"'.a...v THE PRESIDENTS' SUMMIT FOR AMERICA'S FUTURE NATIONAL GOVERNORS' ASSOCIATION FEBRUARY l, 1997 WASHINGTON, DC Key Questions And Answers When and where will the Presidents' Summit for America's Future be held? The Summit will take place in Philadelphia, from Sunday, April27, through Tuesday, April29. The opening and closing ceremonies will be held at Independence Hall with most of the working sessions to be conducted at Philadelphia's Convention Center. What are the goals of the Summit? The Summit' s goal is to mobilize millions of citizens and thousands of organizations from all sectors in order to ensure that all of our youth have access to five fundamental resources that can help them lead healthy, fulfilling and productive lives: • • • • • An ongoing relationship with a caring adult-- a mentor, tutor, coach; Safe places and structured activities during non-school hours to learn and grow; A healthy start; A marketable skill through effective education; An opportunity to give back through community service. Through specific, measurable commitments toward these goals from organizations from every sector in America, and through community initiatives, the aim is to work together to turn the tide for America's youth. The Summit's goal is to make effective citizen service an integral part of the American way of life. Who is involved in the Summit? President Clinton and former President Bush are honorary co-chairmen of the Summit. General Colin Powell is General Chairman ofthe Summit. Former Secretary of Housing and Urban Development Henry Cisneros is Vice Chairman. Former Presidents Ford, Carter and Reagan have all pledged their active support and President Ford has agreed to attend the Summit, as has Nancy Reagan, representing President Reagan. What will happen at the Summit? The Presidents and First Ladies will join in a historic call to commitment and to action. Leaders from all sectors will announce their organizational commitments to action mobilizing their members and their abilities for an unprecedented effort to turn the tide for America's youth by the turn of the century. Delegations from approximately 100 communities and from all SO states will work together to develop concrete plans for action. The community delegations will return home and plan their ov.n local Summits that will stimulate further steps to meet the major goals. Will Governors have a role at the Summit? Every attending Governor will play a prominent role at the Summit. Each Governor is being invited to select- and head- a five-person state-wide delegation. 'While the agenda is still in its planning stages, Governors will have prominent roles along with the Presidents, First Ladies, mayors, and leaders of corporations, national organizations and foundations. Why should a Governor attend? The Summit will offer Governors an opportunity to highlight their states' record in citizen service, especially programs and plans targeting the nation' s youth. The Summit will, as President Clinton remarked at the January 24, 1997 Press Announcement, " ... shine a spotlight on what is working somewhere in America so that it can be adopted everywhere in America." Each Governor will play a leadership role at the Summit, and in the efforts to follow. Is this a one-time event? This is the launch of a multi-year effort. Those attending ~ill be called upon to go back to their homes and communities and hold a Summit of their own. Governors may decide to hold a state-wide Summit. At the White House, President Bush said, "The Philadelphia summit is about getting more people off the sidelines. It is about citizens pulling together, leading by example, and lifting lives." A 25 member commission is dedicated to enabling all citizens to engage in public problem solving through service and volunteerism. National and community service programs are administered through the Commission to promote and support service and volunteer agencies and public/private partnerships that meet important community needs. Michigan has a strong tradition of citizen service and volunteerism. With limited government resources and growing demands for services, the nonprofit sector is assuming greater responsibility for social services and community problem solving. At the same time, the traditional sources of volunteers have been shrinking. Volunteer and nonprofit agencies must be able to motivate new citizen involvement in community programs. Proposal: State of Michigan residents will directly benefit from an expanded community service program. General fund support will assist volunteer and nonprofit agencies to build and sustain their capacity to increase volunteerism. Through competitive grant awards to community partnerships and local matching investments, this initiative will create permanent endowment funds. Proceeds from these endowments will offset a portion of operational expenses needed to build and sustain the nonprofit sector in Michigan. Community partnerships, formed between nonprofit organizations and community foundations, strengthen the link between a broad range of charitable activities and local investment interests in specific geographic areas throughout the state. Proposals which increase citizen volunteerism and support community-wide service projects will be given priority funding consideration. Kellogg Foundation in partnership with the Council of Michigan Foundations worked in seven communities to involve more than 150 community-based agencies and hundreds of volunteers. Already the initiative has created two community nonprofit information exchange networks, two community volunteer centers, a comprehensive community plan for youth development, and a resource network for community nonprofit agencies. New Partnerships for Michigan, a partnership with the Michigan Nonprofit Association, and the Council of Michigan Foundations, launched a statewide initiative to support and encourage collaboration among the nonprofit, public, private, and religious sectors of Michigan to stimulate community-based, citizen-driven problem solving. The 1996 Governors Community Service Awards program, received 240 nominations, recognized winners in 13 categories, and drew more than 500 people to the ceremony, which was supported by Ameritech. Michigan's AmeriCorps involved more than 110 community-based partner organizations. In its second year, the program involved more than 350 full and part-time corpsmembers to generate more than 10,000 additional volunteers who gave more than 125,000 hours of service. Learn and Serve Michigan community-based programs involved more than 1,704 youth and 155 adult volunteers in more than 21,000 hours of community service. Promoted Make a Difference Day, in partnership with the Volunteer Centers of Michigan, the Council of Michigan Foundations, and the Michigan Campus Compact, by disseminating 4,000 start-up kits and registering 160 projects involving more than 30,000 volunteers. TAP Youth Service, through a grant from the Charles Stewart Mott Foundation, trained more than 150 low income communitybased and grass-root nonprofit groups in such areas as organizational development, volunteer recruitment, and fundraisin~. Printed four nonprofit service and volunteer resource guides and distributed copies to nonprofit agencies, volunteer and service programs, community-based agencies, youth groups, and public libraries across the state. Produced youth volunteer and intergenerational service recruitment posters, and distributed them to 4,000 schools and hundreds of senior centers, volunteer agencies, and community nonprofit organizations across the state. After a peer and staff review of the summer program applications, four programs are being submitted to you for funding approval. As a result of a call for proposals in the fall of 1996, thirty-five applications were received. In December, peer reviewers recommended eight proposals for further staff review. The applications, representing Portage, Roscommon, Oakland County, Battle Creek, Dearborn, Holland, Grand Rapids, and Detroit were then reviewed by MCSC staff. Five programs were recommended by staff. On February 10, 1997, the applicant from Battle Creek withdrew its application for funding, making available $6,723 of new program funds. Rather than funding one of the other two lower ranked programs, the staff recommends holding this amount to be used to fund discretionary minigrants to existing Learn and Serve programs that can implement project connections to CARES or New Partnerships activities. If approved by the commission, Learn and Serve program staff will offer three mini grants of approximately $2241 to fund summer activities that promote the creation of a service-learning infrastructure via connections among the new partnerships and CARES initiatives. Budget outlines, detailing how service-learning activities would occur based on this collaborative effort would be selected in March. LEARN AND SERVE PROPOSAL City of Portage - Portage Senior Center Portage, Michigan FUNDING REQUESTED: $4,053 TOTAL BUDGET: $5,790 DESCRIPTION In partnership with the Portage Senior Center, the Portage Community Outreach Center and the Glowing Embers Council of the Girl Scouts, the City of Portage proposes a nine-week summer service-learning program for girls aged 10-12. The program involves young girls in service activities that improve the quality of life for area seniors, children and the homeless population and make a positive impact on the self esteem of the participants. After successful completion of one of the three week "Girls are Great" program sessions, participants are eligible to earn their "Across Generations" and "My Self-Esteem" badges and will have each provided at least nine hours of direct service. ' A total of sixty girls will participate in the three week sessions and will provide a total of 540 direct service hours in the Portage area. Service projects will include visiting with area seniors, reading to younger children, and volunteering at a food pantry for the needy. STRENGTHS • The age group that the program targets is a previously untapped program area for MCSC. The service activities are age appropriate and meaningful. • • The plans for quality control and evaluation were clearly presented in the proposal. • The applicant shows a history of collaboration and partnerships with community based organizations to potentially support service-learning beyond Learn and Serve grant funding . • Proposal clearly identifies projected impact on the participant' s civic responsibility, leadership and academic skills and already has a system to measure that impact. • Principle program staff are well qualified and the overall administrative capacity of the organization is strong. • Program partners and other community stakeholders are interested in the continuation of this project. Several options for continued funding and sustainability were outlined in the proposal. WEAKNESSES • It was unclear from the proposal who would be the primary staff person responsible for the direct administration of this program. CONTINUOUS IMPROVEMENT Recommended that the program select one service topic per three week session thus increasing the impact made on the community and on the participant. • Program administrators should work to improve the tools used to assess community impact that are a result of this program. Changing from multifocused projects to a single focus should make it easier to assess. • STAFF RECOMMENDATIONS MCSC staff recommends funding at $4,053. �Michigan Community Service Commission Renewal Proposal Review Form DATE: 1/22/97 GRANT CATEGORY: C.B. LEARN AND SERVE PROPOSAL Kirtland Community College Roscommon, Michigan FUNDING REQUESTED: $10,000 TOTAL BUDGET: $43,937 DESCRIPTION In partnership with the Ogemaw County Probate Court and the Ogemaw County Human Services Coordinating Council, Kirtland Community College proposes a service-learning program that provides juvenile offenders with added positive learning experiences during their required community service. While the Ogemaw County Probate Court utilizes community service for its juvenile offenders, the court has not had the resources nor the opportunity to combine community service with a structured learning experience. The proposed program will provide these juvenile offenders lessons in environmental education, self esteem and civic responsibility while providing meaningful environmental focus projects. During the summer of 1997, young people, ages 10-15, under the jurisdiction of the Ogemaw County Probate Court will have the opportunity to participate in a five-day camping and educational experience at Sprinkler