The Governor's Office will be examining our appointments again for next September. Attached you will find a self-assessment tool that may work to help commissioners determine if their participation rates are at the appropriate levels. Kirkpatrick We, the Executive Campus Directors for the American Humanics programs at Eastern Michigan University, Western Michigan University, and Grand Valley State University, nominate Samuel A. Kirkpatrick, President of Eastern Michigan University, to serve as a commissioner for the Michigan Community Service Commission (MCSC). Throughout his career, Dr. Kirkpatrick has demonstrated in a number of different ways his commitment to strengthening the bonds between educational institutions and the community. In this letter we will provide evidence of his prestigious record and hopefully convince you that he is well suited to serve on the commission. Prior to becoming president of Eastern Michigan University in 2000, Dr. Kirkpatrick was a senior fellow with the American Association of State Colleges and Universities in Washington, D.C., having served on its board of directors. As a senior fellow, he chaired a project to develop and implement an action agenda for American higher education to advise presidents and chancellors in the areas of quality assurance, public engagement, access and inclusion, and communication and advocacy- all areas we see as priorities for MCSC. While serving as the president of the University of Texas at San Antonio from 1990-1999, Dr. Kirkpatrick developed extensive community collaboratives in public education, service learning, nonprofit management, public policy, volunteerism, economic development, and business assistance and the arts. It was during his tenure as president, that he established the American Humanics program at UTSA - a program that has received national recognition. In fact, Dr. Kirkpatrick's involvement with American Humanics began while a Dean at Arizona State University, and continues to this day. As he himself stated in a recent keynote address at the 7th Annual Nonprofit Excellence Awards sponsored by NEW (Nonprofit Enterprise at Work), "the AH philosophy encompasses student development and education toward careers in nonprofit, youth and human services organizations." Given his own commitment to that philosophy, it was no surprise that upon his arrival at Eastern Michigan University, he strongly endorsed and supported the establishment of an American Humanics program - a two-year program that is already certifying undergraduate students to work as professionals in nonprofit organizations. As Directors of the American Humanics programs at our respective universities, we believe Dr. Kirkpatrick personifies the mission and vision ofMCSC. Throughout his academic career- as both administrator and scholar - he has demonstrated his own personal and professional mission to work collaboratively with service programs to enrich the lives of those in the communities in which he lives. Since receiving his M.A. and Ph.D. in political science from Pennsylvania State University, Dr. Kirkpatrick has amassed an amazing record of publications, papers, and keynote addresses that borrow heavily from his own teaching and research in the fields of political science, public administration and nonprofit management. Without question, Dr. Kirkpatrick understands the important role that social service and nonprofit organizations play in establishing Michigan as an ideal place to live and also a state that is recognized nationally as one that values "service as a way of life." Dr. Knopke serves the fifth president of Aquinas College. Through his leadership the service, service-learning and civic engagement has grown at Aquinas College. Most specifically, I would like to mention Aquinas' Community Leadership program that directly connect students learning in their chosen discipline, community leadership classes, and community service projects. Dr. Knopke has a personal commitment to community service. Dr. Knopke is a member of several regional boards including Advantage Health, the primary health care system of Saint Mary' s Hospital/Health Services; the Peter and Pat Cook Health Sciences Research and Education Institute; Steepletown's Neighbor Helping Neighbor Campaign; Opera Grand Rapids, and the West Michigan World Affairs Council, for which he serves as Board President. Prior to his presidency at Aquinas, Dr. Knopke was Vice President for Student Affairs and Professor of Behavioral and Community Medicine at the University of Alabama. He is the author of four books, two monographs, and myriad published book chapters, papers and journal articles; his list ofhonors and awards includes the 1995 Algernon Sydney Sullivan Award for distinguished leadership and service, and the 1988 Outstanding Commitment to Teaching Award at the University of Alabama. Since coming to Aquinas, Dr. Knopke has initiated the development of a comprehensive action/business plan and college-wide planning process that guides the college's programmatic, physical plant and financial growth, and development. Dale received his undergraduate education from The University of Michigan, Dearborn and his graduate education from American University in Washington, DC. He possesses both a Bachelor's and a Master's degree in Political Science. Prior to working at the Resource Center, Dale served as a Legislative Assistant to State Representative Laura M. Toy (R-Livonia). He has also taught courses in American government for Mott Community College in Flint and Oakland Community College in Waterford. He is a former two-term member of the Clarenceville Board of Education in Livonia, Michigan. Shelly Schadewald is the Executive Director of the Jackson