Projects will support academic achievement, and foster a sense of civic responsibility and ptide. Teachers and students will develop ideas for these together based on needs that have been identified in the community and that match what is being taught in the classroom. Goals for 2004-05 include expanding the use of servicelearning to all buildings in the district and providing all students the opportunity to experience servicelearning at least one time in each grade span; providing at least fifteen new teachers and two administrators training; and continuing to build the foundation for sustainability by integrating service-learning into school improvement plans. As a district they will incorporate service projects that fit with the academic outcomes that are currently used. There will be programs at all grade levels. Elementary students will focus on social studies; middle school students will take part in projects that deal with American Red Cross certifications and community clean up ; and high school students will have ties to multiple content areas. This year will focus on increased teacher training and increased school and community partnership. A mini-grant procedure will be developed to encourage project development and a public relations initiative will be undertaken to develop support for this effort. This year 1,000 students will be engaged in service-learning. The implementation of Clinton County's service-learning program will be based on a five pillar approach: sustained and ongoing professional development for teachers, classroom mini-grants to support service-learning projects establishing learning communities within the local schools, resource development and dissemination, and strong advisory board guidance. It is through the professional development model and the establishment of a learning community that the expected goals will be achieved. The activities will revolve around life science using the AuSable River as a resource. Partnering with businesses around water quality issues, elementary, middle and high school students will address critical community issues through service-learning. Partnerships with the Department ofNatural Resources, Department of Water Quality, Briney Educational Trust and US Department of Agriculture will be strengthened with the expectation that activities will be designed to improve performance on the social studies portion of the MEAP. Students begin to understand the concept of 'global issues' through weekly service at local non-profits. Students are matched according to their strengths and interests to offer the agency skills and services they may need. They gain a deeper understanding of service through their course studies as academic content and applied projects focus on a particular societal problem or issue. The longterm goal for this program is for students to have at least one service-learning experience at each educational level, sequential experiences, and have the activities be of a sustained or significant duration so that student involvement lasts for a minimum of 40 hours per school year and covering multiple disciplines. The geographic region that will be supported by this grant will initially be the northwestern Upper Peninsula. There will be integration of service-learning into summer institutes in social studies for the summer of2005. These activities will be available to all 13 school districts serviced by the CCISD that includes 500 teachers and over 7200 students. The scope of this grant will serve teachers, pre-service teachers and administrators. During Phase two of the grant 30 Civic Fellows (teachers) will receive mini-grants to implement service-learning lesson plans. In addition, Olivet College will be offering college credit for the professional development undertaken by the Civic Fellow. Overall, this will impact 700 students. In addition they hope to involve 400 pre-service, classroom teachers and administrators in various aspects of the project. Five Olivet College pre-service teachers will be included in all of the professional development offerings and encouraged to use service-learning during their student teaching assignments. After reviewing the formula renewal applications the staff determined that $1 ,706,983 was available to support new AmeriCorps programs. The MCSC issued the Notice of Funds Available (NOFA) and the Concept Paper Guidelines in November 2003 via the MCSC web site. In the NOF A, the MCSC advertised the opportunity for potential applicants to participate in a technical assistance conference call to learn about how to apply for Michigan's AmeriCorps Funding. The Michigan's AmeriCorps Concept Papers were due to MCSC on January 15, 2004. The MCSC received 16 Concept Papers. All16 Concept Papers were reviewed by a panel of peer reviewers on January 26, 2004. The peer reviewers recommended that 11 of the Concept Papers move to the next level which was the MCSC staff review. The staff reviewed all 11 applications and moved 9 of them forward to the next step of the application process -- the submission of a Comprehensive Application on March 4, 2004. Seven of the nine programs were submitted as part of the MCSC AmeriCorps competitive application package to the Corporation for National and Community Service. Two of the nine programs (Good Samaritan Ministries and Michigan State University) were funded through the Competitive funds. The remaining seven were then considered for formula funding. One of the seven (Michigan Communities in Schools) dropped out due to their inability to meet the match requirements. The staff recommends that the remaining six be funded. 