From October 1, 2010 to January 30,2011, the MCSC website and its components were viewed 49,491 times. The average monthly number of page views was 12,373. Useful pages with a high number of page views during that time included MLK Day of Service, Volunteer! page, Michigan's AmeriCorps homepage, and Learn and Serve - Michigan homepage. From October 1, 2011 to January 30, 2011, the Mentor Michigan website and its components were viewed 21,654 times. The average monthly number of page views was 5,413. Useful pages with a high number of page views during that time included Become a Mentor, Training & Technical Assistance, 2011 Michigan Mentoring Month Toolkit, 2010 Mentoring Conference, Mentor Michigan Directory, Mentoring Night at The Palace, and Men in Mentoring Recruitment Toolkit. Media Clips The Michigan Community Service Commission has documented many media clips over the past few months that have highlighted our various initiatives, national service, and volunteerism through newspaper, radio, and television outlets. In January 2011 , 54 media clips were tracked with a majority referencing the 2011 Martin Luther King Jr. Day of Service and the 2011 Michigan Mento ring Month. Key outlets included The Muskegon Chronicle, Holland Sentinel, Detroit Free Press, and WZZM ABC 13. Many op-eds or letters to the editors also ran in Januarythank you to those Commissioners who assisted in the submission of those. In February 2011, seven media clips were tracked with an additional14 clips focused on the budget crisis affecting national service programs in Michigan. Key outlets included the Grand Rapids Press, Detroit Free Press, and 9 & 10 News. In March 2011 , 12 media clips were tracked with several of those focused on the budget crisis affecting national service programs in Michigan. Key outlets included 9 & 10 News, Lansing State Journal, and Holland Sentinel. Several letters to the editors also ran in March (in relation to the budget cuts) - thanks to those Commissioners who assisted in the submission of those. Em ails The MCSC uses email as a critical tool for distributing information, annotmcements, and opporttmities to the national service, mentoring, and volunteering fields in Michigan. On a monthly basis emails are distributed on behalf of Learn and Serve- Michigan to grantees and service-learning practitioners; on behalf of Michigan's AmeriCorps to members; on behalf of Mentor Michigan to mentoring programs; and on behalf of MCSC as it relates to National Days of Service and other key opportunities. These emails may be in e-newsletter, funding alert, general announcement, or take action formats. In the past three months, the MCSC has distributed these emails to 53,976 email addresses and seen an open rate of 17.2 percent (the average for most industries is 19.8 percent). We're striving to achieve a higher open �rate by tailoring our email subject lines and being more conscious about our distribution dates and times. Social Media The MCSC has various social media outlets it utilizes; including Facebook Pages and Twitter accounts for the MCSC, Michigan's AmeriCorps, Learn and Serve- Michigan, and Mentor Michigan. Although these outlets have been in effect for more than a year, we regularly track their impact and reach and set goals to achieve even more. Since January we've seen our various Facebook Page "likes" grow on average by 11.5 percent- and our various Twitter followers grow on average by 18 percent. We also continue to initiate different techniques to engage people via Facebook and Twitter that garners on-going conversations and action. We encourage you to join us in our social media efforts! The MCSC was awarded $486,913 , the largest grant of any state commission in the country, from the Corporation for National and Community Service through the Volunteer Generation Fund (VGF). The MCSC Board of Commissioners, at the November 18, 2010 meeting, voted to approve funding to support seven volunteer connector organizations and the training and technical assistance that will be provided by the Volunteer Centers of Michigan. Funding will be utilized to enhance the infrastructure and capacity of non-profit organizations to more strategically and effectively engage volunteers. The seven Volunteer Michigan grantees will be focused on a number of activities including: • • • • Establishing replicable cornnmnity collaborative models that will consist of a minimum of five community partners and will address either public safety or health Implementation of Hands On Connect, a volunteer management and tracking platform that will build volunteer infrastructure and capacity statewide Engaging diverse population groups in volunteerism including highly skilled and those 55 years of age and older and promoting where possible intergenerational volunteerism Volunteer recruitment, engagement and participation in National Days of Service The MCSC ' s Volunteer Michigan will also have broader impact as a result of leveraging additional opportunities with valued partners including Michigan Nonprofit Association, Volunteer Centers of Michigan, and Michigan Campus Compact. This partnership will provide funding for an additional eight volunteer connector organizations to implement HandsOn Connect. This expanded dissemination and adoption of Hand sOn Connect is crucial for standardization of volunteer management efforts statewide and will underscore the commitment of the MCSC, its partners, and volunteer connectors to this volunteer management technology. The MCSC will host the statewide portal for HandsOn Connect. Volunteer Michigan grantees, along with the eight other volunteer connector organizations, will receive a one-year license for HandsOn Connect software along with the requisite training to fully utilize it to connect volunteers with volunteer opportunities and then also monitor and report on volunteerism in their communities. Volunteer Michigan will also be an important vehicle to facilitate more strategic and effective partnerships with the five Cities of Service in Michigan: Detroit, Flint, Grand Rapids, Kalamazoo, and Muskegon. Efforts wi ll be made to engage these Cities of Service in integrative activities that will ultimately seek to build their capacity and ability to more fully utilize service to meet pressing community needs. The official start date ofVolunteer Michigan was December 1, 2010, and there has already been a flurry of activity as the MCSC, its partners and the seven grantees have begun to implement their planned activities. These include: �• • • • • December 8, 2010 - MCSC hosts all volunteer connector grantee key staff to provide framework and overview of program-related activities and financial management/reporting. December 15,2010- MCSC hosts more formal and in-depth financial management and reporting webinar for grantee financial management staff. Monthly meetings with grantees are scheduled. Grantees are now moving forward with implementing key activities such as: o Volunteer participation in the MLK Day of Service (Monday, January 17, 2011) o Building capacity to better coordinate Volunteer Michigan activities o Actively engaging their community collaborative pminers to begin addressing public safety or health. One ofthe MCSC ' s key partners, Volunteer Centers of Michigan, hosted the first formal training and technical assistance webinar for grantees on Wednesday, January 12, 2011. The MCSC sees its role with Volunteer Michigan as one of providing strategic support to help ensure the success of the initiative. This system allows volunteer management with ease for nonprofit agencies and volunteer leaders of their activities . What an accomplishment for such a young prog ram! In 2007 the Lenawee Community Foundation received a $15 ,000 start-up grant, from the Michigan Community Service Commission and Volunteer Centers of Michigan to establish a voluntee r center in Lenawee County. Since that time , VOLUNTEER Lenawee!, has served more than 700 nonprofits and volunteers in our community. Although originally staffed by the Lenawee Community Foundation and volunteers, the last two years AmeriCorps *VISTA members have served at the Center. HandsOn Connect, powered by VOLUNTEER Lenawee!, allows nonprofits to quickly complete tasks, such as the creation and management of volunteer opportunities , registration , tracking , and verification of volunteer activities , as well as customizable reporting . Th is is welcome news for nonprofits who need better volunteer recruitment, volunteer management, and statistics to secure funding , fulfill grant requirements and help manage budgets. VOLUNTEER Lenawee! also makes it easy for volunteers to find relevant opportunities , maintain records of engagement, and improve relationships with local nonprofits. Individuals seeking volunteer opportunities may use VOLUNTEER Lenawee! to conduct detailed searches on open opportunities. For example, someone could target environmentally focused opportunities offered on weekday afternoons, fewer than 10 miles from their home. Volunteers may search by cause, organization name, skill set, impact area , or date. After volunteering , individuals can use VOLUNTEER Lenawee! to rate their experience , provide feedback , and share information through social networking features . Users can access the service from anywhere with an internet connection . The level of ease and accessibility will help organizations of any size or budget. Kennedy Serve America Act, AmeriCorps now has a combined competitive fund for state commissions and national direct programs. Our AmeriCorps competitive package is due to CNCS on January 25 , 2011. We will be notified by June 1, 2011 whether any of our programs will be funded with the competitive dollars. Once we know how many programs will be funded competitively, we will then decide which programs to support with our formula dollars. We are still waiting for our 2011 AmeriCorps formula allocation from CNCS. Those funding recommendations will be presented to the Michigan Community Service Commission (MCSC) in June. The MCSC held an extensive outreach process with three face to face outreach sessions (Port Huron, Muskegon, and Flint) and two webinars. The staff reviewed 21 new applications as well as 7 continuation applications. Michigan's AmeriCorps Competitive Funding Applicants 2010-2011 Program Year Michigan's Competitive Applicants- New Focus: HOPE Counties Served: City of Detroit, Wayne County Focus: HOPE, a Detroit civil and human rights organization founded in 1968, will establish an AmeriCorps program to support its HOPE Village Initiative and related programming. This program will address the compelling needs of intergenerational poverty and the lack of highquality educational opportunities that are plaguing the neighborhood of approximately 100 blocks around the Focus: HOPE campus in the center of Detroit. It will be comprised of eight full-time and 16 quarter-time Members. Members will enroll 100 students in the Yes I Can Achieve Summer Camp program and at least 90% of students who complete the program will demonstrate increased reading and/or mathematics skills. Members will provide 500 economically disadvantaged individuals with financial literacy services. Volunteer Outreach and Coordination Members will recruit and coordinate the activities of 1000 volunteers. Bethany Christian Services Counties Served: Kent, Ottawa, Muskegon and Kalamazoo Bethany Christian Services proposes the "AmeriCorps Asset Program" to serve older foster care youth and resettled refugees/immigrants who reside in Grand Rapids and 4 adjoining counties in West Michigan. Seventeen AmeriCorps members will equip the target population with