Poster Distribution There has been a change in who will be helping get the posters ready for distribution after the event. Here is the correct scenario: When there are no fewer than 3 categories left Jen, Mary Ann, Linda, and Beth will exit the dinner and pl;Jl the posters on the (registration) tables. They will then get the stacks of posters ready to give to All Staff who will help distribute them as soon as the dinner is over. After the dinner, All Staff should check in at the registration table to pick up stacks of posters for distribution. Media Watch Jen, Linda, Mary Ann, Beth, India and Maria are the staff designated for "Media Watch." Listed below you will find the location you have been assigned. The following is a brief update of the current issues facing the Finance and Administration Division. FY 2001 Spending Attached is the Comparative Financial Statement for the first two quarters of the fiscal year. The period covers October 1, 2000 through March 31 , 2001. As you can see, our spending is low for the first two quarters. As in the past, our expenditures have been very slow in the first half of our fiscal year with a higher percentage of expenditures occurring during the late spring and summer months. In addition, no department overhead charges are included in these numbers. The Michigan Department of Career Development (MDCD), our fiscal agent, has not yet assigned the costs for overhead into our accounting due to staffing changes within the Office of Financial Management. I fully expect the first two quarters administrative charges to be processed this month. We are estimating the administrative charges to be around $60,000 per quarter. Also affecting our spending is the open positions and the fact that we have budgeted for the move and the lease space costs for the year. As some of you may have heard, the state is experiencing a shortfall in revenues for this year. We are currently working with the Budget office to determine cuts that we will need to incur for the current and future fiscal years. New Office Space We are well on our way towards moving into our new building. As of today, our future space is around one half of the way finished with an expected move date of June 1, 2001. There has been a flurry of activity in the past couple of weeks working with the private management company, builder, and the Department of Management and Budget to fmalize the move. �The space is roughly 7,200 square feet and will include a conference room large enough for Commission meetings. The new address will be 1048 Pierpont, Suite 4, Lansing, Michigan 48911. For the first time in many years, we will have enough office space to house all of our staff and also space enough to have the whole staff meet together. As soon as the date of our move is finalized, we will be sending out a notice to our whole database with our new address. Federal Audit We have not received any new word from the agency that will be performing our federal audit. I expect that we will receive a call during this month to check our status regarding our move and with our projected move date, we can probably expect to have the audit scheduled during the late summer period. Personnel Matters As part of the recent state revenue shortfalls, we have been placed under a complete hiring freeze. Any new positions requested require a long process of review by both the Department of Career Development and the Department of Management and Budget. We currently have a few open positions that we will be working on filling that will be contingent on budget cuts for the current and future budget year. Summary The overall financial health of the organization and grant programs is good. Volunteer Investment Grant funds distributions are lower than previous years, however they are within projected ranges. National Service funding levels from the Corporation for National Service (CNS) are projected to remain flat for the next fiscal year. Again, MCSC staff projected this funding level based upon the Census information. Other revenues from the state for administrations have not been adversely affected, however House budget hearings are taking place now to address the projected up to $600 million dollar state revenue shortfall. To date, only the hiring freeze has adversely impacted the operations of the MCSC. This freeze has delayed us from implementing some of the preparation steps that we want to take to address our pending audit and future financial systems oversight improvements. Mawby (Chair), Julie Cummings, Vivian Pickard, Ten-y Pruitt, and Kyle Caldwell. The committee approved the staff program funding recomm endations for: • Michigan's AmeriCorps Formula Renewals applications at $ 1,109,980 for 71 full-time, 38 part-time and 6 sununer only members ; • Michigan ' s AmeriCorps Education Award Onl y Renewals applications at $73 ,000 for 120 full -time, 150 part-time and 0 summer only members; • Michi ga n's AmeriCorps New Formula applications at $1,764,555 fo r 127 full-time, 26 part-time and 12 summer on ly members; and • Michigan ' s Vo lunteer Investment Grants Round Two applications at $141 ,885 for two programs. Regarding the remaining FY 2001 state funding for Michigan ' s Vo lunteer Investment Grants, Commissioner P ruitt expressed his concern that the program is not expending all the $1 million appropriated for the VIG program annually. Mr. Caldwe ll explained that the staff shared his concem and in response, has conunissioned a study of the program. The resu lts of the study will help guide the staff recommendations fo r modification to the VIG program . This, along with a recap of the staff funding recommendations appro ved by the Exec utive Committee, will be take n up at the May 21, 200 1 meeting for consideration by the full membership . �Michigan's AmeriCorps Match Waiver Appeal The committee approved the staff request for staff authority to detem1ine if a waiver of the new Michigan's AmeriCorps match requirement was warranted for the Creston Neighborhood Association (CNA), which submitted an appeal to the waiver. The staff requested that the CNA provide a detailed rationale for the waiver and work plan to bring the program into compliance with the new match requirement rule next year. That response was due April 27, 2001 and the MCSC's application to the Corporation for National Service (C S) is due May 15 , 2001. Both dates are prior to the MCSC May 21,2001 meeting and therefore staff need to be in a position to make a decision on the matter without the advance approval of the full commission. The staff request was approved. ConnectMichigan Alliance Campaign Executive Committee members charged staff with drafting a letter from Commissioners Mawby, Cummings and Engler to go out to the full body emphasizing the need for their pariicipation in the ConnectMichigan Alliance Campaign. The letter will offer suggestions on amounts and will be distributed with ConnectMichigan Alliance materials and postage to members who have not yet participated. Marketing and Public Relations The committee reviewed the progress of the Ad Hoc Marketing and Public Relations Committee. Commissioner Pickard and Cornn1issioner Williams (staff contact is Shirley @ 313-226-9445) will participate in a conference call on April 30, 2001 to discuss United Way Community Services marketing and public relations strategies and see if the MCSC can utilize their expenences. Mr. Caldwell will contact other nonprofit organi zations including the Council of Michigan Foundations and Grand Valley State University to seek their advice and perhaps gath er some examples of quality materials. September Retreat The committee discussed the details ofthe next retreat of the membership. The next retreat of the MCSC will be held on September 10- 11, 2001 at Brooke Lodge in Augusta, Michigan. The retreat will deal with "transitions,'' both at the state and national levels and within the Michigan volunteer field specifically. The first day will deal with issues and updates from the federal , state and state nonprofit perspectives while the second day will focus on strategies and plans for the MCSC in response to those issues. May Agenda The agenda for the May meeting was revi ewed and approved. With the approval of the Chair, some modifications may be included prior to the May meeting. �• lOth Anniversary of the MCSC October 2, 2001 will mark the lOth Anniversary of the MCSC (by Executive Order 1991 -25). The committee discussed possible celebratory opportunities including a legislati ve r~ception. The process included two components- one for organizations currently funded (renewals) and one for organizations that do not currently receive Michigan 's AmeriCorps funds (new). The staff presented their funding recommendations to the executive committee on April20, 2001. Listed below are the staff recommendations that were approved by the executive committee. Formula and Education Award Only Renewal Applicants The MCSC issued renewal application guidelines to all of its Michigan' s AmeriCorps renewal programs. The staff reviewed those guidelines with the programs on the December conference call. Competitive renewal applications were due to MCSC on January 12, 2001. The MCSC approved the competitive renewal programs during the February 9, 2001 meeting. The formula and education award only renewal applications were due April 6, 2001. Eight organizations were eligible to renewal funding. Seven of those organizations submitted renewal applications. Northern Michigan Community Mental Health decided not to reapply at this time. The applications were reviewed by staff. Applicants were provided written feedback that included any necessary revisions. The staff presented their funding recommendations to the executive committee on April20, 2001. Listed below are the staff recommendations that were approved by the executive committee. Organizations were notified of the availability