1 �The staffrecommended a reduced amount of funding for Michigan Primary Care Association (MPCA). MPCA requested 35 full-time equivalent (FTEs) members and staff is recommending 20 FTEs. Feedback from both the peer and staff review questioned the program ' s capacity to implement a statewide multi-site program ofthat size. In addition, the staff recommended $10,000 more dollars than what was requested in order to fund a three-month planning phase that will begin July 1, 2004. The funds will allow programs to hire the staff and to develop the systems necessary to lay a solid foundation for the program. Programs are only eligible for the planning funds in their initial year of set up. Given that we were able to fund all applications that successfully passed the peer and staff review, the staff will solicit an application from a mentoring organization to develop a pilot AmeriCorps program that will develop school-based mentoring programs in schools not making Adequate Yearly Progress under the No Child Left Behind Legislation. If we are unsuccessful in developing the program by August of 2004 then we will retain the funds and grant them in FY 2005-06. 3 �Michigan's AmeriCorps Formula Renewal Applications Background and Process The MCSC issued renewal application guidelines to all of its Michigan' s AmeriCorps renewal programs. The staff reviewed those guidelines with the programs on the December program director conference call. Formula renewal applications were due to MCSC by May 17, 2004. The MCSC conducted a staff review of all applications. Applicants were provided written feedback that included any necessary revisions. All revisions were due to MCSC by June 16, 2004. The staff will review all of the revisions to ensure all issues are addressed. The staff is recommending that we restore FY 2002-03 funding levels for all programs. (All programs were severely cut in FY 03-04 due to the national funding cuts.) Four programs requested higher levels of funding than their FY 02-03 level. In those cases, staff recommended restoring funding to the FY 02-03 level. The rationale for this was that it would allow the MCSC to fund new programs that focused on our state priorities of mentoring, early childhood education, and homeland security. The staff makes the following recommendations. This is $1,633 below the CNCS average FTE cost requirement. 5 �New Michigan's AmeriCorps Funding Program Summaries American Red Cross East Shoreline Chapter- AmeriCorps Together We Prepare The American Red Cross East Shoreline Chapter proposes to engage 21 full-time members to serve in nine American Red Cross chapters that serve 37 counties in Michigan, to educate the public about the steps they can take to prepare themselves for disasters and other emergencies, and to advance the opportunity for citizens to become involved in volunteer organizations like the American Red Cross by becoming trained in disaster relief. By providing these education and outreach opportunities, Michigan communities will be better prepared for disasters. Members will recruit, schedule, and train volunteers in CPR, First Aid, and AED; facilitate relationships with local government officials, emergency management, and other first responders where none currently exist; and recruit and train volunteers to respond to any level of disaster, placing an emphasis on underserved areas. Members will reach 7,000 individuals each year with preparedness/community disaster information. 315 new volunteers will be recruited each year, serving a total of 11,025 hours. Weaver 228 Washington Avenue Bay City, MI 48708 Phone: (989) 892-1541 Boys and Girls Club of Benton Harbor- The Smart Choice Project The Boys and Girls Club ofBenton Harbor proposes a program that would engage 10 full-time AmeriCorps members to help disadvantaged children ages 6-18 in Benton Harbor "realize their full potential as responsible, productive and caring citizens". All members would be placed at the Boys and Girls Club of Benton Harbor, and would support programs and services in the areas of 1) Character and Leadership Development, 2) Academic and Career Development, 3) The Arts, and 4) Sports, Fitness and Recreation. The goal of the program would be to serve 200 children considered "at-risk" based upon census data, school profiles, and family /community feedback. Members would strive to improve the social development and conduct of 70% of those served, as measured by school records and teacher progress reports. In addition, 60% of formerly academically struggling students would achieve final grades of "C" or better in identified subjects and improve their performance enough to pass to the next grade/graduate. The program also proposes to recruit 150 community volunteers in support of local youth. The proposed program, A Great Start, would involve a collaboration of four organizations that focus on early childhood and family issues in Berrien County. Members will assess new families and provide intensive, individualized services based on their needs; increase community awareness of early childhood problems and concerns through research