The recommendations are based on identifying those project directors whose programs exemplify the broad and flexible nature of the various Senior Corps resources in their communities and whose vision and imagination take their programs way beyond the basics . I selected Rose and Tami based on their broad experience with many of the national service programs and initiatives and because they can talk the lingo of VIG, America's Promise, AmeriCorps* and Volunteer Center, etc. Essie I recommend because of her initiative and responsiveness to a wide range of community issues and organizations and both she and Tami can speak authoritatively on local homeland security activities. All three together will make a strong statement. I suggested the parameters of the topic and pointed out ways in which their programs and their own professional attitudes make them qualified for this task. I suggested that 5-7 minutes each or probably a total of 15-20 minutes would be the max and I recommended that AV and handouts be avoided in favor of eye contact and substantive examples. I also suggested that you and/or I could outline some "talking points" for the presentation as a whole and I suggest to at least two of them that they might get together by phone to align themselves for the best presentation. Michigan's AmeriCorps AmeriCorps programs are similar to a domestic Peace Corps. Community organizations host a minimum of 10 individuals, called members, to implement programs that strengthen our communities. Members are ages 17 and older and commit at least one year to AmeriCorps. In return for this year of service, members receive a modest living stipend and an education award. They can serve in a full- or part-time capacity. • The MCSC currently provides $6.3 million in funding to 24 AmeriCorps programs in Michigan. • There are 684 members serving in Michigan's AmeriCorps programs this year. • Last year, each full-time AmeriCorps member funded by the MCSC recruited an average of 41 volunteers. Learn and Serve- Michigan Service-learning is a way of teaching that connect learning with meaningful service to the community. Learn and Serve- Michigan is a grant program that supports service-learning in schools and nonprofit organizations. Through service-learning, young people take what they learn and put it into action in the community. • The MCSC currently provides $725,000 to 36 school-based programs and $160,000 to 11 community-based programs. • The school-based programs are focused on having service-learning become a districtwide teaching method. As a result, service-learning would be integrated into a school's core curriculum. t year, Learn and Serve- Michigan programs involved more than 33,000 youth and ! achers in service-learning activities. �Michigan Volunteer Investment Grants Michigan Volunteer Investment Grants (VIG) fund volunteer resource centers throughout our state. VIG enables volunteer resource centers to build endowment funds to support local volunteer activities. • The MCSC currently provides $860,000 to 17 volunteer resource centers. Grants range from $25,000 to $100,000 a year. • VIG funds require a $1 to $1 match. During the past nine years this annual event has grown into Michigan's premiere volunteer recognition event. Awards were given out in ten categories the first year and in 2002 awards were given in 14 categories. These categories represent the diverse nature of volunteer service in our state. Awards have been given to adults, youth, seniors, nonprofit organizations, educators, businesses, and national service programs. Each year a reception and dinner was held to honor the awardees. The first dinner in 1994 had approximately 100 attendees and the Ninth Annual Governor's Service Awards in 2002 had nearly 800 participants. For the past 6 years, GSA has been held in conjunction with Michigan's largest conference for nonprofit organizations- the Volunteerism SuperConference or Grantmakers/Grantseekers, which are held in alternate years. Each year, between 200 and 300 GSA nominations were received. Teams of volunteer peer reviewers worked to identify an award recipient and four additional finalists in each category. The winners were announced "Academy Awards-Style" at the GSA dinner. Since its inception, Ameritech has sponsored the Governor's Service Awards. Most recently . their contribution was $15,000. Blue Cross Blue Shield ofMichigan has also sponsored GSA. Their annual contribution has been as high as $2,500, but more recently remained at $1,000. Recommendations for 2003 With the desire to provide ongoing volunteer recognition coupled with current budget constraints, we are recommending a change in the format of the Governor's Service Awards. We propose that an individual, organization, or business be awarded a GSA monthly. This would result in volunteer recognition staying in the forefront of people's minds year round and address the budget concerns we are beginning to have around this event. The direct cost ofhosting GSA is approximately $35,000 annually. As noted above, last year Ameritech's sponsorship was $15,000 and Blue Cross Blue Shield ofMichigan's was $1,000. The MCSC budget (the State of Michigan's General Fund) covers the remaining GSA expenses. Unfortunately, Ameritech has indicated that they will most likely be unable to sponsor the 2003 event. This, coupled with the State ofMichigan budget situation, leaves us with budgetary concerns for hosting the GSA in 2003 in its current format. �How the new format would work The Nomination Process - Nominations forms would be available to the general public via mail as they have in the past. In addition, the nomination form would be available on the MCSC web site. Colleagues, family, and friends would nominate individuals and organizations as they have in the past. The MCSC Commissioners would also identify individuals and organizations that demonstrate high quality volunteer service and solicit nominations. There would not be different categories, but the peer reviewers (see decision-making process below) would ensure that a diverse group of award recipients were identified throughout the year. The Governor George Romney Lifetime Achievement Award would continue to honor an individual for their lifelong service. This award would be given at the Grantrnakers/ Grantseekers conference or Volunteerism SuperConference. The Russell G. Mawby Award, presented by the Council of Michigan Foundations and Michigan Nonprofit Association, would also be presented at that time. The Decision-Making Process - As in the past, a volunteer peer review panel would review and rank the nominations and select the winners. The Award Presentations- The new process would be unveiled and the first award given at the Grantmakers/Grantseekers Conference in May 2003. Then one award recipient would be announced each month for the remainder of the year. A proclamation from the Governor and a plaque/award would be presented locally. A media release would be distributed. Ideally, the Governor and MCSC Commissioners from the geographic area of the winner would make the presentation at a "press conference" or at a local event such as a Rotary luncheon, school board meeting, etc. An article on the recipient would be posted on the MCSC web site. Engaging Governor-Elect Granholm As volunteer service and recognition becomes a focus for the Granholm administration, the new format has several advantages. • It provides ongoing positive media coverage for the Governor beginning in May 2003 . • It provides ample time for the new administration to become familiar with the Governor' s Service Awards. • It provides opportunities for MCSC Commissioners and staff to receive input regarding the Governor's expectations around volunteer recognition. • It is cost effective. • It provides an opportunity for an event similar to previous GSA ceremonies. � Dublin Core The Dublin Core metadata element set is common to all Omeka records, including items, files, and collections. Following are responses to the most frequently asked questions we are hearing. Because we have a diverse audience, the questions are separated based on the type of AmeriCorps program affected. We will update this document periodically as we get additional infonnation and as new questions arise. General 1. Where can I find a written explanation of the pause on enrolling members? The written statements of Chief Executive Officer Leslie Lenkowsky and Director of AmeriCorps Rosie K. Mauk regarding the continued pause in AmeriCorps enrollments are located on our web site at www.americoms.org/resources/enrollment/faq.htm. 2. How long will the pause last? We wish that we could provide you with more certainty about the duration of the pause. We are working with Congress and the Office of Management and Budget to identify steps we can take so we can continue to enroll AmeriCorps members. We will keep you infonned of our progress and will provide additional details as they become available. 