ordinary citizens become extraordinary volunteers in times of need. The Exemplary Volunteer Service Awards recognize and celebrate everyday citizens who go the extra mile for their community - the mother of four who finds time to help other people's children with their homework, the grandparents who teach parenting to teen moms and dads, and youngsters who clean up neighborhoods and parks. Adults and children with disabilities have shown the world that they can and do help those in need and there are many who do extraordinary work for children, the elderly, the terminally ill, neighbors, and strangers. These people and organizations are those we recognize with the Exemplary Volunteer Service Awards . The 12 Exemplary Volunteer Service Awards are given in the following categories: Adult 19- 35 recognizes individuals between the ages of 19 and 35 who volunteer National Service Program acknowledges the great work of Michigan 's tirelessly for the good of the community. S/he may be involved in many activities or give significant time to one particular cause. (Regardless of the volunteer's age, youth still in high school should be nominated in the Youth 18 and Younger category.) national service programs. National service programs are likened to a domestic Peace Corps and include AmeriCorps, Learn and Serve, AmeriCorps*VISTA, Foster Grandparents, and RSVP. National Service Program Member celebrates the individuals who have Adult 36-55 celebrates the contributions of individuals between the ages of36 and 55 who volunteer tirelessly for the good of the community. They may be involved in many activities or give significant time to one particular cause. committed a year of their life to bettering their communities. These individuals serve their communities tirelessly and include programs such as AmeriCorps, Learn and Serve, AmeriCorps*VISTA, AmeriCorps Promise Fellows, Senior Companions, Foster Grandparents, and RSVP. Adult Service Club/Civic Organization honors an organization or club comprised primarily of adult volunteers. The group strives to make their community a better place to live through a variety of activities or by focusing on one issue of prime importance in their community. Senior 56 and Older honors individuals ages 56 and older. At a time when many are thinking about retiring and slowing down, these special volunteers give more of themselves than ever before. S/he may be involved with a new cause or have been supporting an initiative for many years. The Arts in Service acknowledges the importance the arts play in bringing a well-rounded experience to youth and/or adults and honors individuals and organizations who demonstrate a commitment to volunteer service through the arts. Community Service Program Manager celebrates the work accomplished by individuals who manage programs providing service to the community. Nominees in this category are likely to be professionals whose contributions to the community come through job-related activities. Service-Learning Educator honors school-based and community-based educators who combine meaningful volunteer service with academic learning. Nominees in this category are involved with youth in primary, secondary, or post-secondary schools and are likely to be professionals whose contributions to the community come through job-related activities. Youth Service Club/Civic Organization recognizes an organization or club that is made up of youth volunteers. This can be a formal, structured group or an informal group of young people who are working together to make a difference. Corporation/Business recognizes organizations that demonstrate excellent corporate citizenship by giving back to the community. This commitment by management and employees can take many forms including corporate volunteer programs, monetary contributions, in-kind gifts, and employee volunteer service. Youth 18 and Younger celebrates an individual age 18 or younger who is giving back to their community. S/he may be involved in many activities or give significant time to one particular cause. (Regardless of the volunteer's age, youth still in high school should be nominated in this category.) 5 �Youth Poster Contest Youth volunteers are vital community builders helping to shape the future of communities across Michigan. By developing in young people a desire to serve at an early age, they begin their lifelong commitment as volunteers helping to address the issues facing communities . Young people listen to their peers . That is why through an annual statewide poster contest, students are encouraged to submit a visual image and slogan they feel will best encourage all youth to volunteer. Since 1995 , the MCSC Youth Poster Contest has found hundreds of students who know and understand the benefits of volunteering and who want to share that message with others . The Youth Poster Contest invites Michigan middle school, junior high, and high school students to work together in teams of two to four to design a poster and slogan to enter in the contest. Please include information on innovative or exemplary approaches the nominee used, such as building community support, generating resources, recruiting additional volunteers, developing public/private partnerships, connecting communities and schools, developing positive relationships with the media, creating a model approach/program that can be used by others, involving special populations, etc. Indicate any unique challenges the nominee had to overcome to perform this volunteer activity. Giving is strong across all age groups, and most common (96.5%) for the 60-64 age group. Giving tends to increase with income, but more than three-quarters of those in the lowest income group made a charitable contribution during the past year. Most residents (63.6%) plan to give about the same amount next year, while one-quarter (26.5%) plan to give more and 10 % plan to give less. One-quarter of Internet users in the survey have gone online to find out more about a charitable organization. There is a strong association between giving and volunteering, with 96.3% of volunteers also making charitable donations. Half of Michigan's adult population volunteered during the past year (50.2% ). The age groups most likely to volunteer are 40-49 years (54.8%), 18-24 years (53.6%), and 50-59 years (53.5%). FY 2001 Closeout We are nearing the final close out for Fiscal Year (FY) 2001 . The Department of Career Development is processing final inter-department payments and hopes to close out the books by December 15, 2001. FY 2002 Spending We are also fmalizing our 2002 spending plans. Our internal budgets are still in draft form as we waited to see if the budget cuts to the State Departments would have a major impact on our spending. We ended up taking a decrease in our grants line, which is the second decrease in the last year and one-half. For FY 2002, we have $857,300 dollars for the Volunteer Investment Grants program, a decrease of$50,000 from FY 2001 and $142,700 from the original appropriation amount. We are also waiting on the final award numbers from the Corporation for National Service on our administration, program development and training, and disability grants. Final numbers will not be available until after the federal appropriation process is complete. Until we have the final awards, we will be using last year's grants as tentative amounts for our spending plans. I will have an updated FY 2002 spending plan for you at the Commission meeting on December 14, 2002. �Federal Audit We are continuing to prepare for the federal audit. We have supplied the auditors with the majority of the information regarding sub-grantees and are starting the process ofbuilding seven years of expenditures in the format that they requested. We had to wait until the Department had finished the year-end closeout to obtain the help we need from the finance division. The audit firm, Cotton & Company is looking at starting to visit sub-grantees in the next couple of weeks. We don't expect the auditors to be on site in our office until the end of January at the earliest. So far, the auditors seem pleased with the information that we have supplied them. While the audit will just be starting, we will be able to give you a better update at our next Commission meeting in February 2002. Personnel Matters With the filling of the two vacant positions in the Program Division, we are down to one vacant position, the Grants Coordinator location in the Finance and Administration Division. It