�Program Narrative
Purpose
The ConnectMichigan Alliance (CMA) will support Michigan’s Promise’s support of the
Women and Girls in Service to Children and Youth Initiative of the United Way of
America and America’s Promise: The Alliance for Youth. CMA and Michigan’s
Promise will work with United Way of Michigan and the CMA partners to provide
support to the Women’s Initiative Communities and the Communities of Promise that
wish to focus on the areas this initiative will highlight.
Background
CMA is a powerful force for volunteerism. It has forged an innovative partnership with
four model organizations (Michigan Community Service Commission, Michigan
Nonprofit Association, Michigan Campus Compact and Volunteer Centers of Michigan)
to unite their efforts and to sustain and expand Michigan's volunteer infrastructure in a
way that separate organizations cannot. Its endowment fund ensures the resources
necessary for stability and long- term success of our state’s volunteer infrastructure.
CMA's focus includes four critical areas: youth volunteerism, community volunteerism,
higher education, and training and technical assistance. Building on Governor George
Romney's vision that volunteers can change our world, CMA works to provide
opportunities for every individual to give back to their community now and in the future.
Michigan’s Promise is a program of the CMA and is working a three-year strategic plan
to elevate the profile of the Promise in Michigan, engage community and state leaders,
deepen grassroots support, and determine the methods of sustainability that can continue
the effective efforts of the Promise. In addition, Michigan is fortunate that Governor
Jennifer M. Granholm and First Gentleman, Daniel Mulhern have championed a focus on
gaining mentors for youth in our state. This campaign, known as Mentor Michigan, is
seeking 10,000 new mentors by 2006. The ConnectMichigan Alliance is working to join
the Mentor Michigan campaign with Michigan’s Promise and its first promise.
Program Elements
Michigan’s Promise will utilize the America’s Promise funds to support the Women’s
Initiative communities and the Michigan Communities of Promise sites in their efforts to
encourage mentoring, philanthropy and volunteerism, and other areas of the Promise.
Activities will include:
1. Convening Communities: Women’s Initiative Communities and Michigan
Communities of Promise will be convened annually to share best practices; learn
strategies on philanthropy, volunteerism and mentoring; and evaluate progress toward
meeting community goals. Michigan’s Promise will also bring together the
communities and partners (state and national) via conference calls on a bi-monthly
basis to “check in” and ensure that community needs are being addressed.

�2. Training and Technical Assistance: Women’s Initiative Communities and Michigan
Communities of Promise will have access to local, regional, or statewide training
opportunities in areas based on individual community need. Training topics may
include working with youth, mentoring, fundraising, board development and forging
community partnerships.
3. Scholarships: Twelve scholarships will be made available to individuals and
organizations from Women’s Initiative and Michigan’s Promise communities to
attend conferences, meetings and learning opportunities related to the program. The
six Women’s Initiative Communities will each be guaranteed a scholarship and the
remaining six will be available to Communities of Promise on a competitive basis
based on a work plan and application.
4. Communication/Marketing Strategies: The work of this project will be published on
the CMA/Michigan’s Promise website to include activities, partnerships, and a library
of tools specific to these communities to advance their work (costs may be lower if
Promise Station can be utilized for this purpose without additional costs). In addition,
quarterly e-newsletters will be published statewide and beyond as a way of
celebrating and sharing the work of the initiative. Finally, and comprehensive final
report will be developed to publish the lessons learned, challenges and future
directions of the initiative.
5. Research: The work of the communities involved in this initiative will be supported
through statewide research tools. These will include women’s philanthropy issues
researched as part of Michigan’s annual Volunteering and Giving survey (see
http://www.mnaonline.org/pdf/givingvol2003.pdf). In addition, communities will have
data on mentoring in Michigan available to them through the Mentor Michigan
Census. (see: http://www.michigan.gov/documents/MM_Census_10-04_109098_7.pdf).
6. Recognition: Local successes with this initiative should be celebrated to demonstrate
to the public the cause and how philanthropy, volunteerism and mentoring can work
to improve communities. Public recognition can also raise the profile of the work and
encourage others to participate. This program will make eight recognition grant
awards available to Women’s Initiative and Promise communities on a competitive
basis. Applicants will be reviewed by a review panel made up of CMA partners,
Michigan’s Promise Leadership Council members and designees from the Women’s
Initiative partners. Local press conferences will be held to announce the awards.
Sustainability
Often program designs and proposals describe the sustainability of an initiative as a final
point or as a future dream based on the availability of outside funding sources.
Michigan’s Promise is different. Michigan’s Promise is part of the ConnectMichigan
Alliance which uses its broad partnerships, cohesive organizational structure and its long
horizon financial base ($20 million endowment) to incubate, launch and foster various
programs like the Promise in Michigan. The Women’s Initiative funding will help grow

�the reach of the Promise and support efforts to increase philanthropy in Michigan, but the
ConnectMichigan Alliance and its partner organizations will hopefully be able to
integrate and support the outcomes of this funding for the long term.
In addition, Michigan’s Promise will utilize the Women’s Initiative Funding to
incorporate new communities into the Michigan’s Promise network of Communities of
Promise (Currently, only Metro Detroit, Lansing and Grand Rapids serve both as
elements of the Women’s Initiative and as Communities of Promise. See list attached).
The ConnectMichigan Alliance is delighted to join in a partnership with America’s
Promise, the Corporation for National and Community Service and United Way to launch
and support the Women’s Initiative. In fact, this is the very type of activity the
ConnectMichigan Alliance was designed to support.