Lake Educational and Technology Center. This intensive camping/education experience will be followed by 30-50 hours of community service in a selected environmental project. Forty participants will provide 1,200- 2,000 hours of service in youth designed projects. STRENGTHS • Proposed program incorporates positive learning experiences to the existing service program for juvenile offenders. • Program has the potential to strongly effect academic skills of participants in the area of math and science because of partnerships involving the Math and Science Director of Sprinkler Lake and the Math and Science Director of the Crawford-Ogemaw-OscodaRoscommon Intermediate School District. • The applicant currently has many strong initiatives and partnerships in place to potentially sustain this initiative beyond Learn and Serve funding. • Partners seem fmancially and organizationally committed to the program. • VISTA members who will coordinate the program advisory council allow for strong cross stream collaboration. • The impact of this program relates both to direct services provided and to increased positive behavior of youth participants. WEAKNESSES • While this program will be expanded pending a successful pilot, it currently is designed to support only 10 participants per session for a total of 40 participants. • Tools for assessment are not fully detailed. LEARN AND SERVE PROPOSAL Michigan 4-H Foundation for MSU 4-H Youth- Oakland County East Lansing, Michigan FUNDING REQUESTED: $9,966 TOTAL BUDGET: $14,616 DESCRIPTION The proposed program engages participants at eight sites across the city of Pontiac for three hours per day, two days per week to participate in hands-on experiential learning activities. The program will help participants build skills in the target foundation skills and competency areas included in the 1991 Department of Labor Secretary' s Commission on Achieving Necessary Skills (SCANS) report. A minimum of 150 young people will be involved in service activities focused on increasing the reading ability of children, anti gang activities and participation in the Habitat for Humanity Blitz Build. Over an eight week period in the summer, participants involved in this Learn and Serve will provide at least 3,600 direct service hours to needy neighborhoods in the Pontiac area. STRENGTHS • • • • • • The rational for the educational/learning need for this program is based on works by SCANS and the Search Institute and while not specific to the Pontiac area are sufficient. Program promotes cross stream collaboration by working with AmeriCorps program. Enrollment in this program is representative of the Pontiac neighborhoods and includes disadvantaged and disabled youth. Proposed program includes both measurable participant and community impact objectives as well as adequate tools for measurement. Applicant has many community partnerships and strong relationships to other national service initiatives. The program director is sufficiently qualified to run this program. WEAKNESSES • Proposal included $1,000 for the purchase of video equipment. CONTINUOUS IMPROVEMENT • More significant ways to get involved in the Habitat for Humanity Blitz Build should be explored. Current design limits involvement to creating housewarming gifts. STAFF RECOMMENDATIONS Staff recommends a reduction in the award by $1,000 because the project staff should attempt to borrow video equipment or find another way to record program activities. Battle Creek, Michigan FUNDING REQUESTED: $8,163 TOTAL BUDGET: $11,663 DESCRIPTION Volunteer and Information Services (VIS) mobilizes volunteers to address community needs and provides central access to human services in Calhoun county. Community-based organizations look to VIS for help in recruiting volunteers for their essential services. This collaborative effort between VIS, The Great Lakes Free-Net, United Way of Battle Creek, Battle Creek Public Schools and Harper Creek Public Schools will increase the amount of information on volunteer opportunities available to young people in the volunteer area. Participants in the program develop their leadership, writing, computer, communication, and community organizing skills while engaged in this real life application of skills. Eighteen students will form a technical committee for the development and maintenance of the web pages. Students will spend the summer learning about the creation and maintenance of computer web pages, researching volunteer opportunities in the Calhoun County area, creating the actual online resource and promoting its use. Once the pages have been completed, lead classrooms at Battle Creek and Harper Creek High Schools will adopt the project and continue maintaining and updating the information that is available to youth volunteers. STRENGTHS • Proposed project identifies a clear need for a central source for locating community service opportunities through the internet. This web site has the potential to reach a large number of Calhoun County youth. • Participants are engaged in planning and implementation at all stages of this project. • Web site is self-sustaining once Learn and Serve funds are exhausted based on classrooms taking on the responsibility for the maintenance. • This program is unique in that it helps to increase the volunteer infrastructure in the county. • Program has lots of potential for replication. • The community outcome of this project is an increased awareness of community service activities and hopefully increased participation of youth in community service. • Program has a strong connection to the AmeriCorps member who will be responsible for providing internet training for the Learn and Serve participants. WEAKNESSES • A detailed timeline for the project including the classroom follow up is needed. CONTINUOUS IMPROVEMENT Current plans for quality control only check for the appropriateness of material on the web site. Continuous improvement strategies should also check overall impact that the web site is having on Calhoun County youth, and changes/improvements should be made accordingly. • The community impact outcomes should be centered on involving Calhoun County youth in community service. LEARN AND SERVE PROPOSAL Arab Community Center for Economic and Social Services (ACCESS) Detroit, Michigan FUNDING REQUESTED: $10,000 TOTAL BUDGET: $38,540 DESCRIPTION The Summer Youth Program (SYP) is an 8-week recreation, reading, and arts and crafts program for students aged 5-18. More than 125 students will participate in organized sports, arts and crafts, reading, and other educational studies with the assistance of 22 Learn and Serve summer youth leaders. The youth are representative of the Dearborn community that is about 98% Arabic speaking. Young people enrolled in the SYP include at-risk, economically and academically disadvantaged students within the Dearborn Public Schools. There is a special focus on Arabic speaking students, 50% of whom score four years below grade level when entering high school according to MEAP tests. The program runs 30 hours per week for a total of 240 programming hours. Participants spend more than half of their time providing meaningful services in the areas of educational enrichment and recreational opportunities. Summer Youth Leaders assist in the design, implementation, supervision, and assessment of all aspects of the SYP. They will maintain daily attendance records for each of their groups, and will keep records of a planned curriculum for each students. The program culminates with a group service project that reflects the identity and needs of the Dearborn Arab community. STRENGTHS • The applicant clearly detailed the need for English as a second language emphasis in the Dearborn community. • ACCESS has significant experience and success with summer programming. Expertise of key staff is well documented. • The applicant demonstrates experience in creating and sustaining partnerships with community based organizations and local education agencies. Further, the applicant demonstrates previous success in fundraising. Both issues should help sustain this service-learning program beyond Learn and Serve funding. • The successful partnerships with community based organizations and local education agencies should enhance the service infrastructure in the Dearborn area. • The organization already has strong tools for assessing the community impact of this program- increases in reading skills and positive behavior among the children receiving the services. WEAKNESSES • Applicant should provide more precise information on the number of direct service hours that the primary participants will provide. CONTINUOUS IMPROVEMENT Better define the goals for participant impact. What will the primary participant learn from working as tutors and mentors to the younger children enrolled in the SYP? The proposed program would engage 18 teen rider-assistants, ages 12-17 and 18 special needs children under the age of 16, who lack access to new, challenging opportunities. The design of the program is 3 sessions per week equaling 9 hours of weekly programming. The entire program runs for 7 weeks. STRENGTHS • Current program is a leadership and self esteem builder for the younger disabled children. • Collaborations to support this program exist and seem strong. • Ecofolornically disadvantaged youth are included both as participants and recipients of service. LEARN AND SERVE PROPOSAL Dispute Resolution Center of West Michigan Grand Rapids, Michigan FUNDING REQUESTED: $ 10,000 TOTAL BUDGET: $92,950 DESCRIPTION The Dispute Resolution Center of West Michigan proposes a program that combines conflict resolution curriculum with community application to meet a community needs, as well as providing job experience for teens. The program engages teens in 10 hours of conflict resolution training and then offers summer employment in area parks and playgrounds in their neighborhoods. The teens work 20 hours per week for eight weeks in a neighborhood park, intervening in conflicts, modeling and providing conflict resolution skills to park users, while also preforming the more typical summer recreation program functions . One adult Outreach Worker is assigned to work with neighborhood teams . STRENGTHS • Linking at-risk teens with non-familial Outreach workers should be a positive experience for the participants. • The organization has a history of prior programming success. • Strong community partnerships and connections to JTP A program seem to support sustainability efforts beyond Learn and Serve funding. • Learn and Serve funds are just a portion of the larger funding picture. WEAKNESSES • It is unclear how and if Learn and Serve funds expand or enhance this existing program. Organization currently us JTPA funds to pay for summer park employees. • Applicant does not define in what types of conflicts the participants will intervene. MCSC staff has serious safety concerns about this issue particularly as it relates to the statistics on violence in Kent County listed in the need section. • Applicant has not defined what effects the Service-Learning program will have on the development of youth participants, specifically in the area of academic skills, nor does it list how civic responsibility is expected to be enhanced. • The Community impact is based on conflict intervention, but perhaps should be focused on prevention of violent behavior among youth. • The entire $10,000 of this grant is to fund the Outreach Workers yet very little narrative was provided on the function of this position. The proposed program, "Groundwork for a Just World" will do an environmental analysis of the Boniface neighborhood, prepare presentations and take findings with citizen demands for action to the Detroit City Council and to Legislators in Lansing. The four-week program involves 20 participants in community mapping, research, presentation preparation and culminates in a press conference on the Michigan capital steps. STRENGTHS • Had the applicant focused exclusively on environment analysis, the learning experiences offered might have been exceptional. • Skills leatned while doing community mapping, internet research and creating surveys are good personal development activities. • Boniface is a strong and stable organization and has the capacity to continue this program beyond Leatn and Serve funding. • The organization has many partners. Washington, D.C. 20525 Dear Senator Wofford: I am writing to alert you to an administrative problem that I believe may jeopardize both the spirit and ultimate utility of the Unified State Plan that the Corporation has so enthusiastically promoted and