seems strange, and yet somehow oddly fitting that many of us were together during the tragic events of September 11 rh. The day will have a profound effect on us as a nation and as a people. Suddenly all the arguments, disputes and the burning issues that consumed us prior to September 11 th seem very small in comparison. It was hard to focus on our work at the Retreat at Brook Lodge, yet we all banded together and made it through one of our nation ' s toughest days. On behalf of the staff, I want to thank the commissioners and friends present that day for your commitment and dedication. September 11 th instantly changed our society in many ways and accelerated other changes all ready in process. We have seen some ofthose changes in the way the Michigan Community Service Conunission (MCSC) operates and in the planning we are conducting for the future. Prior to September 11 111 we were discussing "transitions" at the state and federal level regarding the support we might receive and the funding that would accompany (or not) that support. Now, we are in an entirely new arena. Michigan is still one of the nation's leading state service commissions with strong state and federal support, however, for the first time the state support is decreasing while the federal support may be increasing. Until recently, local communities defining their needs has driven the priorities for AmeriCorps funding in Michigan, but now a national crisis has forged a new priority- Homeland Security. Fortunately, the planning the staff and commissioners have engaged in over the past year is in line with the new priorities we must examine in this new era. The MCSC must focus more intensely on its grant-making activities while collaborating with the ConnectMichigan Alliance (CMA) to help it take on the larger role of awareness and development for the volunteerism field generally. This plan will provide the MCSC the flexibility it needs to respond to the needs of Michigan's citizens who volunteer. This report will further detail staff actions taken to deal with this new reality. �Making it Happen Budget Reductions and "Possible" Budget Expansions The economic slow down and its impact on state revenues are making their mark on the state budget and therefore, the MCSC. In the previous fiscal year (October 1, 2000 to Sept. 30, 2001), the MCSC state funds for Volunteer Investment Grants (VIG) were reduced by $92,000. For FY 2002, we have $857,300 for the VIG program, a decrease of$50,000 from FY 2001 and $142,700 from the original appropriation amount of $1 million. In addition, $2 million was eliminated from the Tobacco Settlement Funds administered by the MCSC for community foundations ' health programming for youth and seniors. Overall, the state general revenue funds admirustered by the MCSC has been reduced by 26.7% over the past six months. It is widely expected that state agencies will be forced to make deep cuts. Even agencies operating on primarily federal funds may be required to shift their budgets to make up for state revenue losses in other areas. While the picture for the FY 2003 budget looks bleak, the current situation is not as bad for the MCSC as it has been for other state agencies and departments. The work of the MCSC moves forward. This year we fully encumbered the VIG funds in the first round of applications-a first in this program area. So long as we are able to maintain our budget at this level, most of the programming, events and awareness activities slated for this year will continue unaffected by the budget reductions. Economies have been implemented over the past six months to deal with anticipated budget cuts including travel restrictions, personnel reductions, elimination of sponsorships, and general awareness of operating expenses. In addition, the staff will delay or discontinue making any new plans or taking on any new irutiatives or grant-making responsibilities. On the federal stage, the budget may look different. The recent talk on the Hill ties the President's goals regarding Homeland Security with the potential expansion of national service including AmeriCorps and Seruor Corps. A draft bill (not introduced, but crafted and endorsed by the co-sponsors) from Senators McCain and Bayh calls for the five-fold expansion of AmeriCorps, half of which would be tied to Homeland Security programming including public health, public safety and other related issues. Implied in this legislation is the increase of federal funds for this expansion. The "proof will be in the pudding" on this given the current budget crisis and the lack ofbi-partisanship in Washington, D.C. More discussion on this and other legislation will be taken up during the standing committee reports, but it is worth noting that the legislation calling for the expansion of AmeriCorps may not be good for state commissions and their grantees if, for example, adequate funding for administration and training is not provided and if the legislation does not require national nonprofits to coordinate with commissions and governors. 2 �Federal appropriations for AmeriCorps and state commissions are slated to be flat for the upcoming fiscal year. While this is a good sign overall, it does not provide the MCSC with much latitude regarding our current portfolio. The increase in operating costs for programs including living allowances, cost of travel and other expenses and personnel make flat funding essentially a decrease. In addition, the MCSC is currently overseeing 29 AmeriCorps programs with only two program officers. For these reasons combined with the uncertainty of the future funding, the MCSC staff will be recommending that no new programs be added to the current portfolio and that staff resources should be focused on maintaining and improving the current roster of operating and planning grants. So, while the state revenues are shrinking, the federal revenues may be increasing. While the role of the MCSC in general outreach may be shrinking in view of the CMA, the federal programming may be increasing. The questions for all to consider now regarding the budget of the MCSC are: 1. How will the MCSC's current balanced view of state and federal priorities be changed as the state revenues dry up shifting the MCSC to ·a primarily federally funded organization? 2. Can/should the MCSC take on an expanded AmeriCorps portfolio of programs if additional administration supports are not provided? How will the MCSC marry the expansion of Homeland Security with the past practice of having communities identify their need for AmeriCorps resources? 3. Should the MCSC decide not to participate in an expansion of AmeriCorps programs in Michigan geared around Homeland Security, what impact will that decision have on the organization's leadership role in the state? in the nation? 4. What steps can/should the MCSC take to show value in its grantmaking that would inform and influence policy makers in positive ways? How can/should that action be guided by the President's focus on Homeland Security? *(These percentages refer to the reductions in the specific line items and do not represent the aggregate total that is based on the overall reduction in state appropriations.) President Bush took the first step of legitimizing national service by merging some of 3 �his priorities for his Office on Community and Faith Based Initiatives with the Corporation for National and Community Service (CNCS). The two offices are now working closely to advance more local partnerships and eliminate cumbersome regulations that serve as barriers to federal funds. Then, in the wake of the overwhelming events of September 11, the President again called on the CNCS to provide a vehicle for our citizens to express their charity through volunteerism. Following the President's lead and coming to appreciate the good that national service can do to strengthen the civic fabric of our society, U.S . Representatives and U.S. Senators from both the Republican and Democratic ranks have called for the reauthorization of the 1993 National and Community Service Trust Act and for the expansion of AmeriCorps and Senior Corps programs. Included among these supporters are those who, only twelve months ago, were calling for the elimination of AmeriCorps and the CNCS . This includes one ofthe strongest and most vocal opponents to national service, U.S. Representative Peter Hoekstra. The President and First Lady have addressed the nation about giving and volunteering by producing a public service