Nonprofit Support Center. Shelly has degrees from Central Michigan University, Eastern Michigan University and Jackson Community College. Shelly's career has focused on nonprofits, and she specializes in community collaboration, project management and training. Joel J. Orosz, a nationally recognized authority on philanthropy, has been named distinguished professor of philanthropic studies. He becomes only the third person in GVSU's history to hold the title of distinguished professor. Orosz's immediate duties will include helping facilitate a "knowledge management" grant received by GVSU's Dorothy A. Johnson Center for Philanthropy and Nonprofit Leadership. The $445,000 grant from the Kellogg Foundation will allow Johnson Center staff to publish literature, host conferences, and train foundation staff members around the state and country. Orosz has been program director in Philanthropy and Volunteerism at the W.K. Kellogg Foundation. Orosz earned his Ph.D. in American history from Case Western Reserve University in Cleveland, Ohio. Orosz and his wife, Florence, live in Kalamazoo with their four children, who range in age from 10 to 16. First, we have two appointments pending with the Governor's Office and have been assured that they will be taken care of in due time. Given the recent events, it is understandable that our appointments are not the top priority. Kyle has been in contact with onie Brennan and AI Swain to assure them that the process is still in the works. Second, we have vacancies to discuss. Specifically, there are six vacancies with the ending of terms for Victor Begg, Randy eelis and Julie Cummings. The chart attached illustrates the positions we have to fill. The only federally and state mandated seat we must fill is the representative oflocal governn1ent. We have discussed candidates in the past, but we have no solid candidates yet. The other five vacancies are slots (areas of interest) available for us to choose. We have discussed several different categories including members representing faithbased organi zations, youth, and higher education. I will distribute this form with our follow up mailing to commissioners and friends. I think that the appointment recommendation form will need to be tweaked to each position we are seeking. It may well have to include descriptions on all the vacancies. I am also faxing this memo and a number of other follow up materials to help you see where we are with regard to our appointments. On the appointments chart you will notice that Kathleen is still listed as active. It is the Governor's policy to keep member on until they resign or their terms expire. I inadvertantly never solicited a letter of resignation from Kathy. I will contact her later to follow up on that. Mrs. Engler spoke with Geneva about the Alliance and I will be doing a briefing for her on some of the latest developments. It sounds like she knows that she has been out and that she needs to get involved. Therefore, I think that we should hold off on a letter until after I meet with her an discuss her interest level in the MCSC. In the meantime, Teny, I think that a call from you would be a good idea just to informally lay the ground work. Is this OK with you? Nancy, I am checking into the Municipal League and the Labor associations, anything you can do on the faith based position would be wonderful. Current and Upcoming Vacancies The membership is short only one required position-local government representative-which was vacated by Kathleen Keen McCarthy. Members and staff will approach the Michigan Municipal League and local governments around the state to find candidates. Staff will distribute a commissioner profile for members to distribute to candidates. Term limits will also affect two other legislatively mandated positions after October 1, 2001local educator/education administrator and local labor representative. In addition, age requirements may affect one of the youth positions currently serving, however neither youth commissioners will be affected by term limits at this time. Members and staff will be approaching the state and local labor union associations as well as labor designees to United Way agencies for candidates. From the education field, members and staff will be seeking candidates from local school districts and education associations. Other positions that the committee will consider include members from the faith communities that have a strong affiliation to service and volunteerism and a successful record of working with the public sector. In addition, the members and staffwill be seeking candidates from the Disability Community to serve on the MCSC. Again, candidates/organizations with a strong �'• record of promoting and practicing service and volunteerism will be sought. Members of the Committee will distribute a nomination form (see attached) to the full membership and friends to seek their input. National Training The Corporation for National Service is offering states $5,000 each to conduct multi-state commissioner training sessions (see memo from Peter Heinaru attached). Several states' have started planning for these trainings including those surrounding Michigan. The current plans are that our cluster of states (Iowa, Minnesota, Wisconsin, Illinois, Indiana, Ohio, Nebraska) would conduct a training meeting sometime in May. Terry Pruitt is currently representing Michigan on a planning committee for this initiative. The Committee will work with the Executive Committee to determine which commissioners to send to the training. Board Development/MCSC Fall Retreat Members of the committee will make recommendations to the full membership on potential commissioner partnerships to develop as part of the MCSC Mentor