of funds for new AmeriCorps programs 1 �the week of December 18th. The MCSC hosted two technical assistance session the week of January 15th. One session was held in Lansing and the other was held in Gaylord. Interested applicants were required to submit an Intent to Apply form by January 31 , 2001. The MCSC received 31 Intent to Apply Forms. Seventeen organizations submitted applications on February 16, 2001 . The applications were peer reviewed on February 26, 2001 . Eight applicants were recommended to submit comprehensive applications. The MCSC convened the eight applicants on March 7, 2001 to discuss submission of a comprehensive application. The comprehensive applications were due on March 30, 2001. The staff reviewed the eight comprehensive applications and recommended all eight be funded at the requested level. In December, the MCSC issued 12 grants totaling $478,200. The MCSC offered a second round of2001 VIG funds in mid-February. The Intent to Apply forms were due on March 16, 2001. The MCSC received two Intent to Apply Forms. On March 23, the MCSC received two applications requesting $141,885. One of the applications was from an organization that has never received VIG funds and therefore had to be peer reviewed. Both applications were reviewed by the staff on April 10, 2001. The applicants were given written feedback and asked to address the issues identified in the review process. This meeting will set the tone for all other foundation visits in MidMichigan. Those meetings should be completed over the next 60 days. Southeastern Michigan Strategy: Bill Richardson met with foundation executives in March and staff met with David Egner at the Hudson-Webber Foundation in February. Early cultivation efforts have resulted in a meeting with the Kresge Foundation. Community Foundation Strategy: Rob Collier, Neeta Delaney, and Russ Mawby made an initial presentation to community foundation executives at the Council of Michigan Foundations Annual Meeting for Community Foundations. Diana Sieger will follow-up personally with the larger community foundations and Neeta Delaney will follow-up personally with the next tier of foundations. Julie Fisher Cummings will also help Bill Richardson and Dottie Johnson in their efforts to secure support from the Community Foundation for Southeastern Michigan. ill. Corporate Division Chair - Michelle Engler Midland Strategy: Cultivation efforts have resulted in both Dow Chemical and Dow Coming indicating interest in CMA. Michelle Engler expects to meet with executives after wrapping up the Southeastern Michigan strategy. · It is expected these meetings will take place in the next 90 days. Southeastern Michigan Strategy: Early cultivation efforts are paying off, as this is the most active strategy in the campaign to date. While the numbers do not reflect a large increase in current matching funds, the campaign leadership has worked very hard this month in particular. In our organizational conference call, staff presented three scenarios for conducting the search process for our review. After careful deliberations, the committee chose to conduct a limited national search that would be facilitated by staff. The committee also approved a revised job description and directed staff to start the dissemination process. The staff conducted a thorough search process utilizing both print and electronic methods for distributing the job description. Appointments The members charged staff with finding a possible candidate from the Salvation Army to serve on the MCSC as a representative of the "Faith-based Community" as a proactive strategy to address future possible changes in the national and state funding priorities. Salvation Army personnel work with faith- and community-based organizations and rely heavily on volunteers. The new State Superintendent for Public Instruction will be Tom Watkins. Dr. Watkins will be a mandated member of the MCSC upon his appointment and therefore, the committee felt that it was important for Dr. Watkins to receive a personal invitation to attend the next commission meeting and the Governor's Service Awards. Dr. Mawby will approach Dr. Watkins. Other areas that the committee is seeking representation include: Local Government (waiting on call back from George Goodman of the Municipal League), Disability Community, Labor (United Ways- waiting for call back from Chris Nelson, United Way of Michigan and follow up to Terry P. inquiry to Saginaw Labor Council). �Training for Commissioners The North Central Cluster of State Service Commissions is planning a training for commissioners. The dates of the meeting would be Tuesday through Thursday, July 31, August 1, and August 2, beginning at noon on July 31st and ending at noon on August 2nd and will be held in Illinois, but not downtown Chicago. You may recall that a survey of your training and informational needs was sent to you a month ago to assess how this training might best serve your needs. More information will be available after the next planning meeting on May 17, 2001. Mentoring Program The committee members discussed the implementation of a commissioner-mentoring program that some commissioners have been conducting on their own for the past 18 months. The Commissioner Mentoring Program would involve matching veteran commissioners with new members where new members would be provided an introduction meeting, given an orientation to the commissioner manual, contacted by the mentor prior to the meetings and functions and shadow veteran commissioners at public speaking events. Therefore, state commissions may only request funds for programs currently funded out of the competitive pool of resources. The MCSC issued renewal application guidelines to all of its Michigan 's AmeriCorps renewal programs. The staff reviewed those guidelines with the programs on the December conference call. Michigan's AmeriCorps Michigan's AmeriCorps Application Process 2001 - 02 The MCSC staff have determined that we have approximately $3 million to fund new AmeriCorps programs for FY 2001-02. Organizations were notified of the availability of funds for new AmeriCorps programs the week ofDecember l8 1h. The MCSC hosted two technical assistance sessions for organizations interested in applying for a Michigan's AmeriCorps program. Eighty organizations registered to attend one of the two sessions. The sessions gave a general overview of AmeriCorps, explained the key components of a successful program, and described the application process and timeline. Interested applicants are required to submit an Intent to Apply form by January 31,2001. As oftoday, we have received 11 Intent to Apply forms. Applications are due on February 16, 2001. AmeriCorps Member Council Winter Retreat On January 21-23, twenty-six AmeriCorps members attended the Member Council Winter Retreat held in Roscommon, Michigan. Members represented AmeriCorps State/National , VISTA, and the Michigan's ArneriCorps Promise Fellows. Two training sessions entitled "How �Program Division Director's Report Page 2 to Run an Effective Service Project" and "Conducting an AmeriCorps Outreach Session" were held to prepare representatives to reach their Council requirements of initiating their own service project and conducting two outreach sessions. In addition to the training sessions, the Statewide Events committee spent time planning the two Signature Service Projects for 2001. The projects will be held in Pontiac, MI on June 8 & 9 and in Marquette, Michigan, June 22 & 23, 2001. Attached y ou will find a copy of the most recent newsletter published by the member council. National AmeriCorps Web-based Recruitment System The Corporation recently launched the new AmeriCorps web based recruitment and placement system (AC*RPS). Individuals interested in serving as an AmeriCorps member now have a place to go to find out which AmeriCorps opportunities are available that might match their interests. They can apply to multiple programs and track their selection process-all at the speed of the Internet. At this moment AC*RPS contains approximately 700 AmeriCorps program listings and thousands of AmeriCorps member assignments. AC*RPS was developed based on issues, ideas and suggestions articulated by hundreds of people including AmeriCorps program staff (state programs, national direct sponsors and AmeriCorps*VISTA projects), State Commission staff, Corporation staff and AmeriCorps members and alumni. AC*RPS simplifies the AmeriCorps application process, strengthens customer service, and provides a more comprehensive method to promote AmeriCorps and generate interest among the growing number of persons who access the World Wide Web. Click on the flashing "HOW TO JOIN AMERICORPS" which you'll see on the top left section of the web page, then click on "Find A Program" to search for the programs listed in your state. Learn & Serve- Michiean Learn & Serve-Michigan School-Based Grant Program The MCSC is currently preparing the Learn and Serve-Michigan school-based renewal application that is due to CNS on February 1, 2001. The MCSC will request on behalfofthe Michigan Department of Education $819,062 to continue to fund the school-based servicelearning program. Learn & Serve-Michigan Community-Based Grant Program The MCSC is currently preparing the Learn and Serve-Michigan community-based renewal application that is due to CNS on February 1, 2001. The MCSC will request $230,000 to continue to fund the community-based service-learning program. L & S Coordinator and the SERV Coordinator Our service-learning initiative has significantly expanded over the past year. As a result, the MCSC has expanded the staff dedicated to coordinating this initiative. I am pleased to welcome India Plough to our staff. Ms. Plough will coordinate our SERV/CHESP initiative and will focu s on impacting public policy related to service-learning. In addition, we have made an offer