announcement that highlighted the nationalservice.org website (website for the CNCS). You have received a number of press clippings and updates regarding the various proposals and legislation that may be considered during the next session of the U.S. Congress. Summaries and press clippings are included with the December 14, 2001 meeting materials in the section marked, "Public Comment." The current thinking at the national level seems to be that the various proposals will be examined and taken into consideration as Congress considers a reauthorization bill. What is not clear is how or if each proposal will be incorporated and which will be given more weight. On December lOth I will join my colleagues from other state commissions at a meeting with the leadership at the CNCS hosted by the American Association of State Service Commissions in Washington, D.C. to discuss our priorities and recommendations. It is my hope to put forth Michigan's recommendations in the fom1 of a draft resolution that was approved by the Executive Committee at their November 16th meeting. The Executive Committee will seek the comments and approval of the full commission at the December 14th meeting. Past Planning for Future Direction This is truly and odd time for the MCSC. On the one hand the economy- negatively impacted by the terrorist attacks of September 11 and the general weakening of the consumers' confidence indices- will reduce the state resources available for us to advance our agenda. Conversely, the federal focus on national service and the potential it will have for expanding Homeland Security efforts may expand the role the MCSC plays in our state's human services infrastructure. This change in the landscape is exactly the kind of scenario we discussed when we decided to realign the MCSC as a grantmaking organization and less of a general promotional vehicle for service and volunteerism. The more we are able to channel resources to issues critical to our nation and our communities, the more effective we can be in promoting community problem solving. The CMA can now help support this agenda by serving as the leadership and promotional hub for all the statewide service and volunteer support organizations. The MCSC's focus can remain on its grantmaking expertise and serving as a conduit to the public sector. The four areas discussed were the December 14th meeting agenda, the September lOth & 11th Retreat, National Service Legislation and the review and approval of the 2002 Michigan Volunteer Investment Grants (VIG). December 14, 2001 Agenda Members reviewed the agenda and asked that the resolution on reauthorization of the 1993 National and Community Service Trust Act be moved to "New Business" and that it be discussed prior to the Michigan's AmeriCorps Program Presentation. 2001 Retreat The members reviewed the summary of the retreat and suggested two modifications: 1. Add other partners to the "What did we (staff) hear?'' section including: Council of Michigan Foundations, the Michigan Legislature, and the Michigan Executive Branch. 2. Change "Views from the State Political Perspective" section to reflect a more generic reference to the suppoti of the Executive Branch. �Staff members will provide a working draft of their work plan at the December 14th meeting. National Service Legislation Members were briefed on the various pieces of legislation pending before Congress that may become part of the reauthorization of the 1993 National and Community Service Trust Act. Members discussed the passage and distribution of a resolution by the MCSC that would address the changes and principles Michigan would like to see incorporated in the future legislative efforts. Members suggested placing a draft version before the full membership at the December 14th meeting for approval. The final version of the resolution would be forwarded to key stakeholders including the Michigan Delegation (U.S. Senators and Representatives), Michigan Legislators, the Corporation for National and Community Service, and the Michigan Office of the Corporation for National and Community Service in Detroit. Michigan Volunteer Investment Grants Program The staff requested approval of the 2002 VIG recommendations. The members approved the recommendations with one modification. The members wished to ensure fair and even distribution of the $13 8,440 recommended for applicants whose proposals were not strong enough for full funding, but which with work, could be modified to recommend for partial funding. The members requested that the funds be allocated on a percentage basis using the requested amounts as a gauge. Staff made the requested modification with one slight alteration. Since the published minimum for Michigan VIG fund s is $25,000, each applicant would be granted that amount as a base and the remaining funds allocated by factoring in the requested amount with the overall total of remaining funds. A final summary will be provided at the December 141h meeting as patt of the Executive Director's report. This conference was hosted in partnership with the Corporation for National and Community Service (CNCS). There were a number of important issues that we discussed at this meeting as well as a number of opportunities that we became aware of as a result of our networking with our peers from other state conm1issions. Take Pride First, it was very clear that the Michigan Community Service Commission (MCSC) is a leader among the other state commissions in our programmatic cluster of states as defined by the CNCS (Illinois, Indiana, Mitmesota, Wisconsin, Nebraska and Ohio). Our commissioners and staff are sought nationally for their advice and counsel and our state and local support and programs are unique. Other states are working to find sustainable and innovative solutions to institutionalizing service and volunteerism and initiatives like the Michigan Youth Progressive Action Council (MYP AC), Volunteer Investment Grants (VIG) program and the ConnectMichigan Alliance (CMA) are at the cutting edge of our field. We have a great deal to be proud of, but to ensure our future work we need to act. ew Leadership, New Paradigm During a presentation by the new CEO of the CNCS, Les Lenkowsky, we leamed that state conm1issions will be in the center of a fundamental shift in the operations of the CNCS and the Bush Administration when it comes to national service. National service will be in the center of the Bush Administration' s priorities around Homeland Security. President Bush has called for more American's to give and serve and encouraged citizens to get engaged in national service �during a national address on November 81h. Senators McCain and Bayh are crafting legislation that would greatly expand AmeriCorps for programs in the public safety and community health arenas. These initiatives were previewed in Dr. Lenkowsky's remarks along with his own belief that, in the future, the CNCS will operate more like foundation (i.e. grant making organization) and entrepreneurial organization that a typical govemment agency. Again, it would appear that we are reorganizing our thinking in the san1e direction as the federal govemment (or maybe it is the other way around) . Youth On Commissions Our own Kari Pardoe and CNCS board member, Amy Achor joined their colleagues in other states to present the "Call to Action" white paper that we reviewed at our September Retreat. Commissioners examined their own practices and discussed ways to better integrate young people in the work of the commissions both through membership and through youth advisory committees. Like all the members of the MCSC, young people need to be included in the decisions we make at an equally important level. Much of this will be covered in the report of the Board Development Committee. Recommendations The conference was an excellent opportunity for commissioners to leam their roles as ambassadors for service and volunteerism in their state as well as get a sense of the leadership role Michigan plays among state commissions. It is unfortunate that more of our members were unable to attend. I would encourage every member to seriously consider attending this meeting should the opportunity arise. During our debriefing, the members present recommended the following: • staff engage in developing a robust campaign to spread the word about the MCSC and its work including the processes developed by the Public Relations and Marketing Committee; • orientation materials presented at the conference that