Program. The current roster will be reviewed and potential matches will be developed prior to the Fall Retreat. The Mentor Program will provide new commissioners a resource person to discuss national and state issues as well as the day-to-day responsibilities of serving as a commissioner. Thank you. �'• (DRAFT) Michigan Community Service Commission Member Recommendation Form The Michigan Community Service Commission (MCSC) is seeking recommendations for representatives in the areas listed below. The MCSC is a state agency charged with helping to promote and coordinate service and volunteerism in Michigan. The members of the MCSC provide leadership and vision to the organization while also overseeing the policy- and grantmaking functions of the organization. The MCSC meets quarterly and hosts a number of statewide events that require the participation of members. The MCSC collects, reviews and makes general recommendations to the Governor of Michigan who makes all appointments to the MCSC's membership. General Job Description The Michigan Community Service Commission (MCSC) seeks individuals with passion and vision who will be (active participants) in our decision making processes and who bring (special expertise or an area of influence) to the Commission. A. B. Members of the MCSC commit to the Commission's (purposes): 1. To serve as the state administrative agency for national and community service programs; 2. To serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism; 3. To serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals; and 4. To serve as a broker of nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. Members of the MCSC work with the Commission staff to seek out collaborative ways to bring together individuals, agencies and organizations in meeting the · Commission's goals: 1·. To build programs and expand resources based on local community needs and resources; 2. To enable youth and community practitioners to be part of the program design and policy development process; 3. To promote diverse programs that are representative of their communities; 4. To encourage strong partnerships among public, private and nonprofit organizations; 5. To develop a statewide information clearinghouse and system for training in the best practices for service, service-learning, and volunteerism; and 6. To enhance service and volunteerism through rewards, incentives, and recognition. 1 �II. III. Specific Tasks A. The MCSC meets quarterly and while perfect attendance is encouraged it is not necessarily mandated. However, all commissioners are expected to attend at least two meetings per year. B. Every commissioner will be asked to participate in one MCSC sponsored special activities annually to demonstrate a commitment to the organization and to the field of volunteerism in Michigan. C. Commissioners serve as ambassadors to the field of service and volunteerism. Commissioners may be asked to speak (publicly) as to the good work of the MCSC and engage in contacts with the private and public sectors especially the state legislature, on behalf of the MCSC. D. Commissioners are to join in one or more of the MCSC standing committees. MCSC Committees A. B. Board Development Committee -purpose 1. Committee members nominate and/or contact new individuals to serve on the Commission. 2. Committee members develop and oversee a commissioner assessment process to ensure MCSC' s compliance with federal requirements concerning commission membership. 3. Transition of the Chair The members discussed that Mrs. Engler and Dr. Mawby had met and Dr. Mawby has agreed to serve as Chair for a three-year term. He will fill the seat vacated by Ms. Judith Dunn. The Governor's Office will work with Kyle to announce the transition to the public. The September meeting will be Dr. Mawby's first meeting, but he will not take on the role of Chair until the conclusion of that meeting. 2. Up Corning Vacancies As a result of our term limits, Commissioners Brandell, Muir, McCarthy and Orosz will be moving off the active commissioner list to the Michigan Community Service Commission (MCSC) Leadership Council (our Emeritus Board) and they will serve as the initial class of members. The September meeting will serve as their final meeting as active members. A formal recognition of their efforts will be held at the September meeting. 3. New Appointees The committee decided to investigate both Mr.Steven Monahan of AAA of Michigan and an individual from Allstate to serve on the MCSC. Mr. Caldwell will work with individual committee members to assess the willingness of the prospective candidates. Mr. Pruitt and Mr. Caldwell will work to begin matching active members with new inductees in a mentor/mentee relationship. They will begin to draw up a list of other potential matches and a list of possible duties for consideration by the committee prior to the Fall MCSC meeting. �Members of the Board Development Committee July 6, 2000 Page 2 Other prospects will need to be considered for the seats vacated by Dr. Orosz, Dr. Brandell, Mr. Muir, and Ms. McCarthy. Dr. Mawby has agreed to seek the advice and counsel of Dr. William Richardson of the W.K. Kellogg Foundation for a replacement for Dr. Orosz. This will leave a vacancy for a local government representative (Ms. McCarthy), seniors and physically challenged (Mr. Muir) and educators including those from higher education institutions (Dr. Brandell). Mr. Caldwell and members of the committee will be seeking replacements that will provide both the geographic and vocational diversity required (see charts below and attached). 