for �Program Division Director' s Report Page 3 the Learn and Serve-Michigan coordinator position. The candidate has accepted and will begin on March 5, 2001. Volunteer Investment Grants fVIG) FY 2001 VIG Update The MCSC still has $550,000 to disburse this fiscal year. The MCSC will be offering a second round of2001 VIG funds. Round II grants will be available to current grantees for the purpose of increasing their 2001 grant award or to any agency who has previously applied or been funded. FY 2001 grantees will be encouraged to apply for supplemental funds up to the $100,000 maximum. Applicants not approved for funding in Round I, applicants from previous years and other interested organizations will also be invited to apply. The applications for Round II will be available February 1, 2001. Staff will present the FY 2001 VIG Round II recommendations to the executive committee at the April20, 2001 meeting. VIG Analysis At the last commission meeting, the board authorized the staff to spend up to $40,000 on an analysis for the Michigan' s Volunteer Investment Grant program. The analysis would provide the MCSC with information we could use to make future modifications to the program. The MCSC also had to get approval Department of Career Development and Depmiment of Budget and Management. We received their approval and are in the process of identifying an organization to conduct the study. Michi2an 's AmeriCorps Promise Fellows Program Update For FY 2001, the MCSC has $194,994 in CNS funding to support 18 Michigan' s AmeriCorps Promise Fellows for Michigan's Communities of Promise. In the first round of applications, MCSC funded eight applications which requesting $129,996 to support 12 fellows. The MCSC conducted a second round of applications to distribute the remaining six Promise Fellows positions. The MCSC received 4 applications requesting $43 ,332 to support 4 fellows . Please see the attached memo for my official funding recommendations. If the board approves the staffs recommendation for the four fellows, for FY 2001, the MCSC will place 16 fellows in 11 Communities of Promise. Tri- State Orientation On February 1 & 2, ten Michigan's AmeriCorps Promise Fellows will attend the Tri-State Orientation in Oregon, Ohio. This orientation, held in conjunction with Ohio and Indiana, will provide an introduction to America's Promise and AmeriCorps and the opportunity to network with Fellows in all three states. In addition, Fellows will develop work plans to meet the Michigan's ArneriCorps Promise Fellow program goals, and have the opportunity to attend training sessions on Volunteer Recruitment, Youth Service, and Building a Strong Community of Promise. Fellows recruited after the orientation will receive a similar training on April29, 2001. �Program Division Director's Report Trainin~ Page 4 and Technical Assistance Cross Stream Training The MCSC will be holding a three-day Advanced Supervisory Skills Training for national service programs on March 21 - 23, 2001. The purpose ofthe training is to help national service program staff further develop effective supervisory skills and techniques to mange their participants. Anyone that attended our Supervisory Skills Level I Training was invited to attend the advanced level training. The National Crime Prevention Council will be conducting the training. Year Two and Beyond Curriculum The MCSC received a special initiative PDAT grant in the amount of $18, 392 from the Corporation to develop a curriculum for second year AmeriCorps members. The MCSC will contract with the Copper Country AmeriCorps program to develop the curriculum. In keeping with tradition, the awards dinner will be held in conjunction with the Grantmakers/Grantseekers conference. GSA nominations must be postmarked by Friday, February 9, 2001. A maximum of five (5) finalists are selected in each of the 15 categories through a peer review process. All of the commissioners received an email from Mary Grill seeking their involvement with the peer review process. Ameritech has been asked to again sponsor the GSA ditmer and Blue Cross Blue Shield of Michigan has been asked to sponsor the GSA reception. Both requests are pending. Youth Poster Contest The Youth Poster Contest materials were distributed to schools and youth-serving organizations in early January. Each of the commissioners also received this information via mail. Poster designs and slogans are due to the MCSC by Friday, February 23, 2001. The witming poster is selected through a youth-driven peer review process. Camille Jolmson, Conm1issioner Cumming's representative, will participate in the Youth Poster Contest review. We are still seeking sponsors for the Youth Poster Contest. Commissioner Cummings is generously matching dollar-for-dollar the contributions made for the Youth Poster Contest. If a. MYPAC Led by YES Ambassador, Jill Manlove, MYP AC continues its progress as a standing committee of the MCSC. The MYPAC Executive Council's quarterly training is being held February 24 25, 2001 at Camp Wacousta ofthe Michigan Capital Girl Scout Cmmcil. The MYPAC Ambassadors complete quarterly reports to provide youth voice to the MCSC and keep the MCSC infom1ed of their local activities. A compilation of the highlights from these reports will be distributed at the February 91h meeting. The application process for new MYP AC Ambassador is currently underway. Applications are due to Jilll Manlove and must be postmarked by March 30, 2001. Celebration of Michigan Volu nteers- Legislative Event We are still working to set the date for the Celebration ofMichigan Volunteers legislative event. Hopefully, a date will be secured and mmounced at the February 9th meeting. Additional discussion on this issue will also take place during the Old Business portion of the February 9th meeting. MCSC Marketin g Strategy Based upon feedback from the commissioners at the December meeting, Mary Grill is in the process of meeting with representatives from Michigan State University and Lansing Community College to discuss the development of the MCSC marketing strategy as a class project or student internship. Ms. Grill is also meeting with Gregory S. Hall, General Motors Manager of Corporate Relations, who attended the December commission meeting where he briefly highlighted GM's involvement with student interns from the University of Michigan. They will be discussing the advantages and challenges of working with college/university students on this type of project. Make A Difference Day in Michigan The MCSC has asked Blue Cross Blue Shield of Michigan to sponsor the printing and distribution of the Make A Difference Day (MDDay) Scrapbook again this year. A response to this request is pending. The MDDay Scrapbook will have two formats this year. One fom1at will model previous year's scrapbooks and include all of the press clippings and project summaries sent to the MCSC following MDDay. A limited number of this scrapbook will be printed and mailed to all registered MD Day participants. A second "scrapbook and tool kit" is being developed that focuses on infonnation that can be utilized by local communities on an ongoing basis as they plan other community-based and national days of service such as Days of Caring, Martin Luther King, Jr. Day of Service, National Youth Service Day, etc. This scrapbook will also contain some MDDay highlights and will be made available to the MCSC grantees, partner organizations and others who express interest or seek assistance with the development of one-day service projects. �Michigan's Promise Attached you will find the most recent edition of The Link, the bi-monthly newsletter highlighting the statewide and local Michigan's Promise activities. The Link, which is designed and edited by Liz Clemenshaw the AmeriCorps Promise Fellow housed at the MCSC as a loaned executive from CMF, is faxed to all Communities ofPromise, Head Start Sites of Promise, Michigan's AmeriCorps Promise Fellows, Emerging Communities of Promise, and other Michigan ' s Promise partners. The Michigan's Promise Benchmarks (MPB) were developed by the Communities of Promise and the MCSC to acknowledge and celebrate the various levels of commitment of the communities involved in local Michigan's Promise activities. These benchmarks are also designed to assist communities strengthen the framework and develop strategies to build their local Promise initiatives. The MPB were distributed to commissioners at the December commission meeting. The Communities ofPromise were asked to indicate the level of their ongoing involvement with Promise activities through their participation in the Michigan's Promise Benchmarks at one of three levels: 1) Active Community of Promise, 2) Affiliate Community of Promise, and 3) No Longer Pursuing Promise Activities. The Communities of Promise who are working toward meeting the highest level of the Michigan's Promise Benchmarks as Active Communities ofPromise are: Alpena/Montmorency Counties, Capital Area (Lansing/East Lansing) Chippewa County, Dickinson/Iron Counties, Delta County, Eaton Rapids, Ionia Cow1ty, Isabella County, Jackson County, Kalkaska County, Luce County, Mackinac County, Marquette/ Alger Counties, Montcalm County, Muskegon, Saginaw County, St. Joseph County and Tri-Cities (Grand Haven/Spring Lake/ Ferrysberg). The following communities decided to serve as Affiliate Communities of Promise as they are not actively pursuing the Michigan's Promise Benchmarks at this time, yet want to remain connected with the Promise initiative: Flint and Grand Rapids. The following communities have not responded to date regarding the level of their ongoing commitment to their local Promise activities: Calhoun County, Detroit, Kalamazoo County, Sault Tribe of Chippewa Indians, and Tuscola County. A personal call is being made by Mary Grill to each of the Communities of Promise to encourage them to stay connected with Michigan's