to which you most recently referred in your letter dated December 10, 1996. The problem that the Corporation's Michigan Office Director, Mary Pfeiler, reported to me after consulting with staff in Washington is that the Corporation's administrative rules and regulations prevent the coordination of AmeriCorps and VISTA grantmaking in the states, and raise serious questions about whether funding for ineffective VISTA sites can be efficiently withdrawn. The effect of this problem will be the probable postponement of Michigan's Unified Plan submission until 1998, but more importantly, it may undercut a likely course of action that many state commissions, state corporation offices, and state education agencies have been planning. As you may recall during your visit with Mary and me in Detroit, you expressed particular interest in the means by which VISTA resources can be moved to new sites. As you posed the question to Mary, 'If you don't take VISTA resources away from current sites, how do you support new initiatives?' At the time, Mary described the difficulty of shifting resources within the current, well-institutionalized system. As Mary and I reflected on your discussion and considered ways to improve the coordination of our two offices we began to contemplate how we might better allocate national service resources. As you know, the current system does not prevent potentially redundant awards of VISTA and AmeriCorps programs to the same community, even the same organization, to do the same of kind work. There is no incentive in the current national service program delivery system for organizations in a community to collaborate in proposing more efficient use of multiple program resources. There is no mechanism that ensures the efficient deployment of limited resources. Most distressing, the current system appears designed to enable the indefinite support of VISTA sites regardless of their performance or the focus of their activities. Even before the unveiling of the Corporation's Unified State Plan Application, Mary and I were working to develop systems that would better support and complement community innovation through service, while reducing the potential of supporting duplicate community programs. We had already established a solid track record of partnership through trainings, communication, and outreach. The Michigan Corporation Office is a principal partner in the New Partnerships for Michigan initiative. The Commission and the Michigan Office have collaborated in conducting a series of regional trainings. The Commission A Division of the Michigan Jobs Commission a-, �Harris Wofford January 8, 1997 Page Two and the Michigan Office are the principal co-sponsors of the upcoming statewide service and volunteer conference. We have prepared and disseminated a detailed directory of all national service programs in Michigan, cross-referenced by community. We have also begun to hold periodic joint staff and operational planning meetings. Finally, the Commission will begin dedicating a page in its quarterly newsletter to the projects of the Michigan Corporation Office. Despite our productive partnership, we recognized that until we established a means for effectively coordinating our program delivery systems, unified planning would be superficial at best. In the late summer, we began to develop our plan. Michigan's VISTA budget was to be reduced for the next year. Rather than impose easy, across-the-board reductions, Mary saw this as an opportunity to open the VISTA allocation process to new and renewal applications. We both saw the VISTA application process as something that we could link to the state's new AmeriCorps application process. The process, as we envisioned it, would create a level playing field on which renewing and new communities from across the state could compete for national service resources. For the first time, communities would be given an opportunity through this process to develop a national service program application that would build on the best elements of VISTA, AmeriCorps, and Education Only Award programs. The Commission and the Michigan Corporation Office would create a comprehensive packet of applications from which communities would select separate program applications or a combination of applications. The two offices would conduct joint outreach and technical assistance meetings across the state to introduce communities and agencies to the opportunities found in national service. The offices also would conduct an initial, joint screening of applications to ensure that communities had not submitted duplicate proposals or that communities submitting complementary, multiple program proposals were duly noted. We believed that such a coordinated process represented both the most efficient use of national service resources and the ideal envisioned for the Unified State Plan. In September and October, Mary and I notified our contacts in the Corporation's Washington office to determine: 1) if there were any fundamental policy or administrative problems with the process; 2) if we could proceed immediately with implementation; and 3) if we could put into action what we considered to be the central element of our Unified Plan prior to the formal submission of the plan. We encountered only encouragement from all of the Corporation staff members we consulted. In fact, we were told through our respective channels in the Corporation that what we were proposing indeed typified what had been envisioned for the Unified Plan. We were very excited about the prospect, and we were quite open in sharing the idea at the Corporation's Unified State Plan orientation meeting in November. The Commission also highlighted the process in its administrative grant application. In November and December, our staffs met to develop the comprehensive application packet, prepare the agenda for the application outreach and technical assistance meetings, and plan the review process timeline. In December, more than 150 people attended the four regional meetings that our staffs conducted across the state. (Briefing material enclosed.) After the regional meetings, at least one current VISTA site director, realizing that his organization would have to reapply competitively for the first time in its operation, consulted a source knowledgeable of the VISTA rules. The source indicated that the regulations provided VISTA sites with an opportunity for an appeal hearing should they not be refunded. Further, the source suggested that a congressional constituent letter could serve as an alternative route for appealing. When Mary learned of this, she once again discussed our process with her Corporation contacts in Washington. The initial response remained positive. However, after further internal consideration, the Washington office told Mary that the VISTA portion of the comprehensive application was inconsistent with, or in violation of VISTA regulations. With this decision from the Corporation, we have moved immediately to notify anyone who has inquired about national service through the outreach process. We are faxing notices of the cancellation of the �Harris Wofford January 8, 1997 Page Three ·VISTA portion of the application package (enclosed). Since one goal of the outreach meetings was to begin to break down national service program barriers that are perceived to exist by many local organizations, Mary and I share concern that the cancellation notice may dissuade potential AmeriCorps applicants. As it has turned out, we will be left with a fewer number of VISTAs at our current VISTA sites while potentially fewer organizations may choose to apply for AmeriCorps. Of course, this also returns us to the more administratively palatable across-the-board VISTA reductions. While I am concerned about the damage this may have caused service in our state, I am more concerned about the implications of the Corporation's ruling for any meaningful attempts at coordination within the current delivery system. The reasons for the Corporation's ruling, as Mary has informed me, and my assessment of their implications follow. 1) VISTA operating sites do not have to re-compete for renewal funding, and sites may appeal any decision not to renew funding. This suggests that VISTA has the potential to represent an award in perpetuity. This also appears to be inconsistent with the Corporation's emphasis on competition and performance for AmeriCorps state programs. 2) A competitive application process for new VISTA programs is in violation of the rules. VISTA site selection appears to be determined entirely at the discretion of the Corporation staff. Applications are solicited, but not openly competed. This is entirely inconsistent with the AmeriCorps state program selection process. It also suggests that VISTA sites may be selected less on objective merit than through the subjective judgements and influences of Corporation staff. 3) One interpretation of the regulations implies that if there is to be state-level coordination of VISTA site selection and AmeriCorps grant making, VISTA sites would have to be selected with the expectation that the complementary AmeriCorps program would be funded by the Commission. Of course, this approach undermines the integrity of the fair competition that the Corporation expects for state AmeriCorps programs. I am left to conclude reluctantly from all of this that the Corporation's dual delivery system for national service is irreconcilable by the Corporation's own interpretation. I am sure we could improve on the design of our process in Michigan, and with time, we would have. However, it appears that despite the energetic and conscientious efforts of the Commission and the Michigan Corporation Office to develop a collaborative and complementary system for supporting national service programs, it is not the field network, but the Corporation in Washington that prevents us from effectively working together. If this is the case, I must ask with all due respect, why are states being asked to develop Unified Plans? I would be happy to discuss this further with you or a member of your staff. I recognize that the process was intended, in part, to reveal barriers like this. I trust in the Corporation's willingness to be inventive and flexible in its support of service. I remain an enthusiastic partner with the Corporation and hope that we might find ways to resolve this problem so that we may better support service in our communities. Executive directors from twenty-five commissions (Alabama, Arizona, Arkansas, California, Connecticut, Florida, Georgia, Indiana, Kansas , Louisiana, Maine, Maryland, Massachusetts, Michigan, Nebraska, New Hampshire, North Carolina, Ohio, Oklahoma, Oregon, Pennsylvania, Rhode Island, Tennessee, Vermont, and West Virginia) participated in a consensus process that produced the statement below. This statement is the result of a collective effort of the executive directors, but it has not been reviewed by our respective commissions or our other colleagues who did not participate. Over the next days and weeks we will circulate this to our commissions and colleagues to seek their endorsement. While some may be more energetic in their endorsement than others, we anticipate that this will serve as a unifying consensus statement of our position . We share a visiOn that service and volunteerism are essential to meet community needs, and that service should become the common experience of citizenship through the course of life. We recognize that infrastructure is needed to support national service and volunteerism, which does not come free; that infrastructure for national service and volunteerism should be locally driven and responsive; and that in order to be so, the coordination and planning must be implemented closer to communities than the federal level, specifically through a single state level entity. We agree conceptually that there should be a single administrative entity through which the Corporation for National Service channels all program streams: Learn and Serve America (K-12, Community-based, and Higher Education); AmeriCorps; AmeriCorps VISTA; and the programs of the Senior Service Corps. The Summit can serve as a catalyst for enhancing connections among state service commissions, state service and nonprofit networks, and a range of untapped grassroots and national resources . Nevertheless, as we discussed, I believe we share similar questions over the postSummit follow-up/follow-through. These questions include: How will it sustain local service implementation strategies and initiatives?; How will it integrate local initiatives into statewide service