3. How will requests for exceptions be addressed? While we indicated that we would consider requests for exceptions in cases of extreme hardship, at this point, we are still reviewing our financial situation and are unable to make any decisions on requests for exceptions. Requests for exceptions should come to the Corporation through state offices, state commissions, and direct grantees of the Corporation by sending an email to programofficer@cns.gov. We will begin responding to requests we have already received by Monday, December 9, 2002. 4. Should programs stop recruiting new members during the enrollment pause? Programs may continue to recruit new members but should clearly communicate to candidates that their enrollment is ultimately dependent on approval from the Corporation to enroll new members and that their start dates may be delayed pending such approval. Programs should also carefully monitor their listing on the web recruitment system for the duration of the pause, making date adjustments as necessary. 5. Will potential applicants still be able to apply through the online AmeriCorps Recruitment System? Yes, potential applicants are able to view program listings and apply to those programs that are currently recruiting. We suggest that programs respond to applicants with an initial message such as : "Thank you for your application for AmeriCorps service. Although we are not placing members at this time, we are actively reviewing and processing applications for our programs . We will contact you regarding your application status. Again, thank you for your interest in AmeriCorps and in serving your community and country." Programs should explain to candidates whom they would like to select as AmeriCorps members that their enrollment is ultimately dependent on approval from the Corporation to enroll new members and that their start dates may be delayed pending such approval. 6. May programs bring on potential members as volunteers during the pause? Programs may bring on volunteers at any time, but may not support those volunteers with Corporation funds. Volunteer hours may not be counted retroactively toward a member's term of service once the pause is lifted. 7. May programs hire potential members as temporary staff during the pause? If a program hires a potential member as temporary staff during the pause, it must ensure that he or she does not perfonn the same activities as AmeriCorps members. Corporation funds may not be used to support such temporary staff. AmeriCorps*State and National (including Education Awards Program, AmeriCorps Promise Fellows, Tribes and Territories) NOTE: Local AmeriCorps programs should contact their state commission or parent organization if they have additional questions. Direct grantees of the Corporation may contact their program officer or send an email to programofficer@cns.gov. 8. Will a member who signed a member contract by November 15 but who has not been entered in WBRS still be permitted to serve? If the program has a copy of the member contract, signed by November 15, and the member was not entered in WBRS but was reported to the Corporation by November 22 on an Enrollment Sununary Form, the member may serve. However, if the member was not entered in WBRS and was not reported to the Corporation by November 22, the member may NOT serve unless the Corporation approves an exception to enroll the member. Please see our response to Question 3 above regarding exceptions. 9. Will programs be able to access WBRS during the enrollment pause? Programs will be able to access WBRS to monitor and update existing member records (entered prior to 11/22/02) and to continue to generate and approve progress and financial reports. However, during the continued enrollment pause, programs will NOT be able to perform the following functions in WBRS: Last updated December 5, 2002 21 �j .'<yle Caldwell- FAQ 2 12[1].5.022.doc Page 3 j 1) approve new member information profiles and enrollments 2) approve Change of Status forms 3) submit requests for over-enrollment 4) submit requests for Member Slot Conversions 5) submit requests for Member Slot Corrections In summary, the Member Enrollment and Change of Status fonns, along with the Slot Conversion/Correction request button, will be de-activated during the continued pause on enrollments. 10. Can programs enter new enrollments in WBRS if they have submitted an Enrollment Summary Form reporting the number of members who have signed contracts by November 15th? The Corporation will contact those state commissions, parent organizations, and other grantees that submitted an Enrollment Summary Form to us by the November 22 due date to assist in accessing WBRS to enter these enrollments. If your Enrollment Summary Form was submitted after November 22, this will be handled as an exception (see Question 3). 11. Should programs postpone trainings or orientations being planned for January? This will depend on a number of factors specific to the program, such as the nature of the training and whether the members are already enrolled. Events planned for members who have already been enrolled or for program staff should continue. So, for example, a mid-year training of members who have been serving since September should not be postponed. However, because we cannot predict the duration of the pause at this time, programs should postpone events for members who are not yet enrolled. For instance, a program with a January start date that is planning a member orientation for the third week of January should postpone the event for the time being. If you have specific situations that you would like to discuss, please contact your state commission, parent organization or, if you are a direct grantee of the Corporation, your Corporation program officer. 12. May a program enroll a third-term member during the pause? An individual may receive an education award only for a first and second term. Anyone serving in a third term is ineligible for an education award. Therefore, a third-term member does not require funds from the Trust. If the member is otherwise eligible to serve based on the limits on the number of terms pennitted in particular AmeriCorps programs (see pages 117-119 of the 2002-2003 AmeriCorps Program Director's Handbook), then the program may enroll a third-term member during the pause. To enter such a member into WBRS, send a request to your Corporation program officer or programofficer@cns.gov. 13. May a member serve and receive a living allowance if the member agrees to forego the education award? Last updated December 5, 2002 �1· Kyle Caldwell- FAQ 2 12[1].5.022 .doc Page Unless the member is serving a third term that complies with the maximwn tenns of service described on pages 117-119 of the 2002-2003 AmeriCorps Program Director's Handbook, a program may not use grant funds to support an individual who has not enrolled in an approved national service position. An approved national service position is one for which the member is eligible to receive an education award upon completion of service. While you may allow an individual to volunteer with your program, he or she would not be considered a member and would not accrue service hours toward a term of service during the pause. 