and marketing developments, work with families and children through playgroup and education sessions, and serve as case aides and implement a nationally recognized abstinence education program. Members will assess 100% of consenting births (approximately 1700 families) at two local hospitals, and provide needed services; as a result, the level of abuse/neglect reports will be 25% less among participants when compared with the total for Berrien county. Members will educate and support 1700 at-risk families, 80% of whom will report making connections with individuals to support them in parenting and increased parenting skills. Williams 1819 Gull Road Kalamazoo MI 49048 Phone: (269) 720-3733 Communities in Schools of Detroit - The Readetroit Corps Communities in Schools of Detroit proposes a program that would engage 26 full-time AmeriCorps members to address the critical literacy needs of children identified as having extreme reading deficiencies. All service recipients would be students attending Detroit Public Schools (DPS) that are designated as "failing" by the state. Members would placed in teams of two in elementary schools and address local needs by: providing individual and group tutoring, recruiting and training of community volunteers to serve in DPS, providing after-school program support, and coordinating parental literacy activities. The program would strive to increase the reading levels of 80% of the 600 students to be tutored, as well as recruit 400 community volunteers to further support local youth. Counties Served: Wayne- City of Detroit Charles Anderson CEO, ChiefExecutive Officer 4151 Seminole, Detroit, MI, 48214 Phone 313-571-3400 Jumpstart for Young Children, Inc- Jumpstart Michigan Jumpstart for Young Children proposes a program that would engage 85 minimum-time AmeriCorps members to serve young children through placements in Head Start and other early educational settings. Service would focus on developing crucial early literacy, language and social skills. Members would be placed in teams of 10-20 per service site, and would consist of Federal Work Study college students. Jumpstart Michigan would focus on enhancing the learning experiences of young children from low-income communities, providing meaningful opportunities for parents to become involved in their child's learning, and supporting the development of college students (who will serve as program members) as future teachers in the field of early childhood education. The program would strive to achieve a mean percent gain of 7 �25% in the areas oflanguage, social skills and initiative for learning, in at least 75% ofthe 340 pre-school children served through program activities. Some members will be placed in community health centers across the state, and others will serve in school-based health center sites. The AmeriCorps HealthCorps Program would focus on community outreach to inform the public about health plans available to the uninsured and preventative health care measures. Mentors would be recruited and the program supported through partnerships with local churches and faith-based organizations located near the schools served. Education to adults will be done through community presentations and on a one-onone basis with property risk assessments. Members will act as liaisons between local, state, and federal agencies to help community residents get the information and assistance they need to make informed environmental decisions. Members will complete 12,000 environmental risk assessments with individuals. Another 20,000 individuals will be reached with groundwater protection information through community presentations and display events and 13,500 students will be reached with water education in the classroom. In years two and three these numbers will increase to 12,000 assessments, 22,000 adults reached with information and 15,000 students reached. By years two and three 75% of those reached with risk assessment information will have made at least one change in practice to protect groundwater. 90% of adults and students reached with groundwater education will have an increased understanding of groundwater issues and protection. The meeting was called to order at 10:08 a.m. Members present: Daniel Mulhern, Chair; Rob Collier, Russ Mawby and Meg Smith. Staff present: Kyle Caldwell, Paula Kaiser, Janice Harvey, Mary Zatina, and Joan Bowman. Staff Recommendations for 2004 Michigan 's AmeriCorps Funding Mr. Caldwell explained that the Corporation for National and Community Service (CNCS) received 406 AmeriCorps*State competitive program proposals (302 new and 104 renewal applications) for a total request of over $197 million and over 17,000 FTEs. They approved requests for over $110 million and over 9,000 FTEs. Members reviewed the staff recommendations outlined in a memo from Paula Kaiser dated June 16, 2004. Michigan has $3,109,866 formula funds available, ofwhich $1,706,983 will support new programs. Paula Kaiser explained that the staff recommended funding the following six new formula programs: American Red Cross East Shoreline Chapter at $270,400, Boys and Girls Club of Benton Harbor at $169,506, Catholic Family Services at $221,385, Communities in Schools Detroit at $332,408, Jumpstart for Young Children, Inc. at $176,228, and Michigan Primary Care Association at $266,000. In addition, they recommended $10,000 more than was requested in order to fund a threemonth planning phase (July-September) so that systems will be in place and operational by October 1. �Ms. Kaiser explained that staff recommended a reduced amount of funding for Michigan Primary Care Association (they requested 35 full-time FTEs and staff recommended 20). Feedback from both the peer and staff review questioned the program' s capacity to implement a statewide multi-site program of that size. Chairman Mulhern asked for a motion to support the staff recommendations for the new formula funding. Commissioner Collier moved to support the motion and Commissioner Smith seconded the motion. The motion passed unanimously. Ms. Kaiser listed the programs that were not being recommended for new formula funding. Mr. Caldwell explained that they didn't have a strong AmeriCorps concept. Ms. Kaiser also explained that one ofthe programs, Michigan Communities in Schools, could not meet the match requirements. Ms. Kaiser discussed the formula renewal applications. The staff is recommending that funding for all programs be restored to the FY 2002-03 funding level. This would allow the MCSC to fund new programs that focused on the priority areas ofmentoring, early childhood education, and homeland security. The staff recommended renewal funding for the following applicants: Camp Fire USA West Michigan Council at $177,406, Charlevoix Emmet lSD at $222,497, Guidance Center at $260,400, Habitat for Humanity at $403,000, Ionia Intermediate School District at $153,600, and Volunteer Muskegon at $186,000. Chairman Mulhern asked for a motion to approve staff recommendations for formula renewal applications. Commissioner Mawby moved to approve the recommendations and Commissioner Collier seconded the motion. The motion passed unanimously. Ms. Kaiser explained the results of the AmeriCorps Competitive Application process and that the number of members has increased dramatically this year. Chairman Mulhern would like the staff to look at the balance of per capita service based on population and that it could possibly be discussed as a session at the September Board Retreat. ConnectMichigan Alliance Leadership and MCSC Transition Mr. Caldwell explained that he has been offered and has accepted the position as President and CEO of the ConnectMichigan Alliance and is looking at a start date of September. He also stated that the Executive Committee needs to outline a process for the transition and what the needs of Mr. Caldwell's time would be. Chairman Mulhern shared his comments that Kyle ' s departure will be a disappointment for the Commission but that it will be a continuation of a great relationship with CMA. He also outline what the Governor' s/his perspective was for filling the position. He said they will proceed with a Gubernatorial Appointment and will be focused on those within Michigan. He stated that Paula Kaiser has stated interest in the position and should apply, and Commissioners should be involved and forward names. He is expecting it to be a 6-week �.. process with the replacement available by mid to late August. He also stated that it would be great ifthere were an overlap period with Mr. Caldwell. Commissioner Mawby stated that he regrets that Mr. Caldwell is leaving, but that it is a natural fit for Mr. Caldwell. He also agreed with Chairman Mulhern's process and timeline. Commissioner Collier agreed with the process also but offered two suggestions-the Chair should send out a one-page memo with job description and who resumes should be sent to and insists that Mr. Caldwell attends the Commission meeting in September for a proper roast/toast. Commissioner Smith stated that it was an appropriate move for Mr. Caldwell as he worked so hard to establish the CMA. She also felt that the transition will work well. Other Items Commissioner Collier asked whether there needed to be any follow-up to the David Eisner visit. Mr. Caldwell shared that letters were sent from Chairn1an Mulhern and Commissioner Mawby thanking Mr. Eisner for visiting. Mr. Caldwell stated that he saw Mr. Eisner on Monday and he stated that he was impressed with his visit to Michigan. Chairperson Mulhern explained that there will be 3-4 questions presented for the Grantees as they rotate around the room to different tables to participate in discussions with the Commissioners. The questions will focus on what the MCSC can do to support the programs and what issues they feel are important. David Eisner Visit on May 24 - 25, 2004 Kyle Caldwell gave an overview of the agenda for the visit by David Eisner, CEO of the Corporation for National and Community Service, on May 24-25. Kyle pointed out the key events that Commissioners would be interested in attending. Janice Harvey will be sending out a form for Commissioners to respond as to what events they will be attending. �,. Chairperson Mulhern asked how the sites were selected for the Eisner site visits. Mr. Caldwell explained that he will visit a Learn and Serve site and an AmeriCorps location and that great preparation will be observed to make sure the visits go smoothly. He also mentioned that Congressman Pete Hoekstra will be attending the school site visit and that Dottie Johnson will also be participating in the site visits. Governor 's Service Awards Mr. Caldwell explained that we have $78,500 in sponsorships. Chairperson