infrastructure development?; How will it be informed by grassroots programs and practitioners? ; and How will it involve these groups in guiding the further development of the implementation plans for states and communities? The answers to these questions may emerge as planning continues. The invitation strategy, as it has developed, holds promise for involving a mix of state and grassroots groups, but, perhaps no invitation plan for such a Summit could effectively include all who should be involved from local, state, and national perspectives. The challenge is to prevent the Summit from producing initiatives that do not complement or reinforce what is already being done in the states. If we fail to meet this challenge, then we will lose a unique opportunity to make service an accepted and respected practice for community problem solving. Given the Sisyphean task of invitations and the fast approaching date, it will probably be more productive to consider follow-up strategies. In my, perhaps parochial view, state service commissions are best positioned to facilitate and coordinate state-level, post-Summit implementation. This would include the integration of Summitrelated local initiatives into state service planning, and the stimulation of increased involvement of grassroots, community programs and groups. Accordingly, I would recommend that you consider some of these options that could be part of the Foundation's support of the Summit. A Division of the Michigan Job s Commission ~ �Michael Lipsky January 24, 1997 Page Two • Challenge states and local communities to conduct community summits/meetings that involve a broad range of state, local, and neighborhood groups within six months of the national Summit. These state and local summits/meetings should respond to the commitments and strategies set at the national Summit and refme and revise implementation plans. The goals for these meetings should include plans for action and continued collaboration. • Support a national post-Summit progress status meeting nine months after the event. The follow-up meeting should be hosted by the national state service commission network and the National Governors' Association in partnership with the Corporation and the Points of Light Foundation. Conduct the meeting so that it will coincide with the NGA winter meeting in Washington, D.C. This will enable planners to create opportunities for information sharing among participants of the two meetings. • The D.C. meeting should involve state commission representatives, national Summit commitment partners such as national nonprofit networks and corporate partners, representatives from Summit communities that have made significant progress, and representatives of model community-based programs that may or may not have been involved in Summit-related national or local activities. (State commissions, national service programs, and other networks would select the latter group.) • The D.C. meeting should be a working meeting that will meet the following objectives: * Review the plans and products of state and local summits/meetings. * Review model local implementation strategies and develop options for linking them to other states and communities. * Identify successful local projects that support summit goals and develop strategies for sharing best practices among state service networks. * Develop common state strategies for integrating Summit goals into state service plans. * Identify local organizations and groups that should be involved in state service planning and Summit follow-up activities. * Review and disseminate successful governors' strategies for supporting Summit goals. * Prepare a report from the D.C. meeting that summarizes accomplishments under the previous objectives. • In order to identify successful local initiatives that have been meeting post-Summit objectives, the Corporation and Points of Light should develop a community report card that could be used as the basis for selecting D.C. meeting participants. The report card and the D.C. meeting report could be used as an item for broader public dissemination. Over the next four months we will be engaged in an unprecedented level of activity that will require hard work and commitment from staff and Commission members alike. Among the things that we are undertaking this winter and spring include: preparing MCSC's state AmeriCorps application for as many as 20 new programs; preparing a new comprehensive Learn and Serve America state grant application in cooperation with the Michigan Department of Education; conducting the Governor' s Community Service Awards program; launching a statewide volunteer outreach and communication campaign in cooperation with Michigan Nonprofit Association (MNA), Volunteer Centers of Michigan, United Way of Michigan (UWM), and Council of Michigan Foundation (CMF); building support for MCSC's proposed new Volunteer Investment Grants program; hosting a national meeting of the chairs and directors of state service commissions; planning for preparation and follow-up to the Presidents' Summit for America's Future; and advising in the process of reauthorization of the National and Community Service Trust Act. If we achieve excellence in each of these areas, we will propel MCSC into a new strata of involvement and leadership in support of service and volunteerism in Michigan. We will be calling on each of you to contribute your time, energy, and ideas above and beyond your usual exemplary dedication. Working together, we will ensure that Michigan continues to be a model Commission for the nation. UPDATES Michigan's AmeriCorps Since the last meeting, we have begun a thorough review and analysis of retention and attrition rates for all of our programs. We will report on our findings and recommendations for improvement at the next Commission meeting. 0,-- A Divis ion of the Michigan Jobs Commission �f - MCSC February 10, 1997 Page Two I met with representatives of the River Rouge Housing Commission and Wayne County Community College to discuss the problems caused by the man who enrolled students in the college under the pretext that they were Michigan's AmeriCorps members in a non-existent Housing Commission program. As you know, I shared his application form at the last meeting. I consulted with staff from the Corporation for National Service's General Counsel Office and the state's Attorney General's Office. They assessed that we did not have solid ground at the state level to pursue him, although the community parties involved may. In the meantime, we are working with the community to help them submit an Education Award Only application to Corporation for National Service (CNS) for the students who were affected. The award will help them cover incurred education expenses, as well some future tuition expenses. The community seems pleased with our response. We have received twenty-seven AmeriCorps operating grant application concept papers for our new competitive application process. We have also received four Education Award Only applications, not counting the one mentioned above (see enclosed list). This year we will be able to submit roughly eight new formula-funded programs (note all of our first year programs must recompete) as well as twelve new competitive programs (we had only one first year program that must recompete). Thanks go the Commissioners, who have agreed to serve as peer reviewers. Learn and Serve Michigan We are recommending four new summer Learn and Serve Michigan programs from Portage, Roscommon, Oakland County, and Dearborn. We are also recommending that the Commission approve a pool of discretionary funds that the staff may use to supplement the activities of community-based Learn and Serve Michigan programs in communities where there may be the potential for a strong capacity-building partnership with Michigan CARES projects or New Partnerships for Michigan VISTA projects. You will find our new program proposal package for your review and approval among the Action Items section. In March, MCSC and MDE must submit to the Corporation for National Service a separate new three-year competitive grant application for support of Learn and Serve Michigan. MCSC staff has already begun planning with MDE staff to submit a jointly written and conceived proposal for fully integrated Learn and Serve activities in Michigan. We will solicit comments and advice from the Service-Learning Leadership Council as we prepare these applications. We hope to build on the spirit of the interagency cooperative agreement that we now have with MDE and which supports a share of MCSC Learn and Serve program and support staff. Michigan CARES Michigan CARES now has a logo and brochure, which you will receive at the Commission meeting. The project is entering the Phase II Year Two grants application period. A recent highlight is the emerging new Flint Resource Center. This is the result of a board-approved merger of three nonprofit organizations-- the United Way's Volunteer Center, the Senior Service Corps, and Leadership Flint. The Resource Center will provide comprehensive volunteer placement, training, and organizational technical assistance to the community. In addition to serving as a traditional Volunteer Center, they are looking at technical assistance center models like the Directions Center in Grand Rapids and the New Center in Ann Arbor. �MCSC February 10, 1997 Page Three MCSC's Relationship with CNS-Michi&an's Office and the Unified State Plan Our relationship with Mary Pfeiler and the Corporation for Michigan Office continues to be positive and productive. However, due to late rulings by the Corporation for National Service we have had to scrap our plan for a comprehensive VISTA/AmeriCorps application. We are also putting on hold our comprehensive state application until the Corporation clarifies its ruling, which says basically that there are clear limits to our working together. Enclosed are a series of letters that lay out the problem and the reasons for the Corporation's reversal on its initial approval of our process. Volunteer Investment Grants As you will see from the enclosed letter from Department of Management and Budget Director Mark Murray to Michigan Jobs Commission Director Doug Rothwell, the Governor's Budget contains an increase in state support for Commission operations and $1 million for a new MCSC grants program that we call Volunteer Investment Grants. A complete description is enclosed. The purpose of the program is to support endowment building efforts of volunteer agencies. We are pleased that we already have the support of the Council of Michigan Foundations, the United Way of Michigan, and the Volunteer Centers of Michigan. As you might imagine, any new initiative will bring the appropriate scrutiny of the legislative process. All of us will need to work together to help educate policy makers about the work of MCSC and the power and potential of this new program. Connect Michi&an The Department of Commerce has expressed a commitment to dedicate a share of its public service information budget of up to $500,000 to assist MCSC in conducting a public awareness campaign for community problem solving through service and volunteerism. MCSC will work with Commerce to integrate these resources in a manner that will help support the long-awaited launch of the Connect Michigan Campaign. Julie Cummings will present a logo for the Commission' s review. We have also agreed to use the Michigan CARES resource guides as support materials for the campaign. This will provide a soon-to-be, ready-made resource for the campaign and advance dissemination of the CARES approach. Ford Foundation Funded National Meeting of State Service Commission Chairs and Directors The Governor and First Lady have sent invitations to all of the chairs and directors of state service commissions to attend a meeting in Midland, Michigan on May 16-17. The meeting is supported by the Ford Foundation grant. The meeting will serve as an opportunity for commissions to improve their own service delivery capabilities, develop state policy positions that will help commissions integrate service into other state initiatives, and determine the feasibility of a national association of state commissions. Governor Engler will attend, as will our chair, Michelle Engler. Dow Coming, thanks to Commissioner Terry Pruitt, will sponsor a luncheon at the meeting. �r - MCSC February 10, 1997 Page Four This meeting represents not only a very important opportunity for sustaining service in states, but it gives Michigan a wonderful opportunity to showcase its many innovative service and volunteer