discuss the history of national service, the role of state commissions and the current national scene be provided to MCSC members; • make recommendations on what the MCSC believes should be the changes regarding reauthorization of the 1993 National and Community Service Trust Act (a draft resolution is provided); and • the members of the MCSC seriously consider networking opporl:lmities with their counterparts in other states. TRI-CITIES CREATE NEW TRACKS BY AMBER BY JoANN REiss, MICHIGAN AMERICORPS PROMISE FELLOW JULY 2001 DICKINSON AND IRoN CouNTIES THEOBALD, AMERICA 's PROMISE CooRDINATOR TRI-CmEs ' PROMISE DICKINSON CoMMUNITY REsouRcE CENTER Mentoring organizations in Ottawa County have made a commitment to Tri-Cities' Promise by coming together to form the Ottawa County Mentoring Collaborative . This Collaborative, led by Lisa Laitinen of The Journey Program at MSU Extension, meets on a monthly basis to address the needs of mentoring. Members share ideas and resources , such as recruitment, screening and education of mentors. It is the hope of this collaborative to meet the high demand for mentors among children and families in Ottawa County. Tri-Cities' Promise and the Ottawa County Mentoring Collaborative are developing numerous tools to ensure every child has a mentor. What is "GOB and GOBS?" Everyone can ride the vol unteer train and, in our Community of Promise, you will hear the call: "Get On Board, Get On Board Students!" The Dickinson Community Resource Center, in cooperation with the Dickinson-Iron Intermediate School District, the Dickinson County Collaborative Board and the Dickinson-Iron Healthy Youth Coalition , have planned a variety of programs for area children, youth , teenagers, and parents. The participants will explore music, drama, art, cultural activities, hobbies, reading, and be able to get help with homework. The Quick Referral Form was developed based on feedback from a variety of teachers and counselors who have expressed their concerns regarding waiting lists of young children in need of a mentor. This form is intended to allow school staff to make referrals and know an approximate waiting period for a child to receive a mentor. The major concern from school staff is the disappointment children experience when a match cannot be found . It is the hope of the Mentoring Collaborative that, through this short form, a referral can be made without notifying the child. When a possible match is found , new paperwork will be issued finding out more details about the child and permission from their guardian. Taking a child or young person out every week can be costly. The mentoring Collaborative is working to make fun activities more affordable to mentors and their mentees. Local businesses have been approached with the idea of giving mentors discounts when they take their mentee out for an activity. A mentor discount card and coupons have also been provided , making varous activities with the child more affordable. These measures also allow mentors to take their mentees to places that might ordinarily be too expensive. With over 20 community leaders concerned about the future of our youth , Tri-Cities' Promise and the Ottawa County Mentoring Collaborative facilitated a monumental gathering in May 2001 at the Volunteer Center to discuss mentoring in the community. This brainstorming session allowed individuals to voice the restraining and driving forces of mentoring and look critically at the growing need for mentors in Ottawa County. See Tri-Cities on page 2 This new after-school program , TEAM (teach , educate, and mentor), invites adults and high school students to join in the fun of tutoring and making new friends. TEAM provides a safe and encouraging place for students to get homework done before heading home for dinner. Greeted with a smile and read ing or storytelling time, students then break into one-on-one or group tutoring sessions to get to work. After the homework is fin ished , the student is encouraged to join in the quiet indoor games or more active play outside. High school students play a big role as mentors to younger students as they develop positive relationships, build good study habits, and increase a positive work ethic in the younger students. These high school volunteers are trained by teachers and parents to tutor both the younger students and soon-to-be educators. These teachers and parents are role models of caring , serving adults who are eager to share their marketable skills and vision of volunteerism with the next generation. This collaborative effort will continue to build the 40 developmental assets as outlined by Search Institute, as everyone joins together to nurture competent, caring , responsible youth . The Dickinson Community Resource Center is also conducting free workshops to promote Child Centered Coaching. These workshops are available to coaches, parents , schools , and other organizations that deal with children in sports. Child Centered Coaching is a philosophy that stresses the importance of helping children develop their positive self-image through sports. The basis of the philosophy is that winning any athletic contest is secondary to trying one's best. The group first looked at the positive components in place to support mentoring in the community. The group voiced ideas such as: a caring community, strong schools, quality mentoring organizations, and a large pool of volunteers. Then the group looked at the restraining forces that hold us back from ensuring all youth have positive adult role models. The group cited such factors as: lack of time to volunteer, insufficient knowledge about the many options to mentor, weak recruitment in the community, and the fear of making a long term commitment. Area mentoring organizations participated as silent observers as the community spoke about their ideas and feelings regarding mentoring in Ottawa County. The Collaborative is now working to respond to concerns voiced at the brainstorming session by focusing on recruitment of mentors, the development of a single phone number interested individuals can call to get involved, training and education of mentors, and the development of group events for mentors and mentees. NATIONAL MENTORING MONTH National Mentoring Month is an annual, concentrated, high-profile, media-driven effort dedicated to: o o o Raising awareness of and support for the mentoring movement. Recruiting adults to become mentors for underserved youth. The media activity and associated events are both national and local in scope. Encouraging the growth of workplace mentoring programs that bring young people to local businesses once or twice each month to meet oneon-one with their mentors. For more information, visit: www.mentoring.org The Bigger Picture The National Conference on Community Volunteering and National Service On June 27- July 1, 2001 in Minneapolis, Minnesota, 3,000 people convened at the Convention Center to celebrate the International Year of the Volunteer. Workshops were held, seminars presented, and lots of goodies distributed to participants in the exhibition hall. Groups represented at the NCSC included America's Promise, AmeriCorps, Point of Light Foundation, Tri-Cities' Promise is currently working to recruit 100 mentors to state commissions, and other service oriented groups from all make a difference in the lives of youth. A team is in place to work over the United States. Vast amounts of useful information and with businesses and individuals in the community to increase helpful resources were collected by eight of Michigan's awareness of the need for mentors and to recruit mentors. Through a series of trainings, scholarships and consultations, MCC member and non-member universities willleam rationale and strategies for building endowments and will be offered release time for building fund development strategies. In addition, MCC will develop written and on-line resources to support and encourage applications for the Michigan's VIG that will be beneficial this year and in the coming years. Volunteer Centers of Michigan The Volunteer Centers ofMichigan (VCM) will work with the MCSC to support established and emerging Volunteer Centers in developing strategies to increase their fund development and related efforts. The application guidelines were sent to all local School Districts, Intermediate School Districts, charter schools, and public school academies. In addition, all current grantees and all schools that completed the Ferris State University