Mulhern mentioned his intent to send out an email to all Commissioners asking for their support to reach the $100,000 goaL There was discussion as to how many nomination forms were received this year (150) and ifthat was a low number. Mr. Caldwell explained that the goal was 225 but that the nominations that were sent in were "quality" nominations. He also explained that the low number of nominations may be in part due to taking the year off last year from hosting a big event. Commissioner Pickard said with additional promotion this year, there should be more nominations next year. Rule Making Process Mr. Caldwell gave an overview of the CNCS rule making process. The MCSC, through the Executive Committee, submitted a position paper to the CNCS . The Corporation is expecting to have a draft of the rules published by next month and then there will be a 60-day comment period. He is expecting the comment period to occur while Mr. Eisner is here on May 24-25 and that he may be able to receive input from Commissioners and grantees. The key issues will be term limits for grantees, amount of match requirement, grant review process and the qualification for tutors. Mr. Caldwell will provide the Commissioners talking points. State Budget Update Mr. Caldwell explained that the Governor has recommended $280,000 in the budget for VIG. The House has zeroed it out and it now goes to the Senate. The Senate will need to add to the House recommendation so that it will create a debate for both chambers. Letter from Grantees Mr. Caldwell stated that he received a letter from the AmeriCorps grantees dated April 15, 2004, regarding unemployment compensation for Michigan's AmeriCorps members. They are requesting that the MCSC call upon the state legislature to introduce and approve legislation that would exclude AmeriCorps members from eligibility for unemployment benefits. Mr. Caldwell explained that Representative Caswell has drafted legislation (HB5598) and asked what position the Commission would like to take. It was suggested that the issue should be added to the May 24, 2004, MCSC board meeting agenda. Commissioner Collier moved to direct Kyle Caldwell, on behalf of the MCSC, to approach the Administration in support of the legislation. This ruling is a departure from federal policy which indicates that members should not be eligible for unemployment benefits. National service is not considered employment, and it should not be treated as employment. National service participants begin their term with the knowledge that the service expectation is from nine to twelve months. Federal regulations limit AmeriCorps members to serving at most two terms. For their service commitment, they agree to certain benefits including a paid stipend, health care benefits, and an education award at the end of their term that can be used for higher education costs. This ruling is causing financial hardships on agencies that host AmeriCorps members. Now, these agencies must add the costs of unemployment insurance or reimbursement costs into their annual program budget. This additional cost is part of each program's requirement to meet at most $12,400 per FTE federal cost share. This requirement puts Michigan programs at a disadvantage when competing for federal funding with programs from other states that do not have a requirement for unemployment benefits. Likewise, currently funded programs have gone to such extremes as to not enroll a full corps in order to reserve budget funds to cover unemployment costs. On behalf of current and future AmeriCorps program grantees, we urge you and the Commissioners of the Michigan Community Service Commission to call upon the state legislature to introduce and approve legislation that would exclude AmeriCorps members from eligibility for unemployment benefits. In the NOFA, the MCSC advertised the opportunity for potential applicants to participate in a technical assistance conference call to learn about how to apply for Michigan's AmeriCorps Funding. The Michigan's AmeriCorps Concept Papers were due to MCSC on January 15, 2004. The MCSC received 16 Concept Papers. All 16 Concept Papers were reviewed by a panel of peer reviewers on January 26, 2004. The peer reviewers recommended that 11 of the Concept Papers move to the next level which was the MCSC staff review. The staff reviewed all 11 applications and moved 9 ofthem forward to the next step of the application process-- the submission of a Comprehensive Application on March 4, 2004. The staff reviewed the 9 Comprehensive Applications and is recommending 7 ofthem be included in the MCSC competitive application submission to the Corporation for National and Community Service on March 23, 2004. The seven were recommended based on the overall quality of the application and if they meet federal funding priorities (homeland security and faith-based initiatives). Inclusion in MCSC's competitive submission does not guarantee funding. Applicants were provided written feedback that included any necessary revisions. All revisions are due to MCSC by March 19, 2004. The staff will review all of the revisions to ensure all 1 �issues are addressed . The staff feels that these quality programs meet or exceed the criteria the Corporation will look for in competitive programs. The inclusion of some programs in our competitive submission will allow them to expand beyond what we would be able to accommodate with our fommla funds. If these programs are not funded, the MCSC will support them through the formula funds but most likely not at the requested level. The average FTE cost for MCSC's competitive request is $11 ,999. 