4. Recommendations for three members to the Volunteer Alliance The MCSC and the Michigan Nonprofit Association (MNA) have secured the state funded portion of the $20 million endowment for the Volunteer Alliance and have nearly finalized the bylaws and articles of incorporation for the organization. This means that we will need to make recommendations for membership to the board of the Alliance. The MCSC is afforded three seats to the Alliance Board. We should discuss the likely candidates and make a recommendation to the full membership. We will likely need to send out a ballot to the full active membership to codify any recommendations as we may need to make a decision prior to our September meeting. Kellogg Foundation, to the MCSC in the seat vacated by Judith Dunn to begin September 13, 2000 at the Fall meeting of the MCSC. Dr. Mawby will also serve as Chair of the MCSC upon the start of his term. The MCSC is extremely gratified that Dr. Mawby has agreed to serve. As the Chair and CEO of the W.K. Kellogg Foundation for more than thirty years, Dr. Mawby was instrumental in developing much of what we recognize as the service and volunteer infrastructure in Michigan. Mrs. Engler will step down as Chair on September 13, 2000, but remain a member of the MCSC. Dr. Mawby is a fine successor to the First Lady. A point that was obvious to the MCSC members when they unanimously and enthusiastically recommended his appointment to the MCSC for the Governor's consideration. In that Mrs. Engler has served as the Chair of the MCSC since its creation, the MCSC would like to announce the appointment of Dr. Mawby in advance of the September 13, 2000 start date. The MCSC staff will work with you and Ms. Susan Shafer to work out the details. Johnson, Graduate, Council of Michigan Foundations Chair of the Board Development Committee RE: Summary of November 24, 1999 meeting DATE: November 24, 1999 The following is a summary of our conversation on November 24, 1999. Appointment Recommendations Kathy Honaker has taken a position in Texas (still within Allstate) and has resigned from the MCSC. In her resignation letter (see attached) she mentioned that Steve Monahan will be replacing her in the North Central Region which includes Michigan. Mr. Monahan's biography is attached. Mrs. Engler spoke with Edward Liddy, CEO of Allstate and he said that Mr. Monahan is the right person for us to appoint to the MCSC given that he served on the Florida Commission. The committee recommended inviting Mr. Monahan to serve on the MCSC. Mr. Caldwell will start the process. Commissioners Pruitt and Lenz will meet with Mr. Jim Green from the Pharmacia & Upjohn Co. Foundation to determine his willingness to serve on the MCSC. The meeting will take place sometime in January. Mr. Caldwell will send the appropriate promotional materials for Commissioners Pruitt and Lenz. The Committee may make recommendations to the larger commission at the January meeting, but given the Holiday Season, it is more likely that recommendations will be given at the April meeting. �Prospects Commissioner Johnson identified some prospects from the western region of the state including Kathy Keller Muir and Nary Weege Nelson, both former educators with a passion for board leadership and service. Commissioners Pruitt and Lenz will also look into a number of other prospects including WMU President, Elson Floyd. Vacancies Currently, three positions remain vacant including two representing business and one representing, "A representative of a national service program described in section 122(a) of title I, 42 U.S.C. 12572." Mr. Caldwell will check with the Corporation for National Service to determine if Commissioner Smith could fill this position as well as the Senior Service position. This issue lead to a larger conversation concerning the MCSC' s flexibility in appointing members. Changes to PA 219 (see Act No. 219 attached) Currently PA 219 (the statute that codified the MCSC) reads: " The commission shall consist of 25 members appointed by the governor." The statute makes no reference to term limits (recently approved by the MCSC) nor does is provide the flexibility to appoint more than 25 members. The Committee recommended that the statute be changed to include the language concerning term limits and to reference that, "The commission shall consist of a minimum of 25 members appointed by the governor." Recommendations to the Governor The members of the Committee explored the qualifications and interest levels of six prospective appointees. General Job Description The Michigan Community Service Commission (MCSC) seeks individuals who will be active participants in our decision making processes and who would bring a special expertise or area of influence to the Commission. In addition, we need individuals: A. who are willing, able and eager to commit to the Commission's purposes: 1. to serve as the state administrative agency for national and community service programs; 2. to serve as a catalyst for positive community change by stimulating innovative programs that meet real needs through service and volunteerism; 3. to serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals; and 4. to serve as a broker of nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. B. who are willing, able and eager to work with the Commission to seek out collaborative ways to bring together individuals, agencies and organizations in meeting the Commission's goals: 1. to build programs and expand resources based on local community needs and resources; 2. to enable youth and community practitioners to be part of the program design and policy development process; 3. to promote diverse programs that are representative of their communities; 4. to encourage strong partnerships among public, private and nonprofit organizations; 5. to develop a statewide information clearinghouse and