survey received copies of the guidelines. The MCSC offered three categories of funding. School districts that have never received Learn and Serve funding were able to apply for up to $8,000 in order to develop a plan to establish academic service-learning throughout the district. School districts that have received funds in the past were able to apply for up to $20,000 to expand quality academic service-learning practice throughout the district. Finally, the MCSC offered grants of up to $35,000 to school districts to establish partnerships between institutions of higher educations, K -12 school districts, and community organizations whose primary goal is to advance the institutionalization and sustainability of academic service-learning through policy, research, and dissemination initiatives. The MCSC hosted technical assistance conference calls on May 23rct and 24th for all schools interested in applying. Schools districts interested in applying were required to submit an Intent to Apply form by June 8, 2001. The MCSC received 31 applications on June 29, 2001. An external panel of reviewers examined the applications on July 17, 2001 . The peer reviewers recommended that 23 applications be moved forward to the staff review. The MCSC staff now forward the follow recommendations: �School Based Planning Grant Applicants Planning grants are available to school districts to develop a plan to establish academic servicelearning throughout the district. Applicants are asked to organize systems and stakeholders who will spend the year developing broad goals for implementing quality academic service-learning practice throughout the following two years. Applicants are required to pilot one academic service-learning activity at the end oftheir initial planning year. Applicants may apply for up to $8,000 for planning grants. Applicants in this category are asked to articulate three-year goals for advancing academic service-learning district wide. Applicants must also prepare one-year objectives in the areas of quality practice, professional development, advisory board development, school and community collaborations, dissemination, and program sustainability. Learn & Serve Michigan Community-Based Grants Background The MCSC has $160,000 available to fund Learn and Serve-Michigan Community-Based programs. A notice of available funding was mailed to nearly 6,000 organizations across the state. The MCSC hosted a technical assistance workshop on May 31, 2001 for all organizations interested in applying. Organizations interested in applying were required to submit an Intent to Apply form by June 29, 2001. The MCSC received 34 applications on July 20, 2001. My involvement in the world of volunteering began when I was a young child and I volunteered with my family, and with the Girl Scouts. Those early experiences laid the foundation for what has become a life long commitment to community engagement and Volunteer Service. Since 1997, I have been the Executive Director of the Volunteer Center of Battle Creek. During this time, I have provided leadership in implementing the Calhoun County Corporate Volunteer Council, Family Matters (a family volunteering program developed by the Points of Light Foundation), the Institute for Advanced Studies in Volunteer Management (the first ofit's kind in North America), and continue to work diligently to bring the 211 dialing code for access to health and human services to Calhoun County. My work to strengthen volunteerism in my local community uniquely qualifies me to serve on the MCSC. Recently, Kyle approached me about serving on the MCSC in an effort to provide a voice for Volunteer Centers and to deepen the MCSC's quality of programming. As a Board Member of the Volunteer Center National Network Council, and as Chairperson of Volunteer Centers of Michigan, I feel confident that my experience and knowledge of Volunteer Center's and the significant role they play in communities across the country would be of benefit to the MCSC. It is with this in mind that I indicated to Kyle that I would ask to be considered for a seat on the MCSC. Michigan's AmeriCorps Program Update For the 2001-02 Michigan's AmeriCorps application process, the Michigan Community Service Commission (MCSC) implemented a planning grant phase. The purpose of the planning grants is to give new grantees three months to plan and put the necessary systems in place to operate their Michigan's AmeriCorps program. During the planning grant phase the six new programs were assigned a mentor from a successful existing AmeriCorps program to assist them through the development stage. We are currently concluding our first round of planning grants and are pleased to report positive feedback from both the mentors and planning grantees. The MCSC is in the process of collective written feedback on the planning grant phase and will provide that feedback in future reports. Michigan 's AmeriCorps Signature Projects Every summer the Michigan's AmeriCorps programs hosts two statewide Signature Service Projects. The purpose of the projects is to engage members from around the state in a day of training and a day of service. This year the projects took place in Pontiac on June 8 & 9, and in Marquette on June 22 & 23, 2001. The MCSC partnered with the City of Pontiac, and two local non-profits to get things done on Saturday, June 9111 • Roughly 250 members were involved in painting park fences, planting shrubbery and beautifying two ofPontiac's community centers �and parks. In Marquette, 150 AmeriCorps members spent the day of service on KI Sawyer, a former air base that was closed five years ago. Members worked with community residents to turn the base into a thriving community. A special thanks to Commissioner Patricia O'Day for her assistance in planning the project and providing the history behind the KI Sawyer community. Member Survey The MCSC seeks to collect enhanced information about the 900 individuals who participate in Michigan's AmeriCorps programs each year. Currently, minimal data is collected (beyond the program level) about the background and experience of AmeriCorps members--particularly since the collection of CNS administered enrollment and exit forms has ceased. MCSC wishes to remedy this by initiating its own statewide data collection process via the administration of two surveys to be completed by all AmeriCorps members. These surveys will shed light on the type of individual who participates in AmeriCorps, his/her perceptions about community and expectations of the program; and finally how such perceptions and expectations are impacted by the AmeriCorps term of service. This data collected will be utilized to improve program recruitment efforts, to better understand the impact of AmeriCorps upon members, to refine program development information, and for reporting and public relations purposes. Staff Transition In my last report I indicated that Beth Barney, one of our Michigan's AmeriCorps program coordinator would be leaving the commission to pursue a masters degree. Beth departed MCSC on July 27, 2001. In addition, Bill Heuer, the second Michigan's AmeriCorps program coordinator left the commission on August 17, 2001. Michael Freeman, the MCSC training and technical assistance coordinator will now being serving as one of the Michigan's AmeriCorps program coordinators. I am currently soliciting resumes and intend to have the position filled by November 1, 2001. Upcoming Event - Member Celebration On November 13,2001, the MCSC will host the third annual Michigan's AmeriCorps Member Celebration in Lansing. The event will gather more than 300 AmeriCorps members for a day of orientation, training, and networking. The day will culminate with the members being officially sworn in. We encourage commissioners to attend the event and meet the hundreds of individuals who are giving a year of their life to make a difference in Michigan communities. Additional information will be sent out in October. Learn & Serve- Michigan Learn & Serve-Michigan School-Based Program 2001-02 Application Process For the 2001-02 program year the MCSC has $750,000 available to fund school-based service learning programs. The MCSC revised the application guidelines for the 2001-02 program year to realign funding toward our overall goals of increasing the scope and quality of academic service-leirrning. School districts were able to apply for three different categories of funding: planning, implementation, and CHESP. Please see the