increased developmental assets, community connectedness, self-sufficiency, and job readiness to end the inter-generational cycles of poverty common to these vulnerable populations. Members will prepare 150 adult refugees and 75 foster care youth for and help them to obtain employment. They will provide ESL training to 300 adult refugees. They will conduct monthly civic engagement/community events (12 per year) that link 90 older foster care youth and 200 refugee/immigrant adults and children in social/cultural/service activities that contribute to increased developmental assets in the area of client empowerment. �. Michigan Association of United Ways Counties Served: Statewide The Michigan Association of United Ways will create the AmeriCorps Community Navigator Program. Thi11y full time members will be placed across the state to serve 6000 families by helping them navigate and access multiple community resources. The member navigation service will provide an integrated solution for low-income individuals so that they can gain financial stability and self sufficiency. Members will also build the capacity of 750 community based organizations provide future services to families and to access and make referrals to all community resources in an integrated fashion. Michigan State University (C.S. Mott Group for Sustainable Food Systems) Counties Served: Statewide The C.S. Mott Group for Sustainable Food Systems at Michigan State University will create the Food System Innovator Corps and place 30 members across the state in 10-14 regions to improve healthy, local food access. ArneriCorps members will focus on three key impacts over the course of their service: 1) help their community identify needs and oppm1unities around healthy food consumption that can also impact community economic development and sustainability, 2) families will have greater access to healthy food with it as local as possible, and 3) cohorts of youth and adult volunteers will be trained to continue improving healthy food access development in their communities. Members will produce a food system report for their region located that will identify at least four issues and 15 assets in the community. They will develop 30 new, or solidify existing, volunteer support groups for healthy food access points; for e.g. farmers markets, small stores, school, food pantries. They will stimulate an increased understanding of opportunities to enhance healthy food access through locally-integrated food system work among at least 100 people in their regwn. They will increase healthy food access for at least 1,000 limited-resource families per regwn. Michigan State University (University Outreach & Engagement) Counties Served: Statewide MSU, in partnership with the Michigan National Guard, proposes creating the Michigan National Guard Systems of Care AmeriCorps Program. Ten part-time ArneriCorps members will suppm1 the Michigan National Guard family program, youth activities, and reintegration events for returning veterans and their families at various retreat locations and facilities throughout Michigan. Five full-time AmeriCorps will be strategically placed in economically challenged or rural communities where there are limited resources available to military families. Members will1) provide direct services to 1,943 military families (50% ofthose scheduled in the MI NG deployment cycle), 2) Raise community awareness of military family experience through outreach and community engagement in 27 Michigan communities, 3) increase access to services within 5 targeted Michigan counties during the next 3 years, and 4) increase competencies in evidence based practice for military families for AmeriCorps volunteers and program graduates. This project will provide services to all veterans and military families with intent to target those �families who are living in rural and economically challenged communities and others with limited or no access to military installations. Priority Children Counties Served: Genesee County - Flint, Michigan Priority Children will create the Healthy Flint AmeriCorps Program placing 20 full-time AmeriCorps members at 15 community partners focused on safe homes, healthy food and safe neighborhoods. Members will engage in coordinated services for home assessments with improvements in lead, asthma and safety risks, access to healthy food through urban community gardens, educating residents, and fostering volunteerism. Members will engage in outreach to families in target geographic areas or with chronic health issues offering healthy home inspection; schedule and conduct home inspections; consult with resident/owner/renter regarding improvements needed ; interview resident regarding qualification for assistance with identified improvement; if home assessment revealed triggers related to family health issues, and aid residents with minor trigger remediation. They will also provide support to community groups maintaining and gardening vacant lots; provide assistance with the distribution of garden resources to community groups; assist community groups and food growers in harvesting and distributing vegetables to the greater community; educate consumers on Supplemental Nutrition Assistance Progran1 (SNAP) which combines nutrition education with additional dollars for Michigan grown fruits and vegetables supporting low income resident's purchase of fresh food ; and promote options for re-use of vacant lots. Michigan's Competitive applicants- Continuation American Red Cross of Greater Grand Rapids -Together We Prepare AmeriCorps Counties Served: Statewide Thirty-four full-time Together We Prepare AmeriCorps Members will assist communities to prepare for, prevent and respond to disasters that threaten their safety and security. TWP members will provide Community Disaster Education sessions, emergency and disaster preparedness presentations, and Health and Safety courses (CPR, First Aid, Automated External Defibrillator) to 27,000 Michigan residents during the 2011-12 program year, with a goal of a total of 82,000 by completion of three-year grant. TWP members will respond to at least 50% of the local disasters within their chapters' jurisdictions. 100% ofTWP members will be trained and ready to respond to a large-scale catastrophic national disaster. Additionally, 100% of members will be trained and qualified to assist with military family emergencies. BHK Child Development Board Counties Served: Baraga, Houghton, Keweenaw, Gogebic, Ontonagon, Iron and Dickinson counties in Michigan's Upper Peninsula Superior AmeriCorps will help to meet critical needs by providing members to offset factors that put youth at risk of educational failure. Forty-six full-time SAC members will increase �educational opportunities and strengthen partner capacity by: 1) Providing academic support to 500 at-risk youth in grades K-12 and becoming familiar, trusted faces to those they serve; 2) Emiching preschool learning environments in 6 preschools and exceeding the required adult-tochild ratios and 3) Recruiting 600 volunteers who will improve education and serve to meet the additional needs in the community through 4000 hours of service. Members will serve at 35 sites to address the critical educational needs of local youth by providing high-quality supplemental academic support during the school day and afterschool, enhancing educational aspects of childcare environments, recruiting volunteers and leading service projects. City Year Detroit Counties Served: Oakland, Wayne City Year Detroit is requesting an expansion of 20 members in order to place ninety-one fulltime AmeriCorps members in ten (1 0) teams who will implement a service model of academic support, afterschool programming, and building positive school climate at an assigned Detroit public school building a full -day Mon- Thurs. Members will 1) provide literacy and math tutoring for 810 elementary, middle and high school students; 2) provide whole-class academic support at all schools; 3) provide attendance or behavior coaching for middle and high school students; 4) implement educational after-school programs at all schools; 5) provide emichment programming at all schools, during the day or after-school; and, 6) engage 1000 volunteers in service to each school. Programming provides targeted services to students at risk of dropping out to put them on track for graduation. Community & Economic Development Association of Michigan Counties Served: Statewide CEDAM is requesting funds for 25 full -time AmeriCorps members (an expansion of 5 members from 2010-11) to be placed at foreclosure counseling agencies (20) and community-based tax centers (5). AmeriCorps members will increase housing counseling agencies' ability to serve 2,500 homeowners in need by taking on critical supporting functions such as intake, triage, marketing, outreach, education and generating a sustainable volunteer base, thus allowing certified, nonprofit foreclosure counselors to focus on their core mission -- increasing the number of clients served. Members will reach a minimum of 2,500 residents with foreclosure prevention services. The program expansion of five members will allow the program to provide financial literacy education classes to at least 100 economically disadvantaged individuals. Huron Pines Counties Served: NE Lower Michigan: Alpena, Cheboygan, Crawford, losco, Montmorency, Ogemaw, Oscoda, Otsego, Presque Isle and Roscommon counties. The Huron Pines AmeriCorps program will engage 10 full-time and 4 half-time members in Northeast Michigan focusing on the conservation of natural resources through habitat restoration, volunteer engagement, promoting environmental stewardship and developing new conservation services. Members will engage in at least 25 high impact hands-on activities which may include �wildlife habitat improvement, installation of erosion control practices, water quality monitoring, invasive species removal, preservation of undeveloped lands and/or conducting resource inventories. These projects will result in restoration of 5 miles of shoreline and 50 acres of land. Members will participate in the development of 10 different conservation projects and/or services to increase host site organizational services, and will provide environmental education opportunities for at least 100 students. Michigan Coalition Against Homelessness Counties Served: Statewide The Michigan Coalition Against Homelessness will enroll 20 full-time members in the Michigan Campaign to End Homelessness AmeriCorps program. Nineteen Housing and Resource Liaisons and one Volunteer Coordinator will build the capacity of local community service agencies throughout the state of Michigan. AmeriCorps members will fill a critical gap in services in the statewide eff011 to abolish homelessness by performing outreach activities and assisting individuals experiencing homelessness or at-risk ofhomelessness to assess barriers to housing, develop strategic plans, and identify housing opportunities. The goal is to reach a minimum of 875 individuals statewide. Members will serve as liaisons in order to assist families to transition out ofhomelessness. Members will also recruit 500 volunteers to assist in providing services for homeless individuals and families. Finally, members will create ongoing relationships linking individuals experiencing homelessness with host site Continuum of Care agencies and much needed-community housing and service providers in order to enhance the overall movement to end homelessness. Michigan's AmeriCorps Education Award Only Applicant Michigan Nonprofit Association/Michigan Campus Compact Counties Served: Statewide The Michigan Service Scholars (MSS) AmeriCorps program will engage 300 minimum-time members from 43 campuses in local communities throughout Michigan. They will address issues around college access and success. To address the factor that youth do not see college as an option, and thus do not seek to attend post-secondary education, MSS members will serve in youth-serving nonprofits, including K-12 schools, working with 200 youth on college exploratory activities. These citizens made this national holiday a "day on, not a day off'' as they looked to reaffirm Dr. King's teachings of nonviolence and social justice. Everyone was encouraged to participate in the King Day of Service and all types of service were accepted. The Michigan Community Service Commission, Michigan Department of Human Services, Volunteer Centers of Michigan, Michigan Campus Compact, The LEAGUE Michigan, the Corporation for National and Community Service- Michigan Office, and the Michigan Association of United Ways all encouraged individuals and/or organizations to search for opportunities in their community by visiting the official MLK Day website at www.MLKDav.gov . These organizations partner together every year to set goals for MLK Day and implement tasks and activities. Those tasks included: • • • • The distribution of $15,000 in mini-grants funds (provided by the MCSC, Volunteer Centers of Michigan, Michigan Nonprofit Association, and Michigan Campus Compact) to 30 organizations across the state to support their 2011 MLK Day projects. The tracking of 73 service projects coordinated across the state who registered via the MCSC ' s Survey Monkey link. Those projects were posted to Idealist so citizens could find opportunities to volunteer locally. The participation in various service projects on MLK Day to show support and carry the message of service locally. o Michigan Nonprofit Association staff visited the Greater Lansing Food Bank. o MCSC staff visited a variety of projects; including to Downriver CARES in Southgate, the Grand Rapids Veterans Home, the Somerset Senior Living Center in Lansing, Michigan State University, the Arts Council of Greater Lansing, and the Power of We in East Lansing - among others. The obtainment of an official proclamation from Governor Snyder declaring Monday, January 17 as the Martin Luther King, Jr. Day of Service in Michigan. Projects - particularly the 30 mini-grant recipients - are now working to document the impact of their 2011 MLK Day efforts and provide the MCSC and our partners with comprehensive reports in the coming weeks. Welcome and Introduction- Vice-Chair Rob Collier The MCSC Board meeting was called to order at 12:19 p.m. by Vice-Chair Rob Collier. He asked Commissioners to introduce themselves. II. Review and Approval ofNovember 18, 2010 Minutes- Vice-Chair Rob Collier Vice-Chair Collier asked for a motion to approve the minutes from the November 18, 2010 board meeting. Commissioner Algra moved to approve the minutes; Commissioner Bloodworth seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from January 7, 2011 meeting. Vice-Chair Collier asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Algra moved to approve the minutes; Commissioner Bloodworth seconded the motion. The motion passed unanimously. B. MCSC 20th Anniversary Committee- Commissioner Lawson updated Commissioners on planning activities for the Commission's 20th Anniversary. There are six pillars that we will be pursuing for the next few months: teach, advocate, record & share, celebrate, develop media coverage, and develop resources. We will kick off the 20th anniversary activities in the fall of 2011 . The actual creation of the Commission was on October 2, 1991 but will kick offthe anniversary in November so that it can be combined with other MCSC events (Celebration, Mentoring Conference). We will then be celebrating throughout the next year through other MCSC activities (National Volunteer Week, etc). The Teach Committee (chaired by Commissioner Algra) is developing a robust selection of opportunities so that we can learn from the past successes over the past 20 years and implement and disseminate that information to our constituents across Michigan. The Advocacy Committee (chaired by Kyle Caldwell) will be using the materials developed under the Teach Committee to share the ROI with our new elected officials. This information will also be available on the website. The Record & Share (chaired by Elyse Walter) will be drawing on the 10 year milestones from the Commission and then adding the additional 10 years of information. There will be materials developed to share these highlights. The Celebrate Committee (chaired by Janet Lawson) will be working on the event that will include the Governor's Service Awards along with the opportunity to celebrate with former commissioners through additional events over the next 12 months. The Media Committee will develop media coverage across the state to celebrate all the good work around national service. The Develop Resources Committee (chaired by Commissioner Collier) will help around the fund raising efforts for the GSA and Anniversary activities. C. Board Development Committee - Carolyn Bloodworth explained that in the new Mentor Michigan Strategic Plan, they identified the need for a Mentor Michigan Leadership Council, who would monitor and support the activities of Mentor Michigan. The MCSC Commissioners will appoint the members and they will be a sub-committee of the MCSC. An invitation list was presented to Commissioners for approval. Once Commissioners approve the list, the invites to serve on this Council will be made. Vice-Chair Collier asked for a motion to approve the Mentor Michigan Leadership Council invitation list. Commissioner Bloodworth moved 2 �to approve the invitation list with the recommendation to add a champion from the Upper Peninsula and other members at the Commission's discretion; Commissioner Anthony seconded the motion. The motion passed unanimously. IV. New Business Transition - Vice-Chair Collier explained that there are three key targets: Executive Office, Department of Human Services/Executives and Legislature. The key deputy directors within DHS are Dudley Spade, Brian Rooney, and Duane Berger. There have been conversations about the role of the Commission with key staff members of the Governor's office and the Budget Director. The MCSC staff is in the process of scheduling a meeting with Director Maura Corrigan, Jim Vella, Rob Collier and Janet Lawson. We are waiting for a response to the request. From the meetings that ViceChair Collier has had with the Governor's team, it is clear that the Administration is going to encourage residents to get involved and reinvest in the state, which is what the Commission is about. It is important to identify a Chair for the MCSC to help move us forward. When meeting with Director Corrigan, it will be important to highlight what programs address children issues, foster care, etc; ROI!outcome measures, resources directed to support these efforts, and what results we can show; and Mentor Michigansuccess with the kids and foster care kids; and the statewide VISTA program through DHS - MYOI. It will also be important for Commissioners to meet with legislators that are on the Appropriations Committees to build a relationship with them and share the importance of national service in Michigan. Those meetings should take place in the next 30 days as the budget process will move quickly this year. V. Executive Director Report - Paula VanDam A. CNCS Update 1. CNCS Update- Evan Albert shared that Sargent Shriver passed away and wanted to honor him for what he has meant to the service field. The Strategic Plan is still ongoing with the two main focus areas around veterans/military programming and underperforming schools. The Social Innovation Fund (a public/private partnership) was created as part of the Serve America Act. The CNCS announced that more than $12 million was distributed in competitive subgrants to 61 community organizations across ten metropolitan areas (including the Detroit area). One of those grants was $4.2 million to LISC which is a national AmeriCorps program that has a large presence in Michigan. The purpose of the grants is to expand financial oppotiunity centers. 2. Budget Update - Ms. VanDam explained that the Corporation is still operating under a Continuing Resolution until early March. With the new Congress, there is much discussion around the current budget, but also the FY 12 budget. There has been discussion from the House to roll back all discretionary spending to 2008 levels. The challenge with that is not only will we see significant cuts to AmeriCorps, but we will see significant cuts to our Federal Admin grant. In 2008 the Federal Admin for commission line item was $11 .8 million and now it is $17 million. In addition, the Serve America Act passed in 2009 and with that legislation came some new baseline requirements. The minimum a state commission receives in terms of Federal Admin is $250,000 (before it was $125 ,000) so the $11.8 doesn't stretch as far as it needs to now because every state is now guaranteed at least $250,000. If we go back to 2008 levels we will 3 �see significant cuts to the number of AmeriCorps members serving in our state and significant cuts to the administration dollars we are receiving. In addition, as we go into FY12 we are already going to take a cut to AmeriCorps and Federal Admin because of the new census numbers . We will have our work cut out for us to educate the members of Congress, particularly the new members in the House, about the important work and what this investment means in our state. It will be important to provide updates to Congressman Camp and Congressman Sander Levin who serve on the Ways and Means Committee. 3. MLK Day - Elyse Walter shared highlights from the 2011 Martin Luther King, Jr. Day of Service. The MCSC worked with our partners which included Michigan Nonprofit Association, Volunteer Centers ofMichigan, Michigan Campus Compact, the Corporation for National and Community Service State Office, Department of Human Services, and many others. These organizations partner each year and set goals and implement the tasks and activities. This year we distributed $15,000 in mini-grants to 30 organizations across the state. We continued our outreach to encourage participation and tracked through a registration process 73 service projects coordinated across the state. Staff is now working to document the impact of these efforts. Several Commissioners sent out Op-Eds to their local newspapers promoting MLK Day. Governor Snyder also issued a proclamation declaring Monday, January 17 as the MLK Jr. Day of Service in Michigan. MCSC staff attended several projects. Ms . VanDam thanked MNA, VCM and MCC as they contributed $10,000 to the mini-grants through W .K . Kellogg funding and the remaining $5,000 came from GSA proceeds. Jeanine Yard also shared that due to the mini-grants, several YIP's attended the events. B. Program Updates 1. AmeriCorps Update a. AmeriCorps Competitive Funding- Jeanine Yard explained the staff recommendations for Michigan's AmeriCorps Competitive funding. Because we are concerned with what our actual formula funding allocation will be, it was decided that we would recommend all programs as competitive funding. Staff feels that these programs had the necessary characteristics to compete at the national level. Those that do not get funding competitively, will be looked at for formula funding. Due to the Serve America Act, AmeriCorps has a combined competitive fund for state commissions and national direct programs which makes the process even more competitive. The MCSC did extensive outreach to cultivate new programs and targeted outreach in communities where we don't have a strong presence (Port Huron, Muskegon, and Flint) as well as two webinars for folks in other parts of the state. We had a peer review process and focused on issue areas that are part of the CNCS new strategic plan (education, opportunity, clean energy and the environment, and veterans). In additional to the new competitive applications that we will put forward, we have several current programs who received competitive funding last year that have submitted a continuation application. (See memo from Marcy Bishop Kates and Jeanine Yard dated Janua ry 18, 2011 for recommendations descriptions.) 