14. If a currently enrolled member leaves a program without receiving an education award, may the program refill that position during the pause? Unless the new member is serving in a third term as described in Question 12 above, programs may not replace a member who leaves without an education award during the pause. Our forecast of funds required in the Trust anticipates a certain level of attrition, so replacing members is not possible until the enrollment pause is lifted. 15. May programs request slot corrections, conversions, or approval to overenrollmembers during the pause? No. The Corporation will not be approving requests for slot conections, conversions, or overenrollment. Also, programs may not make slot conversions that were previously permitted without Corporation approval (i.e., conversions of unfilled positions that did not exceed the greater of20% of the full-time equivalent [FTE] positions in the awarded to the program or a total 10 FTEs). 16. What should a program do if it cannot accomplish its program objectives because of the pause? If a program detennines that the enrollment pause will have a significant impact on its ability to accomplish its approved program objectives, the program should contact its state corrunission, parent organization or, if it is a direct grantee of the Corporation, its Corporation program officer to discuss modifying the objectives as provided in clause 15 of the 2002 AmeriCorps grant provisions. 17. Because the Corporation considers a program's enrollment rate in making future funding decisions, will the effects of the pause be taken into consideration? We understand that the timing and duration of the pause may significantly impact a program's ability to enroll members this program year. When a program submits its application for funding in 2003, it should explain how the pause affected its ability to enroll members, and the Corporation will take this infonnation into consideration during the review process. 18. In preparation for the 2003 grant cycle, we are already reaching out to new program applicants and beginning our grant processes. The pause on enrollments relates to the funding available in the National Service Trust for education awards. You may continue your outreach and grant processes for 2003-04 as planned. 19. Will the Corporation issue grants to programs that have received notification of approval but have not yet received award letters? We have reviewed current enrollments and available funds in the Trust. Based on that review, we have determined that until the Trust receives more funds, the Corporation may not issue any new grant awards. 20. Will a program's operating and administrative grant funds be affected by the continued pause in enrollments? The Corporation will not take any inunediate actions to reduce a program's operating or administrative grant funds. However, if the enrollment pause is prolonged, we will need toreexamine the extent of the pause's impact on enrollment for individual programs and adjust program grant funds if necessary. 21. If a program begins operating before receiving its grant award from the Corporation, will the Corporation approve pre-award costs? Any costs incurred by a program prior to receiving a grant award letter from the Corporation are incurred solely at the program's risk. The Corporation cannot ensure that pre-award costs will be pennitted if the award is eventually issued. We strongly discourage programs from incurring such costs in anticipation of receiving an award. 22. Will programs be able to receive an extension to their grant award if they have to postpone enrolling members? Consistent with established procedures, programs may receive a no-cost extension in the third and final year of the grant in order to cover costs related to members completing their terms of service. 23. Ifprograms lose matching dollars during the pause, can the match requirements be waived? Requests for a waiver of match will be considered by the Corporation on a case-by-case basis according to statutory requirements. State commissions and direct Corporation grantees should send these requests to their Corporation grants officer. General Responsibilities The Michigan Community Service Commission (MCSC) Commissioners are active participants in decision making around MCSC policies. Commissioners bring a wide variety of expertise and influence to the Commission. They support and advocate for national service, service-learning, and volunteerism on behalf of the MCSC. Commissioners support and communicate the organization's mission: The MCSC funds and supports programs that encourage all Michigan residents to volunteer. Commissioners seek to bring together individuals, agencies, and organizations to help meet the Commission's goals of: • • • • • • • • • D. Securing and granting funds Selecting and training high-quality grantees Overseeing and monitoring grantee results Recognizing the success and effectiveness of volunteer programs and activities Developing and sharing resources Conducting research and evaluation Creating networks among volunteer organizations Sharing the results of our investments Serving as a bridge between the public and nonprofit sectors Commissioner Expectations Each MCSC Commissioner will: A. Annually attend the MCSC's four quarterly meetings, including one Commissioner retreat. B. Participate in at least one MCSC sponsored special event annually. C. Make two contacts annually with the state legislature, on behalf of the MCSC. D. Participate in one or more of the MCSC Standing Committees. Revised December 4, 2002 �III. MCSC Standing Committees Executive Committee The Executive Committee consists of the MCSC chair, vice chair and five other MCSC Commissioners. The chair, in consultation with the vice chair, determines the five appointees. The role of the Executive Committee is to: A. Assist the chair, as necessary, in carrying out the mission and function of the MCSC. B. Coordinate all funding and resource development activities of the MCSC. Board Development Committee The chair in consultation with the Executive Committee determines the members of the Board Development Committee. The committee chair delivers a committee report at each quarterly Commission meeting. Each member of the Board Development Committee will: A. Recruit additional commissioners on an annual or as needed basis. B. Oversee and conduct annual performance reviews for each commission member. C. Coordinate MCSC committee assignments for current and new commission members. D. Participate in interviews for prospective commission members. (The Governor appoints commission members.) E. Attend the regularly scheduled committee meetings. (Meetings are held at least two times per year.) Current Crisis: The Corporation for National Service has told programs to cease enrolling AmeriCorps members effective immediately and for the foreseeable future. The National and Community Service Trust Act of 1993 provided that for each AmeriCorps member enrolled an amount equal to an educational award had to be deposited in the National Service Trust. The Corporation has recently determined that there are not sufficient funds in the Trust to cover the enrollment of new members. There are obvious legislative solutions to the crisis: put more money into the Trust or repeal the requirement that a deposit into the Trust must be made for each new member. The Congress is not in session and will not get to the Appropriations bill until the end of January leaving the Corporation in this position for at least the next seven weeks. The Corporation, working with the Office of Management and Budget (OMB) is exploring non-legislative alternatives but that is, as of yet, no agreement on how to resolve the problem. Implications: As rumors