Promise at the appropriate level as detem1ined by each local community. In summary, 18 of the 25 Communities ofPromise (72%) remain active and two Communities ofPromise (8%) moved to affiliate status. The large number of communities pursuing the highest level of the MPB is testimony to the commitment of local communities to this effort and a tribute to the support provided by the MCSC. The annual statewide Michigan's Promise Meeting is being held April30 - May 1, 2001 at the Ralph A. McMullen Conference Center in Roscommon. A planning committee ofMCSC staff, an AmeriCorps Promise Fellow and local Community of Promise representatives are putting together the agenda that includes plenary sessions, workshops, and networking. This meeting provides an opportunity for the Communities ofPromise to gain skills, share challenges and solutions and provide direction for future Promise activities. CoonectMichigan The winter issue of the ConnectMichigan newsletter is going to press and scheduled for distribution by February 20, 2001. This issue highlights volunteer efforts in rural communities. �Staffing Issues There are currently two open positions in the Outreach and Fund Development DivisionOutreach Coordinator and Access AmeriCorps Coordinator. Interviews for both of these positions are currently being conducted and it is anticipated that offers will be made by the end ofFebruary with new staff members on board by the end ofMarch. The Outreach Coordinator is a limited-term position and a regular MCSC staff member while the Access AmeriCorps Coordinator will be a loaned executive from the Council of Michigan Foundations (CMF). �The Link connecting Partners in Michtgm1'5 Pro111ise Volume 4 January 2001 Youth Leadership in Marquette & Alger Counties Career Exploration in Montcalm County By Carole L. Touchinski, Director Marquette and Alger Counties' Promise- The Alliance for Youth By Denise Hubbard, EightCAP, Inc. High school stu dents in Montcalm County will hav e the opportunity to visit up to five businesses in five weeks through a Job Showcase designed to highlight different care er opportunities. Two exciting programm ing initiatives under Promise #4 Marketable Skills through Effective Education - are underway at Marquette and Alger Counties' Promise- The Alliance for Youth (MACP) . The annual Youth Leadership Academy (YLA) teaches leadership skill s and civic development to area youth through service-learning. The three-day event, historically held on the campus of Northern Michigan University and in collaboration with their Student Leadership Fellowship program , includes several workshops on topics such as : aggressiveness vs . assertiveness , time management, publ ic speaking , and working with a team. The participants also take part in a servicelearning project that helps to introduce them tothe community . The Montcalm Area Volunteer & Mentoring Consort ium - in conjunction with the Greenville Area Chamber of Commerce and a comm ittee of individuals from the business and academic communities - has come together to create this unique opportunity for young people . This Showcase will allow students from the county 's seven schools to view one of six busin esses featured each evening . Each workplace will accommodate up to 20 studen ts per visit. To make the most of the experience, the three-day academy provides several opportunities for reflection on activities . MACP has found , through research and practice, that structured reflection makes a significant and positive impact on the students ' learning experience. In addition, the participants continue to receive information on opportunities to learn and serve after the YLA concludes . A variety of businesses from six career pathways are involved in this joint venture to give students a glimpse of career options that await them. Some bus inesses represented incl ude : the hospital, a computer service, a taxidermist, a video production business, tool and die, manufacturing , and more . The project will run five Monday evenings between February 5 and March 5, 2001. The second major phase of the efforts around Promise #4 involves the Youth Leadership Steering Comm ittee (YLSC) currently running under MAC P. The Montcalm Area Volunteer & Mentoring Consorti um leads the way in promoting the Michigan 's Promise initiative in Montcalm County . Have you heard of the AmeriCorps Member Council (AMC) and do you know why it exists? If so, the AMC can benefit you and/or your members. The AMC was created in the fall of 1999 to give members from across Michigan a chance to network, share resources, and rea lize they are part of a bigger movement outside of the community in which they serve. AmeriCorps is BIG, and continues to get BIGGER every year. Over 40 ,000 Americans serve with AmeriCorps nationwide every year. There are over 1,000 members in our state alone! The AMC is comprised of four committees - Statewide Events , Council Planning, Alumn i, and Outreach . The Statewide Events Committee is responsible for gathering member input and helping to plan the AmeriCorps Signature Service Projects and the Member Celebration . Council Planning organ izes all council meetings . The Alumni Committee works to develop strategies to keep AmeriCorps alums involved in Michigan's AmeriCorps . Finally, the Outreach Committee is responsible for communication and marketing for Michigan 's AmeriCorps . In addition, each committee works in conjunction with a Michigan Community Service Commission (MCSC) staff member to ensure a link between community efforts and the statewide effort. Welcome and Introduction- Chairperson Mawby The meeting was called to order at 12:30 p.m. by Chairperson Mawby. Chairperson Mawby welcomed everyone to the meeting. II. Board Development Committee - Commissioner Pruitt A. Welcome to new Commissioners Commissioner Pruitt announced that the members of the Board Development Committee were delighted to present two new members to the Michigan Community Service Commission (MCSC). Arend (Don) Lubbers is President of Grand Valley State University and replaces the seat vacated by Dr. Mary Ellen Brandell. Chris Kwak is Program Director of the Philanthropy & Volunteerism area of theW. K. Kellogg Foundation and replaces the seat vacated by Dr. Joel Orosz. Chairperson Mawby welcomed the new commissioners to the MCSC. Chairperson Mawby invited everyone present to introduce themselves. B. Designation of MCSC Board Member Delegates to ConnectMichigan Alliance (CMA) Chairperson Mawby asked Commissioner Pruitt to discuss the ConnectMichigan Alliance. Commissioner Pruitt explained who from the MCSC will serve on the Board of Directors for the ConnectMichigan Alliance (CMA). Commissioner Pruitt explained that Commissioner Engler, Commissioner Cummings and himself will be the MCSC designee for the Board of Directors. Commissioner Pruitt stated there were representatives from the Michigan Nonprofit Association (MNA) , Michigan Campus Compact (MCC), and Volunteer Centers of Michigan (VCM). A complete list of the representatives was included in the meeting packet. Commissioner Pruitt also stated that there would be "eight at large members" appointed who will represent other community organizations. III. Presentation by Commissioner Pickard Chairperson Mawby introduced Commissioner Pickard and thanked her for hosting the MCSC. Commissioner Pickard welcomed everyone to GM headquarters and introduced Mr. Gregory Hall from GM who started the GM Volunteer PLU$ program. Mr. Hall gave an overview of the GM Volunteer PLU$ program which enables eligible employees to designate a grant from the GM Foundation to eligible organizations where employees volunteer their time. Mr. Hall stated the program has been a great success and is a global program. IV. Review and Approval of September 13, 2000 Minutes- Chairperson Mawby Chairperson Mawby asked for any corrections or comments regarding the September 13, 2000 meeting. Being none, Chairperson Mawby asked for a motion to approve. 2 �Commissioner Collier moved to approve the September 13, 2000 minutes. Commissioner Pickard seconded the motion and the minutes were approved. Motion passed unanimously. V. Standing Committee Reports A. Executive Committee- Chairperson Mawby 1. Review of Executive Committee November 17, 2000 meeting Chairperson Mawby gave an overview of the Executive Committee meeting that was held on November 17, 2000 via conference call and explained that discussion on agenda items from that meeting which included staff recommendations for MCSC future goals, ConnectMichigan Alliance, Volunteer Investment Grants, Annual Performance review of Executive Director and the Agenda for December 8, 2000 would be discussed later in the meeting in more detail. 2. Review of Executive Committee Report on ConnectMichigan Alliance a. Progress to Date Mr. Caldwell stated that CMA board of directors have been appointed and a copy of the list of the board is enclosed in the meeting materials. Mr. Caldwell updated everyone by stating that the Governor has awarded a $10 million challenge grant for the CMA endowment that will have to be matched dollar for dollar by 2002. b. Articles of Incorporation/Bylaws Mr. Caldwell stated that the Articles of Incorporation have been signed and have been filed. The Capital Region Community Foundation has agreed to house the endowment and handle all the private gifts to the CMA endowment. Mr. Caldwell explained that the kick-off of the CMA campaign would take place during a short program that will be part of the MNA lOth Anniversary Celebration on December 19, 2000. All commissioners were invited to attend. Mr. Caldwell explained that immediately before the event on the 19th the CMA Campaign Leadership will come together for the first time to discuss the goals of the campaign. Mr. Caldwell explained that a preliminary date of January 23, 2001 has been set to bring together the CMA Board of Directors. On that day, the Board will elect its officers and appoint the eight at large members and put together an agenda for how this organization will come together. 