4 �Vice-Chair Collier asked for a motion to approve the staff recommendations for Michigan's AmeriCorps Competitive funding. Commissioner Parker moved to approve the staff recommendations; Commissioner Bloodworth seconded the motion. The motion passed unanimously. Commissioners Lawson (Focus Hope), Anthony (Focus Hope) and Bloodworth (MNA) abstained due to conflict of interest. b. Michigan National Service Solutions Fund Update- Ms. VanDam shared we are still working through the W.K. Kellogg Foundation application process to secure the $250,000 they have committed to leverage 100 new AmeriCorps members in Michigan. We are also still working through the details with the Capital Region Community Foundation, where the funds will be housed, on the administrative issues. c. Program Update - Marcy Bishop Kates updated Commissioners on the AmeriCorps application process. We started out with 21 applications and moved 11 forward through the process. Six are being recommended to move forward to the CNCS competitive review process for new funding and five current competitive programs are being recommended for continuation. The Michigan ' s AmeriCorps LeaderCorps will be meeting for their annual retreat where they will participate in a variety of personal and professional development sessions. AmeriCorps week will take place May 7-14. This is a great time for us to recognize our AmeriCorps programs and the impact they have in their communities. It is also an opportunity to motivate more individuals to join AmeriCorps or volunteer in their communities. Megan Sargent announced that the 2011 Russ Mawby Signature Service project will take place on May 20-21 in Grand Rapids. There will be 300-350 AmeriCorps members participating in 2 days of training, team-building, and service. The MCSC will partner with the Habitat for Humanity, Friends of Grand Rapids Parks, and Elemental Media. Commissioners are encouraged to participate. Ms. Bishop Kates shared some key accomplishments from the ARRA funding including over 280,000 service hours completed and more than 7,600 volunteers recruited to support the projects. d. Power of We AmeriCorps Program - Peggy Roberts, Power of We Consortium, shared information on their AmeriCorps program. They have both AmeriCorps*VIST A members and a State AmeriCorps program. 2. Leam and Serve Update - Angelia Salas shared that they are working on site visits to all of the grantees. This is a monitoring visit to make sure that programs are in compliance with federal and state guidelines and is also a time for us to work on next steps and access where they are with program development. We use a service-leaming sustainability rubric that helps us detem1ine whether they are making strategic steps to impact their systems. The Leam and Serve - Michigan team is working on a funding request to National Oceanic and Atmospheric Association (NOAA) for an Environmental Literacy Grant. We are requesting $1 ,498 ,000 to be used over the three-year cycle. We will hear in June whether we received the grant. This will allow us to do professional development for our current teachers and help them to understand how to use some of the NOAA data 5 �and how to collect NOAA data around the Great Lakes and climate and use it as a service-learning experience in the classroom. The outcomes would be related to more classrooms in Science, Technology, Engineering and Math (STEM) doing service-learning. We will be offering mini-grants to school districts which will enhance what we are doing with Learn and Serve and allow us to do more STEM related work. The members of the Service-Learning Youth Council (SL YC) participated in a 2-day retreat in December. There are 23 members and their primary role will be to talk about youth service. They will also work with the MCSC on Global Youth Service Day and to plan local projects. We are in the funding cycle and will be releasing guidelines for 2011-12 grant cycle which will include four new planning grantees this year. We will be targeting some specific areas: Lansing, Kalamazoo, Muskegon and Ann Arbor. We expect to have approximately $700,000 and will grant out more than $529,000. The ServiceLearning Sustainability Symposium will take place in February and the focus is helping school districts look at their systems and what's necessary to support service-learning long term. Elyse Walter shared that the MCSC and Learn and Serve - Michigan will be serving as a Global Youth Service Day (GYSD) lead agency. GYSD is an annual effort to promote youth service opportunities and engaging youth in planning local service projects. This year we will be partnering with The LEAGUE Michigan, who is also a lead agency, to offer $11,000 in mini-grants to support local GYSD projects. Steve Dieleman, Kent Intermediate School District, a Learn and Serve - Michigan grantee, presented on Youth Engagement Zone grant they received from CNCS ($880,905 3-year grant). The Youth Engagement Zone program is a new initiative administered by the Corporation ' s Learn and Serve America program and authorized under the Serve America Act. The Kent ISD will engage three high-need schools in serving-learning activities to stop urban decay and expand the support of green infrastructure. 3. Mentor Michigan a. Program Update: Amber Troupe updated Commissioners on Mentoring Month activities. Mentoring Night at the Palace will take place on Saturday, January 22. For every ticket sold through a designated site, Mentor Michigan will receive $5 . The money raised will be distributed through mini-grants to mentoring organizations. Kari Pardoe encouraged Commissioners to purchase tickets . There is more happening with this event other than the financial benefit including on-court recognition, in-arena interviews, and media around the event. Pistons staff will be wearing Mentor Michigan shirts, the logo will be on the large screen, along with signage throughout the arena which will bring great exposure to Mentor Michigan. The Lloyd Carr MVP Mentoring Awards will take place on January 31 where Coach Carr will recognize five high school students who have exhibited benefits from having a mentoring relationship. Each of the students will receive a $1 ,000 scholarship for college. The National Mentoring Summit will take place in Washington DC January 25 111 • Several representatives from Michigan will attend including Paula, Amber, Kris Marshall , Tony Campbell, Dara Munson and Bob Kahle. First Lady Michelle Obama will be speaking and will be making a call of 6 �action to corporate leaders to get involved and to support mentoring. The Michigan delegation will also be participating in legislative visits. Ms. VanDam has been selected as one of eight representatives to serve on MENTOR's new Mentoring Partnership Advisory Council. The Council will serve as the voice for the MP network and will serve as an advisory body to MENTOR. b. Wave VIII Census: Ms. Troupe shared results from the Wave VIII Mentor Michigan Census. Of the 235 organizations that are registered with Mentor Michigan, 137 programs completed the survey. We have a slight decline in the number of active mentors and number of youth served. Last year we had our highest response rate (161) which may be one of the reasons for the decline. We are spending some time identifying what has happened to those programs that responded in Wave VII but not WAVE VIII. There were a couple programs are no longer in existence. The survey included a question on youth outcomes. Measuring the outcomes was a key piece of the Mentor Michigan Strategic Plan. We want to be able to document and show the impact mentoring is having on youth. Mentor Michigan is working with Dr. David DuBois to develop tools to help mentoring programs measure the outcomes of mentoring. Ms. VanDam shared that the number of questions that we have continued to ask through the Census has grown and feel that may be contributing to the decline in response this year. The Providers Council will be meeting in February and this will be a topic of discussion. There are also a number of questions asked that we've consistently seen the same response through all 8 waves of the Census. We will have some discussion about the future of the Census, what needs to be measured, do some things need to be measured annually and are there some things that could be measured bi-annually or every three years. We are looking at it as a costsaving perspective as well as what information are we really using. 4. Volunteer Michigan a. Program Update: Steve Springer shared that the MCSC is funding seven Volunteer Michigan grantees and the training and technical assistance that will be provided by the Volunteer Centers of Michigan through the Volunteer Generation Fund. Funding will be used to enhance the infrastructure and capacity of non-profit organizations to engage volunteers. One key component of the grant is the technology piece. Grantees and other volunteer connector organizations will be utilizing a program called HandsOn Connect which is a volunteer management system. The MCSC will host the statewide portal for HandsOn Connect. Ms. VanDam explained that the intent of the Volunteer Generation Fund was to strengthen the volunteer infrastructure across the state. The MCSC wanted to ensure that there was the capacity at the local level to increase their capacity to engage volunteers but also have the technology needed to have a robust infrastructure connecting people who were interested in volunteering with the opportunities available. What we found was that volunteer centers across the state were using a variety of technology. HandsOn, which merged with Points of Light, was creating and launching this new technology called HandsOn Connect. We wanted to leverage this new technology that matches volunteer interests and gives the volunteer center the abi lity to manage data in a way that previous technology has not allowed them 7 �• to do. The first two volunteer centers to go live with HandsOn Connect are here in Michigan (Lenawee and Battle Creek). Our goal is that by the end of this year, 50% of the volunteer centers will be using Hands On Connect. Paula Trentman, Volunteer Lenawee, presented on the HandsOn Connect technology. b. Detroit Initiative- Ms. VanDam updated Commissioners on Cities of Service activities in Detroit. Barb Patton, Chief Service Officer for the City of Detroit, is no longer there and has been replaced by Annie Ellington. In addition, last week Mayor Bing and a number of other Detroit officials launched a new campaign called Believe in Detroit or I'm a Believer. This campaign is focused on bringing more positive publicity to Detroit. They are now merging this with the Cities of Service initiative. There will be $10 million in advertising over the next year promoting this initiative (PSAs, billboards, etc.). We are working through some website challenges with them and hope to identify a way to bring the infrastructure together in Detroit and have them more