spread that the new Congress will freeze funding for national service programs at the fiscal year 2002 level, this situation will affect Learn and Serve in at least two ways. First, it will require the Congress to appropriate funds for the Trust that it had not anticipated. There is a danger that the Appropriators will fund the Trust at the expense of programs engendering a cut of significant proportions in national service programs. Second, the freeze on recruitment will inevitably upset the future planning of programs and may affect their recruitment of AmeriCorps members who would serve as Service Learning Coordinators. Background: The obvious question is how did this situation arise. One thing is certain: there will be several answers to this as the Corporation struggles to avoid embarrassment and criticism. �Funds in the Trust built up over the years as AmeriCorps members dropped out, chose to defer accessing their education awards or decided not to use them at all. Based on information provided to it by the Corporation that the Trust was "over funded", the Congress periodically chose not to put additional funds in the Trust. In fiscal year 2001, for example, the Congress rescinded some $30 million from the Trust and in fiscal year 2002 it appropriated zero new dollars to the Trust. Simultaneously, it appears that AmeriCorps programs were recruiting members at a furious pace. It now seems as though there were about 60,000 members recruited in 2001 (instead of 50,000) and that programs were on a pace to exceed targets in 2002, as well. How this could happen has not been satisfactorily explained. �AMERICORPS NATiONAL& COMMUNITY SERVICEr:tU: December 2, 2002 Statement from Leslie Lenkowsky, CEO of the Corporation for National and Community Service Two weeks ago, we instituted a pause in AmeriCorps enrollments as we worked to determine present enrollment figures and the availability of funds in the National Service Trust to support additional members. I thank you for responding to that enrollment pause-and the request to promptly enter new members into WBRS-with such poise and professionalism. Your good efforts have aided our work tremendously. We now have a very good grasp of present enrollment, and I am pleased to report that you have been doing a remarkable job in helping Americans to answer the President's call to service. Right now, there are close to 50,000 Americans of all ages and backgrounds serving in AmeriCorps. We believe that this 2002 program year has been the fastest to fill in the history of the AmeriCorps program. It is a sign of the program's strength, and of the public's growing interest in service. Fifty thousand members, of course, represents our target enrollment for the 2002 program cycle, and is the maximum number of members we can enroll at this time. We do look forward to enrolling more members going forward, but until new funds are available in the National Service Trust to support further enrollments, we will need to continue the pause put in place last month. We are currently working with Members of Congress and the Office of Management and Budget to examine ways to find additional resources for the specific purpose of meeting the total number of AmeriCorps members already authorized through grant awards. Promises made are promises we intend to keep. We will update you regularly on our progress and will contact you at the earliest possible moment when continued enrollment is able to proceed. Again, I thank you for your professionalism and patience as we work to address this challenge, while still working on our shared goal of building a culture of citizenship, service, and responsibility and helping Americans to serve their communities and their country. As I said last week, your success in meeting these goals has created new challenges for us, challenges I am now even more confident we will meet. �Statement of Rosie Mauk, Director of AmeriCorps As was true two weeks ago, I know you have a number of individual questions. We felt this call was not the best place to take those questions, but we do want to answer them. So I encourage you to contact your program officer, or even better to email your questions to our special email address, programofficer@cns.gov. Each of your questions will receive an answer within 24 hours. · As Les said, at this point enrollment is suspended until further notice, and we have very little ability to entertain exceptions at this time. In cases of extreme hardship, however, we will be happy to discuss individual circumstances. We will continue to work with you to make sure our records are accurate, and you will receive another addendum to your letter of grant within a day or two laying out the details of this pause. I do wish that we could give you some certainty about when we can resume enrollment, but as Les indicated, we are working hard to find solutions. As we do that, I can only ask for your continued patience and forbearance as we work with the appropriate parties to put the necessary funds in place. And of course, our commitment is to be in regular contact to update you on our progress. Most importantly, I want to thank you for your efforts over the past two weeks in helping us to assess where we stand in terms of present enrollment. Your cooperation and prompt response to our requests have been invaluable. We know these circumstances are unusual, but you have risen to the occasion with the utmost of professionalism. Knowing that we can continue to count on that same professionalism and cooperation in the future, while we pursue ways to resume enrollment, is a tremendous asset as we all work for a better future for AmeriCorps. The Retreat Planning Committee has put together a rather ambitious agenda as you will see and our guests will help set the stage for a series of stimulating conversations. The program will be a little different this year. Lunch will be served at 11:30 a.m. and the meeting of the Michigan Community Service Commission (MCSC) will begin at 12:00 p.m. as usual. Standing committee reports and staff approvals will be addressed as the first agenda items. The meeting will then recess, to begin the retreat. The next day, after our retreat work is completed, the MCSC meeting will be reconvened to take up any recommendations resulting from our retreat work. The retreat agenda is a little different from past ones as well. It will open with briefings from experts from around the state and around the country on important issues affecting the MCSC including reauthorization of the Corporation for National and Community Service, appropriations for National Service, Michigan Citizen Corps, the state budget and the ConnectMichigan Alliance. The next day we will reconvene in working groups to discuss the various issues and functions related to the MCSC (AmeriCorps, Learn & Serve, Volunteer Investment Grants, Michigan Citizen Corps, and Senior Corps). Commissioners will choose to participate in one of these working groups and will discuss future challenges and strategies related to each area. The staffhas developed briefing papers on the areas that the MCSC currently supports (AmeriCorps, Learn & Serve, and Volunteer Investment Grants) and some commissioners have agreed to serve as peer facilitators for the committees. Staff members will be available to work with each group should they be needed. �I After the working groups have completed their work, the MCSC meeting will be reconvened to take action on any items that have resulted. The grants are used to establish local endowment funds that will support local community volunteer activities in perpetuity. Michigan's Volunteer Investment Grants meet three goals: 1. The grants support and increase volunteerism and community service initiatives in local communities. 2. The grants leverage local funds for permanent agency endowments housed within a community foundation that will help sustain the activities of a community volunteer resource center. 