3 �Mr. Singh explained how excited MNA is to be celebrating their lOth Anniversary on December 19,2000. Mr. Singh stated that at that time they will be unveiling the CMA. Mr. Singh stated there will also be entertainment with a performance by the Capitol Steps. Mr. Caldwell stated that after convening the Campaign Leadership, the next step will be to figure out how to move the CMA campaign ahead. Mr. Caldwell stated that a location for the CMA is being sought in conjunction with a new space for the MCSC. Chairperson Mawby stated that he was very impressed with how fast the CMA was moving and asked commissioners to submit names of people to be appointed to the "at large positions" on the Board of Directors of CMA. Mr. Caldwell explained that Julie Cummings, Michelle Engler, and William Richardson will serve on the Campaign Leadership and stated that a list of the of the rest of the members would be sent out before the December 19, 2000 MNA event. VI. Executive Director's Report- Kyle Caldwell Mr. Caldwell thanked the MCSC staff for all their hard work during the development of the CMA. He also gave a special thanks to Commissioner Pruitt, Mawby, and Smith for helping to make the Michigan's AmeriCorps Member Celebration a success again this year. Mr. Caldwell gave a report on Academic Service-Learning which he said is a tremendously powerful teachi·ng methodology that links students, teachers, parents and communities together through service that is comprehensively linked to the curriculum and learning objectives of a school. Mr. Caldwell described the new Learning In Deed (LID) program sponsored by the W.K. Kellogg Foundation. He noted that a $13 million, five-state initiative is beginning to work now and will be expanding to over 15 states over the next three years. Michigan, unfortunately, was not one of the states chosen to participate in the LID program, but was fortunate to have the expertise and assistance of theW. K. Kellogg Foundation. The MCSC staff have created the Service in Education Resources and Vision (SERV) initiative. SERV will focus on developing effective public policy, demonstration projects, research and dissemination of lessons learned. To date, MCSC staff have secured a three-year $1.2 million grant from the Corporation for National Service (CNS) to support this initiative that will be administered in partnership with the Council of Michigan Foundation's K-12 Philanthropy in Education Project. The MCSC will bring on a coordinator sometime at the beginning of the calendar year. Commissioner Kwak stated that the W.K. Kellogg Foundation will support the SERV initiative with a grant of $212,000 over three years. Commissioner Kwak talked about some of the different programs that the W.K. Kellogg Foundation is currently supporting in the service-learning field. 4 �Commissioner Engler gave an overview of her experiences with the different service learning programs. Commissioner Engler was appointed to the National Commission of Service-Learning headed by former Senator John Glenn. Mr. Caldwell gave a overview of the MCSC Disability Plan. The CNS has awarded the MCSC a one-year $140,000 grant to coordinate, administer and support a plan to recruit more programs and individuals from the disability community and get the disability community more involved with our National Service Programs. Over the course of this year, the MCSC staff has committed to reach out to the disability community to ensure that recruitment and placement of programs and members is in accordance with all laws relating to the Americans with Disabilities Act and all other accommodations laws. Mr. Caldwell gave a special thanks to Diana Algra for helping to develop several projects and grants at the MCSC during her tenure as a loan executive from the Michigan Family Independence Agency (FIA) and also thanked Jocelyn Yanda and FIA for their continued support to the MCSC. Mr. Caldwell talked about the MCSC vision and the commission's focus on the Michigan volunteer landscape. Mr. Caldwell explained that CMA is a prime example. The CMA and the $20 million endowment that will support it, will provide valuable services and support to Michigan' s volunteers well into the future. Mr. Caldwell stated that while the MCSC works on Michigan initiatives it must also work on the national landscape. Mr. Caldwell explained that the national landscape is being focused on youth as an important target group for services as well as a body of constituents. Mr. Caldwell stated that at the last meeting of the Board of Director' s for America's Promise, it was announced that the Younger Americans Act will be re-introduced in the 2001 Congressional session. This bill will focus on America's Promise goals through legislation and appropriations much in the same way that the "Older Americans Act" did for seniors in the previous Congress. A. Michigan ' s AmeriCorps Promise Fellows Mr. Caldwell explained that for FY 2001 , the MCSC has $194,994 in CNS funding to support 18 Michigan's AmeriCorps Promise Fellows for Michigan Communities of Promise. All current grantees were given the opportunity to renew their current fellow(s) position. In addition, other Communities of Promise were invited to apply. The application guidelines were sent to all Communities of Promise on September 15, 2000. A total of eight applications were received requesting $129,996 to support 12 fellows. Mr. Caldwell explained that the MCSC staff conducted a staff review of all applications. Applicants were provided written feedback that included any necessary revisions . These revisions were due to the MCSC by November 3, 2000. The staff reviewed all of the revisions and made the following recommendations: The staff recommended new funding at the requested amount for the following applicants: The Alpena Volunteer Center for 1 fellow for $10,833 and Ionia County Intermediate School District for 3 fellows for $32,499 . 5 �A motion to approve the staff recommendations for the new funding was made by Commissioner Wesaw and Commissioner Kwak seconded the motion. Motion passed unanimously. The staff recommended renewal funding at the requested amount for the following applicants: The Council of Michigan Foundations for 1 fellow for $10,833, the Eastern Upper Peninsula Community Foundation for 1 fellow for $10,833, EightCAP, Inc for 2 fellows for $21,666, Isabella County MSU Extension for 1 fellow for $10,833, Marquette & Alger Counties' Promise: The Alliance for Youth for 1 fellow for $10, 833, Pathways to Healthy Living for 2 fellows for $21,666. A motion to approve the staff recommendations for the renewal funding was made by Commissioner Wesaw and Commissioner Kwak seconded the motion. Commissioner Collier abstained from voting on the Council of Michigan Foundations request. Motion passed unanimously. Mr. Caldwell stated that the MCSC still had six Promise Fellows available. Therefore, the MCSC was conducting another application process. The MCSC staff will make their funding recommendation for these Promise Fellows at the February board meeting. Mr. Caldwell explained the staff recommendation for Michigan's Volunteer Investment Grants increases stating that the staff would like the ability to approve these requests when they are received rather than waiting until the next Commission or executive committee meeting. This would simply allow staff to expand the amount of the grant. Approving an increase to the grant amount would not change any terms or stipulations of the grant. The staff would only approve increase requests if funds were available and the grantee was in good standing. Also, the increa~es. would only be approved for grantees previously approved by comnusswners. The staff recommended that the Commission empower the staff to approve current and future grant increases for existing Michigan's Volunteer Investment Grants. A motion to approve the staff recommendations for the increases to Michigan's Volunteer Investments Grants was made by Commissioner O'Day and Commissioner Weinstock seconded the motion. Motion passed unanimously. Mr. Caldwell gave an overview of Ms . Kaiser's Program Division Director's Report and asked commissioners to review the report. Mr. Caldwell gave an overview of Ms. Grill's Outreach and Fund Development Division report. Mr. Caldwell highlighted the Governor's Service Awards nomination form which would be mailed out by Christmas and due back to the MCSC by February 9, 2001. Ms. Grill will be contacting commissioners to serve as peer reviewers. Mr. Caldwell congratulated everyone on Make A Difference Day (MDDay) in Michigan. On that day there were 84,901 volunteers participating in MDDay projects. 6 �Mr. Caldwell stated that the Michigan Youth Progressive Action Council (MYP AC) is up and running again thanks to Jill Manlove, MCSC's YES Ambassador and MCSC's youth commissioners, Kari Pardoe and Ethan Weinstock. Mr. Caldwell announced that the MCSC will be conducting a Youth Poster contest again this year. It will be unveiled at the Governor's Service Award Dinner. Mr. Caldwell explained that he is seeking sponsors for the Youth Poster contest. The cost is approximately $15,000. Mr. Caldwell introduced Camille Johnson from the Lovelight Foundation who was attending on behalf of Commissioner Cummings. Ms. Johnson explained that the Lovelight Foundation was very happy to sponsor the Youth Poster contest over the previous years and stated that the Lovelight Foundation will provide a 1: 1 match for the Youth Poster contest this year. Ms. Grill stated that in January, the 2000 Poster along with Poster Contest materials for 2001 will be mailed out to schools all across Michigan. Ms. Grill explained the need for a MCSC Marketing Strategy and that the MCSC staff realize the importance of defining its future marketing and public relations strategies based upon the new, focused direction of the MCSC. She noted that as staff begin the development of a marketing plan, they will be looking to commissioners and other friends of the MCSC who have contacts ancl/or experience in marketing to assist us with this process. B. MCSC FY 2001 Budget Mr. Caldwell explained that Mr. Gross had distributed a one-page budget report along with his written report on the Finance and Administration Division. Mr. Gross gave a brief overview of the report. VII. Old Business - Chairperson Mawby A. Staff Recommendations for Future Direction of the MCSC Chairperson Mawby directed everyone to the two-page summary on the MCSC Future Goals and asked Mr. Caldwell to explain the strategies. Mr. Caldwell stated that the "Future of MCSC" proposes that the MCSC focus its operational energies on three basic strategies. 