On Thursday afternoon, F eoru~ry 5, I met a t t he Uni ve r s i t y of Mi s s our i ,
Columbia, with representatives of the University to discuss the proposal
they are developing for a demonstration on urban 4-H program exp ans ion
in t he Great er St. Louis Met r opol i t an area of Mi s s our i . Participating
in t oe meeting were Dr. John McGowan , who i s Dean of University Zxt en s i on
for t he Colmnbia C ffiIQUS; Dr. Mar y Nell Greenwood, who is on brice Ratchford's
st aff and is r e spo ns ibl e f or Youth ~ evelopment and F ~nily Living?rogr ams
of t he Extens i on program of t h e University system; Mr. Frank Graham, who
is Di r ect or of Extens i on Youth Pr ogr ams ; Dr. Dean Vaughan, who is Di r e ct oi"
of the 4-H and Yout h Devel opment Division of ~he Fec er a l Extension Service,
U.S.D.A.; and Mr . Grant Shrum, who is Exe cut i v e Dire ctor of the National
4-H Club Foundation.
Dr. Br i ce Ratch ford, Vice President for University Ext ens i on was away for
an Executive Committee meeting of the Council of General Extension of the
Lan d-Grant Associ ation but made a confer ence telephone call mid-afternoon
to participate brie fly in the discussions. The ess ence of t he approach
they propose is t o separate in t h e 4-H and Ext ens i on Youth Pro gramming
t he responsibilities for organiz ational mai nt enanc e and the responsibilities
f or e ducation programs. A sub stanti al ·po r t i on of the professional 4-H
st a f f t ime (p erhap s in .the nei ghborhood of 50%) is spent on problems of
organizationa l operation. Thi s is not f elt to be a desirable role for
Uni ve r s i t y per s onne l today or particularly in the future. Thus, the
i dea is to es tablish a model pattern in t he Greater St. Louis Area in
which the responsibilities for organizational maintenance and operation

This gr oup , with a Board of Directors representing citizens of the
Gr eat er St. Louis Are~ will be responsible for the gener at i on of private
resourc es for carrying on the organizational structure. Professional
lea ders hip and staff pe rsonnel will b e empl oy e d by this non-profit organi zat i on , perhaps in many s t a ff positions with less formal training than
a baccalaureate de gree. Such an arran ge ment would pr ovi de much more
f l exi b i l i t y in staffing than is traditionally the case in 4-H where all
pr of es s i onal personnel have f a cult y appointments and, therefore, mus t have
advance d a ca demi c credent i al s .

of Mi s s ouri to provide t he knowl e dge resources f or t he 4-H pro gram, including
s pecialist personnel and program materials. Thus the faculty of the University