3. The grants encourage, facilitate, and enhance community partnerships that support volunteerism. How the Grants are Awarded Michigan's VIG are available to community partnerships of nonprofit organizations in Michigan. The partnerships must designate a community volunteer agency and community foundation. The designated volunteer agency must not duplicate the services provided by an existing organization, but may serve to combine services provided by existing organizations. Michigan's VIG are awarded annually on a competitive basis. Applicants may request grants from $25,000 to $100,000. A minimum $1 to $1 match is mandatory. Match funds must be deposited in the local endowment fund at the local community foundation. Grant funds may be used to cover organizational operating expenses. History The Michigan's VIG program began in 1998 with a $1 million state appropriation. There was a $2 to $1 match requirement in the initial year. Grantees were eligible to apply to the Romney Fund at the Michigan Nonprofit Association for up to $25,000. Therefore, in most cases, grantees locally raised $1 that leveraged $1 from the Romney Fund and an additional $1 from VIG. The Romney Fund was a one-time opportunity and many of the grantees expressed their concern that they would not be able to meet the $2 to $1 match without the Romney Fund. In Year 2, the MCSC modified the match requirement and instituted a gradual match increase. Grantees were required to provide a $1 for $1 match in the first year, a $1.50 to $1 match in the second year, and a $2 for $1 match in the third year. As the match levels increased the grant sizes and number of applicants decreased. (See the attached Funding Chart.) In 1999, the MCSC contracted with Mark Wilson of the Michigan State University Public Policy Institute to conduct a study of the Michigan's VIG program. The purpose of the study was to examine the impact of the Michigan' s VIG program at the local level and determine the best matching funds strategy. (See the attached Executive Summary of the Michigan's VIG Study.) One of the primary recommendations from the study was the re-examination of the match �requirement. Many of the existing grantees expressed their concern about their ability to provide a $2 to $1 match. Starting in Year 5 (FY 2002), the match requirement was reduced to $1 to $1 as recommended by the study. In the past, newly developing centers have not been successful developing a new center and simultaneously fundraising to create an endowment fund. Should centers be required to be operational for a minimum amount of time (All national service programs have to be a 501 c3 for at least two years)? • Level of Support and Technical Assistance to Grantees Should a portion of the VIG allocation be set aside for this? • Should there be a cap on the amount offunds a grantee can receive over time ? How large do we want the local endowments to be? Grantees have not historically had long-term goals for the endowment funds. How do we help them develop long-term fund development goals and strategies? • Some volunteer centers have not applied. Given the state fiscal situation it was important for us to attempt to re-grant the funds to current grantees or possibly lose those funds in the future. We offered the current grantees the opportunity to request additional funds as long as the total amount requested did not exceed the annual cap of $100,000. The MCSC received six requests in the amount of$147,635. All six requests were reviewed to ensure the grantees had raised at least 50% of their original match. All grantees had raised at least 50% and five of the six grantees had already raised 100%. In addition the MCSC reviewed their plans to raise the match funds for the additional funds requested. Welcome and Introduction - Chairperson Maw by The meeting was called to order at 12:33 p.m. by Chairperson Mawby. Chairperson Maw by gave a brief explanation of his recent health issues. Chairperson Mawby welcomed everyone to the meeting and asked everyone to introduce themselves and give a brief description of their position and organization. II. Review and Approval of February 12, 2002 Minutes- Chairperson Mawby Chairperson Mawby asked for any corrections to the minutes from the February 12, 2002 meeting. Being none, Chairperson Mawby asked for a motion to approve. Commissioner Collier moved to approve the February 12, 2002 minutes. Commissioner Smith seconded the motion to approve the minutes. Motion passed unanimously. ill. Board Development Committee - Vice Chairperson Pruitt A. Welcome to New Commissioners Mr. Caldwell introduced new commissioners Mike Makki and Jerry Seese. Mr. Caldwell gave an overview of the Board Development Committee report and explained that the next round of appointments will require that the Michigan Community Service Commission (MCSC) replace two of its term-limited members-Terry Pruitt and Geneva Williams. In addition, there will be three positions available for re-appointment. Mr. Caldwell asked commissioners, should they have names of individuals that they think might serve as strong candidates, to please forward the contact information of these individuals the Board Development Committee. Mr. Caldwell stated that the loss of Terry Pruitt would make replacing him difficult because of his involvement and commitment to the MCSC both statewide and nationally. Commissioner Pruitt has been very dedicated and involved in the Executive Committee, Board Development Committee, and the Outreach and Communications Committee. We will truly miss his expertise and leadership. IV. Standing Committee Reports A. Executive Committee- Chairperson Mawby 1. Review Executive Committee April 12, 2002 Meeting Chairperson Mawby gave an overview of the Executive Committee meeting which was held on April 12, 2002 and explained that meeting consisted of approval for the agenda for the day's meeting, review of a draft plan of the Michigan Citizens Corps, review of a directive of the 2 �Governor to develop a state response to the President' s call to action. Chairperson Mawby explained that the plan would be unveiled in the form of an executive order by the Governor at the Governor's Service Awards dinner tonight, April29, 2002. Chairperson Mawby also explained that Mr. Caldwell provided a review of the President's position on reauthorization of the National and Community Service Trust Act. B. Outreach and Communications Committee - Commissioners O'Day and Pruitt 1. Review of Marketing Plan Commissioner O'Day explained that the work for the Marketing Plan was in progress and asked Ms. Grill to give an overview of the Outreach and Communications Committee report. Ms. Grill stated that the Outreach and Communications Committee had selected and approved a new MCSC logo and asked that the full commission approve the new logo. A motion to approve the new MCSC logo was made by Commissioner Wesaw and seconded by Commission O'Day. The motion passed unanimously. Ms. Grill explained that the Outreach and Communications Committee discussed the draft of the MCSC Marketing Plan and agreed that it was on track to achieve the MCSC public relations and communication goals. Commissioner Pruitt reinforced that the committee did feel that the MCSC Marketing Plan was right on track for what the MCSC wanted to accomplish down the road and there may be some changes as the Commission moves forward and that it really was a "working plan". C. Report ofMCSC Designees to the ConnectMichigan Alliance Board of Trustees Commissioners Engler and Pruitt 1. Update on the ConnectMichigan Alliance Endowment Campaign Commissioner Pruitt gave a brief update on the fundraising campaign and also explained the ConnectMichigan Alliance (CMA) to the new commissioners on how it started and what organizations are involved with CMA. Commissioner Lubbers stated that once the campaign is over there should be a big public relation event and should focus on the accomplishments of CMA so that everyone in Michigan knows what CMA is and what they have accomplished. 