connected. C. Financial Report- Garry Gross updated Commissioners on the FY 11 Financial Statement for the first quarter. D. Partner Update- Diana Algra (VCM) reminded Commissioners about the Nonprofit SuperConference which will take place on May 10- 11 in Lansing. They have several great national speakers scheduled. The Giving & Volunteering day at the Capitol will take place on April 13. The Volunteer Centers ofMichigan network will meet on March 9-10 with the Volunteer Michigan grantees joining them on the 2nd day for a grantee meeting. Welcome and Introduction - Chair Jim Vella The MCSC Board meeting was called to order at 12:35 p.m. by Chair Jim Vella. He asked Commissioners to introduce themselves. II. Review and Approval of September 29,2010 Minutes- Chair Jim Vella Chair Vella asked for a motion to approve the minutes from the September 29, 2010 board meeting. Commissioner Algra moved to approve the minutes; Commissioner Niester seconded the motion. The motion passed unanimously. III. Standing Committee Reports A. Review Executive Committee minutes from November 8, 2010 meetings. Chair Vella asked for a motion to approve the minutes from the Executive Committee meeting. Commissioner Mawby moved to approve the minutes; Commissioner Lawson seconded the motion. The motion passed unanimously. B. MCSC 20th Anniversary Committee- Commissioner Lawson shared that the Committee met for the first time today and gave an overview of the meeting. We will begin to celebrate the 20th Anniversary in November of2011 which will be close to the original "birthdate" of the Commission along with coinciding with other large MCSC events (AmeriCorps Member Celebration, Mentoring Conference, and Governor's Service Awards). It also gives us a period of time to plan for the events. We have created pillars to help plan for the celebration and to move the work of the Commission forward . Those pillars are teach, advocate, record and share, celebrate, develop media presence, and develop resources. Each of the Commissioners will be asked to be part of a team that represents one of these pillars. We will also reach out to former Commissioners and other external friends of the Commission to be part of the planning. Each of the pillars contains deliverables, timelines, and key leadership. The Governor's Service Awards will be moved to November 2011 and will be joined with the 20th Anniversary celebration so we will only need to fundraise for one event. Once the pillars are in place with their deliverables (ex: packets of information, developed resources, etc), we will be able to move forward so that our 20th anniversary isn'tjust one event but we have created a full packet and we can maintain that presence throughout the state now that we ' ve identified who we are and we've educated. There will also be an alumni event to reconnect with former Commissioners to discuss where we've been and where we need to go. Commissioner Lawson also suggested that the MCSC hires a part time project manager (at a cost of approximately $40,000) to carry out the work of the 20th Anniversary planning and activities as it is going to take a lot of work and the MCSC staff does not have the capacity at this time. Commissioners will fundraise to support this position. Ms. VanDam stated that we have allocated $20,000 from GSA proceeds to support 20 1h Anniversary activities. Those funds could be used to support this position. IV. New Business A. Transition- Chair Vella shared that he recently sent a letter to Governor-Elect Snyder introducing him to the Commission. With the change of administration, this is a great opportunity for the MCSC to tell our story. We have a great story to tell of what the 2 �MCSC is able to do and the resources we bring into the State. Ms. VanDam explained that we are in the education part of our transition strategy and will continue to push our message. In addition to what we are doing in Michigan, Patrick Corvington sent a letter to all newly elected Governors talking about the Commission and the important roles Commissions play. Also, the Association of State Commissions (ASC) has been working to get current Republican Governors to go on record about National Service and the work of State Commissions to introduce new Governors to this work. Mississippi Governor Haley Barbour will be sending out a letter to all new Governors introducing them to State Service Commissions. Commissioner Collier also added that his conversations with the transition team have been very positive. He also said it will be important to educate the new members of Congress about National Service and the MCSC. If Commissioners have any relationships within their new offices they should try to meet with them and educate them about the MCSC. Chairman Vella shared that as a Commissioner, it is our job to advocate for the MCSC. He also shared that we have reached out to Mrs. Snyder but have been advised that she is not taking an active role in the administration so we should wait on our ask that she serve as Chair. Commissioner Collier stated that it will be important to educate the State Legislators as there will be a large turnover there too. V. Executive Director Report- Paula VanDam A. Volunteer Generation Fund- Ms. VanDam gave background on the VGF. The MCSC received $486,913 to increase the capacity of volunteer connectors in Michigan to enhance the volunteer infrastructure and capacity of nonprofit organizations to more effectively engage volunteers. The MCSC will fund and support seven voltmteer connectors that will collaborate and partner with five organizations in their community around a public health or public safety issue. These organizations will demonstrate using service as a strategy to address one of these two issues. The staff recommends funding at the requested amount for the following applicants: Allegan County United Way and Volunteer Center $49,000 Resource Genesee $4 7,713 $30,000 United Way oflonia County, Volunteer Connections Volunteer Center of Greater Kalamazoo $40,000 Volunteer Center of Southwest Michigan $44,919 Volunteer Lenawee $48,000 Volunteer Muskegon $39,634 In addition to this recommendation, the Volunteer Centers of Michigan (VCM) has been an important partner in Volunteer Michigan and the MCSC will contract with them to play key roles around training and technical assistance. They will help provide ongoing support in developing new trainings around engaging highly skilled volunteers and volunteers from certain demographics. This includes evaluation, development of materials, and playing a role in the implementation of new technology that the seven grantees will use to help better match volunteers called HandsOn Connect. The staff recommends funding in the amount of$145,957 to Michigan Nonprofit Association/Volunteer Centers of Michigan to support this. 3 �Chair Vella asked for a motion to approve the staff recommendations for funding for the Volunteer Generation Fund. Commissioner Mawby moved to approve the recommendations; Commissioner Lawson seconded the motion. The motion passed unanimously. Commissioner Algra abstained due to conflict of interest. Ms. VanDam explained that is a three-year grant so we will work with these communities to develop sustainable infrastructure in these communities but there may be an opportunity to leverage more money if the national funding grows and we will bring on new communities. In addition, MNA and the ConnectMichigan Alliance partners have received funding from W.K. Kellogg Foundation in the past to demonstrate the power of the ConnectMichigan Alliance at the local level. They are contributing some money so that we can stretch our dollars through the VGF and will be offering mini-grants to afford the HandsOn Connect technology for more volunteer c01mectors across the state. So the volunteer connector may not be one of the seven initial grantees, many of them will still be able to benefit from the VGF opportunity through these mini-grants. HandsOn Connect technology will allow volunteer centers to post volunteer opportunities in their communities and will also have an area where volunteers can create their own account and track their volunteer history. It also allows organizations to track and report their volunteers (how many hours, how many volunteers, demographics, etc). In addition, part of the money includes the development of a state level portal that will allow us to take all the individuals using HandsOn Connect at the local level and roll it up to the state level for the purpose of reporting data and opportunity. It will be important to move as many volunteer connector organizations as possible to use this technology. B. CNCS/National Service Update 1. Commissioner Roundtable with Patrick Corvington - Ms. VanDam shared that the Detroit News ran an editorial by Patrick Corvington on National Service. Commissioners also received a copy of the notes from the Commissioner Round Table Discussion with Patrick Corvington. It was a productive conversation with discussion around if he is going to deliver on the strategic plan that will be unveiled this fall , he needs State Commissions to help him to be able to do that and how we can help him do that. 2. FY 11 Funding- Ms. VanDam stated that we are still operating under a Continuing Resolution. If this continues for the full fiscal year it potentially means a cut for the MCSC because that will mean no expansion of AmeriCorps. There may be a little flexibility in terms of competitive funding but funding will remain flat for formula funding. We hope this won' t be the case as we leverage this additional funding from W.K. Kellogg Foundation in hopes of bringing in 100 more AmeriCorps members for Michigan we need to make sure that federal resources are going to be available so that we will be able to do this. 3. CNCS Update- Evan Albert explained that operating under a Continuing Resolution and not knowing what our budget will be has been challenging. For example, we received 125-130 AmeriCorps*VISTA applications for a November training and due to the uncertainty ofFY 11 funding, we were only able to send 4 �84 to training. We are hoping to place the additional 30-40 people later this year but have to wait to see what the budget brings. He discussed the CNCS strategic plan process and shared that the CNCS put together a comprehensive summary outlining the highlights and interesting components and feedback that came out of the community dialogues. The will be identifying strategic goals and practical strategies to achieve those goals. C. Program Updates 1. AmeriCorps Update a. Michigan National Service Solutions Fund- Commissioner Collier explained that Patrick Corvington attended the CMF Annual Conference in October and announced the creation of the Michigan's National Service Solutions Fund. The W.K. Kellogg Foundation has agreed to provide the funding for match funding for 100 new Ameri Corps slots in Michigan which is the start of this new fund ($250,000). The funds would be housed at the Capital Region Community Foundation. As resources grow nationally for National Service, particularly ArneriCorps, in order for Michigan to continue to leverage more and new slots, we would need to tap the foundation community because the nonprofit sector does not have the resources to leverage that kind of growth and expansion due to the match fund requirement. But knowing that it's not just AmeriCorps resources that could be growing over time, we didn' t want this to be the ArneriCorps match fund. Thus we named it the National Service Solutions Fund to give us the flexibility, depending on the funders' interest and the opportunities at the federal level, in how we approach the