system for training in the best practices for service, service-learning, and volunteerism; and 6. to enhance service and volunteerism through rewards, incentives, and recognition. �II. Specific Tasks Required of All Commissioners A. The MCSC meets quarterly and while perfect attendance is encouraged, all commissioners are expected to attend at least two meetings per year. B. Every commissioner will be asked to participate in one MCSC sponsored special activity annually to demonstrate a commitment to the organization and to the field of volunteerism in Michigan. C. Every commissioner is an ambassador and a powerful voice for the field of service and volunteerism. Each commissioner must work to speak (publicly) as to the good work of the MCSC and should engage in contacts with the private and public sectors especially the state legislature, on behalf of the MCSC. D. Every commissioner will be asked to participate in one or more of the MCSC standing committees. III. MCSC Committee Requirements A. Board Development Committee 1. Each committee member will be asked to nominate and/or contact new individuals to serve on the Commission. 2. Committee members will be asked to develop and oversee a commissioner assessment process to ensure MCSC' s compliance with federal requirements concerning commission membership. 3. Committee members will be asked to coordinate MCSC committee assignments for current and new Commission members. 4. Committee members will be invited to participate in prospective commission member interviews. 5. The committee chair, or his/her designee, will be asked to report the committee's progress at quarterly Commission meetings. 6. Committee members will meet at least two times annually. B. Youth Leadership Committee (To be developed in consultation with the MYPAC members, Board Development Committee and the Executive Committee.) C. Awards and Recognition Committee 1 . PORTER w. Dr. Jolm Porter has served as a. state superintendent of schools, a university president and, more recently, superintendent for Detroit Public Schools. The longtime educator is now the founder and cbief executive officer of Urban Education Alliance, Inc., an organization for urban school reform across the nation. In his position as Michigan superintendent of public instruction from 1969 to 1979, Dr. Porter put numerous educational programs into effect and gained recognition for outstanding contributions to higher education. He became recognized as a leading suppor.er of vocational education and as a national spokesman for retraining school staffs. One of the most significant contributions during his tenure was the establishment of the Michigan Education Assessment Program, known as the state MEAP test. Prior to that he had been associate superintendent of the state's Bureau of Higher Education and created and di:rected the Michigan Higher Education Assistance Authority from 1960 to 1965. The authority currently distributes approximately $100 million annually. As president of Eastern Michigan University from 1979 to 1989, Dr. Porter launched a National Center on Teaching and Learning with institutes on basic skills, pre-school education, elementary education, secondary education, and professional development. Establishment of the university's first doctorate was a highlight of the "Decade of Advancement." During his two-year tenure with the Detroit Public Schools, endlllg in June 1991, he was able to make fimdamental reforms in the troubled school system, including a comprehensive set of specific goals for the schools and objective criteria for measuring progress. Most significant was reduction of the $160 million deficit and creation of a balanced budget. Dr. Porter has received many awards and honorary degrees during his 40 years of public service, and has served on the National Advisory CO\.Ulcil on Social Security, the board of trustees of the National Urban League, and chairman of the Colleae Board. He has been a director of the Michigan Bell Telephone Company, the Economic Club of Detroit, and currently serves on the board of the National Conference for Communicy and Justice (formerly the National Conference of Christians and Jews), Comerica Bank and St. Joseph Mercy Hospital. He earned his bachelor's degree in pOlitical science at Albion College in 1953. At Michigan State University, he received a master's degree in guidance and counseling in 1957, and a doctorate in higher education administration in 1962. In 1992, Dr. Poner was inducted into the Michigan Education Hall of Fame. Dr. Potter has served as a trustee of the C. S. General Job Description The Michigan Community Service Commission (MCSC) seeks individuals with passion and vision who will be active participants in our decision making processes and who would bring special expertise or an area of influence to the Commission. A. B. Members of the MCSC who are willing, able and eager to commit to the Commission's purposes: 1. to serve as the state administrative agency for national and community service programs; 2. to serve as a catalyst for positive community change by stimulating iru10vative programs that meet real needs through service and volunteerism; 3. to serve as a convener of diverse individuals and groups by building communities through shared voluntary efforts that meet common community goals; and 4. to serve as a broker of nonprofit ideas and resources by encouraging collaboration and entrepreneurial approaches to service and volunteer program development. Members of the MCSC who are willing, able and eager to work with the Commission to seek out collaborative ways to bring together individuals, agencies and organizations in meeting the Commission's goals: 1. to build programs and expand resources based on local community needs and resources; 2. to enable youth and community practitioners to be part of the program design and policy development process; 3. to promote diverse programs that are representative of their communities; 4. to encourage strong partnerships among public, private and nonprofit organizations; 5. to develop a statewide information clearinghouse and system for training in the best practices for service, service-learning, and volunteerism; and 6. to enhance service and volunteerism through rewards, incentives, and recognition. 