4 �New Michigan's AmeriCorps Funding American Red Cross East Shoreline Chapter- AmeriCorps Together We Prepare The American Red Cross East Shoreline Chapter proposes to engage 21 full -time members to serve in nine American Red Cross chapters that serve 37 counties in Michigan, to educate the public about the steps they can take to prepare themselves for disasters and other emergencies, and to advance the opportunity for citizens to become involved in volunteer organizations like the American Red Cross by becoming trained in disaster relief. By providing these education and outreach opportunities, Michigan communities will be better prepared for disasters. The meeting was called to order at 10:00 a.m. Members present: Daniel Mulher, Chair; Russ Mawby and Meg Smith. Staff present: Kyle Caldwell, Executive Director; and Janice Harvey. 2004 Michigan 's AmeriCorps Competitive Application Members reviewed the staff recommendations for 2004 Michigan's AmeriCorps Competitive Applications. Kyle Caldwell discussed the memo from Paula Kaiser outlining the staff recommendations. Michigan is requesting $1.5 million for new programs and over $500,00 for renewal applicants. The staff also recommends shifting some of the existing fonnula funded programs to competitive funding in the amount of$2.2 due to the quality ofthe programs. This will free up some of the formula funding. Kyle explained that the 50% reduction in funding from last year will be restored with the overall portfolio at $6 million, with $3 to $4 million in competitive funding. Chair Mulhern mentioned that he felt that the new competitive programs looked worthwhile and Commissioner Mawby was impressed with the range of programs. Chairperson Mulhern questioned why some programs were excluded from funding and Mr. Caldwell explained that the programs either didn't understand what AmeriCorps was (they �wanted to replace staff or without a service aspect) or they didn't have a capacity to administer a program. Chairperson Mulhem asked for a motion to approve the staff recommendations for Michigan's AmeriCorps Competitive Application. Commissioner Smith moved, and Commissioner Maw by seconded that the staff recommendations for new competitive programs, competitive renewal applications, and the formula programs submitted in competitive application be approved (see attached memo). The motion passed unanimously. Staff Recommendations for 2003 CERT Funding Kyle Caldwell outlined the funding requests and stated each of the councils will be funded either by 2002 funding, 2003 ftmding or intent for 2004 funding . This is the first time each of the eight regions will be funded. Commissioner Mawby asked for an explanation as to why Region 2 (Kent County area) has not received funding. Mr. Caldwell explained that there was skepticism with the locals to establish a Council in that region. Kentwood agreed to form a Council and has filed an intent to apply for 2004 funds. Of the 2003 CERT funding, $290,000 will go to communities not previously funded and $111,000 will go to previously funded communities (renewal) for a total of over $400,000 (see attached). Chairperson Mulhem asked whether a risk factor is taken into consideration when distributing funding. Mr. Caldwell stated that it was used as a criteria. Commissioner Mawby asked how the training was done. Mr. Caldwell explained that the training is taking place through academies at community colleges so that it is done at a local level. Commissioner Mawby mentioned that we could possibly engage the Boy Scouts in the training process. Chairperson Mulhem asked for a motion to support the 2003 CERT funding. Commissioner Mawby moved to support, Commissioner Smith seconded the motion. The motion passed unanimously. Commission Mawby commended the Council and staff on moving so far ahead in such a short time period. Chairperson Mulhem stated that a letter should be to the Council members commending their efforts. Overview of Rule Making Mr. Caldwell explained that funding is being restored but that Congress wants reform. The Corporation for National and Community Service (CNCS) is holding rule making hearings to engage the field in the process. The Corporation published a Notice of Intent to Propose a Rule in the Federal Register on March 4 (45 CFR Chapters 12 and 25). The notice lays out the issues CNCS plans to address through formal rulemaking: 1. AmeriCorps grantee sustainability, including the parameters for capacity-building activities by AmeriCorps members and volunteer recruitment; 2. Limitations on the Federal share of costs; 3. Performance measures and evaluation requirements; �4. Qualifications for ArneriCorps members serving as reading tutors and requirements for programs engaged in literacy activities; 5. Timing of the ArneriCorps grant cycle; 6. Program selection criteria; and 7. Application process for programs in their second and third years in a 3-year grant. They will seek input and use the input to make changes to ArneriCorps policies. The hearings will start in Columbus, Ohio on March 15 and will conclude in Dallas, Texas on April2 . Mr. Caldwell