philanthropic community to help leverage the national service resources. This first initial year the focus will be on ArneriCorps because we have the W.K. Kellogg Foundation funding, but it will be important for the Commission to yearly assess the landscape nationally and with the philanthropic community to decide what the focus and priorities of the fund will be. The MCSC will serve as the administrative agent and will not create a separate advisory committee. Chair Vella asked for a motion to approve the creation of the Michigan's National Service Solutions Fund. Commissioner Collier moved to approve the creation of the Fund; Commissioner Lawson seconded the motion. The motion passed unanimously. Commissioner Algra abstained due to conflict of interest. b. Program Update- Ms. VanDam explained that the AmeriCorps staff is working on the 2011-2012 application process and the MCSC has received intent to apply forms from 23 organizations. Of those interested organizations, 18 submitted applications. The applications have been reviewed by staff and 12 have been recommended to move forward to develop comprehensive applications. In additional to those 12 we have a couple of others that are going to come in because as we looked at the landscape of the applicants and looked at the W.K. Kellogg Foundation money, we needed to cultivate some additional applications. Moving forward with the creation of the National Service Solutions Fund, we are going to have the traditional 5 �process for recruiting AmeriCorps applications and then have others that will be on an alternative timeline to meet the interest and needs of the funders. The ARRA funding is coming to an end and there were some great accomplishments from this additional funding, which were distributed to Commissioners. These accomplishments show the impact these 300 members had and is a great story to tell. The AmeriCorps Member Celebration is taking place today with 600 AmeriCorps members taking pmi in the day of orientation, training and team building. The CNCS hosted their annual National Grants and Financial Management Institute in Dearborn this week. There were about 350 from across the country here including 50 from State Commissions. We required each of our AmeriCorps programs to send someone from their organization to attend. Ford was kind enough to sponsor a reception for State Service Commission staff and CNCS staff. It was a nice opportunity to bring the staff together to network. 2. Learn and Serve Update- We have a number of new planning grantees this year so Angelia has been busy working with them to get them the resources they need. In addition to direct suppmi with Angelia, we have contracted with two alum grantees who are serving as coaches during this planning phase. We are moving forward with our statewide evaluation around the impact service-learning is having on both civic and educational outcomes. The Service-Learning Youth Council (SL YC) will be meeting soon. This is a group of22 students who are chosen from our grantees who come together to learn how to become advocates and champions of service-learning. 3. Mentor Michigan -Thanks to Kari Pardoe, we have an exciting opportunity with the Detroit Pistons. They will be hosting three community nights this year and would like mentoring to be one of those nights. January 22 will be "Mentoring Night at the Palace" and we will be inviting many of the mentoring programs from across the state to participate. There will be PSA's shown, on-court recognition, and signage throughout the Palace that will all recognize mentors, mentees, and Mentor Michigan. In addition, for every ticket sold through a special website, $5 will be donated back to Mentor Michigan which will then be granted out in the form of Detroit Pistons mini-grants. This is a great fundraising opportunity on top of a great public awareness about mentoring and the need for more mentors . Mentor Michigan is awarding $15 ,000 in mini-grants to support Michigan Mentoring Month activities in January. These funds were raised through the Meijer Gift Card promotion over Father's Day weekend. The Wave VIII Census is complete with 137 programs completing the census, which is less than last year. Preliminary results show that these programs are serving 23,000 youth and that is down from 28,000 last year. We are seeing the impact of budget declines in terms of the number of youth being served and the number of matches the programs can support. We will share the full results of the Census at the January board meeting but wanted to share that there is a decline in the numbers due to the budgetary reductions. The Mentor Michigan College Coaching Corps AmeriCorps Program has enrolled 45 AmeriCorps members. The goal is to have 40 AmeriCorps members serving through mentoring organizations and 10 AmeriCorps members serving through higher education campuses. Their focus 6 �will be on college access and how to begin to have the college conversation with kids, specifically through the mentoring relationship, and how we create more resources to do that. More than 200 mentoring professionals attended the 5111 Annual Michigan's Premier Mentoring Conference which took place on November 17. In addition we had a pre-conference the day before where one of the leading evaluation experts, David DuBois, worked with a smaller group of programs around research and evaluation. Also last month, Mentor Michigan convened about 40 mentoring organizations from the tri-cmmty area (Wayne, Oakland and Macomb) to discuss their challenges and begin discussions on the Mentor Detroit Mentoring Council. We are soliciting nominations for this Council through December 3. This council will be made up of mentoring professionals, community leaders, and philanthropic leaders. D. Cross-Stream- Michigan's National Service Cross-Stream Conference took place on October 12-13 in Detroit. Patrick Corvington, CEO of CNCS, and Steve Culbertson, President and CEO of Youth Service America, were keynote speakers. More than 160 national service program staff attended. We received positive feedback from the attendees on the conference. Commissioner Betley commended the MCSC staff on their great effort for planning the conference. E. Financial Report- Ms. VanDam updated Commissioners on the FY 10 Financial Statement which shows that we spent all but $191 of our allocated $662,100 of State General Funds. Because Garry was activated to Military Duty, there were some State General Funds that were going to be un-allocated so we transferred those funds to cover Amber Troupe' s salary instead of using the Private Funds. We do need to spend some time discussing whether we should ask for some incremental increases and what those should be. The staff will work on identifying those figures and share them. F. Cities of Service Update- Barb Patton gave an update on Detroit Cities of Service. The Detroit Service Action Plan was distributed to Commissioners. The three key areas are public safety, neighborhood restoration, and education/literacy. Public safety initiatives include matching high areas of crime with neighborhood watch groups and CB Radio control and providing safe haven for children going to and from school. Neighborhood restoration includes blight elimination and urban tree planning. They will work with neighborhoods to transform vacant parcels of land into gardens and will be planting 5,000 trees this spring. They will address the literacy issue for both adults and children and will be engaging volunteers for the DPS Reading Corps and Detroit Reads! Programs. They will also work on increasing the youth engagement in volunteer service by promoting service as a core responsibility of all youth in Detroit. They have a new website to track volunteer opportunities: www.volunteer.detroitmi.gov. They have three AmeriCorps*VISTA members serving this year with two members in the neighborhood restoration program and one in the public safety area. Ms. VanDam shared that she recently had a conference call with Kalamazoo Mayor Bobby Hopewell, who is the newest mayor to sign on to the Cities of Service initiative. He also invited the Chris Sizemore, the director of the Volunteer Center in 7 �Kalamazoo, to participate in the call. We will keep working to engage the other four mayors in Michigan that have signed on and to encourage them to develop their own action plans for their communities. G. Partner Update- Kyle Caldwell (MNA) shared that they are working to retool the Nonprofit Caucus that we launched last year due to the turnover oflegislators. The public policy area will have an aggressive agenda on government reform and how nonprofits and governments work together. The Public Policy Committee is working on several pieces oflegislation including the Youth Worker Permit Bill which will eliminate permits for youth that volunteer and a bill that addresses the tax for nonprofit fundraising proceeds. Ms. VanDam also explained that they are working at the national level to pass a bill that will eliminate the tax on the education award that AmeriCorps members pay when they use the award. Renee Zientek (MCC) stated that they will be using the CMA/MNA funding from the W.K. Kellogg Foundation to measure how statewide infrastructure volunteer efforts are working. They will work with their collaboratives, Michigan Campus Compact members, and the Volunteer Michigan grantees to gather this information. Diana Algra (VCM) shared they are excited with the new HandsOn Connect technology and will work to train their volunteer centers to use the technology. CMA Endowment Update- Commissioner Collier gave an update on the ConnectMichigan Alliance Endowment Fund. Given the recent challenges with the MCSC General Fund budget, the question was asked as to whether the CMA Endowment Fund could be helpful. A subcommittee was convened to identify the intent of the donors and the fund. There were three key points that came out of this discussion: 1. The CMA Endowment Fund should not take the place of the State's general fund and their investment to support volunteerism. 2. We recognize the value of the public/private partnership and make sure that the Commission has representatives in the annual review process of the endowment to make sure their public/private efforts are supported. 3. Six are being recommended to move forward to the CNCS competitive review process for new funding . In addition, all fi ve current competitive programs are being recommended for continuation. The remaining new applicants have been asked to consider reapplying next year. MCSC AmeriCorps staff is providing technical assistance to the recommended applicants throughout the remainder of January. The full competitive application package will be submitted on January 25. LeaderCorps Retreat The Michigan's AmeriCorps LeaderCorps (formerly Member Council) provides a statewide network for members to share ideas, experiences, and a spirit of service while taking a leadership position in their AmeriCorps program. Each program has the opportunity to select one member to serve as their LeaderCorps representative. All LeaderCorps members will convene January 26-28, 2011 for the annual LeaderCorps Retreat. Members will work in their Leadership Teams, participate in a variety of personal and professional development training sessions, learn more about other AmeriCorps programs in Michigan, and discuss opportunities for statewide collaboration. Visit www.americorpsweek.gov for more information and resources. 