attached memo for the stafffunding recommendations. �Learn & Serve-Michigan Community-Based Grant Program 2001- 02 Application Process for the 2001-02-program year the MCSC has $160,000 available to fund community-based service learning programs. The MCSC revised the application guidelines for the 2001-02 program year to realign funding toward our overall goals of increasing the scope and quality of communitybased service-learning. Community-based organizations were able to apply for up to $15,000 to operate a service-learning program. Please see the attached memo for the stafffunding recommendations. Service-Learning Research The MCSC is currently contracting with RMC Research Corporation out of Denver, Colorado to conduct a two-year study entitled" The Impact of Service-Learning on the MEAP: Large Scale Study of Michigan Learn and Serve Grantees. The proposed study will address what is the association between participation in service-learning and academic achievement, as measured by the Michigan Educational Assessment Program (MEAP) for students in schools that receive Learn and Serve-Michigan funds . The study will review the impact of service-learning specific to the academic are addressed by the service-learning project. Service-Learning Featured at the Governor's Education Summit On September 7, 2001, Commissioner Chris Kwak will facilitate a panel workshop on servicelearning at the Governor's Education Summit. The session will discuss how teachers, students and administrators have been able to use service-learning to achieve learning objectives and make connections to other local educational goals including MEAP scores, civics, knowledge retention and more. Presenters will provide perspectives ranging from integrating servicelearning into the curriculum to the reflections of students experiences. Volunteer Investment Grants MG) FY 2001 VIG Update Last year the board issued the MCSC staff the authority to increase the amount of grants issued to current grantees. The board requested that we keep them updated on the increase the staff has approved. Please see the chart below for the increase the staff has approved over the last quarter. The staff is currently negotiating with both organizations and will present the funding recommendations in a supplemental mailing to the board. �Michigan's AmeriCorps Promise Fellows Program Update In June, the MCSC submitted an application to the Corporation for National Service for another year of support for the Michigan's AmeriCorps Promise Fellows program. The Corporation has approved our application at the requested amount for $177,000 to support 15 promise fellows. The MCSC will be conducting an application process in the fall to distribute the 15 fellows. The staff will present their funding recommendations to the board at the December meeting. Program Transition The Michigan's AmeriCorps Promise Fellows program will be part of the Michigan' s Promise effort that is transferred to the Connect Michigan Alliance. Currently the staff members from both organizations are working out the details of the transition. At this point in time it appears that the transfer ofthe promise fellow program will occur during the 2002-03 program year. It does not appear as if the Alliance will have staff hired in time to assume the administration of the program before the beginning ofthe 2001-02 program year. Therefore, the MCSC staffwill administer the program for the next program year. Training and Technical Assistance As noted earlier, Michael Freeman transitioned from being the training and technical assistance coordinator to the Michigan's AmeriCorps program officer position. The transfer occurred on July 30, 2001. I will being serving as the interim training coordinator until the position is filled. We are currently soliciting resumes and intend to have the position filled by November 1, 2001. Upcoming training activities include submitting our annual training and technical assistance plan to the Corporation for National Service on November 1, 2001. We are currently developing our comprehensive training calendar for the next year to include with our plan. Specifically, the goals ofthe committee are to: • • • • Identify the MCSC stakeholder and their interests Determine the best way to communicate the work and accomplishment of the MCSC and its grantees to the general public and other target populations. Recommend strategies for addressing the MCSC communication needs. Identify and invite potential partners and collaborators to participate in MCSC marketing activities. The members ofthis subcommittee are Commissioners O'Day (chair), Pardoe, Pickard, and Pruitt. Activity to Date The Public Relations & Marketing Committee has met monthly via conference call. To date, the committee has: �• Had conversations with key organizations and community partners to gather information regarding the development and implementation of marketing plans in similar organizations. • Recommended that an organizational assessment be the first step in developing a marketing plan. • Analyzed the use of student interns in the development of a marketing plan and has recommended that interns not be used in the development of the plan, but perhaps in the implementation of the plan where appropriate. • Identified the importance of legislators as a key component of the MCSC marketing plan. • Recommended that a new logo be developed for the MCSC. • Identified the MCSC key markets as individuals who volunteer, volunteer organizations, grant-making organizations, potential grantees, and other nonprofit organizations. • Supported the approach identified in the MCSC vision paper: 1) MCSC as a granting organization, and 2) MCSC as an information resource to the nonprofit field. • Recommended that the MCSC expand the availability of on-line resources on its web page. • Recognized the important role that all Commissioners can play in the implementation of the marketing plan and continues to work to identify the specifics of ongoing roles of Commissioners. Development of Marketing Plan The Public Relations and Marketing Committee recommends that the MCSC utilize "professional coaching" for the development and implementation of its marketing plan. Through the process of coaching, the MCSC staff will work with a marketing expert who will coach them through the development and implementation of a marketing plan. Through professional coaching, the MCSC will realize cost benefits and accelerated implementation. This will result in a marketing plan that is developed from inside the MCSC, fully integrating it with the mission, vision and structure, as well as the current budget and staff. Because of this, the MCSC will be highly invested in the program, and the plan is much more likely to succeed than one that originates from the outside. Please see the attached Professional Coaching Executive Summary for more details including a timeline. What Commissioners Can Do The Commissioners will play a key role in the organizational assessment that is the first step in the development of a marketing plan. As the MCSC works with Rx Coaching to develop and implement the assessment, it is expected that the Commissioners will be surveyed for their �insights and will also consult with other organizations and friends to gain insight into outside perspectives of the MCSC. Commissioner input will also be sought to determine some of the key components of the MCSC marketing plan. This event is an opportunity for the MCSC to thank Michigan's legislators for past support and encourage their ongoing support. Save-the-date post cards were distributed to the legislators, commissioners, and other friends of the MCSC in late August. The event program is as follows: lOth • • • Open house: 8:00a.m.