�Budget Narrative
Salaries – $19,500 - The Michigan’s Promise Coordinator will support the program and
devote 50% of her time. $39,000/2=$19,500. 25% of that time will be an in kind
contribution from the CMA. The remaining amount, $14,625.00, will be charged to the
grant.
Travel – $2,450 - Travel costs for the Michigan’s Promise Coordinator to conduct site
visits and attend one out-of-state meeting. Costs include car mileage, lodging, air fare (if
necessary) and meals. $1,837.50 will be charged to the grant and $612.50 will serve as
an in kind contribution.
Convening – $4,000 - Costs to include a one-day meeting in Grand Rapids, Lansing or
Metro Detroit to include all Michigan’s Promise and Women’s Initiative Community
designees. Specifics will include room rental, AV, accommodations and speaker fees if
necessary.
Training – $8,000 – Costs to include two regional trainings at $2,500 each and funds to
partially support local trainings at the six Women’s Initiative Communities at $500 each.
Scholarships – $7,200 – Twelve $600 scholarships to be awarded to communities. Six
to the Women’s Initiative Communities (6x$600= $3,600) plus six to Communities of
Promise (6x$600=$3,600).
Communication – $3,700 – Website development $2,000, e-bulletins $250, and final
report $700.
Research – $4,000 – purchase questions on state annual Volunteering and Giving survey
$1,500, printing and dissemination of survey reports $500. Incorporation in Mentor
Michigan Census $1,500 and printing and dissemination $500.
Recognition – $6,040 – Eight $500 grant awards plus funds to support printing of
applications, press conferences and related marketing materials. (8 x $500 = $4,000) +
$2,040.
Miscellaneous – $800 – Costs to include office supplies, printed materials for events and
other ad hoc expenses. $597.50 will be charged to the grant and $202.50 will come from
in kind contributions.

receive national and statewide recognition for the work they do in support of young people. On
May 19th, General Colin L. Powell, USA (Ret), Founding Chairman of the America’s Promise
Alliance, announced the launch of a national campaign to name the 100 Best Communities for
Young People.
It is our goal that “100 Best” will:
Bring national and local media attention to local efforts;
Help outstanding local programs get the attention they deserve to support long-term
success; and
Help communities learn creative ideas through active information sharing.
State commissions have played a vital role in helping to deliver the Five Promises to our nation’s
youth. As a leader for national and community service in State, you are likely well aware of
innovative and effective youth-focused efforts taking place in communities throughout your state.
Please help us to recognize them by encouraging communities to apply and sharing “100 Best”
communication materials in your newsletters, Web sites, conferences, etc. Promotional resources
are available for you to download from the America’s Promise Web site at
www.americaspromise.org/100Best/resources.cfm.
A support team at America's Promise stands ready to provide assistance, answer questions, and
help communities complete their applications. Applications will be accepted through July 29 and
winners will be recognized at a gala celebration in Washington, D.C., on September 21. Should
winners be selected from your State, we will work with them to honor their efforts at the gala
celebration and at home. We’d welcome your help making sure your governor is aware of your
state’s honored communities.

FOR IMMEDIATE RELEASE
June 1, 2005, LANSING - America’s Promise Alliance has launched an effort to identify
the 100 Best Communities for Young People. It will be an annual event to provide
national recognition to communities for their youth-focused practices and policies.
Every city, town and local municipality in America is eligible for recognition. The "100
Best" will represent communities from all strands from the rich fabric of American life rural, suburban and urban - and from all regions of the country. Applications are
available until July 29, 2005.
As a member of the America’s Promise Alliance, the ConnectMichigan Alliance and
Michigan’s Promise endorse and applaud this important campaign believing that the
effort will highlight the important role mentoring, service and communities play in
creating a healthy environment for youth people.
In making the endorsement, Kyle Caldwell, President and CEO of ConnectMichigan
Alliance said, “Young people represent the future health and vibrancy of communities in
Michigan and we must hold up and celebrate those communities that embrace the Five
Promises for youth.”
Michigan’s Promise is part of the ConnectMichigan Alliance and supports more than 30
Communities of Promise all striving to bring the Five Promises to children (caring adults,
safe places, healthy start, marketable skill and an opportunity to serve).
The ConnectMichigan Alliance is a statewide nonprofit organization focused on building
service and volunteering through organizations where we live, work and learn. Along
with Michigan’s Promise, the ConnectMichigan Alliance supports the Michigan
Community Service Commission, Michigan Nonprofit Association, Volunteer Centers of
Michigan and the Michigan Campus Compact.