3 �D. Retreat Planning Committee - Chairperson Mawby Chairperson Maw by announced that this year' s commissioner retreat would again be held at the Brook Lodge in Augusta, Michigan on September 12 and 13, 2002. Chairperson Mawby asked Commissioners Smith, Brennan, Lubbers, and Garnepudi to be on the Retreat Planning Committee. Chairperson Mawby asked that all commissioners talk with the Retreat Planning Committee and give them any ideas or suggestions that they would like incorporated into th~ retreat. V. Executive Director's Report - Kyle Caldwell Mr. Caldwell announced that Mary Estrada, a charter member of the MCSC will be taking the "early out" and will retire on November 1, 2002. Mr. Caldwell told everyone that Mary Estrada would be taking a new job with CMA. Mr. Caldwell also reminded everyone that Commissioner Pruitt will also be retiring from Dow Corning and the September meeting will be his last meeting with the MCSC. A. Michigan' s AmeriCorps Formula Application (Approval Item) Ms. Kaiser explained that the MCSC issued renewal application guidelines to all of its Michigan' s AmeriCorps renewal programs. The staff reviewed those guidelines with the programs on the December program director conference call. Formula renewal applications were due to the MCSC by AprilS, 2002. The MCSC conducted a staff review of all applications. Applicants were provided written feedback that included any necessary revisions. All revisions are due to the MCSC by May 3, 2002. After that, the staff will review all of the revisions to ensure all issues are addressed. Assuming all identified issues were addressed, the staff made the following recommendations. The staff recommended renewal funding at the recommended amount for Branch Intermediate School District with funding for $126,000, Camp Fire Boys and Girls West Michigan Council with funding for $176,400, Creston Neighborhood Association with funding for $146,662, The Guidance Center with funding for $252,000, Habitat for Humanity Michigan with funding for $402,807, Ionia Intermediate School District with funding for $151,200, Marquette-Alger Regional Education Services Agency with funding for $192,200, Michigan Institute for Nonviolence Education with funding for $644,800, SOS Crisis Center with funding for $120,455, Underground Railroad with funding for $186,000, VFW National Home for Children with funding for $126,000, Volunteer Muskegon! with funding for $186,538, Wayne Metropolitan Community Service Agency with funding for $126,000, and Young Detroit Builders with funding for $173,602. 4 �A motion to approve the staff recommendations for renewal funding for the above programs was made by Commissioner Lubbers and seconded by Commissioner O'Day. The motion passed unanimously. B. Michigan Citizen Corps (Approval Item) Mr. Caldwell stated that in the commission packet commissioners..would find copies of Executive Order 2002-9 and Michigan Citizen Corps - Michigan's Answer to the USA Freedom Corps and The President's Call to Service. Mr. Caldwell explained that Governor John Engler, through Executive Order 2002-9, did three things: 1. Established the Michigan Citizens Corps. 2. Established that the Michigan Citizens Corps program would report to the MCSC. 3. Established an advisory body within the MCSC that will be called the Michigan Citizen Corps Council. This advisory body will provide advice and help to develop a plan for the MCSC to implement local Citizen Corps Councils. Mr. Caldwell gave a brief overview of Executive Order 2002-9 Talking Points for the Michigan Citizen Corps. Mr. Caldwell explained that the Michigan Citizen Corps Council would establish an advisory board to the MCSC that will: 1. Submit a state plan for homeland security through volunteerism to the Governor, 2. Support the development and coordination of local Citizen Corps Councils; 3. Broker federal, state, and local resources including National Service programs, for local volunteer Citizen Corps initiatives; and 4. Coordinate with the Michigan State Police Emergency Division and the Federal Emergency Management Agency to enact the state plan and channel federal resources for training and technical assistance. Mr. Caldwell asked everyone to review the enclosed Executive Order 2002-9 and the Talking Points for the Executive Order 2002-9 and, if anyone had any questions, to please contact him and he would further explain the Citizen Corps. 5 �Commissioner Collier made a motion to thank Governor Engler for Executive Order 2002-9. Commissioner Barfield seconded the motion. Motion passed unanimously. C. National Service Legislation Update Mr. Caldwell gave an update on the national level stated which covered the attached President's media advisory on the principles regarding National Service and the reauthorization of the National and Community Service Trust Act. Mr. Caldwell and Commissioner Pruitt both stated that the MCSC should continue to encourage the moving forward of reauthorization. Mr. Caldwell reminded commissioners that Garry Gross had distributed the Finance and Administration Division report and asked if anyone had any questions. Being none, the meeting moved forward. D. Michigan "All Streams" National Service Meeting: The Future of National Service on April 30, 2002 Mr. Caldwell explained that the MCSC would be holding an "All Streams" National Service meeting on April 30, 2002. The MCSC invited all the MCSC grantees, Senior Corps grantees, and VISTA grantees funded by the Corporation for National and Community Service (CNCS) to attend this meeting to meet the leadership of CNCS and discuss reauthorization, how they see collaboration occurring, and what they would like to see the MCSC doing. Mr. Caldwell also explained that this meeting would be a great way for participants to communicate their hopes and intentions for the future of CNCS. Mr. Caldwell announced that the Michigan's AmeriCorps Signature Service project would be held on May 10 and 11, 2002. Participants will be at Grand Valley State University in Allendale on May 10, 2002 and in Muskegon on May 11, 2002. Ms. Kaiser gave an overview of the two-day event. Ms. Kaiser explained that May 101h would be a training day and on May 11th would be a day of service at five different sites in Muskegon. VI. Old Business- Chairperson Mawby A. Volunteerism SuperConference 2002 1. Governor's Service Awards Ms. Grill reminded everyone that the Governor's Service Awards Dinner would be April29, 2002 starting at 5:30p.m. at the Governor's Residence and at 7:00p.m. in the Lansing Center in Lansing. Ms. Grill stated that 6 �the commissioners would have assigned seating and will be informed of their seating when they arrive at the Residence. VII. New Business - Chairperson Mawby A. Endorsement of the Michigan Department of Education Policy on ServiceLearning (Update Item) Chairperson Mawby stated that the enclosed endorsement of the Michigan Department of Education Policy on Service-Learning was a draft of a policy statement that would be adopted at the meeting of the Michigan Board of Education meeting. Ms. Kaiser stated that two Michigan schools were chosen as National ServiceLearning Leader Schools for 2002. There were only a total of sixteen schools chosen from the entire country, so for Michigan to have two chosen was an honor. They were L'Anse Creuse High School and Nah Tah Wahsh Public School Academy. Vill. Public Comment- Chairperson Mawby Mr. Caldwell stated that Martha Bottomley from VolunteerMuskegon! testified before Representative Pete Hoekstra the prior week about National Service. Mr. Caldwell informed everyone that he had copies of her testimony if anyone was interested in reading the article. Mr. Caldwell stated that the National Conference on Community Service was to be held on June 9 - 13, 2002 in Salt Lake City, Utah and if any commissioners were interested in attending or looking at conference brochures, please see Mary Estrada. Chairperson Mawby stated that the Volunteerism SuperConference started that