activities. We will be working with the State Commission Coordinating Group of executive directors and a planning group of commission chairs to develop a working agenda. Governor's Community Service Awards I would like to extend the staffs thanks to the Commission members who have agreed to serve as reviewers. We are pleased that the volume of calls and inquires about the awards have markedly increased over last year. We are also pleased that the Chair of the Board of Directors of United Way of America will be attending the awards dinner. Bob Ivory, of United Way of Michigan, arranged this in part to recognize the 50th anniversary of United Way in Michigan. Presidents' Summit on America's Future As you know, President Clinton, along with former President Bush, announced plans for an unprecedented Summit on service and volunteerism and America's youth to be chaired by retired General Colin Powell. The roots for this Summit lead directly back to the late Governor George Romney and are connect to Michigan's New Partnership meeting last year. Governor Engler and Michelle Engler have been leaders in planning and promoting this event among their peers. The W .K. Kellogg Foundation is a major underwriter for the Summit. Ms. Engler has been working with Summit planners on ideas for planning and follow-up. The six Michigan communities of Battle Creek, Marquette-Alger, Greater Lansing, Grand Rapids, Flint, and Detroit have been selected to send delegates to the Summit. Michigan CARES coordinators in many of these communities will be assisting in the selection of local delegations. Michigan has been recognized as a leader and will be looked to as a model for the quality and extent of its follow-up activities. (Background information is enclosed.) Michigan 4-H and Technical Program Assistance Michigan 4-H successfully conducted the first round of regional training. MCSC conducted Michigan's AmeriCorps outreach during these sessions involving more than 150 organizations. The next series of trainings are scheduled for later this month. (Agenda is enclosed.) Make A Difference Day We are printing and distributing the 1996 Make A Difference Day Report. It contains newspaper clips from 83 communities in Michigan. Management By Information CMBl) We are still working through technical problems in the implementation ofMBI. Overall, the system is working and continues to demonstrate its potential for efficient information management. �[ - MCSC February 10, 1997 Page Five STATE COMMISSION POLICY RECOMMENDATION As part of its plans for reauthorization of the National and Community Service Trust Act, the Corporation for National Service is considering a proposal to stream-line its service delivery system by transferring the state administration of all its programs over to a single entity, most likely the state commissions. These programs include VISTA, Learn and Serve school-based and higher education, the Retired Senior Volunteer Program, the Senior Companion Program, and the Foster Grandparent Program. Because these programs have well-established constituencies that like the way the system works now, there is opposition in the field to the proposal. It is my opinion that if we are to succeed in bringing greater efficiency and stronger coordination of the limited resources available through service, state commissions offer an ideal place for coordination of the aforementioned programs. At our recent national meeting of state commissions, directors from twenty-five commissions produced the statement contained in the attached letter to Harris Wofford. I would like to propose that the Commission adopt this statement as its position. This will simply put this Commission on record for supporting the notion that state commissions are viable entities for administering/ coordinating all national service in the states. PROGRESS REPORT ON TIDRD YEAR OBJECTIVES In the three-year State Plan that we submitted to CNS in 1994 we enumerated our annual objectives. This summary of Year Three objectives reflects our year-to-date accomplishments. In partnership with the Steering Committee and drawing on the results of Year Two develop, with private sector support, a catalog of model programs and practitioners for public dissemination. MCSC printed and disseminated the second edition of Profiles in Service. In addition, MCSC worked in partnership with CMF to produce Investments in Volunteerism, in which various grantmakers described examples of model service and volunteer programs. Reconvene the participants of the Year One grant-makers meeting to assess progress and revise recommendations. During the week of February 10, MCSC will conduct a series of conference calls with grantmakers to inform them of the new Michigan's AmeriCorps program application process. Grantmakers will also receive a list of the applicants that submitted AmeriCorps grant concept papers. MCSC will combine a grantmakers meeting with a reprise of the New Partnerships meeting in the fall. Continue in cooperation with MYPAC and the Michigan Campaign for Volunteerism, the state recruitment campaign for AmeriCorps and youth service volunteers. MCSC's work with MNAIVCM on Connect Michigan will achieve this objective. The Connect Michigan promotion campaign is now scheduled to be launched after the Presidents' Summit. �MCSC February 10, 1997 Page Six Facilitate the development of at least four quality AmeriCorps proposals from neighborhood and community-based organizations. MCSC received thirty AmeriCorps program grant concept papers and four Education Only Award applications. The proportion of community-based organizations or networks of community-based organizations among the applicants has increased over previous years. Increase circulation of MCSC state service newsletter. MCSC has agreed to make the Commission newsletter the principal newsletter for Connect Michigan. This will expand outreach and the coverage of programs. MCSC will also dedicate a section to VISTA and Senior Corps programs in Michigan. Take action on the recommendations of the Task Force on intergenerational service. MCSC will continue to work with the Senior Advisory Council and MYPAC to promote the development of intergenerational service. Take action on the recommendations of the Task Force on developing model service programs that link Headstart, school-readiness, and school-to-work transition. This Task Force has not been organized. Increase by 50% the number of citizen respondents to the Governor's Community Service Awards. MCSC has modified the types of award categories in order to increase potential applications. While the_ applications are due later in the month, the volume of calls and inquires has increased over previous years. Conduct regional community service collaboration training using the five CARES communities as training centers. The 4-H regional trainings will highlight examples of program collaboration drawn from CARES communities. (Training agenda is enclosed.) Based on practitioner critique, revise the state AmeriCorps training and technical assistance. In response to requests from practitioners, MCSC will conduct another statewide signature service project. MCSC will explore the possibility of connecting this with Michigan Habitat for Humanity's Summer Housing Blitz in July . In partnership with MDE leverage at least one AmeriCorps/school/community partnership by targeting AmeriCorps, school and Community-Based Learn and Serve grants. Among the current AmeriCorps concept paper applicants are a number of schooVcommunity partnerships. �t: - MCSC February 10, 1997 Page Seven Integrate AmeriCorps peer technical assistance consultants into Michigan Service-Learning Council and revise common training elements as needed. Service-learning related AmeriCorps program staff have already been involved in the ServiceLearning Leadership Council. Conduct a statewide conference on national and community service to enable practitioners to assess the state' s progress in establishing a sustainable infrastructure. The statewide Superconference will provide a forum for this discussion. In addition, MCSC will solicit public comments and suggestions for the unified state plan at the conference. Launch a fundraising campaign for MCSC' s anticipated public/private authority. While MCSC is no longer pursuing the creation of a public/private authority, MCSC is pursuing an increase of state support for programs and operations. Ensure that no less than 80% of the Year One AmeriCorps programs that have demonstrated quality and measurable success are funded for continuation beyond Federal funding support. This objective was unrealistic from the start. We appreciate the concerns you have raised about the critical nature of the services provided through this initiative . We understand that the commission is able to leverage considerable resources in the community through their work. We are pleased to let you know that we will be able to support the request for additional funds for administrative costs ($275,000 ). We will also be able to support a grant endowment fund of $1.0 million. The meeting, which will be held in Midland, Michigan on May 16-17 , 1997, is made possible through a grant from the Ford Foundation. As you may know, the grant has supported the State Commission Coordinating Group of executive directors to work toward the following goals: establishing a self-supporting peer technical assistance network; developing policy recommendations that strengthen state-level infrastructure for service and volunteerism; and assessing the merits and feasibility of establishing a formal national association or network of state service commission. We believe that state service commissions are strategically positioned to bring greater coherence to programming and policy making for national and community service. State service commissions can build broad-based support among a range of projects and activities on a program continuum from full-time service to traditional volunteerism . Commissions can also forge strong, sustainable connections among the public, private, and nonprofit sectors. To achieve this potential, state service commissions need opportunities for peer interaction to support their development. There has been a couple of changes since the last Commission meeting. We have received final approval of this year's grant budget from the W.K. Kellogg Foundation which allowed us to carry over all unexpended funds from last year. Conversely, under Michigan CARES, the operational sub-grant line has been increased to $187,000 to reflect the correct subgrant amount for the project. I have also amended the Michigan CARES-2 operational sub-grant line to $91,000 from $89,000. This grant was amended for travel costs. During the first quarter under the Volunteer Awareness Campaign, the Commission has started the process of printing the Resource Guide, purchased new computers, and has awarded a contract to Michigan State University's Institute for Public Policy and Social Research to perform the MCSC's agency survey. As of this date, the Commission has not received the Administrative or Program Development and Training(PDAT) award letters from the Corporation for National Service. We have however received a three month extension of our current grant. This extension allows us to utilize our unspent spending authority from previous years. I expect to receive more information by the end of this month on the amount and status of our requests. This will enable MCSC to support a staff of six to perform its basic functions including volunteer promotion and outreach, volunteer information publications, nonprofit technical assistance, service and volunteer awards, and nonprofit problem-solving meetings. The budget would support an annual media outreach campaign for the purpose of promoting and supporting service and volunteerism. Background: It is important to note that the Governor has been committed to, and this administration has achieved the consolidation and streamlining of the state's agencies and commissions. His view is that commissions should be included in the administrative budgets of the agencies in which they operate rather than stand as separate line items. Separate line items within agency budgets limit flexibility in administrative budgeting. Since the start ofFY92, MCSC has received $775,000 in state support. This does not include state supported rent and utilities, or that in its first two years MCSC's over-expenditures were absorbed in the Department of Labor's administrative budget. Nevertheless, by comparison MCSC has received $950,000 in federal administrative support since FY94, and since FY95, MCSC has received $1.4 million from foundations. 