attended a public hearing in Columbus, Ohio on March 15 and testified. Michigan had six programs at Columbus hearing. The hearings will lead to rules in the aforementioned seven areas. After the hearings are complete, there will be a 60-day comment period and then final publication will be done by June. Mr. Caldwell noted that it would be important for the field to get engaged. Mr. Caldwell explained that the implications are significant. The Corporation is engaging in policy changes that do not require any legislation, therefore does not require public input outside of the comment periods. Mr. Caldwell also felt that was important for the Commission, as a body, to publish something publicly (either letter or website). It was suggested that Chairperson Mulhern and Mr. Caldwell draft letter and that the Executive Committee approve it for submission on behalf of the full Commission. It was also suggested that the letter could go out to the whole Commission via email for comments and approval. The letter should focus on key issues. CNCS CEO David Eisner will be in Michigan on May 25 for the Volunteerism Superconference and hopes to hold an additional hearing on the draft rule that is published. Chairperson Mulhern suggested that during Mr. Eisner's visit to Michigan in May, that we show him why Michigan is so special. Mr. Caldwell explained that Mr. Eisner will be visiting an ArneriCorps program in Congressman Hoekstra' s district (Muskegon) that focuses on service-learning, but also shows all of the streams working in one place. It was requested that at the April 16, 2004 Executive Committee meeting that staff lay out an outline ofMr. Eisner's visit. Four community colleges have committed to CERT training with several others looking at implementing CERT. Over 300 trainers trained in CERT. Ongoing discussions with state health professionals to coordinate with Citizen Corps to broaden Medical Reserve Corps. �• • • Ongoing discussions with Department of Education to implement CERT in the K-12 schools. Working with the National & Community Service Corporation to secure funding for students and seniors to engage in disaster preparedness. Letter of intent from City of Kentwood for 2004 funding thus completing a council in all 8 regions. I would like input from the Council on future funding. We are heading in the direction of frontloading with seed funds to get councils and programs started, and then decreasing renewed funding, as costs of initial start up are no longer a concern. We are considering creating fixed amounts for initial start up, for sustaining and for longevity. I think if we keep in mind factors of; population, risk and need we will adequately spread the funding appropriately. Applicant Michigan Campus Compact Members and Hours 300 @ 300 hrs. /year Full-time Equivalent (FTE) 60 (I FTE = 5 minimum-time members) Amount of Grant Educational Awards $400 x 60 FTE 300@ $1,000 each Total Value $300,000* 300 members 60FTE $24,000 * Education A wards are administered directly by the CNCS with the individual members. The MCSC would not be responsible for the administration of these awards. Summary The staff received an application for an AmeriCorps Education Award Only program from the MCC to engage 300 minimum-time (300 hours) members (60 full-time equivalent), year around, to provide services to youth state wide. The Education Award Only programs differ from our other AmeriCorps programs in that the applicant underwrites the costs of operating the program �(with the exception of a $400/FTE allotment), and in exchange the Corporation for National and Community Service will provide the Education Award to the members who have served. As a program of the MCC, college students at the organization's member campuses will be enrolled and supervised through campus service offices and partner community organizations. Campuses will participate in a competitive application process to receive members, and place them in local partner community organizations to complete their service. Members will mainly be comprised of those students who qualify for Federal Work Study, thus encouraging each university to lend increased support to meet local community needs. In addition, a large component of each member's development will focus on increasing their understanding of civic engagement and effective citizenship, by incorporating training and discussion on related topics into the program's member development plan. While at their service sites, members will engage youth in activities such as mentoring in order to increase youth socialization, self-esteem and confidence. Members will also recruit at least 10 community volunteers each in support of program activities, leveraging a total of 3,000 additional community volunteers. The MCSC staff believes that the proposal is sound and would prove competitive. Therefore staff requests provisional funding to proceed with the submission of the application to the Corporation for National and Community Service so that the MCC may address the following: 1. Narrowing and identifying the specific community needs the members will address through their service. 2. More clarity on how MCC will identify sites and incorporate them in the overall monitoring/evaluation plan the MCC will use to measure impact. 