L . L. Boger of the Depart nt of Agricultural Economics . Our primary purpose was to revi the proposal for an Experim n 1 L adership Development Pro for Agriculture which rry had sent to the Foundat i on on J nuary 18 . Dr . fuvid Boyne of the Department, who worked with rry on the developm nt of the propos 1, met with us. The ori"inal proposal bad been carefully prepared and, in ddition, further thought and developm nt had been done since they originally submitt d the dr ft. In particular, I raised questions with them on the followin broad topics; 1. The selection of participants . It is pparent that the success of the program will be determined primarily by the successful identification of young men committed to farming and who have le ership potential. They have iven consid.erable thought to the process by which participants might be selected and will be detailing this in the next draft of the proposal. They fee l there will be no difficulty in securing outstandi young men who will gree to the three-ye r commitment required in th pro , who will be ble to invest the amount; o'f time which the proposed program outline demands , nd who will b Tell qualified 'for such an intensiv educ' tional experience. They feel that the bigg r probl m wj,JJ. be the problem of haVing too many well-qualified applicants and that there will be real c lleng to screen effectively to get the limited number who can be ccommodated . Later in the day I visited with Dean Cowden on this same point and he concurred in their feeling that it will be no serious problem to et thirty truly outstanding individuals each ye r . In the Dean' judgment, if the total project pays off in only one or two people who really move into positions of trong leadership responsibility over time, the whole effort will have been ly succ saful . 2 . The University role . In ddition to the quality or the participants, success will be insured. by the quality of the content . They have given careful tho t to the matter of ' content and it eems pparent that they will be ble to get extensive involvement fro the v ious disciplines throughout the University who can make contributions to this experienc . This will include such departments s political science, sociology, communications, philosophy, eo phy, etc . I encouraged Boger to consider the involvement process and raised the question whether or not it would be timely to call to ether repre entatives of these various disciplines at this time to make them aware of this idea and to solicit their suggestions , with the idea that such e ly involve ment will increase th ir degree of c tment and participation . �- 2 - 3. I ncouraged them to build in some very syste tic experimental desi n ~e tures, considerin such things 8 th criteria ~or participation nd variations in "treatment" of' the rticipanta. If this xperimental e~fort is to be most userul, and help~ul to other institutions and i~ it is really to have the ereatest t ntial for expansion or tiplication o~ time, such systematic exper1m ntation needs to be incorporated. We discusse t some length the possible involvement or members of the participant's f ilies, especially wives, in the program. The Chancellor of the Unive r s i t y presided and presented the hono r ary degrees t o each of the t en re cip ient s. A lis t of t he recipients is attached. The reader of my citation was Mr . Thomas Raftery, Profes sor of Agriculture and now Vice Pres i dent of Unive rsi t y College , Cor k . He was one of the f i r s t peop l e t ha t I me t f rom UCC back in 1966 when t hey fi r st began dis cus sions wi t h t he Founda tion about t hei r program i n Food Sc ience and Techn ol ogy . My nomina tion was apparently put forward by both UDC an d UCC, as wel l as Pr of e s s or Carroll. He then des cribed this proposa l a s an effor t to move spe cial- �2 i s t s to an even higher level of techno logy, focus ing upon specia l i s s ue s of concern to agri culture which require inter- or multi disciplinary approaches. The program would b e a joint responsibi lity of the RDS Committees on Agriculture and on Sc ienc e and its Indus tria l Appl ications; an annua l I nt e r na t i ona l Semi na r , to which about 50 young professional s from Ire land, Europe, North America and els ewhere, would be invited t o participa te. The selections would be made by t he RDS ba sed upon application or request f ol l owi ng t he announc ement of the seminar topi c. The key person i n t he condu ct of t he seminar would be its dire ctor, selected by RDS b ased upon interna tional r eputation and qualifi cation. The director would be the pe r s on bes t qua l i fied t o provide l ea de r s hi p in re la tion to t he topic and might o r mi ght not be f r om I r e l a nd .