2) Establish a state supported $1.5 million grants program for service and volunteer projects. Grants would be competitively awarded for up to three years. The grants would support the costs of operating service and volunteer programs. Most significantly, the grants would require a oneto-one local match, but unlike most public matching grants, the match would go into an endowment. The endowment would be established for the grantee in the local community foundation. The endowment would be for the purpose of providing general operating support for the grantee in the future. The program would be a test of achieving sustainability for service and volunteer programs. Background: While not intended to directly support volunteer centers, this grants program would be a strong compliment to the MNA/CMF Romney Fund initiative. This effort would support the role of community foundations without adding another fund development responsibility. The agency/applicant itself would bear the burden of raising the match. 3) Develop a formal coordinating relationship with FIA county volunteer coordinators. The extent of this relationship should be negotiated with FIA, however the closer the relationship the better able MCSC will be to support community-based volunteer capacity-building. MCSC should also explore with FIA the possibility of reallocating some volunteer service program funding. Background: Dr. Miller has already indicated his willingness and interest in supporting a closer working relationship between FIA and MCSC. He has already designated a senior staff person to work with the MCSC staff. MCSC is planning, as part of the recent budget adjustment, to develop a volunteer and community resource guide specifically tailored for all FIA county volunteer coordinators. The guide will be disseminated after the first of the calendar year. �4) Clearly establish MCSC as the state's coordinating agency for volunteerism. MCSC should assist other state agencies in planning and implementing volunteer initiatives. MCSC should also assist in coordinating information sharing about volunteer initiatives among state agencies. Background: The Governor was favorably disposed to this during discussions for the New Partnerships meetings. Since then, MCSC has expanded the state agency listings in the Profiles in Service guide and established a relationship with the Emergency Management Services Department of the State Police. EMS will train a corps of AmeriCorps members selected from across the state to serve in a support capacity at disaster sites. This program will go into effect next year. MCSC should convene quarterly meetings of state agencies involved in volunteerism to facilitate communication and coordination of these activities across agencies and among the state's nonprofit/volunteer networks. 5) Establish a statewide student civic service awards program that would recognize youth who engage in substantial community service in Michigan. This Summit of Presidents of the United States and citizen leaders from around the country will be an historic call to action. It will consist of more than 1,000 citizens in teams from some 100 communities, and 500 representatives of partner organizations from the private, public, and non-profit sectors at the national and state levels. The 1,500 participants are being invited to Philadelphia to launch a strategy for citizen service and community leadership to "tum the tide" by the tum of the century on many of the challenges facing so many young people today. Organizations and institutions invited to the Summit will be asked to come with a tangible commitment to new action that will help create the conditions for the success of American youth . These conditions include but are not limited to : • • • • • Caring and supportive mentoring relationships in the life of every young person. Education that prepares the corning generation for productive employment, economic fulfillment and good citizenship. A healthy start in life and encouragement ofhealthy behavior. Safe and decent places to gather, learn, work, play and live. Inspiration and opportunities for everyone-- young and old --to give back to others through service and to contribute to the common good . Bold but reachable targets will be proposed at the Surrunit to offer a national vision of how these conditions can be advanced through expanded and more effective volunteer and citizen service. Young people will be key participants at the Summit, and youth will be recognized not as " problems" but as resources and talent to be tapped . In challenging society to better serve youth, an equally important challenge will be for youth themselves to serve. The Summit should be seen as the beginning of an on-going process through the year 2000. It will provide an organizing model both for the communities represented at the Summit and for many others who will find this model an impetus to new action. To advance such action, each of the community delegations will be expected to develop local initiatives launched at their own "summit" . In addition, State level participants will have a special responsibility to promote this process in other communities not represented at the National Summit. The Summit is not to be focused on legislation or government policy relating to the problems of children and youth. Instead, it aims to expand and strengthen the power of citizen service to solve these problems. The convening of a national summit with the President of the United States, former Presidents and the First Ladies, is without precedent. BACKGROUND: Briefly review the development and focus of the State Commission Coordinating Group (SCCG), goals of Ford grant and list of accomplishments over the past 18 months: Background: In February, 1995 the Ford Foundation funded the National Governor's Association (NGA) and Public/Private Ventures (PPV) to host a meeting in St. Louis as the final step in an initiative sponsored by the Ford Foundation to support and assess the development of State Commissions. At that meeting a number of Commission directors attending agreed that it would be useful to seek additional funding to create regular opportunities for Commissions to come together, independent of but in partnership with the Corporation for National Service, for purposes of organizational and network development. As a result, after consultation with other states, the Michigan Commission sent a concept paper to the Ford Foundation on behalf of more than twenty states which had indicated support at that time. The letter was followed by a meeting in May, 1995 with the directors of the Michigan and Vermont Commissions and the Ford Foundation at which time Ford indicated interest in receiving a proposal. Based on the expressed interest of Ford a meeting of the EDs was held in Washington, D.C. on September of 1995 tied to an all EDs meeting hosted by the CNS. An outcome of the meeting was the establishment of an ongoing coordinating group, the SCCG, comprised of volunteers from each commission cluster willing to commit time and resources to moving this process along. The SCCG has been and is open to any Ed interested. A proposal was developed, reviewed and approved by the SCCG and submitted to Ford in September that requested modest support to convene State Commissions for a series of independent meetings to address the following goals: o establish a self-supporting peer network; o develop policy recommendations that strengthen state-level infrastructure; and, o · assess merits and feasibility of establishing a formal national association or network of state service commissions. Since that time the SCCG has met by monthly conference calls and and has hosted three meetings (3/96 San Diego; 6/96 Wash. D.C. and 10/96 Wash. D.C.). Notices of meetings, conference I· �calls, meeting notes and materials are managed and coordinated by the Michigan Commission staff and made available to all EDs. A grant from the Ford Foundation was approved in June and has provided partial support to convene the SCCG in June and October and will provide funds to convene all EDs in the Spring of 1997. In addition the SCCG has worked closely with Aguirre and Assoc. in developing the agenda for the technical assistance conference planned for February 1997. Results: With leadership and support provide by the Michigan Commission, the SCCG has supported four meetings and monthly conference calls since April, 1995 to address concerns and support the development of Commissions. Results to date, on behalf of the State Commissions, include: o Developed and disseminated a State Commission peer resource matrix. o Produced white paper on technical assistance and worked with the CNS to redirect the focus and process of the State Commission TA contract to more appropriately and adequately meet the needs of State Commissions. o Established a working group of EDs to oversee and help direct the implementation of the TA contract with Aguirre. o Worked with CNS to implement a 2-stage FY96 application process for formula funding that would better meet the needs of states. o Received $98 ,000 grant from the Ford Foundation to convene State Commissions o Developed consensus on administrative and programmatic issues of concern to Commissions for consideration in reauthorization and regulations. o Established a collective voice to address administrative issues in partnership with the CNS. o Sought and received a favorable clarification from CNS on colocation of State Commission and State Office of the CNS. Aguirre has completed its initial phase of outreach and assessment of commission needs. Requests for TA to date have focused on strategic planning for commissions and staff training. Aguirre will solicit evaluations of their work on a quarterly basis and after major events through the use of surveys. EDs present gave strong endorsement and positive feedback for the direction and service provided by Aguirre to date. JoAnn shared copies of the most recent draft agenda for the all EDs T &TA conference planned for February 2-3, 1997 in New Orleans and solicited feedback. The draft will be mailed to all EDs for feedback before it is finalized. The agenda includes time set aside for the SCCG to facilitate a meeting with all EDs. Aguirre is in the final stages of developing a web page on the internet. This will give EDs more direct access to technical assistance information. They are also working on a number of peer papers including a monitoring guide, guide for peer exchanges and technical assistance, by-laws, and a guide for collaboration among programs based on work for W. Virginia. Recommendations and next steps: o It was suggested that agendas for meetings and trainings held in other states be made available to all EDs to provide ideas forT A in other states. A good use of the web page. o ED exchanges were deemed very helpful and encouraged. o T&TA Conference scheduled for February 2-3, 1997 o Peer papers in process �Section 2 of SCCG Summary Notes for 10/29-30/96 Monitoring Guide Discussion: Jo Ann Intili of Aguirre Assoc. presented a draft of a monitoring guide that she had developed in response to a request of the EDs at the June meeting. The purpose of the guide is to establish a common framework and standard by which state commissions approach monitoring that is based on a more consultative, qualitative approach to continuous improvement in addition to compliance monitoring. Concerns were raised about the number of working groups within CNS dealing with monitoring and a concern that these efforts are not being coordinated (Kenefeck & Walker Assoc., Waldman, Klein). EDs view Aguirre as being in a unique position to help coordinate this effort to build a more rational system of monitoring. EDs discussed the need for a continuum of monitoring activity. Concern that commission staff need skill development to conduct more consultative, qualitative monitoring. Who is to do what, with which, to whom? In conversation with Deb Jospin and Diana Algra in the afternoon session, CNS reaffirmed the developmental direction that CNS will monitor Commissions and Commissions will monitor programs. Recommendations and next steps: o Draft letter to CNS to discuss concerns, raise issues, and endorse the consultative approach included in the Aguirre monitoring guide by 1111 (Mehr/M. Smith). o Set up a meeting with appropriate CNS staff to discuss monitoring during the San Diego Renewal Conference scheduled for mid-November (Aguirre). o Aguirre redraft monitoring tool and place it in the context of a broader continuum of monitoring activity