morning and would be going on through the next day. Chairperson Mawby stated that Robert Goodwin, President and CEO of the Points of Light Foundation would be speaking at the breakfast plenary and Peter and Bethany Yarrow would be speaking at the closing luncheon plenary. He stated that they were great speakers and it would be a great opportunity for everyone. Mr. Caldwell informed everyone that tonight at the Governor's Service Award dinner the MCSC would recognize the Governor and Mrs. Engler for their outstanding contributions to the field of service and volunteerism. The MCSC had developed an award called "Governor Romney Steward Leadership" award to be given to them at the end of the Governor's Service Award program. All commissioners will be asked to join the Governor and Mrs. Engler on stage and a formal presentation will be made to them at that time. 7 �Mr. Caldwell announced that "hot off the press" for commissioners was a copy of the "Michigan Giving and Volunteering" report for their review. Mr. Lore gave an update on the ConnectMichigan Alliance (CMA) progress with regards to their fundraising and office development. Mr. Lore gave a special thank you to Commissioner Pruitt and Dow Corning for their continued support to CMA. Chairperson Mawby stated to Mr. Lore that there would need to be a special celebratioo once all the money had been raised on behalf of CMA. Commissioner Smith moved to adjourn the meeting. Commissioner Pruitt seconded the motion. The MCC will: • submit a state plan for homeland security through volunteerism to the Governor; • support the development and coordination of local citizen corps councils; • broker federal, state and local resources including national service programs,.for local volunteer citizen corps initiatives; and • coordinate with the Michigan State Police Emergency Management Division (MSPEMD) and the Federal Emergency Management Agency (FEMA) to enact the state plan and channel federal resources for training and technical assistance. The MCC will focus on the federal programs assigned to Citizen Corps including: • Citizen Corps Councils that will help drive local citizen participation by coordinating Citizen Corps programs, developing community action plans, assessing possible threats and identifying local resources. • The Community Emergency Response Team (CERT) which is a training program that prepares people in neighborhoods, the workplace, and schools to take a more active role in emergency management planning, and to prepare themselves and others for disasters. • An expanded Neighborhood Watch Program (NWP) will incorporate terrorism prevention and education into its existing crime prevention mission. • Volunteers in Police Service (VIPS) that will provide support for resource-constrained police departments by utilizing civilian volunteers in order to free up more law enforcement professionals for frontline duty. • The Medical Reserve Corps (MRC) will coordinate volunteer health professionals during largescale emergencies to assist emergency response teams, provide care to victims with less serious injuries, and remove other burdens that inhibit the effectiveness of physicians and nurses in a maJor cns1s. • May coordinate with the Operation TIPS, the Terrorism Information and Prevention System, that will be a nationwide program providing millions of workers who, by the nature of their jobs, are well-positioned to recognize unusual events with a formalized way to report suspicious activity to the nearest FBI field office. �How will grants be awarded? The MCC will advise the MCSC on how grants for local Citizen Corps initiatives should be distributed. The MCSC will work with the MSPEMD to administer FEMA funding for programs such as the CERT program. The MCSC will also coordinate with the U.S. Department for Health and Human Services (HHS) and the U.S . Department of Justice (DOJ) to develop funding opportunities for local Citizen Corps Councils. The MCSC will also make Corporation for National and Community Service (CNCS) funding available for local Citizen Corps Councils. History During his State of the Union Address, the President issued a call for Americans to give two years of their lives to others through volunteer service. The President has gathered a people together to demonstrate overwhelming compassion for the victims and families affected by the events of September 11th. Michigan is answering the President's Call to Service with the Michigan Citizen Corps. "Our great challenge now is to encourage this outpouring of service and civic pride - and to harness it to a great national purpose. " President George W Bush • Homeland security is a vital national as well as local interest. The events of September 11th changed and amplified how Americans view their roles in society making service and volunteerism more important now than ever before. • Locally engaged citizens are the greatest defense to security threats, the most powerful resource in times of crisis and the most enduring form of community problem solving. • Michigan has taken a proactive approach to crisis management and has an emergency response plan through the Emergency Management Division of the Michigan State Police that directs and focuses the resources of federal, state and local law enforcement and emergency management organizations. The Michigan Citizen Corps will advise the Commission on issues related to homeland security and the role volunteers can play in di~aster preparedness. "The Michigan Citizen Corps will better prepare Mich igan communities for emergency situations and develop stronger communities through local preparedness plans and coordinated community volunteer resources ," said Governor Engler. "It will promote community problem solving and channel resources to the local level where they are needed most." The Michigan Citizen Corps comprises 12 members and will help develop local Citizen Corps councils. Local councils will create plans to engage volunteers in times of disaster and to keep citizens connected through volunteer service . The Michigan Citizen Corps will also serve as a conduit for state and federal resources designed to help in emergency preparedness such as those provided for in the President's new USA Freedom Corps program (www.citizencor s. ov). "During his State of the Un ion Address , the President issued a call for every American to give two years of their lives to others through volunteer service. The President has gathered people together to demonstrate overwhelming compassion for the victims and families affected by the events of September 11th," said MCSC Chairman Russell G. Mawby. "We are proud and honored to be called by the Governor to head up this initiative in Michigan." The USA Freedom Corps is a new Whitehouse office that oversees national and international service programs including the Corporation for National and Commun ity Service (Corporation), the Peace Corps and the new Citizen Corps (www.usafreedomcor s.gov). The President is requesting more than $560 mill ion in new funds in fiscal year 2003 to support these citizen service initiatives . The Michigan Citizen Corps will coordinate with state and local emergency management agencies to help local commun ities access resources for programs like : • Volunteers in Police Service; • Neighborhood Watch ; • Medical Reserve Corps; • Terrorist Information and Prevention System ; and • Community Emergency Response Teams (CERT) The MCSC is a state agency that promotes service and volunteerism throughout Mich igan . NOW, THEREFORE , I, John Engler, Governor of the state of Michigan , pursuant to the powers vested in me by the Constitution of the state of Michigan of 1963 and the laws of the state of Michigan, do hereby order the following: I. DEFINITIONS A. "Michigan Citizen Corps" means the Michigan initiative created under the federal USA Freedom Corps program by this order. B. "Michigan Citizen Corps Council" ("council") means the advisory body created within the Michigan