Introduction
Thank you, Dr. Davis. As the Chairman of the ConnectMichigan Alliance, the host
organization for Michigan’s Promise, I am delighted to share in this great start to the
Women’s Initiative.
ConnectMichigan Alliance/Michigan’s Promise
I represent the ConnectMichigan Alliance here today, but I am also proud that I have
been involved with the “Promise” effort in Michigan since its inception.
Attended the Summit in Philly
Launched Saginaw’s Promise
Served on the Michigan Community Service Commission that launched Michigan’s
Promise
Connection to Women’s Initiative
Now, we all have the opportunity to once again put Michigan in the lead of volunteerism
and philanthropy with the Women’s Initiative. This program will focus on bringing
women of color with young girls in mentoring relationships to focus on increasing
philanthropy in our state.
America’s Promise
I am also delighted to accept on behalf of the ConnectMichigan Alliance, a $50,000 grant
from America’s Promise that will be used to support the Women’s Initiatives and all the
29 Communities of Promise in their work to bring the five promises to children.
We are fortunate to be a part of this exciting opportunity.

Capital Area United Way Program Will Recruit Women
to Serve Children & Youth
FEBRUARY 4, 2005—The Capital Area United Way announced the beginning of the United Way
Women’s Initiative to increase giving and philanthropic service among women. The public/private
initiative called, “Women and Girls in Service to Children and Youth in Michigan” is a new
program that will recruit women and young girls in six Michigan cities, including Lansing.
“We are honored to be chosen to engage our women leaders in mentoring girls and improving the
lives in our community,” said XXXXX of the Capital Area United Way. NEED MORE OF A

The Lansing program was awarded a total of $XX, which must be matched dollar for dollar. “We
believe that focusing our giving on leveraging more resources for our children in an important
investment,” said Tom Chirgwig, TITLE HERE, of Comerica Bank. Comerica Bank provided a
$7,000 matching contribution to the Lansing initiative.
“Women and Girls in Service to Children and Youth in Michigan” is a $400,000 grant program
funded by the Corporation for National and Community Service that is designed to engage more
women in service and philanthropy through local United Way agencies in Battle Creek, Detroit,
Grand Rapids, Kalamazoo, Midland and Lansing.
The program will focus on women of color working with children to get them the five resources, or
Promises, identified by America’s Promise as essential their successful growth: caring individual,
safe place, healthy start, marketable skill, and an opportunity to serve. “America’s Promise is
excited about bringing the resources of the United Way and the passion of women philanthropists
together in Michigan to focus on the needs of children,” said Richard Wells, Vice President for
Community and Public Policy with America’s Promise—The Alliance for Youth. America’s
Promise—The Alliance for Youth was founded by Ret. Gen. Colin Powell after the 1997
President’s Summit for America’s Future in Philadelphia. To date, America's Promise has
created a diverse and growing Alliance, partnering with more than 400 national organizations and
more than 400 local efforts to fulfill one or more of the Five Promises.
The five other communities involved in the program will focus on matching young women with the
needs of children. “Michigan’s Promise is built on the idea that we are all responsible for the
future of our children—this initiative helps us expand this ideal,” said Terry Pruitt, chairman of the
ConnectMichigan Alliance. Launched in October 1997, Michigan's Promise is the state's
response to the national America's Promise effort and seeks to make Michigan’s streets safer, its
children healthier and its communities better. The ConnectMichgian Alliance hosts the
Michigan’s Promise program.

Michigan’s Promise
Strategic Plan 2004-2007
Mission:
Michigan’s Promise seeks to create safer streets, healthier youth and stronger communities by
providing leadership and resources to ensure that the Five Promises are available to all of
Michigan’s youth.
Vision:
All of Michigan’s youth will live in a community where they have a caring adult, a
safe place, a healthy start, marketable skills and an opportunity to give back.
We will improve the quality of life for all Michigan residents through:
o Reducing crime and delinquency;
o Character development; and
o Strengthening relationships among people.
Strategic Priorities:
1. Complete all tasks to be designated as a State of Promise.
2. Re-establish the visibility of Michigan’s Promise as a resource for communities and partners.
3. Develop a system to more effectively engage youth as active leaders and participants in
Michigan’s Promise.
4. Clarify roles and expectations of various constituencies.
Priority Goals:
1. Complete all tasks to be designated as a State of Promise.
Goal A: Develop an asset map for Michigan’s Promise.
o Develop a strategy for strengthening and creating public/private partnerships
o Establish and define formal partnership with Mentor Michigan, Communities
in Schools, and other related initiatives
o Develop a strategy for generating private sector partnerships related to each
individual Promise
Goal B: Create a Michigan’s Promise Marketing and Communications Plan,
addressing both internal and external audiences.
o Broad promotion of Michigan’s Promise resources and activity
o Promotion of local success stories through Communities of Promise
o Includes promotion and effective use of Promise Station (web site)
Goal C: Create a Michigan’s Promise Resource Development Plan (including
financial, human and other resources).
o Develop annual Michigan’s Promise budget that fully supports requirements
for State of Promise activity and responsibility