1. MCSC will be a grantmaking entity much in the same way as would a foundation. The MCSC would invest in models and initiatives that would further the strength of the field, but would refrain from building, staffing, and internal structures to operate these initiatives. The role of the MCSC would be to provide ancl/or broker support that incubates new ideas and new models with an eye toward sustainability through support through avenues at the local, state and national level. 2. The MCSC would forge new partnerships that look as intensively within state government as outside state government. The state workforce can help to recognize and promote the existing and future volunteer efforts occurring within state agencies. 7 �3. The MCSC would study, analyze and share its learning experiences with the rest of the world to advance the knowledge of the field. The MCSC has traditionally only provided evaluation funds and support to grantees for their own purposes. This resource will continue, but the MCSC will also look to providing impact data on different volunteer initiatives as well as those it funds. Mr. Caldwell stated that this document is a sustainability plan for the work of the MCSC and it proposes changes in the operations of the MCSC, but not the mission. The MCSC would still serve as a convener, catalyst and broker for the service and volunteer sectors. The MCSC would remain dedicated to enabling all citizens, including youth, to engage in public problem solving through service and volunteerism. A motion to approve the staff recommendations for the Future Goals of the MCSC was made by Commissioner Pruitt and Commissioner Wesaw seconded the motion. Motion passed unanimously. Commissioner Pruitt suggested that Ms. Grill look to local colleges to help in putting together a marketing plan. Commissioner Pickard also expanded on the idea that local colleges might be able to offer assistance at no cost through interns. Chairperson Mawby suggested that the MCSC engage a college in developing of a marketing plan. VIII. New Business - Chairperson Mawby A. Empowering Executive Committee to Approve FY 2001 Michigan's AmeriCorps Formula Application Chairperson Mawby asked Mr. Caldwell to expand on this item. Mr. Caldwell stated that the MCSC staff respectfully requested that the members of the MCSC empower the Executive Committee to approve the FY 2001 Michigan's AmeriCorps Formula Application to the Corporation for National Service (CNS). The MCSC staff also suggested that the application be shared with the entire membership prior to the next meeting of the Executive Committee to provide opportunities for comment. Finally, the MCSC staff suggested that the full body review and approve the actions of the Executive Committee at the next meeting of the full body. Mr. Caldwell explained that the CNS AmeriCorps Formula application would be due to CNS prior to the next proposed meeting of the full body, but after the next proposed meeting of the Executive Committee. Approval of the MCSC Members for CNS subgrant funding application is a requirement of the provisions for CNS funding . However, CNS does not provide guidelines on grant application due dates until well after the MCSC has set its meeting dates. A motion to approve the staff recommendations to empower the Executive Committee with funding approval was made by Commissioner Wesaw and Commissioner Collier seconded the motion. Motion passed unanimously. 8 �• B. Process for Annual Performance Review of Executive Director Commissioner Pruitt explained that an annual performance review of the executive director is due. Commissioner Pruitt explained that he and Mary Estrada will be working together to get the review form out to all commissioners and asked that they return the review form to him. C. Legislative Breakfast Chairperson Mawby suggested that since the MCSC has held a Legislative Breakfast in the past with much success, the MCSC should hold another one because of all the new faces in the legislature and it is a good way for the legislators to get to know the MCSC. Commissioner Pruitt stated that the MCSC should pair legislators with some of their home constituents-possibly an AmeriCorps member or a MCSC grantee so that they understand what activities are happening in their communities. This would give them a reason to be at the breakfast. Commissioner Pruitt also suggested that the MCSC hand each legislator a brochure on the MCSC which would explain "who we are" and MCSC' s funding. Commissioner Aldridge stated that MCSC needs to personalize the event which will make it important for legislators to attend on behalf of their communities and seek sponsorships to help with financial cost to get people there. Commissioner Pruitt suggested not having the event on a Monday or Friday. Ms. Schultheiss stated that several of the VCM members stated that the travel time involved to come to the Legislative Breakfast for an hour or two was too costly and maybe the Legislative Breakfast could be held in conjunction with another event immediately following the Breakfast. Commissioner Aldridge asked if the Legislative Breakfast could be a reception during the Grantmakers/Grantseekers and Governor' s Service Award event. Commissioner Pruitt stated that it is very important to keep in touch with the legislators. D. Approval of 2000-2001 Meeting Dates Chairperson Mawby asked commissioners to look over the dates for 2001 commission meetings. Chairperson Mawby announced one change for the Executive Committee meetings. The April 6, 2001 meeting has been changed to April 20, 2001. A motion to approve the MCSC 2001 meeting dates was made by Commissioner Collier and Commissioner Engler seconded the motion. Motion passed unanimously. VII. Public Comment Chairperson Mawby gave a special thank you to Diana Algra and gave her a special award for her commitment and dedication to the MCSC. Thanks to you, the list of successes and friends grew. Throughout the year, your news organization promoted community-based service and volunteer projects sponsored by the Michigan Community Service such as Make A Difference Day. Because you found the projects important enough to promote and cover in your paper, radio or television broadcast, thousands of volunteers participated in hundreds of projects throughout the state. Your commitment to your community helped improve the lives of thousands of Michigan's citizens. On Make A Difference Day, more than 85,000 people volunteered in their community-all in one day! Volunteers helped senior citizens winterize their homes, helped feed and place the homeless, built homes for working poor families, assisted mothers living in domestic abuse shelters, and collected warm clothes, toys and books for children through hundreds of volunteer service projects. Literally, thousands of people received assistance from acts of kindness. The key to that type of community response is in getting the word out. By giving media attention to events like Make A Difference Day, the Governors Service Awards, America's Promise and AmeriCorps projects, people become aware of service opportunities and activities they can use to give back to their communities and connect with their neighbors. It is no small thing to promote a charitable activity. I, along with our Commissioners, appreciate the effort and would like to commend your organization for helping us help others. It is for this reason that I strongly encourage you to nominate your organization for the Eighth Annual Governors Service Awards in the Exemplary Media/News Organization category. The Governor and the Michigan Community Service Commission (MCSC) support volunteer service as one means to strengthen communities and help solve Michigan's social problems. The Governor's Service Awards seek to acknowledge the countless Michigan citizens involved in volunteer service and honor those whose commitment to community and service to others is exemplary. The Michigan Community Service Commission announces that Governor's Service Award nomination forms are available. Individuals may nominate themselves or others in one of the following 15 Exemplary Volunteer Service Award categories. Strategies The " Future ofMCSC" proposes that the MCSC focus its operational energies on three basic strategies: 1. MCSC will be a grantmaking entity much in the same way as would a foundation. The MCSC would invest in models and initiatives that would further the strength of the field, but would refrain from building staffing and intemal stmctures to operate these initiatives. The role of the MCSC would be to provide and/or broker suppmi that incubates new ideas and new models with an eye toward sustainability through support through avenues at the local, state and national level. 