and circulate to EDs, and CNS working groups for feedback. o Develop standards and begin discussion with CNS to determine what it will take for CNS to "cettify" monitoring competence of commissions so that commissions can monitor without ens duplication or interference. o Develop training for commission staff (Aguirre). o Request aggregated program data back from the CNS. (??) �Section 3 of SCCG Summary Notes for 10/29-30/96 PPV Report on Study of State Commissions Discussion: Tom Smith and Kathryn Furano provided a brief report on the findings of their qualitative study of nine states, implementing AmeriCorps over 2112 years. The study, which will be released before the end of the year, looked at: 1) the role of states and state commissions; 2) programs and program participants; and , 3) federal /state relationships. Some findings included: o o o o o o o o o o o o Commissions were staff driven and Commission members largely served in ceremonial roles. They did not fulfill the more comprehensive role envisioned in the legislation. Tight timetable resulted in a more reactive process with little time for strategic planning on pa11 of Commissions. Commission staff kept the train moving and got the program up but the question was raised about the appropriate role of staff. Are they to be entrepreneurs, creators or administrators. What should be the balance? Programs reviewed were consistent with regulations and focused on the aims of AmeriCorps. Programs were diverse across program focus areas and participants were somewhat diverse. Monitoring is in place but inconsistent in terms of intensity and quality. Concern about more carefully defining what is service. Found that approximately one fourth of the programs were not substantially different from work programs. CNS drove process and pushed quality. Emphasis on AmeriCorps resulted in neglect of larger structural issues; neither state nor CNS integrated the streams of service. Formula/competitive process did not work as intended. CNS set out to be different in its approach in setting high stands rather than minimal standards but got overly involved in micro managing process at the state level. CNS aware of issues and responsive in trying to address them. Overall a successful start-up effort. EDs affirmed that the states are the appropriate locus of implementation for national and community service and there was discussion about the level of effort needed to catalyze commissions into more effective/expanded roles. More information will be forthcoming from the CNS and Points of Light Foundation] /t . �Section 7 of SCCG Summary Notes for 10/29-30/96 Administrative Issues and Corporation/Commission Relations ISSUE: CNS Board Meetings REQUEST: EDs would like to be notified of the meeting dates and receive minutes from the CNS Board meetings. RESPONSE: Deb Jospin agreed and said meeting dates are set through October 1997. Special meeting called for January 17-18 in Washington, D.C. to deal with reauthorization. March meeting in Kansas City. June Meeting in New York City in conjunction with the Points of Light annual meeting. CNS is still looking to fill five vacancies on the Board. EDs should send suggestions to Harris or Deb with brief background information. She particularly requests recommendations of young people and people of color. Board members serve five year terms. CNS will send EDs an updated list of CNS Board members. ISSUE: Monitoring REQUEST: EDs request that CNS reaffirm administrative plan in which the CNS monitors Commissions and the Commissions monitor programs. EDs want to develop criteria by which Commissions can demonstrate competency sufficient to be certified to conduct monitoring without duplication or interference from CNS. Concern that there are several task groups looking at monitoring and developing procedures that are not coordinated. Want to ensure we are building a rational system. Concerns were raised by a CNS document circulated at the conference. RESPONSE: CNS still has ultimate responsibility for monitoring of programs and reaffirms the administrative plan that Commissions have primary responsibility to monitor all programs. Program officers will be trained to monitor programs but when they go out on site visits their role would be to monitor and observe the commission staff monitor a program. Program officers are expected to work with EDs in scheduling those visits at appropriate times. CNS is in a transition to a more holistic approach to monitoring Commissions and the broader activities of Commissions. The Bruce Klein document circulated at the conference is a draft. Marilyn Smith and Kate Mehr will draft a letter by Nov 1 to outline concerns and recommendations of the EDs. EDs request that Aquirre set up a meeting to continue this dialogue at the CNS November renewal meetings in San Diego. ISSUE: Administrative funding level for Commissions REQUEST: Request a response to the EDs letter to Harris Wofford of October 25. RESPONSE: Harris is aware of the issue and very concerned. CNS is working on a response. It is expected very soon (within a week). P-· �Section 7 of SCCG Summary Notes continued ISSUE: Unified State Plan and President's Summit REQUEST: Clarify how serious a connection is intended between the USP and the Summit. RESPONSE: The Summit will call for a three-year follow-up strategy. It is hoped that the USP will acknowledge how that Summit is tied into the USP. ISSUE: 50% Match for Commission Administrative Funds REQUEST: EDs are concerned that this will be impossible for several commissions and that this be considered as an issue for reauthorization. EDs request that the CNS clarify criteria for waivers to the match requirement. Also, Eds request that CNS clarify whether the current distribution formula for administrative funds based on population is set by policy or the law. RESPONSE: CNS will consider the issue. The distribution formula is based on CNS policy not the law. ISSUE: CNS Support for State Legislation REQUEST: EDs request that when Harris Wofford is planning to visit the state the EDs be contacted to see how his visit might support initiatives at the state level. As an example, while it is helpful for him to discuss national service and reading levels publicly, it would also be helpful for him to meet with the speaker of the house or ways and means chairman to discuss state support for service and help open the door for the ED. RESPONSE: CNS will figure out how to better coordinate visits to the states. Recognize that there is no CNS liaison to handle this right now. ISSUE: DATA REQUEST: EDs request that the CNS feed back to the states aggregated annual accomplishment review data state-by-state for all CNS funded programs. RESPONSE: Will take the request back. MCSC staff recommends that the following program types be given priority consideration during the selection process. a. Program Focus Model - MCSC is seeking applications that focus activities within a single priority area. This single focus area may connect service sites across a community or across the state in a common cause. The benefit of this approach is in its ability to ensure that different partners from different sites share the same goals and objectives which makes measuring accomplishments more efficient and efficacious. In addition this type of program makes it easier to achieve significant impacts for service; create a strong sense of program identity (both with Michigan's AmeriCorps and locally); and be cost-effective- all ofwhich are critical elements. b. Compact Administrative Structure Model - The compact administrative structure model ensures that members, volunteers and staff serve in the same organization, sharing in the same program culture. This structure, which is a basic corps model, ensures that staff, members, and volunteers serve under the same supervisors, meet in weekly meetings, share the same 'home base' location, and participate together in member development and training activities. This model ensures program unity, thus enabling a program to provide multi-focused services. This model could be used in a single community or regionally. c. Full-time/Nonstipended Part-time Member Model- Programs involving a concentrated group of full-time members serving on a team with nonstipended education award only part-time members. MCSC encourages programs to utilize a 4 to 1 ratio (4 part-time members to every 1 full-time member.) d. Volunteer Generator Model - MCSC encourages programs to involve members in creating and managing strategies to involve citizen volunteers in helping meet community needs. Beyond leveraging additional volunteers, programs should collaborate with existing service efforts (including other national service programs such as Michigan CARES, Learn and Serve Programs, VISTA, Foster Grandparent, RSVP, and Senior Companions .) Collaborating with other service programs and the generation of additional volunteers is a way to significantly enhance program results. October 21 Earliest expected date for placement of new AmeriCorps*VIST As . �LESSONS IN EFFECTIVE PRACTICE FOR MICHIGAN'S AMERICORPS PROGRAMS (MCSC/12/4/96) While there is no magic formula for operating a high quality service program, and every program operates with uniquely conceived goals and design, MCSC has drawn some general lessons from observing successful national service programs in Michigan and across the country. • Select a strong program director. Few endeavors of any kind can succeed without strong leadership, and AmeriCorps only affirms this axiom. The program director should be able and willing to dedicate most if not all of her/his time to the program. S/he should be capable of handling volunteer management service project development, objective setting and assessment administration, budget development report writing, staff/member development and coalition building. • Set clear, measurable, and meaningful program impact objectives. This is one of the most critical elements in the success of any Michigan's AmeriCorps program . The basic questions that must be answered when setting objectives are: l) What qualitative difference will the service make?; 2) How will the community/recipient be better for the service provided?; 3) How will the program measure its achievement in meeting the objectives? • Establish the program with a cohesive and unified design. Critical in the success of a Michigan's AmeriCorps program is the sense of common purpose that is shared by everyone involved from members, to staff, to community partners. The unity of design can be achieved in either of two ways. First a single issue focus, such as housing, early childhood education, tutoring, etc., that may connect service sites across a community or across the state in a common cause . The benefit of this approach is in its ability to ensure that different partners, staff, and members from different sites share the same goals and objectives. This makes achieving and measuring accomplishments more efficient and efficacious. Second, a compact administrative structure that enables members, volunteers, and staff to serve in the same organization, sharing in the same program culture. This structure, which is more of a basic corps model, ensures that staff, members, and volunteers serve under the same supervisors, gather in weekly staff and member meetings, share th e same 'home base' location, and participate together in physical training, member training, and development activities. A compact administrative structure ensures program unity, which enables a program to provide multi-focused services. • Develop strong community partnerships in order to strengthen the community by increasing its capacity to involve volunteers in future community problem-solving efforts. For instance, plan a program that not only mentors at-risk youth, but builds a network of volunteer mentors who may carry-on after AmeriCorps moves on. • Collaborate with, and build upon community networks, including Volunteer Centers, other national service programs such as VISTA RSVP, Learn and Serve, and Foster Grandparents, as well as other community-based volunteer efforts. • Build the program around the assets as well as the needs of the community. •• �• SAMPLE IDEAS FOR INNOVATIVE COMBINATIONS OF NATIONAL SERVICE PROGRAMS (MCSC/12/4/96) Michigan's comprehensive National Service program application process enables communities to consider combinations of multiple programs (combining AmeriCorps, VISTA and Education Award Only programs) to provide community service, build community problem solving capacity, and generate and reward new volunteers. The Michigan Community