Community Service Commission by this order. C. "Michigan Community Service Commission" ("commission") means the entity established by Act No. 219 of the Public Acts of 1994, as amended, being Section 408.221 et seq. of the Michigan Compiled Laws, that was subsequently transferred to the Department of Career Development by Executive Order 1999-1, as amended, being �Section 408.40 of the Michigan Compiled Laws . D. "Michigan Department of Career Development" ("department") means the principal department of state government created by Executive Order 1999-1, as amended, being Section 408.40 of the Michigan Compiled Laws. E. "USA Freedom Corps" means the federal interagency initiative created under the terms of Executive Order 13254 of January 29 , 2002 , (67 CFR 4869) and the Citizen Service Act of 2002, a legislative proposal submitted to the United States Congress by President George W. Bush . II. MICHIGAN CITIZEN CORPS COUNCIL A. Consistent with the provisions of Executive Order 13254 and any act of Congress enacted to implement Executive Order 13254, the Michigan Citizens Corps Council is created as an advisory body within the Michigan Community Service Commission. B. The council shall have twelve (12) members representing the general public appointed by the Governor. C. Except as otherwise provided in this subsection , members of the council shall hold office for a term of three (3) years . However, of the members initially appointed , four (4) shall hold office for a term of three (3) years, four (4) shall hold office for a term of two (2) years, and four (4) shall hold office for a term of one (1) year. D. A vacancy on the council caused by the expiration of a term or other cause of termination of membership on the council shall be filled in the same manner as the original appointment. E. A member appointed to fill a vacancy created other than by expiration of a term shall be appointed for the unexpired term of the member who he or she is to succeed in the same manner as the original appointment. A member may be reappointed for additional terms . Ill. Charge to the COUNCIL The council shall be advisory in nature and shall assist the commission with the following functions: A. The council shall oversee the development and operation of the Michigan Citizen Corps. B. The council shall act as a state-wide advisory council on the Michigan Citizen Corps. C. The council shall develop a comprehensive three-year Michigan Homeland Security Citizen Corp Coordination Plan in consultation with the Michigan Department of State Police and other emergency management entities. The plan shall coordinate the use of volunteer resources in furtherance of homeland security. The plan shall describe emergency response plans for volunteer recruitment and placement in times of state or community declared disasters, state agency coordination plans, and current activities at the state and local levels that may help in the development of the Michigan Citizen Corps. This plan shall be updated on an annual basis and shall be submitted to the Governor and the legislature no later than sixty (60) days after the close of each fiscal year. D. The council shall assist the commission with the preparation of grant and other funding �applications submitted to the USA Freedom Corps and other public and private funding sources for the purposes of implementing the Michigan Citizen Corps initiative. E. Subject to appropriations and other applicable law, the council shall assist the commission with the establishment of policies and procedures regarding the use of grant and other funds. F. The council shall assist the commission with the development and establishment of local Citizen Corps Councils and local Citizen Corps programs. G. The council shall assist the commission in the development of initiatives to promote community service in coordination with existing programs including, but not limited to, Volunteers in Police Service, Neighborhood Watch, Medical Reserve Corps, the Terrorist Information and Prevention System, and Community Emergency Response Teams. IV. OPERATIONS OF THE COUNCIL A. The Governor shall designate one (1) member of the council to serve as chairperson. This member shall serve as Chair at the pleasure of the Governor. B. The council may promulgate bylaws, not inconsistent with law and with this Order, governing its organization, operation and procedure. C. Members of the council shall not delegate their responsibilities to other persons. A majority of the serving members constitutes a quorum for the transaction of business at a meeting. The council shall act by a majority vote of its serving members. D. The council shall meet at the call of the chairperson and as may be provided in the bylaws of the council. Meetings of the council may be held at any location within the state of Michigan. The council shall meet at least semi-annually. E. The council may, as appropriate, make inquiries, studies, investigations, hold hearings, and receive comments from the public. The council may consult with outside experts in order to perform its duties. F. The council may establish one or more subcommittees consisting of council members to investigate and analyze specific issues, consistent with the charge to the council contained in Section Ill of this order. The chair of the council, or a member of the council designated by the chair, shall be a member of each subcommittee established by the council. Subcommittees shall recommend proposed actions, plans, comments, formulas, measures, reports or policies to the council, consistent with the council's charge. The council may adopt, reject or modify recommendations proposed by subcommittees. G. Members of the council shall serve without compensation. Members of the council may receive reimbursement for necessary travel and expenses according to relevant statutes, rules and procedures of the Department of Management and Budget and the Civil Service Commission. H. The Department may hire or retain such contractors, sub-contractors, advisors, consultants and agents, and may make and enter into contracts necessary or incidental to the exercise of the performance of the council's duties, as the Department Director deems appropriate. Such procurements shall be in accordance with the relevant statutes, rules and procedures of the Department of Management and Budget and the Civil Service �Commission. I. Subject to appropriations and other applicable law, the council may apply for, receive and expend monies from any source, public or private, including but not limited to, gifts , grants , donations of monies and government appropriations. The council may also accept donations of labor, services or other things of value from any public or private agency or person. Individual members of the council shall fully comply with the provisions of the Act No. 196 of the Public Acts of 1973, as amended, being Section 15.341 et seq. of the Michigan Compiled Laws, governing the standards of conduct for public officers and employees of the state of Michigan. J. Members of the council shall refer all legal, legislative and media contacts to the Department. K. The council shall be staffed by personnel within the commission as designated by the Executive Director. V. Miscellaneous A. All departments, committees, commissioners or officers of the state or of any political subdivision thereof shall give to the council , or to any member or representative thereof, any necessary assistance required by the council , or any member of representative thereof, in the performance of the duties of the council so far as is compatible with its, his or her duties; free access shall also be given to any books, records or documents in its, his or her custody, relating to matters within the scope of inquiry, study or investigation of the council. B. The invalidity of any portion of this Order shall not affect the validity of the remainder thereof. The provisions of this Executive Order shall become effective upon filing.