- 2:00p.m. in the State Capitol 1st Floor Rotunda. This event will highlight the depth of the MCSC programs/grantees and will include a continental breakfast and hors d' oeuvres lunch. Media Event and Presentation: 11 :45 a.m. in the State Capitol 1st Floor Rotunda. This event will include brief remarks by Mrs. Engler, Dr. Mawby, and others; it will also include the presentation of a Governor's Proclamation to Dr. Mawby on behalf of the MCSC. Private meeting with Mrs. Engler, commissioners, and key legislators: 11:00 a.m. in the Governor's Parlor. This event will provide an opportunity for commissioners, including Mrs. Engler, to discuss the work of the MCSC with key legislators, to thank them for their past support, and to ask them for their ongoing support. The key time for commissioner participation is 11 :00 a.m. - 1:00 p.m. although commissioners are welcome to participate in activities throughout the day. Commissioner Briefing Books At the upcoming retreat, each commissioner will receive an informational booklet highlighting the Michigan legislators and MCSC programs within their individual geographic area. This tool will be instrumental to all commissioners as they prepare to meet legislators at the 10111 Anniversary Celebration and throughout the year at other MCSC events. �Make A Difference Day Make A Difference Day is Saturday, October 27, 2001 and the MCSC is once again facilitating the Make A Difference Day (MDDay) activities in Michigan. The number ofMDDay partner organizations increased to eight this year when the Michigan Office of the Corporation for National Service joined the initiative. In addition to the MCSC and CNS, the other statewide partner organizations are: Council of Michigan Foundations, Michigan Association of United Ways, Michigan Campus Compact, Michigan Family Independence Agency, Michigan State University Extension, and Volunteer Centers of Michigan. The MD Day planning packets, containing all the information needed to develop, implement, and register a MDDay project, are currently available at the MCSC and will be distributed to all commissioners at the September 10-11 retreat. The first of three MD Day press releases announcing the availability ofMDDay planning packets will be distributed by August 31st. Governor's Service Awards The gth Annual Governor's Service Awards (GSA) reception and dinner was held on Monday, May 21, 2001 at the Amway Grand Plaza in Grand Rapids. In keeping with tradition, the awards dinner was held in conjunction with the Grantmakers/Grantseekers conference. Ameritech was again the exclusive sponsor of the GSA dinner and Blue Cross Blue Shield of Michigan and Blue Care Network sponsored the reception. A special thank you goes to Russ Mawby for assisting Mrs. Engler with the award presentations as inclement weather kept Governor Engler stranded out of town. Nomination information is available for the 9th Annual Governor's Service Awards, which are tentatively scheduled for April 30, 2001. There has been one category change for next year' s celebration - the Media category has been eliminated due to inadequate nominations during the past five years. Youth Poster Contest The winners of the Youth Poster Contest, Joshua Bannow, Joe Mason and Cristopher Vaughan (seniors from Three Rivers High School), assisted Mrs. Engler in unveiling the winning design during the Governor's Service Awards on May 21st. There were 266 posters entered in the contest by Michigan middle, junior high and senior high school students. The students worked in teams of2- 4 to create the posters and more than 760 students participated. The winning poster was selected through a youth-driven peer review process. A special thank you to Commissioner Cummings for the Lovelight Foundation's dollar-fordollar match for the Youth Poster Contest funds. Lovelight's generous contribution of$5,000 allowed the poster contest to be self-supporting for the first time since its inception over five years ago. Our sincere thanks also go out to Commissioners Collier, Kwak, Mawby, and Wesaw for their contributions. Information for the 2002 Youth Poster Contest will be available by January 1, 2002. 2 �MYPAC On June gth, the MYPAC Executive Council met at Oakland University to review the MYPAC applications for the 2001-2002 program year. There were 20 new applications submitted and 16 ofthese applications were accepted. This brings the total number ofMYPAC members to 29. The following day, the MYP AC Executive Council participated in the AmeriCorps Signature Service Project held in Pontiac. On August 3-5 the 2001-2002 MYPAC Leadership Retreat was held at the Ralph A. MacMullan Conference Center at Higgins Lake. The retreat is the annual kick-off for new and returning MYPAC members to start offtheir program year. It provides members with an opportunity to strengthen their service efforts by meeting other youth dedicated to service from across the state. They set goals, shared ideas, and gained new insights to take back to their communities. The retreat was the initial activity for the new YES Ambassador, Ezra Bell. (See the Staffing Issues section ofthis report for additional details on Ezra Bell.) MCSC Chair, Russ Mawby, joined the retreat on August 4th to congratulate the MYP AC members on their commitment to service, provide direction for and support of their efforts, and gather input from them on how the MCSC could enhance its efforts on behalf of youth. Training materials have been sent to all MYP AC members who were unable to attend the retreat and a follow up conference call with these individuals was held on August 2ih . Michigan's Promise Approximately eight AmeriCorps Promise Fellows attended the National Community Service Conference that was held June 29- July 1, 2001 in Minneapolis. Once again, America's Promise was a partner of this conference and an America's Promise track was held. A special thank you to Mrs. Engler for securing five free tickets from Northwest Airlines to assist the Promise Fellows in attending this conference. The Promise Fellows gathered substantial information at this conference that will be beneficial to Michigan's Communities of Promise. This information was distributed in a Michigan's Promise resource mailing that was distributed to all Promise contacts in mid-August. Michigan's Communities of Promise continue to participate in bi-monthly conference calls. These calls include a national update from America's Promise staff, a statewide update from MCSC staff, and an opportunity for Community of Promise contacts to discuss issues, share ideas, and celebrate accomplishments. Attached you will fmd the most recent edition of The Link, the bi-monthly newsletter highlighting statewide and local Michigan's Promise activities. The Link, which was written and edited by Mary Ann Williams, the AmeriCorps Promise Fellow housed at the MCSC as a loaned executive from CMF, is faxed to all Communities of Promise, Michigan's AmeriCorps Promise Fellows and site supervisors, Emerging Communities ofPromise, and other Michigan's Promise partners. 3 �Disability Project Linda Adam, the Disability Coordinator housed at the MCSC as a loaned executive from the Council of Michigan Foundations, has been broadening the disability awareness knowledge base ofMCSC staff and programs. Her efforts are focused in three primary areas: • • • Research - she is creating an extensive library of resources, both in hard copy and electronically that is being utilized by staff and grantees. Outreach - she is continuing to build the Disability Advisory Committee so that members become immersed in the work of the MCSC and the MCSC becomes engaged in the wide variety of disability organizations throughout Michigan. Grantee awareness and assistance- she serves as an invaluable resource to the MCSC grantees and other programs by providing direction, support, and assistance on individual matters affecting programs and members. Linda is also conducting friendly site visits to get to know the needs of the programs and to ensure that the services provided are meeting these needs. MCSC Web Site The State of Michigan has developed web site guidelines that all state agencies will have to comply with during the next 12- 18 months. For this reason, the MCSC has terminated its contract with Trillium Teamo1ogies for web site development and will be utilizing staff of the Michigan Department of Career Development to revamp the MCSC web site. This transition has caused a slight delay in the development of the web site, but will result in a product that meets the needs of the MCSC and meets the State ofMichigan guidelines. MCSC staff, grantees, partner organizations, commissioners, and other friends of the organization have provided input into the development of the new site via surveys. This feedback will be seriously considered in the development of the new site. It is anticipated that the new site will be functional by January 2002. ConnectMichigan The summer issue of the ConnectMichigan newsletter was printed and mailed in July and highlights volunteer efforts of faith-based organizations. To keep in line with the MCSC's new focus of promoting its own projects, programs and activities instead of"the field" in general, this will be the last issue of the ConnectMichigan newsletter. Whether a new MCSC-focused newsletter is developed will depend upon the direction ofthe MCSC's new marketing plan. The development of the MCSC marketing plan is discussed in detail in the Public Relations and Marketing Committee report. Staff On August 15 1\ Jill Manlove completed her service as a YES Ambassador at the MCSC. The YES Ambassador program is a partnership between the Points of Light Foundation and the MCSC promoting youth service and youth as leaders. The YES Ambassador position is a oneyear commitment that has the potential to be renewed for a second year. Jill Manlove was a YES Ambassador at the MCSC for two years and had made significant progress in developing youth service and youth leaders throughout Michigan. We would like to thank Jill for her excellent service to the MCSC and wish her all the best in her future endeavors. 