2. MCSC will forge new partnerships that look as intensively within state government as outside state government. The workforce of the state of Michigan is vast as is its ability to touch the lives of others. The MCSC can help to recognize and promote the existing and future volunteer efforts occurring within state agencies. �3. MCSC will study, analyze and share its learning experiences with the rest of the world to advance the knowledge of the field . The MCSC has traditionally only provided evaluation funds and support to grantees for their own purposes. This resource will continue, but the MCSC will also look to providing impact data on different volunteer initiatives as well as those it funds. One example is to provide an annual report on the health of service and volunteerism in Michigan. Ultimately, this would breakdown indicators of volunteer infrastructure to a county by county level. Moving ahead with marketing and research involves the MCSC gearing up an effective and efficient marketing and research component. Again, this will not involved the MCSC building an entire new staff area. The MCSC will focus on contracting with existing partners and forging new ones to deliver these services. Certainly, the ConnectMichigan Alliance will be one of those that will be able to help in this area. To summarize, this documents crafts the future direction for the MCSC and focuses on the MCSC becoming a grantmaker that invests in, and incubates innovative service and volunteer initiatives. The MCSC will do this by allocating resources, forging and strengthening partnerships, and sharing information that can help communities promote service and volunteerism as an effective community problem solving mechanism. Background This document represents months of strategic planning that was inspired by three major factors: 1. The MCSC has been the fortunate beneficiary of the support and leadership of the current Governor and First Lady. Due to term limits, this may change as a new administration will begin in January of2003 and will may not demonstrate the same level of cornn1itment to the work of the MCSC and its pa1iners. 2. The MCSC is a relatively new organization in state governmental tenns and has continuously operated as a "start up" organization . Evidence of this mode of operation include insufficient staffing, no physical space plan (the MCSC has been operating "rent free " since its creation in 1991 ), extremely limited written policy and planning documentation and no sustainability plan. 3. The recent development of the ConnectMichigan Alliance will force the need for some desirable yet rapid changes in the way the MCSC will do business in the near future. All of these factors were considered when crafting the attached strategy. This strategy was crafted to deal with these challenges and help the MCSC forge effectively forward into some new areas of support for volunteers. �Conclusion In its most basic fom1, this document is a sustainability plan for the MCSC. It proposes changes in the operations of the MCSC, but not the mission. The MCSC will still serve as a convener, catalyst and broker for the service and volunteer sectors. FY 200 1 Spending Attached is the Comparative Financial Statement for the first quarter of the fiscal year. The period covers October 1 thTough December 31, 2000. While spending is low for the first quarter, Oill spending rustory has been a very slow first quarter with a rugher percentage of expenditures occurring during the spring and summer months. In addition, no depar1ment overhead charges are included in these numbers. The Michigan Department of Career Development (MDCD), our fiscal agent, normally takes a full month after the quarter ends to determine and allocate expenses to the individual agencies . We will be watching closely to ensure that the amount stays within the MDCD's projections tills year. Also affecting our spending is the open positions and the fact that we have budgeted for a move and the lease space costs for the year. Until we move and fill the open positions, we will continue to stay below forecasted spending levels. New Office Space We are currently waiting on the Department ofManagement and Budget's (DMB) Tenant Services Division to executive a lease for us on the new location. We have determined that an open building on 1048 Pierpont Drive in South Lansing is the best option for us . As discussed at the last Commission meeting, we will be co-locating with the Lansing District office of the Michigan Rehabilitation Service (MRS). MRS was forced to move into the building prior to the interior modifications due to a health issue. This is causing a delay for our lease to be finalized as MRS had to locate in our future area while they wait for their area to be completed . We have asked for 7,500 square feet that will include a conference room large enough for Commission meetings . We are cun-ently located in a space of roughly 3,000 square feet, so we will double ~ o6 ~!'(TEO ON RECVQ.EDPA.PER �our space to accommodate our staff, filing, storage, and meeting needs. We are still planning on moving around the end of March or the beginning of April. Federal Audit We have received word that the audit firm of Cotton & Co., LLC, will perform our federal audit. After a discussion with a senior partner of the firm, I have obtained the following information on our audit. The planned stati date of our audit was the beginning of April, which was in direct conflict with our pla1med move. As we currently do not have enough space to house the auditors and we felt that moving during the middle of such a comprehensive audit would cause undue hardship for both our staff and the auditors, I asked that the audit be postponed until our move is completed. The senior partner agreed that it would not make sense to start the audit during this period and is waiting on word from us when our move will take place. While they seem to be very willing to work with us, I am sure that the timeframe can only be moved back a small amount. It appears that the audit team will consist of 3-5 auditors and they are planning on the audit taking anywhere from one to two months to complete. The size of the audit and the number of our grantees that they will visit during the audit has not yet been determined. They are waiting on the Corporation for National Service to set the size and scope of our audit. Personnel Matters We are currently processing the paperwork for the chosen candidate for the Learn and Serve program coordinator, and hope to have that person start on March 5, 2001. In addition, we are starting the interview process for the vacant Outreach Coordinator. Our final open position, the grants coordinator, is being held until we have a confirmed move date due to lack of space for the position. This report will be different. The change in Presidents, the reconfiguration of the Congress and the results from the latest census will all conspire to profoundly impact on our level of National Service funding and the way federal support is channeled (hopefully all for the better) to Michigan. While we all have been keeping an eye on these changes and preparing for them, there will certainly be a number of surprises waiting on the horizon. In the section of my repott traditionally titled, "Insights on the Vision" I will layout a number of strategies staff have been developing to "get ahead of the curve" and proactively prepare the MCSC, and the field , for the pending changes in the national landscape. The more introspective portion of this report will deal with some of the work of staff and friends in the areas ofNational Service funding, Governor's Service Awards, Youth Poster Contest and (what seems to be our ever-pending) Corporation for National Service (CNS) Inspector General's audit. Making It Happen National Service Funding The MCSC is entering into another season of AmeriCorps applications. Staff am1ounced that some $3 million would be available for AmeriCorps funding this year. That number could translate into an additional 10 to 12 new programs next year. Over the next several months, the Programming Staff will be taking in new applications for Michigan's AmeriCorps Programs, ,it. �developing peer and staff reviews of those applications and packaging the final recommendations for your approval and approval from the Corporation for National Service (CNS). At the previous meeting of the MCSC, you empowered the Executive Committee to review and approve the MCSC's Fornmla Funding application to CNS. At the February 9th meeting, members will be asked to approve the renewal applicants seeking MCSC's Competitive Funding for AmeriCorps programs as well as this year's Michigan's AmeriCorps Promise Fellows Application. The overall FY 2001 Michigan's AmeriCorps Funding process will be completed sometime in August-September, 2001. Governor's Service Awards In keeping with tradition, the Governor's Service Awards will again be coupled with the Grantmakers/Grantseekers Conference, which will be held in Grand Rapids at the Amway Grand Plaza on May 21, 2001. Nomination forms for the awards were mailed out this month and are due back to the MCSC by February 9, 2001 (same day as our commission meeting). If you have potential nominees in mind, please feel free to bring your completed forms with you to our Commission meeting (additional copies of the application are included in this mailing). Our May meeting will be held in Grand Rapids at Grand Valley State University at their downtown campus on that same day for your convenience. Youth Poster Contest Once again, our youth poster was kicked off in January. This year, to cut down on mailings and make the contest more relevant to the teachers and youth involved, the MCSC mailed out our poster AND the contest rules to all the Michigan schools and our youth service related grantees and partners. Please look for them in your local schools. The MCSC staff members are still seeking answers to Julie Cummings' challenge grant in support of our Youth Poster Contest. As you may recall, Commissioner Cummings offered to match every dollar raised toward the poster contest. Any