1 �II. III. Specific Tasks Required of All Commissioners A. The MCSC meets quarterly and while perfect attendance is encouraged although it is not necessarily mandated. However, all commissioners are expected to attend at least two meetings per year. B. Every commissioner will be asked to participate in one MCSC sponsored special activity annually to demonstrate a commitment to the organization and to the field of volunteerism in Michigan. C. Every commissioner is an ambassador and a powerful voice for the field of service and volunteerism. Each commissioner may be asked to speak (publicly) as to the good work of the MCSC and should engage in contacts with the private and public sectors especially the state legislature, on behalf of the MCSC. D. Every commissioner will be asked to participate in one or more of the MCSC standing committees. MCSC Committee Requirements A. B. Board Development Committee 1. Each committee member will be asked to nominate and/or contact new individuals to serve on the Commission. 2. Committee members will be asked to develop and oversee a commissioner assessment process to ensure MCSC's compliance with federal requirements concerning commission membership. 3. Committee members will be asked to coordinate MCSC committee assignments for current and new Commission members. 4. Committee members will be invited to participate in prospective commission member interviews. 5. The committee chair, or his/her designee, will be asked to report the committee's progress at quarterly Commission meetings. 6. Committee members will meet at least two times annually. Youth Leadership Committee (To be developed in consultation with the MYPAC members, Board Development Committee and the Executive Committee.) C. Awards and Recognition Committee 1. Committee members will be asked to seek out sponsorship for the Governor's Service Awards dinner. 2. At least two committee members will be asked to serve on the Governor's Service Awards Fund Advisory Committee (currently administered through the Capital Region Community Foundation). Communications and Outreach Committee 1. Committee members will be asked to aid in the organization of special events such as the annual Legislative Reception. 2. Committee members will be asked to support volunteer awareness campaigns as needed. 3. This committee will help form the future direction of MCSC and begin to develop the membership in a way that is both strategic an<:i.useful for the field of volunteerism and the nonprofit sector generally. As you may recall from our last meeting, the Commission adopted a new set of standing committees including the Board Development Committee which will: "assist the full commission in making recommendations to the Governor concerning appointing new members and removing inactive members, coordinating commissioner committee assignments, tracking commissioner participation, and seeking out prospective commission members. The committee membership will include the chair and three other commission members. Staff ftom MCSC' s Outreach and Fund Development Department' ~on g.with. the Administrative Assistant to the Commission, will be responsible for providing adrriinistrative support and coordination to this committee." Your fellow commissioners serving on this committee include mysdf, Mrs." Engler, Ms. Lenz and Mr. Pruitt. We will work with Lindy (Reurink) Lange, Director of Outreach and Fund Development, Mary Estrada, Administrative Assistant for the Commission and of course Kyle Caldwell, Executive Director of MCSC who will all work together to staff our committee. Our first meeting will be November 16, 1998 from 2:00 to 4:00 p.m. at MCSC's offices. I am attaching the agenda and all related materials for your review and consideration. The terms of six commissioners will expire this month (see chart attached). We will need to develop and examine our own policies and procedures for this committee, the expiring positions, two recent vacancies (Sister Martinez, Michael Tate), recognition procedures for departing commissioners and orientation for new commissioners, standing committee assignments and our future meetings. This is an ambitious agenda and I do not expect to have all the answers to these issues in one meeting. We should, however, be able to address our general expectations for each and draw up plans for dealing with them more fully during our future meetings. Our goal will be to make recommendations for commission membership to the Governor after our meeting so that they may be invited to the December meeting. Depending on the length of the appointments process, we may not be able to have our new members at the December meeting, but we will still make that our goal. The materials included with this memo provide you with information on the vacancies that we need to fill, a description of the characteristics we are seeking in a commissioner and some orientation to the appointments process. Please read over these materials. If you know of someone who might be a good candidate for any of the vacancies, please bring their name and (if possible) a copy of their resume and a letter requesting consideration for appointment to the Commission.