Service Commission (MCSC) staff and the staff of the Michigan office of the Corporation for National Service (MCNS) will jointly review applications in order to ensure coordinated consideration of multi-program applications and determine the degree of collaboration in multi-program applications from the same communities. The sample ideas listed below are intended only to stimulate creative thinking about possible combinations. They do not reflect a program preference on the part of MCSC or MCNS. Single Issue Focus Samples EDUCATION A community nonprofit organization may place full-time AmeriCorps members in schools to serve as in-school tutors and mentors for at-risk youth and staff for after school youth programs. These programs may include a service-learning element. The school district may place VISTA members in these schools to organize the tutoring/mentoring projects and the after-school programs. A local university may place student volunteers (possibly supported through work study) as education award only AmeriCorps members in these schools to supplement the work of full-time AmeriCorps members and sustain the after-school programs into the future. PUBLIC SAFETY A team of VISTA members may serve to organize a neighborhood watch and conflict resolution training program for neighborhood teens. A community nonprofit organization may enroll a number of these neighborhood teens (17 yrs and older) in its education award only program to serve as volunteer resources and peer mentors. HUMAN NEEDS A statewide housing development program may place teams of AmeriCorps members in five communities to rebuild homes. The program may choose to use part-time education award only members to increase the pool of community housing volunteers and build a trained and sustainable base of these volunteers. ENVIRONMENT A nonprofit organization may develop a traveling team of AmeriCorps members to rebuild or build neighborhood parks and playgrounds. The organization may place VISTA members in these neighborhoods as advance project organizers, resources developers, and organizers of follow up community led maintenance efforts. Compact Administrative Structure Sample VISTA members may be placed in a range of community agencies that host small teams of AmeriCorps members from a local service corps program to provide direct service. Background "Clean Air: Implications For The States" The 1990 amendments to the Clean Air Act have required states, industries and citizens to take actions necessary to attain national ambient air quality standards. Areas not in attainment are required to implement various emission control measures designed to bring the areas into attainment with the national standards. If certain deadlines are not met, states face the threat of federal sanctions which can include withholding of federal highway funds . Since enactment, states have faced a host of implementation problems and have requested the EPA and Congress to address specific problem areas. Only a few ofthese issues have been addressed through administrative or legislative changes. The major issue of concern of the day is the pending release of EPA's proposed revisions ofthe National Ambient Air Quality Standards for ozone and particulate matter. EPA will release the new standards on Friday, November 29, 1996 in the form o(proposed nt!emaking. The effects ofthese changes could result in many areas ofthe country being thrust back into non-attainment status. �"Education Reform : Republican Governors Leading the Way" Not Washington, but the states, have been leading the nation in education reform. More parental involvement, higher standards, greater discipline, increased autonomy for teachers, more choice for all students and their families -- these are the keys to improving our public schools and making them the best in the world . Governors have long understood that. They have led the growing charter school movement, which is injecting competition into the nation' s public schools. " Community Service" At the heart of the philosophy ofthe Republican party is the belief that communities and individuals harbor the answers to many of our society' s most pressing problems- thus described so ably by President George Bush in his 1989 presidential inaugural address as a "thousand points of light. " During this session, Governors will be encouraged to participate in "The Citizen Service Summit" sponsored by the Points of Light Foundation and the Corporation for National Service in April, 1997. The 1997 Citizen Service Summit will gather individuals from across the country engaged in programs that promote the ethic of community service. NAME & LOCATION The name ofthe Commission is: "Michigan Community Service Commission". The Commission was created and placed within the State of Michigan Department of Labor by Executive Order #1991-25, and recently transferred to the Michigan Jobs Commission by Executive Order 1993-24, and established in Law in June 1994 (Act No. 219 of the Public Acts of 1994) J-2. MISSION The mission of the MCSC is t:o encourage community setYice/volunteerism as a means of community/state problem solving and t:o promots and support voluntary involvement in government and privata programs throughout the state.The Michigan Community Service Commission is dedicated to enabling all citizens, including youth, to engage in community problem solving through service and volunteerism. 2-3. FUNCTIO NS The Commission shall do all of the following: 1 . Ensure that its funding decisions meet all federal and state statutory requirements. 2. Recommend innovative statewide service programs to increase volunteer participation in all age groups and community-based problem solving by diverse participants. 3. Develop and implement a centralized system for obtaining information and technical support concerning volunteerism and community service recruitment, projects, training methods, materials, and activities throughout Michigan. The Commission shall provide the information and technical support upon request. 4. Promote interagency collaboration to maximize resources and develop a model of such collaboration on the state level. 5. Provide public recognition and support of volunteer efforts that address community needs by individuals, by private sector organizations and businesses, and by partnerships between the public and private sectors. 6 . Stimulate increased community awareness of the effects of volunteer services in Michigan. 2 �.• 7. Utilize local, state, and federal resources to initiate, strengthen, and expand quality service programs. 8. Serve as Michigan s representative to national and state organizations that support the Commission s mission. 9. Prepare for Michigan a national three-year service plan that is developed through an open and public process and that follows state and federal guidelines. 10. Prepare Michigan s financial assistance applications under the National and Community Service Trust Act. 11. Assist in the preparation of the department of education s application for financial assistance under the National and Community Service Trust Act. 12. Make technical assistance available to national service programs and program applicants. 13. Develop a state system for recruitment and placement of national service participants. 14. Disseminate information about national service programs. 15. Establish policies and procedures for the use offederal funds received under the national service laws. 16. Coordinate its functions, including recruitment, public awareness, and training activities with any division of the Corporation for National Service. 17. Make recommendations to the Corporation for National Service with respect to priorities for programs receiving assistance under the domestic volunteer service act of 1973. 6. MEMBERSHIP 1 . The Governor shall appoint a 25 member eommissioa. Term of appoiatmeat shall be 3 years, exeept that of those members iaitially appointed.The Commission shall consist of 25 members appointed by the governor. 2. Not more than six of the commission members shall be officers or employees of the state of Michigan. The Governor may appoint additional officers or employees of the state of Michigan as nonvoting, ex officio members of the Commission. 3 . Members of the Commission shall serve for staggered 3-year terms expiring on October 1 or when a successor is appointed, whichever is later. 4 . Not more than 50% of the voting members of the Commission, plus one additional member, shall be from the same political party. 5. Any vacancy among the members of the Commission shall be filled by the Governor for the balance of the unexpired term. Absence by a Commission member from either 2 consecutive meetings or any 4 out of twelve meetings shall constitute an executed resignation from the Commission by that member subject by review of the Executive Committee. 3 �6. The ChairpersoR shall be appoiRted by ilie Governor aRd voted OR by the CommissioR. The voting members of the Commission shall elect one of the voting members to serve as chairperson of the Commission. The Commission may elect other officers from among the members of the Commission. 7. Members of the Commission shall serve without compensation. However, members of the Commission may be reimbursed for their actual and necessary expenses incurred in the performance of their official duties as members of the Commission. 8. A member of the Commission shall not have any persona/liability for any claim arising out of or resulting from any act or omission by the member within the scope of the members service on the Commission. 7. COMMISSION STAFF 1. The Commission shall have staff necessary for the Commission to perform its functions. The Executive Director of the Commission shall report directly to the Governor and to the Commission for the purpose of giving advice and making recommendations on programs and laws related to volunteerism and community service. 3 . The executive committee of the Commission will conduct an annual performance appraisal of the executive director. 8. DUTIES OF OFFICERS 1 . The Commission Chairperson shall preside at all meetings of the Commission. 2. The Commission Chairperson shall delegate such duties and responsibilities to the ViceChairperson as the Chairperson deems necessary to carry out the function of the Commission. 3 . The Commission Vice-Chairperson shall, in the absence of the Commission Chairperson, perform the duties of the Commission Chairperson. 9. EXECUTIVE COMMITTEE 1. The Chairperson, in consultation with the Vice-Chairperson, shall appoint 5 members of the Commission to serve on the Executive Committee. 2. The Executive Committee shall consist of the Chairperson, and Vice-Chairperson of the Commission and five (5) Commission members appointed by the Chairperson. 3 . The full CommissioR will meet as Reeded to carry out its mandate •.v:ith a minimum of 4 meetings per year. The Commission shall meet quarterly. However, the commission shall meet more frequently at the call of the chairperson or if requested by five or more members. 2. A CommissioR meetiRg is iR sessioR wheR at least a quorum of the membership is assembled for that purpose. A quorum shall be a simple majority of the CommissioR serviRg. A majority of the members of the commission constitutes a quorum for the transaction of business at a meeting of the Commission. A majority of the members present and serving are required for official action of the Commission. 3 . A voting member of the Commission must be, and must appear to be, impartial in the administration and oversight of Commission programs. A voting member of the Commission may not participate in a decision regarding a program if both of the following apply: (a) a grant application related to the program or entity is pending before the Commission; and (b) the application was submitted by a program or entity of which the voting member is, or in the oneyear period before the submission of such application was, an officer, trustee, full-time volunteer, or employee. 4. If the number of voting members of the Commission is insufficient to establish a quorum for the purpose of administering the national service grant program, the voting members excluded from participation by paragraph (3) may be selected to participate in the administration in the grant program through a random selection process. 5. Voting members of the Commission shall not, under any circumstances, assist an organization in the preparation of a program grant application to the Commission, except to take part in standard Commission technical assistance that is equally available to all potential applicants. 6.