amount conunissioners and friends could contribute or help broker would be tremendously helpful. Inspector General's Report The report from Garry Gross attached will spell out the logistic in more detail, but suffice it to say our federal auditors will visit us sometime in May or June. This is significant in that originally the auditors requested to spend their two-month visit with us during our move in April. Their flexibility on the visit date was most appreciated. Site Visit by Corporation for National Service Our program officer from CNS will visit our organization on February 7 - 9, 2001. Ms. Lee Lacy will be examining the MCSC internal operations, grantee oversight systems and commissioner functions. She will also be joining us for our February 91h Commission meeting. If possible, please arrive early so that you get a chance to meet her. 2 �Insights on the Vision For All to Serve Attached to this report you will find a draft copy of a white paper on National Service entitled, "For All to Serve." This paper was crafted with support and input of several state commissions, CNS state offices, and Senior Corps programs. The positions posed are built on the belief that National Service programs work best if they are focused as closely as possible, on local communities. That means that states should be provided more flexibility and resources and less "red tape" and regulation. It is intended to present recommendations to the Bush Administration on how National Service can and should work. Clearly written from the perspective of states and govemors, this paper is framed around the policy recommendations of the National Govemor's Association, soon to be chaired by our own Govemor Engler. This paper does not presume to speak for the national nonprofit organizations, state departments of education, higher education institutions and the other public and private organizations that have a stake in the future of National Service funding and public policy. I will be presenting this paper to the American Association of State Service Commissions (AASSC), our trade association, at their January 2ih meeting to gain their endorsement. I will also be requesting that AASSC advance this paper to its membership and to policy makers to gain their support. The MCSC Executive Committee reviewed an earlier version and requested some limited modifications. They also gave their support to the principles articulated in that earlier draft which remains unchanged in this latest version. Please read the paper and review it carefully as I will be asking for your official feedback and endorsement of the principles and strategies it presents. President George W. Bush The President delivered his inaugural address Saturday, January 20, 2001. In it, he presented a number of views related to civic engagement and service that may provide an indication to his administration's view of National Service and the volunteer programs the MCSC supports. A portion of that address is provided below. "America, at its best, is a place where personal responsibility is valued and expected. Encouraging responsibility is not a search for scapegoats, it is a call to conscience. And though it requires sacrifice, it brings a deeper fulfillment. We find the fullness of life not only in options, but in commitments. And we find that children and community are the commitments that set us free. "Our public interest depends on private character, on civic duty and family bonds and basic fairness, on uncounted, unhonored acts of decency which give direction to our freedom. Sometimes in life we are called to do great things. But as a saint of our times has said, every day we are called to do small things with great love. The most important tasks of a democracy are done by everyone. 3 �"I will live and lead by these principles: to advance my convictions with civility, to pursue the public interest with courage, to speak for greater justice and compassion, to call for responsibility and try to live it as well. "In all these ways, I will bring the values of our history to the care of our times. What you do is as important as anything government does. I ask y ou to seek a common good beyond your comfort,· to defend needed reforms against easy attacks,· to serve y our nation, beginning with y our neighbor. I ask you to be citizens: citizens, not spectators; citizens, not subjects; responsible citizens, building communities of service and a nation of character. Americans are generous and strong and decent, not because we believe in ourselves, but because we hold beliefs beyond ourselves. When this spirit of citizenship is missing, no government program can replace it. When this spirit is present, no wrong can stand against it. " --Inaugural Address of President George W. Bush, 43rd President of the United States of America. The President chose to include civic engagement issues in his inaugural address--the first agenda-setting opportunity of any U.S. President. We can have hope that this administration will follow (and hopefully surpass) the lead of the previous two administrations and help to take National Service - and volunteerism generally - to scale. National Agenda for Education and Michigan' s Alignment During one of his first days in office, President Bush called a meeting of key leaders to seek their advice concerning the challenges and opportunities facing our nation's children and our education system. Among the advisors President Bush called together was former U.S. Senator Jolm Glenn. As we discussed at our December meeting, Senator Glenn is spearheading a commission on service-learning, which includes a host of prestigious leaders including our own First Lady, Michelle Engler. This meeting provides yet another opportunity for the service and volunteer field to advance an agenda of civic engagement and service. Michigan ' s service-learning agenda is moving forward with the hiring of a coordinator for our Service In Education Resources and Vision (SERV) initiative to advance service-learning in Michigan by developing and advocating public policy at the state and local levels. Ms. India Plough will serve as a loaned executive from the Council of Michigan Foundations and will work with all our education partners including the K-12 Philanthropy in Education Project. The President presented his agenda for Education Refom1 this week. In it, the President presents his goals for accountability and local control. Included in his positions are a number if indicators that point to an alignment with the goals of the MCSC and the field in which we operate. Included among them are parent involvement and community-centered education. Michigan's Strategic Positions To the extent possible in these rapidly changing environments, the MCSC has positioned itself in the center of the national agenda. Michigan helped develop a white paper that can be presented by our national association to the Whitehouse when they are ready to deal with the appointment of a new Chief Executive Officer to CNS . We are well represented in the service-learning arena through Mrs. Engler's role on the National Conmlission on Service-Learning, the MCSC's SERV initiative and our strong partnership with the Michigan Department of Education. Finally, 4 �regardless of the changes in the national landscape (or perhaps because of them), we have a state mechanism for support through the ConnectMichigan Alliance and the endowment that will support it. It is difficult to imagine how the MCSC could be better prepared for change. However, as I am constantly reminded, change is the only constant and complacency is the only true self-defeating behavior. Therefore, it is critically important that the staff and members of the commission take up the goals and principles laid out in the formal document adopted at our last meeting (see "Future Goals" document shared at our previous meeting). Our Chair has requested that the MCSC take up our goals document, the changes on the national scene and our activities at the state level and strategize further at our September 10-11, 2001 retreat. This matter will be taken up during the "Old Business" portion of our meeting. The members offered a modification (change "double appropriations" to "increase appropriations) and agreed to endorse the concepts and principles articulated in the document. The paper will be forwarded to the American Association of State Service Commissions for distribution to the general public and the Bush Administration. Inspector General's Audit The Office of Inspector General for the Corporation for National Service notified the MCSC staff that the firm Cotton & Co., LLP has been retained to conduct a full audit of the MCSC for the period of 1995 to the present. The audit has not yet been scheduled, but the audit is anticipated to take place in spring, 2001. �MCSC Transition Issues The members discussed outreach possibilities for the MCSC in the face of a new State of Michigan Administration. Members recommended working within the context of the next campaign to begin in 2001 . The members also suggested seeking inroads into the leadership of the Michigan Legislature especially with the "freshmen" members. Members suggested working with the Michigan Public Policy Initiative to advance the agenda of volunteerism. Commissioner Training Opportunities The members discussed the opportunity (offered by the Corporation for National Service) to send commission members to training opportunities. Each state will be offered $4,000 to conduct trainings, but only if they conduct them in partnership with at least one other state. Members suggested that new members (with the MCSC less than 2 years) be sent to include: Russ Mawby, Vivian Pickard, Kari Pardoe, and Pat O' Day. Commissioner Pruitt agreed to represent Michigan on the planning committee forming to develop the training. Mr. Caldwell will staff Commissioner Pruitt in this initiative.