3. More specificity on outcome measures for the program. Education Award Only programs have three submission dates: February 3, 2004, May 11, 2004, and November 2, 2004. The form was due to MCSC no later than 5:00pm on November 3, 2003. I was out of town the entire week of the 3'd in Washington DC for training held with the Points of Light Foundation. Upon my return on November 10, 2003 I found a copy of the form along with a failure report from the fax machine. I really thought it would be no large issue and called Angelia Salas immediately. After waiting a few days to fmally connect with her due to a state holiday, I learned that our agency was in fact no longer eligible to apply due to this error. Angelia was very sympathetic and assured me that this was simply an unfortunate mistake. I understand the importance to adhering to a set policy to avoid a breakdown of the entire system, however I strongly feel this simply does not warrant a disqualification from the grant process. The United Way Volunteer Center of Chippewa County is a small but thriving Upper Peninsula center that has shown continuous growth since its inception. Each year we have completed our VIG requirements and provided the match deposits on time and/or ahead of schedule. We deserve this chance! In a time when the Michigan VIG was in grave danger · of being eliminated completely, I traveled to our state's capitol building in Lansing to speak directly to my State Senator Jason Allen on the importance of the VIG to our community and to vote not to cut its funding. Many phone calls, e-mails and face to face conversations took place with my State Representative Scott Shackleton to secure his support of the VIG. He passed this information on to his peers as he saw fit. The United Way Volunteer Center of Chippewa County did it's part to enSure the continuation of the VIG program. The United Way of Chippewa County Board of Directors agreed to invest in itself and open the doors of its Volunteer Center at the incentive of the VIG. Please don't eliminate a vital success that the Michigan VIG has through the growth of our program due to a minor breakdown of technology. Enclosed you will fmd a copy of the Intent to Apply Form and the fax report. We write today urging the Michigan Community Service Commission to accept the pre-application and application for Michigan's Volunteer Investment Grant, submitted by this reputable organization. The Un ited Way Volunteer Center of Chippewa County is an organization that serves as a general clearinghouse for volunteer recruitment and referral in Chippewa County, as we ll as providing additional important community services such as working with youth to promote and encourage strong work ethic and community service. The United Way Volunteer Center of Chippewa County also plays an important role in the community by convening groups of area residents around tough issues and delivering creative solutions to tough problems. As you know, Ms. Kristina Beamish, Director of the United Way Volunteer Center of Chippewa County has had a long-standing relationship with the Michigan Community Service Commission, and has been a proud recipient of Michigan's Volunteer Investment Grants through the years. We understand that Ms. Beamish attempted to fax the pre-application to the Michigan Community Service Commission a couple of days before it was due, and believed the fax transmittal to have been completed. Unfortunately, it appears that this fax transmission was not completed, and it could have been caused by an error or malfunction either by the fax machine at the United Way Volunteer Center or at the Michigan Community Service Commission. It is obvious that the pre-application was not received on time due to a mechanical breakdown . Please be understanding of this and accept the pre-application and application being submitted by the United Way Vo lunteer Center of Chippewa County for Michigan's Volunteer Investment Grant. Funding Recommendations The members approved the staff recommendations for the Michigan Citizen Corps programs (see attached) and the wavier for the Volunteer Investment Grants intent to apply policy due to a mechanical error related to the submission by the Volunteer Center of Chippewa County. Policy Statement on AmeriCorps Mr. Caldwell shared a copy of the previously approved letter of the MCSC regarding AmeriCorps and its funding. The Congress activity demonstrated that the advocacy work might have been productive. The VA HUD bill passed out of the conference committee provided funding near the level the President requested and eliminated the harmful language related to the drastic match requirements and funding term limits. MCSC December Meeting The agenda for the December meeting will concentrate on five areas: A. Statutory functions including funding recommendations. B. Welcoming new commissioners and all members sharing on their mentoring experiences. C. Examining the basic (in very visual terms) scope and summary of the work of the MCSC. �D. Re-examining the vision and mission discussions of the September meeting along with the existing mission and vision of the MCSC. E. Give a summary of Mentor Michigan activities to date and discuss futme including the creation of a business plan. Future Executive Committee Meeting The members agreed upon the meeting dates, but advised the staff that the April 9, 2004 date coincided with Good Friday. Staff will suggest another date.