2011 Russ Mawbv Signature Service Pro ject Each year AmeriCorps members from all around Michigan join together for the Russ Mawby Signature Service Project. This large-scale event engages hundreds of AmeriCorps members and volunteers in two days of training, teambuilding, and service. By the end of the second day, several projects are completed, visibly demonstrating the power of Michigan's AmeriCorps members in action. The 2011 Russ Mawby Signature Service Project will be a partnership between the Michigan Community Service Commission, Habitat for Humanity of Michigan, Friends of Grand Rapids Parks, and Elemental Media. It will be held on Friday, May 20 and Saturday, May 21 in Grand Rapids. �American Recovery and Reinvestment Act As of December 31 , 2010, all Formula and Education Award Only programs have been completed, and final reports have been filed with the Federal Reporting Office. Only 13 members remain in service in 2011, all of whom will be exited this quarter. In most cases, programs met and often far exceeded their stated objectives. Key accomplishments include: • 280,635 member service hours completed • 7,678 volunteers recruited and supporting in providing services • 1, 114 children mentored • 321 students benefitted from 7,230 hours oftutoring and literacy services • 352 clients received services relating to home foreclosures and housing assistance • 3,095 individuals received disaster relief services • 47,766 Michigan individuals received information and resources regarding health care services The next progress report to CNCS is due January 30, 2011. They will also get to participate in the first-ever "Mentoring Night at the Palace," a unique opportunity to shine a spotlight on the importance and value of mentoring in Michigan. For every ticket sold through a designated site, Mentor Michigan will receive $5. The money raised will be distributed through a statewide funding opportunity at a later date in the form of Detroit Pistons mini-grants. Mentor Michigan is aiming to sell 1,000 tickets through the website listed above. There were 577 tickets sold as of January 18. A variety of events will take place to benefit Mentor Michigan throughout the evening including: • • • • On-court recognition of young people in Michigan who are making a difference, In-area interviews with Mentor Michigan representatives and mentoring matches, On-site auction with 100% of the proceeds going to Mentor Michigan, and Many more! January is Michigan Mentoring Month The 2011 Michigan Mentoring Month is well underway and programs are busy hosting events and projects that focus on recognizing, recruiting, and celebrating mentors. Mentor Michigan has also been hard at work raising awareness about mentoring across the state by sending out a press release announcing the 42 Meijer mini-grant recipients, sharing messages on a regular basis via email and social media, and distributing op-eds signed by several MCSC Commissioners. Cr Thank you to all those commissioners who helped us distribute op-eds to the state' s major media markets. 2011 Lloyd Carr MVP Mentoring Awards Mentor Michigan will award five individual youth mentees with 2011 Lloyd Carr MVP Mentoring Awards for best exemplifying the benefits of a mentoring relationship. The awards will be held on January 31 in Ann Arbor. Awardees will have exhibited benefits such as improved attitude, attendance, grades, pro-social behaviors, and family and peer relationships - all as a result of their formal mentoring relationship. All of the recipients will receive a $1 ,000 scholarship to attend college after high school graduation. 1. Caitlyn Cardosa of Grand Rapids is a 17-year-old junior at Northview High School. She has been matched with her mentor, Nan Dykema, since 2006 through the school's mentoring progran1. At the time Caitlyn was an angry �young person who seldom ever smiled. But over the years Caitlyn has blossomed through their relationship, allowing her to come out of her shell and engage in new activities with an's encouragement. She is now a vibrant young woman with a contagious giggle. Nan has also taught her the value of planning for the future, and Caitlyn now hopes to pursue a career in Criminalistics upon graduation. 2. Austin Jarvis of Farmington Hills is a 17-year-old junior at Harrison High School. He has been matched with his mentor, Marvin Hirsch, since 2005 through Mentor Connection at Jewish Family Services. Having grown up without a father Austin has benefitted from the various activities Marvin has exposed him to; including sharing common interests in history, sports, boating, and music. Marvin has helped Austin become a better student and person and taught him the value of giving back to others. Austin would like to attend Michigan State University or the University of Michigan after graduation and hopes to one day give back possibly as a mentor. 3. Nikki Jenks of Mt. Pleasant is a 17-year-old senior at Mt. Pleasant High School. She has been matched for more than a year with her mentor, LeeAnn Ludwig, through the Michigan Youth Opportunity Initiative's H.O.P.E. Mentoring Program. This program serves foster care youth in Mid-Michigan and focuses on helping them prepare for adulthood. While at first shy, ikki has transformed into a confident, young woman who experiences hope and joy thanks to LeeAnn's encouragement. Following graduation, ikki would like to attend Western Michigan University and find a way to help a young person just as she was. 4. Josie Kroeker of Grand Rapids is an 18-year-old junior at Creston High School. he has been matched with her mentor, Mimi Champlin, for more than a year through Bethany Christian Services' Life Skills mentoring program. This program looks to support young people in the foster care system, something Josie has been a part of since she was a child. Their mentoring relationship has grown through their mutual interest in art and has helped Josie focus on her future and develop the necessary skills to handle difficult situations that may come up along the way. She has prioritized her education and wants to attend college after graduation. 5. Jesse Spencer of Flint is a 17-year-old junior at Madison Academy. He has been matched since 1997 (when he was just four-years-old) with his mentor, Roy Smyth, through Big Brothers Big Sisters of Greater Flint. As a result, Roy is a very big part of Jesse's life and has become more than just a "Big Brother." Roy has helped instill the importance of school and giving back in Jesse and afforded him various opportunities to participate in local activities. His mentor has also taught him the value of making good decisions and building strong relationships. Upon graduation next year, Jesse would like to join the Navy and perhaps someday become a police officer. National Mentoring Summit This month, the 2011 National Mentoring Summit will be held at the Library of Congress in Washington, D.C. on Tuesday, January 25, 2011. Mentor Michigan is excited to be sending a delegation to the summit: Paula Kaiser VanDam, Amber Troupe Commissioner Tony Campbell, Providers Council Chair Kris Marshall , Providers Council member Dara Munson and Bob Kahle. The 2011 National Mentoring Summit will bring together influential stakeholders from both the public and private sectors to chart the field ' s future, expand its circle of influence and highlight the impact of mentoring based on a set of outcomes. The theme for the Summit is "Achieving Academic and Social Success: Supporting Youth through Mentoring " to coincide with the nation's current emphasis on increasing the graduation rate of high-school students and keeping youth out of trouble. The National Mentoring Summit will also provide the culminating moment for the 1oth Anniversary of National Mentoring Month. Following the Summit, the Michigan delegation will be staying to do legislative visits. �Mentoring Partnership Advisorv Council Paula Kaiser VanDam has been selected as one of eight representatives to serve on MENTOR' s new Mentoring Partnership Advisory Council. The Council will serve as a voice for the MP network, foster greater communication between the states and MENTOR, and provide strategic guidance on a variety of state and national initiatives. This dynamic group of MP leaders will serve as an advisory body to MENTOR. In this role, the Council will help champion, support, and strengthen the quality and quantity of youth mentoring nationwide. Wave VIII of the Mentor Michigan Census The Mentor Michigan Census is a survey of organizations operating mentoring programs in the State of Michigan. Wave VIII of the survey was conducted from September 13 to October 8. This year, 137 programs completed the Census. The Executive Summary is included in your packet. Full reports will be available in late January at www.mentormichigan.org. Webinars will also be held in February to provide an overview of the results. Dates and times for the webinars can be found at www.mentormichigan.org and clicking on "Training and Technical Assistance." 2010 Meijer Mini Grants To help mentoring organizations across the state celebrate the 2011 Michigan Mentoring Month, Mentor Michigan recently awarded more than $16,000 in mini-grants to 42 mentoring organizations to help them recruit, recognize, and honor mentors. Grants ranged from $200 to $600. The majority of the 2011 Michigan Mentoring Month mini-grant funds were made possible thanks to a fundraising effort conducted through Meijer this past summer. On June 18 and 19, 2010, Meijer donated $2 to Mentor Michigan for every $25 Meijer gift card purchased, providing the organization with $15,000 to distribute to mentoring programs across the state. Mentor Michigan College Coaching Corps AmeriCorps Program The Mentor Michigan College Coaching Corps has enrolled 50 AmeriCorps members into the program, which puts the corps at full capacity. Each member is serving full time at one of many service sites across Michigan. The sites include both mentoring program sites and college campuses. Members serving at mentoring organizations are focused on creating and supporting mentoring relationships. Members on college campuses are focused promoting postsecondary education as something that can be accessed by all. Webinars Mentor Michigan is excited to launch a new webinar calendar for 2011. Since Mentor Michigan started offering webinars in July 2009, more than 300 people have participated. These webinars are designed to help mentoring programs implement the Quality Program Standards for Youth Mentoring and introduce those in the mentoring field to the resources available to mentoring program. Commissioners approved AmeriCorps Competitive funding recommendations and the members of the new Mentor Michigan Leadership Council. Fundraising will be discussed to cover the cost of the loaned executive. It was suggested that $40,000 would be needed to cover the cost. There is currently $17,000 in GSA proceeds that were approved to use for 20th Anniversary expenses that could be used towards this cost. Similar to the materials currently developed , these would target why policy makers and philanthropy can and should invest. 