4 �Ezra Bell, the new YES Ambassador, began his position on August 151 • Ezra is a 23-year-old male who is taking a year off from Western Michigan University to serve as YES Ambassador. Originally from the Detroit area, Ezra has experience in leadership and youth development through his work with the WMU Division of Minority Affairs and as a WMU resident assistant and assistant director. (Ezra's resume and other YES Ambassador applicant information are attached.) The contract for the Communications Coordinator, Maria Santana, will not be renewed at the end ofthis program year. With the development ofthe new marketing plan, the MCSC staff feels the funds allotted for this position would be better utilized by contractors for layout and design and for the development and implementation of other marketing projects. As many of you are aware, the MCSC is celebrating its lOth anniversary this year. To commemorate this milestone, we are planning an event to thank Michigan Legislators for their past support and encourage their ongoing support. So please mark your calendars. Here are the details to date: Date: Thursday, October 4, 2001 Place: Lansing- State Capitol, 1st Floor Rotunda Time: Open House - 8 a.m. - 2 p.m. Main program- 11 a.m.- 1 p.m. (agenda to be determined) What: The open house will consist of booth/table top displays of the MCSC and its key programs throughout the 1st Floor Rotunda and the adjoining hallway. Staff and program representatives will be present to discuss MCSC's accomplishments and goals with attendees. A continental breakfast buffet followed by an hors d'oeuvres lunch buffet will be served. The main program is still being determined and will most likely consist of a private meeting with Mrs. Engler, key legislators, and Commissioners followed by a formal presentation (media invited) in the Rotunda. We are looking forward to your involvement at this event! �PROFESSIONAL COACHING EXECUTIVE SUMMARY Definition of Coaching Professional coaching is an ongoing partnership between the MCSC and a marketing expert who serves as a "coach" that will help the MCSC produce professional results in the development and implementation of a marketing and communication plan. The coach's responsibility is to: 1. Assist the MCSC in setting and reaching marketing and communication goals. 2. Serve as a resource and expert in the area of communications, marketing, and public relations. 3. Elicit solutions and strategies with the MCSC staff, partners, and others around marketing and communication plan development. 4. Hold the MCSC as responsible and accountable for development and implementation of a marketing plan that is in line with the organization's vision and future direction. 5. Provide tools, structure, and support to reach the goal of marketing the organization effectively. Ongoing Implementation of Plan The initial coaching plan is designed and structured around a three month time period to allow the MCSC the opportunity to evaluate the coaching process and program benefits. It is recommended that the coaching process continue for a minimum of three to six additional months if the MCSC is satisfied with the direction and progress toward goals. A three-month timeline is outlined below. Benefits of Coaching for the MCSC It is cost effective. Because the MCSC staff will be responsible for the development of the plan with the support and assistance of a marketing coach, the process is very cost effective. It is estimated that the cost will be approximately three times less than would be spent by hiring an outside firm or consultant. In addition, the MCSC will not only have an excellent marketing plan but will also have a staff member who has gained extensive experience and know-how in marketing and communication plan development and implementation. The MCSC's plan will be OUR plan, not an outside plan imposed on us. Professional coaches will work with the MCSC to develop a marketing and communication program from inside the MCSC, fully integrating it with the mission, vision and structure, as well as the current budget and staff. Because of this, the MCSC will be invested in the program, and the plan is much more likely to succeed than one that originates from the outside. Three Month Time Line MONTH#l • • • Study the MCSC's future direction white paper and summarize into a working outline to get "marching orders" for overall MCSC action plan. Educate professional coaches about the MCSC, its structure, people and programs. Survey all current promotion programs and deliver a current activity report. �• • Based on the information obtained above, analyze the agency's marketing strengths and weaknesses. Assist in the planning of the 1Oth Anniversary celebration. MONTH#2 • Define marketing objectives, target markets and initial plan of action for a one-year program. • Determine the need for additional market research and initiate it, if needed. • Begin developing an easily understood statement to describe the mission, vision and operations ofthe MCSC (editorial backgrounder). • 1oth Anniversary celebration. The staff will be requesting approval of Learn & Serve Michigan School- and Community-based grants in addition to Volunteer Investment Grants (see tab 5). We will also be providing updates on upcoming events including the MCSC's 10111 Anniversary Celebration, Commissioner Training Conference, and Make A Difference Day. In preparation for the retreat, commissioners should review the updated version of, "The Future ofMCSC Sponsored Service And Volunteerism in Michigan." It will be particularly helpful to our discussions on the second day if you examine "role" sections on pages 6-14 as they include the most current actions of staff and "recent examples" of how each role may be developed based on the staffs current actions (these examples are marked in italics). This year's retreat is shaping up to be a very exciting program. I wish to thank the members of the planning committee for developing the program and for doing the "heavy lifting" to make this event possible. �As you know, the MCSC cannot readily budget for commission strategic planning as our state and federal resources are generally insufficient and too restricted. How will the MCSC deal with these exciting changes and what opportunities for growth, innovation and sustainability exist in this new future? Starting to form the answers to these questions, in light of the strategic planning that has been presented to the members by staff, is our charge for this planning retreat. The Bush Administration has demonstrated its commitment to national service by ensuring that full funding for the Corporation for National Service remains part of the President's Budget as well as entrusting some of the work of his Faith Based Initiative with AmeriCorps . While in office, no other Michigan Governor has demonstrated as much support for the nonprofit sector and the volunteers that make up the workforce for this sector than John Engler. No other First Lady has demonstrated a willingness and ability to lead, as has our own Michelle Engler. Their efforts have produced one of the nation's first state commissions on service, the nation's only state-funded volunteer resource center endowment grant, a host of national service programs, a premiere volunteer recognition program and a series of meetings and conferences to discuss how government can do its work better for our state's volunteer sector. Finally, through their championing the work of the MCSC, the Michigan Legislature has provided its support through codifying legislation and annual appropriations of $2 million in state funding.