3. Publish a website/soc ial media space for champ ions of national service in Michigan to use. It may be building on the Fast Facts piece that wou ld highlight the current investments, give grantees and partners the opportunity to post endorsements of national service, and give regional impact or grantee maps so that officials can see where national service exists in their districts . Much of this already exists on your site, your Facebook profile, etc. but I wonder if the Anniversary cou ld have a unique presence that leverages a ll of the content around celebration of MCSC and the public and private investments. As we move forward, M t A, through our Civic Engagement team, can look at existing events we host to find ways to celebrate the 20th ofMCSC and I know you, Renee, and Diana are talking about Giving and Volunteeri ng Day and what it should emphasize. Stanton Township Schools and Chassell Township Schools continue to improve the quality of their service-learning activities and pursue strategies that will help them sustain their service-learning efforts beyond the Learn and Serve- Michigan funding. The Public Schools of Calumet, Laurium and Keweenaw, in its first planning year, has identified a strong leadership team and has clear steps in place. Their strong understanding of where service-learning can fit in their district, as well as the support from the service-learning community in Copper Country, has provided them a strong start to their planning year. National Oceanic and Atmospheric Association's (NOAA) Grant The Learn and Serve- Michigan team is partnering with a national nonprofit called Earth Force to create a funding request to the National Oceanic and Atmospheric Association's (NOAA) Environmental Literacy Grant program. We are requesting $1 ,498,000 to be used over the three-year grant cycle. The grant will allow us to increase our service-learning supports relating to Science, Technology, Engineering and Math (STEM) and to provide intensive training for current and future educators who will use available NOAA data as they engage students in service-learning benefiting the Great Lakes. Our concept paper received positive feedback and the full proposal was submitted on January 12. Service-Learning Youth Council Members ofthe Service-Learning Youth Council (SLYC) participated in a two-day retreat in Lansing in December. The 23 members were nominated by their local Learn and Serve coordinators to SLYC for the 2010-2011 school year. Over the course of the year the SL YC members will promote youth service and service-learning through presentations and social media. They will also develop and participate in projects for Global Youth Service Day. During their retreat, the members identified community issues and began developing service-projects to address those issues. Twenty of the members were able to attend the retreat, where they participated in a range of teambuilding and leadership development activities. The members also practiced creating videos to promote service and drafted blogs that will be posted to the Learn and Serve Michigan's Resource Blog at http://learnaridservemi.blogspot.com/. The SL YC members were also given the opportunity to start drafting an application for the 2011 GYSD Michigan mini-grants. Funding for FYll-12 The Learn and Serve team begins outreach for 2011-2012 programs in January. Funding is available for up to four new planning grantees this year. The guidelines will be distributed to superintendants across the state but we will be doing additional outreach in Lansing, Kalamazoo, Muskegon, and Ann Arbor. Planning grants range from $6,000 to $10,000 in the first year. Grants to improve and grow service-learning district-wide are renewable for a total of six years. �Service-Learning Sustainability Symposium The bi-annual Service-Learning Sustainability Symposium is scheduled for February 9-10, 2011 at Shanty Creek Resort. The two-day event provides school district teams with training on critical elements of program institutionalization and allows much needed time to articulate their vision for their programs and to develop the key steps they need to take to get there. The KIDS Consortium from Maine will facilitate this session. Global Youth Service Day Again this year, the Michigan Community Service Commission and Learn and Serve- Michigan is serving as a Global Youth Service Day (GYSD) Lead Agency. The 201 1 GYSD is April15, 16, and 17. Efforts of Lead Agencies include mass promotion of the youth-service opportunity, development of a statewide coalition of partners, support of locally-developed projects, and tracking of the impact of said projects. This year we are also proud to be partnering with The LEAGUE Michigan to offer $11,000 in mini-grants to support local2011 GYSD projects. The guidelines and application for this funding opportunity were just made public and are due by February 28 . In each zone , schools , community organizations , and community colleges will work together to engage youth in service-learning and to help set the m on the pathway to college . "Youth are natural innovators and leaders, and these grants will give them the tools they need to learn inside and outside the classroom," said Patrick A. Corvington , CEO of the Corporation. "We are excited to support partnerships of commun ity institutions that will not only help youth perform well in school , but that will also strengthen connections to higher education." Among other projects, youth in New York's South Bronx community will lead river restoration and energy conservation projects connected to science curriculum, while in Covington , Kentucky, youth will play a leadership role in helping young chi ldren reach kindergarten ready to learn. The Youth Engagement Zone program is a new initiative administered by the Corporation 's Lea rn and Serv e mer:co program and authorized under the Edward M. Kennedy Serve America Act. The six inaugural grantees were selected from a pool of 99 applicants, representing the high demand for the program. Learn and Serve America engages more than 1.5 million young people in service-learning programs to connect in-class course work to important community needs, and encourage students' commitment to service . The six inaugural Youth Engagement Zone grants are: • buildOn ($850,000; 3 year grant)- Youth in the South Bronx, New York, a community that struggles with low graduation and high poverty rates , will lead river restoratio n, water and energy conservation, recycling , and green space projects con nected to high school science curriculum . Zone partners include the Bronx Commun ity College Office of Collaborative Education Programs, Bron x Community College Center for Sustainable Energy, and Banana Kelly High School. ($757,351; 3 year grant)- Children Inc. will implement an Early Learning Success Initiative in partnership with Covin gton Independent Public Schools in Kentucky. High school students will tutor young children in reading, dance, music, and art, as well as create learning games that decrease obesity and promote oral health . Zone partners include Covington Independent Public Schools, Gateway Community & Technical College , and UGIVE . Focus Zone: Covington , KY • Earth Force, Inc. ($1 , 179,040; 3 year grant)- Middle and high school students in Northeast Denver will build their math and science skills by addressing their community's environmental challenges. With the help of community partners Youth Biz and Redline , the students will help build green learning labs at three local schools, teach ing math and science curricula through the creation of urban gardens. Zone partners include the Colorado Academy of Science & the Arts , Wh ittier K-8 School, Manual High School , and the Commun ity College of Denver. A meeting should be scheduled with Maura Corrigan, Jim Vella, Rob Collier and Paula Kaiser VanDam to introduce her to the MCSC and share the relationship between MCSC and DHS. It will also be important to educate the new leadership in the State Legislature and the new members of Congress about the MCSC. We will engage Commissioners and local programs to schedule visits with these legislators to share the importance of the State investment to support the work of the MCSC. He shared his view that there are three sectors and it is important that these three sectors address issues at the community level: �1. Economic - for-profit business 2. Government- public sector 3. Nonprofit- 5 different elements: MNA, CMF, Center on Philanthropy (GVSU), MCSC, and the Office of Foundation Liaison. He also stated that it has been tradition that the First Spouse has served as Chair of the MCSC. Russ offered to follow up with Speaker Bolger at a later date if needed. There was discussion about the future Chair of the MCSC. Commissioners are unsure that Mrs. Snyder will agree to serve as Chair and that it may be more appropriate to ask her to serve as Honorary Chair. But this ask should wait for another month or two until her and Governor settle into their new positions. They also suggested that we need to have a list of other possible candidates to approach. That list currently consists of Lt. Governor Brian Calley and Sharon Rothwell , a member of Governor Snyder' s transition team and also former Chief of Staff to Governor John Engler. This list will be presented at the MCSC Board Meeting for further discussion. Commissioner Collier is also going to schedule a meeting with the new budget director, John Nixon, to discuss the public/private partnership. Outreach to legislators, specifically those on the DHS Appropriations Committee, will begin in February. It will be important to share the mission of the MCSC and the impact service and volunteerism is having in their communities. National Service Solutions Fund Ms. VanDam is working to finalize the application to the W.K. Kellogg Foundation. The MCSC is finalizing the list of AmeriCorps Competitive applications to determine which will be the best fit for the National Service Solution Fund's priorities. She will work with Dennis Fliehman, Capital Region Community Foundation, to establish the fund. MCSC Board Meeting Agenda Executive Committee members approved the board meeting agenda with a request to spend some time discussing the budget process and the importance of Commissioners advocating for the MCSC budget to their local legislators. In this I am suggesting a few new strategies that may or may not work for what you want so please feel free to give your feedback. I. Establishing a presence and responsibility within the leadership structure of MCSC to liaison with the Governor and Legislature in the form of a "Public Policy" or "Government Relations" committee. This wo uld give a responsibi li ty for good relations with the Governor, Legislature and the federal government within the work of the Commissioners and take some of the heavy and awkward lifting off the staff. I am not sure how this fits with your needs to be included in the State of the State or the leve l you want in the DHS Budget for this year. 2. Development ofROI materials that lay out the benefits of the state, federal as well as private funds invested in national service in Michigan. Similar to the materials currently developed, these would target why policy makers and philanthropy can and should invest. 3. Publish a website/social media space for champions of national service in Michigan to use. It may be building on the Fast Facts piece that would highlight the current investments, give grantees and partners the opportunity to post endorsements of national service, and give regional impact or grantee maps so that officials can see where national service exists in their districts. Much of this already exists on your site, your Facebook profile, etc. but I wonder if the Anniversary cou ld have a unique presence that leverages all of the content around celebration of MCSC and the public and private investments. As we move forward, MNA, through our Civic Engagement team, can look at existing events we host to find ways to celebrate the 20th of MCSC and I know you, Renee, and Diana are talking about Giving and Volunteering Day and what it shou ld emphasize. Let me know if this framework is helpful or as point on the Advocacy team, you want me to go in a different direction. Also, could Janice send me the names and contacts for the Commissioners I should be working with on this?
